On the Cover... On our cover we have friends posing for a photo, and friendship is just one of the things our members will find at the upcoming annual convention in January 2022. In addition to the fellowship, there will be top-notch continuing education in all fields of veterinary medicine, practice management and soft skills. Let’s not forget about the fun events like the Foundation’s Drawing and Silent Auction on Friday plus the Exhibit Hall Party on Saturday. Last year was difficult for all of us and the MVMA is very happy to “Welcome Back” our members to an in-person event as we move forward into a new year.

From the President It is hard to imagine that we are still dealing with all of the changes that have occurred over the last year and a half. We have so Marcy Hammerle, DVM much to be proud of. We have dealt with closed practices, the question of “are we essential?” (We definitely are!). We have learned how to do in-person visits, curbside visits and drop-offs. Our entire business model has had to change and adjust. Everyone has had to roll with change. No matter what your role in the industry, this has been a roller coaster for sure. From professors to industry to research and inspectors, no one has been exempt from the effect.
I think all of this shows the strength and resilience of those of us in the veterinary profession. I am more proud than ever to be part of it. The MVMA has continued to work hard to support our member veterinarians. We continue to provide guidance on all of the topics that are affecting us. We are currently working on publishing a pricing guide for our state and are having conversations to help structure the role of credentialed support staff in our practices. We continue to have discussions on diversity in the profession and better ways to serve all of our members. We have met with local authorities to discuss local government influence on the practice of veterinary medicine. These are all huge topics that affect
all of us and we are doing our best to advocate for all of you. Our legislative committee continues to monitor any changes in legislation that could affect our profession and they are always working with our allied professions and our legislators to craft laws that benefit us and the animals we serve. We are SO hopeful that we will be able to have an in-person meeting this year. That is our current plan and it is going to be a great one. We miss seeing everyone and can’t wait to see you all there. From the Secretary-Treasurer She Was A Good Dog In 2017, this column was “written” by my Pembrooke Welsh Corgi, Bella. I ran across the Quarterly Shelia Taylor, DVM from that fall as I was cleaning out my office. This cleaning effort has been an ongoing chore for several years, but this summer I was determined to get rid of stuff. It has been almost 30 years since I graduated from MU, and it was time to clean out the outdated books and (can you believe I still had these) notes from Vet school classes. Purging books and notes was cathartic. The nice thing was that most of these articles went to Purina so that they can further serve as cat litter! So they are still serving in the veterinary community.

But then, in June, my 13 year old diabetic Corgi who also had renal disease told me it was that time. What was I going to do without her? We did blood work and it was not pretty, but I thought that maybe with some fluids, she might improve. She didn’t. My colleague called me and told me that she had become comatose while they had been placing the IV catheter and I took off across town. Once there, Bella, had awakened, but I knew it was time. She slipped quietly across the rainbow bridge and I grieved. Now I know that you all have been in my shoes at some point. This dog had seen me through the death of both parents and a worldwide pandemic. I shared with my family and close friends that I had lost Bella. In all the condolences, one of my best friends (whom has had many animals that I have taken care of in the past) texted me back and said, “She was a good dog.”
Why do we do what we do in veterinary medicine? Is it just a job? Is it to just make money? (I hear many of you now laughing.) Or is it because we have a passion? A passion for our patients, our clients, our communities, our own animals and even ourselves. I believe that it is the latter. So let me encourage each of you during these trying times in our world to keep that passion and if that passion has slipped away, take time to find it once again. Hopefully, (all fingers and toes crossed) we will be back together this coming January in Columbia. I don’t know about you, but I am ready to see everyone once again face to face. MVMA PEOPLE & EVENTS MVMA Welcomes Back Members to 130th Annual Convention T he MVMA Convention Planning Committee is welcoming back members and inviting them to move forward with the best veterinary education and latest innovations to this year’s 130th MVMA Annual Convention. This year’s meeting will be held January 27-30 at the Holiday Inn Executive Center, Columbia, Mo. The convention will offer our members, their families, students and practice staff a weekend of the best in education, friendship and fun. As in past years, you can build your own program. The convention will offer an option to register for any day or days you want to attend, or register for the entire fourday event. You attend the days you want to attend. Thursday seminars include a variety of topics including Small Animal Theriogenolog, Topical Therapy in Veterinary Dermatology, Updates on Management of Canine Atopic Dermatitis, Feline Dermatology Updates, Cutaneous Scaling Disorders, Cutaneous Manifestation of Systemic Diseases, etc. In addition, there is Missouri Stocker/Feeder Quality Assurance Certification and the MVMA Academy Mini-Topics Seminar packed with short, informative presentations on a variety of subjects. In addition to the seminars mentioned, Thursday includes committee meetings, and meetings of the MVMA Executive Board and the Foundation Board. Full registration encompasses 24 contiguous CE hours (includes Thursday sessions) across multiple tracks covering companion animal, food animal, equine, soft skills, special interest, practice management and labs. See the schedule of continuing education programs included in the convention registration booklet. Again this year... The registration booklet will be mailed inside the winter issue of the Missouri Veterinary Quarterly Magazine in November. Online convention information and online registration coming soon at movmaconvention.com At the convention, don’t forget to drop by the Exhibit Hall where over 60 vendors will show you the latest innovations and programs in veterinary medicine, and a chance of winning one or more of many door prizes. Win or lose, you don’t want to miss the fun and excitement at the Foundation Reception and Drawing. Admission is free to all (no purchase required) but Silent Auction and 50/50 participation is appreciated. Hors d’oeuvres will be served. Be sure to purchase your ticket for a chance to win $10,000 and many other cash prizes. Tickets are $100 and can be purchased through the registration form, on our website or by calling the office at 573-636-8737. You need not be present to win. The drawing will take place during the Reception. Support your Foundation by purchasing a ticket. Purchase a ticket by December 15 to be eligible for the Early Bird Drawing. During the same evening, the Foundation also holds a silent auction. If you have items you wish to donate for this auction, it would be very much appreciated. Something special: On Saturday, MU-CVM recent graduates are invited to a reception/ forum to network and share experiences with each other. Later on Saturday, DVM students are invited to gather for a mixer to share ideas and thoughts. The MVMA holds its Annual General Membership Meeting and Breakfast on Saturday morning with additional continuing education workshops throughout the day. For Veterinary Technicians and Practice Staff: Throughout the weekend, veterinary technicians will have the ability to attend the same continuing education sessions as veterinarians. Also, a technician/practice staff reception is planned for Saturday.

On Friday, you’ll want to attend the Veterinary Business Management Association/MVMA Speed Networking event where CVM students and practicing veterinarians pair up for round-robin style interview sessions. Students move from table to table in this timed event. A fun and informative event for everyone. Because many fourth-year students already have postgraduation employment commitments, the event is geared to first, second and third year students seeking mentorship, preceptorships, and contacts for future post-graduation employment. The MVMA welcomes Michael Blackwell, DVM, MPH for presentations at the General Membership Session Saturday morning and lectures during the day. Dr. Blackwell currently serves as the Director of the Program for Pet Health Equity at the University Michael Blackwell, DVM of Tennessee. His mission is to improve access to veterinary care, especially for families with limited means. Previous to this position, Dr. Blackwell served as: Dean, College of Veterinary Medicine, University of Tennessee; Chief of Staff, Office of the Surgeon General of the United States; Deputy Director, Center for Veterinary Medicine, Food and Drug Administration and Chief Veterinary Officer, U.S. Public Health Service. During 23 years on active duty with the U.S. Public Health Service, he achieved the rank of Assistant Surgeon General/Rear Admiral. Dr. Blackwell has received numerous awards and recognitions, including the Distinguished Service Medal, Meritorious Service Medal, two Surgeon General’s Exemplary Service Medals. He is the 2020 recipient of the Avanzino Leadership Award and the 2021 Senator John Melcher, DVM Leadership in Public Policy awardee. Again this year, Saturday evening will feature a new format to maximize exposure to the MVMA Awards presentation. There is no charge to attend the awards ceremony that will be presented after the reception. A dinner is available (ticket required) following the awards presentation at 7 p.m. for all members who wish to take that opportunity to share fellowship with family, friends and colleagues over a meal. Sunday continues with the MVMA/MU-CVM Breakfast With the College and another half-day of lectures. The MVMA hopes this weekend helps you explore new possibilities in your profession with events planned to bring the best of veterinary medicine for our members with entertainment venues for your enjoyment. Richard Antweiler Receives 2021 VMAE National Executive of the Year Award

Richard Antweiler, Senior Executive Director of the Missouri Veterinary Medical Association, was awarded the Executive of the Year award by the Veterinary Medical Association Executives (VMAE). This national award was presented Tuesday, July 20, 2021.
Veterinarians teamed up with Cole County firefighters and spent the day practicing basic rescue techniques & learning how to build a successful rescue team. The MVMA and MoVVC were honored to have Dr. Rebecca (Gimenez) Husted as our featured speaker. Many thanks to Alan Braun and the Cole County firefighters who worked with us. They were amazing participants! And special thanks to our veterinarian instructors, Drs. Bill Jones, John Fortman and Mieke Schotte who taught the hands-on practical exercises in the afternoon session. This was a complex event to organize, so special thanks also goes out to MVMA staff, Julie Braun and Brette Henderson. It was an awesome day of education for everyone!
The Executive of the Year award is the highest honor VMAE can give to the CEO of a state or allied veterinary medical association. It recognizes the outstanding accomplishments of a leader respected by their members as well as by their peers and veterinary leaders nationwide. Recipients exemplify the very best in association management. Antweiler has played an active role in veterinary association management and leadership on both the state and national levels over the last 21 years. The MVMA Board of Governors and MVMA Staff nominated Richard for this prestigious award earlier this year.
MVMA/MVMF Invited to Place Item in Missouri Bicentennial Time Capsule Core lesson for the training: “It is not the EXTRICATION ITSELF that is the most important part of Large Animal Rescue training or response – it is the scene management, safety attitudes and ability to BUILD A TEAM on scene to solve the problem that is MOST EFFECTIVE in setting yourself up for success” (Tomas Gimenez, DVM, 2004).
The association and foundation placed a letter from Dr. Marcy Hammerle, MVMA president and Dr. Roger Dozier, MVMF Museum director along with photographs of an early 1900s scapel and a modern-day laser scapel in the Missouri Bicentennial Time capsule on August 27, 2021. A project of the Saint Louis Ambassadors and the State Historical Society of Missouri, the Missouri Bicentennial Time Capsule contains items to represent the past, present, and future of Missouri organizations, institutions, businesses, and local and state government agencies. The time capsule was sealed at an event in St. Louis hosted by Saint Louis Ambassadors. The time capsule is being housed at the State Historical Society of Missouri until August 10, 2046, when it will be re-opened and shared with the public. 5

We’re Back at the Fair! T
he Missouri State Fair did not disappoint! With a full schedule of veterinary volunteers, we greeted, laughed, and discussed a multitude of topics with fair-goers August 12-22 in Sedalia, Mo.
Over 40 members donated a day of their time reaching out to the public with information about the MVMA, answers to questions about pets, and good conversation. Our volunteers were kept quite busy throughout the event visiting with fair-goers and spreading the word about good health care for their animals. This year, the MVMA combined its booth with the MU College of Veterinary Medicine. Volunteers greeted booth visitors, answered a myriad of questions, and handed out bookmarks and brochures on MVMA programs and information on pet health and welfare. Emphasis was also made on the MVMA’s Missouri Stocker/Feeder Quality Assurance Programs and the Missouri Veterinary Medical Foundation’s Animal Archives of Missouri and museum.

Continuing Education and License Renewal In response to many questions and the recent continuing education audit, the Missouri Veterinary Medical Board is providing the following information to ensure that Missouri veterinarians are in compliance with the minimum standards for continuing education and license renewal. If you have any questions about the requirements for continuing education, please contact the Board office via email (vets@pr.mo.gov) or by phone at (573) 751-0031.
“All licensees were required to obtain the required hours of continuing education for 2020 and are required to obtain the required hours of continuing education for 2021. These hours can be obtained by any combination of live programs, webinars, electronic, computer or interactive material that is prepared or sponsored by any of the organizations defined in 20 CSR 2270-4.042 (8). Hourly limits for credits for non-scientific and publications, etc. remain in place (see 20 CSR 2270-4.042 (7)). If a veterinarian or veterinary technician is unable to obtain the required CE hours for 2021, they will need to request a waiver from the Board prior to renewal of their license. Violation of any provision of this rule shall be grounds for discipline in accordance with section 340.264, RSMo.”

Dr. José Arce New President of AVMA The American Veterinary Medical Association elected a new team of volunteer leaders at its 2021 Annual Convention, including the first Latino and first native of Puerto Rico to lead the 97,000-member AVMA. Dr. José V. Arce, a veterinarian practicing in San Juan, Puerto Rico, began his oneyear term as president of the American Veterinary Medical Association on July 31st.

“Veterinary medicine has provided me with many opportunities to meet veterinarians from all corners of the world,” Dr. Arce said. “Being elected AVMA president is an honor that comes with responsibilities. As president, I will continue to listen to our members’ concerns. I am committed to working with our leadership, our volunteers and AVMA staff to optimize the way we serve our members” Dr. Arce received a Bachelor of Science degree in animal science from Louisiana State University and a Doctor of Veterinary Medicine degree from the LSU School of Veterinary Medicine in 1997. After completing an internship in small animal medicine, surgery, and emergency treatment at Rowley Memorial Animal Hospital in Springfield, MA, he moved back to Puerto Rico in 1998.

July 29-30, 2021 Your MVMA, delegates to the AVMA met along with the representatives of 52 Jurisdictions and 18 Allied Groups for a blended online / in person meeting in Chicago over 2 days to conduct the governance business of the AVMA.
• Resolution # 9 regarding rules for AVMA elections was adopted. • Resolution # 10 regarding policy on compounding medications was referred back to the BoD and Council on Biologic and Therapeutic Agents.
Your association is now over 97,000 members strong. It remains fiscally sound and continues to protect the profession and promote and expand member benefits. The governmental relations division was successful in keeping the FtPOA (Wal-Mart Rx bill) from being introduced in Congress for the first time in several years. Our Trust reported on new member / clinic staff benefits in the form of Retirement Plans and a Small-Group Employee Benefits Program. Another new benefit recently introduced is no-exam, expidited issuance of Term Life Insurance of up to $500K of coverage. In addition the office of the Vice President announced a new educator outreach with the creation of a digital Community with a topic driven speaker series available to veterinary medicine educators.

We all understand this is our profession. What we need to also realize is that it is up to us to decide who will “own” our profession. Will it be us, or will it be PETA, HUSUS or some other group. The AVMA PAC and the AVMA GRD work to educate legislators regarding issues, policies and legislation which impacts animal welfare and the practice of veterinary medicine. The AVMA PAC update clearly showed the year of Covid had a tremendous negative impact on PAC funding, If every AVMA member gave $10 the AVMA could have a tremendous impact. Currently the average is only $2 per member. Let’s be the ones that own our profession. Please consider joining me in supporting the AVMA PAC at pac.avma.org

In other business the House of Delegates addressed the 2021 resolutions #8 through #16. W
hile the delta and lambda variants of SARS-CoV-2 continue to challenge us, we also see hints of postpandemic normalcy with the return of some in-person meetings, reopened retail establishments, and get-togethers with extended family and friends. Despite these positive signs of recovery, many of us in the veterinary profession are still reeling, professionally and personally, from the pandemic’s effects on our practices, patients, and clients.
Stress continues to run high, and our teams are feeling overworked and overwhelmed. Our practices aren’t running in quite the same way as before the pandemic. New workflows, operating procedures, and safety protocols have been implemented. Many hospitals are operating with fewer team members and dealing with higher turnover. Emergency clinics appear to be having an especially difficult time remaining fully staffed as they are inundated with a continuous stream of patients—both urgent and nonurgent cases. Pet owners, too, are feeling the crunch. They’re having to wait longer to get appointments and to be seen for emergencies. To determine where we go from here, it’s crucial to let the data inform us. Where is this busyness coming from? Is it an aftereffect of the pet adoption boom suggested to have occurred during the pandemic? Are our teams truly seeing more patients than ever before? The stress and pressure veterinary professionals are dealing with today are both real and prevalent. While the increase in demand for veterinary care that many practices have experienced is a part of the challenge, impacts to productivity and issues of staff turnover make the situation even more difficult and complex. By taking a data-informed view that evaluates the national veterinary experience, we can be confident that the right steps are taken to successfully navigate the challenges confronting the veterinary profession. While you take steps to leverage technology, foster talent, and support your teams, the AVMA is committed to supporting you and your practice in the best ways possible.
Work is ongoing to answer these questions. And yet we also recognize that veterinary practices need approaches they can implement today to address the challenges they face. There are solution-oriented strategies in the short term that can help our practices manage today’s turbulence. It comes down to the following three things: technology, talent, and teams. • Technology: You can leverage technology to automate and streamline management and administrative processes within the practice, such as inventory control, vendor management and purchasing, accounting and financial standardization, and more. There are many digital solutions out there that can help make practice workflows more efficient (e.g., VetSuccess, AVMA Direct Connect, VitusVet). And don’t forget tools of telehealth. They support workflow and practice efficiency and provide opportunities for better client communication and care continuity. • Talent: By focusing on fostering talent, you can empower employees to perform the full range of work they’ve been trained and are qualified to do. This means offloading nonmedical tasks—such as entering data, coordinating appointments, answering phones, and record keeping—from clinical staff to nonclinical staff. Credentialed veterinary technicians, for example, should be spending less time answering phones and cleaning examination rooms, and more time administering vaccines and assisting with preoperative preparation and surgery. Look at the entire health care team to identify and tap the skills, strengths, capabilities, and passions of each team member. • Teams: We need to support our teams by creating inclusive, healthy workplaces that nurture individual and workplace wellbeing. We can start by honing our individual leadership abilities. A recent study of human medical practices showed a strong relationship between leadership 13

Is Your Bucket Empty? F
all in MIssouri is my favorite time of the year. The leaves turning and weather cooling is truly beautiful. It’s also a time when we can appreciate all the diversity within veterinary medicine in Missouri.
Fall is traditionally a time in small animal practices where business eases up a bit as families get their kids back to school. In production and large animal practices things are just really getting busy. I think this juxtaposition is what makes practicing in Missouri so unique. The fall and this new ”slow down” or “speed up” in business offers a perfect opportunity to reflect on our practice’s wellness efforts. These last 18 months have been challenging and veterinarians have been called upon in unprecedented ways. From public health, to food supply protection, to research, to vaccine development, and to the incredible boom in the demand for companion animal care services: veterinarians have been stretched. As always our profession is made of resilient, creative problem solvers who rise to the occasion. Perhaps you are feeling tired, burnt out, or you’re noticing your staff is tired, or the staff is dwindling to a skeleton crew. Now is a great time to reflect on personal and team centered wellness. The pathway to healthy veterinary businesses is healthy veterinary professionals. Are you taking good care of yourself? Are you an example your staff can learn from? Is your bucket empty? Or leaking? Now is the time to refocus so that more of us can thrive instead of just survive. Recently an ever growing number of client complaints and aggressive client interactions has been reported in many customer service related industries. Veterinary medicine and flight crews being among the top professionals who have responded to national surveys with a 4-5 fold increase in aggressive client interactions. This will fuel burn out, staff turnover, and financial losses. Does your practice have a plan in place to mitigate the risk and turn them into opportunities? I’ll share a few ideas I have heard from teams in the trenches. Many practices have initiated a client conduct agreement 15
which new clients are asked to sign. This agreement dictates that the client veterinary relationship is one of mutual respect and communication. Setting boundaries clearly may help the entire staff cope with these challenges. Other clinics have instituted a no tolerance policy for threatening statements or actions, including those on social media. One clinic shared with me they are debriefing once a week their challenging client conversations. They are teaching better communication and coping skills in real time. This level of communication review and rehearsal is what sets a successful practice apart from a superstar practice. One small suburban area shared with me practice managers got together and exchanged ideas and struggles: They then rallied together to work not as competitors, (there seems to be more than enough business for most of us), but as partners: leveraging the abilities of all the clinics to share the load and allow each clinic to close for a weekend and let staff have extra time away. We must all “Walk the walk”. We cannot pour from an empty or damaged bucket. Encouraging wellness behaviors in staff members may help slow the rapid exodus in paraprofessionals and help recruit new ones. Ideas shared with me include: offering discounted gym memberships, yoga coupons, coupons for meal delivery etc. Encouraging days off be really “off”, making exercise, rest, eating right, and staying hydrated priorities. I mean who among us hasn’t had a day when we didn’t stop to eat, drink, or go to the bathroom. What if we changed this paradigm a little? This used to be a badge of honor we wore proudly: perhaps if we honored being truly healthy and happy we could make that our new normal? Take some time this fall too, in the words of my mentor Dr. Fred Bendick, “ Sharpen your axe”. Refocus on your well being and that of your staff. Reach out to classmates and colleagues. Share ideas, share experiences, share support. We may be a small profession, but we are powerful beyond measure when we work together.

Clinics Encouraged to Consider Donating Pet Oxygen Masks to Local Fire Departments
The Pet Oxygen Mask Project, an initiative of the MVMA Animal Welfare Committee in cooperation Dr. Michael Opsomer, Springfield, Mo. sent in this with the MVMA Emergency photo of the oxygen masks in use by firefighters. Management and Public Health Committee and the MVMA Missouri Volunteer Veterinary Corps, is working towards equipping Missouri fire trucks with pet oxygen masks. To start off the initiative, the Missouri Veterinary Medical Association presented the Boone County Fire District with 10 Pet Oxygen Masks on Monday, August 10, 2015. The presentation was held at the Boone County Fire Protection District Headquarters in Columbia, MO. Two local television stations covered the event.
Kits include three sizes of masks and cost $120/kit.
Equipping fire trucks with pet oxygen masks will give firefighters the proper equipment they would need when trying to revive a pet that has suffered from smoke inhalation. For added public relations benefit, arrange a time with your local news outlet to make a presentation. These kits have saved many lives when they were available. These oxygen masks were underwritten by the MVMA as a pilot project to develop a model for local veterinary clinics to replicate this project in communities throughout Missouri.

USDA Announces Proposed Framework for Surveillance of SARS-CoV-2 and Other Emerging Zoonotic Diseases The U.S. Department of Agriculture is dedicating $300 million in American Rescue Plan Act funding to conduct surveillance for SARS-CoV-2 and other emerging and zoonotic diseases in susceptible animals and build an early warning system to alert public health partners to potential threats so they can take steps sooner to prevent or limit the next global pandemic. USDA’s Animal and Plant Health Inspection Service (APHIS) is the lead agency responsible for implementing the early warning system and is inviting public comment on a Strategic Framework that outlines how the Agency will focus its efforts to prevent, detect, investigate and respond to SARS-CoV-2, the virus that causes COVID-19, as well as other emerging and zoonotic diseases that could pose a threat to both people and animals. “Up to 75 percent of emerging infectious diseases in humans can also impact the health of animals—we’ve seen this link firsthand with COVID-19,” said Agriculture Secretary Tom Vilsack. “Thanks to the American Rescue Plan, we have a unique opportunity to improve our understanding of disease susceptibility and transmission and build a comprehensive, data-driven system that promotes collaboration among the many experts working to protect the health of livestock, wildlife, people and pets. These meaningful changes will pay long-term dividends for the entire One Health community, as we all work together to achieve the best outcomes for people, animals and plants in a shared environment.” APHIS’ Strategic Framework (PDF, 386 KB) uses the One Health approach, which embraces the idea that complex problems that affect the health of humans, animals, and the environment are best solved through improved communication, cooperation, and collaboration across disciplines and sectors. APHIS’ immediate focus will be on expanding surveillance for SARS-CoV-2 to a wider range of animal species (including domestic species and wild animals), increasing diagnostic testing capability and capacity and conducting multisectoral investigations of new animal detections and exposures. Establishing an early warning system that will help protect both people and animals from future disease threats will 20
require a multi-year effort. USDA will build upon its existing infrastructure to implement a risk-based, comprehensive, integrated disease monitoring and surveillance system domestically, and enhance collaborations with national, regional, and global partners to build additional capacity for zoonotic disease surveillance and prevention using a One Health approach. This holistic approach will benefit all of animal agriculture and the wildlife community by expanding our ability to collect surveillance data and increase our diagnostic and epidemiologic capacity, which will better enable us to rapidly detect and respond to new disease threats and provide early warning intelligence to our public health partners. The Strategic Framework builds on APHIS’ proven expertise responding to and eradicating foreign animal disease outbreaks, such as the large-scale U.S. outbreak of highly pathogenic avian influenza in 2015. By leveraging that expertise and strengthening partnerships with the Centers for Disease Control and Prevention and others in the One Health community, APHIS can expand the federal government’s readiness and ability to respond to emerging and zoonotic diseases as needed. This investment under the American Rescue Plan will ultimately help prevent and minimize the negative impacts of COVID-19 and other emerging and zoonotic diseases on animal health, the economy, public health and food security. The Strategic Framework provides additional details and is available on the APHIS website. The Agency will also be hosting a series of webinars to give interested stakeholders the opportunity to learn more about the framework and ask questions before submitting written comments.
The 45-day public comment period closes on October 8, 2021. Interested stakeholders can submit written comments via Regulations.gov. Comments will be reviewed in accordance with Agency posting guidelines and will be viewable on Regulations.gov. APHIS will review all written comments, incorporate feedback as appropriate and share the final framework, which will serve as our roadmap for implementation.

How do we keep up with demand? We are hearing from numerous clients that they are reaching capacity with the number of doctor hours they have available. Does this sound like you too? Many hospitals are no longer taking new clients, not because they donʼt want to help, but they simply canʼt. Our industry is experiencing a shortage of doctors or at least available doctor hours. Why is this happening? 1. Many doctors of the baby boomer generation are retiring and exiting the workforce right now. 2. The retiring doctors didnʼt think twice about working 50-70 hours per week. During their careers they were likely the sole income producers for their families while their spouses stayed home to take care of the children and household needs. Times have changed. Now we have dual income households. Compared to the older generations, the younger generations choose to spend more hours on living vs working. Many of them opt to work 30-40 hour weeks, much less than the generation before them. It is not that one generation is right, and another is wrong, it is simply that they are different. 3. The population of household pets has increased during the COVID situation dramatically increasing patients at our veterinary hospitals. Now, a new issue is beginning to surface. Not only are we hearing clients say they are short doctors, but also hear that some are facing challenges to find support staff members. Basic economics tell us that when demand exceeds supply, prices increase. The demand for hiring doctors and staff is high which correlates to employees demanding higher compensation. We are seeing some incredible compensation packages being offered. The point I want to make clear is that the demand for veterinary services is also very high. This means fees for services should also be increasing. Are you increasing your fees? If your labor costs are going up, you will need to increase your fees in order to remain profitable. When we complete valuations for our clients, we coach them on how their expenses are lining up with industry benchmarks and point out areas of opportunity. How to Choose a Puppy.

MVMA member veterinarians care very much about the welfare of dogs in breeding facilities in our state. We have devoted our lives to the treatment of animals and the prevention of suffering and pain. We oppose unlicensed, unregulated puppy breeders (puppy mills) in Missouri. Though great progress has been made, we
continue to encourage high standards to ensure happy, healthy puppies can be provided to individuals and families seeking companionship. Cases of neglect and bad conditions have come mainly from unlicensed breeders who are not overseen by state inspection. You can do your part to help decrease the demand for dogs raised by unlicensed breeders. Here’s how....
How To Choose A Puppy
1. A great way to pick a puppy is to go to a reputable, licensed animal shelter or rescue group. Not only are you going to get a great beloved family pet, but you are also helping to reduce the burden of unwanted pets. This is a win-win situation! Most local shelters keep a list of other area shelters and rescue groups, allowing you to find the right pet for your family even if that shelter doesn’t have what you are looking for. 2. If you decide to purchase a puppy from a responsible and licensed breeder, make sure you do your homework. If you locate a breeder through a website, do not send money without speaking to the breeder, asking to see proof of a Missouri dog breeding license, and checking references first. 3. Don’t be fooled by a well-designed website, as unscrupulous scammers will often create a professional looking, but fraudulent website designed to lure the potential puppy buyer in with cute puppy pictures. 4. If a free puppy sounds too good to be true, it usually is. 5. Once you select a breeder, screen the breeder. Ask to see at least one of the parents (the dam or the sire) of your puppy. See how the dogs in your breeder’s home interact with your breeder. Are they friendly and outgoing, or do they shy away?

6. Ask to see the environment where the puppies are housed. Is it clean? How does it smell? Are the puppies crowded? Do they have access to food and water? Do they have adequate shelter from bad weather? 7. Evaluate the puppies’ health. Do they appear happy and active? Do they have discharge coming from their eyes or nose? Do they have diarrhea? Can the breeder provide you with a medical record that indicates an exam was performed by a veterinarian and the dates and names of de-worming medications and vaccinations administered? 8. The responsible breeder will be screening you, too, looking for the best home for each puppy. 9. If you prefer a puppy from a reputable pet store, don’t buy on impulse. Call the local pet store to learn of the origin of the puppies prior to ever visiting the store. Ask for specifics such as the location and phone number of the kennel(s) or broker(s) used. Is the kennel(s) licensed and inspected? Follow the same guidelines for evaluating the environment/health of the puppy at the pet store. If the store representative cannot answer your questions to your satisfaction, you may want to look elsewhere for your new puppy. 10. Take your new puppy to a veterinarian as soon as possible to determine if it is healthy or not.

Veterinary Honor Roll Inducts Four New Members The Missouri Veterinary Medical Foundation (MVMF) has announced the induction for four new members into the Veterinary Honor Roll of Missouri. On August 28, 2021 a ceremony was held at the Foundation’s Museum in Jefferson City, Mo. to honor Drs. Evelyn Bock, Roger Borgmeyer, Frank McLaughlin and John Walker. Dr. Evelyn Bock owner/ practitioner at Southwick Veterinary Hospital, St. Louis, Mo. She graduated from Kansas State University College of Veterinary Medicine in 1968. MVMA’s Quality Assurance Program What Is the Missouri Stocker/Feeder Quality Assurance Program? The Missouri Stocker Feeder Quality Assurance Program is designed to meet the quality improvement and pre-conditioning needs of producers, feeders, and consumers. This program educates participants in immunology, animal well-being and the economics of disease. Participation in the program increases producer accountability for quality and safety of the product they sell.
How Does the Program Work? Veterinarians and producers must be certified. Veterinarians are certified by MVMA MSFQAP Committee members. Producers are certified by their veterinarian. Veterinarians and producers learn how they can influence carcass quality and consumer confidence by monitoring where and when injections are administered. Once certified, the producer may participate in the program at one of three levels (white, red or blue tag). The three-level approach allows all producers the opportunity to match their level of management and facilities to the level of participation.
Level 1: Show-Me Select (White Tag) • Participating veterinarians and producers must be certified. • Calves must be properly identified with an approved ear tag. Tag numbers will be listed on an approved certificate. • External and internal parasite control is adminis- tered. • Calves will be dehorned and healed. Calves will also be castrated with a knife and healed or verified to be steers. • Vaccinations: 7-way clostridial, IBR, BVD, PI3,
BRSV, Mannheimia haemolytica with leukotoxoid, (Histophilus is optional.) • Cattle must be born on the producer’s farm. A range of birthdates or the birthdate of the oldest calf in the group must be recorded. • Bull in and out dates will be provided. • Individual calf treatments will be recorded to include date, product, dosage, route of administra- tion and injection site. • Vaccinations must be given no younger than four months of age and at least 21 days before sale.
Level 2: Show-Me Superior (Red Tag) • Weaned 45 days before offering for sale. • Meet Level 1 requirements - NOTE: Initial vac- cinations may be given at an age determined by an attending veterinarian. • In addition, a second round of vaccinations must be given using the following guidelines: • A 7-way clostridial as well as a modified live vaccine containing IBR, PI3, BVD and BRSV must be administer- ed; • Histophilus somni is optional; • Only one dose of Manheimia heamolytica is required if that dose is administered to calves 5 months of age or older; • The time frame between initial and second vaccinations must be a minimum of 21 days and all vaccinations must be completed at least seven days prior to sale; • If a veterinarian determines initial vaccinations should be given to calves less than 4 months of age then second vaccinations must not occur until calves are 5 months of age or older.
Level 3: Show-Me Supreme (Blue Tag) • Meet Level 1 and Level 2 requirements. • All cattle must be tested and be negative for persistent BVD infection. • Genetic information is optional.

Families, friends, clients and colleagues can now honor a veterinarian for their admirable life’s work. It’s easy! Contact a few other interested persons to honor the veterinarian of your choice. If you like, the MVMF office can help you with a letter writing campaign. Or you may simply wish to contribute the $500.00 minimum donation to honor the veterinarian you choose. Call 573-636-8737 for information. The Honoree’s picture and name will be placed on the Veterinary Honor Roll display in the MVMF’s Veterinary Museum. They receive a recognition plaque at an induction ceremony at the Foundation’s Museum, and their biography will be archived in the museum’s historical records. Sponsoring an outstanding veterinarian to the Veterinary Honor Roll is a special way to support the Missouri Veterinary Medical Foundation and its programs and at the same time show your appreciation for a special veterinarian. Your donation is 100% tax deductible. The nominee must meet these guidelines: 1) Has held a Doctor of Veterinary Medicine degree for at least 10 years. 2) Is an MVMA member or has held appropriate membership throughout their career. 3) Has demonstrated leadership in their community and/or profession. 4) Must be sponsored by a current MVMA member. 5) Any nomination is subject to approval by the MVMF MISSOURI VETERINARY MEDICAL FOUNboard.
