Splish, splash at The Forks? Downtown boost. City of Winnipeg officials are considering a plan that would see an indoor water park, hotel at The Forks

Shovels could be in the ground by the end of the year for a water park at The Forks. On Wednesday, City of Winnipeg officials confirmed they are in talks with Canalta Developments and Waterfun Products to build a water park, hotel and parkade on land currently in use as a parking lot. Phase 1 of the project

would see a 50,000-squarefoot water park plus a 125room hotel built, while Phase 2 would see a second “tower” of 125 rooms added to the hotel plus a 450-stall parkade. The proposal includes an offer to buy a parcel of land, called “Parcel 4,” currently sitting between the Winnipeg Goldeyes’ Shaw Park and the under-construction Canadian Museum for Human Rights, for $6 million. “To support this water park, we understood a standalone water park wouldn’t make it on its own,” said Barry Thorgrimson, director of planning, property and development for the City of Winnipeg. “We knew there’d be a complementary development and there’s a hotel.” Thorgrimson said the city

had the land appraised independently and it was valued at $5.9 million. The city would provide $7 million in funding and, as part of the agreement, the developers would also provide vouchers for 25 years for up to $700,000 worth of free admission for families who can’t afford to go. Coun. Russ Wyatt (Transcona) said he supports the project, adding that the vouchers are a vital part of the agreement and could be worth $17 million. “It’s great for downtown revitalization,” said Wyatt. If the plan is approved at the April 18 executive policy committee meeting and then the April 25 city council meeting, the development’s first phase could be completed by the end of 2013.

The city and the province have made official a plan to use a portion of new property taxes brought in from developments around the MTS Centre to make improvements in the area. Working with CentreVenture, the two levels of government have created a tax-increment financing zone in an 11-block area between the MTS Centre and the Winnipeg Convention Centre. As much as 80 per cent of property tax revenue brought in from new developments within the zone — such as the $75-million Centrepoint hotel and office building going up at the corner of Donald Street and Portage Avenue — will

be diverted back to finance projects or incentives that support economic and social developments in the surrounding area. The money will go to “specific projects that will increase the attractiveness of the community, make it safer, and provide amenities that allow people to be on the street,” said Premier Greg Selinger. The first money brought in by the freshly announced plan — $8.7 million in new property taxes from the Centrepoint project — will be used to add lighting and new sidewalks around the home of the Winnipeg Jets over the next few years. Mayor Sam Katz said the initial work would make the area safer and help entice people into the area. “People do work downtown, people do live downtown, and we want more people living, working and playing downtown,” he said. “With this type of activity, downtown should even be safer.” The exact time frame for the program hasn’t been decided, but Katz said a maximum of $25 million

Statistics showing a nearly 30 per cent jump in crime in Winnipeg’s downtown over the first three months of 2012 don’t worry the mayor — yet. “In a short period of time it’s easy for those numbers to change,” said Sam Katz Wednesday. “You can have a bad week or a bad weekend and anything can happen, which is why I say it would be more astute to do it over ... one year. “By the same token, nobody at city hall is happy with those numbers.” The stats, which come from the Downtown Winnipeg BIZ’s Downtown Secur-

The stats show a 220 per cent increase in the number of commercial break-andenters, a 60 per cent jump in residential break-and-enters and a 62 per cent rise in non-commercial robberies like muggings. Rick Joyal, Downtown Winnipeg BIZ’s manager of safety and development and a former Winnipeg police officer, said the statistics don’t concern him at all. “If you have a spike in any one category, it can show a dramatic increase

overall,” he said, adding the 28 per cent jump equates to just 22 more actual crimes so far this year. “If you look at the overall numbers we’re a really small part of it — the city has had a total of 1,895 (crimes) since January and only 101 of them have happened in the downtown.” The numbers aren’t all bad either, pointed out Joyal, noting that homicides are down 67 per cent in the downtown so far in 2012, and the number of sexual assaults has also dropped 50 per cent over this time last year.

Residents outraged over approval for apartment complex A member of a group opposed to a developer’s plan to build an apartment building in Whyte Ridge says she’s “shocked” a city committee voted to go ahead with the controversial project. “We had 1,700 people registered on our petition in opposition, and they had three in support,” said Erin White of the group Our Whyte Ridge. “The fact that our own city councillor went ahead and said she supported the development and approved the recommendation to go ahead is a huge disappointment to us.” White and several upset neighbours attended a heated public hearing at city hall on Tuesday night. Paula Havixbeck, city councillor for the Whyte Ridge area, joined councillors Scott Fielding and Grant Nordman, who are members of the Assiniboia community committee, in green-lighting the plan to build an 84-suite apartment building and eight townhouses at the southwest corner of McGillivray Boulevard

and Dunkley Street. Havixbeck said Wednesday she’s happy with her choice because the apartments will allow seniors and young people from the community to stay in Whyte Ridge. “I do believe it’s a good project,” she said. “I believe it will be a place where people who live in the community will want their parents to perhaps live in, and I think a lot of young professionals may want to live there.” Ninety people at the meeting registered to speak against the proposal, their concerns centring on population density and whether the new building will fit into the “character of Whyte Ridge,” White said. Planned apartment building declared derelict City hall’s property and development committee has denied an appeal from the owner of the former Canada Bread Company plant in the West End after the building fell under the city’s derelictbuilding bylaw. The owner of the 100-yearold factory at 258 Burnell St. had asked for more time to bring the building up to code. The city says the owner needs to add a working sprinkler system to the vacant building to comply with the bylaw. The owner told councillors he’s in talks with a de-

veloper who wants to turn the building into an apartment complex. Coun. Police warn of parking-lot thief The Winnipeg Police Service is warning the public to be wary of a woman connected to recent credit-card and debit thefts occurring in city grocery-store parking lots. In each incident a maptoting woman approached female victims who had just finished loading groceries into their vehicles and knocked on their car windows asking for directions. “working and sharing with other artists.” Red Road Lodge provides cultural programming and art space to inner-city residents and people who are homeless. The Urban Art Centre and transitional-housing facility will use the funding for its Home to Recovery project that helps vulnerable people with life and employment skills. A spokesperson for the Betty Berg House said they will secure programs and support services for their residents, consisting of single women and mothers. Women can stay in the housing facility for a year before staff help them transition to live independently.

Assiniboine. Volunteers wanted to help with park’s zoo development The Assiniboine Park Conservancy is looking for 100 people after launching a new volunteer program. Volunteer positions at the Park and Zoo are open to anyone aged 16 years or older and offer a variety of commitment levels, depending on the position. All volunteers in the program start as goodwill ambassadors, providing directions to visitors and sharing information on Park and Zoo attractions, services and events, before moving on to a more specialized position. “Our volunteers will

play a key role in the future development of Assiniboine Park and Zoo,” said Jill Knaggs, APC co-ordinator of volunteer resources. “We like to place volunteers in positions that offer the best match for their skill set and schedule to make it a rewarding experience for everyone.” A volunteer-recruitment fair will take place on Thursday from 4:30 to 8 p.m. in the Conservatory. One of Winnipeg’s best and brightest Bombers will be inducted into the team’s Hall of Fame. The Winnipeg Football Club announced Wednesday that recently retired defensive lineman Doug Brown, along with former Bomber presidents Ken Matchett and Reg Low, will get the honour on June 18. “We are very excited to be inducting three very worthy members of our Blue Bomber family into the Hall of Fame,” said Blue Bomber president and CEO Garth Buchko in a press release. “Both Ken and Reg were excellent examples of how to successfully oversee the Winnipeg Football Club during their tenures as president, and Doug has just wrapped up a career in which he cemented himself as a true Canadian Football legend.”

Innovation. New engineering centre is ‘a huge step forward’ for CIC A new facility to house a notfor-profit engineering consulting group is being hailed as a showcase for Manitoba innovation. The Composites Innovation Centre held on Wednesday the grand opening of its new building in the Tuxedo Industrial Park, which, at 21,000 square feet, is four times the size of its previous location at the University of Manitoba. “It’s a huge step forward for CIC,” said employee Mark Townsley, who works as ground transportation and

design manager. “It’s assisting our industry leaders in Manitoba.” This new facility means the CIC will have additional research space and a new training room dedicated to industry education. “The CIC keeps Manitoba at the forefront of innovation,” said Entrepreneurship, Training and Trade Minister Peter Bjornson, calling the facility a “showcase.” While many may not be familiar with composites, they’re becoming more in demand for industries such as

aerospace, ground transportation and sporting goods. Bill Stanton, director of product development for Sigma Industries, said through a partnership between his company and the CIC, they’ve created a truck cab that’s 30 per cent lighter. The profile was compiled using her parents’ DNA, one of Tori’s teeth and a hair from a lice comb, forensic biologist Jennifer McLean testified. The probability that the female blood on Rafferty’s car door was not Tori’s, that a randomly selected person would

Results from such a DNA test can either exclude someone as the source of a sample, or find that they cannot be excluded, with varying probabilities that a randomly selected person has the same DNA profile, McLean testified. Science was the focus Wednesday at Rafferty’s trial, where experts from the Centre

of Forensic Sciences testified about testing done on several items seized from Rafferty’s home and car following his May 19, 2009, arrest. Rafferty is alleged to have kidnapped Tori outside her Woodstock, Ont., elementary school on April 8, 2009, with his then-girlfriend Terri-Lynne McClintic, and then driven the Grade 3 student more than 100 kilometres away to a rural area, raped her and killed her. Rafferty has pleaded not guilty to first-degree murder, sexual assault causing bodily harm and kidnapping. McClintic is already serving a life sentence after pleading guilty to first-degree murder McClintic testified last month at Rafferty’s trial that after she shoved Tori into the back seat of Rafferty’s car, he ordered the girl to stay on the floor and covered her with his black pea coat so she wouldn’t be seen. Three men are facing charges after an alleged break-in attempt at the Toronto home of an alarm company president. AlarmForce Industries says Joel Matlin was on vacation in February when a man went to the front door of his house late at night. Matlin’s video-equipped alarm system sent him an email with pictures of the man, but a check of the live video feed showed the man had left. Matlin contacted Toronto police and asked them to check the house and also called his stepson, who went over to stay at the home. The stepson was awakened around 4:30 a.m. to the sound of the alarm system saying “phone line cut” and then heard people trying to kick the door down, but he turned on the lights and scared them away. Texas cops keeping eye on nude maid service Police in a conservative Texas city are keeping close tabs on a young entrepreneur’s recently opened cleaning service that offers nude maids. Lubbock police Sgt. Jonathan Stewart said the owner of Fantasy Maid Service doesn’t have a permit to operate a sexually oriented business and officers are watching for any violation, which would bring a $2,000 US fine. But owner Melissa Borrett insists she’s not operating such a business. Customers pay $100 an hour for one maid or $150 an hour for two maids, and no touching is allowed, she said. “I run a maid service,” the 26-year-old entrepreneur said. “We really just clean houses. These girls are not performers. They’re maids.” The West Texas native and mother said she started the business about a month ago because she was struggling as a waitress to make ends meet. We’ve all come to know and love the quirky character Bubbles from the Canadian TV show Trailer Park Boys. Behind the big glasses, kitten obsession and signature frown is Mike Smith, a man who has loved space and rocketry since he was five years old. Since March 5, applicants across 22 countries have been narrowed down, leaving Smith to be Canada’s co-finalist for a chance to fly into space. “The whole experience of going through the training and learning about the space vehicle, the build up to it, would be amazing,” says Smith. Smith, 39, grew up in Nova Scotia and studied English at St. Francis Xavier

University. If he wins, he plans on making a documentary, recording the process leading up to the flight. Smith says the documentary could inspire youth to become involved in space exploration. The avid Rush fan says, if allowed, he would bring music with him into space. “It would be really cool to listen to Cygnus X1 in space.” The Rush track is a psychedelic blend of rock, ambient sound effects and metal. Smith says he would also love to bring his beloved Conky, the ventriloquist puppet, with him for the trip. “Some friends and family have been telling me I’m nuts to get into a space vehicle. They have opinions about if

His father has a PhD in chemistry, and childhood walks were filled with discussions of quantum physics. “I always had a big interest in science, mainly because of him,” he says. The idea of actually being in space awes him. “I would try to make an emotional, inspiring speech, but I don’t know if I’ll just be like, ‘Daaaaarrrr,’” he laughs. “And on the left you’ll find a sickness bag,” Mark, a technician from Space XC, says, concluding his instructions before he closes down the spaceship’s cockpit. I nod bravely, but secretly I die a thousand times. I have every reason to. It’s not every day that I am flying 3,500 kilometres an hour, up to 103 kilometres in the sky — all a part of becoming an astronaut. You may be scratching your head and thinking, “Astronaut?” Yes, but in truth a virtual

one. I’m sitting in a facility called Desdemona in the Dutch village of Soesterberg. Here, you’ll find the only simulator in the world that can literally turn in every direction. Because of extremely good projections in the cockpit, the user — in this case, me — thinks he’s sitting in a real spaceship. “All right, Jeroen, just press the red button when you are ready,” the “pilot” Harry says calmly. “No, don’t!” the scared one inside me thinks. “Go for it!” screams the daredevil in the same body. And that last one wins. I’m being pressed into the seat as the world around me is passing me by faster and faster. “More than 200 kilometres an hour ... and liftoff.” Thanks, Harry. As if I haven’t noticed that myself already. I see land below me, clouds next to me, stars above me. The continuous noise of the rocket en-

gines is banging in my ears. But then — silence. The engines are shut down, the enormous pressure has been lifted. Weightlessness, that’s how it feels. Yuri Gagarin, I’m just like you! A big smile appears on my face and my eyes are looking in all directions as fast as they can, just to miss nothing of the wonderful world around me. “So right now, can I call myself a virtual astronaut?” I hear myself asking. “Yes, now you are, because you just crossed the zone of 100 kilometres, the boundary between our atmosphere and outer space,” Harry says enthusiastically into my headset. Hello, Earthlings! However, going up means coming down again as well. I know what comes next — they explained it to me. It seems like about three times my own weight, about 250 kilograms, is trying to crush me.

Housing starts rise sharply CMHC report. Condo sector shows no sign of cooling — particularly in Toronto Canada’s home-building industry was unexpectedly hot in March — particularly the condo sector in Toronto. The latest data on residential construction surprised analysts Wednesday, with Canada Mortgage and Housing Corp. (CMHC) reporting 14,517 actual starts in March, giving a seasonally adjusted rate of 215,600 units a year. That constitutes a five per cent jump from the previous month and the highest level of starts since the fall of 2008. As well, CMHC upgraded its estimates for January and February, suggesting home construction was a key component of economic growth for Canada in the first quarter of this year. Ontario, particularly Toronto, had the country’s biggest increase in multiple-dwelling units, a group that includes condos and apartments. Nikki Payne returns to the Winnipeg Comedy Festival for four shows, including Saturday’s Women Who Kill gala at the Pantages Playhouse Theatre. According to festival director Al Rae, the all-female show is indirectly in response to Eddie Brill, the former Late Show with David Letterman comedy booker who recently said female comedians aren’t as authentic as male comics. “I don’t know Eddie Brill and I don’t think my career has been affected by Eddie Brill,” Payne says. “You know what, I tell poo jokes and I get paid to tell poo jokes. The rest of it, I’m too old and too tired for. But apparently we’re going to take Eddie down. That will be the finale of the show. We’re going to tar and feather Eddie Brill.” She may be kidding about the mob vengeance, but you’d be hard-pressed to find a comedian as authentic as Payne. The 36-year-old standup from Sackville, N.S., is known for her unique and peppy stage presence, her speech impediment and her high-powered dry humping, the latter of which will be on full display Saturday night at the Gas Station Arts Centre

Bonnie Raitt’s latest offering finds her receiving inspiration from an unexpected source Bonnie Raitt had been thinking about working with Grammy-winning producer Joe Henry for years. And Henry had been kicking around the idea of reaching out to the Rock and Roll Hall of Famer whose voice he has adored forever. It wasn’t until mutual friend Allen Toussaint made a cosmic connection that the two finally got together, launching Raitt on the journey to Slipstream, her first new album in seven years. During a recording session with Aaron Neville, Toussaint coyly suggested that Henry work with Raitt in the future. And when Toussaint speaks, Henry always listens. “He’s not like anybody else on this earth,” Henry said. “He’s like Yoda.” The producer called the performer shortly thereafter and, as the great New Or-

She eventually added eight others to Slipstream and the cuts left over will be released after she completes tours.

Band goes ‘into training’ for their 50th anniversary Ronnie Wood says the Rolling Stones will meet in a recording studio later this month “to just throw some ideas around.” The guitarist for the legendary rock group said Monday that he and the band just want “to get the feel again.” He also added that the Rolling Stones 50th anniversary is like training for something big. “It’s like working out for the Olympics or something,” Wood said. “You’ve got to go into training. So we’re going to go into training.” Wood made the comments Monday in an interview following a press conference for his exhibition, Faces, Time and Places, which features his own paintings. It includes pieces of him and his band mates, as well as Muhammad Ali and Al Pacino. Wood, who said he first started painting at age three, enjoys doing it because it’s a reflection of his own ideas, unlike music, which he calls “a group effort.” The exhibit launched Monday and will close June 30. My personal trick that works perfectly is to wet your hands just a little, then dry them on a cotton cloth (only 100 per cent cotton). This process makes the cotton cloth the perfect humidity to “damp dust” — but remember to use very little or no water. The cloth should be only humid to pick up the dust perfectly. Horton likely to miss the playoffs Bruins forward Nathan Horton is expected to miss the Stanley Cup playoffs because of a concussion. Horton suffered the injury Jan. 22 in a game against the Philadelphia Flyers and has not played since. John Tortorella stared into a packed interview room on the eve of the Stanley Cup playoffs. With several cameras and a swarm of reporters in his face, the fiery coach of the New York Rangers impatiently awaited the first question. Awkward silence followed until he broke it. “Five, four, three,” he counted down. It was met with laughter, but Tortorella didn’t join in. It is hardly a stretch to think that if nothing was asked before he reached zero, he would’ve marched out the door.
