2019 LS polls: Oppn unite to bring in ballot papers NEW DELHI, AUG 2 (AGENCIES): A bouquet of opposition parties have managed to unite on the crucial issue of using ballot papers instead of Electronic Voting Machines to conduct the Lok Sabha elections next year and have decided to approach the apex polling body to make a formal request. According to sources, as many as 17 parties will approach the Election Commission. Those on board include the Congress, Samajwadi Party, BSP, NCP, RJD, AAP, YSR, DMK, JDS, TDP, Kerala Congress Mani, Left parties CPI and CPM and Trinamool Congress. The parties have, however, not yet sought a date from the poll panel. First, the Congress will decide its strategy at a meeting of its highest decision making body - Congress Working Committee – this weekend and this will be followed by an all-party meeting at senior leader Ghulam Nabi Azad’s house on Monday.

They are expected to approach the Election Commission sometime next week. Sources said that consensus on the issue was built thanks to TMC supremo Mamata Banerjee, who visited Delhi for two days and held a series of meetings with leaders of several opposition parties, including Rahul and Sonia Gandhi. She had come to the capital to invite them for her federal front rally in January 2019. Banerjee was heard appealing to all opposition party leaders who visited her in the TMC office in Parliament, to send a joint delegation to the Election Commission over reports of EVM tampering and to demand that the 2019 general election be held on ballots. “All opposition parties should go to EC on this matter. DIMAPUR, AUG 2 (NPN): Joining hands with over six lakh University and College teachers from across the country, the All Nagaland College Teachers Association (ANGCTA) would go on a mass casual leave on August 3, 2018 to protest against the proposed Higher Education Commission of India Act, 2018 and other issues. The protest has been called by All India Federation of University and College Teachers Organisation (AIFUCTO). In a press release, ANGCTA president, Lily Angami, and general secretary, Dr. Kekhriseno Christina, said the protest was against Centre’s decisions that would affect the future of higher education and hurting the interest of teaching and teachers community in the country. Tokheho raises calamity issues D I M A P U R , AU G 2 (NPN): Lone Lok Sabha MP from Nagaland, Tokheho Yepthomi, Thursday raised the emergency situation being faced by Nagaland due to rain-triggered landslides and flood in the Parliament. Raising the issue during Zero Hour in the Lower House, the MP sought the permission of the Speaker and requested the Union Home Minister to send an officer to Nagaland to visit the affected areas in the state. Tokheho said that Nagaland was facing serious situation due to heavy rain and thunderstorm, which has disrupted normal life in the state. He pointed out that the state capital and all districts particularly Phek, Kiphire and Tuensang districts have been cut off due to numerous landslides. Further, the MP told the house that six persons have been washed away in floods and many families have been evacuated from the collapsed houses in the landslides areas. He also highlighted about clogging of River Sidzu by landslide that was posting grave danger to downstream villages.

Rio’s message at Tsungremmung festival Mokokchung, Aug 2 (NPN): Nagaland chief minister Neiphiu Rio graced the second day of the Tsungremmong Mini-Hornbill Festival in Mokokchung town as principal guest where he joined in the traditional vine pulling from the town square (police point) to the venue at Imkongmeren Sports Complex. NEW DELHI, AUG 2 (IANS): CBI has registered a murder case against Army Major Vijay Singh Balhara and seven others in the killing of a 12-yearold boy in Manipur in an alleged “encounter” in 2009, the agency said on Thursday. The Central Bureau of Investigation (CBI) named Balhara in an FIR it filed on Tuesday against the accused in the death of Azad Khan. Balhara was attached with Assam Rifles and was heading a team when the alleged ‘encounter’ took place. The CBI’s move comes after the Supreme Court on July 14 directed the agency to go through the records of the case, lodge necessary FIR and complete the investigation on the basis of a report submitted by the Justice Santosh Hegde Commission. Besides Balhara, Broason Thanga (Havaldar), Suresh Meitei (then Havaldar) and Thangjapo Toithang (a driver) are named along with four other unidentified security persons in the CBI FIR. All the accused allegedly took Khan, a Class VII student with no criminal antecedents, from his home before his death, the Commission said in its report. DIMAPUR, AUG 2 (NPN): Indian Air Force (IAF) Eastern Air Command would be air dropping essential commodities in the landslideaffected districts tentatively on August 3, 2018. Nagaland State Disaster Management Authority (NSDMA), Home Department informed that the operation would begin

has informed the general public that the State Emergency Operation Centre (SEOC) toll free number is 1070. It stated that the toll free number, which is functional 24/7, is an emergency helpline for any kinds of natural disasters. Further, one may also call on 03702291120/22 the land line number of the SEOC.

All-out effort to reach essentials

State government is making all-out effort to reach essential commodities including petroleum products to Kiphire and Pungro area, which have been completely cut off due to massive landslides and sinking of portions of roads

leading to the district from both Meluri and Tuensang sides. According to the district administration, Kiphire has food-stock to last for a couple of days and rationing has been imposed for food and petroleum products, a DIPR report stated. Home department has tied up with the Central Ministry of Home Affairs for Air lifting essential commodities to the cut off areas. However, the operation has been hampered by inclement weather and is on standby at present. Food & Civil Supplies Department are also geared up and has prepared the food grains for transport as and when the air lifting is feasible. Meanwhile, the officers from the district administration of both Kiphire and Meluri are camped at the spot where a large section of the road has sunk 8km from

Meluri side. Te m p o r a r y t r a n s i t camps have been constructed with the help of volunteers on either side for facilitating manual carriage of essential commodities across the affected area from where the trucks could be utilised to transport the goods to Kiphire. A few goods-laden trucks are already reported to be stationed at Meluri while oil tankers are already on their way negotiating via Mao gate towards Meluri with dobashi guides. More essential commodities are expected to reach Meluri soon. Volunteers of Association of Off-Road Nagaland with specialised light and medium vehicles have left Kohima August 2, 2018 morning in route Meluri to assist in the lifting of essential commodities and petrol/diesel. Nagaland BJP declares ‘unflinching’ support for Naga peace talks DIMAPUR: On the eve of the third anniversary of signing of the Naga Peace Accord, State BJP president Temjen Imna Along has reiterated his party’s “unflinching support” for the talks between Government of India and various Naga political groups. In a press release, the party’s media cell said the people of Nagaland and other Naga-inhabited areas were eagerly awaiting a final and peaceful settlement to the decades-old Naga issue. The party recalled that the then Prime Minister Atal Bihari Vajpayee had accepted the uniqueness of Naga history and situation, which was one of the underlined principles of the agreement. The decisiveness of the current BJP government at the Centre in signing

DIMAPUR: Power department has informed consumers under electrical sub-division No-II, Dimapur, that there will be shutdown of power from 5 am to 9:30 am on August 3. DIMAPUR: As the state reels under the incessant torrential rains and the resulting landslides, land subsidence and floods, reports related to these crises continue to come in. DYORU wants emergency assistance for 3 villages: The Dimapur Yanmhon Old & Ruchan Union (DYORU) has appealed to the concerned department to grant emergency assistance for farmers and households affected by the discharge of water from Doyang Hydro Electric Project (DHEP). A press release from DYORU chairman, Lichumo Tungo and Tsenlamo Lotha stated that the constant discharge of huge volumes of water from all the spillway radial gates of the DHEP from July 28 to date had severely affected three villages. The union identified the villages as Rhenthan, Ruchan and Liphi. According to DYORU, all the cash crops cultivated with hard labour, including valuable species of planted trees, residential homes, farm houses, livestock etc. were completely damaged or destroyed. As a result of this, the farmers are suffering untold miseries, the release stated. YAA anguished; requests ex gratia for af-

Sonamura (Tripura), Aug 2 (PTI): In one of the biggest ganja seizure in Tripura, the Border Security Force (BSF) has seized 3,350 kg of ganja, worth Rs 1.68 crore from near the Indo-Bangla border in Sipahijala district Thursday, police said. The BSF troops raided two houses at Kamalnagar village in the district near the Indo-Bangla border, about 70-km from the state capital and seized the ganja, a BSF officer said. “Acting on a tip-off BSF troops raided two houses and recovered dry ganja tightly kept inside 87 drums. The drums were put five feet depth of the surface and plantations of betel leaves were made on those surface,” BSF DIG, Kailash Chand Poonia said. Two persons were detained in this connection, the police said.

G u wahati , Au g 2 (PTI): The flood situation deteriorated sharply in Assam Thursday, with the death toll reaching 41 and over one lakh people affected, authorities said. According to the Assam Disaster Management Authority (ASDMA), three persons died in Dhemaji, Udalguri and Golaghat districts of the state today. Till yesterday, 58,600 people were affected in five districts of Dhemaji, Lakhimpur, Golaghat, Sivasagar and Charaideo, with the Brahmaputra river and its tributaries flowing above the danger level, it said. The deluge has spread to eight districts -- Dhemaji, Lakhimpur, Biswanath (flash floods), Udalguri, Barpeta Golaghat, Sivasagar and Charaideo. Over 5,000 hectares of agricultural land have also been affected, the ASDMA said. It said the district authorities were running 99 relief camps and distribu-

New Delhi, Aug 2 (PTI): Amidst a raging debate over the exclusion of 40 lakh people from the final draft of the NRC, the country’s top census official Thursday said no Indian will be left out of the final list of Assam’s citizenship on account of “technicalities” and the authorities were alive to the concerns of those left out. Registrar General and Census Commissioner of India Sailesh told PTI in an interview that a “lack of information and knowledge” about the application process for the National Register of Citizens (NRC) could have led to the omission of names from the second and final draft that was published on July 30. “These things are a matter of concern for us also and we would like to ensure that no Indian citizen is left out purely on technicalities. There may be some cases, where, due to lack of information and empowerment, certain documentation has gone missing from a person, but if that person is a genuine Indian citizen, he should not

Informing this to media persons, chief minister N Biren Singh said that the state level monitoring committee would be headed by state special secretary (home) and all deputy commissioners and SPs of districts as members. The district level monitoring committee would be headed by concerned DCs and SP, all SDOs, SDPOs, SDCs and OCs of police stations of concerned districts as members, Biren said.

Apprehending that people from neighbouring Assam may “sneak into their territory” in the wake of NRC publication, the All Arunachal Pradesh Students’ Union (AAPSU), in a statement, said it would launch ‘Operation Clean Drive’ to evict “illegal migrants” and assist district authorities to keep vigil at the entry points of the state. (Twitter/@AITC Official) K o l k at a , A u g 2 (Agencies): The members of a delegation sent by Trinamool Congress to Assam to assess the situation in the state after the release of the final draft of the National Register of Citizens alleged that they were “beaten” and “confined” by police at the Silchar Airport on Thursday. The eight-member team had reached the airport around 1.30 pm to attend a citizen’s convention in the city and was also supposed to visit Nagaon and Guwahati on Friday. The team included six MPs - Sukhendu Sekhar Ray, Kakoli Ghosh Dastidar, Ratna De Nag, Nadimul Haque, Arpita Ghosh and Mamata Thakur

- and Bengal urban development minister Firhad Hakim and MLA Mahua Moitra. Speaking to News18 over telephone, Kakoli Ghosh Dastidar said the moment they landed at the airport, they were detained by policemen and not allowed to exit the premises citing the reason that Section 144 had been imposed in the city. “When we asked for justified documents, they were unable to show us. The Assam police chased and beat me and my colleagues Mohua Moitra, MP Sukhendu Sekhar Ray and others. We were kept confined,” he alleged. Sukhendu Sekhar Ray also claimed that he and other members of the del-

egation were roughed up by the police. A video doing the rounds of social media shows MLA Mohua Moitra being chased by a lady police officer while Dastidar can be seen surrounded by Assam police.

Mamata says ‘supreme emergency’

West Bengal chief minister and TMC supremo Mamata Banerjee also claimed that each member of the delegation, including the female lawmaker, was manhandled. “People of Assam are panicking and the situation there is like a super emergency,” she said. “BJP is trying to threaten democracy. What is BJP trying to hide in Assam? I

am very disappointed how the MPs and media have been manhandled at Silchar airport. This situation cannot continue,” she told reporters. According to sources, the TMC delegation is still under preventive detention in Silchar and has been given two options by the police - stay in Silchar and take a direct flight to Kolkata on Friday morning or travel to Guwahati and take a flight out from there. In both cases, they will not be allowed to meet anyone as Section 144 has been imposed in both cities, sources told News18. Assam DGP Kuladhar Saikia said the police action was necessary as deterioration of law and order situation can’t be allowed. “On reaching airport, the TMC delegation were informed that Section 144 is in force and NRC is being updated peacefully,” he said. He said that three policeman, including a lady constable, were injured in the scuffle with TMC members and even released their prescriptions that said they had pain and swelling. The incident has also led to a war of words between the TMC and the BJP. TMC MP Derek O’Brien also described the incident as “super emergency” and said that it was the right

The party is also planning to bring a privilege motion against the detention of its MPs in Lok Sabha on Friday. “Assam Police has detained them at Silchar Airport. They are interferring with the free movement of people. This is a breach of privilege,” Ray said, adding “we want government response on this”.

5 India condemns Indian national’s killing in Kabul New Delhi, Aug 2 (IANS): The government on Thursday expressed “deep anguish” at the killing of an Indian national, along with two of his colleagues working in an international company in Afghanistan, and condemned the incident in the strongest terms. “It is a matter of deep anguish that an Indian national, working for an international company, was kidnapped along with two of his colleagues from Malaysia and Macedonia in Kabul today,” External Affairs Ministery spokesperson Raveesh Kumar said in response to queries. “The local authorities later informed that the three kidnapped, including the Indian national have been killed by the kidnappers,” Kumar said. “ T h e g ove r n m e n t condemns this incident in the strongest terms.” All the three, working for international food company Sodexo in Afghanistan, were kidnapped and killed by gunmen in the Afghna capital. The Indian national is said to be 39, the Malaysian 64 and the Macedonian 37, according to the BBC .

Parliament is not your party office: Trinamool tells BJP NEW DELHI, Aug 2 (Agencies): Opposition protests in parliament putting on hold a couple of crucial addresses - one by home minister Rajnath Singh and another by BJP chief Amit Shah - the BJP today hit out at the Trinamool Congress, accusing it of blocking the leaders. But the party was rebuffed strongly by TMC lawmaker Derek O’Brien, who said parliament was not the BJP party office and everyone had the right to speak there. Parliament has witnessed repeated protests over the last three days - most of it centering the draft citizens’ list in Assam. Rajya Sabha has been adjourned without any business being conducted. Not much could be done in Lok Sabha either. Home Minister’s Rajnath Singh’s address on the subject has been repeatedly postponed since Monday. On Tuesday, BJP chief Amit Shah’s speech on Assam citizens’ list was cut short by vociferous opposition protests. A re-run took place today when he rose to speak on the farmers’ issue. SRINAGAR, Aug 2 (PTI): Two Hizbul Mujahideen terrorists were killed in an encounter Thursday after they fired upon security forces in the Kupwara district of Jammu and Kashmir, police said. Security forces had established a check-point this afternoon at Khumriyal in Lolab area, a police spokesman said. added. In the brief encounter, two militants were killed by the security forces, the spokesman said. The slain militants were identified as Zahoor Ahmad and Bilal Ahmad Shah of Shatmuqam village, he added. “They were affiliated to the proscribed terror outfit Hizbul Mujahideen. Both the terrorists were involved in several attacks on security establishments and caused atrocities on the civillians in the area,” the spokesman said. He said that besides an AK-47 and an INSAS rifle which was snatched from a policeman in Kandhar area of Kupwara on Tuesday, was also recovered from the slain terrorists.

Pregnant woman gangraped in Maharashtra

Mumbai/Sangli, Aug 2 (IANS): A shocking case of an eight-month pregnant woman from Satara being gang-raped by eight men in Sangli has come to light. Taking serious note, the Maharashtra State Commission for Women on Thursday sought a report from the local police. The incident occurred around 6 a.m. on Tuesday when the 20-year-old woman, along with her hotelier husband, had gone to Turchi Phata in Tasgaon for a business meeting. An official of Tasgaon police station told IANS that the hotelier and his wife were on the lookout to hire a couple for their hotel business. One of the accused, Mukund Mane, had called him (the hotelier) to Turchi Phata claiming such a couple was ready to work for them and asked him to bring Rs 20,000 as advance payment for them. When they reached the location, Mane and his men pounced on the hotelier couple, assaulted them with pipes and sticks, robbed them of the cash besides the woman’s gold ornaments. Then they tied up the husband, gagged and locked him inside his vehicle and then allegedly gang-raped the woman. They ignored her repeated pleas to let her go since she was eight months pregnant and after committing the crime escaped from there. The attackers threatened them against informing the police claiming “they were locally very influential and nobody would listen to them”.

little over 30 girls from ages 7 to 17 were either drugged, physically beaten up and raped for the past few years in a Bihar home ‘Seva Sankalp Samiti’ or Muzaffarpur shelter home or to be precise, the ‘horror home’ run by a monster who has links with powerful ministers in Bihar. After the Mumbai-based Tata Institute of Social Sciences exposed Thakur’s deeds in its social audit report of the shelter home for girls, Bihar’s social welfare department looked into the running of the Chaturbhuj Sthan shelter on March 20. It is also reported that Thakur, who owns three newspapers, had also contested the Bihar polls in the past - by all accounts a rich, influential individual who hobnobbed with some of the top politicians of the state. The charge sheet cites the statements of the 32 victims who were raped over several months. The police say that 67 medicines were used to drug the girls before they were raped. The girls were injected with medicines meant for epileptics to make them unconscious before the sexual abuse, say police. The first FIR registered in May names Thakur as one of the prime accused in the rapes. A media report had pointed out, shockingly, the women were missing on June 9 but that the FIR was filed only on July 29.Sexual and physical abuse are common in care homes, where many children are not orphans but placed in care by parents who are too poor to feed, clothe and shelter them, campaigners say. There have been scores of reports in the media, about violence and sexual abuse in various children’s homes throughout the country. The governmental National Commission for the Protection of Child Rights (NCPCR) estimates that there are about 7,300 care homes in India, which are home to some 230,000 children. About 1,300 of these shelters are unregistered, it says, which means they operate illegally with little or no oversight. A report prepared by Asian Centre for Human Rights (ACHR) highlights emblematic cases of systematic and often repeated sexual assault on children in juvenile justice homes. In the case of government-run juvenile justice homes, according to the study, the perpetrators were staffs including the caretakers, security guards, cooks and other Class IV employees and the senior inmates. In two cases, the sexual abuses were committed by the senior inmates in collusion with the staff. With respect to the privately/NGO-run juvenile justice homes, says the report, the perpetrators include managers, directors, owners, founders and their relatives and friends, staff members such as caretakers, wardens, cooks, drivers, security guards, gatekeepers, senior inmates and outsiders including security guards. Out of the 27 cases in privately/NGO-run homes, inmates were responsible for the offences in five cases and out of these, in one case offence was committed in collusion with the staff. The furore against rapes and crimes against children has led to the introduction of death penalty this year for those raping girls under 12 and increased the prison term for the rape of older girls and women following nationwide disgust over the rape and murder of an eight-year-old girl. The image of India has been abysmal in terms of molestation and rapes on women including girls. Such incidents demand a stricter rule and monitoring of various NGOs running shelter or orphanage homes and unless this is done, poor and helpless children will continue to be victims of monsters in the garb of do-gooders.

If you are a child of God, you will certainly encounter adversities, but Jesus says you should not be surprised when they come. “In the world you will have tribulation; but be of good cheer, I have overcome the world.” He is saying, “There is nothing for you to fear.” The same people who refused to talk about their adversities before they were saved often complain and worry after being born again because they have the wrong idea of what it means to live the life of a saint. God does not give us overcoming life— He gives us life as we overcome. The strain of life is what builds our strength. If there is no strain, there will be no strength. Are you asking God to give you life, liberty, and joy? He cannot, unless you are willing to accept the strain. And once you face the strain, you will immediately get the strength. Overcome your own timidity and take the first step. Then God will give you nourishment— “To him who overcomes I will give to eat from the tree of life…” (Revelation 2:7). If you completely give of yourself physically, you become exhausted. But when you give of yourself spiritually, you get more strength. Anybody who is born in India, has an Indian parent, or has lived in India for over 11 years, is eligible for Indian citizenship. Illegal migrants do not fit this category. Our Constitution does not allow dual citizenship. But Person of India Origin (PIO) and Overseas Citizen of India (OCI) enjoy certain rights in India, on par with Indian nationals. It witnessed huge political instability during 1979-1985 (Assam agitation on illegal foreigners) from collapse of state govt to president’s rule and unprecedented ethnic violence. Then Rajiv Gandhi government signed a Memorandum of Settlement with the leaders of AASU and AAGSP on 15 August 1985. Assam accord defined the evolution of citizenship statutes. As per this accord foreigners who entered Assam between 1951 and 1961 were to be given full citizenship including the right to vote. Migrants those entered after 1971 were to be deported and those who entered between 1961 and 1971 were to be denied voting rights for ten years but would enjoy all other rights of citizenship. The Assam Accord is in contrast to Article 6 of the Constitution where cut-off for determining citizenship in India is July 19, 1948. Several petitions filed in the SC against the constitutional validity of the Section 6A in the Citizenship Act. Those Hindus from Bangladesh fleeing to India to escape persecution have been living in NE and Bengal since long without citizenship rights. Are they needed to be protected by law in our country? We taxpayers can’t continue bear the additional expense for supporting illegal migrants. Our parliament should come out their position on the policy of immigration. US president Donald Trump planned to deport 3 million illegal Mexican. Now the next step remains its implementation. Assam accord defines the evolution of citizenship statute. The names of infiltrators are to be deleted and they are to be deported. The work fencing of Indo-Bangla border is to be completed on war footing with barbed wire. Clause 6 of Assam accord must be implemented to protect, preserve and promote the cultural, social, linguistic identity and heritage of the indigenous communities of Assam. Why blunder again?

he intractability of the Naga political problem and Delhi’s peacemeal, adhoc policies towards the Naga people had, for decades, complicated what was already a difficult situation. The policy of the Government of India towards the Nagas had seemed to revolve around three factors: brute military force to crush the physical capacity to resist, a flood of funds to soften the resolve to resist, and then the fierce campaign to portray the fighting Nagas as renegades and misguided elements who would not see sense even if given a chance. It is because of this, ‘we know best’ attitude of the bureaucracy in India and the overwhelming ignorance of its politicians to understand the compulsions and beliefs of the Naga people who are fiercely and legitimately standing for their birth right to live and die as a unit under one administration that has seen New Delhi blundering from one step to the other; from one insurgency after another. Adding to the emotional turbulence of the Nagas is, of course, the highhanded superior attitude of the Manipuris to the Nagas in Manipur, who all are, at best, looked down upon as troublesome irritants, completely different in every aspect from the cultural heritage of the manipuris. It is for the strong desire for peace and solution to the Naga political issue that one can, with conviction, state that, in trying to solve the Naga issue while leaving aside the integration of the Nagas, New Delhi will only be blundering, once again, from the present into another

more potent 21st century Naga insurgency. History has a knack of repeating itself even in the most unlikeliest of circumstances. The case of the Nagas in Manipur today, however, in most likelihood, is going the Mizoram way of the late 50s. Every fifty years, there comes to Mizoram a flowering of its vast bamboo forests. These bamboo flowers attracted rats like honey draws bees. Millions of rats swarmed the jungles and rice and vegetable fields, devouring everything in its wake. The Mizo people appealed to the Assam government (Mizoram was a district of Assam then) and the Government of India to come to their rescue, but no help came even as people starved. The Mizos, therefore, formed a famine-fighting squad with the nomenclature, Mizo Famine Front (MFF), under the initiative and leadership of a bank clerk named Laldenga. The suffering caused by the bamboo flowering and the rats that came with it lasted for two years. In order to help the people, MFF developed a network of workers for distributing food and travelled to the remotest villages with relief and a message: The message was simple; the state and Central government did not care for the Mizos. Eventually the Mizo Famine Front was converted into the Mizo National front with independence as its goal. But the Government of India did not take its threat seriously, believing that Laldenga had no popular support. New Delhi could not have made a worse mistake.

It was a blunder on New Delhi’s part. For the Nagas in Manipur, it is not the rats that have brought hardship. It is worse than famine and starvation. It is the perpetual feeling and experiencing of being abandoned; of being orphaned by birth. Of the step-motherly treatment in every sense of the word. The young generation of Naga in Manipur today have been born and brought up with the inferiority complex of being second-class citizens; of being neither here nor there; of being made to feel as foreigners even as they live in their own God given ancestral land. These feelings which is a ticking time bomb have to be assuaged and diffused by giving back their birth right. Unless the historical wrong is corrected, sooner, rather than later, a Laldenga is bound to come; a Laldenga, not of the Mizo mould, but of the old Naga Phizo mould. Of the old Naga Phizo mould, because, Phizo, even in his death continued to inspire Nagas even more to this day, while, on the other hand, the MNF died with Laldenga. In a democracy, and more so in India, it is more unlikely for any central government to enjoy the majority that the present BJP led NDA government commands. Hence, it is in India’s national interest that the government of the day maximize this opportunity to right the wrong of history and wipe the tears of the Naga people by bringing about Naga integration. It is our top most priority to protect the indigenous people identity of the state from the threat of overtaking our unique diversity by the so called illegal immigrants, We appeal every community coexisting in the state to take extra measures to be vigilant and report to the concerned local authorities and government agencies if anyone witness any trespassers without proper documents. The Indigenous Naga are not fanatical or racists but we want to convey that, anyone willing to visit or stay in Nagaland state should enter through proper route and channels. The members of The Indigenous Naga warn any community or businessman specially in the urban areas if found or hosting the illegal immigrants in spite of the threat posed by them, The said concerned organization will not hesitate it’s own course of action against the illegal immigrants as well the host. Also any body coming to Nagaland without proper necessary documents will be doing at their own risk and nobody shall be responsible for necessary action to be taken against the defaulters. The Indigenous Naga office, is well aware of the regulations been placed to tackle the menaces from the illegal immigrants and will not hesitate to approach the right agency to protect its citizens, rights and duties of its land. We will be more vigilant ever before and dispatch every sensitive entry points to monitor the movement of the people. If Naga people can rise as one for demanding sovereignty and lead on armed struggle then we also have the capacity and capability to rise as one to fight the menace of extortion, taxation, corruption and under development. Let us unite to force a change, the land is ours, lives are ours to live and if we do not wake up now then the future generations will not hesitate to curse us for failing in our duty. Let us make Nagaland as the promised land of our sake and nobody else. Any individual or group obstructing achieving this reality should be dealt with by the society with a firm resolve. Whenever natural calamities occur, we tend to blame government, departments etc etc while we the public are equally to blame. Of course, if one takes it from the Biblical context then one can say that we are being punished by God almighty for our corrupt ways. However, not all natural calamities are caused by nature itself but by wilful behaviour of human beings. We throw our garbage in the drainage and naturally the drains get flooded up when it pours and so forth. Whatever may be the case, it is time for Nagas to wake up to reality and contribute our mite towards social and environmental cause on a serious note. We cannot keep blaming each other. SC/ST amendment act to be introduced in Parl: Rajnath

New Delhi, Aug 2 (IANS): Home Minister Rajnath Singh on Thursday said a bill to amend the SC/ ST Atrocities Prevention Act, approved by the Cabinet on Wednesday, will be introduced in Parliament in the ongoing session for consideration and passage. The Leader of Congress in the Lok Sabha, Mallikarjun Kharge, asked why the ordinance route was not adopted in this “important” case when the government brought six ordinances in several other bills. “I am surprised... I don’t know why the members are raising this issue now. I think they are aware and they have the knowledge that the Union Cabinet under the chairmanship of Prime Minister Narendra Modi approved The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Bill,” Rajnath Singh said in the Lok Sabha during Zero Hour. He said the country knew that the Supreme Court had diluted the SC/ ST Act through its ruling that a preliminary enquiry was required to arrest any

person even under the SC/ ST Act meant for preventing atrocities against those covered under the Act. “The Prime Minister had said if there is any dilution in the Act, we will bring a bill. And there is no if and but in it, he (Modi) had promised. He also said the government will not allow dilution of SC/ST Act,” Singh said. “We will introduce the Bill in this session of Parliament to make it a law.” Kharge, who raised the issue during Zero Hour in Lok Sabha, said: “Four months have passed but no action has been taken by the government to nullify the Supreme Court order, which was a dilution of the SC/ST Act. DIMAPUR: One more dead body was retrieved on Thursday in Phek district taking the total number of recovered bodies to four. The five boys, aged between 12 to 14 years, had been reportedly drowned in the ‘Tsutha’ river on July 29. According to DIPR, three bodies were recovered on July 30 and 31. The body was recovered Thursday evening below downstream of Chepokita village, Phek district. Chepokita village VCC Thupurai said that the coffin for the dead body would be prepared and transported to Kivikhu village. The dead body is yet to be identified, the report said.

The total gold demand stood at 202.6 tonnes in the second quarter of 2017, WGC said in its Gold Demand Trends Q2 2018 report. In value terms, gold demand was Rs 52,692 crore, almost same as the second quarter of 2017 at Rs 52,750 crore. Total jewellery demand also dropped by 8 per cent during the quarter 147.9 tonnes compared to 161 tonnes in the same period last year. While in value terms, jewellery demand was down by 1 per cent at Rs 41,631 crore against Rs 41,925 crore in the same period last year. This is SBI’s highest long-term unsecured loan to any entity and also the largest ever loan sanctioned to NHAI. “NHAI is getting an unsecured loan of Rs 25,000 crore from SBI for 10 years with 3 years of moratorium on repayments. This is the largest amount of loan to have been sanctioned to NHAI in one stroke by any institution,” Ministry of Road Transport and Highways said in a statement. An MoU in this regard will be signed tomorrow in the presence of Union Minister Nitin Gadkari. NHAI had invited an Expression of Interest (EoI) from scheduled commercial banks for the long-term loan.

China, Asean agree on draft SCS code of conduct US Congress passes bill to slash Singapore, Aug 2 (Agencies): Foreign ministers from Southeast Asia and China have agreed on a single draft document that will form the basis of negotiations for a code of conduct in the South China Sea (SCS). This was announced by Singapore’s Foreign Affairs Minister Vivian Balakrishnan on Thursday at the start of an annual ministerial meeting between China and the member states of the Association of Southeast Asian Nations (ASEAN). Besides being the ASEAN chair this year, Singapore is the country coordinator of ASEANChina dialogue relations. China has overlapping territorial and maritime claims in the South China Sea with several ASEAN members, including Brunei, Malaysia, the Philippines and Vietnam. Negotiations on the code of conduct began in March, and both sides arrived at the first draft during talks held two months ago at China’s Changsha city, said Dr Balakrishnan. Kabul, Aug 2 (IANS): An Indian national and two others working for international food company Sodexo in Afghanistan were kidnapped and killed by gunmen here on Thursday. “An Indian, a Malaysian and a Macedonian citizen were abducted and killed. We have found their bodies,” a spokesman for Kabul’s police chief said. The Indian national is said to be 39, the Malaysian 64 and the Macedonian 37, according to the BBC . Investigators said that the trio, believed to be working as cooks for Sodexo, were taken from their Toyota Corolla car on their way to the airport. Their bodies were found later in the Mussahi district of Kabul province, reported Afghanistan Times newspaper. Police were treating it as “a terrorist incident”, the BBC reported citing an Afghan government official. “They were shot dead and their bodies were found inside a car,” said Nusrat Rahimi, deputy spokesman for the Interior Ministry. No group has claimed responsibility for the incident.

Vatican City, Aug 2 (IANS): Pope Francis has decided to change the Roman Catholic Church's teaching on death penalty, by declaring it as "inadmissible" and encouraging his Bishops across the world to push for its abolition, the Vatican said on Thursday. The Catechism of the Church, which sums up the teachings, previously stated that death penalty could be used in some cases. But it now called the death term "inadmissible because it is an attack on the inviolability and dignity of the person", the BBC reported. The Holy See communicated the Pope's revision of the Catechism of the Catholic Church on the death penalty to Bishops worldwide in an official letter. The church previously viewed the death penalty, carried out by a legitimate authority after a fair trial, as an "appropriate response to the gravity of certain crimes and an acceptable, albeit extreme, means of safeguarding the common good", according to the Vatican statement.

Washington, Aug 2 (PTI): Amidst tensions in bilateral ties, the US Congress has passed a defence spending bill capping its security-related aid to Pakistan at USD 150 million, significantly below the historic level of more than USD one billion per year. The National Defense Authorisation Act-2019 (NDAA-19), however, removes certain conditions like action against Haqqani Network orthe Lashkar-e-Taiba (LeT) as was the case in the past few years for disbursement of US aid to Pakistan. The Senate passed the conference report on NDAA-19 by 87 to 10 votes Wednesday afternoon. The House of Representatives had passed the conference report last week. It now heads to the White House for President Donald Trump’s assent. “The legislation reduces the total amount of funds provided for reimbursement to Pakistan to USD 150 million. This is a significant reduction from the USD 700 million that was authorised through Coalition Support Fund (CSF) last year,” An-

Trump mulls imposing 25% tariffs on Chinese goods Washington, Aug 2 (IANS): US President Donald Trump has escalated his trade war with China, ordering his administration to consider more than doubling proposed tariffs on $200 billion worth of Chinese goods to 25 per cent from 10 per cent, as talks between Washington and Beijing remain at a standstill. Trump on Wednesday instructed the US Trade Representative to look into increasing tariffs on Chinese imports including fish, petroleum, chemicals, refrigerators, handbags and other goods to 25 per cent, reports The New York Times. However, a final decision on the size and scope of the tariffs is not expected before September. “The increase in the possible rate of the additional duty is intended to provide the administration with additional options to encourage China to change its harmful policies and behaviour and adopt policies that will lead to fairer markets and prosperity for all of our citizens,” US Trade Representative Robert Lighthizer said in a

statement. “China has illegally retaliated against US workers, farmers, ranchers and businesses.” In response to the announcement, Geng Shuang, a spokesman for the Chinese Foreign Ministry said Beijing was standing its ground in the trade dispute, reports CNN. “China’s position is firm and clear cut,” the spokesman said. “It remains unchanged. BC Radio 1 has suffered another fall in weekly listener numbers. New RAJAR figures for Q2 of 2018 – which have been posted today (August 2) – have shown that Radio 1 has lost 200,000 weekly listeners since May, when they attracted 9.4 million listeners a week. The 9.2 million listeners that Radio 1 now pulls in each week is officially the second-lowest ever recorded ratings for the BBC station, and is close to equalling the lowest weekly rating of 9.1 million, which was posted in May 2017. The decline in the station’s ratings has been steady since 2012, when it attracted over 11.1 million weekly listeners. Despite the overall decline, outgoing Breakfast Show host Nick Grimshaw has actually seen a slight increase in his ratings – pulling in an extra 300,000 listeners since May for a new total of 5.3 million. Grimshaw’s imminent replacement in the slot, Greg James, saw a small fall in the ratings for his show, however. James, who will swap shows with Grimshaw next month (with the latter taking on the afternoon slot), now pulls in 4.05 million listeners a week. There was better news for Radio 1 in terms of its digital audience, with the station now posting a record 16 million YouTube views a week. The station is also still the top choice for listeners aged 15 to 24 in the UK. Pune, Aug 2 (PTI): Indian Super League franchise FC Pune City Thursday signed Iain Hume for the 2018-19 season. Hume, who is the highest goal scorer in the history of Indian Super League, has plied his trade in ISL with Kerala Blasters FC and ATK, scoring 28 goals in four seasons. Besides, his 59 appearances till date is the highest number of games played by any player in ISL. As a part of the agreement, the club will have an option to retain the prolific Canadian forward for one more year at the end of the coming season, a media release issued here said. In February, Hume suffered a knee injury that ruled him out of action for the rest of season.

Gombau named Delhi Dynamos head coach New Delhi, Aug 2 (IANS): Spaniard Josep Gombau has been appointed head coach of Delhi Dynamos FC after signing a twoyear contract, the Indian Super League (ISL) side announced on Thursday. The 42-year-old, who becomes the fifth head coach in five seasons in Delhi, takes over from Miguel Angel Portugal who left the club in May this year. Birmingham, Aug 2 (PTI): Virat Kohli took a giant stride towards exorcising the ghosts of 2014 with a masterful century as he singlehandedly pulled India out of the woods against England on an eventful second day of the first Test. Kohli’s 149, which will rank amongst one of the finest hundreds by an Indian batsman on English soil, enabled the visitors to reach 274 thereby bringing down the first innings deficit to only 13 runs. England had scored 287 in their first essay. At stumps, England were 9 for 1 in their second innings with an overall lead of 22 runs.

The day certainly belonged to Kohli, whose dogged determination for a course correction was evident during an innings where he scored more than fifty percent of his team’s runs even as he was booed by England fans for his version of ‘mic drop’ celebrations on the first day. He got a couple of reprieves early in his innings but his intent to scrap it out under overcast conditions with an incisive Sam Curran (4/74), wily James Anderson (2/41) and relentless Ben Stokes (2/73) asking probing questions, stood out. His 22nd Test hundred had 22 boundaries and a

UEFA increases KOHIMA FOOTBALL LEAGUE-2 Nasri’s doping ban to 18 months

Nyon, Aug 2 (Agencies): Former France midfielder Samir Nasri’s doping ban has been increased from six to 18 months following an appeal from UEFA’s ethics and disciplinary inspector. The player was suspended for six months in February following an investigation into intravenous drip treatment he received in 2016. A Los Angeles clinic, Drip Doctors, posted a photo of Nasri on its Facebook and Twitter accounts in December 2016, saying it provided the midfielder with a drip “to help keep him hydrated and in top health during his busy soccer season.” The clinic described it as an infusion to boost the immune system. UEFA said on Wednesday the 18month ban for Nasri, who is currently without a club, would be backdated to start from July 2017. At the time of his treatment, he was on loan at Spanish team Sevilla from Manchester City.

S a n J o s e , Au g 2 (Agencies): Johanna Konta continued her progress through the Mubadala Silicon Valley Classic with a 6-1 6-4 defeat of Sofia Kenin to book her place in the quarter-finals. The British number one impressed as she handed Serena Williams her worst ever career defeat on Tuesday and she picked up where she left off with another solid performance to send the American teenager crashing out of the event. Kenin was broken as early as the second game but she proved a tough opponent for Konta, who had to work hard for a 4-1 lead in the first set. A double-fault handed Konta another break for a 5-1 lead and after failing to convert her own break point the American found herself a set down. The second set was a tighter affair as Kenin battled to stay in the match but it was Konta who broke for a 3-2 lead and it was to prove crucial as the Briton held her serve to book her place in the last eight.

“I kind of approached today as a separate challenge. I just played the challenge of the day and the opponent that I had, and really just tried to do the best that I can with that,” Konta said. Next up for Konta is a meeting with number four seed Elise Mertens of Belgium, who overcame American wild card Ashley Kratzer 6-2 6-0. “[Mertens is] a great player, she’s been playing very, very well and consistently well this season, and that’s a big task

and she’s been doing that so well. So I’m looking forward to playing one of the most in-form players of the year, and really just do my best against her,” Konta said. Meanwhile, top seed Garbine Muguruza is out of the tournament after she was forced to withdraw due to a right arm injury. Muguruza had been due to face Victoria Azarenka in the second round but she was left with little choice but to withdraw from the event.
