Like most kids with active imaginations, my boys had imaginary friends, but my girl also had a make-believe prior life. She spun wild tales about her former family in South Africa, where she lived in a pink house with her 13 brothers, 13 sisters and a mom who was really nice. One day, as we drove through town and she dictated to me from her car seat about her adventures, we passed a water tower. She asked what it was and I told her it held water. From then on, whenever we drove by the one on FM 3040 or the one off Bruton Orand, she’d say, “I used to swim in those—in South Africa.” I’m assuming with her really nice mom standing by, holding a towel and a cold beverage. When she got older, she asked more detailed questions—how much water is in there? (a lot!) how did it get there? (it was always there) and how does it come out? (through those pipes). I felt a little bad about my vague responses, so when I interviewed Ken Parr, director of public works for our town, I made certain to ask about the water towers. Be sure to read “The Heart of Flower Mound” on page 12 to find out his response and also learn how several departments contribute to our town’s success. If your calendar has some open dates, check out this month’s Arts & Culture department for some can’t-miss events coming to our area. And since wildflowers will be blooming at any minute, why not plan an adventure to see bluebonnets? Last year I traveled to Hill Country to tour some vineyards (and do a little tasting), explore an amazing cavern and take in the spectacular flowers. After reading Boarding Pass this month on page 45, I hope you consider traveling south for a fun getaway in charming Burnet County. As always, thanks for reading our magazine and, the next time you pass one of our water towers in town, don’t even think about going for a swim. I guarantee you Ken Parr would not approve.

COMMUNICATIONS The award-winning communications department endeavors to relay information to citizens in a timely, professional and creative manner. Whether you follow along on social media, subscribe to e-news or YouTube videos or download the town’s app, you can stay current on the latest information due to a hardworking team led by Molly Fox, communications director. “We always look for new ways to get the message across,” Fox says, “and we find social media the quickest way to reach people.” But for those who still like reading hard copy, never fear; the flier in your water bill isn’t going away. “We want to meet people where they are,” she adds. While the town of Flower Mound plans for a new town hall, one hopes the design includes a sizable trophy case. In 2016, the communications team took home numerous awards including seven first-place, four second-place and two third-place awards at the Texas Association of Telecommunications Officers and Advisors, the most of any municipality in Texas and a new record for Flower Mound; plus five first-place awards and one third-place award for video projects, annual report and social media at the Texas Association of Municipal Information Officers, another record for Flower Mound. “While it’s a huge honor to receive awards for our work, we remain focused on what is really important and that is to reach Flower Mound residents with information that is relevant to their lives,” Fox says. “We happen to do that well because our whole team is passionate and incredibly creative. Thankfully, we have the support of our administrative team and town council, who are equally passionate about making residents’ lives better.” Nationally, the team won first-, second- and third-place awards for video projects at the City-County Communications and Marketing Association, and also swept the Public Service Announcement category at the National Association of Telecommunications Officers and Advisors, bringing home first, second and third place in that category. option is to build a second location to better serve those on the west side of town. WHAT THEY ALREADY LOVE High on the list of brags this year was the opening of the Hound Mound dog park. “We knew that people wanted it, but there are often times more people at the dog park than any other park,” says Sims. “We have a lot of pride in how it turned out.” Shade structures over the seating areas will be erected this month. New playgrounds were installed in Staton Oak Park, Timber Creek Park and Shadow Ridge Park, which now have full A.D.A. accessibility. The Twin Coves RV park renovation project was delayed by the spring 2016 floods, however, it is scheduled to open in early summer with 18 high-end RV parking slips (equipped with full hookups), a playground, a disc golf course, 19 furnished cabins, fire pits and one of the longest boat ramps on fm STYLE Magazine

Grapevine Lake. The park will also provide two picnic pavilions, a combo kayak launch/fishing pier, a grass volleyball court, scenic overlook and access to beautiful nature trails. The parks department recently completed renovations at Rheudasil, Post Oak and Heritage Parks and is designing the new park at Canyon Falls. Also new was the stocking of trout to ponds at Rheudasil Park and the new pond at Heritage Park, curtesy of Texas Parks and Wildlife. “Not long after we stocked the ponds, I went by Heritage Park and people were fishing nearly shoulder to shoulder,” Sims says. “That really makes you feel like what you do adds value to the community.” Another gem in the town is the Senior Center. The Seniors in Motion program began at the CAC with about 67 participants and quickly outgrew the space. Now with a dedicated building on West Windsor Drive, the program has nearly 2,500 paid memberships. The annual $10 fee helps offset a portion of the cost of the program as well as determine how many people use the facility. “The Senior Center occupies a special place in my heart because it gives people a reason to get up, get out of the house and be around other people,” Sims says. In addition, caregivers are provided a much-needed break and can relax in an adjoining room while their friend or family member enjoys lunch, games, crafts or an outing. The building also offers computer access, a lending library, recreation—indoor and outdoor— and helpful programs such as money management and medical care. MAR 17 • 15


If the parks and recreation department sounds like a huge undertaking for just one director, it certainly is. “I have the best staff running our buildings and parks and maintaining the landscaping of over 40 miles of medians in town,” Sims says. Not to mention the special events that are held throughout the year. From movies in the park to the annual Easter Egg Hunt and Christmas Parade as well as the granddaddy of them all— the Independence Day Fest. Last year’s concert event featured the band Loverboy followed by fireworks and attracted a crowd of over 17,000 at Bakersfield Park. Take into account the scheduling of the number of athletic teams who use the practice and playing fields in town, and you get an idea of the scope of the coordination required to keep everyone active and happy. “Flower Mound has been blessed with the people who operate our youth sports programs,” Sims says. “It makes our job easier to be associated with people who are passionate about what they do.”

PUBLIC WORKS Like a reliable automobile or a dependable phone, a well-managed municipal infrastructure is something most people take for granted—until it malfunctions. Every day we wake up to running water, flushing toilets and streets that take us from home to school or work and back again. Keeping Flower Mound flowing falls under the skilled management of the Department of Public Works. Within that department are divisions that build, maintain and replace our streets, traffic signals and utilities. So every morning when we turn on a faucet, we should say a silent thank you to Kenneth Parr and the dedicated men and women who work to keep our town running smoothly. Since 2001, Parr has served as the executive director of Public Works, a department responsible for so much that we take for granted— traffic lights timed to maximize flow, sewage pipes planned ahead of new developments, water towers filled to maintain pressure throughout town. A key word every employee in Parr’s department has embraced is anticipation. PLANNING FOR PROGRESS “The main reason I took this job is I wanted to be in a town that was growing,” says Parr. Shortly after Parr settled into his role, Flower Mound’s population hit 50,000. Today this number is approaching 75,000. Before Parr came on board, he says Flower Mound had nearly reached the point of halting building permits; the infrastructure just wasn’t in place to support any new developments. “To stay a step ahead of the growth is the biggest challenge for every municipality,” he adds. “We have to get a six-lane 16 • MAR 17

Along with water pressure maintenance is the need for water conservation, a constant concern for Texas communities. Flower Mound’s water conservation ordinance is in effect from May 1 to October 1 and mandates no outdoor watering between 10 a.m. and 6 p.m. “We also encoura g e h o m e ow n e r s t o n o t water more than two or three times per week and to disable their automatic settings during cooler weather,” Parr says. “Only run your irrigation system when necessary.” The town also encourages citizens to be mindful of household water consumption and suggests installing l ow - f l ow a p p l i a n ce s a n d bathroom fixtures whenever building a home or replacing existing ones. Additionally, the department is exploring how non-potable can be used for irrigation. “The master plan for the west side of town includes using treated wastewater to irrigate common areas,” Parr says. Carried in a distinct purple pipe, the water is not safe to drink but more sanitary than creek water. “For every million gallons we use of wastewater to irrigate our landscape, that’s a million gallons of potable water we don’t have to use.” Want to get an inside look at our town’s wastewater treatment plant? SUMMER FUN SHOWCASE COMES TO THE LIBRARY Don’t miss this opportunity to plan your family’s summer fun on March 25. Businesses and organizations around town will be on hand to showcase their summertime offerings. Visit with representatives from camps, recreation centers and other places that offer programs and activities for youth when school is out. The showcase runs from 11 a.m. to 2 p.m. at the Flower Mound Public Library, so don’t miss it.

LOCAL ROTARY CLUB HOSTS ANNUAL FUNDRAISER The Rotary Club of Flower Mound hosted its 11th Vine and Dine fundraiser on January 28 at the Hilton Garden Inn in Lewisville. Guests were able to enjoy a wine stroll and sample many fine wines from around the world before a five-course meal and auction. Ten auction items were presented which included gift cards to local restaurants and trips to Italy, Bali, Boston, Napa and New Orleans. The Cork-Off drawing entitled the winner to choose any one of the auction items before the auction started. After dinner and the auction, participants enjoyed live music by Inside Out band and dancing. All proceeds raised will benefit the charities and civic service projects of the Rotary Club of Flower Mound and Rotary International. Since the first Vine and Dine in 2007, the club has given almost half a million dollars to over 30 causes, including the American Cancer Society, Big Brothers/Big Sisters, CASA of Denton County, Children’s Advocacy Center for Denton County, Christian Community Action, Habitat for Humanity, Lewisville ISD Education Foundation, PediPlace and the YMCA. Also included in this total is $40,000 in scholarships to local graduating seniors, over $10,000 to Rotary International’s End Polio Campaign, and over $71,000 to various international projects.

Participants must be 21 or older and have a ticket for the New Vintage Wine and Gallery Trail to receive wine, food and the souvenir wine glass. FLOWER MOUND TOPS BEST PLACE TO LIVE LIST … AGAIN! ApartmentList.com compiles data to help people make good decisions when it comes to choosing a place to live. The site released its latest findings on the top cities for families, with Flower Mound ranking number one in the nation. “Families look for different traits in the communities in which they choose to settle, and since they tend to have lower rates of mobility, the impact of their choices may be more enduring,” writes Chris Salviati, senior growth associate. Data collected over the past two years on over 500 cities was calculated based on a weighting of four factors that are of particular importance to families: safety, housing affordability, education quality and child friendliness. The top two cities in their rankings (Flower Mound and Frisco) are both part of the Metroplex; two additional Texas cities (Cedar Park and Pearland) also made the top 10. The remainder of the top 10 is made up primarily of smaller Midwestern cities, including suburbs of Indianapolis, Chicago, Detroit, and St. Louis. The only top ranked city not located in Texas or the Midwest is Franklin, TN, which is located in the Nashville metro.

ELITE CHEF EVENT DRAWS HUGE CROWD Over 160 people attended the Elite Chef competition recently at the Flower Mound Senior Center. Four chefs from local senior-related businesses competed in the event: Avanti Senior Living, Texas Health Presbyterian of Flower Mound, iCare Hospital and Pinewood Hills Independent Living. Each chef performed a cooking demonstration for the audience. Once the demonstration was finished, audience members each got a tasting portion of the dish prepared. After all of the chefs completed their demonstrations, the audience voted for their favorite. Santos Marines of iCare (pictured here in the red chef coat) won the competition and took home a trophy. The event was a fundraiser for the SIM Auxiliary, the 501c3 for the Seniors In Motion program, and raised nearly $3,000. GET READY, YOU RASCALLY RABBITS! The town’s annual Easter Egg Scramble returns to Jake’s Hilltop Park, 4975 Timber Creek Road, on April 8. LOCAL BAKER APPEARS ON NATIONAL TV SHOW Jenny Layne Murdoch Fallis, 31, a Flower Mound High School and Texas Tech grad, entrepreneur and the owner of Jenny Layne Bakery in Flower Mound, recently appeared on the TV show “Cake Hunters.” The show pits three bakers against one another to win the business of a client. In Fallis’ episode, the challenge was to come up with a cake design for Strokers Dallas’ owner Rick Fairless, for the bike shop’s 20th anniversary celebration. Jenny Layne Bakery received compensation for the work and, of course, national exposure when the episode aired February 1 on the Cooking Channel. Fallis and her team created the winning design chosen by Fairless for his party. “It was a tremendous opportunity and I’d love to do something like this again,” Fallis said. Early risers stop by as prompt as 7 a.m. for a beverage and quick bite after their morning workouts. The lunchtime masses pack the blond-wood tables for a nutritious midday meal and, in the evening, the place is abuzz with a happy hour crowd that spills onto the rooftop bar for chill music and chilled drinks. You might even catch a live DJ on the deck; the restaurant gets the good times and great beats going for big games, lunch buffets or simply because it’s Tuesday. We suggest calling ahead or checking the restaurant’s Facebook page to see what’s on tap. As for the cuisine, Press Café puts the focus on freshness and sustainability, serving up housemade items ranging from baked goods to the crave-worthy veggie burger that got the attention of Texas Monthly editors. For breakfast and brunch, patrons can fuel up on protein-packed dishes such as omelets and breakfast burritos, but the Banana Walnut Waffles stand apart on Press Café’s menu. Thick and fluffy scratch-made waffles are piled high with berry compote, vanilla créme fraîche, candied walnuts and, for good measure, a slice of thick-cut bacon. This dish is enough to stave off hunger for two days. For lunch or dinner, start things off with a hearty appetizer such as a charcuterie and cheese board or peel-and-eat shrimp. The Medi Dip is particularly enticing. Grab a piece of toast, celery, squash or a yellow or purple carrot, and dunk into this zesty duo of hummus and muhammara (a hot pepper dip). When you’re ready to sink your teeth into something substantial, a range of flavorful salads, sandwiches and house specialties abound. The Ancient Grain Rice Bowl (sautéed fresh veggies, farro, quinoa, green tea rice, avocado and spicy soy glaze) will be the best thing you eat all day. Pump up the protein by adding chicken, steak, scallops or shrimp for a few bucks more. Be sure to ask your server about the daily special—a different sandwich, pasta and fresh fish rotate on the menu. Press Café keeps the fun flowing with craft beer and many wines and cocktails under $10. All you need is a great spot on the patio to soak up spring’s glorious return. Order a cold drink, something tasty and enjoy the view. But hop to it before a freak winter blast spoils the fun.

When Gaurav and Shilpa Mishra moved to the DFW area from Germany last year, they noticed one distinct feature about the market: the absence of fine dining options featuring Indian food. “We decided to solve the curry crisis in Flower Mound,” Gaurav says. They opened Manchale (mon-sha-lay) in Parker Square a year ago this month followed by two more restaurants, India Haat in Addison and Cultural Catch Pan Asian Cuisine in Grapevine. These ambitious ventures were born from a desire to capture the market for upscale, locally owned eateries. Gaurav says Parker Square provided an ideal location for Manchale; it’s centrally located in Flower Mound with easy access from surrounding communities. Plus the view was phenomenal and competing venues were scarce. But in order for any restaurant to survive, the menu and service must be on point. This is where Manchale delivers. First of all, every dish is made from scratch featuring steamed, slow-cooked curries. “Royalty would cook this

way,” Gaurav says. “It is cumbersome and takes a couple of hours, but it’s worth it for the flavor.” Four signature dishes remain on the menu at all times: Hariyali Tikki, Nargisi Kofta, Saag Kofta Curry and Mango Halwa with Rabri. And seasonal offerings come and go. The restaurant’s name is derived from Hindi words that mean “cool character” and “follow your heart,” so the Mishra family wants guests to come to Manchale and leave their troubles at the door. The full bar boasts signature cocktails such as the Ginger Punch. Imagine a Moscow mule with vodka, Cointreau and triple sec, plus muddled raw ginger and mint. “We offer a lot of innovative cocktails and daily happy hours with special offers on appetizers and kabobs,” Gaurav says. The extensive lunch buffet overflows with 20 dishes, including a separate specialized dessert bar and Indian street food pans. It’s a great stop to make after shopping at the Flower Mound farmers market on Saturdays. For those times you’d like direct control over how your food is prepared, especially when eating unfamiliar cuisine, enter Manchale’s chef table concept. “The challenge has been for us to educate people on Indian food,” Gaurav says. “This way customers can have personal interactions with the chef as their meal is made.” In addition to live cooking, you can also enjoy live entertainment most Saturdays. And if planning a special event is on your calendar, Manchale wants to be part of your celebration. The restaurant’s private room seats up to 50, and the entire restaurant can accommodate up to 150, with an extra 20 seats on the patio. You can also count on Manchale for catering your event. So for dining in, carrying out, catering and celebrations, it’s Manchale all the way.

oday, more than 300,000 victims of human trafficking are in Texas, including almost 79,000 minors and youth victims of sex trafficking, according to a recent study by the Institute on Domestic Violence & Sexual Assault at the University of Texas at Austin School of Social Work. As the founder and executive director of 4theONE Foundation, a nonprofit organization dedicated to the location and rescue of missing and exploited teens, Dennis Ozment is committed to saving teens from potentially horrific fates.

OUR ORGANIZATION IS DEDICATED TO: fighting sex trafficking by assisting families and law enforcement in the location and rescue of missing, runaway and exploited teens. 4theONE leverages technology and volunteers trained in advanced investigative techniques to assist the search efforts led by law enforcement and families of missing teens. In addition, 4theONE has a special team dedicated to identifying, investigating and reporting active sex trafficking rings in North Texas. THE INSPIRATION BEHIND MY LIFE’S WORK IS: Jesus Christ. He chased after me as many times as it took to change my heart and bring me to a place of freedom in Him. I choose to do the same for missing and runaway teens. They don’t always make the best decisions, but neither did I. They tend to choose to run back into bad and potentially dangerous situations, and so did I. Christ didn’t give up on me and I try to never give up on them. PEOPLE TYPICALLY THINK WE: go all vigilante, kicking down doors and physically grabbing kids out of brothels and hotel rooms. We definitely do not. Our team’s highest priorities are the safety of all involved and obeying the law. We coordinate our efforts with law enforcement and investigate from a safe distance. Once we locate a missing teen, we call the authorities. They are trained to safely handle any situation. We are here to assist their search efforts with additional specialized manpower and technology. PEOPLE MIGHT BE SURPRISE TO KNOW: I’m a licensed private investigator and own Allegiant Investigations. Prior to founding 4theONE Foundation, I served as a crisis

management consultant and interim director of development for Community Action Council, a nonprofit agency focused on domestic violence and poverty issues. I’m a licensed minister and worked with disadvantaged youth and prison inmates. I AM MOST PASSIONATE ABOUT: seeing people live to their full potential in both who they are and what they are gifted to accomplish. This is partially what fuels my drive to find missing and runaway teens. NOT-WOOD HARDWOOD If wood floors won’t work in your home, you can still enjoy the look of wood with tile or laminate that closely resembles the real deal.
