Parliament adjourned sine die Chairs express displeasure at session washout

NEW DELHI, DEC 16 (IANS): Parliament was adjourned sine die on Friday as the winter session that began on November 16 ended in a washout. The Chairs of both houses made it a point to express their displeasure at this as no significant business could be transacted during the 21 sittings. The Lok Sabha could transact just 17.39 per cent of its scheduled business in the 19 hours that it worked, while the Rajya Sabha transacted 20.61 per cent of the listed business in its 22 working hours. The Lok Sabha lost 92 working hours while the upper House lost more than 86 hours to disruptions and repeated adjournments, mainly over demonetisation, but also to other issues such as the AgustaWestland chopper deal and farmers’ distress. Both Rajya Sabha Chairman Hamid Ansari and Lok Sabha Speaker Sumitra Mahajan voiced anguish over repeated disruptions and unruly behaviour of the members. “Regular and continu-

Petrol price hiked by Rs 2.21/litre; diesel by Rs 1.79 NEW DELHI, DEC 16 (PTI): Petrol price was today hiked by Rs 2.21 a litre and diesel by Rs 1.79 per litre, excluding local levies. The price revision was to come into effect yesterday, but was deferred possibly to save the demonetisation-battered government from any blushes in Parliament. The revised rates will be effective from midnight tonight. This increase excludes local levies. The actual hike after considering VAT would be Rs 2.84 per litre in Delhi for petrol and Rs 2.11 for diesel. After the hike, petrol in Delhi will cost Rs 68.94 per litre from midnight tonight as against Rs 66.10 currently, said Indian Oil Corp, the nation’s largest fuel retailer. Similarly, a litre of diesel will cost Rs 56.68 as compared to Rs 54.57 now. IOC, Bharat Petroleum Corp (BPCL) and Hindustan Petroleum Corp (HPCL) revise rates on 1st and 16th of every month based on average international price in the previous fortnight. But an increase that was warranted because of a rise in international gasoline (petrol) price to USD 62.82 per barrel from USD 57.43 and that of diesel to USD 60.97 from USD 56.79 was not announced yesterday.

People have three and a half months to declare their untaxed money. A declaration can be given before the Income Tax officer,” Revenue Secretary Hasmukh Adhia told media persons here. “No prosecution will be carried on the basis of such disclosures. The declarations made under the the law will be kept a secret. The declarations will also not be used for payment towards service tax, excise duty, etc.,” he added. However, there would be no immunity from criminal acts like Prevention of Money Laundering Act, Naroctics Act or for holding ‘benami’ (by proxy) properties and smuggling offences, he said.

IMPHAL, DEC 16: A 24-hour state-wide bandh call given in protest against Thursday’s three coordinated deadly ambushes on the state police commandos commenced Friday at 7pm. Women vendors of iconic Ema (mother) markets in Imphal with the support of various women bodies gave the bandh call after carrying out a protest rally on the streets in Imphal on Friday. The mass rally blamed NSCN(I-M) for Thursday’s deadly ambushes in which three police personnel were killed and nine others seriously injured. They have demanded the Central government to remove NSCN(I-M) from the state of Manipur immediately. They further set a deadline to the UNC to lift the ongoing economic blockade on or before December 22. Hundreds of women vendors and individuals took part in the protest rally on the streets of city. Police had a hard time controlling the slogan

chanting rallies as they targeted Raj Bhavan during the rally. Placards with various slogans blaming the NSCN(I-M) for deadly attacks and accusing the central government of utilizing NSCN(I-M) in terrorizing the people of the state were displayed during the rally. Talking to reporters, leaders of the women vendors said people were fed up with numerous forms of crimes committed by the NSCN (I-M) cadres in the state. Kh Mangi Devi, vice president of Sinpham Amadi Saktam Kanba Ema Keithel said the joint body of the four Khwairabandh Keithel (Mother market) bodies gave the bandh call. In the backdrop of Central security forces like Assam Rifles allegedly not initiating any action to counter the attacks on state police personnel even as the ambushes took place nearby their posts, the vice president accused the Central government of giving a free hand to NSCN(I-M) to commit crimes against the people of the state.

All the three deadly ambushes took place at sites not so far away from posts of the Assam Rifles and Territorial Army. However, they had not rushed to spots to assist the police in defending the attacks. In one of the ambush sites at Lokchao area of Tengnoupal district, troops of Territorial Army arrived at the site around half an hour even as the site was only a few meters from their post. The vice president alleged that Centre was backing NSCN(I-M) to distort the integrity of the state. “We will not allow any attempt to re-draw the territorial boundary of Manipur at any cost,” she said. She further announced the decision of the women vendors regarding setting deadline to the UNC for lifting its 46-day long economic blockade on the national highways. If the UNC failed to lift the blockade on or before December 22, the bodies of the women vendors would join hands with other civil bodies in countering the blockade, she added.

DIMAPUR, DEC 16 (NPN): Nagaland chief minister, TR Zeliang, on Friday called for unity and reconciliation amongst the Naga brethren so as to march ahead with the rest of the country and the world. According to media cell CMO, the chief minister lamented the fragmentation of Naga society into various political groups and factions as well as numerous tribal hohos and said “the need of the hour is for the Naga

brethren to shed our differences, come together as family members and progress together with the rest of the country and the world.” Addressing the golden jubilee celebration of Mhainamtsi village near Jalukie town under Peren district, Zeliang said Mhainamtsi village, founded in 1966 by various Zeliangrong communities from Nagaland, Manipur and Assam, could very well be “a role model for other Nagas

to emulate if the village can continue to maintain its cohesiveness and peaceful and harmonious coexistence of the Zemes, Liangmais and the Rongmais.” He said the idea behind founding of Mhainamtsi village was to bring together Zeliangrongs from various part of the region. Describing the idea as “most remarkable”, the chief minister said it was now the bounden duty of those living today to endeavour to fulfil the dream of the founders and uphold their plan to bring the people together. Zeliang called upon the Naga people to endeavour to reconcile, forget the petty differences and forge together as on for the mutual benefit of all. Citing the decision of Zeliangrong Union and Zeliangrong Baudi to merge under one nomenclature, he said “this is a positive step forward for unity.”

DIMAPUR, DEC 16 (NPN): All three arrested ACAUT members were on Friday released on bail following a collective decision of ACAUT, JAC of13 colonies, DUCCF, NTC, CNTC, CCN, YAN, DHEEHA, DBPF and CAVCA for bail despite the three maintaining a principled stand not to do so. After their release, ACAUT Nagaland called for a press conference at Joel Kath’s residence. It may be recalled that the three-Joel Nillo, Simon Kelio and Hukiye Yepthomi were taken to custody and remanded by police on the basis of a counter FIR filed against them by RZ Lotha. ACAUT advisor Khekiye Sema, who has been communicating as the spokesperson, explained (Cont’d on p-7) that ACAUT had bowed

down to the collective decision of all to accept bail since their innocence could be proven in court instead of unnecessarily continuing to stay in jail. NTC, NC, ZTYO condemn police action DIMAPUR, DEC 16 (NPN): Nagaland Tribes Council (NTC), Nagaland Congress and Zunheboto Town Youth Organization (ZTYO) have condemned the action of the police in which water cannon was used and tear gas fired to disperse the gathering in the rally called by ACAUT. They also extended support to ACAUT in the fight for justice. NTC media cell said that the force used by state government to suppress the voice of the people was highly objectionable and condemnable. It criticized Dimapur police for imposing section 144 CrPC and making “flimsy excuse”, when ACAUT had announced that the rally would be peaceful. Media cell further said that there was no need to use brutal force to suppress the innocent citizens for voicing out against out corruption. “It is the basic fundamental right under the Constitution of India for any group of people to assemble

peacefully and express its rights and democratically protest”, NTC said. Instead, NTC said it should be the endeavor of the state Government to institute enquiry into the alleged illegal operations. Nagaland Congress: Nagaland Congress (NC), recently floated by suspended NPCC leaders, has come out strongly against state government of using “brute force” upon peaceful gathering and making a turnaround on the event that led to the arrest of ACAUT leaders and letting scot free of the accused alleged to be involved in the PDS rice scam. In this regard, NC media cell demanded that the state government to immediately arrest the “two prominent stockists” alleged to be involved in scam. It also asked the government whether it was trying to prove the innocence of those absconding persons before trial. NC also hit out at the NPF for its defensive tactics, when almost everybody/every

group including state Governor, DAN-alliance BJP, NPCC, NTC, CNTC, CNN, ACAUT etc have been voicing concern against rampant corruption. It ridiculed NPF’s stance in defending state government, without knowing the “heap and dirt” in the department of F&CS, fuel adulteration and others, and accusing some antigroups of taking law into their hands. Rather, NC reminded NPF that it was corrupt government that was misusing the law to shield Tinku Sethi and Nirmal Jain of questionable reasons. He said, “ we are fighting an all out war against corruption” and requested the Naga people to believe in them and to have patience. Simon Kelio said, prison was more honourable than the mainstream society we live in. ACAUT further informed that they will have an official sitting and decide on the future course of action. Interstingly, none of the accused in the FIR filed by ACAUT have been arrestred. It was also pointed out that this was what has been resented by public.

Kohima Diocese opposes ‘Good Governance Day’ date DIMAPUR, DEC 16 (NPN): Diocese of Kohima, representing the Catholic Church in Nagaland, has come out strongly against the observance of “Good Governance Day” on December 25. In a press release, Fr. Thomas Toretkiu, Bishop’s Secretary, Kohima, said that though the Church was not against the observance of “Good Governance Day”, the choice of the day, December 25, was a blatant disrespect for Christian sentiments. The Kohima Diocese said concept of ‘good governance’ itself would be a mockery if due respect was not given to all the sections in the country, irrespective of the religious affinity. It pointed out that different religions in the country have days that were sacred and holy, adding that over 24 million Christians in India consider December 25 as a very important day as they celebrate the birth day of Jesus. Diocese said the government’s decision was not only an attempt to “dilute” the importance of the day for Christians but

also a discriminative and insensitive act against them. The Church maintained that disrespect of the government towards the religious sentiments of the minorities would put a scar on the secular nature of the country. Further, it said that foundation to any good governance was religious freedom, justice and equality, adding that declaring December 25 as ‘Good Governance Day’ was a blatant disrespect to Christian sentiments and a denial of their legitimate aspiration to celebrate the greatest event of their religious belief. The Diocese said of government’s failure to understand the seriousness of the matter and not take corrective steps in executing the order to observe December 25 as ‘good governance day would be considered deliberate act of discrimination from the part of the government. WVC appeals for GPRN winter session held at Hebron timely supply of PDS items DIMAPUR: Wokha Village Council (WVC) has appealed to the Department of Food and Civil Supplies (F&CS) and the transporters group to ensure timely supply of food grains and other essential commodities to the public as per the National Food Security Act 2013. Chairman WVC, S. Yanphamo Tungoe, in a press note stated any delay in distributing the commodities meant for the poor would directly affect their livelihood. Therefore, keeping in view the current cash crunch coupled with the approaching festive season, the council requested the concerned department to expedite the issue and allotment of rations for the month by December 2016. On the issue of food grain stored in the sealed godown due to the alleged PDS scam, WVC maintained that the law will take its own course of action. The council appealed to the concerned authority to make necessary arrangement for timely delivery of the commodities at the earliest.

Doungel has called upon the police personnel in the state to dedicate their lives to the department in order to measure up to the responsibility bestowed upon the police force. He was speaking as chief guest at the ‘Ceremonial Attestation Parade’ of 37th cadet ASIs & AIEs and 63rd batch recruit havildars and constables held on Friday at Nagaland Police Training School (NPTS) parade ground, Chumukedima. In his address, Doungel congratulated the cadets on the occasion while

reminding them that it marked the beginning of a responsible service. As the cadets would now be posted in various districts across the state, Doungel encouraged them to be “medium and message” of Nagaland police. He told the cadets that the image of Nagaland police depends on their performance and that their quality of service will speak for the force. Touching upon the changing dynamics of crime and policing in today’s globalised world, the chief guest said challenging times were ahead for the police force for which sincerity and dedication was required. “If you have sincerity

of purpose to fulfil the responsibilities given to you, there is no reason the department won’t shine,” Doungel exhorted the cadets. In his concluding remark, DGP called upon the cadets to remain true to the attestation and motto. Doungel earlier inspected the parade and also gave away awards to the cadets. Altogether, 562 trainees, including 34 ASIs, of various units such as DEF, NPTO, Excise, INT/ Crime/NPCW, Vigilance, and 1st NAP passed out in the ceremony. Guwahati, Dec 16 (Agencies): Former Assam Chief Minister Tarun Gogoi said the Centre was playing politics by downgrading his security after National Security Guard cover was withdrawn. Assam CM Sarbanda Sonowal has been included under the NSG category instead. Gogoi, who was given NSG and Z-plus security, said that he had received a letter from the Chief Minister’s Office from the Union Home Ministry about the withdrawal, but no reason was mentioned. However, he told PTI that the state’s top police officers claimed to be unaware of the decision when he contacted them. Gogoi claimed “I am constantly criticising the anti-people policies of the Modi government and the BJP-led government in the state. That is the only reason for withdrawing my security. Except politics, I don’t see anything.� He added, “Everybody knows how I controlled insurgency or jehadi problems in the state. How is it that till yesterday, I had threat and today not?�

Itanagar, Dec 16 (Agencies): A 38-year old Arunachalee woman was rescued from Ahmednagar in Maharashtra recently by a team coordinated by Joint Commissioner Delhi Police Robin Hibu. A mother of an eightyear-old boy, the woman survived three assassination attempts at the hands of her partner of more than nine years who is Indian Army personnel before she was rescued a week ago. Battered by the traumatic ordeal, she hopes that Police and the Army will initiate action against the Army man, for mental

harassment and physical abuse. Robin Hibu informed that rescue was possible because of the intervention of the woman’s sister who called him for help. Hibu mobilized the police, members of Helping Hand, an NGO for the people of Northeast by the people of Northeast mostly living outside the region. The signing of the Instrument of Surrender by Pakistan forces’ Eastern Command chief, Lt. General A.A.K. Niazi, on December 16, 1971,in Dhaka brought the nine-month war for the liberation of Bangladesh to an end. “The brave Indian Army, accompanied by the people of then East Pakistan, fought the war most successfully and protected the sovereignty of both the present Bangladesh and India,� said Brigadier Maninder Singh of the Eastern Command after laying a wreath at the Army Martyrs’ Column in Lichubagan here. Agartala, Dec 16 (IANS): Demonetisation of high-value currency notes is a result of lack of foresight, Tripura Chief Minister Manik Sarkar said on Friday while taking part in a discussion on the issue in the state assembly. The house passed a resolution urging the central government to normalise the situation by making available currency notes of various denominations. Through demonetisation, putting a check on black money is not possible, he said, adding that it would destroy the Indian economy, job opportunities and productivity in the country. Sarkar said: “According to the World Bank estimates, in India the volume of black money -- comprising gold, silver, diamond, real estate, share market and hundi, among others -- is over Rs 37.5 lakh crore. And only five per cent of it is in cash.� “So, how can demonetisation of high-value currency notes curb black money?�

Bandh paralyses normal life in Barak Valley Silchar, Dec 16 (PTI): Normal life was paralysed in the Barak Valley today following a 12-hour bandh called separately by the Congress and SUCI to protest against Union Minister of State (Independent charge) Rajen Gohain’s demand to withdraw Bengali as the official language of the Valley. All shops and business establishments remained closed while vehicular traffic were off roads in the Valley’s three districts Cachar, Karimganj and Hailakandi, officials said here. Train services in the Valley was also affected with most trains being stopped by the protestors. There was, however, no report of any incident of violence from any part of the Valley and a strict vigil was being maintained by the security forces. The district units of Congress have called the bandh, which began at 6 AM, to protest against the demand of Gohain to withdraw Bengali as the official language of Barak Valley. The SUCI gave a separate bandh call on the same issue. The Union minister had recently said in a press conference that Bengali should be scrapped as the official language in Barak Valley and Assamese should be the official language as it was in the Brahmaputra Valley of the state. But the Congress’ oneon-one with the Prime Minister seems to have backfired just days after 15 opposition parties picked Mr Gandhi to speak on their behalf on the notes ban protest. Striking a blow to the opposition’s unity, the Samajwadi Party, Bahujan Samaj Party (BSP) and the Nationalist Congress Party dropped out of a delegation to meet President Pranab Mukherjee to record their protest over the impact of PM Modi’s

decision to ban 500 and 1,000 rupee notes. On Wednesday, Mr Gandhi told reporters at Parliament: “Read my lips... the PM is personally terrified of the information I have. It is personal corruption of the PM that we have detailed information.� This, he said, was why the government had rejected the opposition’s demand for a debate in Parliament followed by a vote on its sudden cancellation of high-denomination notes, which took away 86 per cent of the cash in circulation and left millions waiting at banks and ATMs. The BJP called his comments “the year’s biggest joke.� Before meeting the Congress delegation, PM Modi addressed his party lawmakers and said: “For Congress, party is above the country but for BJP the country’s interests are supreme.� He said while earlier, opposition parties would join hands against the government over scams, now the opposition is united against the government’s steps to check black money and corruption.

Parliament passes Disabilities Bill NEW DELHI, DEC 16 (PTI): Keeping aside the acrimony over demonetisation issue which paralysed the Winter session, Parliament today passed the Disabilities Bill which stipulates up to two year jail term and a maximum fine of Rs 5 lakh for discriminating against differently-abled persons. The Lok Sabha passed the bill within two hours after a short debate on the last day of the session with the treasury and opposition benches, who have been at loggerheads over demonetisation and other issues, joining hands to clear the legislation. Prime Minister Narendra Modi was present in the House during the passage of the bill. Earlier on Wednesday, the Rajya Sabha too had witnessed similar bonhomie for passage of The Rights of Persons with Disabilities Bill, 2016. Replying to the debate, Minister of Social Justice and Empowerment Thaawar Chand Gehlot announced that a scheme of ‘universal identity card for the disabled’ is on the anvil and an agency has already been finalised for the purpose.

Bhushan seeking recusal of Justice Khehar irks SC NEW DELHI, DEC 16 (PTI): The Supreme Court today termed as the “most unfair� the plea of lawyer Prashant Bhushan seeking recusal of senior-most judge Justice J S Khehar from hearing a PIL seeking an SIT probe into alleged recovery of documents in Income Tax raids on two business houses in 2012. The PIL makes bribery allegations against politicians including Prime Minister Narendra Modi, who was then Gujarat Chief Minister. The court had on Wednesday questioned Bhushan whether aspersions could be cast against the prime minister without placing sufficient evidence. “You are talking about the highest court of the country. Do you think we can succumb to any pressure?� a bench comprising Justices J S Khehar and Arun Mishra said. The court was irked when Bhushan, representing NGO Common Cause which has filed PIL, sought recusal of Justice Khehar, whose name has been recommended by outgoing Chief Justice T S Thakur as his successor. “Though I have no doubt about the

integrity, it is my duty, an unpleasant duty, as an officer of the court (to say) that this matter be heard by some other bench on reopening (after winter vacation),� Bhushan said, apparently hinting at the pendency of approval by the executive designating Justice Khehar as the next CJI. “Why should you say all this? it’s very unfair. You appeared twice, thrice before us but you didn’t say anything. Today you are saying things� the bench remarked. “If you had any problem you should have pointed out. It is very, very unfair. You are talking about the highest court. You are doubting a Constitutional functionary. Not fair,� the bench said. The top court bench also questioned the NGO and Bhushan for coming out with a plea without sufficient material and raising serious allegations against the highest constitutional functionary of the country. “This is the cheapest tactics and has never been done in the Supreme Court,� Attorney General Mukul Rohatgi, appearing for centre, said adding that “This is more unfortunate as has been done in a PIL.�

E-transactions cross 1,000 crore New Delhi, Dec 16 (IANS): India’s e-governance transactions have crossed 1,000 crore this year, the gover nment’s eTaal web portal said on Friday. The portal -- which disseminates e-transactions statistics of national and state level e-governance projects -- said they increased by 33 per cent from last year’s 760 crore. “Based on the analysis by eTaal, since 2014, there has been a mass increase in the number of e-transactions undertaken by the e-governance projects. The total e-transactions were around 350 crore in 2014, and increased to 760 crore in 2015,� eTaal said. “Currently, the e-transactions have crossed 1,000 crore, which is 33 per cent increase from last year.� The statement said the government web portal -- etaal.gov.in -- receives transaction statistics from web based applications periodically on near real time basis and presents quick analysis of transaction counts in tabular and graphical form to give quick view of the transactions done by various e-governance projects.

New Delhi, Dec 16 (IANS): The Supreme Court on Friday refused to pass any interim order extending the deadline until which the scrapped currency notes could be used for essential services, including in hospitals and medical stores, and left it to the government to take the call. The court said that no direction was required to be given to the government on this count, but asked it to

honour the commitment to allow the withdrawal of Rs 24,000 per week to the possible extent. Observing that the government was “responsive and sensitive enough� to the situation, a bench of Chief Justice of India T.S. Thakur, Justice A.M. Khanwilkar and Justice D.Y. Chandrachud said the government will consider and take appropriate decision from time to time to ease the hardships being faced by the people.

Referring to the statement by Attorney Genertal Mukul Rohatgi that things would get streamlined in next 15 days -- that is up to December 31 deadline -- the court said that the time has not yet been exhausted and the government is working to the best of its abilities. Asking the government to periodically review its decisions, the court noted that 40 per cent of the demonetised currency has already been replaced by the new

On Thursday Rohatgi told the apex court that new currency notes worth Rs 5 lakh crore had been injected and coupled with existing smaller-denomination currency notes, there were Rs 7.5 lakh crore in circulation. Refusing to pass any interim order, the apex court referred to a larger bench of five judges the matter of a batch of petitions chal-

lenging the November 8 demonetisation decision of the government and the issues arising out of it. The court has framed nine questions to be considered by the five-judge bench that inclines validity of the demonetisation decision, whether restrictions could be imposed on the withdrawal of money by the account holders and can courts adjudicate on fiscal policy.

Demonisation

t is without a doubt, that the washed out winter session of parliament was the product of a mindset of elected members from all political parties, who seem to be firm believers in the politics of disruption. What had lit the spark of outrage was the sudden and surprising midnight announcement made by prime minister Narendra Modi on November 8,2016 on the ban on 500 and 1000 denomination notes. The storm over demonetisation issue virtually demolished the month-long Winter Session of Parliament which concluded December 16, as a washout with negligible business being transacted. The Lok Sabha lost 92 hours due to the disruptions caused ever since the session began on November 16. The Rajya Sabha had a similar fate even though the exact loss of time was not immediately known. There is no better phrase than ‘high political drama’ to describe both the BJP and Congress accusing each other of not letting them speak on demonetisation. The deep disappointment for disruptions has also led the President of India Pranab Mukherjee to hold the opposition responsible. Mukherjee in his speech at a meeting of Defence Estates Organisation on December 8 accused the opposition of “gagging the majority” through disruption and went further to absolve the “majority”/ BJP-NDA of not participating in the disruption. Mukherjee appears to have turned a blind eye on the government’s contribution towards the logjam regarding the demonetisation. While he appeared to be so perturbed about disruptions he did not appear to be as perturbed about the suffering of lakhs of ordinary citizens due to demonetisation . Modi makes speeches in parliament but is not present to answer debates. For Mukherjee, who used to counsel his government for sanity, his rush to defend the government on the issue, was surprising. There is no debate that demonetisation has caused the greatest harassment and economic suffering on the people of India since a long time. Whether prime minister Narendra Modi okayed demonetisation after being convinced that its certain success would propel him to dizzying heights as the victor against the dark forces of black money and also place him in a position from where he could virtually lead the BJP to a spectacular electoral success in UP in 2017. Unfortunately, demonetisation for all the talk about tackling black money then terror funding then more cash for government projects then finally towards a cashless society actually exposed how the problems mounting each day had the government caught on the wrong foot. The avowed objective of demonetisation to net several lakh crore rupees of estimated black money instead achieved a measly few hundred crore rupees. This was the mood in the nation and which the opposition attacked the government with intensity. The Modi government, for all the brute majority somehow refused to debate under rule 56 that entailed voting and instead wanting debate without voting under rule 193. The opposition was blamed for disruption of parliament but those watching telecast of proceedings know that the government itself also shared much of the blame. Veteran BJP leader and former deputy prime minister L.K. Advani himself had made no bones about the government’s contribution to the crisis. Thus it was ironic that a president and former veteran Congress leader supported the BJP prime minister, while the veteran BJP leader Advani blamed the government on the matter.

Prayer is effective only when there is completeness— “take up the whole armor of God….” Always make a distinction between God’s perfect will and His permissive will, which He uses to accomplish His divine purpose for our lives. God’s perfect will is unchangeable. It is with His permissive will, or the various things that He allows into our lives, that we must wrestle before Him. It is our reaction to these things allowed by His permissive will that enables us to come to the point of seeing His perfect will for us. “We know that all things work together for good to those who love God…” (Romans 8:28)— to those who remain true to God’s perfect will— His calling in Christ Jesus. God’s permissive will is the testing He uses to reveal His true sons and daughters. We should not be spineless and automatically say, “Yes, it is the Lord’s will.” We don’t have to fight or wrestlewith God, but we must wrestle before God with things. Beware of lazily giving up. Instead, put up a glorious fight and you will find yourself empowered with His strength.

In the chest-thumping, hand-wringing and controversy that has ensued since the announcement on November 8, 2016, there has been an absence of facts on the question of remonetising India. An extrapolation of 2016 Reserve Bank of India (RBI) data on the capacity of Indian printing presses and currency distribution indicates that, at current rates, the Prime Minister’s deadline will not be met. Getting adequate money to banks and ATMs nationwide will depend on how many bank notes the government wants to put back into circulation. If the government wants to introduce Rs 9 lakh crore ($135 billion) - or 35 per cent less money than it pulled out - it will take up to May 2017, and if it wants to reintroduce the entire Rs 14 lakh crore ($210 billion) that it withdrew, that could take up to August 2017. The crux of the problem is change, specifically the Rs 500 note, which India’s presses cannot, currently, print in adequate numbers. Here are the facts: The RBI has four presses at Dewas (Madhya Pradesh), Nashik (Maharashtra), Salboni (West Bengal) and Mysuru (Karnataka). * The printing capacity of these presses is roughly 2,670 crore (26.7 billion) notes a year, according to the RBI’s 2016 annual report (page 90). Or roughly 7.4 crore (74 million) notes a day * If the presses worked three shifts a day instead of two, their daily production capacity could be raised to 11.1 crore (111 million) notes a day * However, less than half of the machines in the presses have

the ability to print the security features required for high-value notes (Rs 500 and above) * This means that even if all the machines that print highvalue notes in all four presses printed only Rs 500 rupee notes 24 hours a day, we would at best be able to print 5.56 crore (55.6 million) Rs 500 notes every day * This translates to about Rs. 2,778 crore ($418 million) in value printed every day in Rs 500 notes Before the announcement of demonetisation, the government had already arranged for the printing of 200 crore (2 billion) Rs 2,000 notes, or roughly about Rs 4 lakh crore ($60 billion) in value. So, these were the first set of notes to be circulated. This is why there are so many pink notes in circulation. Let’s explore the time to disburse in the two scenarios we mentioned: * Scenario 1: Rs 9 lakh crore (or roughly two-thirds the total Rs 14 lakh crore that was demonetised) needs to be returned to the system * Scenario 2: Rs 14 lakh crore (full amount) needs to be recirculated For this amount to be liquid, a key condition needs to be met: Rs 2,000 notes can, at most, account for half the total amount to be circulated. The logic: If we do not have enough change, then the Rs 2,000 note will always be hard to “break” into smaller denominations, which is the situation nationwide today. The other half needs to be available in lower-denomination notes. The total value of Rs 100, Rs 50, Rs 20, and Rs 10 notes is Rs 2.19 lakh crore ($33 billion), according to the RBI’s annual report. If we put this in a math equation where t is the total value of Rs 2,000 notes and f is the total value of Rs 500 notes, we end up with this equation: total value of 2,000s (t)=total

value of 500s (f)+total value of 100s and below or t=f+Rs 2.19 lakh crore This means the requirement of Rs 500 notes is as follows: * In Scenario 1 (Rs 9 lakh crore disbursal): t+f = Rs 9 lakh crore Solving for f, the value of Rs 500 notes needed is 681 crore (6.81 billion) notes X Rs 500 = Rs 3.405 lakh crore * In Scenario 2 (Rs 14 lakh crore disbursal): t+f = Rs 14 lakh crore Solving for f, the value of Rs 500 notes needed is 1,181 crore (11.81 billion) notes X Rs 500 = Rs 5.905 lakh crore As on November 30, 2016, less than 10 crore (100 million) Rs 500 notes were printed and ready (or two days worth of printing), according to an RBI source, quoted in Mint. We arrive at the crux of the problem: India needs to print at least 681 crore (6.81 billion) Rs 500 notes. In Scenario 2, the Rs 500 requirement is for 1,181 crore (11.81 billion) notes. However, the peak printing capacity of the presses is 5.56 crore (55.6 million) notes a day-or 0.8% of what it should be. At this rate, we will take anywhere between 122 days and 212 days to print enough Rs 500 notes. Given the fact that the RBI started printing Rs 500 notes in earnest after November 30, 2016, printing all the required 500s will be completed only on March 10, 2017 (Scenario 1), or July 8, 2017 (Scenario 2). Taking into account the time taken for cash transportation and the speed at which banks can push out the money, calculations indicate that complete disbursal of Rs 9 lakh crore can happen in early April 2017. Are we stuck with inequality?

he latest study of deepening inequality by three of the most careful scholars of the subject, Thomas Piketty, Emmanuel Saens, and Gabriel Zucman, has prompted another round of shrugs from economists that inequality is just in the nature of the advanced economy. Supposedly, these inexorable trends reflect technology, globalization, and increasing rewards to more advanced skills. The poor are paid in correct proportion to their contribution to the national product, which, alas, isn’t much. A close look at political history suggests that this widespread inference is convenient nonsense — convenient to economic elites. In fact, the distribution of income and wealth has bounced around a lot in the past century and a half. It was extreme in the first Gilded Age of the late 19th century, a little less so in the Progressive Era, extreme again in the 1920s, and remarkably egalitarian in the period between the New Deal and the early 1970s — and now extreme again. Does anyone seriously argue that these shifts reflected changes in technology or skills? No, they reflected changes in the political power to set the ground rules of capitalism. And that’s what should command our attention today. The remarkable income equality of the postwar boom was built on a political transformation, which in turn allowed a suite of equalizing policies. It had little to do with shifts in the technical structure of the economy. Most fundamentally, the power of finance was “repressed,” in the phrase of Harvard economists Carmen Reinhart and Kenneth Rogoff,

both economically and politically. That in turn weakened both the ability of financial elites to capture such a large share of the total product and to influence the rules of the game. Commercial banks and investment banks were tightly regulated, hedge funds and private equity were minuscule, and there were no complex synthetic financial products to enrich insiders, frustrate ordinary borrowers, or crash the system. Trade unions were empowered, both by the Wagner Act of 1935, and more importantly by Roosevelt’s policies during the war, which made unions recognized partners in war production, and, by extension, partners in a broader social compact. Before corporations took the gloves off again, there was a brief era in which unions had broad legitimacy. Unions, in turn, influenced wages, not just of their own members, who were about one-third of the workforce in labor’s heyday during the ’40s and ’50s, but the structure of earnings and the terms of employment generally. Minimum wages were far higher in real terms. In that era, the terms of globalization, created at the Bretton Woods Conference of 1944, deliberately created rules that allowed trade to expand, but not to destroy national social compacts. Bretton Woods was biased in favor of full-employment economies and against the austerity that is newly fashionable and as perverse as ever. All of this helps explain why the postwar era was a far more equal one than we have today. But what about skills? — many did not — but one income was enough to support home ownership and a middle-class standard of living. Despite low skills, the social compact of that era insisted on greater equality. But can we ever get that back? Of course we can — the obstacles are political, not economic. We could have much higher minimum wages. We could stop the union-bashing. We could restore a brand of globalization that promotes rather than undermines national social standards. We could invest massively in a green transition, modeled on the World War II mobilization that reduced unemployment from 14 percent to 2 percent in two years and produced tens of millions of good jobs. As technology replaces human work, we could also give everyone a share of that new production, the way the Alaska Permanent Fund gives all Alaskans a share of that state’s oil revenues. Any advances created with the help of government — from subsidy of biomedical research to freeriding on the Internet — could be subject to a share-the-wealth levy. Author Peter Barnes is the inspiration for this idea. Is this broad vision crazy? It is far less crazy than the folly of supply-side economics that is back in fashion, which will only make America more needlessly unequal. Instead of accepting the counsels of despair, we should be reinventing the levers of the more equal economy and society that America once proudly displayed to the world. Our attitude is, as long as I get my share of the loot, the rest of Nagaland can go to Hell in a Handcart. There was no curiosity about who Tinku and Nirmal Sharma were. For all the Z.P.O. cares, Tinku and Nirmal Sharma could be bleeding the rest of Nagaland dry; but it’s all right by them as long as their godowns are full. They didn’t stop to consider that maybe, just maybe, the godowns in Peren district are full because the Chief Minister happens to be a Zeliang; and maybe these Tinkus and Nirmals operate in such a way that the district of the Chief Minister’s tribe/constituency is always stocked to capacity. Maybe the next time round the Chief Minister will be from another tribe and another district; and then the godowns in Peren District will be so empty that even the rats will abandon them. As to the politicisation of the issue, I fail to see it. When has A.C.A.U.T. shown any political leanings? The fact that they are against corruption, the basis of every political party in Nagaland, proves them to be the only apolitical group or organisation ever to rise to prominence in Nagaland. Does the Z.P.O. realise that far from the A.C.A.U.T politicising the issue, it is the Z.P.O. which is guilty of making it a tribal issue? Is Peren District independent of Nagaland? Please clarify your statement,” Every district or tribe has their own organisations to look after to the (??) welfare of their own people or district. The new found love of our Government in using “Water Cannons” on peaceful agitators, be it the Government Teachers deprived of Salaries or Concerned Citizens fighting against corruption, has not got down well in a country which is not only the biggest democracy in the world but the Champion in it. It is rather a shocking trend which, if not rectified at the earliest could shake the very foundation of democracy. The recent “Water and Tear Gas Therapy” metted out on ACAUT members and the concerned citizens fighting against corruption was another jolt on a democratic set up. However, in spite of the hardships faced, the biggest positive in the entire melee is the trend set up by the “Bravehearts” for all Nagas to emulate in the fight for a corruption free society - “The Courage to Expose Corruption and Evils in the Society and Stand for the truth”. We have always remained Silent on Corruption and Corrupt Practices. But the Courage shown by the Members of ACAUT and All those who gathered and supported their cause of fighting against corruption, should be appreciated by one and all who wants a corruption free society. This is indeed a great sign that people are fed up of Corruption and beginning to show courage by raising their voices. This spirit should not be allowed to trounced but rather spread like wildfire in a society desperately in need of a change. And the Government could do well to revisit their strategy of using water cannons and Tear gases on peaceful gatherers but rather try to meet the hopes and aspirations of the people seeking a corruption free society. New Delhi, Dec 16 (IANS): The Pradhan Mantri Garib Kalyan Yojana (PMGKY) - which is being slated as another chance for people to come clean on their unaccounted income - will come into effect from December 17 (Saturday) and will remain open for over three months, a top official said on Friday. “The PMGKY will start from tomorrow (Saturday), and the last date for disclosures is March 31, 2017. People have three and a half months to declare their untaxed money. A declaration can be given before the Income Tax officer,” Revenue Secretary Hasmukh Adhia told media persons here. “No prosecution will be carried on the basis of such disclosures. The

declarations made under the the law will be kept a secret. The declarations will also not be used for payment towards service tax, excise duty, etc.,” he added. However, there would be no immunity from criminal acts like Prevention of Money Laundering Act, Naroctics Act or for holding ‘benami’ (by proxy) properties and smuggling offences, he said. “Investments in taxation regime or Pradhan Mantri Garib Kalyan Yojana is the last chance for people. Any person or company can disclose unaccounted income and pay 49.9 per cent, to be precise, as tax, surcharge and penalty along with 25 per cent amount in interest-free deposits for four years,” Adhia said.

Two Army soldiers, two CRPF jawans and one civilian were killed in the attack. One of the martyred Army soldiers was a young Captain Pawan Kumar of 10 Paras. The attack demonstrated the terrorists’ nutty resolve to hit back with whatever they have. After shooting dead two CRPF jawans in a bus on February 20, the militants fled the scene only to be cornered next day at the Jammu and Kashmir Entrepreneurship Development Institute following a dramatic chase. At daybreak, from the safety of the building, the three heavily armed militants started shooting at the security forces that had surrounded the building. The dramatic gun battle lasted for more than 48 hours. The security forces had to use heavy artillery and other weapons to

eliminate the threat. It was later revealed that the militants had come from across the border. In the attack, nearly a dozen security personnel were also injured. The deceased civilian was a gardener at JKEDI. Interestingly, the institute had witnessed another terror attack later in the year. Uri Attack: The Uri attack was the deadliest in nearly two decades. It killed 17 Indian soldiers in a single strike and left 19 others critically injured. The pre-dawn attack on September 18 jolted India to the core that aroused huge public condemnation and the government vowed to avenge the deaths with a military response. The soldiers of the Dogra regiment were resting at a camp close to the 12th brigade headquarters in Uri in Jammu and Kashmir’s Baramulla district when the militants struck. After opening fire on the tents in the complex, the four militants lobbed grenades at random targets. The blasts set off a

cascading effect with the fire spreading to the fuel storage and the camps where the soldiers were sleeping. The fire proved to be a lethal blow which dramatically increased the toll. The high number of casualties in the attack drew sharp global condemnation with the US, Britain, Germany and France describing it as appalling and calling for strict action against the terror handlers. All four terrorists were killed in a gunfight with security forces which had locked down the complex. Nagrota Attack: This was another major attack on the security forces in Jammu and Kashmir. Seven soldiers were martyred, of whom two were commanding officers, in the November 29 attack. This was the biggest terror strike since the September 18 Uri attack. The heavily armed terrorists entered the residential quarters of the XVI Corps headquarters around 5 am after scaling a boundary wall and started firing indiscriminately.

Conclusion: Shock, confusion, grief, fear and anger overwhelmed us after every terror attack, but it also strengthened our resolve to fight the enemy. If Pathankot and Pampore attacks had stunned the nation, Uri and Nagrota massacres jolted the country into action. Sadly, there is no sign of pause and terror attacks will continue to dominate conversation in India until a long-term solution is found to the menace of terrorism.

New Delhi, Dec 16 (PTI): Government today said any unaccounted cash or deposit in a bank account before April 1, 2017 can be disclosed under the new disclosure scheme PMGKY that comes with 50 per cent tax and penalty. The Pradhan Mantri Garib Kalyan Yojana (PMGKY) provides for 50 per cent tax and surcharge on declarations of unaccounted cash deposited in banks. Declarants also have to park a quarter of the total sum in a non-interest bearing deposit for four years. “A declaration in respect of any income, in the form of cash or deposit in an account maintained by the person with a specified entity, chargeable to tax under the Income Tax Act for any assessment year commencing on or before April 1, 2017, can be made under the scheme,” Minister of State Regional manager (sales) Mudit Gupta along with others cutting the anniversary for Finance Santosh Kumar cake during the 3 years anniversary celebration of Nili Nissan at its showroom in Gangwar said in a written reply in Lok Sabha. Disruption in the economy was inevitable after this step, taken as India aspires to have become a $10 trillion economy, said a statement by industry body Ficci, quoting Kant. He heads the highlevel committee set up the government to identify all possible modes of digital payments across sectors as it pushes on with its drive towards a cashless economy. “The committee is well on its way towards establishing and monitoring an implementation framework with strict timelines to ensure that nearly 80 per cent of the transactions in India move to the digital-only platform,” Kant said. According to the statement, he emphasised that for sustaining a 7.5 per cent growth, digitisation is

NEW DELHI, Dec 16 (Agencies): The Modi government’s much publicised Income Disclosure Scheme (IDS), a four-month window to declare domestic black money, that closed on September 30 has received a little over Rs 6,700 crore as the first instalment of tax that was to be deposited by November 30. The tax windfall of Rs 30,000 crore expected by September next year as a result of the disclosures is likely to fall short. Estimates have put the shortfall at Rs 5,000 crore. The I-T department has received 100% of tax in some cases but the final figure can vary as some disclosures have turned out to be bogus. The four-month IDS window, between June and September, saw disclosures of over Rs 67,000 crore in unaccounted assets. At a penalty and tax of 45% (including surcharge and cess) on the total disclosed amount, the government had expected to net over Rs 30,000 crore. As disclosures were lower than expected during the first three months of the scheme, the government had allowed an option to hoarders of black money to pay tax in three instalments - first instalment of 25% of the total tax by November 30, next 25% by March and the remaining 50% by Sep-

All listed firms were required to have at least one woman director on their boards from April 1, 2015 , as per a new Sebi directive, as also under the Companies Act, 2013. These rule are aimed at ensuring gender diversity in boardrooms. As on December 13, 2016, Bharat Petroleum Corporation, GAIL, Power Finance Corporation, Rural Electrification Corporation, Chennai Petroleum Corporation, Scooters India, MMTC and Fertilisers & Chemicals Travancore have not appointed women directors on their board, Corporate Affairs Minister Arun Jaitley said in a written reply to Lok Sabha.

SEOUL, Dec 16 (Agencies): South Korea on Friday issued its top bird flu alert for the first time, giving officials extra powers to contain an outbreak that has already triggered the slaughter of more than 10 percent of national poultry stocks. Since the first case of the highly pathogenic H5N6 virus was confirmed in mid-November, it has rapidly spread nationwide, leading to a record 16 million chicken and ducks being culled. Previously, the worst outbreak to hit the South was recorded in 2014 when nearly 14 million birds were slaughtered. “We raised the alert level to the ‘grave

level’ in a bid to contain the spread of the avian influenza,” Agriculture Minister Kim Jae-Soo said. “Grave” is the final step on the four-level alert system, and means officials can ban movements of vehicles carrying birds, close poultry meat stores or animal slaughterhouses, vaccinate all poultry, or disinfect any vehicles on the road. “We raised the alert level because of this reality in which we are witnessing the growing speed and infection rate of the outbreak,” Kim said. The move can potentially cause a sudden hike in poultry and egg prices in Asia’s fourth-largest economy.

Current egg prices are around 30 percent up from a year ago, Kim said, warning of a potential disruption in future poultry supply. Dubai, Dec 16 (Agencies): PV Sindhu beat Carolina Marin 21-17, 21-13 to reach the semifinals of the Dubai World Superseries finals. In what was the last game of the group stages, Sindhu had to beat Marin to go through. In the end Sindhu took the match in straight sets and she now goes through to the last

four with Sun Yu - who has progressed top of her group, undefeated. The game started at a fast pace with both players not giving each other any chances. Marin had a slight 10-8 lead before unforced errors and smart play from Sindhu saw her take a 1110 lead. From there on Sindhu went from strength

to strength in a 8-3 run that relieved the pressure and eventually gave her the first set 21-17. At the break Marin was treated for a small cut at the bottom of her feet. After a slight interval, the second game began and Sindhu started were she left off. She took a quick fourpoint lead at 10-6 before it became 17-10 and 2016 Olympics gold medalist Marin was staring at her third straight defeat of the tournament.
