D I M A P U R , AU G 5 (NPN): Even as Nagaland battles one of the worst natural calamities in recent memory, Union Minister of State (MoS) for Home, Kiren Rijiju Sunday assured the State government of all possible help from the Centre. Rijijiu, who arrived here from Delhi to take stock of the situation, held a brief meeting with chief minister Neiphiu Rio, Urban Development minister Metsubo Jamir, PHE minister Jacob Zhimomi and Nagaland State Disaster Management Authority (NSDMA) officials at the

airport lobby. During the meeting, Rijiju was shown visuals of the massive damage caused across the State by NSDMA officer on special duty Johny Ruangmei. Thereafter, as scheduled, the Union minister, along with Rio and senior officials took off by chopper for an aerial survey of affected areas in Kohima and Meluri-Kiphire, besides Doyang dam to see rise of water level that has affected downstream areas Golaghat. However, barely few minutes after taking off, the entourage returned as the chopped could not land in Kohima due to bad weather.

Rijiju then held a meeting with Rio and other State government officials at Niathu Resort, during which he assured all possible help to the State to overcome the current crisis from Union home and defence ministries. Stressing on basic commodities reaching farflung areas, Rijiju said Indian Air Force would be kept on standby. He said he was visibly surprised to learn about the magnitude of devastation in Kohima. The MoS announced that an inter-ministerial team would be constituted and sent to Nagaland within a week’s time to prepare correct projection of the

financial requirement. “Very soon we will send the team to Nagaland and, once they submit the report, relief would be released immediately,” he added. Admitting that problems faced in hilly areas were more acute, Rijiju assured of raising the State’s issue with the next Finance Commission. Explaining that the Home ministry’s role was limited to rescue and relief as per Finance Commission guidelines, he further assured of following up with other line ministries for restoration and re-building works. D I M A P U R , AU G 5 (NPN): N agaland chief secretary, Temjen Toy on Sunday said that around 400 villages have been hit by the landslides, affecting at least 4000 families, who have been evacuated to safety. According to DIPR, Toy informed to media persons at Hotel Vivor Kohima, while giving a brief report on the status of the recent incessant rains that have wreaked havoc in all the districts. “Not only were the rains and damages unprecedented but even the response of the various agencies have been unprecedented. The departments, administration and agencies have been tirelessly monitoring and working round the clock,” he said. As far as connectivity was concerned, Toy said the worst affected was Kiphire district. He however said that the 8 km-patch washed away had been restored to some extent and essential commodities could be transshipped. Toy said some affected people did not even have enough food to last for a day at Kiphire. “We have made successful droppings of rations at Tening but Kiphire, Tobu and others were unsuccessful because of bad weather,

we hope that in the next few days the situation will improve,” he stated. He further said that ten lives were lost and added that damages could have been much worse had timely awareness and support not been given to the affected people. Toy expressed regret as he told the media persons that union minister of state for Home, Kiren Rijiju was unable to land at Kohima due inclement weather conditions. Rijiju was scheduled to carry out an aerial survey of the damages across the state. Temjen Toy also

recorded appreciation of officials who had been on the roadside monitoring the repair works. He said that though the repair works being carried out was just a temporary solution, the state needed active technical support and hand holding from the Government of India. He admitted that the state lack the expertise to tackle such situation. report stated. However, they chopper could not land at Kiphire due to bad weather and another attempt would be made on Monday, the report said. DIPR stated that the district administration & DDMA received 30 bags of rice, 100 kg Dal, 10 tins of refined oil (15 litres each), sugar 100 kg, milk 20 kg and tea leaf 20 kg from 7 Assam Rifles for distribution to the affected people. He said few essential commodities were brought by light vehicles through an alternate route. KVGOA offers help: Kohima Village Gazetted Officers’ Association (KVGOA) has offered its help to Kohima district administration in carrying out relief in the State Capital, besides appealing in association with Kohima Village Council to various groups and organisations to help manage the current situation arising out of the natural calamity. BJP unit for Central aid

Nagaland BJP unit on Sunday wrote to BJP national president Amit Shah seeking Central aid to Nagaland which has been devastated by landlsides/mudslides, posing serious threat to the people. The letter signed by BJP general secretary, K. James Vizo on behalf of the state president, Temjen Imna Along, informed Amit Shah that the state government, despite doing its best, was unable to address the issues due to its limited resources, inadequate machinery and lack of expertise. In this regard, the state BJP has requested Shah to take up the matter at the Central level.

NEW DELHI, AUG 5 (AGENCIES): Beware of the warning that asks an electorate to vote for a particular candidate, stating “you have taken money and can’t fool us as the paper trail machine clicks your picture casting vote,” says chief election commissioner (CEC), OP Rawat dismissing the claims as a canard. This is being spread by some using money to buy votes and the Election Commission would launch a campaign to dispel this myth, he said. Referring to rumour mongering, Rawat said: “They tell the voters to cast vote in their favour in return of cash and if they do not wish to vote for it, they should not accept cash as the picture clicked by paper trail machine would expose them,” Rawat explained. He the poll panel would launch a campaign to inform the voters that the paper trail machines do not breach their secrecy at the polling booth. While all required EVMs -- 13.95 lakh ballot units and 9.3 lakh control units -- will be delivered by September 30, 16.15 lakh VVPATs will also be delivered well before the end of November, he added. Adds Agencies: There is likelihood that the Modi government could order snap polls by November or December. Indications to this effect come from the fact that both Modi and his close confidante and BJP president Amit Shah have been hard at work in preparing campaigns in several states. A snap poll is also a likely option for Modi since it would catch the opposition unprepared as they mull about unity.

LH slams Wka-Merapani road contractors D I M A P U R , AU G 5 (NPN): Lotha Hoho (LH) has expressed surprise at the list of complaints described as “hindrances” against works on Wokha-Merapani highway by National Highways & Infrastructure Development Corporation Limited (NHIDCL) and M/s Indian Technocrats Ltd (ITL) on PHE pipes, retaining walls, houses, markets, pineapple gardens, agriculture land, boundary walls, betel nut plantation, etc, submitted to DC Wokha on July 18. According to LH chairman Mhao Humtsoe and general secretary Er Mhondamo Ovung the list altogether included 29 hindrances submitted by NHIDCL and ITL. LH pointed out that any development work carried in human habitation areas was bound to encounter such “hindrances”, including maintenance work.

Therefore, LH termed such a list as “ laughable” and wondered whether NHIDCL and ITL were so “hopelessly inexperienced and incompetent”. It also asked why both firms did not coordinate with respective departments and respective village councils so as to realign pipelines, poles, retaining walls, etc?. LH concluded that so-called hindrances listed were “lame excuses”. Further LH said, even if these were really hindrances, the length of all the 29 items put together in one line, one after another, might not occupy even one km while the total length of the road project is 65.585 km from Wokha to Merapani. LH said leaving aside the so called hindrances, why did the firms not widen the road for the remaining more than 64 km of the stretch?.

LH reiterated that the entire Lotha community was determined to see the road project implemented as per specifications as the road was lifeline of Wokha district. It said since no objection certificates by land owners and village authorities were submitted in September 2016, the NHIDCL and ITL have to start work and call Lotha organisations to work sites, wherever and whenever any difficulty was encountered. LH pointed out that, on July 26, a co-ordination meeting was convened by Extra Assistant Commissioner Englan, where the issue of retaining wall at Doyang (Dhilong village) came up and where the village council chairman clarified that the retaining wall did not pose any issue as the village council was there to take care of it. Addressing the festival as chief patron, advisor of Tourism and Art & Culture H. Khehovi spoke about the importance of preserving tribal identity through festivals. The advisor emphasized on the age old alliance between the two villages of Longsa and Sapotimi and asked to make the neigh-

DC Wokha issues advisories AHF commits to supporting the needy

DIMAPUR: Deputy Commissioner, Wokha Dr. Manazir Jeelani Samoon, in view of the of publication of Final Draft Citizens Roll under NRC on July 30, through DIPR, has issued the following advisories as preventive measures against influx of illegal immigrants in the district: All entry point/check gates manned by the Police should be strengthened and mobile patrolling in venerable locations should be activated in respective jurisdictions. Non-locals entering the district should not be allowed in without valid passes issued by the district administration and

any unusual influx of outsiders without valid passes should be promptly brought to the knowledge of the Administration and Police. All the village, town, municipal authorities have been asked to take measures to strictly monitor influx of people from outside the state in violation of the existing rules/norms. The antecedents of any new tenants should be properly checked and verified by the district administration and Police. The district administration and Police are to strictly monitor the regulation of ILP, especially along the Border areas of Ralan and Bhandari.

YTC mourns demise of Torupkiu Yimchungrü

DIMAPUR: The Yimchungrü Tribal Council (YTC) has mourned the demise of Torupkiu Yimchungrü who died due to a sudden illness at Wapher village under Tuensang district on August 4. Information and publicity secretary, Mathew K Janger, in a condolence note said that Late Torupkiu Yimchungrü served as head GB of Wapher village till his last breath. He was also an upright and legendary figure, the note stated, and a founding member of Yimchungrü Tribal Council YTC who dedicated his entire life for the greater welfare of Yimchungrü Society. YTC said that it has lost a fatherly figure and the vacuum created by his death would be hard fill, and his death would significantly impact YTC history as he was one of the senior members of the YTC. The council expressed sympathies for the bereaved family members and prayed that the departed soul rest in peace.

DTH condemns murder: The Dimapur Tangkhul Hoho (DTH) has expressed shock at the “cruel murder of Kumugha Chishi perpetrated by barbaric criminals”. A condemnation note issued by DTH president Tuithing Kasar and secretary Joyous Shingnaisui said that the murder was alien to Naga society and should be nipped in the bud immediately. It further asked that the murderers be awarded befitting punishment as a deterrent. DTH added that the hoho stands in solidarity with the aggrieved family. DTH also extended its heartfelt condolences to the family and prayed for the departed soul to rest in peace. WSSU condemns murder: The Western Sumi Students Union (WSSU) has vehemently condemned the kidnapping and brutal murder of Kumugha Chishi, S/o Ahokhu Chishi (chairman of Lotovi village council and a bona fide member of WSSU) whose body was found near the primary school of their village. NWA condemns rape: The Nagaland Wrestling Association (NWA) has expressed shock and anguish at the reported news of the rape of a mother by one Zasituo Tsukru of Dihoma Village under Kohima District. A condemnation note from NWA president Neivikuolie Khatsü and general secretary Vekhozo said that while the society gives due respect to wrestlers and the wrestlers themselves maintain high moral standard, this shameful act had brought shame to the society in general and wrestling fraternity in particular. GPPK, GMSK condemn rape: The Gorkha Public Panchayat Kohima (GPPK) and Gorkha Mahila Samity Kohima (GMSK) has condemned the rape of a mother of two children on August 2, as reported in local dailies. A condemnation note from GPPK president Santu Thapa and GMSK president Draupadi Lama asserted that such inhuman acts in a civilized society should be condemned by all. The two organizations also conveyed their appreciation to the villagers for nabbing the accused and handing him over to the police. They further appealed to the law enforcing agencies to take up the case seriously to deter recurrence of such incidents. They also expressed their sympathies for the victim her family members and adding that GPPK and GMSK joins them in prayer to overcome the unfortunate trauma.

KVGOA offers help to Kohima district admin DIMAPUR: Kohima Village Gazetted Officers’ Association (KVGOA) has offered its help to Kohima district administration in the State Capital relief efforts, besides appealing in association with Kohima Village Council (KVC) to various groups and organisations to help manage the current situation arising out of the natural calamity. An emergency meeting of the association was held at Kohima on Saturday to discuss the crisis in the State Capital, wherein it was decided to render a helping hand to affected families. In consultation with KVC, the KVGOA also appealed to various groups and organisations to share their views and suggestions with an aim to ease the situation. The meeting appealed to the business community to ensure that prices of essential commodities

were under control, to not unnecessarily burden the general public. It also appealed to all taxi and public transport unions to extend a helping hand in this time of need by not hiking fares. Stating that it was understandable that many factors were prompting the hike in fares like fuel cost and longer routes, the meeting however, appealed to them to stand in solidarity with the people. K V G OA f u r t h e r appealed to all banks in Kohima to render a helping hand to help ease the hardships being faced by the general public and displaced families in particular by contributing in cash or kind as part of its corporate social responsibility (CSR). Given the fact that many families had been displaced in the past few weeks and with bad weather being forecast in weeks ahead, KVGOA appealed to citizens of Kohima district to spare their properties to provide temporary shelter to displaced families. With the hope and belief that the community would be strong enough to weather the crisis, the association consoled the affected families that the larger community was behind them and appealed to them to remain positive despite the circumstances. DIMAPUR: Nagaland judicial officers attended a oneday fourth round regional consultation on North Eastern states and Sikkim on effective implementation of Juvenile Justice (Care and Protection of Children) Act 2015 with focus on status of integrated child protection services, at Assam Administrative College, Guwahati on August 4. Delivering the inaugural address, Justice Deepak Gupta, Judge, Supreme Court of India pointed out that juvenile justice should focus on not only the juvenile in conflict with law but more focus should be on the social aspect for benefit of the children. He further stated institutionalization of children should be the last resort and first option has to be provided by the family and community. He lamented that trafficking of children in the North East was a concern and stated that sensitization was the most important aspect for successful implementation of child welfare programs for children of 0-6 yrs, wherein the mother also had to be taken into account. DFD holds executive field staff meeting DIMAPUR: With an aim to further improve its duty and service to the public, Dimapur Forest Division (DFD) held a meeting-&interaction of field staff under DFD on August 1 at the Conference Hall, Forest Office complex. A press release by the division stated that in the meeting, DFO Dimapur, K. Ihevi Aomi briefed the field staff on the division’s achievement of recording the highest revenue earned during the financial year 2017-18 since the inception of the division from 2002. He lauded the staff on their hard work and credited the achievement of the division to the field staff. Aomi also asked the staff to remain vigilant and ready to render public service in case of natural disasters and the recent National Register of Citizens (NRC) of Assam issue, apart from their departmental duties. NASU conducts sanitation drive

DIMAPUR: Northern Angami Students’ Union (NASU) organised a sanitation drive in Kohima town on August 4. A press release from NASU Kohima stated that, keeping in line with the vision of a “Clean Kohima”, around 250 volunteers under NASU participated in the sanitation drive. Volunteers of the union cleaned waste materials from the roadsides and also unhygienic places such as taxi and bus stands.

NASU also requested concerned unions to take necessary measures to solve the problem of the accumulation of plastic waste materials. It also asked the public to play an active role in keeping Kohima clean. MU crisis: Ministers appeal to agitators

The ministers also appealed joint tribal students’ bodies to review their decision to intensify campaign demanding restoration of normal academic atmosphere in the Manipur University by August 6. State education minister Th Radheshyam said that they were making the appeal for the sake of the students who will be pursuing their post graduates across 93 colleges of the state as well as outside the state, Meanwhile, a talk between leaders of agitating Manipur University Students Association (MUSU) and chief minister N Biren Singh Sunday afternoon failed to yield any positive result. The meeting has failed to come to an amicable agreement, a source close to in the chief minister’s office said. It added that MUSU leaders are firm on their demands and urged the chief minister to convert the fact finding committee into an independent judicial enquiry after Pandey was given forced leave. However, the chief minister denied the demand following which MUSU leaders walked out, said the source.

G u wahat i , Au g 5 (PTI): Anjuman Minhaj-E Rasool, an Islamic organisation working for peace and communal harmony, today charged the BJP, Trinamool Congress and AIUDF of doing politics over the NRC issue. “BJP and AIUDF are trying to do politics over the NRC issue. Mamata Banerjee and her party has own agenda. We do not support that and condemn them. Assamese people have rejected them by remaining peaceful in this time,” Anjuman Minhaj-E Rasool president, Maulana Syed Athar Dehlavi said here. Addressing a press conference here, he said the National Register of Citizens (NRC) is being updated under the direct supervision of the Supreme

Court and the document is purely secular in nature. “NRC is linked to national security. It is related with citizen’s rights. Nobody should do politics with it. If someone does it, then action should be taken,” Dehlavi said. He alleged that BJP president Amit Shah was trying to politicise the matter by commenting that those not finding their names in the complete draft of NRC are “ghusbaithiya” (infiltrators) and they will be deported from India. “When the Supreme Court and NRC State Coordinator Prateek Hajela is saying that nobody can term the excluded people as infiltrators, then why did he say so? Now they are talking about doing NRC in every state. I suggest,

they do it in Tripura first as the demography of that state has distorted most,” Dehlavi said. He said all the illegal foreigners living in India should be deported after proper verification process irrespective of their religious identities, while no genuine Indians should be left out of the final NRC. Dehlavi appealed to the NRC authority to correct the errors or mistakes detected in the complete draft of NRC while publishing the final document. Altogether, 2,89,83,677 persons were found to be eligible for inclusion in the complete draft of the NRC, which was published on July 30, out of a total 3,29,91,384 applicants, thereby excluding the names of 40,07,707 people.

G u wahat i , Au g 5 (PTI): Two more persons have died due to floods in Assam that have affected nearly 1.05 lakh people in five districts of the state, the Assam State Disaster Management Authority (ASDMA) said. According to the ASDMA, the two flood-related deaths occurred at Gogamukh revenue circle in Dhemaji district and Merapani sub-division in Golaghat district. With this, the total number of flood-related deaths across the state has risen to 45 this year. The ASDMA said over 1.04 lakh people are affected at present in Dhemaji, Lakhimpur, Darrang, Golaghat and Sivasagar districts. The number stood at 1.09 lakh in six districts till yesterday. Golaghat is the worst affected with over 93,000 people marooned. Around 6,000 people have been impacted in Lakhimpur. Currently, 145 villages are under water and 8,869 hectares of crop area has been damaged, it said. The authorities are operating 128 relief camps and distribution centres in two districts that are catering to Caretakers feed rhino calves at Centre for Wildlife Rehabilitation and Conservation 26,764 people at present, the (CWRC), at Panbari Reserve Forest near Kaziranga National Park in Golaghat district, ASDMA said. The North East Students Organisation (NESO), an apex student’s body of all the indigenous communities in the region, demanded to update the registry of citizens in other northeastern states to segregate genuine and nongenuine citizens. “There is a propaganda going on by some political leaders of India that the NRC was anti-Bengali or anti-Muslim. extremely critical of the draft NRC in Assam that left out more than 40 people from the list and termed it as a BJP political strategy to drive out “real Indians” from the country. But the powerful AASU leader maintained that the NRC was a document to protect the identity of the indigenous people of northeast. Bhattacharya also hit out at political parties for not raising the influx of illegal Bangladeshi immigrants in the parliament. “This is a grave situation and what’s happening in the northeast should be discussed in the Parliament,” he added. “We demand updation of NRC in other states of the northeast so that we can know the quantum of problem the region is facing,” NESO chairman Samuel B Jyrwa said.

MZP push for tight border security AIZAWL, Aug 5 (Agencies): Mizo Zirlawi Pawl (MZP), an apex student body in state had asked the government to make strict laws and tighten security along the Mizoram border to prevent the influx of illegal immigrants from Assam. MZP has also threatened to set up infiltration gates along the Assam-Mizoram border if the government fails to take steps by August 15. President of MZP, L. Ramdinliana Renthlei expressed apprehension that Mizoram might face an influx of foreigners from Assam after publication of the draft NRC in which about 40 lakh people have been left out.

He said many neighbouring states of Assam have sounded the alert in view of the possible entry of the foreigners from Assam. Renthlei slammed the state government for being silent and for not taking any security measures in view of the possible entry of foreigners from the neighbouring state. He said many foreigners, who have been left out in the draft NRC might try to enter Mizoram as well. He also said that after there were reports about the possible entry of foreigners from Assam, the students’ body had approached the state government to tighten security along the Mizoram border.

Diphu, Aug 5: Karbi Hills Development & Protection Organization (KHDPO) and National Students Union of India (NSUI) - Karbi Anglong District Committee has Sunday alleged that crores of rupees meant for various construction works are misused by concerned authority. In a memorandum submitted to the Karbi Anglong Autonomous Council (KAAC) Principal Secretary M. Hazarika, KHDPO and NSUIKA claimed that various construction works under the One Time Special Assistance by NITI Aayog which includes construction of new sports complex at Diphu, sports complex at Dongkamukam and central hall at Hamren are not progressing as per norms. The organisations alleged that the Utilization Certificates submitted are misleading as the physical progress at site does not match with the certificate. The organisations have, therefore, demanded KAAC to blacklist contractors Chiranjiv Agarwal and Umtang Timung. They also demanded the termination of their works and suspension of all department officials involved in the scam.

Demand for NRC grows louder in Tripura

Agartala, Aug 5 (Agencies): Indigenous Nationalist Party of Tripura (INPT) in a high level meeting discussed the current political situation in the state. The INPT has also decided to approach Prime Minister Narendra Modi and Union Home Minister Rajnath Singh to carryout NRC in Tripura to identify bonafide Indian citizens. INPT General Secretary Jagadish Debbarma alleged that the present situation in the state is not at all conducive to carry out political activities and the party has also condemned the attitude of the government in such matters. A three member delegation team led by President of INPT Bijoy Kumar Hrangkhawl will visit the national capital in the third

week of this month and will submit a memorandum to the Prime Minister and the Union Home demanding for NRC in Tripura which had witnessed large scale infiltration from across the border. Indigenous People’s Front of Tripura’s (IPFT) which is the ruling ally of BJP in Tripura along with their alliance partner Bharatiya Janata Party (BJP) has also demanded NRC to be implemented in Tripura. While speaking to TNT- The Northeast Today, IPFT President N.C. Debbarma said, “We absolutely welcome NRC and we are also demanding it to be implemented in Tripura along with other parts of the country not only in Northeast India”. However, Chief Minis-

ter Biplab Kumar Deb has ruled out the importance of NRC in Tripura as there is no such problem here. “There is no need to undertake NRC in Tripura as the citizens have valid documents unlike other states”, he told the media at Nagpur. Former Minister and CPI (M) central committee member Badal Chowdhury also opposed carrying out NRC in Tripura. “It is not fair to identify those people who have been residing in the state for 30/40 years now. It could have been earlier”, he said. The Head of the Royal Family of Tripura and the Working President of Tripura Pradesh Congress Committee Pradyot Bikram Manikya Debbarma on the NRC issue said, “According to me NRC should be

implemented in Tripura. If someone is illegal according to law in Assam or in Meghalaya or in Manipur by the same law they cannot be legal in Tripura. There can’t be two laws in one country. So, instead of saying no to NRC in Tripura the Government should ensure that steps are taken to ensure that there is no spillover of those 40 lakh people (some of whom may be disenfranchised due to NRC ) to our state .” “We all know that Bangladesh will not accept them and the problem is a few of these people may try to go to neighbouring states from Assam. I appeal to all political parties including Congress/ BJP/CPI(M) to come clear on this issue . Tripura is saturated and cannot be a dumping ground for problems of others,” he added.

Guwahati, Aug 5 (PTI): Connectivity with ASEAN countries is the key to the development of North East and the Assam government, as well as the Centre, have taken several initiatives in this direction to make sure that the region emerges as a major trade hub for South East Asia, Assam Governor Jagdish Mukhi said. “Prime Minister Narendra Modi has always emphasised that the country as a whole cannot progress unless North East India develops and to make that happen, development of trade through the region with the ASEAN countries is the need of the hour,” the governor told PTI in an interview. He said the earlier governments had realised about 20 years back the importance of developing the North East but they committed a blunder by trying to develop it only through the chicken’s neck, connecting the region with the rest of the countr y. However, the present government has extended the initiative to go “beyond the natural boundaries with the rest of the world”, he said. Infant dies of alleged medical negligence in Manipur hospital

IMPHAL, Aug 5: A group of people Sunday stormed a government hospital in Manipur’s Bishnupur district after an infant died allegedly due to medical negligence on the part of the doctors. Parents of the infant have refused to accept the body, demanding appropriate action against the erring doctors. Reports said that a 25year-old housewife gave birth to the infant without doctor or nurse or any other hospital staff on Saturday around 2 pm. The infant died just after the birth forcing the father to lodge a complaint with the hospital authority demanding appropriate ac-

Guwahati presently handles 80 flights daily although it has the capacity for 100, but with the ongoing upgradation of the airport, it will be able to operate 300 flights. The work of the new terminal has been undertaken at an estimated cost of Rs 1,300 crore, he added. Under the UDAN scheme, 92 new flights have been sanctioned for the North East, of which about 10 have already started functioning. Referring to road connectivity, Mukhi said special emphasis is being laid

on ASEAN countries and it has been already initiated with Myanmar. The Indian side of the road was ready much earlier and Border Roads Organisation (BRO) began constructions inside Myanmar in 2004 and handed it over to Myanmar after completing it in 2009. “Myanmar was expected to complete the bridges connecting the roads but they were unable to do so and now the Indian government has taken up the project and is expected to be completed by December 2019. Once it is completed, going to Myanmar and Thailand through this road will be opened, thereby increasing trade opportunities with North East and particularly Assam,” he added. Water connectivity through Brahmaputra was another area which the government was working on but certain parts of the river bed require dredging in both Indian and Bangladeshi side. To develop rail connectivity, the Centre has introduced nine new trains and during the last four years, 30 trains have been added, hundreds of kilometres of tracks have been doubled, electrified and more than 200 kms of new lines are being created with every NE states to be connected with rail links by 2020, said Mukhi.

Muzaffarpur case: 6 officials fired

(PTI) Patna, Aug 5 (PTI): Six officials of Bihar’s social welfare department, which has drawn flak after the sexual abuse of girls at a state-funded shelter home in Muzaffarpur came to light, have been placed under suspension on account of “negligence and dereliction of duty”. Notifications to this effect were issued late last night. The officials put under suspension were posted as assistant directors of Child Protection Units in Muzaffarpur, Munger, Araria, Madhubani, Bhagalpur and Bhojpur districts. All the officials, suspended with immediate effect, have been charged with “failure to take adequate legal action” with regard to “assault, indecent behaviour and other undesirable activities” at

shelter homes within their respective areas of jurisdiction. The Muzaffarpur shelter home incident had surfaced in a social audit conducted by Mumbaibased Tata Institute of Social Sciences. An FIR was lodged by the state social welfare department in June, which led to the arrest of 10 people. Medical reports have confirmed sexual abuse of more than 30 girls formerly lodged at the shelter home, which has since been sealed. The case has been handed over to the CBI. The suspension orders also pointed out that TISS had flagged anomalies, which the officials “did not bring to the notice of higher officials in inspection reports”. The six officials were directed at a state-level

meeting in May to take necessary action in the light of the audit report’s findings, but their failure to do so resulted in lack of timely action against the guilty, which has caused “an embarrassment to the department and the government”, the suspension orders added.

Social welfare minister should resign: Thakur

Senior BJP leader C P Thakur today said Bihar Social Welfare Minister Manju Verma should resign owning moral responsibility for the alleged sexual abuse of minor girls at a shelter home in Muzaffarpur. Talking to a regional news channel here, the former Union minister said Verma of the JD(U) should take a call on the

demand for her resignation by opposition parties, keeping in view the “lapses on part of the social welfare department” on which the scandal has been blamed. “The scandal points at huge lapses on part of the state social welfare department. How could the department be unaware of such a huge racket taking place right under its nose?” Thakur asked. “There are also complaints of similar irregularities having taken place at other organisations controlled by the department,” Thakur said. Asked about the demand by opposition parties for the resignation of Verma, whose husband has been accused of being a regular visitor to the Muzaffarpur shelter home by the wife of one of the arrested accused, Thakur said, “She should take a decision on the same based on her conscience. I think she should take moral responsibility for the scandal.” The BJP is a partner in the ruling coalition in Bihar. Asked about Thakur’s statement, the JD(U), which is headed by Chief Minister Nitish Kumar, came up with a guarded response. “C P Thakur has expressed his personal opinion. It is not that the BJP has come up with an official stand. New Delhi, Aug 5 (IANS): The demand to bring back paper ballots in the next Lok Sabha elections in place of Electronic Voting Machines being pressed by major opposition parties has not found favour with two former Chief Election Commissioners, who, however, share their opposition to a proposal for simultaneous elections, saying it cannot be “coerced”. The former CECs say that though both the issues are theoretically in the realm of possibility, but, in practical terms, they are neither feasible nor desirable. They were reacting to a planned move by 17 parties, including the Congress and the Trinamool Congress, to approach the Election Commission to press for restoring the paper ballot system in view of their apprehensions over the integrity of the EVMS and the possibility of their manipulation and the failure of the VVPAT (Voter Verifiable Paper Audit Trail) slips in recent elections. V.S. Sampath, who demitted office in January 2015 after nearly three years at the helm of the Election Commission, said going back to paper ballots “makes no sense”. “Nobody will accept it,” Sampath told IANS. He said with the introduction of VVPAT slips, which the Election Commission has said would be deployed throughout the country in all elections hereafter, there is already a paper ballot system that is going to be in place.

K o l k at a , A u g 5 (IANS): West Bengal’s ruling Trinamool Congress (TMC) on Sunday observed a ‘Black Day’ in the city and its suburbs to protest against the detention of their party leaders and MPs at the Silchar airport in Assam. A Trinamool delegation comprising six MPs, an MLA and a state minister went to Assam on Thursday to study the situation after the draft of National Register of Citizens (NRC) was released but was detained and allegedly manhandled by the police. Condemning the incident, several Trinamool Congress activists marched on the streets in Kolkata and Howrah wearing black badges and carrying black flags. Roads were blocked in parts of Howrah and Rajarhat for nearly a hour on Sunday morning. The agitators also created a rail blockade in South 24 Parganas district’s Garia railway station for nearly one and a half hours. The Trinamool Congress and Chief Minister Mamata Banerjee have been extremely critical of the draft NRC in Assam that left out more than 40 people from the list and termed it as a BJP political strategy to drive out “real Indians” from the country. Govt should’ve consulted all parties on NRC: Sharad Yadav Bhopal, Aug 5 (PTI): The Centre should have consulted all parties to work out a “unanimous mechanism” before going ahead with the National Register of Citizens (NRC) exercise in Assam, Loktantrik Janata Dal leader Sharad Yadav has said. Taking a dig at the Modi government, the former Union minister said it has been unable to ensure the safety of women and girls in the country but talks of cow protection. The NRC, a list of Assam citizens, was published on July 30 with the names of over 40 lakh residents of the state not being included in it. “ T h e g o ve r n m e n t should have called an allparty meeting to find out an amicable solution to the problem in Assam. But if you do it just like that, you

On the bill tabled in Parliament to overturn the Supreme Court verdict putting safeguards on arrests under the SC/ST (Preven-

tion of Atrocities) Act, Yadav claimed the government has done so “under pressure” in view of the bandh call given by all opposition parties. “Dalits came to my place and strategies for both (bandh) 2nd (April 2) and on ninth (August 9) were formulated. Everyone, including Ambedkarites and others like Sharad Pawar, and other parties supported it,” he added. The bill was brought under pressure, otherwise the government could have fallen on the issue, he said. “ T h e g o ve r n m e n t should have brought it at the time when the Supreme Court had given that judgement of diluting the SC/ST Act,” he said. The Supreme Court had in an order on March 20 diluted certain provisions of the Scheduled Castes and

Scheduled Tribes (Prevention of Atrocities) Act. It had laid down new guidelines for police officers on how to ensure that innocent people, especially public officials, are protected from false complaints under the Act. Dalit groups had organised protests across the country on April 2 against the “dilution” of the Act. Asked if he would support the candidature of Congress president Rahul Gandhi for the prime minister’s post in the next elections, Yadav said the party had itself clarified its position on the issue. Therefore, there is no need for him to make a statement on it. The Congress said its first objective is to stop the BJP from coming to power in 2019, he noted, adding that saving the Constitution and democracy is a major issue.

UP govt wants to bring madrassas US encourages, welcomes qualified Indians: Kagan in mainstream education: Minister Mumbai, Aug 5 (PTI): The Uttar Pradesh government wants to bring madrassas into the mainstream education system, Minister of State for Minority Affairs Mohsin Raza said today. The Uttar Pradesh minister also favoured introducing a “new dress code” for students at madrassas (Islamic schools) across the country and added that he will take up the issue with the Centre. However, Raza did not elaborate on what should be the new dress code in these institutes, where students currently wear white kurta-pyjama. He rued that no leader from his community has till date thought about standardising the madrassa system. “Our government in Uttar Pradesh wants to bring madrassas in the mainstream education system. And why only in UP, I think all these religious institutions across the country should be brought into mainstream,” he told PTI. Raza said he intends to discuss the issue with Prime

Regrettably, so far, no Muslim leader has ever thought about standardisation and formalisation of the madrassa education system,” he said. However, Cabinet Minister for Minority Welfare, Muslim Waqf and Haj Laxmi Narayan Chaudhary had contradicted Raza, saying that “the government has

not formed any new policy” in this regard. Raza was in the city to take part in the ‘Kajari’ festival organised by an NGO run by Mumbai BJP leader Amarjeet Mishra. The minister said the Yogi Adityanath government is sincerely implementing the vision of ‘sabka saath sabka vikas’ (support of all, development of all) and has made “never before provisions” to uplift minorities in the country’s most populous state. “Around Rs 4,000 crore was allocated for minority welfare in this year’s budget. This kind of allocation has not been done before. Besides, we have restarted disbursing education loans to minority students, a practice shunned by previous governments. “We plan to modernise madrassas and have introduced the NCERT curriculum for them. We want to see a computer in one hand and the Koran in the other hand of madrassa students as envisioned by our prime minister,” he said.

Mumbai, Aug 5 (PTI): As the Trump administration continues to tighten screws on the H-1B visa programme, United States Consul General in Mumbai, Edgard Kagan, says his country encourages and welcomes “qualified Indians”. US President Donald Trump is “very committed” to relations with India, he told PTI. “The US continues to be as welcoming as it has always been to qualified Indian travellers,” Kagan said, adding a record number of Indians flying to the US last year proves that people in India are aware that his country welcomes them. “We strongly encourage and welcome Indians to study in the US. We believe that Indians studying in the US and our students studying in India are part of the glue that holds our relationship together,” he told PTI. Indians who are in the US continue to have great opportunities there. The country is aware that Indians there want to be treated well. “If you look

at the facts, you will see that the US continues to be just as welcoming as it has always been,” he said. Responding to another question, he said the US president is “very committed” to relations with India. “If you look carefully you can see that from the very beginning of his administration, his time in office, the president and his team have emphasised the need to expand and strengthen the already good relations with India,” he said. “I think part of this is making sure we continue to grow trade in a way that is fair and balanced on both sides, part of it is making sure that both the countries continue to support investment,” he said. “We welcome and are thrilled with the amount of Indian investments that are coming to the US,” he added. Kagan said the US wants to get the right policy framework favouring investments in both the countries and make sure that ties between people of the US and India remain strong.

All the Indian citizens among the 40 lakh persons left out of the draft NRC in Assam should be immediately registered,” West Bengal Left Front Chairman Biman Bose said. Accusing Bengal Chief Minister Mamata Banerjee of opposing the NRC to gain political mileage and promote communal polari-

sation, Communist Party of India-Marxist State Secretary Surjya Kanta Misra said that the Bharatiya Janata Party and Banerjee’s Trinamool Congress were on the same page on the citizens’ list in the past. “Banerjee brought forth this idea of NRC to Bengal. We all know her mindset regarding the Bangladesh refugees since 2005. Now she is opposing it (NRC) to promote communal polarisation so that people think that the Trinamool and the BJP are fighting. But actually, their stand on this issue is the same,” Misra alleged. He said that the BJP and its allies would not have been able to get a foothold in Bengal without Banerjee’s support. “The BJP has been trying to do this for a long time. I can recall that they were attempting this even 40 years ago. But they will not get any foothold in West Bengal without the support of this Chief Minister,” he added.

Parliamentary Panel raps centre on defence spending

New Delhi, Aug 5 (PTI): In a scathing 125-page document, a parliamentary committee led by BJP veteran Murli Manohar Joshi has called out the central government for “compromising” on national security by not investing enough in defence preparedness. As per the re por t, spending on defence has declined from 13.5% of central government’s expenditure in 2014-15 to 12.20% in 201718. Defence expenditure’s share in GDP is the “lowest since the 1962 Indo-China War” to 1.56% from 2.06%, the report highlights. Biggest worrying sign is that capital expenditure on defence, which has a direct impact on modernisation of armed forces, has seen a constant decline over the past few years. While it

was 39% of overall spending in 2016-17, it came down to 33% in 2017-18 and 34% in 2018-19. This is “tantamount to compromising safety and security of our country,” states the report. Calling the central government “complacent” with respect to defence preparedness for a two-front war in the Indian Ocean, the committee said, “The Committee, therefore, strongly emphasises that allocation of adequate financial resources for defence preparedness both for the current needs and expansion & modernisation plans should be accorded highest priority to enable the services to meet the challenges concerning safety and security of the country.” The report has slammed the government for not doing much on imple-

mentation of the strategic partnership model, wherein Indian companies were to partner with global defence majors. The report stated that the Ministry of Defence accepted before the committee that there was a shortage of 10-15% ammunition and some of them are of critical nature. The committee’s report has also called upon the government to fix the deficiencies in night-time vision equipment. The committee would also like “the government to examine the feasibility of inserting a provision in the defence offset policy mandating setting up of defence production facilities in the MSME sector in order to expand domestic production base and promote Make in India initiative.”

Colonising the north east

A

15-year old youth was brutally strangulated to death in a most cold blooded manner somewhere in the jungles of a village near Dimapur on July 30 after he was abducted the same day for a ransom demand of Rs.2 lakh. Most shockingly, it is learnt that the accused-both local and non-localswere also from the same village. According to police, the boy was abducted and strangulated to death the same day without any transaction being done. The decomposed body was recovered a two days later at a nearby jungle. It was another shock that suspected immigrants in Nagaland, especially those in and around Dimapur, have topped the list of offenders and some of which are very heinous in nature. It may be recalled that some months ago, some local people had altercation with some IBIs who were demanding tax in the name of some outfits of which they(IBIs)were members. The problem is not as simple as inviting cheap labour to work in Dimapur or other places in Nagaland. The problem lies with the mentality among the local people who believe (wrongly) that they can tackle the ‘docile and hard working’ immigrants employed as cheap labour or farm hands. What is being witnessed is that years afterwards, after becoming familiar with the habits and weaknesses of the locals, the immigrants gradually exert their hold . In many instances, immigrants form the largest population in villages along the border areas and have been adopted as members of some villages. Despite being welcomed and treated with equality and traditional tribal hospitality, the immigrants have not shed their intent- to populate and colonise the north east. The movement of IBIs across the entire north east is also not as simple as moving from one place to another. There are many objectives for trans-immigration within the north east. The big picture is they consider the region as a colony to be occupied through continuous influx from Bangladesh. This has been best exemplified by the fate of the Tripuris who have become a minority in their own home. Tripuri tribals were majority in their land prior to Indian independence. However owing to partition, the percentage of Tripuri tribals gradually shrank in the face of massive influx from Bangladesh, mostly by Hindus.From 87.06 % in 1881 and down to 62.06% in 1941 prior to Indian independence, the percentage of indigenous Tripuri tribals decreased to 48.65 % after independence in 1951. On the other hand, the decadal rise in percentage of Bengali Hindus and Muslims etc in Tripura showed quantum increase in 1961 to 68.47%. Today as per 2001 census, out of 31.99 lakh people, tribal Tripuris as only 9.93 lakh whereas as Bengali speaking Hindus and others are 22.05 lakhs. The fact that a large number of suspected Illegal Bangladeshi Immigrants(IBIs) are settled in the foothill areas along the border with Assam, is a serious issue. At a time when the NRC imploded in nearby Assam, rendering 40 lakh people stateless; the danger of several thousand or even a few lakhs spilling over into Nagaland is not an imagination but a real threat. A xenophobic response will be disastrous and unsuccessful in tackling the problem. The locals need to first set their house in order before taking up the issue head on.

The call of God can never be understood absolutely or explained externally; it is a call that can only be perceived and understood internally by our true innernature. The call of God is like the call of the sea— no one hears it except the person who has the nature of the sea in him. What God calls us to cannot be definitely stated, because His call is simply to be His friend to accomplish His own purposes. Our real test is in truly believing that God knows what He desires. The things that happen do not happen by chance— they happen entirely by the decree of God. God is sovereignly working out His own purposes. If we are in fellowship and oneness with God and recognize that He is taking us into His purposes, then we will no longer strive to find out what His purposes are. As we grow in the Christian life, it becomes simpler to us, because we are less inclined to say, “I wonder why God allowed this or that?” And we begin to see that the compelling purpose of God lies behind everything in life, and that God is divinely shaping us into oneness with that purpose. A Christian is someone who trusts in the knowledge and the wisdom of God, not in his own abilities. If we have a purpose of our own, it destroys the simplicity and the calm, relaxed pace which should be characteristic of the children of God.

NGT, RBI imposing severe cost on the nation T he regulators are failing the people. The National Green Tribunal (NGT) and the Reserve Bank (RBI) are unable to protect the people. The NGT has passed order of removing 10-yearold green diesel vehicles, leading to over a lakh people in the national capital region to be forced to scrap their operational and virtually no-pollution creating cars. Shortly 15-year-old petrol vehicles too would meet same fate. The RBI has been raising interest rates to counter inflation, but it has not been able to force the banks to pass on the benefits to the depositors. In both the cases the common man is the worst sufferer. Nowhere in the world quixotic order such as the NGT has passed is imposed on the people. The regulator may not be promoter for car manufacturers but in default ignoring the hardships of car owners has actually become so. The banks are adding to their profits by not passing on the higher repo rate benefits to depositors. An obvious that is being seen is in the falling rate of deposits during the past many years. The RBI has done little to save the interest of depositors. It has not been able to stop the banks from

hiking fees and rates and deducting amounts from their accounts for services that are not availed. A vehicle in a country with rickety and expensive public conveyance is a necessity. It is needed for the sustenance of individuals and their families and growth of the country. Most vehicles are purchased with bank loans and in many cases the repayment period exceeds the stipulated tenyear-period. The NGT decision is to impoverish the people, benefit the car industry and ruin the economy of the country. It needs to learn from the UK, where 40-year-old cars are not only allowed to remain operational but as an incentive for good maintenance the annual licence fee is waived off. Is the UK less conscious about pollution? The NGT has failed to clean the Ganga and ensure clean air for many cities suffering heavy air Shivaji and water pollution. It has made a soft target of the vehicles, which as per many records and studies contribute not more than 2 (two) percent of the total air pollution. But it has been harping on it repeatedly because it gives them a good and easy publicity. It apparently has not taken into account the losses that would accrue to nation in scrapping these cars. The scrapping process itself adds to effluent, metallic and plastic pollution. The manufacture of new cars also goes through a pollutant industrial process. Of course, it rakes up phenomenal profits for the industry at the cost of pollution and public health.

The society pays for such unnecessary manufacture causing a severe loss. It also calls for a probe if such profits are being shared or not. Even it has an unnecessary law and order and policing cost. A country that finds Sarkar appointing policemen not an easy task for its high cost would be forced to do an unnecessary job of removing vehicles. Again it would increase rent seeking. A country of 130 crore people have 191 million vehicles. How many vehicles can really be removed? The NGT has not taken that into account. The nation is passing through crises – it is economic, poverty and even political unrest. More the people are forced into this kind of misery supposedly “legal”, the more would be the unrest and again a cost on policing. It is also a mistaken belief that this would earn the nation carbon points. It would lose more be-

cause of adding carbon emission in scrapping and manufacturing of vehicles that would not be needed if the old well-maintained vehicles are operational. Another cost of dumping the old vehicles has not been taken into account. Where these would be dumped – at new dumping grounds or river beds? The NGT instead of a draconian destructive decision should emphasise on having “swachha” vehicles and reduce pollution all around. It must allow vehicles to run their life and may be an extended one too. It is a myth that old vehicles add to pollution and new one does not. In reality, a new vehicle during its first six months of run causes more pollution and also emits fine metallic particles in the air. The scrapping order must be reversed to save the country from additional pollution, additional policing cost and rent seeking. The banking system is also getting convoluted. It shows that regulator whether in the areas of pollution or any other are unable to protect the interest of the consumers. The banks also delve into another malpractice. While they do not mind reducing interest rates automatically, when it comes

to take the benefit of rate raise, a rare phenomenon now, they blame it on the customers – that they have not made a “request”. This is malpractice. In Australia, ANZ customers resorted to taking class action against the bank to get rid of excessive and illegal charges. Consumers in India needs to learn. But why cannot RBI takesuomoto action? The depositors are the unhappiest lot. There is no succour for them. Fees have only gotten pricier in the US. Overdraft charges, ATM fees and other fares are big business there. It earned them an illegal $ 42.3 billion in 2015. It is happening in India too. Where is the remedy? The failure of regulators like RBI and NGT are severe burden on the society. It costs billions of rupees to the poor Indians. They must have not only rational approach but also have to act in the interest of the people and not their perpetrators whether it is the industry or the banks. The regulators do not take into account the political costs. Their inappropriate actions lead to unrest and for that political masters have to pay a price. The RBI and NGT have to act to prevent such unnecessary harmful costs.

A state too poor to build a culvert

aving studied Arts, I have no knowledge of civil engineering and particularly road construction technicalities. I only know that when a portion of asphalt carpeted road lasts despite of tear, wear and monsoon rain, I considered it to be of good workmanship and of the result of transparency. I am also perplexed as to how some portions of concrete drainage of our roads are elevated higher than the level of the surface of the road. Did the technical advisers expect the water in those areas flow upward? What technicality is this that water is not allowed to flow by such drainage. When the top layer of an RCC bridge or culvert peels off within short span of its construction, I considered it to be the result of corruption. When asphalt starts peeling off from freshly carpeted road, I considered it to be the direct result of corruption of the Government. Why blame Govt. and not the concerned Department? Because I heard that there used to be percentage deductions for ruling party, for Finance Deptt., for concerned Miniter’s share, for NNPGs, for royalty, etc. against every development project. And all those percentage deduction paraphernalia works out to be more than 50% of the total amount sanctioned for that project. Therefore, firstly the contractor is not to be blamed for the reason

that no quality workmanship can be expected from any contractor when one is compelled to complete a project with a mere 50% or less of the sanctioned amount. When a road is completed without sufficient number of cross drains, culverts and with no or namesake drainage, I called it to be ‘Naga technical road’. Because our qualified Naga technicians are found to be less bothered about existing specifications for road constructions. Whereas, many locations in capital Kohima are found to be unstable due to natural loose earth and are therefore landslide prone. Proper channeling of the flow of drainage water and rain water in those unstable locations should be our priority so as to keep our assets, be it public or private, saved from destructions in disasters. Though it is beyond the capability of human to stop earthquake, cyclone, hailstorm and rain, when we take requisite precautions we can even preempt natural disasters to great extent. Whereas, when we ignore such precautions we become responsible for manmade calamities. The better instance is the road block at Sanuoru from town to New Secretariat at the moment. My question is, what the successive governments have been doing for this portion of road needing a culvert over Sanuoru rivulet. This road is the lifeline for

all the activities of Nagaland Govt. as this is the main road leading to NLA, New Secretariat and to several Directorates. Yet, when the old culvert was washed away few years ago, the Govt. has been unable to provide a stronger culvert across the rivulet whereas such daily heavy traffic is made to crawl through rat hole. The Govt. should have constructed a culvert of double lane over it with fund mobilized on priority whatever may be the cost. Because of the Chief Secretary Mr. Temjen Toy who admitted that capital Kohima being placed in disarray is ‘embarrassing’ has soothed me to tone down. Otherwise, what Urban Development Department has been doing with its crores for Kohima town all these years. Subject to correction, but I heard that not less than 4 crores of rupees was given specifically for the very purpose of building a culvert at Sanuoru. If so, which department is the nodal authority? Whether tender floated? If so, who is the contractor? If tender is yet to be called, what is the reason for withholding the work? Was this issue raised by any Opposition MLA in any sitting of NLA? If not, why? Is it not the bounden duty of the Opposition bench to raise such issue of public importance? Is Opposition NPF having any inhibition on issues of public interest? As it is, Nagaland Govt. has been incapable of building

Finances for disaster situations must be properly maintained

Unless the Govt. comes up with comprehensive plan to stabilize the lands with anti-erosion measures for streambeds in particular and landslide prone areas, several localities are already burdened with heavy structures. Because of the unadvisable and overweight structures in unstable location, the poorer section in the neighborhood can be the victims when disaster strikes. Treatment of those vulnerable areas is therefore imperative. Drainage being integral part of such treatment, private parties encroaching drainage passage or blocking the public drainage should be dealt with iron hand. I have seen private parties used to be stronger than the Govt. in such cases placing the legal authorities at the receiving end. It is time for the legal authorities to enforce law on its citizens judiciously in the interest of the people as a whole. Z. Lohe

Thus cleanliness of a country is directly linked to tourism and economy. Moreover sanitation improvements can lead to more jobs which would also lead to economic growth. Therefore Swachh Bharat Abhiyan serves dual purpose, will not only keep the country clean and healthy but also enhance the economy. A further study by the World Bank estimates that nearly 40% of Indians children are physically and cognitively stunted -primarily because of the lack of sanitation. Such a large proportion of our future workforce not being able to reach their full productive capacity poses a serious threat to our biggest strength - our demographic dividends. Solving this problem is at the core of our developmental agenda and to our potential of becoming a global economic super power. Healthy Body result in healthy mind which is directly proportional to productivity of an individual. Swachh Bharat Mission will lead to Healthy India which in turn increase productivity of Indians. High productivity means high earning potential. For example, a healthy auto driver can work for 12 hrs a day from existing 8 hrs thus can earn 50% more increasing per capita GDP of the country. Finally under current economic condition, India desperately need Foreign Direct Investment (FDI). Because FDI brings technology, management and marketing skills which may accelerate economic growth and job opportunities. Going by example of Singapore which undertook similar cleanliness drive from 1977 to 1987. It helped Singapore to attract FDI. “Keep Singapore Clean” - campaign transformed Singapore from developing to developed nation. Hope Swachh Bharat Mission will do similar wonders for India. If we want financial growth then we have to collectively make Swachh Bharat Mission - a roaring success in the next 5 years - otherwise we will be leading to an environmental dystopia too. Hyderabad/Chennai, Aug 5 (IANS): President Ram Nath Kovind on Sunday said that the best scientific universities and institutions of learning are not just teaching shops or degree factories but increasingly they are sources of innovation and incubators of technology and technologydriven start-ups. He was speaking at the seventh convocation of the Indian Institute of Technology (IIT) Hyderabad at Kandi in Sangareddy district near here. “The knowledge ecosystem of public investments in science, academic institutions and universities, research laboratories, commercial applications and private enterprise has an almost magical potential. Its

best example is, of course, Silicon Valley in the US. At the core of Silicon Valley are basic science and technology campuses and their talented faculty and students,” he said. The President advised IIT Hyderabad to remain relevant to the fourth industrial revolution that he said will write the script of the 21st century. He said that as a second generation IIT, it should borrow from as well as learn from the models of the past. Kovind was happy to note that IIT Hyderabad had made a start by setting up a network of centres for research and promotion of entrepreneurship. The President said that IIT Hyderabad had been set up in a city and in a metropolitan area where sev-

eral elements for knowledge ecosystem already exist. Hyderabad had a long tradition of scientific discovery and application, he added. Kovind visits ailing Karunanidhi

President Ram Nath Kovind on Sunday visited DMK President M. Karunanidhi at the Kauvery Hospital here and wished him speedy recovery. “Visited Thiru Karunanidhi, met Kalaignar’s family members and doctors, and inquired about his health. Wishing the former Chief Minister of Tamil Nadu, a veteran of our public life, a quick recovery,” Kovind tweeted. Kovind was accompanied by Governor Banwarilal Purohit. He met Karunanidhi’s son M.K. Stalin and daughter Kanimozhi at the hospital and enquired about their father’s health. A five-time Chief Minister of Tamil Nadu, Karunanidhi was admitted to Kauvery Hospital on July 28 after a dip in his blood pressure and has since been under treatment. His condition is said to be stable now. Earlier, Kovind was received at the airport by Purohit, Tamil Nadu Chief Minister K. Palaniswami and Deputy Chief Minister O. Panneerselvam.

He added that after two days, essential commodities were dropped at Tobu on Sunday. Mor also assured that medical teams would assess the situation at the earliest. 36 ‘divyang’ cyclists set out to conquer Himalayas Shimla, Aug 5 (IANS): Thirty six ‘divyang’ (disabled) cyclists, comprising Border Security Force (BSF) personnel who suffered disability in various operations, set out from here on Sunday for a 10day expedition to conquer the Himalayan ranges, event organisers said. The 700-km para-cycling expedition named ‘Infinity Ride 2018’ of the BSF was flagged off by Himachal Pradesh Director General of Police S.R. Mardi. The event was hosted by the BSF Western Command of Chandigarh and assisted by the Aditya Mehta Foundation, an NGO working for the upliftment of para-athletes.

LH said such an exercise was done without the knowledge of Lotha organisations, and it suspected that NHIDCL and contractor CS Infraconstruction Ltd had submitted such claims to North Eastern Council and Development of North

Eastern Region ministry to allege that the road could not be implemented due to land owners’ objections. LH said if NHIDCL and the contractor obtained written claims from owners of “so-called hindrances”, then these must have been done with coercion to serve their vested interest of extracting maximum profit with minimum work. LH further said that Lotha organisations knew well that there was no provision for damage compensation but NHIDCL and the contractor were playing a game of “hide and seek” so that payment might be given without actually implementing the work. Referring to NHIDCL and the contractor’s clarification time and again, that no sub contract or power

of attorney had been given to any one and that CS Infraconstruction Ltd was the sole contractor, LH clarified that it was not against any subletting, but insisted that the specifications would have to be followed, whoever the contractor was. LH said the Lotha organisations were convinced that the ongoing work was likely to be another failure as NHIDCL seemed to be “hopelessly incompetent”, besides having not honoured commitments several times. Under the circumstances, the apex Lotha body advised NHIDCL and the contractor to pack up and leave the road project, so that the work could be awarded to a more competent contractor through a more efficient agency after retendering.

New Delhi, Aug 5 (IANS): The Congress on Sunday said the Modi government delayed the preparation and publication of Assam’s draft National Register of Citizens (NRC) by claiming in the Supreme Court that the process can spread fear of violence among the people and pose law and order problem. Addressing a press conference here, Congress leader Pawan Khera said: “The ‘Shah’ of lies and the ‘Shahenshah of jumlas’ tried their best to stall the NRC. The Attorney General used the fear of violence to delay the NRC.” He said that the Supreme Court had come

down heavily on the government for its excuses to delay the publication of the NRC in Assam. “The Supreme Court ordered on November 30, 2017, that it is ‘sheer inaction’ on part of the executive in dragging the matter for over three years and the absence of any justifiable cause to hold back even a partial publication, which led the court to

direct the publication of the draft NRC on or before December 31, 2017,” the Congress leader said. He said that the Attorney General had submitted that part publication of the draft NRC could result in law and order problem in as much as a large segment of the people would understand that their names have been excluded from the draft.

New Delhi, Aug 5 (PTI): The government is likely to hike import duty on about 300 textile products to boost domestic manufacturing and create employment opportunities, sources said. Foreign direct investment norms for the sector may also be relaxed. Products on which imports duties are expected to increase includes some fabrics, garments and man-made fibres. The duties could be enhanced to 20 per cent from the current level of about 5-10 per cent. According to government sources, the Finance Ministry may soon issue a notification in this regard. If the government decides to notify the duty hikes this week, then it would have to be first tabled in Parliament. Increase in duties would give an edge to domestic manufacturers as the imported products are relatively cheaper. Increase in manufacturing activity will help create jobs in the sector, which employs about 10.5 crore people.

Mumbai, Aug 5 (PTI): Bank credit grew by 12.44 per cent to Rs 86,13,164 crore in the fortnight to July 20, according to the RBI data. In the year-ago period, bank credit had stood at Rs 76,59,898 crore. Growth in advances during the reporting period was marginally lower than the increase registered in the fortnight to July 6, when loans increased by 12.78 per cent to Rs 86,60,069 crore. During the repor ting fortnight, deposits increased by 8.15 per cent to Rs 1,14,38,121 crore from Rs 1,05,75,615 crore a year ago, according to the data. Deposit the growth, the pace was slower than that in the last fortnight ended July 6, 2018, when they had risen 8.33 per cent to Rs 1,14,85,768 crore. ZURICH, Aug 5 (Agencies): A small airliner crashed in the Swiss Alps on Saturday, just hours after a family of four was killed when their small plane went down in a forest. Authorities provided few details about the second crash but local airline JUAIR said one of its Ju-52 airplanes, which seats 17 passengers along with two pilots, had crashed. The character will feature in a new CBS All Access series chronicling his life after Star Trek: The Next Generation. The actor announced the news in a surprise appearance at the annual Star Trek convention in Las Vegas on Saturday, after months of speculation.

His career spans almost six decades and includes the role of Professor Charles Xavier in the X-Men franchise. Sir Patrick, who is 78 and British, played Picard in 178 episodes of the sci-fi television series between 1987 and 1994, and in four feature films. “I will always be very proud to have been a part of the Star Trek: The Next Generation, but when we wrapped that final movie in the spring of 2002, I truly

The country is still blocking images of Winnie the Pooh after the popular character was blacklisted by authorities there last year. An online crackdown last year saw officials deleting social media comments that reference “Little Bear Winnie”, the Chinese name for the iconic Disney character, with users instead receiving the message “This content is illegal.” As NME reported last year, an official explanation is yet to be given for the unexpected crackdown, but it comes after Chinese President Xi Jinping was previously compared to the honey-loving bear. In June, Chinese authorities blocked HBO after Last Week Tonight’s John Oliver criticised the country. The PG rated film, which stars Ewan McGregor, brings A. A. Los Angeles, Aug 5 (Agencies): Italian Fabio Fognini captured his first career hardcourt title on Saturday, surprising Juan Martin del Potro 6-4, 6-2, in the final of the ATP Los Cabos Open. It is the 31-year-old Fognini’s eighth ATP Tour victory but his first on hardcourts after previously winning only on clay. The win helps validate a career best season for Fognini as this is his third title of 2018 to go with wins in Sao Paulo and Bastad. Del Potro had won their only previous meeting in 2015 in Sydney, Australia and was going for his second title in Mexico this year. After dropping the first three games, Fognini fought back and used his forehand to push Del Potro behind the baseline. Del Potro started to come unglued and Fognini was returning everything into play as he went on to win 12 of the final 15 games of the match.
