Akuluto-VK area bodies to impose indefinite bandh from Aug 17

D I M A P U R , AUG 1 4 (NPN): Akuluto Area GB’s Association, Akuluto town GB’s council, V.K. Area GB’s Association , V.K. Area Public Organization, Akuluto Range Students’ Union and V.K. Range Student’s Union have decided to impose an indefinite bandh under Akuluto and V.K. jurisdiction from August 17, 2017. In a joint statement, the organizations further informed that the bandh would be imposed along NH- 2 (from Izheto village to Doyang bridge V.K Town) and NH-702 (A) from Sumi Settsu Village to Zunhekuta Akuluto Town). However, military (security forces) and medical emergency duty have been exempted from the purview of the bandh. The organizations have appealed to the students and the public to bear with the inconvenience.

Mkg Sumo taxi strike from Aug 16

MOKOKCHUNG, AUG 14 (NPN): Following the assault and threat meted out to one of its members, the Sumo Drivers Union Mokokchung (SDUM) on Monday decided to stage a strike by staying off the roads from August 16. In a press note, SDUM president Yanger and secretary Ajung alleged that the member was threatened and physically assaulted by “manager of Kupok counter Kohima”. The accused was summoned by the union on August 14 but failed to show up, SDUM stated. In this regard, all Sumo taxis Mokokchung district resolved to stay off the roads until the matter was resolved, SDUM stated.

President Kovind bats for New India, unity

New Delhi, Aug 14 (Agencies): President of India, Ram Nath Kovind in his first address to the nation on the eve of India’s 71st Independence Day, invoked ‘New India’ in his message to the nation on Monday evening, and spoke of the need for being united to ensure progress. Kovind emphasised sharing, philanthropy and values of good neighbourliness as the principal creed of India. He referred to Jawaharlal Nehru as a brave freedom fighter, one of the many who helped India gain its freedom. In the same breath he mentioned Ambedkar who instilled rule of law and the value of education; and Sardar Patel who introduced discipline in the national character. Interestingly, he highlighted the contribution of Matangini Hazra of Tamluk in West Bengal, who was an active member of the Indian National Congress. He also named Ashfaqullah Khan, Ram Prasad Bismil, Chandrashekhar Azad, Bhagat Singh and

They could be running schools for street children, caring for stray animals and birds, and providing water to hard-to-reach tribal communities in remote areas. Or cleaning rivers and public places. They are nation builders in action, and we need to draw inspiration from them” he said. Kovind’s speech made no mention of business, capitalism or industry but only emphasising the national duty to pay tax and extolling both demonetisation and the rollout of the goods and services tax. Kovind’s social message was that India must strive to be a compassionate society towards scheduled castes and tribes, towards those Indians who lived in the North East and were not understood by the rest of India and an egalitarian society that did not discriminate on the basis of gender or religion.

Court restrains Rio-led NPF group ‘Dr. Shürho insulting voices of majority’

D I M A P U R , AUG 1 4 (NPN): I n a major setback for the NPF under the interim president and Lok Sabha MP, Neiphiu Rio, a local court on Monday passed an interim order restraining Rio-led group from using the name of Naga People’s Front, its symbol and flags and also against the opening of any office using the name of NPF party. This was stated in a press release issued by the NPF central media and press bureau. The court further restrained the defendant (Rio) from opening of any new office using the name of NPF party till the next hearing scheduled for September 27, 2017. According to NPF, the court order has categorically pointed out that no other individual or group can claim the original NPF party or setup up any office.

NPF M&PB said that the plaintiff-- NPF Mon division president, L Yanlong who had filed a civil suit in the court of the civil judge (senior) Mon division, submitted that the defendant (Rio) was appointed as the “interim president” of the NPF on July 31, 2017 by a group of expelled/suspended NPF legislators and had opened an office at Hotel Legacy, Kohima, using the name of NPF and its symbol and flags. The counsel for the plaintiff informed the court that 20 NPF MLAs were expelled and another 12 suspended on various dates from active and primary membership of the party. The counsel contended that there was no such post by the name and style of “interim president” as per the constitution of the NPF.

D I M A P U R , AUG 1 4 (NPN): ACAUT has accused the state Finance (Budget & Monitoring Cell) and PWD department for resorting to “blatant corruption” by way of releasing a whopping amount of Rs 5709.94 lakhs (2016 & 2017) for construction of a single bridge over River Tizit on Mon-Tizit Road. ACAUT media cell said an amount of Rs 2854.97 lakh was released on April 17, 2017 under “Non Developmental” against construction of the same bridge and that the drawal limit of the sanction was valid till April 20, 2017. However, it said another drawal authority of the same amount for the same project was released amounting to Rs 2854.97 lakh on May 29, 2017, mentioning that the amount release order was issued in supersession of the earlier order dated April 17, 2017. When the first amount of Rs 28.54 crore was allowed to be drawn on or before April 20, ACAUT said the Finance department issuing such belated supersession order has

raised doubts. This points to blatant corruption since the so-called supersession order in effect had allowed two withdrawals amounting to Rs. 57,09,94,000 crore, ACAUT stated. ACAUT also expressed surprise that the project which was under EE PWD (R&B) Mon, the drawal authority was instead issued in favour of EE PWD (R&B) Kohima South division. This itself was enough proof that the bill was totally fictitious, ACAUT alleged. ACAUT said it has never heard of such a scheme called “Non-Developmental” under which the two release orders were issued-- April 17 and May 29, 2017. As per RTI informations, expenditures are incurred under Non-Plan/ State Plan/CSS etc. but “Non-Developmental” is a new term coined by the authorities to simply fool the public and draw public money, ACAUT stated. If Rs 5709.94 crore were the total project cost for one single bridge, ACAUT said it wondered whether the government was try-

ing to construct a ‘Golden Bridge’ in an area where the road condition was one of the worst in the state. The government drawing fictitious bills over the same project repeatedly is a criminal offense, it added. It further went on cite the case where an amount of Rs 1251.90 lakh was released on October 20, 2016 against clearance of pending bills for “Construction of 34.00M Long Steel Concrete Composite bridge over river Tikang on Mon-Tizit Road” . It said the clearance of pending bills would indicate that the construction of the bridge was completed. However, ACAUT said if the clearance of pending bills alone could amount to more than Rs. 12 crore then the earlier amount paid for construction of the bridge could well run into hundreds of crores of rupees. Addressing the party men on the last day of the sit-in protest, Vikheho Swu, MLA accused T.R. Zeliang of playing the highest political betrayal game. He questioned Zeliang’s integrity by saying “how could he lead the people and the government when he cannot keep his word.” Swu reminded that the MLAs had forced Dr. Shürhozelie Liezietsu, who had retired from politics, to salvage the party and the government by taking over as the chief minister. Guwahati, Aug 14 (IANS): Over 30 lakh people in Assam have been affected by the devastating wave of floods that affected the state in the last few days leading to death of over 20 people and inundating over 3,000 villages in 25 districts even as the entire northeast remained cut off from other parts of the country due to snapped rail lines. Assam State Disaster Management Authority officials said that 31,59,029 people have been affected by the floods in 3,192 villages in the affected districts. Railway Board has decided to cancel inbound trains from other parts of the country to the northeastern region as rail links have been snapped in different places due to heavy rains in Assam, West Bengal and in Bihar in the past 72 hours. Northeast Frontier Railway has cancelled at least 11 trains and terminated four others on Monday due to heavy rainfall. However, trains from New Jalpaiguri/Siliguri to Guwahati, Guwahati to Dibrugarh and Murkongselek continues to be normal and trains in these routes are plying in normal schedule.

Government of People’s Republic of Nagaland/National Socialist Council of Nagaland (GPRNN/NSCN) on Monday celebrated 71st Naga Independence Day at its council headquarters; Khehoyi designated camp. Speaking on the occasion, GPRN/NSCN Ato Kilonser, N. Kitovi Zhimomi, said that Naga political right and history cannot be tempered with or interpreted conveniently to suit either the Government of India (GoI) or a section of Nagas. Ato kilonser asserted that it was a grave political judgement to attempt an exclusive solution when a people’s or a nation’s political fate is at stake. “It must be noted that hurriedly signed political accords or agreements, as past episodes tells us, without the real stakeholders is futile and unforgivable,” Zhimomi said, adding that it would only inflame the patriots to explore and execute appropriate actions deems fit in order to defend a people’s sovereign right. FGN Kedahge “Gen (Retd)” Viyalie Metha, unfurled the national flag paid respect to “all those heroes who laid down their lives in defence of Nagaland”. IPR releases documentary on WW II battle of Kohima DIMAPUR: A documentary on the WW II, Battle of Kohima, the first comprehensive Naga narrative on the battle was released on August 14 at the conference hall, IPR citadel by director Information and Public Relations, Limawati Ao. The documentary is a production of the Kohima Educational Society and Kohima Educational Trust. According to DIPR report, director, IPR during the release of the documentary, congratulated the KES, KET and the producing team for the successful release of the same. Despite the low budget and inadequate technological equipments, he maintained that the documentary was a great success, proving that the Nagas do not lag behind anyone in skills and human resources. Excise MS seize cough syrup DIMAPUR: Acting on a tip off, Excise mobile squad duty party conducted raid at Burma Camp, Dimapur on August 14 and seized 135 bottles of cough syrup. According to superintendent of excise (MS) Katoho Sumi, the raid was conducted at the residence of Kitto. The accused has been charged under relevant section of the drugs and cosmetics act 1940 and the case has been forwarded to the court. The seized item has been kept at the unit malkhana for future reference, Katoho said.

DIMAPUR: District Excise and Prohibition during a frisking at Newfield Dimapur under AIE i/c, Mainshila Aier intercepted a Bolero vehicle on August 2 and recovered 280 bottles of IMFL. A press note by superintendent of Excise and Prohintion, T. Arilong Longkumer stated that in this connection, one Akato has been arrested and booked under the relevant section of NLTP Act 1989. In a separate seizure, the district Excise personnel manning the Excise Checkgate at NewField Dimapur led by AIE Lawrence at around 12 noon intercepted a Maruti Alto vehicle and on frisking the vehicle, they recovered 192 bottles of assorted IMFL. In this connection, one Akato Sumi has been arrested and penalised under the relevant section of NLTP Act 1989.

LRC (NNC) observes 71st Naga I-Day DIMAPUR: Lotha Regional Council (NNC) parent body observed the 71st Naga Independence Day on August 14, at Wokha. In a press release, LRC (NNC) MP secretary Ekhyimthung Patton mentioned that LRC would support and stand firmly to the formation of the NNPGs to save and protect all Nagas inhabited areas in the North East regions/Myanmar, as acknowledged by Mahamat Gandhi and United Nation since the declaration of sovereignty. LONGLENG, AUG 14 (NPN): The first Bharat Scouts & Guides camping of Good Shepherd High School Longleng was conducted successfully at Bulong’s Community Farm School Shiyan valley Yongnyah from August 9 to 11. Altogether twenty eight scouts and twenty seven guides participated at the three-day camping. During the camping the scouts & guides were imparted training on various courses such as flag ceremony, use of knotting rope, hiking, first aid, etc. Based on their group and personal performance, campers were presented with awards during the camping. Longsha Phom (Lion Patrol) and Theila Phom (Daisy Patrol) were awarded best campers while deserving campers were awarded to Yingnyu Phom (Eagle Patrol) and Wanmei Phom (Lotus Patrol) respectively. DIMAPUR, AUG 14 (NPN): NPF president and former chief minister, Dr. Shürhozelie Liezietsu on Monday categorically termed the present crisis between the NPF party and the expelled/suspended NPF MLAs as “just mere challenge to all party leaders and workers to test their integrity and principles towards the party.” Addressing the central office bearers at the party central headquarters, Dr. Shürhozelie said that the T.R. Zeliang government today has turned from opposition-less to party-less government. “If Nagaland Governor, P.B. Acharya, who is supposed to be the constitutional head of the state, allows T.R. government to continue, it is for the people of the country to think over and judge the actions of the Governor,” he added. Dr. Shürhozelie said everything was pre-planned and done with lightning speed. But as far as NPF is concerned, the party will not recognize all these childish games and will continue to put across the views to the people of this country which is the largest democracy in the world, he added. Terming T.R. Zeliang’s government as unconstitutional, for grossly violating the democratic system, Dr. Liezietsu said nothing of this sort would have happened in the history of Nagaland had it not been masterminded by Zeliang and Rio along with state Governor, PB Acharya; BJP Nagaland (I/c), Ram Madhav and NEDA K

Commenting on the chief whip, Dr. Liezietsu asserted that in no history of the political party, a chief whip was appointed by the legislators. Dr. Liezietsu said “the NLA Speaker being the brother in law of T.R. Zeliang cannot misuse the office of the speaker”. The Speaker should act above any political parties in his office, he added. He reminded that NPF party had appointed Kiyaneilie Peseyie, MLA as the party whip on November 14, 2014, wherein NLA speaker had also recognized and notified the appointment on November 15, 2014. The copies were also dispatched to all the Assembly secretariats in the country and to the Election Commission of India. In this regard, Dr. Liezietsu urged the party leaders not to be misguided, saying all the necessary information was with the court and the issue will be decided by the court. He said this was the “time the party leaders to prove their faithfulness and dedication towards the party and also to prove their leadership quality to their followers at the grassroots level.” He said it was the responsibility of the party leader’s to educate the masses about how the present crisis started and the reality behind how Indian Constitution and the NPF Constitution

Asserting that the party was intact and law on their side, Dr. Liezietsu said some party leaders joined the rebel group since they were either misguided or through monetary lure He further called upon the party to be prepared for the coming 2018 election and to send the best candidates to represent the party. “Let not the rebel group confuse the people with their lies as in no record the expelled and suspended MLA can appoint an Interim President”, he said adding, “there is no such Interim president post mentioned in the NPF constitution”. He said in 15 years of NPF in power, all kinds of people were accommodated into the party fold and the present crisis was the right time to filter out the unwanted leaders.” Kenye said the “good ones will remain in the party whereas people with ulterior motives would be driven away for good.” Kenye reminded the party leaders that the rebel MLAs have nothing on their side but “adjournment of the court hearings and survive till the next announcement of the election.” However, once the court gives its verdict, everything will become crystal clear, he added.

In a joint statement, DAN coordination committee chairman, Kuzholuzo Neinu and alliance members -- JD(U) president, Y Rhekkhum and NCP state convenor, Vanthungo Odyuo expressed pain that the NPF internal crisis has dragged on with fresh confrontations within the party, leaving the public in a state of shock and uncertainty. “We feel that this should be settled once and for all. Our selfish motives must not make us forget our roots,” they stated. While urging all to join the mainstream and make the party stronger than ever, the members cited the DAN common minimum program, saying let us “keep away from an approach of confrontation and negativism and strive for mutual understanding. We must endeavor to narrow the gap between our social, political differences and disagreements whatsoever”. The members also prayed that the “Cock” party continues to strive for excellence, peace, and harmony and live up to people’s expectation.

The members were hopeful that as leaders, all should be able to sit across the table and discuss matters to sort out any differences and resolve them peacefully. However, if this is ruled out, the DAN members they may allow the ECI to settle the matter, to take cognition of the issue in the event of any dispute. Until such time, the members appealed to both the parties to stop issuing press statements and counter-statements in the interest of the general public. Delhi Golf Club sends apology letter to Meghalaya woman SHILLONG, Aug 14 (Agencies): Two months after the horrendous incident after a woman from Meghalaya dressed in traditional Khasi attire was asked to leave the Delhi Golf club. A written apology was tendered to the victim. According to a report in The Indian Express, DGC president Siddharth Shriram wrote to Tailin Lyngdoh on 4 August, “regretting” the undue and discriminatory behaviour of their staff. Shriram assured her that other members of the club also wore the traditional Khasi dress and that the club had never denied access to anyone. In what was largely viewed as a case of discrimination against the people of North East, Lyngdoh was reportedly insulted and asked to leave the dining hall premises of the elite Delhi club because the

staffer believed that her traditional Khasi attire looked like a “maid’s uniform”. The Justice Mudgal Inquiry Committee was appointed by the club to look into the episode. The Delhi Golf Club has informed the three-member panel that the issue was being given a “cultural overtone.” Lyngdoh who hails from Meghalaya said, “I am astounded over the Delhi Golf Club episode. It was a bitter experience for me and Nivedita and everyone out there. You cannot judge a person by what she wears and call someone a dustbin.” Lyngdoh, meanwhile, says she is unsatisfied with the apology and finds it “really sad” that the entire episode is being given a different colour to escape the debate around racial discrimination against people from the North East, according to the report.

Nearly 2 million affected by floods in Bihar

Villagers wade through flood waters in Kishanganj district, Bihar on Sunday. Patna, Aug 14 (IANS): The flood situation in Bihar worsened on Monday, with many rivers breaching their banks and embankments and affecting nearly two million people, officials said. The government has launched massive relief and rescue operations with help from the Army, Air Force as

well as National Disaster Response Force and Bihar State Disaster Response Force teams in the 14 floodhit districts. “We are evacuating people to safer places. It is our priority for now because thousands are stranded,” said Pratyaya Amrit, Principal Secretary in the Bihar

Disaster Management Department. Chief Minister Nitish Kumar, after an aerial survey of the flooded districts, said he had told officials to speed up rescue and relief work. “It is like a flash flood situation after heavy rains in the last three days. Re-

lief and rescue operations are going on in full swing,” he said. Nitish Kumar said he had asked the district magistrates of the worst-hit districts to conduct aerial survey and work on a strategy to reach out to the affected people. “It will take time for the flood waters to recede from villages.” According to the Bihar Disaster Management Department, nearly two million people have been affected by the floods, including thousands who have been forced to flee their homes. In the last two days, nearly one million people have been displaced in Kishanganj, Araria, Purnea and Katihar districts. “Thousands were displaced as their villages got inundated,” a Kishanganj district official said. Other affected districts are Darbhanga, Madhubani,

SC declines plea for SIT probe in Gorakhpur deaths

A h m e da ba d, Au g 14 (IANS): With 11 more swine flu deaths in Gujarat on Monday, the death toll due to the disease since January has risen to 201, even as 145 new cases have been reported from across the state, officials said. According to official figures, as many as 1,754 H1N1 cases have been reported so far, with 913 people still under treatment and 640 of them cured. Ahmedabad was the worst-affected city with 51 deaths, followed by Vadodara (32). Surat and state capital Gandhinagar reported nine deaths each. Over 850 of the total 9,000 infected persons had succumbed to the deadly virus since 2012. Year 2015 was the worst off, with 350 deaths reported from the disease.

New Delhi, Aug. Aug 14 (IANS): The Supreme Court on Monday declined to entertain a plea seeking SIT probe into the death of more than 60 infants in Gorakhpur’s Baba Raghav Das Medical College. Asking the petitioner to approach the Allahabad High Court as matter was related to Uttar Pradesh, the bench of Chief Justice Jagdish Singh Khehar and Justice D.Y. Chandrachud referred to the media reports about Chief Minister Yogi Adityanath and other Union and Uttar Pradesh Ministers including officials visiting the hospital after the tragedy. Over 60 children lost their lives in the hospital and many of them had died reportedly due to disruption of oxygen supply.

s India completes seventy years as a free and independent nation, there is a lot to cheer about as well as there is also much to worry about. This dichotomy is reflective of what India means to its people as it boasts of being among the few rising economic superpowers and also silent about the sufferings of its millions most of who still have to go without food or shelter. While India has reached the farthest ends of space through its rockets and conducts joint military exercises with military super powers like the USA and Russia; the lowest strata of society live in fear of the dominant higher caste echelons. It would be too simple to describe India’s independence as the be all and end all of nationhood. True India got its independence after the British decided to leave the subcontinent and not because India fought and drove away the colonial masters like the Americans did over 240 years ago. The fact is that Indians across the nation will celebrate the 70th Independence Day on August 15, 2017. It was a historic moment when India’s first prime minister Pandit Jawaharlal Nehru made his famous speech - “Tryst with Destiny”. The speech was a speech delivered by Jawaharlal Nehru, the first Prime Minister of independent India, to the Indian Constituent Assembly in The Parliament, on the eve of India’s Independence, towards midnight on 15 August 1947 . Nehru’s famous speech was highlighted in his words: “At the stroke of the midnight hour, when the world sleeps, India will awake to life and freedom.” This particular part of Nehru’s speech describes the hopes and visions of the new nation as it joined the world as the largest democracy. On the 70th Independence day, Indians are reminded of the spirit of nationalism and the sacrifices of its patriots. So many words and reams of printed matter describe the historic occasion then and the profuse feeling now about independence. All Indians be it in the north, the south, the West and East are one in celebrating the historic day with moments of joy and profound sentiment. Again, on the same 70th Indian Independence Day, Indians are also brought back to be reminded about the reality of modern and independent India. India may have achieved political independence but its people continue to live under the bondages of caste and religious prejudices. The spirit of freedom that encompasses politics, culture, social and environment etc today has sadly come under cloud for most Indians. Differences have created divisions in society because those who are intolerant to differing view believe they can judge who are for India and those who are anti-India. The freedom at midnight seventy years ago has not percolated down to the other parts and the failure to fathom the difficulty rests with the elected representatives who have either lost vision or are simply least interested. Freedom cannot be taken for granted but has to be a continuous process so that the fruits are shared equally. This is the biggest challenge before the nation’s elected representatives on the seventieth Independence day. It would seem that contemporary India will have to achieve social freedom so that every Indian can truly say that India is free.

And when the Spirit of God gives us a sense of warning or restraint, we are apt to say mistakenly, “Oh, that must be from the devil.” “Do not quench the Spirit” (1 Thessalonians 5:19), and do not despise Him when He says to you, in effect, “Don’t be blind on this point anymore— you are not as far along spiritually as you thought you were. Until now I have not been able to reveal this to you, but I’m revealing it to you right now.” When the Lord disciplines you like that, let Him have His way with you. Allow Him to put you into a right-standing relationship before God. “…nor be discouraged when you are rebuked by Him.” We begin to pout, become irritated with God, and then say, “Oh well, I can’t help it. I prayed and things didn’t turn out right anyway. So I’m simply going to give up on everything.” Just think what would happen if we acted like this in any other area of our lives! Am I fully prepared to allow God to grip me by His power and do a work in me that is truly worthy of Himself? Sanctification is not my idea of what I want God to do for me— sanctification is God’s idea of what He wants to do for me. But He has to get me into the state of mind and spirit where I will allow Him to sanctify me completely, whatever the cost (see 1 Thessalonians 5:23-24).

71st Naga independence day speeches (Speech of vice president NSCN (I-M) Gen (Retd) Kholi) My Beloved Countrymen, First of all, i thank the Almighty God for His blessing that has sustained us till today physically, politically and spiritually. My hearty Independence Day Greetings to you all. I give my patriotic salute to all the brave sons and daughters of Nagalim who had selflessly responded to the call of the Nation’s defense to the extent of giving up their dear lives. Their supreme sacrifices shall always be cherished in the heart of every Naga from generation to generation. I also give respect to their parents’ for dedicating them in the service of the Naga Nation when it was most needed. On this day, in 1947, our visionary leaders took a historic decision and declared Naga Independence from the British Colonial Rule. This right decision they had taken at the right time in the right manner laid a foundation for our History and Sovereignty. What we are, and how we are today, is because of his historic decision of our leaders in the past. I salute them for that. In regard to the ongoing IndoNaga Political Negotiation, i would say the NSCN ought to be very thankful to the Almighty God, mass based Naga civil society organisations, Churches, prayer groups, individuals and well wishers around the world who have been standing by us through thick and thin in our political struggle as well as in our negotiations with GoI that has culminated in signing of the historic Framework Agreement of 3rd August 2015, in which Nagas’ rights and history are respected and recognised, and a roadmap to amicable and peaceful settlement is laid down. Let us remind ourselves that, nothing is certain until it is achieved. Therefore, all sons and daughters of Naga Motherland, both the National workers and the public, should make concerted efforts with full sense of responsibility and accountability towards achieving a lasting solution to

our political problem with India. By the grace of God, Nagas have managed to prove that no outside force could destroy political right to live as one people, one nation. The only possible danger that can undermine the hard-earned political negotiation between the government of India and the Nagas represented by the NSCN for lasting settlement is none other than a mistrust and selfishness in the minds of Naga people. Unless Nagas are ready to realise together the danger of selfdestruction among ourselves, we are bound to perish together beyond repair, for which younger generations will never forgive us. My countrymen, let us not take anything for granted at this last and crucial stage of our political negotiation with the government of India, but we should be more alert and better prepared to neutralise any negative element that tries to disrupt us. Let us beware! “The darkest hour is just before the dawn”. The peace negotiation at its fine stage may be beset with the hardest inimical attacks and temptations to undermine everything. We have to overcome them to order to see the light of the day – solution to Indi-Naga politics problem once and for all. My beloved Naga people, we are now blessed with the finest opportune time to see the glory of God, the Almighty in our lives through the realisation of our political settlement at any moment from now. Let us thank God with all sincerity and honesty for His divine intervention, which has made everything possible for us, politically, physically and spiritually. My beloved countrymen, the solution to our problem will not be the end in itself, rather it will be just a new beginning for Nagas to build our Nation. It will depend greatly on our concerned efforts how our Nation should progress and prosper. Therefore, countrymen, be prepared with all the requisite skill and resources to build our Nation. At the very outset, on behalf of all rank and file of the GPRN/ NSCN, I give glory and honour to our Almighty God for His mercy and faithfulness. He is the foundation of our faith and our struggle. He created Nagaland for a purpose and although we are sinners and fall short of His glory, His grace and sustenance gives us hope each day. I take this moment to salute all the departed freedom fighters who served the nation in the last seventy years. Their martyrdom and colossal sacrifices continue to inspire and lighten our path in the great journey of the Naga people. Generations have come and gone giving their best to the Nation. Today we understand more the value of life, sacrifice and freedom from political bondage. On 14th August 1947, a day before Indian Independence was declared, we dared to define our own political destiny according to our genius. Indigenous Nagas chose to disassociate with both Great Britain and India politically. Unfortunately, the new Independent India followed the exact pattern of the British, who divided and ruled India for four hundred years, violating all international conventions, using force and aggression to occupy Naga homeland and disrespecting the will of the Nagas. Thus began the political conflict between Nagas and India which remain unresolved till date. Naga political right and history cannot be tempered with or interpreted conveniently to suit either the Government of India (GOI) or a section of Nagas. We reiterate that when a people’s or a nation’s political fa te is at stake, it is a grave political judgement to attempt an exclusive solution. It must be noted that hurriedly signed political accords or agreements, as past episodes tells us, without the real stakeholders is futile and unforgivable. It will only inflame the patriots to explore and execute appropriate actions deems fit in

(Speech by NNC president, Adinno Phizo) Dear Naga people, Seventy years ago, the Nagas asserted their inherent of independence on the 14th of August, 1947, at the time of change of hands coming into our part of the world from the British colonial power. At that, Naga National Council (NNC) on behalf of the Nagas declared it to the world. Since then, we observe and celebrate our Independence Day every year on this day. The significance was Nagaland declared her independence one day ahead of India, and much later Myanmar (Burma) declared its independence. And so, both these countries cannot claim the Naga territory as we all have separate entities. There was no such thing as “Burma Naga” or “India Naga” at any time, only Naga “inhabited areas” which belong to Nagaland. To commemorate the 70th anniversary is a great day for the Nagas to look back not in anger but wonder and be thankful to God how our people could pull through in various obstacles all these years and overcome in every difficult time in the past years. These are all due to national foundations which are firm and our village community system is strong and well organized. Besides, the society is classless, casteless and helping hand toward one another are always present in the community. Grateful to our forbearers, Nagaland has a unique history. History begins from battlefield, and the last battle with the British took place in Khonoma on 22nd November, 1879. And the oral treaty was followed suit on 27th March, 1880 at Mezoma with Great Britain having faith on the Nagas that “their pledged word can always be trusted”. That was Naga virtue in the past, and that is worthy of note for the present generation. The present problem with India and how it came about: Nagaland stand is very clear from the beginning to this day that Nagaland belongs to the Nagas. There was no territorial dispute or political blunder with India. The unique history about Nagaland is; there was no written treaty or agreement with Great Britain. Knowing Nagaland’s position, before India declare her independence, the constituent Assembly of India sent her representatives to Kohima and met the Naga National Council members and requested to join the emerging Indian Union. The offer was refused. Then in June 1947, a Nine-Point Agreement was given to NNC. But later it ended up in contradiction. It was just waiting game before finishing in writing their constitution to claim Nagaland. But NNC informed India that Nagaland will not accept their constitution. In consequence, NNC president, A.Z Phizo organised the people to have a voluntary plebiscite that took place on 16th May, 1951. The referendum result was 99.9% not to join India. Learning of the result, the Prime Minister of India, Mr. Nehru was livid. After India became a republic, their first general election took place in 1952. Their ballot boxes were sent to Nagaland. But no Naga participated and empty boxes were sent back. Unbelievably, India’s invasion on Nagaland started from November 1954 to 1964 till the ceasefire agreement between the Federal Government of Nagaland and the Government of India, initiated by Nagaland Baptist Church Council (NBCC) and arranged by the International Peace Mission in May 1964 and became effective from 6th September, 1964. Unlike the present day communication facilities and mass media, Nagas had gone through India’s secret war against Nagaland. The Indian army atrocities committed on the Nagas knows no age limit in raping, torture, burning down of villages, forced labour, and hunt for our patriots. “Relentless and determined and they are not allowed to get away to fight another day”. In town after dark, they fired at random to any house and used search light everywhere. In this dark period, many suffered, maimed and died. For their sacrifice, the country returned to peace atmosphere. We will always remember them. Trust God continuously to bring permanent peace in our land. Nagaland is still surrounded by the Indian Armed Forces with the order of Armed Forces Special Powers Act of 1958 (AFSPA) in force. Where divide and rule policy is applied, how can anyone expect “unity” and “peace”? Because of the unique position and status of Nagaland, in the beginning Indian Government put Nagaland in their external affairs ministry but later shifted it to their internal affairs ministry. They broke up Assam and coined “North-East problem” to draw Nagaland into it as their internal matters. Otherwise, there was no such thing as North East problem before. To make Nagaland as their excuse in breaking up Indian Union is wrong. There are many indigenous people who lost their country and live under occupation. The Nagas are fortunate that when that danger came, the people stood firm and fought and resolved the situation in peaceful manner. Our past leaders were trustworthy and respectful people. That legacy was handed over to the present generation and we are determined to uphold it. Nagaland is a nation by right. Occupation come and go and even India under occupation for centuries and became free only 70 years ago. If they value their freedom, can they deny others freedom? order to defend a people’s sovereign right. The conflict between India and Nagas, the division within the family and fratricidal killings that followed taught us many important lessons. It was clear that for any political solution to be honourable and acceptable, the pre-requisite elements were reconciliation and unity among different Naga political groups. On Sept. 18, 2008, the Forum For Naga Reconciliation (FNR) was able to bring together GPRN/NSCN, NSCN (IM) and NNC/FGN under the Journey of Common Hope. The Naga Concordant was signed by the three Naga political groups. Marathon meetings were convened for days culminating with the Naga summit at Agri Expo on Feb. 29, 2012, in which more than 50,000 Naga citizens congregated. It was recorded for posterity. What happened later was a grim reminder to the Naga people that there are elements working against the common glory of the Nagas. Reconciliation process was stalled because the cry for Naga unity and exclusive political solution carried two different meanings. This unfortunate deviation from objective did not deter the rest of the NNPGs. Today, by the grace of Almighty God, six NNPGs working Committee (WC) has pledged to work together in the best interest of the Naga people. As Convener of the six NNPG working Committee, I convey my deep appreciation to the Civil Societies of Nagaland, all sixteen Apex Hohos/ Tribal bodies of Nagaland for coming forward, expressing their opinion and suggestions freely and frankly to the Naga National Political Groups (NNPGs) on the critical issues confronting the people of Nagaland. On this day the 14th August 1947, our great leaders have bravely declared our independence and made it known to the world that, Nagaland became a Nation. The newly established India Nation refused to recognize and honour the rights of the Nagas and carried out her military operation in all length and breadth of Naga Country and mis-represented the genuine Naga issue as internal problem of India to convince the international communities. The military action of India on the Nagas for the last six decades have completely negating the UNO declaration of the rights of a Nation. No Nation can have two or three Independence day and so also the Naga people will have to observe our independence Day on this day14th August even if the Nagaland is recognized as new nation by UNO in any other day (date). I thanked our great Naga leaders who have formed Naga Club the only political forum for the Nagas in 1918,followed by submission of memorandum to Simon Commission in 1929. We know our people are not confused anymore. We have been strengthened by the free patriotic expressions among the tribes of Nagaland and among the intelligentsia. Upon the strength of numerous threadbare consultations within the NNPGs and with the apex tribal bodies, I can confidently confirm that the six NNPGs Working Committee is prepared to enter into a political dialogue with the Government of India (GOI), to resolve the seven decade old political conflict. The only practical achievement of this contemporary Naga freedom movement was coming together of six Naga National Political Groups (NNPGs/ WC) namely, GPRN/ NSCN (Unification), NSCN/ GPRN- Reformation, NNC (Parent Body), NNC/ FGN, NNC/ GDRN and NNC/ NPGN who have signed a historic “Deed of Commitment” on 8th August 2017 at Dimapur. I am personally saluting the wisdom of the leaders of NTC who have brought all six NNPGs to one table. The Nagas as a whole should thank them for incredible achievement in bringing Naga unity. It is hoped that, six NNPGs/ WC will shortly enter into formal talk with GoI. The liberal displayed and maturity approach of GoI under the dynamic leadership of Mr. Modiji is appreciable and all the Nagas must co-operate to hammer out internationally acceptable solution while GoI is serious to find a solution to Asia longest Naga problem on the basis of equality and mutual respect. So also the Union of Myanmar must take similar serious step for resolution of Myanmar- Naga conflict by taking an example of India’s seriousness and bold decision to resolve the issue with the Nagas of India side. Happy Independence Day

When it comes to this special day, the first thing that pops in my mind is “Mahatma Gandhi”. Yes, our freedom fighter who set us free from the British rule on August 15, 1947. But if we look more deeper into this day, it harks me back to where some of the military gave their all for us: The Jawans who said “I’ll be back soon” to their wives and children but never came back. The soldiers who raised their sword up high and went onto protect our country till the end. The armies who stood the whole day with mettle under the scorching sun for us. The great Patriots who made us enjoy our life sacrificing theirs for us. Dear readers, you must be questioning yourself, “They died for the country, not for me”. I’m here to tell that if it hadn’t been for them, will we be enjoying our life now? I know, not everyone have the luxurious life but all of us are rich in our own way- with our families and friends. Kalos Society conducts 2nd edition of ‘Kalos 2017 cognizance’ S D P O P f u t s e r o, Manoj Kumar, SDO (Civil) Pfutsero, Diana Patton, branch manager, SBI Pfutsero Paul Lana, and EAC Pfutsero, Abeinuo J Ashao, were the main judges of the event. The competition was exclusively for class 9 and 10 based on their syllabus and covered various categories like quiz, spelling bee, extempore and essay. Altogether, 8 schools with 36 students participated in the event. The following students were adjudged as the winners in different categories of the competition: 1st position under quiz competition went to Kewelo

D I M A P U R , AU G 1 4 (NPN): Naga People’s Front (NPF)’s Central Office Bearers (COBs) on Monday demanded that the Government of India immediately recall the Governor of Nagaland so as to ensure that the integrity of the Constitution of India was maintained. In a press release, the resolution committee convenor Sebastian Zumvu and members Phushika V Aomi and Lepshi Ao said this was resolved by COBs when they met at the party office Kohima, on August 14, 2017. COBs stated that governor instead of applying his mind to summon the assembly, giving reasonable time for former chief minister Dr Shürhozelie to call for a vote of confidence, dislodged the Dr Shürhozelie government “so as to enable the new dispensation to merge with the BJP.” As custodian of the Constitution of India in

the state, COBs said the governor should have rectified the anomaly in the assembly when the speaker “mysteriously” accepted the whip of expelled NPF member TR Zeliang as the official Whip of the NPF party despite the fact that Kiyanilie Peseyie, who was appointed as the chief whip of the NPF party on November 14, 2014 and accepted by the assembly secretariat vide notification dated November 15, 2014, continued to be the official chief whip of NPF. The COBs also asked NLA speaker to step down immediately while accusing him reducing the proceedings of the Assembly to “a family affair”. New Delhi, Aug 14 (IANS): An exponential rise in food prices pushed India’s annual rate of inflation based on wholesale prices to 1.88 per cent in July, official data showed here on Monday. According to data from the Ministry of Commerce and Industry, the wholesale price index (WPI), with the revised base year of 2011-12, went up in July 2017 to 1.88 per cent from 0.90 per cent in June. On a year-on-year (YoY) basis, the WPI had risen by 0.63 per cent in July 2016. “The annual rate of inflation, based on monthly WPI, stood at 1.88 per cent (provisional) for the month of July, 2017 (over July, 2016) as compared to 0.90 per cent (provisional) for the previous month and 0.63 per cent during the corresponding month of the previous year,” the minstry said in the “Index Numbers of Wholesale Price in India” for July.

NEW DELHI, Aug 14 (PTI): An additional investment of Rs 6,399 billion is required from both public and private sectors to enable doubling of farmers’ real income by 2022-23, a government committee said in its latest report. At present, public investment is below national average in states like Assam, Kerala, Uttar Pradesh, Madhya Pradesh, Bihar, West Bengal, Tamil Nadu, Rajasthan, Punjab and Odisha. Less developed states in the eastern region continue to lag behind in private investment, suggesting an urgent need to develop financial and other infrastructure, it added. These are some of the suggestions made by the Committee on Doubling Farmers’ Income headed by National Rainfed Area Authority CEO Ashok Dalwai, in first four volumes of the report released for public comment. Joseph Dunford in a series of meetings with senior South Korean military and political officials and the local media appeared to be an attempt to ease anxiety over tit-for-tat threats between President Donald Trump and North Korea while also showing a willingness to back up Trump’s warnings if need be. South Korean President Moon Jae-In called today for calm in the standoff with North Korea, saying there should never be another war on the peninsula, reports AFP. Moon, a left-leaning leader who has previously advocated dialogue with the North, urged it to “stop all provocations and hostile rhetoric immediately, instead of worsening the situation any further”. He also indirectly urged the US -- the South’s key ally and security guarantor -- to resolve the crisis peacefully. “Our top priority is the national interest of the Republic of Korea (South Korea) and our national interest lies in peace,” Moon told advisers in a meeting. “We cannot have a war on the Korean peninsula ever again,” he said. The 1950-53 conflict cost more than a million lives, left cities in ruins and perpetuated the division of the peninsula. “I am confident that the US will respond to the current situation in a calm and responsible manner in line with our policy direction,” Moon said.

China bans N Korean iron, seafood imports

China will halt iron, iron ore and seafood imports from North Korea starting today, following through on new UN sanctions after US pressure for Beijing to strong arm Pyongyang over its ally’s nuclear programme. The decision was announced today after days of increasingly bellicose rhetoric between US President Donald Trump and Kim Jong-Un’s regime, which has raised international alarm about where the crisis is headed. Beijing had pledged to fully enforce the latest sanctions after the United States accused China of not doing enough to rein in its neighbour, which relies heavily on the Asian giant for its economic survival. The Chinese commerce ministry said on its website that all imports of coal, iron, iron ore and seafood will be “completely prohibited”

A statement published on the FSB’s website said the suspects, with alleged links to the Islamic State terror organisation, intended to carry out a series of terrorist attacks on Moscow’s public transport and shopping malls, Efe news reported. The FSB -- formerly called the KGB -- added that among those arrested in the special operation were an IS “emissary”, a bombmaker and two potential suicide bombers. According to the statement, a secret laboratory for the production of explosives and improvised explosive devices was found in the Moscow suburbs and rendered harmless. “The terrorist group consisted of a citizen of the Russian Federation and three citizens of the states of the Central Asian region,” the statement said.

O UA G A D O U G O U, AUG 14 (AFP): Security forces in Burkina Faso’s capital ended an assault today against suspected jihadists who opened fire on a restaurant in a “terrorist attack” that left at least 18 people dead, the government said. The attack that began Sunday night in a Turkish restaurant popular with foreigners also left a dozen people injured, while two assailants were later killed, Communications Minister Remis Dandjinou said. It was not clear how many gunmen were involved. “The operation has ended” but searches are continuing in the Ouagadougou neighbourhood around the restaurant, Dandjinou told a press briefing carried on social media. The Istanbul restaurant is just 200 metres from a hotel and cafe targeted in an assault in January 2016 that left 30 people dead and 71 wounded, many of them foreigners. Kandy, Aug 14 (IANS): India pacer Ishant Sharma rubbished reports of him joining English county cricket side Warwickshire, saying he has not signed for any side let alone any one club. “Contrary to the news rounds through various sites, have not signed Warwickshire or any other county,” Ishant, who is part of India’s Test squad in Sri Lanka, tweeted. Dimapur, Aug 14 (NPN): Sainik School Punglwa Inter-House Basketball Championship 2017-18 concluded with Doyang house lifting the trophy. Lt Col M Kiren Meitei, Officiating Principal graced the occasion as the chief guest and gave away the certificates and trophy to the winners. Saramati house and Patkai house finished second and third respectively. Sainik School Punglwa Basketball Championship is played under two categories- junior and subjunior. The junior category was played in the month of April while the sub-junior category started on July 31. Saramati house emerged as the champion in junior category after defeating Doyang house. In

the sub-junior final, Melak house beat Patkai house 17 – 15 in a nail biting match to lift the trophy. The overall trophy with decided based on the combined points scored in both the categories. The overall trophy was bagged by Doyang house which topped the points table. Cdt Eric of Patkai house and Cdt Ezra Huto of Saramati house were adjudged the best player in the sub-junior category and junior category respectively. In his speech, the chief guest emphasised on the importance of playing games in a student’s life. He encouraged them to pick up at least one game and also to develop leadership skills and art of coordinating as a group through games.

NO.ED/TRG-01/2015-16:: The Amendment to the Section 23(2) of the RTE Act to extend the period for such training to 31st March, 2019 has been passed by the Parliament pertaining to the training of untrained teachers both in the Govt./Govt aided/ Unaidedprivate Schools. Further, it is reiterated that this will be the last chance to acquire the requisite minimum professional qualifications. Any teacher in the aforementioned Govt./ Govt aided/ Unaided private Schools, who does not have the minimum qualifications mandated under the RTE Act, 2019, would not be allowed to continue in-service beyond 1st April, 2019, and procedure for dismissal shall be initiated against such teachers. They would however be eligible for provisional admission in the D.EL.ED Programme of NIOS, subject to them acquiring 50% marks in class 12 before completing the D.EL.ED Programme of NIOS. This would facilitate such Teachers to pursue the Programmes concurrently. 6) A D.EL.ED certificate would be given only when the Teacher acquires 50% at + 2. 7) All Teachers can assist free instructions through the SWAYAM online portal arranged by NIOS. NIOS is making separate arrangements for physical contact Programme which is an integral part of the D.EL.ED course. 8) Admission should be done between 16th August, 2017 to 15th September, 2017. 9) Upload first batch of materials by NIOS on SWAYAM portal is 2nd October, 2017. 10) Start of the course is 3rd October, 2017, First Term - 3rd October, 2017 to 18th June, 2018, Second Term - 25th June, 2017 to 31st March, 2019.

Pallekele, Aug 14 (PTI): An authoritative India Monday completed a 3-0 clean sweep of Sri Lanka with an innings and 171-run annihilation in the third and final Test, bringing to an early end to one of the most lopsided series in recent years. None of the three matches lasted five days,

with the final one being the shortest, lasting just two and a half days. With Sri Lanka resuming the day at 19 for one after following-on and facing a 352-run deficit, the final outcome was a foregone conclusion. The hosts were eventually bundled out for 181 in 74.3 overs in their sec-

ond innings shortly before tea on day three to hand the visitors a first-ever series clean sweep on overseas soil. The pace duo of Umesh Yadav (2/21) and Mohammed Shami (3/32) provided the early breakthroughs for India before the spinners Kuldeep Yadav (1-56) and Ravichandran Ashwin (4/68) made

further inroads. Shami was most impressive as he bowled with pace and precision, carrying on from his showing in the first innings where he had struck twice. With Sri Lanka struggling at 82 for four at lunch, it became certain that the game will not stretch to the fourth day, ensuring an extra day’s rest for the Indian team ahead of the five-match ODI series starting Sunday. Post lunch, Dinesh Chandimal (36) and Angelo Mathews (35) took their fifth wicket partnership to 65 runs. Their stand was the bare minimum resistance to the Indian attack on this third day, and it only helped in delaying proceedings a tad as the duo brought up Lanka’s 100 in the 49th over. Ku l d e e p g o t t h e breakthrough as Chandimal was caught at short leg in the 51st over. Three overs later, it became a

double blow as Ashwin trapped Mathews lbw to end all hopes of a stronger Lankan fightback. Niroshan Dickwella (41) played some aggressive strokes but wickets kept falling regularly at the other end. Dilruwan Perera (8) was caught off Ashwin at midwicket, like in the first innings, and then Mohammed Shami (3-32) had Lakshan Sandakan (8) caught behind. Ajinkya Rahane took a sharp catch at gully to dismiss Dickwella off Yadav in the 70th over. Shortly afterwards then, Ashwin bowled Lahiru Kumara (10) to wrap up a comprehensive series win for the world number one side. Kohima, Aug 14 (NPN): Khriekesa FC beat Power Comm by a solitary goal in the first match of the second round on Monday. With the win, Khriekesa FC remained on top of the table with 6 points in the ongoing Kohima football league organized by Kohima Town Club. Playing in a foggy and

mud soaked ground, both the teams created numerous chances but failed to convert. Petevizo Kezieo finally found the net against Power Comm. His goal was the only difference between the two teams as Khriekesa FC fought hard to earn the three points. Kekhriese Ciesotsu and Keviriituo Usou of Khriekesa FC were cautioned with yellow cards.

In the second match of the day, United 16 FC beat Nagabazar FC 3-1. United 16 FC started brightly and Longkhoi opened the scoring in the 24th minute. Bhambri, Myneni back; Paes Zverev stuns Federer to win Montreal Masters out of Indian Davis Cup squad NEW DELHI, Aug 14 (PTI): Top singles player Yuki Bhambri on Monday returned to the Indian Davis Cup team along with Saketh Myneni even as veteran Leander Paes was expectedly dropped from the squad for the tie against Canada next month. Apart from Bhambri and Myneni, Ramkumar Ramanathan and Rohan Bopanna made the squad, captained by Mahesh Bhupathi. Filling in the reserves slots were Prajnesh Gunneswaran and N Sriram

MONTREAL, Aug 14 (Agencies): Alexander Zverev shocked second seed Roger Federer in straight sets in the Montreal Masters final to win his fifth title of the season and announce himself as an emerging star for the US Open. The 20-year-old German used his booming serve to overpower Federer 6-3, 6-4 Sunday as the Swiss superstar never got a chance to get into the match. “I tried to be aggressive as I can,” said Zverev. “If Roger starts being aggressive with his forehand and backhand then it is not
