NEW DELHI, NOV 25 (AGENCIES): A united Opposition on Friday sought an apology from Prime Minister Narendra Modi for calling them “supporters of blackmoney, as they forced two adjournments of proceedings in Rajya Sabha till afternoon. The Lok Sabha was disrupted over the demonetisation issue for the seventh straight day on Friday, losing the day’s business to ruckus and protests. The first adjournment came shortly after the house met. Speaker Sumitra Mahajan tried to conduct the Question Hour, but she could not due to the ruckus. The house was adjourned until 12 noon. Adding to the chaos, a man attempted to jump from the visitors’ gallery onto the floor of the house, but he was stopped in time. The man was identified as Rakesh Singh Baghel, Speaker Sumitra Mahajan announced when the house re-assembled at 12 noon. The man was interrogated by security officials. HC quashes govt resolution on State Vigilance D I M A P U R , N OV 2 5 (NPN): In a setback to the state government, the Gauhati High Court, Kohima Bench has set aside and quashed the impugned resolution dated June 8, 2016 of the state government that modified all previous resolution and notifications concerning the state vigilance commission (SVC). The court’s decision came on a PIL filed by Nagaland Tribes Council (NTC) challenging the validity of the government resolution dated June 8, 2016. The PIL was filed by Theja Therieh, chairman, media cell and convenor on SVC, NTC; Zhovehu Lohe, advisor, NTC and Er. Talituba Sanglir, executive member, NTC. The senior counsel Taka Masa, appearing for the petitioners, submitted that the powers of SVC were removed by resolution dated June 8, 2016 and basically turned SVC into a toothless organisation. PIL, which sought restoration of legal powers and jurisdiction of the SVC, was heard consecutively for two days on November 21 and November 22, 2016 by Justice L.S. Jamir. On its conclusion, the court pronounced the judgement (oral) by allowing the PIL in favour of NTC.

D I M A P U R , N OV 2 5 (NPN): Naga Students Federation (NSF) Friday appealed to the state government to recommend a ceiling fee structure in all educational institutions. This was contained in an appeal letter submitted to the Nagaland chief secretary by NSF officer bearers. The signatories, NSF president Subenthung Kithan and secretary education Imtiyapang said many schools and colleges in the state were charging exorbitant fees from the students, since there was no proper guideline from the government and the responsible department to monitor the same. NSF viewed that educational institutions instead of giving equal opportunity charged exorbitant rate from the students, thereby imposing hardships to the weaker section of the society. In this regard, the student body, urged chief secretary to take up the issue seriously in the interest of the student’s community.

Tax heaven lost: North East states to get ‘subsidies’ through DBT GUWAHATI, NOV 25 (AGENCIES): What is seen as a step to curb black money and swindling of subsides in Northeast, government of India has come up with tightening mechanism for transport subsidy scheme (TSS). The new directive of ministry of commerce and industry stipulates disbursement of subsidies under the scheme will be only through the direct benefit transfer (DBT) mechanism and not through nodal agency. Government has directed that all subsidies payable will be now routed DBT mechanism by the chief controller of accounts (industry) for which the units would need to get themselves registered on the e-payment portal by providing required bank mandates, reported ET. Leakage in the transport subsidy has seen flight by night operators taking advantage of the scheme and there has serious allegations of the scheme being misused in Northeast India. Department of industrial policy and promotion of the Commerce & Industry ministry in a circular dated

November 22, 2016 stated that government has decided to discontinue the freight subsidy scheme 2013 with immediate effect. Accordingly industrial units registered under the freight subsidy scheme 2013 prior to the date of issue of the notification alone will be eligible for the benefits of the scheme. In addition industrial units registered under the erstwhile TSS 1971 prior to 22.01.2013 who are eligible for subsidy under the provisions of TSS 1971, will continue to be eligible for residual benefits as per provision of notification. The circular added that disbursement of the subsidies under the TSS 1971 and FSS 2013 to eligible units will be henceforth through direct benefit transfer mechanism to be credited into the bank accounts of the beneficiary industrial units and through the nodal agency. and investment in the Northeast India including Sikkim in 2007. The package is known as North East Industrial and Investment Promotion Policy (NEIIPP). The detained persons along with the seized demonetized currency notes and vehicle were being further handed over to police in Imphal, the statement added. Meanwhile, after the Dimapur airport episode, the Income Tax department has asked all banks operating in tribal-dominated states in the North East to furnish details of all deposits made post demonetization announcement.

UNC warns total shutdown

IMPHAL, NOV 25 (IANS): Manipur High Court on Friday directed the Director General of Police, the Chief Secretary and others to beef up security measures along the two national highways, which are the lifelines of Manipur amid United Naga Council (UNC) threatening a “total shutdown”. Threatening shutdown, UNC has demanded unconditional release of two of its top functionaries, which has been backing the indefinite economic blockade against Manipur. The full bench of the High Court of Manipur comprising Chief Justice Rakesh Ranjan Prasad, Justices N. Koteshor and K. Nobin on Friday directed the Manipur government to deploy adequate amounts of police and paramilitary forces along the two national highways to ensure free and untrammelled movement of trucks and oil tankers. UNC had imposed the blockade from November 1 protesting against plans to create Sadar Hills district by usurping the “lands of the Nagas”. The next hearing is on December 1. Acharya appreciated the decision of the state government to grant 33% reservation to women in the local self government, despite stiff opposition from the male counterparts. According to PRO, the Governor was hopeful that the state government strong determination to do justice as per the amended constitutional provision to empower women in the political decision making body would strengthen the democracy. “Democracy assures equal rights to all the people regardless of sex, creed, caste and financial status”, the governor said. Acharya also lauded the Naga Mothers Association (NMA) for raising a “logical and honourable voice” in their demand for equity. Further, Governor said that women in the state were not lagging behind in any field of economic and social activities.

KOHIMA, NOV 25 (NPN): “SAKHI”: one-stop centre for women affected by violence was on Friday launched in Kohima by minister of social welfare, Kiyanilie Peseyie on the occasion of International Day for Elimination of Violence Against Women, at SIRD Auditorium. The chief guest also launched ‘Mission Effloresce’ and ‘1st Generation Women Entrepreneurs’.

In his address, Peseyie said it was time for the governments, International organizations and non- governmental organizations to raise public awareness and to galvanize action to end violence against women and girls around the world. To address these crucial challenges, the minister said the Centre introduced various schemes including the universalisation of women helpline scheme (181) and one-stop centres across the country and the first centre launched in June this year at Dimapur. Peseyie said launching one-stop centre was very appropriate as it was intended to provide integrated support and assistance to women affected by violence both in private and public spaces, under one roof. He said the objective of the scheme was also to facilitate immediate, emergency and non-emergency access to a range of services

including medical, legal, psychological and counselling support under one roof to fight against any forms of violence against women. Peseyie also lauded the Nagaland state social welfare board (NSSWB) and the state resource centre for women for launching the “Mission Effloresce” and the “First Generation Women Entrepreneurs”. Secretary social welfare, Dellirose M. Sakhrie, in her key note address, said violence against women was a human rights violation, which continued to be a global pandemic. She disclosed that out of total population of female, only 11.5% accounts for total reported crime against women, many go unreported, adding that women in Nagaland were no exception to this social menace. NEW DELHI, NOV 25 (IANS): They were meant to replace the demonetised currency, but some new 500-rupee notes are causing some confusion -- because of printing errors. Apparently, in a rush to go to print, an unspecified number -- no one knows exactly how many -- of notes of Rs 500 denomination have visible errors. The most starking is the way the guarantee declaration has shifted to almost superimpose on the security thread in some notes (see photo), while in others there is a visible shadow of Mahatma Gandhi’s face. The position of the Ashoka Pillar lion is also in wrong place while some of the numbers on the note jut out. However, the RBI has said these are valid and can be used. If people find it difficult to transact in these notes, they have been advised to exchange them.

DIMAPUR, NOV 25 (NPN): In view of the hardship faced by citizens across the state due to shortage of smaller denomination currency notes, as a result of the demonetization process, the Finance department has made an appeal to all religious institution, as part of its strategy to tackle the issue. The department appealed all religious institutions that receive offerings, donations or contributions in smaller legal denominations to deposit it in their respective bank accounts, so that the currency notes would be put back into circulation to help the general public. It also clarified that despite regular supply of currency from RBI to banks, there has been a huge gap between demand and availability of smaller notes. K Y M C

To mark the milestone, the silver jubilee monolith stone was dedicated and unveiled by campus minister SCC Rev. Thebemo Yanthan prior to the formal programme. Rev. Tan in his speech remarked that silver was considered “precious” throughout the Bible and therefore silver jubilee meant “25 years of pre-

cious time.” He said jubilee was a day of release from bondage; a day of liberation to move forward for excellence. Taking SCC’s 25-year journey as an example, Rev. Tan reminded the students that life was full of challenges but with God’s blessings any challenge can be surmounted.

He added that what lay ahead of OTS beyond 25 years was confined within the nurturing of the seminary. DIMAPUR: Advocacy Workshop on Tobacco Control for Dental Surgeons of Kohima District and Declaration of Tobacco Free Dental Clinics was held on November 24 at De-Oriental Grand Hotel, Kohima under the chairmanship of president Indian Dental Association NSB, Dr.P. Koza. This was informed through an official bulletin. In the programme a talk on the “Role of Dental Surgeons in Tobacco Control” was delivered by state nodal officer NTCP, Jt. director, DHFW, Dr. H. Chishi. Dr. Chishi said that the World Health has policies plan for every country and this policy package was given out by world health organization with a strong recommendation to carry out tobacco control worldwide namely, Frame work convention on Tobacco control (FCTC) adding India was amongst the first country to accept the FCTC 2003. Initially dental surgeons were not trained but when the responsibility was given to them they took off very well, Dr. Chishi stated. Additional director, DHFW, Dr. N. UNC president detained 24-hour total shutdown in four hill districts begins has been given in four Naga inhabited hill districts, Senapati, Tamenglong, Chandel and Ukhrul, commencing from this evening at 4 pm. The total shutdown was called separately by district based constituents of the UNC. The total shutdown in Tamenglong district is being given by the Zeliangrong Baudi while the same in Senapati is given by jointly by Naga People’s Organization (NPO) and Senapati District Students’ Association (SDSA). In Ukhr ul district, the shutdown call is being given by Tangkhul Naga Long (TNL) and Chandel Naga People’s Organization (CNPO) in Chandel district. Following the tense situation and fearing attack on them, 11 out of 12 loaded trucks stranded along NH-2 at Mao since the beginning of the economic blockade have proceeded towards Kohima. The 12 loaded trucks were stranded there even as all other trucks had returned towards Dimapur for onward proceeding to Imphal through Jiribam via Silcher of Assam. On the other hand, a total of 390 loaded vehicles including 126 tankers loaded with petroleum products have arrived Imphal early

A highly reliable source said that the UNC president was arrested in connection with a case registered with Senapati police station in connection with violent incidents during the ongoing economic blockade on the national highways. Itanagar, Nov 25 (PTI): The Gauhati High Court on Thursday issued a notice of motion returnable by January 4 to Arunachal Pradesh Speaker and all 43 former Congress MLAs switching sides on a petition challenging the validity of the merger of Congress MLAs with People’s Party of Arunachal (PPA). Arunachal Pradesh Congress Committee chief Padi Richo filed the writ petition in the high court Itanagar bench. “Let notice of motion be issued calling upon the respondents to show cause as to why a Rule should not be issued as prayed for, and/or why such further orders or other orders should not be passed as to this court may deem fit and proper. The notice is made returnable by January 4, 2017,” Justice Michael Zothankhuma said. After hearing the argument of Congress lawyers including K C Mittal, the bench issued notice to Pema Khandu (present chief minister) and

other 42 MLAs who claim to have merged with PPA. “Also issue notice on the interim prayer,” the court said. It issued notice for consideration on the interim relief for stay of the Speaker’s order dated September 16 by which all the MLAs have been shown as PPA members and the bulletin dated September 16 issued by the Secretary of the Legislative Assembly notifying them as PPA’s members. The petitioner submitted that there is no merger of state unit of Congress. He said the election law also does not permit merger of state unit of the national party to state party, as intimated by the EC, to the president of AICC, as per the election symbol (Reservation and Allotment) Order, 1968. The petitioner also prayed that the order of the Speaker stated has to be without jurisdiction and illegal. Khandu, who was the chief minister of Congress, changed his party and he along with 42 MLAs claimed to have merged with PPA.

G A N G TO K , N ov 2 5 (Agencies): The Sikkim government on Thursday cautioned locals, who enjoy income-tax exemption, against allowing non-locals to park money in their bank accounts. In an advisory, the state finance department warned the Sikkimese, as defined under Section 10 (26AAA) of the Income Tax Act, against misuse of their accounts. The advisory added that it was illegal to allow non-residents to park their money in locals’ accounts. Sikkimese get tax exemption for any income generated from within the state and for income from dividend or interest on securities generated anywhere. The intent behind these exemptions is to provide fiscal concessions to backward areas and communities. The Centre has also said account-holders who defy norms would be prosecuted under the I-T Act.

Northeast to be developed as ‘organic capital’ of India, says Dr Jitendra Singh New Delhi, Nov 25 (Agencies): Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh announced here Friday that Northeast will be developed as the “organic capital” of India. This will not only generate revenue through agriculture and trade, but would also offer job avenues and entrepreneurship opportunities for young “Start-Ups”, he said. According to PIB release, the union minister who presided the 5th meeting of the Consultative Committee for the Ministry of DoNER, attended among others by the Members of Parliament from Northeast, said that a number of path-breaking initiatives have been undertaken in the recent one year or so, to address certain issues that had been pending for the last several years. Citing an example, he said that the Northeast Road Sector Development Scheme had

been introduced for the upkeep and maintenance of inter-connecting roads between the States which were lying most neglected because each of the two States expected the other State to bear the cost of maintenance, as a result of which these roads had earned the dubious nomenclature of “orphan” roads. Between the last meeting of the consultative committee and the present one, Dr Jitendra Singh said that another achievement of pride has been the setting up of “Dr A.P.J. Abdul Kalam Centre for Policy Research and Analysis” at “Rajiv Gandhi Indian Institute of Management”, Shillong from October 15 this year. The airport in Sikkim is expected to become functional next year, said Dr Jitendra Singh, while the extension of runway at Umroi Airport at Shillong is under way. Among the very recent decisions taken include the revival of “Northeast Industrial Policy” and setting up of “Northeast Tourism Development Council”.

A big boost has been given to upgradation of the healthcare facility in the region, said Dr Jitendra Singh. He further disclosed that from this academic session, one seat each for cancer super-specialization in DM (Oncology) and MCh (Oncology) has been introduced in Dr. B. Borooah Cancer Institute, Guwahati, while from February this year, DoNER Ministry has began sponsoring short-term cancer medicine and cancer surgery training from doctors from all the eight States of the region in country’s reputed Cancer Institutes. The Members of Parliament present in the meeting furnished a number of specific suggestions in relation to the regional connectivity policy, bamboo promotion, upgradation of North Eastern Council etc. Among those present in the meeting were Members of Parliament Shri C. Shillong, Nov 25: Suspended Meghalaya Congress legislator, Pynshngain N Syiem on Friday sounded the poll bugle by launching “Campaign for Change”, a movement by a group of youths. Syiem, who is also the Chief Executive Member of Khasi Hills Autonomous District Council, said the Campaign for Change is a platform for both the youths and politicians to come together and brainstorm on the issues that concern the people of the state. He said the “Campaign for Change” movement would initiate public meetings in various places of the state, have general discussions with stakeholders and would be active on social media to give opportunities for people to suggest issues that needs urgent attention. Moreover, the movement has also set itself a time period of three months on preparing a “vision document” after taking the opinions of the stakeholders. Syiem, the objective of the “Campaign for Change” movement was primarily to initiate a system of participatory democracy wherein the citizens of the state would have a say in preparing policies that would uplift their social, economic and political status. “Now what’s happening is, people elect lead-

ers who are expected to make policies for them,” he added. Syiem said that the movement would be a road map on his future decisions. “This movement would give us direction on what will be our future plans. At present we are not thinking of forming any political party,” he said. Syiem also appealed to political parties in the state to project a leader before seeking the mandate of the people during the 2018 Assembly elections. “The time has come for respective political parties to project their leaders so that voters can judge them and decide who will run the state,” he said. “After we got the Sixth Schedule in 1952 and our own state in 1972 the people of the state was expecting that laws would be legislated which will protect the citizens of the state but till now there are no such policies,” he said. He pointed out that in the recent past the ban on coal mining by the National Green Tribunal (NGT) and the doing away with the powers and functions of the Rangbah Shnong was because the government did not have rules to regulate them. Diphu, Nov 25: Rubber Board of India in association with National Institute of Agricultural Marketing, Jaipur, organized one day training on entrepreneurship development at Jirsong Asong, Diphu to teach technical and commercial aspect and scope of rubber cultivation to the rubber growers of the region. Rubber is being cultivated in 1, 70,000 hectares of land in the region yielding an income of around 700 crores per year to the growers, said Dr. Binoi Kurian, Deputy Director Marketing, Rubber. Once the quality of rubber improves, automobile tire industries from around the country will automatically come to north east area to entrap the huge potentiality of the region, to meet rising demands of national and international market, he added. In Kerela, rubber is cultivated on 80 percent of land leaving no further scope for its cultivation, said Dr. Kurian. Kerela, Tripura and Assam are the first, second and third highest producer of rubber in the country, he further informed. The training programme was the 6th out of the 10 trainings programs scheduled to be held in North East India. The remaining programs will be held at different places in Tripura. Dr. Ramesh Mittal, National Institute of Agricultural Marketing, Jaipur was the resource person of the training programme in which around 40 rubber growers attended.

Hyderabad, Nov 25 (PTI): Home Minister Rajnath Singh Friday pitched for close coordination among central and state police forces to strengthen security situation in the country. Inaugurating the threeday annual DGPs/IGPs conference, he said healthy competition among different central and state police officials was yielding good results. Close coordination between central and state forces would help in improving security situation in country, he said at the 51st annual conference of Directors General/Inspectors General of Police of states and UTs and heads of central police organisations being held at the Sardar Vallabhbhai Patel National Police Academy here. Claiming that security situation in Jammu and Kashmir, northeastern region and Left-wing extremism affected areas has improved a lot during the last one year, Singh told

all police chiefs to prepare a work plan in different aspects of policing. The Home Minister also announced that top 10 police stations in the country would be awarded by the Home Ministry for outstanding performance annually beginning next year. Prime Minister Narendra Modi will attend the conference of the police chiefs tomorrow and during the meet, issues like cross-border terrorism, radicalisation of youth and attempts to lure Indians into Middle East terrorist groups like ISIS will be discussed threadbare. Filling up of vacant posts in various police forces, reforms in police forces, menace of narcotics smuggling and human trafficking will also be discussed extensively during the conference, sources said. Modi and Singh will interact with the top police officers and get their feedback about the internal security situation and various aspects of police personnel. The conference is being attended by around 100 Director Generals of Police (DGPs) of states, Director Generals of central paramilitary forces and their Inspectors General. This is for the third time since Independence that the three-day conference is being held outside Delhi. It was held in Guwahati in 2014 and Kutch in Gujarat in 2015.

SC bans sale of firecrackers in Delhi-NCR New Delhi, Nov 25 (PTI): In a stern action to curb air pollution during the ongoing wedding season, the Supreme Court Friday suspended the licences of all firecracker sellers in Delhi and National Capital Region with immediate effect till further orders, virtually banning their sale and purchase. “We in public interest direct the suspension of existing licences for possessing, stocking and selling of fire crackers in Delhi-NCR region till further orders,” a bench of Chief Justice T S Thakur and Justices A K Sikri and S A Bobde said. The apex court also directed the Centre not to renew any such licences till further orders. It directed the Central Pollution Control Board (CPCB) to examine and submit its report in six months on the harmful effects caused by the materials used in the firecrackers. The suspension of licences with immediate effects means that sale, purchase and stocking of firecrackers are completely banned in Delhi and NCR region. The apex court had on November 11 reserved its verdict on the issue and said it would go step-by-step as fireworks have become a part of life and a reasonable order needed to be passed which could be enforced.

Call drops will never go completely, says Minister

NEW DELHI, Nov 25 (PTI): Government today said that call drops in telecom networks cannot be eradicated completely and it is a global phenomenon. “The dropping of calls in wireless network cannot be completely eradicated as it is a world-wide phenomenon and happens in every wireless network due to various reasons including poor radio coverage, radio interference, loading of available spectrum, change in pattern of traffic, shutdown of sites due to power failures etc,” Telecom Minister Manoj Sinha informed the Rajya Sabha today. He added that the government and the telecom regulator TRAI are taking all possible steps with the help of telecom operators to address the problem of call drop and bring it down within the permissible limit. Mr Sinha said that the Telecom Regulatory Authority of India regularly undertakes the drive tests of mobile networks in select cities, highways and railway

routes to assess the Quality of Service and coverage around the areas covered in the drive test routes. As per the data shared by the minister, TRAI imposed penalty of around Rs. 11.8 crore on telecom operators for failing to meet minimum service quality benchmark and recovered Rs. 10.42 crore out of it. Highest penalty has been levied on telecom operator Aircel for poor 2G (Rs. 3 crore) and 3G service quality (Rs. 1.56 crore) followed by state-run telecom firm BSNL for poor 2G (Rs. 2.27 crore) and 3G (Rs. 70 lakh) networks. A fine of Rs. 1.64 crore was imposed on Reliance Communications for 2G networks, Rs. 89 lakh on Tata Teleservices, Rs. 84 lakh on Vodafone, Rs. 13.5 lakh on Telenor, Rs. 3 lakh on Sistema Shyam and Rs. 1.5 lakh on MTNL. In 3G category, regulator imposed penalty of Rs. 2.5 lakh on Vodafone too for poor quality of service.

NEW DELHI, NOV 25 (PTI): The Supreme Court today fixed on December 2 the hearing on a batch of petitions challenging the constitutional validity of the decision to demonetise currency notes of Rs 1,000 and Rs 500 and the inconvenience faced by the common man due to it. A bench comprising Chief Justice T S Thakur and Justice D Y Chandrachud said, “we will examine both aspects (inconvenience and constitutional validity) of the matter. Come on Friday at 2 PM”. The bench, meanwhile, asked Attorney General Mukul Rohatgi, appearing for the Centre, to file additional affidavit, if any, explaining the “schemes and steps” taken to ease the situation that has arisen due to demonetisation.

Senior advocate Kapil Sibal, appearing for one of the petitioners who has challenged the Centre’s November 8 decision on demonetisation, said the court should start hearing the matter from Tuesday itself. Rohatgi, however, opposed the contention and said let all the petitioners, who have approached various high courts on the issue, come to the apex court which would take a call on December 2 as to whether the Supreme Court or the Delhi High Court would hear them all. Centre has recently moved the apex court seeking transfer of all the petitions pending in various high courts to either the Supreme Court or one of the high courts. PUNE, NOV 25 (PTI): Noted journalist Dileep Padgaonkar, who was a part of the three-member interlocutors group for Jammu and Kashmir in 2008, passed away here today after brief illness. 72-year-old Padgaonkar, a former editor of The Times of India, was unwell for past several weeks and died at a hospital in Pune, family sources said. He passed away at a private hospital here where he was brought in a critical condition last week. “Padgaonkar was brought to Ruby Hall Clinic here from Prayag Hospital in a critical condition on November 18. When he was brought here, he was on ventilator support and there was multi-organ failure. From the day of admission, he was on dialysis and ventilator support,” Sanjay Pathare, Director, medical services, Ruby Hall Clinic said. Pathare said a team of doctors tried to revive Padgaonkar, but he breathed his last today.

MUMBAI, NOV 25 (PTI): In a shocking incident, a 10month-old girl was allegedly beaten up and kicked at a crèche in Navi Mumbai by a caretaker, who along with the day care centre owner has been arrested, police said today. Taking cognisance of the matter after a video of the incident went viral, Maharashtra’s Women and Child Development Minister Pankaja Munde said they have decided on compulsory installation of CCTVs at such centres. The incident came to light when the CCTV footage of Purva Play School and Crèche, a day care centre for children at Kharghar in Navi Mumbai, was analysed by the police and the infant’s parents. S u b s e q u e n t l y, Kharghar Police yesterday arrested Afsana Sheikh and the day care centre’s owner Priyanka Nikam (34). However, Nikam was later released on surety bail while Sheikh has been remanded

in police custody. The 10-month-old girl’s parents Ruchita and Rajat Sinha, who are complainants in the case, used to leave their child at the day care centre as they both are working. On Tuesday, when they went to take her, they found a wound on their daughter’s forehead. Ruchita asked crèche owner Nikam about it, but she did not get a proper response from the day care centre. When the baby’s parents approached a doctor, he suspected it to be a case of child abuse. S u b s e q u e n t ly, t h e child’s parents went to Kharghar Police Station and lodged a complaint. The police and the child’s parents were shocked when they later saw the CCTV footage of crèche which showed Sheikh beating and slapping children who were left by their parents at the day care centre. The CCTV footage

also showed Sheikh beating Ruchita’s daughter while some other infants were sleeping, police said. In the video, Sheikh is seen hitting, throwing and kicking the child. Police registered an offence against Sheikh and Nikam under section 325 (voluntarily causing grievous hurt) of IPC and section 23 of Juvenile Justice (Care and Protection of Children) Act-2000, police official said. The child is being treated at a private hospital for the injuries inflicted on her. The video of the alleged incident has gone viral on social media, prompting the authorities to announce installation of CCTVs at such centres. Minister Pankaja Munde termed the incident as shocking. “We have decided to make it compulsory to install CCTVs at play schools, to avoid recurrence of such incidents,” she said.

Asked whether she has any trouble in speaking, he told reporters “...she speaks from a few seconds to a few minutes... but she is not in a hurry.” Reddy said with tracheostomy, “normally they (patients) cannot speak. It also has a speaker attached. Need for analysis

gainst the backdrop of the September 22,2012 resolution by the 11th Nagaland Legislative Assembly that made inoperative, Part IXA of article 243T of the constitution of India as amended to the Nagaland Municipal Act (First Amendment) 2006 on 33% reservation for SC/ST and women, the issue appears to have come full circle after the NPF-led DAN government adopted the motion at the 12th NLA by reversing the 2012 resolution on November 24, 2016. The legal tangle over the issue of women reservation had caused postponement of civic polls since 2010. The issue of women reservation has as many supporters among men as much as many among women who do not share the same enthusiasm for it. Therefore, the issue is not simply about male prejudice or gender bias as some would tend to view it. The revocation of the 2012 resolution has thus cleared the deck for conduct of civic polls under 33% women reservation. For leaders of Naga Mothers Association(NMA), their years of dogged fight for 33% reservation to SC/ST and women in civic elections has ended in victory and in this, they jointly share it with Nagaland Chief Minister T.R.Zeliang (and his cabinet) who announced their intention even before referring the matter to the house and while the case was still in court. Whether it was a belief in empowerment or other considerations as alleged, Zeliang and his Cabinet colleagues, decided to hold civic polls with 33% women reservation in Nagaland, in spite of vehement opposition from various tribal hohos and other organisations. Tribal Hohos are concerned with Article 371A their plea on the government to have proper consultations with all stakeholders was ignored. This will only result in misgivings in future. The voice vote was pushed through in haste. Five days prior to the session, the party issued a whip on all members to be present, vote and toe the line. In serial number 5, the whip prohibited a member from making any motion statement in the House which could be perceived as criticism or cause embarrassment or loss of face of the party or government. This was a gag order which could be interpreted as curtailment of the freedom of speech and expression under the constitution of India. The nature of the whip also indicated that the party would brook no “dissent or indiscipline”. The boldness may have come with surge in numbers from 38 to 48. Another event on November 22, was that the unusual “oppositionless” Legislative Assembly which propels an “all party government” saw one lone independent MLA who has become the lone dissident/opposition voice. Though a single voice may not be a great number yet it is good for democracy and the people. Article 371A was the link in both women reservation and the PIL filed against NP& NG regulations and rules. The handling of the Article 371A, which is one of the best and most powerful of Acts conferred on Nagaland ; should be dealt wisely. Other than Nagaland, only J&K has a similar and broader Act that is unique. In the November 24,2016 revocation and also the PIL on oil, the state government needs to do some serious rethink about the future and long term consequences while pursuing objectives that may impinge on the intricate interpretation of Article 371A.

In secular history the Cross is an infinitesimally small thing, but from the biblical perspective it is of more importance than all the empires of the world. If we get away from dwelling on the tragedy of God on the Cross in our preaching, our preaching produces nothing. It will not transmit the energy of God to man; it may be interesting, but it will have no power. However, when we preach the Cross, the energy of God is released. “…it pleased God through the foolishness of the message preached to save those who believe.…we preach Christ crucified…” (1 Corinthians 1:21, 23).

Post-mortem St. Joseph Catholic University renamed

was much perplex to read the news of the ongoing Nagaland Legislative Assembly session carried by the local dailies on 23rd November, 2016 concerning the State Assembly which is said to have introduced the St. Joseph University Bill in considering request of the State Governor Shri. P.B. Acharya to change the nomenclature of the St. Joseph Catholic University to St. Joseph University on the ground that educational institution should not be named by any particular religion. What more perplexing and mortifying is the action of the State Cabinet having observed that there was no bar for such nomenclature and that there were universities in the country such as Benares Hindu university and the Aligarh Muslim University, yet exhibited only semi conscious and passed the Bill in the Assembly instead of giving a befitting reply to the Governor and protect the only Christian University in the State but went all along with the desire of the State Governor. We all know the back ground of State Governor Shri. P. B. Acharya’s religion that he is a Hindu to the core and wherever he goes he would profess and preach Hinduism and would be too happy to remove the Christian tag wherever possible even if he could not saffronize the State. In comparison, he is a much more zealous Hindu missionary in person than our Christian missionary’s zeal and there is nothing wrong in his attempt to universalize the Hindu philosophy but trying to remove the tag of Christian name from the Christian Education Institution is too immature and gone too far for

the taste of a Governor. Meddling in the nomenclature of a Christian Institution could be violation of Right to Freedom of Religion under Article 25 of the Constitution of India if seriously viewed by a legal pundit. Had our State Christian leaders are as zealous as the State Governor himself, they would have said no to the Governor and would not have sought for a No Objection from the sponsors, DMI Foundation, as stated in the paper but going under the squeaky no objection from the sponsor, the Cabinet and the State Legislature passed the bill comfortably and could not protect the Christian value. To rationalize and justify the name of religion in educational institute, let us look into some of the Famous Indian Universities/Institutions which are named after Religion in great contrast with the contention of the Governor. The first to start an institution in the name of religion was the Hindu themselves and way back in 1899, the Hindu College was established which became the famous University. Today there is Hindu College University, Delhi University; Hindu College University Sonepat, Haryana which has Hindu Girls College, Hindu Boys College, Hindu College of Education, Hindu College of Engineering, Hindu College of Pharmacy, Hindu Institute of Management. Besides, there is Hindu College at Moradabad, Uttar Pradesh; Hindu College Amritsar, Punjab; Hindu College Chennai, Tamil Nadu; Hindu Girls College, Moradabad, UP; Hindu College Guntur, Andhra Pradesh; Hindu College of Engineering Machili-

patnam, Tamil Nadu; South Travancore Hindu College, Kenyakumari, TN; Hindu College Rohtak, Haryana, etc. The grandeur of Benares Hindu University (BHU) can be well imagined. Started in the year 1916, it has now grown to such extent to organize into 6 institute, 14 faculties and more than 132 departments with a total student enrollment of 30,000 from 34 nations and has 75 dormitories (Hostel). We also have side by side, the Aligarh Muslim University established in 1920 which is getting stronger and stronger year by year. We have also Jain University, Bangalore which is ranked as top No.5 Private University in India and is the top University in Bangalore. The St. Joseph Catholic University is a Private University and the choose of nomenclature of the university is solely the right and prerogative of the promoter as is seen in the case of Hindu College and Universities, Muslim and Jain Universities thus the Governor should not have interfered in the choose of nomenclature. Does the Governor find it inappropriate in use of nomenclature of a particular religion here in Nagaland only when it is Ok in the rest of the country? Is the Governor going to ask all the Hindu University, Muslim University, the Christian University and the Jain University in India not to be named by any religion as they are all educational institute? Applying the same yard stick the Governor should be prudent to immediately ask all the other state Government to change the nomenclature of all the universities named by

religion as was done in the case of the St. Joseph Catholic University. If he does not do that then we the Nagas and the Christians in particulars have been just taken for a ride here. I was anxiously waiting for the last three days that many voices shall be raised against such an action especially from the Church Associations but to my amazement it has been allowed to pass off just as a mere insignificant issue without realizing that this small insignificant issue is attack on Christianity in suppressing the core value of Right to Freedom of Religion. The Governor has already unleashed the first shot at Christianity and has triumphed. The nomenclature of St. Joseph Catholic University was the right and appropriate choice the promoter has chosen being in the heart of Catholic believers in the State and had maintained the identity of the promoter as the benchmark as seen in the case of other religion too. We see vertical division in most of the religion in the matter of doctrinal difference such as Mahayana and Hinayana in Buddhism; Svetambara and Digambara in Jainism, Sunni and Shia in Muslim, Catholic and Protestant in Christianity. The Protestant is the first vertical division of the Christianity from Catholic and all other denominations are offshoot of Protestant thereafter. Dear brothers and sisters of Nagas of Nagaland, what I am going to speak is all about the truth. “Truth is truth, whoever speak about it, but sometime truth is also like a bitter pill to swallow, but if somehow you could swallow, it has curative element to cure your illness”. It is my principle that I cannot synchronize white and black into something like grey colour. Therefore, what I am going to speak is nothing but the plain truth. The talk about gun culture of the past is no more prevailed in Nagaland. It is time for us to introspect our past short-comings and mend our ways and distil our wisdom to speak out what is truth and best for the Nagas of Nagaland. We have “freedom of speech” granted by the constitution of India. I therefore, appeal to the Naga intellectuals to speak out without fear or favour for the sake of the Nagas of Nagaland. Why I say, “Nagas of Nagland” because, all the succeeding Indian political leaders unanimously spelt out very clearly that peace talk shall be based on “no sovereignty and no integration” and also stated that the “territorial integrity of Manipur states will not be distorted at the cost of Naga peace talk” which invariably meant, the peace talk between the government of India and NSCN (IM) is based on these conditions. The words “no integration” indirectly or directly excluded all other Nagas outside the parameter of the present Nagaland. Once upon a time, there was pompous acclamation that the Nagas demand for sovereignty was reached the international forum. But now it has come down to the lowest ebb – no sovereignty and no integration. Before the peace talk was started T. Muivah accepted pre-conditions “no sovereignty and no integration and within the constitution of India”, consequently the talk is on the process basing on the above mentioned conditions. The Mount Everest climbers had experienced that ascending to the top of the Mount, they have to face many obstacles and hurdles but more so descending down is more dangerous risking one’s own life. So called the “framework” signed between the government of India and NSCN (IM) is in descending ladder and Nagas should not wait like an owl for ripping Oak tree acorn which never get ripped. Ladies and Gentlemen, The formation of the Naga National Council (NNC) is in the seventieth year since its formation in 1946. In this period, the NNC represented the Nagas as the parent body and has been protecting the rights of the nation. At the present time, there are various groups mushrooming in our midst, but the NNC cannot split into factions because it is not seeking political power neither is it a political party. On the contrary, it is the ultimate political institution of the Nagas. As such, every Naga has a responsibility to uphold the Naga National Council. Here, I quote from what our leader A. Z. Phizo had written about the NNC’s role: “The Naga National Council does not pretend to, nor does it intend to have an ideological bias apart from what it believe is our traditional values and concept of national harmony which is far more superior to the modern political ideology of socialism or communism”. With this true foundation, free of any external influence, the NNC has been upholding the rights of our national stand in all

the difficult times over the years. These activities have been carried out without becoming the Government of the Naga people. The maintenance of law and order for the Naga people is in the hands of the Federal Government of Nagaland. As such, in 1964 when the Ceasefire Agreement was signed, it was between the Federal Government of Nagaland and the Government of India. Naga National Council and its Policy: The national destiny of the Naga people has been entrusted to the NNC, and the NNC will continue to pursue that National interest with an uncompromising stand. Let us remind ourselves again today that the Naga National Council is the only body entrusted with our national mandate and it will remain so for all times to come. The following policies of the NNC are herewith reiterated again: 1. The NNC is the embodiment of our people and gives expression to our national aspirations. 2. The NNC is the national institution of the Naga people and not a political party or Government.

There will be no change regarding this NNC stand and policy. 3. The legitimacy of the Federal Government of Nagaland will continue to be maintained. 4. Equality of Regional Councils will continue to be maintained. 5. The unity and liberty of our nation will always be guarded by the NNC. 6. The policy of NonViolence in settling outstanding issues shall continue to be the paramount policy of the NNC. 7. Friendship based on mutual respects with all nations of the world shall always be maintained by the NNC. As far as the Naga stand is concerned, Nagas are not “demanding” nor are they seeking to “achieve” independence or sovereignty from India. All that Nagas are demanding from India is that they withdraw all their illegal occupational forces from Nagaland, so that Nagaland and India can co-exist as two nations with good neighborly relationship. Even during the British occupation, “The Naga Hills Excluded Areas” was

a separate country from the British Indian Empire. This was because the Naga statements given to the then British were wise and brave enough to protect our country from that Colonial period to the present generation. All Nagas should be proud of this legacy and never become a subject people under any circumstances. In these sixty-nine years of conflict with India, the Nagas have always found that the Indian proposals or “agreements” has got no meaning in the end except only as talking points. But in the final fact, any agreement done without proper authority will ?let” bring lasting peace for any country. If money can buy any country with armed power, many nations would have been lost in this world. But people who love their country have always risen up and won in the end. Nagaland was a selfsufficient country even during the British occupation. No beggar ever existed in Naga society. Crime was also a very rare event. That the Naga people were a joyous and happy people can be discovered from our past folk songs. When the Whitemen first saw our

people in the 19th century, they admired and envied the village people so much that they have recorded it in their writings. But when it came to occupying our land, their former stand became totally different and they started calling us “savages”, “head hunters”, and so on. They justified their changed stand saying that it was a human phenomena and nature of things. The year 2016 is ending very soon but our country is still occupied with enemy armed forces armed with the order of “Armed Forces Special Power Act of 1958.” But almost everyday, their representative continue to talk of “Unity” and “integration”. Also over the years of occupation, “corruption” has now almost become a way of life. But though India has devastated our country with their brutal military forces and many people have suffered and died, by the grace of God, we have overcome all those terrible events. As a believer of Jesus Christ, no one should use God’s name in vain. Man can deceive man, but no one can deceive God. Our people were foretold in 1974

assengers bound for the city of Patna, in India’s Bihar State, were shaken from sleep early Sunday morning when their train began shuddering. Then came “a loud sound like an earthquake” as 14 outdated cars derailed. More than 140 people were killed, and more than 200 were injured. It was the worst rail accident in India since 2010, and it should not have happened. While an investigation has yet to confirm the cause of the derailment, an Indian railways spokesman, Ved Prakash, said he suspected a “rail fracture.” Fractures can result from temperature extremes and are made worse by stress from overuse or overloaded

trains. More trains have been added to meet growing demand, and many are overloaded. The train that derailed was no exception: There were about 1,200 ticketed passengers and around 500 people without tickets. India’s railways transport 23 million people a day over more than 70,000 miles of track. But the system has been neglected for years. In 2014, there were more than 27,000 train-related deaths in India. In 2012, a committee appointed to review the safety of the rail network cited “a grim picture of inadequate performance largely due to poor infrastructure and resources.” It recommended a slew of urgent measures, including

upgrading track, repairing bridges, eliminating level crossings and replacing old coaches with safer ones that better protect passengers in case of an accident. These remedies came with a hefty price tag: The committee said it would cost some $14 billion over five years to put the railways on safer footing. Still, it advised that the work should proceed “in a time-bound manner with required resources mobilized.” This was never done. Prime Minister Narendra Modi tweeted on Sunday that he was “anguished beyond words on the loss of lives.” His government pledged compensation to the victims and their families.

But the bottom line is that Mr. Modi’s government has failed to deliver on its 2014 campaign promise to “invest in long-required overhaul of stressed infrastructure,” focusing instead on constructing new lines, adding amenities like e-ticketing and free Wi-Fi, and investing in a showpiece bullet train between Mumbai and Ahmedabad. Responding to the latest derailment, a former railways minister, Dinesh Trivedi, stated what should now be evident to Mr. Modi: “Time has come for the government to focus more on operations of railways rather than cosmetics.” The New York Times editorial board

India must have thought that such a small country like Nagaland could be crushed easily with military might but it did not happen. On the other hand, it is a most scandalous fact that despite its billion population, not a single Indian citizen had so far criticized their own Government over the atrocities that India is guilty of having committed in Nagaland. Mumbai, Nov 25 (PTI): Eight years after the terror attacks in the city which claimed 166 lives, Mumbai’s top cop is confident that the force is ready to meet any terror threat. “We are ready to tackle any terror threat. Our personnel are fully geared to meet any eventuality,” Police Commissioner Datta Padsalgikar told PTI in an interview. “Mumbai is the financial capital of the nation, so it always faces a threat from terror organisations. Mumbai Police is always prepared to secure Mumbai, which has international importance,” he said. “Several initiatives have been taken by the gover nment to secure Mumbai. Police now have modern equipment and are on constant vigil. They remain alert to provide safety to citizens,” the senior IPS officer said. “We have created specialised groups at police station level and also set up Quick Response Teams (QRT) at region level. Their members have been given proper training in counter-terrorism,” Padsalgikar said.

Kanpur, Nov 25 (PTI): The railways has disbursed Rs 1.1 crore as interim relief to the next of kin of the victims of the Indore-Patna Express derailment, an official said today. The disbursement of the compensation amount to the family members of the deceased had begun a day after the accident following identification of the bodies, Manoj Singh, PRO of Jhansi Division of North Central Railway, said. Till today, family members of 145 deceased persons have been given Rs 50,000 each as interim relief. Of the 151 people killed in the November 20 mishap, six bodies are yet to be identified, he said. Similarly, family members of 41 seriously injured people have been handed over Rs 50,000 each at the hospital here while the kin of the 36 others who sustained minor injuries were given Rs 25,000 each, Singh said. The interim relief to all the victims was given in cash. The rest of the compensation amount will be given by the railways to the affected families at their homes after completion of necessary formalities, he said.

Separatist-sponsored strike disrupts normal life in Valley SRINAGAR, NOV 25 (PTI): There was less movement of people and transport across Kashmir on Friday as normal life remained affected due to the strike called by separatists. The movement of people and transport is less on Friday compared to the other days due to apprehensions of law and order problems after Friday congregational prayers, a police official said. He said most of the shops, fuel stations and business establishments in Srinagar - the summer capital of Jammu and Kashmir - were shut due to the strike, while public

transport was comparatively less. However, a few of them were open in some areas in the civil lines as well as on the outskirts of the city here, the official said. A few vendors had put up their stalls along TRC Chowk-Batamaloo axis through Lal Chowk city centre, he said. Reports of less traffic and most of the shops being closed were received from other district headquarters of the Valley, he said. Except for the past weekend, Kashmir has witnessed shutdown for the last 140 days.

The separatists, who are spearheading the agitation since killing of Hizbul Mujahideen commander Burhan Wani in an encounter with security forces on July 8, have been issuing weekly protest programmes. They have extended the strike till December 1, announcing two full days of relaxation on the weekend like the past week. As many as 86 people, including two cops, have been killed and several thousand others injured in the ongoing unrest in the Valley.Around 5000 security forces personnel have also been injured in the clashes.

Opposition-called shutdown hits life in Jharkhand Ranchi, Nov 25 (IANS): The dawn-to-dusk state-wide shutdown called by opposition parties on Friday to protest amendments in the CNT and SPT land acts affected normal life in Jharkhand. More than 10,000 shutdown supporters were detained in the state. The top leaders who were detained included former Chief Ministers Babulal Marandi and Hemant Soren and former Union Minister Subodh Kant Sahay, among others. Police resorted to lathi charge in Ranchi to disperse shutdown supporters. Clashes between police and shutdown supporters occured in many districts, including Ranchi and Jamshedpur. The shutdown supporters torched three vehicles in the state -- one in Jamshedpur and two in Dumka. They also blocked roads at many places across the state and burnt tyres in the middle of roads to stop vehicular movements. Schools, colleges and shops remained shut in most parts of the state. In Ranchi, the shutdown impact was most visible, as all schools and shops were closed. Longroute buses did not ply. The state government had made elaborate security arrangements. New Delhi, Nov 25 (PTI): Amid a raging debate on demonetisation, the government today said in Lok Sabha that it wanted a reduction in the use of physical currency in the economy, which should be substituted with digital money. Responding to a question on digital payment systems, Finance Minister Arun Jaitley said the government wanted the physical currency to come down and be substituted by digital currency. While physical currency should decline, business and commerce should prosper. He said out of 80 crore debit cards, 40 crore were actively used at ATMs. Electronic wallets and digital transfer of funds was the future technology which the government is encouraging and has asked various state governments to contribute. Jaitley also said a dedicated fund under depositor education and awareness fund was in place for expanding acceptance, infrastructure and conducting awareness campaign among people for a cash-less society.

B O G O T A , N OV 2 5 (AGENCIES): Colombia’s government and FARC rebels signed a controversial revised peace accord to end their half-century conflict, set to be ratified in Congress despite bitter opposition. President Juan Manuel Santos and guerrilla leader Rodrigo “Timochenko” Londono signed the new deal with a pen made from a spent bullet, in a low-key ceremony in the capital Bogota. The original deal — signed with great fanfare in September — was rejected by voters in a referendum

They say the revisions are only cosmetic and will still grant impunity for war crimes committed by the Revolutionary Armed Forces of Colombia (FARC). The search and rescue operations were completed today, according to the rescue and relief headquarters at the scene. Sixty-eight victims have been identified so far, most of them millennials, state-run Xinhua news agency reported today. Seventeen people were taken into custody for the accident, it said, without revealing their identities. About 200 of the vic-

tims’ relatives have arrived in Yichun to identify the deceased. Counsellors have been deployed to help them to come to terms with the tragedy.
