Now that news of Irving’s successful shipbuilding bid has sunk in, municipal decision makers are turning their attention to how Halifax will accommodate the coming influx of workers. Mayor Peter Kelly said Thursday issues like transportation and housing were already on the backburner before Irving secured the $25-billion contract, which is projected to bring 11,500 jobs to the province during peak production in 2020. “We know the issue of transportation, getting people on and off the peninsula and in and out of the shipyard, is an area for discussion,� Kelly said. The mayor said the north end in Halifax and Dartmouth should see special attention from developers, with employees wanting to live close to the yard on Barrington Street.

“When you’re bringing in 10,000 more workers to a site, how are they going to get there? What does that look like in terms of movement of transportation?� MAYOR PETER KELLY

“It’s about a two-year buildup until they start cutting steel, so as they start to ramp up I think you’ll see others in the development community ramping up as well,� Kelly said. “It also gives us time to look at what other realignments we may have to take into account.� Downtown Business Commis-

sion executive director Paul MacKinnon said the municipality will face the same type of problems it currently has — just on a larger scale. “Long commuting times, a shortage of affordable housing on the peninsula.... There actually is a lot of under-utilized or poorly utilized land on the peninsula,� he said. “You take the Cogswell Interchange alone, (and) it’s about 16 acres of land.� MacKinnon said he’d like to see some of the tax revenue generated from the massive project reinvested in aging infrastructure in both the downtown and across HRM. And governments should have the means to do that, according to Saint Mary’s University economist Dr. Ellen Farrell. “These high-end manufacturing jobs have some of the largest multiplier effects of anything,� Farrell said. “The dollars keep repeating.� More on the ship contract {page 3}

The provincial NDP is refusing to give further comment on the decision to commit $620,000 in public money on a joint advertising campaign with Irving Shipbuilding. It was revealed on Wednesday that the cost of the ubiquitous Ships Start Here advertising campaign had grown to $1.4 million. That’s $1.3 million more than the original cost estimate provided by the NDP in August. Irving Shipbuilding contributed $552,000 to the campaign, while “Ships Start Here Partners,� including the Halifax Regional Municipality and the Greater Halifax Partnership, contributed $86,000. Media partners contributed $175,000 in free advertising space. But it’s not clear whom the advertisements were directed to. The federal government put the National Shipbuilding Procurement Strategy Secretariat in place to keep politics and lobbying out of the awarding of $35 billion in shipbuilding contracts. “This was intended for the government to show it was doing something to try and win the bid,� said Kevin Lacey, Atlantic Director of the Canadian Tax-

payers’ Federation. “Halifax won that (contract) because Irving had the best bid, and it had nothing to do with this money.� The Halifax Chamber of Commerce, which contributed about $5,000 to the campaign, defended the spending. Chamber president Valerie Payn said the campaign was “worth every cent.� “Whether it had any impact on the decision is almost immaterial,� Payn said in a statement. “Ships

Winning contract good news for NDP The provincial NDP should reap some benefits from marrying their name to the Irvings’ successful bid on a $25-billion shipbuilding contract, according to political scientist Dr. Jeff MacLeod. MacLeod said the province’s combined PR blitz with Irving Shipbuilding should translate into a bump in electoral support. “The Ships Start Here campaign was really aimed at convincing people in Nova Scotia that something was being done about this,� said MacLeod, who teaches at Mount Saint Vincent University. “It certainly appears ... the premier and his government have been able to link themselves to this project and this success. And if that’s the case, I can’t imagine how that’s anything but positive, politically.� Still, MacLeod said it’s interesting that the New Democrats could translate the biggest military contract in Canadian history to increased support. “When you consider the historical antecedent of the NDP itself, and its position on defence spending and world peace, and what the party writ large has done has really downplayed these issues,� said MacLeod. “But that’s all been abandoned by this provincial government, in the quest for an economic boon.�

A record rainfall washed out roads and caused flooding in Halifax on Thursday. Afternoon rush hour was madness as the Bedford Highway near Mount Saint Vincent University was closed by police for several hours yesterday afternoon due to flooding. A small lake pooled on Barrington Street across from Young Avenue where an overflowing manhole gushed out water. Hammonds Plains Road at Bluewater Road was also washed out. Several cars tried to get through but stalled out. Police also received several reports of manhole covers coming off because of flooding. James Campbell,

If you’re emotionally attached to your Tim Hortons cup, don’t worry. You’ll see it again — as a take-out tray. On Thursday the Canadian coffee institution announced its plan for dealing with the mounds of paper cups and diverting them from the landfill. Some municipalities can recycle or compost the cups, but in many areas — like HRM — they go in the garbage. Tim Hortons and Scotia Recycling worked out a program two years ago to collect the cups and ship them to Hantsport-based paper manufacturer CKF Inc. to make them into trays. The program is now phased in all of the

Four-stream recycling units in the restaurants collect the cups, but it’s up to the customers to put the cups in the right spot. “For our cups to be diverted from landfills for recycling, the paper-waste products ... must be free from plastics and organics. That means the program depends on the waste being properly separated,� said Greg Smith, Tim Hortons’ senior manager for regional marketing. Customers for the most part are sorting the cups and other paper products properly and the amount of cups rolling in is increasing, Smith said. When asked by reporters, Smith wouldn’t say how much the company has invested in this recycling program.

Nearly 1,000 yellow postcards and a list of demands were sent to MLAs this week. The Women’s Action Coalition (WAC) is launching a new campaign, called Women are Watching, aimed at raising the profile of women’s issues in government. “We want a more concerted effort to reducing poverty,� said Jeanne Fay, one of the leaders of the coalition, at a press conference on Thursday. Fay detailed her own list of demands including better incentives for women who want to take training and go to work, strengthening pay equity legislation, and creating more child care spaces. The list of expectations from the coalition revolves around the issues of disabilities, education,

Businessman Kenneth Rowe has donated $15 million to Dalhousie University’s School of Business Administration, the second biggest endowment in the university’s history. Thursday’s donation isn’t the first time Rowe has supported the business school. When the university was raising funds for the construction of a new building, Rowe made the single largest donation to the site, which now bears his name: the Kenneth C. Rowe Management building. “He’s believed in us. He’s given us the resources to do well,” said Peggy Cunningham, dean of

management at Dalhousie, during a press conference to announce the donation. “Now we have to raise that bar and really perform.” The school hopes the infusion of money will help it attract the brightest students and faculty. “Hopefully, that will, eventually, in my world, turn out better business achievers that can take over from old guys like

Supreme Court to consider contract killing case A Crown appeal against a Nova Scotia woman who was acquitted of trying to have her husband killed will go before the Supreme Court of Canada. Nicole Ryan said she tried to hire a hit man to kill her husband in 2008 because she was desperate after years of his abuse and death threats against her and her daughter. The hit man turned out to be an undercover Mountie. Ryan’s lawyer successfully argued she was acting under duress because she was the victim of prolonged abuse and death threats. She said she believed he would carry though on those threats and that police would not be able to stop him. The trial judge accepted her defence and acquitted her. The Nova Scotia Court of Appeal also dismissed the Crown’s appeal of the case. Crown attorney William Delaney argued at the appeal that the duress de-

One of the major phenomena since the 1970s is the apparent mobility of our workforce. Haligonians were inclined to move across the country or around the world. And, maybe more importantly, we were switching jobs on a regular basis. Has the recent economic turmoil impacted our career choices in HRM? Our research seems to suggest it has. When asked in 2008, “Do you expect to be with your same employer in two years?” almost 70 per cent of HRM residents said no. Three years later that number has dropped to 55 per cent. Some of our other workplace habits and attitudes are also shifting. In the same three-year period the percentage of us working a 40-plus-hour week has risen from 54 to 61 per cent. There may be also some sense of reality setting in during the current econom-

One of the biggest flamenco festivals in Canada will bring an authentic Spanish feel to Halifax starting on Saturday. The sixth annual Fall for Flamenco festival stars dancer Miguel Tellez, singer Maria Mezcle and guitarist Jose Vega — all from Spain — as well as local talent The nine-day festival will also include a flamenco guitar concert, a dance theatre production, dance workshops, master classes and free library concerts.

This year the highlight of the festival will be De España con Amor (From Spain with Love), a dance theatre production at the Rebecca Cohn Auditorium, said Maria Osende, artistic director of Atlantic Flamenco Productions. “We have dance sections, and music sections and film sections,” she said, of the show. “There’s going to be a story of unrequited love going on — I think it’s going to be quite amazing.” Osende and her team created and produced the show in Halifax. “We’ve never produced a show for the festival,”

she said. “This is the first time that a production of this calibre is being done in Halifax.” Afterwards, Osende and the cast are taking the production on the road. They are going to Ottawa for the first-ever flamenco festival and will be performing at the Canadian Museum of Civilization. “I though this was a dream come true,” Osende said while reminiscing about the first flamenco festival she put on during an interview at Halifax Dance. That first one came back in 2006.

There is uncertainty how exactly Gadhafi died. An alleged eyewitness said that he saw the Colonel being shot in the abdomen. Worth Mentioning Doctors sometimes call the anesthesia drug by its nickname — milk of amnesia. Patients are calling it the “Michael Jackson drug.” Ever since propofol was blamed in the singer’s death, patients who seldom asked or cared about what kind of sedation they were getting are suddenly peppering their doctors with questions about the potent drug. “You won’t believe how many people ... ask me: ‘Are you going to give me the Michael Jackson drug?’” said Dr. H.A. Tillmann Hein, president of the Texas Society of Anesthesiologists. While some initially balk at going under, fearing they will end up like Jackson, they come around after Hein explains that propofol, widely used for surgeries and other procedures for more than 20 years, is safe when used by a trained professional. Propofol gained notoriety in 2009 after an autopsy found Jackson died of an overdose. Adam Kraus, of the University of Hawaii’s Institute for Astronomy, said the planet is being formed out of dust and gas circling a two-millionyear-old star about 450 light years from Earth. Richard: Mark, I have to say, I’m a bit of a sucker for things that go bump in the night and even though the Paranormal Activity series should be a little long in the tooth by now, it still made me jump. Are you as big a fraidy cat as I am? Mark: I usually pop a Xanax before I see a horror film so I can better appreciate the movie for its technical merits. But I didn’t for this one. And yes, the movie did frighten me, but only in the last 15 minutes, which were terrific. I found it a bit too long getting going and had a bit too much dark humour to create that air of dread

right off the top. The first two installments of the franchise really creeped me out; this one is better made, but didn’t give me the punch until the end. RC: This one is 99 per cent anticipation, one per cent payoff, but the one per cent is pretty good. I think the low-fi feel of the movies — the picture really does look like home video most of the time — combined with really natural performances from unknown actors make the Paranormal Activity movies feel like real “found footage” movies. Most movies of the genre are a little too slick. These

aren’t. There’s no music, no stars and it feels like you’re watching something that could be real ... almost. MB: Yes, and that’s not easy. It takes real filmmaking talent to look this artless. One thing I love about the series, and this movie in particular, is how much of the plot takes place at the edges of the screen. You really have to pay attention to see what’s really happening in the frame. And the static takes almost feel like some European art film, although the technical innovation of the oscillator-cam in this film is inspired. I was also pleased

that the movie had a backstory and plot, although, cleverly, you don’t realize it until the movie is done. RC: This one is a prequel, featuring the recurring characters Katie and Kristi Rey as creepy little kids. Not sure what’s next though ... maybe Paranormal Activity in Outer Space? MB: Well, before the screening, we were warned that to prevent privacy, the theatre would be continuously scanned using night vision technology. Paranormal Activity 4, anyone?

It would be easy enough to dismiss Don Shebib’s sequel to his landmark 1970 Canadian New Wave classic Goin’ Down the Road as hogwash. With most of its original living cast intact, this belated followup sees Pete (Doug McGrath), now a retired postie in Vancouver, charged with ushering the ashes of his old pal Joey (played in the original by

the late Paul Bradley) all the way to the East Coast in the same battered car they put miles on in the first film. If you think driving a 50-year-old heap across the country without hiccup is implausible, wait until you see the many maudlin plot twists that rise up along the route. No matter, Road works, mainly because Shebib is honest and heartfelt about giving his heroes, living and dead, some closure. And while he does manage to sneak an explosion or two into Elizabethan London, Anonymous is indeed a completely different film than what he’s made before, and he always knew bringing it to

I side with the artists and writers. I side with Mark Ryland, Derek Jacobi, Walt Whitman, Henry James, Sigmund Freud, Charlie Chaplin, Orson Welles — all these people believed that the man from Stratford didn’t write it. The problem with this whole thing, anyway, is there’s the literary establishment — the educators, the professors, the school teachers and all these people who write books about the man from Stratford. It’s a little nerve-wracking, but it’s always nervewracking whenever you make a movie. You have to show it, you know? I actually do movies mainly because I

want to see them, but films are so expensive, you have to show them to people. Lots of people! And that’s always nerve-wracking for me because I’m just afraid that they’ll throw tomatoes at me or something. It’s not your usual subject matter.

Yeah, it was very risky to make, because boy if I would f--- that one up, then people would say, “Oh, my God. Do we need that?” But I think we did a pretty good job, so hopefully the people will not say that. But it was just a pleasure to work with

these incredible actors. I had on this film the freedom to cast whoever I wanted, and because of that it was really a joy to do it. Also, it was the first movie I did in Germany in 20 years. I chose Germany because I felt most at home there and I know a lot of people there and I have a great group, which could be all Germans because I speak German. How did the mostly English cast feel about that?

They thought we were kind of like Hobbits who speak in their secret language, you know?

I’m working my way through Retromania by Simon Reynolds, a book that explores why we seem so fascinated with fetishizing music of the recent past.

R

etro can be loosely defined as everything old is new again. Anything can be retro: fashion, art, advertising, movies, TV and, of course, music. Reynolds points out that for the first time in human history, we’ve never been this obsessed with our own immediate past. Retro isn’t some antiquarian pursuit. We’re nostalgic for things within recent living memory. We still worship the music of the ’60s. Lately, it’s been all about celebrating the grunge era of the ’90s with reunions (Soundgarden), documentaries (Pearl Jam) and commemorative CD reissues (Nirvana, U2).

Meanwhile, current acts have become very successful by recycling the past. I love the White Stripes, but hasn’t Jack White just put a fresher garage-rock spin on the blues? The Strokes, Franz Ferdinand and Interpol are New Wave and postpunk with new coats of paint. And while Adele, Amy and Duffy have made brilliant records, they sound like something transported ahead from 1966. And think about this: give me a single new sound/genre that will endure beyond the first years of the 21st century? A big part of why we keep recycling the music of the old innovators is because of technology. With the Internet, it’s never been easier to access the past. And because so much of our immediate musical past has been preserved through YouTube, iTunes and millions of fan websites, it’s easier to mine it for ideas and influences. But what happens when we run out of the past? Or has as this music been around long enough that it’s become an artifact and can now only feed on itself ? These are all extremely big questions. Any single one of Peter Wolf’s biographical details could make for an interesting book. The 65-year-old singer for the J. Geils Band and solo performer was college roommates with director David Lynch, as a child his father occasionally left him with Norman Rockwell as a babysitter, and acts that have opened for him include U2, Fleetwood Mac and Tom Petty. “What happens a lot of times is that it’s been in vogue for performers and musicians to write these books,” he says, “and people have been after me for the past decade to do one.” So does this mean that a Wolf memoir is forthcoming?

“It’s in there, and it’s got to come out, so I would imagine so,” he says, “But there’s very few books of that nature that I find worthwhile.” You might have to wait before coming across a memoir, but in his live performance tonight he will share quite a few stories. Highlights might include tales of being chased down a back alley by Sly Stone, hanging out with Van Morrison, when the Irish singer called Cambridge home in the late ’60s, recording with Mick Jagger and Keith Richards, or living with David Lynch while at the School of the Museum of Fine Arts. “It was sort of like the odd couple,” says Wolf of his former roommate. was very neat and meticulous. I was sort of the bohemian mess.”

Preparation:

SautĂŠ bacon in stockpot until crisp; remove, drain and crumble. Remove all but 1 tbsp (15 mL) bacon grease from pot; add chopped onion and sautĂŠ over medium heat until browned.

Add broth, squash, pears and celery to pot. Bring to a boil; reduce heat and simmer, covered, for 30 minutes.

Let cool slightly, then in a blender, purĂŠe mixture until smooth. Return to pot and add herbs and bacon. Simmer 10 mins. Stir in half-and-half and season to taste with salt and pepper. Ladle into bowls and sprinkle with fresh chopped thyme.

When ready to serve, in a small saucepan over medium, heat cream until simmering. Remove from heat and stir in chocolate and corn syrup until smooth and glossy. Let cool to lukewarm. To serve, using the plastic wrap to lift it, remove torte from loaf pan. Peel o plastic wrap and place the torte on a serving platter. Pour chocolate sauce over top and arrange raspberries and coconut on and around the torte. Cut the torte into 10 slices to serve.

If the Halifax Mooseheads are for real, this weekend will be a good time to prove it. The Mooseheads (8-4) have won five straight games — their longest string of success in almost four full years — but none of the teams they’ve faced are on par with those visiting the Metro Centre this weekend: the Saint John Sea Dogs and the Quebec Remparts. The Sea Dogs (9-5) are the defending Memorial Cup champions and the Remparts (8-2-2) are considered a top contender. “Those are two of the top teams in the whole league,� said rookie centre Nathan MacKinnon, the Mooseheads’ leading scorer. “We’re gonna be ready for them, I think we’re neck and neck with all those top teams, and I think we’ll do well against them.� Added veteran rightwinger Travis Randell: “It’s going to be our measuring stick to see where we stand.� The Mooseheads have beaten up on teams with losing records during their hot streak. Each of their five opponents had sub-.500 winning percentages and a combined record of 30-40-5. With a whopping 28 goals during their five wins,
