NSCN (I-M), 14 apex hohos meet

DIMAPUR, AUG 27 (NPN): After the recent spate of press statements over the demand for early solution to Naga political issue, NSCN (I-M) delegation led by its chairman, Q. Tuccu and leaders of 14 Apex Naga Tribal Hohos of Nagaland (ANTHN) held a meeting on August 26 that reportedly lasted for nearly five hours. Highly placed source in NSCN (I-M) informed Nagaland Post that the meeting was initiated to clear out any possible misunderstanding between the two parties. The source described the meeting as “good”. The source further disclosed that the ANTHN denied of any sort of collusion with Government of India Representative and Interlocutor for Naga Peace Talks, R.N Ravi to undermine or derail the talk between Government of India and NSCN (I-M). On the other hand, reliable sources in ANTHN informed that the 14 tribes were invited by NSCN (I-M) chairman, Q Tuccu and that they had a “good meeting” but that both sides did not adopt any resolution

Vety dept issues lumpy skin disease alert D I M A P U R , AU G 2 7 (NPN): In view of the reported emergence of lumpy skin disease (LSD) in the neighbouring state of Assam, the state directorate of animal husbandry & veterinary services has informed all chief veterinary officers (CVOs) to be on high alert by carrying out strict surveillance/monitoring on the occurrence of the disease in the state through the veterinary institutes in respective districts. LSD is an infectious disease in cattle caused by Poxviridae family virus characterised by Fever, multiple Nodules on the Skin and enlarged superficial lymph nodes with mortality ranging from 1-3%. The disease, however, causes huge economic losses in the form of drop in milk production, reduced skin quality and restriction of trade/movement. The department has also instructed all district officers to issue a red alert instruction to all check gates within their jurisdiction for control of diseased/suspected animal movement. F u r t h e r, C VO s o f Peren, Dimapur, Wokha, Mokokchung, Longleng, Mon have been asked to send the report of disease outbreak, if any.

The source said there was no “detailed deliberation on the ongoing Naga political talk” as both sides only held a “casual discussion on differences”. “NSCN (I-M) did not try to impose anything on us nor did we impose anything on them. It was a casual discussion... no major issue was discussed,” said the source. It may be mentioned that the pace and progress of the Naga political issue towards resolution had suffered a setback when NSCN (I-M) demanded replacement of R.N. Ravi as government of India’s Interlocutor. While some organisations have supported the NSCN (I-M) demand for removal of Ravi as the Interlocutor, 14 Apex Naga Tribal Hohos of Nagaland and other organisations like Nagaland Tribes Council (NTC), Nagaland GB Federation (NGBF) and apex tribal hoho have come out in support of early solution and retention of the incumbent Interlocutor. NSCN (I-M) leaders led by its ato kilonser, Th. Muivah have been holding series of meetings with officials of the Intelligence Bureau (IB) in New Delhi.

GoI firm on going ahead with solution

NEW DELHI, AUG 27 (AGENCIES): Centre is firm on its September deadline to conclude the decades-old Naga peace talks by signing a final peace accord in which all stakeholders will be signatories, reports the Deccan Chronicle (DC). Noting that the first deadline to end the Naga talks was October 31, 2019, that was extended at the NSCN (I-M)’s request, Home ministry sources informed the Deccan Chronicle that the Centre will not extend the deadline further as almost all substantiative issues had been finalised. As reported in Nagaland Post on August 10, sources had informed this newspaper that some significant development could be expected by September. According to media reports, the Centre had already told the leadership of NSCN (I-M) on what issues it can or cannot agree. “The ball is now in the court of stakeholders, they can avail the opportunity to be a part of the historic Naga peace accord,” sources told the Deccan Chronicle while also clarifying that a majority of stakeholders in Nagaland, including Naga tribal groups and the Naga National Political Groups (NNPG) had given their consent to signing of the peace accord. The reports said the NSCN (I-M) leadership was still camping in New Delhi and were holding meetings with Intelligence Bureau officers, though most key issues with the NSCN (I-M) had been settled. Home ministry sources also admitted that the NSCN (I-M) was still insisting on its demand for a separate flag and constitution. According to the Deccan Chronicle report, NSCN (I-M) had been advised that they could hold talks on these issues even after the peace accord was signed. It was also reported that the Interlocutor for Naga talks and Nagaland Governor, R.N. Ravi was stationed in Delhi.

Centre gives two options to states on GST compensation NEW DELHI, AUG 27 (AGENCIES): Centre on Thursday gave two options for compensating states on the Goods and Services Tax (GST) to bridge revenue shortfall as the economy faces a prospect of contraction in current fiscal year due to COVID-19 crisis. The first option provides a special window to states in consultation with the Reserve Bank of India (RBI) to provide Rs 97,000 crore at a reasonable rate of interest. This money can then be repaid after five years from the collection of cess. The second option is that the entire GST compensation gap of Rs 2.35 lakh of this year can be met by states in consultation with the RBI. “Two options were placed before states. We told them that we will facilitate talking with RBI and help getting G-security linked interest rates so that each state does not have to struggle for loans,” said Finance Minister Nirmala Sitharaman after the fivehour virtual meeting of 41st GST Council here.

D I M A P U R , AU G 2 7 (NPN): Union Minister of Jal Shakti Gajendra Singh Shekhawat Thursday held a review meeting with chief minister of Nagaland Neiphiu Rio through video conference to discuss progress of Jal Jeevan Mission (JJM) implementation in the State. JJM is under implementation in partnership with States to provide drinking water to every rural household of the country. Taking to twitter, Shekhawat stated that Nagaland was aiming to provide 100% tap connections to every household by 2024. “Held a joint review meeting with CM Nagaland, @Neiphiu_ Rio ji through VC today &

To assist, empower and facilitate States in implementation of the participatory rural water supply strategy, water security & building water infrastructure,

the ministry is reviewing the progress regularly. JJM plans to holistically address the challenges, viz. depleting water sources, increasing water qualityissues, lack of in-village infrastructure, poor Operation & Maintenance, lack of resource efficiency, etc. The mission is not just about creating physical infrastructure but also forging partnerships with various organizations for smooth implementation of JJM. Therefore, the ministry has sought interest from foundations, trusts, NGOs, community based organizations, VOs, etc. to work closely with the mission as ‘Sector Partner’.

D I M A P U R , AU G 2 7 (NPN): After a hiatus of one day, state-owned oil marketing companies (OMCs) increased petrol price on Thursday by 9-10 paise per litre across four metros while diesel prices were left untouched. According to IOCL website, price of petrol in Delhi was raised to Rs.81.83 from Rs.81.73 per litre. After today’s rate revision, petrol price in Dimapur rose to Rs. 87.13 per litre while in the state capital Kohima price of petrol stood at Rs. 88.03. Petrol prices have now risen in 10 of the last 12 days. OMCs review the rates of petrol and diesel on a daily basis and any changes are implemented at fuel stations with effect from 6 am. Currently, fuel prices vary in different parts of the country due to factors such as price of crude oil, foreign exchange rate and local taxes.

India records highest single-day spike of 75,760 COVID-19 cases NEW DELHI, AUG 27 (PTI): Registering over 75,000 COVID-19 cases for the first time in a span of 24 hours, India’s virus tally sprinted past 33 lakh on Thursday, while the number of recoveries crossed the 25 lakh mark, according to the Union Health Ministry data. A record 75,760 infections were added in a day taking the total coronavirus caseload to 33,10,234. The death toll climbed to 60,472 with 1,023 fatalities being reported in 24 hours, the data updated at 8 am showed. With a total of 25,23,771 patients having recuperated so far, the recovery rate was recorded at 76.24 per cent while the COVID-19 case fatality rate has declined to 1.83 per cent. There are 7,25,991 active cases of coronavirus infection in the country which comprises 21.93 per cent of the total caseload, the data stated. India’s COVID-19 tally had crossed the 20-lakh mark on August 7 and went past 30 lakh on August 23. According to the

ICMR, a cumulative total of 3,85,76,510 samples have been tested up to August 26 with 9,24,998 samples being tested on Wednesday.

The health ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities.

day. As per the severity of symptoms, 1,015 active cases are asymptomatic, 15 mild and 1 moderate. Out of 3,784 positive cases, distribution across various categories of people include 1,622 cases from the Armed Forces, 1222 returnees, 260 frontline workers and 680 traced contacts.

Kidnap victim rescued, 2 held D I M A P U R , AU G 2 7 (NPN): An employee of a business firm M/s Symbios Creations Pvt. Ltd, was reportedly kidnapped on Wednesday by two miscreants but rescued and the kidnappers caught by West PS Dimapur team under ASI Vikishe Chophy. Business Association of Nagas (BAN), Dimapur Ao Youth Organisation (DAYO) and Aoyimti Lanur Telongjem (ALT) have condemned the kidnapping allegedly by the cadres of Khango-led NSCN (K) while at work in Midland area, Dimapur on August 26, 2020. BAN said “such a criminal act was uncalled for “ when Naga businesses were affected by the pandemic and were struggling to bounce back. BAN reminded that Symbios was founded by a hard working Naga businessman. BAN appreciated the swift action of Dimapur

BAN further appealed to the NNPGs not to disturb businesses run by Nagas as most businesses were trying to survive during these trying times. DAYO: Dimapur Ao Youth Organisation (DAYO) through its media cell said that “this barbaric act is a crime of the highest order and deserves to be dealt in the most severe manner.” According to DAYO, “such dastardly act” was totally unacceptable and had no place in a civilised society especially at a time when the entire mankind was fighting Covid-19 pandemic. DAYO has appealed to the law enforcing agencies and other responsible authorities of the state to award exemplary punishment to the perpetrators, which should act as deterrent to others daring to in-

dulge in similar crimes. DAYO also lauded West PS team led by ASI Vikishe Chophy for rescuing the kidnapped victim and arresting two persons involved. DAYO also affirmed that it would “no longer tolerate any criminally motivated actions” and leave no stones unturned “to identify and confront any criminals that challenge the very existence of our community in Dimapur.” A LT : E x p r e s s i n g outrage over the incident, Aoyimti Lanur Telongjem (ALT) termed the kidnapping as criminal and unjustifiable. In a press release, ALT president Imyangluba Longkumer called upon every rational citizen to condemn and take “energetic actions to stem this scourge.” ALT also lauded the police department for rescuing the victim and arresting the kidnappers.

Economics & Statistics department survey report on amenities in villages Correspondent KOHIMA, AUG 27 (NPN): The survey report released on August 25 on local, blocklevel statistics for local level planning (LLP) 2020 by the department of Economics & Statistics has shed light on various amenities in rural areas. For instance, while nine villages in the state have still not been electrified, one village do not have road connectivity and 55 villages don not have access to PHED water supply. In part-I of the series, some of the district-wise findings in the survey have been enumerated below. Dimapur district: With 213 villages (Dikoi is under suspension) under six blocks, Dimapur has the higher number of villages in the State. And as on January 31, 2020, all 212 villages surveyed are electrified, connected by road and have access to mobile network.

Thahekhu village under Chumukedima block has maximum amenities in the district, followed by Dhansiripar under Dhansiripar block that has 21 out of 40 amenities. The report states that Melongmen village under Dhansiripar block has the least number of basic amenities and about 10% of public transport service was available in the villages, while around 24% of private buses ply in the district, adding taxi service was available in about 33% of the villages in the district. Further, 10.8% of the villages have landline phone connection, while postal service covers about 32% of the villages. As per the reports, Dimapur has 13.5% of the state’s Government Primary Schools, about 21% of Govt. Middle School, 8.8% Govt. High School and 25% of Govt. Higher Secondary Schools are located in Di-

mapur district. It adds that on an average, 33 % private educational institutions of the State were located in Dimapur. About 36% of villages have health sub-centre, 3% villages have primary health centres (PHCs) and about 0.5 % of villages have community health centres (CHCs). According to the survey, Dimapur has the greatest share of the State’s private clinics/ hospitals (42.8%). Also, 2.3% villages in Dimapur district have veterinary centre, 2.3% have libraries, about 76% have VC halls and 88.2% have playgrounds. Further, 5.7% of the State’s indoor stadiums are located in the villages of Dimapur district, 21.6% of the villages have marketing sheds and about 98% have access to anganwadi centres and fair price shops. Water Supply was available in about 94% of the villages, while 27.8%

have access to public toilet. And 2.8% of villages have bank facility and 6% have ATM booths. About 14% of the State’s police stations and 4.5% of the State’s police beat posts are located in Dimapur, even as around 5% villages have common service centres (CSCs), 85.3% have self help groups and 38.6% have street lights. Kohima district: Kohima district has 94 villages under seven blocks and, as on January 31, 2020, all have electricity, road connectivity, mobile phone network and fair price shops. Among all the villages in the district, Kohima village under Kohima block leads in terms of availing maximum basic amenities with 32 out of 40 amenities, followed by Jakhama village under Jakhama block with 29 amenities. Lotsuphen village under Tseminyu block has access to the least number of basic amenities.

The villages are connected by about 6% of the State’s public transport service, while 22.5% of the State’s private buses ply in the district. Also, about 72% villages have access to taxi service. Close to 14% villages in have Landline phone service and 52% are covered under postal service. About 7% of the state’s GPS and GMS are located in the district. Further, 12% of the State’s GHS, 31% of GHSS and 50% of government colleges are located in Kohima district. On an average, about 14% of the State’s private educational institutions are located in the district. Approximately 37% of the villages have health sub-centres, about 15% have PHCs and about 2% have CHCs, while 4% of the villages have either private clinics or private hospitals. Veterinary centre is available in about 20% villages and about 16% villages

have village library facilities, 80% have council halls and 71% have playgrounds. Indoor stadiums were available in about 7% villages, while about 31% villages have marketing sheds. While 98% villages have anganwadi centres and water supply facility, about 60% villages have access to public toilet. Banks and ATM booths are located in about 4% and 3% villages respectively, while 8.5% and 31.8% State’s police stations and police beat posts respectively are located in the villages of Kohima district. Intra-district comparison of different blocks within Kohima district and the availability of basic amenities show that on an average, Kohima block has maximum basic amenities, while Tseminyu block has the minimum. Mokokchung district: Mokokchung district has 9 blocks, one of the two

districts with the highest number of blocks in the state with 85 villages. As per the survey, the district has 100% electrification, road connectivity and mobile phone service in its villages as on January 31, 2020. Out of 85 villages, Ungma village under Ongpangkong (N) block avails the maximum basic amenities with 28 essential amenities, followed by Changki village under Mangkolemba block and Chuchuyimlang under Chuchuyimlang block which has 24 out of 40 basic amenities. On the other hand, Lizo Model village under Longchern block and Vikuto village under Tsurangkong block availed the least number of basic amenities. Villages in Mokokchung district are connected by about 6% of the state’s public transport (bus) and 6.8% of the state’s private (Cont’d on p-5) bus. K Y M C
