Modi’s demonetisation attack New Delhi, Dec 29 (PTI): Prime Minister Narendra Modi Thursday accused the Congress leadership of “desperation” in the face of his “tough” demonetisation decision and said it was the first time that a concerted effort was made by the Opposition to “openly” protect the dishonest through disruptions in Parliament. He also slammed Manmohan Singh, who had described demonetisation as a “monumental mismanagement” and an “organised loot”, and sarcastically said that his predecessor might have been referring to the “unending string of scams” like 2G, CWG and coal block allocation “under his leadership”. Modi said while the honest will not be harassed, those with black wealth have “only a few days to hide” and will not be spared. “I pity a few of our opponents, especially the Congress leadership, for the desperation they have been exhibiting ...Congress leaders are entirely preoccupied with only one

Dimasa and Kachari bodies flay blast D imapur , D ec 2 9 (NPN): Dimasa Public Organisation, Nagaland (DPON) and Kachari Tribal Council Nagaland (KTCN) have strongly condemned the blast incident that occurred Wednesday night in Dimapur near new Dhansiri Bridge area where two persons were critically injured. In a press release, D P O N s e c r e t a r y, P M Thaosen, stated that one of the injured persons identified as Ringdhar Girisa suffered critical head injury and had been referred to GNRC Guwahati. Stating that targeting innocent public should be condemned by all, the organisation said such incident should not repeat in future. In a separate press statement, KTCN president, Ramesh Hasnu, described the incident as “barbaric act” that was aimed to disrupt the peaceful atmosphere of Dimapur and also create fear psychosis in the minds of public during the festive season. Kachari Tribal Council Nagaland (KTCN) also appealed to the civil society organizations and hohos to condemn such act in the strongest terms. It also urged the law enforcing agencies to bring the perpetrator to book at the earliest.

On Manmohan Singh’s attack, Modi said, “it is interesting that the words ‘monumental mismanagement’ come from a leader who has been at the helm of India economic journey for around 45 years. “His reference to ‘organised loot’ was perhaps a reference to the unending string of scams under his leadership, from the coal scam to the 2G and CWG scams. Demonetisation on the other hand is an unprecedented step to confiscate the loot of the corrupt.” Asked whether demonetisation will end corruption in the political system, the Prime Minister said “decisive ways” were required for that. “There is a need for reforms in the political system,” he said. He said before the Winter session, he had suggested that there should be discussion in Parliament on reform of the political sys-

tem and electoral reforms but this could not happen due to disruptions. Rejecting criticism that the demonetisation decision was political, it was taken not for “shortterm windfall gains” but for long-term structural reforms. “Earlier the Income Tax department used to shoot in the dark. Now people have voluntarily come forward and deposited money. Now the Income Tax department has specific information,” he said. Asserting that his government has “zero tolerance for corruption”, Modi said the dishonest will be punished and the taxes collected from them will be routed for welfare programmes. He said the demonetisation will deliver a “multiplier effect” to clean up the economy in the long term. Regarding the frequent modifications after demonetisation was announced on November 8, the Prime Minister said, “one must be able to distinguish between ‘niti’ (policy) and ‘ran- niti’ (strategy) and not put them in the same basket.

Minimum Rs 10k fine for holding old notes, no jail term New Delhi, Dec 29 (PTI): Government has made holding of more than 10 junked Rs 500/1000 notes a penal offence punishable with a minimum Rs 10,000 fine, but the harsher four-year jail term has been dropped. The Specified Bank Notes Cessation of Liabilities Ordinance, approved yesterday by the Cabinet headed by Prime Minister Narendra Modi, allows individuals to hold no more than 10 notes of the old currency. It allows 25 such currencies to be held by research scholars. Top sources said the ordinance, which will be sent to the President for his assent shortly, will come into effect from December 31. It provides for making holding of old 1,000 and 500 rupee notes after March 31 a criminal offence that will attract a fine of Rs 10,000 or five times the cash held, whichever is higher. Furnishing wrong information while depositing the old currency between January 1 and March 31 -- a window provided only for exigencies -- will attract a fine of Rs 5,000 or five times the amount, whichever is higher.

Nagas in Delhi burn Ibobi’s effigy DIMAPUR, DEC 29 (NPN): Intensifying their protest against the arrest of the two UNC leaders and the “unconstitutional formation” of the new seven districts in Manipur, the Committee of Joint Naga Civil Societies, Delhi (CJNCSD) organized a mass protest rally at Jantar Mantar, New Delhi on Thursday. In a press release, CJNCSD information & publicity wing secretary, Sira Kharay, stated that a large number of Nagas thronged the streets of Jantar Mantar chanting “Nagas shall defend their land to the last man standing” and burnt the effigies of Manipur chief minister O Ibobi and deputy chief minister Gaikhangam. Raising serious doubt on the political intention of the Centre for its continued silence on the issue, the CJNCSD questioned why the government of India has not raised even a single question to the Manipur government for the imprisonment of the two UNC leaders and “unconstitutional formation” of new seven districts. Further, the committee criticised the government of India for “insidiously siding with the communally fascist and anti-Naga regime of

Ibobi Government at the cost of the legitimate aspiration of the Nagas.” CJNCSD stated that the Centre’s “indifferent attitude” towards the present crisis was tantamount to dishonouring of the August 3, 2015 Naga Framework Agreement. It also asked “Is this how the Government of India wants to sell the Indian democracy and political institution to the Nagas?” Stating that Nagas have been defending every inch of their ancestral land, liberty, identity and dignity with blood and tears since the British times, CJNCSD dared the Manipur government to attempt to carve out even an inch of the Naga ancestral territory in the name of formation of new districts. Also, reaffirming that

Naga issue was a political issue, the committee has vowed to stand its ground with UNC till the unconditional release of the two UNC leaders and rolling back of the proposed seven districts. CJNCSD alleged that Ibobi has been targeting tribal lands through various unconstitutional legislative actions as the valley brothers cannot legally buy tribal lands. “Ibobi has been playing politics with the life, soul, land, dignity, identity and culture of the hill tribals to cling on to power by exploiting the anti-tribal sentiment of the valley brothers as the valley brothers are socially patterned to perceive any anti-tribal policy as the interest of the valley,” the committees claimed. CM guilty of rice scam, alleges ACAUT Jaitley says note ban effect not adverse DIMAPUR, DEC 29 (NPN): ACAUT Nagaland on Thursday said that since chief minister TR Zeliang had publicly admitted that repackaging of PDS rice took place under the directive of his department (food and civil supplies), he should be liable for prosecution before the appropriate authority. ACAUT media cell in a press statement also rubbished chief minister’s claim, and said that after the scam was exposed by ACAUT and Concern Citizens of Nagaland (CNN) on December 9, the department (F&CS) hurriedly issued a backdated order (November 4, 2016) which authorized the stockists to repack rice from jute to durable plastic bags. In this regard, media cell reminded F&CS that it cannot fool the people by issuing backdated order. Moreover, ACAUT argu-

ment was that there was no such thing in the PDS order Act 2001 or the Food Security Act 2013 that conferred state government to issue order on repackaging of PDS items. It also hit out at the Chief Minister’s Office (CMO) for directly shielding Vinay Kumar Sethi aka Tinku, accused in the PDS scam as well as alleged murder suspect for killing his own uncle in 1997. ACAUT claimed that the alleged accused, despite being murder suspect continued to be “the most powerful man in Nagaland”. Therefore, ACAUT assertion was that Tinku should be locked in jail for the crime, but has been “courted by the successive chief ministers”, which was an insult to the Nagas. F u r t h e r, A C AU T claimed that it has obtained the charge sheet against Tinku registered at West

Police Station, wherein it mentioned that there was ““an ongoing dispute between late Sailesh Sethi and Pawan Kumar Sethi (father of Tinku) in regard to the family property.” During investigation, ACAUT said, police had found that “under the instigation of Pawan Sethi, his son Vinay Kumar Sethi @ Tinku hatched a criminal conspiracy to eliminate his pestilent uncle.” According to ACAUT, the investigating officer during the investigation also found that, “Tinku was the main culprit who had planned to kill late Sailesh Kumar,” and right after the murder, Pawan and his family shifted to Koklata. Therefore, ACAUT concluded that the father and son were the prime suspects behind the murder. In this regard, ACAUT demanded that the Dimapur police to reopen the case against Tinku.

NEW DELHI, DEC 29 (PTI): Rubbishing critics, Finance Minister Arun Jaitley Thursday said the effects of demonetisation were not as adverse as was predicted and asserted that there has been a sharp jump in tax collections and economic activity including in winter crop sowing. Ahead of expiry of the 50-day deadline for depositing the junked 500 and 1000 rupee notes tomorrow, he said the remonetisation process has substantially advanced, significantly without a single incident of unrest anywhere in the country. However, talking to PTI the Finance Minister refused to hazard a guess on the GDP growth for the year or the possible impact on tax proposals in the his Budget for 2017-18 on account of increased revenue collections. D imapur , D ec 2 9 (NPN): Reflecting back , 2016 has been an eventful year which started with tragic incidents in Shamator and highlighted by developments within the Naga Political Groups and the passing away of NSCN(I-M) leader Isak Chishi Swu besides defection of GPRN/NSCN president ‘gen(retd) Kholi to the NSCN(I-M) and who was later made the vice president ( a post that remained vacant since the death of late Khodao Yanthan in 2010). Another development was the coming together of six Naga National Political Groups(NNGPs) ostensibly to press for a unified dialogue with the government of India. In state politics, rift within the ruling Naga People’s Front(NPF)since 2015 resulted in the suspension

of three-time former chief minister and Lok Sabha MP and also co-founder of the NPF, Neiphiu Rio along with another veteran party colleague and former minister Imkong L. Imchen. Not only in suspending party founders and stalwarts, the NPF also dropped a legislator of key ally-BJP as parliamentary secretary and for which varied reasons were issued by party functionaries and the chief minister. Nagaland also witnessed spate of protests and agitations that seemed to suggest poor governance. One major issue involved unauthorised appointments in the government. After ACAUT Nagaland had gone on agitation and ultimatum mode to demand dismissal of all those employed through illegal backdoor and holding those involved accountable, the matter gradually died down. The matter had been raised

much earlier by the NSF and after ACAUT, the other organisation- Nagaland Voluntary Consumer Organisation( NVCO)-issued a comprehensive list of names allegedly appointed through backdoor in the Health & Family Welfare department by successive principal directors. The issue was again picked up by the NSF in December but was subdued after the “assurance” from the state government. The other event of the year was eclipse of the Congress as an organisation, coming months after all the eight legislators merged with the NPF in 2015. The Congress split when a majority of former ministers and veteran leaders left the parent party and formed the Nagaland Congress. ACAUT Nagaland made headlines with raids conducted on some petrol pumps in Dimapur . The raids exposed a huge adul-

teration racket involving several king pins and estimated to run into several hundred crore rupees. The main medium for adulteration was identified as kerosene, a PDS item which was controlled and distributed by the Food and Civil Supplies department. ACAUT has estimated that the kerosene scam ran into not less than Rs.3 to 5 crore each month. The demand for CBI probe did not materialise and the highway bandh by ACAUT was thwarted by the government when several leaders were arrested. Later the bandh was suspended after the ACAUT leaders and the chief minister of Nagaland agreed to pursue the matter through a probe panel before deciding on the CBI probe. Even before the adulteration issue died down, ACAUT conducted an

see easing of curbs on cash withdrawals, Jaitley said: “That is a decision the central bank will take in consultation with everyone.” Asked about fears expressed by critics that the note ban decision will hit the economy and the GDP growth, he said, “I think one is clear, there could have been some adverse impact for a quarter or so. It does not appear to be as adverse as it was being predicted.

“But in the long term, you have to plan the economy in the long term, the changes in the system which are coming about will certainly mean more money in the banks, more money with the revenue and probably a much larger and cleaner GDP,” he said. To a q u e r y a b o u t whether the rising revenue collections would have any impact on taxation in the coming Budget, he said, “I think you will have to wait for that.” Asked whether the government would take a conscious decision to reduce the quantity of money in circulation in the remonetising process, the Finance Minister said: “that is a decision RBI will take and they will be certainly guided by the requirements of the market.” “But obviously one of the intentions as far as government of India is concerned is that the paper currency should shrink and

a large part of businesses should be in the alternative digital or cheque mode. Considering the very large increase in digital users that have taken place we seem to be moving in the right direction,” he said. Jaitley said a large part of the Rs 15.4 lakh crore of old high denomination notes in circulation on November 8 have already been replaced and the RBI has a very large amount of currency available to support any liquidity need. Till December 19, net increase in income tax collections has been 14.4 per cent and even after accounting for large refunds, the net rise in collection is 13.6 per cent, he said. Indirect tax collections soared 26.2 per cent between April 1 and November 30, with revenue from excise jumping 43.5 per cent, that from service tax by 25.7 per cent and customs by 5.6 per cent, he said.

MOKOKCHUNG, DEC 29 (NPN): Even as tribal bodies continue to oppose the state government’s decision to hold general election to constitute the municipal councils and town councils in the state with the 33% reservation of seats for women, the advisor urban development, S.I Jamir, has clarified that civic polls have got nothing to do with the (Cont’d on p-7) customary practices.

Speaking at the 87th Foundation Day of the Ao Students’ Conference (AKM) at the conference hall of AKM, here on Thursday as chief guest, S.I. Jamir, former president of AKM, said election to the local bodies was purely a democratic process. He also expressed his displeasure at the reports that the Aos were trying to oppose the conduct of municipal elections. Jamir, however, said he felt that the

people have misinterpreted the issue and expressed hope that an understanding would soon arrive at. At the programme, the chief guest also called upon the students to remain steadfast in whatever endeavours they undertook. He said that on such an occasion as today, one needed to retrospect and ponder on the objectives of the pioneers, who helped establish the organization. Further, the chief guest also said that Aos being pioneers and a leading tribe should broaden their vision. Earlier, welcome address was delivered by AKM president, Jemti Longchar, former assistant general secretary of AKM, Er. Chubatoshi, shared ‘Reminiscence’ where he shared the history and the objective of formation of AKM.
