Greetings Leavenworth,

It’s hard to believe we are already midway into Spring! We have certainly had our share of wind, rain and storms this year. But it is another sign that many fun activities, events and projects are ramping up as we get ready for summer.

One of these events was the Leavenworth Citywide Spring Cleanup in April. We were very blessed with the help of 800 volunteers. These volunteers were amazing and picked up trash all over Leavenworth … in one day!

It’s encouraging to see the community spirit manifest itself in a variety of ways all over our city. We saw it at Arbor Day during the planting of a tree in memory of one of our former Parks and Recreation employees, Marcella Williams, who dedicated her career to helping children and families enjoy our parks and recreational activities. This community spirit was also seen during the life celebration of Medal of Honor recipient Col. Roger Donlon, a decorated combat veteran who chose Leavenworth as his hometown upon retirement from the military. With summer on the horizon, there are many more big projects, programs and services coming soon. For the first time in many years, the City’s Pavement Management Program began before Memorial Day. This will bring $1.8 million in needed major repairs to Leavenworth’s streets. A list of those streets is on the next page.

We’ve already seen the beginnings of construction at Buffalo Bill Cody Memorial Park that will bring new pickleball courts and a new basketball court later this year. Our Leavenworth Recreation youth softball and baseball program will open this summer to record-high enrollment. Wollman Aquatic Center opens for the season on Memorial Day, May 27. The Splash Pad at Hawthorn Park is scheduled to open

This spring also brought some bittersweet news. Our Leavenworth City Manager, Paul Kramer, announced that he had accepted a new position as City Manager for the City of Shawnee, KS. We truly thank Paul for his leadership and a job well done; and we wish him and his family all the best for this new chapter in their lives.

Of course, this presents a new challenge in finding the right new City Manager. This is a task that we do not take lightly and finding the right candidate will be extremely important. We are currently working with a recruiting firm that is very knowledgeable in this space. Ensuring that we pick the right candidate who will work well with you and your neighbors while also being a true servant leader for our city employees cannot be overly emphasized.

This summer also begins budget planning for the 2025 calendar year. Please stay tuned to the City’s website or social media for information about public hearings and more information as we go into our regular City Commission budget preparation meetings. All meetings are open to the public and we appreciate your input.

This summer, Leavenworth will also celebrate our outstanding international connections with a visit from the delegates in our Sister City of Wagga Wagga, Australia and the City will also host International Military Officers attending the U.S. Army Command and General Staff College to be “Citizens for a day.”

In the First City of Kansas, we’re proud to be the place in which retired military, federal servants and many others call “home.”

Mill and overlay paving of City streets began in spring 2024

Each year the City of Leavenworth budgets funding for major street repairs, called the Pavement Management Program. This is in addition to the regular crack seal repair, pothole repair and patching done by streets division staff throughout the year. Little Joe’s Asphalt was awarded the bid for the 2024 Pavement Management Program during the March 12, 2024 City Commission meeting. The street repairs scheduled for 2024 will cost approximately $1.8 million. The work will consist of mill and overlay, which means that the top 2 inches of driving surface will be milled away and replaced with asphalt overlay. Streets were recommended after staff evaluated both their Pavement Condition Index (PCI) and actual field conditions. Work began in late April.

Commission begins City Manager search, Kitchens to serve as Interim City Manager

The Leavenworth City Commission has selected Police Chief Patrick Kitchens to serve as Interim City Manager, effective 5 p.m. April 26, during the search for a permanent replacement.

The City issued requests for proposals for an executive search firm to help in the nationwide search.

Current City Manager Paul Kramer departed the City of Leavenworth at the end of April to take the City Manager position in Shawnee, Kansas.

In naming Kitchens, the Leavenworth City Commission commented on his 33 years of service with the City of Leavenworth, his experience in the community and exceptional leadership skills.

The City Manager works directly for the elected City Commission and is responsible for implementing all policies set by the City Commission and the day-to-day operations of all City departments.

Kitchens will continue as Police Chief and will not be a candidate for the permanent replacement.

Information from the Leavenworth City Clerk's office

• If you have a monitored alarm system in your home or business you are required to purchase an alarm permit. The fee is $15 per year. Should you have a false alarm and your system is not registered, a false alarm fee will be assessed to you. If you self-monitor, no alarm permit is needed.

• All establishments serving food and alcoholic drinks are required to have a Health Permit at a cost of $100 annual fee.

• All Employees working at any Food Establishment and/or Drinking Establishment must obtain a Food Handler Permit. Online classes are available at www.statefoodsafety. com. The fee is $20.

• Massage Establishments - New Business $300 and Renewals $150.

• Distribution of flyers door to door requires a permit.

• Door to door solicitors are required to obtain a permit. If you have a solicitor at your door, ask to see their city permit. They are required to wear the permit in such a way to be conspicuous at all times. The permit is a badge with the individuals picture, name and approved days to solicit. Political, religious and certain other groups are exempt from requiring a permit for solicitation and distribution of door to door flyers. • Tree trimmers are required to obtain a yearly license. Before hiring someone to trim or cut your trees down, ask to see the tree trimmer’s license. A list of Tree Trimmers who are licensed within the City of Leavenworth is available on our website or by contacting the City Clerk’s Office.

The Leavenworth Fire Department has smoke detectors available for Leavenworth homeowners who request one, call 913-682-3346. Law requires that landlords provide rental living spaces with smoke alarms.

Cody Park 2024 update

Construction began on a series of new activities at Buffalo Bill Cody Memorial Park in early 2024: A new basketball court is being built near the Shrine Park Road entrance and eight new pickleball courts are being built where the tennis courts were previously located. A portion of the park is closed during construction. Construction of the courts is expected to be completed later this fall.

to assist low income families in purchasing a Leavenworth home

The City of Leavenworth Home Ownership Program can provide up to $8,000 in Community Development Block Grant funding for qualified applicants to purchase a home within Leavenworth City limits. Leavenworth is comprised of more than 50 percent rental properties. The Home Ownership Program benefits the community by encouraging a long-term investment in Leavenworth and helps low to moderate income families lower their housing costs. This program receives its funding from U.S. Department of Housing and Urban Development and is subject to this organization's guidelines. Qualifying for the program begins with completing the Home Ownership Application and calling the Community Development

Coordinator to make an appointment for submission. Applicants must be within the U.S. Housing and Urban Development income limits to qualify. Please see the application for further requirements.

At closing, a lien must be signed stating the buyer will reside in the home and not change title for five years. At the end of the five years, the lien is released and no funds are owed.

Vision Zero meetings gather feedback for safer streets

First City Vision Zero is an ongoing project to gather input from the public to help guide the City in making streets safer for all – pedestrians, bicyclists and vehicular traffic.

“We want to hear from the public on ways we can create a safer First City,” said Brian Faust, Leavenworth Public Works Director.

Faust said one of the reasons for the City’s launch of the new First City Vision Zero was also to compete at a higher level for grant funding. The First City Vision Zero Action Plan will lay out actionable, measurable strategies and emphasize design and policy solutions to enhance safety for all road users.

“Vision Zero is a data-driven approach, and yet it is the stories we are hearing from the community that gives us even greater insight and helps our team understand and address the traffic safety issues that community members experience,” Faust said.

One year ago, the City of Leavenworth began a RideLV Micro Transit program. This program, supported by the Kansas City Area Transportation Authority and operated locally by The Guidance Center, provides ondemand transportation upon request to locations within the Leavenworth City limits.

Information about the transit vans: Costs are a flat $2 rate. This is $2 per direction, per rider. (If paying with cash, please bring exact amount for fare.)

Anyone is eligible to ride. Children under age 18 must be accompanied by an adult. Rides are limited to locations within the City of Leavenworth city limits.

Vans will operate 8 a.m. to 5 p.m. weekdays.

Locations and destinations must be within the City of Leavenworth. There are four exceptions outside the Leavenworth City limits where RideLV will make pick-ups and drop offs.

City staff and engineers heard from members of the public about traffic safety earlier this year at the Heritage Center's Garden Show, the Easter Egg Hunt and at the Leavenworth Public Library.

Guidance Center agreement boosts emergency response

Beginning this year, individuals in crisis and their families may see a new face at the Leavenworth Police Department. Andrea Kesler is not a police officer, but a mental health professional who will assist police on calls, in crisis response training of staff and community members in need connect to services. She is the first Mental Health CoResponder in the City of Leavenworth, funded through national opioid settlement funding given to local governments. Kesler is an employee of The Guidance Center, a community based, non-profit agency that serves as the local Community Mental Health Center for Leavenworth.

Police Chief Pat Kitchens said the grant supports salary and benefits for the position. "Items she will focus on that we believe will have a real fundamental impact are her familiarity with assisting a person suffering from mental health issues and co-issues, such as homelessness, substance abuse and lack of financial resources. She'll be a resource to us in that regard," Kitchens said.

Kesler has her bachelor's and master's degrees from Park University and is a licensed master social worker. She worked at a similar position with the Kansas City Kansas Police Department for four years while employed with Wyandot Behavioral Health Network in a similar arrangement. She's also had experience with the Kansas Supportive Housing Offender Program to assist people who are getting out of prison with services. Kesler is prepared to respond with officers on a service call that has a person in crisis, which is a person who is making threats of suicide or harming themselves or other people.

"She's a deployable resource and can guide through interactions with a person that might be less intimidated by a person not in uniform," Kitchens said.

Kesler is able to follow up with the person and family to get them to resources to prevent future incidents.

Kesler might follow up by helping someone who having a substance abuse crisis find care at The Guiding Lights Stabilization Center or helping connect a person with schizophrenia or bipolar disorder to the right resources.

Kesler also has more advanced experience doing crisis intervention training, and plans to begin teaching all Leavenworth Police Department officers about de-escalation training and how to assist a person having a mental health crisis.

Kesler and Police Department staff are working out some procedures and policies and hope to enrich the program as it continues.

Kesler also plans to reach out to various human service agencies throughout the Leavenworth area so that she can help prevent individuals who need varying degrees of community support.

Helpful information for callers to share with 911 emergency dispatch about individuals in crisis:

- If the person has a history of mental health

- If they have a history of substance abuse

- If they are on medication to aid with behavioral health or are not taking it

- If they have a case manager or social worker

- If they are making threats to harm themselves or others

Legacy Trees - The Legacy Tree Program makes it possible to help preserve the rich history of trees in our parks while commemorating either a person or event. Through this program, old trees are replaced and new areas rejuvenated. All contributions to this program are placed in a Park Special Gift Fund and are only used for the planting of Legacy trees.

Memorial Benches - Another way to honor a person or recognize an organization is through the purchase of a memorial bench with an attached plaque in Ray Miller Park, Landing Park, or Waggin’ Tails Dog Park. The Parks and Recreation Department will install the bench. Cost varies. Email parksandrec@firstcity.org or find the application form online.

Adopt-A-Park – Looking for a way to make a difference in our community? Consider adopting a Leavenworth City park or other landscaped public area. City staff will provide guidance and some materials for projects. See which parks are available and register through our website at www.leavenworthks.org/parksrec.

Riverfront Park Campground – Open April 1 - Oct. 1 - This cozy park beside the Missouri River is the perfect place to relax. The campground has 13 pads for RVs, trailers or tents, a bathhouse with four private units, a boat ramp, a picnic shelter and a dump station. Please note that this park is adjacent to active train tracks. We recommend our site for trailers less than 32' long. Longer campers drag across the train tracks. Leavenworth Landing Park - This scenic park on the Missouri River located by the Riverfront Community Center is available to rent for special occasions. Permit fees start at $15/hour with a $100 refundable damage deposit. Choose the Paddlewheel Plaza or the Railroad Roundhouse close to the front entrance of the park. Haymarket Square - An event venue located at 649 Cherokee. The open-air pavilion is available for rental when not occupied by the Farmer’s Market or the City Market. Contact the City Clerk’s office at 913-6829201 for availability and more information. If planning a special event open to the public, other requirements must be met to reserve the square.

On Arbor Day, Friday April 26, friends, family members and former coworkers planted a tree at Leavenworth Landing Park in honor of Marcella Williams, longtime secretary at the Leavenworth Parks and Recreation Department. Williams retired in 2019. She passed away in 2024. Attendees commented on Williams' dedication to helping others enjoy Leavenworth's parks and services.

Riverfront Community Center

The Riverfront Community Center is a charming 1880s former Union Depot train station on the banks of the Missouri River. Originally constructed in 1888, this historic depot was restored and remodeled in 1988 as a multi-functional facility. This classic facility provides an ideal atmosphere for all types of special events with picturesque views in Leavenworth Landing Park, located right behind the center.

The Riverview Room - Aptly named for its beautiful views of the majestic Missouri River. It is an elegant room that can host banquets, receptions, weddings, or other special events. It also has an adjoining outdoor patio that overlooks the river.

The Women’s Waiting Room - Adjacent to the Riverview Room, this cozy room has a working fireplace, wood-paneled ceilings, and versatile side doors that can be opened to access the Riverview Room. The doors may be closed to offer a smaller space with a view of Leavenworth’s historic downtown.

The Men’s Waiting Room - Impressive 30-foot wood-paneled ceilings soar above the original woodwork and fireplace. This lovely room also boasts a river view to the east and historic downtown Leavenworth to the west.

The Activity Room - This small room downstairs by the basketball gym is perfect for kids’ birthday parties, fitness classes, study sessions, and other smaller events.

Room Fees and Deposits – A 4-hour minimum rental, a security deposit, and a $25 service charge are required to reserve a room. Fees include setup and take-down of tables and chairs and trash removal. Recreation Activity Scholarship Program for City Residents - Qualifying citizens who live in the city limits of Leavenworth and are currently receiving public financial assistance may be awarded a $100 credit per approved person per year to be used toward certain Parks and Recreation Department programs. Applications must be renewed each year by completing a new form and scheduling another appointment for verification and approval.

Closed on Major Holidays: New Year’s Day, Martin Luther King Jr. Day, Presidents' Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day and the Friday after, and Christmas Day. The center closes early on Christmas Eve and New Year’s Eve.

Dog Manners and Obedience - $100/dog - Dog trainer Kim Downing will teach you and your fourlegged friend the basic commands. Geared for dogs ages 4 months or older. Must be current on vaccinations. Fitness Facility Policies

General Use – It is the responsibility of the patrons to ensure they have been properly trained before using the fitness equipment. Improper use may cause serious injuries. The City of Leavenworth is not responsible for injuries or gross negligence.

Age Restrictions – 10 and under must be accompanied by a parent/guardian age 18 or older to enter the community center; 11 and under are not allowed in the weight room or cardio room or

on any fitness equipment; ages 12–14 must be supervised by an adult at all times in the fitness rooms; ages 15-17 must have a signed permission form from the parent; ages 60 and over are advised to consult their physician before beginning any type of fitness regimen.

Conduct – No foul language, vulgar music, aggressive or disrespectful behavior will be tolerated. Absolutely no tobacco or vaping products of any sort are allowed in the center. No food

Glass Fusing for Beginners - $40/person - Join us for a beginner level class and learn all the basics of glass fusing. In this class, you will learn multiple techniques, terms, styles of art and more, all while creating a project that is yours to keep. Class is held one Saturday morning each month except for May, July, and September. Check our website for dates and times.

Revelation Fitness - Cost is $5 to drop-in. Punch passes are available for purchase. Join certified instructor, Brooke Ross for Revelation Fitness. A faith-based workout that will train your body, mind, and spirit. The format for this class will include a variety of movement styles including choreographed cardio, kickboxing, strength, and flexibility. The use

Wollman Aquatic Center has one shelter area inside the pool available for rent during open swim. Renting the shelter allows exclusive use of the space under the canopy. The shelter area is $25 for residents or $30 for non-residents for the day. You and your guests will receive a discounted admission rate. Email parksandrec@firstcity.org or reserve online.

After-Hours Private Party

Private, after-hours parties are available on Fridays and Saturdays during the summer months. Fees are $200 for up to 100 people. We can accommodate up to 300 people per event for an additional charge (125 people, add $25; 26-50 people, add $50; etc.)

Aquatic Facility Regulations

Children 9 and under must be accompanied and directly supervised by an adult age 18 or older. Proper swim attire is required. No thongs, cut-offs, “sagging” or suits with belts, buckles, or rivets. No street clothes will be allowed past the breezeway. Improper conduct or profane language will not be tolerated. No glass containers, food or beverages except water will be allowed in the facility. Swim diapers are mandatory for non-toilet trained persons. Management reserves the right to refuse admittance to or eject from the center premises any person failing to comply with these and other posted health and safety regulations. Aquacise - Aquacise tones and sculpts your body with no impact to your joints. This popular water aerobics workout is a swimming blend of cardio and resistance training, and may incorporate resistance tools such as buoyant water weights and noodles. One Aquacise pass is valid for all Aquacise classes. Classes are offered Monday, Wednesday, and Friday mornings at 9 a.m. and afternoons at 1 p.m. Also on

Water Walking - Join Lori Mathews as you discover the benefits of water walking. The water provides resistance, making your muscles work harder to move forward. At the same time, it provides buoyancy, helping reduce strain to your joints. Class is offered Monday, Wednesday, and Friday mornings from 10:05 a.m. to 10:50 a.m. at the Riverfront Community Center or Monday, Wednesday, Friday from 12:15 p.m. to 1 p.m. at Wollman Aquatic Center Cost is $4 per class or $40 for a 10-punch pass.

American Red Cross Lifeguard Training Class - Students will be certified in Lifeguarding, CPR, AED and First Aid. Prerequisite: Student must swim 300 yards non-stop using front crawl, breaststroke, and retrieve a 10-pound brick from 9 feet of water. Minimum age is 15. Cost is $180 for residents or $200 for non-residents. Check our website or call 913-651-2132 for the next scheduled date. Summer American Red Cross Learn-to-Swim Lessons

Certified instructors will teach students in a supportive environment in which to learn and obtain skills. Students must be registered noon the Friday before the session is scheduled to begin. Cost is $40 per child for residents or $45 per child for non-residents. Families with three or more children will pay half-price for the third and subsequent children in the same household. Calendar of Events

Family Night at the Dive-In – July 20 - Keep cool with us on a hot summer night. Join us for our annual family night Dive-In Movie. Food will be available for purchase, so please, no outside food or drinks inside the pool area. Space is limited to the first 250 people. For this event, flotation devices are welcome. Cost is $6/ person in advance or $7/person at the gate. Advance purchase gives you a “Flash Pass” for early access at 8:45 p.m. Gates open at 9:00 p.m. and the movie begins at 9:30 p.m.

Dad and Me Campout – June 8 - Join us at Wollman Aquatic Center for a night under the stars the second Saturday in June. Pitch your tent in the grassy area and enjoy an evening of swimming, s’mores and games. Breakfast is served the next morning. Limit 20 tents. Charge is based on an average 4-person tent, about 60 square feet. Event starts at 8 p.m. Saturday night and ends at 8 a.m. on Sunday morning. Fees: $25 for one tent with one adult and one child; $5 for each additional guest in the same tent.

Christmas in July Bazaar and Flea Market –July 13 - This summer market will host a variety of vendors, all in air-conditioned comfort at the Riverfront Community Center. Vendors will be selling new and/or gently used items. Our last event included items such as homemade crafts, toys, jewelry, beauty products, and some fantastic artwork. General admission is free. Vendor spots sell out fast, so register early for your spot. We have booths available in the gym, on the track, and in the activity room. Fees: Booth with electricity is $25, Booth without electricity is $20.

Adults Only Dive-In Movie – July 27 – This special event is just for adults (21 and over). Bring your favorite float and cool off while watching our feature presentation. Cost is $6/person in advance or $7/ person at the gate. Advance purchase gives you a “Flash Pass” for early access at 8:45 p.m. Gates open at 9 p.m. and the movie begins at 9:30 p.m.

Annual Doggie Splash! – Date to be decided. Bring your canine companions to the annual Doggie Splash at Wollman Aquatic Center. Cost is $5/dog. Proceeds benefit the Waggin’ Tails Dog Park.
