City council voted Tuesday to dramatically lower the number of parking stalls its bylaws require of new housing developments, a move Mayor Don Iveson said could be a game changer for Edmonton. Council instructed administration to propose new bylaws that would cut the current requirements in half — from two spaces to one — for new houses, duplexes and other low-density housing, as well as to study changes to parking requirements across the city. Iveson said the city has put too much of a premium on parking, and that’s led to poor design in some places. “It will leave enough land to actually city build, rather than just parking build,” he said. The change came after a report from city administration noting that Edmonton requires more parking in new developments than other Canadian cities. Iveson said the change will make the city better. “Great cities are not built around cars and parking spaces,” he said. “Score one for the urbanist today.” See more on what the proposed parking changes could mean in metroNEWS

Chouaib El Bouhali pulls a stack of mail towards him. He’s in Ahmad and Intissar El Abed’s living room — Syrian refugees with six kids. They’re taking English classes, but mail remains a mystery. And, as they’re learning, life in Canada means paperwork. On the top of the pile is the federal census. The next envelope holds a bright blue sheet of paper, and El Bouhali sighs and points to a date, several days past. “Schools are always sending things,” he says, holding up the list of school supplies. “They’ve missed a deadline.” El Bouhali is the resettlement manager for the Islamic Family and Social Services Association, making him the point person for many of the hundreds of Syrian refugees who started settling in Edmonton six months ago. His job is part community

organizer, part cheerleader and full-time problem-solver. He meets with up to 15 people each day, sorting mail, driving them to appointments, signing their kids up for soccer and teaching them how to use transit. His phone rings constantly. There’s always time to visit though. “This one is the Canadian!” El Bouhali says, scooping up two-month-old Mustafa. Mustafa was born in Edmonton, a happy event but a bureaucratic challenge. His benefits are now totally different than his siblings, making things like doctor visits far more complicated. “I don’t think the government thought about newborns,” El Bouhali says. It’s these small things that trip people up, he says, like not understanding the difference between a health number and a SIN number, or failing to read a form.

Heading back to the car, El Bouhali explains his job as a mixture of providing services — but hope, too. El Bouhali immigrated from Morocco nine years ago. He understands that, as refugees, most Syrians didn’t choose to move to Canada, which makes him work twice as hard. “They worry about giving up their values or their identities. But I tell them, ‘We want you to adapt, not

adopt,’” he said. Many are already worried about what he calls “the 13th month nightmare,” when refugee supports will run out for most. Major hurdles to employment still remain before that happens — chiefly, language skills. El Bouhali also says some processes could be more flexible, given the realities of fleeing a war zone. Many left without their driver’s licence,

for example, so must start over at the learner’s level. Still, six months in, he thinks they will make a home here. For one, he sees a tremendous willingness to learn. “They want to drive, they want to work, they want to depend on themselves. “But also, my optimism comes from when I see the whole community involved, everyone is working for the success of the people.”

Joint Olympic bid an option, says Iveson Ryan Tumilty

Metro | Edmonton Mayor Don Iveson said if Calgary decides to bid on the 2026 Winter Olympics, it could make it difficult for Edmonton to host a Commonwealth Games — but added the city could play a role in the Olympics. Calgary city council voted Monday to spend up to $5 million to study a possible bid

for the 2026 Olympic Winter Games. Edmonton had wanted to pursue a 2022 Commonwealth games bid, but withdrew their application in February, 2015, as the cratering price of oil made it clear the province would not be able to support the effort. Edmonton retained the first right of refusal for a Canadian city to pursue the 2026 Commonwealth Games. But Iveson said with the

International Olympic Committee’s rules now allowing regions instead of cities to bid, there is another possibility that would be worth considering. “I think that opens up some intriguing possibilities about maybe an Alberta Games, as opposed to it being just one city,” he said. He said he doesn’t know if the city will actually pursue a 2026 Commonwealth bid, but he doesn’t believe it could happen at the same time as a

Calgary Olympic bid. “We would really need to know from the provincial and federal government the appetite to run two major international events in the same year, which I would suggest is tough,” he said. Cheryl Oates, press secretary to Premier Rachel Notley, said with neither city having put together a proposal for either event, it is far too early for the province to weigh in on what it would support.

Metro | Edmonton A Wildrose MLA’s comments on physician-assisted death have drawn the ire of a patient advocacy organization. A Dying With Dignity Canada spokesperson said MLA Mark Smith’s assertion that people with mental-health issues should not necessarily be eligible for physician assisted death — and that doctors should be able to hospitalize them against their will — is “outrageous.” “It would be really sad if individuals with mental illnesses were essentially discriminated against by having their charter rights denied, just because they have mental illness,” said the group’s Edmonton spokesperson Brad Peter. Dying with Dignity posits that mental suffering is just as valid as physical suffering. Physician-assisted death re-

quires assessment from two physicians, assessment of mental competency and an assessment of treatment options. Peter noted that a clause in the federal legislation already restricts assisted death to those whose death is “foreseeable,” which may amount to a de facto ban on mentally ill patients. Smith made the motion during a families and communities committee meeting Monday to change the definition of the word “harm” in Alberta’s Mental Health Act. He argued that if a person wants to die due to mental suffering, they should be given treatment, “regardless of whether they believe they can be helped or not.” “We have a duty to ensure that people who want to end their lives receive the best possible psycho-social help that they can receive even if it means they have to be involuntarily admitted,” he said. The motion was voted down. PC MLA Sandra Jansen blasted Smith’s suggestion, saying “the idea of providing an opportunity to lock someone up who expresses an interest in assisted suicide is heinous.” Smith declined an interview request Tuesday.

AFFORDABLE HOUSING Construction begins on apartment building Construction is set to begin on affordable housing in Edmonton that will give 230 people a home. Alberta Housing Minister Lori Sigurdson says the 70unit apartment building in the Parkdale community should be done by 2017.

She says it’s part of $14 million the government is putting up for affordable housing in Parkdale and for the Capital Region Housing Corp., which will manage the building. Alberta has promised to spend nearly $1.2 billion on affordable housing projects in the next five years. the canadian press

Metro | Edmonton Local developers encouraged councillors Tuesday to push ahead with plans to reduce parking requirements across the city, promising it would bring new housing types and better communities. Councillors will examine new bylaws early next year aimed at reducing the city’s parking requirements to one unit per dwelling for most housing types after receiving a report from administration that showed Edmonton demands much more parking from new development

than other communities. Edmonton currently requires two units per dwelling for single family homes and duplexes and has higher minimum parking requirements than most other Canadian cities for all other types of housing. The initial changes will focus on lower-density housing, but council also asked for a review that would look at even lower parking requirements around commercial areas and transitoriented development. Derrick Hiltz, with the Canadian Homebuilders Association, said the garage suites and garden suites that the city would like to see more of are hampered right now by parking demands. “It’s the restrictions in parking that prevent us from doing that for you,” he said. He told council that parking is a big part of the cost of highrise construction and adds to the cost of other kinds of

homes as well. “The allowance for that is $30,000 to $60,000 per stall, so that same thing translates into greenfill development or infill development,” he said. Hiltz said he believes the market is ready for change and said a recent development his company really showed people weren’t that interested in parking spaces. “They weren’t coming into our show homes and asking for bigger garages and more parking,” he said. Brian Trevelyan, with Rohit Communities, said when they attempted a low-parking development in Fort McMurray they had the same experience. “We didn’t see a massive effect. We didn’t see complaints. We saw an opportunity.” He said in the communities they have built in Edmonton parking stalls often go unused. “You can drive through and you can see extra stalls.”

City council moves to legalize numerous secondary suites Potentially thousands of illegal secondary suites could be moved into the light of legality after council voted to move ahead with potential bylaw changes Tuesday. Councillors have asked city administration for a bylaw change that will come back for a vote later this year. In particular they have asked administration to look at making secondary suites legal in duplexes and semi-detached homes.

Coun. Bev Esslinger pushed for the changes. She said she heard from a lot of property owners who were surprised to find out their suites weren’t legal. “With our desire to improve density and affordability for people, I think it’s really important to provide as many options for people as possible,” she said. Currently the suites — mostly basement apartments — are only allowed in single-

family detached homes. The city doesn’t know exactly how many illegal units there are, but believes it could be in the thousands. Livia Balone, with the city’s zoning department, said the organization is dealing with 150 secondary suites that are illegal. She said working on these issues can be a time suck. “It could be well over 100 days; it’s usually about 200 days before we can get full compliance.” ryan tumilty/metro

The Alberta Serious Incident Response Team (ASIRT) — which investigates allegations of police misconduct and police incidents resulting in serious injury or death — saw its case load jump to 78 investigations in 2015, up from 53 in 2014. In the previous five years, ASIRT averaged fewer than 35 cases per year. “We’ve seen a lot of cases involving suicidal individuals. However, there are certain things that need to happen so we can get a good resolution for a victim,” he said. Despite the large number of lengthy investigations, few lead to criminal charges. Of ASIRT’s 78 investigations last year — including five fatal shootings, six sexual offences and 13 in-custody deaths — three resulted in criminal charges against an officer.

Two new murals created by students and unveiled Tuesday morning will replace the two logos, which are attempts to portray chiefs — painted with red skin and headdresses — that remain on the wall of the gymnasium. The school’s sports teams were known as the Vic Redmen up until 2011, when the name was dropped. Most images of the mascot were also removed, with the exception of these two. She calls them “outdated,” but said she didn’t want to dictate what would replace them. She wanted students to choose instead. Speaking to hundreds of students Tuesday, she said it was an important day in the history of the school. “(The new murals) will help us reconcile our past and reclaim the future.”

Minister defends ad blitz Alberta’s environment minister says a multimillion-dollar summer advertising campaign to promote the province’s climatechange plan is necessary because of its sweeping impact. Shannon Phillips says the plan is far-reaching and complex, and the government has a duty to communicate it. The $4.4-million campaign is to feature ads online, on TV, on radio, in print and in mailouts. The climate-change plan includes a broad-based carbon tax that is to begin on Jan. 1. It will increase the cost of gas at the pumps and the price to heat homes and businesses. Opposition critics say the carbon tax isn’t going over well with Albertans and the ad campaign is a desperate bid to sell something the public just isn’t buying. The ad was posted to the classified website Monday but has since been removed. The case is being handled by the police department’s cyber crimes unit. “There’s a high likelihood that

this is someone who thinks this is funny, but it’s something that needs to be investigated,” Const. Craig Brister told Metro on Tuesday. The baby’s mother died “in the process” of giving birth, the ad claims. “I can’t take care of the baby myself, so I decided to post an ad up on Kijiji. PM bathed in smoke, then paddled in a canoe in river Prime Minister Justin Trudeau was in vintage form Tuesday as he took part in a ceremony marking the 20th annual National Aboriginal Day. Trudeau attended a sunrise ritual on the shore of the Ottawa River wearing moccasins and a buckskin jacket that the Prime Minister’s Office said was owned by his father, the late Pierre Elliott Trudeau. The former prime minister was known in his younger years for donning buckskin before venturing out on canoeing expeditions in Canada’s far north. As the sun rose beyond a bridge linking Quebec and Ontario, the younger Trudeau was bathed with a ceremonial smoke as part of a smudging ceremony before paddling beneath the Parliament Buildings in a 10-metre cargo canoe. The project is the brainchild of Chris Jerome, founder of Hawkers Market, a series of popup events he describes as “underground food markets.” But Hawkers Wharf will be a permanent 100,000-square-foot waterfront site and feature more than 40 food producers at any given time, said Jerome. “They’re all local businesses, they’re all from Vancouver,

all focused on very traceable foods,” he said. “They’re encouraged to do their food in a sustainable way. That’s one of the mandates of the market.” The site will also feature an incubator kitchen for chefs to connect and test out their products before bringing the product to customers. “It’s such a needed resource in the city where new food businesses can come and they can connect and they can learn from other cooks.” The incubator, called a coworking kitchen, will support entrepreneurial chefs who want to start their own product line. “People looking for places to take their ideas to and then create a business out of it and

SO NOW WHAT WILL ‘I DO’? I’ve spent my adult life identifying as an uncompromising feminist, but in preparing for marriage and its innumerable compromises, I’m forced to figure out how to pick my battles It’s a strange thing to be on the brink of “wife.” Over the last two years, as I have fallen in love and become engaged, I’ve had to face the idea of marriage, an institution which, though released from its former function as a means of owning a woman or legally raping her, remains awkward for the liberated woman. There seem to be three in this relationship: Myself, my fiancé, and my feminism. And while the latter played a clear and dominating role when I was a single woman, it has seemed unequipped for — even hostile to — love. That has sparked a genuine period of panic and doubt: How does one square her feminism with “the wife”? Statistics don’t help. Excerpting her new book, All the Single Ladies, in New York magazine this spring, Rebecca Traister detailed how married women’s earnings in the U.S. trail single women’s by a wide margin. In Canada, married men outearned married women by nearly $20,000 on average in 2008. And for couples with kids, even when both parents are working, Canadian women in 2010 were spending at least 20 hours a week more than men on unpaid child care. This is not far from where we were a decade ago. In 2004, in her book The Meaning of Wife, the writer Anne Kingston described how wifeliness remained a useful tool to define women, and to shame and coerce them into socially acceptable roles. “A lot of the themes haven’t really changed, in fact they’ve kind of amplified,” Kingston told me

didn’t know. My professor was nonplussed, responding with something to the effect of, “Just you wait,” and planting doubt. In one political science course, feminist theory took up a thin, measly chapter, and I noticed. In third year, I took a queer studies class that sent me into furious debates with my poor father, whom I forced to be a foil for the epiphanies tossed out in class. I had been that girl who fought boys on other girls’ behalf, and I became that woman who took every chance to fight what I saw as the patriarchy. In my ensuing years as a single feminist, it was me-against-the-world, and I never noticed how often feminism itself was framed in that hyper-individualized, confrontational way. The message was always to guard against lurking sexism. To expect to not only to fight for your own place it in the world, but also to then defend it fiercely. To not give an inch — let alone your whole self. A marriage, however, can’t operate like a war zone. Giving in, even giving up, will be required, because it’s a community. And feminism, particularly the form of it that’s ascendant in our society right now, focused as it is on fighting poverty and sexual violence and illuminating the intersections of race and class, doesn’t offer much help. The very word, “wife,” as Kingston said during our conversation, still holds that “beta” connotation. And as I set out to become one, what concerns me most is how I might, somewhere down deep, believe in that connotation myself. What does an “equal” marriage even look like? And if the women at Harvard, and women everywhere really, could enter into relationships expecting equality and then still find that they make less money, do far more chores or end up

with half-realized careers — how could I possibly assume I’d escape the same fate? Perhaps I won’t. But there are opportunities in intimate life. I can’t fix societal expectations. But I can influence the structures of my own marriage. It’s an act of faith and hope I’m willing to take, for love. I believe I can choose my own definition of wife. I can imagine a more egalitarian family. Others already are. This week, the Journal of Marriage and Family released details of a new study that found couples with a “more egalitarian division of labour” have more sex. Inspired by the success of its fellow bagel maker to the south, Montreal shop REAL Bagel Inc. now serves rainbow bagels, too. This conversating (as folks ’round here call it) meanders on for some while. Eventually it lands on what Raylan wants, Messer’s cellphone number. On other shows, this scene would be two lines long. But Justified comes most deliciously alive when these two are in a room together, circling each other like lazy mountain lions. It’s the Olympics of who can drawl more softly, spin prettier prevarications, eyeball each other more calmly. Nothing establishes Justi-

fied’s backwoods Kentucky mise-en-scène better than its dialogue. Right away, you know who its characters are: people who don’t read many books but have one in common, the Bible. Their affiliations are tribal, but they speak the language of sermons. Their dialogue is a character all its own. Johanna Schneller is a media connoisseur who zeroes in on pop-culture moments. You grab a granola bar on the way out the door, eat a yogurt instead of lunch, then finally tuck into a proper dinner and half a bag of chips after you stumble home at 9 p.m. Sound familiar? Irregular eating patterns because of busy, unpredictable work and school schedules are a reality for many across the Western world, including Canadians. They may be causing “social jetlag”: disturbances in the internal body clock, also called the circadian rhythm. Many processes your body uses to break down and use energy from food are part of the circadian clock, following a predictable daily cycle. New research suggests messing with that cycle — by eating and sleeping willy-nilly — could be a recipe for health problems. Two papers published Tuesday in the journal Proceedings of the Nutrition Society collect past studies about how the timing of meals throughout the day affects overall health. One looked at the impact of erratic eating on heart health and metabolism. The other investigated how the timing of

meals impacts people’s ability to maintain a healthy weight. The conclusions were tentative. More research is needed. But the findings boil down to this: Some old-fashioned nutrition wisdom dispensed by grandmas everywhere turns out to be right. Firstly, three square meals a day might just keep the doctor away. Two studies that randomized participants to either an irregular or regular diet found the regular eaters had lower peak insulin and lower ‘bad’ cholesterol, indicators of heart health. Secondly, according to nutrition scientist and study author Gerda Pot, “There seems to be some truth in the saying ‘Eat breakfast like a king, lunch like a prince and dinner like a pau-

per”: Studies suggest a clear link between obesity and consuming more calories later at night. In the U.K. and U.S. — global obesity hotspots — most people increase their calorie intake through the day. The slimmer French tend to eat larger lunches and small dinners. The collected studies also contained no evidence that eating small meals throughout the day, a common dieting tip, reduces obesity. In fact, it seems the opposite is true. So science says we should eat fewer meals, on a regular schedule, and get more of our calories earlier in the day. Here’s a delicious thought: One weapon against the obesity crisis may just be brunch.

No thank you.”) Underneath the denim treatment is a standard VW Beetle convertible, and that means a decent, but not an overwhelming driving and handling experience, a pretty tight rear seat, restricted rearward vision, and a very small trunk, which is further compromised by its responsibility to house the back cover that goes over the roof when it’s down. The seats are very comfortable and supportive, and the new touch screen, rear camera, and apps for Android Auto and Apple Car Play, give the Denim a very modern and classy feel behind the wheel. The new powertrain is also very refined and slick, although some launches came with a nagging dead spot, until the motor and auto transmission figured out what to do. The Denim is meant to be a fun, and the fun goes up several notches whenever you press the button that powers the roof down — in less than 10 seconds. When it’s that easy and quick to get the roof down and up, you’ll surely do more openair motoring than you would otherwise. Like jeans, convertibles never seem to go out of style and always put you in a good mood. Put the two together and how can you lose?

There are a lot of new things happening with the upcoming Ghostbusters movie. Along with an allfemale cast for its main characters, the new Ghostbusters will change how you see Ecto-1 for years to come. The original movies used a 1959 Cadillac ambulance, and the new Ecto-1 comes in the form of a 1982 Cadillac hearse. In a way, it’s quite the opposite from the previous Ecto-1, considering an ambulance’s main priority is to save people from dying, while a hearse transports people who are already dead. The story goes that the new team gets a hold of the hearse, which is borrowed from Patty Tolan’s (Leslie Jones) uncle, who runs a funeral home. Jason Siu/Autoguide.com

Maybe wagons aren’t dead after all. Mercedes-Benz has just introduced the 2017 Mercedes E400 wagon, sporting a 3.0-litre V6 Biturbo engine with 329 horsepower. Although the popularity of wagons has diminished over the recent years thanks to crossovers and SUVs, Mercedes will continue offering its E-Class wagon variant in North America. Unfortunately, the company has confirmed the hotter Mercedes-AMG E43 is currently not planned for the U.S. market, although that doesn’t rule out any other AMG models. Don’t be surprised if the

range-topping E63 comes to the U.S. at a later date. For now, shoppers will have to settle for the E400 4MATIC wagon, which sees its powerplant mated to a nine-speed automatic transmission. With three rows of seats, the E400 wagon allows seating up for up to seven and the model comes standard with foldable rear-facing seats in the cargo area. The 2017 Mercedes E400 wagon will be available in both Luxury and Sport models, so shoppers can choose between classic bumpers and styling with a hood ornament or sportier bumpers further accented by a grille. Like the E-Class sedan, the wagon variant benefits from all the new high-tech features including two optional highresolution displays.

AUTO NEWS Volvo V90 and S90 Polestar models could make 600 horsepower Volvo’s Polestar performance tuning division is looking to turn up the heat on both the new S90 and V90. Volvo R&D chief Peter Mertens confirmed to Motor Trend that Polestar models for the S90 and V90 are coming and they could pack up to 600 horsepower. What is most impressive is that these cars will use a modified version of Volvo’s 2.0-litre supercharged and turbocharged four-cylinder engine, with some help coming from a hybrid system. The 2.0-litre engine alone can be cranked up to around 450 hp according to Mertens, while the hybrid system would provide the remaining power. Currently, the electric motor in the T8 plug-in hybrid models puts out 87 hp, so it would have to be upgraded. The 35-year-old Canadian fighter told the podcast MMA Hour that he’s ready to come out of retirement in an interview on Monday. St-Pierre said things still need to be ironed out with the UFC, however. He hasn’t fought in three years since beating Johnny Hendricks for his ninth straight welterweight title defence. Croatian jubilation Ivan Perisic scored in the 87th minute as Croatia stunned Spain in a 2-1 comeback victory Tuesday to finish atop of Group D at the European Championship. Perisic’s winning goal gave Croatia its first victory over Spain in 22 years and ended its unbeaten run at a European Championship that stretched back to 2004. “The team spirit helped us and we were fighting until the last minute,” Perisic said through a translator. “I think we can go far now. If we play like this we can go to the very end.” Defeat means that Spain will now meet Italy in the round of 16 at the Stade de France in Saint-Denis. Perisic scored with a low left-foot shot, finishing off a fast counter attack. Spain was at full strength despite having already qualified, playing with the same 11 that won its first two games. Croatia was without star midfielder Luka Modric and forward Mario Mandzukic due to muscle injuries. In Tuesday’s other Group D matchup, Turkey defeated Czech Republic 2-0. Amid the hooting and hollering at Washington Redskins minicamp, there’s a different sound in the air during running back drills. Coaches whack at the football with Matt Jones carrying it, and it beeps. Then it beeps longer. That’s a good sign. The Redskins are one of five NFL teams using so-called beeping or whistling footballs to emphasize ball security. When the ball is being held correctly with the fundamental five points of pressure, it emits an audible beeping sound at about 80 decibels to tell a player he’s doing it right. “If I had that ball in high school, I don’t think I would’ve had a fumble,” Jones said. “It’s teaching me how to squeeze the ball at the point of contact. Everything has changed about me holding the ball.” Cutting down on fumbles is the goal of the ball, developed by Division II Northwood University assistant coach Tom Creguer and used by the Redskins, Dallas Cowboys, Indianapolis Colts, Baltimore Ravens, Tampa Bay Buccaneers and several college teams, including Tennessee and Michigan State. The San Diego Chargers plan to start using them at training camp. Creguer said practising with “High and Tight” footballs , which cost about $150 each, reduced Northwood’s fumbles by 63 per cent last season. Many NFL position coaches got the lowdown on them at the scouting combine.

“It basically reinforces the proper hold by teaching the athlete to put their forearm to the panel, their panel to the chest and to compress the ball evenly with equal distribution of pressure, therefore creating basically a vice around the football, creating that muscle memory of what it feels like to have the ball secured to their body at all times,” Creguer said in a phone interview. Coaches have taught ball security for decades, but this technology adds another element. Creguer said Cowboys running backs coach Gary Brown texted him that he’ll use the beeping footballs as long as he’s working.

Simply grilled and topped with soft feta cheese and spicy chilli, it makes a quick, hot dinner or an excellent, chilled lunch the next day. Heat a frying pan or a grill pan with a bit of oil until medium hot, then add the zucchini. Fry quickly for about 2-3 minutes until the zucchini soften. 2.
