Jamaica is a nostalgic country, revered and envied by all from all walks of life. When compared with countries from around the globe, Jamaica is one of the most lucrative countries and also offers easy investments with stable, continuous and safe returns. The 2014 Forbes Magazine Best Countries for Business Report has ranked Jamaica as the number one country in the Caribbean to do business. Property taxes in Jamaica are more affordable than countries across the Caribbean, North America, Europe and Africa. Whilst other countries such as France, Italy, Singapore, South Africa and the United States of America have implemented other taxes such as capital gains tax, wealth tax & state tax. Jamaica has shown a reduction in transfer tax from 7% to 5%. We have not had an increase on land taxes since 2002, however, the increase we have seen over the last year which shows some land value increased up to 200%, this pales in comparison to other countries annual taxes, not to mention in certain cities such as New York, Paris and George Town. The USA continues to experience a glut in their market since its crash in 2008 while we have seen a continuous, albeit slow growth in Jamaica. We are currently experiencing a record low in interest rate of 9.29% and despite the global economic meltdown and the softening of property prices we have seen an increase in the average median house price of $16.0m, resulting in a high demand for affordable homes and this trend continues to rise. The National Housing Trust (NHT) must be commended for their initiative to bridge the gap for contributors combining mortgages with respective banks and building societies, their extremely low interest rates and creative ways identified to provide loan facilities to contributors. Whilst we have these commendable factors of low interest rates and low taxes, affordability is still a major factor for majority of Jamaicans. With the recent report on slowing of inflation over the last fiscal quarter, this will no doubt positively impact the property market.

We are now seeing an increase in high net worth investors looking for lucrative real estate opportunities. Whilst the government continues do what it can to keep foreign investment flowing, by spending billions of dollars on highways and improving airport facilities, they need to initiate more incentives possibly by way of granting investors residency permits. For example the Botswana government has implemented the public private partnership (PPP) along with residency permit to encourage growth and development. They provide the land for the investors and share the profit; conversely, Zimbabwe embarked on the redistribution of land from qualified investors to locals. The reality speaks for itself; today, Botswana remains an African miracle of growth development and stability and between 2002 and 2009, Zimbabwe’s formal economy collapsed. How do we improve Jamaica’s property market and increase revenue for our country?  Encourage high net worth investors to reside here by offering them residency.  Introduce PPP, this is where the government provide the land and the investor provides the capital for investment making it a win for all.  Encourage the Urban Development Corporation to regain momentum and its thrust to transform urban centers and strategic rural towns whilst preserving the natural environment  Reduce bottleneck in the approval process. The development control system takes a tripartite approach in the management of the approval process with NEPA being the central approval body and the KSAC being the metropolitan body for the city of Kingston and its environs. The parish councils should be responsible for the other twelve rural parishes. Each council should be autonomous in their approval of simple applications.  Strategic partnership with Cuba adding Jamaica as a central hub or destination group of islands for tourism as soon as the embargo has been lifted in that country. This will in turn boost our real estate market in both rentals and sales. Sustainability & the Built Environment The regenerative capacity of especially Kingston and its metropolitan region is affected directly by greed of society without consideration for its people and the planet, and hence the

need for effective governance to balance out our triple bottom-line (people, planet and profit) and become truly sustainable. Cities have become the world’s focal point for economic growth; they cover only 2% of the world’s global land mass and yet account for 75% or the world’s consumption and waste. Despite challenges faced by government, they can not overlook the increase in demand for real estate in the city and hence the urgent need to create new initiatives to militate against the effects of global warming. It is imperative that NEPA, KSAC and environmentalists periodically investigate the effectiveness of our waste disposal systems to create a holistic approach encouraging: prevention, minimization, reuse, recycling, energy recovery, and disposal of waste over the last five years we have seen a shift in building construction material using a process called cast-in-place; this system is stronger than block and steel, more efficient and reduces waste by some 80%. Systems like these can be adopted as industry standards through legislation. New passive designs to manage internal temperatures to reduce the use of energy must also be considered. In Botswana’s new development thrust, they have embarked on construction of central business district which has the concept of a central mall which allows pedestrian only and eliminate vehicular traffic thereby reducing pollution. Managing the built environment, already we are seeing the impact of such disaster. Right here in Jamaica, in Alligator Pond, South St. Elizabeth, the sea has claimed a huge portion of the land due to a rise in sea levels. We have also seen a decline in crops, an extinction of species and extreme weather patterns. The question is, how do we balance the main factors which in the long run are destined to create a wider hole in the ozone layer? We must take a close look at how the KSAC, NEPA and parish councils deal with meeting the needs of the present without compromising the ability of future generation to meet their own needs. A structured approach is required to create a more efficient system which in the long run will have a more positive impact on the country’s economic growth and sustainable development. Jamaica must also play its role and possibly lead a charge across the Caribbean and the wider region to preserve the environment which ultimately preserves our land for future development.

If you have not already gone ‘green’ since 2015, I know you are thinking about it. And no, we are not talking about either of the ‘p’s; paint or politics! Without going to extremes or creating eyesores, you can join the green revolution. Here are a few quick ways how to make this transition easily.

So maybe a water heater is not the biggest energy user at home. After all, it is used ever so infrequently. Well, if that is not the case and you are happily wedded to your hot water and water heater, then by all means make use of the hot sun. Harness its energy to fuel your water heater. Collect water from the rainfall. Your plants will love you for it! Set rain barrels or other catchment containers and make the most of the showers when it rains. Be mindful of mosquito larvae however. Water may be used for many different things depending on cleanliness of container and roofing system etc. Create your own energy from the wind. A backyard wind turbine may not be possible for everyone; but it will be for some. Additionally, it may not produce all the energy you need. But every ounce of energy saved will contribute to some greater good or the other ultimately. Purchase appliances which indicate that they have built in energy conservation such as Energy Star. The rating is not done arbitrarily and the appliance must prove that it is better than its counterparts where energy conservation is involved. Smart power strips are indeed smart …and efficient. They help to keep the energy vampire at bay without using additional power themselves. So in short, there is no need to plug out each individual item for fear it is still sucking and storing power while in off mode. Of course, we all know about the solar panel. Get a lovely one which is not an eyesore and let the sun power up and light up your life. Again, depending on your energy usage, you may not come off the grid completely; but you will be well on your way.

Of course, nothing helps you go green faster than recycling. So start finding new uses for old things which you were about to discard, or just had sitting around taking up space and you will be well on your way
