Floods affect 11 million people in India

GENEVA/KAZIRANGA, AUG 18 (AGENCIES): A “serious” humanitarian crisis is unfolding across South Asia where “devastating” monsoon floods have affected more than 16 million people, including over 11 million in India, the Red Cross said today. According to the International Federation of Red Cross and Red Crescent Societies (IFRC), over 16 million people have been affected by monsoon flooding across India, Nepal and Bangladesh with more than 400 deaths in the three countries. “This is fast becoming one of the most serious humanitarian crises this region has seen in many years and urgent action is needed to meet the growing needs of millions of people affected by these devastating floods,” said Martin Faller, Deputy Regional Director for Asia Pacific IFRC. “Millions of people across Nepal, Bangladesh and India face severe food shortages and disease caused by polluted flood waters,” Faller said. 10 lakh bankers to strike work on August 22 C H E N NA I , AU G 1 8 (IANS): Around 10 lakh bankers will go on strike on August 22 as the talks between the United Forum of Bank Unions (UFBU) on one side and Indian Banks’ Association, Chief Labour Commissioner and Department of Financial Services (DFS) failed on Friday, said a union leader. The Forum is an umbrella body of nine unions in the Indian banking sector. The UFBU has given notice of a nationwide strike on August 22 to protest against reforms in the banking sector and other issues. “The officials from IBA and DFS said there is no merger of governmentowned banks or privatisation in the immediate future and urged us to withdraw our strike call. The talks were not satisfactory as there was nothing concrete coming from their side,” D. Thomas Franco Rajendra Dev, General Secretary of the All India Bank Officers Confederation (AIBOC) told IANS after the meeting. He said that around 10 lakh bankers working in around 132,000 branches would be on strike on August 22.

140 animals, including 7 rhinos found dead in flood-hit KNP The second wave of floods in Assam has inundated 80 per cent of the 481 sq km area of the famed Kaziranga National Park (KNP) and claimed the lives of over 140 animals, including seven rhinos. NTC wants ‘unconstitutional’ post of advisers, parl secys removed DIMAPUR, AUG 18 (NPN): Nagaland Tribes Council (NTC) has urged the Governor of Nagaland to remove the “unconstitutional” post of advisers and parliamentary secretaries in the state as ordered by the Supreme Court Judgment. In a representation submitted to the Nagaland Governor, P.B. Acharya through the chief secretary, the NTC members -- Theja Therieh, Joel Nillo Kath, Vimedo Hibo, Kitoho S. Rotohka, Nchumbemo Tongoe, Akang Ao and Zhovehu Lohe – urged the governor to examine the matter and initiate appropriate action in terms of the Supreme Court Judgment dated July 26, 2017 within seven days from the date of receipt of representation. NTC stated that in Nagaland, after downsizing of the council of ministers in accordance with Constitution (Ninety-first Amendment) Act, 2003, the advisors and parliamentary secretaries were appointed by the chief ministers in all their respective tenures. It pointed out that at

present there were nine “unconstitutional” advisors with cabinet status and 26 unconstitutional parliamentary secretaries in the state. N a g a l a n d Tr i b e s Council contended that though there was no such Act of Advisors and Parliamentary Secretaries in Nagaland, they were however governed and regulated by the Nagaland Salaries, Allowances and Other Facilities of the Chief Minister, other Ministers, Speaker, Leader of Opposition, Deputy Speaker, Parliamentary Secretaries and other Members of the Nagaland Legislative Assembly and Pension for ExMembers Act, 2005. According to the council, the chief minister vide notification No CAB-1/2013 dated July 26, 2017, appointed nine “unconstitutional” advisors and 26 “unconstitutional” parliamentary secretaries purportedly under Rule 5 read with other relevant provisions of the Rules of Executive Business of the Government of Nagaland. Council stated that the said rule to which the chief minister resorted in appointing nine unconstitutional advisors and 26 unconstitutional parliamentary secretaries was irrelevant and the appointments were made in absolute distortion of the said Rules and in total contravention of the Constitutional 91st (Ninety-first) Amendment. It stated that Supreme Court judgment dated July 26, 2017 was a blanket judgment in the matter of appointment of unconstitutional Parliamentary Secretaries in the States of India wherever it exists. As the Supreme Court has declared Assam Parliamentar y Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions), Act 2004 as unconstitutional, NTC said the appointment of unconstitutional Advisors and unconstitutional Parliamentary Secretaries in Nagaland was deemed to be interfered with by the governor for cancelling/ rescinding the Notification NO. KOHIMA, AUG 18 (NPN): NPF president and former chief minister, Dr. Shürhozelie Liezietsü suffered a setback after the Supreme Court on Friday refused to admit the former’s Special Leave Petition (Civil) filed in the Supreme Court against NLA Speaker and chief minister T.R. Zeliang as respondents. When contacted, NPF legislator, Yitachu said that the case-- SLP(C) No. 020048-/2017 registered in the Supreme Court on August 5, was against the Nagaland Governor’s action in summoning an emergent session of the Assembly within a short notice. Yitachu however maintained that the refusal to admit the SLP was not a setback but just “an academic exercise only” as it would not affect the case in the high court. He disclosed that there were two more cases to be completed: the disqualification petition which was lying with the NLA

speaker and the question of chief whip of the NPF. Yitachu reiterated that no one can rewrite the law and was optimistic that the law will eventually take its own course so that truth will prevail.

Terming it as a landmark disposal of the case by Justice A.K Sikri and Justice Ashok Bhushan, NPF P&IC said the “NPF led by Neiphiu Rio can safely and assertively conclude that the legal and constitutional foundations of Dr. Shürhozelie and his group are extremely shaky and slippery.”

Coining it as a “public revolution for a better society”, an ACAUT member informed that the proposed public rally would be held at Super Market area on August 25 at 3 p.m. In this regard, Dimapur Police commissioner, while grating the permit to hold the rally at 4 p.m. on August 25, has also directed the police personnel take all precautionary measures to prevent any untoward incidents. Call drops: Trai slaps penalty of upto `10L NEW DELHI, Aug 18 (PTI): Telecom regulator TRAI Friday issued stringent guidelines to curb call drops along with a penalty of up to Rs 10 lakh on service providers if they fail to meet the benchmark for three consecutive quarters. “We have proposed financial disincentive in the range of Rs 1-5 lakh. It is a graded penalty system depending on the performance of a network,” TRAI Chairman RS Sharma told reporters here. TRAI Secretary (Acting) SK Gupta said if an operator fails to meet call drop benchmark in consecutive quarter, the penalty amount will be increased 1.5 times and in the third consecutive month it will doubled. “However, there is cap of Rs 10 lakh on financial disincentive,” Gupta said. Under the previous Quality of Service Rule, penalty on call drop was Rs 50,000 per violation. After the revision, the regulator has made measurement of call drop rate more granular from circle level to mobile towers in a circle. “There have been some issues

in measurement of call drop. Averages hide a lot of things. Under new rules, we are taking into account temporary issues that may be there in the network as well as geographical spread of the network,” Sharma said. Under the revised rule, 90 per cent of base transceiver station or mobile site in a telecom circle 90 per cent of time should not fail to handle 98 per cent of the call, which means not more than 2 per cent calls handled by them should drop. In worst affected case or busy hour of the day, not more than 3 per cent of call drop should be registered on 90 per cent of mobile towers in a telecom circle. The regulator also fixed benchmark for radio-link time out technology(RLT) - allegedly used by telecom operators for masking call drop. RLT is used for continuation of a call in case a subscriber is moving or is in base network area for short period. It is the time used for connecting call of a subscriber from one mobile tower to another.

Earlier, Telecom Regulatory Authority of India (TRAI) had said that mobile phone operators would have to compensate subscribers on call drops starting January 1, 2016, at the rate of a rupee for each such failure. The decision has left the industry upset with legal help kept as an option. A notification from TRAI stated the calling consumer will get a credit of R1 per call drop, limited to three such occurrences per day in a 24-hour cycle. Following that, the mobile operators have to send them an SMS within four hours. It also defined what constituted such a failure: “Call drops means a voice call which, after being successfully established, is interrupted prior to its normal completion — the cause of the early termination being within the network of the service provider.” TRAI said it examined the representations of telecom operators, who maintain that some issues like poor spectrum allocation and difficulties in setting up towers that were beyond their control and contributing to call drops.

DIMAPUR, AUG 18 (NPN): All Nagaland Pre-Service Teacher Association (ANPSTA) has appealed to the Department of School Education (DoSE) to recruit TET qualified primary teachers into 532 vacant posts. In a representation addressed to the principal director, directorate of school education, the ANPSTA president, Zakielhoukho Sirie, and general secretary, Ajano Z Humtsoe, cautioned that in the event the department failed to consider its representation within a period of 30 days, they would have no option, but to initiate own course of action. ANPSTA pointed out that despite 532 posts of primary teacher laying vacant in the department for fresh appointment, so far there was no positive outcome from the department. The association stated that the members having passed the TET examinations conducted in 2013 and 2016 by SCERT, and being professionally trained under SCERT – DIET centres, they have the “fundamental rights and legitimate expectation” to be considered for appointment to the 532 posts of primary teachers laying vacant in various schools within the state.

DIMAPUR, AUG 18 (NPN): Footwear dealers of Dimapur have appealed to the Dimapur Municipal Council (DMC) to revoke its notification that proposed to levy toll tax on footwear items. In a representation to the DMC administrative officer, the 22 footwear dealers questioned how could the toll tax be levied even after the introduction of Goods and Services Tax (GST)? The signatories stated that since all taxes have been subsumed under GST, imposition of the toll tax would amount to extra taxation and an extra burden on the dealers and consumers. The footwear dealers have therefore requested the DMC to rethink about the matter and do the needful for its revocation for the general interest of all. Meanwhile, the footwear dealers also expressed resentment over the imposition of the toll tax on footwear earlier on several occasions.

NEW DELHI, AUG 18 (IANS): All future elections will be held using voter verifiable paper audit trail or VVPAT machines, along with Electronic Voting Machines (EVMs), the Election Commission of India (EC) announced on Friday. Chief Election Commissioner A.K. Joti on Friday told the Chief Electoral Officers (CEOs) of states and Union Territories to develop extensive training programmes on VVPATs to prepare the electoral officers to use the paper trail machines, along with the EVMs. The Commission is holding a two-day conference of CEOs here that started on Friday to “review performance as well as to explore new initiatives and improve election management and voter experience”. Joti also stressed on the need to provide eservices to stakeholders and

the need to develop e-payment gateways for various election services of the EC. He said that systematic voter education and electoral participation (SVEEP) should be developed as a core area of election management. Last week, Minister of State for Electronics and IT, P.P. Chaudhary told Parliament tha the Election Commission of India was also considering linking the Aadhar number of Voters with their voter ID cards. The case in question pertains to an application filed by the ECI in the Supreme Court in July 2017 asking the apex court to obtain the Aadhar details from voters in order to link it to the voter database. “Based on the outcome of the case, the Election Commission will consider the proposal of linking Aadhar number for various electoral services, at an appropriate time,” Chaudhary said. DIMAPUR, AUG 18 (NPN): Advisor to Higher Education and Nagaland Beekeeping and Honey Mission (NBHM), Deo Nukhu, on Friday has asked NBHM team to educate youth on beekeeping and honey enterprise so as to create more opportunities. He was speaking as guest of honour at the twoday celebration of “World Honeybee Day” organised by NBHM for the first time at Multi Utility Centre (MUC), 6th mile Sovima, Dimapur under the theme “economic sustainability through beekeeping”. D e o a l s o a dv i s e d NBHM to organise awareness campaign for the youths in all districts especially in rural areas so that they could learn more about beekeeping and take it up for livelihood. He also encouraged NHBM team to work hard in order to promote and increase production of honeybee commercially so as to generate income. Deo observed that marketing of honey was more viable than many other items of api-allied sector.

To fulfil the mission of NBHM and uphold economic sustainability through beekeeping, Deo said “to maintain economy and to have better diversity, we need to learn to preserve as they are all correlated.” A power-point presentation on NBHM was presented by team member, Nzanbemo, wherein he disclosed that at present basic training have been provided to 542 farmers, 16, 970 number have to be trained, there are 3339 number of beekeepers (above 10 bee colonies), 40323 have to be developed, 303 API village/VBCK to be formed and 430 MT honey production to be generated (state overall).

Book ‘Wounded Tiger: The papers of Khodao Yanthan’ released

(NP) Staff reporter D I M A P U R , AU G 1 8 (NPN): A book titled “Wounded Tiger: The Papers of Khodao Yanthan”—a collection of stories and letters by late Khodao Yanthan—with introduction and epilogue by Fr. Abraham Lotha was launched on Friday at Elim Hall, Dimapur Ao Baptist Arogo (DABA). Published by Heritage Publishing House, the book was released by Controller of Examinations, Nagaland University, Dr. Abemo Lotha. Releasing the book, Dr. Abemo said the good deeds and sacrifices of late Khodao Yanthan have come more alive with the launch of the book. He hoped that the book would inspire and enlighten many Nagas, especially the younger generation. In a brief address, Fr. Abraham Lotha said he decided to compile the stories and letters of late Khodao Yanthan when he met the latter in London few years

back. He described late Khodao as one of the foundational characters for Naga identity and struggle, and that it was important for the present generation to engage with the roots. He then quoted one of Khodao’s writings, “It is not the name (of factions) that will bring us independence, but it is our togetherness”. Fr. Abraham said the book was a collection of stories and letters by late Khodao Yanthan, a freedom fighter who left an exemplary legacy of humility and sacrifice. He added that the book unfurls the focus and willingness late Khodao had for the greater good of Nagaland and amplifies his statesmanship. It may be noted that Khadao Yanthan (19232010) was one of the first Naga National Council (NNC) leaders to start the Naga National movement in the 1950s. He was among the first group of leaders who fled Nagaland in the late 1950s and landed in

England via then East Pakistan. He worked in the BBC (1971 to 1988) and also served in World War II as quartermaster of the labour corps in Myanmar till 1944 and received the “Burma Star” award from the British government. Yanthan took part in the Naga Plebiscite conducted by NNC president, A.Z. Phizo in 1951and was the vice-president of the National Socialist Council of Nagalim (NSCN) till his last breath. The book contains four parts which cover “introduction and experiences”, “heart of the patriot”, “arrival to London” and various interviews. Many rare photographs from 1947 till his death have also been included. The book has been meticulously researched and compiled in its originality and entirety. Earlier, Dr. Lanusenla Tzudir, Heritage Publishing House led the programme. Family members of Khodao Yanthan, people from different organisations were present at the launch.

Crime graph on the rise in Meghalaya

Guwahati, Aug 18 (PTI): An object, suspected to be improvised explosive device (IED), was Friday recovered from a Silcharbound parcel baggage in Guwahati railway station which was later destroyed by officials. A Home Guard on duty at the Railway Mail Service (RMS) area behind platform number 1, heard something tick from the parcel baggage around 9.45 am and immediately informed the Government Railway Police, a GRP official told PTI. The GRP then informed the local police who arrived at the spot with bomb disposal squad for removing the baggage to an isolated place and safely detonating it, the official said. Several passengers were waiting at the station at the time as trains in and out of Assam were cancelled due to floods and damage to railway tracks in Bihar and West Bengal, he added. Director General of Police, Mukesh Sahay said it was not immediately known if the parcel contained a bomb or if a militant outfit

was behind it. “We will have to first detect if it is a bomb. Only after that will the question of who is involved will come up”, the DGP said. Asked why there was no CCTV in the RMS area, Sahay said, “that only the Railway authority can comment on. It is good to have CCTV but nevertheless, a security personnel detected it”. The suspicious object was taken in a special truck to an open and deserted area on the outskirts of Guwahati where it was safely detonated, said a bomb disposal official. The official suspected it to be a hand-made IED fitted with a programmable timer. Without detailed investigations, he said, it could not be immediately ascertained if it was a bomb. The parcel sorting officials at the RMS yard said that the baggage with several articles had a GPO seal marked for Silchar in south Assam’s Barak Valley to be transported by a truck as railway services were suspended for the last 10 days due to floods.

SHILLONG, Aug 18 (Agencies): In an indication that incidents of crime are on the rise in Meghalaya, more than 1400 cases of cognizable crimes have been registered under various Sections of Indian Penal Code (IPC) in first five months of the current year. Crime statistics available with Meghalaya Police disclose that 1450 cognizable crimes have been registered in the state during January to May this year including 43 rape cases and two cases of gang rape. In addition, there were nine cases of attempt to commit rape registered under (Sec.376/511 IPC) during the period. There were 42 cases of assault on women with intent to outrage her modesty. Apart from cases of crime against women, there were 44 cases of murder ((Sec.302 IPC) and 20 cases of attempt to murder (Sec.307 IPC) registered in the same period this year in the state. The instances of abduction and kidnapping have also seen a rise in Meghalaya as 63 such cases were reported during the period. As many as 359 cases of theft too have been registered during the period in the state

Till August 13, the last day until when data is available with the Union health ministry, Assam recorded 2,016 JE and AES cases and 195 deaths. Thir ty-seven more people have succumbed to Acute Encephalitis Syndrome (AES), a disease that affects the brain, in a week in the country, taking the total number of deaths to 406, shows government data. The number of people infected with the disease has also gone up to 5,926 while that for Japanese Encephalitis (JE) is 903, with 93 deaths. Till August 6 this year, the country had recorded 5,413 AES cases and 369 deaths while JE cases were at 838, with 86 deaths. Troopers of 12 Assam Rifles stationed at Khudengthabi along Imphal-Moreh section of NH102 made the recovery from a bus (MN-04-7351) during checking. In this connection, Kamal Hassan (34), the driver of the bus, was arrested. The arrested smuggler along with the seized gold bars was handed over to the Customs Preventive Force on Friday morning. The total weight of the seized gold was 23315.96 gram worth Rs.6,79,66,023. The gold bars were found concealed underneath the seat of the driver, the source said. Manipur, which borders Myanmar, has become a conduit for smuggling of contraband goods.

500 non-tribals held for not having LP

Aizawl, Aug 18 (PTI): At least 532 non-tribals, living in Mizoram without valid Inner Line Permit (ILP), were arrested across the state, police said Friday. Police said that a special drive on the violation of ILP by non-tribal workers in the state was launched since yesterday and would continue for a few days. Those arrested would be produced before the local courts here. People visiting tribal areas, including Mizoram, required valid ILP in accordance with the provisions of the Inner Line Regulation Act 1873.

IMPHAL, Aug 18: Several organisations Friday resolved to urge Prime Minister and Government of India to repeal Armed Forces (Special) Power Act (AFSPA) in Manipur. The decision was taken at a public meeting jointly organised by Extra-judicial Execution Victim Families Association, Manipur (EEVAFAM), Human Rights Alert (HRA), Just Peace Foundation (JPF) and United NGO Mission Manipur (UNMM) to mark the beginning of 60th years of enactment of the Armed Forces (Special) Power Act (AFSPA) at Manipur Press Club. The Act which gives extra power to the security forces countering insurgency in Manipur and other Northeastern states and Jammu and Kashmir was

Agartala, Aug 18 (IANS): The Tripura police on Friday launched a probe over a fatwa issued against Chief Minister Manik Sarkar on Facebook, the authorities said. “After noticing the fatwa post on Thursday, an inquiry has been initiated following the registering of a criminal case at the West Agartala police station,” West Tripura district police chief Abhijit Saptarshi told IANS. He said, “Police registered the criminal case suo-motu under the relevant provisions of Indian Penal Code and Information Technology act. We would seek the help of cyber-crime experts to track the person.” Saptarshi said the post has now been deleted. “We would definitely be able to track down the account holder, but it would take some time. NHRC issues notice to MHA on deportation of Rohingyas

NEW DELHI, AUG 18 (AGENCIES): Intervening in the matter of Rohingya Muslims, the National Human Rights Commission on Friday issued notice to the government over its advisory to all the states asking them to identify and deport Rohingyas back to their country. The federal human rights body has asked union home secretary to send a detailed report in the matter in four weeks. including Rohingyas as they “pose security threat.” The government has expressed its fear that illegal immigrants are more vulnerable to getting recruited by terrorist organisations besides the fact that they are “burden on the limited resources of India.” Currently, there are around 40,000 Rohingya Muslims living illegally in India. The NHRC has observed that even though the refugees are foreign nationals, they “are human beings” and before taking a big step, the government of India has to look into

every aspect of the situation, keeping the fact into focus that the members of the Rohingya community, who have crossed into the Indian borders and are residing here for long, have a fear of persecution once they are pushed back to their native country. A statement by NHRC said, “.....the Supreme Court of India has consistently held that the fundamental right enshrined under Article 21 of the Indian constitution regarding Right to Life and Personal Liberty, applies to all, irrespective of the fact whether they are citizens of India or not.”

It further noted that India has been home to refugees, for centuries. It has continued to receive a large number of refugees from different countries. India is not a signatory to the 1951 Convention on Refugees and also the 1967 Protocol. But India is a signatory to a number of United Nations and World Conventions on Human Rights. “Till today, the country has evolved a practical balance between human and humanitarian obligations on the one hand and security and national interest on the other,” it said. The Rohingyas, who fled to India after violence in the western Rakhine state of Myanmar, have settled in Jammu, Hyderabad, Haryana, Uttar Pradesh, DelhiNCR and Rajasthan. The ministry of home affairs officials have stated that India was going ahead with plans to deport Rohingyas and is in discussions with Myanmar and Bangladesh governments on the issue. The government is also planning to set up “detention centres” for the refugees and if required “push them back” over the India-Myanmar border, if Myanmar refuses to accept the refugees back.

Seven arrested in Bihar for killing calf Patna, Aug 18 (IANS): Seven Muslims were arrested in Bihar’s West Champaran district for allegedly for killing a calf and consuming its meat, police said on Friday. Chanpatia SHO Rajesh Jha said that the seven, all residents of Dumra village, were arrested on Thursday after police were informed that they had violated the ban over cow slaughter by killing a calf. “Accused have confessed that they had killed a calf and consumed its meat,” he said, adding investigation in this case is underway. Jha said some local cow vigilantes informed police that Mohammad Shahabuddin of Dumra had killed a cow and was consuming its meat. “Police have found evidence of it when police entered his house and accused also confessed about his crime,” he said. However, Jha downplayed the reported demand of a mob, with bamboo sticks in their hands, to hand over arrested people to them for “justice”. Local Hindi dailies have reported that the mob staged a protest and pelted stones at the police vehicle after they refused to hand them over. According to local sources in the district, some Bajrang Dal activists along with two BJP workers instigated local villagers and gathered a mob to attack Shahabuddin’s house, beat up the residents but police arrived by that time and rescued them.

Govt says will continue to engage with China

MEA spokesperson Raveesh Kumar said peace and tranquility in the border areas is an important pre-requisite for smooth development of bilateral relationship. “We will continue to engage with China to find a mutually acceptable solution,” he said. Asked about incident between Chinese troops

and Indian border guards in Ladakh on August 15, the Kumar said, “I can confirm that there was an incident at Pangong Tso on August 15...Such incidents are not in the interest of either side.” According to reports, Chinese soldiers were said to have attempted to cross the Line of Actual Control near Pangong Lake, but were stopped by Indian soldiers. Sources said, there was a heated exchange of words and a standoff between the troops continued for more than an hour, during which stone-pelting was also reported. Kumar said two border personnel meetings (BPMs) had taken place

between Indian border guards and Chinese troops recently -- one in Chushul on August 16 and another at Nathu La a week before. When asked whether China had shared hydrological data with India as floods have severely hit Assam and Bihar, Kumar said no such data was received from Beijing on Brahmaputra this year. India and China have an existing mechanism under which both countries share hydrological data. Kumar said non sharing of hydrological data by China cannot be linked to the current standoff as there can be technical reasons for it.

Khokhar has sought extension of bail till October to arrange funds to pay his lawyers and finalise the sale of his properties. On July 20, Khokhar was granted interim bail and this was extended later. In 2013, the trial court had acquitted Congress leader Sajjan Kumar in the case but Khokhar was convicted along with four others. Retired naval officer Captain Bhagmal, Girdhari Lal, former MLA Mahender Yadav and Kishan Khokhar were held guilty along with Balwan Khokhar.

But they could not call for help as they said they did not have mobile phones. So they just left,” Kumar said. Nature’s wrath

lobal climate change is no longer just an issue of concern but a tragedy that has struck with fury on millions of people across the world, when abnormally heavy rains caused flash floods, triggered landslides, destroyed bridges and dwellings and taking the lives of several hundreds. The north east region also experienced it worst ever monsoon fury which rendered several thousand were rendered homeless in the ravaged towns, villages and cutting off communication in several areas. The state governments were helpless to prevent nature’s fury from wreaking such havoc. Assam bore the brunt of the flood fury as the mighty Brahmaputra, the source of livelihood brought death and destruction instead. The havoc was a combined net effect of raging flood from torrential rains, silting due to unchecked deforestation and failure of successive state governments to implement effective preventive measures. The monsoon rains turned Assam into a vast lake inundating hundreds of villages and affecting lakhs of people in 25 districts. The swift flowing tributaries of the Brahmaputra gushing down from the mountains provided the momentum that led to displacement, destruction, disease and deaths. Hundreds of human lives and animals have been lost and several thousands still marooned and lakhs taking shelter in makeshift camps in highlands. This year the floods have been particularly severe and even rail links from Northeast to rest of India have been cut off with lines snapped in several places in Assam, North Bengal and even Bihar. The sad part is that even after 70 years of independence, the annual floods in Assam has not been contained through effective solution. Thousands of crores rupees have been spent on flood control, embankments, relief and rehabilitation etc, but all efforts seem to be ad-hoc, meant only to tide over an immediate crisis. It is not only the downstream Brahmaputra and Barak Valleys which bear the brunt of the annual water woes, but also the hill states of Arunachal Pradesh, Nagaland and Meghalaya. The degradation of forest cover in the north east , is a major factor for floods as massive erosion both in the upper reaches and valleys caused heavy silting which in turn raise river beds with the resultant overflow flooding the lowlands. It is noteworthy, however that when prime minister Narendra Modi visited Assam recently to take stock of the flood situation, the first step was taken to put in place a strategy to deal with such natural calamities. Modi toured the flood hit areas, saw first hand the sea of sorrow, and disbursed immediate financial relief besides initiating the formation of a High Level Committee to find permanent solutions to the problem. A national level meet is scheduled for September this year, in Guwahati where effective plans are expected to emerge out of a detailed study undertaken by experts. A sum of Rs.100 crore was allocated by the Centre for this purpose. On its part, the Assam government is also going in for major reform of its Water Resources Department and is purchasing dredgers for desilting some of the tributaries of the Brahmaputra on an experimental basis. The plans are ambitious and hopefully making Brahmaputra as National Water –II would change the concept and economy of the region. A holistic approach has to be taken to include all environmental parameters in working out the requisite strategy.

In other words, rid yourself before God of everything that might be considered a possession until you are a mere conscious human being standing before Him, and then give God that. That is where the battle is truly fought— in the realm of your will before God. Are you more devoted to your idea of what Jesus wants than to Jesus Himself? If so, you are likely to hear one of His harsh and unyielding statements that will produce sorrow in you. What Jesus says is difficult— it is only easy when it is heard by those who have His nature in them. Beware of allowing anything to soften the hard words of Jesus Christ. I can be so rich in my own poverty, or in the awareness of the fact that I am nobody, that I will never be a disciple of Jesus. Or I can be so rich in the awareness that I am somebody that I will never be a disciple. Am I willing to be destitute and poor even in my sense of awareness of my destitution and poverty? If not, that is why I become discouraged. Discouragement is disillusioned self-love, and self-love may be love for my devotion to Jesus— not love for Jesus Himself.

Post-mortem The law is mightier than the pen Farm Loan Waivers: Why bad economics makes for good politics T

S

everal state governments have waived off farm loans over the past few months. The second volume of the Economic Survey released late last week analyses the economic impact of this phenomenon. Here are the points that the Survey makes: a) What farm loan waivers basically do is that they transfer debt from the level of individuals and households to that of the state governments. When a state government waives off farm loans it needs to compensate the banks which had originally given the loans to farmers. Hence, it ends up with the debt of the farmers. The Economic Survey expects the farm loan waive offs to cost anywhere between Rs 2.2 lakh crore and Rs 2.7 lakh crore. As the Survey points out: “It is assumed that waivers will apply at the loan rather than household level, since it will be administratively difficult to aggregate loans across households. It is also assumed that other states will follow the UP model. On this basis, an upper bound of loan waivers at the All-India level would be between Rs. 2.2 and Rs. 2.7 lakh crore.” This is simply because the demand for waive offs will come from other states as well and the state governments are expected to comply. The Survey points out that “the widespread demand for loan waivers could simply be a demonstration effect from the UP loan waiver.” b) The Survey believes that waivers will reduce demand in the country to that extent of Rs 1.1 lakh crore or 0.7 per cent of the GDP. This will be a huge deflationary shock to the economy. c) The farmers will benefit from the waive off and increase their consumption, the Survey says. While, this sounds true in theory, the actual evidence from 2008-2009 when the central government had announced farm loan waivers, is different. Research found that actual consumption did not go up after the farm loan waivers. d) The state governments will have to borrow more in order to compensate the banks which have given loans to farmers. A part of the compensation for the banks will also come from the governments having to cut their expenditure in other areas. Since the governments will not be in a position to cut their regular expenditure like salaries, repayment of interest on the outstanding debt, etc., it will have to cut the asset creating capital expenditure.

As the Survey points out: “a recent illustration is Uttar Pradesh which has slashed capital expenditure by 13 per cent (excluding UDAY) to accommodate the loan waiver.” This is a point that the latest monetary policy statement of the Reserve Bank of India, also made: “Farm loan waivers are likely to compel a cutback on capital expenditure, with adverse implications for the already damped capex cycle.” e) Also, the state governments are yet to clearly define who will benefit from the waivers and who won’t. This essentially leads to two points. One, it is difficult to come up with the overall cost of the waivers. Two, in order to implement the waivers, the state governments need to come up with clear definitions. This basically means that any implementation will take time and the benefits won’t be immediate. As the Survey points out: “Three states have been specific about the waiver schemes: UP has announced waivers of up to Rs. 1 lakh for all small and marginal farmers; Punjab’s limit is Rs. 2 lakh for small farmers without defining who these are; and Karnataka has limited the waiver amount to Rs. 50,000 (Maharashtra’s waiver terms are still unclear). The waiver announcements also do not make clear whether the amounts will apply to households or loans: typically, a household will have more than one loan.” f) There are other negative effects of the waiver as well. Credit discipline (or the basic idea that loans need to be repaid) goes for a toss. Further, it benefits only those who borrowed from formal sources. Also, a “World Bank study found that lending increased following the 2008-09 waiver even if not in the districts with greater exposure to the waiver.” Given these negatives on the economic front, it is important to ask why are farm loan waivers being made. The reason for this is fairly straightforward: the gains of farm loan waivers are more visible than losses. When farm loan waivers are announced in one state, a large section of the farmers in that state who had taken on loans from the banking system, benefit from it. This is a clear visible effect, which the governments like to cater to. The negative effects are not so visible. Now take the case of a state government which needs to borrow more in order to pay off the banks which had made

the farm loans in the first place. It will end up paying a higher rate of interest on its increased borrowings because at the end of the day the financial system has only so much money that can be borrowed. And any increased demand leads to higher interest rates. As the Economic Survey points out: “Demands for farm loan waivers have emerged at a time when state finances have been deteriorating. The UDAY scheme has led to rising market borrowings by the states, expected soon to overtake central government borrowings. As a result, spreads on state government bonds relative to g-secs have steadily risen by about 60 basis points.” The UDAY scheme was basically debt restructuring scheme which moved debt from the balance sheets of power companies run by state governments to that of the balance sheets of the state governments. Due to this the interest paid by state governments on their debt is around 60 basis points higher than that paid by the central government on its debt. The extra borrowing because of the farm loan waivers will only push up this rate of interest for state governments, making things even more difficult for them. At the same time, states will also have to cut down on their capital expenditure in order to finance a part of their waiver. The deflationary shock because of this will be spread across the length and breadth of the country. Hence, each individual will have to take on only a small part of the pain. And he or she may not even feel it in the first place. These are negative impacts of farm loan waivers, which are not as clearly visible in comparison to the direct benefit to farmers whose loans have been waived off. Or take the case of the government of Maharashtra charging a drought cess of Rs 9 every time one litre of petrol is bought in the state. Why is this cess even there during a time when there is really no drought in the state? It is there so that the government can meet its expenditure on account of farm loan waivers and other expenses. The question is how many people even know that such a cess exists, in the first place. The point is that there no free lunches when it comes to economics. It’s just that their cost is not visible many times and politicians simply make use of that. Vivek Kaul

R Zeliang seems to have got his priorities wrong when he said that the voice of the majority always prevails because the majority of legislators matters inside the Assembly, but not in the political party they belong to. More so when the legislators themselves have either been expelled or suspended from the political party from which they got themselves elected. And it is a crying shame that these discarded legislators are still clinging desperately and wistfully to their memory that is the NPF! It is true that majority of the MLAs have made him the Chief Minister. But the pertinent issue at hand is whether the process followed to become the Chief Minister was legal or not. Paragraph 2 (1) (b) of the Tenth Schedule of the Constitution of India states that “a member of a House belonging to any political party shall be disqualified for being a member of the House if he votes or abstains from voting in such House contrary to any direction issued by the political party to which he belongs or any person or authority authorized by it in this behalf…” This makes it abundantly clear that it is the political party, and not the Legislature Party, which appoints the Whip which is the person or authority authorized by the political party to issue directions regarding voting in the House. In the instant case, the Whip appointed by the Naga People’s Front is Kiyanilie Peseyie who was appointed at the Chief Whip of the NPF on November 14, 2014 and notified by the Assembly Secretariat on November 15, 2014. His appointment has not been cancelled/ rescinded till date. It was this very Whip which saved TR Zeliang in the early part of 2015 when the Sovima campers mustered majority MLAs and rebelled against his leadership. Bare perusal of Para-

graph 2 (1) (b) of the Tenth Schedule makes it amply clear that there is no power vested with the Legislature Party of any political party to appoint a Whip, apart from and independent of the Political Party. TR Zeliang seems to have been unreasonably buoyed by the fact that some expelled party functionaries have joined his bandwagon. Unreasonable, because these functionaries have no say whatever, regarding the cohesion and integrity of the NPF party. Rotten potatoes are best discarded, and these potatoes may not do any good to anyone wherever they go. TR Zeliang got his facts right when he said it is not in the power of any individual to alter the Constitution of the NPF. And it is sure to tickle him pink when he is informed that the 8th Amendment of the Constitution of the NPF was approved by the Central Executive Council on January 29, 2016 in furtherance to the decision of the General Conference of the party on November 26, 2014 to “streamline and achieve an efficient working system” of the Central Office. He could become nostalgic, nay, almighty sentimental when reminded that it was this same Constitution which saved him from being toppled from his Chair as recent as 2015! The NPF absolutely agrees with him when he said the rank and file of the NPF party should uphold the true spirit of the party because everyone is confident that the Election Commission of India would soon restore the party properties to the rightful party as desired by the majority of the party functionaries like it did in 2015. Retrospection on the Prime Minister’s speech on 15th August

he Prime Minister who addressed the nation of the 71st Independence day on 15th August from the ramparts of the historic Red Fort was televised and millions of Indians across the country were keenly listening to his usual emotionally-charged tone of voice which was distressful to many, especially who believe life in the otherworldly, when he said: “Patriotism knows no religion”. This statement clearly reflects his haughtiness, his stubbornly inflexible arrogance and his absolute

rejection of the existence of God who will destroy all nations with “fire and brimstones’’ someday. In his heart, God is held in second place and power is all what mattered to him. Perhaps, he fails to know what Albert Einstein once said: “Heroism in command, senseless violence and all the loathsome nonsense that goes by the name of patriotism – how passionately I hate and how vile and despicable war to me.” He said he would rather to be hacked in pieces than to take part in such an abominable business.

Patriotism should have been interpreted in terms of “Love of one’s own country”, and obviously not to the exclusion of one’s religion which is like an inseparable body just as we cannot dissect the head from the body. He went on to say: “Fanatics cannot use religion to divide the country” when the Prime Minister Modi himself is fanatical tyrant, who is all out to decimate the adherents of Christianity and Muslim calling them as rebellious, through its strong organization RSS and promote Hinduism in the

country on the principle of one country and one religion. Donald Trump, on the other side, is threatening North Korea with “fire and fury” which he said would be too terrible for the North Korea. We all know how great leaders of the world are suffering from acute delusions of grandeur, and they sometimes tend to behave in fanatical way as they are already being drunk with their political ideologies. am shocked to learn this morning that some unidentified persons went to the residence of Shilumar, Press Secretary of Rio group to “discuss about the statement issued by him…” One may or may not agree with what someone writes in the newspapers, but that does not mean one should make visits personally with whatever intentions. I, for one, do not agree with most of the things my young friend Shilumar writes, such as serving a 15-day ultimatum to Dr Shurhozelie to step down as Party President and reminding him to hand over moveable and immovable properties before August 13. Such unconstitutional demands are ridiculous bordering to the absurd because the Constitution of the NPF clearly mentions about the procedure for election of party President and Central Office Bearers etc.

The legislators of the party are not authorized or competent to elect or appoint any functionary of the political party NPF least of all, the President. Usage of unsavory language such as “failure to comply to the directives, we shall be compelled to initiate our own course of actions and the consequences and negative fallout, if any, Dr Shurhozelie Liezietsu will be held accountable” (sic) is most regrettable and uncalled for. However, I shall be the first to protest, argue and point out that he, Shilumar, has every right to write whatever he believes in. His right to express himself in any media is an inalienable democratic right which cannot be deprived by any person, group of persons or any authority. Differences of opinions should be settled through discussions using appropriate platforms and never through physi-

cal confrontations. One must not think of imposing one’s school of thoughts forcibly through coercion or intimidation. After all, we are no longer living in the days of headhunting where might was right and political inclinations, it must be kept in mind, would differ from person to person depending on beliefs, ideologies and personal relations. The ongoing political crisis in the State is most unfortunate and the political grouping within the Naga People’s Front family is disheartening. However, rule of law must prevail and since the matter is being taken to the Courts of law, we all must be patient and wait for the outcome of the verdict. There are FDCs (First Day Covers), Broachers as well as new Postal Stationery (Collectors’ packs, Miniatures/Souvenir Sheets). Also it has stamps on various themes and personalities and even scented stamps. Nowadays one can subscribe online through IndiaPost. A specially ordered “Personalised stamp” (called MyStamp – individual/family photo or company logo printed next to base stamp design) can also be used for postage. It is a significant step by India Post for issuing commemorative stamps with catalogue to honour the historic event from time to time. I opened Philatelic Deposit (PD) Account for our daughter during her kindergarten days. It is not recharged for a couple of years. Recently we received a correspondence from GPO stating assist of the said account. It is a great pleasure to receive philatelic letter in this age of the internet where it is harder to receive letters any more. The endeavour of their effort is truly appreciable. It may be of great help for those avid stamp collectors besides local philatelists and pen friends across the country and abroad. Many refused to believe that philately is dead. Should we be worried about the decline of PD account? Merchandising product like T-shirt and popular stamps on mugs could attract people to gain interest in philately. Mumbai bureau could catch youngsters the bug and the word-of-mouth during Tendulkar retirement. India Post has been the backbone for communication and played a crucial role for socioeconomic development. The internet may offer a huge opportunity for attracting new collectors. Bhavana Suryakiran sustained minor burn injuries on his thigh as the Redmi Note 4 he was carrying in his trouser pocket caught fire in Ravulapalem town in East Godavari district earlier this week. “We would like to clarify a recent incident of a damaged Redmi Note 4 in East Godavari, Andhra Pradesh. New Delhi, Aug 18 (PTI): Finance Minister Arun Jaitley has written to state chief ministers seeking a cut in sales tax or VAT on fuels like natural gas that have been kept out of the GST but are used as inputs for goods that come under the new indirect tax regime. Finnish police said in a news conference that two people have died and six needed hospital treatment after a knife attack in the city of Turku. Police had yet to confirm how many people had been wounded but witnesses said they had seen several bodies lying on the ground in a busy area of the southwestern city. The record is the fourteenth solo album from the legendary Led Zeppelin frontman, and his first since 2014’s ‘lullaby and…The Ceaseless Roar’. Ko h i m a , Au g 1 8 (NPN): Nagabazar FC and Power Comm registered wins at the ongoing Kohima Football League on Friday. Playing the first match of the day, Nagabazar FC fought back from one goal down to beat New Market FC 2-1.

He found the net again in the 85th minute of the match to become the first person to score a hattrick in the ongoing tournament. Kochi, Aug 18 (IANS): Former Indian pacer S. Sreesanth, who on August 7 got a huge boost when the Kerala High Court lifted the life ban imposed on him by the BCCI, approached the court on Friday asking for relief as BCCI still has not acted in the matter. Sreesanth in his petition asked for the immediate intervention of the court saying that he wished to travel to play in the Scotland League and the BCCI, despite the court lifting the ban, has not given him an NOC to be submitted to the Scot cricket authorities. He said the Scotland League has reached its last leg and any more delay could be detrimental to him. The court will take up his petition on Monday. Sreesanth, along with two other players, was exonerated in 2015 by a Delhi court in the case registered by Delhi Police which invoked the Maharashtra Control of Organised Crime Act (MCOCA), but the BCCI Disciplinary Committee headed by present Union Finance Minister Arun Jaitley slapped a life ban on Sreesanth. Following this, he approached the Kerala HC, which on August 7 lifted the life ban. Even though the Kerala High Court has lifted the ban, the BCCI has decided to go in appeal against the single bench verdict.
