The row over Army taking over road toll plazas in West Bengal today echoed in Parliament with TMC seeing “sinister” designs behind the move and the government vehemently denying the charge, saying it
was a routine exercise conducted in full knowledge of the local authorities. Delayed departure at Delhi, led to a cascading effect and by the time it landed, it was already dark. The ILS at the airport facilitated night landing and the plane departed at around 6 p.m.

DIMAPUR, DEC 2 (NPN): Reacting to the statement made by PWD (NH), Mechanical & Elections minister, Nuklutoshi during the recent NPF Central Executive Council (CEC), the Mokokchung Town Lanur Telongjem (MTLT) on Friday demanded that the minister clarify his remarks made against MTLT. In a press note, MTLT president Imkummeren Jamir and general secretary Taliakum Pongen have asked Nuklutoshi to justify on what grounds the MTLT should be de-recognised. “Did the MTLT close offices, organise rallies with ulterior motives or with consent and support from the public facing various grievances?; How does the government distinguish/ define a recognised organisation from an unrecognised organisation?; Men-

Mamata warns of legal options
West Bengal chief minister Mamata Banerjee left the state Secretariat on Friday evening after staying put for 36 hours to protest the alleged army deployment in the state and threatened to explore “legal options” if the army was not withdrawn. Addressing the media, Banerjee said the army was deployed at toll plazas, keeping her government “in the dark” about the move. “We have never seen such arrogance (by the Centre). If army is not withdrawn, we will explore legal options,” she said. Banerjee claimed the army informed the police about their exercise only for one spot -- the toll plaza of Vidyasagar Setu (Bridge) near Nabanna. “Police did not permit them to conduct such exercise...,”she said, adding that such exercises were not conducted in states like Gujarat, Maharashtra, Bihar, Odisha, Jharkhand, Punjab, Kerala and UP. “Why was it conducted in Bengal?” she asked and answered her own question: “It was done in Bengal because we have been raising our voice for the people of India.”
Random policy rejigs hurting NE, says FINER G U WA H AT I , D E C 2 (AGENCIES): The dilution of North East Industrial and Investment Promotion Policy (NEIIPP) 2007 by a recent notification by the Centre has met strong opposition from industrialists in the region. The notification has fixed an upper limit of Rs 5 crore for units in the manufacturing sector and Rs 3 crore for units in the service sector under the Central Capital Investment Subsidy Scheme. Another notification by the Centre has discontinued the Freight Subsidy Scheme (FSS), 2013, industrialists representing the Federation of Industry and Commerce of North Eastern Region (FINER) said. CCIS was 30% of the investment in plant and machinery without any upper ceiling as per the original policy. “The confidence of investors has been shaken due to the frequent tinkering with and dilution of the NEIIPP 2007 and FSS 2013. If the Centre makes certain promises and goes back on them mid-way, how can the northeast see any industrial development?” FINER chairman Pabitra
Buragohain said. The recent notifications come at a time when the NEIIPP 2007 is about to come to an end in March 2017. The ambiguity surrounding the policy has led to capital investment to the tune of Rs 30,000 crore to Rs 50,000 crore being stuck in the pipeline in the last two years. This is all the more significant as the NEIIPP 2007 has been the single largest employment-generator outside the agriculture sector, FINER said. “Local employment, both direct and indirect, has been generated due to implementation of the NEIIPP 2007. Employment opportunities were expected to grow,” Buragohain said. The discontinuation of FSS 2013 is also a big blow, Buragohain said, adding that the move goes against the interests of industrial development in a region where communication infrastructure is yet to be fully developed. FINER has demanded that NEIIPP 2007 be renewed till March 31, 2019 on pre-revised terms and conditions, and FSS 2013 be restored and kept in force till January 22, 2018.

According to Tourism department, on the inaugural day, only 150 foreign tourists and 200 domestic tourists were registered. While on the second day, 250 foreign tourists, 1000 domestic and 7521 from within the state visited the festival. Unlike others selling local food items, the young entrepreneur took the plunge to sell pan-Asian and continental food items. As tourists thronged his stall, he said this was his first time, and the response was truly encouraging.

It is performed on all festive occasions and popularly known as bamboo dance, since bamboo forms an inte-
gral part of this folk form. Tripura dance troupe performed Mamita dance, which is the dance performed at the harvest festival of Tripura people. People dance with gaiety after the month-long work after harvesting paddy, cotton, vegetables and other oil seed. Young men and women would gather in the evening after coming back from daily work and carry with them a Kham and Sumui. They would go from house to
house in the village singing aloud, dancing in a rhythmic step till midnight. Pochur y tribe performed Khupililie dance, one of the most important festivals of Pochury tribe of Nagaland. The dance usually performed in the month of February during Nazu festival the preparatory for sowing seeds for the year with songs and dances. Adi community of Arunachal Pradesh performed Tangko Nyone dance which
is one of the most popular folk song/dances of the Adi community of Siang valley. It narrates the story of a beautiful bird called Tangko Nyone for the appearance of the goddess of food grains to mankind. This beautiful bird appear during the spring season by showing dances with their melodious chirping voices/sound that usually invites human beings to work hard for bumper harvest. Khasi community performed harvest dance, repre-
senting Meghalaya state. The dance is usually performed with the advent of winter and while busy thrashing paddy in the field. On the day of the harvest, friends and relatives are invited to come to the fields for harvesting. One dies in road accident
MON, DEC 2 (NPN): In a tragic incident one lady identified as Lemya (about 64 years) of Tamlu village died on the spot when the Sumo in which she was travelling met with an accident on Friday. Two passengers, one male and one female sustained injuries in the accident and were admitted at District Hospital Mon. According to reports, the Sumo bearing--04 C 0204-- carrying 5 passenger was on its way to Tizit Town (Namsa) when the accident occurred between Tuimei village and Zakho village junction, under Tizit Police Station. The driver of the ill fated sumo surrendered himself to the police.

DIMAPUR: Joining the rest of the world, 29th World AIDS Day was commemorated at Old Town Prayer Fellowship, Zunheboto on December 1 under the theme ‘Hands up for HIV prevention’, DIPR informed. Senior Medicine Specialist, District Hospital, Zunheboto, Dr. Akaho Awomi was the resource person for the event. Speaking on the occasion, Dr. Akaho said HIV/ AIDS had caused more deaths than the two successive World wars. He said two million people throughout the world were dying of HIV/AIDS every year. Dr. Akaho also said that Nagaland has the highest prevalence rate of HIV in India and approximately 300 persons were dying due to the said disease in Nagaland every year. Exhorting the gathering not to discriminate people living with HIV/ AIDS, the resource person urged the congregation to encourage and support the victims. She informed that HIV/AIDS has become one of the most dreaded killer diseases that bring about anxiety and depression to the individual. While narrating a story, she stressed that everyone is vulnerable to this disease and strikes when one least expects it. She urged that one can contribute to the society by taking care of one’s lifestyle which will go a long way in HIV prevention and requested that we educate one another to work towards an HIV/AIDS free society. In a short speech, district supervisor ICTC, T.L. Khiantsumong stated that the significance of observing the day was to “globally show our support for those people living with HIV/ AIDS.”. DPO, DAPCU, Tsiatsuvi gave an insight on the district scenario and stated that approximately 40-45 individuals are tested for HIV monthly. According to the statistics given by
her, during April-September 2016, 512 males and 325 females were tested for HIV out of which 17 males and 10 females tested positive. Khupai who has been undergoing ART treatment for 6 years bravely shared her experience and urged those living with HIV to not “stigmatize oneself.” She said that once she opened up, she received love and support from her family and friends, and was not discriminated as she had feared. She spoke on the importance of support received during such times as without it, one may be affected mentally. Solidarity message was delivered by vice principal, Zisaji Presidency College, Dr. Purna Chandra Mishra and Pastor, New Life Prayer Home Ariba who requested that spreading of awareness right from our homes should be made a common agenda and not to discriminate those infected with the virus. Stranded trucks escorted back to Imphal Government seeks 60 coys of Central forces to counter UNC’s blockade
IMPHAL, Dec 2: Thousands of armed state police and security personnel and central reserve police force escorted back 221 goods laden trucks stranded beyond Mao gate to Imphal. The combined security forces left Imphal for Mao late yesterday evening with all necessary machineries like recovery vans, JCPs, fire tenders and escorted back the stranded vehicles late yesterday night. Of the 60 companies of Central paramilitary forces sought by the Manipur government from MHA, two companies of CRPF personnel were provided for the state government to utilize in opening the two main national highways, NH-37 and NH-2 affected by the ongoing economic blockade. The trucks arrived at Imphal without any disturbances on the way while passing to the Naga dominated stretch of Im-
phal-Mao section of NH-2 Thursday noon. Police said a total of 221 trucks loaded with essential commodities have been escorted back to Imphal by the combined forces led by additional DGP C Doungel of Manipur police. The tr ucks were stranded on Nagaland side since the commencement of the economic blockade. The stranded trucks started moving on NH-2 with the security escorts late last night and passed the entire Naga dominated stretch of the highway from Mao to Senapati district headquarters in the wee hour and reached Kangpokpi at dawn. Besides the security escorts, a good number of security forces including personnel of the Senapati police fenced the entire stretch, the police said. Troops of Assam Rifles were also deployed as ROP duty at sensitive locations along the highway to
foil any attempt to attack the trucks by blockade supporters. The economic blockade call given by the United Naga Council (UNC) on the national highways passing through Naga inhabited hill areas of Manipur with the backing of All Naga Students’ Association Manipur (ANSAM) commenced from the intervening night of October 31 and November 1. UNC intensified its stir after its president Gaidon Kamei was arrested by the state police along with his publicity secretary on November 25 last while they were heading Senapati from Imphal on NH-2. Since, it is topographically not possible to establish large scale industries in the state, there is need to train people to develop small scale industries like tourism, health care, handloom and handicrafts etc, the Governor said. Acting on a tip off, the security forces nabbed the militants from Lunglong village in Changlang with two Pistols, three magazines and 18 live rounds along with an extortion register documenting their misdeeds. The NSCN (R) cadres were involved in many extortions cases in the Changlang and Tirap district of Arunachal Prdeash. There are pending cases against SS Capt Eli Ketok at Khonsa and Kanubari police stations. Both the cadres are being handed over to Changlang police station.

Commissioned into the Bengal Sappers in December 1981, the officer has had an illustrious and a chequered career spanning 35 years, they said. Lt Gen D S Ahuja replaces Lt Gen S P Nawathe and had earlier served as Chief Engineer Eastern Command, involved in the planning and execution of major infrastructure projects, Defense Spokesperson Amit Mahajan said. He has also served as a military observer at Angola as part of the United Nations Mission and is known to have performed exceedingly well in various courses of instruction, Mahajan said. Lt Gen Ahuja attended the Staff College, Wellington, Higher Defence Management Course at Hyderabad and National Defence College at New Delhi.

NEW DELHI, DEC 2 (PTI): Rahul Gandhi today chaired the meeting of Congress Parliamentary Party (CPP) for the first time and launched an all-out attack on Prime Minister Narendra Modi, accusing him of practising TRP politics and making the country suffer due to his “vanity and incompetence”. Addressing the CPP meeting in the absence of his mother Sonia Gandhi, who is indisposed, the Congress Vice President described the Prime Minister as being “a prisoner of his own image” and alleged that Modi was inflicting “tremendous suffering” on the people to protect his own persona. Excerpts of his speech in the central hall of Parliament were later aired by television channels though such meetings are generally out of bounds for the media. With the opposition attacking the Prime Minister for not hearing them out in Parliament over demonetization, the Congress Vice President said if Modi listened to the views of democratically elected members it could potentially prevent him from making the “cata-

Modiji has created a massive new corrupt black market that is working overtime to convert the black money to white,” he charged. Gandhi said the PM “confused” India’s entire cash economy with black economy, demonetized 86 per cent of Indian bank notes and decided to experiment with the financial future of 1.3 billion people. “All cash is not black money and all black money is not cash,” he said, adding that instead of attacking
black money, he attacked the very foundations of the country’s economy. Gandhi also accused Modi of sitting silently when Kashmir is burning and said he has “gifted massive political space” to anti-India forces by forging an alliance with PDP. Rahul also targeted the Prime Minister over his policy towards Pakistan and said he is the same person who used to ridicule UPA’s Pak policy that led to isolation of Pakistan and brought peace to Kashmir. “Today the same person who used to ridicule us sits silently while Kashmir burns. Narendra Modi will be judged by history as the man who gifted massive political space to anti-India forces by creating an opportunistic political alliance between the BJP and the PDP. He has created the political vacuum that gives the terrorists space to operate,” he said. Accusing the Government of getting itself into a “complete mess” with regards to Pakistan, the Congress leader said, “Their policy on Pakistan is a complete failure”.
Cash transactions not banned in Goa: Government PANAJI, DEC 2 (PTI): Goa government today clarified that cash transactions are in operation and not being banned though the state has set the deadline to go cashless by December 31. “Goa is likely to become the first state in India to shift to cashless transactions from December 31. Though cash transactions are not being banned, it’s in interest of the state to encourage cashless transactions,” State Commissioner of Commercial Taxes Dipak Bandekar said in a circular issued today. The coastal state has begun working towards “cashless society” with the bank officials reaching out to the traders and businessmen asking them to shift from the traditional way to plastic or e-money. “Government of Goa has decided to take the next step of enabling cashless transactions for various receipts and payments being done in the course of day to day business and market related transactions including domestic and commercial purpose,” Bandekar said.

NEW DELHI, DEC 2 (PTI): In the wake of Nagrota terror attack, Defence Minister Manohar Parrikar today admitted that there is scope for improvement in security as some “sort of lethargy” has set in over a period of time and said those behind any “lapse” will pay for it. The Minister also said that the recent surgical strike has led to a sense of “uncertainty” in the Pakistani security establishment and it was also a good confidence building measure for India. Replying to queries on security arrangements at army camps, Parrikar said,
“I think we can definitely improve upon it. Probably, over a period, some sort of lethargy has set in. Relaxation, it is obvious... it is taking some time.” He was asked if there was something that should have been done or can be done in the security arrangements in the wake of militants storming the complex of 166 artillery unit of Army at Nagrota on Tuesday. Seven security personnel, including two officers, were killed in the incident which witnessed a fierce gunbattle and a hostagelike situation at the army camp, considered to be a peace posting in the Army parlance. Parrikar, who was speaking at HT Leadership Summit, said it is “very painful” to see soldiers die but they needed to save children and families. “I think we need to think out of the box. I am very sure that Army is aware of it and working on it,” he said. Asked about his earlier stress on fixing responsibility, Parrikar said even if he does a mistake, he will “have to pay for it”. “Even if there are lapses, they need to be
tackled properly. You cannot afford lapses,” the Minister said. Parrikar spoke about the need to use smart technologies for perimeter protection of sensitive bases but said infrastructure cannot be created overnight. He indicated that lengthy army procedures were coming in the way of getting things done swiftly. Asked if India could carry out more surgical strikes, Parrikar said the “principle of uncertainty” should be allowed to operate. “It will be beneficial to all of us.” He said that surgical strikes have introduced a degree of uncertainty. “Obviously, uncertainty itself creates decision-making bottlenecks. You will never know them.” The surgical strikes were carried out in retaliation to the September 18 Uri attack that left 19 Indian soldiers dead. “Earlier, one thing was sure that India won’t cross (Line of Control). Now that is one thing that’s missing. In strategy and such kind of issues, you need to put uncertainty in their minds. That has been achieved,” said Parrikar.

Senior advocate Kapil Sibal, appearing for one of the petitioners, suggested that they will sit together and file the list of categories by Monday. The bench then posted the hearing on the matter to December 5. The court was hearing a batch of petitions challenging the constitutional validity of the decision to demonetise currency notes of Rs 1,000 and Rs 500 and the inconvenience faced by the common man due
to it. It had also asked the Attorney General to file an additional affidavit explaining the “schemes and steps” taken to ease the situation that has arisen due to demonetisation. The Centre has recently moved the apex court seeking transfer of all the petitions pending in various high courts to either the Supreme Court or one of the high courts. It had on November 24 filed an affidavit in the apex court on demonetisation and had said that the “bold move” would eradicate black money and slush funds operating since Independence which cast a “parallel economy” hitting the poor and the middle class.
NEW DELHI, DEC 2 (PTI): Shortage of cash continued to make things difficult as ATMs ran out of money quickly even as banks rationed valid notes to meet requirements of as many customers as possible. The rush is understandable as people flocked to banks to withdraw their salaries. There are reports suggesting that bank branches from across the country did not get sufficient cash to take care of pay day withdrawals. While RBI has placed weekly withdrawal limit of Rs 24,000 per person, bank
branches on their own have further lowered the ceiling to make cash available to more people. The ATMs too did not come to the rescue either as most went dry soon after being loaded with cash, given the huge pent-up demand. Many ATMs were dispensing mainly Rs 2,000 notes. Banks have been making SOS call to RBI for providing additional cash to meet pay day rush for another 4-5 days, sources said. There have been reports of heated arguments and flared-up tempers at many bank branches as the rush for withdrawal intensified.

Asthana, a Gujaratcadre officer of 1984-batch, got elevated as the secondin-command in CBI two days ago when Special Director R K Dutta, who was among the frontrunners for the top post, was shifted to the Home Ministry as a Special Secretary. On this day, twenty six years ago, Nagaland Post was launched in tabloid-size, using hand composed matter and printed in letterpress machine. Therefore, attempting to bring out a daily newspaper in such obsolete technology was not only a crazy idea but considered doomed to fail. With the obsolete technology, if took four compositors three hours to make up a page after editing etc; today it takes one operator one hour to so the same job and that too, with least mistakes. Besides constant problems posed by obsolete technology, the newspaper also had to face sever problems of lack of resources, trained staff and tele-communication network. The external problems were on how to dispatch the newspaper to various districts since the state transport was the only means and that too, most times, services used to be suspended. The other was the disturbed situation during the period where there was no guarantee for safety to one’s life, as bullets or explosives frequently broke the fearful silence whether at day or night. The conflict among underground factions and between underground groups and the Indian security forces often spilled to the newspaper which found itself sandwiched in any such given situation. That also meant threat to the safety and security of the entire staff. Despite all shortcomings and severe problems, Nagaland Post still gave its best in terms of content and quality. Several visiting senior editors of some national newspapers had also complimented the looks and content despite shortcomings. It is a matter of satisfaction, that Nagaland Post is also the second highest circulated English language news daily of the north east. These insurmountable challenges could be overcome only by the grace of God, and through dedication, team work and able leadership in the face of many challenges. It may also be noted that these achievements which could be possible, despite several shortcomings, should serve to inspire entrepreneurs from Nagaland that they can do it if they give their heart and soul to achieve their goals. Nagaland Post did not sell merely because it was a local newspaper; for if it was only that, then the newspaper would have folded up long back (which used to be the predictions of some well intentioned critics). The young children school going children in the middle high school levels in the 90s, grew up with Nagaland Post. Besides the young there were also the not-so-young in their 30s and 40s and the older ones, 60 plus who were the regular readers. Nagaland Post had to prove itself to sustain the interest of readers both young and old. Till today, Nagaland Post still holds its place and rising circulation prove that, since it has earned the trust of readers. Many young and old appreciate the objectivity and analytical assessments and comments in its editorial. The paper will continue to lend its space to those voiceless ordinary people, maintain objectivity and recommit to the highest traditions of journalism.

Not that I have already attained, or am already perfect… —Philippians 3:12 It is a trap to presume that God wants to make us perfect specimens of what He can do— God’s purpose is to make us one with Himself. The emphasis of holiness movements tends to be that God is producing specimens of holiness to put in His museum. If you accept this concept of personal holiness, your life’s determined purpose will not be for God, but for what you call the evidence of God in your life. How can we say, “It could never be God’s will for me to be sick”? If it was God’s will to bruise His own Son (Isaiah 53:10), why shouldn’t He bruise you? What shines forth and reveals God in your life is not your relative consistency to an idea of what a saint should be, but your genuine, living relationship with Jesus Christ, and your unrestrained devotion to Him whether you are well or sick. Christian perfection is not, and never can be, human perfection. Christian perfection is the perfection of a relationship with God that shows itself to be true even amid the seemingly unimportant aspects of human life. When you obey the call of Jesus Christ, the first thing that hits you is the pointlessness of the things you have to do. The next thought that strikes you is that other people seem to be living perfectly consistent lives. Such lives may leave you with the idea that God is unnecessary— that through your own human effort and devotion you can attain God’s standard for your life. In a fallen world this can never be done. I am called to live in such a perfect relationship with God that my life produces a yearning for God in the lives of others, not admiration for myself. Thoughts about myself hinder my usefulness to God. God’s purpose is not to perfect me to make me a trophy in His showcase; He is getting me to the place where He can use me. Let Him do what He wants.

he recent development on the issue of 33% Women Reservation (WR) has generated a rather uneasy scenario of our leaders taking recklessly short cuts and dangerously blundering into enemy territory blindfolded. Abandoning our only protective customary dao, spear and shield to ward off any other wayward forces that surround us could be a very costly price to pay in the coming days. The recent resolution enacted by NLA on this issue seems to have paved the way to allow just that to happen without considering any appropriate corrective measures first. Since this is an open subject without the lurking shadow of AK 47, it would be superb to have our Naga intellectuals conduct a healthy discourse in the public domain to let our people know that the Naga brain is still active and alive. The shared views would also benefit the Government of Nagaland (GoN) and the Naga Hoho (NH)/ Tribal Hohos (THs) to see a balanced picture and not compulsively exercise their respective minds before carefully weighing the options with patience and maturity for the sake of all concerned. They setting sails for an apparent collusion course on this WR issue is highly avoidable. Within the context of an uncertain political future and our present reality, Article 371 (A) perhaps represents the only salvaging grace that safeguards the Naga identity amidst the vast ocean of culturally alien Indian majority and it is our Naga duty to protect this vulnerable bastion from being violated...least of all by ourselves. To cut a long story short concerning the women reservation issue, we must try and sensitively appreciate the fact that our Customary Law and Practices (CL &P) had evolved out of the induced circumstance of headhunting. Dear Mr Chief Minister, With repeated attempts by Persons with Disability representatives for an appointment running into the proverbial brick wall time and again, I am compelled to write this letter. Mr Chief Minister, our understanding of our government is that it is a government of the people, by the people and for the people. I believe this essentially means that the government has come to power via the votes of the people, that the people who voted them to power have a say in what the government does or doesn’t do and that the government exists to better the lives of its citizens – all its citizens and not only the privileged class or a chosen few. As you are the head of our government right now, our desire to meet you was simply to apprise you of the appalling conditions in our State that continue to marginalise and discriminate people living with disability and deprive them of their rights, in the hope that you will hear our voice and take steps to right the wrong that has been perpetuated by consecutive state governments. However, since you apparently cannot make the time to meet us, on this day – the United Nations International Day of Persons with Disability – I write this open letter to you on behalf of all people living with disability in Nagaland. The theme for this year’s International Day is “Achieving 17 Goals for the Future We Want”. This theme notes the recent adoption of the 17 Sustainable Development Goals (SDGs) and the role of these goals in building a more inclusive and equitable world for persons with disabilities. So, let’s take a look at Nagaland. I’m assuming that you’re aware that the number of people with various disabilities in Nagaland as per Census 2011 was 29, 631, around 1.5% of the total population. This figure was an underestimation, in my opinion, and the actual number would have been much higher. In any case, this was the official number – 29,631 people with disabilities in Nagaland, 26% of whom were younger than 18 years. And it may be pointed out here that this is the one and only data on disability available in Nagaland. By now, the number would have increased considerably. I’m also assuming that
that such a perilously aggressive occupation of our ancestry could never have afforded space parity for our womenfolk even if they had wanted to. It is a foregone conclusion therefore that our customary practices did not place the physical prowess of women at par with men, no matter how vociferously women may want to shout from the roof tops trying to now define this non-existent status equity. The very fact that they are rooting for 33% reservation says it all. No one fights for special reservation as equals. However, it is equally a compelling argument that this disadvantage of women did not happen as a deliberate male chauvinistic inclination and it is for the present generation to acknowledge this circumstantially induced reality. We ought to be able to differentiate that the core physical headhunting subject of the past is now out of tune with the present subject of development that calls for brain not brawn. It therefore necessitates amendment of our CL &P because women participation in development is as much legitimate as it is relevant for the good of all. In my earlier article I had hastily endorsed ‘nomination with voting right’ as a short term solution. However, while this approach could serve a short term purpose it still does not help women to develop to their fullest potentials in the long run because nomination process will definitely get corrupted by sycophancy and nepotism. Therefore women should also go through the same electoral process amongst themselves within the reserved constituency/wards. Though the sad fact that they would invariably be exposed to all the dirty tricks of money politics and end up joining the corruptive rat race is foreseeable, it can’t be avoided. This will at least infuse practical participation in the process and
help them gain some confidence to reach for higher elective positions independently in the future. Women deserves this opportunity because with or without reservation they still have a mountain of disadvantage to climb to gain higher confidence in the absence of direct customary right to property inheritance...which unfortunately would not be so easy to dismantle because there is a sound sustainable customary logic behind it. The reason for harbouring an opinion that the women will still not gain 100% confidence stems from human attitudes. Let us try and draw an analogy from the behaviour of an uneducated ignorant man with wealth. One notices that such a man arrogantly displays tendencies of wealth induced confidence even if his thoughts and public expressions may have less substance... nevertheless ‘raw confidence’ it is. This is perhaps a good indicator that women may generally continue to remain on the wrong side of complete confidence even with reservation without direct right to property inheritance... barring exceptions of course. The Government should however earnestly pursue suitable amendment of the ‘obsolete segment’ of CL &P concerning women participation and make it compatible with Article 371 (A) instead of aggressively taking irrational short cuts. Empowering our Customary Courts and their respective Tribal Hohos to jointly conduct this amendment process within a time frame should perhaps be the prioritised agenda of the Government and accomplish this reform preferably before the conduct of the municipal election with women reservation in place and avoid disturbing the tone and tenor of A371A. Everyone would agree that it makes a whole lot of sense to put the horse before the cart. On the comical side of the coin,
the hard-line conflict beginning to evolve between the NH/THs and GoN on the issue of 33% WR makes an interesting case study. GoN did not have the nerves to boldly strike down ‘prohibition’ against the wishes of the Church even though majority of the political decision makers and bureaucratic enforcers bathe in alcohol every day with hypocritical abandon. In the instant case of WR they have found courage to do just that against the wishes of NH and THs. Perhaps NPF led government is confident that NH and the THs have no electoral influence as compared to the Church to sway the public opinion against it. Seeing the abnormally compromised nature of many of the present apex organisations one would be rather reluctant to disagree with their assessment to an extent. The present Naga Haha consists of an ill-represented conglomeration of Southern Tribes commanding a majority, desperately functioning like a fish out of water with an opportunistic Naga President from Nagaland as a window dressing. It is downright humiliating for the Ao community in particular and Nagas of Nagaland in general that Mr. P.C.O preferred to defy the decision of his own Tribe and find solace in consulting his Presidential cohorts to serve his personal interest rather than respect his Tribe with humility. Without bias any respectable Tribe with honourable principles would summarily excommunicate such a human being from the Tribe. With an unprincipled and dishonourable leadership of such a man leading this organisation of unstable sycophants, who would be prepared to listen to them seriously even if the subject is relevant? Open letter to the Chief Minister
you’re aware that the country’s first ever legislation that laid the foundation for equal rights of people with disability came into being over 20 years ago with the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995 which came into force on February 7, 1996. Furthermore, in October 2007, India ratified the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) 2006. You may or may not know, but the process of getting a stronger disability rights legislation based on the UN Convention has been underway and a new bill is currently awaiting passage by Parliament which we are hoping will happen in this winter session. So, 20 years have passed since the passing of the PwD Act 1995. How has it benefited people with disability in Nagaland? JUST CONSIDER THESE: * 20 years and Nagaland still does not have a State Disability Policy in place * Two crucial committees for ensuring implementation of the PwD Act (Chapter III Section 13 and 19) – State Co-ordination Committee (SCC) and State Executive Committee (SEC) – have not been constituted and government officials are not even aware of the mandatory provision * Nagaland is the only state in the country that does not have even a single proper medical or social rehabilitation service facility for persons with disability * There is not even a single facility for those with severe disabilities or those needing special care * Only about 5.17% of persons with disability in Nagaland have a disability certificate, the lowest in the whole of North East region. Many of these also contain wrong or incomplete information. * Social Security pension for the neediest is also in a pathetic state. Only 1833 PwDs out of the 29,631 (Census 2011), as per Social Welfare Dept information, are availing disability pension. The amount being given, Rs 200/-, is again among the lowest in the entire country. * Public buildings and public spaces are yet to be made accessible to PwDs – these include office buildings, educational institutions, hospitals and clinics, market-
places, churches, etc. The annual International Day theme provides a frame for considering how people with disability are marginalised and excluded from society by assessing the existing conditions and promoting the removal of all types of barriers. This glimpse of the bleak reality in Nagaland completes the ‘assessing’ part. It would actually be funny if it was not so terribly sad! The above are just some main aspects of the PwD Act 1995 which our government is barely aware of much less implement. In Nagaland, the observation of the day has done nothing to improve the quality of life of people with disability. It is just a wonderful annual event where politicians, bureaucrats and other public leaders get the opportunity to show off their pseudo concern and compassion with stirring speeches peppered with patronising platitudes. And then, Mr Chief Minister, there is the matter of the STATE BUDGET. The now dissolved Planning Commission had earlier specified three percent budget allocation for disability and identified 20 ministries to mandatorily have a disability component in their budget. However, this has never been reflected in the Nagaland State Government budgets. In fact, one would be hard pressed to find any mention of disability, not to speak of any specific funds being allocated to ensure that disabled people are not deprived and left behind in the development process, as expressly laid down in the PwD Act 1995. And, of course, no department has any disaggregated data on disability or any kind of disability component in their annual budgets. By the way, the Supreme Court had recently pulled up some states and Union Territories for not filing the status report with regard to implementation of its verdict and the legal scheme to grant of reservation to disabled people and asked them to furnish the same within two weeks. We do not know whether Nagaland has filed its status report, but we would certainly like to know the status of steps taken to implement the SC verdict. The verdict, as you must know, is with regard to implementation of the specific provision of three per cent quota in jobs to persons with disability. Mr Chief Minister, I
could go on and on, but it would be presumptuous on my part to expect the papers to grant me that much space. But before I end, there are a couple of SPECIFIC ISSUES that I must strongly urge upon you. As mentioned above, one aspect that particularly puts our State to shame is the complete lack of Disability Rehabilitation services. Nagaland has the dubious honour of being the only state in the country without a single proper rehabilitation service centre – medical, social or vocational. I am certain that I don’t have to remind you that rehabilitation is instrumental in enabling people with disabilities, whose functions are limited, to live independently, and participate in education, the labour market and civic life. In this connection, we have learned of two very crucial projects being taken up by the Social Welfare Department, Nagaland: 1. Composite Regional Centre (CRC) at Dimapur project put up for inclusion in the State NEC Priority List 2016-17 2. Blind School and Vocational Training Centre for the Disabled - project is under the 13th Finance Commission for which funds were released till the 3rd Phase and completed. 4th Phase is to be taken up under NEC project during 2016-17. As regards the Composite Regional Centre, it is our understanding that the NEC Priority List has already been sent by the State Government and it does not include the project. Instead, we learn that an NGO ‘Disability Park’ project has been put in its place. This is just another shocking example of the government’s utter apathy towards people with disability and complete lack of understanding of the priority needs of disabled people. The ‘Disability Park’ being listed as a priority project over the Regional Centre is a mind-boggling move by the government in the face of the prevailing situation of extreme lack of disability services and programmes in the state. Right now, we don’t need a stroll in the park – we need accessible education, training, rehabilitation and health services and so on, so that we can live, earn and participate in society with dignity as equal citizens. Mr Chief Minister, through this open letter, I strongly urge the State Gov-
that Naga Hoho simply withdrawing their earlier views/endorsement does not alter the fact that the Rongmai recognition will still remain. Such a withdrawal is a pointless exercise without practically undoing what was done and therefore going back to the old compromised fold is not worth the effort. What must clearly be understood is that Nagas are not against the existence of Naga Hoho at all. Our problem is more of a technical nature pointing out that the nomenclature of present Naga Hoho is a misnomer and should suitably be revamped and renamed as Pan Naga Hoho with a rationalised affiliation from “All Naga Inhabited Area” and not from South of the border only. It should then legitimately concentrate on the common important issue of Naga integration and withdraw from directly meddling into Nagaland kitchen affairs. Had the Naga Hoho been an exclusive organization of Nagas of Nagaland, it could have commanded a better respect and the story of NLA resolution on WR could have perhaps been handled with some moderation. It is a pity that somewhere along the road, Nagas of Nagaland have lost self esteem and pride in us not being prepared to reclaim Naga Hoho that rightfully belongs to Nagas of Nagaland. Losing our voice in a critical time such as the present can only lead us downwards. The Nagas are clearly aware of a handful of leaders who are deviously pulling the strings from behind the screen to generate divisions for self interests. They should have a serious rethink and allow honest to goodness options to prevail instead of causing Nagas of Nagaland to blunder into enemy territory blindfolded. Khekiye K. On the Blind School and Vocational Training Centre, we appreciate the pro-activeness of the Secretary and officials of the Social Welfare Dept in taking forward the project. It may be mentioned that, once operational, this will be the first and only staterun institute for people with disability in Nagaland. The project is completed up to the third phase, but funding for the fourth and last phase has ceased with the closing of the 13th FC. It goes without saying that it is now incumbent upon the state government to ensure its completion. Mr Chief Minister, I wish to let you know that the disabled community of Nagaland is waiting for this desperately needed institute to start functioning and be not mistaken that we are taking this as a crucial test of your government’s sincerity to deliver on the promises that have been made to us time and again – especially on Disability Day every year. The above is just a brief overview of the situation of extreme exclusion, neglect and indignity that exists in
this beloved state that we call home. A national report on disability has stated that even among the North East states where rehabilitation and disability services and programmes are generally quite inadequate, the situation in Nagaland is ‘especially critical’. Mr Chief Minister, I write this letter to you today because I have faith that, as head of the Government of the day and an honourable leader of the Naga people, you will personally not permit this unacceptable situation to continue. ‘The Future we want’ is an inclusive Nagaland that does not leave us behind; a Nagaland that enables us to realise our full potential as equal and valued members of society; a Nagaland where we can participate in and benefit equitably from everyday life, everywhere; a sustainable Nagaland that embraces humanity in all its diversity. It is not impossible to get there, Mr Chief Minister - all that is needed is political will and a strong commitment to do the right thing. On 7th June 2016, the Commissioner Secretary National Highway and the Chief Engineer National Highway visited Tseminyu and promised that they would bring sanction of fund from Government of India for strengthening and widening to two lane with paved shoulder of NH-61 from Km 40.00 to Km 72.40 (Tseminyu to Wokha Road). Accordingly, they have fulfilled their commitment. A sum of Rs. 340.2687 crores vide sanction letter No.NH-/2014/74/2015/N6/p-8 dated 31.10.2016 was given for the road widening. It is for this achievement, I would like to extended my deep appreciation to the Commissioner Secretary (NH) and the Chief Engineer (NH) for their sincerity in the following up their words., I would also like to appreciate the Executive Engineer (NH-61) Shri S.I Jamir for his initiative and repairing (MR) by sending machineries and labourers for repairment and filling up the potholes inspite of fund constrain. Also, it is my humble request to the concern Department to kindly take up the major repairment at the earliest for the welfare of the public. If all concern Government official can keep their promises for the development in Nagaland, using the specific fund for specific purposes, also making their time available to see and making sure that development are taking places, then Nagas can progress and achieve much. Nagaland can become one of the fastest development states in India. A feat that will be enjoyed by the present generation as well as the future generation. I-T raids in B’luru lead to biggest cash seizure

NEW DELHI, DEC 2 (AGENCIES): The biggest-ever seizure of cash in new currency today grew to over Rs 5 crore even as the Income Tax department said it detected unaccounted income worth Rs 152 crore after it conducted searches in a dozen premises in Bengaluru and other locations. I-T officials said the cash found, after searches were launched yesterday on the premises of two engineers, working with the state government, and two contractors has risen to Rs 5.7 crore and these notes are in the denomination of the newly introduced currency of Rs 2000. “Total admission of unaccounted income by the
group stands at Rs 152 crore. Investigations are on,” they said. They added the department also recovered 7 kg bullion and jewellery weighing 9 kg, worth Rs 5 crore, after these operations. “About 90 lakh has been found in the old demonestised currency. In addition, several property documents were also found and seized,” they said. A team of over 50 I-T sleuths and police personnel had launched operations yesterday and searched premises in Bengaluru, Chennai and Erode (Tamil Nadu). The Central Board of Direct Taxes (CBDT) had said in a statement here yesterday that: “the new notes and bullion are learnt
to have been obtained by exchange of demonetised notes by payment of commission of an engineer and a contractor.” The tax sleuths had also seized some notes of Rs 100, demonetised notes of Rs 500 and a few gold biscuits during the operation, they said, adding the department had to call in note counting machines and additional staff to ascertain the value of the cash. What had surprised the tax authorities is the sheer amount of new currency stashed by these individuals at a time when new notes are not available to the common public which is queueing up to withdraw even small amounts from their accounts. “Rs 5.7 crore is the highest seizure of the new currency in the country post the currency ban on November 8. Some entry operators and bankers are under the scanner. Such volume of new currency cannot be obtained without connivance of bank officials,” a senior I-T department official said. The department has also found a number of identity cards of various individuals from the searched premises which could have been used to illegally change the old currency with new ones.
SC refuses to entertain plea to play national anthem in courts NEW DELHI, DEC 2 (PTI): The Supreme Court today refused to entertain a plea of a BJP leader and lawyer seeking playing of national anthem in all courts before the start of proceedings. A bench of justices Dipak Misra and Amitava Roy said it is not inclined to entertain the plea of BJP spokesperson Ashwani Kumar Upadhyay after Attorney General Mukul Rohatgi submitted that the petitioner should file a proper application. “Whether right or wrong, our order should not be overstretched. Bar (referring to Upadhyay)
should show some retrain,” the bench said. Earlier in the morning, Upadhyay mentioned the plea before the bench which had on November 30 made it mandatory for cinema halls to play national anthem before screening of a movie and the audience must stand and show respect. The bench has then sought AG’s assistance to learn his view on the plea of Upadhyay. In its November 30 order, the apex court had said that “love and respect for the motherland is reflected when one shows respect to the national anthem as well as to the national flag. That
apart, it would instill the feeling within one a sense committed patriotism and nationalism.” It had said that when the anthem is played the national flag shall be shown on the screen and the order should be given effect in a week’s time. The bench had also said that prior to the anthem being played or sung in the cinema hall, the entry and exit doors shall remain closed so that no one can create any kind of disturbance which will amount to disrespect to the national anthem and the doors can be opened once it is over.
Amarinder, Badal predict Akhilesh not averse to alliance wins in Punjab polls with Congress in UP election
NEW DELHI, DEC 2 (IANS): Punjab Congress chief Capt Amarinder Singh and state Deputy Chief Minister Sukhbir Singh Badal on Friday predicted result of the state polls, took potshots at each other but seemed united in attacking Arvind Kejriwal and his AAP. During an interactive session at the Hindustan Times Summit here, the two engaged in banter, criticised each other but also had word of admiration for each other. Predicting the results, Amarider Singh proposed to have a bet on it. “Akalis won’t cross 20, Aam Aadmi Party (AAP) will get little more than that and we’ll (Congress) form the government... How about a bet? I challenge that his (Badal’s) party won’t win more than 20 seats.” “Let’s have a bet on the fact that Akali Dal won’t win another term in Punjab,” he said. In response, the younger Badal quipped: “Will you be able to find him (Amarinder) after the results?” Making his own prediction, he said: “AAP will win less than 10, Congress will win around 35 seats and we’ll win 70 plus.” Badal again took a dig at Amarinder on the issue of cricketer-turned-politician Navjot Singh Sidhu joining the Congress. “Captain Sahab has no choice, he was
actually against Sidhu but he was forced on him. Every day in the newspapers, he has been cursing Navjot Singh Sidhu. The problem with Congress is if High command tells them to sit, everyone sits.” Badal also said that Amarinder Singh knew better who to give the tickets for elections, but the Congress high command does not listen to him. “If you look at the statetments of Sidhu, he said he wants to join Congress minus Captain (Amarinder),” he said, and asked: “Am I right?” said Badal. Amarinder replied: “Yup”. “Maybe, the high command has promised them (the Sidhus) that Captain Sahab may not be there after elections,” Badal joked. However, Amarinder said: “If Navjot comes, it is going to be a plus point for the party.” On the question of Sidhu’s wife Navjot Kaur Sidhu attacking Amarinder, he replied: “We have attacked each other.. NEW DELHI, DEC 2 (PTI): Chief Minister Akhilesh Yadav today appeared not averse to an alliance with Congress for UP Assembly polls, saying such a combine can win over 300 seats in the 403-member House, but firmly ruled out any tie-up with BSP. Only last month, Samajwadi Party supremo and Akhilesh’s father Mulayam Singh Yadav had ruled out any pre-poll alliance and asserted that there can only be mergers. Replying to a volley of questions on a possible tie-up with Congress against the backdrop of its poll strategist Prashant Kishor meeting Mulayam and and himself later, the Chief Minister said that a final decision on the alliance will be taken by the SP supremo and he can only give suggestions. Akhilesh also suggested that Congress will have to accept that it may have to fight on a fewer number of seats than it wants in an alliance because a tie-up will not work out if it keeps thinking about “profit and loss”. He also hit back at BSP chief Mayawati, who had recently mocked him for calling her ‘bua’, saying her problem is that BSP is not in contention to capture power and added that he will no longer call her ‘bua’ (father’s sister). You will have a higher tax base and more money in banks, and probably interest rates will be more reasonable. Therefore, all these collectively could contribute a lot as far as GDP is concerned,” he said at the HT Leadership Summit. While the exchange cited “personal reasons” for her departure, sources said the exchange veteran decided to leave -- months ahead of its proposed IPO -- following differences with some board members. Senior executive J Ravichandran has been given the interim charge till the NSE board, headed by former Finance Secretary Ashok Chawla, finds a full-time replacement for Ramkrishna, who rose through the ranks to head the exchange and was part of the team that set up NSE in 1992. The exit of 52-year-old Ramkrishna, one of the few women executives heading a leading exchange globally, also comes at a time when NSE has been in focus over a new regulatory framework for high frequency trades

Haque, NOV 2 (Agencies): Europol has warned that militants from so-called Islamic State (IS) will aim to step up attacks on European targets, as they face defeat in the Middle East. The European police force says more foreign fighters will try to come back to Europe, and “several dozen” capable of attacks could already be there. Their tactics could include car bombs, kidnappings and extortion, it said. But the report plays down the likelihood of attacks on critical infrastructure, such as nuclear sites. It says that IS militants now prefer soft targets, and there is now a greater emphasis on “lone actors” such as the perpetrator of the lorry attack in Nice in July. It warns that some Syrian refugees in Europe may be vulnerable to recruitment by extremists who infiltrate

Gambia’s Adama defeats president Jammeh Banjul, Dec 2 (Agencies): The Gambia’s president of 22 years Yahya Jammeh will be replaced by a property developer, Adama Barrow, after losing the general election. Jammeh, who came to power in a coup in 1994, has agreed to accept defeat, said electoral commission chief Alieu Momar Njie. Before announcing the final result, Njie appealed for calm as the country entered unchartered waters. The Gambia has not had a smooth power transfer since independence in 1965. Njie said that Barrow had won Thursday’s election by more than 50,000 votes. He runs a property company which he founded in 2006. A devout Muslim,Jammeh, 51, once said he would rule for “one billion years” if “Allah willed it”. “It’s really unique that someone who has been ruling this country for so long has accepted defeat,” Njie told reporters. Indonesian Muslims protest against Christian governor JA K A R T A , D EC 2 (Agencies): More than 100,000 Indonesian Muslims protested Friday against Jakarta’s Christian governor, the second major demonstration in a matter of weeks as conservative groups push for his arrest on accusations of insulting Islam. People in white Islamic robes packed out a massive park in the capital, chanting Islamic verses and singing the national anthem, with over 20,000 security forces deployed to prevent a repeat of violence that erupted at the last protest against Basuki Tjahaja Purnama. Purnama, known by his nickname Ahok, is being prosecuted for allegedly committing blasphemy over comments he made about the Koran during an election campaign, which have sparked widespread anger in the world’s most populous Muslim-majority country. The case is seen in part as a test of religious tolerance in Indonesia, where a reputation for pluralism has been eroded by a surge in attacks on minorities, but critics say it is also about politics as the governor’s foes whip up anger to reduce his support. The decision to prosecute Purnama, Jakarta’s first non-Muslim governor for half a century, has not been enough to quell anger and conservative groups are now demanding his arrest. Beijing, Dec 2 (Agencies): A Chinese man has had his conviction for rape and murder overturned, 21 years after he was executed. Nie Shubin was killed by firing squad in 1995 at the age of 20 after being found guilty of killing a woman in Shijiazhuang, in Hebei province. The supreme court ruled that the facts used in Mr Nie’s trial were “unclear and the evidence insufficient”. Mr Nie’s family, who have been campaigning for two decades to clear his name, have thanked his supporters. Eleven years ago another man also said he had carried out the crime but the claim was rejected. Chinese courts have a conviction rate of more than 99%. The official number of executions are a state secret, but is believed to be in the thousands every year. Rights groups allege that confessions used in court are forced or extracted under torture. It is highly unusual for convictions to be overturned. In 2014, a teenager from Inner Mongolia was cleared of rape and murder, 18 years after his execution.

Sturridge not for sale: Klopp London, Dec 2 (Agencies): Liverpool manager Jurgen Klopp has dismissed the possibility of selling Daniel Sturridge but did confirm the England striker will miss Sunday’s game against Bournemouth. Vienna, Dec 2 (IANS): Newly-crowned Formula One champion Nico Rosberg on Friday retired from racing with immediate effect in a shocking announcement, just five days after winning his maiden title. Rosberg stunned all while revealing his decision and said he isn’t willing to put himself through the wringer, choosing not to make sacrifices again after achieving his long cherished dream. Rosberg made the announcement at a Federation Inter nationale de l’Automobile (FIA) press conference where he received the trophy for becoming the world champion. D im a pu r , D e c 2 (NPN): The annual college week of St. Xavier College, Jalukie was held from November 28 to December 2. Rev. Fr. Pappu Samy, the principal inaugurated the annual week on November 28 at the college auditorium. In his message, he exhorted students to grasp the opportune moment judiciously to build their potentialities and to open avenues for their future careers. On the inaugural day, cultural day was observed with the theme: “Embracing Our Diversity” to provide platform and opportunities for students to promote and keep alive their respective cultures.
Students in their unique piece of traditional attire enhanced the intensity of the celebration of diversity. The high spot of the day was the traditional couple show. Focusing on the theme, the other spectaculars organized by the cultural committee were fancy dress, folklore, duet, instrumental and choir competitions. On November 29, the literary committee ventured with exciting competitions with the theme, “Strive for Excellence.” The planned programme of the day was for comprehensive development of the students’ personality. The various competitions that marked the literary
day were debate, quiz, essay, extempore speech and spell-bee competitions. Various sports events of single and group items were played from November 30 to December 2. The inaugural match kicked off with boys basketball match. After the exciting start the various events lined up for the three consecutive days were track events, long jump, high jump, discuss throw, badminton, table tennis, volleyball and football match. Group events of volleyball and football saw maximum participants. The Xavirite college week came to a close on December 2 with tug-ofwar.
PSA 40th BCCI to wait till December 5; IAAF extends Russia’s associations told to have plan B session from all-round doping ban
New Delhi, Dec 2 (PTI): The BCCI today maintained its opposition to some of the reforms recommended by the Lodha committee and will wait with bated breath for the Supreme Court’s verdict on the matter come December 5. At a Special General Meeting here, the Board did not take any decision on the recommendations but it has been learnt from sources that state associations have been told to keep a Plan B ready in case the verdict is not favourable from the apex court. Lodha Committee has sought directions on appointment of former union Home Secretary GK Pillai as observer and removal of all BCCI office-bearers. “Senior office-bearers said we have to wait till December 5. Any decision taken can be Contempt of Court. He also advised that state units will have to keep
a Plan B ready. If court gives a verdict we have to abide by it and change constitution accordingly,” a state unit official told PTI. Today’s Special General Meeting witnessed Status Quo being maintained by members. Two associations Tripura and Vidarbha, who have decided to implement Lodha reforms in toto were absent. The reason cited by BCCI Secretary Ajay Shirke was the delay in flights landing in foggy conditions. “There was a feeling members are having different opinion. Vidharbha and Tripura did not come due to fog. We explained the situation and clarified with them again. They reiterated their stand that was taken in the first SGM on October 1. Almost all recommendations agreed upon except a few. We will wait for December 5 Supreme Court hearing,” BCCI Secretary Ajay Shirke told reporters.

Monte Carlo, Dec 2 (IANS): The Athletics’ world governing body IAAF has voted to extend Russia’s doping ban from international competitions, reports said on Friday. Russia was suspended by the International Association of Athletics Federations since November 2015 over a massive doping and corruption scandal uncovered by the World Anti-Doping Agency (WADA). Russian athletes also missed the Rio Olympics after the ban was twice extended in March and June, Xinhua news reported. Head of the IAAF Taskforce, Rune Andersen,
reported that Russia’s athletics federation (RusAF) has progressed towards satisfying the reinstatement conditions as of June. However, the 207th IAAF council meeting said that RusAF was still not ready to return to competition. According to Andersen, the RusAF’s progress would include rolling out key measures like anti-doping education modules for coaches and athletes. Besides, securing cooperation between Russian criminal authorities and their French counterparts and the Russian parliament passing a new law criminalising the supply of prohibited substances to athletes.

ABU DHABI, Dec 2 (PTI): All India Football Federation President Praful Patel has been appointed as a senior vice president of Asian Football Confederation. Patel, who was serving as the vice president of the South East Region for the Asian Football Confederation, thanked all for their support. “I am grateful & thankful for all the support extended,” Patel tweeted from his official Twitter account. Under Patel’s tutelage, India won the rights to host the FIFA U-17 World Cup India 2017 and hosted the AFC U-16 Championship in September 2016. Meanwhile, the AIFF has won the AFC Developing Member Association of the Year Award at the AFC’s Annual Awards Night here. Patel received the

M a n g ko l e m ba , Dec 2 (NPN): The Mokokchung District Cricket Association (MDCA) Friday successfully played its second exhibition match with ADC Mangkolemba XI at Kumpani ground. The exhibition matches being initiated by the MDCA are being played on the theme “Instilling Aspirations”. In an exciting and evenly contested match between the two teams, the MDCA XI ultimately emerged the victors by beating theirs opponents by 29 runs. Electing to bat first after winning the toss, the MDCA XI started their inning to a slow start. However, as the middle order batsmen took charge, the game shifted to the advantage of the visitors as batsman Meyazungba hit the ball to all corners of the ground and scored a total of 38 runs. ADC Mangkolemba XI star bowler Kika took four wickets.
He took three wickets in one over thereby balancing the match to some extent. At the end of the twenty overs, the MDCA XI ended their inning with a comfortable 147 runs for the loss of nine wickets. ADC Mangkolemba XI entered the field quite weak as the wickets fell cheaply during the first five overs. Some superb display of bowling by Sachin and immaculate fielding during the first ten overs restricted the home team to a tight corner. However, with the entry of the middle order batsmen, with some boundaries and sixes, the scorecard for the home team improve.
