An overwhelming majority of British Columbians want to ban union and corporate donations from party politics, says a new poll. The survey by Insights West found 86 per cent of B.C. residents support a ban on corporate and union donations before the next election, including 81 per cent of B.C. Liberal voters and 91 per cent who voted for the B.C. NDP in the last election. Also, 77 per cent of residents said it’s time to ban out-of-province donations, and 76 per cent said they would support a cap on personal contributions. City council will vote on May 3 on a
motion to hold a referendum on political financing, as part of the next election ballot in 2017. So far, Premier Christy Clark has refused calls to ban large corporate and union donations to political parties, unlike Ontario Premier Kathleen Wynne, who vowed to ban corporate and union donations to political parties by Jan. 1, 2017. The online poll commissioned by the Dogwood Initiative was conducted April 18-21 with 803 adults. Kai Nagata, communications director of the Dogwood Initiative, said he was surprised by the cross-party support to ban corporate and union donations. “I think it’s a sign of the times,” he said. “By refusing to wean their parties off big money, Christy Clark and (NDP Leader) John Horgan are making the situation worse.” Dogwood says millions of dollars come from real-estate companies, paving companies, construction unions, trophy hunters and oil-and-gas companies based in Alberta, Texas and Malaysia.

Doctor disciplined for billing errors Thandi Fletcher
Metro | Vancouver A Vancouver doctor has admitted to unprofessional conduct related to billing errors submitted to the Medical Services Plan of B.C. Dr. Roy Alan Brown, who works as a family physician in Vancouver, has been formally reprimanded and ordered to pay a fine of $25,000 and costs of $15,000 as a result of a disciplinary hearing, the College of Physicians and Surgeons of B.C. said in a news release. Brown will also have his registration with the college changed to “conditional — disciplined,� and will be required to complete a medical record-keeping course, according to the news release. The college said the billing errors were discovered during
an audit of Brown’s billings by the Medical Services Commission. The licensing and regulatory body did not disclose how much he billed MSP in error. According to the news release, the college said it considered if a suspension of Brown’s medical licence was warranted but ultimately decided against it, “given the fact that the MSC ordered that Dr. Brown be de-enrolled for a period of three months,� which prevents him from billing MSP during that time frame. The release states that being de-enrolled is equivalent to a three-month suspension from practice. This isn’t the first time Brown has been disciplined by the college. Last November, the physician admitted to breaching both the college’s prescribing standards and the Canadian Medical Association’s code of ethics.

Man charged after violent robbery A man has been arrested in connection with the violent robbery of an elderly woman in Abbotsford earlier this month. On Monday, just after 9 p.m., officers found and arrested a 25-year-old man after a brief foot chase in the area of Maclure Road and Trethewey Street, Abbotsford police said Tuesday. Nathaniel Albert Landriault was charged Tuesday with one count of robbery.
Landriault has previous convictions for theft and drugs, police said. His arrest comes after police released surveillance footage showing a suspect and issued a public appeal for help identifying him on Monday. The suspect is accused of allegedly robbing of an 89-year-old woman while she was leaving a bank in the 32700-block of South Fraser Way at 2 p.m. on April 14. thandi fletcher/metro

For Metro | Vancouver About 100 medical marijuana dispensaries in Vancouver will be facing enforcement starting Saturday after being refused by the city’s new regulatory system. The city’s chief licence inspector, Andreea Toma, said Tuesday that inspectors will initially hand out $250 to non-compliant pot shops. That may not seem like much, considering some medical marijuana shops are reportedly making up to $10,000 a day and have vowed to continue operating past Friday’s deadline. But Toma said the city can take legal action against noncompliant businesses by seeking an injunction in B.C. Supreme Court to shut down the stores. Defying a court order can be a criminal offence — contempt of court — possibly resulting in jail time. Last October, the city refused 140 of the 176 preliminary development permit applications for medical- marijuana-relateduse (MMRU) businesses because they were not in permitted zones or did not meet distancing regulations (300 metres) from schools,

community centres, youth facilities or another MMRU. Stores already open at the time of refusal have been allowed to operate for six months while they search for new sites. However, these stores now must close by this Friday if they haven’t found a new location and submitted a revised application, Toma said. Only seven MMRUs have been issued development permits under the new regulations adopted in June 2015, and another 13 applications are under review. Once a development permit is approved, the application moves to the final stage of city approval: obtaining a business licence. The city is currently processing three
business licence applications and the first licence is expected to be issued within a month. The city plans to charge an annual business licence fee of $1,000 for medical marijuana compassion clubs and $30,000 for medical marijuana retail dealers. Many of the refused medical pot shops have appealed to the Board of Variance, which has MMRU appeal hearings scheduled until November. To date, the board has heard 18 of 62 medical marijuana-related use appeals, with 11 unsuccessful appeals, four granted, two being deferred to a future meeting and one withdrawn by the applicant. Three applicants refused by the board are suing the city, seek-

Metro | Vancouver Wriggling into a pair of tootight skinny jeans often ranks high on the list of most-despised shopping experiences. But a Vancouver-based denim brand is bringing fun back into jeans shopping with an indoor playground that lets customers put the company’s signature performance stretch denim to the test. Gary Lenett, founder of Dish and DU/ER, said building a playground inside the brand’s store, located at 118 West Hastings, was a “natural extension” for him after seeing people trying on the jeans. “I noticed that when people would put on the jeans, they’d come out and be doing all these really crazy things,” Lenett told Metro. “Especially guys; they
weren’t used to trying on jeans that stretchy.… They’d be doing squats and jumping around and doing kicks.” While some companies might discourage customers from doing crazy contortions for fear the fabric might rip, Lenett encourages people to run, jump, climb, swing and even hang upside down in the jeans. The performance stretch denim is infused with technical fibres that Lenett claims provides five times the stretch of traditional denim, while also making the fabric 30 per cent lighter and stronger. It also contains Coolmax fibres, which help the fabric wick moisture away from the body, as well as act as an insulator to keep the wearer warm in cold conditions, he said. Lenett, who has nearly three decades of experience manufacturing denim, came up with the idea for the innovative fabric three years ago. He said he had recently started riding his bike to work and realized he wasn’t happy with the jeans he wore for the daily commute. Seeing a gap in the market for denim that was versatile
enough for cycling but also stylish enough to wear to an important meeting, he decided to make the fabric himself. Teaming up with designer Steven Sal Debus, who has a background in technical garments, the duo spent the next year and a half creating the innovative material.

Parents guilty in death of toddler The mother of a toddler who died of meningitis began weeping uncontrollably Tuesday after a jury found her and her husband guilty of failing to provide their ill son with the necessaries of life. David and Collet Stephan were charged after 19-month-old Ezekiel died in March 2012. The couple testified at their trial in Lethbridge, Alta., that they believed their son had croup or flu, so they treated him for 2-1/2 weeks with remedies that included smoothies with hot peppers, garlic, onions and horseradish. He eventually stopped breathing and died after being rushed to hospital. The jury had been deliberating since Monday afternoon. Trump’s and Clinton’s wins propelled them ever closer to a general election showdown. The City of Ibarra Fire Department announced Dayko, a four-year-old Labrador, suffered a heart attack caused by heatstroke last week. “Dayko captivated us all with his tender look and his friendly nature,” the department wrote on Facebook. “Dayko has left a big void in the canine unit … and in each one of those who knew him.” Dayko was part of a successful rescue operation in Pedernales following Ecua-
dor’s 7.8 magnitude earthquake that has so far killed 650 people. “This friend of four legs gave his life in the line of duty,” the fire department wrote. “Thank you Dayko for your heroic efforts in Pedernales and in various emergencies to which you came,” wrote the fire department.

Millennials increasingly considering co-buying When Jeremy Campbell purchased a house in Ladner, B.C., with his sister and her husband in 2010, it was meant to be a temporary arrangement until he could upgrade to a place of his own. “The initial plan was to do this short term just to get into the market,” says Campbell, who covered one third of the down payment on a 2,000 square-foot home that’s split into two suites. But with home prices in the Lower Mainland’s hot real estate market soaring, Campbell says they’re thinking of staying put. “We’ll invest in the house to expand it versus selling and going our separate ways,” says Campbell, noting that a renovation is needed to accommodate the growing family, which now includes his fiancée, their new dog and his three-year-old niece. ON PLAGIARISM ALLEGATIONS Wente’s putative wrongdoing is not on the scale of Jonah Lehrer’s or Benny Johnson’s, but the allegations are serious and numerous. So why the Globe’s kid gloves? Perhaps it’s because Wente is, well, Wente.
Exhaustive the Globe’s response is not. After columnist Margaret Wente was again accused of plagiarism this week, the Globe and Mail issued a correction, an apology and a promise it won’t be repeated. All three appeared in a story, which Walrus editor Jonathan Kay noted reads more like a press release, bylined by the public editor Sylvia Stead. A public editor is intended to be an arm’s length arbiter of media ethics, which is why a corporate-responseesque piece strikes as odd. Odd, too, is the fact that while Stead’s article quotes liberally from the Globe’s code of conduct on plagiarism (which is wide-ranging and vague about what “may” constitute plagiarism) neither Stead, nor the single quote from editorin-chief David Walmsley, actually uses the word. Instead, euphemisms abound: “similarities,” “issue,” “without acknowledging,” “same phrase… repeated,” “fell short of standards,” “did not attribute” and “mistakes.” Nor did Wente’s name appear in the printed
correction. As for what this, Wente’s second plagiarism scandal in four years, requires in terms of action by the Globe, we have this promise from Walmsley: “The Opinion team will be working with Peggy to ensure this cannot happen again.” That would be again, again. Let’s assume we won’t be getting a second column-ofdefence from Wente, since what’s the point in repeating herself. “I’m far from perfect. I make mistakes. But I’m not a serial plagiarist,” she wrote in 2012. But for the Globe, there are other options than “working with” a writer. And if the paper-most-hoping-to-be-theNew-York-Times wants to be taken seriously on this, it should pick one. On the harsh end: The Vancouver Province fired a sports columnist in 2008 after he lifted a phrase about Guys and Dolls from Sports Illustrated magazine. Despite the writer’s repeated apologies (akin to “Ms. Wente said she deeply regrets these mistakes”), the Province did not budge. CHIEF OPERATING OFFICER, PRINT

The Times has responded to allegations of plagiarism by its writers with investigations, to varying outcomes (resignations, months-later buyouts). Among the most exhaustive reactions to plagiarism was Wired magazine’s hiring of an outside journalist to chart wrongs in the work of science writer Jonah Lehrer; and Buzzfeed’s review of more than 500 posts by Benny Johnson. Wente’s putative wrongdoing is not on the scale of Lehrer’s or Johnson’s, but the allegations are serious and numerous (Canadaland counted six in recent columns). So why the Globe’s kid gloves? Perhaps it’s because Wente is, well, Wente. She’s among the country’s most read — and most hate-read — writers. And in the age of media fracturing, a name that draws readers and spurs debate is only rising in value. So perhaps the Globe’s response is tailor-made for a seemingly priceless pundit. of a thorough going-over of the allegations. At any rate, it’s hard to imagine a lowly intern who clipped whole sentences from other writers getting the same loyal treatment. And: Would other legacy media brands act any differently to accusations against their crown jewels? I’m not claiming they would; I’m genuinely wondering. Because while it’s good business to appear to be ethically beyond reproach, it’s bad business to lose your golden calves. Possible double-standards are elsewhere in this fiasco, too. We know about the allegations because the media critic Carol Wainio has been combing through Wente’s work for years, posting her findings intermittently on her blog, Media Culpa. You have to wonder how many other infractions by other writers we’re unaware of, thanks to the lack of a dedicated sleuth. It’s also clear by the glee on Twitter that many — and many in the media — love nothing more than a good, juicy Wente controversy. She got one thing absolutely right when she said in 2012 “what I often am is a target for people who don’t like what I write.” I’ve often wondered if they also don’t like that she’s a woman, since right-wing male voices don’t typically elicit the same vitriol. A hate-on for Peggy feels like the admission price to progressive Canada, and progressive Canadian media. Would the scandal be quite so … titillating … if it had another villain? Trudeau finally finds right note on terror Tim Harper Sometimes you’ve got to be pissed off. Justin Trudeau got there this week as his response to terrorism continues its evolution. The prime minister sounded legitimately angry over the horrible death of Canadian John Ridsdel at the hands of terrorists, and resolute in his statement that this country will not pay terrorist ransoms — directly or indirectly. Trudeau did not bow to the knee-jerk reaction that some of his opponents urge, he did not send in the JTF2 or pledge to carpet-bomb terrorist strongholds, but sometimes a country needs a leader to channel anger and surely there was anger — along with sympathy for Ridsdel’s family and friends — over the brutal and senseless killing of an innocent Canadian. Trudeau called it what it was, “cold-blooded murder,” a change in tone from a man who has often appeared to be overshooting in his quest for perspective and undershooting on the question of outrage. The no-ransom policy is noble and correct. And risky. This is, in fact, a major testing of a prime minister barely six months into his job. The fate of a second Canadian being held, 50-year-old Robert Hall, hangs in the balance. Trudeau has downplayed the fear spread by terror attacks, but since becoming

Liberal leader in 2013, he has taken on the role of amateur psychologist, appeared shaken, and seemed devoid of genuine outrage. In his first substantive interview after winning the Liberal leadership three years ago, bombs had just killed three and maimed more than 200 at the Boston Marathon, and Trudeau spoke of “root causes” of terror with the CBC’s Peter Mansbridge, leading Stephen Harper to accuse him of “rationalizing” terror attacks. In many ways, Trudeau’s default position was to rise above the fray, a mien much like that of Barack Obama, who, as New York Times Maureen Dowd wrote after the recent Brussels attacks, remains “too cool for school.” But there has since been an unmistakable change. Last November, the new prime minister seemed shaken by the attacks in Paris. “These terrorist attacks are deeply worrying and obviously unsettling to people around the world,’’ he said, without specifically condemning them. A few months later, following the Brussels attacks, he found his outrage. “This cannot and will not be tolerated. Canada strongly condemns these cowardly acts.” Trudeau is no longer above the fray and he has been forced to react with resolve he lacked in 2013. Flank steak, made fancy Sorghum
Flank steak is the ugly duckling of the steak world. It isn’t nearly as sexy as a porterhouse, nor as attractive as a rib eye. But what flank lacks in beauty, it sure makes up for in flavour. Flank steak needs a marinade, but is an economical cut that can feed a lot of people when it’s sliced thinly across the grain.
Although referred to as sorghum “molasses” in the southern United States, sorghum syrup is actually made from sorghum grass, not sugar cane. It’s an amber, mild-flavored syrup that’s slightly sweeter than true molasses. Substitute maple syrup if you can’t find it.

Grill the flank steak, turning once, until the internal temperature reaches 120°F to 130°F for rare to medium-rare, about 10 to 12 minutes. (Flank steaks can vary in thickness, so keep an eye on the steak and don’t overcook it; flank is best served rare to mediumrare.)
Ingredients: • 1 flank steak (about 2 lb) • Sea salt for serving For the marinade: • 1 cup soy sauce • 1/2 cup rice wine vinegar • 1/4 cup finely chopped fresh rosemary leaves • 2 tbsp minced garlic • 2 tbsp sorghum syrup (see sidebar) • 1 tbsp granulated onion • 1 tbsp coarsely ground black pepper (butcher grind)

flank steak in a 1-gallon resealable freezer bag. Pour the marinade over the flank steak, then seal the

Already sold in other markets, the sedan version of the Mitsubishi Mirage subcompact is coming to North America this spring. The Japan automaker showed the four-door Mirage G4 at a recent auto show, sporting a suspension tuned specifically for North American ride preferences. Check carpets for moisture on 2010 to 2015 models Cadillac’s second-gen SRX was a five-seat crossover that competed with comparable models from BMW, Acura, Lexus and Infiniti and featured highend equipment fitting of the brand. Look for an upgraded BOSE stereo system, UltraView panoramic sunroof, motorized tailgate with memory height adjustment, climatecontrolled seats and a heated steering wheel. SRX’s intelligent remotestart system is integrated with the climate control, and climate-controlled seats, to ensure owners and their passengers are treated to a perfectly chilled or warmed cabin every time they set off.
Xenon lights, rain-sensing wipers and active noise cancellation were also on board. Look for premium wood, leather and aluminum trimmings throughout the SRX’s formal and tidy cabin, as well as piano gloss trim. Most used SRX models will be powered by a 3.6-litre V6 engine. Briefly, SRX offered a Saab-sourced 2.8-litre turbo-charged V6, though welldocumented issues with this engine make it a good candidate for avoidance. A three-litre V6 was offered early on, too. From 2012, a revised 3.6-litre engine got more power and added efficiency. The test drive Confirm proper operation of the motorized tailgate, if equipped. At the touch of a button, it should unlatch and open. Another touch should close it and latch it shut. Failure to operate as expected is most likely the re-
sult of a weak battery, which is an easy fix. Sensors and liftgate hinge adjustments can be investigated if a weak battery isn’t the culprit. Check front-seat carpeting for signs of mould or moisture, from the front footwell area right up to the firewall. Wet carpeting in a used SRX may be the result of an overflowing sunroof drainage system or a clogged AC condenser drain. Test drivers are also advised to run all interior electronics through their paces, to confirm that neither of the SRX’s xenon lights (if equipped) are burned out and to inspect the headlights closely, noting any evidence of excessive condensation inside of the headlight housing, which could affect lighting system performance and durability. Confirm proper and full operation of the navigation, OnStar and Bluetooth systems too, if equipped.

Ready in Prep time: 20 minutes Cook time: 30 minutes Ingredients • 6 skinless, boneless chicken thighs • salt and pepper • 1 teaspoon oil • 1 minced shallot • 2 cloves garlic, minced • 1 tablespoon Dijon mustard • 1/4 cup apple cider • 1/4 cup low-sodium chicken broth Directions 1. Preheat the oven to 425°. Generously season chicken with
salt and pepper. Add 1 teaspoon oil to a large room-temperature skillet. Add chicken. 2. Place skillet over medium heat and cook, allowing meat to brown and chicken is cooked halfway through, about 10 minutes. 3. Transfer skillet to oven. Roast until chicken is cooked through and golden brown, about 6-8 minutes. Transfer chicken pieces from bottom of skillet to a platter. 4. Return skillet to medium heat. Add shallot and garlic; cook, stirring frequently, until fragrant, about 1 minute. 3. Whisk in Dijon mustard, apple cider, broth and a bit more salt and pepper; cook for about 3 minutes.
