The government had recently informed the Supreme Court that a Bill for DNA profiling to enable maintenance of records was likely to be brought in the upcoming session of Parliament. A Bench comprising Chief Justice Dipak Misra and justices A M Khanwilkar and D Y Chandrachud considered the statement made by Addl. Solicitor General Pinky Anand, appearing for the Centre, saying the government should take steps as “expeditiously as possible”. The court was hearing a PIL filed by the NGO stating that India did not have a national DNA database to address the issue of thousands of unclaimed dead bodies that are reported annually.

NEW DELHI, MAY 13 (AGENCIES): In a decision that has serious ramifications over data leaks which have been on the news, the Law ministry has come up with a proposal to set up DNA data banks at the national and state levels to store profiles, reports PTI. The PTI report quoting a draft Bill on DNA technology being finalized by the Law Ministry said those who leak the information stored in such facilities will be punished with a jail term of up to three years. The draft Bill also states that all DNA data, including DNA profiles, DNA samples and records, will only

be used for identification of the person and not for “any other purpose”. The draft Bill, based on the one prepared by the Law Commission recently, states that national and regional DNA data banks will be set up for maintaining a national database for identification of victims, accused, suspects, undertrials, missing persons and unidentified human remains. The Law Ministry is now finalising the official draft before it goes to the Union Cabinet for final approval. Assam in turmoil over Citizenship Amendment Bill

D I M A P U R , M AY 1 3 (NPN): Changsao Thangjam Setshang (CTS) and Chang Students’ Union Tuensang Town (CSUTT) have expressed shock at the sad state of affairs at Tuensang civil hospital. This follows a visit by the organisations to the hospital on May 10 to take stock of the situation. According to a press release issued by Naong and Bhukyim, presidents of CTS and CSUTT respectively, the government and health department seem to have taken things for granted as the hospital is currently functioning with only one doctor. Out of five sanctioned posts of doctors, three had been transferred, while one doctor resigned, they pointed out. Warning that shortage of doctors could risk lives of people, CTS and CSUTT reminded the Health department to implement the September 16, 2017 office notification. CTS and CSUTT said the Tuensang civil hospital is not only the hope for a large population of Tuensang town, but also the whole rural population of the district. They, therefore, urged the department to deploy the required number of doctors at the earliest. During the visit CTS and CSUTT also donated medicines worth Rs 50000 to be distributed to poor patients.

NEW DELHI, MAY 13: BJP governments in the North East such as– Assam, Arunachal Pradesh, Meghalaya and even Manipur- could face difficult times ahead if the Modi government goes ahead to pass the controversial Citizenship (Amendment) Bill 2016 that seeks to grant citizenship to religious minorities from Bangladesh, Pakistan and Afghanistan facing persecution and violence for their beliefs. The proposed law that would give citizenship to immigrants from Bangladesh has stirred up the North East against the BJP, which rules six of the seven states. Illegal migration is a sensitive issue in states like Assam and some of the BJP’s alliance partners have threatened to withdraw support from the coalition governments.

Before passing the Bill, Centre constituted a Joint Parliamentary Committee (JPC) comprising of 16 members who are currently on a tour of the North East to solicit views on the controversial Citizenship (Amendment) Bill. The Bill was introduced in the Lok Sabha to amend the Citizenship Act, 1955 to make illegal migrants belonging to six communities-Hindus, Sikhs, Buddhists, Jains, Parsis and Christians -- eligible for Indian citizenship after six years of residence in the country. A key amendment in the Bill seeks to grant citizenship to people without valid documents. This component has had hundreds of organizations in the North East expressing strong objections which could affect the stability of governments such as in Assam.

JA K A RTA , M AY 1 3 (IANS): At least 11 people, including a suicide bomber, were killed and 41 injured on Sunday in bomb attacks on three churches in the Indonesian city of Surabaya, police said. Two police officers were among the injured after a series of explosions took place in the morning during Sunday service, Efe quoted East Java police spokesperson Frans Barung Mangera as saying. The first explosion took place in Surabaya’s Santa Maria church, killing four people, including the suicide bomber. NEW DELHI, MAY 13 (AGENCIES): Confronted with crippling operational shortages in ammunition stocks that would not last even 10 days of “intense fighting”, Defence ministry and Army are now finalizing a Rs 15,000 crore plan to get the domestic private sector to manufacture seven different types of ammunition. The government was rudely jolted out of its slumber after the terror attack at Uri in September 2016 when it found that the 13-lakh strong Army simply did not have certain categories of ammunition to undertake a full-blown war with “intense fighting” for 10 days. TASU calls off proposed stir

MOKOKCHUNG, MAY 13 (NPN): In their continuing effort to grow trees along the MopungchuketMilak road, volunteers of The Greensight Project on Saturday undertook an aftercare exercise for the tree

saplings planted last year along a 7-km stretch of the road. A total of 24 volunteers turned up for the day, and weeded and mulched the saplings and replaced those that did not survive by planting new ones. They also planted 300 more new saplings, includ-

ing an assortment of indigenous wild fruit-bearing trees and Himalayan cherry blossom trees. Further, in an effort to popularise the State tree in the area, they also planted 100 alder tree saplings. Launched in 2016, The Greensight Project is a five-year scenic enhancement programme of Mopungchuket Ait L a i s h i r Te l u n g j e m (MALT), students’ union of Mopungchuket village in Mokokchung district. Growing trees along the Mopungchuket-Milak road is the project’s flagship programme, which is complemented by undertaking various other environmental aesthetics development works in the village. An array of works to develop the village’s scenic appeal has so far been undertaken under the project.

According to programme coordinator, Kelhikha Kenye, while addressing the students in the introductory session, Dr. Hovithal Sothu appreciated the village community for organizing the seminar programme for students which, she said, would go a long way in benefiting the student community. DIMAPUR: NSCN (K) through its MIP has warned impostors “engaging in rampant extortion and unauthorized taxation in and around Dimapur and Kohima claiming to have endorsement of ‘lt. gen.’ Niki Sumi and ‘col’ (trd) Isak Sumi, dy kilonser.” In a press note, MIP identified the impostors as—“Vikuto Sumi, Noghuka alias Noka alias Alex and Kughato Chishi all former NSCN/GPRN cadres”. MIP said these persons were not to be entertained

DIMAPUR: In the early hours of the 2nd day of the 18th ASAN General Conference, Agricultural Students’ Association of Nagaland (ASAN) initiated a plantation drive at NU:SASRD, Medziphema, in collaboration with NSS:SASRD and Eco-club:SASRD. A press release from ASAN said that the plantation drive was graced by Prof. Aleminla Ao, Department of Entomology, NU:SASRD. Prof. Aleminla stated that “Forest burning is affecting the environment” and encouraged the planting of trees, protecting the forest. Around 200 tree sap-

lings were planted in and around the campus. The saplings thus planted were of the trees ashoka tree, pride of india and bottle brush. The plantation drive was followed by two technical sessions. The sessions were chaired by Mekrolu Mero, literary secretary ASAN and the welcome address was pronounced by professor A.K Makar Dean, NU:SASRD, where he lauded ASAN for organizing the conference. The key note speaker for the first session was Dr. I. Amenla, director SAMETI & principal IETC, who tackled the

topic “Organic Nagaland: Current Trends and Challenges”. The speaker enlightened the gathering on the various prospects of organic farming, its importance, scope and status of organic farming in the state. The speaker also brought up the constraints faced by the various departments of the agri. and allied sector in bringing about an organic revolution in the state. The key note speaker for the second session was Bendanglila, joint director dept. of Agriculture, who spoke on the topic “Marketing opportunities and challenges of organic

products in Nagaland”. The speaker discussed the prospects of marketing organically produced products and the various schemes and policies provided by the government to aid organic farmers to sell their products at the best possible prices and time. The conference concluded with a valedictory programme with Prof. T Lanusosang, pro-vice chancellor NU:SASRD as the ‘valedictory quest’. The professor spoke on the importance of agriculture and emphasized that people will depend on agriculture no matter how far society develops. He also exhor ted the students to disseminate technical knowhow among the targeted groups. He also lamented that young Nagas were losing work culture and expressed disappointment that unemployment was on the rise. Therefore, he threw a challenge the young educated agriculture professionals to be assets for society and agents for its change. The programme concluded with a valedictory prayer by Anubngba Imsong, pastor, MTABC.

DIMAPUR: Sao Chang G ove r n m e n t C o l l e g e (SCGC), Tuensang in collaboration with the Krishi Vigyan Kendra (KVK) Tuensang organized a one day workshop on vermicompost at the college premises on May 12 organized under the initiatives of Rashtriya Uchchatar Shiksha Abhiyan (RUSA) committee of the college which is funded by RUSA GoI, MHRD.

micomposting, preparation of vermicompost, steps involved in vermicomposting etc. The second session was entirely a hands-on demonstration with active participation from the floriculture students. Altogether 22 floriculture students along with the RUSA SCC committee participated in the workshop. Certificates of participation were also distributed after the workshop.

Kohima Ao Telongjem holds general meeting DIMAPUR: Kohima Ao Telongjem (KAT) held its first annual general meeting on May 12 at Molu Ki Kohima with Tali Longkümer (IAS Rtd.) as the main speaker. According to a press release from KAT, addressing the gathering Longkumer said, Nagas talk a lot about development but people were confined more along the lines of physical development. He expressed concern for the mental development of the people pointing out that advancement could only happen when people develop both mentally and physically. Speaking on the theme “Befitting Citizen”, Tali Longkumer encouraged the Ao community to work hard and display honesty in all aspects of life. Sonowal reassures of protecting people’s interest

Guwahati, May 13 (PTI): Assam Chief Minister Sarbananda Sonowal has said he had no reason to continue on his post if he could not protect the interest of the people of the state. He was interacting with the editors of print and electronic media here last evening on the prevailing situation in the state following the recent visit of the Joint Parliamentary Committee on the Citizenship Amendment Bill, 2016. “If the interest of the state and its people are not secure, then what is the meaning for me in continuing as the chief minister of the state. That is why we will sincerely work for safeguarding the interests of the people of Assam. This is certain,” Sonowal said. A key amendment in the Bill seeks to grant citizenship to people without valid documents from six minority communities -Hindus, Sikhs, Buddhists, Jains, Parsis and Christians -- from Afghanistan, Bangladesh and Pakistan after six years of residence in India. “It is my duty as the chief minister to take all with me and not take decisions on my own. By taking the opinion of the people of Assam, we will take a decision on the issue. “I will seriously think

about the suggestions given by you all here and as advised, I will also discuss the matter with senior citizens and intellectuals in the coming days,” he said. He also appealed for peace and said there is no need for people to get agitated as the process for the JPC to take their opinion is still on. “We will not take any decision that goes against the people of Assam, We all have to ensure peace across the state and keep faith in the government. I appeal all to maintain peace so that unwanted situations do not develop in the state,” he said. “The JPC Chairman had hinted the Committee will return to Assam to further take the people’s opinion on the Bill. A human chain carrying placards also supported the Bill, while politicians of both the ruling BJP and opposition Congress supported it even as their respective parties opposed it in the Brahmaputra valley. Following the JPC hearings, protests have been taking place on a daily basis in the Brahmaputra valley against the Bill.

He went on, “The people with whom Phukan shared this development have told me that what this new proposal had on offer was equivalent to sovereignty (Ulfa’s primary demand) and I could not have rejected it this time.” This, Baruah said, makes him “certain that he has been kidnapped either by people who do not want us to engage in peace talks or by one of India’s intelligence agencies - IB, RAW, MI or NIA - who have serious inter-agency rivalry among them.” The last time Baruah

had met Phukan was in Rangoon in 2014, when a peace proposal by IB and RAW was on the table. “I rejected it and asked him to come back with a proposal that could convince us. I am not against a dialogue, but the government should come up with a proposal that is aligned to our principle,” he said. “Phukan got in touch with me over phone six months ago, saying that he was working on another proposal,” he added. The peace talks had not made much progress “despite Phukan’s sincere efforts”, Baruah said. After the first phase of talks in 1990, Phukan went back to Baruah in 2001 when the Congress government returned to power under Tarun Gogoi. Baruah rejected the proposal again. “In 2005, National Security Adviser MK Narayanan projected Mamoni Goswami to carry forward another initiative by Phukan with her former DU colleague and

then Prime Minister Manmohan Singh. We pulled out when the government insisted on my presence at the meeting, rather than addressing the issue,” Baruah said. He added, “Phukan’s services were availed once again by India when the pro-India Awami League came to power in Bangladesh in 2008. Agartala, May 13 (PTI): The Tripura government today said that social security pensions were not temporarily suspended and the process, to provide pensions to the beneficiaries, has been initiated. An official statement issued by the government said that the Social Welfare and Social Education Department has clarified that reports of stopping social security pensions were far from true. The payment file for 4.19 lakh beneficiaries of various social security pensions provided by the state and central governments in Tripura was issued on May 11, the statement said. Earlier on March 14, a memo issued by the additional secretary of the Social Welfare and Social Education Department said, “It has been decided by the council of ministers in its meeting held on 10th March, 2018 that the process for grant of social pension shall be reviewed and pending such

review, all the cases pending for sanction of social pension shall be kept in abeyance.” However, on Sunday, the government statement said that the payment file of pension benefits, which was issued on May 11, would clear pension dues for the month of April. The social security benefits include destitute women’s pension, oldage pension, pension scheme for differently-abled people, informal sector workers and others. Recently, the Opposition Congress and the CPI (M) had criticised the

government, alleging that it was a move by the state government to exclude Opposition supporters from getting government benefits. Pradesh Congress vicepresident Tapas De said that the government’s statement was a ‘victory’ for his party. “This statement is a victory for our party. However, the state government should announce Rs 2,000 as revised amount for all social security pensions as promised in the BJP’s vision document before the Assembly polls,” De said.

Karnataka elections: BJP, Congress confident of win

Bengaluru, May 13 (AGENCIES): A day after voting in Karnataka, both the Bharatiya Janata Party and the Congress on Sunday appeared confident of winning the state election that is seen to have national implications ahead of next year’s Lok Sabha polls. Outgoing chief minister and Congress leader Siddaramaiah said his party will retain power in Karnataka, brushing aside exit polls that predicted a hung assembly after a bitterly fought campaign. “This will be my last election,” he told reporters in Chamundeshwari constituency, one of the two seats from where he contested. To a question on the possibility of a Dalit chief minister, he said, “It is fine if the party decides to have a Dalit chief minister.” The mood in the rival camp too seemed upbeat. BJP’s chief ministerial candidate, BS Yeddyurappa, said he will “give it in writing” that his party will bag 125 to 130 seats --- comfortably above the majority mark of 123. Govt mulls putting SC/ST Act in Schedule IX of Constitution New Delhi, May 13 (AGENCIES): The government is planning to bring an ordinance to overturn the Supreme Court verdict putting safeguards on arrests under the SC/ST (Prevention of Atrocities) Act and subsequently introduce a bill to insulate it from further judicial scrutiny. The gover nment is likely to introduce the bill in monsoon session of Parliament to incorporate the legislation in the Ninth Schedule of the Constitution, laws under which cannot be challenged in courts. Through the ordinance, the government will reintroduce provisions of the act which it feels were diluted by the Supreme Court verdict in March this year. The “dilution” triggered massive protests by various Dalit and political outfits, during which nearly a dozen people were killed. “While the bill is a permanent arrangement to ensure that the SC/ST Act’s provisions are not diluted again, the ordinance is an interim arrangement to overturn the ruling,” a senior government functionary explained. The proposed ordinance would make it clear that notwithstanding any

18 people killed by lightning

Midnapore, May 13 (AGENCIES): At least nine people were killed and several others were injured in storm and lightning on Sunday afternoon in four districts of West Bengal, the state disaster management department said while nine other were killed across Telangana and Andhra Pradesh. Sunday’s casualties took the total number of deaths in storms and lightning since April 30 to 46 in West Bengal. Of the nine killed on Sunday, four were children, all of whom were struck by lightning when they went out to collect mangoes at Uluberia in Howrah district. Two others were killed in Hanskhali in Nadia district, two at Ghatal in West Midnapore district and one at Jalangi in Murshidabad district. Expressing concern over the deaths, West Bengal chief minister Mamata Banerjee said that the government would provide compensation to the families of all those killed in storm and lightning since April 30.

t is not for anything that Dimapur has the dubious reputation as the extortion and crime capital of Nagaland and perhaps also among the prominent cities in the north east region as was revealed in the appeal made by the Dimapur District Chamber of Commerce and Industry (DCCI) on the state government to immediately intervene and stop unabated and illegal taxations imposed upon businessmen and traders by various Naga National Political Group (NPGs). If one were to take a closer look, beyond the mushrooming of commercial buildings etc, the economic condition of Dimapur is totally stagnated because of lack of growth and the businessmen strangulated due to hordes of elements imposing ridiculously inflated taxes on every item. DCCI has mentioned a series of illegal taxes imposed upon the helpless people such as annual tax, agency tax, gate tax, transport tax, dealership tax, itemwise tax and illegal syndicate control over dealership and distribution and sale of various items in the market including poultry, fish, meat and vegetable items. In addition, there is citizen registration tax, construction tax (on labourers involved in any construction, even those belonging to ordinary citizens). DCCI pointed out that there are around 10 to 15 types of taxes imposed upon the business community in Dimapur by various armed groups who have seem to have switched their activities from politics. Crimes in Dimapur are being monitored and controlled by various mafia dons using the readily and unceasing availability of gunmen in collusion with some bigwigs of NPGs. This had been openly stated earlier by ACAUT Nagaland. It had put ACAUT into trouble with NPGs to the extent that its leaders were summoned and branded. Be that as it may, what DCCI has said means that the situation has become very bad. This is because of the addition of many more groups styled as NPGs but whose very existence is for the sole purpose of collecting money “for the national cause”. This is not unknown to the government of Nagaland which continues to harp on police modernization but where all the hundreds of crore rupees have disappeared is unknown even as the ranks are getting filled by backdoor appointees most of who do not deserve to wear the uniform. It may also be pertinent to recall that this newspaper has been either reporting or commenting on such crimes that had raised their ugly heads since the late 80s. Various state governments had made serious attempts to “intervene” and made no bones about deterring such activities. However, with the “equi-closeness policy” such crimes were looked upon as “politically related”, to quote a former minister. There is a growing sub-culture in Dimapur town/ city which has complicated the problem of promoting progressive economic growth to the commercial capital of the state which has fallen on bad times since the beginning of the 90s. A social milieu resplendent with those who dare dream but who don’t dare lift a finger; the world of dons running almost every commercial venture through a criminal syndicate and the anti-social syndrome that has gotten worse due to absence of law enforcement are notable ingredients of the sub-culture. It would make a difference if various tribal organisations, seriously ponder over this issue and contemplate effective response to crimes committed by their fellow members to prove that these bodies can make the difference to bring the change. The DCCI has thrown the ball in the state government’s court and it remains to be seen how it will respond.

I should be living in such perfect harmony with God’s Son that the spirit of my mind is being renewed through every circumstance of life, and that I may be able to quickly “prove what is that good and acceptable and perfect will of God” (Romans 12:2 ; also see Ephesians 4:23). God always instructs us down to the last detail. Is my ear sensitive enough to hear even the softest whisper of the Spirit, so that I know what I should do? “Do not grieve the Holy Spirit of God…” (Ephesians 4:30). He does not speak with a voice like thunder— His voice is so gentle that it is easy for us to ignore. And the only thing that keeps our conscience sensitive to Him is the habit of being open to God on the inside. When you begin to debate, stop immediately. Don’t ask, “Why can’t I do this?” You are on the wrong track. There is no debating possible once your conscience speaks. Whatever it is— drop it, and see that you keep your inner vision clear.

he world economy is in turmoil as crude touches a high since 2014 in the wake of US rejection of the Iran nuclear deal. Rupee is on a roll to touch one of the lowest marks against a surging dollar, a phenomenon that occurs for the eleventh time since 1983. Inflation is set to rise in India. The only good news is that as interest rate rises it would cause cheer to the depositors and the banking sector. This is to boost savings which has touched a low of 29 percent growth India in 2016 from a peak of 38.3 percent in 2007, just before the Lehman Brothers crisis ruined the banking sector. Malaysia and Pakistan have already started gradual increases in interest rates. The rupee had touched Rs 58.96 against dollar in May 2014 soon after the NDA government took over and now it has gone to a low of Rs 67.43 and is projected to fall further. It poses politico-economic problem as twin rises – oil and dollar – disturbs the businesses and the government. It leads to an inflationary situation, trouble for international commerce, trade balance, budgetary projections and possible

inequalities. All this happening at a time when the UN’s Economic and Social Survey of Asia and Pacific 2018 (ESCAP), launched in Delhi, and International Monetary Fund’s (IMF) latest economic outlook project low regional and world growth necessitating economic reorientation. The world bodies are worried at the US attitude and economic roil. India is seeing a currency crisis that had hit it in September, 2013, when rupee had touched almost Rs 68 to a dollar. It makes crude more expensive for an Indian. It hits an Indian home and may lead to a farm crisis as input costs, particularly irrigation, fertiliser and transport, are bound to rise. Consequently there may be problems for growth, job creation and development funding. Wage rise and many readjustments are must. The IMF has just projected India growth at 7.4 percent up from 6.7 percent in 2018 though advanced economies including the US would have almost 0.2 percent rise in 2018 at 2.9 percent and in 2019 at 2.7 percent. The euro zone will grow 2.4 percent this year before falling

to 2 percent in 2019. The ESCAP projects 0.4 percent growth for Asia-Pacific, having 53 states with 60 percent of world population, at 5.8 percent in 2017 against 5.4 percent in 2016. India and China lead the growth and Russian Federation having come out Shivaji of recession on oil price recovery may add to the cushion. But 2018 growth in Asia-Pacific is set to fall to 5.5 percent as in half the countries consumption of the bottom 40 percent grows at a slower pace. As real wages are not rising by rising productivity, consumption would be led with debt and cause financial vulnerabilities. Social inequalities are also set to rise with higher inflation as economies would be operating below their potential hit by low wage and job growth. Though e-commerce may meet demand at lower costs, automation may further lower wages. The working classes in the region are in for big trouble. It may be an uphill task to contain social discontent. Trade barriers and harsh US measures are likely to further disrupt cross-border production networks. This may

affect not only trade but also long-term investments. Even short-term investments like the withdrawals by foreign portfolio investors from Indian market may cause forex problems to be further fueled by rising import bills for crude and other goods. Exports rises would Sarkar be moderate and are unlikely to offset the forex. A repeat of 1997-98 Asian financial crisis is forecast. It may have adverse impact on the India’s Look East Policy as the countries like Malaysia, Thailand, South Korea and China face financial vulnerability in the wake of rising private debt resulting in asset price corrections, says ESCAP. It may impact projected Indian investments in building roads in Myanmar and south-east Asia. India was hedged as commercial lending rates were not lowered because of banking sector problems, ESCAP says. So rising deposit rates would not be much of a problem for Indian businesses and would help individual savers. While ESCAP has stressed on further tax widening and increases, it has not stated how rising taxes add to citizen’s woes as it is inflation-

ary and increase in government expenditures. It leads to a concern of povertisation of the transitional, middle, class, says Jaimini Bhagwati, RBI chair professor, ICRIER and former joint secretary in finance ministry. Head of ESCAP South and South-West Asia Rupa Chanda says the tax increase measurers also leads to problem of attitudes (tax-terror) of tax officers. If the government wants deposits, that had fallen because of lowering of interest rates and taxing individual banks deposits, to rise, improve health of the banking sector, it has to amend its policies and let the deposits not be subjected to TDS. It will boost the banks, economy, reduce government burden on avoidable costs, processes, and litigation. Since the introduction of TDS on bank deposits, reviews and litigation have increased. If it is done away with individual and bank liquidity is set rise, the government finances are bound to improve with higher consumption, tax realization and better ease of doing business. Similarly, many unnecessary recently introduced banking procedures also have to be simplified. For a few rogues

The ESCAP also suggests ‘macro-pr udential’ measures to do away with financial (tax) excess. These, it says, reduce systemic risks and safeguard stability of financial (banking and revenue) system and markets. It sees problem in India’s Rs 9.5 trillion NPAs caused by corporate leverage. Its oblique suggestion is not to hit the ‘micro’ individuals - citizens of institutions. Another aspect that has to be taken care of is the surging deficits of the Indian state governments. The centre’s deficit, it finds, is controlled and overall debt is one of the lowest at 60 percent compared to Japan’s of above 20 percent. It finds strengths in Indian economy but calls for fine tuning to make the trajectory smoother and faster. The international situation – oil prices and dollar – would remain problem but with some ease of methods and trust in citizens, Indian can remain the engine of world growth.

India is the host of World India’s hostile attitude towards China Environment Day 5th June 2018 is harmful to Northeast region

ver since the humiliating defeat of India in ChinaIndia war (1962), India’s attitude towards China was that of hostility. Nehru’s Panchsheel policy (peaceful co-existence with neighbors) was largely blamed for allowing China to take advantage. It permanently bridged the trust, at least on Indian side. After that war, India’s attitude towards the northeast region became fragile. History was clear that in that war, as Chinese intrusion came to as far as Tezpur, Nehru literally gave up the entire Assam. (Northeast formed Assam province in British India period). It infuriated the top northeast leaders of that time. It alienated the northeast region emotionally. Northeast people stopped trusting the mainland Indians. Mainland Indians always suspected the northeast people; particularly the Nagas because of the Federal Government of Nagaland’s connect with China in 1967. India’s northeast policy in the past sixty plus years has been largely on military perspective, dictated more by Indian military top-shots posted in the region than politician statesman. China has remained the centre of focus in all the strategic planning concerning the northeast region. Myanmar is our immediate neighbour in the entire stretch of the eastern border. It is only in the north that the northeast region shares its borders with China. All the same, India never trusts China. She always blames China for the burning northeast. In the same vein, India blames the northeast people because of the region’s emotional proximity with China. To mainland Indians, people living in the region are simply ‘people of the northeast’ and ‘not northeast Indians’. That is because most ethnic people in the northeast assert their own independence. Naga independence declaration pre-dated India’s independence. India’s China policy is just two words policy – “Hostile Attitude”. This emanates from the fact that after the 1962 war, India developed a highly suspicious nature and became supersensitive to the very mention of China. The hostility did not result into another full scale physical war but it definitely generated long-standing mutual ‘Cold War’ between the two giant nations. It procreated inherent, dormant hostile attitude that often manifested in border stand-offs. The latest in case was the Doklam stand-off in 2017. None doubted the military capabilities of both the nations. However, in the Doklam stand-off, while China expressed confidence of giving another befitting defeat to India, India only talked of giving tough fight to China but fell short of saying, India could defeat China. The three months Doklam stand-off ended abruptly on August 29, 2017 just few days to BRICS (Brazil, Russia, India, China and South Africa) summit in China. Although India claimed diplomatic victory, restoration of ‘status quo’

proved that it was a no win-win for both. Actually, both China and India did not want physical war. The actual war between China and India is economic power war. Both knows very well that victory in physical war will not make either China or India great but economic power will. China is the second largest economy by GDP (Gross National Product) in the world. India emerged as the world’s fastest growing major economy in FY 2015 and 2018. The competition for economic power between the two most populous nations has gained momentum. India is a large consumer nation. PM Modi repeatedly said, none can take 125 crore Indians for granted. China is a producing nation. It cannot afford to lose Indian market. That is the equation. There will be no China-India war. It is India that is always making a war cry on slightest provocation. China’s economic influence in her immediate neighbors and South East Asian Nations (ASEAN) has already taken deep roots. India, though late, finally realized that China’s threat is not just at the border. In fact, China cleverly kept India engaged in the border by enacting volatile situation in the border on-and-off, while expanding her economic influence, deep into all her immediate neighbors and South East Asian countries. India woke up as late as in 1990s, only to find herself cornered from all angles. India’s obsession with turbulent Kashmir and northeast took heavy toll, to say the least. India’s wake-up call came only in 1991 when the GOI adopted ‘Look East Policy’ with an aim to counterweight that Chinese influence in the region and beyond. After Modi took over as the PM of India, he took the policy to next level as ‘Act East Policy’ (AEP).Regrettably, even after almost two decades, the policy failed to take-off, in the sense that northeast region is yet to feel the difference out of the policy. Nothing has changed at ground as a result of AEP. This may be because, northeast occupies just ‘special reference’ space in India’s larger scheme of Act East Policy. If AEP’s focus is truly on NE, it has to start from NE and not Delhi. The power of implementation should be a shared power between the Centre and the NE States. Though India claims NE region as integral to India, NE has remained her most neglected region. The region has been tagged insurgency infested. Lack of peace has been largely attributed for lack of development. The NE region has diverse ethnic inhabitants, each indigenous inhabitant harbouring its own political aspiration for independence as in the case of the Nagas and others or autonomyin some others. Ever since India’s aggression of Nagaland in 1955, the entire northeast has remained a military zone. Draconian laws like Disturbed Area Act, 1955 and Armed Forces (Special) Powers Act, 1958 continue to

remain in force. Northeast is also cut off from the rest of the world by Inner line Regulation, 1873. India’s northeast policy is that of reluctance, largely dictated by the Ministry of External Affairs (MEA). In January 2017, GK Pillai, former Home Secretary, GOI stated that MEA has great reluctance to open up the northeast. This reluctance policy has kept northeast empty of foreign investment. India on her side failed to humanize the NE region by systematic economic planning. So far, the GOI’s funding of development projects in the northeast has been haphazard and half-hearted, abandoning many multi-crore projects halfway. Transparency and accountability for development projects in northeast hardly exists. Northeast cannot develop without opening up to foreign investments. It is high time that the MEA review its ‘reluctance policy’ to that of ‘welcome policy’. India’s hostile attitude towards China, as far as northeast is concerned, does more harm than good to India. India can build a diplomatic bridge with China better by opening up the northeast. India should open up to China to invest in the northeast.China’s “One Belt, One Road” (OBOR) initiatives, re-christened as “Belt and Road Initiatives (BRI)” if extended to northeast en-route to South East Asian countries is one project that can change the entire face of the northeast by creating another economic corridor. It will not harm but augment the AEP. BRI is a development strategic program that focuses on connectivity and cooperation between China and Eurasian countries by the landbased Silk Road Economic Belt, SREB as well as the 21st century Maritime Silk Road). India had earlier rejected the proposal fearing China’s growing influence out of this ambitious program. India also objected when the land-based BRI made its transit through the Pakistani controlled Kashmir named China-Pakistan Economic Corridor (CPEC). Experts have termed India’s refusal to BRI as not in India’s interest for the reason that it gave China free hand over the great initiatives. Experts also encouraged that it would help India’s interest better if she joins the BRI and play its effective role to check China’s undue influence in BRI. India should stop gambling with northeast but use the region to her advantage to scale new heights for better diplomatic relationship with China. Northeast is China-friendly, at least in attitude. It can play a useful leverage role between China and India. This is something worth exploring and exploiting for the larger interest of India and northeast in particular. There is an under 14 sports academy in Dimapur which hold some very promising talents. They are motivated to practice because they play among themselves and represent themselves in various tournaments. What about after 14? They just tend to drift off into the ether because they have no avenues to pursue. There are just two or three somewhat major tournaments in Nagaland, besides these, many players who give up everything to pursue their passion for sports are left out in the cold. They have no motivation to practice and hone their skills. There may be other academies, but none of any prominence. Many of them turn to drinking and other such behaviours. Govt finalises Rs 15k cr plan for munitions

NEW DELHI, May 13 (AGENCIES): Confronted with crippling operational shortages in ammunition stocks that would not last even 10 days of “intense fighting”, the defence ministry and Army are now finalizing a Rs 15,000 crore long-term plan to get the domestic private sector to manufacture seven different types of ammunition. The aim is to develop capability in the private sector companies, which can set up joint ventures with foreign manufacturers, to bridge the gaps in the production capacity of the 41 factories of the Ordnance Factory Board. “This indigenization of ammunition production over a 10-year time-frame will gradually reduce our heavy import dependence,” said a senior official. The government was rudely jolted out of its slumber after the terror attack at Uri in September 2016 when it found that the 13-lakh strong Army simply did not have certain categories of ammunition to undertake a

The airline is focussing on improving the operational efficiency both in the domestic and international sectors even as it is buoyed over the load factor, on time performance and revenue growth, Kharola told PTI. “During March-April, the revenue has increased by about 20 per cent as compared to the same period last year at roughly about Rs 3,000 crore, though expenses continue to remain high,” he said, adding that the airline has benefitted from the overall growth in

Walmart’s additional share purchase, if made, will be at the same price at which it made the initial investment, the filing said. This could take Walmart’s stake to over 85 per cent. The price at which Walmart bought Flipkart stake has not been disclosed, and different tranches could have been purchased at different prices. Walmart’s filing assumes significance at a time when Flipkart’s key shareholder, Japanese internet and telecoms giant, Soft-Bank, is undecided about the sale of its shares. NEW DELHI, May 13 (PTI): Reserve Bank has initiated prompt corrective action against public sector lender Dena Bank in view of high non-performing loans, restricting the bank from giving fresh credit and new hiring. The public sector lender on Friday reported widening of its net loss to Rs 1,225.42 crore in the March quarter on mounting bad loans and higher provisioning to cover them. The net loss stood at Rs 575.26 crore in the JanuaryMarch quarter of 201617. Sequentially, the loss widened from Rs 380.07 crore in December quarter of 2017-18.”Reserve Bank of India, vide their letter dated May 31, 2017, has initiated Prompt Corrective Action for Dena Bank and imposed certain restrictions, in view of high Net NPA and negative RoA ( return on assets),” the bank said in a regulatory filing. In continuation to the above, “we wish to inform that the RBI vide their letter dated May 07, 2018 (received by the Bank on May 08, 2018) has restricted the Bank from assuming fresh credit exposure and recruitment of staff,” it said further.

New Delhi, May 13 (PTI): The finance ministry is examining a proposal to find innovative ways for dealing with burden of NPA provisions by issuing provision shore-up certificates (PSC) to banks. With the help of this instrument, the operating profit of bank is saved from erosion and the lender would be able to focus on lending activities as being in financially good shape. Under this scheme, the bank concerned will get PSC to the extent of its provision against the bad loans and conserve its capital, sources said, adding that this capital can then be used for expanding core business of lending. NEW DELHI, May 13 (PTI): The Reserve Bank of India (RBI) has declined to share inspection reports for scam-hit Punjab National Bank (PNB), citing RTI clauses that bar disclosure of details which may impede the investigation process or prosecution of offenders among other reasons. Replying to an RTI query, the central bank also said it does not have “specific information” on what resulted in detection of over Rs 13,000 crore scam at PNB and directed the application to the state-run bank for providing those details. The scam, considered to be the biggest ever fraud in India’s history, came to light earlier this year. PNB was allegedly defrauded by diamantaire Nirav Modi and his uncle Mehul Choksi, the promoter of Gitanjali Gems. Among other agencies and regulators, the RBI is also undertaking a detailed probe into the case for necessary action.
