Centre directs states to deport illegal immigrants

NEW DELHI, AUG 13 (AGENCIES): Asserting that illegal immigrants like Rohingyas not only pose grave security concerns but also infringe on the rights of Indian citizens, the Ministry of Home Affairs has written to all states asking them to identify all illegal immigrants and deport them. The government has said in its communiqué sent to all states last week that the illegal immigrants are vulnerable to be recruited by the terror groups. Officials say that it’s not healthy for India as already over 2 crore illegal Bangladeshi immigrants are living in India. The communication states that the rise of terrorism in the last few decades has become a serious concern for most nations as illegal migrants are more vulnerable to getting recruited by terrorist organisations. “These illegal immigrants not only infringe on the rights of Indian citizens but also pose grave security challenges,” said MHA in its communication sent to all the states on August 8. Infiltration of (the Ro-

hingyas) from Rakhine state of Myanmar into Indian Territory, especially in recent years, besides being burden on the limited resources of the country also aggravates security challenges posed to India, it said. The MHA has stated that, “Due to a variety of reasons, including political and economic turmoil in neighbouring countries, people from such countries often enter India. There are cultural and ethnic similarities, on many occasions such migration goes unnoticed and they settle in Indian Territory”. The home ministry communication said India is a large country having its border with many countries. People in the sub-continent have a common history and share many similarities in physical looks. It has also directed the state governments to set up a task force at district level to identify and deport illegallystaying foreign nationals. The intelligence agencies have often expressed concerns over large number of Rohingyas crossing over to India as they feel that ter-

DIMAPUR, AUG 13 (NPN): Four legislators of Kohima district-- Dr. N. Nicky Kire, Er. Vikho-o Yhoshu, Er. Kropol Vitsu and Dr. Neiphrezo Keditsu have condemned the ultimatum issued by NPF youth wing of 10 Northern Angami-I A/C, demanding the NPF office to be shut down by August 13. In a joint statement, the MLAs said since the office of the NPF president under Dr. Shürhozelie Liezietsu had come under dispute, it was decided to open a temporary NPF central office at Legacy complex at Bayavü, Kohima, till such time the matter is settled either by Dr. Liezietsu, stepping down as the president or through a verdict of the Election Commission of India. The MLAs reminded that the 36 NPF legislators after selecting Lok Sabha MP, Neiphiu Rio as the interim president asked Dr. Liezietsu to step down within 15 days with effect from July 31, 2017. In this regard, they said “it is both constitutionally as well as legally allowed for the present temporary office to function out of the present location.”

The MLAs maintained that the office was established in a private property duly owned by a private individual and not on a property owned by the said Assembly Constituency. Though the area is under the 10 NA-I A/C, it does not mean that they (youth wing) are the sole authority, as every ward has its own panchayat that looks after the welfare of the area and not the A/C, the MLAs added. To this, they asked whether the NPF central office required permission/approval from the 9 Kohima Town A/C to establish and function? The MLAs further reminded that there were duly authorized institutions approved by the government to decide what or who can or cannot be allowed to function in any location/area, of which a political; party of an C/C was not one of them. The MLAs therefore advised the youth wing, instead of resorting to threat and intimidation, to decide whether they wanted to be in the minority group or join the majority group that has the support of more than 2/3rd NPF MLAs.

NEW DELHI, AUG 13 (PTI): Ahead of Independence Day, the Centre wrote to the states to organise events in schools towards creating a “patriotic mood” and a “mass fervour” to help realise Prime Minister Narendra Modi’s ‘New India’ vision. However, West Bengal government has instructed its schools to desist from following the Centre’s circular, Union HRD Minister Prakash Javadekar said, terming the decision of the Trinamool Congress government as “unfortunate”. “It is desirable that this momentous occasion should be celebrated with an objective to create a festive and patriotic mood across the nation and a movement is created to involve every citizen of this country in the mission of realising the vision of a new India, which is clean and free from poverty, corruption, terrorism, communalism and casteism,” joint secretary, MHRD, Maneesh Garg wrote to the states. In the letter, Garg also requested the states to publicise the events, to be held between August 9 and 30, to help create a mass fervour in favor of the mission.

ror organisations in Jammu and Kashmir and other parts may exploit the illegal immigrants and use them against India. Union minister of state for Home, Kiren Rijiju had recently stated in the parliament that, according to available data, more than 14,000 Rohingyas, registered with the UNHCR, are presently staying in India. “However, some inputs indicate that around 40,000 Rohingyas are staying in India illegally and the Rohingyas are largely located in Jammu, Hyderabad, Haryana, Uttar Pradesh, DelhiNCR and Rajasthan,” he had said. The MHA and central agencies’ officials say that state police and governments need to be serious about illegal immigrants issue as they can only identify such people and help in deporting them. About the illegal Bangladeshis problem, the government had said last year in the parliament that there were around two crore illegal Bangladeshi migrants staying in India.

IED blast in Imphal; no casualty Manipur pays tribute to ‘heroes’ on Patriots’ Day Correspondent

IMPHAL, Aug 13: A bomb suspected to have been planted by militants exploded in Imphal East district amidst tight security measures taken in view of Independence Day. No casualty was reported in the IED (improvised explosive device) explosion near an electric transformer at Kakwa under Singjamei police station this morning, around 9.30 am, police said.

Impact of the explosion caused damages to the wiring of the transformer and structure of a bus waiting shed nearby. None of the militant group so far claimed responsible for the blast. However, police suspect militants boycotting the Independence Day celebration triggered the blast. Following the explosion, a strong team of state police cordoned off Kakwa and its adjoining area and conducted a house to house

search operation. During the operation, some youths of the locality including a former militant were rounded up and handed over to Singjamei police for further verification. In the meantime, police have intensified its mopping operation across valley areas, particularly in Imphal East and West districts after they had reliable information of militants planning to trigger IEDs at some places ahead of the ID celebration.

in 1984 funded by the Ministry of Human Resource Development to impart technical education to students of under developed and educationally backward north east India, and it was granted deemed university status in May 2005,” he said. Sanjoy added that NERIST is now without a permanent director since Dr Deepankar Pal left in October 2014 though such appointments are directly under a board headed by the Prime Minister. “Repeated agitations by NERIST students demanding a permanent director and regular payment of staff salaries has failed to have any impact on mandarins and NDA lawmakers in New Delhi,” he said, adding staff salary payment has been irregular for the last four months.

Itanagar, Aug 13 (PTI): Security forces have arrested two NSCN(R) ultras from Changlang district in Arunachal Pradesh during a crackdown on subversive elements in view of the approaching Independence Day. The ultras were identified as Bokam Wangrey, a self-styled ‘sergeant major’ of the outfit and Raju Kumar Choudhury. An AK-47 assault rifle, ammunition, contraband, multiple sim cards and important documents were seized from them, defence spokesman Colonel Chiranjit Knower said. Based on specific intelligence inputs, the Changlang battalion of Assam Rifles undertook an operation at Yongchik village yesterday night and apprehended the rebels, he said.

Itanagar, Aug.13 (Agencies): Development in Ar unachal Pradesh has come to a grinding halt due to poor flow of funds to central educational institutions like NERIST and NIT, besides other central public sector understandings (CPSUs). Former Lok Sabha Member and Arunachal Pradesh Congress Committee president Takam Sanjoy criticised the Centre for its apathetic attitude towards a sensitive border state like Arunachal Pradesh. The non-payment of salaries to staff and faculty of the North Eastern Regional Institute of Science and Technology (NERIST), is a glittering example, he told ANI. “This was the first such unique institute in India set up by UPA Govt

Railway services hit in NE region due to rains

“Even Union Minister of State for Home Kiren Rijiju, who represents the Arunachal Western Parliamentary constituency, has never bothered to act indicating his total lack of accountability towards his own state,” Sanjoy said. He charged the Centre with playing with the lives of hundreds of students of NERIST and NIT. He also revealed that public sector undertakings in the state have stopped all welfare activities since the Centre stopped the release of their budgeted annual funds. “It is time for the present government at the Centre to act sensibly for the masses or else the Congress would be left with no alternative but to launch a “Delhi Chalo” movement to register our protests,” he concluded.

Tripura militant held in Assam with ammunition

Agartala, Aug 13 (IANS): The Government Railway Police (GRP) has arrested a Tripura militant in Assam who planned to incite violence ahead of Independence Day and recovered a large quantity of ammunition from him, police said here on Sunday. “During a routine checking, the GRP personnel arrested the militant identified as Naresh Chakma, 34, at Badarpur railway junction on Saturday. Over 600 cartridges were recovered from the extremist,” a Tripura police official said. While the police were checking Chakma’s bags, his associate Biswajoy Chakma managed to escape. “Biswajoy was also carrying some arms and huge ammunition. Both are residents of Natun Bazar village in Gomati district,” the official said, adding that Naresh confessed to the GRP officials that they had

planned to incite violence before Independence Day. However, it is not yet clear if the militants belonged to the outlawed National Liberation Front of Tripura (NLFT). “Naresh also told the GRP interrogators that he along with Biswajoy were staying at a hideout in Comilla (eastern Bangladesh). On August 1, they entered India though the Meghalaya border and went to Dimapur (Nagaland) to purchase the bullets of different sophisticated arms from a Myanmar arms smuggler,” the official said. NLFT cadres undergo arms training in several hideouts in Bangladesh, which shares a 1,880-km border with Tripura (856 km), Meghalaya (443 km), Mizoram (318 km) and Assam (263 km). Banned in 1997 by the Union Home Ministry, the outlawed outfit had sought Tripura’s secession from India.

against all those who challenge the freedom and integrity of the nation, irrespective of caste, creed, religion and other differences.” Asserting that the British invaded the then Manipur kingdom taking advantage of disunity among the princes, Dr Najma said, “This historic day reminds us that if we do not live and work together we stand to lose”. The Governor urged the people of the state to protect the hard won independence at all cost.

Manipur has been observing August 13 every year as Patriot Day to remember the heroes of Anglo-Manipur war of 1891. The day was observed by Manipuri outside the state too. The observance at the Manipur Tikendrajit House, New Delhi was attended by large number of Manipuris residing at the national capital. Among others, the occasion was attended by MLA Ginsuanhau of Manipur Assembly and residential commissioner Vineet Joshi.

The tribunal had earlier said that any vehicle found crossing the 40-km speed limit on the NH-37 will have to pay an environment compensation of Rs 5,000, besides a fine under the Motor Vehicles Act. The national park director had earlier told the bench that sensor-operated automatic barriers on NH37 near the Malini Camp of the rhino habitat have been installed. He had submitted that a total of four animals -- two hog deer, one capped langur and one python -- have been killed till April 30 after being hit by vehicles. Police officers and local residents search for survivors at the landslide site in Mandi district of Himachal Pradesh. Shimla, Aug 13 (IANS): At least 17 persons were killed and over 25 missing after a massive mudslide that swallowed a 150 metre stretch of road, and buried homes, two buses and vehicles in Himachal Pradesh’s Mandi district on Sunday, officials said. Seventeen bodies were recovered and five injured rescued after a day-long operation, Deputy Commissioner Sandeep Kadam told reporters at the spot. He warned the death toll could rise as the search for survivors continues. Rescue workers were digging throughout the day to find survivors trapped by mud. The mudslide occurred

around 12.20 a.m. on the Mandi-Pathankot highway near Kotropi village in Jogindernagar tehsil, 220 km from here, when two Himachal Road Transport Corporation buses had stopped at a kiosk on the highway for refreshments. “As per the last communication with the driver, the bus (to Manali) was packed to capacity,” Transport Minister G.S. Bali told a news channel. Over 40 passengers were on board the bus headed to Manali from Chamba at the time of the disaster. The bus rolled down 800 metres below the road and is traced under a huge mound of debris, an official

said. He said bodies of nine passengers travelling in this bus were retrieved. Mangled remains of the second bus bound for Katra in Jammu were retrieved totally. Three of the eight persons on the bus died. Prime Minister Narendra Modi condoled the deaths. “Pained by the loss of lives due to landslide related accidents in HP’s Mandi district. My condolences with the families of the deceased,” Modi said in a tweet. Gover nor Achar ya Devvrat also expressed grief. Locals told the admin-

istration that they vacated their homes and ran towards the forest area minutes before the entire mountain dislocated and slid down. “A few boulders started rolling down just ahead of the disaster. Sensing trouble, we all ran towards the forest area and managed to save ourselves,” a survivor said. She said her house was washed away in the mudslide and the livestock perished. CPI leader strikes discordant note on power project

Binoy Viswam Thiruvananthapuram, Aug 13 (IANS): Differences within the ruling LDF on the Athirapally power project have once again come to the fore as senior CPI leader Binoy Viswam on Sunday took potshots at Power Minister M.M. Mani and former Chief Minister Oommen Chandy. It’s strange that, of all people, there seems to be a consensus between Mani, a CPI-M leader, and former Congress Chief Minister Chandy on this issue, former Minister Viswam told media persons here. “These things are to be decided by the Communist Party of IndiaMarxist State Secretary and not Mani. No one can decide on taking up this project (on his/her own) as this is not going to happen,” the Communist Party of India leader added. Mani has, on the assembly floor, spoken on the need for going ahead with the project on the basis of consensus. Chandy, too, has advocated a consensus on the issue, even when a majority in the Congress, including Ramesh Chennithala and V.M. Sudheeran, feel it is detrimental to nature.

Bring all skill development together, says Assocham New Delhi, Aug 13 (IANS): Skill development programmes currently run by various ministries should be handed over to the Skill Development Ministry with a sanctioned budget of Rs 25,000 crore, industry chamber Assocham suggested in a report on Sunday. “Despite establishment of a dedicated ministry, many skill development schemes still remain with respective ministries with Union Skill Development and Entrepreneurship Ministry merely being the coordinator,” noted the joint study by Assocham and Tata Institute of Social Sciences (TISS). “The Union Government should take core elements of skill development from various ministries and pool them under single minister with a budget of about Rs 25,000 crore,” Assocham said in a statement here citing the joint report titled “Skills development in India-An overview”. The government established a separate ministry for skill development in August 2015. “There is an urgent need to realign the skill ecosystem in the country to ensure quality, scalability and sustainability as it is estimated that only 2.3 per cent of the workforce in India has undergone formal skills training, as compared to 52 per cent in the US, 68 per cent in the UK, 75 per cent in Germany, 80 per cent in Japan and 96 per

Rajiv Pratap Rudy cent in South Korea,” the statement said. “The country is facing a paradoxical situation where on the one hand young men and women with higher education entering the labour market are looking for jobs and, on the other hand, industries are complaining of the unavailability of appropriately skilled manpower,” it added. The report has noted the serious challenges being faced by the Vocational Education and Training (VET) system in India in coping with the demand and supply mismatch in skilled labour. It is estimated that by 2022, there would be an incremental demand in India for 10 crore skilled labour, while one crore youth entering the labour force would need to be skilled per annum. As against this demand, the available skill capacity in India can only cater for 25 lakh people. In this connection, Union Skill Development and Entrepreneurship Min-

ister Rajiv Pratap Rudy said earlier this week that manual work has not been an aspirational quality in India and education has been biased against skills “Sadly, our policy has always been to put the students who didn’t perform well at school, or dropouts, into the ITIs... and they are not given matriculation or higher secondary certificates,” he said at a media briefing here. “So, we have ended up creating a system which has 18 lakh seats for engineering students, but of which 8 lakh are lying vacant, without any takers,” he added. He also announced that in a move to boost vocational education in the country and dispel its stigmatisation, the government plans to set up a central board of certification for Industrial Training Institutes (ITIs) that would grant school finishing certificates, equivalent to Class 10 and 12. The ITIs are to come up as Central Board of Secondary Education and Indian School Certificate Examinations schools. “There has been a complete reform of ITIs’ structures, curriculum, syllabi, assessments,” he said. Designed to facilitate mobility between the vocational and the formal education systems, the move will also help students undertaking courses in ITIs to pursue regular courses in other schools and colleges.

NPF P& IC slams Yitachu (From p-1) as it created their group to make more and more mistakes every day. It reminded him to stop making confusing speeches as his call for restoration of the Constitution of India ended up in saying that he be allowed to use his own constitution. “Perhaps he meant to talk about the latest version of his constitution since no constitution of any nation suits his standard”, P&IC said. It further reminded Yitachu that both petitions filed by them in the Kohima Bench and the Guwahati High Court have been dismissed as their petitions found to be legally untenable and hence dismissed by the court. To avoid further misinterpretation of the law and the constitution, P&IC said that Yitachu should be accorded certain crash

course programmes on how the state machineries fully functioned even without his presence in the Government premises “excepting talk fest which he frequently shows up to prove his attendance rock solid”. It also reminded Yitachu that a disgrace to minority MLA’s “cannot be equated as a disgrace to entire Nagas”. P&IC also recalled how the statement made by Yitachu that Article 243D supersedes 371A had received hue and cry from the intellectuals, tribal Hohos and Organizations against the government. “This episode perhaps might have scared all the Nagas to come near you and your minority MLA’s”, P&IC said. Further, P&IC asked Yitachu to refer his speech again and as spokesperson of Minority MLA’s and not to speak as an official spokesperson of Naga Nationalist group. It maintained that his

efforts in trying to equate inner party issue with Naga struggle will hold no water as “this small NPF issue cannot be compared and clubbed together with our Naga aspiration”. Further, P&IC reminded Yitachu to approach the right authority, if he wanted “their unconstitutional” issue to be resolved, rather than organizing talk fest, which would not solve “your minority MLA sta-

tus”.

P&IC said that labelling T.R. Zeliang’s government as illegal because constitutional provisions were not followed to install it, was “vague” instead the minority MLAs absence on the floor after accepting their own whip has violated the norm for floor test. Therefore, P&IC said that questioning the illegality of T.R. Zeliang’s government was null and void.

Delhi Metro to plant, distribute saplings

(From p-1) AKM questioned the HPCL authority as to why the Paper Mill could not be revived and rehabilitated despite crores of rupees being sanctioned by the Centre? Further, Langpangkong Kaketshir Mungdang (LKM) also expressed deep anguish over the callous and irresponsible attitude of the state government towards revival of the only heavy industry in Nagaland-- NPPCL in Tuli. Instead of making serious attempt to revive the paper mill with a sanction amount of Rs. 500 crores made by the Centre years back, LKM said it was beyond comprehension that the state government decided to revise the paper mill revival project by enhancing the amount even before the project could be started and left the fate of the industry to die.

but they are not the owners. Allah is the owner,” tweeted the Hyderabad MP in an obvious reaction to Shia Waqf Board’s latest stand. “Even AIMPLB (All India Muslim Personal Law Board) cannot give (the mosque),” added Owaisi. “Masjids cannot be given just because one Maulana says so. Allah is the owner not a Maulana. Once a Masjid always a Masjid,” said the MP. He tweeted that the Supreme Court, which is hearing the title suit, will decide on the basis of evidence. The Shia Board had told the apex court on August 8 that a mosque can be built in a Muslim area at a reasonable distance from the site of the temple-mosque dispute. Claiming that that the Babri mosque site was its property, the Shia Board said it was entitled to hold negotiations.

IMMANUEL COLLEGE Lengrijan : Dimapur-797 112, Nagaland. NAAC ACCREDITED B+

New Delhi, Aug 13 (IANS): In a special drive towards nurturing a greener environment, the Delhi Metro will plant 2,000 saplings across its premises during the month of August, it said on Sunday. The project, organised by ‘Swachh Chetna - DMRC Eco Club’, one of Delhi Metro’s initiatives to promote environmental conservation, kicked off on Friday from Jangpura Metro Station, with the firm’s Managing Director Mangu Singh planting saplings there, a statement from the Delhi Metro Rail Corporation (DMRC) said. Kids from Delhi Metro’s own ‘Children Home’ located at Tees Hazari Metro Station on Red Line also participated in the inaugural exercise. The drive, apart from the stations, will include planting of saplings at Delhi Metro’s depots and residential colonies. Another initiative coined as ‘Adopt a Tree’ -- a collaboration between DMRC with World Wide Fund for Nature -- will see the transporter distributing native trees to commuters on every Thursday and Friday during the month.

Defective compass

ike other states, Nagaland has its own social and other problems and when these have not been addressed, they seriously complicate the environment to the extent that today, no one in Nagaland really feels confident enough to say that the future is bright, even though there may be optimists who would like to find the light at the other end of the tunnel. Strange as it may sound, the world has discovered many hidden facts today because the thinking and analyzing minds explore and try to think beyond the realms of conventionalism. It is true that many thinkers have lamented with the question ‘how long can this go on?’ or in other words, how long should people live under these circumstances? It is time for a free and frank examination so as to understand the wheres and whys of how an ideal of a utopian dream has metamorphosed into something that has become what it is today. It would be uncomfortable for all(except perhaps hardly the few insignificant number) if truth was to expose their true colors as light exposes the darkness. Those who trumpet peace have no inclination to tolerance and those who attack corruption by others think nothing when they gain out of it. Indeed, issues that are burning issues have gotten wedged into society’s inability to fathom the consequent rise of a negative synergy. For any society, economics in a global environment means more than the ideals of politics. When problems are unaddressed they can only result in imbalances. These in turn adversely affect progress and give rise inequitable distribution of economic progress. The nouveau riche in Nagaland belong to the class of bureaucrats, politicians their kith and kin or favoured middlemen or contractors. The amount of ill gotten money grabbed by this miniscule section has further placed society under long term bondage. On the other hand, society continues to be saddled with siring in extortions, lawlessness, crimes and HIV etc. Unemployment and anti-social crimes are ascending while morality is descending. For the overwhelming majority of low income groups, life isn’t becoming any better and making both ends meet is like a expecting that east and west will meet. The worst lot are those without any known or stable source of income. Unemployment and its consequences, anti-social crime is rising. This is the ground reality and which has virtually closed all options for economic growth. If those in authority claim that peace exists today, then it has a strange way of manifesting itself through various actions that have created deep concern among the law abiding citizens. Society is hurting and the environment exudes a fissiparous uncertainty which could prove disastrous in the near future. These are just a few of the uncharitable facts that seem to indicate, the society in general and the government in particular. Those in authority today be it society, church, government and politics seem to have lost a sense of right and wrong and a responsibility to ensure continuance of a just and fearless society and of moral authority. The symptoms are indeed very serious and these would continue unless people change to make the difference.

DailyDevotion “Do Not Quench the Spirit” Do not quench the Spirit. —1 Thessalonians 5:19 The voice of the Spirit of God is as gentle as a summer breeze— so gentle that unless you are living in complete fellowship and oneness with God, you will never hear it. The sense of warning and restraint that the Spirit gives comes to us in the most amazingly gentle ways. And if you are not sensitive enough to detect His voice, you will quench it, and your spiritual life will be impaired. This sense of restraint will always come as a “still small voice” (1 Kings 19:12), so faint that no one except a saint of God will notice it. Beware if in sharing your personal testimony you continually have to look back, saying, “Once, a number of years ago, I was saved.” If you have put your “hand to the plow” and are walking in the light, there is no “looking back”— the past is instilled into the present wonder of fellowship and oneness with God (Luke 9:62 ; also see 1 John 1:6-7). If you get out of the light, you become a sentimental Christian, and live only on your memories, and your testimony will have a hard metallic ring to it. Beware of trying to cover up your present refusal to “walk in the light” by recalling your past experiences when you did “walk in the light” (1 John 1:7). When-ever the Spirit gives you that sense of restraint, call a halt and make things right, or else you will go on quenching and grieving Him without even knowing it. Suppose God brings you to a crisis and you almost endure it, but not completely. He will engineer the crisis again, but this time some of the intensity will be lost. You will have less discernment and more humiliation at having disobeyed. If you continue to grieve His Spirit, there will come a time when that crisis cannot be repeated, because you have totally quenched Him. But if you will go on through the crisis, your life will become a hymn of praise to God. Never become attached to anything that continues to hurt God. For you to be free of it, God must be allowed to hurt whatever it may be.

Post-mortem 71st Naga Independence Day speeches (Speech of president NNC/GDRN (Non Accord) Kiumukam Yimchunger) My Dear Nagas, Greetings to all in the name of our Lord Jesus Christ. On the auspicious occasion of 71st Naga Independence Day, I praise the Almighty God for the abundant love and care bestowed to us all in spite of the hardship, blood, sweat and toil involved in the quest for protecting the freedom given by God. Seventy years ago, on this historic day the 14th August 1947, a landmark development took place that changed the Naga people’s destiny forever when Naga National Flag was unfurled and Naga Sovereignty declared. The intent and the declaration of Naga Independence unfortunately failed to evoke the response as desired from the comity of nations. Taking undue advantage of this silence from the International community, India and Myanmar(Erstwhile Burma), the newly independent states with mighty armies inherited from their colonial masters started the annexation process of our homeland. History stands witness that the Nagas were never a conquered nation by any people from within or without by any country or military might, nor have the Nagas signed any act of treaty with any nation bartering away our inalienable rights. By a freak misadventure, the British came into contact with the Nagas during the 2nd half of the 19th Century while traversing the Naga Hills en route from Assam to Manipur. The freedom loving Nagas took this intrusion as an invasion into their lands and therefore tried to protect it, wherein, hundreds of lives were lost on both sides. The adventure seeking and headhunting Nagas also raided the tea plantations in the plains of Assam, which was too close for comfort to the British. In retaliation to these daring acts by the Nagas the British Raj in India started sending many military expeditions with punitive measures against the Nagas and gradually annexed some parts of our forefathers land which was later amalgamated with Assam; by 1866, the annexed Naga Hills became a scheduled non-regulated district in Assam, excluded from the general laws prevalent in the British India. The British territorial expansionist designs (Speech of Brig (Retd) S. Singnya Kedahge FGN) My beloved countrymen and women, The Federal Government of Nagaland greets all Naga citizens on this historic occasion of the 71st Independence Day of our nation. We are grateful to our Almighty God for His continued protection and guidance. I pray that the same spirit of Nationalism that guided our pioneers and forebears will continue to lead us. On this momentous occasion, I join the Nation in paying my homage and honour to all the martyrs who made the supreme sacrifice and the patriots who are no more with us today. We continue to hold onto the same belief as those true sons of the soil who gave their all in the course of their National duty truly believing that one day Nagas without any ter-

continued after the establishment of their headquarters at Chumukedima (Samaguting), this was met with strong opposition; many battles were fought and hundreds of casualties recorded on both sides. The Nagas refused to be cowed down and stood their ground to protect their land against the white invaders. In November 1879, the last and the greatest battle was fought between the people of Khonoma (Comprising of almost 500 houses) and the British forces comprising of more than 3000 soldiers. The Khonoma warriors fought bravely but proved no match against the superior weaponry and artillery of the invading army. The British on their own admits the battle of Khonoma to be “the severest fighting ever known on the Naga Hills”. In 1880, peace was made between the Chiefs of Khonoma and the British representatives; thus British rule was established in our homeland. The Nagas however, at no point of time in history signed any formal treaty with the British. The Naga areas that came under the British control formed a miniscule part of our homeland, the larger part of the Naga inhabited area and people remained free from the influence of any established external power. The Naga Club which was formed in 1918, became the first platform for the Nagas. It was the Naga club that submitted a memorandum to the Indian Statutory Commission (The Simon Commission) in 1929. The memorandum stated the intent and desire of the Nagas to be left outside the Reformed Scheme of India in the eventuality of the British withdrawal from the Indian sub-continent. Subsequently when the British Parliament enacted the Government of India Act 1935, the Naga Hills District was kept in the excluded area; outside the purview of Central and Provincial Legislature of India. No mention is found about the contact or relationship between the Nagas and Indians at any given point of time in the recorded history of India which dates back to as early as the Mesolithic era 9000 B.C. It comes as no surprise that majority of Indian populace are unaware of the fact that ethnic group of people known as the Nagas coexist in the Indian Union against their wishes; and that a puppet state called

ritorial limit will be free from the yoke of the powers that sought to throttle the voice of freedom and liberty. The Federal Government of Nagaland has always stood firm and resolute on the “historical and political rights of the Nagas.” Today we hear the voice of our detractors; many people in the name of modernity and advancement consider us as fools and dreamers in pursuit of an unrealistic and impossible dream. We are willing to be considered as fools for what we believe to be right and called names for the Naga historical and political rights to be protected and preserved. West and for a sovereignty that will resonate within each one of us, a nation having complete freedom to determine our own destiny. To the NNC/ FGN, anything short of political sovereignty would be an act of treachery to our

Nagaland constitute a farcical part of India while another half constitute a substantial population and inhabits their own ancestral lands in Myanmar. It was only through the British that the Indian political elites came to know about the existence of people belonging to race other than Aryans living in the frontiers of India, Burma and China. The freedom loving Naga people today live divided by an imaginary boundary yet unified by the spirit of Nationalism in India and Myanmar. The greatest paradox of the Naga history is that, hundreds of years ago our forebears lived as sovereign and independent village republics without having to avow it to the world or seeking recognition externally because the power of the rulers were derived from the governed. The very day our leaders under NNC declared Naga independence and tried to reassert this factual position to the world, our people lost the very freedom that was given to us by none other than our Almighty God. Ever since 1947, we have been observing our Independence day on 14th August. However, it would be a fallacy and a fantasy to dwell on the Naga Sovereignty without taking into consideration the harsh reality of our existence as a Nation subdued and suppressed by foreigners in the land where our forefathers hunted and fished, cultivated and mined the land without care……….. knowing that the game, rivers, forest, land and all the resources belonged to us since time began. With tormented hearts and teary eyes the spirits of our forefathers would be wondering at the tragic turn of events that changed the plight of their children and the land that was once free and full of life. Yet, the zest of our people to regain the freedom and the glory that we lost and the “never say die” spirit of our young people sustains our Nationalist movement, and I am hopeful that our aspirations would be fulfilled when the time is ripe and the wheel of fortune completes a full circle. The historic event that provoked and instilled the spirit of Nationalism in our minds and the birth of Nagas a Nation remains true and the NNC/ GDRN stands firm to protect this commitment. Kuknalim

people and a betrayal to the cause and the bloods of the thousands of lives that have been sacrificed for the sake of the Nation. Our land, without our knowledge or consent has been divided and fragmented and our Nationalist Movement demean to that of a secessionist movement and an insurgency; Obsolete Draconian laws like Disturbed Area Act under the Armed Forces Special Powers Act of 1958continues to be imposed in the Naga inhabited areas to suppress and throttle the cry for freedom and under the protection of these laws, the Indian army continues to perpetrate inhuman atrocities on our people. The actions of India in employing divisive policies and using its might and power to suppress and forcefully occupy a small neighboring nation are contrary to expectations from the so called largest democracy in

the world. However, a word of caution to our oppressors, the desire of the Nagas to live in peaceful coexistence with our neighbors should not be construed as a sign of weakness. Today, our religious practices, our food habits and our very existence appear to be in danger of being inundated and supplanted by alien ethics, cultures, food habits and religious belief and practices. About 145 years ago Christianity came to our land transforming our lives. Our pioneers coined the slogan “Nagaland for Christ” but today our religion faces threat of imposition of Hinduism and RSS ideology as even our food habits are being dictated. We have willingly chosen to follow in the footsteps and the path of our great and visionary leaders, pioneers and predecessors. The historic declaration of In-

(Speech of acting president NNC Z. Royim Yimchungrii) Dear Naga people, This year on 14th August, 2017, thanks to God’s grace, we have the glorious opportunity to celebrate the 71st Naga Independence day. It is now 70 long years, nearly three quarters of a century, since our declaration of sovereignty was acknowledged by the United Nations. So much has happened in the intervening years and so many lives have been lost in the fight for the Naga homeland. I salute all the National workers today but in particular the martyrs who willingly sacrificed their lives for the sacred cause of the Naga freedom. Today, I am confident and happy to say that majority of the people who stood for Naga freedom are firmly united in pursuit of a political solution in the best interests of the Nagas. After forty long years of fragmentation, unity has become top priority in the homeland. Therefore this Naga National Strength should be welcomed by everyone, including supporters of the Nagas in other countries, who has called for Naga National Unity in order to resolve the pressing political issues. And we, the united Naga National Political Groups, thank our living God and also thank the people who worked so hard to achieve this united stand. On 8th Aug.2017, in reaffirmation of unity, the six Naga National Political Groups (NNPGs) signed a Deed of Commitment to safeguard the Nagas’ inalienable historical and political rights. They committed to further the purpose and vision for the Naga people under all circumstances, based on the Naga historical and political rights, through a common approach. Under this Deed, political orientations and ideologies will not be allowed to impede the yearning and desire to find a common ground through the Naga National Political Group (NNPGs) Working Committee. And in the event of aggression (internal or external) or use of force against an NNPG member, the NNPGs will collectively take appropriate measures. These are some of the firm stands that will be taken in the common interest for the better future of our Naga people. May God bless this united stand of ours for the salvation of our homeland. The present political situation in the world is such that, at any moment, increased tensions between nuclear-powered nations could lead to outright war. Moreover, escalation of the standoff between China and India could cause havoc in this part of the world but, if this happens, we pray that the good Lord will turn the situation to our favour. May His will be done. Kuknalim.

dependence of 1947 on this very day and the momentous action of the Plebiscite of 1951 have clearly exhibited our historical and political rights to the world. We regard these twin planks as the basis and foundation pillars of our political movement. The NNC/FGN stands to preserve the long cherished dream of the Nagas. The present talk is only between the GOI and NSCN-IM and not between India and the Nagas. We are made to question the wisdom of India in seeking solution to the Indo-Naga problem by giving too much attention to only one Naga political group, one whose legitimacy to represent the Nagas has often been questioned by many Nagas. An honourable settlement can be evolved only if the talks are held with the legitimate and rightful entity. You are all aware of the formation of the NNPGs

recently. We believe this to be a step forward in the right direction. The NNPGs have come together because Nagas are one and have a strong desire to remain together as one. We also realized that without this basic unity, it is inconsistent, dishonorable and shameful on the part of the Nagas to talk about our common goal. Today, we celebrate with pride and honor those who have made the supreme sacrifice for the National Cause. I congratulate all those who have stood resolute and steadfast. My special salute goes to the recipients of the awards and commendations for your dedication and sacrifice. Let us rededicate ourselves today to what we all hold dear till we reach our destination and attain our rightful place among the Nations of the world. God bless you. Kuknalim.

Conspiracy behind the toppling game (From previous issue...) These are few hidden fact that TRZ capitalized to blame Dr. Shurhozelie when he cannot wait even for few months to grab power that he tasted. Mr. TR Zeliang has no big issue with Dr. Shurhozelie other than his hot seat that he really did not wish to part with when he entrusted Mr. K.G Kenye (MP) to obtain signature campaign from Legislators in the event TRZ had to step down that President should take over as CM he began to get uneasy. TRZ started to create confusion in the minds of sworn enemy of Dr. Shurhozelie to gain their support with numbers. Mr. N. Rio has been looking for this opportunity to make deal with TRZ who has good connection with centre for his position in the central ministry. M r. N. R i o h av i n g launched his party but un-

certain with the party to get its registration, left no option but to take short cut to take over the NPF party. Today his claim of being the Interim president of NPF is just a joke. He can only interpret NPF as (Neiphiu’s Private Firm). The original NPF is headed by Dr. Shurhozelie Liezietsu which is recognized by the election commission of India (ECI). Both TRZ and N. Rio agreed to support each other to topple the government and the party. To this the secret plan was hatched with Himata Biswa Sharma, the BJP minister of Assam, (Former Congressman) who is the NEDA chairman, P.B Acharya, the Governor of Nagaland, who was a former BJP party functionaries for 15 years in-charge for N.E along with few other former Congressmen who are currently in BJP planned out to install BJP

government in Nagaland. The mooted plan was fully taken into consideration by Mr. Ram Madhav, the current N.E in-charge of BJP as best for the BJP. Mr. TRZ and Mr. N. Rio even assured that Dr. Shurhozelie will be defeated badly in the bye election. With 47 MLAs against one could not defeat the stable man, the assurance given is a setback for them. Mr. TRZ and Mr. N. Rio could neither break away to form new party nor merge with the BJP to install government in Nagaland which the honorable Governor wish to see his dream comes true in his life time. Given undue unconstitutional advantage to TRZ to take over the government, and the tall promises lay unfulfilled, the Centre must be observing the strained relationship where once natural ally had to be severed for the dirty

game plan of few vested interests. Nagaland is Christian state, and the people’s will power are high, no matter how few vested interest politicians try to change the faith, their spirit cannot be just wiped out. Today, the Naga populace is observing all these developments closely. The NPF regrets to have chosen these few unethical, unprincipled, immoral politicians to represent us to run the affairs of the government under the NPF ticket. However, only 12 Principled MLAs still stand on their solid grounds who have never defected. Those habitual defectors can never take the Naga people forward. These power mongers are compared to group of Hyenas that steals the Carcass of beasts from larger killer. The conspiracy hatched behind these vested politicians needed to be

Maintenance of public utility

Sir,

It is indeed a great relief for citizens of Duncan Basti to see the stretch of road from DC Court junction towards DABA being repaired. The inconvenience experienced due to traffic diversion is negligible to the joy one would experience when riding on that smooth road once repair work is done. I hope that continuous maintenance of public utility is kept persistent so that public would have no reasons for complaint. Moreover, it is the duty of government and concerned departments to ensure that road damage should be attended to immediately to avoid unpleasant public outcry. ing factor against launching new reforms in the run- up to the polls. “Closer to the polls, Modi might consider deploying his political capital more to boost BJP’s ‘nationalist’ credentials rather than its ‘reformist’ image”, argues Sanyal. If at all he does indeed accelerate reforms over the next 18 months, those will purely be based on the success or failure of such initiatives over the medium term, he notes. At best, he may attempt to complete the aborted reforms like land and labour laws amendment, but will not push it hard, given the limited immediate benefits likely from them. “Therefore, ahead of the 2019 hustings, we expect Modi’s policy initiatives to evolve around three ‘C’s – combating corruption; completing existing policy priorities (resolving NPAs, fine-tuning GST, completing infra projects etc; and communication to highlight

how his various initiatives are helping the common man, especially in rural areas,” Saynal says. A c o m mu n i c a t i o n blitzkrieg may focus on the benefits of the government policies for the common man (low inflation, anticorruption efforts, direct benefit transfer, stronger infrastructure like electricity, roads, irrigation etc). Having achieved some success on the anti-graft drive (over Rs 4,313 crore black money have been unearthed since May 2014), Modi may play up this again, says the report. “Strong anti-corruption rhetoric is likely to stay at the core of Modi’s policy framework, especially given the rich political dividend the BJP has enjoyed from the banknotes ban. There is a possibility of stricter political funding rules, a crackdown on benami properties and progress towards greater disclosure of overseas assets of citizens,” Sanyal says.

Mumbai, Aug 13 (PTI): The Modi government is unlikely to undertake any major reform in the remainder of its term but may channel its energy to publicise achievements and emerge more peoplefriendly with lower taxes, says a report. “Rather than look to conquer new ground in the run-up to the 2019 hustings, we expect Prime Minister Narendra Modi to focus on cementing the success of his reforms and infrastructure projects already started. More focus will be on administrative initiatives and not new legislative reforms on the macroeconomic front,” Barclays India chief economist Siddhartha Sanyal said in a weekend note. “Notwithstanding his aggressive reforms since 2014, we believe Modi will be selective in picking his battles and deploying his political capital ahead of the 2019 polls. New Delhi, Aug 13 (IANS): Indian insurance companies are lagging their global counterparts in increasing investment in digital technologies and will need to adopt technology required to launch products that meet customer needs, a study by industry chamber CII said on Sunday. “Global average investment in digital technologies is increasing over the years, while the insurance industry in India is lagging, both in its level of digitalisation and its ability to realise financial returns on its digital investments,” said a joint CIIPricewaterhouseCoopers (PwC) report. The report on “Evolving Considerations for the Indian Insurance Industry” also said that with increasing smartphone penetration and internet access, insurance companies will need to adapt to the modern customer needs by adopting the new technological infrastructure.

a 0.50 per cent cut in savings deposit rates. “A cut in the MCLR beyond 0.35 per cent would become a margin dilutive proposition,” the report warned. For private lenders, the threshold is 0.25 per cent. According to the report, this could intensify competition between large lenders with strong savings deposit franchise and capitalisation towards gaining credit market share while channelising some volumes in the commercial papers market towards bank credit. If bank rates were to decline from 2016-17 levels, it could provide some relief to vulnerable corporates to service their debt provided the benefit is transmitted to these borrowers, it said. However, credit profiles of these entities are unlikely to improve much owing to their weak operating metrics and cash flows coupled with high debt levels, the report added.

tom, downward repricing of existing liabilities can facilitate a further reduction in the rates. A few large banks cutting savings deposit rates over the past few weeks is a move in that direction,” the agency said in a report. The report also said slashing saving deposit rates for an amount below Rs 50 lakh presents large public banks that have stable, large and granular savings deposit base with additional manoeuvrability over private peers to cut marginal cost of lending rate. Public sector banks have more room than private banks to percolate savings banks rate cut into reduction in MCLR because of a large base and sticky saving accounts. The maximum cut in MCLR (marginal cost based lending rate) -- which is up for review by the RBI due to poor transmission -for state-owned banks can be 0.35 per cent, assuming

“So if you have 25 PSBs, then you spread it over too many banks and everybody who is an expert says, we do not have good management, and so consolidation will also bring good management to the banks. “Then need for number of competent people... Would be smaller if number of banks is smaller,” he noted. The finance ministry has sought help of NITI Aayog and global consultancy firms to examine the possibility of next round of consolidation of PSU banks with an aim to create a few lenders of global size and scale. NITI Aayog’s report is expected to set the tone for consolidation roadmap. Five associate banks and Bharatiya Mahila Bank (BMB) became part of SBI on April 1, 2017, catapulting the country’s largest lender to among the top 50 banks in the world.

Mumbai, Aug 13 (PTI): Reduction in saving deposit rates by three large banks over the past fortnight may set the ball rolling for lower lending rates and stoke greater competition among lenders, says a report. The nation’s largest lender, State Bank had on July 31 slashed the pricing for under Rs 1 crore saving deposits by 0.50 per cent to 3.5 per cent. Bank of Baroda and Axis Bank followed, which last week revised downwards their savings rates by a similar quantum for deposits of up to Rs 50 lakh. According to India Ratings, since the profitability banks remains weak owing to continued pressure on asset quality and low credit demand, it will be imperative for these cash-rich lenders to start gaining market share over weaker peers that are starved of capital. “With the interest rate cycle reaching the bot-

The banking sector is saddled with NPAs of over Rs 8 trillion (Rs 8 lakh crore), of which Rs 6 trillion is with public sector banks (PSBs). As part of its strategy to rein in the unacceptable level of NPAs, Reserve Bank of India recently identified 12 accounts for Insolvency and Bankruptcy Code (IBC) proceedings with each of them having over Rs 5,000 crore of outstanding loans, accounting for 25 per cent of total NPAs of banks. The 12 identified cases account for 25 percent or about Rs 2 lakh crore of NPAs. When asked about his view on merger of a weak bank with a strong bank, the outgoing Vice Chairman of Niti Aayog said that consolidation of public sector banks (PSBs) is necessary, also because the pool of talented people who have the specialisation of running the banking business is limited one.

Saving deposit rate cuts to lead to lower lending rates:Report

New Delhi, Aug 13 (PTI): Resolution of bad loans in the banking system is on ‘right track’ and will ‘open the door’ to rapid credit expansion and growth, Niti Aayog Vice Chairman Arvind Panagariya has said. Terming the non-performing assets (NPAs) or bad loans problem as a ‘legacy issue’, he said that even after three years of the NDA government taking charge, it has not gone away. “Now we are on absolutely right track. Once we solve the NPAs issue, it will open up also the door to faster credit expansion. If this is done, this problem of twin balance sheet issue (over-leveraged companies and bad-loan-encumbered banks) will get addressed at the result of this. “So banks will be better equipped to lend and on the sides of borrowers there will be greater appetite,” Panagariya told PTI.

New Delhi, Aug 13 (PTI): The government has constituted an Anomalies Committee to look into the issues and problems that may arise in the course of implementation of its decision on revision of pay scales of executives working in central PSUs. The Anomalies Committee will have a tenure of two years with effect from August 1, 2017. It comprises secretaries from the Department of Public Enterprises, Department of Expenditure and the Department of Personnel and Training, according to a memorandum issued by the Department of Public Enterprises. The Cabinet last month had cleared a 15 per cent hike in salaries of board level and below board level executives and non-unionised supervisors working in central public sector enterprises. It had approved implementation of the recommendations of the 3rd Pay Revision Committee constituted for the purpose.

not fixed any time frame to complete the linking of Aadhaar with PAN. E-filing of ITR is mandatory for all individuals, except those earning less than Rs 5 lakh per annum and those who are above 80 years of age. The Supreme Court had in June upheld the validity of an Income Tax Act provision making Aadhaar mandatory for allotment of PAN cards and ITR filing, but had put a partial stay on its implementation till a Constitution bench addressed the issue of right to privacy. The CBDT had on June 10 said that the apex court’s order had only given a “partial relief ” to those who did not have an Aadhaar or an Aadhaar enrolment ID, and the taxman, hence, “will not cancel” the PAN of such individuals.

Three dead in white nationalist rally violence in Virginia

Lisbon, Aug 13 (IANS): Portuguese authorities said on Sunday that at least 12 wildfires remained active throughout the country as hundreds of firefighters were deployed to battle the flames. According to the latest status report by the National Authority for Civil Protection, there are currently 12 ongoing fires, of which six are thought to be larger and more complex to extinguish, reports Efe news. Among them, two in the towns of Tomar and Ferreira do Zezere were leading to great concern and that around 580 firefighters, backed by 180 land vehicles and eight airplanes, were trying to extinguish the flames, the report said. On Saturday, a recordbreaking 268 fires were detected throughout the country in one day and more than 6,550 firefighters mobilised. Portuguese authorities on Saturday asked the European Union for reinforcements, to which Spain has already responded.

Islamabad, Aug 13 (Agencies): At least 15 people, including 8 soldiers, were killed and 40 others injured after a suicide bomber targetted an army truck in Pakistan’s southwest Balochistan province Saturday night. The incident took place when the truck was passing through Quetta’s Pishin bus stop. The injured were immediately rushed to Quetta Civil Hospital. Balochistan Home Minister Sarfaraz Bugti said, “We can now confirm that 15 people have died in the explosion today. At least 32 others are wounded.”

Russia-backed operation kills 25 IS militants in Syria B e i r u t, A u g 1 3 (Agencies): A commando operation backed by Russian warplanes and helicopters has killed 25 members of the Islamic State jihadist group in central Syria, a monitor said on Sunday. Supported by regime ally Russia, Syria’s army has waged a months-long offensive to recapture the vast desert region that stretches from the country’s centre to the Iraqi and Jordanian borders. On Saturday, “25 Islamic State members were killed and others wounded in a commando operation by Syrian regime forces with air support from Russian warplanes and helicopters” in the northeast of Homs province, the Syrian Observatory for Human Rights monitoring group said. Six members of the regime forces were also killed, it said. A military source said the operation occurred “20 kilometres inside Daesh (Islamic State) terrorist

tion of innocent lives,” he said. “No citizen should ever fear for their safety and security in our society. And no child should ever be afraid to go outside and play or be with their parents and have a good time,” he said. Trump said he spoke to Virginia Governor Terry Mcauliffe. “We agree that the hate and the division must stop, and must stop right now,” he said as hundreds of white nationalists, neo-

lines”. The raid allowed regime forces to seize control of three villages in the area, official news agency SANA reported the source as saying. The army has captured swathes of territory from the jihadists in the province. According to the Observatory, Islamic State now controls just dozens of villages in the east of Homs. The Syrian “Badiya” is a large stretch of desert that extends over around 90,000 square kilometres (35,000 square miles) of territory. Since 2015, much of the Badiya has been held by Islamic State, but Syria’s army has been chipping away at it since May. Regime forces have ousted Islamic State from Al-Sukhna, the last jihadist-held town in Homs province. Forces loyal to President Bashar al-Assad are also fighting the jihadists in the south of neighbouring Raqqa province.

“A man riding a motorbike came close to the army truck and blew himself up,” a senior official of the Bomb Disposal Squad told Pakistan site Dawn. It also reported that around 25-30 kilograms of explosives were used in the suicide attack. The explosion was so loud that its sound was heard across the city. The intensity of the explosion was such that even the three fire tenders which immediately reached the spot could not control it in time. The site of the explosion is in close proximity to the Balochistan Assembly, Quetta Law College, a private hospital and

The public relations department of the Pakistan military said that 10 security officials were injured in the attack. “Incendiary explosive was used in the blast due to which nearby vehicles caught fire,” the Inter-Services Public Relations (ISPR)reported. It added that the terrorists had used “incendiary explosives” due to which many vehicles in the affected area also caught fire. No terror outfit has so far claimed responsibility for the attack. Chinese news agency Xinhua reported that two cars, four rickshaws and two motorbikes caught fire in the explosion. The blast site is being investigated by security personnel and an emergency has been declared in the city following the blast. “It was an attempt to mar Independence Day festivity in the city,” Dawn quoted the Chief of Army Staff Gen Qamar Javed Bajwa as saying. He also added that the army’s resolve won’t succumb to any challenge.

Death toll in Nepal floods rises to 49

KATHMANDU, Aug 13 (Agencies): Torrential rain battered Nepal on Sunday, causing widespread flooding and landslides and raising the death toll from three days of severe weather to 49 people, according to officials. The toll could go higher as three dozen people were reported missing. Another 17 were injured. The heavy rain, which mainly hit the country’s southern plains, led to the evacuation of 5,000 people, a Home Ministry official said. More than 30 people were reported dead on Saturday. Army and police personnnel continued search and rescue operations, with more than 34,000 houses

submerged, the official added. “The number of dead could increase as we are still compiling the final tally,” said Laxmi Pun, an aide to Home Minister Janardan Sharma, told Reuters. The Red Cross estimated 100,000 people were affected by the disaster, with one official describing how the storm had cut off com-

munication and electricity, adding to the challenges in rescuing people and distributing aid supplies such as food and water to displaced people. Monsoon rains which start in June and continue through September are important for farm-dependent Nepal, but they also cause havoc each year.

Saudi expects to receive 2 mn pilgrims for Haj Riyadh, Aug 13 (IANS): Saudi Arabia expects to receive around two million pilgrims this Haj season, including 1.7 million foreigners, the media reported on Sunday. More than 1.8 million people performed Haj last year, and most of them were foreigners, Xinhua news agency reported. The Ministry of Haj will assign more than 95,000 employees, in addition to volunteers to handle Haj-related tasks, the report said. The Ministry of Health said all pilgrims attending the Haj pilgrimage were so far free from epidemic and quarantine diseases. It said they were taking preventative policies as a priority, and coordinating with the World Health Organisation and other international authorities to ensure there was no epidemic outbreak.

present. The vote came after fresh US sanctions in July against Iran, targeting Tehran’s missile programme. “The bill is backed by the foreign ministry and the government and is part of measures by the JCPOA supervision committee to confront the recent US Congress law,” deputy foreign minister Abbas Araghchi. He was referring to a 2015 nuclear deal with world powers, known officially as the JCPOA, under which Iran agreed to strict limits on its nuclear programme in exchange for an easing of sanctions.

Strong 6.4 earthquake hits Sumatra Island Ja k a rta , Au g 1 3 (Agencies): A strong 6.4-magnitude earthquake hit off the Indonesian island Sumatra today but there was no tsunami risk, seismologists said as panicked residents fled their homes. The quake hit at a depth of 35 kilometres at 10:08 AM (0308 GMT) 73 kilometres west of Bengkulu, according to the United States Geological Survey. “The earthquake was quite strong and shallow, it was felt all the way to Padang, West Sumatra, but there was no threat of a tsunami,” Mochammad Riyadi, an official at Indonesia’s meteorology and geophysics agency, told AFP. He said officials were checking if there were any casualties or damage. Bengkulu resident Neng Hasnah said the quake felt very strong for a few seconds, forcing her and her family members to flee her house. “I was carrying my seven-month old granddaughter and I had to run, all the neighbours also ran outside their homes,” Hasnah said. Indonesia sits on the Pacific “Ring of Fire” where tectonic plates collide, causing frequent seismic and volcanic activity.

Venezuela rejects Trump’s threats of violence

Caracas, Aug 13 (IANS): Venezuela’s Foreign Minister Jorge Arreaza slammed the “warmongering” declarations of the US President Donald Tr ump as “threats to peace.” Trump’s statement about not to “rule out” a military option in Venezuela was a “violation” of UN and international laws, Xinhua quoted Arreaza as saying. “Venezuela categorically rejects the unfriendly and warmongering declarations of Trump, who has threatened us with a military intervention, in violation of UN principles and international law,” said the foreign minister. Bolivian President Evo Morales also condemned on Saturday the “armed interventionist eagerness by the US against Venezuela,” slamming the

Kid Rock encouraged to run for US senate

K

id Rock has been encouraged to continue with his apparent bid to run for the US senate. Last month (July 12), the country rapper and outspoken supporter of Donald

Trump launched a website called KidRockForSenate. com. The site features slogans including “Pimp of the nation”, “I’ll rock the party” and “In rock we trust”. Fans speculated that the

website was just a marketing stunt for a new album or tour, but the musician insisted that it was real and promised a “major announcement in the near future”. Now, the Senate Leadership Fund super PAC, which was formed during the 2016 US election by Kentucky Senator Mitch McConnell, has backed Kid Rock to run as a Senatorial candidate. “We’d be actually very interested in his candidacy,” said the group’s president, Steven Law, on C-SPAN yesterday (August 11), as Spin reports. “I certainly wouldn’t count him out.

AS YOU CLIMB THE LADDER OF SUCCESS, BE SURE IT’S LEANING AGAINST THE RIGHT WALL

BECAUSE SUCCESS IS A SCIENCE, IF YOU HAVE THE CONDITIONS, YOU GET THE RESULT

GOOGLE DEFINITION OF STATISTICS: Science Of Collecting And Analysing Numerical Data IN LARGE QUANTITIES, Especially For The Purpose Of Inferring Proportions In A Whole From Those In A Representative Sample.

FOR e.g. if an institute coaches only around 15 students for NPSC PRELIM in a year and if 6 of them clear PRELIM, though numerically 40% of the institute’s students clear PRELIM, it cannot be a reliable statistical data to claim on quality & compare with other institutes. RATHER, it’s just a clear indication of how weak analytical strength of such institutes can be. EVERY YEAR, WITH ALMOST 20% OF NPSC PRELIM QUESTIONS FROM NUMERICAL APTITUDE It’s Advisable That A Civil Service Aspirant Has Strong Numerical & Analytical Understanding While Choosing To Join An Institute

FIVE INSIGHTS

INTO N.I.C.S.E.’s UNMATCHED QUALITY WHY SINCE 2013, OVER 90% OF CIVIL SERVICE ASPIRANTS IN NAGALAND WHO JOINED COACHING

CHOSE TO JOIN N.I.C.S.E.

1. THE BEST FACULTY There is a myth that only NPSC Cadets can be the best coaches for NPSC. However, most aspirants do not believe in this myth. Because every NPSC Cadet had their own individual strengths, weaknesses & strategies while preparing. Academic expertise largely varies from one NPSC Cadet to another. What had been an effective strategy for a NPSC Cadet in the past, might not be equally effective for a student he/she teaches. What’s more important in the field of coaching is the real subject command a teacher has and the techniques one practises while teaching than just having cleared the NPSC Exam. Hiring of faculty in N.I.C.S.E. is a 3-Stage selection process comprising of NPSC / UPSC PATTERN (MCQ + DESCRIPTIVE) high difficulty written test, demonstration class & interview. Every year over 200 teachers from across India & Nagaland apply for faculty positions in N.I.C.S.E. However only less than 3% of those who apply get hired because we select only the best of the best with extraordinary knowledge, experience & skillset for CIVIL SERCICE EXAMS.

2. N.I.C.S.E. IS THE ONLY INSTITUTE WITH A 30 MEMBER BACK-END ACADEMIC TEAM The quality of our coaching has as much to do with our back-end teams as it has to do with the best teachers we have. A team of over 30 professionals work in our back-end non-teaching Academic Team with a dedicated Quality Control Department to ensure every academic research area, management area, curricular activity, daily tests, mock tests are delivered & executed with absolute error-free precision.

3. THE LARGEST INFRASTRUCTURE Over 12000 sq. ft. of high end, posh infrastructure makes the N.I.C.S.E. set up absolutely stunning and National class. Quality is evident right from our Main Entry gates, to our 10 classrooms, libraries, academic rooms, management cubicles, lobbies, cabins, till the innermost sections.

4. THE BEST CURRICULUM With the best class test patterns, the largest number of most effective mock tests, the best materials, the best sessions, our programs are truly unparalleled.

5. THE BIGGEST PACKAGE N.I.C.S.E. is the only institute which provides its students with ABSOLUTELY FREE NPSC PRELIM CAPSULE PROGRAM & NPSC MAINS CAPSULE PROGRAM in addition to free Interview Workshop. The free admission kit consists of the latest year book & N.I.C.S.E. Signature leather file. Every student, on enrolment, is given free access to all the facilities like vast library & Free wifi.

City Angling Centre open competition held

Russia to create national anti-doping lab

LO N D O N, Au g 1 3 (Agencies): Usain Bolt’s final appearance on the track ended in agony as he pulled up injured running the final leg of the 4x100 metres relay at the World Championships in London. Bolt, who had to settle for bronze in the individual 100 metres, had been hoping to sign off from the sport by leading Jamaica to a fifth successive relay gold, but they were struggling in third place when he collected the baton. As he tried to gain ground, Bolt pulled up and fell to the floor with what looked like a hamstring injury. The 60,000 in the stadium who had come to farewell sport’s greatest showman had only a split second to absorb what was happening as up ahead a new chapter was being written. “It’s a cramp in his

left hamstring, but a lot of the pain is from disappointment from losing the race,” Jamaican team doctor Kevin Jones said. The US, with individual gold and silver medallists Justin Gatlin and Christian Coleman running the second and fourth legs, had been expected to push the Jamaicans all the way but they were always trailing the slick Great Britain team. The brilliantly executed race by Chijindu Ujah, Adam Gemili, Danny Talbot and Nethaneel MitchellBlake gave Britain gold in 37.47 seconds, breaking an 18-year-old national record, and the world title for the first time. The US had to settle for silver. “I wasn’t sure if I had won or not, I gave it my all but I could see Christian Coleman out of the corner

of my eye,” said MitchellBlake. “The feeling of euphoria was from infinity. I can’t register it. We smashed the British record to pieces.” Britain’s only other men’s global sprint relay golds came in the 1912 and 2004 Olympics. It completed a great night for the host nation’s sprinters after their women had earlier taken silver behind the Americans in the sprint relay, their best performance since the first championships in 1983. The US men took silver in 37.52 but for a nation that used to be totally dominant in the event, it was only their second medal in the last eight global finals after a series of world championship and Olympic disqualifications. Japan took advantage of Jamaica’s travails to take third in 38.04.

India set for clean sweep after Lankan collapse

India’s Hardik Pandya (back to camera) celebrates with teammates after the dismissal of Sri Lanka’s Angelo Mathews on Sunday. (AP/PTI)

Pallekele, Aug 13 (PTI): Hardik Pandya smashed his maiden Test century before Chinaman Kuldeep Yadav routed the Sri Lankan middle order, setting India up for a series whitewash on the second day of the third and final match, here. Pandya’s aggressive batting powered India to 487 all out after starting the day at 329 for six. The memorable knock was also Pandya’s first ever hundred in first class cricket. Pandya’s knock, which was embellished with seven powerful sixes, punctured whatever hopes Sri Lanka

had to make it a contest after ending the opening day on a high. Kuldeep, who replaced the suspended Ravindra Jadeja in the side, scalped four Lankan batsmen after Mohammed Shami sent back both the openers to help India bundle out the hosts for a paltry 135. With a massive 352run lead in hand, Virat Kohli had no hesitation in enforcing the follow-on and inflict more misery on a hapless Sri Lanka. There was enough time for India to take another wicket with Upul Tharanga dragging one on to his stumps off paceman Umesh Yadav,

leaving Sri Lanka at 19 for one at end of the day in which 15 wickets fell. Dimuth Karunaratne (12) and Malinda Pushpakumara (0) were at the crease when the stumps were drawn. The wicket was not a bad one to bat on but listless Sri Lankan batsmen failed to apply themselves. Dinesh Chandimal (48) and Niroshan Dickwella (29) put on 63 runs for the fifth wicket in the final session of the day. They attacked the Indian bowling with clear mindset. It helped Lanka cross 100 in the 21st over but their partnership was

broken when Dickwella was stumped off Kuldeep (4/40). It was the start of another collapse for the hosts as two overs later, Dilruwan Perera (0) holed out in the deep off Kuldeep again. The big wicket came w h e n C h a n d i m a l wa s caught at leg gully off R Ashwin (2/22) in the 32nd over, the ball lobbing up and KL Rahul completing the easy catch. Five balls later, Kuldeep, playing only his second Test, bowled Malinda Pushpakumara (10) and then returned in the 37th over to dismiss Vishwa Fernando (0) in the same manner. He missed his maiden Test five-wicket haul when Ashwin dismissed Lakshan Sandakan (10) an over later, caught at leg gully. Lanka lost their last six wickets for 34 runs. Ashwin and Mohammed Shami shared the new ball for India in the second innings, and although the Lankan batsmen showed intent to fight, Umesh (1/3) managed to get the breakthrough. Brief scores: Sri Lanka 135 (Chandimal 48; Kuldeep 4/40) & 19/1 [F/O] (Karunaratne 12*; Umesh 1/3) trail India 487 (Dhawan 119, Pandya 108, Rahul 85; Sandakan 5/132) by 333 runs

Mairaj-Rashmmi pair bags gold at Asian C’ship

ASTANA, Aug 13 (PTI): India finished their campaign at the 7th Asian Shotgun Championship on high as the pair of Mairaj Ahmad Khan and Rashmmi Rathore bagged a gold medal in the skeet mixed team event on the concluding day on Sunday. The Indian duo eked out a narrow 28-27 win over the Chinese pair of Liu Jiangchi and Gao Jianmei in the gold-medal match. The host combination of Vladislav Mukhamediyev and Olga Panarina settled the bronze. In an event billed as test event, Mairaj and Rashmmi qualified for the semi-finals in fifth place out of 10 teams when they shot a combined score of 93. They scored the same as the silver winning Chinese pair, but came second (4-3) in a shoot-off. In the semi-final match, the Indians prevailed over the bronzewinning Kazakhstan team 28-27. India finished the championship with a total of eight medals. Ankur Mittal had earlier won a gold in the men’s double trap and had also helped India bag the team gold in the event. Kynan Chenai won a bronze in the men’s trap and also partnered Shreyasi Singh to claim the trap mixed team bronze.

was beaten to the ball by Davies, who tucked a closerange finish under goalkeeper Rob Elliot. Harry Kane struck the post in injury time as Newcastle fell apart late on. Sharapova withdraws from Cincinnati event Unity Mienlong Club lift 27th August Gold Cup 2017

CINCINNATI, Aug 13 (Agencies): Five-time Grand Slam champion Maria Sharapova withdrew from next week’s WTA tournament in Cincinnati with a left forearm injury. The move came a week after the former world number one from Russia withdrew from a WTA event in Toronto from the injury she suffered in a second-round match at Stanford, where she withdrew after her openinground victory. Sharapova, the 2011 Cincinnati champion, arrived Friday and made the decision to withdraw after

Maria Sharapova

consulting with the event medical staff on Saturday. “I arrived in Cincinnati yesterday eager to play. However, following the doctor’s advice on-site, as a precaution for the US Open, I am unfortunately withdrawing from the tournament with the left forearm injury I sustained in

Stanford,” Sharapova said. “I want to thank the tournament for the wildcard opportunity and really look forward to competing here next year.” Sharapova was due to play French Open champion Jelena Ostapenko in the opening round. Either a qualifier or lucky loser will replace her in the draw. The injury cast more doubt over Sharapova’s participation at the US Open, which starts in New York on August 28. Due to her low ranking, Sharapova would need a wild card to play in the main draw of the tournament.

Wozniacki sets up Rogers Cup final with Svitolina

Caroline Wozniacki overcame Sloane Stevens to progress to the Rogers Cup final.

Toronto, Auf 13 (Agencies): Ukrainian Elina Svitolina crushed defending champion Simona Halep 6-1 6-1 on Saturday to reach the Rogers Cup final in Toronto where she will face Dane Caroline Wozniacki. Both Svitolina and Halep were competing on little rest after rain pushed their quarterfinal clashes to Saturday but it was the Romanian who was worse for wear as she dropped her first set of the tournament en route to losing the match in 56 minutes. Fifth seed Svitolina, who beat Wimbledon champion Garbine Muguruza 4-6 6-4 6-3 in the quarter-finals, used a strong serve and forehand to control the tempo against Halep. The Romanian, who beat Frenchwoman Caroline Garcia 6-4 6-2 earlier on Saturday, showed some life in the sixth game of the second set when she fought off a match point and earned her only break but Svitolina quickly shut down any chance of a comeback. “It was a very tough match for me men-

tally because it was the second time I was playing on this court today,” said Svitolina. Svitolina will go into the final against Wozniacki with plenty of confidence having a 2-0 career record against her. Wozniacki, riding high after ousting world number one Karolina Pliskova, beat American Sloane Stephens 6-2 6-3 to secure her spot in the final. The sixth seed carried the momentum from her win over Pliskova into the match with Stephens, who was playing in only her third event after missing 11 months with a foot injury. Rogers Cup champion in 2010, Wozniacki had an aggressive gameplan from the start, racing out to a 5-1 lead and then overcoming a brief wobble before wrapping up the first set. She jumped into a 3-1 lead in the second set before allowing Stephens to rally back. But the 27-year-old Dane found her footing and served out the match after a brief rain delay at 5-3 to clinch victory in 80 minutes.
