Board of Trade CEO suggests forming united regional body, prohibiting constant political meddling The departing CEO of the Toronto Region Board of Trade has issued a blunt call for transit reform, saying it’s time to look at integrating the TTC and other municipal transit agencies into a single, regional transit body. “This is the time when all options need to be on the table and need to be debated.

We need to look at it from a regional perspective, so it certainly should be considered,” said Carol Wilding, who is leaving the board of trade at the end of the month. She released the business group’s latest transit report Tuesday. Among its key suggestions is that riders might be better served if the TTC’s red vehicles were absorbed into a new regional transit brand. The report cites the need for a more efficient transit network that puts customer convenience first, with fully integrated routes, fares and schedules.

Two TTC foremen fired after allegedly misusing company materials, funds and labour for a house in Jamaica fought their dismissal by blaming each other, according to court documents obtained by Torstar News Service. The case comes to light on the heels of a major TTC investigation in which five former and current workers were charged with theft, fraud and conspiracy for allegedly bilking the transit agency out of more than $100,000 in tools and equipment. Brian Greene and David Hewitt were foremen at the TTC when they were fired in January 2013. The two men separately sued the TTC for wrongful dismissal. “We take all of this very, very seriously,” said TTC spokesman Brad Ross. Ross said he could not comment on this specific case as it

is before the courts. Hewitt’s case has been settled with the TTC. Neither Ross Brad Ross nor Hewitt’s torstar news service lawyer, Leslie Dizgun, would discuss the terms of the resolution. Greene’s lawyer could not be reached for comment. According to the TTC’s statements of defence, an internal investigation found Hewitt asked Greene to charge the TTC for $3,000 worth of stainless steel to construct balcony and staircase railings for Hewitt’s house in Jamaica. The railings were similar to those at Victoria Park subway station. During the investigation, the TTC also learned Greene’s driver’s licence — which is required for his job — had been suspended in 2012 due to an alcohol-related offence, according to the statement of defence. David Soknacki spent $300,000 of his own money on his campaign and when combined with the $100,000 he raised from the public, he was still $1.6-million short of the $2 million he believes is needed to win a modern mayoral campaign in Toronto. “I don’t doubt John, Olivia and Rob will be spending that this time,” he said. But that’s not the only reason he fell short, he told reporters at city hall Wednesday, as his campaign manager submitted the documentation that officially removes him from the race.

Soknacki said his personality — introverted — and his inability to play to a crowd also played a role. “What we did from the beginning is say we were going to run a campaign of ideas,” he said. “We did recognize it was a challenge and a long shot.” But the flaw in his campaign strategy wasn’t a lack of money or personal magnetism, he said. “What we expected to happen was that Rob’s support would decline faster than it has. We didn’t expect to see Ford Nation continue so strong,” he said. “Indeed, what has happened is the election has become a referendum on Rob Ford.” Soknacki said that he often met voters who said he was the best — they liked his ideas and plan on how to pay for them — but Ford needs to go, and Tory was the one who could beat him. “People figured that John

was winning and he was a safe set of hands,” said Soknacki. Asked how the election became a referendum on Ford, Soknacki said Ford has “traumatized” the city. Asked if Tory would make a better mayor than Ford, Soknacki replied that anyone would. “If I had a cat it would make a better mayor than Rob Ford.” Soknacki made his comments prior to reports of Ford’s tumour diagnosis. Soknacki said he doesn’t know what his future holds, except that he won’t be running for council and he won’t engage in party politics. His policy papers will remain on his site until at least the end of the election and he invited the other candidates and city staff to use what they can. The number of cyclists whizzing along Sherbourne Street each day has nearly tripled since its fancy, new separated bike lanes opened at the end of 2012, new figures show. The boost in bicycles is proof that when cyclists feel safe, they’ll take to the

streets in greater numbers and more often — which is why Toronto plans to build a network of separated lanes, said Coun. New numbers gathered by the city show that in June of this year, an average of 2,827 riders a day used the bike lanes along Sherbourne that are now separated from

traffic by a low curb and occasional posts, compared to just 955 a day back in 2011 when they were marked by a simple stripe of paint. Back then, there were still the short-lived bike lanes up and down nearby Jarvis Street. The controversial, leatherclad woman at the heart of the effort to rewrite Canada’s prostitution laws delivered an unexpected whip-crack of drama Wednesday among the buttoned-down senators examining Bill C-36. Terri-Jean Bedford, who calls herself “the most famous dominatrix in Canada,” was tossed out of Senate hearings on the legislation after exhausting the patience of committee chair Sen. Bob Runciman. And they agree that going after those who are the instigators of the sex trade is a way to better protect those

It’s not the purview of the government to tell women when or how they can or cannot sell sex, she argued, whip in hand, as she threatened to expose politicians who supposedly avail themselves of the world’s oldest profession. When asked by Liberal Sen. Serge Joyal how the new law might affect her work, Bedford cracked her whip on the desk and said the new law would ensure she was back before government in 10 years, arguing the issue anew. At one point, with Bedford’s allotted time running down, Runciman asked Bedford to respect the rules of the committee, saying if she didn’t, he’d suspend the meeting and have her escorted out. Ozone layer recovering: Scientists But far from healed. Protective layer still about 6 per cent thinner than in 1980 Earth’s protective but fragile ozone layer is beginning to recover, largely because of the phase-out since the 1980s of certain chemicals used in refrigerants and aerosol cans, a UN scientific panel reported Wednesday in a rare piece of good news about the health of the planet. Scientists said the development demonstrates that when the world comes together, it can counteract a brewing ecological crisis. For the first time in 35 years, scientists were able to confirm a statistically significant and sustained increase in stratospheric ozone, which shields us from solar radiation that causes skin cancer, crop damage and other problems. From 2000 to 2013, ozone levels went up four per cent in the key mid-northern latitudes at about 50 kilometres high, said NASA scientist Paul A. Newman. He co-chaired the every-four-years ozone assessment by 300 scientists, released at the United Nations. “It’s a victory for diplomacy and for science and for the fact that we were able to

Residents of Hofmann Manor allege they’ve been threatened by Plan A Real Estate Services Ltd. with an illegal 30 per cent rent increase, unlawful inspections, and eviction notices for alleged breaches of Deepan Budlakoti

Segregated inmates at risk: Report The federal prison watchdog says Corrections Canada must stop isolating mentally ill, suicidal or self-harming prisoners, saying inmates in segregation units are all too easily able to kill themselves. In a scathing report released on World Suicide Prevention Day, Howard Sapers says almost half of the suicides reviewed by the Office of the Correctional Investigator took place in segregation cells supposedly under close monitoring. Sapers’ office examined 30 suicides in penitentiaries between April 2011 and March 2014. Twenty-five of those prisoners hanged themselves, 14 of them while they were in solitary confinement. Nineteen of the prisoners who hanged themselves had previously attempted suicide; seven had tried to kill themselves more than twice.

I talked to my mother during one call, in a conversation that revealed the secret to her. I was eating and she asked what I was munching on, assuming it was insects or something. It was Pringles. In the history of great corporate rivalries, few rank higher than Molson versus Labatt. The two beer giants regularly compete with each other for domination of Canada’s $4.5-billion beer industry. So it’s curious then that in trying to grab a foothold, Ontario craft brewers have largely stuck together. “It’s such a small community, so it makes sense for us all to work together,” says Troy Burtch, co-founder of Toronto Beer Week. “We have to create some kind of working relationship because we’re all selling the same idea and philosophy.” Toronto was once a beer drinkers’ paradise. Before Prohibition, it was a mecca for small independent breweries says Burtch. “The city was littered with them.” But in the intervening years, most were consolidated under the umbrella of big companies like Molson and Labatt. A few breweries, like the Waterloo Brewing Co. and Great Lakes, where Burtch is community manager, dipped their toes in the water in the 1980s, but the last decade has seen dozens of brewers enter the fray.

Richard: Mark, looking around at the press today in the lobby of the Hotel InterContinental put me in the mind of an episode of The Walking Dead. Everyone is beat and there are still a few days to go, movies to see and celebrities to be coddled and interviewed. The end, however, is in sight and to me right now it looks like a big glowing orb. A delicious orb made of cookie dough and beer. Mark: Day 8 of the hostage crisis and no signs of release, Richard. Haven’t eaten a proper meal since TIFF started. Very little sleep. No contact with my family. They’ve turned me into

a broken man and I’m ready to talk, to name names and talk about where the gems are. And there have been some real gems in the festival so far. Any faves, my friend? RC: Reese Witherspoon had a couple of movies at the festival. The Good Lie is a Blind Sideesque story of a social worker who helps three Sudanese Lost Boys find work in America and reunite with their sister. It got a standing ovation at the gala before the stars came out. Pretty rare for a credit roll to bring people to their feet. She’s also in Wild, the story of a troubled

RC: I’d put Jack O’Connell in the stars-to-watch category. Every year there is someone to look out for. A few years ago Michael Fassbender became a big star after his portrayal of hunger striker Bobby Sands helped make Hunger one of the big hits of the festival. In 71, O’Connell plays a rookie British soldier lost in an IRA-controlled part of Belfast at the height of The Troubles. It’s a breakout, and is a nice setup to his next movie, the Angelina Jolie directed war drama Unbroken, based on the life of Second World War POW and Olympic distance runner Louis Zamperini. MB: I’d put Julia Sarah Stone in that category too. The lead in Wet Bum, she brings a wideeyed innocence and slow burn to the coming-of-age picture. The movie is slight, though, and not a lot happens in it, which is why it’s so important we identify with the young girl. Unfortunate title, though, and I think you may get websites you’re not looking for when you Google it.

On the changing rules of film

Other people’s lives and things like that. It ages you. But from that tragedy, he has spun a sartorial tale of hope and transformation. To tax or not to tax I purchased a house a number of years ago and intended to move my business into it because it was close to a commercial area. This never occurred and I would now like to sell it because it

is a hassle dealing with the tenants and the property has gone up substantially in value. I have spoken with some friends who have purchased lots, built houses and sold them and they have been able to avoid capital gains tax. Is there any way I can avoid paying capital gains on the increased value

of my property? legal matters

I am not an accountant and you should seek the advice of one for the full answer to your question. However, it is

my understanding that if you own a property other than your principal residence, it is considered an investment property and therefore capital gains tax is payable when you sell the property (if it has made money). A potential way around this is if you buy a lot, build a house then live in it as your primary residence

for an appropriate period of time. Then the increase in value would not be taxable as you had developed the home for personal use. Another method is to purchase property through a privately held corporation which also has specific tax rules. Again, your accountant should be the one answering these questions.

It’s that time of year again when the brightest luminaries of the world’s film industry converge on the city for the 2014 Toronto International Film Festival. Last week marked the official opening of the festival, and this year it’s bigger than ever. Downtown condominiums will play an important role by hosting a number of the TIFF events. On the 53rd floor of the 180 University Private Estates above the Shangri-La hotel, in the elegant model suite overlooking the city, a special reception was held for the screening of the Italian feature film Francesco. The film explores the life and times of St. Francis of Assisi and his influence on Pope Francis through his life and words. “I couldn’t think of a better place to kick off then from this beautiful suite,” said Paul Golini, EVP of Empire Com-

munities who was involved in the production of the film. Hosted by Pamela Baden of Sotheby’s Realty, the gathering featured a special live preview performance of music from the film by composer Jack Lenz along with vocals by Deena and Mark Masri. The producers have undertaken a social media campaign with the Twitter hashtag #BeLikeFrancis. “We’re really encouraging people to shout out who is the Francis in their lives, who embodies some of the great qualities that Francis taught us,” explained Golini. Condo developer Easton’s Group expanded its contribution to local culture at TIFF this year, providing a stage and green room called the Rdio Music Zone Steve and Rashmi Gupta Family Stage. An additional element of TIFF’s inaugural Festival Street of interactive activities, the stage will host live and free performances by up to 18 local artists during the Festival. Located at the site of the King Blue Condominiums on King Street, the lineup last weekend featured performances by beat scene producer Elaquent, space funk artist Maycee Todd, pop master Rich Aucoin and guitarist Adrian X. In the kitchen Hang a plastic shoe organizer on the inside of the pantry door to bundle and store snacks or smaller kitchen items to make them easily accessible. adjust the shoe organizer to accommodate a smaller area. Install a pot rack on a wall or on your ceiling — this will allow you to hang up your pots and pans and create additional storage. In the bedroom Use storage containers to organize small and miscellaneous objects — store them under pieces of furniture like your bed — this is especially useful for shoes. A variety of shoe racks are also available in many different shapes and sizes. Remember that every area of the room can be utilized; even the corners can be used to mount shelves. In the bathroom Shelves are a great thing to have in every washroom — they are easy to install and can fit anywhere. Mount one above your sink to give you extra counter space and have easy access to things you use on a daily basis. Above the door is also a great place to have a shelf to store excess items like toilet

paper or Kleenex. For small metallic items like scissors or nail clippers, stick a magnetic strip inside your medicine cabinet or a small area where you can hang them. In the closets Hang a rod on the inside of a closet door. It will keep you organized and give you a place to hang smaller items like scarves or ties. Pegs and hooks are also a good option to put up on the wall, especially for heavier items like sweaters and jackets. “A good steak sandwich isn’t always the easiest to come by,” writes Carol Hilker in her book Dirty Food. “It’s hard to find the right combination of perfectly spiced steak, topped with a bounty of trimmings that add the right amount of flavour and texture when placed on a crispy loaf of bread. “This sandwich, with rare steak, sautéed onions, Dijonnaise, rocket and blue cheese on French country bread is the answer!”

1. Make the Dijonnaise by finely chopping the white onion and frying with butter in a medium saucepan. Add the cream and mix in the mustard. Season the mixture and simmer until the sauce takes a mustardy colour and is relatively thick.

Ingredients Dijonnaise • 2 large white onions • 2 tbsp butter • 400 ml (1 3/4 cup) light cream • 3 tbsp Dijon mustard • Pinch of salt, ground black pepper, garlic, nutmeg, chopped fresh flat-leaf parsley, tarragon Steak Sandwiches • 2 x 350 g (12 oz) sirloin steaks/ New York strip steaks, cut 2.5 cm (1 inch) thick • Olive oil, for frying • 4 onions, sliced into rings • 1⁄2 tsp fresh thyme leaves • 2 garlic cloves, minced • 1 - 2 loaves French Country Bread • 4 tbsp Dijonnaise (see above) • 30 g (1 cup) rocket/arugula • 115–225 g (4 - 8 oz) blue cheese, crumbled • Sea salt, ground black pepper

and pepper on both sides. Heat 2–4 tablespoons of olive oil in a medium frying pan over a high heat until it’s very hot, almost smoking. Sear the steaks for 11⁄2 minutes per side and then
