Modi’s demonetisation attack New Delhi, Dec 29 (PTI): Prime Minister Narendra Modi Thursday accused the Congress leadership of “desperation” in the face of his “tough” demonetisation decision and said it was the first time that a concerted effort was made by the Opposition to “openly” protect the dishonest through disruptions in Parliament. He also slammed Manmohan Singh, who had described demonetisation as a “monumental mismanagement” and an “organised loot”, and sarcastically said that his predecessor might have been referring to the “unending string of scams” like 2G, CWG and coal block allocation “under his leadership”. Modi said while the honest will not be harassed, those with black wealth have “only a few days to hide” and will not be spared. “I pity a few of our opponents, especially the Congress leadership, for the desperation they have been exhibiting ...Congress leaders are entirely preoccupied with only one

Dimasa and Kachari bodies flay blast D imapur , D ec 2 9 (NPN): Dimasa Public Organisation, Nagaland (DPON) and Kachari Tribal Council Nagaland (KTCN) have strongly condemned the blast incident that occurred Wednesday night in Dimapur near new Dhansiri Bridge area where two persons were critically injured. In a press release, D P O N s e c r e t a r y, P M Thaosen, stated that one of the injured persons identified as Ringdhar Girisa suffered critical head injury and had been referred to GNRC Guwahati. Stating that targeting innocent public should be condemned by all, the organisation said such incident should not repeat in future. In a separate press statement, KTCN president, Ramesh Hasnu, described the incident as “barbaric act” that was aimed to disrupt the peaceful atmosphere of Dimapur and also create fear psychosis in the minds of public during the festive season. Kachari Tribal Council Nagaland (KTCN) also appealed to the civil society organizations and hohos to condemn such act in the strongest terms. It also urged the law enforcing agencies to bring the perpetrator to book at the earliest.

Demonetisation on the other hand is an unprecedented step to confiscate the loot of the corrupt.” Asked whether demonetisation will end corruption in the political system, the Prime Minister said “decisive ways” were required for that. “There is a need for reforms in the political system,” he said. He said before the Winter session, he had suggested that there should be discussion in Parliament on reform of the political sys-

tem and electoral reforms but this could not happen due to disruptions. Rejecting criticism that the demonetisation decision was political, it was taken not for “shortterm windfall gains” but for long-term structural reforms. “Earlier the Income Tax department used to shoot in the dark. Now people have voluntarily come forward and deposited money. Now the Income Tax department has specific information,” he said. Asserting that his government has “zero tolerance for corruption”, Modi said the dishonest will be punished and the taxes collected from them will be routed for welfare programmes. He said the demonetisation will deliver a “multiplier effect” to clean up the economy in the long term. Regarding the frequent modifications after demonetisation was announced on November 8, the Prime Minister said, “one must be able to distinguish between ‘niti’ (policy) and ‘ran- niti’ (strategy) and not put them in the same basket.

Minimum Rs 10k fine for holding old notes, no jail term New Delhi, Dec 29 (PTI): Government has made holding of more than 10 junked Rs 500/1000 notes a penal offence punishable with a minimum Rs 10,000 fine, but the harsher four-year jail term has been dropped. The Specified Bank Notes Cessation of Liabilities Ordinance, approved yesterday by the Cabinet headed by Prime Minister Narendra Modi, allows individuals to hold no more than 10 notes of the old currency. It allows 25 such currencies to be held by research scholars. Top sources said the ordinance, which will be sent to the President for his assent shortly, will come into effect from December 31. It provides for making holding of old 1,000 and 500 rupee notes after March 31 a criminal offence that will attract a fine of Rs 10,000 or five times the cash held, whichever is higher. Furnishing wrong information while depositing the old currency between January 1 and March 31 -- a window provided only for exigencies -- will attract a fine of Rs 5,000 or five times the amount, whichever is higher.

Nagas in Delhi burn Ibobi’s effigy DIMAPUR, DEC 29 (NPN): Intensifying their protest against the arrest of the two UNC leaders and the “unconstitutional formation” of the new seven districts in Manipur, the Committee of Joint Naga Civil Societies, Delhi (CJNCSD) organized a mass protest rally at Jantar Mantar, New Delhi on Thursday. In a press release, CJNCSD information & publicity wing secretary, Sira Kharay, stated that a large number of Nagas thronged the streets of Jantar Mantar chanting “Nagas shall defend their land to the last man standing” and burnt the effigies of Manipur chief minister O Ibobi and deputy chief minister Gaikhangam. Raising serious doubt on the political intention of the Centre for its continued silence on the issue, the CJNCSD questioned why the government of India has not raised even a single question to the Manipur government for the imprisonment of the two UNC leaders and “unconstitutional formation” of new seven districts. Further, the committee criticised the government of India for “insidiously siding with the communally fascist and anti-Naga regime of

CJNCSD alleged that Ibobi has been targeting tribal lands through various unconstitutional legislative actions as the valley brothers cannot legally buy tribal lands. “Ibobi has been playing politics with the life, soul, land, dignity, identity and culture of the hill tribals to cling on to power by exploiting the anti-tribal sentiment of the valley brothers as the valley brothers are socially patterned to perceive any anti-tribal policy as the interest of the valley,” the committees claimed. CM guilty of rice scam, alleges ACAUT Jaitley says note ban effect not adverse DIMAPUR, DEC 29 (NPN): ACAUT Nagaland on Thursday said that since chief minister TR Zeliang had publicly admitted that repackaging of PDS rice took place under the directive of his department (food and civil supplies), he should be liable for prosecution before the appropriate authority. ACAUT media cell in a press statement also rubbished chief minister’s claim, and said that after the scam was exposed by ACAUT and Concern Citizens of Nagaland (CNN) on December 9, the department (F&CS) hurriedly issued a backdated order (November 4, 2016) which authorized the stockists to repack rice from jute to durable plastic bags. In this regard, media cell reminded F&CS that it cannot fool the people by issuing backdated order. Moreover, ACAUT argu-

ment was that there was no such thing in the PDS order Act 2001 or the Food Security Act 2013 that conferred state government to issue order on repackaging of PDS items. It also hit out at the Chief Minister’s Office (CMO) for directly shielding Vinay Kumar Sethi aka Tinku, accused in the PDS scam as well as alleged murder suspect for killing his own uncle in 1997. ACAUT claimed that the alleged accused, despite being murder suspect continued to be “the most powerful man in Nagaland”. Therefore, ACAUT assertion was that Tinku should be locked in jail for the crime, but has been “courted by the successive chief ministers”, which was an insult to the Nagas. Police Station, wherein it mentioned that there was ““an ongoing dispute between late Sailesh Sethi and Pawan Kumar Sethi (father of Tinku) in regard to the family property.” During investigation, ACAUT said, police had found that “under the instigation of Pawan Sethi, his son Vinay Kumar Sethi @ Tinku hatched a criminal conspiracy to eliminate his pestilent uncle.” According to ACAUT, the investigating officer during the investigation also found that, “Tinku was the main culprit who had planned to kill late Sailesh Kumar,” and right after the murder, Pawan and his family shifted to Koklata. Therefore, ACAUT concluded that the father and son were the prime suspects behind the murder. In this regard, ACAUT demanded that the Dimapur police to reopen the case against Tinku.

NEW DELHI, DEC 29 (PTI): Rubbishing critics, Finance Minister Arun Jaitley Thursday said the effects of demonetisation were not as adverse as was predicted and asserted that there has been a sharp jump in tax collections and economic activity including in winter crop sowing. Ahead of expiry of the 50-day deadline for depositing the junked 500 and 1000 rupee notes tomorrow, he said the remonetisation process has substantially advanced, significantly without a single incident of unrest anywhere in the country. However, talking to PTI the Finance Minister refused to hazard a guess on the GDP growth for the year or the possible impact on tax proposals in the his Budget for 2017-18 on account of increased revenue collections. D imapur , D ec 2 9 (NPN): Reflecting back , 2016 has been an eventful year which started with tragic incidents in Shamator and highlighted by developments within the Naga Political Groups and the passing away of NSCN(I-M) leader Isak Chishi Swu besides defection of GPRN/NSCN president ‘gen(retd) Kholi to the NSCN(I-M) and who was later made the vice president ( a post that remained vacant since the death of late Khodao Yanthan in 2010). Another development was the coming together of six Naga National Political Groups(NNGPs) ostensibly to press for a unified dialogue with the government of India. In state politics, rift within the ruling Naga People’s Front(NPF)since 2015 resulted in the suspension

of three-time former chief minister and Lok Sabha MP and also co-founder of the NPF, Neiphiu Rio along with another veteran party colleague and former minister Imkong L. Imchen. Not only in suspending party founders and stalwarts, the NPF also dropped a legislator of key ally-BJP as parliamentary secretary and for which varied reasons were issued by party functionaries and the chief minister. Nagaland also witnessed spate of protests and agitations that seemed to suggest poor governance. One major issue involved unauthorised appointments in the government. After ACAUT Nagaland had gone on agitation and ultimatum mode to demand dismissal of all those employed through illegal backdoor and holding those involved accountable, the matter gradually died down. The matter had been raised

much earlier by the NSF and after ACAUT, the other organisation- Nagaland Voluntary Consumer Organisation( NVCO)-issued a comprehensive list of names allegedly appointed through backdoor in the Health & Family Welfare department by successive principal directors. The issue was again picked up by the NSF in December but was subdued after the “assurance” from the state government. The other event of the year was eclipse of the Congress as an organisation, coming months after all the eight legislators merged with the NPF in 2015. The Congress split when a majority of former ministers and veteran leaders left the parent party and formed the Nagaland Congress. ACAUT Nagaland made headlines with raids conducted on some petrol pumps in Dimapur . The raids exposed a huge adul-

teration racket involving several king pins and estimated to run into several hundred crore rupees. The main medium for adulteration was identified as kerosene, a PDS item which was controlled and distributed by the Food and Civil Supplies department. ACAUT has estimated that the kerosene scam ran into not less than Rs.3 to 5 crore each month. The demand for CBI probe did not materialise and the highway bandh by ACAUT was thwarted by the government when several leaders were arrested. Later the bandh was suspended after the ACAUT leaders and the chief minister of Nagaland agreed to pursue the matter through a probe panel before deciding on the CBI probe. “But in the long term, you have to plan the economy in the long term, the changes in the system which are coming about will certainly mean more money in the banks, more money with the revenue and probably a much larger and cleaner GDP,” he said. To a q u e r y a b o u t whether the rising revenue collections would have any impact on taxation in the coming Budget, he said, “I think you will have to wait for that.” Asked whether the government would take a conscious decision to reduce the quantity of money in circulation in the remonetising process, the Finance Minister said: “that is a decision RBI will take and they will be certainly guided by the requirements of the market.” “But obviously one of the intentions as far as government of India is concerned is that the paper currency should shrink and

a large part of businesses should be in the alternative digital or cheque mode. Considering the very large increase in digital users that have taken place we seem to be moving in the right direction,” he said. Jaitley said a large part of the Rs 15.4 lakh crore of old high denomination notes in circulation on November 8 have already been replaced and the RBI has a very large amount of currency available to support any liquidity need. Till December 19, net increase in income tax collections has been 14.4 per cent and even after accounting for large refunds, the net rise in collection is 13.6 per cent, he said. Indirect tax collections soared 26.2 per cent between April 1 and November 30, with revenue from excise jumping 43.5 per cent, that from service tax by 25.7 per cent and customs by 5.6 per cent, he said.

DIMAPUR: Nagaland home commissioner, Abhijit Sinha who is the Electoral Roll Observer (ERO) of Zunheboto district visited Zunheboto and held a meeting with various stakeholders of Election department at DC’s conference hall in November. According to DIPR report, home commissioner had an interaction with administrative officers/ AEROs, supervisors, Booth Level Officers (BLOs) and recognized political parties wherein he spoke on Electoral Special Summary Revision and NREPAP and asked the officials present to ensure that persons above 18 years were included in Electoral Roll. He cautioned those voters who were enrolled

in more than one polling station as punishable under Representation of the People Act. Lauding the BLOs for their role in electoral reforms, home commissioner asked the officials to make use of social media to be updated with latest developments and also to keep in touch with senior officials. DIMAPUR: NSCN (I-M) has expressed sorrow at the untimely demise of member late, Dr. T.K. Giant, deputy kilonser of Angami Region on December 27 at his residence Zhadima village, Kohima. A condolence note by NSCN (I-M) cabinet secretary, D. G. Robert stated that late Dr. T. K. Giant’s promising life had been cut short due to terminal illness. It stated that while acknowledging God’s timing to take him away to His heavenly abode, the NSCN (I-M) cannot help but feel the enormous loss. It stated that late Dr. T. K. Giant joined the national service on July 25, 2005 and appointed as tatar and had served the nation with utmost sincerity and dedication in various capacities. A large amount of pests of vegetables either live in the soil, spent part of their life cycle in the soil or remain dormant in the soil waiting for a suitable host plant for its rejuvenation. Some of these factors are as under:Tillage: Tillage involves using of plough that cuts into the ground and turns over the soil which removes or kills any weeds growing in the area, loosens and breaks up the surface layers of the soil and provides a bed of soil that holds sufficient moisture to permit the planted seeds to germinate. The tilled soil should be left to weather for at least two weeks as it allows release of nutrient from the exposed soil minerals. Mulching: Mulch is using of dried grass, paper, plastic or crop residue which is placed over the surface of

Drainage: Good drainage is important especially for early vegetables because wet soil retards development. Crop rotation: Crop rotation is important from the perspective point of pest management and benefit soil health. Crop rotation is

a systematic arrangement of growing of different crops in a more or less regular sequence on the same land and as a result, crop rotation encourages biodiversity and reduces the build-up of pathogens and pest. Various activities of ICAR-NRC on Mithun

DIMAPUR: Three-day refresher training programme for the administrative staffs of the ICAR Institutes of North-Eastern Region was organized by ICAR-NRC on Mithun from November 3-5. ICAR, New Delhi director (Agri. Extension) Kanhaiya Chaudhary and ICAR, New Delhi deputy secretary (HRM) P. K. Bage were the resource person. Major objective of the programme was to impart training on office correspondences, effective noting and drafting, reservation policy in ICAR and provisions under constitution of India, purchase procedures and e-procurement. Team building exercises were demonstrated to encourage team spirit at work place through various games, tutorial and stories. ICAR-NRC on Mithun director Dr. Abhijit Mitra expressed gratitude to the nominating Institutes for sponsoring their staffs to participate in the training. He also stressed the need of conducting trainings to the contractual staffs for effective and efficient administration. Diphu, Dec 29: The Students and Youth Council, Karbi Student Association and Congress leader Bidyasing Rongpi has opposed state government’s move to extend the term of Executive Committee (EC) of Karbi Anglong Autonomous Council (KAAC). The organizations demanded that election to the council should be held before January 13. The Guwahati High Court will also take up the public interest litigation (PIL) field by the organizations and an individual on January 4. The PIL has challenged the move of the government to extend council’s term for six month. They arrested two women hailing from Assam and a man from north Tripura, and recovered fake job appointment letters from their possession. Acting on a tip-off, the police arrested the alleged culprits on Tuesday night, Pranab Sengupta, Officer in Charge of Amtali Police Station in Agartala, said on Wednesday. GUWAHATI, Dec 29 (Agencies): The police are on their toes to check drink-driving in the runup to the New Year Eve festivities. On Christmas, the police detected almost 117 cases of drink-driving. A large number of road accidents take place because of driving in an inebriated state. In view of the festive season, the police began a month-long awareness campaign against the dangers of drink-driving from the middle of December which will run till January 12. Since 2010, the Guwahati traffic police have recorded around 7,200 road accidents. Probes revealed that 4,130 were due to drink-driving. “Nearly 6,040 people received serious injuries and 1,616 lost their lives in road mishaps. Two-wheelers, buses, trekkers and auto-vans are the biggest offenders,” a traffic police source said. Police commissioner Hiren Nath has asked the people to initiate a campaign against drink-driving right from their homes. He said, “Awareness should begin with family members. They are the ones who should take the lead

to educate others. We can keep a watch and fine the offenders. But the change should come from the people themselves.” The traffic police have formed 16 citizen committees to spread awareness about the menace. Incidents of traffic violations have also reached an alarming level with over 85,000 cases being registered last year, translating to an average of 235 violations a day. The number of road accidents has also gone up alarmingly to 1,083. Nearly 244 people lost their lives in these accidents. Though speed limits have been enforced, they are blatantly violated with offenders crossing the mandatory 30-40 km/hour rule. This continues despite the introduction of interceptor vehicles by the traffic police three years ago to keep a check on reckless and drink-diving. A study of the city’s traffic scenario has also highlighted that poor illumination in several stretches leads to accidents. Areas like Uzan Bazar, Pan Bazar, Maligaon and Chandmari have insufficient street lights for motorists and pedestrians.

Saikia referred to the fact that the RSS had recently organised a training session at Kareng Ghar, a historical monument dating back to the Ahom Kingdom, located in Sivsagar district and protected by the ASI, a few days ago and said that it is a violation of set norms by the RSS cadres. “Since the monument is one of the very few centrally protected monuments and a symbol of Assam’s

secular identity, there has been widespread reaction over the action of the RSS cadres,” said Saikia. He said that the monument had earlier been damaged by the British forces after 1826 and also subsequently due to natural calamities. “The monument is already in bad shape due to lack of maintenance and the act of the RSS workers had further damaged it,” he said. Assam court summons Kejriwal Diphu (Assam), Dec 29 (PTI): A local court has summoned Delhi Chief Minister Arvind Kejriwal asking him to appear in person on a complaint alleging that he made defamatory remarks against Prime Minister Narendra Modi. Sikkim CM Pawan Chamling calls for grassroot digital awareness

G a n gto k , D e c 2 9 (Agencies): Sikkim Chief Minister Pawan Chamling on Thursday participated in the meeting of the committee of Chief Ministers in a bid to examine and implement measures to implement digital payment systems. The Committee, headed by Andhra Pradesh Chief Minister Chandrababu Naidu, was constituted with the approval of Prime Minister Narendra Modi on November 30, 2016. Besides, Chamling the committee also comprises of the Chief Ministers of states like— Odisha, Madhya Pradesh, Maharashtra, Puducherry. Vice Chairman of Niti Aayog, Dr Arvind Panagariya and independent experts like Nandan Nilekani. The terms of reference of the committee are to identify the global best practices for implementing an economy based primarily on digital payments, identify and outline measures for rapid expansion and adoption of the system of digital payments, evolve an action plan to reach out to

the public at large with the objective of creating awareness to switchover to digital economy, and prepare a roadmap for the administrative machineries in States to facilitate adoption of digital modes of financial transactions. The Committee in its meeting, deliberated on various aspects such as the global experience with implementing digital payment systems; the options available within India to reach out to the people who have smartphones, those who do not have smartphones but possess feature phones, and people who do not have access to mobile phones of any kind. The issues relating to cyber-security and prevention of fraud, the strategies to bring about attitudinal changes among people, with a view to shift them from cash to digital payments; connectivity and data infrastructure related aspects. Chamling, in his remarks to the committee stressed primarily on two aspects: first, he emphasized the need to spread awareness among people, particularly in the rural areas, of the technologies available for digital payments and the advantages of going digital and also on the need to improve the internet and broadband connectivity, especially in states like Sikkim where agencies of the Central Government despite large investments have not been able to provide even basic connectivity in the rural and urban areas.

Lu c k n ow, D E C 2 9 (PTI): Uttar Pradesh’s ruling Samajwadi Party (SP) on Thursday appeared to be headed for a vertical split, with Chief Minister Akhilesh Yadav releasing his own list of 235 candidates, a day after his father and SP supremo Mulayam Singh Yadav had released the official list. Some pro-Akhilesh Yadav MLAs earlier said the unhappy Chief Minister was likely to release a parallel list of candidates for Uttar Pradesh Assembly elections. Sources in the disgruntled camp said Akhilesh had even prepared a list of 167 candidates to be pitted against SP’s official nominees. Unhappy with the list released by his father and SP supremo Mulayam Singh Yadav on Wednesday, the Chief Minister held a meeting with his loyalists, including MLAs, who have been

denied tickets. Afterwards, SP MLA Indal Singh said, “Akhilesh is likely to announce his own list of candidates.” These candidates were likely to contest on a separate symbol, other than SP’s ‘Cycle’ symbol, paving the way for a wide split in the party grappling with dissensions and unprecedented feud at a time when the crucial polls were knocking at the door. Today’s showdown, the worst in the last few months, reached a flashpoint after Mulayam publicly snubbed his son by announcing a list of candidates that created bitterness in the pro-CM camp, prompting the upset chief minister to take up the matter with the SP supremo to convey his strong displeasure over the choice of names. “The Chief Minister called us. He instructed us to go to our respective constituencies and prepare for the

elections,” Indal Singh, SP MLAs from Malihabad, said after Akhilesh on Thursday met legislators denied ticket. On a day of hectic political developments, Akhilesh met the disgruntled MLAs at his 5-Kalidas Marg residence in the morning and drove straight to Mulayam’s residence to convey the belligerent mood of those who did not get re-nomination. Akhilesh was again closetted with his close confidants soon afterwards to decide the next course of action, while Mulayam summoned Shivpal to gauge the mood of rebels. “We will go to our constituencies, work hard, and again make Akhilesh our CM,” said another MLA, Pawan Pandey, whose ticket was cut. Pandey, although expelled from SP, continues to be a minister in the Akhilesh government. “We will contest the upcoming elections, come what may,” said a defiant MLA Atul Pradhan. “The Chief Minister has done a lot for the development of the state and we will contest and win in his name,” he said. In a new twist to the day-long high drama, Mulayam’s cousin and SP General Secretary Ramgopal Yadav said many in the party do not want to see Akhilesh as chief minister again.

850 companies of paramilitary forces for polls New Delhi, Dec 29 (PTI): The Union Home Ministry has conveyed to the Election Commission that it is ready to provide 85,000 paramilitary personnel for deployment in the upcoming assembly elections in five states, including politically crucial Uttar Pradesh. This was conveyed to the Election Commission after it asked the Home Ministry to make available one lakh personnel for deployment during the assembly elections expected to be held in next two months. At a high-level meeting held today, the Home Ministry has expressed its inability to provide 1,000 companies of paramilitary forces as sought by the Election Commission but committed to provide 850 companies for the polls, official sources said. A company of paramilitary force comprised of around 100 personnel. In addition to the Central forces, police forces of all states will be deployed for the election duties. The Home Ministry will now accumulate 150 companies, most of which are belonging to State Armed Police forces and India Reserve Battalions, from different states for election duties. Rest of the forces will be from central paramilitary forces, sources said. Assembly elections in Punjab, Uttarakhand, Goa and Manipur are expected to be held in single phase while in Uttar Pradesh it is likely to be multi-phased.

Amarinder, Kejriwal in Twitter war over Punjab polls New Delhi, Dec 29 (PTI): Punjab Congress chief Amarinder Singh and Delhi Chief Minister Arvind Kejriwal were engaged in a war of words on Twitter with the former daring the AAP chief to contest against him in the upcoming Punjab polls. Kejriwal said he was not contesting Punjab Assembly elections and was fighting the Badals and state minister Bikram Singh Majithia to help free the state from the menace of drugs, following which Amarinder demanded an apology from him for making “false personal commitments”. “Always knew your screeching in Punjab was p u r e d r a m a ! The biggest deal to be struck during 2016 was the one for 36 Rafale fighter jets for 7.8 billion Euros. The file for a medium multi-role combat aircraft (MMRCA) was first moved in 2000. The Narendra Modi-led government had in 2015 agreed to go in for 36 Rafales in a direct deal with France while terminating the original tender for 126 MMRCA. The aircraft, equipped with latest weapons including the 150 KM range beyond visual range missile ‘Meteor’, can even carry nuclear bombs, will add to the strategic assets of the country. Another big move was the induction of the indigenously developed nuclear submarine Arihant. The government has still not officially announced the in-

duction. The understanding between India and Russia to lease a second nuclear submarine was another important strategic move. The terms and conditions are still being worked out. The Inter-Governmental Agreement on the purchase of S400 Triumf air defence system is also a big development even though the nitty gritty are yet to be worked out. The decision to finally induct the indigenous Light Combat Aircraft Tejas was also a big move. India and Russia restarted talks on the fifth generation fighter aircraft programme after a hiatus of about a year. The contract for the purchase of M777 light weight howitzers was also welcomed by the army which will deploy most of them along the borders with China. The M777 was the first artillery deal cleared by the Indian government since the Bofors scandal of late 1980s. To ensure better deployment of these guns, the

AIADMK names Sasikala as party general secretary Chennai, Dec 29 (PTI): As widely expected late Jayalalithaa’s aide V K Sasikala was today appointed the AIADMK General Secretary at the party general council meet in her absence, a decision she immediately accepted. A meeting of the general council, which is AIADMK’s top decision making body, attended by all top leaders including Chief Minister O Panneerselvam made the decision arming her with all powers to administer the party by adopting a resolution unanimously. The post fell vacant following the demise of party general secretary and Tamil Nadu Chief Minister Jayalalithaa on December 5. In line with the stipulations set out in the party rules with regard to election to the coveted post, 60-year-old Sasikala, also called ‘chinnamma’ will be formally elected as general secretary soon, the resolution said. Top party leaders led by Panneerselvam called on Sasikala at the Poes Garden residence of Jayalalithaa and apprised her of the party decision. New Delhi, Dec 29 (PTI): The Election Commission needs to build a political consensus on the issue of electoral reforms, including funding, the government said today, putting the ball back in the court of the poll panel on its long-pending demand for changes in the system of party fundings. Responding to a string of questions on the demands of the Commission to amend electoral laws to bar anonymous donations above Rs 2000 and to give it power to deregister a political party, Law Minister Ravi Shankar Prasad said the government will render full cooperation to the poll watchdog on the issue. “Our government stands firmly behind the proposal to make electoral funding more transparent. This requires political consensus across political divide. EC needs to take stand in this regard. We shall render full cooperation,” he told reporters.

New Delhi, Dec 29 (PTI): Most of the opposition parties who have responded to the Law Commission questionnaire on the contentious uniform civil code have dubbed the move to refer the matter to it as part of the BJP government’s “political agenda” with some of them even questioning the timing ahead of Uttar Pradesh polls. Responding to the questionnaire, parties such as Congress, BSP and TMC are learnt to have refrained from saying as to whether they support to a common code or not. They have, however, dubbed the decision of the government to refer the matter to the law panel as part of its political agenda to further its political interests, sources said. Some parties have also questioned the timing of the decision to refer the matter to the Commission ahead of the Uttar Pradesh Assembly polls due early next year.

t is ironic that while Rahul is attempting to bring about a sense of opposition unity against Modi and his demonetisation; it has had just the opposite effect at a time when it was not needed. The joint press conference convened by the Congress chief Sonia Gandhi, even if she wasn’t well and eventually did not attend; was a conspicuous by the absence of the JD(U), CPI(M), BSP and SP. Those parties that turned up included - Congress, TMC, DMK, RJD, JD(S), JMM, IUML and AIUDF. Rahul and Mamata led the attack on Modi and the demonetisation and what they said was already known and so it proved anti-climatic. The idea behind the presser was to carry forward the opposition to demonetisation beyond Parliament. However, the Congress is to be blamed for the cracks when its leaders led by Rahul went to meet the prime minister Narendra Modi on the last day of parliament. It may be recalled that parliament was washed out over demonetisation. When the Congress delegation went to meet the prime minister on the last day of parliament, it proved to be a wrong move. Though Congress may have sought appointment earlier with Modi to press for relief to farmers in UP; yet it should have thought about the consequences at a time when opposition unity was just being taking shape. Perhaps the PMO had better understanding of politics and so may have fixed the appointment on the last day of parliament. Had the Congress refused to meet the prime minister on the last day and instead demanded any other day, perhaps the story would have been different. By the ‘big brotherly’ attitude, the Congress, has widened the fissures in the opposition ranks, may only go on to further widen the fault lines. The opposition parties may have a point against the Congress delegation meeting with the prime minister and also may have rightly wanted to know what was the real motive behind the press conference. Some parties said they were not informed about the agenda of the meeting while some said coming together only to attack demonetisation was not sustainable when the need was for broader consultations and arriving at a Common Minimum Programme for a genuine unity. One opposition leader, Sitaram Yechury of the CPM, had expressed reservation about the meet since there was no prior consultation. After receiving the invitation, Yechury said he enquired about the agenda of the meeting and plan of action after the meeting but there was no response. Such concerns raised by some of the opposition parties reveal an inherent distrust. Even if the opposition united for some time, eventually it always came apart when the going got tough. Indian political history has been replete with disparate regional politicians tripping each other while jostling for position. Even in Bihar, the so-called grand alliance forged between the JD(U), RJD and Congress appears to be under strain and it came out in the open when Nitish Kumar chose to support Modi on demonetisation when his pre-poll alliance partners went wholeheartedly against it. Opposition unity is an exercise in futility and a Congress reduced almost to a regional party and without a leader of stature, can hardly be expected to play a catalytic role.

Don’t compare yourself with others or judge them— that is between God and them. When you find that one of your favorite and strongly held views clashes with the “heavenly vision,” do not begin to debate it. If you do, a sense of property and personal right will emerge in you— things on which Jesus placed no value. He was against these things as being the root of everything foreign to Himself— “…for one’s life does not consist in the abundance of the things he possesses” (Luke 12:15). If we don’t see and understand this, it is because we are ignoring the underlying principles of our Lord’s teaching. Our tendency is to lie back and bask in the memory of the wonderful experience we had when God revealed His will to us. But if a New Testament standard is revealed to us by the light of God, and we don’t try to measure up, or even feel inclined to do so, then we begin to backslide. It means your conscience does not respond to the truth. You can never be the same after the unveiling of a truth. That moment marks you as one who either continues on with even more devotion as a disciple of Jesus Christ, or as one who turns to go back as a deserter.

Post-mortem A brief literary & theological A unity not considered unity response to Silverstein’s article T

ilverstein’s article titled, “A Small Correction to Imchen’s article” in today’s daily publication (December 29, 2016) caught my attention. It is a critique to my article. I am happy he responded to it for he thought it would be good. So, here is a brief literary and theological response to his attempt to correct my treatise. If Robert A. Silverstein were a theologian (excuse me if you are already a theologian or a teacher of the Holy Bible), then he would not have attempted to point out anything in my writing, because the Book of Daniel is read both from a literal and theological sense as well, and the whole Bible is called the “Christian Scriptures” and is correct theologically. We will see here why. Let me briefly respond to him in the following three points. From a literary sense, the Book of Daniel is one of the books of the Hebrew Scriptures, or more popularly called “the Old Testament.” That is what I know, read and teach all the time. If the 66 books of the Holy Bible is read and understood from a Christian canonical and theological lens, then the book in question is very much within the “Christian Scriptures” as discussed below in point number two (2).It is so because the Old Testament wholly constitutes “The Promise of God” and the New Testament wholly constitutes the “Fulfilment” of God in Christ, or the New Covenant. What was entirely Jewish (39 books of the OT) was added to the 27 books of the Christian Testament/ New Covenant and thus became the “Christian Scriptures” strengthening the larger context of the compositional history of the “Christian Canon.” Some people know it only as the “Old Testament” and “New Testament.” 1. The Book of Daniel from a literary perspective In the Christian Canon, “the Book of Daniel” is the twentyseventh book. It follows Ezekiel and the Major Prophets and is preceded by Hosea and the Minor Prophets. But, very often the phrase “Christian Canon” is alternately used as the “Christian Scriptures.” So, if my friend Robert A. Silverstein knew the theological concepts and their uses, then he would not have found a problem in my last article. I understand the limitations of some people. I only want to correct it if there is any need for corrections regarding the compositional history of the Christian Canon, which comprises of the 39 books of the Old Testament and 27 books of the New Testament. In this sense, the Book of Daniel is within the larger context of the Christian Scriptures. Hence, there is nothing wrong in the reference “Christian Scriptures,” because the Book of Daniel is read from two lenses. That is, one must know both the literal and theological usage as well. As a Christian, I always read the Old Testament first from the Hebrew language, because it was written in Hebrew language (some in Aramaic too). The Old Testament is also called the TANAKH, an acronym for the Hebrew Scriptures containing the Torah (“Law”), Nebiim (“prophets”) and the Ketubim(“the Writings”). I love to read Hebrew Bible (Biblia

Hebraica Stuttgartensia, BHS) in Hebrew languagefor a correct rendering of the Hebrew words and thought. The Old Testamentread this way provides a deeper knowledge and lucid interpretation of the OT text and the overall message. Daniel is written both in Hebrew and Aramaic (1:1-2:4a in Hebrew; 2:4b-7:28 in Aramaic; 8:1 in Hebrew). I know it this way because of my training and profession, though not a Jew myself. But the Christians and Jews have a strong connection because of Christ. Then only, I use my English and vernacular Bibles for further devotional readings and interpretation. In my reading of the Hebrew Scriptures, the Book of Daniel is found in the Old Testament, which consists of the first testament within the Holy Bible. I also know for 100% sure that the book of Daniel was first received by the Hebrews (“Hebrew’s” is an ancient term; and in modern usage it is “Jew’s”), then the Christians received it after many centuries. Therefore from a literary sense, the Book of Daniel is one of the books within the Hebrew Bible, or more popularly called “the Old Testament.” That is what I know and teach and read all the time. But, one must also not lose sight of the theological understanding of the Holy Bible, consisting of the two testaments. 2. The Book of Daniel from a theological perspective If all the 66 books of the Holy Bible are read and understood from a Christian theological lens, then the “Book of Daniel” is very much within “the Christian Scriptures.” The respondent to my article may refer this point in a book for instance, R.W.L. Moberly. Old Testament Theology: Reading the Hebrew Bible as Christian Scripture (2013), for a good understanding of the reason why sometimes the Old Testament books are also referred to as “the Christian Scriptures.” Therefore theologically, this is the ground for justification of the two testaments – “the Old” and “the New Covenant. They are separate but used as one single and inspired book, inspired by the Spirit of God. As a result, the Christian Church sprang from Judaism. Logically, Christianity is the by-product of Judaism. Jesus was a Jew, who founded the new religion called “Christianity,” based on the teachings of “love.” But Jesus also came to this material world to fulfil the law as enshrined in the Old Testament. In other words, the Christian Church is the “New Adam” or the “New Israel.” The Church has the heritage from the old entity called “Israel.” Socially and culturally, the Jews are a separate entity and by the same token, the Christians are altogether a different corporate body. But, there is a strong bond between these two entities. Hence, this is the enduring theological significance and relationship between the Jews and Christians today. 3. The main focus of my last article The focus of my article (of December 28, 2016) was a modest attempt to lend support to the ACAUT as a mass-based Naga civil body working hard to bring about a change in Naga society, and not so

much about the literary history of the Book of Daniel. I took an analogy to the three Jewish heroes as recorded in the Book of Daniel to the three ACAUT leaders. To the Christians all over the world, the Book of Daniel will remain one of the major books in Christian Scriptures or the Holy Bible having profound theological meanings. Also, the focus of my said article – at least for this time – was about fighting the corruption issue in Nagaland and not any other problems. When a writer contributes something to the print media, do not be overtaken by emotions and jump for easy conclusions, because the current issues of the Naga people, particularly corruption is one of the topmost problems that need a healing. If anybody, even a “nonNaga” for that matter, is interested to contribute one’s worth to the burning issues, particularly the issue of “Naga-stagnation” he/she is positively welcome. But one should not try to divert the issue in the board for which it is meant for our discussion, growth and development. My critic also made a reference to “Holocaust” in his write-up. The Holocaust that took place during the World War II is an emotive issue which touches my heart as a Christian and I wholeheartedly believe that more than 6 million Jews lost their lives mercilessly under the leadership of Adolf Hitler in Germany and many parts of Europe. For many of us educated Nagas, we need no teaching on Holocaust and other heartrending issues faced by the Jews around the world in the past and present. I believe, I along with many Naga Christians espouse the cause of Israel of the Old Testament times and Israel of today. Fortunately, I have a sound knowledge about Holocaust from the books and movies that I read and saw. But more so, I have a Jewish friend from the US city of Princeton in New Jersey (USA). Six years ago, during my Ph.D. research trip to Princeton University and Theological Seminary, one Jewish medical doctor by name Dr. Roger Charles, a holocaust survivor himself and now settled in the United States, narrated his escape from the cruelty and massacre of Nazi regime in the early 1940s as we travelled from Princeton to the US Holocaust Memorial Museum in Washington, DC. What we saw in the museum was like “Seeing is Believing!” Our hearts broke and were deeply touched by what we saw inside the museum there. For a positive way forward, we reaffirmed that the conscience of the global community must not further allow any of such atrocities committed by Hitler and his regime. So, here is a lesson to be learnt from the discussion that ensued: if you love and sympathize certain people, regardless of you as a Naga or non-Naga, be sincere and opinionated by knowing what you say and write for public consumption. With a Christian and loving heart, I encourage my Naga people to hold on to our Christian faith and objective, which is to discuss and grow, love and hope for the future, Amen! Dr. S.Temjen Imchen

he Nagas had been divided into teams aftermath the Shillong Accord. The Accord was considered to be destructive to Naga political aspiration for sovereignty and thus it met the reprehension. However, the reaction to the Accord became equally destructive and rather catastrophic to many lives of Nagas and to Naga unity. The attempted repairs caused more damages than good. Since then the Nagas have been passing through a period mired with unity famine for the last 41 years. The more often we used the word unity rhetorically the more elusive Naga unity becomes. As the Naga boat was rocked by the storm of blame game with malicious motives in the deep sea, it attracted the merciful attention of God Jehovah and therefore the distress calls reached the American and the British Christians. The humble Christian leaders from the most powerful countries with full of humility came to reason with the warring Naga groups. They even invited the Nagas to America to iron out our internal differences. One who was a delegate to Atlanta, America told me that the American mediators challenged saying “You (Nagas), unite and leave the rest to us”. The convergence failed to produce logical result due to absence of NSCN(IM). What a great miss of such honourable intervention. Aftermath both the subsequent signing of ‘Covenant’ and ‘Concordant’ reconciled agreements came to nought. The Naga arrogance and the rigid egoism fetched no desirable dividend except regrets after regrets. What else is left for us? Can the Nagas survive with the prevailing fragmentations? Will any group with such cooked up philosophies can land the Nagas in a greener pasture? Humanly speaking, there is a limit to everything. Nagas are tired of entertaining internal bickering. Nagas are fed of the style of taking undue advantage of the situation by ruthless minority against the gullible majority. It is becoming painful to observe few crooks crossing all limits by destroying the established systems in every respect. Will the Naga public continue to remain tolerant to self exploitations? With sense of much burden, the NTC negotiated with the Naga National Political Groups to come together and try to have common approach to issues pending before us. Not because of the efficiency of NTC but because of God’s grace alone that the 6 NNPGs responded to the appeal and have agreed solemnly to work under the interim platform of ‘Working Group’ on 13.12.2016 as announced. The other 3 groups are yet to join the Working Group and yet the door is kept open for

A response to ‘A Small Biblical Correction’

eading between the lines of Robert A Silverstein through his frequent incendiary tirades on Naga Society and Polity, one can easily conclude that he has passed his prime days, and though he is still young, senility and delusion appeared to have taken over his consciousness and rationality. His latest rejoinder was entitled “A small Biblical Correction to Imchen’s article”. Therefore, like any other reader, I was expecting some Biblical commentary. But to my disappointment, he made no serious attempt to correct Imchen’s article but confuses himself with the Old and the new Testament as if the Nagas cannot distinguish between the two. His delusion attains prominence as he deviates from his Biblical correction towards holocausts to degrading the Naga society to calling Naga Activist self-centered, ignorant and egotistical.

Google, as he would prescribe to his Naga friend, was not very clear on his identity. But from what google could provide and from his own admission, one can surmise that he is a Jew and an American. Being a Jew, he is in a better position to understand the plight of the Naga people, because both the Jews and the Nagas were an oppressed community at some point of their history. But being a hypocritical and hysterical person, Silverstein would expect others to condemn holocausts but not AFSPA. This makes him no different from his Naga acquaintance who doesn’t understand the horrors of the holocausts. Certainly, the infighting among the warring Naga armed groups does much harm to the Naga Society, but being an educated person, I do not expect Silverstein to equate that with that of the crimes and abuses committed by the Military under the

Once upon a time, the CYE leader in a Church conducted song practice. Though most of the youth members arrived, the leader delayed the practice session saying members have not come. Within minutes a female member arrived and the leader said everyone has come. Similarly, the Hohos and all those who are fond of calling themselves to represent the Naga people are perhaps waiting for the last female member to arrive. Till then it is not worth supporting such togetherness according to them possibly. What a farce? While the NNPGs are remaining in division, unity call is on everyone’s lip and when 6 out of 9 have come together particularly those who have been very vocal for reconciliation opted to remain silent. Not only being silent but perhaps envied too, may be because NTC initiated. May be because NTC is banned by NSCN(IM) and therefore whatever is done under its aegis should not be appreciated or considered acceptable. May be because those who claim to be having public voice are gagged with intimidation or enticement through remote control. Here is the proof that though we tend to blame the NNPGs for disunity, behind the screen and in camouflage, we, the others, might have been playing bigger roles in keeping the divisions in status quo. Having the matter analysed as above, I do not belief the silence of the people is hindrance to Working Group. I firmly believed that God has opened the mind of those likeminded leaders to converge and out of consensus the arrangement in the fashion of ‘Working Group’ became a reality. Manmohan to release PPCC polls manifesto New Delhi, Dec 29 (PTI): Former Prime Minister Manmohan Singh will release the assembly election manifesto of Punjab Pradesh Congress Committee (PPCC). Though the manifesto release date is yet to be finalised, Manmohan Singh agreed to launch the document, defining the party’s blueprint for governance in Punjab, at a meeting with AICC in-charge of Punjab affairs Asha Kumari and PPCC chief Amarinder Singh here. Singh along with Asha discussed with Singh the key points in the manifesto, which will now be given final shape by the PPCC manifesto committee led by former Punjab Finance Minister Manpreet Badal. Talking to media persons later, Asha said it had been decided by the party to take Singh’s views on the manifesto draft before releasing it in view of his expertise on economic issues. “Congress does not believe in taking arbitrary decisions, without understanding the nuances of the subject, and felt it was important to involve Singh in the finalisation of the manifesto, given its impact on the people of Punjab, she said.

The same party in power had on September 22,2012 passed a resolution in the assembly to make Part IX A of the constitution inoperative from the Nagaland Municipal Act 2001(amended in 2006). After Supreme Court on April 5,2016 accepted the Special Leave Petition(SLP) filed leaders of the Naga Mothers Association(NMA) and stayed the impugned order of the Division Bench of the Gauhati High Court( which ruled in favour of the state government over the September 22,2012 resolution) ; the chief minister and the cabinet agreed to conduct civic polls under 33% women reservation even before resolving the issue through consultations with all apex tribal hohos

and organisations who demanded that the issue be resolved vis-a-vis Article 371A. It may also be noted, that the petitioners(NMA) had not withdrawn their SLP and neither had the court issued its final order on the matter. The NPF had to revoke its own September 22,2012 resolution with the November 24,2016 resolution , that was passed without objection after the ruling party issued a 5-point stern whip. The resolution cleared the constitutional way for holding civic polls which were suspended since 2010. The other issue that continued since 2012 was the controversial government order that accorded recognition to Rongmei as scheduled tribe of the state, which was earlier raised by Nagaland Tribes Council(NTC) and revived by the Central Nagaland Tribes Council(CNTC), an apex tribe alliance comprising of Ao Senden, Lotha Hoho and Sumi Hoho. The CNTC issued a 30-day deadline on the Naga Hoho(ending August 31,2016) to recall its recommendation to the government or else the three tribes would dissociate from the NH. On expiry of the deadline, all three apex tribes declared their dissociation from the Naga Hoho.

All tribes of Nagaland had objected to the recognition of Rongmei as a scheduled tribe of Nagaland which included five tribes from Nagaland who are constituents of Naga Hoho besides ENPO and CNTC. As Christmas neared, the wave of resentment and opposition against Good Governance Day fixed on December 25 by the Modi government to honour former prime minister Atal Behari Vajpayee on his birthday, gained momentum. All organisations, led by NBCC urged the DAN government not to hold the official programme on Christmas day. The other north eastern states like Arunachal Pradesh, Meghalaya and Mizoram had decided not to hold the official programme on Christmas day. The DAN government eventually decided against holding any programme on Christmas day. As Nagaland welcomes the new year 2016 the issue of demonetisation has created uncertainties among people since withdrawal limit on cash in banks would certainly cause problems for admission fees and other annual contracts. If 2016 was a year full of events, the new year 2017 would also not be any less eventful too.

Baijal to take office on December 31

New Delhi, Dec 29 (IANS): Newly appointed Delhi Lt. Governor Anil Baijal will take charge of the new assignment on Saturday, an official said on Thursday. “He (Baijal) will assume charge on Saturday, with the High Court Chief Justice administering him the oath of office on that day,” an official in the Lt. Governor’s Office told IANS. President Pranab Mukherjee on Thursday accepted Najeeb Jung’s resignation as Delhi Lt. Governor and appointed Anil Baijal as his successor. Baijal, a 1969-batch Indian Administrative Service officer, retired in 2006 as the Union Urban Development Secretary. Baijal was on the executive council of the think tank Vivekananda International Foundation. In his long career of 37 years, the former senior bureaucrat held several eminent positions, including Union Home Secretary, Chairman and Managing Director of Indian Airlines, Additional Secretary in the Ministry of Information and Broadcasting, and Joint Secretary in the Ministry of Civil Aviation.

BJP warns Cong of legal action

New Delhi, Dec 29 (PTI): BJP Thursday warned Congress of legal action over its “baseless and untrue” allegations, including that Prime Minister Narendra Modi and its chief Amit Shah have links with Gujarat businessman Mahesh Shah, who is being probed for declaring unaccounted income of Rs 13,860 crore. Union Minister Ravi Shankar Prasad also rejected Congress’ charge against Amit Shah, who is one of the directors in a Gujarat bank in which deposits of over Rs 500 crore were made and asserted that the bank has over 200 branches and it will give explanation about the matter. In a reference to Congress vice president Rahul Gandhi’s attack on Modi and BJP during his address at the party’s 132nd foundation day, he told reporters that the party leaders and spokespersons behave like “children” and “today’s Congress does not represent even a grain of its 132 year’s heritage”. “We want to make it clear that our Prime Minister and party president have no links whatsoever with the person by the name of Mahesh Sharma, against whom action is going on. If Congress has any proof, it should talk about it. Otherwise, we will consider taking legal action under the law dealing with levelling of baseless allegations,” the Law Minister said. Prasad was accompanied by Power Minister Piyush Goyal, who is also the party’s treasurer, as they hit out at the opposition party. It has become the second nature of Congress to level “untrue and baseless” allegation, he said. Attacking it, Prasad said it was “rattled” by Modi’s continuous attack on those linked with black money and corruption and it thinks that its at-

tack on him will “weaken” his fight. Action has been taken against those linked to BJP, he said, citing a case in Madhya Pradesh. “Congress is the biggest patron of the corrupt and corruption. If it thinks that its attack will have any impact on the government, it is wrong. The government will remain unfazed and continue to act against black money and corruption,” he said. The corrupt and those with black money have long been patronised by Congress, he alleged, adding that they now “cry” before its leadership to save them from the government’s action. “I want to ask Congress chief Sonia Gandhi if the childish behaviour of her son and more childish conduct of its spokespersons is being done at her behest,” he asked. Congress has learnt no lessons from its successive poll defeats while BJP has won everywhere after demonetisation, Prasad claimed, adding that its attack on the government showed its “affection for the corrupt and corruption”. He also targeted West Bengal Chief Minister Mamata Banerjee over communal violence in Dhulagarh, alleging that “attempts of massacre” are being made and police is not taking action. “This is height of the politics of appeasement,” he said. “I want to ask those intellectuals, who cried over 2002 riots in Gujarat and then intolerant India, that when are they going to Kolkata,” he said sarcastically. BJP has claimed that Hindus have been targeted in the violence. Prasad, who is also IT Minister, said digital payments have gone up by anywhere between 300 per cent and 1500 per cent following demonetisation which, he and Goyal said, have been a “big success”.

Services in the Up direction (from Karjat side to Chhatrapati Shivaji Terminus in Mumbai) was re-railed at 9.23 AM,” CR spokesman A K Singh said. At around 12.20 PM, all the five derailed coaches were put back on the tracks, he said. CR General Manager D K Sharma rushed to the mishap site and and instructed officials to expedite the restoration operations so as to handle the evening peak hour rush. The services

Jayalalithaa, and asked why the late Tamil Nadu Chief Minister’s body could not be exhumed. Hearing a public interest litigation filed by an AIADMK member, the court referred to the media reports about the secrecy surrounding Jayalalithaa’s health condition while she was in Apollo Hospitals, and said it too has doubts. The broader NSE Nifty too regained the key 8,100mark. The rupee strengthened by 18 paise against the dollar at 68.06 (intra-day), which helped sentiment improve. Marked by volatility, the rally was supported by gains, mainly in consumer durables, oil and gas, metal, auto, power, IT and PSU stocks, which turned attractive at current levels after recent losses. After shuttling between 26,429.41 and 26,166.67, the Sensex finally settled higher by 155.47 points, or 0.59 per cent, at 26,366.15, its highest closing since December 19 when it closed at 26,374.70. New Delhi, Dec 29 (PTI): Rising for the third straight day, gold prices rose by another Rs 150 to Rs 28,350 per 10 grams, tracking positive global cues amid continued buying by local jewellers. On similar lines, silver advanced by Rs 400 to Rs 39,900 per kg on increased offtake by industrial units and coin makers. Bullion traders said apart from a firming trend overseas, fresh weakness in dollar raised demand for the precious metal as a safe-haven and persistent buying by jewellers in the domestic market mainly kept gold prices higher. Globally, gold rose 0.68 per cent to USD 1,149.50 an ounce and silver by 1.16 per cent to USD 16.16 an ounce in Singapore. In the national capital, gold of 99.9 per cent and 99.5 per cent purity surged by Rs 150 each to Rs 28,350 and Rs 28,200 per 10 grams, respectively. The precious metal had rallied by Rs 650 in last two days. Sovereign, however, remained unchanged at Rs 24,000 per piece of eight grams in limited deals. In step with gold, silver ready rose further by Rs 400 to Rs 39,900 per kg and weekly-based delivery by Rs 455 to Rs 39,770 per kg.

Under this scheme, black money hoarders would have time until March-end to come clean by paying 50 percent tax on bank deposits of junked currencies post demonetisation. For those holding unaccounted cash, it offered new tax evasion amnesty scheme wherein 50 percent tax will be charged on declarations and a quarter of the total sum be parked in a non-interest bearing deposit for four years. Regarding how much can the government get by way of ‘special dividend’ from the RBI, BofAML said “about Rs 1,000 billion/0.6 per cent of GDP, we continue to estimate, although we believe that the RBI should reduce 2017 OMO instead.” An open market operation (OMO) is a market operation conducted by RBI by way of sale/purchase of government securities to/from the market with an objective to adjust the rupee liquidity conditions in the market on a durable basis.

New Delhi, Dec 29 (PTI): The government is expected to raise Rs 1,00,000 crore of additional taxes under the Income Disclosure Scheme II (IDS II), which in turn will help in containing the 2017-18 fiscal deficit, says a report. According to Bank of America Merrill Lynch (BofA-ML), besides containing the fiscal deficit, the additional taxes under the IDS II would fund the 7th Pay Commission as well as recapitalise PSU banks without cutting back on public capex. “We continue to expect the government to raise about Rs 1,000 billion/0.7 percent of GDP of additional taxes under Income Disclosure Scheme II,” BofA-ML said in a research note. It further noted that “this should allow Finance Minister Jaitley to hold the FY18 fiscal deficit at 3.5 percent of GDP - same as FY17’s - and at the same time fund the 7th Pay Commission and recapitalise PSU banks, without cutting back on public capex”. New Delhi, Dec 29 (IANS): The cap on cash withdrawal may not be necessary from January 1, as 250-300 million currency notes were being printed on a daily basis, Minister of State for Finance Santosh Gangwar has said. “I have been told that 25-30 crore notes are being printed on a daily basis. Continuing with the withdrawal cap is not necessary from January 1,” Gangwar told CNBC TV18 in an interview here on Thursday. “Inconvenience of limited withdrawal will lessen after December 30. Improvements can be seen in the transaction process in the last few days,” he added. The central government had demonetised Rs 500 and Rs 1,000 currency notes on November 8, sending the whole nation into a tizzy. day after Carrie Fisher died, stars watched in shock as news rolled in that her mother, screen legend Debbie Reynolds, had died after being rushed to the hospital Wednesday afternoon. Debbie Reynolds had just one day to mourn the death of her daughter before she, too, died. But unlike daughter Carrie Fisher’s death, details of what caused Reynolds’ death remain a mystery. Reynolds, 84, died Wednesday, her son Todd Fisher said. “She spoke to me this morning and said she

missed Carrie,” Todd Fisher told CNN on Wednesday. “She’s with Carrie now.” He did not give a cause of death. Reynolds had complained of breathing problems, an unidentified source told the Los Angeles Times. Reynolds was one of Hollywood’s biggest stars in the 1950s and 1960s. Born Mary Frances Reynolds, she was a bubbly singer, dancer and actress who starred in “Singin’ in the Rain” and “The Unsinkable Molly Brown.” But despite her star power, she treated everyone with respect, her publicist Ed Lozzi said.

“The people that worked for her ... she was just so respectful and caring and thoughtful to her publicists and her agents,” Lozzi told CNN. “A lot of stars we worked for were not. She was special that way.” Her film career began after being spotted in a beauty pageant at age 16. She became famous when she was picked to co-star with Gene Kelly and Donald O’Connor in “Singin’ in the Rain,” one of Hollywood’s best-known musicals. All three tweeted denials of a report by The Wrap on Wednesday that said Reynolds recently shot a scene as the Merc With a Mouth that would appear in Logan, likely as a postcredits sequence. Replying to a fan tweet about the report, Reynolds wrote, “Sadly, not true. Prisoner 24601 is on a solo mission.” Prisoner 24601 is a reference to Jackman’s character in Les Miserables, Jean Valjean. Mangold retweeted Reynolds and wrote, “Gracias, R. From your fan. The Mirror reports that days after George Michael’s death, Fadi Fawaz, George’s boyfriend in recent years, took to Twitter to share a link to an unreleased song called “This Kind Of Love.” The song, produced by Sir Elton John, was recorded during the 90’s but was never officially released. “This Kind Of Love” was uploaded to YouTube back in November, but resurfaced this week thanks to Fadi Fawaz’s tweet. The lyrics present a very touching love song, like many of George Michael’s tracks. K

that was set to follow it was never released. The third George Michael unreleased album was the second volume of his successful 1990 album, Listen Without Prejudice Vol 1. Originally set to be released a year after Vol. 1, Vol. 2 was going to be a more dance-oriented album, but it was scrapped during production. Some of the songs that were originally intended to be a part of Vol. 2, later appeared on other projects. With such a treasure trove of George Michael’s unreleased songs lurking in his vaults, many fans are hoping to receive a few more gifts from their beloved, late singer. But if George himself believed these songs weren’t good enough, should we really ask to hear them – or just leave his legacy be, with the songs he officially endorsed?

New Delhi, Dec 29 (IANS): Scam-tainted former Indian Olympic Association (IOA) chief Abhay Chautala declared on Thursday that he will turn down the honorary post of Life President of the Indian Olympic Association (IOA) only if told to do so by the International Olympic Committee. “ I w i l l l e ave my position in IOA if IOC gives ruling against my holding the honorary post. Mumbai to take on Haryana in PWL2 opener New Delhi, Dec 29 (IANS): Defending champions Mumbai Maharathi will lock horns with inaugural runners-up Haryana Hammers in the second edition of the Pro Wrestling League (PWL), starting at the K.D. Jadhav Indoor Stadium here from Januar y 2. Tevez is world’s highest paid player

Beij i n g, D ec 29 (Agencies): Chinese Super League club Shanghai Shenhua have confirmed the signing of Carlos Tevez in a deal which will make the former Manchester United striker the world’s highest-paid player. The Argentinian will reportedly earn around £610,000 a week, with the club paying Boca Juniors £9m for his services. Chinese clubs have spent heavily over the past year to attract mainly South American stars. Last week, Shenhua’s city rival Shanghai SIPG signed Oscar from Chelsea for £60m. Wopen Jami and Renpon Odyuo to lift the title. Winners in this category received Rs. 4000 while runners-up received Rs. 2000.
