Poll schedule announcement won’t impede Naga talks: report
GUWAHATI/DIMA PUR, MAR 9 (AGENCIES/NPN): As Nagaland grows impatient over the long drawn out Naga peace process, the Centre has assured the eight groups engaged in the negotiations that announcement of election dates would not hinder signing of the peace accord, a Times of India report stated. “In case the Election Commission announces the election dates before the accord is signed, we have been told that since the peace process is a political negotiation, outcome of the Naga peace process will not amount to violation of the model code of conduct,” a key talks facilitator said, adding, “The people of Nagaland can’t afford to waste any more time.” The Naga peace talks centre on the demand for a ‘Greater Nagalim’- comprising contiguous Nagainhabited areas in Assam, Arunachal Pradesh, Manipur and Myanmar.
The duration of the ongoing Naga peace talks has been among the longest- the ceasefire pact between the Centre and NSCN (I-M) was signed in 1997. Since then, seven other Naga groups have joined the peace process- GPRN/ NSCN, FGN, NNC (parent body), NPGN/NNC (NA), NSCN (R), NNC/ GDRN and NSCN (K) led by Khango Konyak under the umbrella of Naga National Political Group (NNPG). Earlier, deputy National Security Advisor (NSA) and Government of India’s Interlocutor for Naga peace talks, R.N. Ravi had told Nagaland Post that the Naga political peace process does not have much to do with the elections. “In the last 22 years, several elections for the parliament as well as state assembly have been held. I think it would be incorrect to draw any such reference to the forthcoming
Nagaland joins country-wide polio immunization
JCPI takes umbrage to CM’s statement on relaxing ILP for indigenous citizens of NE
DIMAPUR, MAR 9 (NPN): Nagaland along with the other states of the country would hold first round of National Immunisation Day (NID) on March 10, 2019. In a press release, State Immunisation Officer (UIP) Dr. Ritu Thurr stated that the department of health and family welfare was all geared up to administer polio drop to over 1.5 lakh eligible children from 0-5 years throughout the state in 2274 polio booths to be manned by 9096 health personnel and 445 supervisors along with vaccines and other logistics. The department stated that special focus would be given to migrant population with an aim to prevent importation of polio cases. The department has appealed to all sections of the people, agencies (government, non-government including security forces and police), organisations, churches and community leaders and especially parents of children below 5 years to come forward and ensure that all eligible children receive “two drops of life” (polio drops) on March 10, 2019.
DIMAPUR, MAR 9 (NPN): Reacting to the statement made by chief minister Neiphiu Rio during the recently concluded assembly session-- to relax the law for indigenous citizens of North Eastern states while implementing Inner Line Permit (ILP) in Dimapur or in other parts of the state-- the Joint Committee on Prevention of Illegal Immigrants (JCPI) termed it as “illogical, absurd, and anti-thesis” to the demand of the committee and the people of the state. In a joint statement, JCPI Convenor, K. Ghokheto Chophy, co-convenor Joel Naga and secretary Tia Longchar maintained that the intrusion of illegal immigrants into Nagaland is and will be mostly from NE region and not from any other states in the country.

Lok Sabha election,” Ravi said. He also admitted that “differing positions” on the demand for separate Naga flag and Constitution has delayed signing of the final agreement. In an exclusive interview to Nagaland Post during his recent visit to Nagaland, RN Ravi had disclosed that the Government of India was ready to consider Naga flag for Pan Naga cultural body and to term the final agreement as Naga “Yehzabo”. He, however, added that the Naga negotiators were not agreeable to it. The interlocutor also maintained that the final agreement could be signed “tomorrow” if the “Naga negotiators reciprocate with pragmatic flexibilities”. While Government of India was respectful of Naga’s unique history, their rights and identity, Ravi said, “Final agreement must unambiguously convey the unity of Nagas
“If we take the CM’s statement at face value, then there should be no BEFR/ILP in the state,” JCPI stated. Alleging that the statement of chief minister was loaded with malicious intent, JCPI therefore said it was left with no option but to “comprehensively reject it”. After the ILP committee had submitted its report to the government, JCPI said that the cabinet discussed and accepted the proposals of the committee. The same was averred by the deputy chief minster on the floor of the Assembly, particularly to bring Dimapur under the under the purview of ILP, JCPI added. The committee was asked to frame rules and regulations within one month’s time, for watertight
with the Indian Union.” The Interlocutor said that the Naga Peace Talks was at the concluding stage. “Political principles of settlement, substantive issue of competencies and structural issues of governance have all been mutually agreed,” he said. The Centre’s Interlocutor also maintained that the peace process has become truly inclusive with the seven Naga groups coming onboard. “We have mutual understanding with NSCN (I-M) that they would not oppose the Naga National Political Groups constructive cooperation in the peace process and their participation in the final agreement. The peace process can conclude any day,” he stated. “Everyone knows that in any negotiation a settlement depends on agreement among the negotiating parties on all the issues on the table. One negotiating party alone cannot do it,” Ravi stated.
implementation of ILP in the state; and to work out modalities for bringing Dimapur under ILP zone and enumeration of indigenous inhabitants in the state, JCPI stated. Therefore, JCPI has asked the chief minister to clarify that he will not interfere in watering down or weakening the provisions of the rules and regulations being worked out by the ILP committee. The committee has also requested Rio to assure the citizens of the state that their interests will be taken care of; that under no circumstances will loopholes be created in the provisions of the law creating another mockery like the Nagaland Prohibition Act. JCPI warned that any insertion of loopholes would be unfortunate, leading to unwarranted situations.

MUMBAI, MAR 9 (PTI): Linking Pathankot and Pulwama terror attacks to elections, MNS chief Raj Thackeray Saturday said another “Pulwama like strike” could occur in near future in a bid to Raj Thackeray win polls. He also slammed as “insult to jawans” Prime Minister Narendra Modi’s statement that presence of Rafale jets could have added to more firepower to the February 26 raids by Air Force on a terrorist camp in Pakistan’s Balakot. Thackeray was addressing party workers on the 13th Foundation Day of the MNS. Thackeray also alleged that the warnings issued by intelligence agencies prior to the Pulwama attack were ignored. “40 jawans were martyred in the Pulwama attack. Should we still not ask questions? In December, National Security Advisor (NSA) Ajit Doval had met his Pakistani counterpart in Bangkok. Who will tell us what transpired at the meeting?” he questioned. Taking a dig at the BJP president Amit Shah’s statement on the number of casualties in the Balakot strike, the MNS chief said whether Shah was one of the “co-pilots” who participated in the air strike. “Intelligence agencies had sounded off warnings before Pulwama, however they were ignored. Is the NSA not responsible if jawans were killed despite prior intelligence?” he asked. Thackeray claimed the Indian Air Force “missed” targets it had intended to hit in Balakot because of “wrong information” provided to them by the Modi government.

In this regard, the BJP through its chief spokesperson Kuputo Shohe said that the stand of the BJP was clear with its pre-poll alliance partner (NDPP). While acknowledging the unequivocal stand of NDPP to restrengthen the PDA alliance, BJP also appreciated the political maturity and statesmanship shown by NDPP under the leadership of chief minister Neiphiu Rio and NDPP, headed by its president, Chingwang Konyak. As affirmed by the NDPP in its statement published on March 7, BJP said it is also the stand of BJP Nagaland that the party was fully committed to keep the PDA intact and unfazed by any disruptive moves. dorsed the PDA government and the alliance partners to ensure a stable government in the state for all round development. While sincerely congratulating the PDA government for successfully completing one year in power, the BJP also extended its fullest support for good governance for the welfare of the people. Patton and the BJP legislators “to take the right decision collectively in case of any untoward scenario of the PDA government.” BJP said it was resolute in strengthening the PDA with a strong conviction to complete the full term of the PDA government. However, BJP said PDA completed one year, un-fluttered. “The BJP Nagaland stands unruffled and shall continue to uphold the pre-poll alliance,” the BJP stated.
Don’t use photos of defence personnel: EC NEW DELHI, MAR 9 (PTI): The Election Commission Saturday asked political parties to “desist from displaying photographs of defence personnel” against the backdrop of a picture showing a hoarding with images of Indian Air Force Wing Commander Abhinandan Varthaman as well as leaders of a party. In a fresh instruction issued to all political parties, the EC referred to its December 2013 letter in which it had “called upon all political parties to advise their candidates and leaders to desist from displaying photographs of defence personnel or photographs functions involving defence personnel in advertisements”. The instructions came after the photograph of a hoarding displaying pictures of the IAF pilot as well as senior BJP leaders was circulated on social media and came to the EC’s notice.
