New Year, New Hope and A New Excellence Awards Format Like many of our members, I was excited to begin the new year with renewed energy and a chance to leave the difficulties of 2020 in the past. But in this edition of Canberra Builder, we also get a chance to remember the incredible things that our members have accomplished over the last year, which is why the theme of this edition is ‘The Celebration of Achievements and Tales of Triumph’. We welcomed a new intake of apprentices earlier this year, which is a cohort that is full of enthusiasm and passion for carpentry, ready to be led by our Group Training Team. You can read more about them on page 60. The year is already off to a great start with many tremendous member milestones to celebrate this year. In this edition we look at the local story of MBA Premium Partner and 20-year member, Harvey Norman Commercial, and their valuable history with the Canberra construction industry. They also provided the wonderful photo for the cover of this edition, which symbolises the teams move into the commercial hospitality space. MBA Excellence Awards winner, Preferred Builders, is also celebrating an incredible 20-year Member Milestone. On page 34 we chat with Paul Kerr from Preferred Builders to find out about his favourite projects over his many years of MBA membership. We’ve also introduced a new feature on page 58 titled ‘Where Are They Now?’, as we find out what Chris Walmsley, the winner of the 3rd year Carpentry Apprentice Encouragement Award at the 2008 Master Builders ACT Apprentice Awards, is up to now.

On behalf of MBA ACT, I would also like to extend my congratulations to Simon Butt on his recent re-election as President of MBA National. I would also like to thank him and his team for the leadership shown in 2020 which ensured our industry remained open, thus saving many jobs and helping the economy. It’s Time to Celebrate Achievements and Tales of Triumph The news headlines of 2020 were dominated by COVID-19, but when you think back to what else the Canberra construction industry achieved, there is much to celebrate. Fundamentally our most significant achievement for 2020 was keeping our industry working through the pandemic. This was achieved because of the joint advocacy of all the MBA Associations, supported by other industry associations, but most importantly because our members demonstrated their commitment to safety and rapidly implemented new processes on work sites. There were a number of other advocacy achievements in 2020. The Federal HomeBuilder program was one of the most important. This program was supported by stamp duty and Lease Variation Charges implemented by the ACT Government. For the Civil and Commercial sectors, the ACT Government brought forward capital works projects and announced a $4 Billion, 4 year, infrastructure program, supported by additional Federal Government infrastructure funding. All of these programs have helped keep our members working through 2020.

MBA Australia Chief Economist Shane Garrett outlines what can be expected for the ACT construction industry is his article on page 64 and based on our national forecasts there are good things to come for the ACT. In the year when digital communication became the COVID safest method of interaction, the MBA social channels received more engagement than ever before. The Facebook post with the highest number of reactions was the Sutton & Horsley 30 Year Member Milestone photo.
During 2020 we celebrated the finalists and winners from the CCF Earth Awards and MBA Building Awards. Winner of the MBA House of the Year went to Daniel Fitzpatrick from Architekt Grüne Häuser for his winning home in Deakin. Construction Control and Amalgamated Property Group won MBA Project of the Year for Civic Quarter. More information about the 2020 award winners is available on page 22. The 2020 Sustainable Residential project winner was featured on an episode of Grand Designs Australia. The Rivett home was completed by MBA members D3 Projects and Capezio Copeland. The home was designed to be an underground eco bunker, which prioritises sustainability and low running costs. Built to be integrated with nature, the home is a natural habitat for native frogs, lizards and birds.

Make 2021 Your Year of Safety
WorkSafe ACT is committed to the health and safety of workers, the community and our staff. As we begin the new year, we want you to recognise that worker’s health and safety is everyone’s responsibility and we all need to protect our workers. Construction remains a key priority for WorkSafe ACT in 2021 and we are continuing to develop targeted strategies to help improve the safety culture in your industry. Operation Safe Prospect, our ongoing campaign to help improve safety in the residential construction industry, saw 203 Improvements Notices; 64 Prohibition Notices; and 15 Infringement Notices issued between August and December 2020. Silica dust continues to be a priority focus for WorkSafe ACT. It poses a significant health and safety risk to workers, and we will continue to collaborate with industry, other jurisdictions and Safe Work Australia on this important matter. Addressing psychosocial hazards in the workplace is also a priority for WorkSafe ACT. PCBU’s must recognise that violence in the workplace should never be tolerated. To help address this issue, WorkSafe ACT is increasing our staff capabilities, while also establishing working groups with industry stakeholders to address the hazards and mitigate risks to workers.

The bushfires of 2020 were further evidence that the impact of climate change on work environments will continue to present major challenges to workplace safety. WorkSafe ACT is committed to providing a strong, regulatory response to make sure employers continue to meet their obligations to workers under WHS legislation. As the regulator, we provide information and advice about WHS to both duty holders and the community. We promote an understanding, acceptance of, and compliance with the legislation. This includes promoting a strong work safety culture and providing advice and information about the obligations that PCBUs must comply with under the legislation.

WorkSafe ACT, as a newly established independent regulator, knows that all workers deserve a safe workplace. In 2021, our compliance and enforcement approach will include practicing proportionate, transparent and consistent enforcement that is responsive to the circumstances of the duty holder or workplace. Every PCBU has a duty of care to meet its legal responsibility to make sure workers get home safely. This year, and in the years to come, we remain committed to improving safety, and we will continue to work closely with all industries to improve the safety culture in the ACT. We will not hesitate to take enforcement action to make sure risks to workers are appropriately managed.

Shaping Safety in the Construction Industry
Q: What is the SHAPE Minimum Standards app? A: The SHAPE Minimum Standards (SMS) app provides construction workers quick and easy access to environmental, health, safety and quality management information from any mobile device. The app assists contractors in developing their safe systems of work, conducting risk assessments and recognising potential onsite safety hazards in real time. It contains the key expectations of SHAPE’s environmental, health, safety and quality management systems, as well as relevant WHS legislation, Australian Standards and Codes of Practice. Throughout the COVID-19 pandemic, we have seen obstacle meet innovation and the results are fantastic. One of these fantastic moments, was the introduction of a new Safety Minimum Standards app created by MBA Member Shape Australia. We chatted with Phillip Smith, Group Executive Environment, Health, Safety and Quality at SHAPE Australia about the Minimum Standards app.

SHAPE is passionate about making our industry safer and reducing the number of incidents on construction sites. That’s why we’ve made our SMS app publicly available for free download from the Apple App Store for iPhones, Google Play for Android phones, and from the SHAPE website for all other devices. We want to help improve the culture of safety in our industry by making safety information instantly available at the fingertips of contractors anytime, anywhere. Q: What responses have you received from users of the app? A: We’ve received extremely positive feedback regarding the SMS app, both anecdotal and through quantitative data. In fact, since the app was introduced, we have seen a significant improvement in our workforce’s understanding of asbestos management. For example, we have seen a decrease in incidents and increased logging of positive observations. Before the release of the SMS, asbestos-related positive observations were reported at 0.25 a month and this has since increased by 1,744% to 4.36 per month. Likewise, SHAPE’s electrical incidents decreased by 67% and asbestos-related incidents decreased by 29% since the app was introduced.
Ensuring our people and our contractors have the right tools for the job and that they go home safely at the end of the day is our top priority.
Q: Why did you think it was important to create the SHAPE Minimum Standards app? A: Ensuring our people and our contractors have the right tools for the job and that they go home safely at the end of the day is our top priority. Additionally, we also want to see safety standards improve across the entire construction industry, which is why we believe it is so important to have created the SMS app and made it accessible for anyone to download. We’re extremely proud to offer this industry-first SMS app publicly and hope it can help lift the safety outcomes on construction sites across Australia. Q: Do you think this app encourages people to be more aware of COVID-19 health and safety procedures? A: Yes, most definitely. We updated the standards as soon as we implemented SHAPE’s COVID-19 Business Continuity Plan. As part of this, SHAPE has utilised the app as a tool for communicating site COVID-19 safety information by breaking down content from our Coronavirus Action Plan, site implementation guides and other resources. This includes topics such as hygiene, cleaning regimes, temperature screening, PPE requirements and physical distancing. Construction, like every other industry, has worked hard to adapt to a new way of working during the pandemic to keep businesses operating while keeping SHAPE’s teams, clients and the public safe. The SMS app has been a great way for us to communicate the site Coronavirus management information that we developed for our onsite teams and is a practical tool that our contractors can use across all the sites they work on.
In addition, getting safety and technical information to workers and subcontractors was not always a seamless transition, so we relied heavily on site inductions, procedures and policies. However now, with the SMS app, site teams are more productive with the ease of having all the information at our fingertips in dot point form, allowing us to instantly reference the app wherever we go. Q: Are you looking to incorporate additional safety measures/equipment in the future? A: At SHAPE, we pride ourselves on a safety-first culture and always place the wellbeing of our people and subcontractors as top priority. As such, we know having the right tools for the job is so important which is why we are constantly looking for new innovations and technology to improve safety performance. As an example we are currently enhancing our internal electronic incident reporting / investigation platform so as it is mobile device compatible allowing early and efficient initial incident notifications to be completed and distributed while on the ground rather than at a desk. At SHAPE our focus has always been on continuous improvement, and we see investment in our people and safety technology as an investment in the industry as a whole, our subcontractors work with other builders and therefore we hope that the standards we set on our projects extend across the industry to set new and ever improving workplace safety outcomes and conditions.
Q: How does this app promote safer practices? A: The SMS app promotes safer practices and prevents injuries by increasing subcontractors’ awareness and understanding of common, yet often hidden site hazards such as asbestos and electricity. Likewise, the app helps to lift safety standards by providing instant support and having the ability to identify potential risks in real time through the app, which ensures our team goes home safe.

360 DEGREE APPROACH TO SAFETY
The COVID-19 pandemic presented a new array of challenges for all industries to overcome. With almost 20,000 Canberra residents employed in the construction sector, it was crucial that the industry found a way to stay operational. Many MBA members found innovative ways to implement new health and safety procedures, including 360 Building. Dean Struys, Managing Director of 360 Building, says the team took preventative COVID-19 safety measures from the start saying, “After COVID-19 hit the Canberra community, we took it seriously from the get-go, using hand sanitiser, social distancing and weekly team briefings to communicate updates from the ACT Government. As a company we also decided to undertake the Infection Control Training-COVID 19 Certificate to ensure all employees were educated and aware of the risks of COVID-19.”

But the 360 Building team went beyond the COVID-19 health and safety guidelines, and introduced a new site register app. This app allowed all onsite visitors to scan a QR code and be taken through a health and safety questionnaire, all from their own mobile device. Dean says the app was particularly helpful with monitoring onsite numbers, “A real time update in activity onsite is a valuable asset especially while we are in the office or on another project, not to mention the environmental benefit of minimising paper usage.”
Dean believes that this app is just another way that the 360 Building team can promote safe practices across their sites, “The building industry has more challenges with safety than any other so we believe it’s important to be as proactive as possible to ensure we all go home to our families at the end of the day.” The team will continue to expand their safety practices as legislation and technology evolve.
The app has provided a crucial new means of communicating important safety messages, “What it allows us to do is remind our trades and staff of the current global situation without sounding like a broken record”, Dean said.

As Harvey Norman Commercial reaches 20 years of MBA Membership, there is a plentiful history and wonderful memories to reflect upon. Harvey Norman Commercial is one of MBA’s Premium Partners, Excellence Awards sponsors and a valued supporter of the Women in Construction Group. Q. What is the founding story of Harvey Norman Commercial in Canberra? G. Harvey Norman Commercial started as a small two person extension of our retail store in Fyshwick. One salesperson and a delivery driver, utilising an old storeroom and some leftover warehouse space. We have now grown from this to be part of the largest Harvey Norman Franchise worldwide based in Taren Point, Sydney Q. What products/services do you specialise in? G. We are a “one stop shop” aimed specifically at the Building and Trade industry. Plumbing, Electrical, Air Conditioning, Civil Plumbing, Solar, Joinery & Fit outs, Professional Solutions, Smart Home Automation, Office Furniture, Stadium Supplies to name a few. Q. How is the Canberra Commercial market different from other states? G. The Canberra Market is very progressive and very educated in terms of what the client is looking for, especially in terms of sustainability, and a government that is very attuned to that. The Government’s investment in solar has created a big market in the ACT.

Y In a thriving industry like construction it’s important to acknowledge our loyal customers, who continue to support us and value the longstanding and trusted relationship. Q. What made you decide to become a Master Builders ACT member twenty years ago? G. We wanted to align our brand with a key industry body that represented and supported our business partners. Our market leading brand and values closely aligned, and still does with that of the MBA and its members. Q. What role have you had in Master Builders ACT events? G. Many and varied, from social days, BBQ’s, awards nights and dinners both as attendees and sponsors. Also, Sarah Flanagan has been a judge for many years in the building awards and Women in Construction group. Q. What furnishing trends are companies opting for? G. We are seeing a lot more freestanding baths and progressive mixers being sold into the market, along with coloured tapware for the bathroom. We also see Black as being the new Stainless Steel in the kitchen, with nearly all of our appliance manufacturers now with a black range of ovens available. Induction cooking is also becoming one of the most popular cooking methods, with the ACT leading the way with sustainable living. Q. What are the key company priorities for Harvey Norman Commercial in the Canberra region? G. Harvey Norman Commercial ACT wishes to support locals, now employing 85 ACT based staff and their families. We are heavily focused on sustainable products and market leading brands. We are also extremely passionate about diversity and equality for all with a strong focus on supporting Women in Construction as well as a large number of local charity organisations.
Q. How have furnishing trends changed over your 20 years of membership? G. 20 years ago I remember selling coloured basins and toilets, then everything went to one colour…white. Now colours are on trend again. Integrating appliances seamlessly into the kitchen is now the norm, with a large range of fully integrated fridges, rangehoods and dishwashers available from more affordable suppliers. We see Home Automation as the next big thing in the next few years with the advancement in Smart Homes at a more economical and obtainable price point. Q. Are there any exciting developments planned for Harvey Norman Commercial in the future? G. We are currently building a second showroom in Mitchell, traditionally our business has been electrical whitegoods and plumbing. But we’ve expanded to solar PV, solar installation, commercial furniture and commercial cooking, whitegoods and air conditioning. Supplying to a big industry like hospitality is a big focus for us over the next few years. The showroom will be 3000 square metres which is the same as our existing showroom in Mitchell. Q. Why do you choose to sponsor MBA events? G. It gives us an opportunity to engage and socialise with our partners and industry colleagues as well as supporting the MBA and its members. Q. Have their been any winning projects that you have supplied furnishings for: G. Yes, many of our customers and businesses have chosen us and our brands to support and supply their nominated and winning projects over the years.
Gavin sees Harvey Norman Commercial’s history, present and future deeply rooted in respect and admiration for the Nation’s capital saying, “We’re all very proud long term local Canberrans at Harvey Norman Commercial. Farewelling a Beloved Father, Grandfather, Founder of Rivoland and MBA Member
ANTONIO (TONY) GUGLIELMIN By Jeanette Guglielmin
Antonio Guglielmin, who was known as Tony was born on the 31st of October 1938 in a small town in Northern Italy called San Zenone Degli Ezzelini. As a young boy, Tony had a love for the building industry. He left school at the tender age of 12, and as his parents could not afford to send him to study architecture as he dreamed, Tony found work with building contractors, where he learnt the art of bricklaying and rendering. Tony was very hard working and ambitious, and when he was 14, he enrolled himself in a building course which would teach him all aspects of building. He completed this course in the evenings, whilst he worked fulltime throughout the day. At 17, Tony migrated to Switzerland to pursue a career with a major construction company. After a short time, his abilities were recognised, and Tony was made supervisor.
Many people, including the local council building inspector were left in awe as they saw what Tony had built.

In 1960, Australia was calling. Tony and his brother Lino re-united with their older brother Aldo in Queanbeyan. Immediately he found work as a bricklayer. Work conditions were not pleasant, and wages were extremely low, so Tony looked for other work. After a stint in Innisfail QLD, where he was cutting sugar cane, Tony returned to Queanbeyan, where he returned to bricklaying. Wanting to use the skills learnt in Italy and Switzerland, Tony, with the help of his brothers, built a home for Aldo. In 1963, Tony married his beloved Gabriella. Soon after, Tony, together with his brothers, brother-in laws, and a cousin formed their own Bricklaying company called “Grappa Constructions”. They went on to complete the brickwork in many major sites in the Canberra/Queanbeyan region. Grappa Constructions also provided work to many new immigrants.

In the evenings and weekends, Tony, with his wife Gabriella as his labourer, built their first home in Queanbeyan. The 3 storey, full brick, suspended slab structure was built completely by Tony. He devised a pulley system of ropes attached to the car, with Gabriella driving forward and backwards, to lift items up to each level as required. Many people, including the local council building inspector were left in awe as they saw what Tony had built. The building inspector could not work out how such a home had been built, with very limited access to resources. Tony was extremely proud of what he had achieved. He loved this house, and it still stands as solid as a rock.
We will be forever grateful for the love and support that we have been shown from Canberra’s Building Industry and beyond.
After welcoming their 4 children, Denny, Daniela, Jeanette and Ronny, Tony began looking for new challenges. In 1978, he was approached by his cousin Angelo from Melbourne who asked him to promote a specialty plastering product known as Granular Marble in the Canberra market. This product went well, and shortly after, he was given a few sample boards of tiles to promote. This was the birth of Rivoland Tiles. Tony and Gabriella worked extremely hard, and they sacrificed many things. It was not easy with a young family. The days were very long and exhausting. There were many times when they wanted to close the doors, but Tony’s strength, determination and dream kept them going. He wanted to build a future for his family. They kept going and built Rivoland into the wonderful company that it is today. It is a testimony to them both. In 2005, with Denny at the helm, and the other kids in the business, Tony pulled away from the showroom. There was no retirement for Tony. He remained working in the background, updating displays, building, and extending the showrooms and warehouses. He was still the “Big Boss” however, putting his stamp of approval on all major decisions. In the later years, Tony was fortunate to be able to return to his beloved hometown in Italy most years. Here he would relax a little and spend quality time with Gabriella and his family that remained there. This provided him with much happiness. When not travelling, Tony kept himself very busy with the odd building project. The most recent was a townhouse development, completed just over a year ago. There was nothing that Tony could not do. He was extremely talented in everything he did. Everything had to be perfect. Cutting corners was never an option. His incredible work ethic was always on show. Strong, proud, yet extremely humble would be the best way to describe Tony. He was always grateful and considered himself blessed to have formed many wonderful friendships with his customers over the years. Tony was always so thankful to the many customers that put their trust in him in the beginning, and to those that continue to support Rivoland today. Q. How long have you been an Excellence Awards Judge?
James (Jim) Hanrahan was part of the commercial judging panel for the 2020 Excellence Awards. Jim has volunteered his time judging Excellence Awards entries for many years now, offering his wealth of experience in the building and construction industry.
J. From time to time during the period 2002 to 2020 – possibly 12 times.
Q. What was your very first job? J. Paperboy whilst at school in Wagga. Morning delivery of The Wagga Daily Advertiser newspaper. MASTER BUILDERS AUSTRALIA CEO, DENITA WAWN Having a metal basket attached to your bike was a status symbol. Q. How did you get into the construction industry? J. My father was a partner in a building business, and I wanted to follow in his footsteps. I commenced my building career as a carpenter and joiner apprentice.
Q. Why did you agree to become an Excellence Awards judge? J. An opportunity to contribute something back to the industry. Q. What makes a project deserving of an award? J. It is important to understand the judging is for excellence in building. You look for quality of building works and attention to detail and have an understanding of the complexity of the works. The judging is not for design however, complex designs are taken into account for buildability by the builder. Q. What areas of a build do you consider when judging a project?
Q. How long have you worked in the industry?
J. Judging is by visual inspection and having an understanding of works that are not visual i.e., services.
J. Semi-retired after 40 years. Fully retired after a further 19 years’ operating as a Building Consultant.
The quality of the works will stand out throughout the project inspection.

PETER LEARY Peter Leary has been part of the Excellence Awards residential judging panel for many years, including the most recent 2020 awards. Peter also his own company Peak Consulting, which helps him recognise truly outstanding projects. Q. What was your very first job? P. I landed a job at the local chemist at the age of 13. It was colloquially known as a chemist run where I would deliver medications from the chemist to the local hospital and nursing homes. I madly ripped around town on my bike fulfilling the required tasks. Q. How did you get into the construction industry? P. Like most, I started an apprenticeship with a local fit out company. Two months out of high school and into the big bad world of construction was a real eye-opener. Q. How long have you worked in the industry? P. Starting on 5 February 1980 through till today, uninterrupted, that makes it, 41 years this year. It really has been a case of time flies when you are having fun. Q. What areas of construction have you worked in? P. I think I have pretty much covered most of the industry with works ranging from joinery, commercial and residential interior fit out, multi-storey construction, single and multi-story residential, project management and consultancy. That’s not to say I know everything; every day really is school day in this game. Q. What are some of your own favourite projects that you have worked on? P. Interior refurbishment at old Parliament House was a real standout for me. Detailing new work into older joinery work was a real challenge that made you stand back and appreciate the effort required. I will likely also remember fondly my first project, the High Court of Australia where the attention to detail was second to none. Currently, my favourite project is anything I’m working on, I am loving the industry with all of its idiosyncrasies and characters.
Working in my space in the industry I generally see both the best and worst of what we can accomplish in this crazy circus we call the building game. Making a difference every day is what keeps me going. Q. How long have you been an Excellence Awards judge? P. I believe I am on my fourth year. An interesting dynamic change is evident in that short time, not only relating to COVID-19 but the industry itself and how it tries to adapt to supply and demand. I have seen some outstanding projects in that time. I have also seen some valiant attempts not quite reach the mark. Q. Why did you agree to become an Excellence Awards judge? P. I think it is about giving back to an industry which provided me with the means to earn everything I have. It is also about meeting the best of our industry at a time when they are generally putting forward the product of their efforts. There is also the fact that I get to spend some time with some highly experienced co-judges whom I learn from every day. Q. What makes a project deserving of an award? P. I try to overlook the architectural merit and concentrate on what really makes a building project. A builder builds a building project and even the most basic architecture can be outstanding to look at if executed to the highest standard. Q. What areas of a build do you consider when judging a project? P. Attention to detail is always at the forefront of my critical assessment. Challenging details and the interconnectivity of materials and finishes is where I generally place my marks. Sometimes that is challenging in regard to looking at an architectural triumph, as the smaller details tend to disappear in those assessments. It is about the tradesman in me assessing the degree of difficulty and the outcome. I love the industry, my teams at Peak Consulting, Reliance Building Services and the persons that I interact with daily very much. I honestly do not feel that what I do every day is classified as WORK. At times I feel guilty (just a little!)

The Creative Genius Behind the
2020 HOUSE OF THE YEAR
The Master Builders and Asset Construction Hire 2020 House of the Year in Deakin was built by Daniel Fitzpatrick of Architekt Grüne Häuser (now known as MegaFlora Group). The Excellence Awards judges quipped about the project, “the building nerd strikes again, and it’s awesome”. This comes from Daniel’s affinity for eclectic design and his extraordinary use of materials, “That buildup of eclectic and individual touches is something that I enjoy creating for clients, it creates a home that feels personal when completed,” Daniel said. Daniel isn’t motivated by striving to win awards, it’s the delightful result of building high-quality homes, “I didn’t go into this trying to build the House of the Year, the key consideration for me with any build is longevity. What we’re thinking is What will this look like in 10 years? Will this easily last 20 years? and I think that’s what produces award winning homes,” he said. When Daniel was pondering the question about what makes a home worthy of House of the Year he said, “My team approach builds making sure, is this the best way to do things? I think that constant questioning is important, and with custom built homes you have the opportunity to really consider what you’re about to do.” Every room in the 2020 House of the Year sings with intricate details and thoughtful personal touches. From the custom-made steel blue staircase through to the origami inspired angles throughout the home, it’s a work of art to behold.

But Daniel’s mission to create bold, magnificent homes can make his work increasingly difficult, “I create a rod for my own back, I suggest ideas to a client and say this is going to be hard and I don’t know how we can do it and I don’t have any examples of it because I haven’t seen before, but if we can do it, it could be extraordinary,” he remarked. One example of this with the home in Deakin, was Daniel’s suggestion to use the terracotta paint for the main ensuite, “A bathroom with vibrant orange paint and deep blue tiles with specially matched terracotta grout isn’t something I can just Google and come up with an exact example of what it’s going to look like, so it takes a lot of trust from the client to see the vision for what the idea could be.” The result of this trust between the builder and the client, is a magnificent bathroom in an award-winning home. Daniel and his team do a lot of their work inhouse, including creating custom joinery, metalwork, light fittings, furniture and even designing tiles. Daniel commented on this process, “Designing the light fixtures is a kind of 60-70s approach to design, doing everything you can inhouse and really being a part of all aspects of creating a home.” Daniel adopts this holistic approach to building across all of his projects, which creates unique and remarkable homes. The first step in the building process of any home begins before any concrete is poured, Daniel says, “Orientation is

huge, and changing the orientation might make it a trickier build, but any plan that doesn’t have the right orientation suffers… everything you do from there is just a Band-Aid. orientation effects your energy bills significantly as it is critical in our climate to use the sun to your advantage in winter but block it out in summer. The tricker it is to make that work, the more exciting the design becomes. Daniel’s approach to construction is focused on using high quality materials and making them something spectacular. The home in Deakin also received a Judges Commendation for Best Use of Material, with the Excellence Awards judges noting the “Amazing mix of textures and materials.” Daniel is particularly focused on reinventing dated materials, “What’s something we can do with materials that have been forgotten? I think that if you use the material in well thought outway, it will always be an amazing piece of craftsmenship,” he said.
Daniel wants his homes to be recognized as unique creations, whilst still having a signature touch. An example of this is his move towards using stained glass in his builds, “Stained glass is such a beautiful material, often forgotten, we already do our own glazing and it would be great if people could look at a home with our custom made stained glass and know that’s one of our builds.” Reviving and reinventing old trends is just one way that Daniel wants to make his mark on the Canberra Building industry. The unconventional home had an equally unique design process, “The design brief was a bunch of handwritten notes from a catch up in a coffee shop and about 1000 photos. And in those photos I noticed a number of Japanese building elements and through further conversations with the client I figured out that was something they were interested in and that’s kind of the inspiration behind the origami elements throughout the home.”

This year marks 20 years of MBA membership for Preferred Builders, and we chatted with Partner, Paul Kerr, to find out more about this two-decade long journey. Y Q. How did Preferred Builders start? P. In 1994 Originally Partnered up with a talented builder and neighbour Graeme Woods whilst living in jarrabomberra. We went our separate ways in 1998. Partnered up again with Dean Hessengerger in 2016, he’s a machine! Q. What type of construction do you specialise in? P. Contemporary architect designed buildings of complex structural, spatial or material configuration on the one hand, and sensitive interventions to existing heritage listed buildings on the other. Q. How do you approach a new project? P. Our approach is reliant upon the project’s budget. The commercial warehouses and residential units greatly differ in skill set from custom architectural and heritage builds. Some of the trades are quite versatile and can adapt, others are quite unique and are selected from a very small resource pool. In a nutshell, we select contractors and suppliers for each project based on their reliability and proven track record taking into consideration the project’s budget, design and history. We are fortunate enough to have worked with many talented architects and share their passion for excellence. Some of these extremely detailed projects require Dean and myself to be very hands on, requiring us to occasionally get the nailbag on, although mine doesn’t quite fit these days, it seems to have shrunk … Q. Who is part of the Preferred Builders Team? P. > Paul and Dean, partners and project managers > Daniel Hodges estimating and contract administration > Jodie Kerr office and contract administration > 11 permanent staff including 9 carpenters, a labourer and 1 full time plasterer Q. Why did you decide to join Master Builders ACT? P. Originally joined as a young subcontract carpenter seeking help with sub contract agreements etc, then progressed into building and building contracts and advice, which we found very helpful. Q. What projects of yours stand out as particular favourites for you? P. My favourite is the Empire House. One of the smaller projects in recent years but the most enjoyable. A distinctly contemporary addition with two new pavilions set away from the existing modest cottage, in a garden with glass corridors linking back to the old house designed by Melbourne firm Austin Maynard Architects.

Q. What do you like about being an MBA member? P. > Meeting other builders, I think we are all cut from the same brush. > The MBA apprenticeship training is excellent, very happy with how the course is structured. Q. What are your favourite memories/events over your 20 years of MBA membership? P. The 2017 awards night. House of the Year, enjoyed a table with DNA Architects and owners. Always a fun night and MBA never disappoint, big thankyou to all involved. Q. Are there any new materials or any new technology that you will be implementing into your builds? P. Every house seems to have new façade materials, improved windows whilst fitted out with the latest gadgets. We focus on the micro detail to compliment the Architects design, we are lucky, the Architects shoulder the design and material selections, they are the genius. Q. What projects are you currently working on? P. A set of units and a few very nice houses! With the team’s pool room undoubtedly full of Excellence Awards trophies already, it’s exciting to think what the team will achieve over the next 20 years…

Civil Contractors Federation (CCF) ACT UPDATE NICK ZARDO, PRESIDENT, CIVIL CONTRACTORS FEDERATION ACT
The National Office continues its advocacy on skills and met with the National Skills Commission (NSC) to discuss the Commission’s recent report The shape of Australia’s post COVID-19 workforce. The Report underscores the need for greater government investment to address a looming skills crisis in the civil construction industry which threatens the sustainable delivery of the National $110 billion Infrastructure Program. Chief among CCF National’s concerns is the Federal Government’s failure to include civil construction occupations on the National Skills Needs List. Inclusion of key civil occupations on the National Skills Needs List would help to ensure financial incentives, such as those available under the $100 million Australian Apprenticeships Incentives Program, are available to employers, employees and registered training organisations. The meeting, with Adam Boyton, National Skills Commissioner, also enabled CCF National to brief the Commission on the CCF National Skills Survey which highlighted some of the recruitment challenges faced by the civil construction industry in attracting and retaining a highly skilled workforce. Last year the ACT Government announced an ambitious four-year $4 billion infrastructure spending blitz as a plan to rebuild the ACT. Since that announcement the ACT CCF Board together with the MBA executive staff have been working together with ACT Government representatives to facilitate this aim as well as ensuring that opportunities that arise from this spend are accessible to local contractors of all sizes. In my view the relationship between the Civil Industry and Government has strengthened over the past year, it is clear some progress has been made to take into consideration the local industry and facilitate their participation. This relates to medium sized projects being broken up for our smaller members, very large projects being broken up for our larger members, a collaborative approach to introducing a Civil Project Managers Panel and enabling Joint Ventures. this as an understanding that the territory has of the true value that local Civil Contractors bring to the community. A 2020 highlight was being invited to the SPARK Women in Civil Construction Program Graduation. A milestone event, where ten women from diverse backgrounds were recognised for completing the program which included eight host Civil Contractors and most importantly resulted in all graduates being offered employment. Attracting and guiding Women with little or no knowledge of the industry, preparing them, supporting them with training and work placements that end up with real jobs is an incredibly positive outcome for all. The program will run in 2021, contact the MBA if you want to get involved. The ACT CCF Awards will be held on Friday 21st May, adding to the usual value-based project categories there are also a few special categories that Contractors should consider nominating or entering they include the ACT woman in construction, Subcontractor of the year and WHS in Civil. THE 2020 CIVIL CONTRACTORS FEDERATION EARTH AWARDS WRAP-UP The 2020 Civil Contractors Federation (CCF) Awards was run as a digital campaign this year due to COVID-19 restrictions. The digital campaign was wildly successful on the Master Builder ACT Facebook and LinkedIn channels. A small, COVID safe certificate presentation was held on 19 November 2020, with speeches by Master Builders ACT CEO and Civil Contractors Federation ACT CEO Michael Hopkins, CCF ACT President and Director of Guideline ACT Nick Zardo and Duncan Edgehill from Major Projects Canberra. This year there were a record-breaking 27 finalists across 9 categories, with projects including the ACT Healthy Waterways initiative that saw improvements to the water supplies across the Canberra region, the restoration of a number of bridges across the ACT and delivery of a 40m deep sewer vortex. The CCF is a member-based, employer association that represents and promotes the interests of civil contractors in the ACT. CCF prides itself on being the voice of the civil construction industry and advocates for the interests of its members to all levels of government. CCF members are involved in a variety of projects and activities including the development and maintenance of civil infrastructure such as roads, bridges, dams, community parks & infrastructure, sub-divisions and more.

The project involved substantial demolition work and improvements to the lighting, carpark, amenities, playgrounds and landscaping around the Kambah Village precinct. One of the challenges they faced was that the shopping centre needed to remain fully operational throughout the entire project. RAM Constructions skilfully combated this challenge by creating a staged program with detailed pedestrian and traffic management. This allowed the team to safely continue construction while also ensuring they met the client’s requirements. RAM Constructions delivered detailed planning and design by creating the first open space waterplay area in the ACT.
PROJECT VALUE $2 MILLION TO $5 MILLION WINNER: Guideline ACT Curtin ACT Healthy Waterways Sponsored by Boral This project involved two stages of restoring and stabilising the embankment between Cotter Road and McCulloch Street, which involved installing mass block walls, renovating rock mattresses, and stabilising planting. The team cleverly installed custom valves to allow for pumping out of any low points along the job site. The soft centre of the channel presented a challenge because of the initial plan of using heavy concrete agitators. The team overcame this challenge through innovative thinking and scheduling the concrete to be delivered to each site in segments and using a 24-tonne excavator that had tracks that evenly distributed weight. This smart thinking greatly reduced the onsite risks for the team and the project overall.

PROJECT VALUE $5 MILLION TO $10 MILLION WINNER: Chincivil Hume West Stage 2B Sponsored by Civil Construction Hire
OUTSTANDING WOMAN IN CIVIL CONSTRUCTION WINNER: Alysha Obst BMD Constructions Sponsored by Ginninderry
Using innovative and sustainable practices, Chincivil constructed the Hume West Stage 2B Industrial Subdivision. This involved establishing the site, demolition works, road establishment as well as streetscape landscaping works.One of the challenges that arose during the project was the discovery of two areas of subsurface water. Chincivil incorporated individually designed drainage blanket layers to maintain the integrity of the pavement structure and design. Another challenge that arose during construction was the asphalt pavement depth being deeper than the concrete kerb. Chincivil mitigated this issue by extending the gravel layer under the kerb by one metre and installing additional erosion protection measures. Chincivil successfully screened 93,000m3 of stockpiled material from previous construction stages and were able to reuse a significant portion of this material.
Alysha is a project engineer at BMD construction and she has held an integral role with the company for thirteen years. She is currently working as the project engineer for BMD Constructions work on the Taylor Estate project. Alysha started at the company on a work experience placement and once she completed her studies with honours, she was offered a full-time job with BMD Constructions as a project engineer. Throughout her time working for BMD Constructions, her employers say Alysha consistently challenges stereotypes and she turns challenges into opportunities. She leads her team by example and consistently displays the qualities and values of an outstanding leader. Alysha is a valued part of the BMD Constructions team because of her open communication and championing to create a collaborative team. She focuses on delivering the best project results while also maintaining workplace safety.

WH&S - CIVIL WINNER: Complex Co Bridge Maintenance 2019-2020 Sponsored by PSC Insurance Brokers With a keen focus on Work Health and Safety Practices, Complex Co completed the Bridge Maintenance 2019-2020 project. The project involved repairs to existing bridge fixtures and additional improvements to five bridges across the ACT. Complex Co displayed dedication to creating safe work practices, by introducing illuminated and flashing personal protective equipment onsite. This innovative clothing is battery operated and rechargeable, which eliminates the reliance on bright external lighting. The team also placed red laser exclusion zone lighting for more visibility. The ACT was on a bushfire alert during the project, which caused smoke to affect the air quality around the capital. Complex Co ensured the health and safety of their workers, by regularly contacting the ACT Emergency Services Agency, to stay informed about the air quality and their proximity to the bushfires.
OUTSTANDING ACT GOVERNMENT PROJECT WINNER: Construction Control and GHD Group ACT Healthy Waterways Sponsored by Major Projects Canberra The project is a joint initiative between the Federal and ACT Governments to protect, improve and increase the longterm water quality and sustainability of ACT waterways. The project involved the construction of 19 unique water quality control systems using three different water quality control methods. One of the key priorities for the project was to reuse material, which included creating the largest bioretention garden in the southern hemisphere from geosynthetic clay liners made out of recycled clay to help retain water. The teams also reused 54,000m3 of onsite topsoil, and the project was awarded the Excellence in Design Rating by the Infrastructure Sustainability Council Australia (ISCA).
PROJECT VALUE $10 MILLION TO $30 MILLION WINNER: Woden Contractors Molonglo 3 Roads and Intersections Sponsored by Capital Asphalt The project involved the updating of the 900m Coppins Crossing Road to the new roadway known as John Gorton Drive, as well as updating the intersection of William Hovell Drive. The project involved approximately 120,000m3 of earthworks, over 200m of trench installed, seven major road crossings and over 900m of pipe being laid. The project team were able to stockpile 90,000m3 of material from the earthworks for the client to use on future projects. Careful planning was used to minimise traffic disruption to the busy roadways, which included laying asphalt overnight to reduce disruption to commuters and create the best quality finish for the client.
PROJECT VALUE $30 MILLION TO $75 MILLION WINNER: Huon Contractors, Calibre Group and Riverview Projects, Ginninderry Stage 1 project Sponsored by Capital Asphalt This project involved the construction of 356 residential dwellings, road upgrades to Drake Brockman Drive, the construction of a display village and the construction of a 40m deep sewer vortex. This project was significant to the ACT because a number of firsts happened for the capital including the installation of the largest sewer vortex in the southern hemisphere, the successful trial of the High Efficiency Sediment basin and the development of a specific environmental management plan for this project. This project demonstrates excellence in construction through the 12km of detailed, aesthetic saw cuts along the over 6,000m2 of concrete paving.

There was an abundance of outstanding winning projects in this year’s 2020 Master Builders ACT and Asset Construction Hire Excellence Awards. Six of these winning projects involved Construction Control, including the Project of the Year. Construction Control and Amalgamated Property Group won the 2020 Project of the Year award for Civic Quarter. The building was cleverly designed with a glass façade and minimal columns to maximise on the incredible view, overlooking Veterans Park. The Excellence Awards judges noted the ‘State of the art monitoring and communication throughout the building’ and ‘End of trip facilities provided for users of the building to and from work, part of the wellbeing program’, as particularly impressive features of the building. But creating an impressive, state of the art building isn’t an easy feat, it takes a tremendous dedication to using high quality building techniques. This included the Construction Control team creating a mock-up wall to verify its fireproof compliance. They also created mock-up V-columns to test

the concrete mix and to decide the most effective method for installing the columns. It’s this kind of extra effort that makes all Construction Control projects, not just aesthetically impressive but also structurally brilliant. Construction Control Director, Peter Wright, believes the task of creating winning projects involves all project stakeholders, “Collaboration is the best way to achieve success. We have a very transparent and open arrangement with our clients, where all team members sit at the table as equal partners throughout the design and delivery process all working together with a common objective,” he said. Peter thinks that it’s also critical the team has a shared project vision, “It’s important that all project stakeholders have a shared vision of what the project is aiming to achieve. The Canberra Airport for example, we went into it with the objective of making Canberra International Airport the best small airport in the world. The Airport team, the CC team and the design team all worked together to achieve this objective,” Peter said.

Peter says the team knew the Civic Quarter project was important, “From the beginning we felt this would be a special project as it was a complex build in the CBD on a significant Northbourne Avenue site.” Peter says that the Excellence Awards are about more than just the appearance of the finished project, “It’s not just about what a project looks like. Winning a Master Builders award is about the challenges the Project Manager faced, how successfully they managed those challenges and the creative and collaborative process between client, design and PM which is aimed at achieving an outstanding project” Amongst the many joys of winning Project of the Year, Peter says one special part is celebrating the work of the project team, “It’s also about the staff and subcontractors who work on the project. It’s about acknowledging our staff and the subcontractors contribution, because their heart and soul goes into their work “ Peter explained. With a number of Project of the Year wins under their tool belt, it will be interesting to see what Construction Control deliver for the 2021 Excellence Awards.

WITHIN THE CONSTRUCTION INDUSTRY RECYCLED PLASTIC: China’s 2018 ban on importation of recyclable material quickly revealed that Australia was too reliant on shipping our waste away and that a significant amount of recyclable material was going to landfill. Two technologies of note, Cupolex and Emesh are utilizing 100% recycled plastic to remove thousands of tonnes of plastic waste and CO2 from our environment. Cupolex Void Forming System: As an alternative to polystyrene. Cupolex 100% recycled plastic domes interconnect to create a self-supporting, void forming structure. A study has shown for an average house slab they are able to provide a 492.45Kg reduction of CO2 into the atmosphere. Emesh Reinforcing Fibres: As an alternative to reinforcing steel, Emesh 100% recycled fibres are used in light pavement and footpaths across councils in Australia. In fact, if we replaced all steel mesh in these applications annually, we would reduce our CO2 by 125,000 tons annually, and re-use 5000 tons of waste plastic. We are encouraging the construction industry to engage innovation by specifying recycled technologies such as these into their projects, to do their part building a more sustainable Australia.

MBA Members overcame a number of obstacles over the year, including the effects of the local bushfires. One stand-out project during the bushfire season last year, was the Bridge Maintenance Project 2019-2020 completed by the Complex Co team. During the project the team faced a possible emergency evacuation, residual smoke and low air quality. We chatted with Matt Haskins from the Complex Co team about the exciting and challenging project. Q. What was the purpose of the Bridge Maintenance Project 2019-2020? M. The purpose of the project was to provide remediation of Bridge Joints around the Canberra region as well as resurfacing bridge decks and approaches. This in turn extends the usable life of the built asset. Q. What were the high-risk elements on this project? M. > Construction on Canberra’s arterial road network – Worker safety when working in close proximity to live traffic lanes is always a major risk. > Using large plant and equipment at night with tight timeframes. > Bushfires around the Nations Capital caused not only a major health hazard with the large amounts of smoke but with works taking place on major arterial roads normal evacuation routes were jeopardized meaning that constant communication with the ESA and Emergency Services was critical. Q. How did you combat the risks involved with night works? M. > Full road closures were preferred to lane closures to keep away from live traffic. Traffic control barriers were used to create delineation between cars and workers. > Complex installed hazard alert lighting and exclusion zone lighting to help warn workers as they were approaching machine exclusion zones. Flashing hard hats and flashing high vis vests were also used to make workers more visible to both motorists and plant operators. > Air quality monitoring was set up at Complex Co head quarters to ensure worker safety. The on call supervisor had a direct line with the ESA to ensure major Roads could be open within 30 minutes had the weather conditions changed and evacuations were required. Q. Did you introduce any new equipment on your sites to reduce risks? M. To deliver the project and remain a safe workplace Complex Co adopted a precautionary strategy when it came to the effects of smoke and air quality. Two air quality monitors were

sourced with one placed on the construction site and the other mounted at head office. These monitors were continuously reviewed throughout the construction period with plans in place should the readings get too high. In addition to this, the entire company was inducted into the effects of smoke inhalation, prevention, treatment and management when working in a poor air quality environment. As an adjunct to this, all workers were issued carbon filter P2 masks. The outcome of these strategies meant that there were no smoke related incidents nor were there any nightwork incidents relating to poor worker visibility. Q. Why did you decide to implement additional safety strategies? M. Complex Co, being an innovative construction company seeks to value add and implement safety in everything it does. Complex Co strives for continuous improvement in all areas and takes safety very seriously. Q. What has been the response from your team about the new safety measures? M. The response was immediately positive, with the onsite team understanding the reasons and benefits of the new safety measures. The bushfires were well publicised and the impacts of the smoke well discussed in the media, this meant greater understanding of the air monitoring and the requirement for it. The teams conducting the night works thought the new Illuminating PPE and exclusion lighting were a great investment for onsite safety of all workers. Complex Co took out the WH&S – Civil category at the 2020 CCF Earth awards, for their work on the project. They also received a Judges Commendation for the Bridge Maintenance 2019-2020 project at the 2020 Excellence Awards.

The 2020 Master Builders Apprentice Graduation and Training Awards ran on the 11 December in the MBA Workshop. The wonderful celebration featured catering by Mr Papa and Momos Taste of Tibet, with drinks provided by our beverage partner, Capital Brewing. MBA Trainer, Malcolm Beer, thought the night was a success saying, “It was a very relaxed feel, there was fantastic food, the raffle prizes were excellent. It was a great night all round. The training yard was really well set up and it looked like a little food market which was really cool.” Apprentice Training Coordinator, Sam Reynolds-Smith, said, “It suited the apprentices and their interests with a relaxed atmosphere, and it was more reflective of what you might do in the industry. When you finish onsite at the end of the week, going for a drink with your work mates is a good way to wind down and reflect on achievements.” The one thing that definitely stayed the same this year was the catalogue of deserving winners, “The winners were very deserving of the recognition for their outstanding carpentry skills and hard work. They are going to be, and in fact already are, excellent tradespeople,” Sam said. After a year of uncertainty and the introduction of remote learning during the COVID-19 isolation period, MBA Trainer Ben Scanlon said it was nice to take a moment to celebrate saying, “It was a different year for the whole training team, so it was great to be able to celebrate the achievements of our students. It was a great way to thank Apprentices and Host Employers for being part of remote training in 2020.”

Andrew Van Dartel was announced as the 2020 MBA Apprentice of the Year. He is employed by MBA award winning builder Walmsley Building Solutions. He completed a Bachelor’s Degree in Architecture at the University of Canberra, but Andrew worked out he wanted to work with his hands more, “My passion led me to apply for an apprenticeship with Master Builders Group Training in 2017 to complete a Certificate III in Carpentry.” His commitment to the building and construction industry is evident to everyone that works with him, “His ability as a tradesperson is far beyond his 3 years’ experience onsite. It is a credit to him and his desire to learn. I have been working in the industry for the last 15 years and in my time running my own business I have never met an apprentice that has shown the abilities of Andrew as quickly as he has. I feel he is absolutely fitting to win Apprentice of the Year,” Chris said. Sam taught Andrew in the first year of his apprenticeship, “From the first week of his training I recognised Andrew’s talent for carpentry and his quick ability to grasp theoretical concepts. He is very well liked amongst his peers and he was a motivated team player, and he was quick to support his classmates,” Sam said. Congratulations Andrew from the MBA Group Training Team.

Chris Walmsley was the winner of the 3rd year Carpentry Apprentice Encouragement Award at the 2008 Master Builders ACT Apprentice Awards. Chris has gone on to start his own construction business, Walmsley Building Solutions. The decision to start his own business was a comfortable progression for Chris, “My parents and my sister all own their own business, so it was natural for me to do my own thing and do it my way.” Chris said.

But that wasn’t always his chosen career path, originally he enrolled in an engineering degree at university before finding his passion for carpentry. Winning the MBA’s Apprentice Encouragement Award in 2008 was the confirmation that Chris needed to know he was now on the right path, “I worked out after two years that university wasn’t for me and I started my apprenticeship when I was 20, when most of the guys were around 16. So, it was kind of nice to pick up that award with gratitude, and to have that sign that I made the right decision.” Chris’ hard work and dedication to the craft paid off and in 2018, he won the Master Builders ACT Excellence Awards for the Renovation more than $450,000 category, “That was huge a moment for me, and it was a real honor to receive that recognition from the MBA and other members of the building industry,” he said. Chris attributes his growing success to his dedicated team, “I’m just lucky that aside from my family helping out with the business, onsite I’ve got six full time employees who are all amazing, and contractors who are all as excited and committed as I am. I also have an awesome relationship with architects, which produces some really outstanding homes.” Chris says he sees Walmsley Building Solutions continuing to be ‘innovative and open minded to different styles of building’. This includes Chris and his team participating in intensive training in Sydney to become qualified in passive house building. Passive houses are a more energy efficient building style that prioritises low energy costs. In 2020, history repeated itself with Chris’ apprentice Andrew Van Dartel winning the MBA 2020 Apprentice of the Year. It was a nice full circle moment for Chris, “I’ve seen Andrew continue to excel in his own personal journey as well as in the building industry. And it’s nice feedback for me because he’s done his whole apprenticeship with me.” Andrew followed a similar path to Chris, originally starting out at university and then becoming a carpentry apprentice, older than most people in his year. But Chris’ success in the industry is a sign of good things to come for Andrew and future Master Builders ACT Apprentice Award winners.

MASTER BUILDERS DELIVERS ON FUTURE SKILLS FOR FUTURE JOBS Master Builders ACT is the leading industry association in the ACT advocating and delivering on innovative programs to attract more women to trades. Over the past two years, Master Builders ACT has facilitated two women specific programs across building and civil construction disciplines. This year a further two programs have been approved, funded by the ACT Government, Skills Canberra as part of the Future Skills for Future Jobs funding grant. In December 2020, Master Builders ACT, together with Ginninderry SPARK, held the graduation for a second women in civil construction program. The nine-week program provided participants with five weeks theory and four weeks practical experience in the civil construction sector. Essential training including, White Card, Asbestos Awareness, Manual Handling and Bullying and Harassment, formed the first week of training for the participants. This was followed by seven core units from the RII30815 Certificate III in Civil Construction Plant Operations. Practical placements were provided by eight civil contractors including: Guideline ACT, Woden Contractors, Huon Contractors, BASE, Capital Asphalt, Cord Civil, Complex Co and Canberra Contractors. Master Builders ACT Commercial Director, Liz Nair said, ‘This program is not possible without the support and collaboration

from our civil construction partners. They provide the onsite work placement and deliver the practical onsite training to support the units of competency delivered in the classroom.’ A further value add of this program was the emphasis on mental health and well-being. Partners including OzHelp and the Healthy Tradie project were able to facilitate this support to each participant over the nine weeks. On conclusion of the Women in Civil program 84% of participants completed the program and each of them were offered full time employment with their civil contractor host. ‘This is a fantastic outcome and an increase on program completion and employment from the 2019 program,’ Liz Nair said. ‘I encourage more women to enter the building and construction industry. For participants interested in the next program, Women in Trades, please contact the Master Builders directly. This is a ten-week program specifically targeting women seeking a career as an apprentice carpenter, plumber, or electrician. Recruitment will commence shortly, with the program scheduled to commence, Monday, 19 April,’ Liz Nair said. Good Things to Come for the ACT? SHANE GARRETT, CHIEF ECONOMIST AT MBA AUSTRALIA
As we kick off 2021, the ACT economy looks to be in relatively good shape compared with most places - both inside and outside of Australia. Certainly, the trauma of the past 12 months has left its scars: at 3.9 per cent, the unemployment rate in the ACT has taken a turn for the worst during 2020, but it is still the lowest in Australia by a wide margin. The suspension of arrivals from overseas for most of 2020 has also deprived the ACT of its main engine of population and labour force growth. Even so, there are not many places where the number of people with a job has risen over the past year, but fortunately Canberra is one of them. Latest figures show that the employment headcount here has increased by over 7,000 people over the year to November 2020. Reassuringly, this increase was almost exclusively accounted for by full-time jobs rather than part-time positions. Along with the exceptional stimulus deployed by federal government in response to the pandemic, Canberra’s comparatively steady footing in 2020 was also a reflection of the largely successful containment of the virus locally during the year. The high share of public service activity in the local economy has also acted as a stabilising factor at a time when private sector demand has been burnt so badly. Even though the general economic backdrop has been largely favourable, the recent performance of the ACT’s construction sector has been quite unimpressive. Latest data indicate that the volume of construction work done fell by some 8.7% during the September 2020 quarter compared with the previous quarter. Total building activity saw a reduction of 9.8 per cent over this period. Non-residential building activity been the most badly affected by the pandemic, and activity here dropped by some 22.1% during the quarter. This outcome is not surprising: some segments of the economy have been severely curtailed by COVID-19 restrictions and new investment in these areas has ground to a halt. Even outside of these areas, the atmosphere of uncertainty has been deeply damaging to business confidence and large-ticket capital investments. This includes building projects

being cancelled, postponed and deferred. However, public sector projects have played a supportive role at this time: non-residential building work for the public sector saw a strong gain of 16.2% in the ACT during the September 2020 quarter, partially offsetting the 33.4% plunge in private sector nonresidential building activity over the same period. A turnaround in the ACT’s non-residential building sector over the short term looks unlikely: latest official figures show that just 122 non-residential building jobs were approved over the three months to November 2020, a 35.4% drop on the same period in 2019. However, demand for industrial building jobs up well up on a year ago particularly with respect to factory and warehouse building. The local building industry is also benefitting from the uplift in NSW government-driven projects in the capital region outside the ACT, particularly in areas like education and health. The reduction in engineering construction was more measured (-2.3 per cent), partially thanks to the significant share of infrastructure work accounted for by government projects. Moves to fast track the second stage of Canberra’s light rail project means that engineering construction activity can look forward to a busy time over the next couple of years. During 2018, new home building starts across the ACT hit an all-time high of about 6,400 thanks to strong population growth and low mortgage interest rates. In recent years, the vast majority of new homes built in Canberra had been on the high-density side of the market. Even before the COVID-19 crisis, new home building activity here had been reversing quite quickly. While other parts of Australia have seen new detached house building rebound since the unveiling of HomeBuilder in early June 2020, the structure of residential building in the ACT with its strong dependence on high density means that the benefits here from HomeBuilder have been very limited so far. For example, over the three months to November 2020, the number of new home building approvals in the ACT was 25.9% down on the same time in 2019. However, the HomeBuilder boom has not bypassed Canberra entirely: over the same period, the value of major home renovations approvals soared by 58.4% in the ACT, a pattern which has been replicated in most parts of the country.
Despite the fact that the building in the ACT has not yet fired up, the prospects for activity in our industry over the medium to long term look promising. Interest rates are set to stay at extremely low levels for a prolonged period. More importantly, the robust state of the ACT economy means that the local labour market will become a magnet for jobseekers migrating from those parts of Australia worst hit be the COVID-19 crisis. This effect is likely to boost demand in the rental market in Canberra and ultimately fuel further gains in new home building activity.
Based on the latest building approvals, Master Builders Australia projects that new home building starts in the ACT will ease back to 4,176 during the 2020-21 financial year. The largely favourable economic backdrop means that activity is likely to climb fairly steadily over subsequent years as the chart below illustrates), and by 2024-25 we project that new home building starts in the ACT will reach about 5,480.

WORKING FROM HOME ARRANGEMENTS AND SUBSEQUENT CHANGES TO MODERN AWARDS By Malvin Khaira, Master Builders ACT Industrial Relations and Legal Adviser COVID-19 is changing the employment landscape with working from home increasingly becoming the preferred working arrangement. The need to eliminate the risk of person to person transmission of the COVID-19 virus in the workplace, has led to extensive government directives and guidelines, primarily with respect to social distancing and hygiene at work. Many industries have resorted to complete or at least partial work from home arrangements, due to the pandemic. In addition to government directives and guidelines, employment and industrial laws have also undergone necessary revamps to cater to challenges presented by the virus. Since the emergence of COVID-19, the Fair Work Act 2009 (Cth) has seen amendments to allow for transitional provisions on a whole range of matters intended to assist industries impacted by the pandemic and to administer the employer and employee relationship in these unprecedented times. These changes are numerous, some of which include a reduction in the access period for enterprise agreement
The COVID-19 schedules in Modern Awards promotes flexibility in administering the employment relationship and affords rights and obligations on matters such as hours of work, annual leave and pandemic leave. On 31 August 2020, the Fair Work Commission released a President’s statement in which it proposed a further draft Award flexibility schedule intended to promote discussion among employers and employees with respect to work from home arrangements. The draft provision allows for employers and employees to reach an agreement that balances personal and work responsibilities of the employee with the business needs of the employer. It should be noted that this flexibility schedule has not been implemented as of yet and it is only in draft form. The expectation is that it is used as a starting point for discussions between industrial parties with an interest in particular Modern Awards. However, it is likely that this flexibility schedule would remain irrelevant to many industries and as such many industrial parties would not require any discussion or consultation. These are industries in which work from home arrangements would simply be unfeasible due to the nature of work required. An example of which is the construction industry. Although construction does encompass office-based jobs, the majority of work continues to occur on construction sites and therefore the presence of workers on site is unavoidable. The finalisation and subsequent introduction of this flexibility provision would also signify the Fair Work Commission’s movement towards cementing the trend of working from home as part of permanent employment arrangements. The schedule would see employers finding it more difficult to unreasonably refuse an employee’s request to work from home. A refusal to let staff work from home, especially when it can be shown that such an arrangement was possible, could result in an employer being in breach of employment laws. There is likely to be more to come in this space, however, whilst the presence of human workers continues to be necessary in industries like construction, work from home arrangements would appear inapplicable and therefore irrelevant.

Managing Buildings Better ACT Chief Planner, Ben Ponton
Look around Canberra and you’ll see how much the city has grown over the years. Apartment and townhouse living has changed the skyline and some neighbourhoods, in the inner-city ,centres and new estates. Now, the laws governing unit title buildings have also changed, to make it fairer for people who live and work in buildings. These legislative changes clarify the rights and responsibilities of developers, owners corporations, residents and business owners in all unit title buildings in the Territory, including mixed-use developments. Some of these changes are already in effect, with others to be introduced from July 2021. For builders and developers, the biggest impacts flow from new arrangements for managing multi-use buildings, extra requirements to keep buyers and owners corporations informed, more flexibility around contribution levies and unit plan rules, and changes to voting rules around building defects. For new multi-use buildings which include a units plan, developers will need to develop a “Building Management Statement” that outlines how issues such as shared facilities and easements will be jointly managed by the owners of different leases. Developers of new multi-lease buildings with at least one units plan have until July 2021 to develop such a statement for their complex. Any application to register a units plan after this date can’t be assessed if it doesn’t include the statement. For units sold off the plan, developers will need to provide a new “disclosure statement” to buyers as part of the contract of sale from July 2021. This applies to off the plan unit sales where no contracts have been issued prior to 1 July 2021. The disclosure statement must provide information about: > Proposed levies > Maintenance and mixed uses > The progress of the development

It will need to be updated if there are any significant changes to the development or unit, giving buyers clearer rights to terminate a contract in such cases. For new unit plans, developers will also need to give owners corporations more detail about the future upkeep of their building. From 1 November 2020, developers must present an initial maintenance plan for a new complex at the owners corporation’s first annual general meeting (AGM). The maintenance plan must detail the expected maintenance tasks and costs and include an asset register, warranties, manuals and contact details for manufacturers and installers. As a safeguard, developers, builders and other parties involved in a development are, in most cases, no longer allowed to vote on matters related to building defects. However, developers have more flexibility under the reforms in how they set up new unit plans. They can propose different ways of calculating contribution levies and tailor rules for running a new units plan in a way that makes sense for a development. Previously, a one-size-fits-all set of rules applied to all new unit plans, leaving little room for flexibility or innovation. Developers now also have a means of changing their rules for existing units plan during the “developer control period”, if unforeseen circumstances arise. Existing owners corporations can now tailor their levies and rules too. These reforms draw on lessons learned in other jurisdictions as well as input from an active industry and community consultative group. HIGH PROFILE HOMES Renovating and Extending the residence of His Excellency David Hurley AC DSC
Canberra is the capital of Australia as well as the political hub of the country, with the magnificent Parliament House sitting proudly atop the steep drive in Capitol Hill. It’s therefore no surprise that Canberra is also home to many magnificent houses, owned and lived in by important Australian political figures. One recent project involved the extension and renovation of Their Excellencies David and Linda Hurley’s private residence. The Hurley’s decided to renovate their private residence to make it more fitting of their current lifestyle. Two Master Builders ACT members were responsible for the daunting and highly important building and design of the home. Architects Ring & Associates were the Architects who designed
the home, and the Homes by Howe team were the MBA members tasked with the construction element of the renovation. An added layer of pressure for the Homes by Howe team was the sentimental value attached to the build, with the home having seen the family through all their children’s childhoods. Even as their careers in recent years have taken them to other parts of the country, most recently New South Wales, their residence in Canberra has always held a special place in their heart. Between Architects Ring & Associates and Homes By Howe, the teams were careful to retain the classic feeling, with a key request being make it feel like home. This is the reason a three-level portion of the home remained to capture the feeling they had always loved. The result of the team’s highly detailed work and consideration for their client’s wishes, has resulted in a beautiful home that cherishes classical elements while introducing new custom-made accents. The home features greens and whites particularly for Her Excellency Mrs. Linda Hurley, because it reminds her of Government House in Sydney.

The large profile of the window section, paired with the timber look finish, made the integration sympathetic to the original house. Another modern component to the renovation was making the home more open plan to ensure it remained a comfortable place for friends and family to meet. Brendan Howe, the Director at Homes by Howe, says the team specially designed and custom made the internal handrail onsite, taking over three weeks, to ensure it perfectly fit the home. The project was a wonderful collaboration between the builder, architect and the client, with a number of joinery, light fittings and other elements chosen during the construction process. The finished result is a home that is classic, traditional and adorned with the high-quality and specially made elements that are fitting of its esteemed owners.

PICHELMANN CUSTOM BUILDING SERVICES WORK WITH BLAZEAID: Rebuilding Fences, Hope and The Human Spirit Amongst the many challenges that the COVID-19 pandemic brought about, 2020 also began with devasting bushfires. The bushfires ravaged parts of country New South Wales, with people losing family, friends, cattle, homes and farms. For the people affected by the bushfires, the aftermath of the fires isn’t easy to forget, as they look at the ashes that sit where their homes used to be.

Parry Pichelmann of Pichelmann Custom Building Services, and his team banded together to make the three-hour trek down to Cobargo to support the rebuilding efforts. “After the bushfires, a couple of the young guys that work for us sent a text and said, ‘what are we going to do to help boss?’ And while we were trying to figure out how we could help, my son heard about BlazeAid through ANU,” Parry explained. BlazeAid have a number of camps across the country that each have their own camp coordinator, with camps currently open in Cobargo, Macksville, Rappville and Wulgulmerang. Parry describes BlazeAid as, “A volunteer organisation, helping farmers affected by fire or flood get back on the land. They organise all the logistics, we provide the manpower.” Their team was made up of 20 team members, apprentices, friends and family members who were all united in generosity of spirit and a deep respect for the agricultural backbone of this county. While the BlazeAid team is rich in spirits, many hands make light work and they are always in need of more helping hands, “These guys need all the help they can get. The grey nomads are the biggest helpers, but having extra people helping out really makes a difference. We did in two days what the normal crew would do in two weeks,” Parry explained. Farmers are often low on time, money and consequently the proper fencing material, while the daunting task of repairing over 20,000 kilometres of fencing, still lays ahead of them.
For farmers, their home is also the place where they earn their living, so it’s crucial that they rebuild as soon as possible.
As we come out of another bushfire season, there are many families that are still trying to recover from the 2019/2020 bushfires. Parry noted that a particularly difficult part of the rebuild effort for residents is, “They’re still having to run their homes and farms while they’re trying to rebuild.” For farmers, their home is also the place where they earn their living, so it’s crucial that they rebuild as soon as possible.

saying we were the first ray of sunshine in their lives since the fires. We all went back to work with a new energy, and I think we gained more from it than the farmers did.” Another benefit of the volunteering was seeing the personal growth of the younger members of the team, “We took down a lot of apprentices. They usually get told you’re a young guy what do you know and then they go along to help these farmers and they say you’re amazing and you’ve done a great job and you see these guys start to believe in themselves. So, it’s really rewarding seeing them build their self-confidence.” Parry says you don’t have to be the strongest in the room to make a big difference, “Most of the people down there are ex public servants and retirees. It’s all about quantity and it’s about the right attitude not a skill set. I remember when we were down there seeing a man in a wheelchair helping out by washing dishes. There’s really something everyone can do to help.” Volunteers are fed through donations and the generosity of local restaurants, and showers and bathrooms are also provided. Volunteers range in age from 12 to 85 years of age but they are all united in generous spirit.
