D I M A P U R , AU G 1 7 (NPN): Setting at rest, various media speculations, which claimed, that government of India and NSCN (I-M) would be signing “final accord” by September 2017; Interlocutor to Naga Talks, R.N. Ravi and NSCN (I-M) member, collective leadership, V.S Atem, in separate conversations have made it clear that there is no such deadline for signing a permanent agreement between the government of India and the NSCN (I-M). In a telephonic interview with Nagaland Post, R.N. Ravi rubbished various reports about signing a final agreement within September 2017. “Any talk about setting a date for agreement is mere speculation,” he said. When asked if there was any period set for arriving at a final agreement, Ravi replied “No, we can’t give the date. Quake jolts Nagaland D I M A P U R , AU G 1 7 (NPN): A magnitude 4.6 earthquake shook Nagaland on Thursday at around 1:08pm. According to the US Geological Survey (USGS), the epicentre of the earthq u a k e wa s l o c a t e d a t 25.8635N 94.536E around 11km south of Zunheboto. The quake hit at a depth of around 62km, the USGS said. The mild tremor triggered panic among residents but there were no reports of damages or casualties.

Govt declares Dec 5 as ‘Nagaland Honey Bee Day’

D I M A P U R , AU G 1 7 (NPN): Government of Nagaland has declared to observe December 5 every year as “Nagaland Honey Bee Day” in order to create community awareness on the role of the Honeybees as a contributing factor in the conservation of biodiversity as an agent of food chain. According to an official bulletin, the agriculture production commissioner (APC), in a notification, stated that it was also aimed to promote and create a platform for beekeeping technology to the farmers in the field as an important system of organic farming and sustainability by establishing a vibrant cottage industry in the state.

Royim Yimchungru and V Nagi], NPGN/NNC [Tsangthungo Ovung and Hozheto Chophy], GDRN/NNC [Kiumukam Yimchungru] — have reiterated their stand that they represent people of Nagaland and so no talks can be conclusive without their official participation. NNPGs sources lamented that though there had been couple of informal meetings with the Interlocutor, the NNPGs Woking Group was yet to receive any formal invite for talks.

ACAUT responds to Finance deptt, PWD D I M A P U R , AU G 1 7 (NPN): ACAUT Nagaland has termed as “vague and hogwash” the OSD finance department’s clarification to its allegation of blatant corruption for construction of a single bridge over river Tizit by the finance department and PWD. ACAUT through its media cell said a more detailed and reasonable clarification backed by irrefutable evidence was expected from the Finance department to such a serious issue. ACAUT demanded that the OSD produce evidence to prove that no money was drawn in the first instance. Without producing evidence, ACAUT said OSD should not comment in public, adding that only an independent inquiry committee should be able to get to bottom of the matter. ACAUT alleged that Finance department was issuing “fabricated statements and absolute lies to misguide the public” regarding the classification of expenditure under nondevelopmental heads. Reiterating its earlier claim, ACAUT said two drawals totalling Rs. 57.9

crore were drawn under Non-Developmental heads -- one for construction of a bridge under E.E. Dimapur Division dated May 3, 2017 amounting to Rs. 2447.17 lakhs, which was issued under State Plan. Further, it said Rs 12.52 crore drawn on October 20, 2016, for construction of a bridge on Mon-Tizit road over River Tikang, was also issued under Non-Plan. In this regard, ACAUT queried if there was centre’s decision to do away with traditional classification of expenditure into state plan and non plan (as stated by the Finance department), then why was it classified as state plan and non-plan in the above mentioned drawals? “This is nothing but heights of falsehood and deception,” ACAUT said. ACAUT also stated that finance department did not specify whether the NonDevelopmental funding was under NEC, NLCPR, or under additional grant. Zeliangrong bodies urge NSCN 13 killed, 64 injured in (I-M), ZUF to exercise restrain Barcelona terror attack DIMAPUR, AUG 17 (NPN): Zeliangrong frontal organizations have expressed displeasure over what was described as the “present undesirable development” taking place in Zeilad region between the Zeliangrong United Front (ZUF) and NSCN (I-M) cadres engaging in gunfight and creating fear psychosis among the general populace. A joint consultation meeting of Zeliangrong frontal organizations, which was held at Mhainamtsi village, Peren on August 17, resolved to appeal both the groups to maintain needful understanding and exercise utmost restraint. The organisations included Zeliangrong Baudi (Assam, Manipur and Nagaland), Zeliangrong Baudi (N), Zeliangrong Mipui Organization, Zeliangrong Youth Front, Zeliangrong Students’ Union Nagaland, Zeliang People Organization and all subordinate bodies.

In a press release, the media cell of the consultation meeting said that the house affirmed the public support to the “progressive Indo-Naga political talks”, anticipating for “early political solution honourable and acceptable to the Naga people.” Further, the house also condemned the “brutal act and cold blooded murder” of Elimelech Gangmei on August 13, 2017 at Namdailong (Jiribam) allegedly by cadres of NSCN (I-M) Zeilad Region. The frontal bodies stated that current confrontational scenario must be stopped and the matter be politically sorted out amicably. Meanwhile, the members also expressed concern over the “plight of the people and their land in position.” The media cell said the Zeliangrong people reiterated and affirmed its stand to defend and safeguard the people and the land in all fronts.

MADRID, AUG 17 (AGENCIES): At least 13 people have been killed and 64 injured after a van ploughed into terrified shoppers in Barcelona in a depraved terror attack this afternoon, according to local media. And reports say that a hostage situation involving two armed men is ongoing at a nearby Turkish restaurant. In chilling echoes of the London Bridge attack, armed police have stormed La Boqueria open-air market amid claims that two terrorists are armed with rifles. Spanish public broadcaster RTVE reports that one suspect has been arrested by brave Catalan cops. Cops clad in black and carrying machine guns were seen entering the market backed up by regular police armed with pistols. Footage has emerged of terrified people being evacuated as police locked down and surround the area where the suspects are reportedly holed up. And a third man, believed to be the van driver, is being hunted amid reports he too is holed up in the Turkish restaurant. One of the vans involved in the deadly attack was reportedly rented by a man named as Driss Oukabir who is said to be a Spanish national of North African descent. A huge emergency response rushed to the scene on the iconic Las Ramblas tourist hotspot at around 4 p.m. Thursday.

State Govt still witholding Pillai’s termination order

KO H I M A , AU G 1 7 (NPN): Despite what had been stated with regard to termination of contract appointment of M.K.R.Pillai, consultant in PHQ by DGP Nagaland, LL Doungel and former chief minister, Dr. Shurhozelie Liezietsu, official sources told Nagaland Post that so far no official order was issued in this regard. Speaking on condition of anonymity, an official in the Home department informed Nagaland Post Thursday that the file (supposed to contain termination order) was sent to the “higher ups” for clearance. However, the sources disclosed, that till date the file to clear the termination order of Pillai’s contract appointment has not been forwarded. This has led to the usual washing off one’s hands among the ruling politicians and bureaucrats about the mystery regarding inability of the entire government machinery to terminate the

contract appointment of a retired Addl.SP who is currently under investigation of IT authorities. It may be recalled that DGP Nagaland, L.L. Doungel on June 14 had informed media persons that Pillai’s consultancy contract was terminated with immediate effect. On July 12, the government under former chief minister, Dr. Shürhozelie Liezietsu had also conveyed the cabinet’s decision to terminate Pillai’s service. However, incumbent chief minister, T.R. Zeliang on July 25 informed media persons that he was yet to see the termination order. It was also pointed out that the very appointment of Pillai as consultant to DGP was not processed through proper norms and procedure. When the Vigilance Commission recently enquired from the Home department about Pillai’s appointment (after the IT scam broke out), the Commission came to learn that no clearance was issued from the Personnel & Administrative Reforms or the

state cabinet. Meanwhile, talking to Nagaland Post at his office chambers, DGP L.L Doungel said PHQ had already recommended for the termination of Pillai’ services and that it was upto the state government to do what was needed. Asked if Pillai was still attending office in PHQ even after being removed as consultant, the DGP said he was unaware but opined that Pillai might have attended office to clear some files. On the police truck parked at Pillai’s residence in Pandalam, Kerela, DGP said “the vehicle was sent to collect garden tools and sprinklers manufactured in Cochin for office and individuals as well.” He also informed that the PHQ received certain queries from IT department which were to be submitted by August 14. However, Doungel said since he was out of station, the PHQ had sought more time to respond as they had to go through several records to respond. (Cont’d on p-7)

CNTC asks NHIDCL to provide quality works DIMAPUR, AUG 17 (NPN): Central Nagaland Tribes Council (CNTC) on Thursday asked the National Highway Infrastructure Development Limited (NHIDCL) to provide quality works on the ongoing projects in the state and warned that no compromise will be made on the quality workmanship. CNTC conveyed to HIDCL at a meeting in Dimapur, CNTC media cell stated. CNTC said it also supported the demand placed before the chief engineer (NH), by Lotha Hoho to furnish details of the DPR and copies of sanction order and work orders.

CNTC further asked NHIDCL not to sublet works to local contractors on the Wokha-Merapani NH/789. According CNTC, NHIDLC assured to provide the quality works. On four laning of KushiabilPatkai stretch, NHIDCL reportedly assured completion of the project within the stipulated time. CNTC affirmed that no organisations-- “overground or underground”, should disturb any ongoing developmental works. Further, CNTC assured to provide all out support to NHIDCL together with the people of Nagaland against any elements that were anti-development and anti-people.

Blue Whale: Parents, teachers asked to be vigilant New Delhi, Aug 17 (PTI/Agencies): The National Commission for Protection of Child Rights (NCPCR), apex body for child rights, has urged parents and teachers to “keep a watch” on children showing abnormal and erratic behaviour due to exposure to ‘Blue Whale Challenge’, the lethal online game which is suspected to have led to suicides in Kerala and elsewhere in the country. ‘Blue Whale’ is a controversial Internet game in which a series of tasks, most brutal, are given to players for a period of 50 days by the administrators with a final challenge requiring them to commit suicide. The player is asked to share photos after finishing the different levels of the game. The game is spread via links on social media platforms. More than six children across India in the age group of 12-19 years are suspected to have taken

their lives playing this game within a span of two weeks. “We appeal to parents, teachers, students and all concerned individuals to keep a close watch on all those who may be showing abnormal and erratic behaviour because they may be playing online games such as the Blue Whale Challenge,” the National Commission for Protection of Child Rights (NCPCR) said

in a press statement. The move comes after the government asked internet majors like Google, Facebook, WhatsApp, Instagram, Microsoft and Yahoo to “immediately remove” links of the deadly game from their platforms. The deadly game has since reportedly claimed at least three lives in India while a few other cases of teenagers being saved at the

last moment were reported. The infamous internet challenge that ends with the players killing themselves has allegedly taken over 150 lives in Russia and Europe. In Mumbai a 14 year old boy committed suicide by jumping off a seven-storey building in Andheri. A 15year-old boy killed himself by suffocating in Kolkata. In Kerala, a 16-year-old, Class 11 student, hanged himself to death on July 26. Meanwhile, the death of a 18-year-old youth from Manipur also came under scanner as to whether it was a case of suicide. The youth fell to his death from the terrace of an eatery in Hauz Khas, Delhi. Police are scanning CCTV footage from 25 restaurants nearby. Acting on a hunch that Siddharth Singh might be a victim of the notorious Blue Whale game challenge, police are also checking his phone and laptop. K Y M C

Organisations condemn murder of minor in Peren & rape attempt in Zunheboto DIMAPUR: Northern Zeme Youth Organisation (NZYO) and Gaili Students Union (GSU) in separate condemnation letters have condemned the murder of an 11 year old girl at Gaili Village, Peren while New Colony Council Zunheboto (NCCZ) has condemned the attempt rape on a minor girl in Zunheboto. In a condemnation note, NZYO president, Kiepeube Zehuny stated that the minor was missing since August 11 and consequently a massive search operation was launched. It said the body was found only after on August 15 in a decomposed state. While vehemently condemning the dastardly act of the culprit, NZYO stated that such level of heinous crime meted out on a minor was never heard of in its jurisdiction. Rio also thanked God and the people of Nagaland in particular and party men and women of all units/ regions for the faith reposed upon him and the party led government to lead and serve for three consecutive terms. Neiphiu Rio also spoke at length about his experiences and hardship faced by him as president of youth wing when served the regional party in 1977. He also recalled how he resigned from ministerial berth and remained as MLA to pave way for late Vamuzo to be the Chief Minister, Nagaland. It was in 2003 that, with much effort to overcome the dire difficult state of the then party, the party was resurrected and rechristened as “Nagaland People Front” to run or operate the party works in one private house of mine, by vacating my children who were occupying it, Rio reminded. He said in 2010, Nagaland People’s Front was renamed as –“Naga People’s Front” so as to spread its wings to other Naga areas

of the region to meet the demand of the people. Accordingly, in 2011, with great difficulty though, struggling against all odds, and resistance posed by the then Ibobi led Congress Government he said NPF succeeded in launching the NPF Manipur unit. He also spoke on the recent developments after Dr Shürhozielie Liezetsu refused to step down from the chief ministerial chair. On the present party front, Rio said “we have more than 50% of the total number of CEC members who have made written declaration supporting the present NPF president (Rio) and T.R. Zeliang as CM”. Rio also alleged that to confuse the people, Dr Liezietsu has suspended or expelled all MLAs who ever opposed his leadership which has only shown that he prefers to run the party without any elected members. Rio said “Candidly speaking, Dr Shürhozielie has gone all out against my position in Delhi as Member of Parliament to the extent of writing against me.” He said that because

of the compelling position to run the party office, it has become mandatory to have a proper address, and hence, the Legacy Complex has been vacated and given to make it convenient for the party to function. Rio also informed that he met elders of Kohima village during which the elders expressed regret over the recent development created by some section of the 10 Northern Angami-1 A/C. He said the elders opined that there was no reason to bar any one to work for a political party and thereby encouraged the party activities in and around the village. The meeting chaired by R. Lepden, ex-MLA and senior vice president, took off with Atsolie, senior leader and advisor NPF central women wing invoking the almighty’s blessing. The meeting was also addressed by T.N. Mannen IAS (Rtd.), Advisor NPF and several other senior NPF leaders and functionaries. Leaders and party functionaries who spoke included Vihoshe Awomi, Nchumo Kikon, Lipok Pongen etc.

DIMAPUR: Member of Parliament (Lok Sabha) and Naga People’s Front (NPF) interim president, Neiphiu Rio, has expressed sincere regret that despite the responsibility and faith reposed upon the NPF-led DAN by the electorate, the NPF was yet to address the needs and expectations of the deserving people. A press note by NPF central media, stated that Rio attributed this to “improper, autocratic and dictatorial management and functioning” of former president, Dr. Shürhozielie Liezetstu, who had contested elections since 1969 and claimed ownership of the “hard earned” regional political party. The NPF-led DAN government was formed under the Presidenship of late Vizol, Rio added. Correspondent KO H I M A , AU G 1 7 (NPN): Minister for environment, forest and climate change, Neiba Kronu, has asked state forest department to be vigilant and check encroachment of the department land by private sectors or individuals in all districts. He was addressing departmental meeting which was attended by all the district officials at the office of principal chief conservator of forest, Kohima, on Thursday. Kronu pointed out that the department has maximum land acquired by the government for various developmental activities. He however lamented that frequent land encroachment

by the private and individual in various parts of the state. Stating that encroachment of government land was a serious issue, the minister called upon the staff and officials to perform their duty and defend the land. Kronu also advised the officials to effectively implement the monitoring and evaluation cell in the department for proper check of the department activities and progress. He asked them to thorough with the department matters and continue to learn as they work. He also deliberated on the rich bio-diversity of Nagaland and added that 80% of the state is covered with forest. In this regard, Kronu advised the department to be proactive to put Nagaland in world map for

conservation. The minister also asked the department to implement various schemes and programs efficiently and appealed all to put concerted effort to protect and conserve forest in the state. As put up by the department, the minister asked the department to prepare concept note for wild life sanctuary in Wokha for further approval from government of India. Principal secretary environment, forest and climate change, L. Kire, who chaired the programme, said due to meagre fund from the state the flagship programmes and the department activities are kept on hold. Kire said the Japan international cooperation

agency (JICA), one of the biggest projects of the state, amounting to Rs. 535 crore covering 185 villages in various district of the state would greatly benefit the state once it was implemented. In his address, PCCF and HOFF, I. Panger Jamir, urged the department to give their best effort for conserving and protecting forest in spite of fund constraint. DFO, DCF and representatives officials from various districts of the state shared their grievances, activities, problems, achievements, plans and others through slide show. The meeting was attended by head office officials, DFO of various districts, DCF, forest rangers, officers and others.

DDEO Kohima informs schools DIMAPUR: Deputy District Education Officer (DDEO) Kohima, has informed all heads of educational institution (both government and private) under its jurisdiction to collect Teacher’s Day tokens and car flags from DDEO office during office hour. In press note, DDEO Kohima has also informed that the token/car flags should be sold in and around the school premises from August 30 onwards. DDEO Kohima said the fund from collection of Teacher’s Day tokens/car flag should be submitted to the DDEO on or before September 14 for onward submission to higher authority.

election to 10th Northern Angami-I Assembly Constituency . According to DIPR report, to avoid confusion when detailing works, the DC requested the heads of offices to check the employees attached to the sub-division under their respective departments. He further informed the mem-

bers to requisition vehicles as and when required for government duties to avert problems. Responding to the Prime Minister’s New India Policy announcement, to bring about new developments on the country, he requested the members to prepare their road map and submit soft and hard copy to the ADC, Headquarter before the September 20. On the issue of land encroachment, he informed the members to collect the format form and submit the same to his office. The CEO was entrusted to present their department activities in the next DPDB meeting. Urging the members to be sincere and devoted, the DC introduced to the members the District Agriculture officer

(DAO) who received the Governor’s Commendation Certificate. ADC Planning, Ketoho Luho informed the house that the village adoption committee has been recognized by the government of India and encouraged the committee members to cover all the areas including Education, Economy and Sanitation in their concerned wards and villages and to focus more on humanity developments. He also requested the villagers not to ask for bigger projects beyond the capacity of the adoption committee as it is a voluntary humanitarian service and urged them to cooperate with the teams. He requested the members of the committee to be pro-active and sincere to their assigned work.

NACF appeals for repair of Zubza Bridge, Niuland

Shillong, Aug 17: T h e M e g h a l aya H i g h Court has issued a notice to the state government for a final hearing on the matter of the posts of parliamentary secretaries. A division bench of Chief Justice Dinesh Maheshwari and Justice Ved Prakash Vaid on Wednesday heard a Public Interest Litigation challenging the appointment of parliamentary secretaries in the state. The notice comes after the Supreme Court

declared unconstitutional a law enacted by Assam in 2004 that allowed appointment of parliamentary secretaries with the rank of minister of state. On July 26, a bench of Justice J. Chelameswar, Justice R.K. Agrawal and Justice A.M. Sapre noted that the Constitution’s Article 194 does not expressly authorise the state legislature to create offices such as the one in question. “In view of the law declared by the Supreme Cour t in the aforesaid

decision, this matter does require consideration; and at the earliest,” the High Court said. Chakma National Council of India Mizoram state committee, which organised a rally, said that the “unjust award” of Chittagong Hill Tracts to Pakistan (the East Pakistan) during the partition of India in 1947 was a “major

blunder” committed by the colonial British government. The copies of the Radcliffe Boundar y Commission report of 1947 were publicly torched and speakers condemned the then Indian leaders for “betraying” the Chakma people. The people of Chittagong Hill Tracts had hoisted the Indian National Flag on August 15, 1947, they said adding that it was not until August 17 of the same year that the inclusion of the Chakma inhabited area in Pakistan was known when the Radcliffe Award was announced in the radio.

ue credit must be given to those who have exposed blatant and colossal corrupt practices within the high echelons of the state government, through the media as it gives people a lot to ponder about. In this regard, the recent revelations by ACAUT Nagaland including S.T.Yanger and Odi Jamir over RTI replies deserve not only mention but gratitude of the entire people of Nagaland. Though some of the departments had made vague replies and at times, even placing hurdles on the RTI petition(s), they carried on with will and purpose. One positive outcome of the Right To Information Act 2005 in Nagaland, is that it has caught on with citizens who are seeking information about various decisions of the government. The queries that have attracted keen public interest include – funds allotted/drawn under various departments and the works done including questionable process in making appointments. The irregularities were accentuated by the same factor- not advertising contract works and vacancies through Notice Inviting Tender (NIT) in various newspapers. The RTI Act is supposed to ensure fear of the law and to remind government servants about practising transparency and accountability. On the flip side of the Act, there are numerous reports of how those seeking RTI from various departments, are being driven by a motive to blackmail officials. In other words, the Act is being used as a tool to extract money so that information provided does not spill over to public domain. It is strange that while people make big proclamations about tradition and customary laws; there seems to be another yardstick for conduct and governance. With a huge army of unemployed pegged at a little over seventy thousand but which could be at least double the number, Nagaland indeed faced a very difficult situation. The recent alleged backdoor appointment scam in the police department and also several other departments are an injustice to the people. Transparency and accountability in appointments to various government departments would satisfy people even though a fraction were to be selected and given jobs. The RTI Act is an effective tool for promoting Good Governance and cannot be subjective and it does not start and end within the government set up. Abuse of state-power by elected leaders and bureaucrats for private gain is one of the prime factors for ailing the society. The objective was, and still is, to achieve a more effective, fair, accountable and transparent governance by empowering the grassroots people through informative and educative contents continuous pressure from civil society organizations could influence the government mechanism to act in a manner that satisfies the public quest. It is not totally surprising that the government continues to shy away from enacting the Lok Ayukta Bill in the assembly. A strong plea was made for the Lok Ayukta when the Congress was in opposition but today after it merged with the NPF, it has probably appreciated the view from the ruling side and relegated the proposal to the background. Civil society groups have a role to play in effecting good governance. If civil societies focus only on raising issues to get the attention of the government or those in authority, they miss out on the need to nurture people’s participation in all spheres.

fter the 91st Amendment of the 10th Schedule of the Constitution of India in 2003 where merger of Political Parties with the support of 2/3 elected members is allowed so as not to affect disqualification of elected members, the State of Nagaland also has had its due share of history. With the coming of the 91st Amendment of the Constitution of India the supremacy of the Political Party replaced the elected members’ supremacy. By 2004, DAN-1 headed by Neiphiu Rio had almost doubled its numerical strength numbering to 32 by way of merging other parties with the NPF when 7 Congress MLAs, 2 JDU, 4 NDM merged with the 19 NPF MLAs. Due to downsizing in 2004, 19 NPF MLAs extended support to Z. Obed as the Chief Minister of Nagaland and only 13 MLAs including Neiphiu Rio were in the Government. However, Party President, Dr. Shürhozelie Liezietsu was solidly behind Neiphiu Rio. Z. Obed with 19 NPF MLAs was supported by 13 Congress MLAs, 1 MLA from NDM, 1 MLA from JDU and 3 Independent MLAs totalling 37 MLAs. The BJP having 7 Members was divided. The NPF MLAs who were with Z. Obed could not succeed because the Party Whip hung over their head like the proverbial Damocles’ Sword, and they eventually returned to the Party fold to support Neiphiu Rio.

In 2007, Tokheho took the initiative to topple Neiphiu Rio government and mastered the support of 13 NPF MLAs supported by 17 Congress MLAs, 2 JDU MLAs, 3 Independent MLAs and 1 BJP MLA totalling 36 MLAs. Although the UPA Government was there in the Centre it could not install Tokheho’s Government because the 13 MLAs were disqualified for going against the Whip. The 3 Independent MLAs along with others resigned to enforce President’s Rule. That year, 2007, the Congress party refused to celebrate Christmas and New Year unless President Rule was imposed! Eventually on 3rd January 2008 President Rule was imposed in Nagaland. This is all because the majority number has to be backed by law and the Constitution. Tokheho could not succeed inspite of the number because he did not have the support of the political party at that point of time, namely, the NPF. In 2014, when Neiphiu Rio decided to contest the Lok Sabha Election the Party declared whoever commands the majority of the NPF MLAs shall become the Chief Minister to replace Rio. T.R. Zeliang had the support of 24 NPF MLAs, and Noke Wangnao was backed by then Chief Minister Rio by 14 MLAs. The Party gave letter of support to T. R. Zeliang and he was unanimously elected Leader of the Legislature Party in the State Banquet Hall over a

meeting called by Neiphiu Rio who was then the Leader of the House and also the Leader of the Legislature Party. On 5th January, 2015, 22 NPF Members Camped at Sovima and demanded the resignation of T.R.Zeliang. G. Kaito Aye inspite of the numerical majority could not move no confidence motion against the sitting Chief Minister T.R.Zeliang since both of them were from the same political party. The BJP, by then increased to 4 members with the merger of 3 NCP MLAs, extended support to Kaito Aye. The Congress was having 8 MLAs and G. Kaito Group offered even 4 Cabinet posts including Deputy Chief Minister tot he Congress party. The Congress MLAs knew that under anti-defection Law the 22 NPF MLAs can only vote against the Government and earn disqualification since the political party was with the minority Group of NPF MLAs headed by T.R.Zeliang. The 8 Congress MLAs and the 7 Independent MLAs chose to side with T.R. Zeling having the support of the NPF Party. Subsequently, 8 Congress MLAs merged with the NPF. The lone member of NCP and also of the JDU also merged with the NPF taking the total strength of NPF to 48. In the present crisis 37 NPF MLAs who have voted against the Party Whip on 21st July, 2017 cannot escape

Violation of the constitution by one MLA or any number of MLAs is the same and the number cannot escape disqualification in the absence of merger with another political party, which, in the instant case, did not happen. The present government is unconstitutional and any unconstitutional government cannot function even for a day. The Chief Minister, Ministers, Advisors and Parliamentary Secretaries telling the citizens that even if it is unconstitutional they can delay the matter in the Court and run the Government, is nothing but a slap on the face of the Constitution of India. And if the Constitution of India is not made applicable to the state of Nagaland, the Governor P.B. Acharya shall be solely responsible and the Government of India at the Centre should disown the action of the Governor. He, the Governor, should be recalled as in the case of former Arunachal Pradesh Governor Rajkhowa, and the unconstitutional TR government dismissed without further delay so as to enhance confidence of the citizens of Nagaland in the Constitution of India. atholic Association of Nagaland (CAN) expresses its profound concern about the increasing trends of interdenomination intolerances and discrimination promoted by some ill-informed church leaders to perpetuate disunity among people. The past and the present festering events at Leinganching village, Ukhrul district Manipur, is a persisting cruel case which epitomises another reprehensible act where the villagers for the last seven days refused entry into the village for the burial rites of late Rita Hoari for being a catholic by faith, by their grandstanding over a sectarian provision of the village constitution enacted as “one village one religion/denomination”. The persistent efforts of intolerance and odious repression reserved for catholic minority in this form is against all tenets of human dignity and unconstitutional. Freedom of religion or belief is a universal human right and is guaranteed under Article 25 of the Indian constitution that gives all citizens the “freedom of conscience and the right freely to profess, practice and propagate religion”. The villager’s denial of a burial to a fellow human being for over seven days is outrageous and despicable. This belligerence reflects total disregard and disrespect to the basic inherent right and dignity for the deceased, the bereaved family and to the Catholic families of this village. This is deplorable and as a professing Christian is totally and utterly unchristian in character. The Catholic Association of Nagaland (CAN) appeal to all honest men to disapprove such sectarian prejudices in all its forms and to forge for a peaceful resolution to bury without delay the mortal remains of the deceased in their land and pave the way for resettlement of the bereaved family, and may God grant the Grace to endure the trials during these difficult times. This man understood what Jesus said. He heard it clearly, realizing the full impact of its meaning, and it broke his heart. He did not go away as a defiant person, but as one who was sorrowful and discouraged. He had come to Jesus on fire with zeal and determination, but the words of Jesus simply froze him. Instead of producing enthusiastic devotion to Jesus, they produced heartbreaking discouragement. And Jesus did not go after him, but let him go. Our Lord knows perfectly well that once His word is truly heard, it will bear fruit sooner or later. What is so terrible is that some of us prevent His words from bearing fruit in our present life. I wonder what we will say when we finally make up our minds to be devoted to Him on that particular point? One thing is certain— He will never throw our past failures back in our faces.

To be present at their office for explanation and to present the new Kohima Div NPF Youth wing office bearers on 16 Aug. While serving the ultimatum to the four law abiding citizens, those youths cautioned them not to take the Ultimatum letter lightly because they had started the “search and find actions.” Over and above this, some of the 10th NA-I A/C youths had gone to the assembly Secretariat and warned some of the officials, which is uncalled for as stated

This makes it hard to assert that India is indeed democratic. The instances of true democracy exercised by the people in the world are: the plebiscite taken in UK during the Scottish’s urge for a separate nation, and the Brexit plebiscite; where the more severe national interests were decided by the people altogether, after the issues had been thoroughly deliberated systematically. On absence of government staff, pitiable road in Wokha, the general public of Wokha while lauding the government and department of health and family welfare for constructing “trauma centre and district diagnostic centre” in Wokha town are disappointed because even though the building was constructed long ago, it has been wearing a deserted look through the past many years. There is no sign of employees working in both the centres. It is urged upon state government to appoint staff and work smoothly, so that the centres would be functional and the public could receive medical treatment instead of going to other places. The road from Wokha town police point to district hospital is in a deplorable condition and the commuters especially patients taking the road towards the hospital has been facing untold hardships. The public of Wokha town has requested PWD (roads and bridges) to maintain the hospital road for public safety. Otherwise there will be more casualty on the way to hospital rather than going there for a cure. Over and above, district planning development board (DPDB) also neglect and perhaps deliberately ignore to maintain deplorable condition. It seems none of the (DPDB) members ever visited the district hospital. Indeed, wherever it may be, hospital is not for district people alone. It is for all human beings, like foreign tourists visiting the place, sudden accident, ailment, immediately rush to the hospital for medical treatment. But main point is road, because road in the face of the district and state as every visitor and tourists “judge” the state based on the road condition. But district hospital, Wokha is in deplorable condition worse than “river bed”. Even Lucifer king of satans afraid to go district hospital. Therefore, pay due attention. Nagaland state PWD (roads and bridges) after proper maintenance of keeping the road in tip and top condition, the surplus amount of money can be “corrupted”. Without maintenance the whole amount of money going into “corrupt” coffer will not be tolerated by people. If money is tainted without looking after the welfare of the public then God will not be happy as mentioned in Acts 5: 1-5. Everybody will always live young if the person lives honestly, eat slowly, sleep sufficiently, work industriously and worship God faithfully. In fact safety issues and complexities have compounded with the increased scale of mining operations and their extension to adverse geo-mining conditions. The Indian mining industry is standing at the threshold of change. The balance between greater productivity and profit margins, and the safety of workers is vital. Human safety and lives must always come first. They are always the priority,” he said.

New Delhi, Aug 17 (IANS): As opposition leaders were holding a conclave on Thursday, BJP President Amit Shah held a meeting here with party officials and union ministers to chalk out strategy for the 2019 Lok Sabha polls setting a target of 350-plus seats for the party in the next Lok Sabha elections. Sources in the BJP said that during the hourlong meeting at the party office here, Shah gave special focus on coastal states like Odisha, Kerala, Tamil Nadu and West Bengal for achieving the target. The meeting was attended by union ministers H.N. Ananth Kumar, Dharmendra Pradhan, Ravi Shankar Prasad, J.P. Nadda, Prakash Javadekar, Nirmala Sitharaman, Manoj Sinha and Narendra Singh Tomar. Apart from them, the meeting was also attended by all the eight General Secretaries and all the Co-General Secretaries (Organisation). During the meeting, Shah said the party’s chances have increased not only in Odisha and West Bengal but also in Kerala.

Corporates donated Rs 957 cr to ntl. parties “the party has declared that it received no voluntary contributions above Rs 20,000 from any donor between FY 2012-13 and FY 2015-16”. The report also disclosed that a total of 1,933 donations through which national parties received Rs 384.04 crore do not have PAN details in the contribution form. Also, the parties have received Rs 355.08 crore from 1,546 donations that do not have address details in the contribution form. Interestingly, 99 per cent of such donations without PAN and address details worth Rs 159.59 crore went to the BJP. The national parties received the highest number

of corporate donations in 2014-15, during which Lok Sabha elections were held, at 60 per cent of the total donations of the four years. Satya Electoral Trust emerged as the top donor to three national parties between FY 2012-13 and 201516 with a total donations of Rs 260.87 crore, which it did in 35 installments in three years (the Trust did not donate during FY 2012-13). The BJP declared receiving Rs 193.62 crore from the Trust, while the Congress got Rs 57.25 crore. The NCP got Rs 10 crore from it during the same period. The General Electoral Trust, formed before the Electoral Trust Scheme was launched by the government

in 2013, was the second highest corporate donor to BJP and Congress with donations of Rs 70.70 crore and Rs 54.10 crore to them respectively. The top donors to the CPI-M and CPI were “associations” or “unions”. The CPI-M got Rs 1.09 crore from seven different associations while CPI got Rs 14.64 lakh from 15 different associations/unions. The real-estate sector was the biggest donor to the national parties during FY 2012-13, contributing a total amount of Rs 16.95 crore. The BJP received the highest contribution of Rs 15.96 crore followed by Congress with Rs 95 lakh and the CPI-M with Rs 4 lakh.

N ew D elhi , Aug 17(IANS): The r uling Bharatiya Janata Party (BJP) received a whopping Rs 705.81 crore from 2,987 corporate donors between financial years 2012-13 and 2015-16, a report by election watch body Association for Democratic Reforms (ADR) revealed on Thursday. A total of Rs 956.77 crore was donated by all corporate/business houses to five national parties during this period, the report said, noting that while the BJP was the highest recipient, the Congress was a distant second with Rs 198.16 crore from 167 corporate donors. The Communist Party of India (CPI) and Communist Party of India-Marxist (CPI-M) have received the lowest share of corporate donations at 4 per cent and 17 per cent, respectively, said the report that considered the BJP, the Congress, the CPI-M, the CPI, and the Nationalist Congress Party (NCP). The Mayawati-led Bahujan Samaj Party (BSP), though a recognised national party, was not considered for analysis in the report as

New Delhi, Aug 17 (PTI): The government Thursday gave some relief to taxpayers availing of transitional input tax credit under the GST regime by giving them an extra week till August 28 to file tax returns. Businesses under the Goods and Services Tax (GST) set-up have to file their first return, GSTR 3B, for July on the portal of GST Network -- the IT infrastructure provider for the new indirect tax regime -- by August 20. The return filing had commenced on August 5. The finance ministry today offered some relaxation to those businesses that claim transitional input tax credit. These entities will have to deposit taxes on the basis of self-assessment by August 20, but they will have one more week till August 28 to file their returns. Those taxpayers that do not claim any transitional input tax credit will have to necessarily pay tax and file return in Form 3B before the due date of August 20, the ministry said.

Silver surpassed the Rs 40,000 level again with a sharp jump of Rs 900 at Rs 40,200 per kg, with industrial units and coin makers stepping up demand. Minutes from Federal Reserve’s July meeting showed that policymakers voted unanimously to keep the US interest rates unchanged. This made investors pump in more money into gold asset class that is considered as a safe bet for hedging offering greater returns. Overseas, the precious metal advanced as the dollar slipped against a basket of major currencies after the release of the Fed minutes. Globally, gold rose 0.43 percent to USD 1,288.30 an ounce and silver 0.12 percent to USD 17.12 an ounce in Singapore. Also, pick-up in buying by local jewellers to meet festive season demand at the domestic spot market supported the upmove, traders said. In the national capital, gold of 99.9 percent and 99.5 percent purity bounced back by Rs 300 each to Rs 30,050 and Rs 29,900 per 10 grams, respectively.

Mumbai, Aug 17 (PTI): If the present pace of dollar accretion to the forex kitty continues, which crossed past the USD 393 billion, the reserves may hit the USD 400-billion mark by the week to September 8, 2017, says a report. Forex reserves have been rising with a total accretion of USD 4.389 billion to the kitty since July 14, 2017. It had touched a record high of USD 393.448 billion after it rose by USD 581.1 million in the week to August 4, 2017. “If the pace of foreign exchange reserves is similar to that of the past four weeks, the reserves would hit USD 400 billion by the week to September 8. Indeed, adjusted for forward positions, forex reserves are already at USD 407 billion,” Morgan Stanley said in a note today. The pace of forex accretion has been the strongest since 2015 and this has also been one of the strongest in Asia ex-Japan in the past 12 months, the report said. The surge in the reserves is on account of high inflows from overseas investors. On a 12-month trailing sum basis, foreign direct and institutional flows remained robust at USD 63 billion and USD 17

The move is a significant step towards terminating all ties with the Shapoorji Pallonji Group and indicates that the battle between the two groups, which was ignited when Cyrus Mistry was sacked as Tata Sons chairman in October last year, is showing no signs of coming to an end. SP Group holds about 18.4% in Tata Sons. Almost 50 companies of the SP Group will be affected by the Tata Sons board decision taken on August 9. Cyrus Mistry and elder brother Shapoor Mistry each own half of the privately-owned SP Group. Emails sent to Tata Sons didn’t elicit any response till press time. BEIJING, AUG 17 (AP): The top US military officer said today a military solution to the North Korean missile threat would be “horrific” but allowing Pyongyang to develop the capability to launch a nuclear attack on the United States is “unimaginable.” The chairman of the US Joint Chiefs of Staff, Marine Corps General Joseph Dunford, told reporters in Beijing that President Donald Trump directly has “told us to develop credible viable military options and that’s exactly what we’re doing.” Dunford was responding to questions about Trump’s chief strategist Steve Bannon’s comments in an interview published yesterday. Bannon was quoted as saying there’s no military solution to the threat posed by North Korea and its nuclear ambitions, despite the president’s recent pledge to answer further aggression with “fire and fury.” “There’s no military solution (to North Korea’s nuclear threats), forget it,” Bannon said in the interview. “Until somebody solves the part of the equation that shows me that 10 million people in Seoul don’t die in the first 30 minutes from conventional weapons, I don’t know what you’re

talking about, there’s no military solution here, they got us.” In Beijing, Dunford said it’s “absolutely horrific if there would be a military solution to this problem, there’s no question about it.” But, he added, “what’s unimaginable is allowing KJU (North Korean leader Kim Jong Un) to develop ballistic missiles with a nuclear warhead that can threaten the United States and continue to threaten the region,” he said. Dunford has been in Asia this week, visiting South Korea, Japan and China. In China, he has met with his Chinese counterpart Fang Fenghui, chief of the People’s Liberation Army’s joint staff department. Today he also met with Fan Changlong, vice chairman of the ruling Communist Party’s Central Military Commission, and Yang Jiechi, China’s top diplomat. In Seoul, South Korean President Moon Jae-in said he would consider sending a special envoy to North Korea for talks if the North stops its missile and nuclear tests, in an effort to jumpstart diplomacy. He also declared, amid fears in South Korea that threats from Trump to unleash “fire and fury” on Pyongyang could lead to

real fighting, that there would be no second war on the Korean Peninsula. “The people worked together to rebuild the country from the Korean War, and we cannot lose everything again because of a war,” Moon said in a nationally televised news conference. “I can confidently say there will not be a war again on the Korean Peninsula.” Moon’s comments follow a spike in animosity generated by North Korea’s warning that it might send missiles into waters near the US territory of Guam, and by Trump’s warlike language. Both Koreas and the United States have signalled in recent days, however, a willingness to avert a deepening crisis, with each suggesting a path toward negotiations. Trump tweeted early Wednesday that Kim had “made a very wise and wellreasoned decision,” amid indications North Korea doesn’t immediately plan to fire multiple missiles toward Guam. “The alternative would have been both catastrophic and unacceptable!” Trump wrote. Next week’s start of annual US-South Korean military exercises that enrage the North each year could make diplomacy even more difficult.

L I S B O N, AU G 1 7 (AGENCIES): Forest fires cut off a village of 2,000 people in Portugal, as firefighters struggled Thursday to control two major blazes in the centre of the country, local officials said. “It’s impossible to leave or to enter Macao because of the flames and the smoke,” Vasco Estrela, the mayor of Macao village, told the Lusa news agency. The fire, which broke out on Tuesday evening, grew stronger through Wednesday and by the small hours of Thursday morning had surrounded the village, he said, adding: “The fire is continuing unabated.” Already at the end of July, a major fire had destroyed between 80 and 90 percent of the village, he said. The emergency services have already had to

evacuate around 130 people from nearby villages, said Patricia Gaspar, spokeswoman for Portugal’s civil protection agency the ANPC. But firefighters were most worried about the fires around Macao which were continuing to advance on several fronts, she added. Their hope was that firefighting aircraft, which could not be used at night, might tip the balance in their favour. But firefighters were worried about the hotter weather forecast, which increased the risk that old fire sites would rekindle or new fires would break out in the coming days, said Gaspar. RIYADH, AUG 17 (AP): Saudi Arabia said today it is reopening its border with Qatar to allow Qataris to attend the hajj amid a monthslong rift between the neighbouring countries that led to both sides trading accusations of politicising the ritual. The decision came after Saudi Crown Prince Mohammed bin Salman held a surprise meeting with a Qatari royal family member whose branch of the family was ousted in a palace coup in 1972. Qatar’s Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani said he welcomed the Saudi decision, but that the measures must also include a full lifting of the blockade. He was responding to questions at a press conference in Sweden today. New Delhi, Aug 17 (PTI): The BCCI will seek the government’s clearance to conduct the 2018 Asia Cup, involving Pakistan, in India despite losing the hosting rights of the under19 continental event due to Pakistan Cricket Board’s objections. “We had written to the government for the U-19 Asia Cup three months ago and we did not get a response. So the event had to be shifted to Malaysia. Now for the senior event, we will again write to the government as there cannot be an Asia Cup without an India or Pakistan,” a BCCI official told PTI. “The India-Pakistan clash in the Asia Cup is the marquee clash. If that doesn’t happen, the tournament is meaningless. And let me make it clear, it is not about playing Pakistan in a bilateral event, it is a multiteam event like any ICC event,” the official added. Despite the tensions between the two countries, India and Pakistan have been playing each other in world events.

Khriekesa FC got their best chance for an equalizer when a penalty was awarded by the referee for a handball inside the area but Kekhriengulie Usou failed to convert the spot kick in the 40 minute. Lo n d o n, Au g 1 7 (Agencies): Diego Costa has released a statement saying he will not return to Chelsea and he “must return to Atletico Madrid”. Costa is currently in his native Brazil and has threatened to remain there rather than return to London, and then leave on a free transfer. Such a scenario is not acceptable to Chelsea,

though, who want the player to return to training and put himself in contention for selection. In the statement, Costa said, “My destination has already been decided. I must return to Atletico Madrid. It turns out that there is the impasse that Chelsea do not want to release me. But I believe that this situation will be resolved now on my return to Spain.” Chelsea boss Antonio Conte reportedly texted Costa in June informing the striker he was not part of his future plans, and the striker has since remained in his native Brazil. The 28-year-old’s lawyer, Ricardo Cardoso, said last week his client intended to hand in a formal transfer request and is considering legal action against Chelsea in order to force through a move to former club Atletico.
