State govt ignores foothill road demand DIMAPUR, DEC 10 (NPN): Nagaland Foothills Road Co-ordination Committee (NFHRCC) had undertaken the challenging task of linking Dimapur with Tizit along the foothills in order to provide the vital link and had completed 90% of the road cutting works. The project is now stuck with the remaining 8% of earth cutting because the state government appears least interested to provide funds to the tune of Rs.11.5 crore for payment of pending bill of two contractors who undertook the word on credit. NFHRCC convenor Supu Jamir and secretary W.Y. Kithan wrote to chief minister T.R. Zeliang for release of Rs.11.5 crore towards payment . The chief minister endorsed the letter to the minister of Roads & Bridges on June 21, 2016. The minister R&B asked his department to put up if Special Assistance was allotted for the project. Subsequent efforts to meet the chief minister have not been successful and the NFHRCC has decided to chalk out their plan of action at a meeting on December 12, 2016 at 3 p.m. in the Treasurer’s residence. unanimous resolution on September 22,2012 regarding 33% women reservation and the subsequent revocation of the 2012 11th NLA resolution by the 12th NLA on November 24,2016. The two organisations maintained that Naga people stood “rock solid” with the decision of the 11th Nagaland Legislative Assembly on September 22,2012 to make inoperative Part IXA of the constitution of India since Article 243(M) granted Nagaland exception for implementation of the said Act. They said at the core of issue was that even the constitution of India duly recognised the unique social and traditional set up of Naga society where women were treated on the same level with men. NH and ENPO pointed out that the 33% women reservation policy was to fight against the cursed caste system where lower castes or Dalits and Adivasis were
discriminated against but which, cannot be equated with the social practice of Nagas. They said no Naga father would ever deny his daughter from going to school and similarly, all Naga men would like to see their daughters becoming successful ladies. In the light of the above, NH and ENPO demanded that what the constitution of India recognised and exempted for Nagaland state “should be put back in place, because it is direct infringement to the Article 371(A) wherein our social practise is protected.” NH and ENPO also said they have arrived at a conclusion that the state government “should not issue the election notification as of now” because even if the state went ahead to implement and conduct civic polls, non-participation of people “would embarrass the government.” NH and ENPO have also expressed displeasure over the pressure exerted by “some few women, claiming to be representing the whole Naga women” to hold civic polls with 33% women quota.
They have demanded that the state government “make these women folks withdraw the PIL filed in the Supreme Court of India.” The two bodies also lamented that “these women leaders who have forgotten their ancestral Naga social fabric” must maintain the Naga identity in the larger interest of the Nagas. Both NH and ENPO said they have served the ultimatum on the chief minister since he represented the people and that his government “should listen to the voice and cries of people”. They have warned the chief minister that in the event he failed to convene a special session to restore the September 22,2012 assembly resolution with 15 days with effect from December 10, 2016 they (NH & ENPO) will be compelled to initiate their own course of “action against your government” towards the objective. NH and ENPO also cautioned the chief minister that the government will be solely responsible for any consequences arising out of their action while upholding the protecting the time immemorial cultural and social usages of the Nagas.
Rs. 46.50 crore released for Kohima medical college Spl. Correspondent
NEW DLEHI, DEC 10 (NPN): Ministry of Health and Family Welfare has released Rs. 46.50 crore for setting up the Medical College at Naga Hospital, Kohima under the centrally sponsored scheme of ‘Establishment of New Medical Colleges attached with District/Referral Hospitals’. In a written reply in the Lok Sabha on December 9, the minister of state (health and family welfare), Anupriya Patel stated that an amount of Rs. 36.50 crore was released in 2014-15, Rs. 10 crore was released in 2015-16 and Rs. 46.50 crore was released in 2016-17 (till date). She said that the ministry administers a CSS namely ‘Establishment of new Medical Colleges attached with existing district/referral hospitals’ with fund sharing between the Central Government and States in the ratio of 90:10 for NE/special category states and 60:40 for other States. According to the minister, total cost of establishment of one medical
college under the scheme was Rs.189 crore. She pointed out that 58 districts in 20 States/UTs have been identified under this Scheme, adding that the concerned state governments have been requested to submit detailed project reports (DPRs) in this regard. Out of the proposals received, the minister said 51 have been approved till date. So far, funds to the tune of Rs.1504.73 core have been released to the state governments for the approved districts under the scheme. Further, the minister said ministry administers a programme namely “Capacity building for developing trauma care facilities in Govt. Hospitals on national Highways” to provide financial assistance to the state governments for upgrading and providing uninterrupted trauma care facilities in selected government hospitals & medical colleges in or around National/State Highways/ accident prone areas”, with the present funding pattern in the ratio of 60:40 between Central Government and State Government, 90:10 for North Eastern States and 100% for UTs.

DIMAPUR, DEC 10 (NPN): After ACAUT and Concerned Citizens of Nagaland (CCN) on Friday unearthed a multi-crore Public Distribution System (PDS) rice scam at Dimapur, ACAUT has demanded that the National Investigation Agency (NIA) probe into the possibility of black money generated from the scam and allegedly used to finance armed groups. ACAUT media cell, in a press note, also posed several questions to the chief minister, Nagaland Police and of Food & Civil Supplies department, to make known certain facts of the scam to the people of Nagaland. ACAUT sought explanation from the chief minister, who holds Food and Civil Supplies department as to how the rice meant to be sold at Rs. 3 per kg were being siphoned off and then resold to the consumers at Rs. 35 per kg. “To be fair to the present chief minister, his predeces-

It further asked the police whether any move was made to arrest the accused-- Tinku and his manager Nirmal Jain, after an FIR was lodged at sub-urban police station. Pointing out that the accused persons had been virtually untouchable for the last two decades, allegedly protected by politicians, Naga Factional Groups (NFGs) and other interest groups, ACAUT however urged upon Dimapur police “not to let their reputation go down the drain”. ACAUT also asked the police whether they were under any kind of political pressure to go slow on the FIR? “If not, why haven’t the approximately 15-20 mills in and around Dimapur in the business of polishing and
repackaging FCI rice still not raided by the police?” ACAUT questioned. ACAUT said police should have raided the mills on December 9 evening itself when the FIR was registered. “It is an open fact that these mills are supplied FCI rice and wheat by stockiest, including the accused, and the repackaged items then sold-off to gullible consumers as branded rice or wheat”, ACAUT added. In this regard, ACAUT asked the Food & Civil Supplies department whether it was ready to cancel the “super-stockiest license awarded to Tinku in the light of his involvement in this multiple thousand crore scam?” AC AU T a l s o a s k e d police and tax authorities whether the bank accounts of the accused persons would be frozen, saying this scam was responsible for generating the maximum black money in Nagaland since decades past.
CNTC: Central Nagaland Tribes Council (CNTC) has also demanded that a thorough and proper investigation be carried out and strongest action against all those involved in the PDS rice scam. In a press release, media cell, CNTC appreciated ACAUT team and various colony councils for unearthing the scam and said the time was ripe for every right thinking citizen to voice out against such malpractices and crooked transactions that were sucking every morsel from the common man’s plate. CNTC also stated that some unscrupulous non-local businessmen in connivance with some Nagas have been fleecing the common people for the last couple of decades. In his closing speech, the state chief minister, TR Zeliang, thanked all the participants, various government departments, cultural troupes, tourists and all the people involved for their contribution to the success of the Hornbill Festival. He also acknowledged the department of tourism, the nodal department for coordinating all the programmes. Further, Zeliang acknowledged Assam chief minister, Sarbananda Sonowal, for gracing the inaugural ceremony as guest of honour and the Assam cultural troupes for their cultural presen-
tations. He also thanked Nagaland governor, PB Acharya, for patronizing the Hornbill Festival by gracing the opening and closing function as chief guest. While acknowledging many others, Zeliang wished the audience a blessed Christmas season and prosperous New Year. According to the department of tourism, on the last day of the festival, 265 foreign tourists were registered, 2019 domestic tourists and 10,000 local visitors. Altogether, from day 1-10, around 1646 foreign tourists, 14962 domestic tourists and 95996 local visitors were registered. Earlier, state governor, PB Acharya, unveiled the Nagaland Vision Document 2030 and also gave away gifts to the 10 cultural troupes.

NEW DELHI, DEC 10 (NPN): North East Forum for International Solidarity (NEFIS) on Saturday adopted a five-point resolution during a seminar held on Saturday to discuss several issues that have affected people from various communities living in Manipur in the recent past. The seminar was held at North Campus, Delhi University, wherein organizations from different communities of North East-MSAD, DAMMS and individuals from Naga, Meitei, Kuki, Bodo, Khoibu and Kom were present. During the seminar, the house adopted the following resolutions: that the economic blockade and counter-blockade must be lifted to ease the hardship faced by the people, 2. To unconditionally release arrested United Naga Council (UNC) president Gaidon Kamei and information secretary Stephen Lamkang, 3. To release political prisoners and to hear
their demands, 4. To chalk out a mechanism wherein concerns of different communities can be taken and no administrative measure should be taken without taking consideration the concerns of different communities, should be developed and 5. Administrative measures which will create administrative convenience for the common masses should be taken. But no such measure should overlook the legitimate concerns of any particular community. NEFIS convener Chinglen Khumukcham said the seminar was organized with the intention of seeking the views of all NorthEastern communities on the issue. He said North East Forum for International Solidarity stands for a consultative decision-making process which is acceptable to all the concerned communities and called upon organizations of all communities to take into consideration that their protest-modes are not detrimental to the wellbeing of labouring masses. Northeast youth peace & cultural festival 2016 underway

DIMAPUR, DEC 10 (NPN): 9th Northeast youth peace & cultural festival 2016 got underway here on Saturday under the theme “Building blocks for peace” at DBDL hall, Don Bosco higher secondary school campus, Dimapur. The inaugural programme was addressed by MLA, Mmhonlumo Kikon as chief guest. Speaking at the inaugural programme, Mmhonlumo recalled that the culture of violence in 1990s was a difficult period, wherein it had affected the psychology of young people in such a way that it affected their academic performances. Challenging the students to be dedicated towards changing and eradicating culture of violence and war, he appealed them to further execute peace along with the presence of justice and truth. Kikon also said that “unless we adopt peace, we would not be able to promote peace” thereby he encouraged the young participants to be the architects of peace. Mmhonlumo questioned the young leaders

“if you and I do not take up the responsibility of working towards peace, who will do that for us?”. He said the participants of the day were the warriors of peace and further asked them to contribute towards peace in their own small way. Mmhonlumo encouraged the upcoming generation to be a role model in order to create potential for sustainable development, to be courageous enough to take control of one’s destiny and not to allow the culture of violence
and conflicts that prevail in the region. While delivering keynote address, director for peace channel, Dr. Fr. C. P. Anto elaborated on the objectives of “Peace channel”. Dr. Fr. C. P. Anto said that the objectives of organizing the programme was to bring people together especially the youth, under the banner of “Peace channel” to work individually and collectively and to promote peace and harmony in their environment and strive towards universal peace, justice, equality and brotherhood. He said that it was imperative to encourage youths to face life in multi cultural, tribal and religious context by adopting the principles of non-violence, religion and cultural tolerance, thus transforming them to be instruments of peace in their own milieu and outside. According to PRO IGAR (N), the apprehended person was a deputy finance secretary of NSCN (K) operating from Kohima since August 2016. PRO said large number of extortion slips were recovered from his possession. PRO also claimed that on interrogation the accused revealed that he was carrying out extortion/tax collection from various shops in Kohima.

Activism against gender based violence DIMAPUR: Women Helpline 181 Nagaland had initiated the “16 days of activism against gender-based violence,” which began on November 25 on International Day for the Elimination of Violence against Women, and concluded on December 10 on Human Rights Day. Women Helpline 181 Nagaland observed the activism in two phases by organizing outreach and awareness activities throughout the state capital. The 1st phase was based on the mission of eliminating violence against women and the 2nd phase focused on rights and entitlements for women. Joining the United Nations’ campaign, “Orange the World,” Women Helpline 181 Nagaland, along with the Sakhi-One Stop Centre Kohima team organized a programme at High School Junction, Kohima on the last day of the campaign. International Human Rights Day observed DIMAPUR: International Human Rights Day was observed by Nagaland Voluntary Consumers’ Organisation (NVCO) at Kohima on December 10. A press note by NVCO media cell stated that president of NVCO, Kezhokhoto Savi said that human rights was natural right and cannot be denied on the basis of race, creed, ethnicity or gender. However, he said that in many cases public authorities and government official institutes policies that violated basic human rights. Such abuses of power by political leaders and state authorities have devastating effects, he added. Savi further pointed out that government of Nagaland was yet to constitute State Human Rights Commission which itself was amounting to serious human rights violation. He also said that as indigenous people of the land, Article 371A of the Constitution of India provided a special provision giving the Naga people rights to protect their own way of life, its land and resources. Savi said that a major theme of the human rights discourse was the Armed Forces (Special Power) Act widely seen in the state as draconian, wherein he questioned if the citizens of Nagaland were literate enough on human rights. In this regard, he said that churches, educational institutions and colleges had to play an active role in promoting peace, justice and social transformation.

Districts created to divide and rule: UNC
Imphal, Dec 10 (Agencies): The creation of seven additional districts is another step to further Manipur chief minister Okram Ibobi Singh’s divide and rule policy, the United Naga Council (UNC) charged while reacting to the creation of the new districts. “It is like adding salt to the wound. It is an intentional policy supported by the Centre and Nagas will not remain a silent spectator and will leave no stone unturned,” the Naga organisation said in a statement. It said Nagas will alone decide their fate and about their land and Nagas will not allow any external forces to meddle with the Naga ancestral land. The statement said there will be Naga peoples’ consultation meet on December 12 at 11 am at Senapati on the creation of new districts without consulting all sections of the people and all stakeholders, including the bodies representing the Nagas as assured. Clarifying on the ongoing economic blockade the release said the UNC is compelled to release this press statement so that the general public and the concerned organizations can be informed
and reminded once again on the stance taken collectively by the Council on the indefinite launching of economic blockade in the Naga areas in Manipur State. It said the decision to impose indefinite economic blockade, including banning of construction of Trans Asian railways from Jiribam to Tupul and other national projects in all “Naga territories” with effect from midnight of October 30 was taken only when the state government did not pay heed to the 48 hour total shut down of Naga areas by the UNC against the lopsided decision of Manipur government to create the proposed Sadar Hills and Jiribam into full-fledged revenue districts. “The wishes of the indigenous Naga people on the issue of the so called Sadar Hills have been expressed in the 4 memorandum of understanding (MOU) signed between the Naga people and the Government of Manipur agreeing upon that not even an inch of Naga ancestral land and its original should be touched while creating any new district and also written assurance given by the ministry of home affairs (MHA), Government

Ibobi Singh’s “deceitful” intention is only to further divide and create animosity among the tribals as he already failed to enact the three anti-tribal bills (i.e. Protection of Manipur People Bill, 2015; the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill, 2015 and the Manipur Shops and Establishments (Second Amendment) Bill, 2015) passed by the state Assembly in 2015 after the President of India withheld the bills. “Therefore, his very intention of creating new districts is only for his political mileage,” the UNC said. It said government of Manipur under the leadership of Ibobi Singh did not bother to send representatives to New Delhi for the tripartite talk convened by the ministry of home affairs with the Naga organizations on November 15. Had he been serious enough to send his representatives, the situation would not have come thus far. His outrageous behaviour is responsible for the grave situation in Manipur. “We condemn the immature conduct of the government of India. Instead of playing the role of a good
mediator, GOI has done injustice to the Nagas by acceding to the request of the Government of Manipur for sending more central forces to the state. We want to remind both governments that the Nagas are inseparable with their lands and every Naga is obliged to protect and defend our ancestral land, people, identity, history, tradition, culture, custom and time honouredinstitutions at all cost. We are the owner of our land and we will never allow anyone to decide for the Nagas. Therefore the carving out of Nagas’ land to form/create the so called Sadar Hills and Jiribam sub-division into a full-fledged revenue district does not arise at all,” it said.

2 NDFB(S) militants killed in encounter Kokrajhar, Dec 10 (PTI): Two NDFB (Songbijit) militants were neutralised in an encounter with a joint team of state police and Army in the deep jungles of Assam’s Kokrajhar district along Indo-Bhutan border today. On a tip-off, Assam Police personnel with troops of Rajput Regiment launched an operation inside Kochugaon reserve forest at Oksiguri area in the wee hours, Additional Director General of Police L R Bishnoi told reporters here. A group of four insurgents exchanged fire with the security team and two of the militants were killed on the spot, Bishnoi said. An AK-56 rifle with 21 rounds of live ammunition, one 7.6 mm pistol with one magazine containing three rounds live ammunition, cash worth Rs 6,000 in new Rs 2000 notes, four bicycles and some ration items were seized, he said. The slain extremists were identified and search is on to track the other two absconding rebels, police added.

Guwahati, Dec 10 (IANS): At least three persons have been arrested in Assam for allegedly being involved in exchanging new currency of Rs 2,000 denomination with old currencies for commission, police said on Saturday. According to the police, they were arrested on Friday night from a house in Hatigaon area here. “We raided the house based on a tip off. A group of three persons were waiting in the house with Rs 20 lakh in the denomination of Rs 2,000,” the police said. It
said they were supposed to exchange the amount with Rs 26 lakh in old currencies from another group. “We are interrogating the three to ascertain from where they managed to get the new currency in such a huge amount,” the police said. It added that the role of some bank officials cannot be ruled out behind the racket. It may be mentioned here that along with the rest of the country the people of Assam have been struggling for new currencies for last one month now.

Claiming that the chief secretary’s office is misguiding the Centre and AAI by saying that the state government will provide free land at Banderdewa, the GALAPFH questioned the integrity of the state govern-
ment in establishing an airport in the state. Speaking to reporters, GALAPFH secretary Likha Taji said that land owners have not done any sort of work on their land after the Papum Pare deputy commissioner prohibited them from carrying out any activities under the airport’s notified area. He claimed that the assets of the farmers were frozen for five years and now the damages incurred amounts to Rs 190 crore. The forum also levelled another allegation against the chief secretary, claiming that she said that the area from Magoni to Changmara river is a Chakma-inhabited area. “How can she suggest another site for the airport when Hollongi has been approved and decided upon after considering all future expansion and feasibility factors?” Taji asked. The GALAPFH also alleged that Gamlin handpicked a few officers from the state to take an aerial survey of Karsingsa-Banderdewa and Hollongi on
December 8 when AAI, DGCA and MoRTH officials arrived in Itanagar. Earlier in 2013, the Gauhati High Court had constituted an independent committee under the chairmanship of Justice AC Upadhayay which addressed issues regarding the site selection and compared Hollongi to Banderdewa. In 2014 the court had passed a judgement against a PIL relating to the matter, stating that “mere perusal of the report would go to show that the committee examined all relevant issues as to why the site now proposed is better than the earlier one. The committee, which consisted of experts from the Civil Aviation Ministry, was conscious of the work assigned”. The court had also said that “merely because one site had been selected initially, would not mean that the State can never change its earlier decision when better option is available and when it is approved by a committee
of experts”. Disappointed that the state may not get an air port, GALAPFH chairman Nera Techi said that the chief secretary’s alleged statement at New Delhi on September 17 to push the site from Hollongi to Banderdewa is contempt of court. However, they said that the airport site location is a secondary issue for the land owners now and that the loss for the past five years has to be compensated for. “It is disheartening to learn that Arunachal may not receive an airport amidst the site controversy, but innocent land owners of Hollongi cannot and should not be sandwiched in the politics of airport construction,” he said. Reiterating its stand to take legal recourse, the GALAPFH also warned of democratic movements if the government fails to compensate the land owners for the loss it has faced in the past five years. The allegations against the chief secretary could not be independently verified.

And this difficulty will even increase, but after 50 days, I have done my calculation, the situation, in one go, will turn to gradually move towards normalcy. You will see after 50 days that situation will slowly start improving in front of your eyes,” he said. Sasikala ascension as the next party chief ’ at the party headquarters in Chennai, senior AIADMK leaders such as K.A. Sengottaiyan, Valarmathi, S. Gokula Indira and others visited the late Jayalalithaa’s aide V.K. Sasikala at Jaya’s Poes Garden residence to urge her to take over as leader of the party and put a full stop on the rumours. While Ponnaiyan said that the party has 1.5 crore supporters across the State and will take a collective decision, Sengottaiyan said that ‘Only she [Sasikala] has the capacity to keep the party together. “There is no need to speculate about the next party chief. AIADMK is like a Banyan tree and we will take a decision,” said Ponnaiyan. Asked specifically if Sasikala would take over the party, he said, “Sasikala is an important member of the AIADMK and there is nothing that stops senior members of the party from seeing her.” Sengottaiyan, however, made it very clear senior leaders are united on this issue. “All of them expressed the same thing.

Cash crunch may escalate during three-day bank holiday Mumbai, Dec 10 (PTI): With banks closed for three consecutive days from today and ATMs in the city still not functioning to full capacity, the ongoing cash crisis may escalate further leaving residents high and dry for want of cash during the weekend. Customers are venting anger as most of the ATMs are running dry. As banks remained closed, long to moderate queues were seen outside different cashloaded ATMs, while some ATMs continued to flash ‘ATM Closed’ placard. Citizens who stood by government’s decision to demonetise high denomination notes earlier, are now running out of patience following reports that huge amount of cash in new currency is being seized by the Income Tax and police authorities across the country. “This is really shocking and shameful that a common man is dying in the bank and ATM queue to get Rs 2,000 and Rs 10,000 but the high and mighty are stashing cash of over Rs 60 crores and Rs 80 crores ... where are these notes coming from? Can this be possible without nexus of bank officials,” a former banker from Indian Bank said while letting out his

Ajeet Kumar, an executive working with a pharmaceutical company, who withdrew Rs 2,000 from an ATM in suburban Andheri, said, “It seems that the real trouble will begin from tomorrow (Sunday) as few ATMs are currently filled with cash which would be over by evening today.” “It would be interesting to see how people will cope up with cash crunch for next two days after cash in the ATMs dries up,” he said.

Kolkata, Dec 10 (IANS): A statebased human rights organisation has written to the National Human Rights Commission demanding a magisterial enquiry into the alleged extra-judicial killing of a Bangladeshi youth by Border Security Force (BSF) personnel in West Bengal’s North 24 Parganas district. “Md. Moslem Sardar (31), a resident of Satkhira in Bangladesh, was shot at the back of his head by a BSF personnel at the Border Post No.11/6-S of BOP Amudia in Swarupnagar in the afternoon of November 15,” Kirity Roy, Secretary of Banglar Manabadhikar Suraksha Mancha (MASUM) said in the letter. The victim, allegedly involved in cross border smuggling, was shot while trying to smuggle cattle from India to Bangladesh along the Amudia-Khalsi border on that day, Roy said. Though the BSF claimed the victim was killed during an encounter, Roy alleged a gunshot at the back of his head hints otherwise. He claimed the BSF had
lodged a complaint before the officer incharge of Swarupnagar Police Station stating an encounter took place between the BSF personnel and smugglers at the Amudia-Khalsi border on that day and the BSF personnel fired a shot in self defence that hit the smuggler. “However, the gunshot injury on the back of his head shows that the victim was on the retreat and was not in a position to fight back,” the human rights activist said. Roy further alleged that no investigation was conducted by the concerned police station in compliance with the Commission’s revised guidelines in case of encounter deaths. “Though a criminal case was registered under Swarupnagar police station, no enquiry or investigation has taken place till date,” he said. Roy sought action by the Commission and a magisterial enquiry. “The authorities concerned should be directed to take action to find out the possibility of any foul play in the extra-judicial killing of the victim,” Roy said.
New Delhi, Dec 10 (PTI): A High Court is not a disciplinary authority and it is not its job to impose a punishment even if an employer hands down a “shockingly disproportionate” penalty to an errant employee, the Supreme Court has said. Holding that the power of awarding a particular penalty rested with the disciplinary authority, a bench headed by Justice A K Sikri said, “it is not the function of the High. Court to impose a particular punishment even in those cases where it was found that penalty awarded by the employer is shockingly disproportionate.” “Decision qua the na-
ture and quantum is the prerogative of the disciplinary authority. It is not the function of the High Court to decide the same,” the bench, also comprising Justice A M Sapre, said. The observation came in a judgement which set aside an order of a division bench of the Andhra Pradesh High Court altering the penalty of dismissal from service awarded to a supervisor of a cooperative bank by the disciplinary authority and modified it and said the employee would be denied two increments for a period of three years. The apex court said the courts below, while exercising their power of
judicial review in such matters, “should not sit as the appellate authority.” The disciplinary authority of Krishna District Cooperative Central Bank had found K Hanumantha Rao, a supervisor of five Primary Agricultural Cooperative Societies (PACS), guilty of dereliction of duty. Rao’s failure to discharge his duties in supervising had allegedly led to cheating by members of Nidamanuru Primary Agricultural Cooperative Society (PACS), resulting in misappropriation of society funds leading to disciplinary action against him and subsequent dismissal from service.

RAIGARH, DEC 10 (AGENCIES): With prices in a free-fall due to demonetisation, angry farmers have chosen to crush their tomato produce under trucks, instead of selling it at 50 paisa per kg. And their story is just one of many. Infuriated, but managing to stay alive, farmers in Chhattisgarh’s Raigarh district spread their tomato produce at the spot that was their regular marketplace, but only so they could crush it with trucks. An act they found more respectable than selling the result of their hardwork at 50 paise per kg. According to a report in Counter Currents, these farmers from Chhattisgarh were forced to sell 100 kg tomatoes for a mere Rs 50. The per kilo average comes down to a paltry 50 paise a coin as good as crushed tomatoes (despite being legal tender). Why are the farmers angry? Farmers in Chhattisgarh’s Pathalgaon and Farsabahar saw an incredible
tomato produce this year. They didn’t get much time to revere it though, as Modi’s demonetisation changed the equation. The ‘anti-black money’ drive hit them where it hurts the most, and did nothing to save them from the middlemen who added to the misery. That’s when the angry farmers dumped their produce on the roads, to have it crushed by the same trucks which would have carried it to the market. These tomatoes are grown across 4,200 hectares of land and the produce feeds as many as 4,000 farmers and their families. That is, if they manage to sell it at the industry-standard price. In 2010, Chhattisgarh Chief Minister Raman Singh promised to set up a cold storage unit to protect perishable crops. Over six years have passed, and cold winds still don’t blow. Farmers even demanded a food processing unit, but to no avail. Demonetisation worsened the situation as the currency ban created such a hole in
farmers’ pockets, that they are now struggling to even cut through logistic costs. It’s not just Chhattisgarh’s farmers Wholesale vegetable dealers in Bihar are going through similar hard times. According to a Scroll.in report, “Cauliflower was selling for Rs 12 a kilo just before the announcement on November 8. It is now selling for one or two rupees.” Similarly in Maharashtra’s Ahmednagar, Sanjay Gunjal, a cabbage farmer, told Hindustan Times how he earned just Rs 6,000 for his entire acre of produce. Before demonetisation, though, he would have earned Rs 80,000 for the same. For onion-growers, demonetisation presents a different misery. Onion cultivation is a cash and labour intensive process, but with the sudden ban on most available currency, farmers had no choice but to abandon their crops mid-way. “I had to abruptly stop, as there was no cash to pay labourers and they weren’t ready to take the old notes lying with me. Nor are the new Rs 2,000 notes of any use, because people know you can’t buy daily essentials and get proper change with these,” 42-year-old Nandu Awati told Indian Express. “Last two years, we suffered from drought. This year, we have enough water, but this cash crunch has upset all our calculations,” he said.
Mumbai, Dec 10 (PTI): Days after the Allahabad High Court termed the practice of triple talaq as ‘cruel’, the Shiv Sena today asked Prime Minister Narendra Modi to give his nod to bring changes in Sharia law in the interest of Muslim women. “The Allahabad High Court had asked whether there should be changes in Sharia. (Prime Minister Narendra) Modi should say yes without seeking anyone’s advice. “This decision would be as revolutionary as demonetisation,” an editorial in Sena mouthpiece ‘Saamana’ said. “What the High Court said was not an order but an observation. But, it reflects the feeling of the country and the pain of Muslim women,” the Sena, an ally of BJP in Maharashtra,
said.
The High Court has paved the path of enactment of a common civil code, it said. Those torturing Muslim women in the name of Muslim personal law should be branded anti-nationals and punished, the Sena said. “However, nobody is willing to comment on this as everyone, including the BJP, is eyeing Muslim vote bank in the UP elections,” the editorial claimed. The debate on the validity of triple talaq has intensified after the Allahabad High Court on Thursday termed the practice as “most demeaning” which “impedes and drags India from becoming a nation”. The court had said that the Constitution of India was supreme and not the Muslim Law Board.
Yashwant Sinha-led delegation makes second visit to Kashmir Srinagar, Dec 10 (IANS): A delegation headed by former Union Finance Minister Yashwant Sinha arrived here on Saturday to continue its efforts to “empathise with the people of Kashmir”. The delegation members went to the residence of senior Shia separatist leader, Aga Hassan Badgami in Badgam district immediately after landing here. They are likely to meet senior separatist leaders including Syed Al i Geelani, Mirwaiz Umer Farooq and Muhammad Yasin Malik in the evening. This is the second visit of Sinha-led delegation to Kashmir since late October. Earlier, the delegation came here on October 28 and met the separatist leaders, but made it clear then only that their purpose is to empathise with the people of Kashmir and that they carried no official brief to discuss the prevailing situation here.
Kolkata, Dec 10 (IANS): West Bengal Chief Minister Mamata Banerjee said on Saturday Prime Minister Narendra Modi is aware that demonetisation has “derailed” and he has no solution except for delivering lectures. “Modi babu knows that demonetisation (has) now derailed. Exce pt giving bhashan, he has no solution,” Banerjee tweeted. The Trinamool Congress supremo said she had earlier accused the Centre of not allowing the Opposition to raise the issue of demonetisation in the Lok Sabha. Modi addressing a farmer’s rally in Gujarat on Saturday said “happenings” in the Parliament had “anguished” President Pranab Mukhejee. He was referring to the President’s recent criticism of the continued logjam in both the houses of the Parliament over the currency ban. Mukherjee slammed the Opposition for repeated disruptions in the Parliament over the ban of old Rs 500 and 1,000 notes. “The government has always said we are ready to debate. I am not being allowed to speak in the Lok Sabha so I am speaking in the Jan Sabha,” Modi said at the rally in Gujarat’s Deesa town.

reation of seven new districts in Manipur by the Ibobi-led Congress government on December 9,2016 comes at a time when the state will be going to the polls by early 2017 and therefore, the decision was either pre-panned or just happened to coincide with the pre-election period. The state has a population of around 28.56 lakhs as per 2011 census and with a sex ratio of 985 per 1000 females.In both population and area, Manipur has more people and geographical area than Nagaland. In terms of literacy, both states have almost similar figure of around 80%. The United Naga Council of Manipur the apex forum of Naga tribes of the state, has vehemently protested and objected to the creation of Jiribam( carved out of Tamenglong) and Sadar Hills. However, the Ibobi government went ahead and declared creation of seven new districts- Tengnoupal, Kakching, Pherjawl (in Churachandpur), Kamjong (in Ukhrul), Noney (in Tamenglong), Jiribam (in Imphal East), Kangpokpi (in erstwhile Senapati). Manipur now has 16 districts comprising of the above seven districts along with the previous nine districts. The Nagas of Manipur had always maintained that carving out new district(s) out of lands traditionally belonging to Nagas was not acceptable. There are past histories of land ownership of which almost 80 percent of land belong to the Naga tribes. It has been said that in contrast, 80% of valley people live in 20% of land. Therefore, any issue involving tribal lands in Manipur is a sensitive issue. The UNC has taken its objection to another means of protest in the form of indefinite bandh. Ibobi knew all along that the decision would invite a backlash but he chose to go ahead. The 2017 Manipur election would be a very crucial test for Ibobi. He had won three consecutive terms and that too under challenging circumstances with the last election in 2012 in which he proved poll pundits wrong in winning an overwhelming majority. The Naga People’s Front(NPF)in Manipur has been vocal against various policies of Ibobi and even in the current issue, it has made known its total opposition. With the BJP coming to power in Assam, there is every reason to believe that the party will leave no stone unturned to eject the Congress from Manipur in pursuit of its avowed agenda of Mukt-Congress. The BJP expects to win in Manipur and to do that, it has win big in the valley and not aligning with the Manipur NPF, the latter of which is seen as a party against the integration of Manipur. This was stated by none other than the convenor of the BJP-led North East Democratic Alliance(NEDA) and Assam finance minister Himanta Bishwa Sharma. To counter the BJP’s hope, Ibobi has taken a desperate gamble by creating seven new districts and in doing, hopes to create a geographical divide in the hills. It may be too simple to describe the creation of seven districts as a strategy of divide-and-rule but it does fit. Decades of lip service to the hills district, especially Naga inhabited areas in Manipur, has created a sense of alienation with the majority living in the valley. On the other hand, people have suffered enough,especially those living in the hills and the immediate need is to create a peaceful atmosphere where a dialogue is held in order to move forward instead of being stranded and grounded by divisive and confrontationist politics.

The natural can be turned into the spiritual only through sacrifice. Without this a person will lead a divided life. Why did God demand that the natural must be sacrificed? God did not demand it. It is not God’s perfect will, but His permissive will. God’s perfect will was for the natural to be changed into the spiritual through obedience. Sin is what made it necessary for the natural to be sacrificed. Abraham had to offer up Ishmael before he offered up Isaac (see Genesis 21:8-14). Some of us are trying to offer up spiritual sacrifices to God before we have sacrificed the natural. The only way we can offer a spiritual sacrifice to God is to “present [our] bodies a living sacrifice…” (Romans 12:1). Sanctification means more than being freed from sin. It means the deliberate commitment of myself to the God of my salvation, and being willing to pay whatever it may cost. If we do not sacrifice the natural to the spiritual, the natural life will resist and defy the life of the Son of God in us and will produce continual turmoil. This is always the result of an undisciplined spiritual nature. We go wrong because we stubbornly refuse to discipline ourselves physically, morally, or mentally. We excuse ourselves by saying, “Well, I wasn’t taught to be disciplined when I was a child.” Then discipline yourself now! If you don’t, you will ruin your entire personal life for God. God is not actively involved with our natural life as long as we continue to pamper and gratify it. But once we are willing to put it out in the desert and are determined to keep it under control, God will be with it. He will then provide wells and oases and fulfill all His promises for the natural (see Genesis 21:15-19).

ecember 11, which has been designated as “International Mountain Day” by the United Nations General Assembly has been observed every year to create awareness about the importance of mountains to life, to highlight the opportunities and constraints in mountain development and to build alliances that will bring positive change to mountain peoples and environments around the world. There is so much to be said about the world’s undeniably incredible mountains. These giants encompass some of the most spectacular landscapes, a wide variety of ecosystems, a great diversity of species, and distinctive human communities. • Mountains cover 22 percent of the earth’s land surface • Mountain tourism attracts 15-20% of global tourism • Indigenous and local populations in mountains have unique local knowledge, traditions and cultural practices • Mountains are home to 13 per cent of the world population • Mountains have 56 per cent of all Biosphere Reserves The Sustainable Development Forum Nagaland (SDFN) together with the Integrated Mountain Initiative (IMI), other mountain networks and communities across the world is observing the International Mountain Day by way of sharing information about mountains and their importance in not just in our lives but in shaping and influencing global development. Nagaland, like most of the northeast, is in the Eastern Himalayan region which is amongst one of the most significant global biodiversity hotspots. Last year’s theme raised awareness of how mountain agriculture, which is predominantly family farming, has been a model for sustainable development for centuries. It highlighted how family farming in many mountain regions is undergoing rapid transformation due to population growth, economic globalisation and urbanisation. This was an issue so relevant to Nagaland and its farmers where a majority of our farmers are small land holders practising family based farming. The theme for this year’s

International Mountain Day is ‘Mountain Cultures: Celebrating Diversity and Strengthening Identity’. If one were to look within, we will notice that this concept of traditional heritage, culture and spirituality is intrinsically linked with our livelihoods, where it is often our traditional lifestyles that determine the way our people make a living and subsist. Nagaland like many mountain areas is home to indigenous communities that possess and maintain precious knowledge, traditions and languages. How these are valued, conserved and used is a different issue. In terms of spirituality, mountains have a spiritual meaning for most religions: Mount Olympus, Mount Sinai, Machu Picchu, Mount Athos, just to name a few. Mountain peoples across the world have developed remarkable land use systems that are rich in globally significant biodiversity thanks to the harmonious coexistence of communities with the environment. More than a quarter of the world’s surface is covered by mountains and over 12 per cent of the human population (approximately 720 million people) call mountains their home. Mountains not only provide sustenance for mountain people around the world, but also indirectly benefit billions more living downstream. They are the water towers of the world, providing freshwater to at least half of the world’s people. Most of the world’s rivers are fed from mountain sources, with snow acting as a storage mechanism for downstream users. They also play an important role in influencing regional and global climates and weather conditions. All this essentially means that the well-being of people around the world depends largely on the health of our mountains. To us mountain people, land, water and forests are not just natural resources. Our well-being, sense of identity and our children’s future depend on the careful stewardship of this environment. While we may aspire for new types of crops, institutions or forms of development, one cannot ignore the fact that ultimately, our traditional knowledge and techniques will be critical to managing and

ommemorating the 68th Anniversary of the International Human Rights Day, on December 10, 2016, under this year’s theme; “Stand up for someone’s rights today” at the Hotel De Oriental Grande, Kohima, Nagaland, the Naga Peoples Movement for Human Rights (NPMHR), expresses its solidarity with all the human rights defenders around the world in proclaiming that; “All human beings are born free and equal in dignity and rights”. NPMHR also strongly believe that “Mankind has made history through the struggle for freedom from exploitation and subjugation. And history of the Naga people has taught us that there are forces both inside and outside the society collaborating in strangulating social progress.” One of the deeper concerns that human rights movements and defenders are now faced with in today’s contemporary world is the increasing shrinking space of democracy everywhere. The recent arrest and detention of human rights defenders, such as the leaders of the United Naga Council’s President Mr. Gaidon Kamei and its Publicity Secretary, Mr. S. K. Stephen, by the Manipur Police is another grave example of shrinking space of democracy and the growing intolerance of states against democratic expressions of its citizens. This case also demonstrate the lack of Political will by the Government of India to respect the rights of Naga Indigenous Peoples which is also against the spirit of the various Peace Agreements entered with the various Naga Political Groups (NPGs) and the Government of India. Furthermore, the draconian Armed Forces Special Powers Act remains in place in many parts of North East India resulting to gross violations of human rights with impunity. Even as the world celebrates, let us give a thought to the vast knowledge system of our ancestors and our people and ensure that we do not lose it as rapidly as we are losing it now. Can the theme for next year’s Hornbill be based on our diverse natural biodiversity? Mountains across the world are also places of tourism and cultural trails. From skiing to climbing to visiting the rock churches in Ethiopia, mountains offer all types of possibilities to all kinds of tourists. Probably, one reason why people flock to our Hornbill Festival is because Nagaland is a mountain state and yes, mountains and hills do attracted people. If sustainably managed, Nagaland Tourism can have a role in promoting and protecting traditional cultures as well as creating incentives for the protection of our ecosystems, their goods and services too. Can the theme for next year’s Hornbill be based on our diverse natural biodiversity? After all, our very own cultures do emanate from these resources and the agricultural calendars. Vulnerability of mountain ecosystems As gigantic and enormous as they may seem, mountains are vulnerable to a host of threats including landslides, fire, climate change, land cover change and agricultural intensification, deforestation, infrastructure development, and armed conflicts. These pressures degrade mountain environments and affect the fragile ecosystem and the livelihoods of people dependent upon them. The impacts of unsuitable development are particularly intense and more rapid in mountains, and more difficult to correct than in other ecosystems. At the same time, mountain people are amongst the poorest and most disadvantaged in the world, with about 80 per cent living in poverty. They often face marginalisation and lack access to basic services such as health and education. Like most in Nagaland, traditional mountain societies rely on agriculture, with a higher risk of crop failure than at lower elevations because of harsh weather and less level ground suitable
for agriculture. Moreover, since mountains are constantly under threat from disasters, the hardships we face are exacerbated. There is growing evidence that many mountain regions have become increasingly disasterprone over the past few decades, due to unchecked mining and unbridled development. A recent workshop on Disaster Risk Reduction organized by SDFN and the Nagaland State Disaster Management Agency has brought out ample cases and examples of how most disasters are brought about by unsustainable development activities. Sustainable approaches to development in mountain regions are therefore particularly important today and we must ensure that all activities are planned and executed in manners that will reduce disaster risks. On this International Mountain Day, let us raise awareness about the conservation of mountains, and the sustainable use of scarce resources from mountain areas. Let us protect our cultures, traditions and knowledge by using local products ourselves. Finally, let’s resolve to conserve our biological diversity, for the well-being of mountain dwellers everywhere and our own well-being. Let this International Mountain Day 2016 help us reflect on the variety and richness of mountain cultures, and the need to promote the vast array of mountain identities, as well as, ensure that indigenous rights are recognized and traditional ways endure. The Sustainable Development Forum Nagaland calls upon all communities, organizations and even religious institutions to dedicate some time to reflect on the crucial role of mountains in our lives and to consider ways for us to collectively work and network towards a common pathway to sustainable development. t is disheartening to see the indifferent attitude of the government of Nagaland in delaying the matter pertaining to the demand of the Rengmas to upgrade Tseminyu sub-division headed by ADC into a district. Why it is too hard to decide when the matter is simple and is whether to upgrade or not to upgrade. The issue must be placed on the table as an agenda during the Legislative Assembly session and let it decide the issue. The sittingMLAs were and are the better witnesses of the genuineness of the issuenot only of the Rengma tribe but of all the Naga tribes of Nagaland. If the government has or has no political will to do justice to the Rengmas, it should make it public. Rengmas are asking their due share of development only as one of the 16 tribes prior to and since the inception of Nagaland statehood. It would not be necessary toseparately subject their legitimacy into verification or legacy into trial. All the tribes cited above are hosts and none of them is guest to anyone and all of them are equal partners of Nagaland state as brothers. A Meitei Chief Minister of Manipur has recently boldly and without hesitation created 7 new districts for tribal people of Manipur by bifurcating 4 Naga districts namely Chandel, Ukhrul, Senapati and Tamenlong, 2 Meitei districts of Thoubal and Imphal East and 1 Paite district of Churachndpur. And now the number is increased to 16 districts from 9 districts. However, here the question is that the issue pertaining to the demand for creation of Tseminyu as district headquarter is under political whim. It seems some Naga leaders do not want the Rengmas to progress alongside other brotherly tribes. How can the Nagas bring better social transformation or social change by pending justice to one of their family members? Is this not an important issue of state government because the whole tribe has only a seat in the legislative assembly? The state government should look beyond electoral perspective and make basic necessity reach the people as per fast running time with political will. Time: The most precious resource
T
he passage of time is concept that I’ve spent a great deal of effort trying to wrap my mind around. It is especially problematic because while time itself is a constant, it’s perception in our minds is continuously in flux. It’s worthwhile, if you’re able to, to try and slow time down as much as possible and try to get the most out of each moment. Time itself is far more valuable than money, fame, possessions, etc. – probably the most important real or abstract resource there is. Value itself can be measured in time, even more so than money, for if you can get people to devote time to your cause, this can in many cases demonstrate that they are even more interested in helping you/ your cause than those who simply give money. The people who say ‘time is money’ are right to a degree, but I’ll go a step further and say that ‘time is more precious than money.” You can always get more money – but there is no way to gain extra time; only extend the experience and perception of it. Time is so important because we only have X amount, where X equals moments in existence. You really can’t stretch it much further than what our physical bodies were designed to handle (this does vary slightly based on genetics), but I would say more than a raw number, how you spend those moments (whatever you most intimately enjoy doing) make up the purpose and function of that time. Looking back on life with regret is only a waste of time if you didn’t learn and grow from those experiences, and I do not believe you are ever wasting time if you are learning, growing and broadening your understanding of yourself, your
interests and humanity itself. Who you surround yourself with and what you do during the X amount of moments on earth speaks volumes for what exactly you represent, and even if you think or speak a certain way, how you spend your time will almost always reflect your true persona. People spend a great deal of time simply thinking about ways they can change their lives, and how “next year of my life” will be better – but this isn’t true, and is an unfortunate squandering of time. Your life will never change and you won’t all of a sudden start accomplishing your goals – unless of course you make a change right now, at this moment in time. Simply thinking about making a change
will almost always result in no change. Now is a powerful word, something many people have a hard time grasping. Everyone wants to make changes to their lives, but I’ve discovered that only those who act decisively and have the self-control to put something into action at will are the most successful human beings, and able to alter the course of their lives. We should all freely be enjoying our time while also respecting it, and using our time to mold ourselves like clay into an ideal self-image of what we want to be. This should be one of our most treasured goals in life, and I think we should all be using our time in this manner. Adam Singer

Let us commit ourselves to the noble task of fulfilment and protection of child rights everywhere,” he said. Organised by Nobel laureate and child rights activists Kailash Satyarthi, the summit witnessed the participation of several Nobel laureates and global leaders like the Dalai Lama, Princess Charlene of Monaco, Prince Ali Bin Al Hussein of Jordan, Princess Laurentien of The Netherlands among others. The two-day summit aims towards building a strong moral platform for protecting children from violence, and ensuring a world where children are free to be just children.

New Delhi, Dec 10 (PTI): The Centre will bring out an Information and Communication policy which will be formulated in consultation with states, Information and Broadcasting minister M Venkaiah Naidu today said. Speaking at a conference of state information ministers and top officials, he also announced a cash component of Rs 1 crore for the ‘Most Film Friendly State’ award that is given at the national awards. The senior minister noted that while the government has a policy on areas ranging from trade to education, there has been no such policy with regard to information even after 69 years of Independence. He emphasised on the importance of keeping people informed and aware while also adding that it is important that de-
velopment issues are highlighted. The Ministry of I&B would be formulating a draft National Information and Communication Policy to address the communication needs of the people, he said. This daft would be then discussed with various state government before the final policy in this regard is created, he added. At the event where Minister of State for I&B Rajyavardhan Rathore and ministers of several states were present, Naidu said the broad objectives should be to enhance access to information and communication infrastructures and new technologies, especially in rural areas, to promote dialogue on development issues by all citizens and facilitate informed participation of people in setting development agenda and its execution.

New Delhi, Dec 10 (PTI): Gold prices suffered more losses by falling another Rs 130 to trade at a fresh 10-month low of Rs 28,450 per 10 grams today, mirroring a weak trend overseas amid slack demand from jewellers at the domestic market. Silver too plunged by Rs 600 to Rs 41,250 per kg, hit hard by reduced offtake by industrial units and coin makers. Traders said sentiment soured after a subdued global trend where gold closed at the lowest level since February as the Federal Reserve gears up to raise rates. US equities at record levels meant the precious metals saw their demand as safe haven dwindle further. Globally, gold fell 0.92 per cent to USD 1,159.60 an ounce and silver by 1.06 per cent to USD 16.82 an ounce in New York yesterday. In the national capital, gold of 99.9 per cent and 99.5 per cent purity fell further by Rs 130 each to Rs 28,450 and Rs 28,300 per 10 grams, respectively.

The key Indian indices closed the trading week with gains of around two per cent each, as European Central Bank (ECB) decided to extend its asset purchase programme. New Delhi, Dec 10 (Agencies): Digital payments are growing steadily in the country, though it may take more time that it becomes a way of life in commercial transactions of common public. The Times of India quoted government data and said that the number of daily transactions through e-wallet services such as Oxigen, Paytm and MobiKwik have shot up from 17 lakh — recorded on November 8 when demonetisation was announced — to 63 lakh as on December 7 (a growth of 271%). In terms of value, the surge has been 267%, from Rs 52 crore daily to Rs 191 crore now. Transactions through RuPay Cards (e-commerce and point-of-sale) were up 316% at 16 lakh daily (3.85 lakh on November 8), while in terms of value the growth has been 503% at Rs 236 crore (Rs 39 crore). Important backdrop of our suggestion was that the industry does face headwinds globally because of protectionism and anti-globalisation forces in different country,” Nasscom President R Chandrashekhar told reporters after a meeting with Finance Minister Arun Jaitley. He said Nasscom has sought reduction in safe harbour margin which is very high at 25-30 per cent, extension of R&D benefits to IT sector, clarity on cut in corporate taxes from 30 to 25 per cent and support for SMEs and start-ups. “Domestic investments are also important and currently resident investors are taxed at twice the rate

NEW DELHI, Dec 10 (PTI): The Union government’s revenue collection in April to November saw indirect tax-mop up growing at an impressive 26.2 per cent while that of direct tax came in at 15.12 per cent. Total direct and indirect tax collections at the end of November stood at Rs 9.64 lakh crore, 59 per cent of the Rs 16.26 lakh crore target for 2016-17. The government is eyeing 12.64 per cent growth in direct tax at Rs 8.47 lakh crore for the current fiscal and 10.8 per cent in indirect tax at Rs 7.79 lakh crore. Direct tax mop-up touched Rs 4.12 lakh crore and indirect tax revenue stood at Rs 5.52 lakh crore during April-November, led by robust collections in personal income tax and excise duty, respectively. Direct tax revenue includes corporate and

Some bank officials have been suspended,” Mishra told news persons here. “Whenever there is any information (of irregularity), action has been taken,” he said. New Delhi, Dec 10 (PTI): The impact of demonetisation will only be short-term and India’s growth momentum is likely to get back on recovery path from April next year with support from consumption and exports, says a Morgan Stanley report. According to the global financial services firm, the currency replacement programme is a roadblock in the short term and GDP growth for the quarters ending December and March is expected to slow down by around 50-75 bps. The broad growth outlook of the country however, remains unchanged, it said. “We maintain our overall constructive outlook on India. We expect growth to be back on the recovery track from 2Q17 after a short period of slowdown between November 2016 and March 2017, due to the currency replacement program,”

Sofia, Dec 10 (IANS/ Agencies): At least five persons died and 27 were injured on Saturday when a freight train derailed following an explosion in the Bulgarian village of Hitrino about 360 km from here, authorities said. The accident happened around 5.45 a.m. (local time), when the convoy made up of 26 tank cars, three holding propanebutane and 20 carrying propylene, derailed as it passed through the village, Efe news agency quoted sources in the Interior Ministry as saying. The country’s fire de-
partment chief Nikolay Nikolov said one of the tank cars carrying propanebutane provoked the devastating explosion that destroyed several nearby buildings and caused a huge fire. He said that some 12 people were rescued from the debris, adding that the town with a population of about 900 people was being evacuated. President Mahama of the governing National Democratic Congress (NDC) conceded defeat in a phone call to AkufoAddo of the pposition New Patriotic Party (NPP) after results of the polls showed Akufo-Addo leading with over a million votes, 48 hours after voting closed. Akufo-Addo, a former attorney general and minister of foreign affairs, garnered 5,716,026 votes, or 53.85 per cent of the total votes cast, while the incumbent President John Dramani Mahama ob-

New York, Dec 10 (IANS): Climate change is to blame for a deadly glacier collapse this year in the once stable region of the Tibetan Plateau, says a study. On July 17, more than 70 million tonnes of ice broke off from the Aru glacier in the mountains of western Tibet and tumbled into a valley below, taking the lives of nine nomadic yak herders living there. Glacial collapse is unprecedented in western Tibet, which for decades has resisted the effects of climate change while glaciers in southern and eastern Tibet have melted at an accelerating rate. The most important fact about the avalanche is that it lasted only four or five minutes (according to witnesses), yet it managed to bury 3.7 square miles of the valley floor in that time, said Lonnie Thompson, Professor at The Ohio State University in the US. Multiple sources with knowledge of the investigation into Russia’s hacking told CNN last week that the US intelligence community is increasingly confident that Russian meddling in
the US election was intended to steer the election toward Trump, rather than simply to undermine or in other ways disrupt the political process. On Friday, the Post cited US officials as saying that intelligence agencies have identified individuals connected to the Russian government who gave Wikileaks thousands of hacked emails from the Democratic National Committee and Hillary Clinton’s campaign chairman John Podesta. Trump has repeatedly said there is no evidence to suggest that President Vladimir Putin’s Russia, with which he has vowed to improve relations, played a nefarious role in the US election. “I don’t believe it. I don’t believe they interfered,” Trump said in an interview for the latest issue of Time magazine, adding that he thought intelligence community accusations about Russian interventions in the election were politically motivated. Trump has also been highly sensitive to any suggestion that he did not win the election fair and square, including claiming that he is only trailing Clinton in the popular vote because of a huge trove of illegal votes -- a claim for which he has provided no evidence.

Indonesian rescue team search for survivors with the help of sniffers.
Authority and the police deployed heavy machinery and a rescue dog in the search on Saturday. Between 200 and 300 people from those agencies took part in the search, and six mechanical excavators were used. The rescue dog named ‘Beta’ is trained to

BEIJ ING, D ec 10 (Agencies): Chinese swimmer Chen Xinyi has been banned for two years after failing a drug test at the Rio Olympics, the sport’s governing body (FINA) said. Chen finished fourth in the women’s 100 metres butterfly at Rio but did not start in the 50m freestyle heats after Chinese state media reported she had tested positive for the diuretic hydrochlorothiazide. Hydrochlorothiazide, known as a masking agent, is a banned substance because it can be used to spur weight loss and cover up the presence of other illegal drugs by diluting urine collected in doping tests. “The FINA Doping Panel decided ... to impose on the athlete a period of two years’ ineligibility, starting on 11 August 2016 and ending on 10 August 2018 for her first anti-doping rule violation,” FINA said in a statement.

The legendary Pakistan pacer has cited professional commitments and time constraints for his inability to be part of KKR for the upcoming season. Akram said in a release: “I have loved the camaraderie in KKR team and have enjoyed every opportunity to mentor the highly talented team over the years. I am surely going to miss being part of the dressing room but I wish the team continued success.” KKR Managing Director and CEO Venky Mysore said, “We will miss Wasim Bhai who has been part of the KKR family over the last few years and has played a significant role in our title triumphs in 2012 and 2014. Kashyap loses in Korea Open semi-finals JEJU, Dec 10 (PTI): Indian shuttler Parupalli Kashyap’s good run at the Korea Open came to an end after he suffered a narrow defeat against top seed Son Wan Ho in the semi-finals of the Grand Prix Gold tournament on Saturday. Kashyap, who is on a comeback trail after recovering from a series of injuries, blew a 14-10 and 12-10 advantage in the two games to lose 2123, 16-21 against the local favourite in a 49-minute men’s singles contest. The Indian made a positive start, surging to a 5-1 lead early on in the opening game. But Son slowly and steadily kept narrowing the gap and eventually caught up with Kashyap at 15-15. Kashyap moved to a 18-16 lead and had a chance to seal the opening game when he was leading 21-20 but Son was a step ahead as he reeled off the required three points to earn the bragging rights. Kohli’s 147 -- his 15th Test hundred -- and an equally confident 136 by Murali Vijay enabled India to extend their first-innings lead to 51 runs in reply to England’s 400. The unbroken eighthwicket stand of 87 between Kohli and rookie Jayant Yadav (30) is expected to have a significant bearing on the outcome of the match. The day, however, belonged to Kohli, who is fast becoming India’s new ‘Milestone Man’ in every format. N Y ON , D e c 1 0 (Agencies): European soccer’s governing body has been left in the dark over the future format of the World Cup and was not certain it would vote for an expanded tournament, its president said. Aleksander Ceferin said UEFA had been getting information from the media because the game’s world ruling body FIFA had not replied to their request for more details of the proposals. The FIFA Council, whose 37 members include seven from UEFA, is due to vote in January on the format of the tournament from 2026 onwards. FIFA chief Gianni Infantino was elected in February after promising in his campaign to increase
the number of teams at the World Cup from 32 to 40 starting with the 2026 finals. He then said he wanted a 48team tournament including a preliminary knockout round followed by four groups of eight. This week he changed his mind again, proposing 48 teams divided into 16 groups of three. A s k e d i f U E FA would back an expanded tournament, Ceferin said, “I am not sure we are getting that way. PCB in talks with WI, SL for home series
ISLAMABAD, Dec 10 (Agencies): Pakistan Cricket Board (PCB) is currently holding talks with the West Indies and Sri Lankan cricket boards to arrange a home series for next year. According to a source, the board is engaged in discussions to have a series after the conclusion of Pakistan Super League (PSL) final which is set to take place in Lahore. “Yes, PCB’s top officials are engaged in talks with their counterparts in West Indies and Sri Lanka and hopefully one of these teams will tour Pakistan after the conclusion of PSL,” the source told APP. No top team has toured Pakistan since March 2009 after the attack on the Sri Lankan cricket team bus in Lahore. However, low ranked sides, including Afghanistan and Zimbabwe, toured the country for a limited overs series. Earlier, PCB held talks with the West Indies Cricket Board (WICB) to play a few matches in Pakistan. But the series could take place due to security fears.
