The first public-engagement session on the future of the old St. Patrick’s High School site on Quinpool Road saw dozens call for a mixed-use development, green space and room for nonprofit and arts groups. About 60 people gathered at the Halifax Forum Wednesday night to hear a presentation by HRM staff on the condition of the old school. “It’s our land. We have the ability to say, ‘This is what we want,’” said area councillor Jen-
nifer Watts. Siloën Daley of Carbon Arc Cinema Co-op said she hopes staff looks into keeping the 60-year-old school’s auditorium as a much-needed space for arts groups, stating to applause that such groups are the “heart and spirit” of a community. Residents brainstormed ideas like green space, housing for all ages and incomes, architecture, underground parking and commercial space or eateries at street level. “It was nice to hear that a lot of people are interested in keeping community and green space and arts as top priorities ... more than ‘How can we make a quick buck?’” Daley said. Bringing the building up to code would cost an estimated $10 million, so city staff is recommending HRM demolish the school and rezone the site for development.

Demolition of St. Patrick’s could begin in fall 2014, according to HRM staff.
Watts said this is the first time HRM will use Administration Order 50, a policy governing the disposal of surplus property, which came after the “painful” experience with St.Patrick’s-Alexandra. She said the new process is more transparent and easier for citizens to track. The process also created five different categories under which to evaluate sites. Watts said St. Pat’s likely fits into the economic development category, allowing for partnerships between non-profits and developers, but says the property should be sold at the $6.76-million market price.

A Dartmouth woman who came upon the aftermath of a fatal collision between a cyclist and a truck Wednesday afternoon said she wanted to hold the victim’s hand before paramedics arrived because, “I felt like it was my daughter.”
According to police, the woman, in her thirties, was riding her bicycle north on Windmill Road in Dartmouth just before 3 p.m. when the northbound truck turned right onto Albro Lake Road and struck her. “(It’s) just a horrible, horrible accident,” said Elizabeth Tanner, who was walking along the road when she saw the woman lying on the ground and the truck near the intersection. “I just wanted to stay with her for as long as I could.” Tanner said her son is a

paramedic and she works in health care, so she felt she had to help the cyclist. She could tell the woman was fatally injured, Tanner said, but held her hand and reassured her that everything was under control and she should hang on. “I’m so glad I was here for her. I felt like it was my daughter,” Tanner said. Halifax Regional Police spokesman Const. Pierre Bourdages said the woman died at the scene, but has not been identified.

He said police have “very limited details” on what happened, and investigators are trying to reconstruct the scene with information from witnesses, as well as the driver and passenger of the truck. He added that he did not know whether the driver or cyclist was on their phone, or whether the woman was wearing a helmet. “We really have no indication as to why (it) occurred,” Bourdages said. “It’s a very tragic collision.” HALEY RYAN/METRO

With his four-year sentence nearly complete, a former Dartmouth Joseph Emile girls vol“Luc” Potvin. leyball coach METRO FILE convicted of sexually assaulting one of his underage players is set to be released, according to documents obtained from the Parole Board of Canada. Joseph Emile “Luc” Potvin pleaded guilty in September 2011 to multiple charges of sexual exploitation against a 17-year-old girl during his time as a volleyball coach at Prince Andrew High School. The teenage victim addressed the court in a statement explaining how the ordeal had brought on an eating disorder, anxiety and depression. “No one will ever understand what it was like,” she said. “No one.” Potvin was convicted later that month of child luring, possessing/producing child pornography and sexual assault. His statutory release date is May 31, 2014. As a condition of his release, Potvin — who is now in his mid-fifties — may not be in contact with the victim nor any girl younger than 18 years. He must stay away from areas where children gather and is banned from possessing pornography or any computer or phone with access to the Internet. Finally, he must report all intimate relationships to his parole board officer.

The next time someone hears about the ranking of a Canadian university, or how many tenured professors they have on staff, Jonathan
Williams hopes they question whether students are really learning. Williams, the executive director of Students Nova Scotia, said their new report Focus on Learning: A Student Vision for Improving Post-Secondary Education in Nova Scotia, illustrates the need for schools to track and improve student learning through outcomes and other tools. “We do need to say what we expect our students to
learn, and we need to measure whether or not they’re learning that,” Williams said Wednesday. Williams said there needs to be more of an emphasis on what students learn and the quality of education rather than the reputation of a school, how much research and papers they produce, or what the class sizes are going in. “Those things don’t reflect really whether students learn,” he said.

Report makes 19 recommedations to fix issues with Nova Scotia’s public water monitoring Nova Scotia’s Environment Department is doing a poor job of monitoring some drinking water supplies, the province’s acting auditor general says in an annual report released Wednesday. Alan Horgan said he found that municipal facilities are generally audited every three years as required, but registered facilities are not. These 1,600 registered water supplies are typically wells used by restaurants, apartments, campgrounds, schools and nursing homes. “The nature of the inspections and the fact that audits for the registered water sup-
plies were not being done as frequently as required increased the risks,” Horgan told a news conference. Among other things, Horgan found instances when water samples were not obtained from registered facilities within the required 30 days after a boil advisory was removed. As well, guidance for staff was inadequate, which resulted in a lack of followup after deficiencies were found in previous audits, the report adds. “The fact that there isn’t much guidance out there resulted in inspectors doing their own thing, and thus being inconsistent,” Horgan said. The report makes 19 recommendations to fix the problems. Environment Minister Randy Delorey said he has accepts Horgan’s recommendations. However, he insisted the risks associated with these lax
standards were low. “What we haven’t seen is public-health concerns or outbreaks attributed to public water in the province of Nova Scotia,” he said. “I think that’s a testament to the fact that the risk level is low.” Conservative critic Chris d’Entremont challenged that view. “As a father, I want to know that the water that my kids are drinking in school or that my grandparents are drinking in a long-term care facility is quality water,” he said. “I don’t think that this government can truly gives us a report on whether they are or aren’t.” Aside from the registered facilities, there are 84 municipal water supplies in the province that provide drinking water to about 60 per cent of the province’s residents. Nova Scotia’s electronic student information system does not fully protect the confidentiality of sensitive personal data, including grades and medical information, the province’s auditor general says. Alan Horgan, in an annual report released Wednesday, said his staff exploited security weaknesses of three school boards to gain full access to the iNSchool system. The iNSchool system is used by teachers and parents to track programs and student progress, but it also contains health card numbers, home addresses, telephone numbers and birthdates. Horgan said there is a serious risk that someone could make unauthorized changes to the data and student safety could be com-
promised. “Each board looks after its own account settings and some of these set- Alan Horgan tings were Metro too weak to protect the confidential information stored in the systems,” Horgan told a news conference. He said the threat of a security breach is real, noting that his team of auditors learned that the system had been subjected to previous cyberattacks. “There were some cases where we saw that every attack was two seconds apart, which suggests that they’re automated,” he said. “There is software being used to try to break into these ac-
counts.” The acting auditor general said the iNSchool project team has already fixed the most critical security issues, but his report says a privacy assessment has yet to be completed. There are intrusiondetection systems and firewalls in place, but Horgan said they could be improved and the report makes nine recommendations to enhance security. Horgan said the Education Department and school boards should enforce strong password and account settings, track all requests for access and develop a disaster recovery plan. The department has agreed to implement all of Horgan’s recommendations. The Canadian Press
Temporary foreign workers tripled in Atlantic Canada The use of temporary foreign workers tripled in Atlantic Canada between 2005 and 2012, says a new report that warns changes to the controversial program could make it more difficult for businesses to use. The report by the Atlantic Provinces Economic Council said the number of foreign workers in the region rose to 10,913 in 2012 from 3,499 on Dec. 1, 2005. “Despite the rapid growth in the number of temporary foreign workers in Atlantic Canada, they ac-
count for only a tiny fraction of total employment,” David Chaundy, a senior economist with the thinktank, said in a news release Wednesday. The council said the largest increases were in lower-paying, lower-skill occupations, such as fish plant and food service workers. Chaundy also said the federal program continues to be an important tool for the recruitment of managerial, professional or specialized technical workers needed for short-term work.
That might become more difficult if the federal government alters the program significantly, he said, following allegations of abuse by companies that fired Canadian employees in favour of cheaper foreign workers. Federal Immigration Minister Jason Kenney announced a moratorium on hiring new temporary foreign workers in the food service industry last month and new rule changes are expected soon. Finding a new home for holey socks, ripped jeans and other worn textiles in Nova Scotia just got a whole lot easier. The Association for Textile Recycling — a consortium of mostly not-for-profit organizations — has launched a website aimed at informing Nova Scotians about textile recycling across the province, including
what and where to donate. “So many people don’t realize the wide variety (of textiles) that we take,” said AFTeR president Joanna Dunn on Wednesday. “We will take your one sock, we will take your ripped jeans ... and turn them into funds that support our organizations.” The associations include Big Brothers Big Sisters, the Canadian Diabetes Association Clothesline, the Canadian Red Cross and the Salvation Army, among others. The initiative — which began last year and received $15,000 in provincial funding — dovetails with the government’s goal to reduce perperson landfill waste from 370

Police say an autopsy has confirmed that human remains found in central Saskatchewan are those of a man who disappeared the night of his stag in Saskatoon. Marine researchers found the body in the river about 200 kilometres from Saskatoon on Saturday. Gregory “Myles” MacIntosh, a former resident of Lunenberg, N.S., was reported missing Feb. 2. On the night of his disappearance, MacIntosh reportedly got into a fight aboard a pub crawl bus before getting off and then falling in the river.

Nova Scotia’s community services minister has announced half a million dollars in additional funding for centres that support women in the province. But Joanne Bernard said more work needs to be done to educate the public about violence against women. Bernard, a former executive director of Dartmouth’s Alice Housing, said Wednesday she’d like to see an education campaign similar to MADD’s campaign against drunk driving two decades ago that brought the issue to the forefront. “(A campaign) would educate the public on not only the rights of women and children not to live in violence, but also the responsibility we collectively have as a society to report it,” said Bernard. Bernard said it will be up to the centres to decide how to spend their share of the
$500,000 in annual funding. That includes an extra $115,000 for Alice Housing, which provides safe housing for women and their families, and Bryony House — shelters whose services are in high demand. The remaining $270,000 will be divided amongst the roughly 17 transition homes and women’s centres throughout the province. “I have enough trust in women’s organizations to do their budgets and their programming,” said Bernard after a news conference at the Women’s Council House in Halifax’s south end. “It could be used for programming, it could be used for their shelters, it could be used for outreach — anything they see as a gap in services.” Bernard couldn’t say how much money in total is given to centres annually by the province because she says it varies with demand. Rhonda Fraser, co-chairwoman of the Transition House Association of Nova Scotia, said it’s important that support for services that assist women continues to grow. “As long as violence against women exists, we do not have safe and healthy communities in a way that I think we would all like to have,” Fraser told the news conference.

Housing program expands A program that helps people find housing in the municipality has opened a new office in Dartmouth. A news release says the Dartmouth Housing Help office will serve as a more convenient location for residents in Dartmouth, who currently seek help from the Halifax Housing Help office. The office at 260 Wyse Road will be managed by Metro Non-Profit Housing Association and the Public Good Society of Dartmouth and is being funded by United Way over four years. The society’s other services, including its community that transports people to various services, will be available through the new office. The Halifax Housing Help office helped more than 200 people last year who were homeless or at risk of becoming homeless. It also helps direct people who require emergency shelter to the appropriate agencies.

Floodwaters have receded in Bosnia and Serbia just enough to reveal the next shock: Recovery from the historic flood will probably cost billions of euros that neither country has. Although there’s no official total for flood damages, the Raiffeisen Investment Group said in a note to investors that preliminary estimates are nearly $1.8 billion US for Bosnia alone. In neighbouring Serbia, Prime Minister Aleksandar Vucic has said damage could range up to $2 billion. The record flooding has led to at least 44 deaths: 22 in Bosnia, 20 in Serbia and two in Croatia. Visitors to 9-11 museum get tissues, counselling There are prominent videos of the twin towers collapsing, photos of people falling from them, portraits of nearly 3,000 victims and voicemail messages from people in hijacked planes. But behind the wrenching sights and sounds of the National September 11 Memorial and Museum in New York lies a quiet effort to help visitors handle its potentially traumatic impact, from silent spaces and built-in tissue boxes to a layout designed to let people bypass the most intense exhibits. Discreet oak-leaf symbols denote items connected to the dead, and the images of falling victims are in an alcove marked with a warning sign. And American Red Cross counselling volunteers stood by as the museum opened to the public Wednesday. “There’s a lot of thought given to the psychological safety of visitors,” said Jake Barton, who helped create the exhibits.

A week before an international conference on maternal and child health care opens in Toronto, the Harper government is rolling out announcements on what it sees as its signature issue on the world stage. In Geneva, Health Minister Rona Ambrose pledged $36 million over seven years to help improve the lives of women and children in subSaharan Africa. Hours later in Calgary, Deepak Obhrai, the parliamentary secretary to Foreign Affairs Minister John Baird, unveiled another program to help mothers and children in South Sudan.
Ambrose was at the World Health Assembly in Geneva when she pledged the money to help pay for research in nine countries into the primary health-care needs of mothers, newborns and children. The countries are Ethiopia, Ghana, Tanzania, Mozambique, Mali, Senegal, South Sudan, Malawi and Nigeria. Obhrai said Canada will put up $19.9 million over six years to staff and equip four mobile primary health-care clinics and provide other services to 350,000 people in more than 600 remote communities in Warrap state, South Sudan. Canada will also help train 1,500 community health volunteers, deliver 116,000 antimalarial bed nets and build 170 safe drinking water points. The announcements come ahead of the May 28 to 30 conference in Toronto, which is aimed at helping to shape future action on maternal and child health problems. the canadian press

Standing at the streetcar stop a few weeks ago, tired and hungry after a long day at work, my arms loaded down with groceries, I longed for Soylent. I had interviewed Rob Rhinehart, whose company sells Soylent, a beige liquid that he claims has every nutrient, calorie and protein the body needs. It’s made from a bag of powder — maltodextrin (simple carbs), rice protein, oat flour and a blend of vitamins and minerals — and a packet of oils that provide fat and omega-3s. It costs about $10 a day. You just mix, carry it around in a water bottle and sip. He’d promised to send a sample. Though I enjoy eating and cooking, the idea of taking a break (from shopping, cleaning, being too busy to eat and then wanting anything covered in cheese) was appealing. People worldwide are clamouring for Soylent. His company raised more than $1 million in pre-orders through crowdfunding and more still in venture capital funding. Rhinehart, who is trained as an electrical engineer, was working at a failing startup in California when, time and money-starved, he decided to “hack” food. He wrote a blog post called “How I stopped eating food” about eating nothing but Soylent for 30 days. “My energy level had skyrocketed at this point. I felt like a kid again.... I feel like the six million dollar man. My physique has noticeably improved, my skin is clearer, my teeth whiter, my hair thicker and my dandruff gone,” he wrote. He went on to live on Soylent for two more months. Today, he relies on it for 90 per cent of his meals, he said. It sounded wonderful, so I decided to give it a try. Here is my own account of seven days on Soylent. The rules I set for myself: I couldn’t eat anything; I drank Soylent, as well as coffee, lattes and water; I imbibed a few alcoholic drinks and an Italian soda. Results may not be typical.

Tuesday With a friend as fellow guinea pig, I mixed my first batch of Soylent with equal parts trepidation and excitement. The smell was familiar: vanilla, like batter, the taste slightly sweet with chalky notes. Moments later we received news a mutual friend had died, not unexpectedly. Soylent was forgotten. That evening, friends snacked as we swapped stories of the departed. Later, as they cooked dinner in my kitchen, I thought about how food is a ritual we bond over in joy and grief. When there were breaks in conversation, a friend would ask about Soylent, and everyone would weigh in with a question, thought or joke. It helped. Wednesday I felt awful. I began having heartburn and I’d feel discomfort after drinking it. I was finding myself not hungry but missing being full. Instead of a break from food, it was all I was thinking about. Any advertisement, mention or smell of food would upset me. I couldn’t stop thinking of the scene in the dystopian sci-fi film Soylent Green
(in which their Soylent is made of people) where the character Sol — who hasn’t had real food in years — takes great pleasure in eating lettuce. Oh God, I missed lettuce. Thursday I was getting bored with the monotony of Soylent, so for breakfast I added espresso powder and ice. For lunch, when I tried to microwave it, my meal got thick and exploded. But thinned down with some hot water and cocoa powder, it made a passable hot chocolate. The cravings for real food weren’t going away. When a co-worker offered me a doughnut, I barked “No” so loudly the whole newsroom stared at me. Later at a get-together, I tried a Soylent cocktail and made a Bailey’s-whiskey mix. Not bad, but after one I’d had enough. Friday On Fridays I volunteer at a breakfast drop-in program. I thought it would be difficult to be surrounded by and cooking large quantities of food. Fortunately, it was so busy I didn’t have time to think about it.
Saturday At a friend’s cottage, the host put together a beautiful array of food — fruit, nuts, cheese, meat, bread, avocado and hard-boiled eggs. I stared longingly. This was the start of my food-staring phase. When my husband was eating a delicious-looking beet salad that night, I couldn’t tear my eyes away. My mouth watered. “Describe it to me,” I demanded. “This is weird,” he replied. Sunday At dim sum with friends there was more staring at food, more jokes about how crazy it is not to eat. It was funny, but I was sad to miss the experience of sharing and tasting food. I noticed it was getting easier. The trouble digesting Soylent was all but gone. I got used to feeling a food craving, acknowledging it and moving on. I had the energy to go out dancing. Monday At the gym, I was happy to find I was in the same shape as the week before. I had the energy for my normal workout. I hadn’t lost or gained weight.
But then, Soylent isn’t that kind of diet. In the last few hours, I made a batch of muffins for the morning and it took all of my will not to eat one. The final gulp I never got to the point where, like Rhinehart had described in his blog post, I wouldn’t crave food if I smelled it but want Soylent instead. I never felt I had extra energy. Rhinehart attributes the “six million dollar man” feeling to his switch from an unhealthy diet to a healthy one, so perhaps I had a healthier baseline. Knowing I’d been eating nothing but Soylent all week, he told me that wasn’t Soylent’s intended use. Soylent’s marketing department had told me the same after I complained on Twitter about finding that hard. But, everything I read about Soylent, beginning with Rhinehart’s own blog, was Soylent could be all the food you need. It’s been heralded in the media as “the end of food” and a product that could change the world as we know it, so I was disappointed to be scolded for trying to live on it for just a week. “The product wasn’t meant
Rhinehart’s company is working to get Soylent to crowdfunders after lengthy delays. They’re now shipping to Americans who ordered a three-month supply. In the long term, Rhinehart said he envisions a world where Soylent is free on tap and no one has to worry about food again. In line with that vision, he’s taken an open-source approach to Soylent: he posted the recipe online and doesn’t have any patents. He said there will be some changes to the recipe, as he hopes to source much of the product from algae as it’s an environmentally friendly and efficient food. A clinical trial to determine the health effects of a Soylent diet is underway, said Rhinehart. Most skepticism from nutritionists, dieticians and doctors have come from a lack of testing. “That’s kind of overkill for a food,” said Rhinehart. “A lot of people get very concerned about this product, but it’s just food, like fish and chips or cereal.” for the user to live on it entirely; that wouldn’t be very interesting or very fun. It’s been a decade for The Trews and they’ve still got it. To the surprise of no one, this Nova Scotia-born, Toronto-based rock group continues to push the pedal to the floor, pumping out five studio albums, hitting countless stages and acquiring an impressive number of nominations. The boys have found a way to thank those who have kept them relevant. Guitarist John-Angus MacDonald shared that their 10-year anniversary album couldn’t have happened without the help of their fans. Literally. PledgeMusic is a method of fan-funding that uniquely connects devoted fans with the musicians. MacDonald said celebrating their 10th year and the production of this album created the perfect time to incorporate this method of funding, following in the footsteps of musicians

Though a revolutionary step for the music industry, which continues to seek new footing in what is trending to be more than a digital phase, it remains to be seen if this method will entirely replace
the current protocol. Each dollar donated matched up to an exclusive way to become part of the record. “Fans got to pledge on experiences and access,” MacDonald said. “We were able to offer up things like private lessons with band members, Skype chats and studio visits. Some people were pledging on vocal backings and hand claps on the record.” Beyond the bounds of inspired funding formats, this latest self-titled album for The
Trews also marks a new method for creation for the band. “We spent a good seven months just writing before we got anywhere close to a studio. Once we felt good about the material, we picked a director, Gavin Brown, and studio, and it all went down pretty quickly,” said MacDonald. “This was definitely a separate process.” Bringing material old and new to a sold-out house at the Marquee Friday night, MacDonald is excited to play to his home-town crowd.

Drake and Hedley are in the lead with six nominations each, while Pharell scores a nomination for the first time Toronto rapper Drake and West Coast rockers Hedley lead the way with six nominations each for the 2014 Much Music Video Awards, to be handed out June 15. At first glance, the attentiongrabbing part of John Turturro’s latest film as an actor and director, Fading Gigolo, is that it’s about a mild-mannered flower salesman (Turturro) who ends up getting pimped out by an older pal (Woody Allen) to service highend female clients (played by the likes of Sharon Stone and Sofia Vergara). But hidden under that comic shell is a poignant look at the dying mom-and-pop store culture of New York City. There’s an impressive warmth to the cinematography in this. That’s because we shot it on film. We tested film and digital, and we decided that
world that’s disappearing: small, independent NYC shops. Theses places are going. It’s easy to be nostalgic about stuff, but there is a loss when there’s less individuality and it’s all the same. Go into a Starbucks, everyone’s alone. I’m an investor in my bookstore in Park Slope because I like to be able to go to a bookstore that’s not a chain. I don’t like things that are too big, like supermarkets. They scare me. I just feel like that’s not the way it’s supposed to be.

No. He likes me, I wrote the script, he gave me feedback on it, I revised it, we worked in the theatre together. So that’s a twoyear process of what you’re seeing. “Burgers are storming Paris at the moment — hélas! — and everyone eats them with a knife and fork,” writes Laura Calder in her book Paris Express. “But steak tartare remains a bistro favourite, and I prefer it hands down, as long as it’s a good one, which, quite frankly, is a rare find (no pun intended). “To make your own, be sure to get the meat from a reputable butcher and let him know you’ll be serving it raw. A bit of fresh horseradish grated over the final product is classic. The contrasting crunch of thin slices of lightly toasted olive-oilrubbed baguette are de rigueur with this, unless you’re going to play bistro yourself and serve it with crisp french fries.”

er mince the meat for you, put it in the freezer for about 30 minutes to make it easier to cut, then mince it very, very finely with a knife.
3. In a bowl, mix the shallot,
anchovies, egg yolk, parsley, cornichons (gherkins), capers, mustard, Worcestershire sauce, Cognac (if using), and hot pepper sauce. Add meat and mix well. Season with salt, pepper, and lemon juice. Shape into 4 patties and arrange on plates.

The Guelph Storm eliminated the host London Knights from the Memorial Cup with a 7-2 win Wednesday. The Ontario Hockey League champion Storm went undefeated in the round robin at 3-0 and will play in Sunday’s championship game. The Val-d’Or Foreurs, 2-1, and Edmonton Oil Kings, 1-2, meet in Friday’s semifinal with the winner facing the Storm for this year’s Cup. The long break between games in the Eastern Conference finals could be welcomed by Indiana, after Pacers guard Paul George was diagnosed Wednesday with a concussion that will force him to complete several NBA-mandated procedures before he can return to the matchup against the Miami Heat. The series, now tied at a game apiece, doesn’t resume until Saturday night. George was hurt in the fourth quarter of Miami’s Game 2 victory. He stole the ball from Dwyane Wade, but wound up tumbling face-first to the court. Wade, also going for the ball, struck the back of George’s head with his left knee. Indiana not only needs to get George cleared but also had starters Lance Stephenson, Roy Hibbert and David West all either limping or ailing in the final minutes of the loss.
