Cash curbs violate Vienna Convention: Diplomatic Corps NEW DELHI, DEC 8 (AGENCIES): Anguished over cash withdrawals caps, many foreign governments are contemplating “reciprocal” measures against Indian missions abroad, terming the measure a “serious breach” of the Vienna Convention, reports The New Indian Express. Frank Hans Dannenberg Castellanos, Dean of Diplomatic Corps who represents the voice of 157 foreign missions here, said the “buck stops” at Prime Minister’s door and he should intervene to resolve the issue. “The fact that we cannot access our own funds in our bank accounts is a serious breach of Vienna convention and international diplomatic principles. This is the main constraint of a lot of ambassadors,” he said adding the Rs 50,000-a-week cap on withdrawals must be lifted. Castellanos, ambassador of the Dominican Republic, said a number of embassies upset by India’s restrictions were studying the possibility of “reciprocating” similar steps against Indian diplomats in their countries. He hoped the issue will be resolved soon and that such action by foreign governments will not be required.

The President also said that President’s Rule should be extended to more than a year in a state if general elections are around the corner. “As per the present constitutional amendment, after 44th amendment of the Constitution, president’s rule is only confined to one year subject to the ratifica-
tion of both Houses of parliament at every 6 months. And if a consensus develops around simultaneous elections, there can be consensus on that as well,” he said. “During general elections, it is imperative that the President’s Rule should be extended beyond one year so that it can synchronise with the general elections of the parliament,” he added. President Mukherjee also pressed for the increase in the number of Lok Sabha seats in concomitant with rising population in the country. “We have 543 members in Lok Sabha, our electors are more than 800 million, a country of having a population of 1.28 billion which is going to much larger very soon, we must think whether we can have larger number of seats and for that constitutional amendment for delimitation is needed. We shall have to think especially under electoral reforms,” he said. The President also raised concern over women’s participation in Lok Sabha and State Legislative Assemblies, and called for passage for of the Women’s Reservation Bill.

DIMAPUR, DEC 8 (NPN): On the eve of International Anti-Corruption Day on December 9, Nagaland Governor P.B. Acharya has appealed to all stakeholders, NGOs, religious groups, civil society etc to come together and spread greater awareness against corruption in order to make Nagaland a “corruption-free state” for development, peace, prosperity and security. Acharya in a press communiqué issued by PRO Raj Bhavan Kohima, said the occasion was observed annually to combat problems and threats posed by corruption to the stability and security of society and undermining institutions and values of democracy justice and jeopardizing sustainable development and rule of law. He said as per UNDP the loss due to corruption in developing countries, was ten times the amount for official development assistance. Acharya said “rooting out corruption would allow social and economic development” and also cited the “bold step” against corruption and black money by prime minister Modi through demonetisation of 500 and 1000 rupee notes.

I&FC deptt lacks transparency: NCI DIMAPUR, DEC 8 (NPN): National Concerns Initiatives (NCI), an NGO working for the welfare of the farmers in the state has alleged mismanagement and lack of transparency in the department of Irrigation and Flood Control (I&FC) on the implementation of Accelerated Irrigation Benefits Programme (AIBP) in the state. The mismanagement was brought to light when NCI volunteers from 11 districts conducted inspection and accumulated reports during the three years period, said NCI convener Atiba Ao in a press statement. It claimed that genuine beneficiaries were denied work orders on the implementation of water resources schemes- AIBP, Common Area Development Water Management Programme (CADWMP), FMP, tube wells, rain water harvesting, artificial recharge structures through dug well from ground water etc. NCI also alleged that
the RTI reply furnished by the department contained serious anomalies. It stated that the information provided by Public Information Officer failed to furnish the work orders of the 946 (out of 1775) sanctioned by the Government of India. Despite non-implementation of several minor irrigation (MI) projects, the department in its annual report to Ministry of Water Resources had showed the total number (1775 projects) during 1996-2013 as completed. (See table) NCI convener also raised concern on the nonissuance of works order to the genuine beneficiaries on the implementation of MI projects in the state when the centre had released financial assistance for the completion of all the approved MI projects (as per the estimation of PSR & DPR) during 19962015. The convener alleged that despite assurance from the department that work should be commence within
seven months and “completed within one month/year”, several MI projects were not visible in 11 districts under 1775 AIBP approved projects during 2001-15. In reality, NCI claimed that the approved estimated work order was not issued but village councils were paid smaller amount against the project. In this regard, NCI demanded that the actual amount on the work order against MI projects should be made known to the village councils and beneficiaries. NCI also informed that it has obtained the details on the ongoing 159 batch (cluster project) for 2014-15 under AIBP MI projects (Rs. 109.6035). It therefore, demanded that the department to issue the work orders in respect of the ongoing projects batch no (cluster projects).155 and 159 immediately as per the guidelines (wider participatory of citizen for quality work implementation). NMA reaches out to NSCK (K) to reconsider CF DIMAPUR, DEC 8 (NPN): A four-member ‘peace team’ of the Naga Mothers Association (NMA) led by its president Abeiu Meru recently crossed over to Myanmar to reach out to the NSCN (K), in order to urge the group to reconsider cease-fire (CF) with Government of India. Informing this in a press note, NMA president Abeiu Meru and advisor Dr Rosemary Dzuvichu said their appealed was conveyed to NSCN (K) chairman SS Khaplang and that their appointment was accepted to meet the chairman soon. This was the second peace mission for a dialogue with NSCN (K) across the borders since last year and NMA was hopeful of meeting the NSCN (K) chairman soon, it added. DC Kohima notifies on fuel DIMAPUR, DEC 8 (NPN): Observing that the functioning of fuel outlets have been confronting serious crisis leading to unwarranted closures on occasions following demonetization, the Deputy Commissioner (DC) Kohima, Rovilatuo Mor, has issued the instructions in order to avoid public inconveniences. According to an official bulletin, the DC Kohima has advised all customers to use electronic payment services or avail the refills commensurate the currency notes in hand due to shortage of smaller denominations. DC also notified that bank branches and chest branch (SBI) have to give priority for exchange of smaller denominations to the fuel outlets within a rational ceiling limit. It said that the notification has been issued to facilitate smooth operation of fuel outlets in the interest of the public.

However, the mandal presidents sought clarification from the party pointing out that Lhoungu was supposedly present at Kisama, Hornbill Festival on December 1. “This confusion must be justified to satisfy the party workers in the state,” they said. They also reminded that the state authority should cite reasons before taking any action against any party workers/officials. They further asked Ram Madhav to justify for issuing the order, saying “such unhealthy decision would certainly jeopardize and demoralize the working spirit of the party workers in general.” While demanding that the dismissal order be revoked, the mandal presidents said since the three aggrieved members were sincere and dedicated party workers, there was no reason to relieve them from their posts. DIMAPUR: All India Radio Kohima today celebrated advent Christmas at its studio complex with former station director and retired deputy director general of AIR and DDK, Northeast, V. Sekhose as the chief guest. Addressing the gathering, V. Sekhose shared about the real meaning of Christmas, whereby she said Christmas was not just a mere festival like any other festival but a time to celebrate the Lord. While sharing the warmth of Christmas, the former director Sekhose also reminded the staff of AIR Kohima that the greatest objective of the establishment was to give public quality service broadcast. Former station director said AIR Kohima was the first radio station in the country to broadcast Christmas messages and dramas, which got feedbacks from as far as Finland. The programme was first broadcast
in English and gradually in the dialect bulletins. Sekhose called on the employees of AIR to continue to work with dedication, truth and sincerity for the service of the people. In a condolence message, speaker said late Rhipi was one of the first converts to Chritianity in Zhavame village. He had served as teacher and also as Catechist in his native village. Condolence stated that his demise has a great loss not only to Zhavame but to the Chakhesang people in general. The ceremony was graced by minister of Environment, Forest and Climate Change, Dr. Nicky Kire as chief guest and principal director H&FW Nagaland, Dr. L.Watikala as guest of honour. Dr. Nicky in his speech congratulated the graduates saying they had chosen a noble profession. He said nurses were in demand and that there were many avenues for the young graduates but they have to be ready to serve. As far as quality of service was concerned, the minister remarked that in terms of quality service, Naga nurses were much better than their counterparts in other states. He also pointed out that the nursing profession had undergone

a sea of change with an increased standard and in this regard exhorted the nurses to keep up with the changing times. Dr. Nicky encouraged the graduates to start looking for avenues where they could help others. In his concluding remark, Dr. Nicky reminded the nurses that there was no satisfaction like the one derived from helping others. The minister also gave away the late Mrs. Ketsovole Kire’s award to the topper of 2016 and former Miss Phek, Vezhodulü Swiho. It may be mentioned that the award was given by the grandchildren of late Ketsovovole Kire in her memory. Principal director, H&FW, Dr. L. Watikala maintained that nurses were indispensible not only for public but also for doctors. According to her, the SoN students would have gained more experience than their peers in other districts as Dimapur Hospital caters to maximum patients. Dr. Watikala reminded the medical professionals that their uniform was an
identity which set them apart from others and a symbol associated with care and compassion. Having earned their degrees, the nurses would be serving in various establishments. Therefore, Dr. Watikala reminded them to always remember their ethics, morals, and pledge and to greet patients with a smile. The ‘graduation ceremony’ involving handing over of lit candles to the nurses was administered by joint director (Nursing) H&FW, C.H. Chenia. Earlier, the function started with invocation by chaplain DHD, Rev. Mar. Principal SoN DHD, Nepralü Keyho delivered the welcome address, acknowledgement by N.S. DHD Hisule Keppen Khing. She mentioned that nurses needed to provide extraordinary care to patients by increasing one’s own skills and knowledge, and developing cordial relations with other staff members. Encouraging the students to be like Florence Nightingale who lighted the symbolic lamp of nursing almost two hundred

Hotovi village and Pukhato village were officially declared cent percent roofing under Indira Awaaa Yojana (IAY) programme on December 6 by project director, District Rural Development Agency (DRDA) Dimapur Alemla J. Chishi. Alemla also inaugurated the village gate at S. Hotovi village and community toilet at Pukhato Bazaar. Alemla congratulated the two villages and the officials under the block for achieving 100 percent CGI roofing. Alemla said that being able to declare cent percent CGI roofing in two villages in a single day along with inauguration of multiple projects was because of the sincere efforts of the block officials and support of the villagers at large. IMPHAL, Dec 8: Police Thursday re-arrested UNC president Gaidon Kamei and his publicity secretary Stephen Lamkang who were in police custody after they were arrested on November 25 last. The duo were arrested by the police in connection with cases registered against the leaderships of the agitating UNC on charge of resorting to violent activities on the national highways. On completion of the 14 days remand, the two leaders were produced in the court of chief judicial magistrate Imphal East today. They were produced in the court of CJM Imphal East instead of CJM Senapati following a directive of High Court of Manipur. The order of the high court to produce in the court of CJM Imphal came up after due consideration of security problem while producing
them in the court of CJM Senapati. However, a team of Tadubi police station personnel re-arrested them in connection with another case registered with the police station and took them into custody for five days, that is, till December 14. The case was related with setting ablaze of a chick-feed laden truck (MN01-0444) on November 21 morning at Tadubi area along the same NH-2. On the other hand, security forces have escorted back hundreds of Imphalbound vehicles on NH-2, NH-102 and NH-37. A total of 261 Imphalbound loaded trucks stranded at Khuzuma in Nagaland bordering with Mao were Thursday escorted back by a strong combined team of state police, state security forces and CRPF. Except three trucks that were left behind at Tadubi area after developing mechanical de-
fects, all the trucks including three oil tankers have arrived at Imphal with untoward incident on the way while passing the stretch of the highway in Naga dominated Senapati district. Police and security forces further escorted back all the vehicles stranded at various place along NH-102 (Imphal-Moreh section). The escorted vehicles include 65 vans and seven DI Tata. All the trucks escorted on the Imphal-Jiribam section of NH-37 have also reached Imphal early this morning without any untoward incident on the way.

G u wahat i , D e c 8 (PTI): Assam Police today said more arrests are likely in the cash-for-job scam in APSC and it is hopeful of filing the charge sheet within next two months. “The investigation is going on. There are more arrests likely in the case,” Assam Director General of Police Mukesh Sahay told a press conference here. The police is currently looking for three persons, who are absconding, for their involvement in the corruption in Assam Public Service Commission, he added. “Apart from them, four candidates, who have been posted by APSC, are also under our scanner. We have recovered huge number of answer scripts and tabulation sheets from the private press of Rakesh Kumar Paul’s brother,” Sahay said. He, however, said no appointments has been made after the scam came
to light. APSC’s former Chairman Paul was arrested on November 4, with two members Samedur Rahman and Basanta Kumar Doley arrested subsequently. The three arrests were followed by the arrest of the Assistant Controller of Examinations of APSC Pabitra Kaibarta. Talking about the progress of the investigation, Sahay informed that police is working on the right direction at a proper pace. “We are trying to file the charge sheet within 90 days of the arrest. This has a legal advantage. I’m hopeful about that,” he added. When asked if names of politicians or ministers surfaced during the course of the investigation, the top cop replied in negative. Sahay also informed that so far Rs 50 lakh cash have been seized from Paul along with identification of some “benami” properties of him.

Pensioner dies after collapsing in bank queue
Imphal, Dec 8 (IANS): Long wait in the queue for old-age pension claimed the life of a 70-year-old man in Imphal. The 70-year-old victim, Ibohanbi Akoijam, died after fainting in the queue at the head post office on December 5. Officials at the post office said that they gave the man first aid. Since there was no sign of improvement he was evacuated to Regional Institute of Medical Sciences hopsital in Imphal. He died on Wednesday. The banks in the Imphal city and other
district headquarters were issuing a few dozens of tokens to the account holders. Only those who had obtained the tokens are allowed inside the bank premises. Meanwhile the most of the ATMs are cash strapped and banks restrict the number of account holders who are allowed inside the premises for transactions. Several account holders including elderly women complain of absence of basic facilities like toilet, drinking water at the banks and ATM booths.

Agartala, Dec 8 (IANS): All government transactions and payments in Tripura will go online from January 1, a top official said on Thursday. “The government has taken initiatives to make all government transactions and payments through online system,” Chief Secretary Yashpal Singh told reporters. “As a first step, bank accounts will be opened of those people who have no bank account. In Tripura, 80 per cent people have at least one bank account,” he said. The Chief Secretary said Union Cabinet Secretary P.K. Sinha had urged him to introduce the online payment system immediately. He said the state government had taken initiative to open bank accounts for the tea garden and brick kiln workers. “Long back the government started paying salaries of government employees into their bank accounts,” the Tripura official said. The 58 tea gardens in Tripura employ around 15,000 workers. Meanwhile, the State Bank of India has started holding mobile camps in different parts of Tripura to open bank accounts of people, specially those working in unorganised sectors.

Dimapur, Dec 8 (NPN): The Karbi Anglong & Dimapur Transporters Association (KADTA) has Thursday urged the SP Diphu to intervene and arrest the culprits who physically assaulted a driver and handyman on December 4. In a press note issued by KADTA president Anil Toppo, the association alleged that some members of Sand Mohaldar and Supplier Association, Manja (SMSA) waylaid a vehicle (NL-07A-6917) between Longnit and Nuton Bosti and beat up the driver (Ayush Singh) his handyman Md. Sahidul Alam. The handyman was hit with heavy metal thereby fracturing the head, the association alleged. The vehicle owner has lodge an FIR at Bokalia Police Station but no action has been taken and the culprits are roaming freely, stated the association and therefore urged the SP Diphu to intervene and arrest the culprit at the earliest.
MHA asks officials to issue birth certificates of Bru newborns
Kanchanpur, Dec 8 (PTI): The Ministry of Home Affairs today directed officials to issue birth certificates of the new born babies of the internally displaced Brus, sheltered in six evacuee camps in North Tripura district. The order was given by M K Singla, Special Secretary for the Ministry of Home Affairs (Internal Security). “Singla held meetings with the District Magistrate of North Tripura and other officials, including security personnel and asked the district administration to issue birth certificates of
the new born babies of the camp inmates immediately, so that their names could be included in the list of inmates,” Sub-divisional Magistrate of Kanchanpur, Santosh Dev, told reporters. Singla hoped that the process of repatriation of the Brus/Reangs would be started by January next year and said the preparation in this regard was on. Dev said Singla also visited two evacuee camps ?Ashapara and Naisingpara - and held talks with the leaders of the Mizoram Bru Displaced People?s Forum (MBDPF) and the camp
inmates and explained what facilities they would get after repatriation. Earlier, in November, the process of identification of the displaced Brus was started by the Mizoram government officials in cooperation with the district administration of the North Tripura district. About 35,000 Bru/ Reang people from neighbouring Mizoram had taken shelter in six evacuee camps of Kanchanpur subdivision of the district in phased manner since 1997 following ethnic clashes with the Mizos over dispute of lands.

Aizawl, Dec 8 (PTI): The Comptroller and Auditor General of India said that the Mizoram government lost Rs 11,808.77 crore during 2012-13 and 2014-15 fiscal due to non-deposit of Minimum Guaranteed Revenue(MGR)and Administrative Expenses by four lottery distributors. The Performance Audit of Mizoram State Lotteries by the CAG, laid in the state Assembly today said that while the four distributors of paper and online lotteries were to deposit Rs 11,834.22 crore
during the period, they deposited only Rs 25.45 crore. “In violation of the rule the distributors neither deposited the balance amount of Rs 11,808.77 crore to the Consolidated Fund of the State nor was it demanded by the government,” the report said. Against the revenue accrued to the distributors of Rs 2,182.79 crore (18.44 per cent of the gross sale) during 2012-13 and 2014-15, the government received a paltry revenue of Rs 25.45 crore (0.22 per cent of the gross sales), the report said.

IMPHAL, Dec 8: A state security personnel was among two youths arrested by the City police here on charge of causing damage to an ATM booth in Imphal on Wednesday. Oinam Hemchandra, a rifleman of Manipur Rifles and Nameirakpam Bobby were detained by CRPF personnel guarding the state PWD office complex after they damaged an ATM installed by SBI near the office complex. The duo allegedly damaged the machine after the ATM was found dry when they tried to withdraw money. They smashed the screen of the machine. CRPF personnel at the PWD office overpowered them and handed them over to state police, a police source said, adding that an FIR has been lodged against the duo. Police are taking the matter seriously as security personnel was involved in the damage of public property, a police officer maintained.

G u wahat i , D e c 8 (IANS): Expressing concern over the death of elephants in the state due to conflict with humans as well as train collisions, Assam Forest Minister Pramila Rani Brahma on Thursday said that the government is contemplating to use thermal sensors along the railway tracks to detect the movement of elephants particularly during night. Addressing a press conference in her office, she said that the Forest Department is also mulling to involve local people as well as to strengthen the coordination with railway authorities to stop elephant fatalities. “It is a fact that the number of elephants are increasing in Assam and their habitations are reducing. According to the last elephant census in 2011, Assam has 5,620 elephants. Besides the state also see large number of elephant migration from Meghalaya and Bhutan,” she said adding that all these factors have reduced the elephant habitats in the state, forcing the animals to often come out from forests to be either engage in conflict with

President anguished over parliamentary paralysis
NEW DELHI, DEC 8 (PTI): In a stinging attack on the opposition over Parliamentary paralysis, President Pranab Mukherjee today said the House is not a place for dharna and disruption which amounts to “gagging of majority” by the minority. He told Parliamentarians that they are meant to discuss and transact business and not to disrupt. “Disruption is totally unacceptable in Parliamentary system. People send representatives to speak and not to sit on dharna and not to create any trouble on the floor,” he said speaking on “Electoral reforms for a stronger democracy” on the occasion of Defence Estates Day Lecture here. Himself a veteran Parliamentarian before he became the President, Mukherjee said, “Disruption means you are hurt, you are gagging majority. Majority never participates in this disruption. Only minority comes to the well, shouts slogans, stops the proceedings and creates a situation in which the Chair has no option but to adjourn the House. This is totally unacceptable”. Mukherjee’s sharp attack on Parliamentary disruption comes in the midst of paralysis of Parliament for over a fortnight over the

issue of demonetisation. The President noted that Parliament is in session for only a few weeks in a year. “For demonstration, you can choose any other places. But for God’s sake, do your job. You are meant to transact business. You are meant to devote your time for exercising the authority of members, particularly Lok Sabha members over money and finance,” he said.Maintaining that he is not targeting any single party or individuals, he said the responsibility is of everyone. “Fact remains that this (disruption) has become a practice which should not be acceptable at all. Whatever be the differences, we have the opportunity, to speak our mind, to speak freely and no court can interfere in what I say on the floor of
the House,” he said. Mukherjee said that even if a member is levelling an allegation against someone, no court can prosecute him because he has said so on the floor of the House. “This type of freedom should not be misused by causing disruption,” he said. Mukherjee said that three Ds are essential in a democracy and these are debate, dissension and decision. “But there was no fourth D. At least my teacher did not tell me that there is a fourth D which is disruption,” he said. He said that the government enjoys majority in the Lok Sabha and the House should also pass the Bill. Talking about electoral reforms, he said the Election Commission has circulated an important document with recommendations for electoral reforms.
Rs 90cr cash, 100kg gold seized in Chennai CHENNAI, DEC 8 (AGENCIES): Income Tax investigation sleuths in Chennai have unearthed a money laundering racket and seized Rs 120 crore in old currencies, new currencies and gold bars from eight premises including a star hotel room. “The premises belong to industrialist Shekhar Reddy, his associate Srinivasa Reddy and their agents including one Prem,” said an IT official. Of the total seizure, Rs 80 crore was in old demonetised currencies and Rs 10 crore in newly introduced Rs 2,000 denomination. The teams also seized 100kg gold bars worth Rs 30 crore, said the official. The sleuths got a tip-off about Prem exchanging old currencies for gold bars, and following his trail they stumbled upon the Reddy associates. They seized Rs 6 crore in newly introduced Rs 2,000 denomination from the house of Shekhar Reddy in T Nagar. Based on the information provided by him, officials raided a room in a prominent star hotel in Teynampet and seized 70kg gold bars from there. Reddys had booked the room in the name of one of their agents. Following the leads generated during the raids, I-T officials also made enquiries at a few jewellery shops in the city.

Three LeT militants killed in Kashmir gunfight S R I NA G A R , D E C 8 (IANS): Three Lashkar-eTaiba (LeT) militants were killed on Thursday after a six-hour gunfight with security forces in Kashmir, triggering widespread protests across the south of the valley. Mobile phone and internet services were suspended in parts of south Kashmir to prevent rumours and details of the counter-insurgency operation through social media. Police said the slain militants were all Kashmiris and apparently belonged to south Kashmir. “Three local militants of LeT have been killed. But a search operation is still going on,” a police officer said. As news of the killings spread, clashes erupted between security forces and protesters who tried to march towards the gunfight site in Arwani village of Anantnag, some 40 km south of here. Clashes between stonepelting protesters and security forces also erupted at various other places in south Kashmir. Lashkare-Taiba commander Abu
Dujana, one of the most wanted militants in the state, was earlier rumoured to be among the gunmen holed up in a house where the militants were holed up. There were conflicting reports about Dujana. Locals said he escaped from the hideout in Arwani which lies close to Chief Minister Mehbooba Mufti’s ancestral Bijbehara town. But security officials neither confirmed nor denied if he was among the militants trapped since Wednesday night. Police said security forces surrounded the village late on Wednesday following a tip off about the presence of militants inside the hideout. “As security forces tightened the cordon, some gunshots were heard. But after that there was no exchange of fire,” the officer said. He said the gunfight intensified in the morning after militants started firing at the security forces. Youth killed near encounter site
A 24-year-old youth was today killed by a “stray bullet” near the site of an encounter between militants and security forces which has been going on since early morning in Kashmir’s Anantnag district. Security forces have been engaged in the gun-
battle to flush out the militants, believed to be two, who are hiding in a house in Bijbehara area, a police official said. One of them is suspected to have been killed in the encounter but it can be confirmed only when the bodies are retrieved, he said. The civilian casualty took place when security personnel were dealing with a mob of stone-pelters who were targeting the forces near the encounter site to distract them from the operation to flush out the hiding militants. Arif Shah, a resident of Sangam area

Local residents alleged that Shah was killed in action by security forces action against the protestors. In the Lok Sabha, miffed at unrelenting sloganeering by some members, Speaker Sumitra Mahajan warned of “harsh steps”. The opposition members were on their feet as soon as the house met at 11 a.m. and gathered near the Speaker’s chair while shouting slogans. In the din, Mahajan carried out the Question Hour for about half an hour, repeatedly warning the protesting members. But the ruckus only got acute and the house was adjourned until noon. Ansari told them it was an established practice that the Leader of House or the Leader of Opposition was allowed to speak whenever they wanted. PATNA, DEC 8 (IANS): RJD chief Lalu Prasad on Thursday demanded to know if Prime Minister Narendra Modi will resign if the cash crunch situation did not normalise in 50 days. Noting that Modi had sought 50 days to deal with the demonetisation effects, Lalu Prasad said nearly a month had passed and only 22 days were left for the 50-day deadline. He asked if Modi would quit if the situation did not normalise. The November 8 decision to demonetise Rs 500 and Rs

Lalu Prasad said sensing the flop show over demonetisation, Modi had shifted his agenda from black money to cashless economy. isruption of parliament has become a terrible habit which is not only costing the nation dear in terms of wasted time and money or abdication of constitutional duties but should be seen as a dangerous and unacceptable method of hijacking the process. The current winter session of parliament has largely been washed out for as many as the 16 days since it was convened. The driving force behind the continuous disruption of parliament, especially the upper house, has been a disparate opposition which seemed to have found a reason to unite against the controversial demonetisation drive which was announced by prime minster Narendra Modi in a televised address to the nation on November 8,2016. The ban on 500 and 1000 rupee denomination has been a triple whammy. For one, it was a sudden announcement which caused problems to all and sundry, leaving aside those hoarding untaxed cash. The second was that people had to undergo a series of problems to deposit the banned notes since they had to provide all information before depositing above Rs.2000. Thirdly, people could no longer draw whatever amount of their own money from banks. Fourthly, banks gradually ran out of cash because the RBI could not replenish the required notes which were demonetised. Fifthly, the objective of tackling black money, which was the pretext for the sudden announcement on November 8 could hardly be achieved. This was because few giant corporate houses were already tipped off and so could save several lakh crore rupees. The opposition parties may be shedding crocodile tears about the suffering of the common man, but they have more than enough reason to be terribly angry with the Modi government’s so-called kala dhang (black money) surgical strike because their thousands of crore rupees mostly in 500 and 1000 notes needed to fight elections, have become useless papers. Black money is what has keep political parties moving in elections and it is difficult to foresee any change even in a post-demonetisation period. In this regard, the opposition, despite their different perceptions, have at least taken a common stand that demonetisation be discussed , debated and voted in the Lok Sabha under Rule 56 whereas the Lok Sabha Speaker Sumitra Mahajan has accepted the government line that discussion and debate will be done but without voting under Rule 193.It is on the issue of voting that the Lok Sabha has been plunged into turmoil because the opposition parties feel their just demand has been rejected. Even if the Lok Sabha were to vote, the BJP-led NDA with 336 seats need not fear since the alliance has a clear brute majority of 2/3rd . In the Rajya Sabha the members have been demanding that the prime minister attend the house session during debate and also answer questions from the opposition. The members expressed resentment against the prime minister for talking outside the house at rallies or functions and not talking inside the house where he would be questioned. It is unfair to blame the current logjam in parliament on the opposition parties and absolve the government. It takes two to tango and in this regard, the government should have been more responsive and responsible towards conducting the house.

To identify with the death of Jesus Christ means that we must die to everything that was never a part of Him. God is just in saving bad people only as He makes them good. Can we finally say demonetisation is dead?
hen the Facts Change, I Change My Mind. What Do You Do, Sir? - often wrongly attributed to John Maynard Keynes. In the press conference that followed today’s monetary policy, one data point and one clarification, has essentially made clear that Narendra Modi’s big demonetisation plan is not going the way it was expected to. When the plan was announced a month back on November 8, the one big aim of the plan was to tackle black money along with fake currency notes. Black money is essentially money that has been earned through legitimate or illegitimate means, but on which taxes have not been paid. As on November 8, 2016, 685.80 crore Rs 1,000 notes were in circulation. Over and above this, 1,716.50 crore of Rs 500 notes were in circulation. The total value of demonetised notes amounted to Rs 15.44 lakh crore. These notes were demonetised and suddenly had no value. These notes can be deposited in banks and post offices, up to December 30, 2016 and the money will be credited in the bank account or the post office savings account. The Reserve Bank of India (RBI) in a press release dated November 28, 2016, had said that Rs 8,11,033 crore worth of demonetised notes had been deposited back with the banks. Over and above this, Rs 33,948 crore worth of demonetised notes were exchanged for new notes as well as notes that continued to be legal tender. Initially, notes of up to Rs 4,000 could be exchanged. This was increased to Rs 4,500. Then decreased to Rs 2,000 and finally done away with. By value the demonetised notes of Rs 500 and Rs 1,000 formed more than 86 per cent of the currency in circulation. The hope was that a certain portion of this currency would be black money held in the form of cash. And this black
money would not be deposited into banks, for the fear of generating an audit trail. In the process, black money would be destroyed. QED. This logic seemed flawless that almost everybody bought it initially, including yours truly. The belief was that almost 20 per cent of the high denomination notes are black money. (I am yet to figure out how experts writing on the issue arrived at this figure. But once they did, almost everyone seemed to use it). The total value of the demonetised notes stood at Rs 15.44 lakh crore. Given this, 20 per cent of Rs 15.44 lakh crore worked out to around Rs 3 lakh crore. It was then said that this amount will not make it to the banks. The assumption was that those with black money will not manage to get their old demonetised notes exchanged for the new or the currently legal ones. Thankfully, I did not fall for this totally. In the letter dated November 11, 2016 (subscription required) (Modi’s Next Shot on Black Money Should...) I had worked with the assumption that around one-third of the black money won’t get converted and hence, close to Rs 1.1 lakh crore of currency will get destroyed. In fact, almost every other analyst and economist talked about close to Rs 3 lakh crore being destroyed. It was rather amateurish of them to assume that the Indian public won’t be able to convert their black money into white. There are various ways through which this has happened, which I will discuss in a separate piece. As mentioned earlier up to November 27, 2016, Rs 8.11 lakh crore of demonetised notes had made it back to the banks. Since then, the RBI hasn’t put out any new data. Nevertheless, in the press conference that followed the monetary policy today, the deputy governor of RBI, R Gandhi, said that close to Rs 11.55 lakh crore of demonetised notes had made
it back to the banks. This means that around 75 per cent of the demonetised notes are already back with the banks. (Rs 11.55 lakh crore divided by Rs 15.44 lakh crore of demonetised notes). With 24 days still to go until December 30, the last day of depositing demonetised notes, chances are almost all the demonetised money will come back to the banks. This is something that the Revenue Secretary Hasmukh Adhia told The Indian Express: “The government expects the entire money in circulation in the form of currency notes of Rs 500 and Rs 1,000 which have been scrapped to come back to the banking system.” Given this, the question of black money being destroyed does not exist. What this means is that the black money in the system has been exchanged for new notes in various ways. There is another angle here which was the subject of multiple WhatsApp forwards. And this is how it went. Every rupee out (except Re 1 notes) there in the financial system is essentially a liability for the RBI. (If you look at the Rs 100 note carefully, you will see the RBI governor saying, I promise to pay the bearer the sum of one hundred rupees, for example). The hope was that with Rs 3 lakh crore not coming back to the banks, the liabilities of the RBI will shrink. To that extent, the asset side of the balance sheet of the RBI would also need to shrink and that would lead to the RBI giving the government a special dividend of Rs 3 lakh crore. Other than being a subject of many WhatsApp forwards this was something that many economists also wrote about in their research reports. Those against this logic said that, just because the notes don’t land up with the banks, does not mean that the RBI’s liabilities come down. Today at the press conference, the RBI governor Urjit Patel was asked about this and

he said: “They still carry the RBI’s liability as long as only the legal tender characteristic is withdrawn.” This basically meant in simple English that the RBI balance sheet wasn’t going to shrink and there was no question of a special dividend. So where does that leave the Modi government? Revenue Secretary explained this to The Indian Express when he said: “Do you think that by simply depositing money in the bank account makes black money into white? It doesn’t. It will become white when we charge taxes, when the Income Tax department can reach up to them by issuing a notice and questioning them.” The question is how many people will the Income Tax department go after, given their limited resources. Also, is this the way a government should go about raising revenue, by disrupting the entire economy? Further, many people who have put money into banks are prepared to litigate and take this to court. As noted journalist Sucheta Dalal recently wrote: “Tax experts and retired income-tax commissioners have been confidently encouraging people to deposit their unaccounted money as this year’s income under Sections 68 and 69 of the Income-tax Act and get away by paying 30% tax. While there is a good chance that this may lead to litigation, case law from the two previous instances of currency demonetisation in India (1946 and 1978) may support this stand.” All this brings us to the question whether demonetisation was really required? Will the tax that the government manages to collect through this effort, be more than enough to make up for the slowdown in economic growth that demonetisation is likely to cause? Some people may be optimistic that corruption would end from India but I would rather say that it would continue for years and years as it has become something like way of life for many. What we can do is take part pro actively against corruption and try to minimize the same. In simple, corruption is a form of dishonest or unethical conduct by a person entrusted with a position of authority, often to acquire personal benefit. Corruption may include many activities including bribery. Corruption occurs when an office-holder or other governmental employee acts in an official capacity for personal gain. Every year $1 trillion is paid in bribes while an estimated $2.6 trillion are stolen annually through corruption – a sum equivalent to more than 5 per cent of the global GDP. In developing countries, according to the United Nations Development Programme, funds lost to corruption are estimated at 10 times the amount of official development assistance. Corruption is a serious crime that can undermine social and economic development in all societies
and no country, region or community is immune. It is a complex social, political and economic phenomenon that affects all countries. Corruption undermines democratic institutions, slows economic development and contributes to governmental instability. On 31 October 2003, the General Assembly adopted the United Nations Convention against Corruption and requested that the Secretary-General designate the United Nations Office on Drugs and Crime (UNODC) as secretariat for the Convention’s Conference of States Parties (resolution 58/4). The Assembly also designated 9 December as International Anti-Corruption Day, to raise awareness of corruption and of the role of the Convention in combating and preventing it. The Convention entered into force in December 2005. The theme for this year is ‘united against corruption for development, peace and security’. The 2016 joint international campaign focuses on corruption as one of the biggest impediments to achieving the Sustainable Development Goals (SDGs). Ban Ki-moon, United Nations Secretary-General on his message on the occasion said that “corruption strangles people, communities and nations. There is no doubt that fighting corruption is a global concern because corruption is found in both rich and poor countries, and evidence shows that it hurts poor people disproportionately. It contributes to instability, poverty and is a dominant factor driving fragile countries towards state failure. In India, we are aware the impact of corruption. It has been hampering the growth of the nation. Corruption attacks the foundation of democratic institutions by distorting electoral processes, perverting the rule of law and creating bureaucratic quagmires whose only reason for existing is the soliciting of bribes. Governments, the private sector, non-governmental organizations, the media and citizens around the world are joining forces to fight this crime. The United Nations Development Programme (UNDP) and the United Nations Office on Drugs and Crime (UNODC) are at the forefront of these efforts. Together we may bring some change but it depends upon us whether we are really committed to end corruption or by pass it by accepting it as way of life. he current hullabaloo concerning the implementation for a Uniform Civil Code (hereon referred to as UCC) isn’t something new. Since the 70’s whenever the issue has been brought up, it got mired in politics; leaders of every religious group shouting from the sidelines, the positive potential of a uniform code gets drowned in the maddening crowd. Judging by the recent turn of events, it is clear, the rise of the Bharatiya Janata Party (BJP) to power along with her Hindu nationalist cohorts, to name a few such as the RSS and Shiv Sena, has had a major impact on the question of a Uniform Civil Code. Under the Uniform Civil Code, the personal laws based on scriptures and customs of every religious community in India will be replaced with a common set of laws applicable equally to all citizens. It sounds good on paper but the reality is every religion has their own personal laws in matters pertaining to marriage, adoption, succession and so on. How can a single law be made applicable for all the different parties without offending the other? To mention a few, the Hindus have their own Hindu Marriage Act, 1955, Adoption and Maintenance Act 1956 etc. Christians have their own set of personal laws regarding marriage and divorce (The Christian Marriage Act 1872 and Section 10 of the Indian Divorce Act, 1869 respectively), the Parsis have their own (The Parsi Marriage and Divorce Act, 1936) Likewise the Muslims have their Mohammedan law with regard to personal laws. Taking into account the recent comment on UCC by Union Parliamentary Affairs Minister, M Venkaiah Naidu saying, “What is best in every religion, in every society should be taken out. I am of the firm view, marriage, divorce, inheritance and right to property these things should be common.” which begs the question, is there uniformity within different religions that law makers can rely on? On what basis or principle shall the UCC be established? For instance, the institution of marriage: shall it be treated as a covenant according to Islamic law or shall it be treated as a sacrament according to Christianity? Now which element concerning marriage shall we take? While one idea may sound more acceptable to a particular group the same cannot be said for the others. One certainly don’t have to dot the I’s and cross the T’s to see Mr. Modi’s vision for a common single code as “Hindutva” at its best. The problems created by the UCC far outweighs the benefits. The uproar created by implementing the Uniform Civil Code will be chaotic and India’s sobriquet of “unity in diversity” will become a laughing stock for the rest of the world. Bonathung Shitio

Reference to the above subject, we bring to your kind notice once again on the deplorable condition of the road in Kuda Village causing severe hardships to villagers and commuters alike since past several years. Owing to inaction and neglect by the concerned department since several years, Kuda villagers were compelled to mobilise own funds by which we repaired the road, in 2001 Rs. 5 lacs, in 2012 Rs. 4 lacs and 2014 14 lacs. This is besides the charity of some other good organisations and individuals who have voluntarily contributed a couple of times to prop up the collapsing road. In recent time, the ugly state of affairs with the roads have peaked in such a way that it took no less than an authority than a Governor of the state to blow the whistle in the media repeatedly. Given the gravity of public suffering, we once again request the concerned department to expedite repair of the said road which will also be a boon to Kuda Villages on the verge of celebrating our platinum jubilee on December 17. Mention may be made that certain gravels and earth have been unloaded in sporadic locations in the last two to three weeks but with no evidence of any massive exercise that calls for a road in such a punishing state. In this connection, on repeated enquiry from concerned authorities as late as December 3 evening, it was reliably learned that neither tender was floated for the said work nor work order issued till date to any entity for the job which raises doubts on the veracity of the department’s serious intention to relieve the public from the ongoing suffering. Therefore sir, we herewith reiterate that the road be repaired in right earnest under transparent conduct and enable the village and public to avail its citizen’s right to good roads and help recover it dues sacrificed on behalf of the department so as to avoid any local recourse for redressal of grievances in the days to come. NEW DELHI, DEC 8 (PTI): As the government and the judiciary exchange barbs over rising vacancies in courts, a Parliamentary committee today recommended increasing the retirement age of Supreme Court judges and fixing a “minimum tenure” for the Chief Justice of India and chief justices of high courts to ease shortage. In its report tabled today, the Parliamentary Standing Committee on Law and Personnel was critical of the government and the judiciary for not sticking to timelines to fill up vacancies in high courts. Seeking to make the present system of appointment of judges more transparent, the committee said the SC Collegium should inform the candidates whose name it has rejected on a particular ground. It said the government also rejects the recommendations of the collegium “without furnishing cogent reasons...such practices are against the principles of natural justice and leads to opaqueness in the appointment process”. On the issue of hiking the retirement age of SC judges from the present 65 to 67 years, it said the retirement age has remained unchanged since India became a Republic. The retirement age of high
court judges was increased from 60 to 62 in 1963. Referring to the short tenures the CJI and chief justices of high courts often have, the panel said in the last 20 years, 17 Chief Justices of India have been appointed and out of those, only three had tenure of more than two years. “Many of them had tenure of even less than one year,” it observed. It said chief justice of high courts in most cases get appointed for a less than two years term. Some of the chief justices also get elevated to the bench of Supreme Court, further shortening their tenure in high courts.

NEW DELHI, DEC 8 (PTI): In a move aimed at protecting students’ interests, UGC has brought out an elaborate sets of rules to put an end to “coercive and profiteering” practices by educational institutes regarding verification of certificates during admission, remittance of fees and refunds. As per the new rules notified by the UGC, no higher education institute shall insist upon a student to submit the original academic, personal certificates and testimonials like mark-sheets, school leaving certificates and other such documents while submitting admission form. Institutes shall physically verify the original documents at the time of admission and return those immediately, though they can keep attested copies, the new norms say. It will not be mandatory for applicants to purchase the institute’s prospectus at any time during the course of the study program, it said, adding institutes can charge fees
in advance only for the semester or year in which a student is to engage in academic activities. “Collecting advance fees for the entire program of study or for more than one semester or year in which a student is enrolled is strictly prohibited as it restricts the student from exercising other options of enrolment elsewhere,” the norms say. According to the new norms, if a student chooses to withdraw from the program of study, in which he or she is enrolled, the institute shall follow a four-tier system for refund of fees remitted by the student.

MUMBAI, DEC 8 (PTI): The Chief Ministers’ committee on digital payments, set up following the demonetisation drive and headed by Andhra Pradesh’s Chandrababu Naidu, will submit its interim report to the Centre within the next 2 to 3 days. Naidu, who is the convener of the committee, met with the Reserve Bank brass and top bankers here to review the ground-level situation following the demonetisation drive launched on November 8. After the maiden meeting of the panel, that was skipped by all other six Chief Ministers, mostly from the BJP States, a statement from Naidu’s office said they have decided to submit an interim report on the ongoing cash recall exercise to the Centre within the next 2 to 3 days. New Delhi, Dec 8 (PTI): Criticising the governments move to demonetise old Rs 500/1,000 notes, West Bengal Finance Minister Amit Mitra today said India could lose as much as Rs 4.7 lakh crore in its GDP. “We may also lose Rs 4.7 lakh crore in our GDP,” he said in an interview to Karan Thapar on India Today news channel. “Just imagine for Rs 400 crore of supposedly fake money, according to the government itself, you kill or demonetise over Rs 14.5 lakh crore or may be Rs 15 lakh crore. “What kind of policy is this. Another serious question, we recently saw some new fake money, I am told according to reports. What does this mean. This is horrendous,” the West Bengal minister said. Mitra said the governments decision to demonetisation the will provide no gain, but only acute pain. He also said the demonetization “is perhaps the biggest scam that is about to happen”. “This has two serious implications. One, it could be that the government was purely ignorant because it does not consult anybody... or they have in effect facilitated some people from converting black into white, effectively ending up with no RBI surpluses,” he said.

KO L K ATA , D E C 8 (IANS): A team of US’ Federal Bureau of Investigation sleuths is in the city to quiz suspected IS and Jamaatul-Mujahideen Bangladesh (JMB) operative Mohammad Masiuddin alias Musa, who was arrested by the West Bengal CID in July. Sources close to the development said the FBI team wanted to interrogate Musa about his links with the Islamic State. Earlier in the day, a city court granted the National Investigation Agency the custody of Musa, who was in judicial remand for two days. Musa was nabbed by the CID on July 4 from aboard a train in Burdwan for having alleged links with foreign extremists including the IS. The probe was subsequently taken over by the NIA. In August, Musa was grilled by a hi-profile intelligence team from Bangladesh’s Rapid Action Battalion which is probing the terror attacks in Dhaka and Kishoreganj.

NEW DELHI, Dec 8 (Agencies): The rate cut cycle may not be over, and the Reserve Bank may go for a 25-50 bps cut in calender year 2017, as the underlying disinflationary forces are expected to continue next year, says a report. RBI surprised with a status quo on policy, premised on upside risk to January-March quarter inflation and limited transient growth drag owing to demonetisation. According to Kotak Institutional Equities, “The tone was hawkish and we do not rule out another status quo in February, albeit contingent on the CSO advance estimate of FY2017 GVA.” If the CSO’s advance estimates of GVA indicate a significant slippage in third quarter (October-December) of FY2016-17 growth compared to RBI’s estimate, “RBI may favour a cut in February”, the report said. On December 7, RBI kept interest rate unchanged despite calls for lowering it while it slashed the economic growth projection

NEW DELHI, DEC 8 (IANS): Admitting that there are visible and hidden costs in reducing cash volume in the economy, the government on Thursday announced a series of eleven measures designed to increase the pace of digital payments to usher in a cashless economy. Among the measures, payment by card for petrol and diesel will enjoy a discount of 0.75 per cent, Finance Minister Arun Jaitley told reporters here. He said that in one month since the demonetisation of high value currency on November 8, the percentage of digital payments at petrol vends has gone up from 20 per cent to 40 per cent. Customers will get a higher discount on digital payment as all central undertakings will ensure that the transaction fee and merchant discount rate (MDR) charges are waived on such payments, Jaitley said. Dhaka, Dec 8 (PTI): Five members of a banned Islamist extremist group were today nabbed in Bangladesh as they were regrouping in a bid to free their arrested leaders, a day after the Supreme Court upheld the death sentence of the outfit’s chief. The five were members of Harkatul Jihad al Islami (HuJI) and were arrested in separate operations, police said. The elite Rapid Action Battalion (RAB) found bomb-making materials from their three-storey hideout in Chittagong. Three militants were arrested in the operation carried out on the lead provided by two militants arrested from another area in the southern port city. “The five arrested in
separate incidents are HuJI members,” RAB media wing director Mufti Mahmud Khan told reporters. “They were trying to regroup after a long period of inactivity,” Khan was quoted as saying by bdnews24 online. He said the militants were planning attacks to free their arrested leaders. The two suspects caught earlier - Tajul Islam and Nazimuddin - had pistols in their possession, Khan said adding that seven gun magazines, 12 IEDs and bomb-making materials were found in the hideout from the three were arrested later. “Tajul Islam is HuJI’s chief coordinator in Dhaka. His name came up after the arrest of HuJI leader Mufti Mainul Islam. Tajul has been central to their

ISLAMABAD, Dec 8 (Agencies): Rescue teams have recovered the bodies of all 47 people who were travelling aboard the ill-fated Pakistan International Airlines plane that crashed into a mountain in the country’s north. It was the deadliest plane crash in four years, with a famed rockstarturned-Muslim evangelist, two infants and three foreigners among those killed. Engine trouble was initially believed responsible, but many questions remain, stirring new worries about the safety record of moneylosing state carrier Pakistani International Airlines. Kohima, Dec 8 (NPN): Nagaland Legislative Assembly (NLA) speaker Chotisuh Sazo graced the 33rd session of the Thipuzu Village Youth Sports Association cum Cultural Day on December 7. Speaking on the occasion, he lauded the Thipuzu village for being pioneers in religion, education and national politics in the area. “Even today, Thipuzu village is leading the people of the area in promoting horticulture for which is laudable and worthy of replication,” he said. Sazo also reminded the youth gathered that every sportsperson have defining characteristic such as commitment, sincerity and dedication. Every sportsperson who have
excelled have nurtured these qualities whereby they have achieved their feats. He, therefore, urged the youth to imbibe these qualities whereby they can become good sports person. Sazo also stressed on the good cultural values such as honesty, integrity, hard work etc that the people have inherited from forefathers. He, however, rued that many of these cultural values and ethos are diminishing. Thus he went on to remind the gathering that culture is not only putting on traditional dresses and singing folk songs and dance. But true
culture lies in imbibing the good cultural values and traits and he urged the youth to be vigilant in preservation of our good cultural values. Prior to the inaugural function of the 33rd Youth Session, Sazo inaugurated the Vekuhuce (Progressive) cum badminton stadium followed by NH alternative road constructed under NLCPR. He also inaugurated the new water supply to the village. The programme was chaired by Vetsurayi Tetseo while the welcome address was delivered by VDB secretary Thipuzu Village.

S i ng a p o r e , D e c 8 (Agencies): FIFA chief Gianni Infantino on Thursday said Asian countries backed his plan to expand the World Cup to 48 teams -- and added that up to three countries should be allowed to co-host the tournament. Infantino, speaking after a three-day FIFA summit in Singapore, said Asian football associations “unanimously” supported a larger World Cup, with a “big majority” favouring 48 teams. Infantino’s proposal for a 48-team World Cup in 2026, featuring 16 groups of three, will be submitted to the FIFA Council next month. Mumbai, Dec 8 (PTI): Keaton Jennings impressed on his debut for England with a century but offspinne r R av ic ha nd r a n Ashwin brought India back with a late three-wicket burst on the opening day of the fourth cricket Test, here today. England were going strong by taking tea at 196 for two but India reduced the visitors to 288 for five at stumps as Ashwin removed Moeen Ali (50) and Jennings (112) in space of three balls and later got rid of Jonny Bairstow (14). Ben Stokes (25) and Jos Buttler (18) were the unbeaten batsmen at close after an unfinished stand of 39 on a track that would be
difficult to negotiate with passage of time. Post-tea, Ashwin made the ball talk by extracting turn and bounce from the Wankhede Stadium track and ended with figures of four for 75. England skipper Alastair Cook (46) was dismissed by left-arm spinner Ravindra Jadeja (1/60) in the opening session. AC Milan sale to Chinese put off to March MILAN, Dec 8 (Agencies): The sale of Italian giants AC Milan has been pushed back three months to March after a request by the Chinese consortium which is taking over the seven-time European champions. Milan owner Silvio Berlusconi and SinoEurope Sports (SES) had agreed a date of December 13 for the conclusion of a deal that valued the club at 740 million euros (then $825.4 million) and will see Milan join city rivals Inter in falling under Chinese ownership. On Wednesday SES and Berlusconi’s holding company Fininvest agreed on a new date of March 3 following a request by the Chinese consortium, which has already made a first down payment of 100m euros to buy the Serie A giants. Another instalment of 100m will be paid to Fininvest by December 12, according to a joint statement released by the parties, with the conclusion of the deal set for March 3.

Both Gunners superstars - with 21 goals between them this season - are entering the final 18 months of their deals and Wenger remains hopeful of keeping both beyond 2018. The Arsenal boss offered “no assurances” to supporters but, speaking ahead of Saturday’s game against Stoke, he made it
clear he is prepared to lose both for nothing. “No matter what happens they will stay for 18 months and hopefully for much longer,” he said.
