Mayor Camalla Leonhard The First City of Kansas has many things to celebrate in 2022. We’re proud to support a robust street repair program, our community’s first splash pad set to open this summer and the introduction of a company, Bird Scooters. Earlier this year our City Commission was proud to provide a letter of support to the Leavenworth County Historical Society in their quest to register Greenwood Cemetery at Limit and Tonganoxie Road on both the State and National Register of Historic Places. Many of you know that this cemetery has long been a place of respect and honor for Leavenworth's loved ones. It's exciting to know that our local Historical Society has provided us with incredible research and record keeping that can help our families research more about their ancestral history. Leavenworth’s Hawthorn Park will receive the community’s first splash pad, a water feature that families can enjoy. This is a perfect opportunity for young children to come and enjoy a water feature at no additional fee. This year
Arbor Day 2022 Family and friends of John Hendrickson planted a Maple tree in his honor at David Brewer Park in April for Arbor Day. Hendrickson passed away last year. A former Parks Superintendent for the City of Leavenworth in the 1990s, Hendrickson began our community's Legacy Tree program and our participation in Tree City USA. Mayor Camalla Leonhard read the proclamation for Arbor Day 2022, and staff assisted family members with the planting of John's tree. our Parks and Recreation Department is adding restrooms to Stubby Park and improving trails at Havens Park. Camp Leavenworth along the Missouri River will continue as our premiere event in the fall in 2022, with a date set to be announced in May. The City of Leavenworth has entered into a memorandum of understanding with Bird, Inc., for a set of shared electric scooters as both a transportation alternative and a fun way to ride around the community. This is a trial program that cost nothing to the City of Leavenworth. The Centennial Bridge along Kansas Highway 92 over the Missouri River remains one of the critical transportation routes to our community. The bridge was identified by engineers for replacement and is currently in the design phase of construction for a four-lane bridge with pedestrian and bike access. The Kansas Department of Transportation is working with the City and state and federal partners on this project. We're looking ahead to a bright future for our community.

Street repair in 2022 includes mill and overlay, micro surfacing The City budgeted $2 million in 2022 for projects like mill and overlay and microsurfacing. These projects are in addition to the regular repair, patching and pothole repair that City staff conduct on a regular basis throughout the year. Members of the public are encouraged to fill out the online form to "Report a Pothole" at www.leavenworthks.org to help identify immediate concerns for traffic safety issues. Currently the 2022 Pavement Management Program is undergoing a bid process. Local contractors have warned us that the high price in construction materials and significant worldwide inflation could affect some of the projects. The projects listed here are what have been included in the bid packet. More updated information will be on our website. A "bid alternate" is the term engineers give to projects that may be possible should the funding allow. Not all of these projects may be completed should the cost of construction materials inflate beyond the City's control.

Crime dropped 14% overall in Leavenworth in 2021; report available online Each year the Leavenworth Police Department turns in an extensive report to the Federal Bureau of Investigations, and provides a summary of that report to the Leavenworth City Commission. Police Chief Pat Kitchens discussed the report with the City Commission during a study session on March 1. Statistics from the Leavenworth Police Department show: - A drop in overall crime of 14%: Part I Crimes, which includes murder, rape, robbery, assault, theft or auto theft; were reported significantly less than 2020. In 2020 there were 1,902. In 2021 there were 1,581 reported. - Homicides were up from two to four. All four have been solved, Kitchens said. - There were 13 Professional Standards investigations, which are investigations about a police officer’s behavior or handling of a situation. Any complaint about a police officer's behavior is investigated by Maj. Dan Nicodemus, Deputy Police Chief, dnicodemus@firstcity.org. -There were 1382 arrests of adult offenders and 107 arrests of juvenile offenders. With the closure of the youth detention facility, these youth are taken to the Wyandotte County Juvenile Detention Center. There are many other statistics available. The police department collect a ton of data, Kitchens said. “As vital as this information is, it is only half of the equation,” Kitchens said. “Just as important as all this data is -- and it’s valuable that we use it

Leavenworth County Historical Society gets Greenwood Cemetery listed on "Historic Places" Greenwood Cemetery, Limit and Tonganoxie Road, has been recognized on the Kansas State Historic Register of Places and has been nominated on the National Register as well, thanks to some hard work by the Leavenworth County Historical Society. It has close to 3,000 burials - about 1,700 of them known. Some burials are recorded in the 1850s and continue until the last recorded burial in 1955. In 1982 the cemetery was deeded to the City of Leavenworth. The City mows the property. The Greenwood Cemetery Preservation Commission was formed in 2021 to ensure the ongoing care and preservation of the historic property. The Commission includes representatives of the City of Leavenworth, the Leavenworth County Historical Society, the Daughters of the American Revolution, Veterans of Foreign Wars and the Richard Allen Cultural Center. Jim Claunch, volunteer with the Historical Society, said he hopes the new historic designation will lead

Birds are here: Electric scooters part of a trial program to provide transportation option A set of electric scooters for shared use arrived in Leavenworth earlier this spring. They can be used by anyone over 18 within the City of Leavenworth. The City of Leavenworth and Bird, an electric vehicle company, teamed up to offer e-scooters to the Leavenworth community as part of a trial program. The intent of this program is to offer a transportation alternative and a fun way to travel around the Leavenworth community. Bird has entered into similar agreements for e-scooters with the cities of Kansas City, Missouri, and Overland Park, Kansas, along with more than 400 other cities globally. This eco-friendly transportation option can be activated through Bird’s mobile phone application, https:// go.bird.co/. Once the application is downloaded, users can find a map of the scooter locations in Leavenworth. Bird sets pricing and fees for users. Alarm Permits The City Clerk's office has sent out reminders to alarm permit users about renewing their permits for 2022-2023. Current permits expire June 30, 2022. The renewal fee, if paid by June 30, 2022 is $15. You can renew your permit online or in-person. Information you will need to renew: n You will need the I.D. number located to the left of the Customer Name listed on the post card you received. n Online: Go to www.leavenworthks. org, under Departments select City Clerk, there is a link at the top of the page to renew your alarm permit. Fill out the web form accordingly and once you submit you will be redirected to the payment portal. There is a convenience fee associated with online payments. n In-person: Come into the City Clerk’s office 8 a.m. to 5 p.m. Monday-Friday to renew and make payment. We are inside Leavenworth City Hall, 100 N 5th Street, Leavenworth, KS 66048. Please note that any renewals after June 30, 2022 will incur a late fee bringing the total cost to $35.00.
City of Leavenworth, Kansas Leavenworth City Commission regular meetings are at 6 p.m. on the second and fourth Tuesday of each month. The first and third Tuesdays are for Study Sessions, provided that there are enough items to discuss. All meetings are open for the public to attend. A regular meeting has a previously published action item on which the City Commission may vote after discussion. All regular meetings contain a time set aside for public comment. Members of the public may attend and address the Commission directly. Public comment is limited to 2-3 minutes each and no action will be taken by the Commission on public comment items. To provide public comment, speakers need to sign in advance by contacting the City Clerk's office or by signing in on the sheet prior to each meeting. Agendas for these meetings are published by 3 p.m. the Friday before each meeting on the City website under "City Commission Agendas and Minutes." Trash Talk: Survey launched to gauge public feedback on trash, recycling The City of Leavenworth has formed a Solid Waste Citizens Task Force to evaluate options for residential trash pickup. To help with the research, the Task Force and City staff have launched an online survey to gauge public feedback about City services. Currently, the City of Leavenworth operates its own trash pickup service. There are no polycarts and virtually no limit on the number of bags or items that can be placed on the curb. In 2021, staffing shortages led to some challenges in gathering trash from local routes. Additionally, staff frequently encounter large piles of trash like the one shown. Brian Faust, Public Works Director, briefed the City Commission on the need to re-evaluate how trash pickup service is completed. Staff leadership and city officials acknowledged that trash pickup remains one of the most popular services. Because the City of Leavenworth conducts its own trash pickup using City staff, the City has more flexibility in what we pick up. However, it also means that staff spend a lot of extra time picking up large piles of trash left at residential homes. A task force helps ensure that possible changes, if any, reflect what residents would like to see in their trash pickup services moving forward. Topics discussed by the Task Force include: - How the Recycling Center is operated. - Whether there is public support for a system that would require trash pickup in polycarts. - Whether there should be a limit on the amount of trash pickup. - Whether there would be support for an updated trash pickup system, even if it cost additional fees for the public. - Support for the ongoing trash bag distribution program.
In 2021 and 2022, there have also been challenges in high prices and lack of vendor interest in the City's trash bag program. For this program, the City of Leavenworth uses the fees paid on residential trash to help pay for rolls of trash bags, which are then distributed to the Leavenworth community twice a year. The local Lions Club recruits teams of volunteers to help distribute the trash bags, and the funds they earn from the City of Leavenworth for this work are then used to support their charitable efforts. Additional rolls of trash bags are available for sale in the City Clerk's office for $7 throughout the year. Ongoing challenges because of inflation and supplychain issues have increased costs significantly. The Task Force and City staff don't have a specific agenda for changing anything regarding City trash services -- we are simply looking for ways to improve the process and help residential trash pick up run more smoothly. Leavenworth is home to more than 424-acres of dedicated park land. There are more than 20 parks, 15 shelters, a campground, multiple playgrounds, tennis and pickle ball courts, ball fields, flower beds, a 9-hole disc golf course, batting cages, a skate park, a dog park, and several miles of walking trails. Legacy Trees - Through this program, old trees are replaced and new areas rejuvenated. All contributions to this program are placed in a Park Special Gift Fund and are only used for the planting of Legacy trees. Supporters will be able to see their contributions live on in each tree that is planted. The Legacy Tree Program makes it possible to help preserve the rich history of trees in our parks while commemorating either a person or event. This program is available for online registration and payment through our website.

Memorial Benches - Another way to honor a person or recognize an organization is through the purchase of a memorial bench with an attached plaque in Ray Miller Park, Landing Park or Waggin’ Tails Dog Park. Placement in another park must be approved by the Park Superintendent. The Parks and Recreation Department will install the bench. Cost varies. Adopt-A-Park – Consider adopting a Leavenworth city park or other landscaped public area. Participants can choose from a variety of tasks to include establishing a presence in the parks and reporting vandalism and maintenance problems, picking up litter, painting, weeding, or gardening. Donations also may be made for park improvements. City staff will provide guidance and some materials for projects. Choose a park and decide what activities you will be able to do and how often. Once this is established, a sign will be erected in the park with your group’s name and logo. See which parks are available and register through our website.
Alcoholic Beverage Permit - By City ordinance, alcoholic beverages are prohibited in City parks, except as authorized by Parks and Recreation to Leavenworth County residents with a park reservation permit. There is a $10 alcoholic beverage or beer permit fee. Visit our website for details and restrictions. Haymarket Square - An event venue located at 649 Cherokee. The open-air pavilion is available for rental when not occupied by the Farmer’s Market or the City Market. City residents or businesses pay $25 per 8-hour session, and non-residents pay $50. Sessions available are 6 a.m. – 2 p.m. or 3 p.m. – 11 p.m. Contact the City Clerk’s office at 913-682-9201 for availability and more information. If planning a special event open to the public, other requirements must be met to reserve the square.

Riverfront Community Center 123 South Esplanade Street (913) 651-2132 The Riverfront Community Center is a charming 1880s former Union Depot train station on the banks of the Missouri River. Originally constructed in 1888, this historic depot was restored and remodeled in 1988 as a multi-functional facility. This classic facility provides an ideal atmosphere for all types of special events, meetings, and family gatherings, with picturesque views of Leavenworth Landing Park, located right behind the center.
Riverview Room: Aptly named for its beautiful views of the majestic Missouri River, it is an elegant room that can host banquets, receptions, weddings or other special events. It also has an adjoining outdoor patio that overlooks the river.
The Women’s Waiting Room: Adjacent to the Riverview Room, this cozy room has a working fireplace, wood-paneled ceilings and versatile side doors that can be opened to access the Riverview Room. The doors may be closed to offer a smaller space with a view of Leavenworth’s historic downtown. Leavenworth Landing Park: This scenic park on the Missouri River by the Riverfront Community Center is available to rent for special occasions. Permit fees are $15/hour ($20/hour for non-residents) with a $100 refundable damage deposit. Fees are due when a permit is requested. Fitness Facility Policies General Use – It is the responsibility of the patrons to ensure they have been properly trained before using the fitness equipment. Improper use may cause serious injuries. The City of Leavenworth is not responsible for injuries or gross negligence. All visitors age 16 and older must present ID at check-in. Age Restrictions – 10 and under must be accompanied by a parent/guardian age 18 or older to enter the community center; 11 and under are not allowed
in the weight room or cardio room or on any fitness equipment; ages 12–14 must be supervised by an adult at all times in the fitness rooms; ages 15-17 must have a signed permission form from the parent; ages 60 and over are advised to consult their physician before beginning any type of fitness regimen. Conduct – No foul language, vulgar music, aggressive or disrespectful behavior will be tolerated. Absolutely no tobacco or vaping products of any sort are allowed in the center. No food

Recreation Activity Scholarship Program Qualifying individuals or families who live in the city limits of Leavenworth and are currently receiving public financial assistance may be awarded a $100 credit per approved person per year to be used toward certain Parks and Recreation Department activities, such as fitness facility passes, swim programs, and youth sports. Swim Party Shelter
Aquacise - This class will tone and sculpt your body with no impact to your joints. The workout is a swimming blend of cardio and resistance training and may incorporate resistance tools such as buoyant water weights and noodles. One Aquacise pass is valid for all classes. Passes may be purchased at the Riverfront Community Center front desk and do not expire. Classes are offered Monday, Wednesday, and Friday mornings at 9 a.m. and afternoons at 1 p.m. Also on Monday and Wednesday evenings at 6 p.m. Cost is $5 per class. Punch passes are also available. Check the website for details. Water Walking - Join Lori Mathews as you discover the benefits of water walking. The water provides resistance, making your muscles work harder to move forward. At the same time, it provides buoyancy, helping reduce strain to your joints. Changing your water walking routine keeps it interesting while allowing you to work different muscles as part of the exercise. Class is offered Monday, Wednesday, and Friday mornings at 10:05 a.m. Cost is $4 per class or $40 for a 10-punch pass.
Open Swim Party Shelter (Day Shelter) Wollman Aquatic Center has one shelter area inside the pool available for rent during open swim. Renting the shelter gives you and your guests exclusive use of the space under the canopy. The shelter area is $25 for residents or $30 for non-residents for the day. You will receive a discounted admission rate for you and your guests and may bring a cake in to celebrate the special event. Email parksandrec@firstcity.org for more information. After Hours Private Party Private, after-hours parties are available on Fridays and Saturdays during the summer months. Great for family parties, team builders, or other celebrations. Only $200 for up to 100 people. We can accommodate up to 300 people per event for an additional charge (1-25 people, add $25; 26-50 people, add $50; etc.
American Red Cross Lifeguard Training Class - Students will be certified in Lifeguarding, CPR, AED and First Aid. Prerequisite: Student must swim 300 yards non-stop using front crawl and breast stroke and retrieve a 10 lb. brick from 9 feet of water. Minimum class size is 3. Minimum age is 15. With our zero-depth entry, walk right into the water, or use our water wheelchair. Wollman Aquatic Center is equipped with plenty of shade structures and accessible restrooms, a family restroom and shower. Inclement Weather/Lightning Policy Lightning’s behavior is random and unpredictable. Preparedness and quick response are the best defenses towards a lightning hazard. At the first signs of thunder or lightning, all pool activities will be suspended (including showers) until 30 minutes after the last observed
thunder or lightning. Patrons should leave the pool and the surrounding area and seek shelter inside the main building. Staff will continue to monitor inclement weather; if conditions do not improve the pool will either have a delayed opening, closure for the day, or reopen when conditions are favorable. Little Nemos The swim time is at Wollman Aquatic Center and is reserved for children 5-years and under with an adult. Only the youth pool is available for this program. Children will love wading through and playing in the shallow water. Only $1 per child, Tuesdays and Thursdays from 9:30 a.m. to 11 a.m.

Aquatic Facility Regulations Children 10 and under must be accompanied and directly supervised by an adult age 18 or older. Proper swim attire is required. No thongs, cut-offs, “sagging” or suits with belts, buckles, or rivets. No street clothes will be allowed past the breezeway. Improper conduct or profane language will not be tolerated. No glass containers, food or beverages except water will be allowed in the facility. Swim diapers are mandatory for nontoilet trained persons. Management reserves the right to refuse admittance to or eject from the center premises any person failing to comply with these and other posted health and safety regulations. June 11: Dad and Me Campout - Join us at Wollman Aquatic Center for a night under the stars the second Saturday in June! Pitch your tent in the grassy area and then enjoy an evening of swimming, s’mores, and games. Breakfast is served the next morning. Limit 20 tents. Charge is based on an average 4-person tent, about 60 square feet. Event starts at 8 p.m. Saturday night and end at 8 a.m. on Sunday morning. Fees: $25 for one tent with one adult and one child; $5 for each additional guest in the same tent.

Camp Leavenworth returns this fall
July 23: Dive-In Movie - Join us the last Saturday in July as we bob along and watch a movie from the pool at Wollman Aquatic Center. A great way to keep cool on a hot summer night. Food will be available for purchase. Please, no outside food or drink inside the pool area. Space is limited to the first 250 people. For this event, flotation devices are welcome. Cost is $6/person. Gates open at 8:30 p.m. and the movie begins at 9 p.m. September 3-5, 2022 - Labor Day Tennis Tournament - The Annual Leavenworth Parks and Recreation Labor Day Tennis Tournament will be held the Saturday, Sunday, and Monday of Labor Day each year.
