Opposition questions Shah’s casualty claim
NEW DELHI, MAR 4 (AGENCIES): Seeking to put the government on the back foot, opposition parties Monday latched on to BJP chief Amit Shah’s claim of 250 casualties in the Indian Air Force’s air strike in Pakistan’s Balakot to ask how he got such top secret information. Congress asked the government what was the basis of Shah’s claim and why Prime Minister Narendra Modi was not giving details of the casualties. Congress spokesperson RPN Singh accused the prime minister and the BJP leadership of politicising the air strike and said Modi should apologise to the country for trying to portray the Indian Air Force IAF as being “weaker without Rafale” and undermining its abilities. Senior Congress leader Kapil Sibal also said if Shah is claiming 250 casualties of terrorists in the air strike, why is the prime minister not providing details of the number of deaths. He cited several international media reports claiming “no proof of militant losses at Balakot” and asked Modi if those media organisations are “pro-Pakistan”. Congress chief spokesperson Randeep Surjewala referred to Union minister SS Ahluwalia’s reported remarks
and asked the prime minister to share the “truth” with the country. Referring to Shah’s statement on the casualties in the air strike, RPN Singh asked, “Where is this number coming from and who is politicising this whole incident.” Delhi Chief Minister Arvind Kejriwal Monday said Shah took a stand contradictory to that of the armed forces. “The armed forces are also saying this. Amit Shah is saying that the armed forces are lying, 250 (terrorists) were killed. Shah is calling the armed forces a liar. The country will not tolerate this under any circumstances,” Kejriwal tweeted in Hindi. BSP chief Mayawati attacked Modi for his remarks on Rafale jets, asking why BJP government did not induct even one of these fighters into the IAF during its tenure. CPI-M leader Sitaram Yechury said discrepancies in the casualty figures indicates that nothing on the air strike is based on facts and accused BJP of politicising the air strike. CPI leader D Raja accused Modi and BJP of “demeaning” the armed forces and questioned Shah’s claims of casualties. NCP’s Sharad Pawar said if the information on casualty had come from defence personnel, he would have taken it seriously.

While officially no figures have been given, BJP President Amit Shah claimed in Ahmedabad on Sunday that more than 250 terrorists were killed in that airstrike. Addressing the ‘Lakshya JITO’ programme in Ahmedabad, Shah spoke about the two major terror strikes of the last five years and outlined the central government’s response against them. “In 5 years two major incidents happened...In URI and Pulwama.....after Uri attack our army entered Pakistan and did a surgical strike and took revenge of our soldiers’ death.” “After Pulwama attack, everyone thought surgical strike can’t be done this time..now what will happen?... At that time Prime Minister Narendra Modi-led central government did an airstrike on the 13th day and killed more than 250 terrorists without any harm on our side,” the BJP president Amit Shah said.

Did Amit Shah give any figure even once? The air strikes were designed to demonstrate that we can enter your home, despite your (Pakistan’s) elaborate security arrangements, and can strike at will at terror locations that we have properly identified,” said Ahluwalia, the Darjeeling MP, in Siliguri on Friday. “We did not want any human casualty,” the minister said in Bengali.

DIMAPUR, MAR 4 (NPN): Deputy National Security Adviser and Interlocutor for Naga talks, R.N. Ravi Monday clarified that he had already enunciated the status of the ongoing Naga talks with various organizations during his recent visit to Nagaland and which was also reported in Nagaland Post on March 1, 2019. He said this when Nagaland Post contacted him Monday to confirm about a report published by a news agency-- Naga peace pact ‘any day’. The report, quoting government sources, said with the Naga groups expected to reciprocate with “pragmatic flexibility”, the final agreement could be signed any day. Sources also stated that the government was ready to consider a Naga flag for a pan-Naga cultural body and to term the final agreement as “Naga Constitution”. However, Ravi, who is in Delhi, said he was not aware of the report. In an exclusive interview to Nagaland Post, Ravi had said that though Centre was ready for a final solution, the “differing positions” on the demand for separate Naga flag and Constitution has delayed signing of the final agreement.

DIMAPUR, MAR 4 (NPN): Confederation of Chang Students’ Union (CCSU) has affirmed that the lockdown of offices of district education officer (DEO) and sub-divisional education officer (SDEO) in Tuensang would continue. In a statement, CCSU general secretary, C Pongsu, stated that the offices would remain locked until their demands were met.
CCSU has demanded immediate retention of downgraded government high schools (GHSs) including GHS Chingmei and GHS Noksen. It has demanded the education department to give written assurance. On Sunday, the union had stated that they were forced to resort to such a step as the ultimatum served on the department concerned went unanswered till date.
NEW DELHI, MAR 4 (IANS): The CPI-M on Monday said that in order to defeat the BJP-led alliance and ensure an alternative secular government is formed at the Centre, it would lend support to the Congress in states where it is in direct contest with the BJP. The party said that in West Bengal, it won’t go for mutual contest in the present six sitting Lok Sabha seats which are currently held by Congress and the Left Front. At a meeting of its Central Committee here on Monday, CPI-M reiterated that its electoral tactics will be based on defeating the BJP alliance, increasing the strength of the CPI-M and the Left in the Lok Sabha, and ensure that an alternative secular government is formed at the Centre.
We don’t count casualties: IAF chief Amidst a raging controversy over the damage inflicted on the Jaish-e-Mohammad (JeM) terror camp in Balakot, IAF chief BS Dhanoa on Monday said his force does not count human casualties but the airstrike had hit the “target”. “The Indian Air Force is not in a position to clarify the number of casualties. The government will clarify that. We don’t count human casualties. We do not count how many people were dead. We count what targets we have hit or not. We hit our target. The air force doesn’t calculate casualty numbers. The government does that,” he told the media in Coimbatore. “The target has been clearly amplified by the Foreign Secretary in a statement. If we plan to hit the target, we hit the target. Otherwise why would he (Pakistan Prime Minister) have responded. NPF has once again charged the ruling PDA coalition led by Neiphiu Rio of failing to provide convincing answers during the justconcluded session of Nagaland Legislative Assembly (NLA). The opposition party also released a list of questions put by leader of opposition (LoO) TR Zeliang. NPF alleged that Rio, who also holds the finance portfolio, failed to provide any answer to the queries by Zeliang related to Budget 2019-20 that was presented on February 25. During the debate, the LoO had pointed out anomalies in the Goods and Services Tax (GST) wherein the collection rate in the State was shown has having gone down. In 2017-18, it was 25%, which decreased to 11.4% in 2018-19 and estimated to be 9.72% in 2019-20. Therefore, Zeliang had questioned the chief minister as to how the GST collection had gone down. As Rio failed to come up with any answer on the floor of the House, he was asked by the LoO to publish his answer in the local
dailies. However, the opposition party noted that nothing had been clarified in the local dailies till date. It claimed that before introduction of GST, the DAN government had introduced online system on Central Sales Tax (CST) and the growth rate was 19.60% in 2017-18. Further, additional fund released from April 1, 2018 till date, as stated by Rio, was Rs 735.84 crore that included re-imbursement amount of Rs 220.09 crore. To this, Zeliang sought to know how the remaining amount of Rs 514.75 crore, after deducting the reimbursed amount of Rs 220.09 crore, was spent and through which department. Chuba Ozukum; former NSF president and NPF spokesperson, Achumbemo Kikon; and St
Joseph College assistant professor, Dr. Keluhol Tase. NSA Kohima president, Dr. Zavise Rume, in his welcome address said the discussion was being held to assess the contents of the CAB and its impacts. He added that the discussion was an academic exercise and non political in nature. Professor Rosemary Dzuvichu said opposing the CAB was the first time the North East worked together as a region. As indigenous people, the people of the region have experienced their rights and liberties being violated, she added. Professor Dzuvichu also expressed concern that the bill that was passed in the Lok Sabha without much hindrance and pointed out that this was a “dangerous
sign.” She suggested that India has to seriously look into refugee law (citing the examples Chakmas, Tibetans Rohingya refugees, Sri Lankan Tamil refugees) and come up with a comprehensive refugee law through proper legislation and then seriously talk about the Citizenship Bill. Merentoshi R. Jamir, addressing the gathering, said the original Act never mentioned any particular community or religion. He however pointed out that the 2016 bill inserted certain clauses which were objectionable to the people of the North East because they posed threats to the region. According to Merentoshi, there are people in India who regret giving Article
371A to Nagaland and are ready to revoke or dilute it. He added that it was the responsibility of the Nagas to protect the Article. P. Chuba Ozukum, in his address, said India was trying to dominate the North East region by sending thousands of illegal migrants through the CAB bill. The president said it was misleading on the part of the state government to say that Nagas could be protected under Article 371A. He asserted that the CAB and Article 371A were vastly different and had no connection whatsoever with each other. Achumbemo Kikon, in his address, said that if the bill was passed, the most affected will be the North Eastern states considering the geography of the country’s borders. “If our people are to survive as an indigenous people, we have make a stand and not shy away” he said. Dr. Keluhol Tase, presented a brief background of the CAB bill and said that it was introduced as the Citizenship Act, 1955 and the CAB (2016) bill. It proposed a reduction in the 12 years of residency before citizenship, to six years. He pointed out that the bill specifically mentioned countries and religion as criteria for citizenship.

DIMAPUR: Excise Mobile Squad unit, led by inspectors Hevito, Ongsham and Limatola, during prohibition duty in and around Dimapur on March 1, seized 1588 bottles of assorted liquor from several shops. In a press release superintendent of excise and prohibition, Khevito S Swu stated that all accused were charged under relevant sections of the NLTP Act and the seized articles were deposited at the unit Malkhana for destruction. The superintendent also warned those involved in the illegal business of selling liquor that defaulters will be strictly dealt with as per the provisions of law.

KOHIMA: In a bid to boost rural economy, a seminar on sustainable piggery development program was held at Phusachodu village under Phek District on March 2. The event doubled up as a program to distribute start-up money to 100 households. A press release from the organizing committee stated that Kudecho Khamo, ex-candidate, NDPP and Dr. Kewelelo Mero district livestock development officer, Phek were the resource persons for
the seminar. Kudecho Khamo, in his speech said pigs were one of the most reared animals in the state and
“Pig is a savings bank for villagers” it was the favourite meat of the Nagas. He however regretted that the state had to import large numbers of pigs from outside Nagaland to meet market demand which drains a huge amount of money

He asked the villagers to be honest, hard working and take projects of their choice suggesting that each household take up at least one farm or project and also rear pigs even if they cannot open a piggery farm. Khamo was optimistic that Phusachodu village would become a pig surplus village in five years time and export pigs and piglets, if the villagers cooperate. He promised all possible help if the villagers should start piggery farms or start breeding pigs on a commercial scale. Khamo donated Rs.7000 each to 100 households (Rs. 700000) in the village. Of this, Rs. 3.50 lakhs was his personal donation and Rs. 2 Lakhs was received under Special Development Fund (SDF) 2018 and Rs. 1.50 Lakh was contributed by the minister Planning & Coordination, Land Revenue, Neiba Kronu. Will consider demand for ST status ‘positively’: Biren

IMPHAL, Mar 4: Manipur chief minister N Biren Singh on Monday told the state assembly that the demand for ST status for Meetei/Meitei community will be considered “positively”. Speaking on the last day of the budget session, Biren said that the government has seriously taken up the issue of the inclusion of Meitei/Meetei in the Schedule Tribe (ST) while asserting that “the micro population of the indigenous people of the state is under threat.” Biren said that he too welcomed the demand raised by the Scheduled Tribe Demand Committee Manipur (STDCM), as it sought constitutional safeguard for the indigenous people. He further told the

house that necessary official works for the mandatory recommendation of the state government to the Centre was under process. While submitting the recommendation, the state has to provide the latest Social Economy Caste Census Survey report and Ethnographic report. To avoid any procedure lapse while furnishing the recommendation, the state government has also

He also said that the procedure of the state government’s resolution and recommendation of the Registrar General of India were required for the inclusion in the ST list. Meanwhile, the chief minister said that the state government was in consultation with the intellectuals, leaders of civil society organisations to bring a consensus in the best interest of safeguarding the indigenous people of the state. Earlier, opposition member K Meghachandra of Congress raised up the issue in the floor of the house while sharing his observation that the demand raised by the STDCM needed to be addressed at the earliest.

Asia’s oldest bamboo fossils found in NE of bamboos in Asia (so far, bamboo fossils from Asia date back only to the Neogene (3 to 23 million years ago)). These fossil finds raise two important points, according to lead author Gaurav Srivastava (Birbal Sahni Institute). “The earliest bamboos in Asia probably originated in eastern Gondwana, which comprises India too,” he says. “Independent molecular studies also suggest this. This is not surprising because northeast is a centre of diversity for bamboos, as is nearby southern China.” Secondly, based on vegetation reconstruction and climate prediction studies, ancient bamboos probably evolved during a warm and humid period, he adds. “However, they seem to have adapted over the years and modern bamboos are found in both warm and cold climates now,” he says.
Smart surveillance of IndoBangladesh border to begin NEW DELHI, Mar 4 (PTI): A “highly porous” riverine section of the IndoBangladesh border in Assam will be put under electronic surveillance from Tuesday in a bid to check illegal immigration and smuggling of arms, ammunition, drugs and cattle, the Union Home Ministry (MHA) said Monday. The “smart fencing” will be operationalised in the 61 km riverine section of the international border in Dhubri district of Assam where the Brahmaputra river enters into Bangladesh. The project, BOLDQIT (Border Electronically Dominated QRT Interception Technique), under the Comprehensive Integrated Border Management System (CIBMS), will be inaugurated by Union Home Minister Rajnath Singh. It will cover the India-Bangladesh border in the area which consists of ‘char’ (sand islands) and innumerable river channels, which makes border

ith tensions between India and Pakistan spiralling along the LoC, the rhetoric deployed by Indian political parties is also showing signs of escalation. Even if the firing along the LoC eventually ceases, it would seem that the rhetoric of who’s politicising the Pulwama and subsequent air strikes inside PoK would get hotter as elections draw near. There is little doubt that the Bharatiya Janata Party (BJP) will seek political mileage from the air strikes the Indian Air Force conducted in Pakistani territory on February 26 after the killing of 40 Central Reserve Police Force (CRPF) personnel in Jammu and Kashmir 12 days prior. This was confirmed by statements by senior BJP leaders, including the Prime Minister and the party president Amit Shah, soon after the Pulwama air strikes. The BJP leaders are already suggesting that the September 2016 surgical strikes across the Line of Control and last month’s air strikes under the BJP-led government are a marked departure from the policy followed by previous dispensations in dealing with Pakistansponsored terrorism. Modi made no effort to hide the fact that he and his government were taking political credit for the strikes. After the cry of “Bharat Mata Ki Jai”, Modi with folded hands, assured the crowd that India was in safe hands(under him). Playing with the huge emotions of the crowd, Modi vowed not to let India die nor stopped nor to bow its head. Next was BJP president Amit Shah who had told a gathering in Ghazipur that only Narendra Modi can give a “mooh tod jawab” (fitting reply) to Pakistan. He then went on to ask people to vote the Bharatiya Janata Party instead of the Samajwadi Party-Bahujan Samaj Party- Rashtriya Lok Dal alliance in the upcoming general elections. Shah said the prime minister has sent a “message to the world” that the current government would “go to any extent” to protect the country. In Karnataka senior BJP leader Yeddyurappa stated that as a result of the airstrike, the BJP was guaranteed to win at least 22 of the 28 Lok Sabha seats from Karnataka. Minister of State for External Affairs VK Singh criticised his party colleague BS Yeddyurappa the next day for claiming that the Indian air strikes on a terror camp in Pakistan have led to a “pro-Modi” wave in the country ahead of the elections. In his tweet, the former army chief wrote : “BS Yeddyurappa ji, I beg to differ. We stand as one nation, action taken by our government is to safeguard our nation [and] ensure safety of our citizens, not to win a few extra seats”. Whenever the opposition parties raised questions about politicisation of the strikes and for proof on casualties of the air strikes, the BJP deflected them by attacking the opposition for questioning the armed forces. BJP said that all parties should stand united for the nation and desist from “petty politics”. The BJP’s dichotomy in using the strikes to attract voters who may not be its core supporters but can swing to its side on matters of national security is clear. With negative economic trends, farmers in distress and loss of jobs, the BJP sorely needs to hype up war hysteria and hyper nationalism to have any hope in 2019. The joint statement by 21 opposition parties lauding the armed forces and criticising the BJP for politicising the action is an indication of such thinking in the anti-BJP camp.

I will also consider my own life as “dear to myself.” But Paul said he considered his life dear so that he might fulfill the ministry he had received, and he refused to use his energy on anything else. This verse shows an almost noble annoyance by Paul at being asked to consider himself. He was absolutely indifferent to any consideration other than that of fulfilling the ministry he had received. Our ordinary and reasonable service to God may actually compete against our total surrender to Him. Our reasonable work is based on the following argument which we say to ourselves, “Remember how useful you are here, and think how much value you would be in that particular type of work.” That attitude chooses our own judgment, instead of Jesus Christ, to be our guide as to where we should go and where we could be used the most. In the ancient coins of Madurai, it is shown holding a snake in its beak. In the Chennakesava temple there are depictions of a chain of destruction: A deer is eaten by a python who is destroyed by an elephant who is attacked by a lion who is destroyed by Shiva in his incarnation as Sharabha. Sharabha is then destroyed by Narasimha (man-lion) as

Gandaberunda The tale is like this: The demon Hiranyakashipu is killed by Vishnu who comes as Narasimha. But even after he was slain, Narasimha, who had tasted blood, did not change back his form to Vishnu. The gods grew scared of his raging form and they appealed to Shiva. Shiva turned himself into Sharabha – a combination of man, lion, bird – in order to subdue Narasimha. But Narasimha changed into Gandaberunda, with two heads, fearful rows of teeth, black in complexion, and with wide blazing wings, and fought with Shiva-Sharabha for eighteen days, killed him and then died in a massive explosion of energy. Gandaberunda was first adopted by the Vijayanagara empire in 1510, and as the royal insignia of the Wodeyar rulers of Mysore 500 years ago. Coins from the rule of Achyuta Deva Raya are thought to be the first to use the Gandaberunda on currency. Found in the sculptures and bas- reliefs of many temples in the South of India, it is the official emblem of Karnataka. propos to an article “I see no evil” written by Khumlamo Patton, published in Nagaland Post on 4th March stirred my attention in total disbelief to have found a Naga brethren who thinks AFSPA is no evil, even after living for generations under military aggression. Though everyone is free to express his/her opinion, to claim that “AFSPA is not as draconian as is framed to be” is preposterous and absurd. I do not know the writer, but I wonder whether he has lived long enough to witnessed the horrendous abuse and torture that Nagas has suffered under the army who are empowered to do as they like by this very draconian law. If one is a careful reader of news or history, it takes no genius to concur that AFSPA is an extraordinary abusive law that do not find relevance in any modern and civilized world. Though, the Act was legislated as a counter insurgency measures, many innocent citizens have been unduly harassed, abused or killed. Not very long time ago, a residence of a friend of mine was raided in the middle of the night on the pretext of searching illegal weapons. In that episode, even his young daughters sleeping peacefully in their pajamas were paraded before the treacherous and vile eyes of the army personnel. I wonder whether the writer has encountered such situations where friends or relatives have to undergo such horrendous ordeal. According to Patton, abuse of authority is negligible as “social media is overtly proactive and accountable.” Is this an assertion that the military is accountable to the

Memory of the unprecedented landslide in several unexpected places where roads were completely washed away, leaving no visible trace of the existence of an earlier road, is still fresh in the minds of many people. The people of Pochury and Kiphire district, living beyond Meluri town, had a harrowing time, gambling with their own lives while attempting to cross those stretches of the damaged road. If we have to fix responsibility for this man-made natural calamity, one of the chief reasons was negligence on the part of the concerned department in clearing the clogged drainage left unattended for years together. Persian, Turkish and Sufi poets praise them as divine birds, and birds of paradise. In Vedic literature there are references to birds bringing the divine Soma plant from the mountains. S and H have been interchanged in Greek and Persian: Hindus, eg. those living on the banks of the river Sindhu, are called Hindus. Six becomes Hexa in Greek. Perhaps the Soma bird is the mythical Homa bird. In Persian mythology it was believed that if this bird flew over someone’s head, and its shadow fell on him, he would become a mighty king. This belief made Tipu Sultan of Mysore create a golden throne with the Homa bird, in gold and jewels on the canopy. The mythical Hansa or
Swan/Goose represents purity, perfect union with the universe, divine knowledge. The Hansas, also called Aryannas, live in Manasasaras (Mansarovar) in the Himalayas. They don’t like rain, so they come to Earth when it rains in their abode ,and return as soon as rain begins here. They are the children of Dhritarashtri, who is the daughter of Kashyap and Tamra, according to the Valmiki Ramayana. The Hansas were first black and white, but they became pure white as a boon from Varuna the god, who once took their form to hide from Ravana. The gods had assembled for a havan and had to change into various bird forms when Ravana attacked them. The hansa eats pearls and separates milk from water from a mixture of both. The Hansas play an important role in the story of Nala and Damayanti.
In the Hindu epic Mahabharata, Navagunjara is a creature composed of nine different animals/birds. Navagunjara has the head of a rooster, and stands on three feet - those of an elephant, tiger, deer or horse, the fourth limb being a raised human arm carrying a lotus or a wheel. The beast has the neck of a peacock, the back or hump of a bull, the waist of a lion, and the tail of a serpent. Navagunjara is a common motif in the Odisha Pata-Chitra style of painting. The creature is considered a form of Vishnu. Once, when Arjuna was meditating on a hill, Navagunjara appeared. Arjuna was terrified, as well as mesmerised, by the strange being, and raised his bow to shoot it. But he realised that Navagunjara was a manifestation of Vishnu, and dropped his weapons, bowing before the bird creature. The Chakora is a legendary immortal partridge/ crow pheasant that lives on moonbeams. On the full moon night, the Chakora cries passionately for the moon, shedding tears of unrequited love for the moon in all her glory shining high in the sky. In the Mahabharatam, when Kuchela was
on his way to meet Krishna, he saw the Chakora. By the time he returned home after meeting him he was rich! The Chakora is believed to bring good luck. The association of Chakora and Chandra, the moon god, has inspired a number of love stories in India. The Chataka is a mythological cuckoo, who is unwilling to drink water found on earth, choosing to drink only fresh pure rain water as it falls from the sky. It has a shrill voice. The Chataka pleads with the clouds to bring in rain so that its thirst can be quenched. A black/ yellow/white bird, smaller than the dove, it has a long tail. The long crest on its head is shaped like a bow with an arrow stretched tight on it. References to this bird are made in Kalidasa and Adi Shankaracharya. The chataka and chakora depend on natural resources — rain water and moonlight, a lesson that nature needs to be preserved without destruction. social media? Are they even remotely connected? Just few years back, some Naga youths were arrested in the middle of Kohima town, taken to the AR camp and beaten black and blue, all for nothing. Did social media managed to do anything? Are the guilty punished? No, because the army enjoys immunity under the law, and are at liberty to arrest or assault anyone on mere suspicion. If this is not evil then we must be either blind or have no sense at all. It could be true that “environment with weak security parameters is bound to give rise to law and order problems”, however, Nagas had lived and survived for thousands of years without the presence of the Indian army, and I am sure the Naga society would do well without such draconian laws. What a society need is a humane law not vile Acts. Finally, to even imagine that security as a topic should be outside the preview of opinions and questions is to undermine the basic structure of the constitution or to mock the core values of democracy. When we talk of security, the first question that comes to mind is security for whom? If security is for the people, then citizens have every right to question or demand the kind of security they need, not necessarily the one that is imposed upon them in autocratic manner. Even though, honoring the provisions of AFSPA might be a duty for Mr. Patton, for me and for many Nagas it is not. he difference between a child and a teenager is that a child wants to be loved, a teenager wants to love. The affections of free choice are preferred to the natural affections in the family. When a teenager emerges, he discovers his own personality and begins to affirm his ego. A teenager is like a chick just breaking the shell in which he has been confined – the shell of the family – and beginning to find him in a great, broad world. They feel that there is a kind of conspiracy against their own ego which they resist by over asserting themselves. There is a fondness for writing names on fences, making loud noises on street corners and in busses, in order that people may be conscious that here, at last, a personality is beginning to emerge. Gestures are quick and awkward. Sloppiness is cultivated to attract attention; feelings are easily hurt. But all these are signs that a personality is being born into the adult world, and democracy is founded on personalities. Be not too hard on them. The second characteristic of a teenager is imitation. The ego must emerge from its interiority. It may do it in one of two ways, either by creation or by imitation. If the teenager is keen on developing his own character, being himself and not someone else, then he creates; he assumes responsibility; he has a sense of value, and he discovers the purpose of life and concentrates on the development of his character in a constructive way. He is willing to say “No” to certain things; he resists the crowd and the mob, knowing that the crowd and the mob are often wrong. There are not many, however, who are creative, even among adults. The creative group in society is always the minority. Release from interiority most often comes through imitation. Imitation is an escape from responsibility, the ignoring of character

The water flowing from the road into the cable line buried underneath the camouflaged soil slowly wears away the edge of the road and gradually carried away the entire extent of the road in many places. This year you will notice that cable lines are laid on the other side of the road by digging deep into the drain with huge earthmoving machineries. The most appalling thing about this new exercise is that boulders put in place along the drainage earlier by BRO are now removed and
the cables are simply covered with soil. Whether or not the department concerned is going to mend the damaged drain by putting back the boulders we don’t know, but if there is a plan to do that, the boulders have vanished. Several truck loads of precious boulders removed from the bed of the drain and left on the roadside are collected and carried away gleefully by senseless happy-go-lucky citizens. This is nothing short of daylight robbery. Anyway, as of now, the road looks wider and smooth on the surface but come summer, this levelled soil will soon drop deeper and cause a catastrophe even greater than the previous years. With our life line being battered and tattered left and right in front of our eyes,

Imitation without moral standards is loss of personality or the spoiling of character. Imitation is seen in boys who want to be like the “old man”; so they smoke. Ever notice, when a high school empties, that almost all girls are dressed alike? A few dress a certain way, and almost everyone follows. Because this is the age when personality is not able to stand by itself, it loves to merge into groups and fan clubs; there is even a kind of mass courtship, in which a group of boys will meet a group of girls – they find it difficult to present their own personalities to each other. Hardly strong enough to stand on his own amorous feet, a youth has to lean on somebody else. Hero worship is very strong; very often the hero is a player of the drums, or a celluloid phantom, or a moaning singer. The nobler the hero, the nobler the character which will unfold in later life. Sometimes the teenager revolts against the parents, because he feels that this personality of his should not be submerged in another. He forgets very often that the parents were once teenagers and hence know the strength and weakness of those difficult years. Parents have greater vision and are capable of better guidance than youth suspects. The third characteristic of a teenager is restlessness. The teenager is like mercury, which can be dispersed in several directions.

The present trend seems to suggest that everybody wants to get the most out of the road, but nobody wants to put anything into it for its development and maintenance. This is a dangerous trend which will sooner or later boomerang on us unless we reset our minds and redirect the course of our action accordingly. We should realise that this is our road. We should own it and take responsibility. Spring season is here and we know what comes next. Let the people in authority know what is happening to our road. Our road is being abused. The restlessness is due in part to the discovery of vital and biological impulses stirring within. The body-imperative is more immediate than the soul-imperative. Hence the teenager finds perseverance difficult and long attention to the same subject almost impossible. It is this fidgety quality which most tries the patience of adults. He discovers less the laws than the illusions of life. Infatuations are common. There are no friendships that seem closer than the friendships of teenagers, and yet there are hardly any friendships that are quite as volatile. Adults must remember, however, that this urge for affection, for love, for friendship, for society, is good and right. God put it in them, and it is not to be crushed but developed along right lines. We have noted three characteristics of teenagers. The first two are psychical, and the third, which is biological, deserves further stress. Sometimes teenagers go through a phase when they will not properly answer others. Whatever questions you ask they will just grunt. This ‘grunt stage’ is a normal part o teen development. Perhaps it is an automatic process well beyond his control by which he is distancing himself from his parents. They want your love, your support, your encouragement, your nurture, acceptance and attention. The difference for teenagers is that while children need their parents to be in the lead, pulling them along, directing their steps and making the important decisions, teenagers need to be side by side. New Delhi, Mar 4 (PTI): The Reserve Bank of India has imposed a total monetary fine of Rs 8 crore on three banks - Karnataka Bank, United Bank of India and Karur Vysya Bank - for non-compliance of directions on Swift messaging software. While the RBI imposed a Rs 4 crore fine on Karnataka Bank, United Bank is facing a penalty of Rs 3 crore. The regulator has levied Rs one crore fine on Karur Vysya Bank. The RBI has levied an aggregate penalty of Rs 40 million on the bank for delayed implementation of four of the Swift related operational controls, Karnataka Bank said in a regulatory filing. “The exchanges are hereby informed that Reserve Bank of India..., has imposed an aggregate penalty of Rs 30

Several business leaders said a delay in land acquisition for private factories, decades-old restrictive labour laws and higher borrowing costs discourage many investors who therefore prefer to build new plants in countries like Vietnam, Thailand, and Bangladesh. Mumbai, Mar 4 (IANS): India’s GDP growth slowed to 6.6 per cent in the October-December quarter of 2018-19, the lowest rate in five quarters, primarily due to the stress among the nonbanking finance companies (NBFCs). A direct correlation can be seen as many NBFCs have been facing liquidity challenges resulting in slower loan disbursements and eventual fall in demand and consumption. One of the worst-hit sectors in the midst of the NBFC crisis is the realty sector -- which receives over 90 per cent of its finances from NBFCs. “NBFCs or Housing Finance Companies (HFCs) have incrementally financed 90 per cent of commercial real estate (CRE) loans over the last four years even while banks have largely stayed away,” said Shibani Kurian of Kotak Mahindra AMC. “In fact, the commercial real estate book of NBFCs or HFCs like HDFC or

BEIRUT, Mar 4 (Agencies): Some 150 Islamic State fighters have surrendered to US-backed forces in Baghouz, the jihadist group’s last enclave in eastern Syria, the Syrian Observatory for Human Rights war monitoring group said on Monday. According to Reuters, the Islamic State fighters were among 400 people to leave the area on Monday after the US-backed Syrian Democratic Forces staged an assault in recent days, the Observatory said. Early on Monday, the Syrian Democratic Forces (SDF) said they had slowed their assault on Islamic State because more civilians were trapped in the area, though it vowed to capture it soon. A convoy of trucks was visible heading into Baghouz in the morning, and the Britain-based Syrian Observatory for Human Rights said 150 jihadists left the enclave, along with
about 250 other people. There was no immediate confirmation of the surrenders from the SDF or any indication as to how many jihadists remained holed up inside. Islamic State’s fighters have gradually fallen back on Baghouz at the Iraqi border as they retreated down the Euphrates in the face of sustained assault in both countries after its grotesque displays of cruelty roused global fury. Despite the setbacks, the group remains a deadly threat, developing alternatives to its caliphate ranging from rural insurgency to urban bombings by affiliates in the region and beyond, many governments say. The Syrian Democratic Forces this weekend resumed its assault on the group’s pocket in the village of Baghouz, the culmination of a campaign that included the capture of Raqqa in 2017, when IS also faced other big defeats in Iraq
and Syria. The militia had already paused its attack for weeks to allow thousands of people to flee the area, including Islamic State supporters, fighters, children, local people and some of the group’s captives. A letter signed by the Nobel laureates, under the aegis of the Laureates and Leaders for Children -- a platform founded by Nobel peace laureate Kailash Satyarthi -- was submitted to India and Pakistan’s Permanent Representatives to the UN on Saturday, the statement said on Sunday. “In the best interest of our children, we, the Laureates and Leaders for Children call upon the Prime Minister of India Narendra Modi and the Pakistani Prime Minister Imran Khan to demonstrate wise leadership and exercise immediate restraint at this critical juncture, to avoid any escalation into a full-fledged war,” the letter read. “There is no place for violence, extremism and terrorism in a civilised world. This epidemic has to be uprooted through concrete and time-bound actions. “We reiterate that children never create wars but are the worst sufferers. Therefore, we appeal to the two Prime Ministers, faith institutions, media, youth and the citizens of both India and Pakistan to work towards the restoration of peace in the region with utmost urgency,” the letter stated.

BEIJING, Mar 4 (PTI): China, the world’s second largest military spender after the US, defended its massive allocation on security on Monday and hinted at raising it further this year, saying the country did not pose any “threat” to others. China last year increased its defence budget by 8.1 per cent, taking its declared defence spending to a whopping USD 175 billion which was over three times that of India’s. The details of the exact amount are expected to be announced by Chinese Premier Li Keqiang on Tuesday in his work report to the annual session of the National People’s Congress (NPC). However, NPC spokesman Zhang Yesui in his preparatory media conference on Monday put up a staunch defence to China’s con-
tinued heavy spending on defence, saying it is still less compared to other “major developing countries” military expenditure. “Whether a country is a military threat to others or not is not determined by its increase in defence expenditure, but by the foreign and national defence policies it adopts,” Zhang said. China’s defence spending remained single digit since 2016 though it had double digit growths in five years preceding to that, he said when asked about apprehensions on China’s defence spending. Compared with other countries, China’s defence budget accounted 1.3 per cent of the GDP. Major developing countries spent two per cent GDP on their defence, Zhang said. “China remains committed as always to peace-
ful path of development and we pursue a defensive national defence policy. China’s limited defence spending is for safeguarding the sovereignty, security and territorial integrity of the country. It is not a threat to other countries,” he said. The US Congress last year passed a whopping USD 717 billion annual defence spending bill for the fiscal 2019. India’s defence budget this year was increased by 6.87 per cent to Rs. 3.18 lakh crore against last year’s allocation of Rs. 2.98 lakh crore, notwithstanding expectations of a major hike when China and Pakistan were bolstering their military capabilities.
Keep your guard up, PAF chief tells personnel Islamabad, Mar 4 (IANS): Chief of the Air Staff, Air Chief Marshal Mujahid Anwar Khan, on Monday asked the Pakistan Air Force (PAF) personnel that they should keep their “guard up” as the challenges facing the nation “are not over yet”, amid tensions with India. The air chief made the remarks during a visit to the forward operating airbases of the PAF where he met the combat and ground crew, air defence and engineering personnel, security troops and civilian staff, Geo News reported. “The challenges are not yet over and we should keep our guard up and always be ready to respond to any aggression from the enemy,” he told the PAF personnel. “We bow our heads in complete humility and express our gratitude to the Almighty for giving us strength to come up to the expectations of our resilient nation,” the air chief said, referring to February 27 dogfight between Indian and Pakistani Air Force jets. Following the aerial battle, Islamabad captured IAF’s Wing Commander Abhinandan Varthaman after his MiG-21 crashed inside Pakistani territory. The pilot was released by Pakistan as a “peace gesture” on March 1.

Washington, Mar 4 (IANS): As many as 23 people were killed in the US state of Alabama as a cluster of storms ripped through the countr y’s Southeast region, spawning multiple tornadoes and leaving a trail of destruction. The first tor na do warning in central Alabama went out at around 1 p.m. on Sunday. As the storms pushed east, the tornadoes left a path of destruction that stretched from Alabama into Florida and Georgia, the New York Times reported.
The reported deaths were all in Lee County, Alabama, where two tornadoes, one at least a halfmile wide, wrecked homes and uprooted trees. Sheriff Jay Jones described massive damage that appeared “as if someone had taken a blade and just scraped the ground”. He estimated a path of destruction about half a mile wide that stretched several miles to the east from where the tornado touched down, CNN reported. It appeared two tornadoes hit Lee County back-to-back within an
hour, according to CNN Meteorologist Gene Norman. At least a dozen tornadoes touched down in Alabama and Georgia on Sunday afternoon, the National Weather Service said. Footage broadcast by CNN affiliate WRBL showed trees destroyed by the powerful winds and debris from levelled homes piled up on the side of the road. Many homes suffered significant damages, sheriff Jones said, adding multiple agencies were working to assist in the search for injured people inside their homes.

VATICAN CITY, Mar 4 (Agencies): Saying the “Church is not afraid of history”, Pope Francis announced on Monday he plans to open fully the Vatican’s secret archives on the wartime pontificate of Pope Pius XII, a historic move that Jews have sought for decades. According to Reuter, many Jews say Pius, who reigned from 1939 to 1958, did not do enough to help those facing persecution by Nazi Germany. Francis’ decision was welcomed by Jewish groups and by Israel. The Vatican maintains that Pius chose to work behind the scenes, concerned that public intervention would have worsened the situation for both Jews and Catholics in a wartime Europe dominated by Hitler. Francis announced in a speech to

Putin signs decree suspending INF nuclear pact M o s c ow, M a r 4 (Agencies): President Vladimir Putin on Monday officially suspended Russia’s participation in a key Cold War-era arms treaty, after the US first moved to ditch the INF deal. Putin “signed a decree regarding the suspension of Russia’s participation in the agreement between the USSR and the US,” the Kremlin said in a statement. According to AFP, the move was taken following “a violation of the United States of its obligations under the treaty,” it said. Moscow and Washington have accused one another of breaching the Intermediate-Range Nuclear Forces agreement concluded between the US and the former Soviet Union in 1987. US President Donald Trump said in February that Washington would start a process to withdraw from the deal within six months.

‘Media gag on lawyers, litigants unconstitutional’
New Delhi, Mar 4 (AGENCIES): Gagging lawyers from speaking to the press about their pending cases would amount to muzzling the media and depriving the public their fundamental right to information, 15 eminent persons, including writers and senior journalists, told the Supreme Court. They have filed two intervention applications against a February 6 order in which a Bench led by Justice Arun Mishra recorded its decision to examine the possibility of imposing curbs on advocates and litigants airing their views in the media about pending cases. The February 6 order came on back-to-back contempt of court petitions filed by Attorney-General K.K. Venugopal and the Centre against noted civil rights lawyer Prashant Bhushan for his tweets on February 1 in connection with a pending case filed by NGO Common Cause challenging the appointment of M. Nageshwar Rao as interim CBI Director. Senior journalists like N. Ram, Arun Shourie, author Arundhati Roy, activist Aruna Roy and former chief information commissioner Wajahat Habibullah have argued that any restraint on lawyers and litigants from commenting on subjudice cases would amount

to shackling the media. They said any such restraint by the court would have “serious consequences on the Freedom of the Press, its rights under Article 19(1) (a) of the Constitution and its ability to inform the people about important public interest issues pending in the courts”. The application filed by Shourie and Ram and three other senior journalists question the very logic of a gag on discussing pending cases in public. “Consider the disproportionate assets case against Jayalalithaa which took 20 years to be decided or the Ram Janma Bhoomi case which has been going on for decades… Can it be maintained that for 20 years no one could talk about the facts and issues involved in the Jayalalithaa case or for decades in the case of
the Rama Janma Bhoomi dispute?” they asked the Supreme Court. Besides, they said the “best information” about a case would come from the lawyer or litigant who is directly involved in the case. The media cannot prop up a “bystander” and expect him to give authoritative information about a case. The apprehension that the views of the lawyer or litigant may be based is taken care when the person’s involvement in the case is informed to the public. Another fear that judges would be influenced by what the lawyers tell the media is also unfounded. Judges hear the same lawyer in court in the case and their repeating in the media what they have already said in court would hardly influence a judge.

If he shows his (Ayushman Bharat) beneficiary card, he will get free treatment even in Kolkata and even in Karachi,” Modi told a gathering here. He, however, added, “Not Karachi but Kochi. NDPP lauds budget; slams NPF over stand on Art.371A (From p-1) The ruling party said the walk-outs exposed the double standards of NPF. It pointed out that on February 22 and 26 the opposition did not object when a particular minister gave replies to starred and supplementary questions pertaining to another department. Then when another minister stood up to reply to starred and supplementary questions pertaining to another department which was also duly authorised by the Leader of the House , NPF objected and questioned the validity of the authorisation and staged walkouts despite deputy speaker and speaker in-charge giving detailed explanation under “Rules of procedure of the Nagaland Legislative Assembly” . NDPP also pointed out that even the advocate general had justified the matter in the House on the afternoon of February 23, citing Article 164, clause (2) of the constitution. NDPP asked if these instances did not reveal the double standards of the opposition, then what would? It also condemned the attitude and behaviour of the opposition MLAs who reportedly abused and used derogatory terms against the chair , thus insulting the speaker incharge, when they walked out. It also pointed out
that all decisions of the speaker/speaker in-charge were final and binding on all members of the House. The ruling party slammed the opposition NPF for trying to give a lecture about good governance and conveniently forgetting their version of good governance when their party was in power. While trying to ridicule NDPP’s slogan “Change is coming”, NDPP said the opposition legislators forgot their own implementation of the slogan “peace for development and development for peace” during the NPF-led DAN - III regime. It pointed out that the NPF-led DAN - III government was also probably the first government ever to amalgamate departments in their pursuit of development by constructing fisheries along with paddy fields on highways and roads. It took a jibe at NPF by saying that its DANIII government made decisions to implement its slogan of ‘peace for development and development for peace’ in the resorts of Kaziranga in Assam.” It also slammed NPF for opposing the resolution of tribal hohos by not supporting the Assembly resolution on Citizenship Amendment Bill (CAB) moved by the PDA government. NDPP alleged that the NPF’ s continued opposition to Article 371(A)
only exposed its real intentions for the people of Nagaland as the resolution was in accordance with the resolution passed at the consultative meet held at Chummukedima on January 31. The consultative meeting was attended by all tribal hohos, civil society organisations, prominent personalities of the State and political parties, except NPF and Congress, where it was resolved that “Nagaland is a political state formed out of the 16 point Agreement and accordingly Article 371(A) of the Constitution of India protects and safeguards the rights and privileges of the citizens of Nagaland …” . NDPP said it failed to understand what harm was caused in stating that Article 371(A) provided protection and instead, whether it did not further strengthen “our resolve” in protecting the rights and privileges of “our people”?. It said that posterity and future Naga generations will remember for all time to come, how NPF had let them down by undermining the “hardearned privileges” of the Naga people. NDPP reiterated its resolve to never compromise on its stand to fight for the rights and privileges of Nagas under provisions of Article 371(A) of the Constitution of India. It rejected NPF’s stand
that Mizoram did not oppose CAB on the ground of having Article 371(G). NDPP said there was a difference between Article 371A (for Nagaland) where the word “resources” were omitted from Section (a) Clause IV. It cited Article 371(G) wherein it states: “Provided that nothing in this clause shall apply to any Central Act in force in the Union territory of Mizoram immediately before the commencement of the Constitution (Fifty-third Amendment) Act, 1986” has been inserted in Article 371(G) that made it different from Article 371(A). NDPP also appreciated BJP, JD(U) and Independent legislators for collectively making up PDA and having wholeheartedly supported the Assembly resolution in rejecting CAB and reiterated that Article 371(A) protected Nagaland from the Bill. This again proved that the PDA government stood united and strong, rejecting the continued allegations of the opposition that there were cracks in the ruling alliance, it added. The ruling party appealed to all citizens of Nagaland to remain steadfast and strong as the ruling coalition was firm in its stand that the provisions of Article 371(A) encompassed everything regarding “protection of our rights and privileges”.

NOTIFICATION NO. 7/2019 Dated Kohima, the 2nd March 2019 NO.NBE-51/EX-VIII/2018-19 :: It is hereby notified for the information of all Heads of Schools registered with the Directorate of School Education (DSE), Nagaland and the Nagaland Board of School Education (NBSE) that the Class VIII Board Examination previously conducted by SCERT shall henceforth be conducted by the Nagaland Board of School Education with effect from the academic year 2019 vide Government of Nagaland Notification No. EDS/NBSE/EX-BOARD/1512-2016 dated 5th February 2019. For the academic year 2019, the NBSE shall conduct the Class VIII Board Examination for Government schools only. Therefore, in pursuant to the Government Notification, the NBSE have started the groundwork for developing the Evaluation Framework. Forms pertaining to data collection and others have also been prepared: Accordingly, the following steps and procedures to do are given below for compliance by all schools (Government & Private) having Class VIII: A. Collection and distribution of forms of Class VIII i. All registered schools under NBSE shall collect the relevant forms/certificates for their own schools directly from the Board’s Office from 5th - 8th March 2019. ii. Middle schools (Government & Private) having Class VIII have been clustered under a Registered School of the Board for the purpose of collection and distribution of forms. These registered schools are to be the centre schools for collecting and distributing the forms to these schools. The registered schools, as such, shall collect the forms for these middle schools from the Board’s Office from 5th - 8th March 2019. They shall then inform the middle schools (Government & Private) under their centres to collect the forms within 15th March 2019. Submission of forms by the Middle Schools to the centre school should be done before 26th March 2019. iii. The list of these centre schools along with the middle schools for collection and distribution of forms are made available in the NBSE’s Website www.nbsenagaland.com. iv. A registration fee of `150/- per student shall be collected for every Class VIII student under a school registered with the NBSE and DSE both Government and Private. B. Submission of particulars and forms of Class VIII. i. All registered schools under NBSE shall do the entry of particulars of Class VIII and Form No. 6 using the NBSE Offline (Form No. 8) added version and mail it to nbseforms@gmail.com (Form No. 8) and nbseform6@gmail.com (Form No. 6) from 1st – 8th April 2019. The added version shall be uploaded in the Board’s website by the end of March 2019. ii. The Middle schools (Government & Private) shall fill up the relevant forms and submit it to the centre schools by 26th March 2019 for onward submission to the Board during 1st to 6th April 2019. iii. Middle schools (Government & Private) shall submit the registration fee collected from their students to the centre schools for onward submission to the Board during 1st to 6th April 2019. iv. Submission of Form No. 6, Form No. 8 and Form No. 9(R) and the registration fee by all registered schools shall be done during 1st to 6th April 2019. v. All Government middle schools shall intimate the Board during submission of forms (1st to 6th April 2019), the nearest Government High School or Government Higher Secondary School for the purpose of examination centre allotment. Note: a. In the event of any school (Government & Private) not furnishing the particulars of Class VIII students on Form No. 8 or non-payment of Class VIII registration fee, the school shall be treated as having no enrolment in Class VIII in the academic session 2019. The NBSE shall not be held responsible for any untoward consequences for such category of schools. b. Form No. 27 (Progress Report of Class VIII Terminal Examination) shall be submitted by all institutions (Government & Private) from 5th to 9th August 2019. c. New Delhi, Mar 4 (AGENCIES): The government has cancelled passports of 45 non-resident Indians, or NRIs, for abandoning their wives, Women and Child Development Minister Maneka Gandhi has said. The Integrated Nodal Agency made to look into the matter has been issuing Look-Out Circulars to absconding husbands in cases of NRI marriages and 45 passports have been impounded by the External Affairs Ministry, Gandhi said. The agency is chaired by secretary in the women and child development ministry, Rakesh Srivastava. Gandhi said the government has also introduced in Rajya Sabha a bill to give justice to the women who have been abandoned by their NRI husbands, but expressed dismay that the bill has got stalled in the upper house.

He alleged that the fish entering from Assam were possibly those remaining unsold and hence might contain formalin. Most of the fish from Assam enter Nagaland through Mariani, which is one of the only two entry points, the other being Dimapur. Dimapur food safety officer agreed and said that fish in small unhygienic containers from Assam do find way into Nagaland through buses and other non-conventional modes of transport. When the Dimapur DC questioned representa-
tives from the police regarding such imports at the meeting, the latter replied that the police could not test fish but agreed to take necessary measures to regulate such fish entering the State from Assam and assist the department concerned in every possible way in this regard. Suggesting that the entry point for importing fish should be one, Phom explained that the department alone could not decide on the matter and sought a collective idea to solve the problem. He also sought cooperation, suggestion and guidance from everyone in this regard. He reminded the officials concerned to be pre-occupied not only with formalin-contaminated fish but also with other edible items. Towards the end of the meeting, the minister said the H&FW department would take into consideration everyone’s suggestions on the issue, besides having a dialogue with the Andhra Pradesh government and formulate necessary plans in this regard. He added that while the current focus was on fish, every edible item entering the State too would be scrutinised.

Liverpool stay second after draw London, Mar 4 (Agencies): Liverpool were left a point behind Premier League leaders Manchester City after they were held to a 0-0 draw by Everton in Sunday’s Merseyside derby. According to Deccan Herald, City, who beat Bournemouth 1-0 on Saturday, have 71 points while Juergen Klopp’s Liverpool have 70 after their fourth draw in their last six games. Both sides have nine matches left.
