Economic blockade on Nagaland in Sivasagar district JORHAT, AUG 3 (AGENCIES): Nagaland border areas in Sivasagar district of the state were reportedly tense following indefinite economic blockade launched jointly by 12 organizations against Nagaland at Halowating in the district on Friday. According to the Pratidin Time report, the economic blockade against Nagaland has been carried out in protest against the neighbouring state’s objection to set up a Border Out Post (BOP) in the border area by Sivasagar district administration. “…The spot where Assam government decided to set up a BOP is within Assam but the move was objected by Nagaland government. Until Nagaland government drop its objection, we will continue economic blockade against the state”, said a convenor of the economic blockade.

DIMAPUR, AUG 3 (NPN): Five suspects have been arrested by Dimapur Police on different days in connection with kidnap and murder of a 15-year-old boy for ransom on July 30. PRO Dimapur Police, Relo T. Aye informed media that the victim, identified as Kumugha Chishi was kidnapped for ransom of Rs.2 lakh on July 30 but was strangulated to death the same day before any transaction was made. Based on FIR filed by the victim’s father on July 31, police swung into action and the SIT formed for the case, arrested two suspects based on technical surveillance of calls made by a mobile number. The other three were also arrested with assistance of the villagers, PRO added. PRO said a case was regis-

tered with Diphupar police station. When contacted, DGP Nagaland, TJ Longkumer said police would demand the severest punishment for those found guilty. D I M A P U R , AU G 3 (NPN): In a major development, Kohima Bench of Gauhati High Court has dismissed the writ petition filed by ACAUT and Nitoka V Swu seeking termination of 655 appointments and requisitioning of 706 posts to Nagaland Public Service Commission (NPSC). Justice Michael Zothankhuma ruled that the petitioners would have to show that they were aggrieved by the appointments and provide material particulars to challenge the appointments. Pointing out that the petitioners had made a sweeping challenge to appointments made in various grades across 25 departments and sought to brush them aside at one go, the judge said it was very difficult to sift through the facts of the in the absence of complete ma-

terial facts. The petitioners would have to file separate petitions challenging various appointments by providing particulars, he added. The judge said the writ could not be decided “piece meal” as persons whose lives might be affected by the petition would also have to be impleaded. The judge also barred the State government from regularising any person who had completed only three years of continuous service and appointed on ad hoc/ contract basis. Clarifying that their petition had not been dismissed on merit but only on the issue of maintainability, Justice Zothankhuma, however, gave the petitioners the liberty of making a “fresh challenge to the appointments of the impleaded respondents and other persons as per law.”

It may be mentioned that senior additional advocate general of Nagaland K Sema had argued in the court during hearing few days back that as ACAUT was not a registered body, it was a “non-juristic person” having no locus standi in law to challenge the appointments made by the government. He also pointed out that Swu was not an aggrieved person as per law as he had failed to disclose as to whether he possessed the requisite eligibility criteria to be appointed against any of the post(s) to which appointments had been made. Among other aspects, Sema had claimed the petition was also defective for “non-joinder of necessary parties” as those persons whose services were sought to be terminated had not been impleaded in the case.

D I M A P U R , AU G 3 (NPN): Clinical psychologist from Christian Institute of Health Sciences and Research (CIHSR), Imlibenla Mongro said that mental health issues are frowned upon in our society adding that the “general attitude towards mental illness is ridiculous.” Talking about Nagaland in particular, she said youngsters found no help speaking to their parents about issues that vex them as they (parents) often draw comparisons with their bygone era and downplay these issues. Speaking as one of the resource persons at the Workshop on Mental Health for NGOs at Development Association of Nagaland Training Centre, Carmel Higher Secondary School campus, she added that no

one was immune to mental illness. “One in five of us will experience a serious problem with our mental well-being at some point in our lives,” she added. As a result of mental illness and the failure to address it, one person commits suicide in India every hour, she added. Speaking about the overall scenario in India, Imlibenla stated that there was also a paucity of manpower to treat mental illness as there are less than 2000 clinical psychologists in India and 3000 to 5000 psychiatrists in India. At a later session, psychiatric nurse from Burans project, Helen Morgan from New Zealand outlined the emotional tensions and conditions that could progress into mental conditions. The meeting further expressed discontentment over the functioning of the present PDA government. While sympathising with the people for the hardships faced by them, NPF urged the government to ensure that normal activities of the citizens were not affected by any means, besides restore the roads at the earliest. DIMAPUR, AUG 3 (NPN): Western Sumi Hoho (WSH) has demanded that Dimapur district be brought under the purview of the Inner Line Permit (ILP) without any further delay. Appreciating the state government for stepping up its vigil along the highways and entry points in the wake of draft NRC publication, the WSH has, however, called for conducting NRClike exercise in Nagaland, saying influx of outsiders has reached an alarming proportion posing a very serious risk to “our small indigenous population.” In a press note, WSH general secretary, Vikato K. Achumi, suggested setting up check posts at various stretches with adequate police personnel in the border areas. It also demanded brining back ILP gate to the earlier New Field check gate and the Dillai gate. Asserting that the plain areas of

Dimapur have been swarmed with the influx of illegal immigrants, WSHsaid the government must take further steps to address the issue. Further, WSH suggested having proper co-ordination and an appropriate mechanism to address the issue of illegal immigrants, which it said was a complex issue and the government cannot do alone without the help of civil society organisations and the public and vice-versa. According to the hoho, the time has come for the government, every Naga tribal hoho and the people to join hands and fight menace of illegal immigrants. “Enough crimes like rape, kidnap and intimidation against us Nagas have been committed which should be an enough eye-opener for all of us and the more we delay this problem the more serious and riskier it is becoming for us,” WSH stated.

WSH also stressed that Nagas needed a similar movement like the one initiated by Ao Students Union (AKM) “Survival Mokokchung” to check influx of the illegal immigrants. WSH lauded the Aos for their farsightedness and wisdom in understanding and averting the danger much ahead before any Naga tribes realized it. Alleging that recruiting non-Nagas by “some NPGs” into their folds and arming them with weapons was jeopardizing integrity and sanctity of the Naga Movement, the hoho described the act as “detestable and anti-Naga” that was detrimental to future generations. Meanwhile, WSH has informed the Western Sumi Youth Front (WSYF) and the Western Sumi Students Union (WSSU) to remain alert and vigilant on the influx of illegal immigrants all the areas and villages. DIMAPUR: The Myanmar military (Tatmadaw) has refused to allow NSCN (K) chairman Khango Konyak, who is reportedly sick, to leave Hukwang Valley in Sagaing Region, a report by The Irrawaddy stated. “He does not want to stay in the hot area because he is sick, so he wants to move to a higher area where it’s cold,” Angang, NSCN (K) central committee member, told The Irrawaddy. He, however, said the Myanmar military’s regional commander in Sagaing has told the chairman several times since last month to stay in the valley. Sources close to NSCN (K) said that the chairman often goes into hiding for his safety and that NSCN (K) leaders believe the military wants to keep him in the valley to better monitor his movements.NSCN (K) signed a ceasefire agreement with Myanmar government in 2012 but has not signed the Nationwide Ceasefire Agreement. CMO Kma revokes food licence suspension DIMAPUR: Designated officer of food safety and chief medical officer Kohima, Dr. Ritu Thurr, has revoked the suspension of license of a popular baker in Kohima. In a press release, CMO Kohima Dr. Ritu Thurr said the improvement notice was served on popular bakers on June 22, 2018 for lack of hygiene and sanitary practices under Section 32 of FSSAI. Subsequent to serving a compliance letter on July 20, CMO said the food safety officials inspected the bakery on July 23, but the storage still lacked hygiene practices. Therefore, CMO said the food license issued was suspended on July 24, 2018 under Section 32 (2) of Food Safety & Standard Act, 2006. After a closure of six days, the bakery submitted a letter on July 30 inviting officials to revisit their storage for statement rectification proof. Accordingly, CMO said food safety & standard officials visited the manufacturing unit with remarks on some compliance to be completed on July 31, 2018. The officials revisited the unit and found the rectification complied to on August 2 and subsequently the letter, dated August 4,was served revoking the suspension.

NCSU visits landslide affected locations DIMAPUR: Members of Nagaland Contractors’ & Suppliers’ Union (NCSU) head office Kohima led by president, Pele Khezhie on Friday visited various landslide and flash-flood damaged areas around the state capital. The union has asked the state government to give top priority for restoration of all national highways, state highways and district roads in the interest of public service. In the wake of the incessant rains causing floods in several parts of Dimapur town and it’s adjoining areas which has been causing grave concern in the minds of the public, and in order to take stock of the situation in and around Dimapur town, PHED minister, Jacob Zhimomi convened an emergency meeting on August 3. During the meeting, the minister briefed and instructed the officers to take stock of the situation immediately and assess the properties lost. He appealed to the

officers to be ready to face and take steps for the worst events. The meeting was attended by the deputy commissioner of Dimapur, Sushil Kumar, who is also the chairman of Disaster Management Committee of Dimapur district, engineers from PWD (Road & Bridges) department, Irrigation and Flood Control and Food Corporation of India.

He appealed for coordination among party workers, administration, DMC and village councils to execute works without hindrances. He thanked the EAC for his presence and also all the government departments and official for their co-operation. EAC & DDMA Tuccai, informed the colony members that no financial assistance were sanctioned but the government provides relief camps and rations like, rice, dal, potato, ground sheets, tents etc to ease the effected families. He stated that if needed they could provide JCB and excavators for clearing areas and urged for their cooperation if the government were to take up the project in the days to come. He appealed to the colony members to provide land to execute developmental works in order not to hamper development. He further lamented that throwing waste and garbage in drains was the main reason for drainage blockage leading to floods in low lying areas. All the three colonies chairman, GBs, VCM and elders expressed their grievances and gratitude to Supu Jamir and the party workers for their concern towards the colonies. According to Patton, besides government efforts to improve quality education in government schools, most of the government schools in the state continue to produce nil results. However he stated that irresponsible teachers were to be blamed to a large extent for this, and he urged the student leaders to thoroughly check

Patton also added that most of the departments in the district’s headquarters and sub divisions were becoming non resourceful and not meeting the needs of the public due to negligence of the officers. The deputy chief minister urged the district administration to be vigilant of those departments and report them to the government for further course of action. He also asserted that the public should not always criticise the government highlighting mistakes or failures but it should learn to appreciate when the government works for the welfare of the people.

New Delhi, Aug 3 ( IANS) : Unio n Ho m e Minister Rajnath Singh on Friday assured that there will be no discrimination or unnecessary harassment in the updation of the National Register of Citizens (NRC) and said the entire process has been fair and transparent. Reiterating that the matter pertained to national security, he condemned alleged attempts by a “few” (persons) to create an atmosphere of fear based on rumours and propaganda on the social media and internationalise the issue. Missing arms case: Ex- minister residence raided

Imphal, Aug 3 (Agencies): The National Investigation Agency on Friday raided the residence of Manipur’s former Irrigation and Flood Control Department minister Ngamthang Haokip, two days after the raid at Congress MLA Yamthong Haokip’s residence which resulted in the seizure of missing pistol, The Indian Express reported. Sources said the raid was conducted in connection with the arms missing case from the armoury of 2nd Manipur Rifles battalion. Overall, 56 9mm pistols and 59 magazines were stolen from the armoury of 2nd MR between September 2016 and early 2017, a case which the Chief Minister of Manipur termed as a breach of National Security. While four police officers including an IPS were suspended in the case, the CM had handed over the case to NIA. The NIA team, led by a DIG rank officer, first raided the official quarter of Ngamthang at Sanjenthong VIP colony followed by another raid at his private residence located at Nongpok Inkhol, Imphal East.

I expect cooperation from all,” Rajnath Singh added.

Shillong, Aug 3: A hardcore rebel of the antitalk faction of the National Democratic Front of Bodoland (NDFB) was gunned down on Friday by security forces in Meghalaya’s East Garo Hills district, a police official said. Acting on intelligence inputs, Swift Weapons and Tactics (SWAT) commandos of the state police raided a hideout of a mixed group of 10 NDFB cadres along with several Garo miscreants at Tarasin village. As the commandos approached the village, they were fired upon, a police officer said. In retaliatory fire, one of the NDFB militants identified as Koma Boro was killed in the exchange of fire, Ringrang Momin, the district police chief of East Garo Hills said. An AK rifle along with one magazine was recovered from the possession of the dead militant and an operation is on to nab the other militants, suspected to been wounded, fled from gunfight.

HYC activists storm Meghalaya secretariat; demand NRC, ILP

Shillong, Aug 3: Hynniewtrep Youth Council (HYC) activists on Friday stormed the Meghalaya secretariat demanding for conduct of National Register of Citizens (NRC) and introduction of the inner line permit (ILP) system to regulate movement to certain areas in the state. In fact, this is the second in the past two months that there was a breach of security in the state Secretariat. The first was on June 4, when a group of hawkers comprising of men and women barged in to meet Chief Minister Conrad Sangma during the height of protest in some part of Shillong city. The HYC activists staged a protest in front Mahatma Gandhi statue and shouted slogans demanding for introduction of ILP and conduct for NRC to detect illegal Bangladeshi immigrants residing in Meghalaya. Chief Minister Conrad Sangma and his council of ministers were not present in the secretariat barring Chief Secretary Y Tsering and other government officials. However, the state po-

lice later pushed out the activists. “We need to express our anger (protest inside secretariat) to the government so that it wakes up to our demands for introduction of ILP and to conduct the NRC to detect illegal Bangladeshi immigrants in the state,” HYC general secretary Roy Kupar Synrem told journalists. ILP is an official travel document issued by the union government to allow inward travel of an Indian citizen into a protected/restricted area for a limited period. It is obligatory for Indian citizens from outside those states to obtain permit for entering into the restricted areas. The permit system, which is still in force in Nagaland as well as Mizoram and Arunachal Pradesh, derives from the Bengal Eastern Frontier Regulations, 1873, and entails issuance of official travel documents issued by the central government to allow inward travel of an Indian citizen into a protected/restricted area for a limited period. Synrem said that the proposed entry and exit points to be set up by the

On the proposed Citizenship Amendment Bill, 2016, the HYC said, “If this bill is passed most Hindus from Bangladesh will seek refuge in India and the indigenous people of Meghalaya will be overwhelmed.” Meanwhile, the Meghalaya police admitted that there was a breach of security in the secretariat due to intelligence failure. “… We had no intelligence inputs (HYC activists to storm secretariat). It was only once these people have congregated I got information,” Davies Marak, the district police chief of East Khasi Hills said.

8 students hit by speeding vehicle in Bishnupur dist Correspondent

IMPHAL, Aug 3: Eight students including a five-year old girl were injured after they were hit by a speeding vehicle (Bolero) in front of their school in Bishnupur district on Friday morning. Among them, conditions of the four including the five-year old girl were stated to be in critical condition. They have been referred to a hospital in Imphal after treated at government hospital in the district. The incident occurred in front of New Model Public School, Moirang in Bishnupur district at around 8 am. The vehicle (AS01JC 1768) initially hit a cyclist, veered out of control and then ran over the children. The cyclist escaped unhurt. Addressing the commemoration function, senior NSCN (I-M) leader MH Raikhan said that signing of Framework Agreement was a great achievement for the Nagas and added that it has brought the Naga political movement forward. He added that after the signing of the agreement, leaders of both the two entities have been relentlessly working to resolve the Indo -Naga political issue with an honourable solution. Claiming that government of India has now understood the Naga political issue, he said that Nagas have to be united for any common cause in order to safeguard our inherent rights. Chairman

of Ukhrul Autonomous District Council (UADC) Dickson Kumrah asked the Tangkhul community to contribute their potential in the movement for Naga political solution for their self-determination and free from political domination. TNL president, in his welcome address, talked about how Naga living in the contiguous areas of Arunachal, Manipur, Assam, Nagaland and Burma had been suffering and endured from military atrocities. He claimed that India government, after realizing that Naga issue was a political problem and not military problem had signed the peace agreement with the leaders of NSCN (I-M). The commemoration function was attended by members of Ukhrul ADC, leaders of civil society organizations like TNL, TMNL, TKS and TSL. Later, at the end of the commemoration program a memorandum was drafted

by Tangkhul Naga Long (TNL) to be submitted to the Prime Minister through Ukhrul DC. The memorandum contained three-point resolution, to keep the Framework Agreement as a bilateral one between the two competent entities asserting that “dilution of it sanctity in any form unacceptable to the Naga people and peace.” It stated that delay and procrastination of the implementation of the Framework Agreement was dangerous for peace, and therefore should be brought to resolution at the earliest. The third point stated that “the peace effort between the two entities should not be contingent upon the whim and fancy of non-entity third party.” The memorandum was jointly signed by president of TNL, TMNL, TKS and TSL and four zonal chairmen of Tangkhul region.

S hillo n g, Au g 3 (Agencies): A total of four candidates filed their nomination papers for the by-elections to South Tura and Ranikor Assembly constituencies in Meghalaya on Friday. The polling in both the constituencies will be held on August 23, 2018, Northeast Now reported. In Ranikor, former MLA Martin M Danggo submitted his nomination as a candidate of the ruling National People’s Party (NPP), PN Syiem filed nomination papers as a candidate of the People’s Democratic Front (PDF) and Jackiush Sangma submitted his nomination papers as a Congress candidate. For the South Tura Assembly by-election, Congress candidate Charlotte W Momin also filed her nomination papers. Meghalaya Chief Minister Conrad K Sangma, who is yet to be elected as a member of the Meghalaya Legislative Assembly, had filed his nomination papers for the South Tura by-poll on July 31, 2018. Conrad K Sangma, who is the national president of the National People’s Party (NPP) filed nomination papers as a party candidate. Conrad, who is still the Lok Sabha MP from Tura Parliamentary seat, has to get elected as an MLA to continue as the Chief Minister of the State. Sources said that the CM submitted at least three sets of nomination papers to Sabrella Marak, who is the returning officer for the by-election to South Tura constituency. The CM was accompanied by supporters and NPP leaders on his way to file his nominations.

Itanagar, Aug 3 (PTI): Union Minister C R Choudhary has assured Arunachal Pradesh of enhancing the fair price shop (FPS) dealers’ margin and transportation rate for food grains under the National Food Security Act (NFSA). The assurance came after Arunachal Pradesh Food and Civil Supplies Minister Kamlung Mosang called on Choudhary, the Union Minister of State for Consumer Affairs, in Delhi yesterday, an official release said. Mosang submitted a 10-point memorandum, raising several issues concerning the state, including the implementation of the NFSA and “other challenges”. “Presently, the FPS dealers’ margin is Rs 143 per quintal, which needs to be enhanced to Rs 200 per quintal for the viability of running in remote locations. Moreover, a flat Rs 100 per quintal is fixed by the Centre for transportation of NFSA food grains, out of which

the Centre and the state’s matching share is in the ratio of 75:25,” he said. Mosang said this “forces” the state to bear the remaining Rs 252 per quintal against the actual transportation cost of Rs 327 per quintal to deliver food grains from the FCI base depots to the FPS. Choudhary promised allocation of food grains under the welfare scheme for educational institutions at an increased scale, to cater to 84,391 ST, SC and OBC students, the release said. The minister also assured more funds for construction of godowns for advance storage of food grains. Choudhury advised the state government to send a proposal for heli-lifting of NFSA food grains to 14 air-fed administrative circles in Arunachal Pradesh, after Mosang submitted said that there was no surface communication in the international border areas of the state. “The people residing along the inter-

I ta nag a r , Au g 3 (PTI): Landslides, owing to incessant rain in the last couple of days, have left a trail of destruction in West Kameng district of Arunachal Pradesh, while an Army transit camp located at Sessa was totally damaged, official sources today said. However, there were no reports of any casualty. The stretch of Bhalukpong-Charduar-Tawang (BCT) Road has been the worst-affected with reports of landslides in several portions of the road, the sources said. The Kimi-Khupi road has also been badly hit. Bhalukpong Extra Assistant Commissioner (EAC) Tomo Riba said that a massive landslide on August 1 hit the Army transit camp at Sessa and its ration store, barrack, generation room and ammunition store were buried under the debris. As many as 22 jawans and a Junior Commanding Officer (JCO) had a narrow escape while one of them sustained minor injuries. Though the BCT road was closed, landslides blocked seven locations between Pinjoli Bridge Point and Sessa and the area has been totally cut off, Riba said. A team of officers led by Bhalukpong police station OC Dutto Bagra, rushed to the spot to take stock of the situation. Mobile and radio connectivity have also been disrupted. However, the Army personnel were shifted to another barrack located below the transit camp area. The NEEPCO project road connecting Kimi with Pinjoli, Khuffi and Tenga has also been blocked at multiple locations due to landslide and erosion.

Patowary for rural area connectivity Guwahati, Aug 3 (PTI): Assam Industry and Commerce Minister Chandramohan Patowary Friday emphasised on the need for connectivity with rural area which is an important factor for cargo and goods to reach it’s logical end. Inaugurating a daylong workshop on Air Cargo Development in North East-End to End Logistic value chain, the minister urged stakeholders to make way for business with eastern and South East Asian countries from Assam. The workshop was organised by Airports Authority of India with AAI Cargo Logistics and Allied Services Company Limited. AAI Chairman Guruprasad Mohapatra said that cold storage facility, which was earlier missing from North East, was being currently provided and farmers, traders and producers can now send local products to other parts of the world. “With increasing demand, airlines are adding more and more cargo planes in their fleet and the AAI along with AAICLAS is ready to facilitate all concerned stakeholders in development of cargo in the region,” he added. He also announced reduced airport charges under Regional Connectivity scheme if a proposal was received from the state government. Assam Additional Chief Secretary, Ravi Capoor said that the state has the potential of becoming horticulture hub of the country. At another programme on the day, the AAI Chairman laid the foundation stone for Common User Domestic Cargo TerminalII (CUDCT), to be built for operations at the Guwahati Airport.

national border areas are facing acute shortage of food grains as these places are not climatically suitable for cultivation, and there are no open market facilities and other sources of food grains,” he had submitted in the memorandum. Mosang said helilifting of food grains in such areas would also stop them from migrating to the district headquarters and other urban areas, “as their migration would leave the international border with no inhabitants, which would be detrimental to national security”. The Union minister said the Arunachal Pradesh government should avail of the open market sale scheme to mitigate the ever-growing demand for food grains in the state. He advised the state government to prepare separate proposals for food grains required in the event of natural calamities, during law and order situations, and local festivals, the release added.

Flood waters recede from 3 Assam dist

Guwahati, Aug 3 (PTI): The flood situation improved in Assam Friday as deluge waters receded from Udalguri, Barpeta and Biswanath districts, the Assam State Disaster Management Authority (ASDMA) said. According to ASDMA flood waters receded from the three districts but entered Darrang district today taking the total number of deluge affected districts to six and the number of people affected to 87,742. The death toll in the deluge stood at 41 as no new death was reported today, it said. Yesterday eight districts and over one lakh people were affected by the flood. Assam State Disaster Management Authority (ASDMA) said the flood waters have overrun 153 villages in six districts Dhemaji, Lakhimpur, Golaghat, Sivasagar, Charaideo and Darrang. At least 2,000 marooned people in Golaghat district have been rescued by the

SDRF which pressed into service 14 boats. The ASDMA also said that the deluge has submerged 6972.38 hectare of crop area in the six districts with 4852.18 hectare of it in Golaghat. At least 400 houses in Lakhimpur, Golaghat, Sivasagar and Charaideo districts were completely damaged, while another 277 partially destroyed by the swirling waters, the ASDMA said. The Brahmaputra river at Nimatighat in Jorhat, Dikhow at Sivasagar town, Dhansiri at Numaligarh in Golaghat, Jia Bharali at NT Road Crossing in Sonitpur and Beki at Road Bridge in Barpeta are flowing above the danger mark, it said. Submersion of roads due to rising water level of rivers, washing away of embankments, besides breaching of bridges and culverts have been reported, it said, adding erosion have been reported from Barpeta and Baksa districts.

Government tourism

t was interesting to note that the concept of tourism running through the legs of cultural festival- Hornbill Festival since 2000 has finally democratised into ‘mini hornbills’. That means, from Kisama the cultural Eden for the Hornbill Festival running through the first week of December every year; will henceforth be divided into mini-hornbills to be celebrated in all districts of the state with the main festivals of the respective communities. Since 2000 the state government has been holding the annual Hornbill Festival with the objective of preserving Naga culture and promoting cultural tourism and of course, expecting some economic benefits for local enterprises. The Tsungremmong festival of the Aos, was held at the main function in Mokokchung town’s Dr.Imkongmeren Sports Complex, as a ‘mini hornbill’ after the concept was birthed by the present PDA coalition government this year. The festival was celebrated with pomp and gaiety in Mokokchung district through various programmes. Having conceptualised a long expressed suggestion which this newspaper had also made a decade ago, to accommodate other districts too as part of the Hornbill; the objectives need to be relooked. The broad objective of cultural tourism like the Hornbill Festival, is on promoting the trade through good connectivity, transportation and providing a glimpse and taste of Naga culture and cuisines etc. These measures are note worthy in the light of the fact that today, today tourism is a global industry which is growing at a phenomenal rate. According to a study, the increasing tourism activities can help India build environmental and cultural awareness, provide positive experience for both visitors and hosts and give direct financial benefits for conservation. The other aspect about ‘promoting Naga cultural tourism’ when it comes to Hornbill, is the dominant role played by the government. Due to the over dependence on government largesse this ‘dependency syndrome’ has practically killed the spirit of entrepreneurship. The government cannot be the big spender and its officials as the event managers for various programmes. Such deviations have led the government to neglect its primary role since officers perhaps think that their ‘efficiency’ can be testified by the success of events which they organised for the government. The government should stick to infrastructure development to provide good and wide roads besides efficient network of transportation services and in bringing much improvement in the telecommunications services. Tourism is about people to people and not government to people even though there are departments supposed to deal with the administrative and other aspects. Trade, travel and tourism are channels of free enterprise that people use and pay for services rendered. One example of how a government can ignite the spark and then let the private enterprises take over is Sikkim and Meghalaya. Sikkim attracts those interested in the state’s scenic landscapes and its famed floriculture industry. Sikkim is a good example where eco-tourism has grown into a thriving industry due to government intervention along with awareness spread through tourism-oriented NGOs. There are states which attract tourists with their agro produce such as the wines of Shillong, oranges of Manipur and Arunachal Pradesh. The state government needs to focus on a comprehensive approach to the travel and tourism industry to ensure that the potential negative impacts of tourism are minimized while contributing to the preservation local livelihoods, culture and conservation on which they are dependent upon.

Jesus said, “I do not seek My own will but the will of the Father who sent Me” (John 5:30). Seeking to do “the will of the Father” was the one dominating concern throughout our Lord’s life. And whatever He encountered along the way, whether joy or sorrow, success or failure, He was never deterred from that purpose. “…He steadfastly set His face to go to Jerusalem…” (Luke 9:51). The greatest thing for us to remember is that we go up to Jerusalem to fulfill God’s purpose, not our own. In the natural life our ambitions are our own, but in the Christian life we have no goals of our own. We talk so much today about our decisions for Christ, our determination to be Christians, and our decisions for this and that, but in the New Testament the only aspect that is brought out is the compelling purpose of God. “You did not choose Me, but I chose you…” (John 15:16). We are not taken into a conscious agreement with God’s purpose— we are taken into God’s purpose with no awareness of it at all. We have no idea what God’s goal may be; as we continue, His purpose becomes even more and more vague. God’s aim appears to have missed the mark, because we are too nearsighted to see the target at which He is aiming. At the beginning of the Christian life, we have our own ideas as to what God’s purpose is. We say, “God means for me to go over there,” and, “God has called me to do this special work.” We do what we think is right, and yet the compelling purpose of God remains upon us. The work we do is of no account when compared with the compelling purpose of God. It is simply the scaffolding surrounding His work and His plan. “He took the twelve aside…” (Luke 18:31). God takes us aside all the time. We have not yet understood all there is to know of the compelling purpose of God.

Undocumented immigration & threat to economy: The need for state action

T

he fear of exodus of undocumented immigrants’ aftermath the National Register of Citizens in Assam has alarmed across the North East. Several states have stepped up security at inter-state borders with Assam checking the influx of undocumented immigrants. At least at this juncture and on this issue, Nagas should once and for all do away with the aggressive divisive culture of tribalism, regionalism, groupism, factionalism and ideological differences and come together with pragmatic frameworks and actions to address this impending menace. The clock has already ticked and so we should swiftly make a strategic way forward to stop the flocking of the undocumented immigrants into our land because the threats of their presence is a gigantic peril to the economy, security, development, religion, politics and social life of the Nagas. The chances of adverse effects on our economy through the influx of undocumented immigrants is crucial. Naga society is at the point when there is about to be a shift in the distributive systems in various forms of social life and development. It is supported by the fact that the presence of non-indigenous people in the state has vast implications for the organization of business, the economy, the roles which they are able to play in the society and to the polity. These structural changes are bound to have a profound effect primarily in the content of our economy. The immigrants’ imperialism and their market hegemony would overshadow the local economy and development and soon make us dependent on them. The basic assumption is that these people may develop a “dependency model” for the Nagas and may change the economic power structure of our society. Its effect will be invisible but bring a slow death to the Nagas. Not relating to the influx of undocumented immigrants in the Western and European

manuel Cleaver says there is more power in unity than division. It is an irrefutable statement. The importance and goodness of having unity is often talked about. When a problem arises, we often say it’s a consequence of disunity. The saying, ‘unity is strength’ is true. In order to have a strong society, unity is pivotal. If unity is important and good, then why does the writer write about bad unity? Is there any bad unity? I believe there is. It is detrimental. At times I hear people say that the community of a certain village is very united. They say both in good and bad matters, the villagers are united; they are really good. For instance, when there is any clash or quarrel between those villagers and others, all the villagers can amalgamate and vehemently fight with the opponents. Here, they mean that even if they are wrong, they could combat collectively. And astonishingly, people talk about their goodness of unity. It’s a bad unity. For, how can something which is bad or wrong become good? How could you say that even when doing a bad thing, they are unified and endorse it? I have heard about some villages and tribes listed in the category of ‘united’ even though they do wrong thing. It used to bemuse me. An action which is bad cannot be good. This is logically wrong. This kind of concept encourages and proliferate inter-villages feuds, tribalism and communalism.

countries, the immigrants that we fear of will mostly be unqualified for the Government jobs (which the Nagas are much after) or jobs that require strong communication skills. But those immigrants are much likely to take jobs in agriculture, constructions, markets and other entrepreneur opportunity. The theory is that when there are more undocumented immigrants in the state, there will be more people looking for employment. They can ingeniously lower wages and drive out the locals who always demands an exorbitant rate in almost every capacities. For their survival, they would be desperate for any works and simultaneously prepare to accept poor wage. When immigrants lower the wages for their works, our people will recognize these profits as a way of new revenue and would choose those immigrants rather than the locals. Nagas easily get melt by the word “dada” so would even go to the extent of accommodating them at home. We are aware that those immigrants whose eyes are on our state are adaptable to any given situations. They have no problem sleeping besides the drainage as long as there is a space. Literally they would go to the extent of cleaning our feces addressing Sir/Madam to every individual in our household and we would become a prey and emotionally carried away by their wily talks. Another aspect is, in the long run, the immigrant women are also more likely to have children. In 2014, immigrant women between the ages of 15 and 44 had 44 percent more kids than American born women of the same age. The similar things can occur with us too. We should not wait for the time to comprehend the intensity of migration only when its effects and consequences are given due attention for analytical study. If the concern authority do not strike the iron when it is hot, then very soon Nagas will be completely outnumbered by the immigrants in due course.

There is another very traditional view of unity, and it’s very common in villages and tribes. It occurs often during political elections and also other times. For the upliftment of the village, or for village development, the concept of ‘village unity’ permeates in the villages. Prior to elections, village meetings are held and resolutions such as ‘every villager must vote for the political candidate from the village’, and ‘all the villagers must not assist any other candidates’ are taken. Such decision is binding, with even warnings and intimidations to the trespassers. Indeed, those who go against such wrong village rules and regulations are castigated, condemned, fined and penalized. This kind of unity is destructive. It is a violation of individual’s right and freedom. I strongly hold that such unity generate disunity between villages and tribes. Thus, you are thwarted from visiting an MLA or Minister if you did not vote for him/her. One is an MLA or Minister of only those who voted him to power. In the postelection, filthy practice of segregation based on partycentric policy ensues. And sadly, this is spawned by strong unity of one political party. This kind of unity is cancerous and it needs to be discarded. But who will take the lead? Those who initiate or try to do away with this kind of unity will be reckoned and labeled as traitor or offender. Yes, reformation has never taken place without confrontation. If a strong

The fact can be justified by citing the example of Tripura, the state which ought to have been empowered by the local population, have been in the hands of these immigrants for over a half century now. The indigenous population of Tripura feels that their rights have been taken away by the immigrants and live insecurely both economically and politically in their own land. Undocumented immigration is fundamentally an issue of law violation. The lack of adequate enforcement would encourage immigration to the state. Government has to take intense critical scrutiny and remain extra vigilant while tackling such issues. Another major area for deterring undocumented immigration is local cooperation with the state. Citizens can collectively work to check the influx of undocumented immigrants in their respective locality. This can be done by conscientizing the masses about what is taking place in Assam and its magnitudes. Strangers with suspicious movements in the villages and towns should be interrogated by any local citizens and ask to produce valid documents. Any individual with no proper documents should be detained and report to the police or the village councils immediately (Youths can take proactive part in this). We can also systematically deny jobs including the manual works. Government officials, tribal and village authorities should be very conscious and not take bribe for issuing of certificates or permits. In such way, the magnet that draws immigrants can be cut off. Nagas are naturally very accommodative and hospitable. The Bible teaches us to love our neighbors but the concern is different today. Strict measures has to be taken in order to save our future from the hands of the infiltrators. Bad unity

traditionalist reads this article, he would be even unhappy with me for airing this view. But, we all need to strive to get out of this malpractice. It is true that globalization enormously broadens our mind. Staggeringly, it also narrows our mind. How? Prior to globalization, humankind in the world tried to connect and open up. After the dawn of globalization, and with the advancement of science and technology, we are so closely connected. We are like living in a village, a global village. Thus, exchange of cultural ideas and practices takes place extensively. Now, the world is so opened up that many villages and tribes are apprehensive about losing their unique identity, culture, traditional values, etc. Yes, the significance of preserving and promoting one’s culture and identity cannot be refuted and brushed aside. But, while doing that, many become parochial in their outlook. They get trapped and inebriated with their village and tribe’s welfare. The fidelity to one’s tribe and community become utterly intense that many tribes’ men have forgotten that the world is big and we need to have unity not only within one’s tribe, but between tribes, communities and societies. This is the negative effect of globalization. It has constricted our minds. Once, in a meeting, we were deliberating about whether or not we should strengthen a particular organization that existed in my village. I shared my view saying that having a

It’s high time for us as an elect to teach the gospel of Grace so all come to repentance means “metanoia” change of mind. And free them from the chain of law and condemnation, because the law binds but graces gives freedom (Romans8:1). Secondly I want to urge all the church leaders to be unveiled to the revelations of the gospel of grace which has been made available to us because of His faithfulness. I also want to share a brief account of my life. How God deliver me out of the bondage of law. I was a sinner saved by grace and only by faith alone (Ephesians2:8) and not by my good works (Isaiah64:6). Because my merit cannot save me neither my own righteous can. Only the blood and grace of our Lord and Saviors Jesus Christ has saved from my complete wretched condition. I was devoted and adhere fasting to earn God’s blessing and also to obtain holiness, righteous, healing etc none of the scriptures I

What I stated was true, he said, but if a small group is not strong, we cannot contribute to the larger group(s). There was truth in his statement. But, what is worthy of consideration is the intention or purpose of strengthening our organization or association or club. I think, many a time our goal of bolstering our organization(s) or association(s) is not for a higher cause; say to contribute to tribe, district, state or nation. But, our focus is limited only to a small group(s), say to our village or clan. Why we do what we do matters. While trying to foster our clan or village, we become closeminded and prejudiced. Some unity thus can be damaging. Finally, similar to the first viewpoint, I intend to address another bad unity. It’s a religious one – denomination and church unity. Though this is a religious issue, I feel it apt to address here. Many missionaries have expressed the difficulty of proclaiming the Gospel because non-Christians know that there are too many denominations and appallingly, we are disunited. Once, a guy

And the matter of truth is if I am a Christian then I have to be different from other religious faith. So I earnestly request all my fellow co-workers, as a pastor, missionary, evangelist and leaders to take a pause give ways to grace and start proclaiming the one and true gospel not mixed gospel because old wine is the picture of law new wine is the picture of Grace (Mark2:1822). And I anticipate we will be preaching it radically inside outside the church because teaching the gospel of Grace, results into true repentance. Finally, my recommendation to all the shepherds is to switch on to the preacher who already has a profound revelation about the message of grace such as Pastor Joseph Prince, Creflo Tollar, Pastor Paul who are radically proclaiming the gospel of grace this generation. We should be reminding people of their righteousness once they accept Christ as their personal savior and not always preaching condemnation. What we preach is very important because what we preach the people will believe and what they believe they will become, either for better or worse. If we don’t preach the gospel we are responsible. We should be preaching what Paul (Apostle of Grace) preached (Galatians1:8). Therefore, I invite all the pastor’s and leaders to embark unto to the revelation of Grace and start proclaiming it. Many a times, we are more concerned about what the Church tradition says than what the Bible says. Rajnath clarifies on detaining TMC team

New Delhi, Aug 3 (IANS): The Lok Janshakti Party (LJP) on Friday said the proposed bandh on August 9 should be called off as the government has decided to restore the SC/ST Act to its original form. LJP termed its earlier demand for removal of NGT Chairman A.K. Goel “a non-issue”. The LJP had earlier said the party-affiliated Dalit Sena would participate in the “Bharat bandh”, called by several Dalit organisations for August 9 to press for restoration of the SC/ST Act. “The government has brought the bill to restore the SC/ST Act. So, we do not find any reason for a bandh on August 9,” LJP Parliamentary Board Chairman and MP Chirag Paswan told reporters here. Chirag Paswan, who is son of Union Minister Ram Vilas Paswan, also said that now his party would not pursue the demand of Justice Goel’s removal as its concern was the order passed by him as Supreme Court judge, which had “weakened” the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. “We do not have anything personal against him (Goel). We were against the order passed by him. Now that the government has made the order ineffective, the matter is over,” he said.

The commissioner & secretary H&FW has, therefore, cautioned all responsible stakeholders that transactions at all level would be effectively monitored. Further, it has been cautioned that any dealers found conducting business in violation of any provision of the above mentioned Act and Rules would be punishable under appropriate Section of the Drugs and Cosmetics Act, 1940.

Panaji, Aug 3 (IANS): Native Goans would be banned from entering casinos from 2019, after the state government appoints a gaming commissioner to regulate the industry, Chief Minister Manohar Parrikar said on Friday. The Chief Minister said a casino policy would be unveiled this month. “As a policy, Goans will not be permitted to enter the casino playing areas. Only visiting tourists shall

Stating that people of the area have been facing power cuts for the past many days, the union has appealed to the power department to deploy trained employee at Satoi to oversee the situation. New Delhi, Aug 3 (IANS): A delegation of Trinamool Congress (TMC) leaders flew to Silchar but was detained at the airport to maintain law and order in Assam, Union Home Minister Rajnath Singh on Friday told the Lok Sabha, adding that the delegation members created an “unruly situation at the airport”. Citing a document received from the Assam government, the Minister said the state government took the step based on “media and intelligence inputs”. “On the basis of intelligence inputs, considering the law and order situation and to avoid any deteriorating condition, the Assam government detained the honourable (delegation) members who reached Silchar airport,” Rajanth Singh said. “As per my information, the district officials there requested the TMC members with folded hands that Section 144 of CrPC was in force in the entire district and it would not be good for them to go outside. New Delhi, Aug 3 (PTI): The government Friday said it will take action against over 2.25 lakh companies as they have not filed requisite financial statement for 2015-16 and 2016-17. The Ministry of Corporate Affairs (MCA) has already struck off over 2.26 lakh companies for nonfiling of financial statements or annual returns for a continuous period of two years or more. “During the financial year 2018-19, a total of 2,25,910 companies have also been identified for action under section 248 of the (Companies) Act for non-filing of due returns for the financial year 201516 and 2016-17,” Minister of State for Corporate Affairs P P Chaudhary said in a written reply to the Lok Sabha. “Due procedure shall be followed by Registrars of Companies (ROCs) before striking off names of the companies,” he added.

Mumbai, Aug 3 (PTI): The foreign exchange reserves declined by USD 950.9 million to USD 404.192 billion in the week to July 27, on account of a fall in the foreign currency assets, the RBI said Friday. In the previous week, the reserves had increased a marginal USD 67.7 million to USD 405.143 billion. A higher forex kitty is an indicator of the health of the economy as it is the direct cover for imports. The longer the import cover, the better the external health of the economy. At USD 404 billion, the nation can take care of around ten months of imports. Forex reser ves had touched a record high of USD 426.028 billion in the week to April 13, 2018. The reserves had crossed the USD 400-billion mark for the first time in the week to September 8, 2017, but have since been fluctuating. The government, he said, is fully conscious of the significant contribution of the private security industry in creating jobs for the poor, those who have migrated from the villages and ex-servicemen. “We have received a FICCI representation on the issue and will do whatever is possible to reduce the 18 percent Goods and Services Tax levied on the industry,” he said at an event here. Mumbai, Aug 3 (Agencies): The Reserve Bank of India (RBI) Thursday cancelled certificates of as many as 36 Non-Banking Financial Companies (NBFCs). In the last one month certificates of more than 100 NBFCs have been cancelled. Out of the 36 NBFCs whose registrations were cancelled yesterday, 34 are from Chandigarh and Punjab, and the other two are from Odisha and Andhra Pradesh. RBI said, “These companies shall not transact the business of a Non-Banking Financial Institution, as defined in clause (a) of Section 45-I of the RBI Act, 1934.” According to report by ICRA, under the PMLA, the NBFCs, which include cooperative banks, are required to furnish details about the identity of their clients, maintain records and furnish the information

Pure gold (99.9 purity) also moved down by a similar margin to Rs 29,605 per 10 grams as compared to Rs 29,740 earlier. Silver (.999 fineness) dipped by Rs 130 to conclude at Rs 37,760 per kg as against Rs 37,890 previously. Globally, a stronger dollar combined with a slump in the Chinese currency pushed gold down to the weakest in nearly 17 months on Friday and some analysts expect further downside.

The commerce ministry issued a statement saying the new duties would be applied if Washington pulled the trigger on President Donald Trump’s threat to raise tariffs on $200 billion worth of Chinese goods. The Chinese reaction is sure to ratchet up tensions with the Trump administration at the end of a week that saw stock markets rattled by the intensifying trade battle. “China always believes that consultation on the basis of mutual respect, equality and mutual benefit is an effective way to resolve trade differences,” the commerce ministry said. “Any unilateral threat or blackmail will only lead to intensification of conflicts and damage to the interests of all parties.” The statement said the date of implementation of the taxes will depend on the “actions of the US side” and China reserves the right to apply “other countermeasures”. Khost, Aug 3 (AFP): Burqa-clad suicide bombers struck a Shiite mosque in eastern Afghanistan Friday as it was crowded with worshippers for weekly prayers, killing at least 29 people and wounding more than 80 in the latest attack on the minority. Officials said they feared the death toll could rise after the assault, the latest targeting civilians who have borne the brunt of the violence in Afghanistan’s long conflict. “Two suicide explosions happened during Friday prayers in the Khwaja Hasan area of Gardez,” said Abdullah Hasrat, spokesman for Paktia province near the Pakistan border. He told AFP the toll had risen to 29 killed and 81 wounded, with children among the victims. The bombers wore “women’s clothing”, he said, and shot first at the mosque’s security guards before opening fire on worshippers then detonating their explosives. Shelter home case ‘shameful’: Nitish

Patna, Aug 3 (PTI): Bihar Chief Minister Nitish Kumar today expressed remorse over the sexual abuse of girls at a state-funded shelter home in Muzaffarpur and asserted that he would ensure the rule of law prevailed in the state. Breaking his silence over the sordid episode, the chief minister said those guilty of transgressions would not be spared. He was addressing a function organised here to launch the ‘Mukhyamantri Kanya Utthan Yojana’, a scheme for the welfare of girls. I am anguished over the shameful incident that has taken place at Muzaffarpur. I am suffering from pangs of guilt. What types of perverts inhabit our society... all the people of Bihar feel a sense of shame over such a horrific incident, Kumar said. The CBI is investigating the matter. I have also asked the advocate general to request the Patna High Court for monitoring the case so that the probe remains transparent and none of the guilty is spared, he said. Acts like these are heinous sins committed by individuals. But the entire system comes to bear the stigma. I have, therefore, stressed on the need for removing flaws in the system which leave scope for such

I have issued instructions to this effect at a meeting held recently with the chief secretary, director general of police and the principal secretary, Social Welfare Department, the JD(U) chief said. We need to be alert and develop a transparent mechanism which ensures that information of any such unfortunate incident is received in time, Kumar said. The Muzaffarpur shelter home incident had come to light in a social audit conducted by Mumbai-based Tata Institute of Social Sciences. An FIR was lodged by the state social welfare department in June, which led to the arrest of 10 people. Medical reports have confirmed sexual abuse of more than 30 girls formerly lodged at the shelter home, which has since been sealed.

The case was handed over to the CBI last week. Underscoring his government’s commitment to the welfare of girls, the chief minister said the amount paid to each beneficiary under his famous bicycle scheme has been raised from Rs 2,500 to Rs 3,000, adding there has been a similar hike in the assistance provided for purchase of school uniforms and sanitary napkins. Under the Mukhyamantri Kanya Utthan Yojana, class 12 pass out girls will be provided financial assistance so that their parents allow them to pursue higher studies and refrain from marrying them off before they attain adulthood. Closer to develop rotary UAVs for military ops, says HAL chief Bengaluru, Aug 3 (IANS): Defence aviation PSU Hindustan Aeronautics Ltd got a step closer to developing large rotary UAVs capable of carrying weapons when it successfully test flew here a two-stroke petrol engine, light weight helicopter that can fly 10 km with a 2.5kg payload capability. According to a statement, the Hindustan Aeronautics Ltd recently demonstrated the flight of the rotary wing unmanned aerial vehicle (RUAV) here in the presence of its board of directors. It is a two-stroke petrol engine, twin blade main rotor and tail rotor, has payload capability of 2.5 kg including live stream video camera with a 8-10 km range of the vehicle and an endurance of one hour. The flight lasted about 10 minutes and cleared all aviation tests including on the attitude control, attitude hold (ACAH) mode, position control, position hold mode (autonomous hover), low speed flight in forward, backward and sideward directions. The video feed from onboard the helicopter was streamed live and shown on

the dedicated video receiver. The status of the helicopter, its parameters and its realtime position on the map were also shown, the statement said. The vehicle was developed in association with IIT-Kanpur and is the first “outcome of HAL’s tie-ups with academia”. To achieve self reliance in the aviation field and to enhance its R&D efforts, HAL is working closely with premier educational institutes and has established chairs at IITs in Madras, Roorkee, Kharagpur, Bombay and Kanpur and IISc Bengaluru. “ Wi t h t h i s d e m o, HAL’s Rotary Wing R&D Centre (RWR&DC) is well poised to employ its skills and capabilities to undertake development of rotary UAVs of higher weight classes and

The centre at HAL is involved in design and development of rotary wing platforms for military and civil operations. Advance Light Helicopter in its different variants (ALH-Dhruv, ALH-Rudra, ALH Wheeled version) is one of its star products and in service with the Indian defence forces. The Light Combat Helicopter is also designed and developed by this centre and is under production for the Indian Army and the Indian Air Force. The centre has now partnered with IIT-Kanpur to embark upon design and development of a rotary unmanned air vehicle for defence and para-military forces and homeland security. “These efforts led to successful development of control laws, a full authority flight controller, also known as fly by wire system for helicopters and other associated technologies like autonomous navigation system, ground control system,” the statement said.

MoS WCD gives report on child care homes New Delhi, AUG 3 (AGENCIES): Over 200 complaints of children who ran away from observation and special homes have been registered by the National Commission for Protection of Child Rights (NCPCR) since 2015, the Lok Sabha was told on Friday. Minister of State for Women and Child Development Ministry Virendra Kumar, in a written reply, said 203 complaints were received from 11 states and union territories. The government enacted the Juvenile Justice Act in 2015, in which several provisions have been included to improve the condition of child care institutions, including those housing children in conflict with law, he said. Measures taken by the government to prevent children from running away from observation and special homes include increasing staff, reviewing extension of period of stay, group counselling, ethical professional training and installation of CCTV cameras, he said.

Bill on SC/ST atrocity law tabled in LS New Delhi, Aug 3 (PTI): A bill to overturn a Supreme Court order which had laid down certain safeguards in SC/ST law to prevent atrocities against people of scheduled castes and tribes was introduced in the Lok Sabha today. The move is being seen as a reach-out by the BJP-led NDA government to Dalits, days ahead of their proposed August 9 nationwide protest with the key demand to restore the provisions of the law. The bill rules out any provision for an anticipatory bail for a person accused of atrocities against SC/STs, notwithstanding any court order, while it also provides that no preliminary enquiry will be required for registering a criminal case and an arrest under this law would not be subject to any approval. “The principles of criminal jurisprudence and section 41 of the Code of Criminal Procedure, 1973 as interpreted in several judgments, implies that once the investigating officer has reasons to suspect that an offence has been committed, he can arrest an accused. “This decision to arrest or not to arrest cannot be taken away from the investigating officer,” states the bill introduced by Minister of Social Justice and Empowerment Thawar Chand Gehlot.

SC okays live streaming of hearing in constitutional matters

New Delhi, Aug 3 (AGENCIES): Supreme Court on Friday said that live streaming of judicial proceedings in matters of “constitutional importance” can be undertaken and asked the attorney general to frame “holistic” guidelines for its perusal and approval. A bench headed by Chief Justice Dipak Misra also asked parties, including senior advocate Indira Jaising who has filed a PIL for video-recording of proceedings in matters of national importance, to submit their suggestions to Attorney General K.K. Venugopal. Venugopal, in turn, would collate the suggestions and prepare “holistic guidelines” which would be perused and may be approved, the bench, also comprising Justices A.M. Khanwilkar and D.Y. Chandrachud, said. The court, which listed the PILs for hearing on August 17, made it clear that it would not adjourn the hearing that day on the ground that the AG did not supply a copy of his suggestions to the parties. During the brief hearing, it said that the matters, to be heard by Constitution benches and a bench of three judges, would be of “crucial and of constitutional importance” and their proceedings may be

considered for live streaming or video recording. It also sought Venugopal’s views on live streaming of proceedings in cases concerning two individuals and asked whether the consent of parties would be required or not. In his petition, Swapnil Tripathi, a student of National Law University in Jodhpur also sought a direction for setting up live streaming rooms within the apex court premises and granting access to the legal interns. “Once live streaming will be allowed, your problem will be solved,” the bench said when Tripathi alleged that students are not allowed to witness proceedings in all matters in the apex court. BesidesJaising and Tripathi, charitable organisation Centre For Accountability and Systemic Change, through its lawyer Virag Gupta, also filed a PIL seeking a direction to the apex court registry and ministries of Law and Justice and Electronics and Information Technology to “video record the proceedings of all the courts, and make them available to public and parties, subject to regulations”. “The present petition is being filed in public interest, to enable the litigants’ right to information, as available

to them under Article 19 (1) (a) of the Constitution. It is sought that this court under Article 14 of the Constitution may direct video-audio recordings of proceedings of all courts in India in a time bound manner.” “The President, Prime Minister, parliamentarians and jurists are at a consensus that the judicial reforms are need of the hour,” it said. Earlier, the Centre had said that video recording and live streaming of judicial proceedings can be undertaken on a trial basis in constitutional matters being heard by the chief justice of India’s court. The bench was also told by Venugopal, whose assistance was sought by the court, that a pilot project for live streaming and video recording of judicial proceedings can be undertaken on experimental basis. Jaising, in her plea, has sought live streaming of matters of constitutional and national importance. She said citizens have the right to information and matters of constitutional and national importance can be live streamed. Plagiarism: HRD issues new stern norms

New Delhi, Aug 3 (PTI): Student researchers found guilty of plagiarism may lose their registration and teachers could lose their jobs as the HRD Ministry approved new regulations on plagiarism drafted by the University Grants Commission (UGC). The ministry had notified the UGC (Promotion of Academic Integrity and Prevention of Plagiarism in Higher Education Institutions) Regulations,, 2018 this week. The UGC had approved the regulations in its meeting held in March this year prescribing graded punishment for plagiarism. cent would not invite any penalty while that of between 10 per cent and 40 per cent would mean the students will have to submit a revised research paper within six months. In case the similarities are between 40 per cent and 60 per cent, students will be debarred from submitting a revised paper for one year. A student's registration for a programme will be cancelled if the similarities are above 60 per cent. Teachers whose academic and research papers have similarities ranging from 10 per cent to 40 per cent with other papers will be asked to withdraw the manuscript. In case the similarities are between 40 per cent and 60 per cent,

they will not be allowed to supervise new masters, MPhil, PhD students for two years and will also be denied the right to one annual increment, it said. In case of repeat plagiarism of over 60 per cent similarity, the faculty members will be suspended, even dismissed. The new regulations prescribe that if any member of the academic community suspects with appropriate proof that a case of plagiarism has happened in any document, he or she shall report it to the Departmental Academic Integrity Panel (DAIP). "Upon receipt of such a complaint or allegation the DAIP shall investigate the matter and submit its

recommendations to the Institutional Academic Integrity Panel (IAIP) of the Higher Education Institutions (HEI). "The authorities of HEI can also take suo motu notice of an act of plagiarism and initiate proceedings under these regulations. Similarly, proceedings can also be initiated by the HEI on the basis of findings of an examiner. All such cases will be investigated by the IAIP," the regulations read. Parliament was yesterday informed by the government that the UGC found three cases of plagiarism in writing PhD thesis, including two involving vice chancellors of different universities.

Centre has withdrawn social media hub policy, AG informs SC

New Delhi, Aug 3 (PTI): The Centre today told the Supreme Court it will undertake a complete review of its social media policy and has withdrawn its notification proposing a social media hub, which some alleged could become a tool to monitor online activity of citizens. A bench headed by Chief Justice Dipak Misra considered the submission of Attorney General K K Venugopal, appearing for the Centre, that the notification was being withdrawn, and disposed of petitions challenging it. Venugopal also told the bench, comprising Justices A M Khanwilkar and D Y Chandrachud, that the social media policy would be reviewed completely by the government. The bench was hearing a petition filed by TMC MLA Mahua Moitra alleging that the Centre’s social media hub policy was to be used as a tool to monitor social media activities of the citizens and should be quashed. On July 13, the apex court had asked the government whether its move to create such a hub was to tap people’s WhatsApp messages, and observed

The Trinamool Congress legislator from West Bengal had asked whether the government wants to tap citizens’ messages on WhatsApp or other social media platforms. Moitra had said the government had issued a Request For Proposal (RFP). The tender will be opened on August 20 for a software which would do 360 degree monitoring on all social media platforms such WhatsApp, Twitter and Instagram and track email contents, she said. On June 18, the apex court refused to an urgent hearing on the plea seeking to stay the ministry’s move to set up a ‘Social Media Communication Hub’ (SMCH) that would collect and analyse digital and social media content.

In May this year, the Broadcast Engineering Consultants India Limited (BECIL), a public sector undertaking under the ministry, had floated a tender to supply software for the project. The legislator from Karimpur constituency of West Bengal said the SMCH “is being set up with the clear objective of surveillance of activities of individuals such as herself on social media platforms”. In her plea, she said such intrusive action on part of the government was “not only without the authority of law, but brazenly infringes” her fundamental right to freedom of speech under Article 19(1)(a) of the Constitution and violated her right of privacy. Raising concerns, she said the proposed SMCH seeks to create technology architecture that merges mass surveillance with a capacity for disinformation. The petition quoted the RFP as saying that the platform should “support easy management of conversational logs with each individual with capabilities to merge it across channels to help facilitate creating a 360 degree view of the people who are creating buzz

across various topics”. It said technology is required to have the capability to listen to and collect data not only from social media platforms but also from e-mails. “Specific capabilities mentioned include live search, monitoring, collecting, indexing and storage of personal data including location-based data and meta-data. The ability to monitor individual social media user/account is a specific mandate being given to the service provider,” the PIL said. WhatsApp, which was recently under fire over fake and provocative messages being circulated on its platform, had informed the IT and Electronics Ministry that it has the ability to prevent spam but blocking can be done only based on user reports since it cannot see the content of private messages. Detailing the proactive steps to tackle abuse on its platform, WhatsApp had said it retains limited information and is end-to-end encrypted. But this privacy protection has trade-offs in form of “the inability to see problematic content spreading through private conversations on our app”.

NCPCR to chalk out rehab plan with MP govt: WCD New Delhi, Aug 3 (PTI): Women and Child Development Minister Maneka Gandhi has asked the National Commission for Protection of Child Rights to chalk out a rehabilitation plan with the Madhya Pradesh government after reports of children caught in sex trade in the state came to light. She was responding to a media report which said children were allegedly being pushed into sex trade in Madhya Pradesh. Calling it a “heinous crime [which] cannot be tolerated”, Gandhi said her ministry has asked NCPCR to chalk out the plan in consultation with the state government. “This expose is extremely appalling. The Women and Child Development Ministry has sought an immediate report from the Madhya Pradesh government on the incident and has directed the state government to ensure that cases under IPC and POCSO (Protection of Children from Sexual Offences) are booked,” Gandhi tweeted. According to the antitrafficking bill, victims of trafficking for sex work, beggary, child labour and other purposes will have legal right to be rehabilitated.

Govt clears elevation of Justice K M Joseph to SC New Delhi, Aug 3 (PTI): Ending a protracted stand off with the judiciary, the government has cleared the recommendation of the Supreme Court collegium to elevate Uttarakhand High Court Chief Justice K M Joseph to the top court, sources in the government said today. The government has also given its nod to appoint Madras High Court Chief Justice Indira Banerjee and Orissa High Court Chief Justice Vineet Saran to the SC, the sources said. They also said that the files were cleared in two batches on Wednesday and Thursday. The sources said their warrants of appointment are likely to be issued by Monday. The number of judges in the top court after the appointments would go up to 25. There would still be six vacancies. Justice Joseph’s name was recommended for appointment as a judge of the Supreme Court by the collegium headed by Chief Justice of India Dipak Misra on January 10. On April 30, the gover nment had retur ned the recommendation for reconsideration on the grounds that he lacked seniority.

An earlier recommendation of the collegium to transfer Justice Joseph to Andhra Pradesh and Telangana High Court on health grounds was kept pending by the government for a long time The collegium on May 16 in-principle reiterated the decision to recommend Justice Joseph’s name. Vigilantes should be treated as terrorists: Agnivesh New Delhi, Aug 3 (PTI): Social activist Swami Agnivesh, who was assaulted allegedly by members of saffron groups in Jharkhand last month, has demanded that those accused in mob lynching cases be treated as “terrorists” and tried under the counter-terror law UAPA. Alleging that police in Jharkhand was taking no action regarding the case of assault on him at Pakur on July 17, he said he will file a petition in the Supreme Court seeking a SIT probe into the entire incident. “Even after 15 days, no arrest has been made despite the accused being identified as members of saffron outfits including BJP. It is clear the accused assaulted me on orders from higher level. The BJP government at the Centre and in Jharkhand are involved in it,” he alleged. Agnivesh said he will tour several parts of Kerala besides Ludhiana and Saharanpur later this month to consolidate protests against mob lynchings and atrocities on Dalits, minorities and tribals. “Those who lynch people on any ground are nothing but terrorists and must be treated as such. Provisions of UAPA (Unlawful Activities Prevention Act) should be invoked against all such elements and outfits,” he said.

A bench headed by Justice Ranjan Gogoi also slapped a cost of Rs 25,000 on the petitioner and directed him to deposit the amount within four weeks with the Supreme Court Bar Association. “What is that you want? Is it a PIL (Public Interest Litigation),” the bench, comprising justices R. Duty Magistrate Bhavna Kalia extended the custody of Ranjit Malik alias Johny after he was produced in the court on expiry of his one-day custody granted yesterday. On an application moved by special public prosecutor Nitesh Rana, appearing for the ED, the court said that the accused was being sent for custodial interrogation for three more days and he should be produced in the court concerned on Monday. The CBI had booked Sterling Biotech, its directors Chetan Jayantilal Sandesara, Dipti Chetan Sandesara, Dixit, Nitin Jayantilal Sandesara and Vilas Joshi, chartered accountant Hemant Hathi, Garg and some unidentified persons in connection with the alleged bank fraud case.

The petition was filed by Reepak Kansal, who had alleged “flagrant violations and abuse of health norms” due to a lack of policy, and claimed that several private hospitals and maternity homes often conduct unnecessary C-section deliveries to make money. He also said that the World Health Organisation recommends cesarean section to be performed only when it becomes a medical necessity. He claimed there are numerous instances in India where C-sections are performed without medical reasons by private hospitals with an intention to make money. His petition also claimed that a C-section delivery involves an extended stay in the hospital as compared to normal childbirth. Kansal, in his plea, sought the constitution of a medical board for monitoring the activities of private health institutions with regard to C-section deliveries.

Facebook launches digital literacy library San Francisco, Aug 3 (IANS): Facebook on Friday announced the launch of a “Digital Literacy Library� to help young people build the skills they need to safely enjoy online technology. “Today, we’re launching our Digital Literacy Library, a collection of lessons to help young people think critically and share thoughtfully online,� Antigone Davis, Global Head of Safety at Facebook, wrote in a blog post. “There are 830 million young people online around the world, and this library is a resource for educators looking to address digital literacy and help these young people build the skills they need to safely enjoy digital technology,� Davis added. The interactive lessons and videos, developed in partnership with the Youth and Media team at the Berkman Klein Center for Internet and Society at Harvard University for educators of youth aged 11 to 18, can be downloaded for free. Divided into themes such as privacy and reputation, identity exploration, security, safety and wellbeing, the lessons reflect the voices of young people from diverse socio-economic backgrounds, ethnicities, geographies, and educational levels. Currently, the 18 lessons are in English language and Facebook is planning to launch these in additional 45 languages soon. The case will be heard by a bench headed by Lahore High Court Chief Justice Muhammad Yawar Ali. The other members of the bench are Balochistan High Court Justice Tahira Safdar and Sindh High Court Justice Nazar Akbar, Geo News reported. The Madras High Court on Friday directed the actor-turned-politician to file his reply by August 6 to the petition filed by Pyramid Saimira, a movie production company. The court issued a notice to the actor asking him to reply by August 6, the next date for hearing. Pyramid Saimira has alleged that Kamal Haasan owed it Rs.7.75 crore. The company says the dues cannot be recovered from the actor if Vishwaroopam-2 is allowed to release. According to the company, it had signed a Memorandum of Understanding with Raaj Kamal Films International -- Kamal Haasan is one of the partners -- for joint production of a Tamil movie Marmayogi. ‘Mamma Mia! Here We Go Again’: Not just for ABBA fans (Review)

Here We Go Again”; Director: Ol Parker; Cast: Amanda Seyfried, Dominic Cooper, Pierce Brosnan, Colin Firth, Stellan Skarsgard, Andy Garcia, Christine Branski, Julie Walters, Meryl Streep and Cher; Rating: ****1/2 If you are a die-hard fan of the Swedish pop group ABBA, you must have waited ten years for this sumptuous sequel to “Mamma Mia”, the film woven around the ethereal songs of ABBA and performed by the actors with an enthralling verve. The hypnotically beautiful Amanda Seyfriend and Meryl Streep are back as daughter and mother. The vast cast is uniformly good looking. The film oozes a visual splendour of orgiastic proportions. The verve and vivacity of the original spills over effortlessly into the sequel. The plot dithers delectably between utopia and fantasia, careening captivatingly towards the Broadway styled musicals where the actors (expert singers or not) express moments of heightened feelings through the songs. The melodic masterpieces of ABBA are performed on a Croatian island where time comes to standstill as a truckload of characters belonging to two

different time zones come together in the most celebratory ode to effervescence I’ve seen on screen. This is “The Sound Of Music” with the cuteness quotient augmented manifold. I d o n’t t h i n k o n e needs to be a fanatic fan of ABBA as I am, to love these “Mamma Mia” movies. So ebullient and contagious are the choreography and singing of the numbers that I saw youngsters simply getting swayed off their feet in the theatre, grooving to the magical beats of a group that can never get outdated. This brings me to the lackadaisical release of “Mamma Mia 2” in India. I am told that the film’s

distributors Universal Pictures didn’t think there was a large audience for ABBA and “Mamma Mia” since the generations that dug ABBA are long gone. Wrong! ABBA, like good champagne, has only got more inviting with time. The magical cadences of their songs are used in the film to give the characters a sense of infinitesimal ecstasy in a world that is rendered transient not just by time but also by mood and temperament. It’s an enchanting experience to see all the accomplished actors of all ages getting into the party mood with such accomplished chords. Every actor is just

right for the celebratory mood. Easily the highlight is the timeless Cher singing “Fernando” -- a number so steeped in nostalgia that it requires nerves of steel to not break down while it is performed in her seductively smoky voice. Ah, the sad bit. There is very little of Meryl Streep in the film. Not that there is much room for anybody to stay their welcome. There are two sets of actors playing each character in the past and present. Timelines are jauntily ignored while everyone has a ‘gala’ (as in throaty) time. Not very often do we come out of a film feeling so happy to be alive. (IANS)

rape allegation made against Backstreet Boys member Nick Carter is being reviewed by prosecutors. The police confirmed in February a woman had accused Carter of sexually assaulting her in 2003, an allegation the singer denies. The alleged victim was not named, but in February, Melissa Schuman tweeted she had filed a police report. The actress and singer had previously accused Carter of raping her when she was 18, in a blog post. Schuman wrote that when the accusations of Harvey Weinstein came to light, her family and friends asked if she wanted to come forward with her story, but the idea of hav-

ing to relive the events were “traumatic”. However, when another alleged victim accused Nick Carter of assault in October 2017, Schuman said she believed it was her “responsibility” to share her story. “There is nothing worse than being victimised and having others call you a liar. It emphasised that the said number was not a valid UIDAI toll free number and some vested interests were trying to create unwarranted confusion in the public.

“UIDAI has reiterated that it has not asked or advised anyone including any telecom service providers or mobile manufacturers or Android to include 18003001947 or 1947 in the default list of public service numbers,” it added. Aam Aadmi Par ty leader Ankit Lal said he too had the number saved on his phone and he never did it himself. “UIDAI says it’s not valid helpline number. Yet that number is on all Aadhaar cards. Someone’s corporate communication is really messing up things,” Lal said in a tweet. Denying its role in the incident, the Cellular Operators Association of India (COAI) said: “The inclusion of a certain unknown number in the phonebooks of various mobile handsets is not from any telecom service provider.” Telecom companies, however, declined to comment on the matter and said that COAI’s stand is the uniform stand of the industry. ASA has confirmed a delay in the first piloted flights of Boeing and SpaceX, part of NASA’s Commercial Crew programme to send humans to the International Space Station (ISS) on private US spacecraft. SpaceX is targeting November 2018 for Crew Dragon’s first uncrewed demonstration mission (Demo-1), three months later than the previous schedule released by NASA early this year. The crewed demonstration flight, with two astronauts on board, will follow in April 2019, four months later than previously announced. “We believe, the earliest time we can confidently do that will be in mid-2019 after flying an uncrewed flight test late this year or early next year,” said John Mulholland, vice president and programme manager for Boeing’s Commercial Crew effort, in a NASA blogpost. “I’m incredibly proud of the progress our team has made, and it has been inspiring to watch them work through challenges

quickly, while developing a brand new human-rated spacecraft that Boeing, NASA and the nation can be proud of,” Mulholland added. Boeing’s CST-100 Starliner, on the other hand, will likely perform two crucial test flights next year, instead of this year as planned. Each test flight will provide data on the performance of the rockets, spacecraft, ground systems, and operations to ensure the systems are safe to fly astronauts. The crew for Boeing’s Crew Flight Test and SpaceX’s Demo-2 flights will each include at least a flight commander and pilot aboard to test out the systems. After successful completion of the flight tests with crew, NASA will review flight data to verify the systems meet the agency’s safety and performance certification requirements and are ready to begin regular servicing missions to the space station, the US space agency said. Soon questions about privacy concerns started trending on social media, prompting the UIDAI as well as the telcom operators to deny any involvement on their part. Amid several explanations for the phenomenon -- including installed Adhaar app, phone number linked with Adhaar, pre-saved number on the SIM cards -- the mystery remained as both the Unique Identification Authority of India (UIDAI) as well as the telecom operators washed their hand of the issue. While the telecom industry denied any role in the strange incident, the UIDAI said that some vested interests were trying to create “unwarranted confusion” in the public and clarified that it had not asked any manufacturer or telecom service provider to provide any such facility. Late Mrs. Lhouhuzu-u Venuh was born in the year 1916 at Thetsumi village under Phek district. She was one of the early Christian convert of Thetsumi village in the year 1941. She is the wife of Late Zulhouru Venuh who passed away on 27th December 1972. She left for her Heavenly abode on 29th July 2018 at the age of 102. Through this column, we the bereaved family would like to convey our sincere gratitude to all those who stood by us during our most difficult time. We value your help and support for shouldering us spiritually, financially, materially, physically and morally at her sudden demise.
