In an emailed statement, the ULFA (I) said the attack on the army yesterday was carried out under the united forum of the militants under ‘Operation Barak’. Besides killing three army jawans and injuring four others in an early morning ambush at Pengeri in Tinsukia district on Saturday, the militants also claimed of snatching weapons from the army. According to defence officials, the incident took place at around 5.30 a.m., in the Pengeri area of Tinsukia. Locals said that the militants fired at the vehicle from both sides of the road, which are forested areas. On Wednesday, militants attacked a van of the Pengeri tea estate, killing one person and injuring two others.

Modi launches ‘housing for all’ scheme Spl. Correspondent NEW DELHI, NOV 20 (NPN): Prime Minister Narendra Modi on Sunday formally launched the “Housing for All” in rural areas scheme under which the government proposes to provide an environmentally safe and secure pucca house to every rural household by 2022. The scheme named the Pradhan Mantri Awaas Yojana (Gramin), has set a target to complete one crore houses by March 2019, as first pashe. The unit cost for these houses has been significantly increased and now through convergence a minimum support of nearly Rs. 1.5 lakh to Rs. 1.6 lakh to a household is available, an official communiqué stated. “There is also a provision of bank loan upto Rs. 70,000, if the beneficiary so desires. The selection of beneficiaries has been through a completely transparent process using the Socio Economic Census 2011 data and validating it through the Gram Sabha,” it said. PMAY-G is a major step forward in bringing together Skill India, Digital India, Make In India, IT/DBT Aadhaar platform and Pradhan Mantri Jan Dhan Yojana (PMJDY). The programme pro-

vides for skilling 5 lakh Rural Masons by 2019 and allows over 200 different housing designs across the country based on a detailed study of housing typologies, environmental hazards and the households’ requirements, the release said. A large scale use of local materials is envisaged along with a complete home with cooking space, electricity provision, LPG, toilet and bathing area, drinking water etc through convergence. The programme targets the poor households and uses ICT and space technology to further confirm correct selection of beneficiaries and progress of work. The entire payments are through IT/DBT mode with Aadhaar linked Bank accounts with consent, to ensure complete transparency and accountability. There is a provision for orientation of beneficiaries. However, the same cannot be said of Kohima where the consumption of power is expected to spiral

upwards due to use of electric heaters. As the system in Kohima is also on the verge of collapse, engineers have expressed serious concern at such an eventuality. The setback for the DoP comes from the non-release of funds from the government for procurement of items from the market which are urgently required to keep the system going. The demand made by the DoP was around Rs.17.62 crore but the state government has done nothing. It was also learnt, that the DoP was burdened with a liability to the tune of Rs. 23.33 crore on account of works carried out in response to various breakdown maintenance on exigency during the past few years. The state government is unwilling and not prepared to allocate even this much amount. Though the 14th Finance Commission had awarded a huge 10% step up for the state, yet there has been no impact on allocation for the DoP. According to sources, after the Planning Commission was disbanded and in its place NITI Aayog constituted; the funding was

given directly to the state chief minister to decide on how best to decide on projects to be funded. It was revealed, that under Plan, the state earmarked hardly around Rs.400 crore and divided it with the number of departments for allocation of funds. This formula has deprived a major revenue earning and crucial department such as Power from getting its due share and instead, has been allotted the same amount as funds given to minor departments. Not only being deprived of much needed funds to keep the system going, even if it meant living on the edge, the department’s efforts to reduce revenue loss has also taken a beating. In the past several years, it was almost a regular feature of the department to announce loss amounting to around of over Rs.100 crore annually which was blamed on supposed theft and pilferage. The accumulated total loss from all these has been pegged at around 55% to 60% which is equivalent to 30MW to 40MW out of the total power that the state receives.

DIMAPUR, NOV 20 (NPN): In an apparent sign of differences in opinion within the Nagaland state BJP unit, section of the party members have expressed dissention following the recent turn of events. First, it was the sacking of BJP MLA as parliamentary secretary and the vociferous attack on NPF-led DAN government, its long time ally since 2003, for corruption and mis-governance and later a statement issued by the party supporting the DAN government. Some in the party, after its MLA was sacked by chief minister as parliamentary secretary, demanded that the BJP pull out of the DAN government, citing reasons that the chief minister arbitarily sacked the MLA without consulting its ally, BJP. However, some felt it was the prerogative of the chief minister and chose to remain silent on the matter. On Saturday the BJP held its consultative meeting at Kohima, where both party officials and legislators discussed on “issues faced by the party and to review party’s development”, BJP unit general secretary (media) Jaangsillung Gonmei stated in a press note. Gonmei said party also discussed

“important matters pertaining to organisation and political”. The members present made it known that “any political decisions would be taken in consultation with the party legislators”. The meeting further resolved to urge upon party men and legislators to work with better coordination in order “to strengthen the party and thus the government”. BJP unit has informed that the next state executive meeting would be in the second week of January, after the national executive meeting slated to be held from January 7-8, 2017. It may be pointed out that the State BJP unit had recently submitted a memorandum to the Governor, expressing serious concern over rampant corruption by NPF-led DAN government. The BJP in the memorandum stated that the party could no longer remain silent when people were in utter misery due to the “mis-governance and misdeeds of the state government”. However, reacting to the statement deciding to strengthen the government, a senior party member on condition of anonymity said “it is a total uturn against the memorandum which was submitted to the Governor and also to the (Cont’d on p-5) Centre.”

Cabinet decision on 33% women quota invalid: CNTC Centre-state stalemate over DIMAPUR, NOV 20 (NPN): Central Nagaland Tribes Council (CNTC) has also joined various tribal hohos and mass-based civil societies to oppose 33 % women reservation in the election to urban local bodies (ULBs), stating that the implementation of women’s reservations was in violation of the Naga customary law and rights enshrined in the Article 371 A. In a press statement CNTC media call, also demanded that the state government to roll back its decision to implement 33% women reservation seats in the civic polls. It argued that women were doing better than their male counterpart in many fields and sphere but once reservation policy is implemented in the state, the special protection accorded to the people of Nagaland under Article 371 A would be diluted. Further media cell, said that the issue needed wider,

proper and lengthier deliberations otherwise the tribal customary laws and practices that were “welded” to Article 371A would be trampled. It also said that state cabinet’s decision 2016 to implement 33% women reservation in the election to urban local bodies was invalid, since the Assembly resolution of 2012 cannot be superseded by a cabinet decision. The Central Nagaland Tribes Council said that despite knowing the legal impediments that surrounds the issue, the state government’s eagerness to implement the 33% women reservation in the ULB was a clear indication of the “hypocrisy and autocratic policy of our politicians”. The council reiterated that it would continue to oppose the move, since government was trying to appease “some small section of the people in the guise of gender equality”. On Lotha Hoho PIL on

oil issue, CNTC asked the state government to redraft the ground modalities and procedures on the Oil and Natural Gas drilling rights. It affirmed that no governmental or non-governmental body have the right to impose any policy which was against the will and wishes of the people, as Nagas of Nagaland have been bestowed with the Article 371A of the Indian constitution. Rather, it demanded that any activities executed by the government should be beneficial to the Lotha people (genuine landowners) and people of Nagaland state and not to some vested individuals. Therefore, it demanded that the state government to reset the terms and conditions at the earliest possible time which will be beneficial to the Lothas in particular and Nagas of Nagaland in general. CNTC also wanted to know on the steps taken by the government on the Rong-

mei tribe recognition issue. The council questioned on the silence of the cabinet subcommittee, even after a lapse of nearly two months the committee was appointed. CNTC therefore, reminded the state government to stop the habit of taking the sentiment of the people for granted which will turn bitter and never yield positive results in the end. On the construction of foothill road, the CNTC urged the chief minister and the responsible minister to uphold their assurance to compete the foothill road by January 2017. Since, the road, which is the survival road for the people of Mon,Longleng, Mokokchung, Zunheboto and Wokha has become a great necessity not only for socioeconomic development for the region but for safety and security reasons, the CNTC urged upon the state government to take up the issue in the right earnest without delay.

GST jurisdiction continues

NEW DELHI, NOV 20 (PTI): Stalemate between the Centre and states over administrative control under the proposed goods and services tax (GST) regime continued today with an informal meet called by finance minister Arun Jaitley failing to break the deadlock. Jaitley’s informal meeting with state finance ministers failed to arrive at a common ground on how Centre and states will control assessees under the new regime that will subsume an array of taxes like excise duty and service tax as well as VAT, multiple ministers participating in the meeting said. With states unrelenting on their position of being given right to control all assessees with up to Rs 1.5 crore annual turnover, it was decided that officials will meet again tomorrow before the meeting of the all powerful GST Council on November 25. “The meeting has remained incomplete. Discussions will continue on November 25,” Finance Minister Arun Jaitley told reporters after the over three hour long meeting. The issue has remained a contentious one

during the previous two GST Council meetings and any disagreement at the next meet holds potential of derailing rollout of the GST from the targeted April 1, 2017. Jaitley had earlier this month stated that the proposed GST needs to be rolled out by September 16, 2017 before the validity of the Constitutional Amendment brought in by Centre and ratified by states expires. States like West Bengal, Kerala, Uttarakhand, Uttar Pradesh and Tamil Nadu have insisted on exclusive control over small taxpayers, who earn less than Rs 1.5 crore in annual revenue, for both goods and services. Uttarakhand finance minister Indira Hridayesh said states demanded exclusive control for both goods and service tax assessees of Rs 1.5 crore and below. “Centre is agreeable on goods, but is not yielding on services. States are looking at their interest to safeguard their revenue. Centre will have to yield to states to get the CGST and IGST bills passed. A middle ground on the issue has to be worked out politically,” she said. K Y M C

DIMAPUR: The state government has on November 17 “declared and defined” ward boundaries of 13 Town Councils in Nagaland. According to an official bulletin, the 13 town councils are Mangkolemba Town, Tobu Town, Tizit Town, Bhandari Town, Pungro Town, Meluri Town, Chozuba Town, Longkhim Town, East Dimapur Town, Tening Town, Aboi Town, Shamator Town and Noklak Town. In order to constitute the Town Councils, house to house enumeration for preparation

of the Electoral Rolls (E-Roll) for the 13 Town Council Wards shall be conducted with qualifying age of 18 years and are now eligible for registration in the electoral rolls, the bulletin informed. IMPHAL, Nov 20: The Joint Action Committee (JAC) formed to press the state government to declare Sadar Hills as full-fledged district has decided not to call economic blockade on national highways. However, it has resolved to launch other forms of agitation which will not affect general public at large. On November 16, the JAC had threatened to impose economic blockade on the national highways in Manipur against the alleged betrayal of the state government towards fulfilling the demand for announcement of Sadar Hills as fullfledged revenue district of Manipur. The decision to abstain from imposing indefinite economic blockade was taken in a meeting held on Saturday at Kangpokpi while considering the appeals of several civil bodies and the present hardships encountered by the people of the state. On the background of the issue, Tripura’s Revenue, PWD and Health Minister Badal Choudhury told IANS that “decades before creation of Bangladesh in 1971, around 60 Indian farmers have been cultivating in the 63-acre Muhurichar enclave area”. “The India-Bangladesh Joint Boundary Working Group meeting held in Dhaka last year had decided that the two countries would once again conduct joint survey in the 63-acre Muhurichar area to resolve the deadlock,” he added. As part of the implementation of the Land Boundary Agreement of 1974 and its 2011 Protocol, India gave away to Bangladesh 110 of the 111 enclaves and received 51 enclaves on July 31 midnight last year, but the talks over Muhurichar had remained inconclusive. “There is no problem over other enclaves, including northern Tripura’s Chandannagar. But as the Survey of India, along with its Bangladeshi counterpart, unilaterally demarcated Muhurichar enclave without any consultation and contact with the Tripura government, the enclave

has remained undecided so far,” said Choudhury, who hails from the Belonia subdivision under which the Muhurichar enclave falls. “Of the 63-acre Muhurichar area, we have no objection in giving some portion of land to Bangladesh after ensuring a perfect demarcation of the areas. There are three separate cremation grounds of three religious communities in the Muhurichar area for several decades. “The real tussle between India and the then East Pakistan over Muhurichar area started since early 1965. For many years, soldiers of the then East Pakistan and subsequently Border Guard Bangladesh occasionally fired at the Indian side, killing and injuring many,” he added. Border guards of both the countries have even engaged in many skirmishes since 1978 over Muhurichar enclave. According to South Tripura district officials, a proposal has been submitted to the Union government to provide compensation to the affected Indian farmers in the area. Since the Partition of India in 1947, the Muhuri river along Muhurichar was considered a natural boundary with then East Pakistan.

Agartala, Nov 20 (IANS): A meeting between Indian and Bangladeshi officials in Dhaka to resolve the dispute over southern Tripura’s Muhurichar -- the lone enclave whose fate is yet unresolved between the two neighbours -- ended inconclusively, officials said here on Sunday. “The meeting in Dhaka to resolve the dispute over Muhurichar enclave remained inconclusive. The officials of the two countries would submit reports to their respective governments to decide the further course of action,” a top official of Tripura’s Revenue Department told IANS on the condition of anonymity. “Indian officials told their Bangladeshi counterparts that according to the Indira-Mujib accord, the boundary should be the mid-course of the Muhuri river. The Bangladesh officials objected to this logic, saying the course of the river has changed many times during the past 44 years,” said the official. However, the polling percentage is likely to go high as reports from several polling booths in remote areas are yet to pour in, Bhattacharjee said. It is for the first time in the history of the state that both the contesting candidates including district electoral officer, returning officer and the general observers deputed by the Election Commission, are all women. A polling station, exclusively for women, and a model polling station were also set up in the constituency. Hospital blamed for patient’s death AGARTALA, Nov 20 (Agencies): A policeman’s family in Tripura has blamed a a private hospital for the death of the personnel because of non-acceptance old currency notes on Friday. Shaswati Sharma, daughter of deceased Shyamal Sharma (56), alleged that her father was shifted to ILS hospital in a critical condition three days ago. Shyamal was an employee of police wireless wings. He was diagnosed with kidney malfunctioning and was advised to be treated in Kolkata. But when the family members went to pay the bill, hospital authorities refused to accept Rs 500 and Rs 1000 notes, she alleged. “We were surprised at the bill amount (Rs 83000 for one day). On top of that, no notes of Rs 500 and Rs 1000 were accepted. The PM’s statement said hospitals have to accept old notes till December 30, but they refused,” alleged Shaswati. The hospital did not discharge the patient though he was critical on Thursday. “We had a tough time in arranging the money which took a long time. After a long battle, a stretcher was managed with doctors on Air India flight to Kolkata on Friday. But he collapsed at the airport,” she told media.

GUWAHATI, Nov 20 (Agencies): In the wake of one of the biggest attacks on security forces in two decades, security experts said the outlawed United Liberation Front of Assam (Independent) was gathering strength after having been dormant for years. Saturday’s attack on the Army’s 15 Kumaon Regiment, in which three jawans were killed and four injured, was an attempt to drive home the point that the outfit was not a spent force yet, security experts observed. “In three decades of counter-insurgency operations, we had almost reined in Ulfa-I. We will continue adopting a policy of zero tolerance towards militants,” Assam DGP Mukesh Sahay said. The three decades Sahay spoke of had seen many ups and downs in the fight against insurgency. In 1995, eight security personnel had been killed in an ambush in Kamrup district by what was then undivided Ulfa. The outfit split in August 2012 when its commander-in-chief Paresh Baruah expelled Arabinda Rajkhowa as chairman. While Rajkhowa went on

to lead the pro-talks faction of Ulfa, Baruah headed the anti-talks Ulfa-I. On August 12 this year, Ulfa-I unleashed terror in Tinsukia district’s Philobari area, killing three Hindispeaking people. On Independence Day, too, cadres of the outfit triggered five IED blasts in Tinsukia and Charaideo districts. “These recent activities show that Ulfa-I is desperate to make its presence felt in the state,” a security expert said. DGP Sahay said police had reports of the outfit recruiting cadres. The formation of United Liberation Front of Western South East Asia (UNLFW), an umbrella body of four militant groups from the northeast, also aided Ulfa-I’s resurgence in the region, Sahay added. Two other rebel groups Kamtapur Liberation Organization and National Democratic Front of Boroland (Songbijit) are also part of UNLFW. “Ulfa-I now receives support from NSCN-Khaplang in Nagaland and Arunachal,” Sahay said. He added that the use of RPGs showed Ulfa-I had added firepower to its arsenal with the help of other rebel groups.

‘Fresh survey of Indian orchids need of the hour’ Kolkata , N ov 2 0 (IANS): As habitat fragmentation and illegal collections threaten to wipe out some of the most beautiful and rare orchid species in the Indo-Burma Biodiversity Hotspot (IBBH), scientists surveying the plants in Laos say extensive mapping and proper inventorying of the species in India is the need of the hour to save them. Scientists who are studying the plants in the limestone cliffs of Laos (a part of IBBH) believe that identifying conservation priorities for the endangered flora in the Southeast Asian nation will also benefit India, given the common dangers of habitat fragmentation and the ruthless collection of the flowers for regional and international trade. “Our main objective is to identify conservation priorities in Laos within the context of the highly threatened IBBH, with special focus on nearly 2,100 orchids found in this region,” conservationist Pankaj Kumar, a member of IUCN-SSC Orchid Specialist Group Asia, told IANS. “In 1890, Sir Joseph Dalton Hooker wrote a comprehensive account on the flora of British India but, since then, no one else has been able to produce such comprehensive floristic studies. We are heading

towards the sixth mass extinction but how can anyone think of which species to prioritise and conserve if we don’t even know what species are found in India,” he questioned. One of the most bio diverse regions of the world which continues to reveal biological treasures, IBBH encompasses 2,373,000 km of tropical Asia east of the Ganges-Brahmaputra lowlands. The Indian portion of the hotspot, straddling

stretches of northeast India and the Andaman Islands, shelters around 400 species. “Because IBBH includes parts of northeastern India (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura) and also parts of the Andaman islands, any kind of conservation issue in Laos fully applies to Indian orchids too, as many regions in northeastern India are also understudied due

JNU proctorial inquiry finds ABVP member guilty New Delhi, NOV 20 (Agencies): A proctorial inquiry by JNU has found ABVP member Vikrant Kumar guilty of assaulting Najeeb Ahmed during a brawl following which the latter went missing over a month ago. Najeeb (27), a student of School of Biotechnology and a native of Badaun in Uttar Pradesh, went missing on October 15 following an on-campus scuffle allegedly with the members of ABVP, including Vikrant, the night before. JNU had ordered a proctorial inquiry into the incident. “In the proctorial inquiry, Vikrant Kumar has been found to be involved in hitting Najeeb Ahmed and using derogatory language with provocative behaviour on October 14. This is an act of indiscipline and misconduct,” an official order read. Vikrant has been asked to explain why disciplinary action should not be initiated against him. ABVP has, meanwhile, come out in Vikrant’s support and accused the university administration of being “biased” in conducting the inquiry. JNU students and teachers have been agitating against the university administration and Delhi Police for their failure to locate the missing student.

Small vendors unzip e-wallets in Odisha Bhubaneswar, Nov 20 (IANS): At a time when the whole nation is facing cash crunch following the demonetisation of high denomination currency notes, the small vendors in the capital city of Odisha have adopted the smart ways of payment. They are accepting payment through mobile and online payment services to ease the problems of common people and keep their businesses going. Take the case of Raju, who runs a tea shop in the Unit-II area of the capital city. He is not bothered by the demonetisation as he has set up a private ‘e-wallet’ on the popular payment platform Paytm. “I was worried after the central government announced demonetisation of Rs 500 and Rs 1,000 notes that led to cash crunch of small notes. Then, I installed a Paytm mobile app on my phone and asked my customers to pay through my mobile wallet,” said Raju. The street vendors and grocery shops are also accepting money from the customers through e-wallets. “Even though the business has suffered following the demonetisation, we are receiving money through e-wallets. It has been a great help to us at the time of cash crunch,” said Tapas Panda, a shop owner in Niladri Vihar area of Bhubaneswar.

AIMPLB supports triple talaq, forms women’s wing KO L K ATA , N OV 2 0 (Agencies): In a first, the All India Muslim Personal Law Board today decided to form a women’s wing to look into burning issues such as talaq, even as it passed a resolution in favour of triple talaq. The resolution passed at the AIMPLB’s three-day convention, which concluded today, stated that the government was infringing into the personal laws of Muslims. The women’s wing would also deal with other issues like family disputes and education, AIMPLB secretary Zafaryab Jellani told a press conference here after the convention. It decided to launch an all-India Muslim women helpline, a toll free call centre in Urdu, English and eight regional languages to counsel and guide Muslim women on family disputes to go to the Darul-Qaza. “It has been decided for the first time that we will form a women’s wing to go into issues concerning Muslim women and an all-India Muslim women helpline, a toll-free call centre in Urdu English and 8 regional language,” Kamal Farooqi, a member of AIMPLB said.

NEW DELHI, NOV 20 (Agencies): Warning people against depositing their unaccounted old currency in someone else’s bank account, the tax department has decided to slap charges under the newly enforced Benami Transactions Act against violators that carries a penalty, prosecution and rigorous jail term of a maximum seven years. In a related development, official sources said that the department has detected over Rs 200 crore in undisclosed income after it conducted over 80 surveys and about 30 searches in cases of suspicious usage of the scrapped currency. About Rs 50 crore has also been seized in these operations since November 8, they said, across various states. The sources said the taxman has initiated a country-wide operation to identify suspect bank accounts where huge cash deposits have been made post November 8, when government demonetised the Rs 500 and Rs 1,000 currency notes. Such instances where the suspicion is found to be true will be prosecuted

Beyond clean elections

I

t is heartening that after several decades, there has been a chorus of appeals by various organizations to stamp out election vices which have become rampant in Nagaland. Besides booth capturing, threats or cash for votes, Nagaland Post has been reporting and commenting and also exposing underage voters or impersonators in various polling booths since 1993. The newspaper had also extensively cited how elections in Mizoram were being conducted under the strict supervision of the church and volunteers of the Young Mizo Association(YMA). In Nagaland the level of degeneration are evolutions of electoral vices, offences etc which have become synonymous with the democratic process, especially in the light of the experience in Nagaland since 1982, where elections mean nothing democratic but virtually an opening hijacking of the system. From youth camps, distribution of cash, manipulation of electoral rolls, conspiracy with polling officials, to proxy voting or en-bloc to booth capturing (‘couping’); today elections are also decided by armed cadres of various outfits. The voting percentage in 1964 was 50.51 % which was commendable in the light of the boycott call by the then NNC/FGN. The figure jumped to 83.27% in 1977, which could be due to people, mostly young, voting in large numbers in an anti-incumbency wave against the NNO government which had ruled the state since 1964. The voting percentage in 1998 was recorded at 78.95 % when election was boycotted by the then NPC and which saw the Congress sweep the polls with 53 seats and independents winning seven(7). The NBCC had attempted to do something about making elections free and fair sometime during 2012 but it could not make much headway. People of Nagaland are concerned with how the system has distorted to suit the plans of those who can twist or bend it at will for power and money. It may be recalled that during the early 60s till 1977 money and muscle power was almost non existent. Due to the huge costs of elections, many candidates who would have been otherwise an asset for the public, cannot hope to win. The practice of village or other communities issuing diktats to vote for a particular candidate of party is also a serious problem in several areas. Most of the genuine voters in Nagaland are hardly able to cast their votes since someone had already cast votes in their names. There have been serious allegations that polling officials look the other way when impersonators openly cast votes with the approval of all polling agents. Revision of electoral rolls becomes a futile exercise unless double entries, dubious names or those left out are not taken care and rendering the purpose of democratic elections futile. The election laws are as good or as bad as they are being enforced since no law, no matter how fantastic it may be, can prevent crimes from taking place. While the NBCC and other organizations have been conducting workshops and seminars to spread awareness; there is also a need to realize that the mere campaign for clean election should not be the beginning and ending of the efforts. Those for clean elections also need to watch how government projects and funds are released especially by 2017 in order to ensure that funds are not diverted or siphoned for the 2018 elections.

Never accept a view of the fatherhood of God if it blots out the atonement. The revealed truth of God is that without the atonement He cannot forgive— He would contradict His nature if He did. The only way we can be forgiven is by being brought back to God through the atonement of the Cross. God’s forgiveness is possible only in the supernatural realm. Compared with the miracle of the forgiveness of sin, the experience of sanctification is small. Sanctification is simply the wonderful expression or evidence of the forgiveness of sins in a human life. But the thing that awakens the deepest fountain of gratitude in a human being is that God has forgiven his sin. Paul never got away from this. Once you realize all that it cost God to forgive you, you will be held as in a vise, constrained by the love of God.

Chaos as officials mislead, local credit keeps markets alive

ndia economy has been the pride of world. It has been showcased as the only growing economy a proud moment for Indians particularly under Prime Minister Narendra Modi. That was until a week back. International media quietly observed the scenario for eight days. On Nov 16, 2016, CNN, BBC and other international channels came out with long stories. The CNN headline screams, “Indian economy is in turmoil”. The BBC and others also echo the same sentiment in different words. A week has changed the worldview! The Opposition in the country are debating, demonstrating and protesting. The queues at banks and post offices are surging. But despite all this one surprising aspect is that those standing in the queues or suffering the sudden withdrawal of cash are with Modi and even the opposition does not doubt his intentions. A week later after many brawls at such counters, they have started blaming the officials. Many in the crowd now say that the officials have misled the government and had given inappropriate information of smooth

transition leading to the chaos. Even insiders do not mind admitting that the dependence on officials was “possibly a bit too much”. There are ramifications for people living abroad and questions are being asked how they can exchange the demonetized notes. Those in Nepal also have their concern and Nepal government has officially taken it up. The government also needs to understand that its move to channelize the trading and transactions through banks is also not appropriate. The banks have become unethical, levy undue charges and are expensive. The private banks are less dependable. Credit card transactions at 2 percent cut (annualized would be over 30 percent) are expensive for sellers. Debit cards expose the holders to risk of being swindled as their data can be compromised. Bank transactions are slow and instruments like cheques are not trusted. India’s wholesale business works on 1 to 1.5 percent cuts. It moves on trusts. It is fast. The defaults are rare. If it moves to banks it would cost over 3 percent.

Outside urban India, it is largely hard cash transactions. Banks are 15 or more kilometers away from villages. It has hit the villagers hard. Apart 1.25 lakh bank branches and two lakh ATMs (of which on only 1.25 lakh remain operational any time) are too inadequate if 1.25 crore people are moved to the banking system. It is bound to collapse. Apart no society is Shivaji fully banked and possibly it should not be so. The move has hit the market, except a small section that accepts cards. Some traders say that the servers have become difficult to access. The saving grace is shopkeepers and traders are allowing free credit to their customers. It has affected sowing as well in large parts of the country. Again the local credit system is keeping alive farm functions and supply of fertilisers and seed. The latest announcement of increasing credit and withdrawals to farmers, larger withdrawals to farm traders should help. So the decision for Rs 2.5 lakh withdrawals for weddings would.

There is a cost on economy. The old notes had cost about Rs 15,000 crore in printing. The new notes also have a similar cost. There is cost for recalibrating the ATMs, which may take over three weeks to complete. How much is the counterfeit currency? According to a study done by the Indian Statistical Institute, Kolkata, in 2015, Rs 400 crore worth Sarkar of fake notes were in circulation in the economy. This is merely 0.025% of the total budget outlay of Rs 19.7 lakh crore as announced this fiscal. The cash comprises only a tiny part of black assets. This is borne out by facts. Cash recovery has been only 6 percent of the undisclosed income seized from income tax evaders, according to data from tax raids from 2012-13 onwards. In April, the SBI said that people were withdrawing cash in Rs 100 and 50 denomination notes in large amounts. Some newspapers in some parts of the country had reported that demonetization and introduction of Rs 2000notes were in the offing in

April itself. Data from different banks shows during the last three months most of the banks reversed the trend of declining deposits and witnessed healthy growth. The sudden rise in deposits, many of it in high-value notes, has raised some eyebrows. While it is necessary to take people with untaxed money to task, the present move has made the detractors vocal as large section of the people are hit and unable to access their own money. While partial demonetization always takes place, the problem this time was the sudden withdrawal of 86 percent or Rs 16 lakh crore worth cash from the system. The 500-Euronotes were demonetized but it remains a legal tender till it is in circulation. The Indian case is aimed at the supposed super rich but it hit the marginalized and the vocal middle class the most. S u c h m ove s h ave taken place in some other countries too. In 2002, all European currencies were replaced by Euro. The transition was smooth. But in many other countries like Soviet Union

Most of these led to massive protests, civil wars, ouster of the governments and economic collapse. The chambers complain that if the officials had briefed properly things could have moved without this massive jerk. India needs to solve the cash problem has to be solved soon. There need not be insistence on cashless economy. Personal income tax needs to be reformed to pep up the economy. The government is reportedly mulling over such ideas, as junior finance minister AS Meghwal says. Economy may have taken a small hit due to sudden demand slump but it is not in turmoil as envious western media say. In the course of next few weeks it is expected to be back on rails.

The growing menace of prostitution in Nagaland

s a Christian state, Nagaland has always condemned the act of prostitution through raids of the restaurants and hotels by police and National workers and deep inside my heart I have always appreciated them for helping Nagaland keep her title well maintained and preserved atleast in this area. However for the past several years whenever I go to market I have always noticed female prostitutes searching for customers without any shame or fear and some goes even to the extent of pulling some men by force and asking them to come with them. Whenever I experience this kind of situation in the market, I always ask myself, where are the concerned NGO’s today who once stood against prostitution, where are the concerned church bodies who preaches about sin to these people and where are the concerned authority who used to raid restaurants and hotels to punish any people who indulge in the act of prostitution. When I was young I was told the stories by some elders of how prostitution took place in and around Eros Lane and how that place was also referred to, as the red light area, and I have always remembered Eros lane because of its stories, though I never saw any prostitute with my naked eye. But today when I go around the corners of Dimapur I see the situations where it is even worse than the story of Eros lane that I once heard. Today I don’t need to rely on the stories to see who the prostitutes in Dimapur are because I witness them every time I go to buy vegetables. Just take the example of New Market vegetable bazaar, we will find prostitutes of every colour and of every shape both local and non local. It is not hard for people to find them because before we ask them they will brave themself to pull us, call us and even tease us as long as we are there. One such incident happened to me when I was busy buying vegetables in the evening, there was a woman who was calling me time and again, all I wanted was to give her my big fist but my conscience did not allow me to do so. Every time I come to that market I always witness those women calling and pulling people even in full view of the public and it goes on because they are free, since no one is there to stop them. Today our Nagaland has become Second Thailand where sex industry is flourishing and what we should know is that Thailand has nothing to do with Christ but Nagaland has one of the biggest title of Christian world ‘Nagaland for Christ’ and therefore the act of prostitution in Nagaland is a

serious threat to Nagaland and her title. On the other hand it is also a serious threat to people while referring to Nagaland Post article dated 29th October 2016, which talked about Nagaland as being the Top in general HIV prevalence among the state with 1.29%. When the prostitution is openly taking place in some corner how can we stop the flow of HIV/AIDS in our state, It’s high time that the Christian leaders realise the threat of Prostitution, It’s high time that the Municipal councils and district administrations put more effort and power to take actions against those women who are bringing down our hard earned Christian image down. It is even high time for national workers to check and look after this open prostitution and do something in order to secure our Christian Image as well to secure our coming generation because if we go on like this, there will come a time when outsiders will begin to mock us, laugh at us and make a jokes out of Christian title that we have. Finally, let us not play a blame game, saying those prostitutes are non-locals and it’s all because of them, some people may be surprised when I say this but most of the sex workers are locals and what is even more surprising is some local sex workers are even the mother of few children. Now with all these, Thailand like situation, our Nation is really in danger, our Christian district image is in danger, and our Nagaland for Christ is in danger and this is going to destroy us until the concerned bodies, authorities do something. I believe some women are forced to prostitution because of lack of job, lack of opportunities, and lack of financial support because of which they chose prostitution as the only means of their self support. However we cannot destroy the image of the whole nation because of some few people, we cannot push the entire nation deeper into the well of HIV/AIDS because some people have no support. As a Christian we should feel for them and sort out ways to help them but we must put all our effort to put complete ban on this act of prostitution that is taking place in our state. I have just highlighted a small experience but we don’t know how many of such kind of experiences is taking place openly or hidingly in many corners of Dimapur and other district. May this write up open our eyes towards the growing menace of prostitution that is taking its strong hold in our Christian state and help each one of us understand our Christian responsibility towards this great challenge. oil solarization is an environmentally friendly method of using solar power for controlling pests such as soil-borne plant pathogens including fungi, bacteria, nematodes, and insect and mite pests along with weed seed and seedlings in the soil by mulching the soil and covering it with a transparent polyethylene cover, to trap solar energy. Soil should be kept moist during solarization to increase the thermal sensitivity of resting structures of soil-born plant pathogens and weeds, and to improve heat conduction. Solarization is to be done in open field without any shade and summer months are more suitable for solarization. Method of solarization a. Nursery bed Before solarisation, the nursery bed for raising seedlings is to be levelled and pebbles present on the surface should be removed. Incorporate the required quantity of organic manure in the soil and irrigate @ 5 litres per m2 and cover the beds with 100-150 gauge transparent polythene sheets. Seal the edges of the sheet with soil to keep it in

position in order to maintain the temperature and moisture inside the polythene mulch and also to prevent formation of air pockets between the soil and polythene sheet. After keeping the sheet for 20-30 days, remove the sheet and the bed is ready for sowing and transplanting. b. Main field Solarization can also be effectively used for the control of soft rot of ginger and similar soil-borne diseases in the field. The land used for planting ginger is initially prepared to a fine tilth and pebbles are removed. Prepare raised beds as per the recommended practice. Apply organic manure before solarization. Irrigate the bed once (5 litre/ m2) and cover with polythene sheet. Leave the bed without any disturbance for 20-30 days. After this period, remove the sheet and plant rhizome bits. Bio pesticides can be incorporated in soil after removing the polythene sheet. c. Potting mixture Spread the potting mixture (soil:compost) on a levelled ground to a height of 15-20cm. Moisten with water and cover the soil with polythene sheet and so-

larize for 20-30 days as described above. After solarization, the soil can be used for sowing/ planting. This method is found to be very effective to raise disease free pepper cuttings. Thus, solarization during the hot summer months can increase soil temperature to levels that kill many disease causing organisms (pathogens) like Pythium, Phytophthora, Fusarium, Rhizoctonia etc., nematodes like Meloidogyne, Heterodera, Xiphinema, etc., and weed seeds and seedlings like Cynodon dactylon, Cyperus rotundus, Digitaria ciliaris, Crotalaria muconata, Indigofera hersuita and Noxia sp. It leaves no toxic residues and can be easily used on a small or large scale garden or farm. Plants often grow faster and produce both higher and better quality yields when grown in solarized soil. Irregular and poor BSNL network at Noklak

Sir,

Decades back, I obliviously marveled at the construction of a never seen high tower at High School Sector Noklak Town-wondered what that was for. As years went by, we were endowed with BSNL WLL and progressively mobile cellular network thus enlightened me the purpose. Our happiness knew no bound at the initial accessed and the privilege of making our area connected, though inconsistent. Gradually we were favored again to have another tower being set up at Noklak village, taking us to a strong anticipation of consistent availability of network. (Thanks because it beautifies our village for these days a neighborhood without such hanging towers or wires dangling around is an olden day’s lifestyle!!!). Sadly, our happiness is short-lived for the service provided is deteriorating day by day, mostly a months long period hiatus. And on the whole, the once in a blue moon network availability is regretfully infested by NETWORK BUSY signal whenever one try to make calls despite the full tower signal garlanded cell phone and the so called WLL connection is dead gone since years back. The customers’ frantic wish of consistent availability of network incessantly failed to prevail. Ironically, the network resurfaced briefly at the ultimatum served by the Khiamniungan Tribal Council bringing back smile of gratitude for restoring the network. Yet as cynically assumed, it went back to its own aloof trait after pacifying the demands for few days. Here I would like to point out some queries (from the seas of frustrations) stumbling on the usual episode of the service provided and the responses of the concerned authority at the squeal of the customer. 1. Will the service improve only when customers take their frustrations to streets? 2. Who will be responsible for being late in getting important information as most of the hapless people have registered your company’s SIM number for official correspondence? 3. Will the concerned authority permit the customer to reactivate the same SIM without the trauma of applying for replacement of the expired one owing to non-recharge vis-à-vis non- availability of network? These are just an iceberg of vexation faced daily due to erratic service provided. The pathetic customers are gradually losing faith in your service for such usual phenomenon. Though the dejected customers cannot fit into your shoes, we ardently wish to put an end with this trend of “candy offered to Peter out the cry of a child”. Rather look for solving the problem once and for all sans these lackluster responses. Perhaps there are reasons behind for such hiccup but as one of your desperate and loyal customers I would like to appeal the concerned authority to look into the matter at the earliest so as to regain the trust of your customers and pertinently not to leave the two towers a mere piece of decorative figures but towers with purpose. Modi seeks support for demonetisation

Agra, Nov 20 (IANS): Prime Minister Narendra Modi on Sunday sought people’s support for his demonetisation decision, saying that the country will emerge victorious after this “test by fire”. “As I said on the very first day when I announced the decision, it is a timeconsuming process. It will cause inconvenience and a little hardship. But, I believe, the nation will come out victorious from this test by fire,” Modi said at a public rally in the city of the Taj in Uttar Pradesh. He said his government has been flexible in implementing the demonetisation decision and effected alterations as the need arose. Only the corrupt rich were worried and those who had cheated the people, he said. “They are asking me questions, the dishonest

people who had made life difficult for the poor all these years. The poor and the middle income group people were forced to convert white into black to pay schools or buy houses. These dishonest people exploited and looted the people hurting the economy,” he said. He raked up the chit fund scam to hit out at West Bengal Chief Minister Mamata Banerjee’s Trinamool Congress which has been rallying against demonetisation. “I know what kind of people are opposing me and leading the charge against me over demonetisation. Doesn’t the country know about the people involved in chit funds?” “Millions of people invested their hard earned money in this chit funds and under the blessings of politicians all this hard money disappeared in the scam. Many people lost their lives,” he added. “And today, these people are levelling charges against me,” Modi said, referring to the chit fund scam in which several leaders of the West Bengal’s ruling Trinamool Congress were arrested and interrogated. Modi’s attack comes days after Banerjee led a march to Rashtrapati Bhavan, de-

manding roll-back of the demonetisation decision and seeking President Pranab Mulkherkjee’s intervention in the matter. Indirectly targeting Bahujan Samaj Party supremo Mayawati, Modi said legislators had to offer money for tickets. “Some people have lost their all but this ‘khel’ (game) should stop now. Rights of the poor and the middle classes had to be redeemed.” He counselled people not to “let others use your Jan Dhan acccounts. They (paapis -- sinners) will refuse, but you will be in trouble if there is an inquiry”. Reiterating his plea to give him 50 days to tide over the hardships caused by the move, Modi said he took the demonetisation decision not to trouble anyone but for the welfare of the coming generations. “I have asked for 50 days. It’s been just 10 days and over 5,000 crore rupees have already been deposited in banks... the banks will infuse this money in the markets,” he said. What will the banks do with the money that has come in just ten days, he asked. “Obviously they will give loans to small people, shopkeepers, at reduced interest rates.”

Legalise sports betting, gaming: CBI ex-chief

Gangtok, Nov 20 (IANS): Former CBI Director Ranjit Sinha has advocated legalisation of sports betting and gaming since, he said, these had a massive revenue generation potential and were popular with the people. He, however, also emphasised proper regulation and what he called “responsible gaming”. “The business of sport betting and gaming exists, despite the ban. There is a stigma attached to it, but it is not very high on the government radar. The government should legalise it,” the former Central Bureau of Investigation Director said in Sikkim’s capital. “With good regulation and responsible gaming, we can make it happen. Like it exists in Sikkim and helps increase revenue and employment in the state.” Sinha was speaking at a gaming event organised

by the All India Gaming Federation (AIGF) on Saturday evening in the northeastern state -- called ‘Las Vegas of India’ where casinos are allowed. Sinha said the Sikkim model could be used by other states after the Himalayan state emerged as one of the most sought-after destinations for high-end tourists. “This (gaming/betting) industry has huge revenue generation potential, which can be seen in Sikkim and Goa.” At a panel discussion themed ‘Legalise Betting’, Sinha said: “There are definitely adverse effects also, but proper regulation and an enforcement body can take care of that part.” “We have to also look into its moral aspect and take public opinion into consideration.” The former CBI chief also urged the gaming federation to take representatives from all sectors on board. Federation of Indian Chambers of Commerce and Industry (Ficci)representative Rajpal Singh said: “We should not shy away from reality. Illegal betting is already happening. Huge money is involved in illegal betting. (So) it is better to legalise it, but ensure a strict vigil on the industry.”

Army chief’s 4-day visit to China from Monday

New Delhi, Nov 20 (IANS): Army Chief General Dalbir Singh will leave for a four-day visit to China on November 21, an official said on Sunday. “Chief of the Army Staff is leading a high-level military delegation, comprising senior military officers, to China on a four-day visit from November 21 to 24,” said a defence release. During the visit, Gen Singh will visit important military installations of China, including Infantry Division and Army Air Defence Brigades and is scheduled to meet high-ranking officials of the People’s Liberation Army (PLA) and the Central Military Commission (CMC) of China. The CMC is the highest military body of China. “The visit aims at engaging China on subjects of mutual concern and shared interest, which include terrorism, humanitarian assistance and Peace Keeping training.

New Delhi, Nov 20 (IANS): Notwithstanding the suffering of the common people, Kailash Satyarthi supports the governments demonetisation move as it will help curb trafficking, but the Nobel laureate and child-rights crusader asserts that unless and until children become a political priority, India will continue to be dogged by the evils of child labour and child trafficking. And endeavouring to ignite a social movement are his two initiatives: “Laureates & Leaders for Children” and “100 Million for 100 Million”. The Laureates & Leaders for Children summit, to be held in December at Rashtrapati Bhavan here, has attracted over a dozen Nobel laureates and global leaders, including the Dalai Lama, Liberian peace activist Leymah Gbowee , Australia’s first woman Prime Minister Julia Gillard and Princess Charlene of Monaco, who will raise their collective voices against violence and discrimination against children. They will brainstorm and commit to action in their respective fields to accelerate progress and achieve breakthroughs to benefit children, by signing a declaration.

The summit will also witness the launching of the “100 million for 100 million” campaign, which aims to mobilize, over the next five years, 100 million youth and children for 100 million underprivileged children across the world to end child labour, child slavery and violence against children and promote the right of every child to be safe, free and educated. Having been at the forefront of the global movement to end child slavery for four decades now, Satyarthi is also aghast at the “paltry” government spending on children, who make up more than 40 per cent of India’s population. “We don’t have progressive laws on child labour; our government spends a paltry four percent of its budget on children and we have a massive prevalence of child trafficking. All this will not change unless and until children become our political priority.” “Trafficking is a thriving trade running into several lakh crores of rupees, a majority of which is black money. Yes, the demonetisation drive is causing sufferings to the people, but at the same time it has hurt the traffickers badly,” Satyarthi told IANS in an interview.

New Delhi, Nov 20 (IANS): India aims to reduce tobacco consumption by 30 per cent in the next three years, but it also needs to quickly promote the farming of alternate crops by tobacco growers, whose exports annually bring in Rs 10,000 crore ($1.5 billion) . The target India set at the just-concluded WHO Framework Convention on Tobacco Control (FCTC), Convention of Par ties (COP7) will be backed by various UN entities like the International Labour Organisation (ILO) and the Food and Agriculture Organisation (FAO) that will help the country figure out the best alternate revenue sources for tobacco growers. “Alternate crop farming cannot be immediately implemented. First of all, India aims to reduce the consumption of tobacco by 30 per cent and when this happens, the alternate crop farming for tobacco growers will be immediately implemented. This will be supported by the UN and various ministries like agriculture, environmental and health,” Amal Pusp, Director of the National Tobacco Control Programme, told IANS. The convention -- held here for the first time with delegations from nearly 180 countries -- also saw India leading the move to prevent the intervention of the tobacco industries in the framing to anti-tobacco policies. “We want to help the tobacco growers. The point is that tobacco industries are using farmers at the forefront for their own benefits. The tobacco supply chain has to be broken,” Vera Luiza da Costa e Silva, head of the WHO FCTC convention secretariat, told IANS. India -- which ranks third globally in implementing the “85 percent pictorial warning” norm on cigarette packets -- is also keen to draft laws to fix the tobacco industry’s liability for the harm caused by it products. Reiterating it’s stand on curbing tobacco consumption in every age group, India was among the select countries that called for increased taxes on all forms of tobacco products, including e-cigarettes - and, if possible, ban them altogether.

New Delhi, Nov 20 (PTI): Foreign investors have pulled out close to $3 billion from the Indian capital market this month so far on lingering concerns over the government’s demonetisation decision and fears of a rate hike by the US Federal Reserve. According to data, net withdrawal by FPIs from equities stood at Rs 9,841 crore during November 1-18 while the same from the debt market was Rs 9,720 crore during the period under review, translating into a total outflow of Rs 19,561 crore ($2.89 billion). The foreign portfolio investor (FPI) outflow comes following net withdrawal of more than Rs 10,306 crore from the capital markets (equity and debt) last month. Prior to that, the equity market had witnessed an inflow of over Rs 20,000 crore. So far this year, FPIs have invested a net sum of Rs 37,146 crore in stocks while they have pulled out Rs 13,278 crore from the debt market, resulting in a combined net inflow of Rs 23,868 crore.

New Delhi, Nov 20 (PTI): The Reserve Bank of India (RBI) has proposed opening of “Islamic window” in conventional banks for “gradual” introduction of Sharia-compliant or interest-free banking in the country. Both the Centre and RBI are exploring the possibility of introduction of Islamic banking for long to ensure financial inclusion of those sections of the society that remain excluded due to religious reasons. “In our considered opinion, given the complexities of Islamic finance and various regulatory and supervisory challenges involved in the matter and also due to the fact that Indian banks have no experience in this field, Islamic banking may be introduced in India in a gradual manner. “Initially, a few simple products which are similar to conventional banking products may be considered for introduction through Islamic window of the conventional

banks after necessary notification by the government. “Introduction of full-fledged Islamic banking with profitloss sharing complex products may be considered at a later stage on the basis of experience gained in course of time,” the RBI has told Finance Ministry in a letter, a copy of which was received in response to an RTI query filed by PTI. Islamic or Sharia banking is a finance system based on the principles of not charging interest, which is prohibited under Islam. “It is also our understanding that interest-free banking for financial inclusion will require a proper process of the product being certified as Sharia compliant will be required both on the asset and liability side and the funds received under the interest-free banking could not be mingled with other funds and therefore, this banking will have to be conducted under a separate window,” it said.

New Delhi, Nov 20 (PTI): India’s economic growth is expected to fall by up to 1 percentage points over the next 12 months in the wake of demonetisation, while longer-term gains will depend on follow-up reforms, says an HSBC report. According to the global financial services major, in the short run, India’s drive to withdraw and replace high-denomination currency notes will bring ‘some benefits, some losses’. “Using the cash elasticity of GDP, we estimate that over a year, economic growth can fall by 0.7-1.0 percentage points, with the maximum impact in the immediate two quarters, which will see a large contraction in ‘effective’ money supply,” HSBC said in a research note. “If the government follows up with a spate of reforms, gains can be immense, as the parallel economy moves towards official. As the saying goes, ‘well begun is half done’. But the other half needs work,” it added. Thanks to demonetisation, banks will be flush with liquidity, which will support transmission into a variety of rates -- lending, deposit and government bond yields.

Only six state-owned banks including SBI declared dividend, though at a lower rate, for the fiscal ended March 2016. Under the existing guidelines, profit making banks have to pay a minimum dividend of 20 per cent of their equity or 20 per cent of their post tax profit, whichever is higher. A huge amount of money is coming into the savings and current accounts. This huge amount of deposits has turned the system liquidity into surplus and we believe that this extra liquidity will not go away from the system in a hurry, which may push down the interest rate further,” a top SBI official told PTI in an interview. On November 8, the government surprised the nation by declaring Rs. 500 and Rs. 1,000 currencies invalid to check black money and fake notes, giving a 50-day window to exchange these old notes within a cap or penalty provision for unaccounted money.

lieve that there is a mixture of live and dead bacteria, based on experience from other studies of air,” Larsson added. New York, Nov 20 (IANS): Short and poor quality of sleep may worsen kidney function in patients with chronic kidney disease (CKD), says a study. “Short sleep and fragmented sleep are significant yet unappreciated risk factors for CKD progression,” said one of the researchers, Ana Ricardo, from the University of Illinois at Chicago in the US. “Our research adds to the accumulating knowledge regarding the importance of sleep on kidney function, and underscores the need to design and test clinical interventions to improve sleep habits in individuals with CKD,” she added. Although there is increasing evidence that sleep disorders are common in individuals with CKD, its link with CKD progression is unknown. To investigate, Ricardo and her colleagues examined the sleep patterns of 432 adults with chronic kidney disease. Participants wore a wrist monitor for five to seven days to measure sleep duration and quality, and their health was followed for a median of five years. Participants slept an average of 6.5 hours/ night, and during follow-up, 70 individuals developed kidney failure and 48 individuals died.

Washington, Nov 20 (IANS): A “next generation” US weather satellite that was rocketed into space from Cape Canaveral Air Force Station in Florida at 6:42 p.m. EST on Saturday (5.12 a.m. Sunday, India time) is on its way to sharpen forecasts, watches and warnings about hurricanes and storms, NASA said. After the US National Oceanic and Atmospheric Administration’s (NOAA) Geostationary Operational Environmental Satellite-R (GOES-R), reaches its final designated orbit in the next two weeks, it will be renamed GOES-16, the US space agency said in a statement. “The launch of GOES-R represents a major step forward in terms of our ability to provide more timely and accurate information that is critical for life-saving weather forecasts and warnings,” said Thomas Zurbuchen, Associate Administrator for NASA’s Science Mission Directorate in Washington. “It also continues a decades-long partnership between NASA and NOAA to successfully build and launch geostationary envi-

ronmental satellites,” Zurbuchen added. The new satellite will become operational within a year, after undergoing a checkout and validation of its six new instruments, including the first operational lightning mapper in geostationary orbit. “The next generation of weather satellites is finally here,” NOAA Administrator Kathryn Sullivan said.
