Splish, splash at The Forks? Downtown boost. City of Winnipeg officials are considering a plan that would see an indoor water park, hotel at The Forks
Shovels could be in the ground by the end of the year for a water park at The Forks. On Wednesday, City of Winnipeg officials confirmed they are in talks with Canalta Developments and Waterfun Products to build a water park, hotel and parkade on land currently in use as a parking lot. Phase 1 of the project
would see a 50,000-squarefoot water park plus a 125room hotel built, while Phase 2 would see a second “tower” of 125 rooms added to the hotel plus a 450-stall parkade. The proposal includes an offer to buy a parcel of land, called “Parcel 4,” currently sitting between the Winnipeg Goldeyes’ Shaw Park and the under-construction Canadian Museum for Human Rights, for $6 million. “To support this water park, we understood a standalone water park wouldn’t make it on its own,” said Barry Thorgrimson, director of planning, property and development for the City of Winnipeg. “We knew there’d be a complementary development and there’s a hotel.” Thorgrimson said the city
had the land appraised independently and it was valued at $5.9 million. The city would provide $7 million in funding and, as part of the agreement, the developers would also provide vouchers for 25 years for up to $700,000 worth of free admission for families who can’t afford to go. Coun. Russ Wyatt (Transcona) said he supports the project, adding that the vouchers are a vital part of the agreement and could be worth $17 million. “It’s great for downtown revitalization,” said Wyatt. If the plan is approved at the April 18 executive policy committee meeting and then the April 25 city council meeting, the development’s first phase could be completed by the end of 2013.

Downtown to benefit from taxes Development. Sports, Hospitality and Entertainment District to be created out of tax-increment financing plan SHANE GIBSON
shane.gibson@metronews.ca
The city and the province have made official a plan to use a portion of new property taxes brought in from developments around the MTS Centre to make improvements in the area. Working with CentreVenture, the two levels of government have created a tax-increment financing zone in an 11-block area between the MTS Centre and the Winnipeg Convention Centre. As much as 80 per cent of property tax revenue brought in from new developments within the zone — such as the $75-million Centrepoint hotel and office building going up at the corner of Donald Street and Portage Avenue — will
be diverted back to finance projects or incentives that support economic and social developments in the surrounding area. The money will go to “specific projects that will increase the attractiveness of the community, make it safer, and provide amenities that allow people to be on the street,” said Premier Greg Selinger. The first money brought in by the freshly announced plan — $8.7 million in new property taxes from the Centrepoint project — will be used to add lighting and new sidewalks around the home of the Winnipeg Jets over the next few years. Mayor Sam Katz said the initial work would make the area safer and help entice people into the area. “People do work downtown, people do live downtown, and we want more people living, working and playing downtown,” he said. “With this type of activity, downtown should even be safer.” The exact time frame for the program hasn’t been decided, but Katz said a maximum of $25 million

Statistics showing a nearly 30 per cent jump in crime in Winnipeg’s downtown over the first three months of 2012 don’t worry the mayor — yet. “In a short period of time it’s easy for those numbers to change,” said Sam Katz Wednesday. “You can have a bad week or a bad weekend and anything can happen, which is why I say it would be more astute to do it over ... one year. “By the same token, nobody at city hall is happy with those numbers.” The stats, which come from the Downtown Winnipeg BIZ’s Downtown Secur-

ity Network, show crime increased by 28 per cent from January to March compared to the same time last year. The stats show a 220 per cent increase in the number of commercial break-andenters, a 60 per cent jump in residential break-and-enters and a 62 per cent rise in non-commercial robberies like muggings. Rick Joyal, Downtown Winnipeg BIZ’s manager of safety and development and a former Winnipeg police officer, said the statistics don’t concern him at all. “If you have a spike in any one category, it can show a dramatic increase
overall,” he said, adding the 28 per cent jump equates to just 22 more actual crimes so far this year. “If you look at the overall numbers we’re a really small part of it — the city has had a total of 1,895 (crimes) since January and only 101 of them have happened in the downtown.” The numbers aren’t all bad either, pointed out Joyal, noting that homicides are down 67 per cent in the downtown so far in 2012, and the number of sexual assaults has also dropped 50 per cent over this time last year.

Whyte Ridge. Residents outraged over approval for apartment complex A member of a group opposed to a developer’s plan to build an apartment building in Whyte Ridge says she’s “shocked” a city committee voted to go ahead with the controversial project. “We had 1,700 people registered on our petition in opposition, and they had three in support,” said Erin White of the group Our Whyte Ridge. “The fact that our own city councillor went ahead and said she supported the development and approved the recommendation to go ahead is a huge disappointment to us.” White and several upset neighbours attended a heated public hearing at city hall on Tuesday night. Paula Havixbeck, city councillor for the Whyte Ridge area, joined councillors Scott Fielding and Grant Nordman, who are members of the Assiniboia community committee, in green-lighting the plan to build an 84-suite apartment building and eight townhouses at the southwest corner of McGillivray Boulevard
and Dunkley Street. Havixbeck said Wednesday she’s happy with her choice because the apartments will allow seniors and young people from the community to stay in Whyte Ridge. “I do believe it’s a good project,” she said. “I believe it will be a place where people who live in the community will want their parents to perhaps live in, and I think a lot of young professionals may want to live there.” Ninety people at the meeting registered to speak against the proposal, their concerns centring on population density and whether the new building will fit into the “character of Whyte Ridge,” White said. White, who said the proposed four-storey apartment complex will be built “right outside” her back fence, said there’s little the group can do now that the plan is going ahead. “We don’t have an appeals process,” she said. The development still requires approval from the rest of council. Shane Gibson/Metro

Although Brian Pallister was at the cabinet table at the time, he said he’s not afraid of being attacked in the same way. Pallister would not say if he’s eyeing former PC leader Hugh McFadyen’s riding but said he thinks there are “some opportunities there.” McFadyen stepped down following last year’s provincial election, after the PCs were unable to gain ground on the NDP. So far, Pallister is the only candidate for PC leader. His announcement comes after a series of possible candidates — including MP Rod Bruinooge and justice critic Kelvin Goertzen — decided not to run. The new PC chief will be chosen at a leadership convention on Oct. 27.
Planned apartment building declared derelict City hall’s property and development committee has denied an appeal from the owner of the former Canada Bread Company plant in the West End after the building fell under the city’s derelictbuilding bylaw. The owner of the 100-yearold factory at 258 Burnell St. had asked for more time to bring the building up to code. The city says the owner needs to add a working sprinkler system to the vacant building to comply with the bylaw. The owner told councillors he’s in talks with a de-
veloper who wants to turn the building into an apartment complex. Coun. Jeff Browaty, the committee chair, said the owner still has about six months to submit a development proposal or bring the building into compliance before the city takes title over the property. “We want to see it redeveloped and back on the tax roll,” he said. “We’re not in the business of taking people’s properties for the sake of it, but it doesn’t meet legal code right now.” shane gibson/metro

Along with all the monthly expenses, I’m saving for the kids’ education, and every summer we travel west to visit family in Winnipeg.” She uses her Scotia Momentum® VISA Card to pay for a lot of the everyday purchases she makes such as gas, groceries and drugstore purchases. The Scotia Momentum® VISA Card gives her 2 per cent cash back on everyday purchases at gas stations, grocery stores and drug stores, as well as on recurring bill payments. It also gives 1 per cent cash back on all other eligible purchases. The cash back payout is automatically deposited into her savings account every November. While there’s an annual fee of $39, Maureen has worked out the cash back she gets on purchases — and it’s worth it. “It makes sense for me to use the card because I get cash back on gas, groceries and other things that I have to buy anyway,” says Maureen. At the same time, she likes to have the credit card as a safety net and tries to pay the balance every month.

Innovation. New engineering centre is ‘a huge step forward’ for CIC A new facility to house a notfor-profit engineering consulting group is being hailed as a showcase for Manitoba innovation. The Composites Innovation Centre held on Wednesday the grand opening of its new building in the Tuxedo Industrial Park, which, at 21,000 square feet, is four times the size of its previous location at the University of Manitoba. “It’s a huge step forward for CIC,” said employee Mark Townsley, who works as ground transportation and
design manager. “It’s assisting our industry leaders in Manitoba.” This new facility means the CIC will have additional research space and a new training room dedicated to industry education. “The CIC keeps Manitoba at the forefront of innovation,” said Entrepreneurship, Training and Trade Minister Peter Bjornson, calling the facility a “showcase.” While many may not be familiar with composites, they’re becoming more in demand for industries such as
aerospace, ground transportation and sporting goods. Bill Stanton, director of product development for Sigma Industries, said through a partnership between his company and the CIC, they’ve created a truck cab that’s 30 per cent lighter. These projects, added Stanton, help position Canada as a global leader in innovation. “(Industry) is starting to realize that research and development is the only way we’ll compete against China,” said Stanton. Results from such a DNA test can either exclude someone as the source of a sample, or find that they cannot be excluded, with varying probabilities that a randomly selected person has the same DNA profile, McLean testified. Science was the focus Wednesday at Rafferty’s trial, where experts from the Centre
of Forensic Sciences testified about testing done on several items seized from Rafferty’s home and car following his May 19, 2009, arrest. Rafferty is alleged to have kidnapped Tori outside her Woodstock, Ont., elementary school on April 8, 2009, with his then-girlfriend Terri-Lynne McClintic, and then driven the Grade 3 student more than 100 kilometres away to a rural area, raped her and killed her. Rafferty has pleaded not guilty to first-degree murder, sexual assault causing bodily harm and kidnapping. McClintic is already serving a life sentence after pleading guilty to first-degree murder McClintic testified last month at Rafferty’s trial that after she shoved Tori into the back seat of Rafferty’s car, he ordered the girl to stay on the floor and covered her with his black pea coat so she wouldn’t be seen. A coat matching McClintic’s description was found in the house Rafferty shared with his mother, and testing revealed the presence of two blond hairs. the canadian press

Three men are facing charges after an alleged break-in attempt at the Toronto home of an alarm company president. AlarmForce Industries says Joel Matlin was on vacation in February when a man went to the front door of his house late at night. Matlin’s video-equipped alarm system sent him an email with pictures of the man, but a check of the live video feed showed the man had left. Matlin contacted Toronto police and asked them to check the house and also called his stepson, who went over to stay at the home. The stepson was awakened around 4:30 a.m. to the sound of the alarm system saying “phone line cut” and then heard people trying to kick the door down, but he turned on the lights and scared them away. Matlin’s company says the entire incident was caught on video, which was sent to police to help in the investigation. Police confirm three men were arrested in connection with the attempted break-in at Matlin’s house and also have been charged in several break-and-enters in the Toronto area. the canadian press

Authorities were conducting a thorough inspection of a Korean Air flight Wednesday that made an emergency landing at a Vancouver Island military base after a bomb threat was phoned into the airline, the second such scare in two days. The Boeing 777 was carrying 149 passengers from Vancouver to Seoul on Tuesday afternoon when the airline turned its craft around shortly after takeoff under the escort of two U.S. fighter jets. The RCMP, which is leading the investigation, said early Wednesday nothing suspicious had yet been found. Passengers and crew members on Tuesday’s diverted flight were checked, the company said Wednesday morning. Once inspections of baggage, cargo and the plane undergo the same procedure, it’s expected to resume flight. “If the plane goes through security and is found that it’s Wednesday in Halifax where the minister referenced the wrong statistical table in trying to make his case over the conflicting numbers associated with last week’s bombshell audit. Simon Fraser University securities studies Prof. Andre Gerolymatos said it’s hard to know what’s going on. “It hasn’t been determined if they’re crank calls yet, but it does demonstrate that there is always a possibility of some kind of a threat to Canada.”

The miners wore sunglasses and were covered with blankets. President Ollanta Humala greeted them. Humala had spent the night at the mine 240 kilo-
metres southeast of Lima. The miners were trapped by a cave-in triggered by an explosion they had set. The miners had communicated with rescuers through a hose, in place before the collapse, by which they also received food and medicine during their ordeal in a horizontal shaft dug into a mountainside. “It’s pretty ugly inside,” one of the rescued men, Edwin Bellido, told RPP radio. “We slept on the ground on muddy plastic.” He said the miners kept their spirits up by telling each other jokes, singing and running in the 50-metre tunnel. The Cabeza de Negro mine that they were working in had been abandoned in the 1980s. Humala said the incident points up the dangers of working in such mines in Peru, labour in which tens of thousands are engaged.
Myanmar. Suu Kyi meets president ahead of her entry into parliament The architects of political reconciliation in Myanmar, President Thein Sein and opposition leader Aung San Suu Kyi, met Wednesday ahead of the Nobel peace laureate’s historic entry into parliament. The two were due to discuss democratization, parliamentary affairs and a peace process with ethnic rebels, said a spokesman for Suu Kyi’s National League for Democracy. On her return to Yangon from the capital, Naypyitaw, Suu Kyi told reporters only that “it was a good meeting.” Suu Kyi has long fought for democratic rule against the former military regime, and spent about 15 years under house arrest for her ef-
He said he had given instructions for Cabeza de Negro to be sealed. The rescue drew some comparisons to the 69-day ordeal of 33 Chilean miners trapped more than 700 metres underground in 2010 near the
Chilean city of Copiapo. The Peru rescue was not by any measure a comparable engineering feat because the miners were not similarly trapped. Neither heavy equipment nor drilling was required. the associated press

France. Ban on visiting extremist websites and on travel to weaponstraining camps The conservative French government Wednesday unveiled new counterterrorism measures to punish those who visit extremist websites or travel to weapons-training camps abroad. The measures come in the wake of deadly shootings by a suspected Islamic extremist in southern France last month. They will now go to parliament, where the government may face resistance from the Socialists, who say France’s legal arsenal against terrorism is already strong enough. The opposition say the proposal is a campaign ploy to boost President Nicolas Sarkozy’s chances at a second term. Sarkozy’s cabinet gave its go-ahead to measures that would make it illegal to travel abroad to “indoctrination and weapons-training camps for terrorist ends,” or to regularly visit websites that incite or praise deadly

North Korea fueled up a rocket Wednesday in preparation for what appeared to be an imminent liftoff while the country’s young leader strengthened his power with a new title making him the nation’s top political official. Kim Jong-un was named first secretary of the ruling Workers’ Party, a new post, while his late father, longtime leader Kim Jong-il, was given the posthumous title of “eternal general secretary” at a special Workers’ Party conference, the staterun Korean Central News Agency reported. Kim Jong-un’s formal ascension, nearly four months after the death of his father,
comes during a week of events leading up to celebrations Sunday marking the 100th anniversary of the birth of his grandfather, the late president Kim Ilsung. Space officials call the launch of the Unha-3 rocket, mounted with an Earthobservation satellite, a “gift” to Kim Il-sung. They said Wednesday that the final step of injecting fuel into the threestage rocket was underway in the coastal hamlet of Tongchang-ri. “We are injecting fuel as we speak,” an official told reporters. Fuel injection into the rocket is usually one of the final steps in the pre-launch process, experts say. But the weather, and particularly the wind, could force delays. A launch would be a “provocation” and violate UN Security Council resolutions, say the United States, Japan, Britain and other global powers. the associated press

Obama and Romney poised to fight The gloves are officially off between U.S. President Barack Obama and Mitt Romney now that the Republican front-runner’s only real competition has exited the party’s gruelling presidential race. Less than 24 hours after Rick Santorum’s departure from the contest — described by Romney as a “good day for me” — the former Massachusetts governor was on the hot seat in a bruising battle with
a well-funded, well-oiled Obama re-election machine that provided a glimpse of the seven months ahead. In a conference call with reporters, a trio of Romney’s top campaign advisers faced tough questions about his insistence a day earlier that 92 per cent of jobs lost in the U.S. since Obama took office were held by women, a muchdisputed reading of federal statistics. Romney’s been trying to gain ground with women in the face of numerous polls suggesting they prefer Obama by as much as 20 percentage points. Women represent almost 53 per cent of the American electorate. the associated press
One of Canada’s four problem-plagued submarines was slowly lowered into Halifax harbour on Wednesday, more than three years after a refit was due to be completed. HMCS Windsor began the three-hour process of re-entering the water just before 9 a.m. local time in a berth lined with 46 winches that connected to a submerged wooden platform. Dozens of workers stood on a Halifax dock to watch the hulking black sub as it was lowered at about half-ametre per minute. Florida
Killer to be executed Thursday Former prosecutor Bob Stone remembers standing next to serial killer David Alan Gore in a Florida orange grove while authorities dug up two of his six victims. As investigators unearthed two metal drums containing the dismembered remains, Stone said Gore smirked as if to say, “Yeah, this is my work.” Gore is scheduled to be executed Thursday for murdering 17-year-old Lynn
The sub was to move to a neighbouring berth to undergo further testing and preparations for sea trials, but it’s not clear when those trials will happen. “The submarine will only go on the other side and ... the refit will continue,” said Roger Barakett, who oversees fleet safety and the lowering procedure. “Some of the work requires salt water to be carried out so that’s what’s going to go on when she’s in the water.” Initially scheduled to be Elliott on July 26, 1983, a sentence many say is long overdue. “I looked in his eyes. If the devil had eyes, that’s what they’d look like. They were red in the centre. It was like a fire had come out of his eyes. You could see all the way through ’em,” Stone said. “That was the strangest sight I ever saw. If there is a human that’s got the devil in him, he’s it.’” Stone won’t get many arguments from people who lived in Vero Beach in the early 1980s when Gore and his cousin, Fred Waterfield, committed a series of horrific rapes and murders. the associated press
completed by 2009, Windsor’s refit has taken almost five years and the sub hasn’t been in the water since 2007. It has operated at sea for 332 days since arriving in Nova Scotia in October 2001. Windsor is one of four British submarines bought by the government in 1998 for $750 million, but the fleet has seen little time in active service since then. Defence Minister Peter MacKay said the navy is also expanding the number of submariners it has to 330 from 278. the canadian press California

Trayvon Martin shooting. Indonesian earthquakes Zimmerman to plead trigger panic but no tsunami not guilty to murder
Cries of panic and fervent prayers rang out Wednesday as Indonesians rushed toward high ground after two strong earthquakes raised fears of a killer tsunami. Alerts were raised as far away as Africa and Australia but this time the big waves didn’t come. In western Indonesia, distraught women ran into the streets clinging to crying children as back-to-back tsunami warnings revived memories of the 2004 disaster that claimed 230,000 lives in nearly a dozen countries. “God! What have we done to deserve this? one mother screamed as residents around her piled into cars and onto the backs of motorcycles. “What

tions began immediately, with streets clogged with traffic, especially in Aceh province, where 170,000 people were killed in 2004. Countries all along the Indian Ocean — from Australia and India to as far off as Africa — received alerts from the Pacific Tsunami Warning Center in Ha-

The neighbourhood-watch volunteer who shot unarmed black teen Trayvon Martin was arrested and charged with second-degree murder, after weeks of mounting tensions and protests across the U.S. George Zimmerman, 28, could get up to life in prison if convicted. His new lawyer said Wednesday that Zimmerman will plead not guilty. Zimmerman turned himself in Wednesday, and he is expected to appear in court Thursday. The February shooting brought demands from civilrights leaders for Zimmerman’s arrest and set off a furious debate over race and self-defence. Zimmerman initially was not arrested in part because of Florida’s “stand your ground law, which gives people wide leeway to use deadly force without having to retreat in the face of danger. Zimmerman’s new attorney, Mark O’Mara, said he will invoke the “stand your ground law in Zimmerman’s defence. Martin’s parents expressed relief over the decision to prosecute him.
Recounting the incident On Feb. 26, Martin was returning from a convenience store when Zimmerman started following him, telling police dispatchers he looked suspicious. • Zimmerman stated Martin attacked him after he had given up chasing the teenager and was returning to his truck. • He told police that Martin knocked him to the ground and began slamming his head on the sidewalk. Zimmerman’s father says Martin threatened to kill his son. • A video taken about 40 minutes after the shooting as Zimmerman arrived at the Sanford police station showed him walking unassisted without difficulty.
Zimmerman’s brother Robert Zimmerman Jr. told CNN on Wednesday night: “Our brother literally had to save his life by taking a life. And that’s a situation nobody wants to be in, ever. the associated press

Lubbock police Sgt. Jonathan Stewart said the owner of Fantasy Maid Service doesn’t have a permit to operate a sexually oriented business and officers are watching for any violation, which would bring a $2,000 US fine. But owner Melissa Borrett insists she’s not operating such a business. These girls are not performers. They’re maids.” The West Texas native and mother said she started the business about a month ago because she was struggling as a waitress to make ends meet. She had even been living at the Occupy Lubbock encampment near Texas Tech University’s campus. “I just decided to go a little bigger, work a little smarter,” she said. We’ve all come to know and love the quirky character Bubbles from the Canadian TV show Trailer Park Boys. Behind the big glasses, kitten obsession and signature frown is Mike Smith, a man who has loved space and rocketry since he was five years old. Since March 5, applicants across 22 countries have been narrowed down, leaving Smith to be Canada’s co-finalist for a chance to fly into space. “The whole experience of going through the training and learning about the space vehicle, the build up to it, would be amazing,” says Smith. Smith, 39, grew up in Nova Scotia and studied English at St. Francis Xavier

The avid Rush fan says, if allowed, he would bring music with him into space. “It would be really cool to listen to Cygnus X1 in space.” The Rush track is a psychedelic blend of rock, ambient sound effects and metal. His father has a PhD in chemistry, and childhood walks were filled with discussions of quantum physics. “I always had a big interest in science, mainly because of him,” he says. The idea of actually being in space awes him. “I would try to make an emotional, inspiring speech, but I don’t know if I’ll just be like, ‘Daaaaarrrr,’” he laughs. ‘Hello, Earthlings!’ Metro reporter says from ‘space’ Jeroen van wieringen Metro World News
“And on the left you’ll find a sickness bag,” Mark, a technician from Space XC, says, concluding his instructions before he closes down the spaceship’s cockpit. I nod bravely, but secretly I die a thousand times. I have every reason to. It’s not every day that I am flying 3,500 kilometres an hour, up to 103 kilometres in the sky — all a part of becoming an astronaut. You may be scratching your head and thinking, “Astronaut?” Yes, but in truth a virtual
one. I’m sitting in a facility called Desdemona in the Dutch village of Soesterberg. Here, you’ll find the only simulator in the world that can literally turn in every direction. Because of extremely good projections in the cockpit, the user — in this case, me — thinks he’s sitting in a real spaceship. “All right, Jeroen, just press the red button when you are ready,” the “pilot” Harry says calmly. “No, don’t!” the scared one inside me thinks. “Go for it!” screams the daredevil in the same body. And that last one wins. I’m being pressed into the seat as the world around me is passing me by faster and faster. “More than 200 kilometres an hour ... and liftoff.” Thanks, Harry. As if I haven’t noticed that myself already. I see land below me, clouds next to me, stars above me. The continuous noise of the rocket en-
gines is banging in my ears. But then — silence. The engines are shut down, the enormous pressure has been lifted. Weightlessness, that’s how it feels. Yuri Gagarin, I’m just like you! A big smile appears on my face and my eyes are looking in all directions as fast as they can, just to miss nothing of the wonderful world around me. “So right now, can I call myself a virtual astronaut?” I hear myself asking. “Yes, now you are, because you just crossed the zone of 100 kilometres, the boundary between our atmosphere and outer space,” Harry says enthusiastically into my headset. Hello, Earthlings! However, going up means coming down again as well. I know what comes next — they explained it to me. It seems like about three times my own weight, about 250 kilograms, is trying to crush me.

Heading for next frontier ‘a life changer’ Michiel Mol has been dreaming of going to space since he was eight-years-old. Influenced by sciencefiction movies and by watching the space race put the first man on the moon, he’s always wanted to experience the galaxy first-hand. “It’s all because of something inside of us human beings,” Mol tells Metro. “We want to go further and find the next frontier.” Now, Mol may be able to make his and the dreams of many others come true. He’s the CEO and partner of Space XC, a company that will be sending people to outer space on its spacecraft starting in 2014. Previous space travellers have been known to pay exorbitant amounts of up to $50 million US to get to the International Space Station. Space Adventures, based in Vienna, Va., is the only company that has successfully sent self-funded individuals to space. Out of their seven customers, one man – Charles Simonyi – was even com-

U.S. sues publishers over e-book pricing The U.S. Justice Department and 15 states sued Apple Inc. and major book publishers Wednesday, alleging a conspiracy that raised the price of electronic books. China, the world’s largest market for new vehicles, has seen sales growth slow over the past year, though sales for foreign automakers have fared relatively well. The China Association of Automobile Manufacturers said Wednesday that 1.84-million vehicles were sold in March, up from 1.8 million a year earlier. the associated press

Housing starts rise sharply CMHC report. Condo sector shows no sign of cooling — particularly in Toronto Canada’s home-building industry was unexpectedly hot in March — particularly the condo sector in Toronto. The latest data on residential construction surprised analysts Wednesday, with Canada Mortgage and Housing Corp. (CMHC) reporting 14,517 actual starts in March, giving a seasonally adjusted rate of 215,600 units a year. That constitutes a five per cent jump from the previous month and the highest level of starts since the fall of 2008. As well, CMHC upgraded its estimates for January and February, suggesting home construction was a key component of economic growth for Canada in the first quarter of this year. Ontario, particularly Toronto, had the country’s biggest increase in multiple-dwelling units, a group that includes condos and apartments. Multiple starts in the province jumped by 50 per cent on a seasonally adjusted basis. “Certainly we think the

Mint introduces new glow-in-the-dark coin The Royal Canadian Mint seems to be in an awfully experimental mood lately. First, the penny was given the boot in last week’s budget, an announcement that was quietly followed up by the unveiling of an indevelopment digital currency chip. Now, perhaps as a nod to what could looks increasingly like the pending extinction of coins, the Mint has taken the wraps off a new quarter that stars a dinosaur
discovered in the Grande Prairie, Alta., area. And it also happens to be the Mint’s fist glow-in-the-dark coin. In your standard well-lit coincounting situation, the very cool quarter boasts an image of Pachyrhinosaurus lakustai. But when the lights go down, the image reverts to a luminous look at the dinosaur’s skeleton. The Mint says 25,000 copies of the eye-catching currency have been made, part of a planned series of four glow-in-the-dark coins spotlighting prehistoric creatures. The report for March did contain some evidence of retrenchment. • Starts in urban areas decreased by 27.7 per cent in British Columbia — a signal that the country’s most expensive housing market, Vancouver, may be coming back to earth — and by 16.3 per cent in Quebec. • The Prairie provinces saw a 6.4 per cent increase in starts, while residential building rose by 2.7 per cent in Atlantic Canada.

Buchanan said the condo market may be sizzling due to demographics as baby boomers downsize from larger, detached homes, as well as international speculation and a trend to more downtown living among Canadians as the cost of commuting increases with rising gas prices. the canadian press

let the real hockey season begin
What with the latest news involving nuclear weapons and dictatorships, it will be paramount to John Mazerolle check up on those things when metronews.ca/hesays the Stanley Cup playoffs are over. But for now, let’s focus on what’s important. Sixteen teams are vying for the world’s most famous bird bath/pudding bowl in a bid to take it away from my Boston Bruins, who won last year in a victory that I have recounted three or four times (5,000, tops). Like many journalists, my empathy button is worn down after years of overuse. I recently had a completely dispassionate conversation with an editor about whether a person can be “partially disembowelled.” I believe I was eating a sandwich. But confront me with the NHL playoffs and, well, this is emotional. This is life and death. That might sound ridiculous if you’re not a sports fan, Just sayin’ but I’m not alone. We live in a country where our government We live in a country was completely unapologetic where our government for a $10-billion discrepancy in the costs of fighter jets, but the was completely unToronto Maple Leafs apologized apologetic for a $10-bil- in full-page newspaper ads for their poor season. lion discrepancy in the Heck, if this government costs of fighter jets, but owned the Winnipeg Jets and the Toronto Maple Leafs increased ticket prices by $293 apologized in full-page (the $10 billion broken down each Canadian), Manitobans newspaper ads for their to would lay siege to Ottawa. And poor season. you can bet the government would be apologizing like a theatregoer trying to get to his mid-row seat. Long column short, hockey is serious business, which is why my yearly Stanley Cup playoff predictions are so hotly anticipated. They were completely accurate last year, as far as you know. And here they are! • “Because it’s the cup” commercials, which are aimed at people who don’t watch hockey, will air only during hockey. • If Glenn Healy is watching, every goal will be “unacceptable.” If Greg Millen is watching, every goal will be “absolutely no chance for the goaltender.” If they both watch the same goal at the same time, the universe will collapse in on itself. • Every fan whose team loses to one of the eventual Stanley Cup finalists will consider that third place and argue that it shows how close they were to winning. • Players will be asked, several times, if scoring the first goal is and/or was important. Not once will the player look at the reporter and say, “How much do they pay you exactly?” And those are my predictions. I’m also picking Boston and Pittsburgh to meet in the Eastern Conference final, which would keep me busy until June. If Leafs/Oilers/Flames/Habs fans could keep an eye on North Korea and the Conservatives during that time, that’d be great. Remember to keep your head up at all times.

Jared Story winnipeg@metronews.ca
Nikki Payne returns to the Winnipeg Comedy Festival for four shows, including Saturday’s Women Who Kill gala at the Pantages Playhouse Theatre. According to festival director Al Rae, the all-female show is indirectly in response to Eddie Brill, the former Late Show with David Letterman comedy booker who recently said female comedians aren’t as authentic as male comics. “I don’t know Eddie Brill and I don’t think my career has been affected by Eddie Brill,” Payne says. “You know what, I tell poo jokes and I get paid to tell poo jokes. The rest of it, I’m too old and too tired for. But apparently we’re going to take Eddie down. That will be the finale of the show. We’re going to tar and feather Eddie Brill.” She may be kidding about the mob vengeance, but you’d be hard-pressed to find a comedian as authentic as Payne. The 36-year-old standup from Sackville, N.S., is known for her unique and peppy stage presence, her speech impediment and her high-powered dry humping, the latter of which will be on full display Saturday night at the Gas Station Arts Centre
Jessica Alba is adding her voice to National Poetry Month, helping to lure children into the art form. Alba is among more than a dozen celebrity parents whose poetry readings are airing on the Disney and Disney Junior channels this month. Readings by Viola Davis, Caroline Kennedy, Liev Schreiber and Katie Holmes are also featured in “A Poem Is ....”, a short-form series that sets verse to classic Disney animation. Langston Hughes, Mary Ann Hoberman and May Swenson are among the writers whose work is included. Alba’s segment will air April 29, on the Disney Channel. THE ASSOCIATED PRESS

Raitt falls into success Slipstream Returning to the studio. Bonnie Raitt’s latest offering finds her receiving inspiration from an unexpected source Bonnie Raitt had been thinking about working with Grammy-winning producer Joe Henry for years. And Henry had been kicking around the idea of reaching out to the Rock and Roll Hall of Famer whose voice he has adored forever. It wasn’t until mutual friend Allen Toussaint made a cosmic connection that the two finally got together, launching Raitt on the journey to Slipstream, her first new album in seven years. During a recording session with Aaron Neville, Toussaint coyly suggested that Henry work with Raitt in the future. And when Toussaint speaks, Henry always listens. “He’s not like anybody else on this earth,” Henry said. “He’s like Yoda.” The producer called the performer shortly thereafter and, as the great New Or-
leans producer and performer suspected, the chemistry between Raitt and Henry was dynamite. “I was about a month away from thinking of calling and I got the contact from my office saying Joe wants to speak to you,” Raitt said. “And I just thought it was so synchronistic. It was one of those really great times, a really great phone call.” Slipstream, her 19th album and her first on her own label, Redwing Records, is a mix of styles and flavours. Al Anderson, formerly of NRBQ, contributes three songs and plays on four, acting as a counterpunch to Henry’s more sombre songs. And Raitt even offers a reggae version of Gerry Rafferty’s Right Down the Line. The associated press
Analysis
Inspiration from strange places Bonnie Raitt really didn’t have elaborate expectations when she joined Joe Henry. They thought they’d spend a few days on a handful of songs, but after three days, they had nine. “It was like the pilot light was on, but he turned the gas up,” Raitt said. They emerged from those sessions with four new cuts for the album: Henry compositions God Only Knows (perhaps the album’s standout) and You Can’t Fail Me Now (co-written with Loudon Wainwright III) and the Bob Dylan covers Million Miles and Standing in the Doorway. And Raitt emerged aflame with the need to pull her touring band together to cut more tracks. She eventually added eight others to Slipstream and the cuts left over will be released after she completes tours.
Bonnie Raitt’s Slipstream is her first album in seven years.

Maggie Grace wants to make it clear that while her eye is tearing up, it’s not because of anything anyone said. “I’m not crying. I just did a little damage [on set] last night,” she says. “I just injured my eye a little bit. I didn’t want people to think I was just so emotional.” And then, to undermine her own point, Grace then launches into a tearful speech about how wonderful Lockout co-star Guy Pearce is before breaking down laughing. Grace, who first rose to fame as the pampered Shannon on Lost, has been following an interestingly physical track with her film career, which is something she hadn’t expected. “It’s funny, it’s become kind of a theme for me — a string

The Rolling Stones. So we’re going to go into training.” Wood made the comments Monday in an interview following a press conference for his exhibition, Faces, Time and Places, which features his own paintings. It includes pieces of him and his band mates, as well as Muhammad Ali and Al Pacino. Wood, who said he first started painting at age three, enjoys doing it because it’s a reflection of his own ideas, unlike music, which he calls “a group effort.” The exhibit launched Monday and will close June 30. So it’s just funny what life brings you.” Her latest film, the sci-fi caper Lockout, is a part of that action-heavy trend. “I pretty much looked like a dalmatian,” she says about her bruised appearance after filming was completed last autumn in Serbia. Not that she’s complaining, of course. “We arrived in Serbia to start training a little bit early with the wires and do some combat training, so that was really helpful. And also a lot of fun. Probably the closest I’ll get to being a trapeze artist myself,” she remembers. And while so much work in the action genre may seem like a happy accident to her, Grace doesn’t feel the same way about acting in general. “I never understand those ‘tripped and fell’ stories. I don’t know how that works,” she says, referring to actors who claim they found their vocation by chance. “Maybe it sounds sort of modest or something, I don’t know. Seal insists there are “community and quasi-community assets” that need to be divided up, while Klum claims a postnuptial agreement addresses that. In addition, Klum cites January 19 as the official start of their separation, while Seal says the date hasn’t been determined.

For Tuesday’s Word, I wrote about Jennifer Lopez, 42, gifting beau/backup dancer Casper Smart, 25, with a custom white Dodge pickup truck for his birthday. Apparently, Lopez “knew that Casper really wanted a truck, and Casper was very excited about the generous gift,” a source told People magazine. “Casper was so excited about his new truck that he decided to drive it to dinner. She was smiling about Casper’s excitement.” In the column, I made a crack about how: 1) That “source” sounded like a quote-giving robot and 2) How I was surprised that Lopez didn’t buy him a Fiat considering all the shilling she does for the car manufacturer. This was the incorrect joke to make. Please check out the following reader mail: “You may need to do some more digging. Chrysler/Dodge/ Ram are owned in part by Fiat which helped bailout Chrysler!! That is why he got a Ram Truck from J. Lo and not a Ford F-150!!!”
all photos getty images
“Did you really not know that Fiat and Dodge are both owned by Chrysler LLC, when you wrote that J-Lo dreck?” “I feel obligated to point out that Fiat holds a considerable financial and developmental stake in Chrysler (who makes Dodge and Jeep vehicles). It wouldn’t be too much of a stretch to assume she used an “employee discount” (if any money was spent at all) on that Dodge truck.” In my defence, I am only a semi-good looking recycler of celebrity gossip, not a hard-hitting journalist who knows the ins-and-outs of the car industry. However, thanks to my eagle-eyed readers, who do know such things, we all now know that this “news item” and “gift” was a total plant by Fiat and that truck was totally free in exchange for press. And, really, do celebrities ever pay for anything? Or do they just have to save their cash for when they will inevitably need a high-priced divorce lawyer?

Spring has sprung and the world is... wet? As Canadians we’ve learned how to rock any climate, and the soggy days of the season are no exception. This year however, retailers have taken rain gear up a notch — and are giving us no choice but to dance through every downpour. “Colour is huge this spring,” says Sears trend director Cynthia Florek. “We’re seeing the trench updated in electric colours like blue, green and coral or through interesting textures and effects like micro-suede perforations and neutral colour blocking.” Boots, umbrellas and other permeable pairables have followed suit, so take stock of this gorgeous gear.

The highest standard of colour blocking was set by Yves Saint Laurent, who transferred the graphic, pop-art look of painter Piet Mondrian onto fabric. The YSL look was an instant hit as it fit so nicely into the fresh, no-frills mod fashions of the mid 1960s. Since then, Lisa Perry, known for her bright traffic-stopping colour combinations on simple silhouettes, says the style has become a classic that sometimes hits as a bona fide trend. This is one of those years, she says. It’s part of a broader movement away from the earth tones that dominated runways and stores for a while.

Match it up: Does this go with that?
Decor rules: Draperies should blend with the wall colour, and your style of artwork should inspire the look of your area rugs. CRATEANDBARREL.CA
Decor ideas. How to match your home decor for a beautiful coordinated look DESIGN CENTRE
Karl Lohnes home@metronews.ca
Like most decor enthusiasts, I prefer to space out my decorating projects and not do it all at once. This gives me a chance to stand back and reflect on my choices. Plus, it’s easier on the pocketbook. But one danger of decorating in stages is that some people may lose focus of the overall look they’re trying to achieve. Here’s a brief guide to help you get inspired and stay on track: Fabrics and paint Start with the largest pattern in each room. In the bedroom, it’s the duvet cover/bedding; in the living room it’s the sofa; in the bathroom it’s the shower

Dear Charles the Butler, I am finding it very difficult to do more than “move dust around” when I dust. A lot has to do with static electricity, as the problem is worse on or near electronics such as the TV or DVD player. I am concerned about the use of water or furniture polishes on some types of wood and 4.921” x 12.5” None None
Windows Shades should blend with the window’s framing. If your window trims are white, choose a white window shade. If you have wood window trims, then choose taupe, brown or wood shades. Draperies should always match the walls. A shade lighter or darker than your paint colour will make them a mainstay classic in the room’s decor. Rugs Match your area rugs to any artwork you have (or are attracted to). If you like rich Van Gogh-style art, choose richly
patterned Persian-style rugs to blend in. If you gravitate toward modern black and white art, choose neutral area rugs in very light or very dark tones. Lighting If you are having trouble choosing a lampshade, try matching it to the frames on your walls. If you have dark brown or black frames, choose the same colour for lampshades. A plain white lampshade will always work but can be a little boring, especially in a room where deeper, darker tones are being used. Kitchens The colour of your kitchen backsplash should blend with the upper and lower cabinetry. This will encourage the eye to travel vertically without interruption. For instance, if you have deep-cherry-wood-toned cabinets, your backsplash could be a ruddy brown slate to match. Countertops should get the same colouring and tones of your appliances. If you’ve chosen stainless-steel appliances with black trims, a greytoned counter with dark specs or veining would be perfect.

curtain. The second major colour you see in the pattern is the one you match with accessories in the room, and the third colour in the pattern is used for the wall colour. If there is not a pattern or colour used in your fabric choices then you have a monochromatic colour scheme (all variants of the same colour). In this case, choose the same colour for accessories and wall colours, but choose lighter or darker versions to make things more interesting.

wood finishes, as I ruined some pieces a while back using polish. Can you help? Robin Hello Robin, As I am sure you have heard me say before, dust is a neverending duty. So dealing with the dust is important as it continues to build up and can lead to some big dust bunnies. Remember that even if you don’t use a certain room in your house, you still need to dust that space on a regular basis because dust attracts more dust. Here are some dusting tips: 1. Dust often. 2. Don’t use chemical dusting sprays as they often have sili-
cone in them and this builds up on your furniture, and attracts more dust. 3. My personal trick that works perfectly is to wet your hands just a little, then dry them on a cotton cloth (only 100 per cent cotton). This process makes the cotton cloth the perfect humidity to “damp dust” — but remember to use very little or no water. The cloth should be only humid to pick up the dust perfectly. What’s great about this is that there are no chemicals, and the cotton cloths can be cleaned in the washing machine and reused. Give this a try and let us know how it works. Have a question? Horton likely to miss the playoffs Bruins forward Nathan Horton is expected to miss the Stanley Cup playoffs because of a concussion. Horton suffered the injury Jan. 22 in a game against the Philadelphia Flyers and has not played since. The 26-year-old had three game-winning goals in last year’s Stanley Cup run, but he missed the final four games of the championship series against Vancouver after suffering a concussion in Game 3.

“We’re not setting a timeline.... We’re dealing with it, and we’re continuing to pursue a solution and (if we) reach a point where we conclude we can’t reach a solution, we’ll deal with it. But we do hope we can reach a solution so that the timing will become irrelevant.” Commissioner Gary Bettman, explaining Wednesday that the NHL continues talking with prospective buyers for the league-owned Phoenix Coyotes with no timeline for selling the team. The commissioner said in January that three groups showed serious interest in the Coyotes. He said the NHL is still talking to prospective buyers.

Jakub Voracek beat MarcAndre Fleury from in close 2:23 into overtime to give the Philadelphia Flyers a 4-3 comeback victory over the Pittsburgh Penguins on Wednesday night in Game 1 of the Eastern Conference quarterfinal series. Fleury stopped Matt Read’s shot from the corner, but Voracek pounced on the rebound to cap a furious rally from a 3-0 deficit. Daniel Briere scored twice, and Brayden Schenn added a goal in his playoff debut.

their six regular-season meetings. The game featured only a handful of penalties and little of the typical animosity. Crosby missed the playoffs last season while dealing with concussion-like symptoms, but the former MVP didn’t take long making up for lost time. He gave Pittsburgh the lead on his second shift, shaking off a hit Philadelphia from defenceman Braydon Coburn in the corner then bouncing to his
feet and flipping a rebound over Bryzgalov’s glove 3:43 into the first period. Kennedy made it 2-0 just over four minutes later, his wrist shot from the left circle beating Bryzgalov over his stick. Philadelphia coach Peter Laviolette called timeout, a manoeuver he used successfully 10 days ago after the Flyers fell behind by two goals in the first five minutes in Pittsburgh. It worked April 1, as Philadelphia rallied for a 6-4 victory. It worked again. Just not immediately. Dupuis would make it a 3-0 for Pittsburgh just 37 seconds before the first intermission, before Briere sparked Philadelphia with a goal at 6:22 of the second. THE ASSOCIATED PRESS
NHL. Rangers embrace Tortorella’s snarly style
New York head coach John Tortorella. GETTY IMAGES FILE
John Tortorella stared into a packed interview room on the eve of the Stanley Cup playoffs. With several cameras and a swarm of reporters in his face, the fiery coach of the New York Rangers impatiently awaited the first question. Awkward silence followed until he broke it. “Five, four, three,” he counted down. It was met with laughter, but Tortorella didn’t join in. It is hardly a stretch to think that if nothing was asked before he reached zero, he would’ve marched out the door.

“You’re going to play within the team concept, and if you don’t, you just don’t play. If you’re not playing, you know why.” Rangers centre Brad Richards, who won a cup with John Tortorella in Tampa Bay.
So it goes with perhaps the most intense coach in the NHL. Tortorella has been fined twice this season. The first was $10,000 US for suggesting the NHL and NBC colluded to try to get the Winter Classic into over-
time. The second was $20,000 last week after a loss at Pittsburgh in which he unleashed a profanity-laced tirade at Sidney Crosby and Evgeni Malkin. That was sparked by Penguin Brooks Orpik’s hit on Derek Stepan, which Tortorella called dirty. “He is willing to put himself out there to stick up for us,” Rangers forward Mike Rupp said. “He doesn’t want his players to be disrespected, and he will stand against that. He is very good at just trying to protect us as best he can. It’s just one of those things that make you want to play for him.” THE ASSOCIATED PRESS
