NPF MLAs want alliance with NDPP

KOHIMA/DIMAPUR, MAR 7 (NPN): A day after NPF dismissed outright, a news report in Nagaland Post over a “simmering crisis” within the legislature wing besides claiming that NPF legislature with 26 MLAs were “intact and sailing together in unity”; the fact has been exposed, when over 20 of them have already begun camping in Hotel de Oriental Kohima. By secluding themselves in the hotel, the legislators have clearly sent a strong signal that they were “ready and willing” to make a deal with the ruling NDPP. Earlier, a signed letter by 18 NPF legislators addressed to the NPF legislature party leader, T.R. Zeliang, have mooted for a “coalition of regional parties- NPF (26 MLAs) and NDPP (17 MLAs). The 18 NPF legislators in their letter to T.R. Zeliang, have cited the need to have a stable regional coalition in Nagaland to deliver the goods and “face any eventualities in the upcoming Lok Sabha election”. They have also urged

ZVSU flays alleged gang-rape of minor DIMAPUR, MAR 7 (NPN): Zaonger Village Students’ Union (ZVSU) has condemned the alleged “inhuman and barbaric gang rape” of a 17-year school girl by five men in Tuensang. In a press release, ZVSU president Achung Jangleh claimed that the victim was reportedly called by two of her female friends on February 24, 2019 night on the pretext of bringing home some domestic stuff from the locality. However, upon reaching the locality, ZVSU said the perpetrators, who were already seated in a van, drove them miles away to an unknown place. Alleging that the “ghastly act was premeditated”, the ZVSU said the victim was held captive by perpetrators for three consecutive days and was “brutally gang raped.” The union claimed that the victim was “mercilessly handcuff ” and served booze under duress and sexually assaulted. tion that the offer by the majority of the NPF legislators to the NDPP may not be immediately accepted but things could change in politics. From 2014 the NPF party witnessed the spectre of legislators taking holiday refuge at Kaziranga resort at least on two occasions and also in luxury hotels in Kohima and Dimapur when the party was wracked by divisions in 2014, 2015, 2016-17. The crisis within the opposition NPF could either spell serious problems for the party if more legislators walk out to cause a split.

T.R. Zeliang responds; convenes meeting on March 8

Leader of Opposition, T.R. Zeliang has confirmed that he had received a letter signed by 18 NPF legislators. When contacted the opposition leader, T.R. Zeliang, admitted saying: “Yes, 18 MLAs have written to me”. Zeliang said that in view of the development, the NPF legislature party meeting has been convened on March 8 along with the party president to discuss the issue. The present ‘rebellion/dissidence’ could be the Ides of March for T.R. Zeliang who has had to battle two bigwigs of the party for the post of chief minister in the past: in 2014 then 2015 and 2017. Known to have been very close with BJP leaders, Zeliang’s attempt to continue alliance with BJP was thwarted by the stand taken by his party president over the issue of the “anti-minority Christian” acts of the saffron party.

Ruling NDPP spurns NPF overture DIMAPUR, MAR 7 (NPN): In response to the signed letter by 18 NPF legislators addressed to the NPF legislature party leader, T.R. Zeliang which went viral on social media, the ruling Nationalist Democratic Progressive Party (NDPP) has spurned the “offer” for a coalition of regional parties (NDPPNPF). In response, NDPP through its media and communication committee has described the offer as “absurd and incomprehensible” since NDPP has a pre-poll alliance with BJP and where the alliance campaign was addressed at Tuensang by none other than Prime Minister Narendra Modi. NDPP said after election other parties such as JD (U), NPP and Independent joined the alliance after declaration of results on January 3,2018 to form the Progressive Democratic Alliance (PDA). NDPP said it remained “forever grateful” to its partners and therefore the talk of “regional coalition” was out of question especially when the NPF had “openly rejected the consultation meet of all

stakeholders on 31st January 2019, as well as rejecting the provisions of Article 371A as was endorsed by all tribal hohos.” NDPP also reiterated that its leaders have “never met” with any of the NPF leaders nor ever intended to as the party (NDPP) respected post-poll commitments and especially when PDA was in a much stronger position on completion of one year on March 3,2019. To rub it in, NDPP said the offer for a regional coalition only served to remind what it had always stated “that the opposition camp is wrought with desperation, mistrust and frustration and that it was only matter of time before the dam would burst”. It said the move by the 18 NPF legislators has only exposed the disunity among them which was a well known face too. NDPP admonished the “oldest regional party in the north east” for behaving in “such a cheap manner especially the hon’ble MLAs by resorting to create confusion” among the people so as to divide the PDA. NDPP also said the

“cheap gimmickry employed by the opposition” was not only disgusting but also an insult to the mandate reposed on them by their respective constituencies and asked the NPF to behave as a responsible party befitting a political party. Hitting out further, NDPP said NPF ought to realise that it was rejected by the people during the recent general elections as the mandate was with the PDA government. NDPP asked NPF not to indulge in “all possible kind of mischief ” to dislodge the present dispensation. NDPP also reminded that it was not too long ago when people witnessed the “intra party political drama” in the NPF during the last four years of DAN-III and including the present crisis. It expressed amusement that “such an unpredictable political party” with strife and internal problems and incapable of providing a stable government was “trying to dislodge a firm and united alliance that has the mandate of the people of Nagaland.”

Complaint filed against PM for dyslexia jibe

C H E N NA I , M A R 7 (AGENCIES): An NGO, which works for the rights of differently-abled people, lodged a complaint against Prime Minister Narendra Modi for his alleged derogatory remarks on dyslexia, at the Saidapet police station on Wednesday. According to The New Indian Express report, PS Bharathi, vice-president of Tamil Nadu Association for the Rights of All Types of Differently-Abled and Caregivers lodged the complaint. He criticised Modi for using dyslexia as a tool for political interests. “For taking a dig at a political rival, the prime minister has insulted the whole differently-abled community which has caused them immense grief,” said the petition. Meanwhile, a source in Saidapet police station said no case has been filed on the complaint. Use of OSA against media reprehensible: Editors Guild BJP minority morcha president NEW DELHI, MAR 7 (PTI/ IANS): Editors Guild of India (EGI) and other media bodies Thursday condemned the government’s stand before the Supreme Court on Rafale deal reportage, and said any attempt to use the Official Secrets Act (OSA) against the media was reprehensible. In a statement, EGI denounced the “threats” against the media in the matter and urged the government to refrain from initiating any action that might undermine the media’s freedom and independence. “The Editors Guild of India unequivocally condemns the Attorney General’s comments before the Supreme Court pertaining to documents based on which the media, including The Hindu, had reported on the Rafale deal,” the statement said. Attorney General KK Venugopal Wednesday sought dismissal of a petition for a review of the apex court’s earlier judgment on Rafale deal on the ground that the fresh

petition relied on documents “stolen” from Defence Ministry and that investigations were going on to find out if it was a crime and violative of OSA, it said. “Although the Attorney General later clarified that the investigation and contemplated action would not be initiated against journalists or lawyers who used these documents, the Guild is perturbed over such threats,” the statement said. A group of press bodies also expressed concern over the government’s submission in the apex court that documents related to Rafale aircraft deal have been “stolen” from the Defence Ministry. Stating that this had led to an inclusive process in the negotiations with all Naga national political groups (NNPGs), the federation

said this was an indication that the composite process was ample enough for finalising the matters. But regretting that in the last 22 years an agreement could not be reached between GoI and NNPGs, the federation likened it to clamping of a sword of uncertainty on the Nagas. Under the circumstances, it explained that the intentions and sincerity of the parties engaged in the negotiations come under a cloud of doubt, besides leading to fear and insecurity among the Nagas. If four governments at the Centre could not find a solution, the fifth also could be expected to linger on one or the other matter. And Nagas would be forced to believe that peace talks were counterproductive and held with the intention of something different by parties on both sides of the table, the statement added.

DIMAPUR, MAR 7 (NPN): Former chief minister KL Chishi, who had joined the saffron party just ahead of 2018 Assembly election, has tendered his resignation from the membership of BJP with immediate effect. In his resignation letter addressed to the state BJP president Temjen Imna Along Longkumer, Chishi termed as “very unfortunate” that during his association with BJP for little over a year, the party chose to ignore the interest of the people of Nagaland especially on the major issues– Naga political solution, CAB and ILP/BEFR, youth unemployment and lack of development. Chishi said BJP’s assurance to solve Naga political issue had rather changed into “shifting of goalpost as per their convenience” with promise of solution within 18 months turning into election for solution and now solution after election. He said insincerity and lack of urgency has greatly harmed the aspirations of the people. On CAB, Chishi said the brazen attempt to ram through Parliament despite massive protest in

North Eastern states only exposed a particular narrative driven agenda, which he described, was “dangerous to the demography of the entire region.” Further, he also stated that the “flip flop stand” of PDA government on CAB only made matters worse. DL, VRCs to come in card format only NEW DELHI, MAR 7 (PTI): Going paperless, driving licences and vehicle registration certificates will now be issued as plastic cards in a standard format across the country. The option of providing a paper or booklet-based driving licence or registration certificate has been done away with, the Ministry of Road Transport and Highways said on Thursday. Under the new norms notified by the ministry, states would have an option to issue the two documents in the form of cards, which would be either made of PVC (Polyvinyl Chloride) or of Poly Carbonate. “The Ministry of Road Transport and Highways has prescribed a common standard format and design of the Driving Licence and the Certificate of Registration for the entire country... The option of providing a paper or booklet based driving licence or the registration certificate has been done away with,” the ministry said in a release. The specifications for the cards are high standard and would enable durable and quality cards, it added. K Y M C

DIMAPUR: The Sub-Division Planning & Development Board (SDPDB) Pughoboto meeting for the month of March was held under ADC and vice chairman, Phuleshe K Yepthomi, at the ADC’s office on March 6. According to DIPR, the house deliberated the shortage of mathematics teachers under several GHSs, particularly in Pughoboto, Ghathashi and Lazami. The SDEO appraised the house that he has already sent a proposal to the government. The board asked him to send a reminder to department to expedite the matter. The board was also informed that installation of a Mini Solar Plant at Mini Secretariat has been successfully completed.

The house agreed to request the MLA for aid in building a fence around the plant. The members also suggested that a letter be sent to the concerned department to appoint a caretaker for the plant. The PWD R&B department volunteered to conduct a cleaning drive around the plant. The house also agreed to inform the power department to help assess and then arrange transmission of energy to nearby offices. A farewell program for outgoing ADC Pughoboto, Phuleshe K Yepthomi was conducted after the SDPDB meeting. The ADC expressed gratitude to the people for the cooperation and kindness shown to him during his tenure.

Ag a rta l a , M a r 7 (PTI): A team of National Investigation Agency (NIA) Thursday arrived here and began interrogating a man who was arrested recently for alleged links with terror outfit Jamat-ul Mujahidden (JuM) Bangladesh, police said. The two-member team of the probe agency is headed by an inspector, Sub-divisional Police Officer Ajay Kumar Das said. The Tripura Police on Tuesday had detained a man, identified as Nazir Sheikh, for alleged links with the Jamat-ul-Mujahidden Bangladesh, Director General of Police (DGP) A K Shukla said. A local court on the following day remanded him to 12 days police custody. The DGP had told reporters on Tuesday that Sheikh was an expert in making Improvised Explosive Devices (IEDs) and he was in touch with people in India with terror links. Sheikh hails from Murshidabad district of West Bengal and was detained from West Tripura district. The DGP said that during the visit of the Dalai Lama at Bodh Gaya on January 19, 2018, three IEDs were recovered from there which was believed to be the handiwork of Jamat-ul-Mujahideen Bangladesh. Details on how Sheikh was detained was not disclosed by the state police chief. “I can only say that he was detained from a place inWest Tripura district on the basis of intelligence inputs. Interrogation has started,” the DGP said. The Tripura Police, during investigation of drug smuggling cases, have found that the terrorists have links with drug peddlers, Shukla said.

IMPHAL, Mar 7: Scheduled Tribe Demand Committee Manipur (STDCM) on Thursday declared its line of agitations to be commenced from March 10 after it alleged that no positive response came to its demand within the deadline set by it. STDCM had recently set March 6 as a deadline to the Manipur government to send the recommendation for inclusion of Meetei/Meitei to ST list of India while also threatening to launch a series of agitations including the 30-hour general strike on March 10. As announced by coconvenor of the STDCM today, the 30-hour generalstrike will commence on March 9 at 6 pm and will last till March 10 midnight. “We have decided to go ahead with the proposed 30-hour general strike which will be effective in all the six valley districts of the state from 6 pm of March 9,” STDCM co-convener Laishram Romesh declared. Politicising a concern

F

or several decades, the unabated influx of illegal immigrants has been the burning issue in the north east and the closest that came to tackling it was some thirty years ago when the Assam Accord was signed between the leaders of the All Assam Students Union (AASU) and the government of late Rajiv Gandhi in 1985. Despite the enactment of Illegal Migrants (Determination by Tribunal) Act 1983 the numbers haven’t decreased mainly because the Act has several loopholes. The detection of suspected foreigners is not an easy task mainly because of several loopholes. For some reason or the other, the issue of ‘illegal migrant’ in Assam has been obfuscated on religious lines while the uncomfortable fact is the inability to clearly define who can be considered as an ‘Assamese’. Also it is to be understood that every Muslim is not a Bangladeshi and every Bangladeshi is not a Muslim. There are Bangladeshi Hindus also who have not been under the radar because their religion allows them so. This has had a grave consequence on the indigenous Twipuris who have been systematically reduced to a minority community in their own ancestral land. The fear of demographic change is as real as the fact that Tripuris, the indigenous people of the state, have been reduced to a minority status in their own home with hardly 30% of the population. Today, migrants of Bangladeshi origin in Assam are in a majority in the districts of Barpeta, Dhubri, Karimganj, Nagaon, Hailakandi in a state with nearly 3 crore people. Migrants of Bangladeshi origin and Muslims make up a little over 30 percent of the population which has seen a steep rise by 77.42 per cent from 64.46% particularly in Dhubri district. There was also a steep rise of 53.71 percent in 2001 from 50.18 percent in 1971. The Citizenship Amendment Bill (CAB) 2016 has been temporarily shelved by the BJP due to enormous hue and cry against it. The CAB could just be re-tabled if the BJP returns to power. The CAB favours Hindu Bangladeshis for grant of Indian citizenship while closing all doors on Muslim Bangladeshis. The influx from Bangladesh involves both Muslims and Hindus. This is because the population explosion in Bangladesh, with 2.8 million added every year in one of the poorest and most densely populated countries in the world, creates the push factors for this silent demographic invasion. These are, however, compounded by an expansionist political ideology, implicitly or explicitly supported in the corridors of power in Bangladesh: the idea of Lebensraum (‘living space’), which has been variously projected by the country’s leadership for a long time, though the use of the expression itself is relatively recent. In Nagaland, some organizations feel that the Inner Line Permit (enacted through the BEFR 1873) should extend to all areas of the state , especially Dimapur (where ILP is not in force). The ILP is somehow being seen as an effective instrument to discourage and prevent movement or entry of non-indigenous people into the state. However, this may not prove to be an effective tool unless the locals realise they are also part of the problem. The point is that when Assam itself has failed to check influx, other states too suffer. Perhaps there is much that Assam needs to do as it is the home ground and exporter of migrants.

n 8 March 2019, along with the rest of the world, India too will be celebrating International Women’s Day Lectures, cultural events are routine, while politicians of various party colours will invariably mouth platitudes and clichéd resolutions about the welfare and empowerment of women. But as a student of Economics I have to evaluate how far have women gained from India’s growth story? Despite a high growth rate and plentiful Government measures to encourage gender equality, the gender gap still exists in India. Lack of gender equality not only limits women’s access to resources and opportunities, but also imperils the life prospects of the future generation. We need women, not just in our boardrooms but on our shop floors, in our factories and on our workstations. Gender inequality can arise due to gaps in (i) economic participation and opportunities; (ii) educational attainment; (iii) health and survival; and (iv) political empowerment. India’s relative position in the world was low in terms of gender inequality in all the four categories except political empowerment. As per the estimates of 2017 GGGI, India ranked 15th in terms of the gender gap in political empowerment. The progress in gender equality has been slow in all structures of power and types of decision-making, with power still remaining firmly in men’s hands. Indian women represent only 11.8 percent. . Social mores, rising incomes of men, and genderbased segregation in the job market may be limiting women’s economic empowerment in India. India’s shocking

o what extent I understand the purpose, the perspective and the dynamics of the Naga political negotiations with the Government of India (GOI) and its related issues are these. It is not Naga political negotiation which denotes only a singular dialogue between one group of the Naga negotiator and the GOI. The ongoing political negotiations involved the two Naga political negotiators, namely, NSCN (IM) led by Gen. Secretary Th. Muivah and the other led by N. Kitovi Zhimomi, Convenor of the Working Committee comprising of 7 NNPGs, and both are duly engaged with the Interlocutor RN Ravi, Deputy NSA representing the GOI. Both the Naga negotiators have been in parallel dialogues and are on equal footing. The Interlocutor used to have separate camera negotiations alternately with both the Naga groups. It is therefore the political negotiations. In the process, the Naga negotiators are not alone; rather they are being supported by the facilitators who are no other than the 60 MLAs of Nagaland legislative Assembly, the Church, the Tribal organisations, the Social organisations and the mass of the Nagas. The basic role of the facilitators is to sponsor the negotiation and to extend all possible logical assistance to the negotiators. The roles of the negotiators and the facilitators cannot be reversed nor can it be exchanged but it is complimentary. Whereas, at times, the facilitators tend to overindulge in propping up political agenda inappropriately as though one is participating in the round table negotiation.

gender gap in the labour force makes us much poorer as a nation, both economically and socially. Men outnumbered women - 934 women for every 1000 men in 1981 and 943 in 2011. The sexratio was below 1000 in all the states except Kerala; it was low in some of the developed states such as Haryana and Punjab, and declined in many states over the Census years. For low-income families, education of girls is unaffordable. The female literacy rate has been lower than men’s; it was 29.8 percent against the male literacy rate of 56.4 percent in 1981, and 65.5 percent against the male literacy rate of 82.1 percent in 2011.Gender disparities, particularly at higher levels of education, are still prevalent and there is considerable concern over the quality of education. Gender inequality in health outcomes in terms of the infant mortality rate (IMR) is more appalling. The IMR among girls was higher than that among boys with an increasing gap between the two. Gender disparities in IMR in urban India fluctuated widely and remained higher than that of rural India in the past 10 years The latest round of the National Family Health Survey (NFHS) conducted in 2015-16 shows that the proportion of working women has witnessed a sharp decline compared to a decade ago. In 2005-06, when the last NFHS survey was conducted, 43% of married women in the age group of 15-49 years had reported working in the past 12 months. This proportion has declined to 31% in the latest survey. 98% of married men in the same age bracket reported having worked in the last 12 months, the data

shows. As per ILO data, in 1991, the unemployment rate of female in India 3.95% and it increased to 4.16% in 2018 (% of female labour force). According to research by a US-based society unemployment rate among women engineers in India is five times higher than that of men. According to the survey of the National Family Health Survey (NHFS-4), 27 per cent of women have experienced physical violence since the age 15 in India. This experience of physical violence among women is more common in rural areas than among women in urban areas. Domestic violence cases, where women reported physical abuse in rural and urban areas, were at 29 per cent and 23 percent, respectively. Every industry sector in India employs more men than women. Moreover, the gender gap among Indian professionals is worse than the global average in every sector Three in four employees in high-tech industries are men For growth to be sustainable and inclusive, the people, irrespective of gender, must have the opportunity to participate productively in the growth process. Drawing more women into the formal labour force, along with creating jobs, relaxing the pressure to get married and enforcing safety measures can be real sources of empowerment. These changes will make for a more productive country, a more empowered country and most certainly a happier/content country. e have been talking about equality amongst men or women. But over the years it has been seen that lots need to do to make equality in true senses. Sustainable Development Goals or agenda 2030 says that by 2030, ensure that all girls and boys complete free, equitable and quality primary and secondary education; by 2030, ensure that all girls and boys have access to quality early childhood development, care and pre-primary education so that they are ready for primary education and it also says end all forms of discrimination against all women and girls everywhere. Other key points related to women in agenda 2030 includes -eliminate all forms of violence against all women and girls in the public and private spheres, including trafficking and sexual and other types of exploitation and to eliminate all harmful practices, such as child, early and forced marriage and female genital mutilation. There are many initiatives and programme going on around the world. One of the global event which is important is International Women’s Day (IWD) which is observed on 8th March. International Women’s Day is a time to reflect on progress made, to call for change and to celebrate acts of courage and determination by ordinary women who have played an extraordinary role in the history of their countries and communities. This day is celebrated in many countries around the world. It is a day when women are recognized for their achievements without regard to divisions, whether national, ethnic, linguistic, cultural, economic or political. IWD first emerged from the activities of labour movements at the turn of the twentieth century in North America and across Europe. The 2019 theme ‘Think equal, build smart, innovate for change’ focuses on innovative ways in which we can advance gender equality and the empowerment of women, particularly in the areas of social protection systems, access to public services and sustainable infrastructure. Over the years, the UN and its technical agencies have promoted the participation of women as equal partners with men in achieving sustainable development, peace, security, and full respect for human rights. The

Political negotiation is a means

The political negotiations for solution are for all the Nagas and therefore the negotiators are not the sole proprietor of the issue. The facilitators too co-own the whole process of negotiations and so also the end result when evolved. Yet, procedurally speaking, the facilitators are to pass on their opinions on any given topic to the Naga negotiators but not to bypass them in any manner. Whereas, for unhindered and confident transactions of the business of negotiations, the synchronisation between the Naga negotiators and the facilitators is a prerequisite. Such general understanding of the process of negotiation is imperative for both the process of negotiations as well as for smooth transition of the end result. To this end, the negotiators have a role to play as was done by the Working Committee of 7 NNPGs which briefed the concerned prominent citizens and Tribal Hohos on 6.12.2017 and on 9.12.2017 respectively following the signing of the Preamble Agreement on 17.11.2017. The Working Committee again briefed all the Tribal Hohos on the talking points of negotiation at Hotel Saramati, Dimapur on 5.6.2018. When such exercises are done, the facilitators are supposed to feel contented without sense of neglect. Whereas, I came across an embarrassing incident in the interaction between R.N. Ravi, the Interlocutor and the invited NGOs on 26.2.2019 evening at Hotel Vivor, Kohima, when some attendees demanded for divulging the agenda of the negotiating parties. Ravi is neither a Naga nor does he

represent the Nagas. Such uncalculated outburst implies that as though there is communication gap between the facilitators and the Naga negotiators which ultimately fetched minus point for ourselves. What was supposed to be sought from the fellow Naga negotiators was sought from the wrong person. What I understood the purpose of the visit of the Interlocutor was to see as to whether the Nagas will be receptive to the solution when worked out. Whoever participated in the interaction knew better what opinions were conveyed to him. Whereas, the GOI made it clear to the Nagas that there will be only one solution to Naga political issue much before the Working Committee was invited to have the parallel negotiation and that stand remains. At times one tends to unnecessarily question as to how one solution is possible with dual negotiations. Had the GOI considered the simultaneous negotiations with two parties to be too intricate, the Working Committee might not have been invited despite the demand of the Nagas for inclusiveness. In fact, the invitation of the latter group by GOI was as per the demand of the Nagas. Also, had the GOI lacked mechanism to converge the two streams of negotiations into a single river, simultaneous dialogues would never have been started. To give solution to our political issue out of the ongoing negotiations is the sole responsibility of the GOI and not otherwise. Repeating what was written earlier, the pursued solution will not only resolve the political issue but including lot of social ills. No

solution means we have to continue with the prevailing situation particularly here in Nagaland which has been harbouring 10 governments. In other words, a single State of Nagaland has been feeding 10 governments. Running 10 governments is in the best interest of the upper creamy layer which is too detrimental to the survival of 90% or above of the people of Nagaland. The earlier the issue is resolved the better. The political negotiations are a means to an end. With the sole principle of finding a solution to Naga political issue, both the nego-

She also added that “when we put the focus on those who are least heard, and least visible— whether individuals, or those hundreds of millions of informal sector workers who currently have little or no presence in official planning, or financial protection that will sustain them in illheath, child care or older age—we are tackling some of the deepest-reaching social problems and can make the progress we want to see.” For brining equality we have to start thinking equal in mind. It is easy to say but brining equality is still a challenge. Lots of innovation needed and all of us must think smart and solution and ways to bring equality. Let there be equal participation in all level. All of must act smart and participate in brining equality amongst boys and girls and amongst men and women. Together we can make a difference and let’s take up the challenge to achieve SDGs and make equality a reality. It is neither rational nor realistic nor justifiable for the group to say that some issues are too intricate to resolve within 2 decades. What cannot be solved in 22 years can never be resolved in a life time. The Naga negotiators are expected to be pragmatic

and magnanimous too if they are for solution. If any negotiator has the ulterior motive and is taking undue advantage on the process of negotiations endlessly for one’s comfort, it tantamount to betrayal. In the event of any Naga negotiator using the negotiation as the end is the anti-progress and self-centred. The negotiations are not the end but the means, and the solution is the end. The Nagas cannot afford to sponsor dirty games indefinitely. Therefore, be transparent with the Nagas for the sake of the survival of the Nagas. Z. Lohe

As the world celebrates the “International Women’s Day” today, and as Naga women also join in the global celebration, let us not forget one very important aspect of this day. The day may have been marked specially as a way of appreciating women across the world but celebration does not end with the day. Every woman is born special and for those who have the privilege of good education must take it as a responsibility to stand up for those who cannot on their own. Every Naga household has a daughter or a granddaughter, niece, aunt, sister, grandmother and so forth. Every woman is all these put together since the day that she is born because God created her differently than a man. A woman is more compassionate, nurturing, gentle and strong which makes her ideal for taking on responsibilities that may seem enormous. In our Naga society, women may be given an equal status but there is still the unspoken undercurrent which proves to be an obstacle for achieving greater heights. As we celebrate the day, let the women pray that the chains that binds us from moving ahead be broken and the shackles of society be swept away as cobwebs. Naga mothers, daughters, sisters, aunts, grandmothers please reach out and help one another and put away jealousies that you may harbour against another. Let there be a communal and spiritual fellowship which will enable us to become better women in future. Pray for Nagaland and our children so that the future is bright for those we leave behind one day. Let us educate our girl child and mould them up to be God fearing so they can procreate a better society. Let us pray that violence and abominable rapes happening around us is brought to an end and that women can be safe wherever they go. Let us also pray specially for our sons so that they learn how to respect their sisters and female relatives. Let us celebrate each day as a personal mission to change for the better. New Delhi, Mar 7 (IANS): The National Green Tribunal (NGT) on Thursday imposed a Rs 500 crore penalty on German automaker Volkswagen for using a “cheat device” in its diesel cars to deceive emission tests. However, the company said that it will challenge the order in the Supreme Court. On Thursday, the Tribunal ordered the company to deposit the amount within two months. An NGT-appointed committee had earlier recommended a penalty of Rs 171.34 crore, which the bench enhanced in its Thursday order. Volkswagen, however, said that it did not violate the Bharat Stage-IV (BS-IV) emission norms and that the results were based on “on-road testings” for which there were no prescribed standards.

New Delhi, Mar 7 (PTI): Business organisations using Aadhaar services will now have to pay Rs 20 for each customer verification and 50 paise for authentication of each transaction carried out by the entities, the Unique Identification Authority of India (UIDAI) said Thursday. “Aadhaar authentication services shall be charged at the rate of Rs 20 (including taxes) for each e-KYC transaction and Rs 0.50 (including taxes) for each Yes and No authentication transaction from requesting entities,” a notification by the UIDAI said. The gazette notification, the Aadhaar (Pricing of Aadhaar Authentication Services) Regulations 2019, however, exempts government entities and the Department of Posts from authentication transaction charges. “The entities have been incurring a cost of Rs 150200 per KYC sans Aadhaar. They have been demanding to use Aadhaar-based authentication and KYC services on account of these being convenient to them and their customers and also the fact that they will save huge amount which

The existing vehicles will be required to adopt the new provisions with effect from April 2021, while all new vehicles rolling out from April 2022 will have these pre-fitted. “The Ministry of Road Transport & Highways has decided to mandate advanced braking systems, technologies and performance requirements for improved road safety and reducing accidents,” the ministry said in a statement. The provision will be binding on all vehicles with nine seats and above, it said. This includes mandatory fitment of anti-lock braking system, introduction of stringent braking performance, endurance braking requirements, intelligent braking system to assist drivers in managing braking force, and electronic stability for better stability and to reduce roll over, the statement said.

Search team rescues lost Israeli trekker

KOHIMA, MAR 7 (NPN): A joint operation by Southern Angami Youth Association (SAYO), District Disaster Management Agency (Kohima), and State Disaster Response Force (Home Guards & Civil Defence), on Thursday night, rescued an Israeli trekker who had lost his way when coming back from Dzükou valley. SAYO president Zakieleto Tsiikrii informed this Correspondent that five individuals from Israel, who visited Dzükou valley on March 6, was returning back

on Thursday evening. Four of them, three women and one man, reached Jakhama safely, however a male trekker lost his way during the return trek. According to sources, his teammates could contact him during the day, but lost contact later in the evening. The volunteers set out to find the lost trekker and eventually found him at 10:55 pm, safe and without injuries. When this report was filed, the rescue team with the trekker was expected to reach Jakhama Base Camp at around 1 to 1:30 am on Friday.

A press release from CMO office district media officer, Roseline stated that Food Safety Officer (FSO) Nitile Tep talked about the importance of food safety, Food Safety Act 2006, labelling and packaging, registration and licensing, food safety display boards and the formalin fish issue. Dr. Sentikumla Longkumer, medical officer district hospital Longleng, also spoke on food adulteration, how to test and detect food adulteration, and good hygiene practices. The meeting was attended by 36 FBOs and members from Longleng

Chamber of Commerce. Prior to the meeting, a food safety inspection was conducted in the district on March 5. The team was led by FSO Longleng, staff from CMO office, police personnel, and volunteers from Longleng Town Students Union. The inspection team sensitised Food Business Operators (FBOs) on the importance of proper packaging and labelling of food items. These practices not only promote the product but also provided information to the customers and help them make informed choices for their health, the press release said. Expired goods and items were also seized and later disposed off in an incinerator at the CMO’s office.

New Delhi, Mar 7 (IANS): Union Cabinet on Thursday approved setting up of 50 new Kendriya Vidyalayas (KV) under the civil and defence sectors across the country. “The Vidyalayas are proposed to be opened in the Civil/ Defence Sector. Once fully functional, these will provide quality education to approximately 50,000 students,” the government said in a statement. Union Minister Arun Jaitley, while announcing the decision, said that these new schools will be set up in areas that are hotbeds of left wing extremism, as well as in places with heavy deployment of CRPF troops or with high concentration of railway employees. The new KVs will be set up in UP, Uttarakhand, Andhra Pradesh, Tamil Nadu, Bihar, Madhya Pradesh, Jharkhand, Bihar, Karnataka, Assam, Rajasthan, Haryana, HP, Odisha, Kerala, J&K, Chhattisgarh, WB and Arunachal Pradesh.

1 killed, 32 injured in Jammu blast; attacker arrested Jammu, Mar 7 (PTI): A teenager was killed and 32 others were injured Thursday in a grenade attack in the crowded general bus stand area in the heart of the city with the attacker suspected to have links with Hizbul Mujahideen arrested in this connection, police said. Mohammad Sharik, 17, a resident of Hardiwar in Uttarakhand, who was among 33 people brought to the hospital, succumbed to splinter injuries, they said. Addressing a press conference in the evening, IGP Jammu M K Sinha said Yasin Javid Bhat was nabbed by a police party at toll plaza in Nagrota. He was in contact with Farooq Ahmad Bhat, district commander of Hizbul Mujahideen in

Kulgam, Sinha said, adding he was arrested on basis of CCTV footage and testimony by eyewitnesses. During questioning Bhat said he had procured the grenade from Farooq Bhat in Kulgam and reached Jammu in the morning, he said. This is the third grenade attack by terrorists in Jammu bus stand since May last year, viewed by security agencies as an attempt to disturb communal harmony and peace in the city. The condition of four more injured persons was “critical” and two of them were operated upon by the doctors to save their lives, they said. New Delhi, Mar 7 (PTI): In a major move, Defence Minister Nirmala Sitharaman has approved the first batch of reforms in the Army which include relocation of 229 officers from the Army headquarters, creation of a new post of deputy chief for military operations and strategic planning, and setting up new wings for vigilance and human rights issues, official sources said Thursday. Finalised after 12 independent studies, the transformative reforms in the Army are being implemented to make the 1.3 million-strong force leaner and meaner as well as to enhance its combat capabilities. The defence minister has approved the first batch of long-pending reform measures in the Army, the sources said. They said the number of officers being moved out is 20 per cent of the total officers in the Army headquarters in the national cap-

Contempt of Court!.” The Attorney General reiterated that even in the previous hearing, he had made it clear that he was not looking for any punishment to Bhushan and has conveyed to the Central government, through Solicitor General Tushar Mehta, that it should not press for this. However, the Attorney General urged the court to decide the larger issue whether in a matter, which is sub-judice, is it open to litigants and lawyers to criticise the court proceedings to affect public opinion. The other question involved is what are the rights of the litigants and what may amount to interference in the course of administration of justice. The next hearing on Bhushan’s application seeking the recusal of Justice Mishra and the larger issue involved in the contempt plea would take place on April 3.

These questions were framed by the court when it heard the matter on February 6 and sought response from Bhushan on the contempt plea by the Attorney General. However, Bhushan refused to offer an “unconditional apology” to the court for filing an application seeking the recusal of Justice Mishra from hearing the contempt plea on the grounds of reasonable apprehension of bias. Right from the outset of the hearing, Justice Mishra made it clear that he was not going to recuse himself and Justice Sinha too backed his stand as senior counsel Dushyant Dave, appearing for Bhushan, pressed for it. Both the Attor ney General and the Solicitor General, appearing for the Centre which too moved the court seeking contempt proceedings against Bhushan, opposed the plea. However, senior counsel Rajeev Dhavan, appearing for one of the interveners, questioned Mehta addressing the court on the issue, contending the Centre has not taken nod from the Attorney General to file contempt against Bhushan. The court, however, refused Mehta’s plea to pass an order that Bhushan may not file an application seeking recusal of a judge from hearing a matter.

New Delhi, Mar 7 (PTI): The Election Commission will soon announce its schedule for the highvoltage Lok Sabha elections, which is likely to be spread over 7-8 phases in April-May, sources said on Thursday. Sources said the poll panel is in final stages of completing its logistical preparations to hold elections for the 17th Lok Sabha and a detailed polling schedule could be announced as early this weekend or by early next week. The term of the present Lok Sabha ends on June 3. Notification for the first phase could be issued by the end of March for voting some time in early April, sources suggested. There is a strong possibility that the EC may go by the precedent and hold assembly elections in Andhra Pradesh, Odisha, Sikkim and Arunachal Pradesh along with the Lok Sabha polls.

Since the Jammu and Kashmir Assembly has been dissolved, the EC is bound to hold fresh polls there as well within a six-month period, which will end in May. While there is a view that the Jammu and Kashmir assembly elections can be held along with the Lok Sabha polls, but a lot depends on the complex security situation in the state given the heightened tension along the India-Pakistan border. The J-K assembly’s six-year term was to end on March 16, 2021, but it got dissolved after a ruling coalition between the PDP and the BJP fell apart. The other state assemblies and Lok Sabha have five-year terms. While the term of the Sikkim Assembly ends on May 27, 2019, the terms of Andhra Pradesh, Odisha and Arunachal Pradesh assemblies end on June 18, June 11 and June 1 respectively.

According to India Today, ADR analysed the income and expenditure of 37 regional political parties for the financial year 2017-18. New Delhi, Mar 7 (IANS): Activist-lawyer Prashant Bhushan on Thursday said his tweet that the government “fabricated” minutes of a highlevel panel’s meeting that named M. Nageswara Rao as acting CBI Director was a “genuine mistake” based on the letter of Congress leader Mallikarjuna Kharge. Besides Prime Minister Narendra Modi and Justice A.K. Sikri, Kharge, the leader of the Congress in Lok Sabha, attended the January 10 meeting that had recommended the removal of Alok Verma as Central Bureau of Investigation (CBI) chief, and Nageswara Rao replacing him as a stop gap arrangement. Sikri, who retired on Wednesday, attended the meeting on behalf of Chief Justice Ranjan Gogoi. Reading out Bhushan’s statement terming his tweet of February 1, 2019 a “genuine mistake”, Attorney General K. Venugopal told the bench of Justice Arun Mishra and Justice Navin Sinha, that he was not pressing for contempt proceedings against Bhushan. Pak seals JuD headquarters N Korea rocket site appears ‘operational’ again: US experts Lahore, Mar 7 (PTI): Pakistan authorities on Thursday sealed the Lahore headquarters of Mumbai attack mastermind Hafiz Saeed-led Jamaat-ud-Dawa (JuD) and its charity wing Falah-i-Insaniat Foundation (FIF) as part of the ongoing crackdown against the banned organisations. “Under the National Action Plan (NAP), the government has taken complete control of the banned JuD and FIF headquarters in Lahore and Muridkey,” said a statement issued by the Punjab Home department Thursday. It said the government has been taking over the control of the mosques, seminaries and other institutions of the banned organisations in the province.

“We have intensified action against the banned organisations,” it said. A senior government official told PTI that the authorities have sealed the Jamia Masjid Qadsia, the Lahore headquarters of the JuD and FIF. The official said the government has also taken over the complete control of the JuD headquarters in Muridke, some 40-km from Lahore. However, the home department did not confirm it. The official further said that Saeed and his supporters did not protest when the administration and police reached there to take over the control of the building. “Saeed along with his supporters left for his Jauhar Town residence,” he

said. The whereabouts of Saeed was immediately not known. Saeed was listed under UN Security Council Resolution 1267 in December 2008. He was released from house arrest in Pakistan in November 2017. According to officials, JuD’s network includes 300 seminaries and schools, hospitals, a publishing house and ambulance service. The two groups have about 50,000 volunteers and hundreds of other paid workers. The JuD is believed to be the front organisation for the LeT which is responsible for carrying out the Mumbai attack that killed 166 people. Still seeking ban on Pak in WC despite ICC snub: COA chief Rai New Delhi, Mar 7 (PTI): Committee of Administrators (COA) chairman Vinod Rai Thursday said the BCCI is still seeking an ICC ban on countries that harbour terrorism despite a recent rejection but was non-committal on whether India will boycott Pakistan at the World Cup. At its board meeting in Dubai last week, the International Cricket Council (ICC) dismissed the BCCI’s request to sever ties with countries from where terrorism emanates though the Indian Board did not make a specific reference to Pakistan. India and Pakistan are scheduled to play in the World Cup on June 16 and Rai said due process will be followed before the final decision is taken on boycotting the high-octane

We have expressed our concerns (over security) and they (ICC) said yes, ‘security will be tightened’ and everything else,” said Rai after a COA meeting here. NABA informs boxers to register online DIMAPUR: The Nagaland Amateur Boxing Association (NABA) has informed affiliated state units and Boards that the the Boxing Federation of India has established a Central Databank to maintain the profile of all the boxers in the country and have began Online Registration of Boxer. A press release by NABA General press secretary, T. Meren Paul stated that the Central Databank once fully implemented, will not only keep track of each boxers but also do away with the borrowing of boxer from one state to another which is a contentious issue plaguing the Boxing Federation at present. All the affiliated State units have been given password to register boxers online and the Federation has given 31st March 2019 as the deadline for registration of the boxers of the affiliated state units and boards. In view of this, NABA has informed to all districts boxing associations to get their boxers registered with the BFI and get their registration number, without which they shall not be allowed to participate in any of the national championships. The Nagaland Amateur Boxing Association henceforth shall not field any boxers from Nagaland Police and Assam Rifles who have already participated in the All India Police/Services Meet as they will be disqualified by the competition director.

DIMAPUR: Naga martial artist Khetoho Zhimomi will represent India in the 4th International and Thai Martial Games festival at Bangkok, Thailand from March 8 to 17 which is organized by the Thai Government. Khetoho who will be participating in the K1 ( below 70 kgs) category is the lone participant from the Northeast. Khetoho is the brother of Kivi Zhimomi, the first Naga

footballer to be signed by an ISL franchise. Exuding with confidence ahead of the tournament, Khetoho said, “It is my lifelong dream to represent my country and state atleast once. Today I am all set to fulfil that dream and I request every Naga to pray for me.” He also thanked few sports enthusiasts, organizations and who have helped him financially and motivated him to chase his
