City councillors on the Toronto Transit Commission approved the measure yesterday, as a deterrent to substance abuse on the job that they believe will improve public safety. The move comes despite harsh
objections by the transit workers’ union, which is accusing the TTC of violating employees’ right to privacy by enforcing random breath and saliva tests. The decision will make the TTC the first transit agency in Canada — except some cross-border bus companies — to conduct broad, random screening. TTC chief general manager Gary Webster estimated that about 10

Teacher, pupils can be ‘friends’: Cop

Facebook can — and should — be a teacher’s friend, the Toronto police social media officer told an educators’ conference. The social networking site can be used for mentoring, building relationships and can help prevent teen suicides, gang activity and even crimes, Const. Scott Mills told more than 100 teachers, principals
and social workers at a Canadian Safe School Network conference held yesterday in Toronto. “We stopped a Virginia Tech type shooting here in this city,” he said. In September 2009, an elementary teacher noticed anti-Semitic postings threatening mass shootings of Jewish students through her Facebook con-
nections. She reported it and someone was arrested. Mills said that instead of blocking social media use, boards would be better off training teachers and then monitoring their use. Earlier this year, the Ontario College of Teachers recommended teachers not “friend” students on Facebook or text them.

Man faces four murder raps

‘Evil man’ slapped with more than 50 firearms-related charges 3 described as innocent victims Toronto police can’t remember one man being responsible for four serial murders in the city, but they are accusing Mark Garfield Moore of just that. Moore, 27, was arrested yesterday and charged with 54 offences, including four shooting murders that police described as premeditated and callous. Moore is also accused of several drive-by shootings and a jewelry store robbery in which an employee was shot and wounded. “The families of the victims described him best this morning. If these allegations are proven in court, he is an evil man,” Det. Sgt. Hank Idsinga said at a news conference. Several family members attended the news conference, but they did not speak to the media.
The victims Jahmeel Spence was killed Sept. 10, 2010. It’s believed he was mistaken for someone else. In a double homicide on Sept. 29, 2010, Courthney Facey and Mike James were gunned down. Police say there was not “rhyme or reason” for the shooting. On Nov. 24, Carl Cole was shot after an alleged dispute.
Police aren’t sure of the motivations for the murders. Moore was well known to police and had been in the Don Jail on other charges since March when he was arrested on the homicide cases. TORSTAR NEWS SERVICE

A night of gastronomic delights Annual Eat to the Beat fundraising event brought nearly 600 foodies together at Roy Thomson Hall Roy Thomson Hall was transformed into a cornucopia of gastronomic delights on Tuesday evening, all in the name of a good cause. As nearly 600 guests — who had each paid $150 to attend the 16th annual Eat to the Beat fundraising event — wandered throughout the Roy Thomson’s circular lobby sampling the sweet and savoury delights on hand, 60 of Canada’s top female chefs prepped and served their specially-made creations. Each one of the culinary wizards, from Donna Dooher of Mildred’s Temple Kitchen to Anne Yarymowich of the AGO’s Frank restaurant, donated both their time and talent to the evening which benefited the national charity
Raising funds To date, the Eat to the Beat fundraiser has raised $3.1 million for Willow — the national non-profit organization dedicated to providing women and their loved ones affected by breast cancer with free support programs.

A doctor who pleaded guilty to stalking superstar Shania Twain has been denied bail while arguments continue about his sentencing. Giovanni (John) Palumbo’s lawyer proposed release without supervision to his last known address, the Fairmont Royal York hotel in Toronto. Palumbo, who had been absent throughout most of
yesterday’s hearing, appeared near the end and asked if he could instead be released to his family home in Ottawa. The judge denied the request, saying some degree of supervision was necessary, prompting an outburst from Palumbo. “You know, you’re all very sick,” he said. “You’re not going to make me schizophrenic. You’re not
going to make me crazy.” Palumbo, 51, submitted surprise guilty pleas on Sept. 30, the second day of his trial, to charges of criminal harassment and to breaching a court order. He was arrested March 27 at the Air Canada Centre, where Twain was attending the Juno Awards. His sentencing hearing resumes Nov. 15. TORSTAR NEWS SERVICE

That’s the question being raised by researchers at the University of Pittsburgh School of Medicine in a study released today in the journal Addiction. The researchers parsed 793 songs on Billboard Magazine’s top 100 lists from 2005-2007 and found that 21.3 per cent of them referred explicitly to alcohol and of those, 24.3 per cent referred to alcohol by brand. “Brand appearances are important to assess because they may function as advertising, whether or not they are paid for or sanctioned by the alcohol industry,” according to the researchers, led by Dr. Brian Primack, an assistant professor at the

As GO Transit expands, this number is expected to double in the next 10-15 years. To accommodate the additional pedestrian traffic crossing Front Street and to enhance the historic Station’s civic setting, the City of Toronto is studying options to reconfigure Front Street West from Bay Street to York Street. Proposed New Design This second Public Information Centre will present the Preliminary Preferred Design, which includes: • A grand civic plaza with new lighting, additional seating and granite pavement treatment • A “table top” mid-block pedestrian crossing spanning the width of the plaza • Significant sidewalk expansion with wider crosswalks at intersections and minimized crossing distances • Modified lay-by-taxi, bus and private vehicle parking arrangements on both sides of the street • Vehicle lanes reduced from two typical travel lanes in each direction to one wider travel lane in each direction The Process The study is being carried out as a Schedule C Municipal Class Environmental Assessment (Class EA), which includes identifying the problem/opportunity to be addressed, developing and evaluating a reasonable range of alternative solutions, and providing opportunities for public input at key stages. B.C. court had dismissed the case Judge said hyperlinks like footnote or reference in newsletter The Supreme Court of Canada has unanimously upheld a lower court’s ruling that linking to a website containing libellous material does not in itself constitute libel. The top court ruled yesterday against Wayne Crookes, a former Green party campaign manager who argued that posting links to sites with defamatory statements was the same as publishing the defamatory material. The website in question did not reproduce any of the disputed material, nor did it comment on it. The Supreme Court said there is a difference between simply linking to a website and actively encouraging someone to fol-
low a link to a website with defamatory content. “Only when a hyperlinker presents content from the hyperlinked material in a way that actually repeats the defamatory content, should that content be considered to be ‘published’ by the hyperlinker,” the court wrote. “Such an approach promotes expression and respects the realities of the Internet, while creating little or no limitations to a plaintiff’s ability to vindicate his or her reputation.” “The ruling is a huge win for the Internet,” said Michael Geist, a University of Ottawa law professor. “The Supreme Court of Canada clearly understood the technology, I think they understand the Internet.

Outside parliament, demonstrators hurled chunks of marble and gasoline bombs at riot police, who responded with tear gas and stun grenades. Police said at least 14 officers were hospitalized with injuries. At least three journalists covering the demonstrations sustained minor injuries. The violence spread across the city centre, as at least 100,000 people marched through the Greek capital on the first
day of a two-day general strike that unions described as the largest protest in years. Police and rioters held running battles through the narrow streets, as thick black smoke billowed from burning garbage and bus stops. The strike came before a parliamentary vote yesterday on new tax increases and spending cuts. But citizens at the protest said they already are reeling from more than one-and-a-half years of austerity measures. “We just can’t take it any more. There is desperation, anger and bitterness,” said Nikos Anastasopoulos,
head of a workers’ union for an Athens municipality. Other municipal workers said they had no option but to take to the streets. “We can’t make ends meet for our families,” said protester Eleni Voulieri. “We’ve lost our salaries, we’ve lost everything and we’re in danger of losing our jobs.”

Greek MPs vote for austerity A new austerity bill that will dig deep into Greek pockets has been granted initial approval. Greek parliamentarians voted 154-141 in favour of the bill late yesterday. A second vote will be held today in the 300-seat Parliament, after which the bill will be passed into law. The measures include new tax hikes, further pension and salary cuts, temporary layoffs of 30,000 public servants and the suspension of collective labour contracts. Creditors have demanded the measures before they give Greece more funds from a bailout loan of $152.11 billion US from other eurozone countries and the International Monetary Fund. The sirenâ&#x20AC;&#x2122;s wail at the historic Metropole Hotel sent American folk singer Joan Baez and other guests scampering across a garden and into an underground bunker. Even through 1.5 metres of concrete, they could still hear the roar of American bombs raining on parts of Hanoi. Nearly four decades have passed since the so-called Christmas Bombings rocked parts of Vietnamâ&#x20AC;&#x2122;s capital in December 1972. After the war ended three years later, the bunker was sealed and all but forgotten. Its exact location remained a mystery until this summer, when a workerâ&#x20AC;&#x2122;s drill pierced its concrete roof during renovations of a poolside bar. Since then, workers have been excavating the flooded and low-ceilinged space. Not much has been found in the seven rooms: a wine bottle, a rusty paint can

The North Vietnamese government used the French colonial-era hotel, a stately four-storey building in the shadow of Hanoiâ&#x20AC;&#x2122;s Opera House, to house foreign guests during the war. Nguyen Thi Xuan Phuong, now 82, remembers staying in the bunker during the Christmas Bombings with anti-war activist Baez. On one of the 12 nights that B-52s pounded areas around the city, the lights went out, prompting a few foreigners to scream in the darkness. â&#x20AC;&#x153;Can you sing a song?â&#x20AC;? Phuong asked the young singer. â&#x20AC;&#x153;We may not change the situation, but your songs may help calm people down.â&#x20AC;? When Baezâ&#x20AC;&#x2122;s voice rang out as someone plucked a guitar, the bunker was revitalized, Phuong recalls. Others who sheltered there included war correspondents and American actress Jane Fonda, says Phuong, who worked for the government as a doctor assisting foreign guests. that extended into yesterday afternoon, 48 animals were killed. Six others — three leopards, a grizzly bear and two monkeys — were captured and taken to the Columbus Zoo. A wolf was later found dead, leaving a monkey as the only animal still on the loose. Those destroyed included six black bears, two griz-
zlies, a baboon and three mountain lions. Jack Hanna, TV personality and former director of the Columbus Zoo, defended the sheriff’s decision to kill the animals, but said the deaths of the Bengal tigers were especially tragic. The service, announced to Apple employees in an email by CEO Tim Cook, took place yesterday morning at company headquarters in Cupertino, Calif. It was also webcast to employees worldwide. Coffee scam jolts java lovers Coffee lovers across North America beware: If someone offers you a free cup of java on Facebook, it’s probably too good to be true. A scam popped up on Facebook over the weekend promising users a free Tim Hortons gift card if they liked a page and shared it with their friends. Users were then
asked to provide their email address and other sensitive personal information. The scam branched out to Starbucks fans, with a page purportedly offering free gift cards to celebrate the Seattle coffee giant’s 40th anniversary. Thousands of people shared the pages before
they were removed by Facebook. Free voucher scams are a standard formula for fraudsters gunning for people’s personal information. The scam also spread via email, with some version of the Tim Hortons scam offering $25 gift cards, supposedly to celebrate the chain’s 25th an-

Maple Leaf Foods is cutting 1,550 jobs, closing plants in four provinces and streamlining distribution. The Toronto-based maker of processed meats and other foods will close processing plants in Kitchener, Hamilton and Toronto in Ontario; in North Battleford, Sask.; Moncton, N.B. and a small plant in Winnipeg by the end of 2014. The company said the plan will create 1,150 new jobs but the associated plant closures will more than offset that, resulting in a net loss of 1,550 positions from among its 21,000 employees. photo of the day Letters Taking advantage of parking permits, published Oct.19 You are correct in your assessment of the cost to the cash-strapped city of Toronto of ‘accessibility permits’ being used fraudulently on a daily basis in Toronto. Just one example: On any given day on the north side of Danforth Avenue between Coxwell and Woodbine, at least a dozen parked vehicles can be counted with these ‘blue permits’ visible on the dash. Some are SUVs and new pickup trucks. Undoubtedly some are legitimate, but seen emerging from and entering these vehicles are able-bodied men without canes, crutches or wheelchairs on their way to and from coffeeshops and other businesses. Additionally there would appear to be no time limit for ‘permit’ parking, eliminating space for paying customers. Occupying the porch Gail Loveman’s 11-year-old cat named Zeus usually stands tall and hisses when he sees a squirrel outside his owner’s home. He wasn’t as much of a tough guy when the animal on the other side of the glass was a mountain lion. Loveman tells The Denver Post the encounter lasted five minutes before the mountain lion wandered off from her house near Boulder, Colo. Loveman says she was in her home office last Thursday when she heard a

It’s rare that an actress leaves a burgeoning film career for the theatre and even rarer in a country like India, where Bollywood and film reign supreme. Yet that’s exactly what Bhavna Pani did nine years ago. “For me, the high of being a performer is being on stage,” she says, “the knot in your stomach, the elephant size butterflies.” Her decision yielded some impressive results when she was cast as the lead in Bharati, which premiers in Toronto next week. Described as “a film on stage,” the titular main

The story is also a metaphor for India, says Pani, with her lover representing modernity at odds with the traditionalism of her father. The musical was written with foreign audiences in mind and synthesizes the
myriad cultures of India onto the stage. “You get information, and insight into the culture,” says Pani. “With a lot of singing and dancing in between and a happy ending.” Pani was the first person cast for the production six years ago when it started making its way across Europe, with Pani performing to 5,000 people a
night six to eight months out of the year. There are 16 dance numbers in the production and Pani is involved in 13 and a half of them. And unlike a Bollywood film, there’s not director yelling “cut” if someone screws up. “Even my number of breaths between one song and another is calculated.” But its that rush of ener-
gy that she has to channel to the audience night after night that keeps things interesting. “You know its do or die with no retakes. Rowan Atkinson, the venerable British comic actor, is known as much for his bumbling, near-silent Mr. Bean as he is for the witheringly sarcastic Black Adder. He returns to cinemas this year with another of his characters, the blundering, very un-Bond-like British spy Johnny English. Bolstered by a surprising second life on DVD for the first film as well as Daniel Craig’s revitalization of the franchise it mocks, Atkinson is hoping his spy has staying power. And if overseas box office receipts are any indication, it does. The film has already had some impressive success around the world.
Yes, thank you. When you hear you’re the No. 1 movie in Malaysia and Hong Kong and Indonesia and all these other places you think, Well that’s curious. You know, these cultures about which I know absolutely nothing. Isn’t it interesting that they can latch onto something like Johnny English Reborn and embrace it with as much enthusiasm as a British person would? Or Russia. I went to Moscow for a premiere there. That was fascinating — partly in fact from watching myself dubbed into Russian. I thought I sounded slightly effeminate, but maybe

that’s how they see the British. It’s probably some kind of Russian subtext. “Make sure the Brit looks a bit effete.” Given the success of Mr. Bean and Johnny English, do you find people expect you to be a bit more dimwitted in real life?
Dimwitted? I’m not aware of that (laughs). Maybe I disappoint them — either by not being dimwitted enough or being more dimwitted than they thought I was going to be. Sometimes you get a sense of expectation of comedy, of a comic persona. When they discover that you’re not Mr. Bean or anything like him, or even quite different — I hope — from Johnny English, as long as
you can be polite and engaging, they might excuse you. Where did the idea of revisiting Johnny English come from?
When the first Johnny English movie came out, people thought it was a bit cheap and cheerful. A “yeah, OK, three good jokes but then what?” sort of thing. And then it rather bizarrely established this reputation as a kind of DVD movie that children in particular can watch over and over and over again. The second re-exploitation, as they say; the TV screenings and the DVD sales. And that’s where Johnny English did surprisingly well. And I guess that was a lot of the justification for making

Hollywood has signed up its first female director for a major superhero movie. Marvel Studios announced Thursday that Patty Jenkins will direct Thor 2, the sequel to last summer’s hit that is due in theatres Nov. 15, 2013. Jenkins is best-known for writing and directing 2003’s Monster, which earned Charlize Theron the best-actress Academy Award. Her credits also include episodes of Entourage and Arrested Development. Chris Hemsworth will reprise his title role in Thor 2 as the Norse god of thunder, with co-stars Natalie Portman and Tom Hiddleston also returning. The first Thor, directed by Kenneth Branagh, took in $448 million worldwide.

alized then and there that order of things was wrong. I was supposed to be taking care of her. You have said that kickboxing turned your life around. How did that happen?
I looked like hell and there were boils coming out of my skin from drugs like leaving my body and this trainer said, ‘There’s somebody I want you to meet,’ and they took me to this dojo ... Country star switches label, tackles writing her own songs Martina McBride was looking for that spark you get when you know you’ve discovered your true match. The country music star found it in Scott Borchetta and his Big Machine Label Group. McBride’s new album, Eleven, is her first for Republic Nashville, ending a two-decade association with RCA that included 18 million in album sales. But at 45, she finds the switch invigorating, and it has pushed her in directions she never really considered before. Those days with RCA, she says, were good ones and the split was amicable. “But it’s also good after that long being in one place, to be able to transition to a place that has people that are just super, super excited about you,” McBride said. “Sometimes in a long relationship, there comes a time when you just need to shake it up a little bit, and this feels like the first days when I was at RCA. Everything feels brand new again, and that’s really a great thing, especially this far into a career.” Borchetta was very interested when he learned McBride wanted to talk about joining his group, home to other tops stars like Taylor Swift, Reba McEntire and Rascal Flatts. And why not? She’s one of country’s veterans and remains one of its most lauded singers. She’s up for female vocalist of the year next month at the Country Music Association Awards again, seeking a record fifth win in the category. The label head thought there was more to McBride than the public generally sees, though. He encouraged her to write more songs for Eleven than she had on any of her previous 10 albums, and he also thought she should get out of town while recording. McBride, who also hired new management and brought in new co-producer Byron Gallimore during

Lauren Alaina is growing up quickly. The 16-year-old American Idol runner-up has spent the past four months since the show’s season finale performing in arenas across the country, doing interviews, music video and photo shoots, and recording her debut album, Wildflower, released last week. The former high school cheerleader is hoping the effort will help solidify her in the country music world, because she realizes the stakes are high. “I feel like this first album is kind of make-it-orbreak-it for me, because I just got off national television. So people know who I am, but they don’t know who I am as an artist,” said Lauren in a recent interview. “I just feel like this album is my way of kind of putting myself out there and showing them exactly who I am.” Billboard’s associate director of charts, Keith Caulfield, believes Lauren is off to a good start. Her first single, Like My Mother Does, is in the top 40. “Even though she has Idol as this great platform to launch her, she’s still a developing artist. You usually don’t see Idol winners with their first single on the country charts fly to No. 1,” he said. “I think both her and (winner) Scotty (McCreery) are both in a really good po-
sition right now, because they’re both young and they’re both singing country music,” he added, noting that the success of Taylor Swift has opened doors for young performers in the genre. The 12 songs Lauren chose for Wildflower reveal experiences she’s gone through or stories she relates to on a personal level. She co-wrote one track, called Funny Thing About Love, with Nashville songwriting talents Luke Laird and Brett James. Lauren cut a song Carrie Underwood co-wrote, called Eighteen Inches. As a former American Idol” winner, Underwood has provided meaningful support to Lauren. The two exchanged phone numbers, and Lauren asks her for advice when she gets upset. Recently, the Georgia native was feeling particularly homesick and reached out to Underwood. “I just said, ‘How do you deal with being away from your family for so long and just being gone all the time?’ And she said, ‘You have to think about all the positive stuff that’s going on, because you have so much going for you right now. Your family will always be there.’ Just hearing that from her, knowing that she had been through what I’m going through, just made me feel 10 times better,” said Lauren. But T.I. — back in the limelight after his latest release from confinement — insists that he’s still the voice to help shape the youth for good, perhaps even more so after his welldocumented struggles. “I understand if you have your reservations of my history or my criminal record. But my question to you is, ‘Who do you have that has a clean record, a clean image, never did drugs, never toted a gun? Who else do you have that can speak to
these kids and they’ll listen to them? If not me, who?” he said during a recent interview. “I was actually making progress. I was doing good. I was touching lives and making a difference.” T.I. is hoping to pick up where he left off, both with his community service and his career. He was released from a halfway house last month following an 11month stint in a prison in Arkansas. He landed there after he was caught with drugs in California, just a few months after almost a year of incarceration for trying to buy automatic weapons and silencers.
Civil rights leader Andrew Young, who has been a mentor to T.I., said despite the rapper’s rap sheet, he has the potential to positively influence this hiphop driven generation in a similar way that Martin Luther King Jr. did during the civil rights movement. “He’s always trying to keep peace,” Young said of T.I. “He does not cause trouble. School’s out for Gerry Dee Comedian pulls plenty of material from his stint as a teacher Canadian comedian Gerry Dee has a big year ahead of him, with his own sitcom set to launch on CBC-TV in January, as well as a crossCanada tour and a planned DVD and book release. While the former contestant of NBC’s Last Comic Standing has plenty to boast about when it comes to his comedy career these days, there was a time when he was shy about his standup, he says, noting it was during his days as a high school teacher in Toronto. “That was a real secretive thing at first,” Dee, 42, said in a recent phone interview from his Toronto home, where he lives with his wife and two young children. “I’m a fairly clean comic now; I was squeaky clean when I started because I would be so afraid that kids would show up, or parents. And I was teaching at a really reputable, private Catholic school.” Dee, who was born Gerard Donoghue, riffs on that part of his life in his current Life After Teaching Canadian tour and new DVD of the same name,
which is slated for release in January. He’s also writing a book about his days in the classroom, with the working title Teaching: It’s Harder Than It Looks and a release date of next October. Dee’s teaching days are also the basis of his sitcom, Mr. D, which is set to premiere Jan. 9 (at 8 p.m. ET) on CBC. Filmed in July and August in Halifax, the 12episode series sees Dee playing an exaggerated version of himself as a teacher, a career he held down for a decade until 2003. Co-stars include Jonathan Torrens (Jonovision, Trailer Park Boys), Wes Williams (a.k.a. rapper Maestro), Mark Little of Pinicface, and Gemini Award winners Booth Savage and Bette MacDonald. “It’s primarily about my character, who is teaching subjects that he doesn’t know, and is just trying to get through the day and pretend he knows and be (the students’) buddy and be their friend,” says Dee. Lindsay Lohan has been taken away in handcuffs after a judge found her in violation of her probation. Superior Court Judge Stephanie Sautner revoked Lohan’s probation Wednesday after the actress encountered problems during her community service assignment at a women’s shelter. Bail has been set at $100,000. Sautner said Lohan would be entitled to a hearing before being sentenced to jail over the violation. Lohan has started serving hours with the American Red Cross, but Sautner said that would not count toward her probation because it was not part of her sentence. It’s the latest legal problem for the 25year-old Lohan, who remains on probation for a 2007 drunken driving case and a misdemeanour theft case this year. METRO

Past collections from the womenswear designer have largely focused on his sleek evening looks befitting a night on the town. s a home builder in the GTA, I have often looked to BILD to keep me up to date on all the happenings of the new home market, so you can imagine my excitement when I was asked to provide Metro readers with the latest sales statistics for the month of September. It’s been quite the run for the new homes market this year, particularly in the highrise market, but despite all the negative speculation, the demand for condos is still high. sold this September clock in as the best September on record! On a year-to-date basis, total new home sales in the GTA are running 28 per cent ahead of January-September 2010, driven by a 44 per cent surge in new condominium unit sales which breaks another record for the highrise market. The low-rise sector is also on the rise, running nine per cent ahead of last year through September. Now I know about a month ago, we had an unexpected statistic come out, citing that for the first time ever, the 905 regions beat out the city of Toronto in the amount of highrise sales recorded in one month. So August surprised me and I was really curious to see if this was a one-time thing or a new trend. When the September numbers hit my inbox, I knew I
had to see what levels of activity we were getting outside the big city. According to RealNet Canada Inc., the 416 accounted for 64 per cent of condos sold in the GTA, but only 46 per cent of total new home sales. This means there’s still plenty of activity happening in the 905, most of it coming from York Region, where highrise sales have more than tripled in September and are up 145 per cent year-to-date when compared with 2010. Prospective condo buyers should know the skinny on maintenance fees. One of the great allures of condo living is that your time is freed from the mundane chores required with owning a house. Such favourite activities as snow removal, lawn care, plant watering, window cleaning and vacuuming are performed by condo staff so that you don’t have to. And needless to say, all this has to be paid for. All condos, in addition to mortgage payments, will charge monthly maintenance fees to cover operational costs. Also called common area expenses, the fees cover your share of the maintenance, upkeep and management of the building common areas. The fees are calculated per square foot, so the bigger the condo, the higher the fees. Up to half of the fees collected by the condo corporation will go towards utilities such as electricity, water and gas.
Another 10 per cent will be set aside in a reserve fund to cover large repairs such as roof replacement. If the fees are quite high on an older building, it’s likely that it may have undergone a major repair that depleted the reserve fund. As buildings age, more things go wrong, so newer buildings tend to have lower fees than older buildings. Expect maintenance fees to increase incrementally year over year. It is by how much they increase, that you will want to keep an eye on. Be weary of buying a condo because of its low fees. Builders tend to set them artificially low during presales. By the second and third year, condo boards will realize that they can’t run the building for less than 50 cents per sq. ft., so your fees may double or triple unexpectedly. If the fees go up that much, it may be time to move into a newer building with lower fees. So what is a reasonable amount? Is between 50-60

have willed to my two sisters individually. What are the taxes that should be considered if I pass away and the houses go to my sisters?
A: Although I don’t profess to be an expert on taxes (you should consult an accountant for a definitive answer), you will need to consider the following taxes:
1. On the death of an individual who owns a property that is not their principal residence (only one of your houses can be a principal residence), there is a deemed disposition of the property and capital gains taxes are due on the increase in value from the date of purchase to the date of disposition. This is only applicable to
the one house and should be included when the estate accountant files taxes for the deceased. 2. If a property is left to an individual in a will, then once it is transferred to the estate it can subsequently be transferred to the beneficiary without land transfer tax because it is exempt for the purposes of administer-
ing an estate. 3. The third tax that must be considered is estate administration tax (also known as probate fees). The estate must be valued which will consider the value of both properties and a tax will be due and payable before anything can be transferred. This amounts to approxi-

Windows Check for drafts by holding a lit candle near the seams of a closed window. If the flame bends, there’s a draft.
Check the exterior caulk for gaps and cracks that may need repair. Remove all of the old caulking with caulk softener. Polyurethane caulk works best for small and large gaps. After thoroughly cleaning the surface, use the new caulk and run a wet finger overtop for a smooth finish. After drying for 12-15 hours, your windows are ready for winter. Fireplace Wood-burning fireplaces should be cleaned and inspected before winter falls. This will prevent chimney fires and carbon monoxide poisoning.
Attic Make sure the insulation in your attic is installed properly. The vapour barrier should be facing down toward the living space, otherwise it will trap moisture. Cut small holes along the vapour barrier to allow the moisture to escape. Furnace Always clean and replace filters in your furnace or heating system. In saucepan, heat stock to a simmer. In a separate large saucepan, heat 15 ml (1 tbsp) of the butter and oil on high and cook until melted and bubbly. Add onion and cook until softened, 3 to 5 minutes. Add garlic and stir.

3 A frittata is simply one of the best choices when a weeknight meal needs to get on the table fast. Think of frittatas as scrambled eggs with other ingredients mixed in. And instead of cooking it entirely on the stovetop, it
gets finished under the broiler. This creates a delicious lightly browned top .

In a bowl, whisk eggs, milk and thyme. Add salt, pepper; set aside.

Heat sun dried tomato oil in oven-safe nonstick skillet over medium-high heat. Add onions, mushrooms, sun dried tomatoes and garlic. Sauté until onions are soft, about 5 minutes. Add chard and cook until just wilted. Spread vegetables in an even layer over bottom of pan. Pour egg mix over them, then cook, without stirring, for 4 minutes, or until bottom has set. Sprinkle cheese over top of frittata. Transfer the pan to the middle rack of the oven and broil until the frittata is puffed, lightly browned and firm at the
