Says Pak-based terror groups grave threat to peace in South Asian region NEW DELHI, DEC 4 (AGENCIES): India today scored a major diplomatic victory over Pakistan after the sixth Heart of Asia Conference (HoAC) adopted the Amristar declaration, which named Pakistanbased terrorist groups including Lashkar-e-Taiba and Jaish-e-Muhammed, as grave threats to peace in the South Asian region. “For the first time, a Heart of Asia Declaration expressed concern at the violence caused in Afghanistan and the region by terrorist groups like al-Qaida,

Daesh, Lashkar-e-Taiba and Jaish-e-Muhammed etc,” Union Finance Minister Arun Jaitley - who headed the Indian delegation to the conference - said. The declaration said that among other terror groups propagating a “high level of violence” were “the Taliban, Daesh (Islamic State) and its affiliates, the Haqqani Network, Al Qaida ... Lashkar-e-Taiba, Jaish-eMuhammed, Tehreek-e-Taliban Pakistan ... and other foreign terrorist fighters”. Member nations of the Heart of Asia - Istanbul Process include India, Pakistan, Afghanistan, China, and Saudi Arabia. Jaitley said terrorism was at the core of the discussions at the conference. The three major issues deliberat-
ed upon were countering terrorism to create stability and security in Afghanistan, providing it with connectivity and ensure the war-ravaged country’s development, he explained The conference’s Amritsar declaration called for “concerted regional and international cooperation to ensure elimination of terrorism in all its forms, including dismantling of terrorist safe havens in the Heart of Asia region, as well as disrupting all financial and logistical support for terrorism .” “We recognize the necessity of taking serious measures to address recruitment of youth to extremist and terrorist networks. We realise radicalisation of youth can only be prevented by effective de-radicalisation
strategies involving all Heart of Asia countries,” it added. The declaration sought the early finalization of a draft Comprehensive Convention on International Terrorism, and favoured an early meeting of experts to discuss a draft Regional Counter-Terrorism Framework (which was recently prepared by Afghanistan) for its early finalization. Finance Minister Arun Jaitley today said - in a thinly veiled reference to Pakistan - that “neighbours” of Afghanistan had a “particular” responsibility in making sure terrorism and extremism don’t find safe havens. “It is ... our collective duty to ensure resurgent forces of terrorism and extremism do not find safe havens in any form or manifestation ... (the) neighbours of Afghan have (a) particular responsibility in this regard. Taliban, Lashkar-e-Taiba, Jaish-e-Muhammed etc. are all terror organisations, and should be treated as such,” Jaitley was quoted as saying at the Heart of Asia ministerial conference in Amritsar, by the news agency ANI. “There is also a need to neither differentiate between good and bad terrorists, nor to play one group against the other,” Jaitley added.
RBI to issue New 20 and 50 rupee notes NEW DELHI, Dec 4 (Agencies): The Reserve Bank of India (RBI) Sunday announced that it would issue new Rs 50 and Rs 20 bank notes, but said the old versions of these notes will continue to be valid. The new Rs 50 notes won’t have inset letters in the number panels, and the new Rs 20 notes will have the inset letter ‘L’ in both the number panels, the RBI said. Both new notes will bear the signature of RBI Governor Urijit Patel, and the year of printing - 2016 - will be mentioned on the reverse side of the notes. The RBI’s announcement comes just weeks after the government scrapped the Rs 500 and Rs 1,000 notes at midnight between November 8 and 9. A new version of the Rs 500 note, and new Rs 2,000 notes, have been issued since then. The weeks since has witnessed huge queues outside banks and ATMs. The matter has become a fullblown political controversy, with the opposition citing the distress of the common man.
Security team formed to counter UNC eco-blockade Correspondent IMPHAL, Dec 4: Manipur gover nment has formed a combined security team to counter the United Naga Council (UNC) economic blockade along National Highways and has decided to use NH37 to transport essential commodities to the state. The combined security comprises of state police commandos, Central paramilitary forces and state security forces. The decision to this effect was taken on December 2 evening at a high level meeting chaired by deputy chief minister Gaikhangam. The state gover nment has vowed to ensure smooth movement of trucks along the ImphalJiribam section of NH-37. Security has been tightened along the stretch of NH-37, particularly in Naga dominated area of Tamenglong district, to thwart any untoward incidents. Besides Manipur police commandos, Manipur Rifles and IRB, 10 companies of Central paramilitary forces provided by the Ministry of Home
Affairs (MHA) are part of the combined team, headed by IGP (Zone-II) L Kailun. The team would function under the direct supervision of DGP LM Khoute, an official source said Sunday. DIGs E Priyokumar and Lunseh Kipgen will also oversee the ground works of the security team as the in-charge of ROP. As ground works have already been set, police sources said the movement of trucks would begin from Monday or Tuesday. Meanwhile, the Uited Naga Council, on the other hand has shown no sign to suspend the ongoing economic blockade even though counter blockade has been intensified in Imphal. On Saturday, police detained nine youth volunteers for enforcing counter economic blockade at Kakching, Thoubal district. Later, residents of Kakching stormed the police station and demanded immediate release of the nine youths. They also questioned the security forces for trying to stop the counter blockade.
NSCN (K) claims responsibility for Arunachal ambush DIMAPUR, DEC 4 (NPN): NSCN (K) on Sunday claimed responsibility for the attack on 16 Assam Rifles convoy killing two personnel and injuring eight others in Arunachal Pradesh near India-Myanmar border on December 3. In a press statement, NSCN (K) MIP claimed that during the ambush one AR vehicle was completely reduced to ashes and all the occupants killed. Refuting the statement that only two Assam Rifles jawans were killed and eight injured during the ambush, MIP claimed that more than nine AR jawans including an officer was killed on the spot and several others injured. MIP however said that there was no casualty/injury on their side. MIP further maintained that the NSCN (K) Naga army would continue to sanitize their territory from forceful occupation by Indian military. Meanwhile, according to reports, the AR jawans killed in the ambush were identified as Rfn. Shree Bhagwan and Rfn. Nanwang S. Konyak.

NEW DELHI, DEC 4 (PTI): Income Tax department has rejected an astonishing Rs 2 lakh crore disclosure by a Mumbai family as well as the controversial Rs 13,860 crore by an Ahmedabad businessman under the Income Disclosure Scheme that closed in September and a probe is on against them to determine the intention behind their false claims. Meanwhile, the government has revised upwards the total illicit wealth disclosed in the one-time window to Rs 67,382 crore as against Rs 65,250 crore estimated earlier. “Among the declarations received, there were two sets of declarations of high value which were not taken on record in the above figure because these declarations were found to be suspicious in nature being filed by
persons of small means,” the Finance Ministry said in a statement today. A family of four declarants namely, Abdul Razzaque Mohammed Sayed (self), Mohammed Aarif Abdul Razzaque Sayed (son), Rukhsana Abdul Razzaque Sayed (wife) and Noorjahan Mohammed Sayed (sister), who were shown as residents of Flat no. 4, Ground Floor, Jubilee Court, 269-B, T.P.S-III, Linking Road, Bandra (W), Mumbai, filed a total declaration of Rs 2 lakh crore, it said. The other declaration was filed by one Mahesh Kumar Champaklal Shah resident of 206, MangalJyot Tower, Jodhpur Gram Satellite, Ahmedabad for Rs 13,860 crore. “Therefore, after due consideration, the Income Tax Department decided by 30th November,
2016, to reject these two sets of declarations of Rs 2 lakh crore and Rs 13,860 crore respectively. The Department has since commenced enquiries against these declarants to determine the intention behind these false declarations,” it added. On October 1, it was announced that declarations totalling Rs 65,250 crore were received from 64,275 declarants, subject to reconciliation. After final reconciliation the revised figure of actual declarations received and taken on record was Rs 67,382 crore which had been made by 71,726 declarants. The revised figure will fetch government a little over Rs 30,000 crore direct tax revenue. In case of the Mumbai family disclosure, the statement said, three out of the four PAN numbers were originally in Ajmer which
were migrated to Mumbai in September 2016, where the declarations were filed. Shah meanwhile has threatened to disclose the names of politicians and businessmen for whom he says he was acting as a front. Former Finance Minister P Chidambaram in a tweet said: “There is a Rs 13,860 crore hole in the Rs 65,000 crore IDS! How many more holes.” The statement said these declarations from Mumbai and Ahmedabad were kept pending for investigation about the genuineness of the same and were not included in the total value of declarations announced on October 1. After due enquiry it was found that these declarants were persons of suspicious nature and very small means and the declarations could have been misused, it said.

cluding 122 foreign tourists, 2221 domestic tourists and local 30000 from neighbouring states, informed Tourist officer, Toka E Tuccumi. Hornbill Festival, also christened the Festival of festivals showcasing the coming together of the different Naga tribes, is a 10day long annual event of the state government organised by Tourism Department and other allied departments. Till the fourth-day today, a total of 63,929 visitors, including 757 foreigner tourists, 7396 domestic and 55,776 locals witnessed the festival, according to an official statistics issued by Tourist Officer of the Department of Tourism, Toka E. Tuccumi here. Meanwhile, Tourism officials said the number in all the categories of visitors will be more but since many reaches the main venue in cars with passes, they are not counted at the gate and therefore their records are not available.

D imapur , D ec 4 (NPN): With Nagaland Baptist Church Council (NBCC) raising Cain against the holding of National Good Governance Day on Christmas (December 25), a decision of the Modi government at the Centre which has hurt religious sentiments of Christians of India, church leaders believe it is a clear sign of a silent onslaught on their faith. A member of the influential Christian Forum has expressed dismay that though Christians have contributed much to their country, their faith is being questioned and challenged on many fronts. In 2015 the day between Good Friday and Easter Sunday (Saturday) was chosen for holding the chief justices conference. Supreme Court judge Kurien Joseph expressed strong dismay. Justice
Kurien in a letter to the prime minister stated that when no important programmes were held on holidays of religious significance, he urged upon the prime minister to show equal importance and respect to sacred days of all religions which are also declared as national holidays. This year, the conference was held on April 22 to 23 while Good Friday fell on March 25. Another point of concern was that demonetisation, which was already planned but over which the then Governor of RBI Raghuram Rajan wasn’t keen on. Rajan’s stand wasn’t liked by the government as he did not see demonetisation as an effective means to tackle black money. The C entre with held the launching of its “surgical strike” though a number of corporate houses were already in the know months before the
announcement. This was also echoed by Bhawani Singh Rajawat, BJP MLA from Rajasthan’s Kota. Who said “Adani, Ambani and others knew about it (demonetisation) beforehand.” The prime minister announced demonetisation on November 8 and questions are being raised that it was done after Dusherra and Holi. Instead, demonetisation has already shown its adverse impact and would certainly mar the Christmas festivities in places where it is observed. Christians in particular are peeved that their Christmas shopping will be drastically curtailed as they would have hardly anything left to purchase with only Rs.24,000 per week permitted by the RBI. Rightly or wrongly, the timing of demonetisation has only fuelled speculations that it was another instance of insensitivity to religious sentiments. K Y M C

DIMAPUR: An orientation training on tobacco cessation counselling for private hospitals and health centres was held at IDSP Hall CMO office Dimapur on December 3. According to Dr C Tetseo there were many cases of cancer, cardio vascular diseases, Tuberculosis and other noncommunicable diseases attributing to tobacco which
were treated in different hospitals. Therefore it was important for both government and private hospitals to start tobacco cessation services in their respective hospitals. He also stated that there was evidence that even brief intervention by health personals motivate the tobacco users to quit the habit or reduce the use. He thanked the manage-
ment of CIHSR, Eden Medical Centre, Shalom Home, Chavara Home and District Tuberculosis Centre for sending their staff for the training and also for showing their willingness to start counselling services soon. 12 counsellors from these health centres participated in the training. UNC blockade hampers Mnp’s construction works Imphal, Dec 4 (IANS): Manipur Chief Minister Okram Ibobi Singh said on Sunday that a United Naga Council-imposed blockade on National Highways No.2 and No.53 is slowing down construction work in the state and urged the Centre to persuade NSCN (I-M) to call off the blockade. Ibobi contends that the NSCN (I-M), which is holding negotiations with the Centre, is backbone of the United Naga Council (UNC) in the state. The UNC enforced a blockade on National Highways 2 and 53 on November 1 in protest the Okram Ibobi Singh government’s move to upgrade Sadar Hills and Jiribam to full-fledged districts, allegedly without consulting the Nagas, who inhabit the areas. Various construction works, including the construction of Integrated Check Posts near the international border with Myan-
mar as part of the legalised border trade infrastructure, have been stopped, according to officials. The construction stopped as the prices of building materials have almost doubled due to drop in supplies. A bag of cement which was sold at Rs 420 before the blockade is now available at Rs 850. “Trucks loaded with building materials are stranded for weeks. In case of the NH 2, they stayed in the mountain highway for more than one month. The transporters exact extra charges, including for food and other expenses of the drivers and cleaners. Due to these additional expenses, prices have to increase,” Ram Prasad, a shop owner, said. M e a n w h i l e, t h e r e is no indication that the blockade will be over soon. The Centre had arranged a tripartite meeting recently. However, the Manipur government did not take part in it.

Tripura CM meets family of soldier killed in Jammu Agartala, Dec 4 (IANS): Tripura Chief Minister Manik Sarkar on Sunday met the family members of Chittaranjan Debbarma, who was killed in a terror attack on an army camp near Jammu on November 29. “The Chief Minister visited the residence of Debbarma at Gaishing Para and talked to his wife Namita, parents and other relatives,” a Khowai district administration official said. Gaishing Para is 80 km north of Agartala. The official said that the Chief Minister, accompanied by Tripura Tribal Areas Autonomous District Council Chairman Ranjit Debbarma, asked the Khowai District Magistrate and Collector to take up all relevant matters of the slain soldier with the Indian Army authorities for their immediate resolution. “Our brave Tripura soldier Chittaranjan Debbarma was martyred while protecting our country. We stand with his family in their tough times. The state government would always stand by them,” Sarkar later told the media.

Imphal, Dec 4 (Agencies): All Manipur United Clubs’ Organisation warned that if the present situation gets out of hand and takes the shape of a communal flare-up, both the state and central governments should be held responsible. AMUCO is concerned that the two governments have not been able to act on the situation on time, saying both the counterblockade and blockade that have had resulted in destruction and burning of essential commodities and vehicles are both destructive and against the democratic norms. Social networking sites and their users, the general public, in the state have been appealed by AMUCO to refrain from toning up communal rhetoric that could flare up communal passion amidst the volatile situation. AMUCO, United Committee Manipur (UCM) and Committee on Civil Sociteis, Kangleipak (CCSK) recently joined hands with JAC Sadar Hills, Kuki Inpi Manipur (KIM) and Kuki Students’ Organisation (KSO) on the Sadar Hills issue. A
joint delegation of these organisations also urged the Manipur government to grant district status to Sadar Hills and Jiribam before the ensuing state assembly polls. The JAC Sadar Hills says conversion of Sadar Hills in Senapati district only aims to enable administrative conveniences and that if granted, the Kukis, Nagas, Nepalis and Meiteis will be benefitted equally. It said the United Naga Council should not claim ownership over Sadar Hills. UNC, the apex body of Naga organisations in Manipur has been strongly opposing the Manipur government from making Sadar Hills and Jiribam as full-fledged revenue districts. The UNC kicked-off the indefinite economic blockade from November 1 causing severe disruption to transportation of consumer goods from Assam to Manipur. The Meitei (Meetei) Nationalist Party (MNP) said UNC’s stiff opposition against the district formation indicates its intent to consolidate Naga separatist movement by means
of committing “unlawful activities” within the state. Manipur People’s Party (MPP), the oldest regional political outfit of Manipur, staged a sit-in protest in front of party office here yesterday during which the party blamed the state BJP and ruling Congress for the prolonged blockade. The Manipur Nationalist Democratic Front (MNDF) has sought Centre’s intervention in the ongoing blockade and demanded that President’s Rule should be imposed in the state in view of the inability shown by the Okram Ibobi headed government in tackling the blockade issue. The party also appealed to the state government to invite UNC to the negotiating table over the blockade issue. UNC president Gaidon Kamei and its information and publicity secretary SK Stephen are now currently in the custody of Manipur Police after they were arrested by the police on charges of spearheading the blockade. Manipur Chief Minister Okram Ibobi Singh has already said the two Naga leaders will be prosecuted under the law.

Senior CPI-M leader axed for having illicit relation Agartala, Dec 4 (Agencies): In yet another major embarrassment for the ruling CPI-M party in Tripura one senior party leader identified as Joykishore Jamatia has been recently expelled from the party and was asked to resign from his post. This has come up in view of the complaint received by the party against of having an illicit relation with a tribal house-wife which unknown to his wife. Joykishore was a senior party leader and elected member of autonomous district council (ADC) from Killa-Bagma constituency. He has been expelled under the provision of sub-section 10 of section 19 in the party’s constitution. Coordinating Body of Scheduled Tribe Demand Committee (CBSTDC) today announced that members of the coordinating body with support of various civil bodies has decided to re-launch various forms of agitations in the coming days. The protest is to be staged as part of pressing the demand for inclusion of Meitei in the scheduled tribe list of the country. Convener CBSTDC Mutum Churamani in a conference at Manipur Press Club Imphal, informed that the protest will be staged across the valley and roads leading to all markets will be blocked during the protest on December 6. Churamani lambasted chief minister O Ibobi Singh for not heeding the demand while claiming that majority of the people were in favour of the ST status. He accused the chief minister of doing nothing despite strong pressure from the coordinating body and civil bodies supporting the demand. Rhino attacks forest guard in Orang Nat Park Tezpur, Dec 4 (PTI): A forest guard was attacked and seriously injured by a rhino at the Rajiv Gandhi Orang National Park today in Assam’s Udalguri district, a forest official said. The forest guard along with three others were on patrol duty this morning near the Tinkona camp of the Park this morning when the full grown female rhino along with her calf attacked him and the guard suffered injuries in the chest, Park Director Sunny Deo Choudhury said. The other guards opened fire in the air and the rhino along with the calf moved away from the area.The injured forest guard has been identified as 30-year-old Kartik Dey, who was admitted to Mangaldai Civil Hospital for treatment.

G u wa h ati , D ec 4 (PTI): The Wildlife Institute of India (WII) has chalked out a project to develop a conservation action plan for the Gangetic River Dolphin to save the national aquatic animal from extinction. “The project is aimed at ensuring a recovery plan of the Gangetic River Dolphin and their habitat in the country and engage stakeholders in conservation of river ecosystems,” WII Director Dr V B Mathur said here today. The project would develop monitoring protocols for River Dolphins and river fauna, quality assessment of river habitat and assessment of invasive species and involve stakeholders in River Dolphin and associated aquatic animal conservation. The project with a duration of five years would be carried out in partnership with respective state forest departments, national and state academic institutions and NGOs, Mathur said. The first stakeholders meet was held here yesterday to chalk out an agenda to take forward the project for conservation of dolphins, which has been declared globally endangered due to rapid rate of their population decline and habitat reduction and in India it is in the highest legal protection status in Schedule-I of the Wildlife Protection Act.

S H I L L O N G, D ec 4 (Agencies): It is indeed an expensive affair to incarcerate a high-risk security person and even costlier to contain him in one cell and ensuring that he is being kept physically and mentally fit. The Meghalaya Home (Prison) Department has been spending a lot of money for the upkeep of Champion Sangma, GNLA leader who was arrested way back in 2012, and is still serving jail time in the Shillong District Jail. Sangma was shifted to the Shillong District Jail from the Shillong Court, in August 2016. As per the RTI report filed by TNT-The Northeast Today, it was revealed that the Prison Department has spent over Rs 1, 33, 266 for Sangma’s upkeep in prison since August 2012 till date (October 2016). RTI report further revealed that the government had to incur over Rs 1, 17, 459 on Sangma’s general expenses and Rs 15, 807 on his treatment. Over the past 5 years, maximum amount of money was spent on his food which has amounted to Rs 84, 371, Rs 12, 378 on his miscellaneous articles, Rs 6610 on his toiletries and Rs 14, 100 on his cable networks. The government spent Rs 15, 807 on his medical treatment. As per
the RTI report, it was stated that till date, Champion has been admitted in the hospital twice – first at Shillong Civil Hospital due to a head injury which he sustained during a brawl involving under trial prisoners on June 26, 2013. He was again admitted at NEIGRIHMS after he complained of severe abdominal pain. In as far as Sangma’s daily meal is concerned, it was stated that food was served to Champion as per diet prescribed to all the under trail prisoners. He is usually served breakfast at 7 am and that includes – tea, chappati with molasses then lunch is served at 9.30 am and it includes – rice, dal and mixed vegetables. Midday tea is served at 1 pm and it includes – tea and bread and finally supper is served at 4.30 pm and it includes – rice, dal and mixed vegetables. He is provided with meat twice a week for dinner. When asked whether Champion enjoys any luxuries in jail, the Prison department replied in a negative. In their reply, they stated that no luxuries were extended to him in the jail and being a high risk security prisoner related to the banned militant outfit (GNLA), manual work cannot be given to him.
AIZAWL, Dec 4 (Agencies): Known to be the state with the highest consumption of tobacco, Mizoram has now been dubbed as the ‘cancer capital of the country’ owing to the fact that around 3,137 people have been killed by cancer over the last five years in the state. The information was disclosed during a one day seminar on cancer in Mizoram at I &PR conference hall. The statistics which are highlighted in the Population Based Cancer Registries (PBCR) report, which was released in the month of May this year in ICMR, New Delhi depicted an increasing rate of deaths caused by cancer in the state of Mizoram. As per the report, over 700 people have been killed by cancer each year from 2012-14. The report also revealed that there were 4656 new cases of cancer reported between 2012 and 2014 with number of females at 2089 and males at 2567. On an average, there were 1,552 new cancer cases per year in Mizoram. The report was highlighted during an official function to mark the World Cancer Day. Mizoram has the highest cancer incidence in the country, state Nodal Officer for Non- Communicable Diseases (NCD) Dr Eric
Zomawia said at the function. According to the report, in the three years period, i.e., 2012-2014, altogether 2176 people died of various types of cancer. This included 830 females and 1346 males. This means, on an average, there were 711 cancer deaths each year. Mizoram not only holds the top position in cancer across all sites for male and female but also topped in tongue cancer (male), lung cancer (male & female), stomach cancer (male & female), hypopharynx cancer (male), and gland cancer (male). According to the PBCR report, Mizoram also topped the list in Cervix cancer in women in the country. Extensive consumption of tobacco, coupled with unhealthy food items such as smoked meat and vegetables and fermented soyabean and pork etc are attributed to the high incidence of cancer in Mizoram. Thus, Mizoram has the dubious distinction of being the highest tobacco consuming state in India and this was the main factor for the high number of cancer cases in Mizoram. According to Dr. Zomawia, Mizoram topped in 9 cancer “sites”. Quoting the report,
officials said, “Stomach cancer is the most common type of cancer among men, constituting 23.5 per cent, followed by esophageal cancer (14.5 per cent) Lung cancer (13.9 percent) and hypopharynx cancer (4.7 percent). Lung and stomach cancers are the commonest among Mizo women, constituting 16.9 percent and 13.7 percent respectively, Cervix (13.2 percent), breast (11.2 percent) and oesophagus cancer (4.1 percent). Liver cancer is said to be has increasing among men recently. With 80 per cent of men infected with liver cancer, contracting hepatitis B and C, this cancer is expected to rise further as cases of hepatitis keep increasing. Due to the changing lifestyles, breast cancer is also predicted to overtake lung and uterine c. “At the present rate of cancer incidence, an average of three people in Mizoram is infected with the cancer per day,” a health official said. Six districts of Mizoram – Aizawl, Champhai, Kolasib Lunglei, Mamit and Serchhip – are among the ten districts of India with the highest cancer incidence among men. The other districts are North Goa, Chandigarh, Kollam and South Goa.

y the time the ongoing ten-day Hornbill Festival 2016 is over, the state government would have to review and arrive at some conclusion for future reference. According to the Tourism department, there has been a low inflow of tourists both foreign and domestic. The reason for the decline in number of visitors was apportioned on the demonetisation which has disrupted, disturbed and damaged all transactions. People are not allowed to withdraw whatever amount they want of their own money, but restricted to only Rs.24,000 per week. Everybody is suffering except black money hoarders who have already exchanged demonetised notes long before November 8 when the announcement was made. Otherwise also, the bulk of black money stashed in foreign banks are still untouched. The grand idea of a ‘surgical strike’ against black economy, instead turned out to be an attack on the economy and where people were punished. The powers that be including their over active propaganda machine have made people to think that it was an honour to suffer in the interest of the greater good of India. Be that as it may, the duration of the Hornbill Festival was extended from three days to seven days and then to ten days. The justification for the extension was said to based on “popular demand”. It is not known where this “popular demand” had come from and who formed such an influential group?. This may be seen in the light of expressions among a majority of public including majority of sensible government officials, who genuinely believed that the carnival hasn’t brought the dividends to justify the huge expenditure running in to several crore rupees for just ten days. In addition, the public(especially of Kohima) and many middle and lower ranking government employees feel that the extended duration from the original one day to ten-days leave them totally exhausted. There is need to review the rationale of holding a government-sponsored carnival for ten days at a stretch, making hundreds of government servants run around from Kohima to Kisama to set up their shop for tourists. With such benevolence and lavishness on the part of the state government which has to foot the bill; certainly, nobody can complain that nothing is being done to promote tourism and also that had the government not been doing what it is doing, the Hornbill would not have become so well known across India and even internationally. However, several government departments cannot always play hosts as the trade cannot be propped up by state government sponsorship. This newspaper had commented years back, that it was time to start loosening government strings and instead, promote privatisation of the Hornbill carnival. Another disheartening aspect of the entire government expenses is that selections for contract are done by a few. It would be helpful if public tenders are floated in order to invite scores of local entrepreneurs to make their bids for food catering, printing, tours etc. For the benefit public and government, some items of the festival should be distributed to other districts instead of concentrating everything in Kohima. After all, the objective of the Hornbill is to woo tourists and unless more people are involved, it would not have the desired impact.

eople in European Union, the US and Australia are today fighting a different battle. They want freedom from market abuse by banks. They find banks coercive and online cashless transaction a cause for their misery. Even Nigerians, Singaporeans, tiny Croatians and 99 percent of ASEANs are protesting exorbitant deductions. They are a harassed lot. Banks deduct charges, many of it unsubstantiated and arbitrary. They are concerned that deposits erode instead of earning. They are not given any notice. The custodians of deposits virtually indulge in pickpocketing. The banks thrive on billions of dollar illegal cuts across the world, including India. The debit and credit cards are expensive, interest rates on even a day’s default is high. The banks charge 3 percent or annualized 40 percent interest, and spice it up with other levies. It is just not the banks since most other transactions like electric or water bills are also connected to bank accounts, the companies also resort to arbitrary deductions, most of which

are not even due to them. Remedies are difficult. The complaints are not easy to make as the process is tardy, tedious and rigmarole. Written complaints sent by post remain unanswered. Electronic complaints usually send a “system generated reply” and does not address the issue. It is so also in India. There are people who fought with banks for over seven months to get an illegal deduction reversed, including the well-known private banks like ICICI. In many cases, the fight is longer and there is no guarantee that the illicit levies would be credited back. The banks, online insurance companies and other financial institutions, it is stated, profit on their inhuman, unethical behaviour. The motto is stated to be if you levy 10,000 illicit charges, many would not detect it and not more than 100 persons would take the pains to lodge a complaint. The prolonged battle after that ensures that banks thrive on billions of illicit deductions. Their profits increase and so do people’s sufferings. This has led to protests everywhere. of banks not always accessible to ordinary mortals. Most French banks do not give a statement unless a fee is paid helping them to fleece customers. In reality, cashless card transactions are expensive. Most businesses levy a fee on purchasers for using the credit. British Airways and many others have a standard card fee of £4.50. Ryanair levies 2 percent charge – 30 percent annualized. The Ryanair says, “This reflects processing credit card payments, including bank charges”. There are many other hidden charges, the Europeans find including re-issuing security PIN number, sending cheque books or a letter. The EU is considering outlawing overcharging in 2018 and limiting charges to 0.02 percent. Even the EU is not sure whether even after that such overcharging ranging would be fully stopped or not. The cashless is virtual cashiering of the customer. Indians need to learn from the world experience. Bankisation of the country should wait till transparent norms are set and deductions by financial institutions without permission of the account holder is barred.

A settlement honourable & acceptable to both sides
T
he Nagas were a free people before the occupation of the British Imperialism but were under the rule of the British Indian Government under different administrative units. The British Government was aware of its exit and in 1929 which was ahead of 18 years of Indian independence the Nagas were asked by the Simon Commission whether the Nagas will be with India or to remain as before as a free people. The Naga elders on behalf of all the Nagas led by Rüzhükhrie Sekhose had submitted a memorandum to the Simon Commission in which it was stated that the Nagas will remain as they were before the rule of the British Government. The Nagas were at liberty to opt for their future destiny and they had opted to have their own home as before. Basing on the historic memorandum, the Nagas had declared Independence on August 14, 1947 and conducted a plebiscite in support of Naga Independence in 1951 proving the solidarity of the Nagas. Basing on the memorandum and the plebiscite, the Federal Government of Nagaland was formed on March 22, 1956 and
a Ceasefire Agreement was signed on September 6, 1964 under a Peace Commission and had talk between the Gol and the FGN at Prime Ministerial level. The talk could not overcome an impasse and broke down. Changes took place and after the gap of 32 years, the Second Ceasefire Agreement between the Gol and the NSCN (I-M) was signed in 1997 and peace talk continues till 2016. According to my understanding the Framework Agreement is a basic implementation of the mutual agreement between the Gol and the NSCN (I-M) for settlement which is to be acceptable and honourable to both sides. The original stand of the Nagas was full Independence or sovereignty. It is a matter of fact that it is short of the original stand of the Nagas. But it is a matter of fact too that the gravity of the situation which is beyond the ability of all of the people has brought the Nagas to where we are now. Within more than 30 years all of the Nagas have fallen prostrate on the ground and nobody could do anything. Truth alone is victorious. In truth we are with God and
God is with us. Anything untruth is but chaff. All of the people have to accept the truth, to admit the truth and to be true and honest before God and to one another. We have to admit our own wrong or failure if any. We have to admit the right or wrong of others if any before God. It is the way of Christ. Whatever we say or do is to be justice which fears nothing. Seeking or doing the will of God is peace and victory in the long run. The main substance under the Framework Agreement is recognizing the uniqueness of the history and situation of the Nagas, because the Naga National Movement is based on the historic Memorandum of the Naga Representatives submitted to the Simon Commission in 1929 and the Plebiscite in 1951. In the past years the Naga National Movement for freedom was dealt with militarily causing untold atrocities to the Nagas because the uniqueness of the Nagas in their struggle for Independence was not recognized but it was recognized now and recognition of the uniqueness of the history of the Nagas is recognizing Naga entity. Regarding Naga integration which was one of the 16
points Agreement, integration of all of the Naga contiguous areas is agreed by the Gol except demarcation is to be done democratically. The Nagas will have their own constitution to be attached to the constitution of India and the two entities have to live together in peaceful coexistence without jeopardizing the unity and integrity of India according to their statement. Sooner or later a settlement is to be made. The sooner the better. There may be some problems but no problem is unable to be resolved through having relationship with God. “KNOW GOD, BELIEVE IN HIM, FEAR HIM AND OBEY HIM” Is the only way of solution to all problems and overcoming all evils in the world. This is the law of relationship with God which is the foundation of good relationship with fellow men and women. If all of the Nagas decide to seek relationship with God, it is the step towards bringing about peace and unity among the people. It is the only way of solution and victory. Only 16 of every 250 fake notes detected in India
s India doing enough to detect fake notes, cited by the Prime Minister Narendra Modi as a significant reason for withdrawing 86 per cent of India’s currency, a process popularly known as “demonetisation”? Apparently not. In 2015-16, only 16 of every 250 fake notes were detected, according to an IndiaSpend analysis of government data. Modi cited terrorism financed by fake Indian currency as a major reason for invalidating the Rs 500 and Rs 1,000 notes that made up 86 percent of money in circulation. On November 9, in response to Telugu filmstar Nagarjuna’s tweet praising “demonetisation” -- Modi tweeted: “Dear @iamnagarjuna, this step will check corruption, black money and fake currency rackets that slow our progress.” Of the 90.26 billion Indian currency notes in circulation in 2015-16, no more than 0.63 million -- that is 0.0007%, or seven-millionths of 1 per cent, seven in every million -- were detected as fake, according to Reserve Bank of India (RBI) data. The value of
these fake notes in 2015-16 was Rs 29.64 crore, which is 0.0018 per cent of the Rs 16.41 lakh crore currency in circulation. In 2015, 0.88 million fake notes worth Rs 43.8 crore were seized, according to data from the National Crime Records Bureau tabled in the Lok Sabha on November 18. Rs 27.8 crore was seized until September 30, 2016, the data further reveal. The value of fake currency in circulation at any given time is Rs 400 crore, and 250 in every million notes are fake, according to a 2015 joint study by the Indian Statistical Institute and National Investigation Agency, to analyse fakecurrency trends, especially those originating across India’s borders. The study estimated that fake currency worth Rs 70 crore enters circulation every year, with agencies only being able to intercept one-third of it. The detection of fake currency is carried out primarily by commercial banks, but such reporting is irregular: Only three banks -- Axis, HDFC and ICICI -- report about
80 per cent of fake currency detected. In 2012, the then Finance Minister Pranab Mukherjee wrote a white paper on black money in India, which revealed that the cash component of undisclosed incomes ranged from 3.7 per cent to 7.4 per cent, based on searches conducted by the Central Board of Direct Taxes. For instance, in financial year 2011-12, of undisclosed admitted income of Rs 9,289 crore, no more than Rs 499 crore (5.4 per cent) was found in cash, according to the white paper. On November 17, Sitaram Yechury, General Secretary, Communist Party of India (Marxist), tweeted: “Black economy is only 6% Cash, rest wired. Counterfeit currency 0.025% of total currency. So what is the Demonetisation move targeting?” Yechury’s claim was based on a Hindustan Times analysis of data from tax raids for the financial year 2012-13 onwards. Cash recovered was less than 6 per cent of the undisclosed income seized from tax evaders, said the newspaper.
Data from income-tax investigations between April 1 and October 31, 2016, revealed that black-money holders accepted having Rs 7,700 crore worth of unaccounted assets; of this, Rs 408 crore, or 5 per cent, was cash. The rest was invested in business, stocks, real estate and benami bank accounts, the data showed. In 2015-16, a year that reported the largest detection of black-money, 6 per cent was cash. “While, in the public eye, piles of cash are synonymous with corruption, we should be careful about distinguishing between the three components of black economy. The first is the underlying source of corruption. An example of this would be the high stamp duties on real estate transactions that lead to payments in cash. The second is the methods adopted for storing unaccounted wealth. An example of this would be holding assets in gold. The third element is the method through which transactions are effected. This could involve cash,” Vijay Kelkar and Ajay Shah wrote in the Mint.

True spirit of Christmas
The saddest irony of present day Nagaland is, above all, the rampant commercialism in the name of Christmas. Our society seem to be slowly losing the true meaning and spirit of Xmas and has replaced it with gross display of opulence and extravagance. Come Xmas, business establishments start selling items at inflated rates. The difference between the ‘haves’ and the ‘have nots’ become apparent during Xmas. It is slowly becoming unaffordable for the poor. Are poor people not entitled to celebrate Xmas? Maybe not but commercialism in our society makes it so. My understanding is that Xmas is a time to forgive, reconcile, unite, and an opportunity to help the downtrodden. It is a time to let go of worldly things and welcome the son of God with celebrations. Let us therefore take time to not only appreciate the true meaning of Christmas but also to embrace the true spirit of Christmas. Rs 1k cr plan for Army in J&K still pending
NEW DELHI, DEC 4 (Agencies): A detailed Rs 1,000-crore plan to set up perimeter defence systems and intrusion alert devices at forward locations and Army garrisons in J&K is pending for government clearance. The plan to strengthen defences at armed forces installations in the sensitive state was drawn up after an attack at Pathankot airbase in January in which militants managed to breach a military airfield that housed combat aircraft. Sources have told ET that the plan, which details the high-tech equipment that is required on an urgent basis to secure the installations, involves an initial outlay of `400 crore and is stretched over a three-year period. A clear pattern has emerged over the past few months — starting with Pathankot and leading
to an attack at an Army base in Uri that left 19 soldiers dead — in which militants have managed to repeatedly breach existing perimeter defence systems in a fire assault. In repeated attacks, groups of 3-4 militants have managed to enter military camps and take up hidden defensive positions, only to fire at quick reaction teams of the Army and inflict heavy casualties. In the Nagrota attack, four of the seven soldiers who died were lost in the initial breach and contact itself. With the present systems unable to indicate the exact location of a breach, the proposal is to create smart fencing systems with underground sensors, motion triggers and a centralised command and control room that can direct reaction teams to the right place.

K o lkata , D e c 4 (IANS): A fire broke out at the plush South City Mall here early on Sunday. There was, however, no report of casualty, a fire department official said. The fire started around 9 a.m. from the false ceiling of the food court on the mall building’s third floor, he said. “There was thick smoke coming out from the food court. The fire has been controlled completely. Overall, 21 fire tenders were deployed and no casualty was reported,” the official said. The fire was under control by 11.30 a.m. The cause of the fire was yet to be ascertained, he added. “The shops were yet to open when the fire broke out. Only the morning film shows were on. Everybody has been evacuated,” said West Bengal Fire and Emergency Services Minister Sovan Chatterjee.

Then we were told to evacuate the mall,” a worker inside the mall said. Around the time when smoke was seen at the popular mall, none of the shops had opened and the only place where people were seen was near the movie theatre with the morning shows running. “We saw a family of four entering the theatre for a show. All those at the movie halls were immediately evacuated after the alarm,” another worker said. “We were watching a movie and suddenly the screen turned black. We got very scared as we were asked to evacuate the place from the back door,” a woman, who went to watch ‘Kahaani 2’, said.

Union Home Secretary Rajiv Mehrishi and his Bangladesh counterpart Mozammel Haque Khan and their teams will engage in intense discussions for two days for strengthening the anti terrorism mechanism, sharing of information about terrorists and terror groups. Growing activities of dreaded terror group ISIS in Indian subcontinent, increased presence of Jehadi groups in Bangladesh and some Indian states and how to jointly tackle them will be dis-
cussed threadbare, official sources said. Both sides are expected to flag the menace of smuggling of cattle, narcotics and arms through the porous IndoBangladesh border and is expected to find out ways to check them. Bangladesh may press for Indian cooperation in nabbing its most wanted criminals, especially those who were involved in war crimes and assassination of Bangladesh founder Sheikh Mujibur Rahman. Ko lkata , D e c 4 (IANS): The AYUSH Ministry is planning to draw up a central regulatory framework for ayurvedic industry, an official said on Sunday. “Presently, the total enforcement is on the hands of state licensing authorities. We are going to have some regulatory framework in the centre so that many issues related to regulations, quality control can be taken up with state level authorities,” said Ministry’s Adviser (ayurved) D.C. Katoch. “If a licence is to be taken for the first time, the proposal should come to centre. The central technical committee will review the proposal and accordingly, the license should be cleared,” he added. The ministry is also mulling to take steps to
stop false claims through advertisements, Kotch said on the sidelines of the AROGYA Expo and the seventh World Ayurvedic Congress here. The ministry is looking to set up more clusters to facilitate small and medium enterprises in ayurvedic industry. “The scheme for setting up clusters was started earlier. About 5-6 clusters across states are functional. The ministry has been considering proposals for setting up new clusters,” said Katoch. The government supports 60 per cent of the project cost while the industry players need to take care of 40 per cent of the cost, he said. The ministry has also taken initiatives to standardise terminology used
in the ayurvedic practices. “There are many books in the ayurveda literature and there are many terms being used for a particular practice. These practices are not interpreted uniformly by the stakeholders. The meaning of these terms has to be standardised to globalise the understanding of ayurveda,” said Katoch. The ministry has entered into an agreement with World Healh Organisation (WHO) to develop some document for global positioning of ayurveda. He further said that raw materials and medicinal plants are being sourced directly from the growers. The government has been planning to facilitate the setting up of mandis (marketplace) to strengthen buyers-growers interface.
NEW DELHI, DEC 4 (AGENCIES): Keen to curb illegal money power in electoral politics, the Election Commission (EC) has sought powers to countermand polls on grounds of large scale bribery of voters and asked the Centre to make such graft a specific cognizable offence during polls. Also, chief election commissioner (CEC) Nasim Zaidi told a conference on electoral laws on Saturday that the EC is planning a comprehensive review of the Representation of the People Act (RPA) “in view of issues

Raipur, Dec 4 (PTI): A group of security personnel had a close shave today as Maoists detonated a powerful improvised explosive device (IED) blast in a dense forest in Chhattisgarh’s insurgency-hit Kanker district, police said. No one was injured in the explosion. The incident happened this morning in the forest under Chhote Bethiya police station limits when a district force was patrolling the region. However, no casualties were reported, a police official said. The patrolling was launched based on inputs that Maoists had put up posters and banners in the interiors of Chhote Bethiya, around 250 kms from here, as a part of People’s Liberation Guerrilla Army (PLGA) week.

September quarter, Indiafocussed offshore ETFs saw net inflows of USD 136 million, while the same in the funds category recorded net inflows of about USD 60 million. “The four consecutive quarters of net outflows, prior to September quarter 2016, from the Indiafocussed offshore funds and ETFs category halted the post election euphoria, which started after the general elections in May 2014 resulted in the formation of a stable government,” Morningstar said. “This, coupled with signs of improving macroeconomic conditions, boosted investor sentiments and resulted in FIIs pumping money into Indian equities,” it added. It also noted that although initial inflows were primarily into Indiafocussed ETFs, indicating a flow of predominantly short-term money, flows into India-dedicated offshore mutual funds, which

Mumbai, Dec 4 (PTI): After experiencing net outflows for four consecutive quarters, India-focussed offshore funds and exchange traded funds (ETFs) registered net inflows worth USD 196 million for the quarter ended September 2016. India-focussed offshore funds and ETFs saw outflows of USD 826 million in April-June period of 2016, a report by Morningstar showed. Offshore mutual funds are important component of total foreign institutional investment (FII) apart from other instruments, including offshore insurance companies, hedge funds, and sovereign wealth funds. These funds can be divided into India-focussed offshore funds and ETFs; regionally diversified offshore funds and ETFs (or funds having partial allocation to India). The data showed that of total net inflows in the

The Pradhan Mantri Jan Dhan Yojna was launched in August 2014 to increase banking penetration and promote financial inclusion in the country. Such accounts have a deposit limit of Rs 50,000. In order to check the misuse of Jan Dhan accounts by black money hoarders following the demonetisation, the Reserve Bank of India has restricted the withdrawal from such accounts to Rs 10,000 per month. According to RBI, fully KYC-compliant Jan Dhan account holders will be allowed to withdraw Rs 10,000 per month from their account, while limited or Non-KYC compliant account holders can withdraw Rs 5,000 per month. It said however that branch managers may allow further withdrawals beyond Rs 10,000 a month within the current applicable limits only after ascertaining the genuineness of such withdrawals and duly documenting the same on bank’s record.

New Delhi, Dec 4 (PTI): The big surge in deposits into Jan Dhan accounts after the demonetisation seems to be stabilizing now as just Rs 1,487 crore has been parked in them over 7 days to November 30, as against Rs 8,283 crore in the previous week. Deposits in the 25.85 crore such accounts totalled Rs 74,321.55 crore at the end of November 30, as per the Finance Ministry data. The overall amount was Rs 72,834.72 crore in 25.68 crore accounts at the end of November 23. After Prime Minister Narendra Modi surprised entire nation with demonetisation of Rs 500 and Rs 1,000 notes on November 8, deposits in Jan Dhan accounts have increased by 28,685 crore. As of November 9, the balance in about 25.5 crore such accounts was Rs 45,636.61 crore. Interestingly, the percentage of zero balance account still remains flat at about 22.85 per cent despite surge in deposits.

New Delhi, Dec 4 (IANS): With private consumption being grossly affected by the cash crunch because of the demonetisation of high value bank notes, industry chamber Assocham on Sunday urged the government to ramp up expenditure in order to partly limit the major impact on India’s GDP. “With 86%of the cash out of circulation and replenishment facing difficulties, the Private Final Consumption Expenditure (PFCE) in the third quarter is expected to see a sizeable reduction to the extent of at least 35-40%and slightly lower in the fourth quarter,” the Associated Chambers of Commerce and Industry of India said in a statement here. “In terms of expenditure, PFCE, popularly known as -- India consumption story -- accounts for close to 60%of the country’s Gross Domestic Product at current prices and 55%at
NEW DELHI, Dec 4 (PTI): India crossed the $300 billion foreign direct investment (FDI) milestone between April 2000 and September 2016, firmly establishing its credentials as a safe investment destination in the world. Thirty three per cent of the FDI came through the Mauritius route, apparently because the investors wanted to take advantage of India’s double taxation avoidance treaty with the island nation. India received $101.76 billion from Mauritius between April 2000 and September 2016. The cumulative FDI inflows during the period amounted to $310.26 billion. The inflows in the first half of the current financial year was $21.62 billion, according to data compiled by the Department of Industrial Policy and Promotion. The other big investors have been from Singapore, the US, UK and the Netherlands. Commenting on the $300 billion mark, industry bodies Ficci and CII have said that India is perceived as a safe and

The CERT-In, nodal agency to combat hacking, phishing attacks and to fortify security-related defences of the Indian Internet domain, has issued two specific advisories for micro-Automated Teller Machines (ATMs) and Point of Sale (POS) terminals. The advisory states that as micro-ATMs work with minimal power and connect to central banking servers through a GPRS network, their security features need to be strong and updated

Aleppo, DEC 4 (Agencies): Rebels in Aleppo have told the United States they will not leave their besieged enclave in the city after Moscow called for talks with Washington over their withdrawal, signaling they will fight on even as their top commander was wounded. “Our response to the Americans was as follows: ‘we cannot leave our city, our homes, to the mercenary militias that the regime has mobilized in Aleppo’,” said Malahifji, the head of the political office of an Aleppo rebel group. “They listened to the response and did not comment,” he said, adding the rebel groups had reiterated calls for humanitarian corridors to be opened for the delivery of food and medicine into eastern Aleppo and the evacuation of the wounded. The United States has yet to comment on the proposal made by Russian Foreign Minister Sergei Lavrov on Saturday for talks on the withdrawal of all rebel fighters “without exclusion” from Aleppo. The rebels said the Russians had retreated from proposals agreed at talks with rebel groups in Turkey that would have resulted in jihadist fighters leaving the city, a ceasefire and humanitarian aid deliveries. Addressing a 5,000strong rally in Kuala Lumpur, Najib Razak said the Myanmar gover nment must stop the bloody crackdown in its far west that has sent thousands of Rohingya fleeing, many with stories of rape, torture and murder. “What’s the use of Aung San Suu Kyi having a Nobel prize?” Najib asked a raucous crowd. “We want to tell Aung San Suu Kyi, enough is enough... OA K L A N D, D E C 4 (Agencies): United States: Fire crews in California on Sunday were searching the charred remains of a warehouse gutted by a blaze during a rave party, with officials saying the death toll could reach 40. Relatives of dozens of people missing in the Friday night blaze in Oakland near San Francisco endured an anxious wait for news. Nine people have been confirmed dead so far. The converted two-story warehouse was used by artists as a living and work space but had no license for this, officials said, nor for the electronic dance party under way when the blaze broke out. The cause of the fire was not yet known. Firefighters said the building seemed to have no sprinklers or smoke detectors. Orange flames shot through the roof as the fire burned for hours and thick smoke billowed into the sky. The roof collapsed onto the second floor, which officials said was connected to the ground floor only by a makeshift system of wooden pallets. Firefighters had to withdraw from the building to shore it up when part of the fragile structure began to move. Sergeant Ray Kelly of the Alameda County Sheriff ’s department said Saturday evening that about two dozen people who were reported missing had been located.

If, in any case, the Search Committee has executed an act of “back-door appointment”, the ABAM (a supporter of the ACAUT “movement”) must be able to come forward and officially condemn the act because the esteemed office of ABAM has been pioneering in firmly standing to abolish any form of corruption in our society. 3. If, in any case, the Search Committee has executed an act of “Back-door appointment”, they should realize themselves that they have lost the “moral responsibility” to lead the people in which every capacity they are leading. “Bribe-monger” tag cannot be ruled out for them. 4. If ABAM, Ao Pastors Association and Pastors Association of different Ranges in Mokokchung are to speak of “clean election” in near future, they should invest their precious time and wisdom to establish “clean selection” within its domain. 5. An hour is “unbearably” so long for those, whose heart is in pain and trouble, but its been a week for a “Reverend shepherd” without even a iota of response from the concern authority. “IGNORE” was the flagship policy of “Pharisees and Sadducees” which our Lord Jesus Christ vehemently condemned. The so called “Established Shepherds Union”, where is your voice against “corruption” today? Where is your voice against “unclean selection” today? Where is your message “to stand with the marginalized” today? Which philosophy is controlling your “faith” today? 6. Today we need not only to preach to the believers but need to preach to the preachers how to walk the talk. So, the theologians, the pastors, the preachers should be the first sections of people to condemned this kind of irresponsible act because it shuts the mouth of millions who are innocently and truthfully fighting against corruption. 7. Cyber criminals made off with $81 million from the Bangladesh Bank’s account with the New York Federal Reserve, which was wired to accounts with a Manilabased bank.
He assured the visitors the government was doing it everything it could to find Bangladesh’s missing money. Cyber criminals tried to steal nearly $1 billion from Bangladesh Bank in February and made off with $81 million via an account at the New York Federal Reserve. That money was transferred to four accounts with false names at one RCBC branch in Manila before vanishing. “We are pursuing the lawsuits on your behalf as vigorously as we can,” Dominguez was quoted in a statement as telling the delegation. Bangladesh Bank has declined to disclose the findings of its own inquiry, saying it wanted to deny perpetrators knowledge of the investigation.
J akar t a , D E C 4 (Agencies): Tens of thousands of people have turned out for what was billed as a unity rally in Indonesia’s capital Jakarta, held to counter demonstrations against the city’s governor. Basuki Tjahaja Purnama, better known as “Ahok”, is accused of insulting Islam during election campaigning. Two protests against him, the last bringing together 200,000 conservative Muslims, have been held in the city. Indonesia is the world’s largest Muslim-majority nation. Purnama is Christian and ethnic Chinese - a dou-
people attended the rally. The Jakarta Post said the rally was organised by two parties that are part of President Joko Widodo’s coalition. Widodo is a political ally of Purnama, but turned up for the last rally against him on Friday. Speaking from the stage on Sunday, Surya Paloh, the chairman of the National Democratic Party, said Indonesians could not work together if they were “scattered, blaspheming, humiliating each other and no longer trust each other”. In a campaign speech in September, Purnama said Islamic groups who were using a Koranic verse to discourage support for him

ith a focus set on promoting local entrepreneurs and encouraging youths
to learn the traits of self reliance, Street Fair 2016 begun at the Supermarket area, Dimapur, Sunday.
The fair which has around 120 stalls mostly by run by local youths, saw a positive response from the public as people from all quarters of the city flocked in to play various entertaining games, enjoy variety of eateries and also have a good time together. Talking to Nagaland Post, the man behind the fair said since its inception four years ago, the fair had seen a steady growth in both stall allotment and public participation. Describing the fair as more of a family oriented venture, the organizers said, the first fair was first held at Agri Expo which later was moved to the
current location owing to public demand and better business opportunity. He also disclosed that 70 percent of the stalls currently opened up had been participating actively in the fair for the past four years. The organizers hoped that the stall owners would also get benefit from the fair which in turn would ensure that they would want to participate in the fair even in the coming years. The fair will last till December 6. The organizers further expressed happiness that a lot of public were turning up for the fair. (Staff Reporter)

PCB not to boycott cricket ties with India K a r a c hi , D e c 4 (Agencies): Pakistan Cricket Board Chairman Shaharyar Khan has refused to follow in the footsteps of Pakistan Hockey Federation which announced this week that it would boycott future international events in India. PHF secretary Shahbaz Ahmad has said that in order to register its protest with the International Hockey Federation (FIH) for dropping Pakistan from the Junior World Cup in India this month, it would not take part in any competition in India. But Khan, a career diplomat, made it clear that the PCB would not follow in the footsteps of the PHF in announcing any boycott of ties with India in India. “Look, we will not take any such decision because it will be unfair to millions of people who want to watch Indo-Pak matches. Secondly, whenever we play against each other it means big financial benefits for the Boards and players and any boycott will only hurt us financially,” said Khan who had earlier made threats of boycotting India in ICC events. “By boycotting matches with India, we will only hurt ourselves,” he said. Khan said Pakistan was looking forward to having constructive discussions with the BCCI officials later this month during the Asian Cricket Council meeting in Colombo. Dimapur, Dec 4 (NPN): The Hornbill Mountain Biking Festival - Kohima Downhill 2016 concluded on December 4 with the prize distribution ceremony at the World War II Museum at Heritage Village. The Hornbill MTB Festival and 5th Annual Hornbill Cycle Rally was organized by Native Station and Alaphra Group, supported by Nagaland Tourism, Red Bull and sponsored by Giant | Starkenn Bikes, State Bank of India with patrons Bolto Pusa, Lhouvi Mezhur and Viket Vizotha. Officials from tourism department, art & culture and patrons distributed the prizes to the winners. The winners received cash prizes worth Rs.1 Lakh and Starkenn bikes worth over Rs.80,000.

An international consortium of media organisations claimed that a huge data leak involving 18 million documents showed Portuguese skipper Ronaldo hid 150 million euros from image rights in a British Virgin Islands tax havens. According to the European Investigative Collaborations (EIC) consortium, Mourinho is said to have concealed 12 million euros in a Swiss account owned by a British Virgin Islands company. But Gestifute, a firm representing the two men, has rejected allegations of facilitating tax evasion. In a statement, the company, founded by
agent Jorge Mendes, said: “One newspaper makes the unfounded allegation that Gestifute, its clients and its advisers of having, directly or indirectly, created, organised or designed tax structures to facilitate tax evasion using tax havens. “The most serious and malicious allegations in the inquiries relate to Jose Mourinho and Cristiano Ronaldo.” It added: “Both Cristiano Ronaldo and Jose Mourinho are fully compliant with their tax obligations with the Spanish and British tax authorities. “Neither Cristiano Ronaldo nor Jose Mourinho have ever been involved in legal proceedings regarding the commission of a tax offence. “Any insinuation or accusation made to Cristiano Ronaldo or Jose Mourinho over the commission of a tax offence will be reported to the legal authorities and prosecuted.”
