KOHIMA, NOV 24 (NPN): The 12th Nagaland Legislative Assembly today revoked the resolution passed by the 11th NLA on September 22,2012 under Article 371 A (1) (a) of the constitution of India which exempted Nagaland from the application of Article 243 T Part IX A of the Indian Constitution on the last day of the NLA session, Thursday. NLA Speaker Chotisuh Sazo opened the house for clarification although he said he did not receive any proposal for amendment. After discussing the issue for almost one and half hour the house revoked the resolution by voice vote. Earlier Chief Minister T.R Zeliang asked the members to understand the situation of the country and the global scenario where women and youth empowerment has been accepted. He said every state in India had accepted women reservation while some states like Kerela have provided more than 50% WR. He also said if Nagas stick to Article 371 (A) even inside the kitchen, Naga people cannot move forward.

ACAUT takes on teachers, TA issue D I M A P U R , N OV 2 4 (NPN): ACAUT said despite blatant corruption by the state government in various departments, another tale of internal squabbles within the School Education department has cropped up, leaving hundreds of government schools in dire straits. ACAUT media cell in a press note, citing media reports, said no wonder the 2016 HSLC pass percentage of government schools was only 32.81% with 30 schools reporting nil results, since 160 government schools running without headmasters. This may have spurred the School Education minister, during the state level Teacher’s Day celebration, to admit that he takes responsibility, ACAUT stated. On the other hand, ACAUT welcomed step taken by the School Education to promote Graduate Teachers, 1983-89 batch, as Asst. Head Masters (AHMs) and Junior Education Officers (JEOs) by December 2016. Stating that the department had taken the right decision, ACAUT said there is no question of junior batch (1992) superseding the 1983-89 batches. This decision will hopefully allow all the schools function in full strength with the required head masters, it added.

Zeliang said Municipal Act was passed in 1992 in the parliament and if Nagas didn’t want the reservation, then the state MPs should have raised in the parliament within one year; yet it was not done and so the 74th amendment Act became valid in 1993. He explained that in 2001 Municipal Act was passed without the provision of the Part IX A in the NLA and in 2005 the Naga Mother Association went to High Court against non-provision for women reservation. He said the High Court then directed the state government to include Part IX A amended by Municipal act 2001 by inserting section 23 B A and 23 B and tatse He said the state government in 2006, inserted

section 23 BA and 23 B to which tribal hohos reacted to and therefore, election of town council, municipalities was stopped till today. He admitted that on September 22, 2012, NLA passed a resolution not to apply women reservation in the act as it would infringe on 371 (A). Demonetisation, a case of organised loot: Manmohan NEW DELHI, NOV 24 (AGENCIES): After five days of confrontation, Rajya Sabha briefly saw resumed debate on demonetisation today during which former Prime Minister Manmohan Singh led the opposition attack, saying the step was “a case of organised loot and legalised plunder” and reflected a “monumental management failure”. He said the decision would lead to dip in the country’s GDP growth by at least 2 per cent. As Prime Minister Narendra Modi attended the Upper House, the opposition and the ruling side came to an agreement to do away with the Question Hour and resume the debate, which had been left incomplete on November 16. Leader of the House and Finance Minister Arun Jaitley said Modi will also participate in the debate. The opposition had been demanding presence of the

Prime Minister for resumption of the debate for the last five days. Modi attended the House during Question Hour as Thursday is the day of questions listed against the PM’s name. Debate was resumed during the Question Hour, from 12 pm to 1 pm, after which the House went into lunch break. When it met again at 2 pm, Modi was not there, prompting the opposition parties to demand his presence again as they wanted him to listen to all the speakers.

Deputy chairman P J Kurien said the discussion should be carried forward as the Leader of the House has said that Prime Minister will come. Opposition members then trooped into the Well of the House shouting slogans like “bring back black money, stop making false promises”. He said he agreed with the objectives of the scheme to demonetise currency notes of Rs 500 and Rs 1000 as spelt out by the Prime Minister but he wished to highlight the problems that the common people and poor have been

subjected to by the move. Lok Sabha could not transact any business as opposition continued its protest demanding discussion on demonetisation issue under Adjournment Motion and a rule which entails voting. Mayawati raised the issue of Modi’s absence, saying it was a matter of regret that the Prime Minister had not arrived for the demonetisation debate. She was joined by Sitaram Yechury (CPI-M) and Leader of Opposition Ghulam Nabi Azad, who argued that if Modi listens to leaders, then the House will run smoothly. Yechury said the government had given an assurance that the Prime Minister will be in the House all day. Launching a counter offensive, Leader of the House and Finance Minister Arun Jaitley said the Opposition was inventing reasons for running away from the debate.

Taking a jibe at chief minister T.R.Zeliang, who, as then minister of parliamentary affairs, had “convincingly” piloted the rejection against 33%women reservation by the house, Thomas asked him “what has made you change your mind now to seek revocation of the same resolution?” He alleged that there were some hidden agenda behind the revocation, such as –pressure on the leadership from some quarters; or for purely monetary benefit from the government of India(Urban Development ministry) or to exploit civic bodies for NPF in the 2018 assembly election. He said revocation will go against the wishes of the Naga people since it had been passed in 2012, after a series of consultations with various sections of Naga people. Similarly, the same yardstick should be applied, by going back to people to discuss and explain the reasons for revocation in order to get all on board, he said. (Cont’d on p-7)

KO H I M A , N OV 2 4 (NPN): Article 371A was the prime focus during discussions on the last day of the 2-day session of the 12th NLA Thursday when it was mentioned with regard to 33% women reservation and later over the issue of PIL filed by Lotha Hoho against NP&NG Regulations and Rules 2012. Chief Minister T.R Zeliang said the stand of Government of India maintained that the Nagaland Petroleum & Natural Gas rules and regulation 2012 was unconstitutional and for which the state government will fight in the court by filing a counter affidavit. Chief Minister T.R Zeliang said that the Gauhati High Court stay order had clearly stated that state government did not have the power to make laws pertaining to oil and natural gas thereby no works could be executed. He said the state government cannot go ahead with exploration and extraction anywhere in the state owing to the PIL filed by Lotha Hoho.

Chief Minister said permit was issued only for Wokha and Peren because the company has fulfilled the criteria where as for other districts, there was no company came forward. He added that for Mon district there one company tendered yet citizens of Mon districts has rejected the company thereby could not issue the permit. GUWAHATI/HISAR, NOV 24 (AGENCIES): The mystery over the Rs 3.5 crore cash that reportedly disappeared from Dimapur airport after being flown in a chartered aircraft from (Cont’d on p-7) Hisar on Tuesday has been solved. According to Hindustan Times report, the cash, all in scrapped Rs 500 and Rs 1,000 banknotes, is “legitimate”, certified by the Income Tax department and has been handed over to the owner, a Naga businessman. The businessman, said sources, had given the money to one Amarjeet Singh, a businessman from Bihar, to buy farm land in Haryana. The deal didn’t materialise and the money was returned. DIMAPUR, NOV 24 (NPN): Public Service Aspirants of Nagaland (PSAN) accused the departments of providing incomplete or false information to an RTI query. Since, the wrong information provided by the departments on matter of appointments was a “complete disregard of the noble concept of the RTI”, PSAN at the meeting with various associations from technical background on November 23 resolved to fight against the offending departments. Issues related to contractual appointments, non-abeyance of service rules by various departments, advertisement of very few vacancies for recruitment through NPSC, lack of transparency in exams, etc. were discussed in detail, PSAN media cell said. PSAN also demanded that all departments should have clear-cut service rules and strictly implement with efficiency and transparency. It also asked NPSC to maintain transparency by declaring answer keys for technical exams and marks of every candidate till the last stage of the exam. the project sites which amounts to improper or defective DPR preparation. The meeting also discussed about taking up of PMGSY PH – IX consisting of 16 upgradation works in eight Districts and 13 new connectivity road projects in six districts as per the eligibility criteria from the core network. Since its inception in the last 16 years, 4000 kms of rural roads has been constructed in Nagaland

connecting 93 habitations under PMGSY. There is also proposal for taking up 50 Steel Bridges on the existing PMGSY roads. Earlier, the meeting was chaired by Er. Thereafter the disciplinary authority will act on the report in accordance with the rules; submit an annual report to the Department of Personnel and Administrative Reforms with details of the complaints, if any made to it and the action thereof.

She highlighted the plight of women-- inability to inherit property owing to prevailing customary laws, the criticisms, obligations and compromises that comes along while filing FIRs to redress their grievances—saying these were all subtle intimidation and psychological subjugation that persists in the society. She therefore called for a balanced intervention of state authorities and legal services in order to create awareness in both men and women in this regard. and property rights, political participation of women, equal employment opportunities and entrepreneurial empowerment of women. Assam’s crusader against witchhunting Rabha receives award M u mbai , N ov 2 4 (PTI): Birubala Rabha, a social activist from Assam known for her relentless fight against the evil practice of witch-hunting, was today honoured with Our North East (ONE) India Award here. The award has been instituted by My Home India, a city -based NGO. Rabha was presented a trophy and Rs 1 lakh in cash prize (the amount was transferred to her account through RGTS) at a ceremony here. The 67-year-old, who has received numerous awards, is a well-known figure in the North East, especially in her home state Assam, for her decades-long crusade against witch- hunting and other forms of superstitions. She has saved a number of women from becoming victims of witchhunting, the NGO said. Rabha is the seventh receipt of the award and past recipients include leg-

endary boxer Mary Kom. Rabha, born in a remote village along the AssamMeghalaya border, set up Mission Birubala in 2011 to accelerate her crusade against the practise of branding women as `dayans’ (witches), torturing and even killing them. In 2005, Rabha was nominated for Noble Peace Prize, according to the website of Mission Birubala. Speaking on the occasion she said, “It’s very sad that in this age of technological advancement, social evils like witch-hunting still exist in the country, especially in remote areas.” Main reasons for branding women as witches are lack of education, quality health services and absence of a strong law against the practise, she added. The award is given to a personality from North East who has contributed to India’s glory, integrity and development.

One truck torched on NH-37 Massive cleanliness drive in Diphu

IMPHAL, Nov 24: One more goods laden truck was torched at Siguilong village near Nungdolan along the NH-37 in Tamenglong district on Wednesday night, around 8.30 pm. The FCI rice ferry truck (MN01C-3796) was torched at after it was reportedly stop by some youths who identified themselves to be the volunteers of the UNC, a report here said Thursday. The report alleged that the suspects set afire the truck after the driver Lakpati Singh and his co-driver and handyman were forced out from the vehicle. Rice bags were allegedly pulled down from the truck before catching fire. The front portion of the truck has been severely damaged in the arson. Wednesday’s arson was the second incident in which suspected blockade supporters damaged goods laden truck since the commencement of the economic blockade imposed by the United Naga Council (UNC) on November 1. Earlier, they had burnt down a chickenfeed laden truck at Tadubi area in Senapati district on November 21 last.

China has blocked Brahmaputra channel: Govt

NEW DELHI, Nov 24 (Agencies): Confirming that China has blocked a channel of River Brahmaputra, India today said that it has urged China to ensure that the interests of downstream states are not harmed by any activities in the upstream areas of Tibet. “As a lower riparian state with considerable user rights to the waters of the Brahmaputra River, India has conveyed its views and concerns to the Chinese authorities, including at the highest levels. India has urged China to ensure that the interests of downstream states are not harmed by any activities in upstream areas in Tibet,” said Minister of State for External Affairs Gen (retd) VK Singh in reply to a Lok Sabha question by Dushyant Singh, Gaurav Gogoi, Ramen Deka and Jyotiraditya Madhavrao Scindia. In September 2016, the Chinese authorities announced the blocking of Xiabuqu river at Xigaze in Tibet as part of the Lalho multiple hydro project. Xiabuqu is a tributary of the Yearlong Zangbo (Brahmaputra) river. According to information available, the proposed reservoir is designed to store up to 295 million cubic metres of water to irrigate about 30,000 hectares of farmland. The project also proposes to have two power stations with a combined generation capacity of 42 megawatts. The Lalho project is approximately 1,100 km upstream of the entry point of River Brahmaputra into India in Arunachal Pradesh, said the minister.

Meanwhile, UNC had warned of intensifying its stir. Suspected blockade supporters have piled up boulders and earth on the stretch of the NH-37 at various areas, particularly at Keimai and Oinamlong areas of Tamenglong district to enforce the blockade. With no BRO worker manning the highway to clear the road, state security personnel heading Jiribam to escort back loaded trucks had to clear the road yesterday. As many as 433 loaded trucks including 43 petrol tanker, 58 diesel tanker, four SK oil tanker, three ATF tanker, 26 bullet (bulk LPG) tanker, 99 rice loaded trucks, 86 cement loaded trucks and 144 trucks loaded with essential and edible items have proceeded Imphal on NH37 with security escort. The trucks left Jiribam for Imphal early Thursday morning and at the time filing this report, they had crossed Nungba area of Tamenglong area where some womenfolk supporting the UNC sponsored stir attempted to block them. However, after the officers commanding the security escorts convinced the womenfolk, the truck proceeded.

Patanjali may face probe after elephant dies in its Assam plant pit

A male, a female and her calf from a herd fell early on Wednesday into one of the large unfenced pits being dug to construct Patanjali’s unit at Ghoramari in Tezpur district. The tusker managed to get out, but the female, which suffered internal

injuries and broke a leg from the fall, and her twomonth-old calf, remained stuck. Efforts to pull her out and treat her proved futile and she died on Wednesday night. The calf, which remained near his mother for the entire day, was shifted to the elephant rehabilitation centre at Kaziranga national park. “Something which shouldn’t have happened has happened. I have directed my department to register a police case to probe the reasons that led to the elephant’s death,” forest minister Pramila Rani Brahma, who visited the site on Thursday, said. The first information report (FIR) will be registered against unknown persons but names will be

entered once the preliminary inquiry establishes the culpability. Reports say several pits have been dug up in the area to set up the plant, but no fence was erected to prevent animals or humans from falling into them. “I have heard this area is frequented by wild elephants. If the land was allotted to Patanjali despite this knowledge, it is unfortunate. Protective measures should have been taken,” Brahma said. Chief minister Sarbananda Sonowal laid the foundation of Patanjali’s Rs 1,000-crore Ghoramari plant, which will be spread over 150 acres, earlier this month. The Nameri national

park and Sonai Rupai wildlife sanctuary are located close to the plant, nearly 200km northeast of the state capital. The plant aims to become operational by next March. It will have the capacity to produce nearly 1 million metric tonnes of goods a year and provide direct employment to 5,000 people. “The incident shouldn’t have happened. We have many local contractors working at the site. We will inquire into the incident and take appropriate action,” Patanjali spokesperson SK Tijarawala said. The death highlighted forest officials’ inability to rescue and provide immediate treatment to wild elephants.

The significant increase in the number of tourists coming to the state was mainly due to growing popularity of Manipur as a tourist destination, the chief minister claimed. India issues demarche to Pakistan on border firing

NEW DELHI, NOV 24 (AGENCIE): India has lodged strong protest with Pakistan against repeated ceasefire violations and deliberate targeting of villages along the Line of Control (LoC) by the Pakistan Army, and deplored continued attempts to infiltrate armed terrorists to target Indian posts and patrols. Divulging details at his weekly media briefing, Ministry of External Affairs (MEA) spokesperson Vikas Swarup on Thursday said the MEA called in Pakistan Deputy High Commissioner Syed Haider Shah last evening and issued a demarche, the fourth one this month, on the continued violation of ceasefire from the other side of the LoC. “The Government of India stated that despite calls for restraints, Pakistani forces committed 27 ceasefire violations between November 16 and 21 by resorting to calibre escalation and employing artillery and 120mm heavy mortars against Indian posts. These violent acts constitute a clear violation of the ceasefire Agreement of 2003. “The government conveyed that it strongly

deplores the passive support of the Pakistan Army to armed terrorists who targetted an Indian patrol near the LoC in Machhal sector and killed three Indian soldiers, including inhuman mutilation of the body of one of them.” Swarup further said the govt also protested the deliberate targeting by the Pakistan Army of the 18 villages along LoC during the period November 1621, which has resulted in a non-fatal casualty, besides causing extensive damage to public and private property and displacement of the civilian population. “The government conveyed its grave concerns at the continued attempts to infiltrate armed terrorists from across LoC to target Indian posts and patrols. During the last week alone, there have been 15 instances, where terrorists indulged in various actions from the vicinity of Pakistani Army posts from across the LoC,” he added. Swaraj not to attend HoA

External Affairs Minister Sushma Swaraj will not attend the Heart of Asia (HoA) conference in Amritsar next week due to illness even as the government remained noncommittal about a possible Indo-Pakistan bilateral meeting on the sidelines of the event. However, External Affairs Ministry Spokesperson Vikas Swarup reiterated India’s stated position that though the country is for dialogue but “talks and terror cannot go hand-inhand”, when asked if there will be a bilateral meeting on the sidelines of the conference on Afghanistan which is being attended by Pakistan Prime Minister’s Foreign Affairs Adviser Sartaj Aziz. “Our position on it (talks) is very very clear from the beginning. We are for a dialogue with Pakistan. But talks and terror cannot happen together. It is incumbent on Pakistan

to create the necessary environment for a conducive bilateral dialogue to happen,” he said and also referred to Swaraj’s address at the UN recently that for talks to take place, Islamabad will have to end terrorism. Asked whether Swaraj will attend the conference, he said “The External Affairs Minister will not be able to attend.” Swaraj is undergoing treatment for kidney failure. Make voting fundamental duty: Prasad NEW DELHI, NOV 24 (PTI): Voting by every Indian citizen should be included in the Constitution as a Fundamental Duty, according to Law Minister Ravi Shankar Prasad, in remarks he said were personal in nature. He also said every Indian should pay tax if they come under the tax limit. Delivering a talk to members of Parliament on Fundamental Rights and Duties at an event organised by the Lok Sabha Secretariat here today on Constitution of India, he said he would like to share some issues which are his personal views. “I am not saying this as the Law Minister of the country. Some points should be added to Article 51 (a) of the Constitution (dealing with Fundamental Duties)...that every Indian must vote; every Indian must pay tax if they come under the tax limit,” he said. His remarks come against the backdrop of demands to make voting compulsory. There has been a private member’s bill in the Lok Sabha in this regard. But the government, the Election Commission and the Law Commission have opined against making voting compulsory saying it is not feasible.

NITI Aayog to revamp UGC NEW DELHI, NOV 24 (IANS): The regulatory framework of the University Grants Commission (UGC) will undergo revamp to enhance the quality of higher education in India, the government said on Thursday. The NITI Aayog has been assigned to recommend measures for improvement in the regulatory framework of the UGC, Minister of State for Human Resource Development Mahendra Nath Pandey informed the Rajya Sabha. “The objectives of this task are to examine and improve the existing higher education regulatory framework in line with contemporary national and global requirements and to enhance the quality of higher education in India,” Pandey said in a written reply to the house. The minister said NITI Aayog along with the Department of Higher Education, Ministry of Human Resource Development (MHRD) and the UGC were assigned the task of finalising a regulatory framework for setting up of 20 world-class institutions. The guidelines will suggest the roadmap for implementation of the regulatory framework. The identification/selection of the institutes for world class institutions will be made only after the guidelines and regulations are finalised and notified,” he said.

KANPUR, NOV 24 (PTI): The spot inquiry into the Indore-Patna Express accident by Railway Safety Commissioner (Eastern Circle) P K Acharya concluded today even as he inspected the wrecked coaches of the illfated train at Pukhrayan in Kanpur Dehat district. Acharya, who is conducting the overall probe, has examined three dozen rail employees and recorded statements of around 110 people in connection with the derailment. On the third and final day of the inquiry, Acharya left for the accident site in Pukhrayan along with engineers, technical staff and officers and inspected the wrecked coaches this morning, North Central Railway Chief Public Relations Officer Vijay Kumar said. He talked to the engineers and technical staff and then came back to deputy chief traffic manager’s office for questioning of railway officials, he said.

NEW DELHI, NOV 24 (PTI): The CVC has asked all central government departments to probe cases of alleged corruption pointed out in CAG reports in last three financial years. The move comes after the probity watchdog found that Chief Vigilance Officers (CVOs), who act as its distant arm to check corruption in government departments, were not examining such reports and actions were not being taken against the government employees for their involvement in corruption.

The Comptroller and Auditor General (CAG) has in its some reports, especially including those on allocation of coal blocks, second generation (2G) spectrum and Commonwealth Games, have pointed out various irregularities and alleged corruption besides notional loss worth several crore of rupees to the exchequer. In a directive issued recently, the Central Vigilance Commission (CVC) has asked all its CVOs to examine the audit reports (internal, statutory and

CAG reports) relating to their organisations for the last three financial years -2013-14, 2014-15 and 201516 -- and to submit their findings to the Commission. The entire exercise need to be completed within three months time, it said. “In cases of observations in audit reports wherein matters of prima facie vigilance angle or corruption are noticed, the CVOs would complete their inquiries in individual instances or cases fixing responsibilities of the officials concerned

and thereafter make a selfcontained reference seeking the first stage advice of the Commission as per prescribed procedure,” the CVC said. The fact of review or examination of these audit reports may be reported in the annual reports of their respective organisations by the CVOs, the Commission said. “The audit reports of

the CAG many a time reveal not only administrative and financial irregularities, but also instances of corruption and lapses involving vigilance overtones. “Apart from relying to all such audit reports, no serious exercise is undertaken to identify officials responsible for deterrent action...,” it said.

Welcoming visitors

F

estive season is just knocking at the door to herald the onset of the season of festivals, events, marriages and good times. It will also bring another reminder about large scale pollution, littering and poor treatment of natural resources at proposed tourist destinations. Even as people seek to celebrate festivals and events, it should also make them realize the grave environmental as well as human concern. Visitors including tourists from within and abroad, cannot but comment on the road conditions as well as the environment of the state’s premier towns-Dimapur and Kohima. The local authorities responsible for repair and maintenance of roads, undertaking annual patch up works should try to make a good job of it. The problem with roads in the state is that though black-topped, they are uneven and offer motorists a bumpy ride. Those who undertook construction or relaying jobs know what a smooth ride is and therefore, they should have considered it as an important aspect of what makes good roads. On the part of local civic authorities, especially Dimapur and Kohima, the dry winter months also throw up a problem that needs to be tackled. Sweeping of sand and dust collected in huge quantity by the roadsides and a good flushing with water hoses, would certainly bring about a refreshing look which would also help decrease pollution. Getting rid of garbage is a continuous affair but the condition, at least in Dimapur has improved to an extent but more needs to be done in this regard. Garbage should be disposed off and streets made to look hygienic and clean before the break of dawn. Even as the state government plans for the burst of festival mania, it should get hold of other departments including voluntary groups to educate people to preserve natural scenic spots. Visitors to Nagaland often lament on the depredation of the natural environment, a feature which the state has been abundantly blessed but sadly neglected. In contrast, a small country like Singapore, which is one third the size of Nagaland, gets more than six million tourists annually. Nagaland’s hotel industry has to gear up to respond to the demands by providing clean, healthy foods and comfort at affordable rates. The hotel industry is one of the pillars of the tourism trade and with the state government trying all its best to attract visitors, a collaborative effort would be beneficial. The state tourism department could also play some role in having restaurants or hotels accredited based on criteria and even provide some incentives if they are able to house certain number of guest during a certain period. It is said, that the first impression is also the lasting impression, in ensuring a clean environment as an important aspect of tourist trade. The present only buttresses the belief that “Tourism is the first casualty of pollution.” People in the state also need to play their part and the tourism department and local authorities have to get their act together in this regard. In other states authorities plan and implement their action plans in co-ordination with NGOs and public to supplement the promotion of tourism. This culture should also come to Nagaland so that people learn to shoulder their responsibility instead of depending on the government for everything.

For example, you came to a crisis in your life, took a stand for God, and even had the witness of the Spirit as a confirmation that what you did was right. But now, maybe weeks or years have gone by, and you are slowly coming to the conclusion— “Well, maybe what I did showed too much pride or was superficial. Was I taking a stand a bit too high for me?” Your “rational” friends come and say, “Don’t be silly. We knew when you first talked about this spiritual awakening that it was a passing impulse, that you couldn’t hold up under the strain. And anyway, God doesn’t expect you to endure.” You respond by saying, “Well, I suppose I was expecting too much.” That sounds humble to say, but it means that your reliance on God is gone, and you are now relying on worldly opinion. The danger comes when, no longer relying on God, you neglect to focus your eyes on Him. Only when God brings you to a sudden stop will you realize that you have been the loser. Whenever there is a spiritual drain in your life, correct it immediately. Realize that something has been coming between you and God, and change or remove it at once.

Modern economic development has opened opportunities of rapid growth for human being in the universe. But it appears that it has given rise to complex problems of unbridled and uncontrolled exploitation of nature and mankind, with the result that we find extreme inequality, poverty, hunger and destruction around us. Due to modern economic development, the world is passing through a great turbulence. Today what we see happening in different parts of the world is most unexpected. Man has lost his mental peace due to extreme consumerism. Since economics is not concerned with ethics, it aims at fulfilment of desire, but does not care for the innate moral instinct of human beings. We forget that there are problems of physical, social, ethical and spiritual that cannot be solved by money. If no check is put on the accumulation of money by individuals, the social problem of inequality is bound to become acute dissatisfaction in the society making rich more richer, poor more poorer. What is desirable is striking a balance between the two which means acquiring wealth without being dishonest and cruel in economic behaviour. Morality, spirituality and humanity cannot be separated. Economics of nonviolence can only be practiced if economics of morality exists. This gives the birth of the idea of Relative Economics which can be considered a branch of economics which studies money with the relation of compassion and charity. The father of theory of relative, Albert Einstein, gave the famous formula in the field of physical sciences in form of E = MC2 to show that energy and matter are interchangeable. This formula can be explained in the field of stressmanagement in the form of E = MC2 i.e. Equanimity = Money x Compassion x Charity. 90 per cent of stress arises from a blind race for acquiring money. There is a cut-throat competition in this race leading to cruelty, violence and exploitation throwing away all moral values. This has to be combated with compassion, the mother of all human virtues. The second cause of trouble is the tendency to hoard and possess and not to give and distribute. This has to be combated through the virtue of charity which means joy of giving which is the anti-dot of the choking situation of a miserly person. Charity presupposes an attitude of detachment towards money. Money is the basic need of life lent cruelty and together with miserliness is not only anti-life but lent anti-social also. Money when related to compassion and charity forms the foundation-stone of that holistic approach to life which provides remedy for not only physical but psychological diseases also, or to be more accurate, to all psychomatic diseases, because all diseases are psychomatic. GG (Name changed) first came into the fold of his journey with treatment when he, his wife and their two sons were registered with the Care and Support Centre Sanjoe Society Dimapur on the 12th of January, 2015. This would seem a positive milestone for the family but it was sadly marred by the passing of his wife, who it was found, was already in the last stage of her AIDS diagnosis. One cannot begin to fathom the unbearable heartbreak Mr. GG must have felt in his loss, and even more so knowing that his two sons, aged five and two years, would have to grow up without their mother right from the outset of a life which was already anything but ideal, in light of their HIV-positive status. Mr. GG, at this point is his life hung at a precarious edge where he had to now single-handedly look after for his two young children, all the while having to deal with the turmoil within himself at the loss of his wife, and the overwhelming guilt he felt for having transmitted the virus to his children. It was, perhaps this guilt and what seemed to him like a losing battle against death that stopped him from revealing his HIV-status to members of his extended family, and seeking their care and support. It was also during this period that Mr. GG was at the stage of his illness where he had to start his Anti-Retroviral Treatment. But as he receded into himself and spiraled into a labyrinth of depression, guilt and despair, his physical health also began to deteriorate with increasingly frequent episodes of disorientation, slurring in his speech, diarrhea, persistent fevers, oral thrush that restricted his food intake, and the invariable weight-loss. His condition was exacerbated by this acute awareness within himself that he was failing in his responsibilities as a father to his two young sons, the elder of whom had had to leave school due to financial constraints, and as a son to his ailing mother who lived with them. Mr. GG’s ordeal was as

much a battle to survive for his children and mother, a battle against the illness ravaging his body, as an emotional and mental battle against the assaults on this very will to survive. Understandably, he found himself distancing himself from all social fronts. However, as he found out soon enough, in the midst of all his troubles and pain, his journey towards recuperation and the first step towards rebuilding his life had already been taken when he had registered himself and his family with the Care and Support Centre. Following the clinical diagnosis and detection of his Opportunistic Infections and Tuberculosis, the centre liaised with the Holistic Care Centre through which Mr. GG was inducted into a comprehensive treatment regime with the crucial nutritional support being provided. Further, half of the expenses for his treatment were borne by the Holistic Care Centre providing a significant relaxation from having to bear the full financial burden. In a positively expected turn of events, Mr. GG began to show signs of improvement as he began to regain some of his strength and also there was notable change in his disposition as well. Mr. GG seemed to have gained a new lease on life, having weathered the worst of ordeals physically, mentally and emotionally. During the three-week stay at the Holistic Care Centre, DOTS and ART treatments were started, and these had the desired impact on Mr. GG. After he left the Holistic Care Centre, home visits were regularly carried out by the Care and Support Centre Out Reach Workers who, having observed the needs of Mr. GG’s two sons, particularly in regard to their schooling, went on to make appeals for financial support from local resources. This resulted in a bank account being opened in the children’s name, with the assistance of the Care and Support Centre. In a step further, permission was sought after from the elder son’s school to have him re-enrolled with exemption for the long-absence and the

The word of God does not take root. If it were so, there will not be evils that we see. How many of the teachers are deprived of their salaries for months? Who is responsible? The self-exalted leaders who promise a land flowing with milk and honey are running the show of the day, causing misery for others. For such leaders let them be careful of what they do. They are ruining the society. Their selfishness whichcause tears and sorrows in the lives of thousands will not go unrewarded. Oh foolish human beings, who think of themselves to be immortals? Have a pause and think of your accumulation that will not follow you below! The present society of ours which does not allow the capable to occupy the stage will see its downfall. Seasoned people

are messing much! People who keep accumulating and stop relating are the most foolish people in the world. They hoard for unknown people. They parade to and fro looking for human approval not knowing that they are cursed every time they pass by. Why did Hitler a devout Catholic become such an evil? The reason is that he could not tolerate the Jews who were progressing at the cost of the Germans. Can this kind of a situation not rise in our land? There is violence and killing everywhere! Why? People are frustrated. They cannot compete in a healthy way. They have no money. Nagas are governed for too long by leaders who are immoral, insincere, look for profit at the cost of the poor and downtrodden. Better start digging your grave and also a garage and perhaps a box full of money and rot together! Remember, the Right to Information (RTI) is gaining prominence slowly. This is something that NarendraModi himself fears.

propos “Uniform Civil Code (UCC)” by K.Angami published in Nagaland Post dated 18/11/16, the Dimapur Bar Association feels constrained to clarify the matter by issuing this rejoinder. That Art.368 of the Constitution of India empowers the Parliament to amend any provisions of the Constitution by way of addition, variation or repeal. Therefore, if Uniform Civil Code is enacted, Art.371A shall be amended appropriately unless Nagaland is excluded from the purview of the Act.

Once, the law is enacted by the Parliament in accordance with the provisions of the Constitution, the question of Nagaland Legislative Assembly to pass a resolution adopting or denouncing the enforcement of the Act in Nagaland does not arise, unless, empowered under the Act . Despite how the illness completely blankets the person’s entire being, it is not indefinite. The very essence of the person is an indomitable part of who he or she is and no illness can ever extinguish that. The battle against the illness is a battle to rescue this essence and help the person find himself or herself amidst all the darkness, which can be always navigated with the right kind of care, support and a healthy dose of love and empathy. It is not necessary to force our women into Civil Polls with reservation. They are capable of competing in any field be it religious or secular, elections or non-election. Asking for reservation is belittling the women. Feeling inferior should be done away. Let us not forget that the functions of woman and man are different from each other both physically and biologically though may not be intellectually. Woman cannot be man and man cannot be woman. NEW DELHI, NOV 24 (PTI): The Modi government today asserted in the Supreme Court that the “bold move” of demonetisation would eradicate black money and slush funds operating since Independence which cast a “parallel economy” hitting the poor and the middle class. The Centre, which filed an affidavit on demonetisation, said the decision on which a total secrecy was maintained, would now help in proper implementation of the ambitious ‘Jan Dhan Yojana’ under which around 22 crore bank accounts for poor people have been opened as reports of unscrupulous elements using these accounts to convert their black money into white surfaced. Further, demonetisation is seen as a check on the real estate sector where prices get pushed up artificially, reducing the availability of affordable housing for the poor and the middle class. Elaborating on several measures including the

“thrust” given for increasing digital payments in the economy through credit and debit cards, internet banking, mobile apps and e-wallets, the Centre said their use has seen a jump of nearly 300 per cent in the last 10 days. Discussion on PIL by LH (From p-1) concentrate more on the PIL issue as Article 371 (A) has to be fought in court. He said Nagaland Petroleum & Natural Gas (NP&NG) rules was framed through a resolution passed by NLA under provisions of Article 371 (A). However the ministry of home affairs in May 2013, wrote letter to state government stating that Article 371 (A) did not confer legislative powers to the NLA on regulation and development of mineral oil and that the resolution passed by NLA in July 2010 was unconstitutional and invalid. However Dr Aier said resolution of Nagaland Petroleum & Natural Gas (NP&NG)rules and regulations was passed by Nagaland Legislative Assembly in 2012 as was in the constitution and empowered and enshrined in the Article 371 (A). He said in 2015, Lotha Hoho filed PIL in Gauhati High Court Kohima bench challenging the constitutional validity of the Nagaland Petroleum & Natural Gas (NP&NG) rules and regulations 2012.

He said it was a direct support to the letter of MHA and which would tantamount to like “surrendering our own rights voluntarily to the central government”. To this, BJP member Mmhonlumo Kikon sought clarification about what exactly was meant by “rights being surrendered” by the PIL, when the case was subjudice? He said that Article 371 (A) can be changed or amended only by the parliament and not by either PIL or scaremongers. Aier said on September 9, 2015, a counter affidavit was filed against the PIL by the secretary ministry petroleum and natural gas, as directed by the Gauhati High Court, Kohima Bench, stating that Nagaland does not have any power to make laws on development of oil fields and mineral resources. He said considering all these due to the PIL, state government was not in a position to carry out the exploration and extraction works now. Kikon also sought clarification as to when was the permit awarded to Metropolitan Oil and Gas Private Limited and

whether if issued in 2013 why did it not start any work till date? He also pointed out that the letter from the Ministry of Home Affairs (MHA) and the Petroleum ministry came later while the PIL was filed in October 2015. Kikon asked when was the permit issued to the companies to explore oil in various districts, when did the stay order came into force and why was the exploration not executed in Mon, Mokokchung and Wokha during the interim period of more than one year?. He also asked where did the Rs.20 crore go, which the Counsel for Metropolitan Oil and Gas Private Limited (MOGPL) informed the High Court Bench, as amount spent on the ground for exploration in Wokha when nothing was visible on the ground? In a vague reply, the parliamentary secretary said the one year was gap as period of installation of machineries and another was a period of confrontation between Lotha people and the court. Also due to stay order, exploration in other districts could not be done.

State govt notifies on creation of dedicated SDRF

D I M A P U R , N ov 2 4 (NPN): State government has notified the creation of a dedicated State Disaster Response Force (SDRF) with 240 personnel drawn from the Civil Defence & Home Guards (CD&HG) for providing timely and effective response to any disaster that could affect the state. ISLAMABAD, NOV 24 (IANS): Pakistan on Thursday stepped up its anti-India rant with the military chiefs, including outgoing Army chief General Raheel Sharif, threatening that the armed forces were capable of teaching India “a lesson” if the border tension escalates. Just days ahead of his retirement, General Sharif said that India had staged a “drama” of surgical strikes. “If India conducts a surgical strike we will give such a lesson that will be taught in India Army courses,” according to an ISPR statement. M U M BAI , N o v 2 4 (Agencies): In an attempt to boost early-stage funding in startups, Sebi on Wednesday relaxed norms for angel investors. The regulator has raised the total number of angel investors in a startup to 200 from 49. Sebi has also reduced the minimum investment amount in startups by angel investors to Rs 25 lakh from Rs 50 lakh. Angel investors are financiers who put money in new companies at their formative stages. Sebi, in its board meeting, has allowed angel funds to invest in startups incorporated within five years before the day of investment, up from three years. Sebi also said that an investment by an angel fund would be locked-in for one year, down from three years. It allowed angel funds to invest in overseas venture capital undertakings up to 25% of their investible corpus. Coimbatore, Nov 24 (PTI): SBI Chairperson Arundhati Bhattacharya today claimed that nearly Rs.1.20 lakh crore has been deposited during the last 15 days after demonetisation of high denomination notes. Replying to a specific question on the impact of demonetisation on the bank’s performance, Bhattacharya told reporters tonight at the city airport that about Rs 1.20 lakh crore has been deposited by the public during the 15 days. Asked about the performance during this quarter, in view of this sudden surge of deposits, she said the performance will be better and the bank would be doing good business, since one-third of the total amount deposited after demonetisation was in SBI. About the problem of availability of Rs.100 and Rs.500 notes, Bhattacharya said as far as Rs.100 notes were concerned, there were a lot of currencies available. However, people were not not keen on spending and bothered about exchange and depositing high value currency, she claimed. “Yes. Rs.500, lack of it has been an issue. However with supply being strengthened by RBI, the problem will be solved in a few days.We are going to put the 500 notes in all our recalibrated ATMs so that the people can utilise it,” she said.

In crosscurrency trades, the rupee fell against the the pound sterling to settle at 85.73 from 84.98 yesterday, but recovered against the euro to close at 72.68 from 72.91 yesterday. The home unit also firmed up against the Japanese yen to finish at 60.82, from 61.75 per 100 yens. In the forward market, premium for the dollar dropped further owing to sustained receivings from exporters. The benchmark six-month premium for April drifted to 85.5-89 paise, from 106-108 paise previously, and the far- forward October 2017 contract also dropped further to 230-233 paise from 254-256 paise. Meanwhile, the Sensex fell 191.64 points, or 0.74 per cent, to close at 25,860.17.

Mumbai, Nov 24 (PTI): The rupee went into a free fall today as it slumped for the fifth session and even hit an all-time low of 68.86 against the dollar as the demonetization after-effect played out and concerns grew about a possible Fed rate hike in the near term. However, a suspected RBI intervention stemmed the slide of the rupee, which recovered partially to end the day at 68.73 -- a 39month closing low. If the same trend continues, analysts say, the rupee may even touch the 70 level in the near future. The r upee opened lower at 68.74 per dollar as against yesterday’s closing level of 68.56 at the forex market and dropped to an all-time low of 68.86 before ending at 68.73. As the rupee plunged to a record low today, the finance ministry stepped in and said it is closely monitoring the currency movement. The impact of the note ban, continued foreign outflows, a stronger dollar overseas and rising yields in the US continued to cast their shadow on the rupee. The rupee had dropped 91 paise, or 1.34 per cent, in five trading days. The domestic unit was last seen at this level when it traded at 68.85 intra-day and ended 68.80 on August 28, 2013. New Delhi, Nov 24 (IANS): The government on Thursday extended the last date for use of the denotified Rs 500 notes till December 15, and stopped the over-thecounter exchange of cash with immediate effect. According to the Ministry of Finance, Rs 1,000 notes would no longer be allowed to be used for the list of exemptions the government had announced. These notes can, however, be deposited in bank accounts. “It has been observed that overthe-counter exchange of the old currency notes of Rs 500 and Rs 1,000 denomination has shown a declining trend. It has further been felt that people may be encouraged and facilitated to deposit their old Rs 500 and Rs 1,000 notes in their bank accounts,” the Ministry said in a statement. “This will encourage people who are still unbanked to open new bank accounts. Consequently, there will be no over-thecounter exchange of old Rs 500 and Rs 1,000 notes after midnight of November 24,” it added. Originally, the government had permitted the exchange of denotified Rs 500 and Rs 1,000 notes up to a limit of Rs 4,000, which was increased to Rs 4,500 five days later, only to be slashed to Rs 2,000 on November 17. BEIJING, Nov 24 (PTI): China has ordered all residents in its Muslim-majority Xinjiang province to surrender their passports in a bid to “maintain social order” and prevent them from moving abroad, days after the Communist nation tightened rules to suppress religious freedom in the restive region. The northwestern Xinjiang Uyghur Autonomous Region has tightened passport regulations, requiring all residents to hand in their passports to local police for examination and management, state-run Global Times reported today. All citizens in Aksu prefecture are required to hand their passports - private or official - to local police stations, the daily reported quoting an anonymous police officer. “Anyone who needs the passport must apply to the police station,” the official said, adding that the new passport management policy is implemented throughout Xinjiang. The Public Security Bureau in Shihezi city gave the same directive last month saying it was for “annual examination” purposes.

Nepal bans new Rs 500 and Rs 2,000 notes KATHMANDU, NOV 24 (AGENCIES): At a time when Nepalese citizens are facing problems in exchanging withdrawn Indian notes of Rs 500 and Rs 1,000 denomination, the country’s central bank on Thursday banned the exchange of India’s new Rs 500 and Rs 2,000 currency notes. The Ne pal Rastra Bank said the new Indian notes cannot be exchanged until the Reserve Bank of India (RBI) issues a new notification under the Foreign Exchange Management Act. Such a notification allows citizens of foreign countries to hold a

certain amount in Indian currency, officials said. Ramu Poudel, the Nepal Rastra Bank’s chief for the eastern region, told members of the business community in Biratnagar that the new Indian rupees are considered “illegal” and cannot be exchanged until new arrangements are made by the Indian side. “As of now, our understanding with the Reserve Bank of India is that a Nepali citizen can hold up to Indian Rs 25,000 (in the) old Rs 500 and Rs 1,000 notes. Even the fate of those old notes is uncertain, how can these new Indian

Indian currency is widely accepted in Nepal, where many people have been facing problems in exchanging the old Rs 500 and Rs 1,000 notes. Nepal and India are yet to reach an agreement on modalities for the exchange of the withdrawn notes held by Nepalese citizens. Poudel said the two central banks are in

close contacts to address this issue but no way out has been found as yet. The Ne pal Rastra Bank set up a task force to prepare guidelines for exchanging the withdrawn Indian currency notes. It handed over some guidelines to the Indian side through the Indian embassy of Kathmandu. Officials said the Nepalese side had suggested that authorities could collect the withdrawn Rs 500 and Rs 1,000 notes from Nepalese citizens and send them to the RBI for verification and exchange into Nepali currency.

But can’t tell you whether India will play Pakistan or not,” BCCI joint secretary Amitabh Choudhary told PTI today. India are scheduled to face Pakistan on November 29 after their tournament opener against hosts Thailand on Sunday. The six teams participating in the tournament are India, Pakistan, Sri Lanka, Bangladesh, Nepal and Thailand.

AIFF forced to relax criteria for new teams in I-League

PANAJI, Nov 24 (Agencies): The All India Football Federation (AIFF) has been forced to opt for a fresh round of tendering to admit new teams in the ILeague after all three bidders failed to meet the tough criteria. The AIFF had received bids from FC Bardez (Goa), Minerva Academy (Punjab) and Chennai City FC (Tamil Nadu) for direct entry to the I-League. But when the bid evaluation committee opened and studied the bids in Delhi on Wednesday, the committee discovered that none of them could meet the stringent financial requirements. “The AIFF favours companies with a net worth of Rs 500 crore and above. Any company worth less must submit a performance bank guarantee of Rs 100 crore to the AIFF for direct entry. The AIFF will now have to relax the criteria, largely financial, and ensure they have enough teams who make the grade,” said an official. Sources said the AIFF will issue a fresh tender inviting bids for direct entry on November 25 and keep it open till December 8. The bid evaluation committee will open the bids again and take a final call on December 11.
