Modi-Cong trade charges over Rafale PDA’s conduct in NLA rankles NPF Rafale jets could have delivered results: PM Modi responsible for delay in arrival of Rafale
Correspondent
KOHIMA, MAR 3 (NPN): Opposition members in the assembly have expressed resentment over the manner in which the ruling party members conducted themselves as well as the proceedings of the recently concluded budget session of the 13th Nagaland Legislative Assembly from February 21-26. It may be recalled, that the opposition bench expressed total dissatisfaction with the curtailment of discussion time and how questions submitted were rejected in order to ensure that the session did not extend beyond February 26. It was also the first time that the opposition walked out of the house on three occasions during the session when their demands were rejected. On one occasion, they walked out in protest against a minister who was replying to question for another department. They felt it was not in consonance with the rules and procedures for conduct of the house. However, it may be recalled that the state’s Advocate General K.N.Balagopal had clarified that a minister can reply on
Tribals, Dalits call for Bharat bandh on Mar 5 NEW DELHI, MAR 3 (AGENCIES): Tribals across several states have called for Bharat Bandh on March 5 to protest against a recent Supreme Court order that might lead to “massscale evictions” of tribal and forest-dwelling families. According to Pragativadi, tribals in states like Gujarat, Rajasthan, West Bengal, Jharkhand, Chhattisgarh, Madhya Pradesh, and other states in North East will lead the peaceful bandh. According to sources, the agitators will demonstrate against the apex court’s directive to evict more than 10 lakh indigenous people whose land claims were rejected. Tribals will demand that the government brings forth an ordinance immediately to protect their rights, as stated in the Forest Rights Act. Notably, in a significant order, the Supreme Court on February 13 ordered the eviction of over 10 lakh tribals and other traditional forest dwellers from forest lands across 16 Indian states. The move came after the Central Government failed to defend the Forest Rights Act, which protects their rights. The written order was released on February 20.

behalf of another department if authorised by the leader of the house. On another occasion, the opposition members walked out when the draft resolution for Citizens Amendment Bill was tabled by the leader of the house. The opposition NPF members were also irked by what they termed as casual response from the treasury bench to one of the question raised by Dr. Chumben Murry. The member had asked the minister-in-charge of NPWD on the percentage of work completed in the on-going rehabilitation and up-gradation of Wokha Merapani road and when the project will be completed. Instead of providing the detailed statistic, the response was that the project was taken up under NEC under North East Sector Development Scheme (NERSDS) and implemented by NHIDCL. Again when it was asked if there was any complaint against improper execution of works and if so what the department of R&B done on the matter and whether any rectification was done by the contractor? To this, the answer was a
shocking “Same as Sl. No.1 reply”. Dr. Murry on being contacted, said the replies showed that either the department did not know English or took the opposition members for fools since he did not want to know under which scheme it was implemented. Dr. Murry said he was astounded by the level of irresponsibility exhibited by the department and the minister-in-charge and the cavalier manner in which the ruling party members acted. Leader of Opposition T.R Zeliang had also repeated raised the issue on Aspirational District Kiphire regarding delay in releasing the Rs.1 crore that was mentioned in the governor’s address. NPF members alleged that in his reply, the Leader of the House did not mention anything about the points raised. It was reported that Kiphire DBDP revealed that the district has not received any amount until February 20. NPF member C.L John said he was irked by the cavalier manner in which the ruling party members exhibited while replying to questions and preventing op-
position from raising further queries. Opposition member Kuzholuzo (Azo) Neinu also flayed the ruling party for evading his demand on the government to substantiate the claim of having generated Rs. 62.88 crores during the 10 day festival 2018 besides creating 8715 jobs. Azo also told this correspondent that poor attendance of the AHoDs and HoDs during the five-day session was disappointing and quite condemnable. He had also raised this issue on the floor of the house. Azo also expressed dissatisfaction over the resolution on CAB where government went ahead without considering the views of the opposition. He said since the opposition party was the single largest their views would have to be considered. Further, he pointed out that rejection of both starred and unstarred questions by the ruling party was a violation of the assembly rules and procedures. The opposition was expecting that the session would be extended in order to deliberate on crucial issues but that was not to be.

4 coal miners die in Longleng mine GUWAHATI, MAR 3 (AGENCIES): Four coal miners died at an illegal mine in Longleng district, Nagaland, The New India Express report stated. Official sources said the persons died in a mudslide. However, some sought to suggest that the victims died after inhaling toxic gas. The deaths occurred at Yonglok village on the AssamNagaland border on Saturday. The victims hailed from Assam. Three of them were identified as Krishna Gogoi, Tutu Neog and one Dhaneswar. The fourth was yet to be identified. “According to a report that I received, the deaths were not caused by toxic gas. They (victims) had gone to the open mine, where they worked earlier, to collect their belongings as it has suspended mining activities. It was then that the mudslide occurred and it took their lives. However, I am awaiting a detailed report from my officers,” Longleng DC, John Tsulise Sangtam, told this correspondent.

The official also said that illegal mining activities had stopped everywhere in Nagaland as the state government issued a ban last month. Later, the four victims went back home and they returned to collect their belongings, he said. According to him, incessant rainfall, which occurred in Longleng district for about a week till Saturday, might have triggered the mudslide. Following the tragedy, the bodies of the victims were taken away to Assam by their families. “The families took away the bodies. They refused the conduct of post-mortem. After obtaining certificates from the families, the bodies were delivered,” the DC added. The incident is a grim reminder of the December 13 tragedy at an illegal rat-hole coalmine in Meghalaya’s East Jaintia Hills in which at least 15 miners died. So far, only two bodies could be retrieved. Efforts are on to retrieve the remaining bodies.

Rahul Gandhi
Congress president Rahul Gandhi accused Prime Minister Narendra Modi of being “solely responsible” for the delay in the arrival of Rafale jets. “Dear PM, Have you no shame at all? YOU stole 30,000 Crore and gave it to your friend Anil. YOU are solely responsible for the delay in the arrival of the RAFALE jets,” Rahul Gandhi tweeted on Saturday. “YOU are WHY brave IAF pilots like Wing Cdr. Abhinandan, are risking their lives flying outdated jets,” Gandhi said on Twitter. Cong ress Sunday claimed that Prime Minister Narendra Modi has himself “questioned” the recent anti-terror air strike in Pakistan by his remarks
that the country is feeling the absence of Rafale fighter jets as the results could have been different if India had these aircraft. The party also said it had neither sought proof of such strike earlier nor is it asking for it now. “The PM has himself questioned the air strike. He said had the Rafale jets been there (with the IAF), the results would have been different. What is the meaning of this?” Congress spokesperson Manish Tewari posed during a press conference here. Asserting that Modi should himself explain what would have been different with Rafale jets, he held Modi responsible for the delay in induction of the French-made fighter jets into the IAF by “cancelling” the earlier negotiations. The Congress also hit out at Modi alleging that the country witnessed his “monologue, fake bravado and narcissistic lies”. Congress chief spokesperson Randeep Surjewala said the prime minister is obsessed with one word-- ‘Modi’ -- and forgets that India is a thriving democracy of 132 crore people with a multitude of opinions.
CCSU threatens to Ikiesingram, Beisumpuloa GBs appeal lock DEO, SDEO offices to NSCN (I-M) and AR to resolve issues DIMAPUR, MAR 3 (NPN): Confederation of Chang Students’ Union (CCSU) has threatened to lock offices of district education officer (DEO) and sub-divisional education officer (SDEO) at Tuensang from Monday till its demand was not met. In a statement, confederation’s vice president WB Mongko and general secretary C Pongsu explained that they were forced to resort to such a step as the ultimatum served to the department concerned went unanswered till date. CCSU said it had submitted a representation on November 28, 2017 and an ultimatum on February 5 this year with a 10-day deadline seeking retention of downgraded Chingmei Government High School (GHS) and Noksen GHS. The union questioned the government what preventive measures it had taken to avoid downgrading Chingmei GHS, which was running without a subject teacher since its upgrade in 1998, and Noksen GHS that too was functioning without the required number of teachers. CCSU claimed that, as per records, both the GHS were running without proper headmaster and assistant headmaster. The Union further claimed that Noksen GHS recorded 50% pass percentage in 2018 HSLC exam after its initiative.
Prez nod to ordinance for voluntary use of Aadhaar NEW DELHI, MAR 3 (PTI): President Ram Nath Kovind has given his assent to an ordinance that allows voluntary use of Aadhaar as ID proof for obtaining mobile SIM cards and opening bank accounts. The ordinance -- necessitated because the Rajya Sabha could not approve a Bill after its passage by the Lok Sabha -- was promulgated on Saturday. Last week, the Cabinet approved the promulgation of an ordinance to give effect to changes proposed in Aadhaar and two others legislations. The amendments provide for stiff penalties for violation of norms set for the use of Aadhaar and violation of privacy. It bans storing of core biometric information as well as Aadhaar number by service providers in cases of individuals who have voluntarily offered the na-

He also hit out at his detractors, saying they are free to criticise him but their anti-Modi tirade should not harm the country’s security interests and help terrorists such as Masood Azhar and Hafiz Saeed. “India is feeling the absence of Rafale. The entire country is saying in one voice today, if we had Rafale probably the result would have been different. “The country has suffered a lot due to selfish interests earlier and now politics over Rafale,” he said at the India Today Conclave. “I want to ask these people whether they trust the capability of our armed forces or doubt it… A person like Modi will come and go, but India will remain… I want to tell such people that they are free to oppose Modi and point out shortcomings in government’s working, but do not help those harbouring terrorism. He said that India’s unity has scared many within the country and outside. He said there was fear in the neighbouring country of the bravery and valour of Indian armed forces and it was good to learn that.
