Rejects govt’s plea to stay cases filed in all courts against demonetisation NEW DELHI, NOV 18 (AGENCIES): The Supreme Court on Friday warned that there “may be riots” and refused the government’s plea to stay cases filed against demonetisation in High Courts and lower courts across the country, saying “how can we shut our doors to people when there is a problem of such magnitude.” A Bench led by Chief Justice of India T.S. Thakur noted that people have started becoming “frantic” for money, braving queues for hours. The very fact that cases are being filed in courts all over is a signal that the problem is “serious and of magnitude,” it observed. “They are going to the courts for relief. We cannot shut our doors to the people,” Chief Justice Thakur pointed out, The Bench said it can consider the plea only to the extent of transferring the cases to Delhi. “This is very serious.

State govt issues advisory to citizens D I M A P U R , N OV 1 8 (NPN): Nagaland government in an advisory issued through principal secretary & finance commissioner, Temjen Toy stated that demonetised Rs.500 and Rs. 1000 currency notes can be deposited to one’s own bank account till December 30, 2016. Thereafter, deposit of old notes would be permitted only at designated branches of the Reserve Bank of India. Further, the principal secretary & finance commissioner said all cash deposits of Rs. 2.50 lakhs and above would be scrutinized and deposits not matching income would be questioned. Meanwhile, the state government has cautioned all tribals, who are exempt from paying income tax, not to allow any non-tribals from parking their money in the bank accounts of the tribals. Such action was illegal and would amount to conversion of black money to white, Temjen Toy stated. The principal secretary & finance commissioner said as per Central government’s directive, strict action would be taken against those involved.

The government acknowledged that there is a shortage of Rs. 100 notes as the now defunct Rs. 500 and Rs. 1000 notes formed 80 per cent of the currency in circulation before November 8. “Rs. 100 notes are not available. Rs. 500 and Rs. 1000 notes was over 80 per cent of the currency,” Rohatgi owned up. Rohatgi, at the same time, denied any “cash crunch”. He submitted that there was only trouble dispensing the newly printed currency from the mints to all over the country — to post offices, ATMs, banks, etc. The hearing started with Chief Justice Thakur asking how the government reduced the limit of exchange of currency from Rs. 4500 to Rs. 2000 again despite the Supreme Court asking the Central government to do its best to alleviate the hardship of the common man. The Bench has asked both the Centre and Sibal to produce facts and figures on November 25, depicting the ground realities and sufferings caused to the people due to demonetisation.

Demonetisation: Newspapers fail to hit stands in M’pur Banks to work today Correspondent

Banks across the country will remain open on Saturday and follow normal working hours to complete pending work, but only senior citizens will be able to exchange notes at bank branches, said Rajiv Rishi, chairman Indian Banks’ Association (IBA) to news agency ANI. He also said that with the use of indelible ink, queuing had substantially reduced. “We have taken a view that on Saturday, the banks shall not be doing exchange over the counter of 2000 rupees. We will make an exception for senior citizens. But tomorrow we will spend trying to update our works and do the works in relation to our own customers,” Rishi added. Speaking to ANI, Rishi stated that ever since demonetisation was announced, all banks have been working for extended hours including holidays to ensure the public at large was not inconvenienced. “In fact, we have diverted all human resource to make sure that all those who stood in queues got their money exchanged, deposited and withdrawn.

IMPHAL, NOV 18: Newspapers in Manipur have become victims of the demonetization process, as publishers have decided not to carry out usual business citing reasons that the entire process has adversely affected them. As a result, no newspapers hit the stands on Friday. The media fraternity staged a sit-in-protest at Imphal’s Keishampat Junction under the aegis of All Manipur Newspaper Publishers Association and All Manipur Newspaper Sales and Distributors Association. They said after Modi gover nment decided to pull out Rs. 500 and Rs. 1000 notes, distributors and hawkers claimed that newspaper owners refused to accept the ban notes. Though their (owners) actions were genuine, the distributors and hawkers said they were the ones to face the brunt. The unions further pointed out that when Modi government announced demonetization, newspaper establishments were not given the window period (November 24 midnight) to accept old notes like others.

Ruckus in Parliament over note ban NEW DELHI, NOV 18 (AGENCIES): Parliament was stalled for the second consecutive day on Friday due to ruckus by the Opposition parties, which were demanding in the Lok Sabha a debate on demonetisation under a rule that entails voting and the presence of Prime Minister Narendra Modi in the Rajya Sabha for resumption of discussion on the issue. No business could be transacted in both the Houses due to pandemonium. In the Lok Sabha, the Congress and some other Opposition parties pressed for a discussion on demonetisation under a rule, which entails voting, that too through an Adjournment Motion, which means suspension of all business. Lamenting that thousands of Naga students study outside state, Acharya said there was an urgent need to restructure the education system in the state and also to put more focus on developing skills. “In spite of numerous institutions, there are thousands of students studying outside the state. What is happening in Nagaland?” Acharya wondered. He also encouraged the students of Fazl Ali College to wake up and understand that they need to contribute in order to build the state. DIMAPUR, NOV 18 (NPN): Seven associaitons representing engineers, agri graduates, veterianry doctors etc. have appealed to the state government to reconsider the NPSC advertisement corrigendum published on October 26, 2016 and to make the post which was reserved for Backward Tribe(s) (BT), open for all candidates on the basis of merit. The associatons inlcude-- Graduate Electrical Engineers Association (GEEAN), Association of Mechanical Engineers Nagaland (AMEN), Unemployed Civil Engineers Association of Nagaland (UCEAN), Forestry Graduate Association of Nagaland (FGAN), Agriculture Engineers Graduate Association of Nagaland (AEGAN), All Nagaland Unemployed Veterinary Doctors Association (ANUVDA) and Electronics & Communication Engineers Association Nagaland (ECEAN) . In a press note, the presidents of the seven associations pointed out that some of the posts in the advertisement were reserved particularly for a BT tribe, which they said were affecting the technical

graduates of branches like mechanical engineering, E&C, IT, CS, agriculture engineering, electrical engineering, civil engineering and forestry graduates. The associations expressed dismay stating that when there were hardly any advertisements for branches like mechanical, E&C, CS and IT, it was not fair and transparent to give away even that one post, which advertised in the local dailies recently by the NPSC (CTE) for a particular BT tribe. They further said a representation was submitted to chief secretary on November 4 and a copy to the HoD’s of the concerned departments. However, no response was made so far, they added. Citing the reservation policy order no. RCBT-5/87(pt-II) annexure B-I 125 point rooster table, the seven associations said “the first vacancy was reserved for all indigenous inhabitants and only then comes the reservation for BT tribe”. In this regard, the associations have appealed the government to strictly follow the laid down rules/policy and reconsider those posts be made open to all for the upcoming CTE exam 2016. “The order RCBT-5/87(pt-II) nowhere mentions that in case of only one vacancy it should be reserved for a BT tribe,” they said.

NPCC responds to NPF media cell NPF Kohima slams NPCC w/president DIMAPUR, NOV 18 (NPN): Making a spirited response, media cell of the NPCC said the NPF media and press bureau had erred in espousing the “feat achieved by T.R. Zeliang” in forming a “Congress-mukt” government because the NPF under T.R. Zeliang “resorted to buying of MLAs belonging to the Congress”. NPCC said eyebrows were raised when NPF suspended its MLAs, dropped a minister and parliamentary secretaries who had the “weight the potential to upset T.R.Zeliang’s applecart”. Therefore,NPCC reminded the NPF media that Nagaland instead has an “opposition mukt” or “anti-T.R.Zeliang mukt” and not “Congressmukt”. While admitting that Congress had lost three consecutive elections, NPCC maintained it did not “qualify the T.R.Zeliang-led DAN government” to loot and siphon public money at will. It also reminded NPF media that the third consecutive win for DAN “comes

along with a responsibility to govern, administer and control” but not to loot public money. DIMAPUR, NOV 18 (NPN): NPF Kohima division on Friday hit out at NPCC working president Ayangba Aonok’s statement alleging that the “chief minister is hiding behind legal nicety and refuses to speak the truth unlike Neiphiu Rio who had openly clarified through the print media.” In a press note, NPF Kohima division press secretary, Alo Yakhro said it was “highly questionable to have a leader like Aonok, who do not hesitate to appreciate Neiphiu Rio for filing nomination papers not only by declaring false honours degree but using a fake and false certificate”. Yakhro questioned whether Aonok’s statement was a good example to the younger generation to use fake academic certificate and try to justify in the court like Neiphiu Rio? Rather, he said Aonok and NPCC should give due credit to the police for thoroughly investigating and sending the charge sheet to the honourable court. PMSMA, MAA launched in Nagaland

DIMAPUR: Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) and Mother’s Absolute Affection (MAA), a “Mother and Child Intervention programme,” were officially launched in Nagaland Friday by commissioner & secretary, Department of Health & Family Welfare (H&FW) and commissioner of Home Nagaland, Abhijit Sinha at H&FW Conference Hall Kohima. Sinha in his address stressed on the importance of a healthy mother which, he said, will ultimately lead to a healthy child. The driver of Bolero could not produce any valid vehicle documents and the chassis number was also found to be tampered, PRO said. Ozukum said “many of the students couldn’t study properly at night and had to resort to dimly lit kerosene lamps because of the irregular power supply. So we started a small solar lamp project, raised a small fund from friends and well-wishers and in no time we were able to procure a solar

lamp and other stationeries for every student.� He said their effort was to sensitize the people about the importance of education and the development of human resources to improve the educational scenario in the subdivision. According to Ngullie his sub divisions have very low literacy rate and hardly two or three students from the Govt. High Schools passes the HSLC Exams. Therefore, he along with some friends and school teachers are trying their best to help the students pass the HSLC exam which, Ngullie opined, will certainly go a long way in determining the future of the students. Bhutanese currency in use in border areas of NE Borsongaon (Assam), Nov 18 (PTI): With valid currency notes in short supply following the Centre’s demonetisation move, people in Assam’s Borsongaon bordering Bhutan’s Gelephu have turned to the Himalayan Kingdom’s currency for their day to day needs. The locals told media that they decided to go for the currency of the neighbouring country as their efforts to exchange the now defunct 500 and 1000 rupee notes proved futile even after standing in queue every day for nine days since the demonetisation measure was announced. The people said they were desperate for money to carry on with their purchases of grocery, milk, vegetables and other daily needs. They had no problem in accepting Ngultrum, the currency of the kingdom, in exchange for Rupees, as Indian and Bhutanese money is used on both sides of the border towns for trading between people of the two countries. A district official said there had been no official intimation about such transactions but added that they were enquiring into such reports.

APSC chairman remanded Assam CM directs survey of Wakf properties in 14 days judicial custody Guwahati, Nov 18 (PTI): Assam Pradesh Service Commission (APSC) chairman Rakesh Paul was today remanded in 14-day judicial custody by a special court here. Paul was arrested on November 4 in connection with an alleged cash-for-job scam and other cases of corruption in the Commission and his 14-day police custody ended today. Special judge A Bhattacharya directed that he be produced on December 3. The judge also directed that proper medical facilities, including regular checkups along with proper food and lodging be provided to Paul during his stay in jail. Paul’s

IMPHAL, Nov 18: Demonetisation and economic blockade has hit people of Manipur hard on Friday as they have to stand in queues at petrol outlets as well as at banks and ATMs. At a time while they were having a hard time standing in long queues to exchange their no more legal tender notes in banks or to get legal tender notes, people have to stand in long beeline queues to get a limited quantity of petrol from the retail outlets which were opened today. Petrol was distributed in IOC fed retail outlets after a long gap of around one week. The outlets were not functioning after the petrol stock at IOC depot was reduced to zero owing to prolong economic blockade on the national highways of the state.

UNC sponsored indefinite economic blockade has entered its 18th day on Friday and amidst the blockade that prevent shipping of essential commodities into the state on the national highways passing through Naga dominated areas, 22 petrol loaded trucks reached Imphal on Wednesday night. With the arrival of the tankers, petrol was distributed to the public in limited quantities, that is, each customer with twowheeler can refilled their fuel tank for Rs 300 while those four-wheelers and above for Rs 500. Since the news of arrival of the oil tankers, people had already queued up in front of the IOC-fed outlets since yesterday afternoon only to get petrol today morning after 7 a.m. Sadly, maximum number of people could not get the petrol as the stock last-

Maha BJP minister admits seized cash is his M U M BA I , N OV 1 8 (IANS): In remarks that could embarrass the BJP, a senior BJP cabinet minister in Maharashtra on Friday admitted to hoarding Rs 91,50,000 in demonetised currency notes of Rs 500 and Rs 1,000. “I had kept thinking it would come in handy during my regular business transactions. But suddenly on November 8, these notes were demonetised. I am ready to face any consequences in this regard,” Minister for Cooperatives Subhash Deshmukh told a private news channel. The stashed cash in the old currency was seized from a private vehicle owned by Deshmukh-controlled NGO, Lok Mangal Group of Solapur, shocking people at large. Confirming the seizure late on Thursday, Osmanabad Collector Prashant Narnaware told the media that the money was detected during a routine check of vehicles by a district election flying squad near Umarga town. The vehicle was impounded and the seized cash promptly deposited in the local district treasury pending investigation.

377 ceasefire violations this year: Minister

NEW DELHI, NOV 18 (IANS): As many as 377 ceasefire violations occured along the Line of Control and the International Boundary with Pakistan by November, Minister of State for Defence Subhash Bhamre told the Lok Sabha on Friday. In a written reply, the minister said 167 ceasefire violations were recorded till November 14 along the International Bound-

ary and the LoC stretches under the Indian Army control. The number of violations till November 1 on stretches of International Boundary under the Border Security Force (BSF) control was 210. Last year, a total of 405 violations occurred -152 along the LoC and IB stretches controlled by the army, and 253 along the IB under the BSF.

NEW DELHI, NOV 18 (AGENCIES): People hustled in long queues outside banks and ATMs on Friday, struggling to get cash for their daily expenses on the ninth consecutive day since the government announced the spiking of high value currency notes. People were seen standing outside banks and teller machines since early morning to get cash or deposit or exchange the now spiked currency notes. People expressed frustration and disappointment over the long waits. And many of them were angry because their previous attempts had failed because many teller machines were non-functional, including the ones inside metro stations, as they ran out of cash or developed techinical glitches. Prachi Agrawal, a resident of Mayur Vihar in east Delhi, said she supported the move aimed at to uproot black money and corruption. However, she was critical because “the

queue in Lajpat Nagar, the 25-year-old said: “It has been two hours already. I don’t know how much more time it will take as there are still around 30 people waiting ahead of me.” She was also critical of the government’s failure in making adequate arrangements before announcing the surprise move. “It is questionable. They could so easily take such a major step but had not formulated any strategy to deal with the consequences.” A New Ashok Nagar resident in east Delhi said he can’t comment on how effective this measure would be to root out corruption in the country. “My only concern is poverty, we are struggling with,” he said after withdrawing cash from an ICICI ATM. “I came and stood outside the ATM at 8 a.m. and had to wait for four hours as cash arrived at 11 a.m. The other day I waited for two hours but could not withdraw anything as the machine ran out of cash.” Cash-strapped Supriya Das, 44, was annoyed because she was finding it difficult to manage home and deal with the long queues, simultaneously. “This kind of a situation was never even imagined in this country. Every single penny has become so significant. I am trying to make card payments wherever possible,” she said, outside an SBI bank ATM. However, not every shop has the card payment option, she said.

Addressing the Indian Police Service (IPS) Officer Trainees of 2015 batch, who came to meet him, Singh said cyber crime has become a challenge and it is being faced by the police these days. “There is a steep rise in the cyber crime these days. Cyber terrorism as a big danger along with cyber crime. The crimes of cyber world can be multi-layered, multi-location, multi-lingual, multi-cultural and multi-legal, so it is difficult to investigate and reach to the criminal,” he said. The Home Minister told the Officer Trainees that they should try to establish credibility with generosity, honesty and compassion from the beginning itself. Navy inducts indigenously developed sonars

NEW DELHI, NOV 18 (PTI): Navy today formally inducted four types of indigenously developed sonars that will boost its underwater surveillance capability. The systems included Abhay – compact hull mounted sonar for shallow water crafts, Humsa UG – upgrade for the Humsa sonar system, NACS – Nearfield Acoustic Characterisation System, and AIDSS – Advanced Indigenous Distress sonar system for submarines. Defence Minister Manohar Parrikar, who today handed over the sonars to the Navy, praised the force along with DRDO and said he expects more

synergy in the coming days. The systems have been designed and developed by NPOL, a Kochi based laboratory of DRDO. With the induction of these four systems, the underwater surveillance capability of the Indian Navy will get a boost, besides providing a fillip to the quest for self-reliance in this critical area of technology. Abhay is an advanced active-cum-passive integrated sonar system designed and developed for the smaller platforms such as shallow water crafts and coastal surveillance/patrol vessels. It is capable of detecting, localizing, classifying

and tracking sub-surface and surface targets in both its active and passive modes of operation. The prototype of this compact sonar installed onboard a nominated naval platform has successfully completed all user evaluation trials to demonstrate the features as per the Naval Staff Qualification Requirements. Indian Navy has proposed to induct this SONAR on three of the Abhay class ships. Intensifying the command over the high seas is the Humsa-UG that is designed for upgrading the existing Humsa sonar system. This system is pro-

posed to be installed on seven ships of three different classes of ships. AIDSS is a distress sonar is an Emergency Sound Signaling Device which is used to indicate that a submarine is in distress and enable quick rescue and salvage. It is a life-saving alarm system designed to transmit sonar signals of a pre-designated frequency and pulse shape in an emergency situation from a submarine for long period, so as to attract the attention of passive sonars of ships or submarines in the vicinity and all types of standard rescue vessels in operation. It is also provided with a transponder capability.

W

ith both houses of parliament disrupted due to the demonetisation issue which has rocked the nation during the past nearly ten days; crores of people across India also continue to face uncertainty and disruption of their normal lives. With a lightning announcement, 500 and 1000 denomination notes were no longer legal tender. As commented earlier, the Modi government can be credited with this bold move but the boldness was with wisdom is another matter. Earlier, anyone could go to a bank and after submitting required document proof, could exchange up to Rs.4000 for 500 and 1000 denomination notes but this was reduced to Rs.2000.The reduction was reportedly because of abuse by those having huge amount of untaxed(black money). Television channels have aired sting operations where black money to the tune of several crore rupees were converted to white with some “commission” paid to touts. Even the much publicised Jan Dhan account today has been exposed as another dubious means where names of several thousand account holders are found to be dubious. Therefore, the government’s much acclaimed Jan Dhan account, which any citizen can open without hassles has been exposed. It is unfortunate that in spite of the tremendous suffering faced by people and huge losses to business and tourism, the government seems to suggest that those against demonetisation are for black money. Even criticism against the prime minister is almost apologetic in many media who have given a new meaning to the term “self regulation”. Irrespective of the plaudits by some well meaning people who may be suffering from a black money syndrome; the truth is that it has hurt the ordinary citizens especially the poor living in rural areas and labourers who keep money at home since they don’t keep bank accounts. The entire demonetisation drive was expected to achieve two concrete results- allow the RBI to write off Rs 5 lakh crore, and thus reduce the quantum of black money floating around in cash by the same amount and get around Rs 9 lakh crore into bank deposits. The government’s expectation is that this money could be harnessed for productive purposes, and the black money ogre would have been controlled. Figures that are already in public domain show that the entire demonetisation exercise could have been avoided. The reports claimed that the government could have unearthed a lot more black money and filled its coffers with much more money had it just followed up on the accounts filed by around 8 lakh assesses who filed income tax returns declaring agricultural income. This is extremely important, because all agricultural income is totally exempt from income tax. It was also reported that the total income declared by them in 2011 and 2012 was a stupefying Rs 874 lakh crore, which represents over 125 years of total taxes garnered by the government in any given year. But ordinary people, cannot purchase bulk goods because they have very little money and many banks are already cash crunched. The relaxation of Rs.2.5 lakh for each wedding is another cruel joke which is only adding insult to injury. All people have been made to suffer from the consequences of demonetisation that could have been avoided by just targeting some 8 lakh people. The demonetisation has been like throwing the baby with the bathwater.

Explicitly, supply of cash is not there in the market as well as banks. ATMs are also functioning for the namesake only. People are dying here and there, as reported. In a sense, it is an emergency and life is becoming very measurable for the public. The Government is justifying their action by stating that it will curb out the black money for ever. Some economists are also endorsing the act of Government from different corners; some are not. Will it really make India a corruption free state in the long run or it is just a futile exercise? An organization, named “Arthakranti” from Pune, is much hyped in the media these days. They are said to be the architect of “Economic Surgical Strike”. Arthakranti is a registered group of Chartered Accountants and Engineers who proclaims that it has the five point solution to the escalating parallel economy in India. In its own words, “The ArthaKranti proposal is a well-researched scientific approach designed to completely transform the current Indian socio-economic scenario. This approach will enable ‘Principled, Prosperous and Peaceful living’ for all citizens of our country”. This essay tries to highlight the basic idea of the proposal or model as explained by Sri Anil Bokil, a member of Arthakranti. Economy is the state of a region in terms of the production and consump-

tion of goods and services, driven by money. Goods and services are collectively termed as commodity. Till a commodity is belonging to someone, it cannot be used by someone else, without his consent. It is owned by him. During barter economy, commodities were exchanged directly for commodity. The values of the exchanged commodities were inter-partite. But, gradually the market grew and people felt the necessity for the standard of value. There comes the money. Money becomes the standard medium of exchange. Money can buy commodities. It is the purchasing power. In India, a huge population of us are leading a sub standard life because we do not have enough money. If money is so essential, why not does the government imprint sufficient money? Usually, we believe that government imprints money by keeping gold for it in our Reserve Bank. Otherwise, money will over flood the market and create chaos to the economy. This is called “Gold Standard Money”. Till 1957, this is the modus operandi, India was adopting. After that, strategy changed. Now, our money is imprinted through Constitutional Right. Constitution empowered the Reserve Bank of India to imprint money whenever required. Ministry of Finance studies all the economic parameters such as inflation, growth, GDP etc. through mathematical modelling. These modelling enable the Reserve Bank to imprint money, so as to comply with our current economy. Money, thus imprinted, is called high powered money and no gold credit is actually required for it. On the other hand, there is one more type of money exist. It is credit money or bank money. Anyone of us may create this credit money by banking instruments provided if we have

enough money in our bank account. Both these types of money are collectively called transaction money or narrow money. They are inter-changeable and hence they are actually indifferent. But currency note, the high powered money has a big problem. It is intractable. One, who possesses a currency note, is the owner of that note. No matter, how it came. Thus, it dilutes the very definition of money itself. Currency note losses the property of medium of exchange, rather it behaves like commodity. Thus, even fake currency is also the high powered money. High powered money over floods the market with unaccountability. Again, the government wants the welfare of its fellow citizens. To do that, the Government must possess revenue which comes mostly in the form of taxes. Our taxation system is extremely complicated and it has too much loopholes. Ultimately, there is enough leakage of this taxation system. Moreover, while implementing any Government scheme, corruption consumes the lion’s share and the actual targeted beneficiaries are remained aloof from the scheme. All leakages are taking place in the form of high powered money only and that is the Black Money. It patronises a parallel economy. Parallel economy finances all forms of social menaces such as terrorism, insurgency, drugs, gambles etc. The Parallel economy grows uncontrollably and the progress of the nation is critically challenged by it. It manipulates the governance fully by sponsoring the legislation with black money. Foreign Direct Investments, Foreign Loans etc. also cannot do anything because a major portion of that foreign money is channelized to the parallel economy through corruption. The common people are simply entangled with this polluted system thinking that there

is no way out of it. On the other hand, the bank money or credit money does not possess that problem. Every pie of the bank money is traceable. Thus, black money formation is scarcely possible and the question of parallel economy is invalid. Corruption will eventually be nullified. Government should take sufficient measures to minimise the use of cash and maximise the use of banks. On the other hand, our taxation system should also be simplified. There should be only Transaction Tax and all other taxations should be abolished (except custom duty). By this, all money will be white. White Economy draws demand in the market which nourishes the production automatically. Increased production leads to employability. Prosperity can be the only eventuality. This is the basic idea of ArthaKranti proposal. The recent high currency demonetisation of Government of India is said to be motivated by Ar thaKranti proposal. Union Finance Minister has openly declared that India is heading for cash less economy. Of course, how ArthaKranti proposal will enable clean politics, it is not clear. It simply discusses the clean politics as an outcome of cash less economy. Most probably, there should be special budgetary provisions for politics which we hardly have today. Theoretically, this proposal is lucrative. Now, the implementation is in the hands of the Government. People should observe carefully the steps taken by the Government in the long run. However, there is no guarantee that Government is implementing the five point proposal of Arthakranti, as it is. Throughout history there have been human attempts to conquer human impairments, even forcefully praying for miracles to heal them. Wherever there is a call for healing there humans flock around and seek healing. Many miracle workers also come up and invoke God to speed up healing of these imperfections and disabilities. God can, but God will not exhibit God’s power every time it is called for. Jesus also used this power judiciously, but not every time he was challenged to exhibit it. He himself was a wounded healer. He was counted among the

The disputed claim of Nagaland by the new independent India on the basis of unilaterally drawn map she has inherited from the British when their empire ended was furiously resisted with spontaneous and vigorous fights till date by the claim of the Nagas that they are not Indians and their territory is not a part of the Indian Union. Only a certain unauthorised group of people itching for soft chairs went to New Delhi on their own in the name of ‘Naga People’s Convention’ entered into an agreement with the Govt of India in July 1960. As such, without authority the present state of Nagaland came into being as a part of the Indian Union, under the 13th Amendment Act of 1962 of Indian constitution, whereby the constitutional guarantee and protection of the Naga social, religious and customary practices, land and its resources are thus enshrined under Art 371A of the constitution. Further, the Indian constitution says that no Act of Parliament shall apply to the state of Nagaland unless and until the same has been approved by the Nagaland State Legislative Assembly. Therefore under any circumstance, the Naga people shall not accept the proposed probable Common Civil Code of mainland India. The Nagaland State Legislative Assembly members must fully understand their serious responsibility to protect the political and legal position guaranteed by the Art 371A provision which is the unique fact of their history. Christian thinkers more oriented with what is called ‘theodicy’ tend to question the Creator as to why an Almighty and loving God allows pain, sickness, hardship, and death, including disability. Others who are more oriented with ‘cause and effect’ order of things would take disability as a result of sin committed by either the person with disability or by the family. This line of thinking puts God as the avenger, a tit for tat ruler. In either case the fact that disability is in the agenda of the Creator is negated or questioned. Disability is a part of God’s intentional and purposeful creation and all that God created is good. Moses was a person with disability. God and Moses stood at a crucial moment, the urgency of delivering the people of God from Egypt. Moses was not willing to venture because he knew his disability and he reported this to God. Humanly thinking God should have removed all difficulties from Moses and used him.

nder the directive principles of the state policy of Indian constitution, Art 44 provides that “The state shall endeavour to secure for the citizens a uniform civil code throughout the territory of India.” This directive principle is not amendable and cannot be erased or repealed under any circumstances so as to safeguard the interest of all. The objective behind this state endeavour as enshrined in the constitution is only to address discrimination against vulnerable, diverse, religious and different ethnic groups and to harmonise various cultural groups within the country. The uniqueness of the Indian situation is unity in diversity. The question therefore is whose family laws or cultures are to be codified as uniform civil code for the whole country to avoid plurality of family laws? It is impossible to have a common civil code without Govt coercion and intolerance. The directive principle aforesaid should never be used to impose or force the cultural, social, religious, and customary practices of the mainland majority of India over the minorities under the cover of establishing a uniform civil code. It will inevitably end up in the suppression of the vitally important family laws and cultures of this minority peoples for the political agenda. The ultimate outcome of such imposition of mainland cultural practices, if brought about, over the minorities, will be costly and dangerous. Barack Obama’s Govt in the US tells Christian Ministers to perform same-sex weddings or face jail terms and criminal fines, on ground of discrimination, if they decline to officiate samesex marriage ceremonies; after all, the matter has been manipulated and legalised by the abuse of power for political interest. The Demonetisation move by Modi is undoubtedly a very strong move if one goes by the reason/intent behind it. However, the conspicuous miscalculation and ill preparedness of the Government with regard to its implementation has caused much pain and chaos across the country. Business has come to a standstill in most parts of India and queues outside banks continue to swell. Public especially the low income families are finding it hard to survive. Some newspapers were even forced to suspend publication due to severe financial crunch. The move has been hailed mostly by educated urban residents who have access to internet and other cashless banking facilities. Internet banking and cashless transaction was officially recommended during the announcement. This to me is a slap on the face of millions of rural Indians who are yet to get a hang of their black & white Nokias. It has resulted in a huge digital divide among citizens. A purported surgical strike on Black Money has now become a surgical strike on the common man’s pocket. I am also not convinced whether the move will recover any ‘black money’ as the big fishes are known to stash their ill-gotten money in offshore accounts. Demonetisation has brought nothing but innumerable sufferings to the common man. While I am no economist I would’ve welcomed a much needed tax reforms as I strongly believe that tax reforms is the first step towards tackling black money. Also, with so many departments at its disposal the government could’ve first identified and went after black money instead of putting the whole country in chaos just to punish a few. NEW DELHI, NOV 18 (AGENCIES): The Supreme Court Collegium has brushed aside the Centre’s objection to 43 candidates recommended for appointment as high court judges. A Bench comprising Chief Justice TS Thakur and Anil R Dave gave this information to Attorney General Mukul Rohatgi while hearing PILs over the delay in filling up the vacancies of HC judges. (Follow The Tribune on Facebook; and Twitter @thetribunechd) It directed the government to complete the appointment process in three weeks. At the last hearing on November 11, the AG had told the apex court that the Centre had rejected 43 of the 77 names suggested by the Collegium for appointment as HC judges and accepted the remaining 34 proposals. “43 recommendations have been returned to the Collegium” for reconsideration as the

government noticed shortcomings in the proposals, the AG had said. “With this, not a single recommendation was pending with the government, the AG said in response to a court’s query as to why the Centre was sitting over the proposals at a time when the HC vacancies had mounted to 40 per cent. When the case came up for hearing today, CJI Thakur told the AG that the three-member SC Collegium, meant for considering names for HC judges, had reiterated the recommendations after considering the government’s objections and sent back the proposals. The CJI did not go into the details. Now, the Centre is bound to accept the Collegium’s recommendations as it can return the proposals only once for reconsideration in the light of adverse intelligence inputs. The Collegium is free to accept or reject the govern-

ment’s objections. Besides the CJI, the other members of the Collegium are Justice Dave, who retired today, and Justice JS Khehar. Justice Dipak Misra would replace Justice Dave tomorrow in the Collegium. The appointment of apex court judges are dealt with by a larger SC Collegium of five senior most judges, including the CJI. The Bench, however, did not specify the status of the Memorandum of Procedure (MoP) which was under revision to infuse greater transparency and accountability in the process of appointing HC and SC judges. At the last hearing, Rohatgi had informed the Bench that the government was awaiting the response of the five-member SC Collegium to the draft MoP sent to it on August 2. CJI Thakur had said the Collegium was slated to meet on November 15 to consider the MoP.

NEW DELHI, NOV 18 (PTI): CBI is probing cases of ponzi schemes in which over Rs 85,000 crore of over six crore investors are involved and it is assisting the Centre in framing a legislation to put a ban on such deposit-taking activities, agency Chief Anil Sinha said here today. “CBI alone is investigating cases in which more than six crore investors/ victims spread across 26 states involving Rs 85,000 crores of public money. There are hundreds of criminal cases with state police and EOWs,” he said at the valedictory session of 22nd Conference of CBI and Anti-Corruption Bureaux of states. He also said the scope and reach of these fraudulent entities coming out with nefarious schemes to induce gullible public to invest in their dubious schemes is bewildering. Sinha said CBI was part of the sub-group of an Inter-Ministerial Group for identifying gaps in the existing legal and regulatory framework for “deposittaking” activities and to suggest administrative/legislative measures including formulation of a new law, to cover all relevant aspects of deposit-taking. “As we are all aware, a comprehensive central law titled the ‘Banning of Unregulated Deposit Schemes and Protection of Depositors’ Interests Bill, 2016’ is on the anvil,” he said. The CBI chief said the government has announced in the 2016-17 budget that it proposes to bring in a comprehensive central legislation to deal with the menace of unauthorised deposit-taking scheme.

The minister said FICN worth around Rs 400 crore were in circulation in the economy at any given point in time and the decision (demonetization) was a major assault on black money and fake currency. Quoting Intelligence reports, a senior Union Home ministry official said counterfeit currency with the face value of Rs 70 crore was introduced by the

able evidence” on mis-governance from the Governor and BJP as their accusations of massive corruption and embezzlement by the DAN government were not on the basis of hearsay and rumour. NPCC advised NPF not to beat about the bush amid the “tsunami of corruption” that it finds unable to answer. It concluded that the swindling of public fund, under development, non-payment of salaries, deplorable road conditions etc were not a figment of imagination of Congress workers but facts evident. are common,” Garg said. “The rural folk do not have the plastic money option,” he added. Garg said people were skipping consultation dates due to the cash crunch. “People are missing consultation dates in hospitals because they cannot afford the travelling expenses and doctor’s fees,” he said. “Telephone consultations are a possibility but then again patient monitoring isn’t quite viable over the phone,” Garg said. To combat the stress and anxiety during the liquid cash crunch, Garg provided a few tips to combat the demonetisation fallout. “The biggest help

M u m b ai , N ov 1 8 (PTI): Sensex extended its downward trend for the fifth session today, falling over 77 points to end at fresh six-month low of 26,150 as foreign investors continued to pull out funds on fears of a rate hike in the US. Sentiment was also hit by the rupee taking a sharp plunge of 36 paise intraday to breach the 68-level against the dollar for the first time since June 24. Sensex, after falling to a low of 26,106.78 on sustained foreign fund outflows, recovered briefly to hit a high of 26,349.02, before dipping again by 77.38 points, or 0.30 per cent, to 26,150.24, its lowest level since May 25, 2016. The 50-share NSE Nifty shed 5.85 points, or 0.07 per cent, to end at 8,074.10, after moving between 8,128.95 and 8,048.30.

New Delhi, Nov 18 (PTI): Government today cautioned Jan Dhan account holders, housewives and artisans that they will be prosecuted under the I-T Act for allowing misuse of their bank accounts through deposit of black money in Rs 500/1,000 notes during the 50-day window till December 30. The directive comes against the backdrop of reports that some are using other persons’ bank accounts to convert their black money into new denomination notes. In some cases, even rewards are being given to account holders for allowing such misuse. The government had earlier said deposits up to Rs 2.50 lakh in bank accounts would not come under tax scrutiny as it is within the tax exemption limit. In the case of Jan Dhan account, the holder can deposit up to Rs 50,000.

However, the income tax department has noted that people are under impression that no action will be taken for deposits up to Rs 2.50 lakh during November 9-December 30. The ministr y said “such tax evasion activities can be made subject to income tax and penalty if it is established that the amount deposited in the account was not of the account holder but of somebody else. Also, the person who allows his or her account to be misused for this purpose can be prosecuted for abetment under the Income Tax Act”. The government has earlier said black money deposited in bank accounts during the 50-day period will be subject to tax, interest and 200 per cent penalty. It asked people not to be lured into conversion of black money and become

a partner in the crime of converting black money into white through this method. “Unless all citizens of the country help the government in curbing black money, this mission of black money will not succeed,” the official statement said. It also asked people to provide information of such illegal activities to the I-T department so that immediate action can be taken and such illegal transfer of cash can be stopped and seized. “Black money is a crime against humanity. We urge every conscientious citizen to help join the government in eradicating it,” it added. Following the demonetisation announcement of November 8, people have been queueing up in front of banks to convert and deposit the now-defunct 500 and 1,000 rupee notes.

As per The Economic Times report, Railways Minister has asked officials to ensure that trains gets booked to the maximum capacity and to ensure that Railways officials are likely to offer tickets at lucrative prices for the seats that would go unreserved. The fall in ticket prices is expected on the unreserved seats on premium trains like Shatabdi, Rajdhani, and Duronto trains a day or two before the departure. Since the launch of surge pricing on Shatabdi, Duronto and Rajdhani train tickets, Railways has lost passenger traffic to airlines. For shorter distances, people have even begun choosing road as mode of travel.

Sephardi Chief Rabbi Shlomo Amar told Israel Hayom newspaper homosexuality was a “cult of abomination”, which the Torah “punishes... with death”. Several members of parliament have written to the prime minister to complain. Rabbi Amar has previously been criticised for similar past remarks. Last year he was rebuked for saying most people were “disgusted” by homosexuality, and calling Jerusalem’s annual gay pride parade “an embarrassing phenomenon”. Abu Zarin Hussin trains other firefighters in the state of Pahang on how to catch and handle snakes. BEIJING, NOV 18 (Agencies): China Friday refuted allegations of denial of visa to the manager of the Indian badminton team on the ground that he is a resident of Arunachal Pradesh, which Beijing claims as Southern Tibet, saying he himself cancelled his visa application. Winter Cricket Challenge in Wokha DIMAPUR, NOV 18 (NPN): The 21st edition of Winter Cricket Challenge will commence from December 19, 2016 at Local Ground Wokha. Organizer of the tourney, Senior Noble Klan in a press statement informed that this year, it has decided to scrape the experimental system that localized the tourney in the previous two years. The tournament will be played in the T20 format and team participation will be restricted to 32 teams.
