Political slugfest over airstrike gets bitter

PM calls oppn ‘poster boys of Pak’

Simmering crisis within NPF legislature party

PM sacrificed national interest, not Cong: Antony

DHAR(MP)/DHUBRI (ASSAM), NEW DELHI, MAR 5 (PTI): The political fight over casualty numbers in the IAF strike on a terror camp in Pakistan grew bitter Tuesday with Prime Minister Narendra Modi calling the opposition “poster boys” of Pakistan and Home Minister Rajnath Singh suggesting that Congress leaders go there to know the number of terrorists killed. As the debate on the extent of fatalities inflicted raged, Singh also said the number of terrorists killed in the air strike by IAF on the training camp of Jaish-e-Mohammed (JeM) in Balakot on February 26 would be known “today or tomorrow”. Calling the opposition as ‘poster boys’ of Pakistan for seeking proof of IAF’s action, Modi said the air strike happened in the neighbouring country, but “some of those sitting in India were hit by it”. “People world over feel that we have done the right thing by replying to Pulwana terror attack,” he added. Taking a swipe at attempts to cobble up a

‘mahagathbandhan’ (grand alliance) against the BJP, Modi said the opposition leaders are doing ‘mahamilavat’ (high adulteration) in Pakistan’s favour. “These ‘mahamilavati’ persons have become poster boys of Pakistan...They are misleading people of the country and trying to demoralise our armed forces by asking for proofs of the IAF air strike,” Modi told a rally in Dhar in Madhya Pradesh. At another event, Modi said the opposition wants to dislodge him. “They (opposition) want to strike Modi, but I want to strike on terror,” Modi said. “They want to remove this `chowkidar’ but I want to fight poverty,” he added. Modi was speaking after launching a pension scheme for the unorganised sector in Ahmedabad. Charging the opposition with doing politics over the strike, Rajnath Singh claimed that the National Technical Research Organisation (NTRO) system had informed about presence of around 300 active mobile phones at the site before the air strike by India.

No end to impasse, stir by DRDA staff completes 1 month

Officials conduct spot verification of DHD land DMC clarifies on parking fee at NL Road

NEW DELHI/MUMBAI/ PUNE/KOLKATA/LUCKNOW, MAR 5 (PTI): Former defence minister AK Antony on Tuesday accused Prime Minister Narendra Modi of sacrificing national interests and urged him “not to politicise” the armed forces. The Congress leader also accused the prime minister of “ignoring” the report of a committee that had said there were irregularities in the selection of L-1 in the Rafale deal and had called for its withdrawal. At a time when the security forces were still fighting at the borders, the BJP president was giving out operational details of the armed forces action, which was very unfortunate, Antony said. “Don’t politicise the armed forces. Don’t bring the military in the politics. I request the BJP president, I request the prime minister don’t politicise the Army. As a former defence minister, I am telling them,” he told reporters. We do not think the morale of our forces is being lowered by asking for it,” it said. Pawar accuses PM making irresponsible statements: NCP chief Sharad Pawar Tuesday accused Prime Minister Narendra Modi of making “irresponsible” statements on the Balakot air strike and said it did not behove the PM’s stature. TMC hits out at BJP over air strike: Hitting out at the BJP for allegedly politicising the air strike in Pakistan, the Trinamool Congress Tuesday accused it of trying to replace the Ashoka emblem on the uniform of the armed forces with the saffron party’s symbol. TMC national spokesperson Derek O’Brien, in a statement, said Tuesday that BJP should stop taking credit for the preemptive strike on terror camps in Pakistan as the armed forces belong to India and not to the saffron party. Why Modi silent: Mayawati on Shah’s claim BSP chief Mayawati on Tuesday tried to put BJP president Amit Shah on the dock over his claim that 250 terrorists were killed in the Indian air strikes in Pakistan, asking him why Prime Minister Narendra Modi was “silent” over it.

KOHIMA, MAR 5 (NPN): Along with rest of the country, Nagaland on Tuesday launched Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) pension scheme for workers in unorganised sectors. It was formally launched by chief secretary Temjen Toy at a function organised by the labour & employment, skill development and entrepreneurship department at secretariat conference hall here. Speaking on the occasion, Toy regretted that in spite of many schemes being launched in the country, Nagas did not take advantage of all these. He appealed to the gathering to think of their own people, especially those who are into earning daily wages, as the scheme targeted them. he said it was announced during the presentation of Union budget on February 1. He urged everyone to spread the news as the scheme was very good for those in the unorganised sectors. The chief secretary said though the labour and employment department was the nodal agency for its implementation, every responsible individual should spread the news, adding the scheme would meet its objective only when it reached “our own people”.

Life Insurance Corporation (LIC) Kohima branch manager Shelphomran Khaling, who too was present on the occasion, spoke about PM-SYM scheme and said the scheme was introduced under Section 3(1)(c) of the Unorganised Workers Social Security (UWSS) Act, 2008 which mandated the Central government to formulate and notify suitable welfare scheme for workers in unorganised on matters relating to old age protection. DIMAPUR, MAR 5 (NPN): With various section of the society expressing dismay over introduction of parking fee system at Nyamo Lotha (NL) Road, Dimapur Municipal Council has issued a clarification on the matter. When contacted, DMC administrator Moa Sangtam categorically stated that the move to impose parking fee was the decision of the Regional Transport Authority (RTA) and not the DMC. He said the main objective was to ensure more parking space for public and to streamline the ever-growing traffic congestion following haphazard parking. As everyday space for around 30-40 vehicles were taken up by the vehicles belonging to shop owners, who park their vehicles in front of their shops on major arterial roads here, authorities hoped that imposing parking fee would make them reconsider

voluntary and periodic contribution-based pension system meant for unorganised workers with income up to Rs 15,000 per month and eligibility criteria age was between 18 and 40 years. He said the scheme provided a fixed pension of Rs 3,000 after an individual attained 50 years against a monthly contribution of a small and affordable amount during his or her working age. Further, he said after the policy holder’s death (after age of 60 years), the spouse was entitled to receive 50% of the pension as family pension. Khaling explained that another important feature was that if a policy holder had made regular contribution and died due to any cause (before 60 years), his/her spouse would be entitled to join and continue the scheme subsequently by paying regular contribution. this practice. Keeping in mind the ever increasing number of vehicles in the State’s commercial hub, this would result in more parking space for vehicles and also ensure safety of the vehicles, it added. Moa Sangtam further stated that the fee collected from parking will be utilised to maintain NL Road and any citizen could check the amount collected per month and how it has been utilised from the DMC office. It has been hoped that the move would ensure better traffic flow as 30 DMC staff would be deployed everyday to oversee implementation of the latest move and to ensure that people parked their vehicles properly. DMC, however, clarified that no fee would be imposed on vehicles parked less than 10 minutes. The system of levying parking fee is already in place in Kohima for the last few years and no complaint has been received from the public till date, it added.

sources from the NPF party informed that it was purely on personal issue and has got nothing to do with the government. The source opined that the matter would be decided on how the party leader T.R Zeliang deals with it. Also sources ridiculed the rumours spreading in social media stating that “none of them are true”. From 2014 the NPF party witnessed the spectre of legislators taking holiday refuge at Kaziranga resort at least on two occasions and also in luxury hotels in Kohima and Dimapur when the party was wracked by divisions in 2014, 2015, 2016-17. The crisis within the opposition NPF could either spell serious problems for the party if more legislators walk out to cause a split. As per the Anti Defection Law it would require 2/3rd of 26 NPF legislators to cause a split in order to avoid disqualification.

Illegal immigrants will not be mistreated, says Rajnath Rajnath Singh (PTI)

Singh said the ancient Indian saints considered all its neighbours as family with the mantra ‘Vasudhaiva Kutumbakam’ (the world is one family). Talking about the inland security scenario, the home minister said the NDA government gave special focus in this aspect after coming to power. He said the government is open to talks with anyone if they have demands or grievances, but will not forgive if they take arms. “The country should be safe. Only then development can happen. India was at 9th position five years ago in the top 10 world economy, but now we have reached 6th position. In this fiscal, we are going to reach the 5th position,” Singh claimed. He said even the Islamic countries are recognising India’s progress and inviting “an Indian minister for the first time” by the Organisation of Islamic Cooperation (OIC) is a testimony to that. Referring to the UPA tenure, the senior BJP leader

said nobody can level any corruption charge against the NDA governments of Atal Bihari Vajpayee and Narendra Modi. He also praised Assam Chief Minister Sarbananda Sonowal for running a “corruption-free” government. The BJP-led government believes that the country cannot develop without developing the Northeast, but still some are creating controversies over small issues, Singh said. “The Clause 6 (of Assam Accord) will give safeguard to identity, language, heritage and culture. We have formed a high-level committee under Mr Bezbaruah. We are waiting for his report. I will not lie. My media friends, if I lie, write that I lied. I will apologise,” he added. The existence of the nine-member high-level committee formed by the Centre for implementation of Assam Accord’s Clause 6 is in a lurch with Chairman M P Bezbaruah deciding to withdraw from it in January. Four other members also decided not to be a part of this committee in protest of the citizenship bill - a representative of the All Assam Students’ Union (AASU), eminent litterateurs Nagen Saikia and Rong Bong Terang along with educationist Mukunda Rajbongshi.

Dhubri, Mar 5 (PTI): Union Home Minister Rajnath Singh Tuesday said illegal immigrants will not be treated inhumanly and the government will speak to the neighbouring country to find a way out to handle the issue. Singh said the government will not treat anyone coming to India, whether legally or illegally, in an inhuman manner as it is not part of Indian culture. “For those coming to India illegally, we will talk to the neighbouring country and see what can be done humanly. We do not do inhuman treatment to anyone,” he said addressing the public after inaugurating a border project by the BSF, without naming the country. Hinting his support to the contentious citizenship bill, he said all people coming to India from Pakistan, Afghanistan and Bangladesh due to religious persecution will be treated with “human behaviour”. The Citizenship (Amendment) Bill, which was passed by Lok Sabha on January 8 but was not tabled in Rajya Sabha, seeks to provide Indian citizenship to Hindus, Jains, Christians, Sikhs, Buddhists and Parsis from Bangladesh, Pakistan and Afghanistan after six years of residence in India even if they do not possess any document.

Supreme Court acquit 6 death row prisoners

A view of the Supreme Court in New Delhi. (File) New Delhi, Mar 5 (AGENCIES): Ten years after condemning to death six nomadic tribe members in a rape and murder case, the Supreme Court on Tuesday found them innocent and ordered the Maharashtra Police to hunt down the real criminals. In a complete volteface, the apex court ordered the immediate release of Ankush Maruti Shinde, Rajya Appa Shinde, Ambadas Laxman Shinde, Raju Mhasu Shinde, Bapu Appa Shinde and Surya alias Suresh for the murder of five members of a family, rape of a woman and her 15-year-old daughter and dacoity in Nashik. They had spent over 16 years in jail in anticipation of death. The court said the six men were falsely implicated and roped in by the police. One of the six was a juvenile at the time of his arrest. Some of them have developed psychiatric

symptoms due to the long years in solitary confinement. They had not been eligible for pardon or furlon as they were condemned men. The apex court Bench of Justices A.K. Sikri, S. Abdul Nazeer and M.R. Shah specifically takes the case of Ankush Maruti Shinde, who was subsequently found to be a juvenile. “Dr. Ashit Sheth, Shinde’s psychiatrist, clearly opined that he lived under sub-human conditions for several years. He was kept in isolation in solitary confinement with very restricted human contact and under perpetual fear of death. He was only allowed to meet his mother and that too only infrequently. He was not even allowed to mix with other prisoners. Therefore, all the accused remained under constant stress and in the perpetual fear of death,” Justice Shah described.

Forest dwellers eviction: SC to consider hearing fresh plea mention it before the bench headed by the CJI. The apex court had last Thursday stayed its February 13 order directing 21 states to evict 11.8 lakh illegal forest dwellers whose claims over the forest land have been rejected by the authorities. In the petition, Larka has alleged that authorities in Tamnar of Raigarh district of Chhattisgarh have forcefully grabbed a large area of tribal land and handed it to outsiders and now are trying to oust ‘Adivasis’ from the area. “For this, they adopted simple strategy declaring forest dweller as non-Adiwasi to grab their land in the forest and village by rejecting their claim upon land,” the plea said. It has sought restoration of land acquired by the government from tribals in Chhattisgarh for mining and other purposes and to provide them value of mined minerals.

Patnaik completes 19 yrs as Odisha chief minister

Naveen Patnaik (File) Bhubaneswar, Mar 5 (PTI): As he completed 19 years in the office, Chief Minister Naveen Patnaik Tuesday claimed his government had fulfilled the promises made to the people of Odisha before the 2014 elections. Pa t n a i k s a i d t h i s while presiding over the Council of Ministers meeting at the state secretariat which was for the first time telecast live on television channels. Assembly elections in Odisha would be held along with the Lok Sabha elections. “The four-and-half crore people of Odisha is my family. We have fulfilled promises made to the people before the 2014 elections and will continue to do so in future also,” Patnaik said. He claimed that his government had met the aspirations of women, youth, slum dwellers, farmers and different categories of people. While reviewing performance of his government, Patnaik highlighted the newly-launched

Krushak Assistance for Livelihood and Income Augmentation (Kalia) scheme. During the last 60 days, financial assistance to the tune of Rs 1,600 crore has been disbursed to more than 32 lakh small and marginal farmers and landless agricultural labourers through direct benefit transfer. Patnaik also transferred the financial assistance to another 4.8 lakh beneficiaries of Kalia scheme to their bank accounts. The second instalment of Rs 5,000 each will be released on April 1 on Utkal Divas. The chief minister recalled that he had held the Council of Ministers meeting on the first day his government came to power for the fourth time on May, 2014. Then, the poll manifesto of the ruling Biju Janata Dal (BJD), was accepted as the state government’s agenda for the next five years. Patnaik for the first time had taken oath of the office as the chief minister on March 5, 2000. He has been elected thrice after that in 2004, 2009 and 2014. March 5, the birth anniversary of legendary Biju Patnaik, is observed as Panchayati Diwas. The ruling party has been named after Biju Patnaik. Naveen Patnaik is the younger son of Biju Patnaik.

5 Nuns rape accused arrested after 21 years Jhabua, Mar 5 (PTI): Twenty one years after four nuns were raped by 26 persons in Jhabua district of Madhya Pradesh, a 45-yearold absconding accused in the case has been nabbed, police said Tuesday. Kalu Limji was arrested from Aamba village in the district Monday, a police official said. In September 1998, the accused, mostly tribals, raped the nuns at the Priti Sharan Mission at Naupara village in the predominantly tribal district. Nauapara is 25 km from the district headquarters. Of the 26 accused, 24 were arrested immediately after the incident, police said. Nine were awarded life imprisonment by a local court, while 13 others were acquitted. Limji was one of the two absconding accused and was arrested at Aamba village under Kalidevi police station after a tip-off,” Jhabua district Superintendent of Police Vineet Jain told reporters. Limji earlier worked as a labourer in neighbouring Gujarat, the police official said. Police personnel in plain clothes posed as district level officers and after reaching the village began enquiring about the number of ‘pucca’ houses there and if there was a toilet facility in each house, Jain said. “When Limji arrived there on a motorcycle, someone called him to ask if he wanted to become beneficiary of the government scheme. As soon as he came there, police arrested him,” he said.

Political parties in Jammu holds meeting with EC Jammu, Mar 5 (PTI): Representatives of different political parties here met the visiting team of Election Commission of India on Tuesday and advocated holding state assembly polls simultaneously with the Lok Sabha elections. The team, headed by Chief Election Commissioner Sunil Arora, reached Jammu on the second leg of the two-day tour and held discussions with the representatives of various political parties, including the BJP, Congress, National Conference, PDP, CPI(M) and the National Panthers Party (NPP), officials said. A similar exercise was conducted by the Election Commission of India (ECI) in Srinagar on Monday as part of its efforts to assess the feasibility of holding the Lok Sabha and the assembly polls together. Cutting across party affiliations, the representatives of almost all parties impressed upon the commission to hold assembly

elections in the state simultaneously with the Lok Sahba polls. “The Ladakh region along with Jammu and many districts in Kashmir are peaceful and elections could be held in a phased manner to restore popular government in the state. We are in favour of both elections simultaneously,” senior BJP leader and former J-K deputy chief minister Kavinder Gupta told reporters after the party delegation met the ECI team here. State Congress vice president and former minister Raman Bhalla, who led the party delegation, said the Congress never escaped form the democratic exercise and it is the responsibility of the ECI to restore democracy in the state by holding the elections. However, he demanded adequate security for the candidates. National Conference provincial president Devender Singh Rana said restoration of democracy is in

the interest of the state and a popular government is the need of the hour in view of the emerging situation. “The governor with four advisors and chief secretary cannot be an alternative to the popular government. The people are facing a lot of problems and only their representatives can reach out to them to mitigate their sufferings,” Rana said. Senior PDP leader and former minister Choudhary Zulfikar Ali said the delegation put forth the viewpoint of the party which wants early elections to restore basic rights of the people. “The credibility of Parliament, the Supreme Court and the ECI is at

New Delhi, Mar 5 (PTI): The Supreme Court Tuesday said it would consider listing of a fresh plea seeking direction to the authorities not to evict any forest dweller and to set up an SIT to look into illegal acquisition of tribals’ land. A bench comprising Chief Justice Ranjan Gogoi and Justice Sanjiv Khanna took cognisance of the plea, filed by Chhattisgarh-based Tarika Tarangini Larka, seeking direction to the Centre not to allot possession of any forest land belonging to tribals to anyone other than ‘Adivasis’ residing in that particular area. “We will see to it (listing of plea). We will not assure that it will be come on Monday,” the bench said when lawyer M L Sharma sought urgent listing of the plea. Sharma had mentioned the plea for urgent hearing on Friday before a bench headed by Justice A K Sikri and was told to

The court ordered the Maharashtra government to pay each of the six men a compensation of Rs 5 lakh. The court turned its ire on the State Police force for trauma it unleashed on the men, who belonged to both socially and financially backward communities. The court highlighted how the police did not bother to even investigate the fact that eye-witnesses had, immediately after the crime was committed, identified four other men from the rogues’ gallery as the perpetrators of the crime. There has been no effort from the side of the police made to find these four men. The court ordered the Maharashtra Chief Secretary to take disciplinary action against the probe officers within three months. The acquittal of the six men is, however, a Uturn for the Supreme Court too. In 2009, the court had dismissed their appeals and found them all guilty enough to be sent to the gallows. However, luck changed for the six men when they filed their review petitions against the 2009 judgment. In October 2018, the court decided to recall its 2009 verdict and hear their appeals afresh. This change of mind by the court has now finally proved their innocence.

stake. Union Home Minister Rajnath Singh had assured Parliament that the Centre is ready for the assembly polls in the state,” he said. Ali said the PDP is prepared for the elections and believes that the situation is conducive for the polls in the state. Asked about the recent developments in the aftermath of the Pulwama attack, he said, “Jammu and Kashmir is a chronic problem since 1947 and so the tension along the borders. Should we wait till the Kashmir problem is resolved and Indo-Pakistan develops friendship and the war will not be only for Jammu and Kashmir but for the whole country.”

Akhilesh says Congress part of ‘mahagatbandhan’

Akhilesh Yadav (File) L u c k n ow, M a r 5 (PTI): The Rashtriya Lok Dal will contest three Lok Sabha seats as part of an alliance with the SP and the BSP, Samajwadi Party chief Akhilesh Yadav said Tuesday and asserted that the Congress was “very much” part of their “mahagatbandhan” in Uttar Pradesh. Addressing a press conference with RLD leader Jayant Chaudhary, son of party founder Ajit Singh, Yadav said the RLD, which has political influence in western Uttar Pradesh, would contest Mathura, Baghpat and Muzaffarnagar Lok Sabha seats. After repeated questions by reporters at the press conference, the SP chief said the Congress was “very much in the alliance”. “We have left two seats (Amethi and Rae Bareli) for the party (Congress),” he said. Amethi is represented by Congress president Rahul Gandhi and Rae Bareli by United Progressive Alliance chairperson Sonia Gandhi.

Yadav said the alliance partners will jointly take on the BJP in Lok Sabha polls in Uttar Pradesh. Chowdhury said that this alliance is a “Sangam of ideologies and parties” and added that for him, “relations are important”. BSP chief Mayawati and SP’s Yadav had jointly announced their alliance in January, saying the SP and the BSP will contest 38 seats each out of the total 80 in Uttar Pradesh. However, according to a list released later, the SP announced it will contest 37 seats and the BSP 38. On Feb 21, over a month after the SP-BSP alliance was announced, Samajwadi Party founder Mulayam Singh Yadav made it clear that he was upset with the tie-up, questioning why Akhilesh Yadav gave “half ” of the total seats in UP to Mayawati’s party. The remarks had come days after the SP patriarch created a stir in Parliament, saying he wished that Prime Minister Narendra Modi returns to power. The BJP has previously downplayed the SP-BSP alliance, saying the parties have come together “for their survival, and not for the country or Uttar Pradesh”. It will not have a major impact on the Lok Sabha poll, the saffron party had said. And the Congress had said it was exactly what the BJP had wanted initially and the two regional parties have fallen into the ruling party’s design.

A time for peace

ecent speculations in some national media about the impending solution to the Naga political issue and at home, the demands from the legislators as well as various Naga civil society groups on early solution has created some confusions. Deputy National Security Advisor and Interlocutor to the Naga Peace Talks R.N. Ravi has an unenviable mandate- to finalise an agreement that is “inclusive, honourable and acceptable to all”. The Framework Agreement signed between the government of India represented by R.N. Ravi and the NSCN/GRPN represented by Its general secretary Th. Muivah on August 3, 2015 in New Delhi provides the contours. The inclusion of other Naga groups under the Working Committee and comprising of -GPRN/NSCN, Federal Government of Nagaland, Naga National Council (parent body), National People’s Government of Nagaland of the NNC (Non Accordist), NSCN (reformation) and Naga National Council/Government Democratic Republic of Nagaland in the negotiation has not only widened the ambit but also the hope and expectations for peaceful solution. The NSCN (K) led by Khango Konyak which had abrogated the cease fire towards the end of March 2015.Thereafter, the group indulged in ambushes and was listed as a proscribed organisation by the government of India. Now that the NSCN (K) led by Khango has also joined the negotiations, the way is thus clear for an inclusive solution. However, it is easier said than done. According to Ravi, who had visited Kohima recently on a two-day consultative meeting with various NNPGs and Naga civil society groups, the ball is in the court of the Naga groups. He specifically mentioned that what holding up signing of the final agreement are the demands for a separate flag and constitution. According to Ravi, the union Government has made its position very clear to the negotiating parties on these issues and it is now up to them to take a call. Ravi further explained that the government of India having made it very clear on what it can offer on the demands for a flag and a constitution and it was up to the negotiating organizations to take the decision. Ravi was implicit in his remark that once the Naga groups agree to the offer of the Government of India, then the final agreement can be signed any day. IT may be mentioned that there have been more than 80 negotiations between the government of India represented by its Interlocutor with the NSCN/GPRN led by Th. Muivah. There has been some flexibility on the part of the Naga groups with regard to sovereignty and then integration. The demand for a separate Naga flag and constitution (Yehzabo) has been under negotiation. Now it seems that the government of India has spelt out what it can offer with regard to these two demands. The Naga public had been urging the government of India to bring a solution within the earliest possible time. The present expectation is that this should be before Lok Sabha polls. This is however now not possible unless the Naga groups decide on something significant. However, there has to be some transparency over the negotiations so that Naga public can give their backing and blessings for a peaceful and honourable solution.

DailyDevotion Is He Really My Lord? …so that I may finish my race with joy, and the ministry which I received from the Lord Jesus… —Acts 20:24 Joy comes from seeing the complete fulfillment of the specific purpose for which I was created and born again, not from successfully doing something of my own choosing. The joy our Lord experienced came from doing what the Father sent Him to do. And He says to us, “As the Father has sent Me, I also send you” (John 20:21). Have you received a ministry from the Lord? If so, you must be faithful to it— to consider your life valuable only for the purpose of fulfilling that ministry. Knowing that you have done what Jesus sent you to do, think how satisfying it will be to hear Him say to you, “Well done, good and faithful servant” (Matthew 25:21). We each have to find a niche in life, and spiritually we find it when we receive a ministry from the Lord. To do this we must have close fellowship with Jesus and must know Him as more than our personal Savior. And we must be willing to experience the full impact of Acts 9:16 — “I will show him how many things he must suffer for My name’s sake.” “Do you love Me?” Then, “Feed My sheep” (John 21:17). He is not offering us a choice of how we can serve Him; He is asking for absolute loyalty to His commission, a faithfulness to what we discern when we are in the closest possible fellowship with God. If you have received a ministry from the Lord Jesus, you will know that the need is not the same as the call— the need is the opportunity to exercise the call. The call is to be faithful to the ministry you received when you were in true fellowship with Him. This does not imply that there is a whole series of differing ministries marked out for you. It does mean that you must be sensitive to what God has called you to do, and this may sometimes require ignoring demands for service in other areas.

John Locke: Creating a govt that is answerable to the people

J

ohn Locke (1632 –1704) was an Engl i s h p h i l o s o p h e r, widely regarded as one of the most influential Enlightenment thinkers and commonly known as the “Father of Liberalism,” because he laid much of the groundwork for the modern democratic society. Having been bor n into a Puritan family and theologically influenced by Philipp van Limborch, Locke developed many of his political thoughts from a biblical perspective, which was mostly based on the creation accounts in Genesis and the laws in the Book of Exodus. Here are some of his major contributions to the development of political thoughts: The State of Nature a nd I nhe rent R ig hts: Locke’s account of political society is based on the human condition at the beginning of communal life. He argues that all men and women are born equal and therefore there can be no natural hierarchy among humans. They are also created to be free. But this freedom, Locke says, is not a state of complete license, because it is set within the bonds of

the law of nature, subject only to the will of “the infinitely wise Maker.” That being the case, “no one ought to harm another in his life, health, liberty, or possessions.” This state existed as part of the law of nature before any gover nment came into existence. Therefore, no fellow human or government has any right to deprive these God-given rights without their prior consent under some sort of social contract. Refutation of the D iv i n e - R i g h t - t o - Ru l e Theory: In 1680, Robert Filmer, a political theorist, wrote Patriarcha, advocating the divine right to rule by a hereditary system, thereby defending the English monarchy, by saying that God vested paternal authority to Adam and gave the earth as grant to him, which was what the monarchy inherited. But Locke counter-argues that Filmer’s claim is absurd, because it is mankind that has received the right to rule and the earth is their common dominion. Government by Consent: In the primordial state of nature all people were equal and everyone had a natural right to defend his “life, health,

liberty, or possessions.” gitimate and right. Thus, At the same time, Locke in his Second Treatises, recognizes that having Locke defines political rights was not enough in power as a “right of makthat natural state, because ing Laws with Penalties of the strong would always Death, and consequently take advantage of the all less Penalties, for the weak in the absence of Regulating and Preservsome higher authority ing of Property, and of over them. He writes, “If employing the force of man in the state of nature the Community, in the be so free, why will he part Execution of such Laws with his freedom? To avoid in turn, serve to protect the danger of one ruler their freedom and their monopolizing political inalienable rights. power, he argues for a Political Power as separation of powers by Morally Based: Power for dividing the government Locke never simply means into three branches: the “capacity” but always Legislative, the Execu“morally sanctioned ca- tive, and the Federal. He pacity.” Morality pervades insists that it is imperative the whole arrangement of to have checks and balsociety, and it is this fact ances so as to ensure a just that makes something le- system of government on

behalf of the people. Separation of Church and State: Locke’s essay on religious toleration appeared in 1689 amidst a fear that Catholicism might be taking over England and transforming the church there into a political power as was the case with papal Rome. So, Locke responded to the situation by proposing religious toleration as the answer, which has resulted in serving as a model for the separation of church and state. On the other hand, the state also should not, according to Locke, interfere in religious affairs but respect freedom of religion except when the dissenting belief is a threat to public order. Rights to Revolt: According to Locke, it is the society which makes the formation of government possible through a social contract. But when a government violates the terms of the mutual agreements or betrays the confidence of the governed, that same society may remove it – that is, if the executive power fails to provide the conditions under which the people can enjoy their rights, then the people are entitled to remove him. Thus, Locke believes that

revolution is not only a right but an obligation in extreme circumstances. Much of what Locke advocated in the realm of politics was accepted in England after the Glorious Revolution of 1688–89. His writings influenced many Enlightenment thinkers throughout Europe. His radical ideas sowed the seed for the American Revolution and the subsequent Declaration of Independence from Great Britain in 1776. In France as well, Locke’s ideas found clear expression in the Declaration of the Rights of Man and of the Citizen and other justifications of the French Revolution of 1789. Now, what can we say about the Nagas as a political entity? Do we know how to assert our God-given rights for selfdetermination? Perhaps our political consciousness is still very shallow. But what about holding our own state-level government accountable? Let alone exercising our right to revolt against our government, do we even know how to question our local politicians who keep breaking their election promises to us time and time again?

Post-mortem

W

Why repeat the 1960s

hy did the 1966-67, six round of talks, between the FGN and the GOI end in a deadlock? It failed because, even as the GOI was sincere to reaching a solution, the FGN was never sincere. The then GOI had wanted to give the Nagas as much autonomy as possible, but since the FGN, although in talks, was never sincere with the talks, the FGN leaders became blind and failed to see the bigness of what was offered and placed right in front of them. The FGN entered into negotiation with the GOI and rejected the ultimate that the GOI could offer knowing very well that the demand for total independence was completely out of the ambit of negotiation. Today, it pains to see and understand the foolishness of the FGN in throwing away the fruit that was paid for with blood and sacrifices of the Naga people. Instead, the Nagas were subjected to uncharted territory of more pain and hardship in the demand for independence which even a village lad knew was never going to come. We get to see and analyze that the FGN never intended the talks to reach a logical conclusion from the events that unfolded even before the talks began. Even as ceasefire between the FGN and GOI was being initiated and put into place, not less than a thousand Naga fighters left for East Pakistan for guerilla training and arms procurement. The foreign policy of the FGN had been exclusively with Pakistan which AZ Phizo had cultivated with all his acumen, diplomatic skill, and physical presence in East Pakistan, and thereby, set up training bases in the Chittagong hill tracts. The FGN switched its foreign policy by warming up to China and informing Phizo about the FGN’s decision to seek Chinese assistance. Phizo’s effort to advocate the Naga cause to the democratic western world was soundly criticized by the FGN and he was actually blamed for the atrocities of the Indian military on the innocent Naga people. Actually it was the offensive strategy (against Phizo’s counter-offensive strategy) of the FGN and the retaliation of the Indian military on the innocent Naga people that resulted in much sufferings and death. By seeking the patronage of China, the FGN completely diverted from Phizo’s avowed principle of never looking to the communists. Seeking and taking Chinese help contradicted the Naga stand of openly proclaiming, “Nagaland for Christ”. It was all downhill after that. Since then,

till today, Christ has been a means, and not the end. And the Naga people have been suffering with no end in sight till date. What did India see in the Nagas? India was subjugated by the British and so were the Nagas. But the Nagas never allowed the British total subjugation even as the whole of the Indian subcontinent was subjugated by the British. Little is said, if not totally unsaid, about the fight of the Nagas, led by AZ Phizo, to get rid of the British from India, starting with the battle of Kohima. Nagas having just emerged as a people, thanks to Phizo, was all for India to be the guardian caretaker of the Naga people. It was only the egoistic leadership of the INC which was still in hangover with the subjugative tactics of the British, that they adopted the same with the Nagas and compelled Phizo to revolt. Indira Gandhi realized her father’s fault, but this time, her sincerity was met with the insincerity of the FGN. The FGN thought they had all the cards in place. They indeed had all their cards in place, except pragmatic flexibilities. The six rounds of talks starting from February of 1966 to January of 1967 laid bare the contradictions within the FGN itself. It became apparent that the Atto-Kilonser of the FGN had concentrated power and decision making to a kitchen cabinet for too long that when it finally mattered, he found himself in the woods. The GOI had proposed a settlement within the Indian Union with as much autonomy as possible, and with a status where the FGN Atto Kilonser would remain as the Prime Minister. However, the FGN’s inflexible insistence for complete independence put paid to rest any hope of a settlement. Isak Chishi Swu was dead against any settlement short of independence. He instead was looking forward to the return of Th. Muivah and Thenoselie Keyho who both had left for China with select Naga guerillas. By missing out on the best ever proposal to arriving at a settlement with the GOI, the FGN laid to waste all the sacrifices that the Naga people had paid with blood, and for which the present generation Nagas are also paying the price. It was injustice on the people by the FGN leadership in forfeiting the proposal of the GOI to reach a settlement. The recent visit to Nagaland of Deputy National Security Advisor and Interlocutor to Naga peace talks, R.N. Ravi, and what he had said has made everything very transparent to one and all. Needless to say, India’s stand

on the Naga sovereignty issue is clear and which has been accepted by the Nagas. Infact, the GOI today has favoured the Nagas by agreeing to a settlement on the basis of sharing sovereign power. Ravi also made clear that the negotiating parties have also agreed that existing realities on territorial integration can only be pursued through democratic political process. The NSCN (IM), however, seems to be purposely trying to sabotage the talks. Much like the FGN of the past, the NSCN (IM) is engaging in double talk. On one hand, it is in mutual understanding with the GOI that they would not oppose the NNPG’s constructive cooperation in the peace process and their participation in the final agreement, and on the other, Th. Muivah, himself, has accused the GOI of using NNPGs as a parallel force to counter him. R.N. Ravi has made it absolutely clear that all parameters of settlement and the specifics of various competencies to be shared between the Naga people and the GOI have been resolved in the last four years, and have been mutually understood and agreed. Why then is the NSCN (IM) making a big bone of the flag issue when the GOI has also agreed for the Naga flag to be located in the Pan Naga cultural body, which indeed is a common platform of all the Nagas? When the GOI has even conceded to incorporate the final agreement, labeled as the “Naga Yehzabo” into the constitution of India, and which is the maximum that any democratic government in the world can give, why is the NSCN (IM) creating unnecessary hurdles in this regard? Th. Muivah is of the same feather as that of the old FGN, and therefore, is singing in the like of the same old FGN. Prolonging the negotiation may be in the interest of the NSCN (IM), but it certainly is not for the Naga people. Naga nationalism is about the distinct identity and the unique history of the Nagas which the GOI has recognized and is willing to go the extra mile to reach a settlement, and only wants the final agreement to unambiguously convey the unity of the Nagas with the Indian Union. The NSCN (IM) needs to stop entitling itself as a special entity, but come together in unity and solidarity with all the NNPGs, and speak in one voice if it does truly want a Naga settlement. Naga nationalism has been abused for too long and must no more be considered as that encaged duck which lays a golden egg every day. Benito Z. Swu

Division is created by narrow concept

D

ivision is created not by wrong leaders but by wrong concept. In the name of Naga Nationalism, the Naga National workers have now nearly ten groups and most of them are at Delhi for talking with the GoI for settlement. When the GoI and the NSCN(I-M) have been talking, the Naga general public have been remaining as mere silent spectators being sceptic that the talk can bring about a settlement. Since the recent past years, the GBs Federation of Nagaland took initiative approaching the Political Groups in Nagaland to be inclusive in the ongoing talk. In response to the appeal, 6 Political Groups went to Delhi. But according to their recent statement, they have had around 50 talks with the leaders of the GoI. It is not inclusiveness but it is separateness. Let them be in division or unity, it cannot curb the progress of the talk. Whatever may be the weakness or the failure, the right is the right, reality is reality which can never be rubbed off by

changes. Sooner or later the truth will prevail. The Nagas rose up solidly for defending their RIGHT, not against India. But the horror of their defending for their own right is indescribable and now the ongoing political talk is meant for bringing about a settlement honourable and acceptable to both sides. The way of solution is not more or less than the truth and the truth is that first of all the entity of the Nagas is to be recognised and distinct entity will have own symbol which is having own flag and constitution which may be incorporated with the Constitution of India. This is the truth which cannot be distorted or twisted. Whether the Naga National workers are in unity or disunity, the truth is the truth and it will not die out. Nagas have God’s given right which is to be honoured by India. Recognition of historical truth of the Nagas will not endanger the security of India. Rev.L.Suohie Mhasi, (rev.suohie_mhasi@yahoo.com)

Consumers concern on Kohima SD 1 power Sir,

It has come to the notice of the consumers that all the electrical consumers under electrical sub-division No.1 (SD1) Kohima have been asked to clear their electricity bills to avoid disconnection and inconvenience. The division SDO Er. Tsiamchi Ndang, in a notice to cooperate with the department and clear their arrears at the earliest, which was published in the local daily on March 2. As a consumer it is necessary to pay bills in time. However, I would like to share some grievances being faced by the consumers and to request the power department especially the electrical department to send the meter readers to the consumer’s house to take note of the exact figure of the meter reading i.e. present and previous reading and to distribute electricity bills to the consumers in time. Most of the time, the department issues electricity bills without considering the present and pervious reading of meter box and blindly they put a zero reading and charged at an exorbitant rate which is beyond our capacity to pay the department. The inconvenience caused to the consumers compels us to go to electricity office to lodge complaints and spent all the previous time. K. Medo, Kohima town

MUMBAI, MAR 5 (PTI): The rupee rebounded by 43 paise to close at 70.49 against the US dollar Tuesday largely driven by positive macro data and easing crude prices. Forex traders said heavy buying in domestic equities and sustained foreign fund inflows also propped up the local unit. At the Interbank Foreign Exchange (forex) market, the domestic unit opened slightly down at 70.95. During the day, the local unit, however, gathered momentum and rose to an intra-day high of 70.43 before finally ending at 70.49, showing a gain of 43 paise. The local unit had weakened by 20 paise to close at 70.92 against the US dollar Friday. The domestic forex market and equity market were closed Monday on account of Mahashivratri. After presenting its report “Agenda for Growth and Shared Prosperity” to the Finance Minister, FICCI highlighted five areas -- agriculture, MSMEs, external trade, digital economy, human capital and productivity -- for the government in the next five years. “We submitted FICCI’s agenda for growth and inclusiveness for the next government. The concept paper was prepared by FICCI. After the presentation, we discussed several subjects with the Finance Minister, including further growth, taxation, GST revenues, employment generation and social sector schemes,” Somany said.

The Swift system is a messaging network used by banks and other financial institutions globally to send and receive information, such as money transfer instructions. “The Reserve Bank of India, in exercise of powers conferred under Section 46 and 47A of the Banking Regulation Act, 1949 has levied an aggregate penalty of Rs 40 million on the Bank for delayed implementation of four of the Swift-related operational controls,” Karnataka Bank said in a regulatory filing to the BSE. The Swift system gained spotlight after the Rs 14,000-crore fraud at the Punjab National Bank that took place reportedly due to misuse of this messaging software.

India, Donald Trump had said a few days ago, was “a high-tariff country.” “We don’t agree that India is a high-tariff country,” Wadhawan said, countering the charge. The benefit to industry is low, U.S. tariffs are already low. GSP is more symbolic of the strategic relationship, not in value terms,” another government official, requesting anonymity, told news agency Reuters. The commerce secretary said the US had “extra demands” which could not be catered to, adding that talks with the US did not end favourably. “In April 2018, the US initiated a review of our GSP benefits, mainly on two industries...medical devices and dairy. But then the US authorities added other issues such as market access, relaxation of various procedural requirements, testing requirements etc. So it became a fairly broadbased review covering a large number of trade issues.” the ministry said.

NEW DELHI, MAR 5 (AGENCIES): Hours after US President Donald Trump announced his decision to end preferential trade treatment for India, the government today said that the move will not have a “significant impact”. India currently enjoys duty-free entry for upto $5.6 billion worth of its exports to the US, under what is known as the Generalised System of Preferences or GSP. “India felt it had arrived at a fairly meaningful offer balancing US aspirations with our concerns, which was not workable with the US side. This is a given situation now. So it seems like we’re looking at a non-GSP trade with the US,” said Commerce Secretary Anup Wadhawan. “Our assessment is there won’t be significant impact on exports and, no significant edge to competitors,” he said, adding that the tariffs that India imposes are “very consistent with World Trade Organization-bound rates.” The “actual benefit,” which will be impacted from

Sri Lankan police recover ‘rare’ stolen diamond Co l om b o, M a r 5 (IANS): The Sri Lankan Police on Tuesday recovered a “rare” diamond worth an estimated $27 million from a suspect who had allegedly stolen it from a gem merchant in Pannipitiya, on the outskirts of Colombo in 2018. The suspect was caught from Panadura town with the diamond and other precious gem stones in his possession, Xinhua news agency reported. A police spokesperson told the news agency that the diamond was stolen in November when a group of thieves, disguised as police officers, forcibly entered the residence of a gem merchant under the instructions of a drug kingpin.

Jane Philpott offered to Libyan officials between 2001-11 to obtain contracts in the North African country. A conviction in the Canadian courts would automatically disqualify SNCLavalin from bidding on public contracts in Canada for a decade, which would result in a considerable loss of revenue for the company. Philpott expressed unhappiness about the government’s response to allegations that officials inappropriately

pressured former Attorney General and Justice Minister Jody Wilson-Raybould in 21018 to help the SNCLavalin Group Inc avoid a corruption trial. Wilson-Raybould resigned from the Cabinet on February 2. Days later, on February 27, she accused Trudeau, some of his top advisers and other members of the government, of pressuring her to help SNC-Lavalin avoid a corruption trial. “It is a fundamental doctrine of the rule of law that our Attorney General should not be subjected to political pressure or interference regarding the exercise of her prosecutorial discretion in criminal cases,” Philpott wrote in her resignation letter. “Sadly, I have lost confidence in how the government has dealt with this matter and in how it has responded to the issues raised.”

I didn’t learn the term “autosexual” until after I graduated from college in 2013. “My attraction to myself made me confused at times, but once I learned about autosexuality, I was glad there was a word for my experience. I’ve recognised myself as being in a relationship with myself since I was in college. I just didn’t have the vocabulary to express my experiences,” she told Metro.

Lahore, Mar 5 (agencies): Pakistan Punjab Province Information and Culture Minister Fayyaz ul Hassan Chohan has resigned after he was slammed for his anti-Hindu remarks, reported local media. The report citing a confirmation from the Punjab Province chief minister’s office (CMO) comes after the minister had apologised to the minority Hindu community in Pakistan. While the minister said he was asked for a clarification from Pakistan Punjab Province Chief Minister Sardar Usman Buzdar, fresh reports indicate the minister has decided to resign. A local news portal had quoted Chohan during a press conference where he referred to Hindus as “cow urine-drinking people”. “We are Muslims and we have a flag, the flag of Maula Ali’s (AS) bravery, the flag of Hazrat Umar’s valor (AS). You don’t have that flag, it isn’t in your hands,” he said. “What this flag has to do with anything is beside the point,” the minister added.

Kuala Lumpur, Mar 5 (IANS): Malaysian prosecutors here on Tuesday charged a former ally of former Prime Minister Najib Razak with multiple counts of money laundering. Musa Aman, former Chief Minister of Sabah, was charged at a Kuala Lumpur court with 16 counts of money laundering amounting to $37 million, Xinhua news agency reported. The offences were committed between 2006 and 2008, reports say. He was also accused of indirect involvement in money laundering through receiving illicit funds from various companies and individuals through a foreign bank between 2006 and 2008. The largest recorded sum for a single transaction amounted to $16.15 million, the report said. Musa has pleaded not guilty to all charges. M

r Big bassist Billy Sheehan says that there are no plans for the band to continue following last year’s passing of Pat Torpey. The drummer died in February 2018 at the age of 64 from complications of Parkinson’s disease. Earlier, Sheehan was asked by SiriusXM’s “Trunk Nation” if Mr. Big is still pretty much a “closed door” 13 months after Torpey’s death. “There is no plan,” Billy responded. “We went out just to finish some gigs that were already booked while Pat was alive, kind of to honor his memory a little bit. But it just ain’t the same without him. I don’t wanna be one of the bands — nothing against them. You’ve gotta do what you’ve gotta do. When you lose somebody and replace them and then replace somebody else, pretty soon the only thing original left is the logo. Nothing against bands that have to do that — I still love ‘em, and that’s great, and I’m glad for them — but it just didn’t feel right doing that. We may go out in a year or so, maybe two years, and do some

shows in some capacity. But I think we did the right thing by just moving on.” Last fall, Mr. Big singer Eric Martin told the “Friday NI Rocks” show that the band was planning to make a new studio record in 2019. But he added that once Mr. Big was done with its touring commitments, it would time for the group to call it quits. “Yeah, that’s the last hurrah — that’s it,” he said. “It feels a little uncomfortable to keep going without Pat Torpey.” Mr. Big’s latest album, “Defying Gravity”, was released in July 2017 via Frontiers Music Srl. After announcing his Parkinson’s diagnosis in 2014, Torpey continued to write, record and perform with Mr. Big, who also recruited Matt Starr (Ace Frehley) to share drum duties. Mr. Big, formed in 1988, produced numerous hit songs that ranged across a wide array of rock genres — be it ballads, heavy metal, or blues rock. Their hits include “Alive And Kicking”, “Just Take My Heart” and the chart-topping ballad “To Be With You”. (Blabbermouth)

Ahmedabad, Mar 5 (PTI): Union minister Santosh Kumar Gangwar Tuesday claimed the Mamata Banerjee-led West Bengal government has stalled enrolment of workers under the Centre’s new pension scheme for unorganised sector. The Pradhan Mantri Shram Yogi Maandhan Yojana, aimed at providing a monthly pension of Rs 3,000 to unorganised work-

ers, was launched by Prime Minister Narendra Modi Tuesday. Speaking at the launch event, Gangwar said the scheme was being launched across the country through over two lakh common service centres, where unorganised workers can get themselves enrolled. “Every state is participating in the scheme with great enthusiasm. Though we set a target of enrolling

11.5 lakh workers on the national launch day, over 14.5 lakh have already registered,” said the minister of state (independent charge) for labour and employment. “It seems the West Bengal government is not concerned about the workers’ welfare. All our (enrolment) centres in West Bengal are shut today. This is very unfortunate. No one plays politics with workers,” the minister said.

State rolls out PM-SYM pension scheme (From p-1) Stating that the matching contribution would be funded by Government of India 100%, he added that the PM-SYM would be administered by Union labour ministry in partnership with LIC, which would be the pension fund manager and responsible for pension payout. For enrolment, he said interested eligible persons could visit the Common Service Centre (CSCs) along with Aadhar card, savings bank account and cash for enrolment under the scheme. Project officer, directorate of labour, T Chubayanger asserted that the UWSS Act, 2008 provided social security and welfare for the unorganised workers, adding the unorganised workers were those who did not have a definite income and lived by the daily wage they earned. He said people with a definite income, but below Rs 15,000, could also join the scheme. According to him, though the labour & employment department was the nodal agency for implementing the scheme, it would only act as facilitator to educate the people and help identify workers of the unorganised sectors. He added that all the enrolments would be done in CSCs. Chubayanger said CSCs had already enrolled 260 beneficiaries across the State and that the enrolment was still going on. The programme was chaired by labour & employment, skill development & entrepreneurship department commissioner & secretary Anenla T Sato. Meanwhile, Toy also distributed PM-SYM pension cards to some of the beneficiaries present on the occasion. Heads of departments and assistant heads of departments also witnessed live streaming of the launch programme by Prime Minister of India.

India denies Pak report on submarine activity New Delhi, Mar 5 (AGENCIES): India has denied reports of an Indian submarine spotted near Pakistani waters, saying the Pakistani claims regarding this are incorrect. Official sources said here on Tuesday that Pakistan is seeking to divert attention from India’s focus to act against terror. Pakistan is doing it so that its media do not ask questions as to what happened and what was its military doing when the Balakot attack took place, they said. In a statement later on Tuesday, the Indian Navy accused Pakistan of “spreading misinformation”. “Pakistan is indulging in false propaganda and spread of misinformation. The Indian Navy does not take cognizance of such propaganda. Our deployments remain undeterred,” the statement said. If Pakistan claimed that it shot a Sukhoi-30 where is the debris, its pilots or even their mortal remains, sources asked. As far India is concerned all its Sukhois are accounted for, official sources added.

Congress MLA Bhagwan Barad convicted in illegal mining case Ahmedabad, Mar 5 (AGENCIES): Congress legislator Bhagwan Barad was disqualified as a lawmaker on Tuesday after a local court convicted and sentenced him to nearly three years in jail for an 18year-old illegal mining case. In past nine months, the Congress has lost three legislators. Two OBC veteran leader Kunvarji Bavali and Asha Patel resigned from the house and joined the BJP. Bavali was made minis-

ter in Vijay Rupani government and he got re-elected in Jasdan by-poll in December. With his victory, the BJP tally has increased to 100 and the Congress now has 74 MLAs in 182-member assembly. “Talala MLA Bhagwan Barad, as per Supreme Court order, and subsequent circulation by the election commission, has been disqualified March 1 (the day verdict came against him),’’ said speaker Rajendra Trivedi, in an order. The SC in

submitted by the state government legal department and he was bound to follow the SC order. Judicial Magistrate (first class) Sunil Mehta, Somnath district, pronounced Barad guilty of stealing around 2.8 lakh metric tonnes limestone worth Rs 2.83 crore after illegally mining the minBhagwan Barad (File) eral from Gauchar (pastoral 2013 had said that convicted land) of Sutrapada town in MP or MLA should be im- the year 1995. He has been mediately disqualified. Trivedi said the documents in this regard were

awarded 2 years and nine months jail. BJP Porbandar MLA and former cabinet minister Babu Bokhiria in 2013 was also awarded 3 years imprisonment in Rs 54 crore illegal mining case. But he was not disqualified. “Then, I was not the speaker and so I cannot comment on the issue,’’ said Trivedi. The Congress alleged the BJP government was misusing

its powers. “The court has allowed Barad to move higher court within 30 days and he would not be arrested during this period. When the court has given window period, the government, giving a fair chance, would have done the same,’’ said leader of the opposition, Paresh Dhanani. BJP state president Jitu Vaghani said, “The act was based on the SC verdict’.”

Mumbai, Mar 5 (PTI): Nineteen people, including Shiv Sena corporators Manohar Madhvi and his son Karan, were arrested for allegedly damaging NCP MLA Sandeep Naik’s car in neighbouring Navi Mumbai, police said Tuesday. The arrests were in connection with a scuffle that broke out on Friday between Shiv Sena and Nationalist Congress Party workers over the inauguration of a wedding hall built by the Navi Mumbai Municipal Corporation in Madhvi’s civic ward in Airoli, police said. Sena and NCP workers clashed after the NMMC mayor, who belongs to the NCP, proceeded with the inauguration ceremony in the absence of local Shiv Sena Lok Sabha MP Rajan Vichare, an official said. The move incensed Sena workers and Madhvi allegedly threatened MLA Naik, who is the son of former Maharashtra minister Ganesh Naik, while some of them vandalised the latter’s car, police said. Cross complaints have been filed by both groups and 12 Sena functionaries, including Madhvi and his son Karan, also a corporator, and seven NCP workers have been arrested.

CPI, MDMK, VCK, IUML, KMDK and IJK. The Congress has been allotted the lion’s share of seats among the DMK’s allies, with the grand old party receiving nine seats in the state, besides the lone Puducherry segment. The two Left parties, besides the VCK, have been given two seats each. The DMK has allotted one seat each to the MDMK, IJK, IUML and the KMDK. It has also allotted the MDMK one Rajya Sabha seat, the election for which is scheduled for June. On the concluding day of his party’s alliance talks, Stalin firmed up the seatsharing pact with CPI(M) state secretary K Balakrishnan and Vaiko. The parties have also expressed their

support to the DMK for the bypolls to 21 Assembly seats in the state, which have been lying vacant for sometime now. Currently, the DMK has a total strength of 88 in the 234-member Assembly. While 18 seats fell vacant following the Madras High Court upholding the disqualification of AIADMK MLAs for revolting against Chief Minister K Palaniswami in 2017, Tiruvarur and Tirupparankundram segments await bypolls due to the death of sitting legislators, former DMK chief M Karunanidhi and A K Bose of AIADMK, respectively. Hosur, represented by former AIADMK minister P Balakrishna Reddy, was declared vacant recently after he resigned following a special court sentencing him to three years’ rigorous imprisonment in a twodecade-old riot case. On the other side, the AIADMK has stitched up an alliance with the BJP, PMK and the Puthiya Neethi Katchi, while being positive about a prospective poll-pact with the DMDK also, which is likely to take a call on the matter soon.

Chennai, Mar 5 (AGENCIES): The DMK on Tuesday announced that it would contest from 20 seats in Tamil Nadu in the Lok Sabha elections, with the M K Stalin-led party finalising its seat-sharing agreements with all of its allies — a total eight of them. The DMK’s announcement virtually closes the door on Vijayakanth’s DMDK, which is yet to forge an alliance though the ruling AIADMK is positive about aligning with the actor-politician’s party. The DMK had earlier wooed the DMDK for an alliance. DMK president M K Stalin said his party has concluded the seat-sharing agreement with all of its allies and that the process of identifying the constituencies to allot to them would start from Thursday. After allocating seats to its allies, including the Congress, the “DMK will now contest from 20 seats” in the state, Stalin said after firming up an electoral pact with the last of his ally, Vaiko-led MDMK, on Tuesday. The DMK will lead a rainbow coalition comprising of the Congress, CPI(M),

Lanba warns of sea-borne terror attack

India.” Admiral Lanba said the Indo-Pacific region now faces a major terror threat. “The Indo-Pacific region has witnessed multiple forms of terrorism in recent years and few countries in this part of world have been spared by this cause. Global nature which terrorism has acquired in recent times has further enhanced the scope of this threat.” Referring to the Pulwama terror attack on February 14 last in which 40 CRPF personnel lost their lives, he said: “We have seen how quickly terrorist groups evolve across the globe and this particular ‘brand’ of terror may well become a global problem in the near future. The Indian

security establishment is continuously working to address this menace.” The Navy Chief was addressing an Indo-Pacific regional dialogue, jointly organised by the Navy and the National Maritime Foundation. He said it was imperative that the global community acted in concert to contain and eliminate terrorism in all forms. The Indo-Pacific region held great promise but its future is mired in the “shifting plates of global politics and the fault lines of history”. He said, “A unique blend of strategised financial aid, creeping territorial accretion, information on operations, legal ambiguity and military assertiveness is being wielded by aspiring great powers to establish regional dominance. This is putting the region’s historically delicate stability under renewed pressure.” Adm. Lanba flagged a few debt financing models of developing countries in the region as they seek foreign assistance. On multiple occasions over the last few

years “we have witnessed such assistance being offered for projects with suspected financial viability, limited local participation, and unequal benefit for the recipients,” he said. While calling for steps to avoid getting ‘entrapped’ by those with unscrupulous designs, he said, “Some projects have also, arguably, been undertaken solely to support political and strategic designs with almost no benefit to locals.” Several countries, including Sri Lanka, were caught in huge debts due to large finance infrastructure projects funded by China that turned out to be economically unviable. Relations between India and Pakistan have plunged following the Pulwama suicide bombing which killed 40 CRPF troopers. India retaliated with an air strike on February 26 on a Jaish-eMohammad camp in Balakot in Pakistan. On February 27, Pakistan responded by sending its warplanes that were engaged by Indian Air Force fighter jets.

New Delhi, Mar 5 (AGENCIES): At least 25 trains were cancelled and seven others diverted on Tuesday as protesting farmers blocked railway tracks in Punjab’s Amritsar, a Northern Railways statement said. The agitation has left scores of passengers moving to and from Amritsar stranded. Two trains — the New Delhi-Amritsar Shatabdi Express and the New Delhi-Amritsar ShanE-Punjab Express — were short-terminated in Jalandhar City and Beas town respectively. The trains which were cancelled include the New Delhi-Jalandhar Intercity Express, Amritsar-Haridwar Jan Shatabdi Express, Haridwar-Amritsar Jan Shatabdi Express, Chandigarh-Amritsar Superfast Express and the Nangaldam-Amritsar Express. Trains which have been diverted include the Delhi-Pathankot Superfast Express, Amritsar-New Delhi Shatabdi Express and the Amritsar-Sealdha Akal Takht Express.

ing with Congress boss Rahul Gandhi said the top leadership of the party had a problem with the seatsharing proposed by the ruling AAP in Delhi. Arvind Kejriwal had earlier said that they did try to convince the Congress for a pact in Delhi but the offer was declined. “If today our

alliance with Congress is done, the BJP will lose all seven seats in Delhi,” the AAP chief had said. There were reports that AAP wanted the alliance with Congress to extend to Punjab and also to Haryana and Goa, two other states where it has some presence.

New Delhi, Mar 5 (AGENCIES): Women will be eligible for permanent careers in all 10 branches of the ar my where they have been inducted as short-service commissioned (SSC) officers, the defence ministry said on Tuesday. Until now, women officers were allowed permanent commission (PC) only in two branches: Judge Advocate General (JAG) and Army Education Corps. A defence ministry spokesperson said the eight new branches opened to SSC women officers for permanent commission are Corps of Signals, Engineers, Army Aviation, Army Air Defence, Electronics and Mechanical Engineers, Army Service Corps, Army Ordinance Corps and the Intelligence Corps. “SSC women officers

will give their option for permanent commission before completion of four years of commissioned service... They will be considered for grant of permanent commission based on suitability, merit etc and will be employed in various staff appointments,” the ministry said in a release. The government has taken various measures to open more avenues for women in the armed forces, beginning with inducting them in the Indian Air Force’s fighter stream. That combat ban was lifted in October 2015. The ministr y said more avenues would be opened for women in the navy too where all non-sea going branches/cadre have been opened for women officers through the SSC. “In addition to education, law and naval constructor branch, women

SSC officers have been made eligible for grant of PC in the naval armament branch, on par with the male officers,” the ministry said, adding that the proposal for induction of three new training ships will provide the requisite infrastructure for training both men and women officers. The navy is expected to induct women in all branches once the training ships are in place. HT had reported in April 2018 that the Centre was considering granting permanent commission to women SSC officers in the army. The new development is likely to end a nine-yearold battle in the apex court, provided the Centre withdraws its appeal against the Delhi High Court 2010 verdict to induct women in permanent commission in the army.

Indian U-17 footballer Aniket to train at Blackburn Rovers

Kolkata, March 5 (IANS): Indian Under-17 World Cup star Aniket Jadhav will undergo a training spell at the English Championship football club Blackburn Rovers, a statement said on Tuesday. Jadhav played in all three matches for India at the Under-17 World Cup held here in October 2017. Blackburn Rovers one of only six of the English Premier League champions - alongside Manchester United, Chelsea, Arsenal, Manchester City and Leicester City - are owned by Venkys London Ltd, a wholly owned subsidiary of the Pune-based poultry conglomerate Venkateshwara Hatcheries Group (VH Group). Jadhav will be the first Indian professional player to train in England at Blackburn Rovers’ Academy at Brockhall village, Lancashire. “We, as supporters of sport, especially football, want to help young Indian talent. Our Academy at Blackburn Rovers is one of the finest Category 1 Academy in the UK. “This training stint will help Aniket develop technically as a player, which will in turn contribute to the improvement of his performance on the pitch. We want to support young talented footballers in the best way possible to help improve the Indian national team’s performances and FIFA ranking on the world stage,” said

EB keep fingers crossed as I-League hits last lap

New Delhi, March 5 (IANS): The last lap of the I-League has become exciting after Chennai City FC lost their last match against Churchill Brothers and East Bengal went on to beat Real Kashmir and Minerva Punjab FC in their last two encounters. As per the points table after 19 matches, Chen-

nai City FC leads with 40 points, followed by East Bengal with 39 points from same number of matches. Both the teams will be playing their last matches on March 9. While in their away match East Bengal will face Gokulam FC at the EMS Corporation Stadium in Kozhikode, Chennai City FC will face Minerva

Punjab FC at their home ground in Coimbatore. Even if East Bengal win the match, they will have to wait for the outcome of the Chennai City FC match. If Chennai City FC win, they will automatically win the title. But if they lose or even draw, the title will go to East Bengal.

There are rumours that Minerva Punjab FC may give away the match to Chennai City FC, but to assure East Bengal fans, Ranjit Bajaj, owner of Minerva Punjab, in a tweet said: “I will go from the most hated to the most loved person in East Bengal History with a win against Chennai City FC.” Bajaj responded

to Rutvij Joshi on Twitter: I was named after Dad’s Bengali best friend Ranjit Mohanty sir, Ex-DGP WB, will be great to give back, looks like I will go from the most hated to the most loved person in @eastbengalfc history with a win against @ChennaiCityFC guys WARRIORS don’t give up!

Meanwhile, East Bengal officials are keeping their fingers crossed. They have, in fact, contacted the AIFF about this match, according to a media report. Debabrata Sarkar, a senior official of the East Bengal club, however, told media Minerva Punjab FC will give its 100 per cent in the match.

Blackburn Rovers owner Balaji Rao. Aniket Jadhav, who currently plays for Jamshedpur FC in the Indian Super League, commented: “I would like to thank Blackburn Rovers FC for believing in me and my ability, and inviting me to train at their world class Academy. “I am very thankful to Balaji Rao Sir for this opportunity. I would also like to thank my agent, Jehan Kothary of KSMN sports, and my current club Jamshedpur FC, who have been very supportive of this opportunity and have assured their complete support. Meanwhile, Brazilian Castro spat on the referee and was sent off in the 81st minute against Shillong Lajong. East Bengal are still in the title race and would be missing the services of Justin who is their top scorer with nine goals. After 19 matches, East Bengal have 39 points, one adrift of leaders Chennai City FC. Aizawl and Gokulam, on the other hand, survived relegation and will finish the season at the bottom half of the table.

Second ODI: India beat Aus by 8 runs Kenezou Colony holds sports meet

Nagpur, Mar 5 (PTI); Indian bowlers delivered in a heart-stopping climax to fashion a narrow eight-run victory against Australia in the second ODI after skipper Virat Kohli conjured up a resolute hundred in testing conditions, here Tuesday. A l l - r o u n d e r Vi j ay Shankar scalped the last two Australian batsmen in the final over in which Australia needed to score 11 runs for a series-levelling win. Shankar had played a good hand with bat as well, scoring quick 46 runs in India’s total of 250. Handing the ball to medium pacer Shankar at the make-or-break situation was a bold decision by skipper Kohli, who had the option of employing Kedar Jadhav as well. Chasing 251, Australia were 240 for eight when Shankar got rid of dangerous Marcus Stoinis (52) in the very first ball of the 50th over and castled Adam Zampa in the third ball to trigger celebrations in the Indian camp. Before that, pacer Jasprit Bumrah (2/19), who is ever-reliable in death overs, dismissed Nathan CoulterNile and Pat Cummins in space of three balls in the

46th over and conceded just one run in the 48th over, playing a crucial role in India’s win after the spinners had choked the Australians in the middle overs. It was Stoinis who had kept the visitors in hunt as he resisted the unrelenting Indian attack with aplomb and added 47-runs for the sixth wicket with Alex Carey (22). Ko h l i ’s 4 0 t h O D I century steered India to a competitive 250 after a middle-order collapse on a dry surface at the VCA stadium but it proved to be just enough in the end as India earned the win with just three balls to spare. It was

India’s 500th win in the ODI format. The first victory had come in 1975 against East Africa under then captain S Venkatraghvan. India now lead the five-match series 2-0 with third match slated for Friday in Ranchi. The Indian skipper was in good touch and played some delightful drives whenever the ball was pitched up. In conditions which tested the fitness of each and every player, Kohli struck only 10 boundaries and ran a lot of singles and twos in his 116run knock. He was at the crease till the start of the 48th over, facing 120 balls in an innings which will rank among one of his top ODI knocks in recent times. Australia were off to a fluent start with openers Aaron Finch (37) and Usman Khawaja (38) adding 83 runs at a decent pace but the spinners led by Chinaman Kuldeep Yadav (3/54) not only put the brakes on run-rate but also hurt the visitors by taking wickets intermittently. Kuldee p broke the opening stand by trapping Finch and later sent back dangerous Glenn Maxwell (4) and Carey while Jad-

hav and Jadeja accounted for Khawaja and Shaun Marsh respectively.Stoinis and Carey took the Aussie chase deep with their dogged batting but Kuldeep turned the tide in India’s favour by dismissing the latter. After the first innings, it was clear that spinners will shape the outcome of the match and Kuldeep along with Ravindra Jadeja and Kedar Jadhav did strangulate the Australian innings. Between overs 13 and 33 the Indian bowlers conceded just one boundary. Kuldeep, who was the most impressive bowler on show, was taken to cleaners by the two Aussies who creamed off 15 runs in the 43rd over to ease some pressure. The two batsmen showed tremendous grit under pressure but Kuldeep provided the much-needed breakthrough by castling Carey, who dragged it on his stumps. Earlier, Kohli steadily build the Indian innings even as he saw the fall of colleagues Shikhar Dhawan (21) and Ambati Rayudu (18). Dhawan looked in good touch as he too hit some crushing boundaries before being trapped by part-

timer Maxwell. Rayudu struggled to rotate strike as the ball was not coming on to the bat and was eventually adjudged leg before off Lyon. Kohli got a good ally in Vijay Shankar (46 off 41) with whom he added 81 runs for the fourth wicket but the latter was unfortunately run out when he backed up too far at the non-striker’s end to a Kohli straight drive. Leg-spinner Adam Zampa then got rid of Kedar Jadhav (11) and M S Dhoni (0) off successive balls but Kohli held one end up. He completed his hundred by cutting one from Nathan Coulter-Nile to the square boundary. The innings approaching the end, acceleration was required but Ravindra Jadeja could only manage 21 off 40 balls and was soon removed by Cummins. Kohli was finally dismissed while trying to pull Pat Cummins. Kuldeep Yadav and Jasprit Bumrah too perished in a jiffy and India could not even bat for full 50 overs.
