U nited Nations, Nov 19 (PTI): India has opposed a UN resolution calling for a moratorium on the death penalty saying it went against its statutory law. India’s representative Mayank Joshi said every state had a sovereign right to determine its own legal system, which was why he had voted for the amendment. But the counsellor at India’s UN Mission said he had voted against the resolution “because it contravened statutory law in India”. The resolution was, however, adopted with 115 votes in favour to 38 against, with 31 abstentions following an “intense discussion,” said a statement on the UN website. The amendment was passed by 76 votes in favour, 72 against, 26 abstentions.

DIMAPUR, NOV 19 (NPN): Coordination Committee on Fuel Adulteration (CCoFA) on Saturday said it out rightly rejected the chargesheet submitted by the SIT and hit out at the chief minister for failing to keep his word. In a press note, CCoFA media cell, while terming the charge-sheet as “the disappointment of the year and characterized by one wordservility”, said the only stand-out feature of the charge-sheet was “the Houdini-like ability of the SIT to completely absolve the Food & Civil Supply department of any wrongdoing.” After studying the charge-sheet report, CCoFA said they sought an appointment with the chief minister T.R. Zeliang, but even after six days, there was no positive response. The committee further pointed out that Zeliang had on October 18 asked CCoFA to study the report and meet him, at the same time assured that he would set up an independent inquiry body if the charge-

D I M A P U R , N OV 1 9 (NPN): As the Law Commission of India has sought views and opinion on Uniform Civil Code from all sections, the Nagaland Baptist Council (NBCC) said the council stands “opposed in totality for social, cultural and religious codification into a single entity as uniform civil code”. In a statement, NBCC opined that UCC would infringe on the religious liberty, saying it has created “suspicion and fear in the minds of the religious minority communities in our country of which Christians of all over the country are included.” NBCC said the debate for a uniform civil code, with its diverse implications, concerning secularism in India was one of the most controversial issues in the 21st century Indian politics. BJP was the first political party in India to promise to formulate a uniform civil code if elected to power, NBCC said, while pointing out that even during BritishIndia, the government did not want to touch this “hornet nest” as it would affect the very fabric of the socioreligious-cultural unity in her diversities. Rio urges unity to formulate women quota D I M A P U R , N OV 1 9 (NPN): Lok Sabha MP and former chief minister Neiphiu Rio has drawn attention to the state government’s announcement to hold elections to Urban Local Bodies (ULBs) and the resentment and opposition to 33% women reservation by Naga hoho, tribal hohos, civil societies, mass-based organisations and NGOs who felt it went against the spirit or Article 371A even as the case was yet to be resolved by the Supreme Court. In a press statement, Rio said since the contentious issue has the state government and people moving in different directions, he felt the need to appeal to all sections to come together to a meeting point so that society could move ahead in unity. Rio felt that Nagas in general were not against empowerment of women bur rather held them with utmost respect. He said in order for women to play a participatory and contributory role in decision and policy implementation process in contemporary society, Naga society also ought to adapt to changing trends.

Rio urged against undermining tribal hohos and mass-based civil societies who objected to holding civic polls with women reservation in view special protection accorded to people of Nagaland by parliament in Article 371A, which could be impinged upon and its special protection over ridden. The MP recalled that the chairman and members of the Assembly Select Committee, in their recommendation to the state assembly (in 2012), observed that implementation of women’s reservation would impinge upon Article 371A. He pointed out the fact that tribal hohos, massbased organisations and civil societies “are the guardians of our traditions, customs and rich cultural heritage” and therefore, their roles and contributions to society should be respected and honoured. He reminded that the special provision in the constitution of India for citizens of Nagaland was “hard earned” and came at the cost of blood and tears of Naga people which should never be jeopardised in any manner. Instead, he urged all sections of Nagas, ir-

respective of affiliations to work together to strengthen this special protection for the sake of the present and future generations. Towards achieving a resolution to the issue, Rio said the state government should take the confidence of the hohos, mass-based organisations, traditional institutions and women’s group to review the September 22, 2012 assembly resolution and incorporate other concerns raised by tribal hohos. He said an amicable and mutually acceptable “out of court settlement” could be worked out in line with the Naga traditional way for resolving issues and then “pass out own act as stated in the Assembly resolution of 22nd Sept.2012”. Rio reminded that tradition and culture “are never constant” but undergo changes and likewise, Nagas should also adapt to the changes and move in tune with the global community. He made an earnest appeal to tribal leaders and stakeholders to “initiate a process” where a formula could be made to accommodate women representatives in policy and decision making such as in civic bodies. Education should be applicable to social life: Gov DIMAPUR, NOV 19 (NPN): Nagaland Governor, P.B. Acharya, who made a maiden visit to the Nagaland University (NU) Lumami on November 18, 2016, urged the university to be a centre of knowledge that should be applicable to society. “Education provided by university should be applicable to social life to create wealth and asset for the state,” stated the governor, who is also the chief rector of NU, during an interaction with various stakeholders of the university. According to an official bulletin, Acharya also encouraged the Nagas to preserve their identity by protecting their mother-tongue. He said with 16 tribes and sub-tribes in Nagaland, every tribe has an identity, which must be protected before it was wipe out. Acharya expressed delight that Nagas have a wonderful and rich culture heritage. He however lamented that Nagaland continued to remain poor as money goes into the hands of a few people, in spite of centre provid-

NEW DELHI, NOV 19 (IANS): Amid the travails of demonetisation, a high voter turn out was recorded on Saturday in by-polls for four parliamentary and 10 assembly seats across six states and one union territory. The polls, which come over 10 days after the government decided to demonetise 500 and 1,000 rupee currency notes, are touted to be a referendum on the BJP-led central government’s move to fight corruption and black money. Barring sporadic incidents of violence and allegations of booth capturing, polling in all the parliamentary and assembly constituencies was mostly peaceful. In West Bengal more than 80 per cent of voters exercised their franchise till evening in by-polls for the two Lok Sabha constituencies of Cooch Behar and

Tamluk and the assembly seat of Monteshwar. In Assam’s Lakhimpur Lok Sabha constituency and Baithalangso legislative assembly constituency, over 60 per cent of the around 1.7 million voters cast their votes. Demonetisation issues did not deter voters in three assembly constituencies of Tamil Nadu and the lone one in Puducherry in coming out in large numbers to exercise their constitutional right. In Puducherry’s Nellithope constituency where Chief Minister V. Narayanasamy is contesting, the polling percentage was around 85. While there are other parties in the fray, the contest is mainly between the All India Anna Dravida Munnetra Kazhagam and the DMK in Tamil Nadu. In Left ruled Tripura, over 90 per cent of the

Barjala seat fell vacant after Congress legislator Jitendra Sarkar resigned on June 6 following an internal feud within the party while the Khowai seat has been vacant since the death of veteran CPI-M legislator Samir Deb Sarkar. In Madhya Pradesh, 61 per cent vote was recorded in Shahdol parliamentary constituency while 71 per cent voting was recorded in Nepanagar assembly constituency. The Shahdol seat fell vacant when BJP MP Dalpat Singh Paraste passed away in June. In Arunachal Pradesh, voting was held for the assembly seat of Hayuliang. DVC informs DIMAPUR: Diphupar Village Council (DVC) held a joint meeting with the officials from malaria department Dimapur, church leaders, community leaders, DNSU, DNYO, DNWO, VDB and village council members on November 1 at Diphupar village council hall. In a press release issued by chairman and secretary stated that the meeting deliberated on preventive measures to be taken in connection with the outbreak of dengue fever in the village. In the meeting, officials adopted resolutions to be strictly implemented by all residents of the village that all the residents would remove/clear mosquito breeding places within their own compound/plots on regular basis. Leaflets containing information on dengue fever including preventive and control measures will be delivered to all families of the village. Dimapur. Talking about the two kinds of heritages which were the tangible and the intangible, he said although the latter sometimes require myths or mythologies to fill up the vacuums and black spaces of some eras, Dr Tzudir added that tangible heritages such as the Remains of a Fort, also known as Rajbari, the historical reconstruction needed physical inputs and remedial reconstructions. Dr Tzudir disclosed that the Kacharis, particularly the Dimasa Kacharis, whose illustrious history in the North East region of the country dated back to as early as 10th century BC, was considered one of the earliest recognised tribes in the region and that their influence was of great

importance in these parts of the country. He said the remains and the remnants that were seen today at the site were somehow disheartening because very less efforts were being made in order to preserve the historical site although the site was declared as a national monument six to seven decades back. Dr Tzudir vocally reiterated that more attention was needed to preserve the archaeological site and that the status which was credited to the site required the undivided attention of both the government mechanisms and the general public as well for its preservation. He said, thousands of heritage programmes could be conducted at the site but unless the people truly realise and value the impor-

tance of history that was present at the site, it would be just a mere exercise. He called on the gathered crowd to ponder on what would be their answer to the next generations if they do nothing to preserve their history and ancestral heritages today. Dr Tzudir said although the Kachari’s were being regarded as minority community in the state, Dimapur itself was based on accounts of the Dimasa Kachari community including the globally famous Dhansiri river, Padumpukhuri etc. were all names given by them. Although half of the Dimapur city which was called the Rajgiri had been reduced to a mere few acres, Dr Tzudir strongly appealed to the people of the state and particularly to the communities residing the Dimapur city to preserve whatever was left with outmost sincerity. He disclosed that the Rajbari was also known as the “Brick City” and although the whole city could not be restored, atleast the present site should be reconstructed and the brick fort which once was very famous, should be restored. He asked why there were no resource centres, information centres, libraries etc. at the site, why were historians no eager to come and extract the information that were very much alive

in the compound. Everyone should ask these questions to themselves, he said. Dr Tzudir opined that at least one Kachari festival should be held at the site and for that he requested the Superintending Archaeologist of ASI to look into the matter and take it up to the higher authorities. He strongly suggested that befitting contextual policies should be created and that the way of the life of the people should be brought back so that people can see and understand the significant role it plays on the life of the people. During the event, ASI, Guwahati Circle, superintending archaeologist-Dr Milan Kumar Chauley gave the welcome address and also gave a brief highlight on the significance of the World Heritage Week. TGOU vice chancellor-HN Dutta, who was also the keynote speaker during the event, spoke on the importance of the different types of heritages which plays important roles in determining and preserving history of particular places and people. Guest of honours Colonel Vivek and Kachari Tribal Organization of Dimapur president-R Hasnu gave brief speeches during the event. Earlier, a ‘Heritage Walk’ was conducted at the site followed by drawing and essay competition.

Correspondent KOHIMA, NOV 19 (NPN): The registrar of cooperative societies Nagaland Kohima organized the valedictory function of 63rd All India Cooperation Week celebration at its office conference hall Kohima with secretary of cooperation, Litrongla G Chishi as the chief guest on Saturday. Chishi in her address said although the state cooperation department bifurcated from Agri in 1965 but have still not seen much progress like other parts of the country. Observing the lackadaisical attitude of both the department and the societies involved, Chishi challenged the department towards educating the people about its visions and target. Chishi reminded the department that by virtue of our traditions and customs Naga society was more of a cooperative society based on Nagas’ social activities. She said the society could not progress and move forward economically unless people understood the true essence of a cooperative society.

She also noted with regret the mentality of forming a society in the state was very individualistic and asserted that it must stop. She also reminded that “in Nagaland we don’t need numbers of society, but need quality economic generating successful progressive society and good performing society to change the Naga society for better”. Secretary urged the department to look into how to strengthen cooperative society in the state, while she reminded that public needed to demand from the department when it was not performing its assigned responsibilities as expected. Heptullah disclosed this on Friday at the inauguration of the first open heart surgery in Sky hospital here. She said that Prime Minister Narendra Modi informed her that the matter would be entrusted to the Ministry Of Development Of North Eastern Region (DoNER) for necessary action. In view of the remoteness of the hill districts and poor road connectivity the Centre was planning to introduce helicopter services in Manipur. The aerial service was already available in Meghalaya, Nagaland and some other Northeast states. The Governor said that poor road connectivity often hampered tribals in the hill districts from getting modern and timely medical attention. “Besides, doctors and paramedics who were from other parts of the state hardly stayed in the hospi-

Woman handed 31 fake 2000 notes GUWAHATI, NOV 19 (Agencies): Miscreants have been making the most of the currency chaos gripping the state, along with the rest of the country, in the aftermath of the Centre’s move to render illegal notes of Rs 500 and Rs 1,000. Their modus operandi? Cheating weary bank customers of their hardearned but demonetized currency and foisting fake notes of Rs 2,000 on them. In one such incident, Sumi Paul, a woman in her mid-thirties and a resident of the Bihpuria area of Lakhimpur district in Assam, was cheated of her life’s savings. On Thursday, Sumi, who had queued up in front of a bank in the area, saw a man helping others ‘exchange’ their old notes. Assuming the man was a bank official, Sumi approached him and gave him her old notes. “The woman received 31 notes of Rs 2,000 in return. When she went to the bank to deposit them today (Friday), she was told all of them were fake,” a police officer from Bihpuria said.

GUWAHATI, NOV 19 (Agencies): Expressing concern over the rise of dengue cases in the city, additional chief secretary MGVK Bhanu has asked the Guwahati Municipal Corporation (GMC) to be more proactive in checking the menace. The city alone reported around 3,500 cases of dengue this season. “I have told the GMC to identify the areas from where such cases are coming up. It is very important to concentrate on hospitals where dengue patients are admitted,” Bhanu told TOI after attending a programme of GMC officials and members in the city on Friday. The areas from where most dengue cases were being reported include Zoo Road, Noonmati, Dhirenpara, Geetanagar, Kahilipara, Lal Ganesh, Odalbakra and Betkuchi. Residents have complained that the GMC’s efforts were not good enough to address the problem. “The GMC should also create awareness on dengue so that the people can take precautionary measures,” said Bhanu. GMC mayor Mrigen Sarania said, “I think our people are doing their bit to check the spread of dengue.

1 dies as NE India reels under cash crunch

Agartala/Aizawl/ S il c ha r , N ov 1 9 (IANS) :Amid the continuing cash crunch in the northeastern states in the wake of demonetisation, an ailing tribal man lost his life in Tripura on Saturday as his family did not have enough money to shift him to a hospital in the state capital. Manoranjan Debbarma, 61, was admitted on Friday to a government hospital in Kamalpur town, where doctors advised his family members to shift him to Agartala government medical college. However, his family members could not withdraw enough money as banks refused to make any exception to the set guidelines, a close relative Shyamal Debbarma told reporters. It’s been 11 days since Prime Minister Narendra Modi announced the withdrawal of Rs 500 and Rs 1,000 notes on November 8. The papers bear the value of the amount and the signature of the buyers and sellers on them,” Lalhmachhuana added. Over 90% turnout in Tripura by-polls Agartala, Nov 19 (IANS): Over 90 per cent of the 78,400 electorate cast their votes on Saturday in by-elections to two assembly constituencies in Left ruled Tripura, officials said. “Over 90 per cent voters cast their votes in the two assembly constituencies. Voting was conducted peacefully, there is not a single untoward incident reported from the two assembly constituencies,” additional chief electoral officer of Tripura Debashish Modak told IANS soon after the balloting time was over at 4 p.m. The by-elections were held in the scheduled caste reserved Barjala and Khowai assembly constituencies. The votes will be counted on November 22. “There is no report of any untoward incident from anywhere in the two assembly seats. Balloting remained peaceful so far,” police spokesman Uttam Bhowmik told IANS. He said: “An abandoned bag containing some explosive materials was found near a polling booth at Singichara under Khowai assembly constituency. Security forces cordoned-off the area to avert panic among the people. The Barjala seat fell vacant after Congress legislator Jitendra Sarkar resigned on June 6 following an internal feud within the party while the Khowai seat has been vacant since the death of veteran CPI-M legislator Samir Deb Sarkar. Five candidates each are contesting from the two constituencies. In all 39,007 voters, including 18,935 females, will be eligible to cast ballot in the Barjala constituency. In Khowai, 39,400 voters are eligible, among them 19,436 are women.

Shoppers thronged Srinagar markets in large numbers even as demonetisation inconvenienced people in the Kashmir Valley where the November 8 surprise announcement had had little or no effect because businesses and other activities were closed since mid-July. Many buses and other public vehicles started plying early in the morning as people came out to attend their offices, open their shops and visit banks to withdraw cash. Separatist leaders, who had been spearheading the agitation with their weekly protest calendars, relaxed the shutdown for two days, asking people to resume normal activities over the weekend. I

f people in Nagaland today are often bemused but more often confused about the events revolving around them, it is mainly because of lack of clarity, certainty and conformation to generally accepted norms of an informed and progressive society. Statements from various political organizations including NGOs and civil societies only feed a society that has been fed with the emotional rather than the rational. If emotional ,rather than rational thinking, has been the way within society, it can only mean that truth saying has been economic to make society anemic and such a condition invites serious and negative implications. The greatest tragedy today is that society is perplexed by profane politics in the absence of a rudder of rationality. Questions are asked but the response has been muted and this has prevented the rudder of rationality from charting the course. When irrational emotions rock society, it will gradually sink into doldrums and deprive itself the prospect of and promise of a better and changed social and political order. It sounds good to throw up issues and raise questions but they make no sense or impact if society is disinclined to rationalize in an environment of timid inhibition by daring to differ. The muted response does not save society from being devoured and this propensity to seek a miraculous deliverance seems like burying our heads in the sand. The complexity pales with the ideology of those who drumbeat of a bright future for all through the pin hole of fantasy. It remains at best a feel-good irrationality regurgitated by an overload of nostalgia, and an illusory slogan of a far away treasure in an abstract timeless dimension. Contemporary society is continually being churned by changes but at the same time, suffering from an inertia and loss of vision in seeing the reality. Our politics have been exposed by actions which are admissions of allegiance to money power and not to any ideology. What achieves most impact is the so-called authoritarian revolutionary ideology and gun-culture’ which have gained legitimacy through illusions of a mythical that has propelled the ideologues of ‘might is right’ into gear and neutralized the ideology of what is right; into subservient status. Words such as transparency and accountability have become elastic. There have been complaints and more complaints about declines for years, and yet society and its government remained unfazed and unbothered. No political party or combination in Nagaland should feel that it or they is/are above board in this regard. It is a serious issue, in fact the reality and more than the dream, that concerns the moral and ethical crux of society and over which everybody has to share the blame. The moral abyss afflicting contemporary society occurs when people have abdicated their responsibilities and succumbed to the lure of easy money and favors. All these happen when power is accepted as a license to serve personal, family, tribal or selfish political needs above all. The axiom of political rights and privileges are humongous words in the Naga lexicon. Nagaland has been grounded by illusions and unless better sense prevails and soon, the promises, dreams and visions would continue to remain as mirages.

Very few of us know anything about conviction of sin. We know the experience of being disturbed because we have done wrong things. But conviction of sin by the Holy Spirit blots out every relationship on earth and makes us aware of only one— “Against You, You only, have I sinned…” (Psalm 51:4). When a person is convicted of sin in this way, he knows with every bit of his conscience that God would not dare to forgive him. If God did forgive him, then this person would have a stronger sense of justice than God. God does forgive, but it cost the breaking of His heart with grief in the death of Christ to enable Him to do so. The great miracle of the grace of God is that He forgives sin, and it is the death of Jesus Christ alone that enables the divine nature to forgive and to remain true to itself in doing so. It is shallow nonsense to say that God forgives us because He is love. Once we have been convicted of sin, we will never say this again. The love of God means Calvary— nothing less! The love of God is spelled out on the Cross and nowhere else. The only basis for which God can forgive me is the Cross of Christ. It is there that His conscience is satisfied. Forgiveness doesn’t merely mean that I am saved from hell and have been made ready for heaven (no one would accept forgiveness on that level). Forgiveness means that I am forgiven into a newly created relationship which identifies me with God in Christ. The miracle of redemption is that God turns me, the unholy one, into the standard of Himself, the Holy One. He does this by putting into me a new nature, the nature of Jesus Christ.

Post-mortem Uniform civil code: nbcc’s stand

ebate for a uniform civil code with its diverse implications concerning secularism in India is one of the most controversial issues in the 21st century Indian politics. BJP was the first political party in the country to promise to formulate a uniform civil code if elected to power. This promise is not an easy task because even during British-India, the Govt did not want to touch this “hornet nest” because this issue touches the very fabric of the socio-religious-cultural unity in her diversities. This remained true post 1947 - India’s independence, even. After her independence, India recognized her strength and her unity in the midst of her socio-religiouscultural diversities and therefore, all the political parties choose to maintain the best doctrine of status quo rather than create public upheaval situation, hatred, bitterness and disharmony amongst the communities. However, the present Govt initiated the process of codification of a uniform civil code so as to stay true to its election campaigns as promised. As such it has sent out the questionnaires by the Law Commission of India to seek the opinion of the civil societies, faithbased organizations and public individuals. Firstly, the appeal sent out by the Law Commission, Government of India on the issue of uniform civil code states as under: “The objective behind this endeavour is to address discrimination against vulnerable groups and harmonise the various cultural practices”. The purported good intention of the Commission is acknowledged and we hope that this effort will harmonize the already polarized nation through religious and social dominance and intolerance of the majority and have caused religious and social dis-

parities, creating fear psychosis among the minority groups in the big nation, India. Some of the hard hit questions are: Who are those being discriminated? Who are the vulnerable groups? Harmonise the various cultural practices to whose religion and to whose culture? Will not the proposed uniform civil code to avoid plurality of religious and cultural laws amount to silencing the rights of the marginalized communities and the vulnerable groups by taking away their socio-religiouscultural rights? We trust that India being a secular country, will not codify religious and socio-cultural practices into a single entity, thereby creates more discrimination for the marginalized who are already feeling the pinch of religious and social majority in the country? The complexity not only lies in the social and religious diversities of her citizens, but it will also affect the everyday functioning of the minority communities in the country. These are not only presumptuous fears; in reality too, the uniform civil code will certainly undermine the social and religious practices of the minorities by the dominance and intolerance of the majority. Secondly, there is the great need to ensure that “the norms of no one class, group or community dominate the tone or tenor of family law reforms” as stated by the Law Commission of India. The ideal statement above here, holds a lot at stake, as to how do we reconcile this lofty definition in the face of each religion and culturally confines of individual community in the vast country? For this very reason, the Christians, especially the Nagaland Baptist Church Council, which has received your kind intimation, finds itself difficult to answer the questionnaires because

our faith and belief systems based on the teaching of our Scriptures finds no place. The British-India (1757-1858) had some success in reforming the Indian religious and sociocultural practices in those days but confined themselves to the area of the dignity of life and doctrine of positive and effective living. On critical issues, touching the personal life and religious practices of the Indians were left outside the preview of the Govt for reason best known to them. The assumption is for the fear of civil unrest. In the process, the Govt separated the religious and socio-cultural spheres and the same were left to be governed by each religious group such as Hindus, Muslims, Christians and later the Parsis. These religious and cultural laws were applied by the local courts or panchayats in regular cases and the state was only to intervene in exceptional cases. The uniform civil code, therefore, if brought about, would stand to nullify this aspect and give a blanket cover throughout the territory of India with a particular culture or religion. The process to establish a uniform civil code has given a room for speculation because the place of religious teachings and beliefs and socio-cultural norms and practices of a certain religious community is not taken into consideration. We strongly feel that instead of establishing a uniform civil code to create further animosities, the fear and insecurity amongst the minorities in the country should be diffused by putting into action unity in diversity and peaceful coexistence which India has always stood for. Tolerance and respect for all regardless of religious and social affiliations must become the order of the day. Leave religion, be it Hinduism,

Muslim, Christianity and Parsism or any other religion to flourish in its own terms and conditions. We assure you that no religion in its truest sense works to harm and dominate others. We can clearly see that the uniform civil code with all its good intention will infringe on the religious liberty. This creates suspicion and fear in the minds of the religious minority communities in our country of which Christians of all over the country are included. Our priority of the day should be elevating the oppressed, minorities and standing up for them to come in par with the rest of the mainland majority. Our aim is to create equal status for everyone as human beings be it man or woman, black or white. Christians take the dignity of human lives seriously without reservations, therefore if any legislation for common civil code that distort the equality before law and man cannot be tolerated. The uniform civil code which seeks to impose a universal civil code by codifying the cultures and religious practices of the majority amounts to violation of the fundamental rights of the marginalized minority peoples. The question which remains to be answered is, whose religious views are we imposing to others? Is India not a secular country? With due respect, the Nagaland Baptist Church Council (NBCC) hereby submit its views to your Law Commission of India on invitation for your perusal and consideration and we feel most privileged for this opportunity. We also would like to inform you that we stand opposed in totality for social, cultural and religious codification into a single entity as uniform civil code. Can Nagaland govt legislate on oil and minerals resources?

A

s reported in the local papers, the Union Ministry of Petroleum and Natural Gas, Gover nment of India (hereafter, the Ministry) has once again avers that the Nagaland Legislative Assembly (NLA) has no jurisdiction to make laws over oil fields in the state and that all existing law on oil fields and minerals resources is “liable to be struck down.” Here I would like to annul the Ministry’s arguments. First, the Ministry’s contention that Article 371 A “does not even restrict the parliament to apply any of its laws on oil fields and mineral resources in the state of Nagaland” is completely baseless. Second, that “no resolution from the state of Nagaland is required to apply the Parliament’s law on oil fields and mineral resources in the state” is also unjustified. Article 371 A categorically states: “(1)Notwithstanding anything in this Constitution no…(a) no Act of Parliament in respect of… (iv) ownership and transfer of land and its resources… shall apply to the state of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides.” As you can see, Article 371 A has not specifically used the words “oilfields and mineral resources”, instead, in a general usage, it has used the words “land and its resources”, and since oil and minerals resources are products of land, they come under “ownership and transfers of land and its resources” in Article 371 A (1) (a) (iv). It must be stated loud and clear the “land and its resources” includes not only the surface land but also oil, natural gas, coal, minerals, forests and other natural resources in Na-

galand. Thus, Article 371 A restricts parliamentary laws on oil fields and mineral resources in the state of Nagaland. Moreover, it has been clearly stated that no parliamentary laws (including laws on oil fields and mineral resources) can be applied to the state of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides. Further, the Ministry states that “exploration of oil and natural gas” comes under the Union list and that the Parliament alone has the power to legislate laws on this subject is politically untenable. The state of Nagaland is an outcome of a political arrangement between the GOI and the Nagas and the same political issue is still awaiting a final “acceptable and honourable settlement”. So, it will be in the best interest of the Ministry not to mire the Naga political issue unless and until a final political settlement is done. Ke e p i n g i n v i ew the special arrangement made between the Government of India and the Nagas through the 16th Point Agreement, the Ministry cannot treat Nagaland in the same way as it treats other states of India. Legally, the Ministry also cannot question Nagaland Government for formulating laws on oil and minerals resources in Nagaland because the jurisdictions of Union list, the State list and Concurrent list are yet to be resolved politically. In the present political arrangement, the Legislative Assembly of Nagaland is duty bound to legislate laws for the state, including petroleum and natural gas. K. Angami, Kohima

Nostalgic final moments of late Hukato Naga 1. ‘A man who walked the talk’. His life was unique and so was his death unique. A beautiful and dreamy home he therein lived with his family, the ‘Naga Mansion’. A recipient of five prestigious awards, named as the first generation Naga entrepreneur, a style icon, a business tycoon. A man of high calibre, exceptional mind and vision, and an engaging personality. Finally, the ideal family man, a staunch believer of Christ, and a committed Christian, in word, in deed. 2. Yes, friends, statesmen, and fellow-Naga men, near and dear, I indeed do speak of the late Hukato Naga, an embodiment of ‘Faith and Love’. He was richly blessed with everything, you name it! Yet, because man was not endowed upon with perfection, that was his flaw, his short-coming. And so, being only human, death embraced him, for death, as we perceive is invincible. 3. I was acquainted with the late Hukato through my beloved fatherin-law, Rev. Dr. Xashepu Wotsa, who was closely associated with the former for many years. They shared a great camaraderie, as friends, as prayer partners. Late Hukato Naga was a tremendous blessing to the New Life Bible College and New Life Mission. He sponsored many missionaries

and was genuinely concerned for the students’ well-being. As the then Board Chairman of the Institution, he willingly availed his time for the Lord’s ministry. He was indeed a torch-bearer for Christ. The last image I have of him was at the NLBC Convocation ceremony, April 2016’. He was immaculately dressed in a white kurta kameez and ever the gentleman cheerfully greeting the guests. Little did we know that it would be his end presence, truly saddening it is! When the anticipated casket of the late Hukato finally arrived home from the UK on 30th Nov, 2016, I was amongst the bereaved hundreds awaiting on the Porch. And as the casket came into sight, I could only be reminded of Alfred Lord Tennyson’s poem ‘Home they brought her warrior dead’. But in my context, it would be ‘Home they brought our Naga warrior dead’. For he was a warrior for Christ, a warrior not with guns and spears, but a warrior who braved and dared to transform the Naga society to great heights in all spheres. A trend-setter he was. 4. At the funeral service, peers and relatives recall him as ‘Rough ‘n’ tough’, yet friendly and kind hearted. A man of amazing nature and character, passionate for all the right things. Determined and ambitious right from

his boyhood. Brave, courageous, large hearted and quick to forgive. Rev Tonny, Pastor, described the late Sir as a huge blessing. Back home, he shared with his friends saying…”I met a man in Nagaland, his name is Hukato Naga, and he has more vision than any man I’ve ever met.” He was so humble that he dealt even with the lowliest. A man who dearly loved Nagaland and her people. Rev. Tonny sketched a beautiful illustration. He likened the late Sir to that of a mighty tree that hath fallen amidst the giant Redwood trees, Redwood National Park, California. The fallen tree humbly paved way for the other growing trees to find their full potential. Late Hukato’s demise gently and probably paved way for the new talents to reach the desired zenith. I was privileged to have visited California, whilst still in college, the giant Sequoias trees, Redwood trees were a beauty to behold, so majestic, so great in stature. I still picture that awesome day on my mind. Kim Shi Hwan of South Korea stated that the late Sir was a wonderful man, one who strived to build a well-established relation between the Nagas and Koreans. Alobo Naga, a dear friend, graciously belted out Matt Redman’s ‘Ten thousand reasons’ which totally was in-sync with the nostalgic moment, it was spot on.

Because the Lord’s mercy and grace upon the Late Sir’s life gave him ten thousands reasons and more to love and worship the living God. Death hops along, and every man’s life is irreplaceable. And so is, the late Hukato Naga’s life… ‘A bright light in the alley has gone dark, a majestic tree has fallen, a fine machete has splintered, a beautiful and grand rooster will crow no more,

and a twinkling star has fallen to finally rest.’ F r i e n d s, w i t h o u t doubt, we have lost ‘A Naga Gem’. But life must go on- And so, let it be our prayer that the darkness down the alley will one day be brightened and a fine rooster will rise to crow again. An old adage I wish to pass on to the Late Sir’s loved ones, truly believe and fear not…’For it is better to have loved and lost than never to have loved at all’. Dios te bendiga. (God bless you!) Though seemingly late, “It is better late than never” as the saying goes so, I take this opportunity in sincerely appreciating the Governor for taking his Govt. to task for blatant corruption and mis-governance in Nagaland when he said that “Thieves, Robbers and corrupt people should be exposed be it politicians, bureaucrats, contractors or even me if I do wrong” during an interaction with local media on Nov. 10 in Kohima. He had done a great service towards the betterment of the deprived and victimized people, while also benefitting the society at large. Congratulations Sir. No one doubts your greatness for a great man like you inspires. May you continue to speak out openly and be the voice for the voice-less in an oppositionless house in Nagaland. At the Collector’s office, the farmers dumped wheat, paddy, vegetables and milk on the road in protest. In Anand, members of the district Agricultural Produce Marketing Committee (APMC), farmers and women from milk cooperatives joined a huge rally that the district Congress took out to protest the “unplanned demonetisation”. The protesters emptied sacks full of vegetables on the streets in a symbolic protest against the government’s decision that has affected their livelihoods. The rally travelled to the District Collector’s office

where the protesters submitted a memorandum demanding immediate corrective action in the face of the crisis they were facing. The memorandum submitted to the Surat Collector said many villages in Gujarat did not have nationalised banks and farmers operated through DCCBs. The Reserve Bank of India has asked DCCBs not to accept or exchange the demonetised Rs 500 and Rs 1,000 notes. Of the 370 DCCBs in the country, 18 are in Gujarat. A large majority of the rest are in Maharashtra and Kerala. The memorandum said that the monsoon crop had reached the APMCs but there was no cash for traders to buy it from the farmer, and the farmer was running out of time to prepare for the rabi season. NEW DELHI, NOV 19 (PTI): Difficulties for Islamic preacher Zakir Naik mounted further today after NIA registered a case against him and his organisation Islamic Research Foundation (IRF) under anti-terror laws and for allegedly promoting enmity between groups on the basis of religion and race. The anti-terror probe agency’s action came barely four days after the Union government declared IRF a banned rganisation under the Unlawful Activities (Prevention) Act (UAPA). After registering case against the 51-year-old Naik, IRF and others, NIA sleuths along with Mumbai police carried out searches at 10 places in the megapolis, including residential remises of some of the office bearers of the foundation, which was earlier put on restricted list by the Union Home Ministry for receiving funds from abroad. Naik, who has been staying in Saudi Arabia to evade arrest after his name surfaced during probe into the Bangladesh terror strike earlier this year, has been booked along with unnamed IRF officials under section 153-A of IPC (promoting enmity between different groups on grounds of religion and doing acts prejudicial to maintenance of harmony) beside various sections of UAPA. “The searches are going on and many documents have been seized. The process of scrutinising and seizure will continue throughout the night,” NIA Director General Sharad Kumar told PTI here. He said future course of action would be decided after analysing every document seized.

There is a daily demand of around Rs 25 crore to Rs 30 crore for co-operative societies, and against that, the RBI has in last 10 days given Rs 21 crore cash. The condition of the farmers is bad, and if the crisis is not resolved, their situation will worsen further in the coming days,” GKS leader Jayesh Patel said. In Anand, Ravi Patel of the Anand District Congress said, “Our protest march included women from milk cooperatives who arrived with empty milk vessels, and farmers who brought sacks of brinjal and cauliflower from their yields. They were symbolically discarded on the streets to show that the demonetisation has affected their livelihood. Farmers have been unable to sell any produce in the market, and milk cooperatives are running dry due to the lack of cashflows.

As per currency market observers, the Indian rupee can further depreciate from its current level of 68.14 against a US dollar to 68.60 in the coming week. “Over the next week, we can see the Indian rupee weaken towards 68:60-80 levels on spot, on the back of rising US bond yields and the US dollar,” Anindya Banerjee, Associate Vice President for Currency Derivatives with Kotak Securities, told IANS. On Friday, the Indian rupee weakened to its lowest level in the last nine months. It receded by 32 paise to 68.14 against a US dollar from its previous close of 67.82 to a greenback.

New Delhi, Nov 19 (IANS): In order to double the farmers’ income by 2022, it is necessary to focus on adaptation of the latest technology and other methods to increase agricultural productivity, Finance Minister Arun Jaitley said on Saturday. “In order to ensure future increases in agriculture output and double the farmers’ income by 2022, focus should be on higher agriculture productivity especially in view of the limitation on expanding crop area,” Jaitley said at the first prebudget consultative meeting with the representatives of agriculture groups here. “It is possible by leveraging technology - especially for high yielding and resistant variety seeds - and efficient utilisation of water for irrigation, adapt latest IT to increase resilience to nature by phasing sowing, watering and harvesting among others,” he said. Jaitley said that in order to increase price benefits to the farmers, it is necessary the farmers are provided timely market information. Software applications, both computer and mobile based, should be developed that link farmers to consumers, he said.

NEW DELHI, NOV 19 (PTI): Acting swiftly, the Income Tax department has issued hundreds of notices seeking “source” of funds from individuals and firms who have deposited huge amounts of cash in banks using the scrapped Rs. 500 and Rs. 1,000 currency notes after November 8. Officials said the taxman has begun a country-wide enquiry in this regard and has issued notices under section 133 (6) of the Income Tax Act (power to call for information) in various cities and towns of the country. They said the notices were issued after banks reported to it certain cases of “unusual or suspicious volumes of cash deposits” in their accounts, primarily beyond Rs. 2.5 lakh. “The notices are being issued where the department feels the cash deposits made in the demonetised currency is suspect. This is part of the vigil that the taxman has deployed to check instances of tax evasion, money laundering and black money in the wake of the demonetisation of the two high denomination currencies on November 8,” they said. UK joins the club The number of countries who have ratified the agreement jumped above 100 with the UK joining during the last few days of the conference. “Delegates in Marrakech made crucial progress in building the foundation to support the Paris agreement, which went into force just days before COP22,” said Paula Caballero from the World Resources Institute. “Most importantly, negotiators agreed to finalise the rules of the Paris Agreement by 2018 and developed a clear roadmap to meet that deadline.” The participants also agreed the Marrakech Proclamation, a statement re-affirming the intentions of all 197 signatories to the Paris deal. Seen as show of unity on the issue in the light a possible US withdrawal, countries stated they would live up to their promises to reduce emissions. The proclamation also called on all states to increase their carbon cutting ambitions, urgently.

KARACHI, NOV 19 (Agencies): Pakistan has spent a hefty USD 118 billion since 2002 to combat terrorism which has significantly hampered growth and it is facing “serious challenges” to its economy, according to a new central bank report. ‘The State of Economy 2015-16’ report, released by the State Bank of Pakistan (SBP) here, said the country is facing “serious challenges” in the form of low savings and investment levels, falling exports and poor spending in the social sector. However, the report said despite the crunch, Pakistan had spent USD 118.3 billion on the ‘war on terror’. “The problem is compounded by the stop gap measures adopted to spread the tax net,” the report said. The USD 118.3 billion payment is equivalent to well over one-third of its gross domestic product. The central bank said the amount included direct and indirect losses incurred due to the terrorism and extremism in the country between 2002 and 2016.

New York, Nov 19 (IANS): In a major step towards producing an effective vaccine against the deadly Zika virus, researchers have developed a way to replicate its basic structure, stripping it of the genes that make it infectious. “One of these replicons can be used to locate portions of the viral molecule that block or halt viral replication, making it a powerful tool for vaccine development,” said senior study author Pei-Yong Shi, Professor at The University of Texas Medical Branch in Galveston in the US. Lauding the school for organizing such activities for the children, Gill said “games and sports are an integral part of life that builds character, personality and team spirit.” Gill remarked that games and sports has played an important role even in unifying the world and helped in fostering peace and development. He pointed out that in recognition of the power of sport in promoting peace and erasing cultural barriers worldwide, the United Nations’ (UN) Inter national Day of Sport for Development and Peace celebrated on April 6. The brigadier also exhorted the parents to support and encourage their children to be part of games and sports so that they would be able to see change in the personality, in social and physical values of their children. In his message to the students Gill encouraged them to be sincere and dedicated in everything they do. He asked them to maintain balance between studies and sports. He later conveyed wishes to the participants saying, “It is not about winning or losing but it’s all about your participation.”

Besides, the event will also provide mental and physical relief to police and central paramilitary personnel from monotonous law and order duties, Patton added. He also gave away the trophies to the winners. Patton was accompanied by 11 minister and parliamentary secretaries including police officers. Special director IB Rajiv Jain also highlighted the achievements made by the police fraternity in various international events besides providing security to the citizens. He also took the opportunity to inform the participants the various cash incentives and awards set aside by the Home Ministry to those police personnel who excel in various events. DGP L.L. Doungel in his brief speech said the presence of around 20 percent legislators who accompanied the home minister would be an encouragement to the police fraternity who, he said, were working round the clock in providing security to the citizens.
