India has been witnessing an uptick in H3N2 influenza cases.

Seasonal influenza is a respiratory tract infection caused by four distinct types of viruses (A, B, C, and D) belonging to the Orthomyxoviridae family. H3N2 has been the dominant subtype followed by H1N1. According to doctors, there is also a spike in ICU admissions of the elderly and kids due to H3N2 influenza.

As the symptoms of this viral infection are similar to COVID-19, the doctors have advised to extreme precautions and masking up to prevent the spread of the virus.

In a notification, the cabinet secretary J Alam stated that the arrangement would help utilize the vast and practical experience of the MLA for the benefit of public at large.

The notification stated that the advisor would render his advice on the matter that were referred to him by the conceded department for his views/suggestions before the issue is put up to the conceded Minister in charge for decision.

KT Koza appointed as Upa-Lokayukta

DIMAPUR, MAR 15 (NPN): Former secretary Khanrila T.Koza was appointed as the Upa-Lokayukta, Nagaland on March 15. Koza was administered the oath of office by Nagaland governor La.Ganesan at Raj Bhavan.

With this, Nagaland will have two Upa-Lokayuktas- Mayanglima and Khanrila T.Koza.

A fast spreading XBB.1 descendent - XBB.1.16could be behind the recent surge in Covid cases in India, international and Indian scientists tracking the SARS-CoV2 variants told TOI on Tuesday, reports Times of India.

According to an international platform tracking Covid variants, the highest number of this sublineage’s sequences have come from India (48), followed by Brunei (22), the United States (15) and Singapore (14).

According to reports, this subvariant is showing a big jump in prevalence in at least four countries, includ-

ing India. Experts tracking the Covid variants around the world have found the XBB.1.16 spreading rapidly in some regions.

“In India, XBB.1.16 is showing a high prevalence in the states of Maharashtra and Gujarat, as per covSPECTRUM. XBB.1.16 has not descended from XBB.1.5, but both have descended from the recombinant ancestor XBB and more recently XBB.1. XBB is currently dominating in India, and the latest uptick in cases in the country could be a result of XBB.1.16 and perhaps XBB.1.5, but a few more sample runs would clear the picture,” a top expert from India’s genome sequencing network said.

“Most strains isolated from Indian travellers to Singapore, the US and Brunei recently have been XBB.1.16. So, this subvariant could be driving the ongoing spike in cases in India.

DIMAPUR, MAR 15 (NPN): Gauhati High Court, Kohima Bench constituted a six-member independent committee to inspect and verify the status report of the ongoing works of the Nagaland Institute of Medical Science and Research (NIMSR) at Phriebagie, Kohima.

Issuing an order after hearing a PIL on Wednesday, a two-judge bench of justice LS Jamir and justice Kakheto Sema directed the committee to verify/inspect NIMSR on March 22 in the presence of Neiteo Koza, counsel for the petitioners,

Z.N. Ngullie (CGC), N. Mozhui, counsel for the Health and Family Welfare department and Principal Director, Health and Family Welfare department. The six-member committee include-- registrar GHC Kohima bench, joint registrar (judicial) GHC, Kohima Bench, advocates-TB Jamir, Tongpok Pongener, Joshua Sheqi, and Apila Sangtam.

Further, the Independent Committee has been asked to file the report by way of affidavit before the Court and listed the matter again on March 29, 2023.

CUET to be conducted in 3 shifts: UGC chief

15 (PTI): The Common University Entrance Test (CUET)-UG will be conducted in three shifts in a day this year instead of two and plans for its merger with crucial entrance exams like JEE and NEET will be announced at least two years in advance, according to UGC chairman M Jagadesh Kumar.

In an interview to PTI, Kumar said the UGC and NTA are prepared to ensure that the second edition of CUET-UG is glitch free.

NPCC suggests party-less selection for ULBs

(NPN): After drawing a blank in 24 assembly seats contested in the recently concluded assembly election, Nagaland Pradesh Congress Committee (NPCC) has proposed non-partisan democratic election to ULBs under which no party would award tickets but allow ward/constituency leaders to select/elect leaders to represent the wards through consensus and cooperation.

such a system would ensure there will be no opposition or ruling but every member will have the right to have a voice in the decision-making process without party backing. NPCC said any decision arrived at would be deemed as the conscience of the majority.

DIMAPUR, MAR 15 (NPN): Government school teachers under SDEO Longkhim under Tuensang district have launched protest against delay in payment of salaries and also to press for their two-point charter of demands.

In a press release, graduate teacher, Yotingla Sangtam, on behalf of aggrieved teachers, said that the aggrieved teachers took out silent protest march at Longkhim on March 13, 2023 and affirmed to boycott classes until the department fulfilled charter of demands, which include disciplinary actions against “erring officials” of SDEO Longkhim and proper functioning of SDEO office Longkhim.

The aggrieved teachers stated that SDEO Longkhim was established about five years ago and total bifurcation from SDEO Tuensang on March 1, 2022. Since then, the aggrieved

teachers said the office was still not fully functional, adding that they were facing immense hardships because of the indifferent attitude of the SDEO staff. They said that delay in release of salaries and arrears

Nagaland’s oldest citizen passes away at 121 years

KOHIMA, MAR 15 (NPN): Pupirei

Pfükha, 121 years old, reportedly Nagaland’s oldest citizen, passed away peacefully at her Kigwema village residence around 7 pm on Wednesday. She was living with her great granddaughter Arheno.

She reportedly became blind in her eighties and had also lost her hearing ability some years back and would only respond when shouted at.

Pupirei was married to Vichapa

Pfükha and had four children – three sons and one daughter. Their eldest son was the first matriculate, first graduate and first gazetted officer in the State and had passed away in 1989.

Late Pupirei Pfükha’s husband passed away in 1969.

In fact, all her four children had predeceased her – three during the 1980s and 1990s and the lone surviving son on August 15, 2020 at the age of 82.

Pupirei is survived by 18 grandchildren, 56 great-grandchildren and 12 great-great-grandchildren.

(NPN): A three-day ‘InHouse training’ for newly promoted assistant head masters (AHMs) and Junior Education Officers (JEOs) got underway at Morung Conference Hall, Directorate of School Education, Kohima on Wednesday.

Speaking at the programme, commissioner and secretary school education and SCERT, Kevileno Angami, informed that Nagaland has 1,939 government schools as per UDISE 202122. She also informed that out of 32,000 teachers (both private and government) there were 18,000 teachers in government schools.

She further informed that out of about 4 lakh students across the state, about 1.64 lakh students were in government schools. Angami said the past performance of the government schools in Nagaland have today produced responsible leaders, politicians and responsible citizens of the

state. Stating that “People look upon us to deliver”, she stressed the need to restore the faith of the public in the government school. She also urged the newly promoted AHMs/JEOs to passionately work towards building a better future for children and the state.

Asserting that education was the backbone of the society and teachers were the builders of the future, Angami informed that as a moulder of the future, as managers and administrators of the school, the department believed that the newly promoted officers

would be able to deliver.

Stating that they would face challenges in their journey, C&S, however, said one should not lose the focus, which is to nurture, build the people, the children, who would be responsible citizens and not liability to the state.

Reminding the officers and teachers of the department about their responsibility as educators, as education managers and administrators, Angami said there was a need to increase the level of leadership in school administration to take the government

schools forward. Principal Director school education, Thavaseelan K, in his brief address, said the department has designed “In-House training” to train the newly promoted AHMs/JEOs on the multiple aspects of office procedures, school management etc. before taking up their responsibilities. He urged them to give their best every single day to secure a bright future for children. School education director, Wonthungo Tsopoe, also urged AHMs/ JEOs to build good rapport with their colleagues, SMCs, parents, teachers and the

DIMAPUR: Agriculture Technology Management Agency (ATMA) Kiphire conducted training-cum-exposure trip within the state for farmers on mushroom cultivation at State Horticulture Nursery, Dimapur on March 15.

A press release by ATMA Kiphire stated that resource person from the horticulture nursery emphasised on the importance of starting a household income. The resource person talked about the steps on mushroom cultivation, how to get started and bring employment opportunity with extra household income. The farmers were also educated on different types of mushroom cultivation such as button mushroom, oyster mushroom, paddy straw mushroom, specialty mushrooms, black ear and milky mushroom. NSCN (R) mourns: DIMAPUR: NSCN- Reformation has mourned the untimely demise of kilo kilonser (home minister), Iheshe Aye. MIP of NSCN (R) in a condolence message said late Iheshe joined the Naga national movement in 2000, and served with full dedication and integrity till his last breath. MIP said, in his demise the Nagas have lost one of the most dedicated, compassionate and a patriotic leader. His enormous and selfless contribution for the Naga nation will ever be remembered and etched in the annals of Naga history, MIP said. DIMAPUR: Assam Rifles under the aegis of Inspector General of Assam Rifles (IGAR-North) conducted various programmes across the state.

Jalukie Bn: Jalukie battalion of Assam Rifles organised awareness lecture on “Nasha Mukt Bharat Abhiyaan” on March 13 at Kipeuzang Village and carried out cleanliness drive in collaboration with the Ndunglwa Village, Peren district.

Assam Rifles said the programme was organised with an objective to address the issue of drug abuse among the local population in the area. The objective of the lecture was to raise awareness for a drug-free and healthy society, and it covered the harmful effects of drug abuse. During

the programme, villagers were urged to report any instances of drug sales and drug abuse. In addition to the lecture, the event also informed attendees about the vacancies for tradesmen in Assam Rifles and encouraged them to join the Security Forces for the betterment of society as a whole. In a separate event, Assam Rifles also carried out “Say No to Tobacco” campaign at Old Jalukie and Gaili Namdi village in which a series of events to include an awareness lecture titled, “Say No to Tobacco” and how such persons could be helped within the family and society. DIMAPUR: A hands-on trainings on banana fibre extraction its value addition and vermicomposting were organised by Science and Technology Intervention in North Eastern RegionTechnology Facilitation Centre (STINER-TFC) Nagaland Centre, School of Agricultural Sciences and Rural Development (SASRD) Nagaland University (NU) Medziphema Campus on March 10 and March 14 at Kashanyu Village, Tseminyu district and Zuheshe Village, Niuland district respectively.

In a demonstration of banana fibre extracting,

MTS, STINER-TFC, Vibito Savino gave step wise practical demonstration of the procedure involved in extraction and its value addition.

A practical session on vermi-composting was also conducted, where Bikram Ghimere accentuated on the importance and scope of vermi-composting in converting household and farm wastes into successful home-based income generating avenues. A total of 75 participants were sensitized at the training programme.

gramme, Kezhokhoto Savi said that “Right to Public Services Legislation” in India comprises statutory laws which guarantee time bound delivery of services for various public services rendered by the government to citizen, and provide mechanism for punishing the errant public servant found deficient in providing the service stipulated under the statute.

Savi stated that the legislation was meant to reduce corruption among the government officials and to increase transparency and public accountability.

He informed that more than 14 states in the country have enacted this legislation where Madhya Pradesh became the first state to enact “Right to Service Act” in 2010.

Savi said the common framework of the legislations in various states includes granting to right to public services, which are to be provided to the public by the designated official within the stipulated time frame.

(PTI): Twenty-five people, including 12 students, have been arrested so far in the case of alleged paper leak of class 10 state board exam, an Assam Police spokesperson said on Wednesday. While three arrests were made on Tuesday, the rest were apprehended on Wednesday, he said.

GUWAHATI, MAR 15 (PTI): The number of medical colleges in Assam will increase to 12 with a new one at Nalbari getting approval from the National Medical Commission (NMC) to start MBBS course from 2023-24 academic session, Chief Minister Himanta Biswa Sarma said on Wednesday.

“We’ve reached another milestone! Delighted to share that Nalbari Medical College has been recognised by National Medical Commission with approval to admit 100 MBBS students,” Sarma wrote on Twitter.

State Health Minister Keshab Mahanta, in a statement, said with the latest approval, the total number of MBBS seats in the state will increase to 1,500.

The Assam government, he said, has set a target of 24 medical colleges in the state by 2026.

15 (PTI): Prime Minister Narendra Modi on Wednesday condoled the loss of lives due to Cyclone Freddy in Malawi, Mozambique and Madagascar, and said India stands with them in this tough time. Cyclone Freddy has barrelled through Mozambique and Malawi since late last week, killing hundreds and displacing thousands more. It also pummelled the islands of Madagascar and Réunion last month as it traversed the Indian Ocean, according to media reports. “Distressed by the devastation due to Cyclone Freddy in Malawi, Mozambique and Madagascar. Condolences to President Lazarus Chakwera, President Filipe Nyusi and President Andry Rajoelina, bereaved families and those affected by the cyclone,” Modi said in a tweet. PALGHAR, MAR 15 (PTI): Police seized banned gutkha and tobacco products worth more than Rs 11.66 lakh being smuggled into Maharashtra in Palghar district and arrested a man, an official said on Wednesday. The seizure was made by local crime branch officials from a small truck at a checkpost on the MumbaiAhmedabad highway on March 13, he said. A case was registered under the Indian Penal Code (IPC), the official added.

Ganesh Kharche has been accused of favouring one Sant Ravidas Magasvargiya Sushikshit Berozgaar Sahkari Sanstha Maryadit (Tumsar) that allegedly released paddy to millers less than the quantity it procured at minimum support price (MSP). Kharche also allegedly failed to respond when an explanation was sought, which led to his suspension and a departmental inquiry against him, said the official. In February, two district marketing officers were suspended for alleged irregularities in paddy procurement and custom milling, he said.

2,430.84 crore in foreign funding has been received by Indian NGOs in the last three years, Minister of State for Home Nityanand Rai informed Rajya Sabha on Wednesday. An amount of Rs 905.50 crore in foreign funding has been received by NGOs in 2021-22, Rs 798.18 crore in 2020-21 and Rs 727.16 crore in 2019-20, he said in a written reply. The minister said as on March 10, 2023, the FCRA registration certificate of 16,383 NGOs is valid, out of which 14,966 NGOs have submitted mandatory annual returns for the financial year 2021-22 under the Foreign Contribution (Regulation) Act, 2010. He said some complaints had been received in the past regarding misutilisation or diversion of foreign contributions by the FCRA registered associations and such complaints are dealt with in accordance with the provisions of the Act and rules.

NEW DELHI, MAR 15 (PTI): Delhi Police on Wednesday erected barricades and stopped leaders of several opposition parties marching towards the ED office here from Parliament House demanding a JPC probe into the Adani issue, saying prohibitory orders under Section 144 of the CrPC were in place in the area.

The opposition leaders were stopped near Vijay Chowk in Lutyens’ Delhi.

Police made regular announcements using loudspeakers and urged the protesting MPs to vacate the area as CrPC Section 144, which prohibits the assembly of four or more people in an area, was in effect.

When the leaders could not move past the barricade, they called off their march and returned to Parliament House.

A senior police officer said earlier in the day that the police had made adequate security arrangements outside the ED office in view of the protest march.

The leaders wanted to hand over a complaint to the Enforcement Directorate on the Adani-Hindenburg issue.

Before starting their march, the leaders met in the office of Leader of Opposition in Rajya Sabha Mallikarjun Kharge in Parliament House complex to chalk out a joint strategy on the issue.

The protest march began around 12.30 pm from Parliament House and MPs from several opposition parties took part in it. However, it was soon stopped by police. The opposition

has been demanding a Joint Parliamentary Committee (JPC) probe into the AdaniHindenburg issue and has been stalling proceedings of Parliament over their demand.

Several Opposition leaders on Wednesday attacked the government over a media report claiming that a key Adani Group investor is also co-owner with the conglomerate in a defence firm.

A report in The Indian Express claimed that ELARA India Opportunities Fund (Elara IOF), a venture capital fund managed by Elara Capital, is one of the top four entities registered in Mauritius that holds shares predominantly in Adani Group companies.

According to the report, records show that along with the Adani Group, it is a promoter entity in a defence company, Bengaluru-based Alpha Design Technologies Private Limited.

This defence company, incorporated in 2003, works closely with ISRO and DRDO and has a Rs 590 crore contract with the Union Ministry of Defence in 2020 to upgrade and

digitise the ageing Pechora missile and radar systems, the report said.

Trinamool Congress MP Mahua Moitra shared screenshots of the report on Twitter. “The ‘Chhupa Rustom’ category award at the Oscars goes to @ DRDO_India and @PIBHomeAffairs. Happy to have unknown foreign funds controlling sensitive defense contracts! Only for their best friend Mr Adani,” she said.

NEW DELHI, MAR 15 (PTI): India’s democracy is not in peril but the Congress party has been brought to “political perish” by the people for the kind of behaviour its leader Rahul Gandhi exhibited overseas, Union minister Smriti Irani said on Wednesday as the BJP stepped up the ante against the opposition leader over his recent remarks in the UK.

Gandhi’s grudge with Prime Minister Narendra Modi has taken the shape of a grudge with India, she charged, demanding that the Wayanad MP of the Congress apologise to Parliament for his remarks.

During his interactions in the UK recently, Gandhi alleged that the structures of Indian democracy are under attack and there is a “full-scale assault” on the country’s institutions.

His remarks triggered a massive political row, with the BJP accusing him of maligning India on foreign soil and seeking foreign interventions and the Congress hitting back, citing instances of Prime Minister

Addressing a press conference, Irani alleged that “at the feet of India’s colonial past” Gandhi lamented the “lack of foreign intervention” in India’s democracy. This is to bring to a halt India’s resilient growth story under the leadership of Prime Minister Modi, she said.

The minister said Gandhi claimed that he does not have access to conversations in Indian universities and that for him was an indication of the death of democracy.

She alleged that the opposition leader visited a University in the national capital in 2016 and supported the slogan of ‘Bharat tere tukde honge’.

Gandhi also said that democracy is being “blown to smithereens” in India, Irani charged. “However, this very gentleman in Jammu and Kashmir, during the ‘Bharat jodo yatra’, said all is well in India,” she said.

(PTI): Amid a political storm over Rahul Gandhi’s “democracy under attack” remarks made in the UK, Rajya Sabha MP Kapil Sibal on Wednesday said criticising the government whether at home or abroad is a citizen’s right and does not amount to criticising India or being unpatriotic.

Gandhi’s remarks during his recent trip to the United Kingdom have rocked Parliament, with both Houses failing to transact any significant business on the first three days of the budget session’s second half.

In a tweet, former Union minister Sibal said, “House Logjam, Why? Government is not synonymous with India, India is not synonymous with the Government. Criticising the Government whether at home or abroad is a citizen’s right. That does not amount to criticising India or being unpatriotic.”

Technology was the mantra for catapulting human development and progress especially after the advent of the internet in the early 80s and later access to mobile web from the end of 1996. After that period, the world underwent a huge transformation with regard to information and technology and has been going on at rapid pace. However, as the good also comes with the bad, today’s online era the leap in technology has also brought deep concerns about mobile addiction among children, some as young as two years. Thus, keeping children away from a screen is a huge challenge for parents. Smartphones/tablets are becoming essential tools of learning for children nowadays. While there are many pros to the online world it is highly addictive and might leave an unfavorable impact on the child’s development. Irresponsible use of media can lead to harmful tendencies in children. Today people are spending too much time on the smartphone and for the children, it can have an adverse effect on their physical and mental health. When small children become addicted to a cell phone, they may constantly ask for the phone. If they are not given then they become angry, upset or have a temper tantrum. Children can become dependent on the cell phone and may not know what to do without it. This is to be expected, but as long as you stay firm and do not give in, they will find a new way to cope. From behavioural problems, sleep disturbances, depression, to obesity, nervous system problems and slower social development skills, there could be many side effects of excessive phone usage. According to a survey conducted by the Saurashtra University in January this year, 82% of children were found to be suffering from some psychological conditions like loneliness because of mobile addiction. While 73% of children miss their mobile while they are at school, 77% of children demand mobile phones once they return from the school. The survey has found that at least 93 % of children prefer to play mobile games and they do not like to play outdoor games. The survey has also found that the children’s mothers are responsible for the addiction among their kids. The survey reported that 54% of mothers interviewed, give mobile phones to their children to keep them engaged so that they (mothers) could complete their work without being disturbed. Of all the women contacted, about 30% were working women and 70 % were non-working. According to the survey, 82% of children demand mobile phones from their parents, while 93% children prefer to play mobile games and they do not like to play outdoor games. There are 78% children who are habituated to eating food while watching the mobile screen. There are many dangers associated with children being addicted to a cell phone. A cell phone can affect their learning process, can interfere with their ability to sleep, can prevent them from learning to cope in real life situations, and can lead to obesity. The long term effects of cell phone addition in children are not fully known at this time, as this is the first generation of kids who have access to the full scope of technology that is currently available. The future generation is in danger and it is time to remove this technological addiction and save them.

At the beginning of our life with Jesus Christ, we were sure we knew all there was to know about following Him. It was a delight to forsake everything else and to throw ourselves before Him in a fearless statement of love. But now we are not quite so sure. Jesus is far ahead of us and is beginning to seem different and unfamiliar— “Jesus was going before them; and they were amazed” (Mark 10:32).

There is an aspect of Jesus that chills even a disciple’s heart to its depth and makes his entire spiritual life gasp for air. This unusual Person with His face set “like a flint” (Isaiah 50:7) is walking with great determination ahead of me, and He strikes terror right through me. He no longer seems to be my Counselor and Friend and has a point of view about which I know nothing. All I can do is stand and stare at Him in amazement. At first I was confident that I understood Him, but now I am not so sure. I begin to realize that there is a distance between Jesus and me and I can no longer be intimate with Him. I have no idea where He is going, and the goal has become strangely distant.

Jesus Christ had to understand fully every sin and sorrow that human beings could experience, and that is what makes Him seem unfamiliar. When we see this aspect of Him, we realize we really don’t know Him. We don’t recognize even one characteristic of His life, and we don’t know how to begin to follow Him. He is far ahead of us, a Leader who seems totally unfamiliar, and we have no friendship with Him.

The discipline of dismay is an essential lesson which a disciple must learn. The danger is that we tend to look back on our times of obedience and on our past sacrifices to God in an effort to keep our enthusiasm for Him strong (see Isaiah 50:10-11). But when the darkness of dismay comes, endure until it is over, because out of it will come the ability to follow Jesus truly, which brings inexpressibly wonderful joy.

On 33 percent women reservation

The main objection to holding of ULB elections with 33% reservation for women in Nagaland is because it infringes upon Naga traditional and customary laws under Article 371(A) which is a special provision of the Indian constitution given to the state of Nagaland.

The flip-flop of the state government in its inability to stand firmly to its own resolutions is the reason for the lack of solution to the challenges that the state faces.

The Nagaland Legislative Assembly had, on September 22, 2021, passed a resolution exempting operation of Part IXA of the constitution of India which mandates 33% reservation for women in municipalities and town councils of the state.

When the Public Union for Civil Liberties (PUCL), however, filed a civil appeal to the Supreme Court against the state assembly’s resolution and seeking to

hold elections to ULBs in accordance with Section 23A of the Nagaland Municipal (First Amendment) Act, 2006, the state government, instead of standing ground, called for a consultative meeting on 9th March, 2022, with all the representatives of Apex tribal bodies, civil society organisations, and church bodies. Chief Minister, Rio, in a complete contradiction to the Nagaland assembly resolution of September 22, 2021, made an about-turn, and with a straight face, had said that since 33% women reservation in ULBs was part and parcel of 74th Amendment, there was nothing he or the legislators could do about it.

It was abject surrender, and the unseen hand of New Delhi at work through the Supreme Court order that had given the Nagaland government six weeks time to report back on the issue, was not lost on all the keen observers. The then IT

The slew of anti-women measures adopted by the Taliban government in Afghanistan has essentially gone against them, further isolating them globally and making them a pariah.

Reportedly, a handful of Afghan women courageously held a demonstration in the Afghan capital, Kabul, on 8 March, calling on the international community to protect Afghan women.

This was the second International Women’s Day observed under the Taliban-led government in Afghanistan, which swept back to power in August 2021, and more or less marked a year-and-a-half of increasing misery for Afghan women.

In a statement to mark the International Women’s Day, the head of the UN mission in Afghanistan, RozaOtunbayeva said it has been distressing to witness the Taliban’s methodical, deliberate, and systematic efforts to push Afghan women and girls out of the public sphere.

The UN mission said the crackdown was a “colossal act of national self-harm” at a time when Afghanistan faces some of the world’s largest humanitarian and economic crises.

The anti-women Taliban decisions have faced international condemnation, including by some Muslim countries even. The State of Qatar, earlier this week expressed deep concern over the Afghan caretaker government’s decisions which negatively affect Afghan women and girls’ rights, especially suspending their studies in secondary schools and universities

Former Planning Minister, Neiba Kronu, who chaired the consultative meet, termed the meeting as one of the highest intellectual gathering the state had ever witnessed where all the representatives shared their opinions. Before the consultative meeting happened, in response to the plea filed by the PUCL and others to the Supreme Court seeking to hold ULB elections in accordance with Section 23A of Nagaland Municipal (First Amendment) Act, 2006, the state government had presented a counter proposal to implement reservation by nomination where men would nominate women for the

reserved seats. The court, however, did not even allow the counter proposal of reservation by nomination to be heard by the bench citing that local issues can’t be gender negative. The Supreme Court made it clear to the state that women reservation under the 74th Amendment was not an option but an obligation.

What troubles and is disturbing to the Naga mind is the generalization of the Supreme Court ruling even while addressing a Naga-specific issue in regards to women reservation. It becomes Nagaspecific because Article 371A cannot be excluded from the issue.

The condition and treatment of women in mainland India is very different to that of in Naga society. The position of women in the Naga society is way much better as compared to women in mainland India. In the Naga society, women are equal partners and bread

The Qatari condemnation was conveyed in a statement delivered by the Permanent Representative of the State of Qatar to the United Nations Office in Geneva, HE Dr. Hind Abdul Rahman Al Muftah during an interactive dialogue with the Special Rapporteur on the situation of human rights in Afghanistan, within the framework of the 52nd regular session of the Human Rights Council.

The deputy foreign minister of Turkiye, Mehmet Kemal Bozay, has said that the international community must not allow the situation in Afghanistan to deteriorate “even further.”

The Secretary General of the Organisation of the Islamic Cooperation (OIC), Hissein Brahim Taha, spoke in Geneva and, reiterated the OIC’s condemnation of Kabul’s edicts banning women from education and work, saying: “It is against our religion.”

In another anti-women diktat, Taliban government has annulled divorce in Afghanistan, forcing divorced women to go back to abusive husbands. Lawyers say that several women have reported being dragged back into abusive marriages after Taliban commanders annulled their divorces.

Latest international efforts

UN deputy spokesman Farhan Haq said last Friday that a delegation headed by UN Deputy Secretary General Amina Mohammed to Afghanistan recently, found that some Taliban officials were more open to restoring women’s rights, but others were clearly opposed.

Mohammed, a former Nigerian Cabinet minister is the UN’s highest-ranking woman, she was joined on the trip by Sima Bahous, executive director of UN Women, which promotes gender equality and women’s rights, and Assistant Secretary General for political affairs Khaled Khiari.

The UN team met with the Taliban administration in the capital Kabul and talks focused on the restrictive measures the Taliban government has imposed on women and girls since they re-took power.

The UN has stressed that Afghan women are crucial to delivering humanitarian help to civilians, the majority of them women and children.

Taliban Mindset

Initially, when the Taliban 2.0 took over power in Afghanistan in August 2021, there was some euphoria that now they might be a changed Taliban, looking forward to mend their earlier ways and chart a new course of development for their country.

However, starting with their first diktat in September 2021, urging for segregated classrooms for boys and girls at schools, the caretaker Taliban government has followed it up with a slew of anti-women measures. What perplexes one is that though the Taliban describe most of these decisions as Islamic, in fact they are completely unIslamic. Islam gives equal rights to men and women in all spheres of life, including, education, inheritance, right to work, say in marriage. Yet, in action Taliban goes completely against the spirit and teachings of Islam.

Instead, if they had adopted a new pragmatic and forward looking approach towards reorganising the Afghan society, it would have gone in their favour and would have helped them to consolidate their power in the country. As currently there seems to be no political force in the country, which could counter the Taliban. In addition, it would have provided them legitimacy and support from the so-called Islamic countries, if only they would have chosen to uphold the Islamic teachings, which in reality, they have failed to do.

Troubled at opposition less government

Sir, I, a mere and average Naga public am troubled at the thought of going to have an opposition-less government in Nagaland. This small write up of mine may touch every sensible Naga so that hard hitting pressure pour in the right channel at this critical time to enable the Honorable C.M of Nagaland to think of the importance of going by the views of the electorate of 37 hon’ble MLAs. The topics of harnessing all 60 MLA for the sake of Naga Peace Talk and to have Assembly sessions without hindrances would be an abominable liar. The ostensible reason is no longer believable and the act of preposterous should invite public outcry. On the other hand,the public expect BJP hon’ble MLAs to speak truth and stand firm not only for the present ministry but for the sake of democracy. If the BJP Govt. at the centre don’t mince a word in this troubled time,the public can take the party for a ride that the giant BJP is not for the public, then the party growth in the state need to be compensated in future.

Lastly, I suggest that all the 37 NDPP-BJP Hon’ble MLAs go back to their respective constituencies and consult their men who mandated them to power 14 days ago.

CUET to be conducted in 3 shifts: UGC chief

MERGER WITH JEE, NEET TO BE ANNOUNCED 2 YEARS IN ADVANCE

NEW DELHI, MAR 15 (PTI): The Common University Entrance Test (CUET)-UG will be conducted in three shifts in a day this year instead of two and plans for its merger with crucial entrance exams like JEE and NEET will be announced at least two years in advance, according to UGC chairman M Jagadesh Kumar.

In an interview to PTI, Kumar said the UGC and National Testing Agency (NTA) are prepared to ensure that the second edition of CUET-UG is glitch free.

Acknowledging the glitches that students experienced last year, he said all issues that the students went through would be taken care of this year. He said the centres would be identified well in advance so that the second edition is glitch free.

“I agree there were several glitches during the exam last time but this year all issues have been ironed out. Keeping in mind the experience of the students, a plan has been chalked out and we are ready to ensure that the candidates just have to worry about the exam and not any glitches,” he said.

The second edition

of the exam, a common gateway for undergraduate admissions in central universities across the country, is scheduled from May 21 to 31. Kumar said that extra computers and extra centres have been arranged as plan B so that in case there are any glitches, the candidates can be shifted there and the exam for a particular shift will not be cancelled.

The UGC chief also announced that in a deviation from the usual pattern, the exam will be conducted in three shifts from this year.

Asked about the proposal to merge CUET with engineering entrance exam JEE and medical entrance exam NEET, he said, “It is definitely doable. The details are being worked out but whenever the merger happens, announcement will be made at least two years in advance so the students can prepare accordingly.”

The UGC had in March last year announced that undergraduate admissions will be conducted in all central universities through a common entrance test and not on the basis of class 12 marks. The debut edition of the CUET-UG was conducted in July last year

Lalu, family at Delhi court in land-for-job scam

and was marred by glitches, prompting the NTA to cancel the exam at multiple centres. While several students were informed about cancellation a night before the exam, many of them were turned away from centres.

The UGC chairman had then said the exam at certain centres have been cancelled following reports of “sabotage”.

With 14.9 lakh registrations, the CUET, the common gateway for undergraduate admissions in all central universities, became the second biggest entrance exam in the country, surpassing JEE-Main’s average registration of nine lakh.

“We have already received over 11.5 lakh registrations this year. The deadline has been extended till March 30 and we are expecting the applications to cross last year’s number,” Kumar said.

Asked about “normalisation” of scores which left several aspirants disappointed as they found their marks reduced from their original scores, making it difficult for them to get their dream college, he said efforts have been made to minimise any errors during the process.

Maha woman who chopped mother arrested

(IANS): In a grisly act, a 24-year-old woman allegedly killed her widowed mother, chopped up her body, and kept the parts in plastic bags that were hidden in the cupboard for nearly three months, a police official said on Wednesday.

The spine-chilling incident came to light late on Tuesday when the Kalachowki police were investigating the complaint that the widow, identified as Veena Prakash Jain, 55, was missing.

The police swung into action and arrested the victim’s daughter Rimple P. Jain in connection with the murder of her mother, though the exact motives behind the ghastly crime are not yet clear.

The deceased woman’s elder brother, Sureshkumar Phulchand Porwal, 60, had filed the complaint late on Tuesday night after Rimple refused to let his son (her cousin) meet her mother. The murder is believed to have been committed sometime after the noon of November 26, 2022, and her body, in bits and pieces, was recovered around midnight last night.

“The body pieces were in an advanced state of decomposition, there was a deathly stench in the entire home, maggots and insects crawling around the place... We immediately summoned the forensic team to investigate the full home and sent the victim’s body to KEM Hospital for an autopsy,” said an official, who is part of the probe team.

The CBI had filed the charge sheet in the case on October 10, 2022, against 16 persons including Lalu Prasad’s wife Rabri Devi and daughter and sanction was then obtained to prosecute them.

Special Judge Geetanjali Goel of Rouse Avenue Courts had on February 27 observed that, prima facie, the on-record report shows that offences have been committed under different sections of the IPC and the Prevention of Corruption Act.

Taking cognisance of the said offences, the judge then summoned the accused persons.

Hearing the Sena versus Sena case, the Supreme Court made strong observations on Governor Bhagat Singh Koshyari’s role in the Maharashtra vote that unseated the Uddhav Thackeray-led government last year.

“The Governor must be conscious that calling for a trust vote may lead to the toppling of the government,” said a five-judge Constitution bench headed by Chief Justice of India, DY Chandrachud.

“The Governor should not enter any area which precipitates the fall of a government. People will start ditching the ruling party and the Governor will end up toppling the ruling party. This will be a sad spectacle for democracy,” said the judges, adding that governors must exercise their powers with the greatest circumspection.

The three-year-old Uddhav Thackeray-led SenaNCP-Congress coalition in Maharashtra lost power

after a coup in the Shiv Sena by Eknath Shinde, who went on to form a new government with the BJP in June.

Mr Koshyari had asked for a test of majority, but Mr Thackeray resigned, facing defeat, making way for Mr Shinde to take power.

The factions led by Mr Thackeray and Eknath Shinde have since been fighting for recognition as the “real Shiv Sena”.

Last month, the Election Commission handed over the Shiv Sena name and poll symbol to the Eknath Shinde faction.

Mr Thackeray, despite losing control of the party founded by his father Bal Thackeray, continues to fight the Shinde faction in the Supreme Court. The Supreme Court is hearing petitions that question the foundation of the Shinde government, arguing that Mr Shinde and 15 other rebels were disqualified at the time of the trust vote.

Chief Justice Chandrachud commented during the hearing: “They broke bread for three years. They broke bread with (Congress) and NCP for three years. What happened overnight after three years of happy marriage?”

The Governor, he said, has to ask himself this question - “What were you fellas

doing for three years? If it was one month after the election takes place and they suddenly bypassed the BJP and joined INC, that’s different. Three years you cohabit and suddenly one fine day group of 34 say there is discontent. Enjoying the spoils of office and suddenly one day you just...”

What was the basis for a floor test, the bench asked repeatedly.

“Governor’s trust vote is where the majority in the house is shaken. Where was there anything to indicate that?” Justice Chandrachud questioned.

“Difference of opinion among MLAs within a party can be on any ground like payment of development fund or deviation from party ethos but can that be a sufficient ground for the governor to call for the floor test? Governor cannot lend his office to effectuate a particular result.”

When the Solicitor General Tushar Mehta argued that the rebels had lost confidence in Uddhav Thackeray, Justice Chandrachud said: “Discontent in the party by itself will not justify governor calling a trust vote.”

The Chief Justice said the Governor cannot be oblivious of the fact that in a three-party coalition, dissent took place only in one.

India’s exports dip 8.8% to $33.88 billion

The country’s exports had contracted by 6.58 per cent to USD 32.91 billion in December 2022. In February 2022, the trade deficit was USD 18.75 billion. Last time, it was in January 2022 when the trade deficit touched USD 17.42 billion.

(PTI): Contracting for the third month in a row, India’s exports declined by 8.8 per cent to USD 33.88 billion in February due to slowdown in global demand, even as the trade deficit touched about a year low of USD 17.43 billion during the month, according to official data released on Wednesday. Imports also declined by 8.21 per cent to USD 51.31 billion as against USD

55.9 billion recorded in the corresponding month last year. Cumulatively, however during April-February this fiscal, the country’s overall merchandise exports rose by 7.5 per cent to USD 405.94 billion. Imports during the period increased by 18.82 per cent to USD 653.47 billion. The merchandise trade deficit for the April-February this fiscal stood at about USD 247.53 billion.

In this, NPCC said the party candidates recommended that the party should continue to act as a constructive opposition even though outside the Assembly. The meeting also appealed to elite section of the society and clergies to be more serious as it was time the elites understood the madness of the multitude over money and power that was endangering the existence of Nagaland.

Commerce secretary Sunil Barthwal said that going by the trend, India’s goods and services exports will cross USD 750 billion in 2022-23.

“We have kept the momentum despite the global headwinds. Exporters have kept the momentum. Services exports are doing extremely well. Trade deficit has really come down. (PTI): Gold prices declined by Rs 310 to Rs 57,070 per 10 grams in the national capital on Wednesday amid weak global trends, according to HDFC Securities.

The yellow metal had closed at Rs 57,380 per 10 grams in the previous trade.

Silver also fell by Rs 90 to Rs 66,535 per kg.

“Spot gold in the Delhi markets traded at Rs 57,070 per 10 grams, down Rs 310 per 10 grams,” Saumil Gandhi, Senior AnalystCommodities at HDFC Securities, said. In the overseas markets, gold was quoting lower at USD 1,891 per ounce and silver was flat at USD 21.61 per ounce. US dollar and bond yields traded higher post-US inflation data as increased expectations of a 25 basis points hike by the US Federal Reserve at the next meeting, Gandhi said.

While declaring support for early ULB election, Solo however suggested that it would be wise for all stakeholders to look back and revisit ULB election history of the past, and subsequent events and aftermath of the same.

He recalled that the first ULB election in Nagaland was held smoothly and peacefully in 2004 without any women reservation in three municipal councils of Kohima, Dimapur and Mokokchung and 20 town councils.

The tenures subsequently expired between December 19, 2009 and July 9, 2010. After this, ULB election could not

be held due to conflict between the State Government and various civil society organisations over the government’s persuasive attitude to hold the ULB election with 33% women reservation which prolonged the matter.

Thereafter, the government had forcefully tried to conduct the ULB polls in 2016-2017 with 33% women reservation but this only ignited the fury of general mass and resulted in protests by various tribal bodies, spearheaded by the Joint Coordination Committee (JCC).

KVC said this also resulted in arson and damage to government buildings and properties besides two deaths and injury to several others. The government was compelled to withhold the ULB election by a Cabinet notification.

By observing the sequences of the past history, Solo hoped that every stakeholder had learnt their lessons.

“We have witnessed that forceful initiation by the government with suppressive intentions in this matter will never succeed. Let us learn from those past ugly events we have come across and refrain from repeating the same mistake again,” he appealed. The KVC chairman also conveyed warm greetings to all the newly-elected members of 14th Nagaland Legislative Assembly (NLA) and welcomed the new council of ministers and advisers of the newlyformed government under the leadership of chief minister Neiphiu Rio, described as a seasoned politician and a patriotic leader of the people who was elected as chief minister for fifth time.

Solo also expressed support to the chief minister and his government, hoping that there would be all-round development without any bias or partiality to any section of Nagas or area in the State.

(IANS): Two people were killed and four others went missing after landslides hit Bogor town near the Indonesian capital of Jakarta, a disaster management official said on Wednesday. Eleven people survived the incident striking the town at 11.49 p.m. on Tuesday, several of them suffered serious wounds, the official told Xinhua news agency. “Heavy downpours triggered the landslides, six houses and one mosque were destroyed,” he said. The incident also disturbed train transportation from Bogor to the Sukabumi district of West Java province, according to him.

He added that a heavy contingent of police had reached the site, and an investigation into the incident was underway, reports Xinhua news agency. The injured people were shifted to a nearby hospital. In the first such incident since the Ukraine war began, Russian Su-27 jets struck the propeller of the unmanned drone, making it inoperable, the Pentagon said, worsening already tense relations between Washington and Moscow. Russia’s defense ministry blamed “sharp maneuvering” of the drone for the crash and said that its jets did not make contact. “It has not been recovered. (PTI): Nepal Prime Minister Pushpa Kamal Dahal “Prachanda” will hold a vote of confidence in Parliament on March 20 after the culmination of the vicepresidential election on Friday, officials said on Wednesday.

The second round of vote of confidence comes after Nepal’s second largest party in Parliament -- CPNUML -- in February decided to withdraw its support to the “Prachanda”-led government in the wake of a renewed political equation in the run-up to the presidential election, dealing a jolt to the two-month-old ruling coalition.

The resolution reaffirms that the US recognizes the McMahon Line as the international boundary between China and the Indian state of Arunachal Pradesh, and pushes back against China’s claims that Arunachal Pradesh is its territory, which is a part of China’s increasingly aggressive and expansionist policies, the statement said. Furthermore, the resolution commends the Indian government for taking steps to defend itself against aggression and security threats from China.

Austrian police warn of threat to Vienna churches

VIENNA, MAR 15 (AP): Austrian police warned Wednesday of a possible “Islamist-motivated attack” in Vienna against churches, citing undisclosed information the country’s intelligence service had received.

Police in Vienna tweeted that they had heightened security in front of certain buildings, including churches, and increased the presence of officers in the Austrian capital.

“There is a nonspecific threat of an assault against churches,” Vienna police tweeted.

“As precautionary measure ... points of interest have been put under in -

creased guard by regular and special operation police forces.”

“If there is a concrete danger for the population at a concrete location, Vienna police will warn immediately via all available channels,” police added. Police said they could not say how long their security measures would be in place for. “Police officers are equipped with bulletproof helmets and vests and as -

sault rifles. They will carry out surveillance activities and also carry out checks in road traffic,” police spokesman Markus Dittrich told local radio station Radio Wien. He did not give any further details on the background of the threat but said that more police would be seen patrolling in the vicinity of churches.

Veteran theatre, television and film actor Sameer Khakhar - who is remembered for his rib-tickler performance as ‘Khopdi’ in the teleserial ‘Nukkad’ passed away here on Wednesday. He was 70.

A family member said that Khakhar was ailing for long and succumbed to multiple organ failure at a private hospital in Borivali suburb early today. His funeral is scheduled later today at the Vaziranaka Crematorium in Borivali west.

Drinking coffee may help you in weight loss, ward off diabetes risk

Drinking coffee, a rich source of caffeine, may help curb the amount of body fat and reduce the risk of developing Type 2 diabetes, suggests a study.

Researchers from the Imperial College London found that people who carry genetic variants associated with slower caffeine metabolism drink, on average, less coffee, yet have higher levels of caffeine in their blood than people who metabolise it quickly to reach or retain the levels required for its stimulant effects.

The research published in the journal BMJ Medicine concluded that the speed at which coffee is metabolised by the body may impact the weight.

To find out, the study looked at the role of two

common genetic variants of the CYP1A2 and AHR genes in nearly 10,000 people of predominantly European ancestry. The CYP1A2 and AHR genes are associated with the speed of caffeine metabolism in the body.

The results of the analysis showed that people with higher plasma caffeine levels enjoyed a lower body mass index (BMI) and body fat, alongside a lower risk of developing type two diabetes.

“Ninety-five per cent

of your caffeine is metabolised by an enzyme,” Dipender Gill, clinical scientist at the Imperial, was quoted as saying Independent.co.uk.

“Two genes - CYP1A2 and AHR - affect the function and level of that enzyme.

Using these genetic variants, the team found that slower metabolisers have higher plasma (blood) caffeine levels, and those with higher plasma levels go on to have a lower BMI and risk of diabetes, Gill said.

“It’s the plasma caffeine that’s doing that,” he noted.

However, more research is needed, the team said. It is because caffeine has been associated with lower sleep quality and increased palpitations.

Sunil Chhetri “may be playing the last season” of his illustrious career, feels Indian football team head coach Igor Stimac, who is hoping that his star player would be saving his best for the last in the coming months.

India’s next big assignment is the AFC Asian Cup in Qatar from January 12 to February 10 next year. The 38-year-old Chhetri is set to play in his third continental showpiece, the most by an Indian, after playing a pivotal role in the qualification tournament here last year.

“At his age, this will probably be his farewell from football. Obviously, Sunil may be playing his last season, and definitely his last Asian Cup,” Stimac said.

“I’m quite sure that the upcoming months will be the best for Sunil Chhetri,” he was quoted as saying in the official All India Football Federation (AIFF) website.

The national team is currently having a five-day camp here ahead of the Tri-Nation Football Tournament in Imphal from March 22. Chhetri, the third most prolific international goal scorer among active players with 84 strikes behind Cristiano Ronaldo (118) and

Lionel Messi (98), was part of the Indian teams that featured in the 2011 and 2019 Asian Cup. The 38-year-old Chhetri, who made his international debut in 2005, played a key role in Bengaluru FC making to Indian Super League final to be played on

“Sunil Chhetri was nowhere to be seen this season. With 10 months to go for the Asian Cup, the 106-ranked Blue Tigers will play their first international match since September when they take on higher ranked Kyrgyz Republic (94) and Myanmar (159) in the international tournament in Imphal. India drew 1-1 against Singapore and capped a 0-3 loss to Vietnam in their last international matches.

Along with Chhetri, the Indian team has also ageing stars in central-defender Sandesh Jhingan and goalkeeper Gurpreet Singh Sandhu, and Stimac is well aware of the likely change in the core group of players in the near future.

“We need to understand that some of them are of a certain age now. It’s difficult to say, but goodbyes need to come sometime,” the 1998 World Cup bronze medallist Croatian said.

“Along with him (Chhetri), Sandesh (Jhingan) and Gurpreet (Singh Sandhu) are the core strength of our team. I’ve never hidden that. I was never running away from the truth.

“They are free guys, with great characters, strong mindsets and a good mentality, which is a basic platform for us to build the team around. But of course, we need to keep their age in mind. Gurpreet and Sandesh may be there for four, or five years,” he added.

Haaland leads Man City to 7-0 rout of Leipzig

Erling Haaland became the third player in Champions League history to score five goals in a game as he led Manchester City to an unrelenting 7-0 rout of RB Leipzig in the second leg of their last16 tie on Tuesday.

The date for the 2026 FIFA World Cup final has been fixed as the FIFA Council approved new international match calendars. According to the men’s international match calendar 2025-2030, a 16day, four-match window will be introduced in late September/early October from 2026, as well as a nine-day, two-match window each in March, June and November.

The 2026 FIFA World Cup final will be played on July 19, 2026.

The FIFA Council met in advance of the 73rd FIFA Congress in Kigali, Rwanda, and adopted several key decisions, particularly in relation to the fu-

ture of men’s and women’s competitions, a Xinhua report said.

It unanimously approved the change in format for the 2026 FIFA World Cup from 16 groups of three to 12 groups of four, with the top two and eight best third-placed teams advancing to the round of 32. The women’s international match calendar 2024-2025 will contain six international windows per year.

The women’s football tournament of the 2024 Paris Olympic Games will be played from July 25 to August 10.

The FIFA Council also approved the establishment of a dedicated task force on player welfare and other decisions.

India offered three AFC competition slots for 2023-24

(IANS): The Qualifiers for the AFC competitions 2023-24 for the Indian clubs will be played between April 4 to May 3, with the country getting three slots from the continental body.

As per AIFF, the Asian Football Confederation (AFC) has allocated three slots to India -- one in the AFC Champions League Group Stage, one in the AFC Cup Group Stage, and one slot for the AFC Cup Qualifiers.

Ashwin regains top spot in ICC Test rankings for bowlers

India’s ace off-spinner Ravichandran Ashwin grabbed sole possession of the top spot in the latest ICC Test Rankings for bowlers, released on Wednesday after his haul of 6/91 in the drawn Ahmedabad Test against Australia.

Ashwin was jointly named Player of the Series for his 25 wickets at an average of 17.28. That performance has now propelled him to get on top of rankings and be 10 rating points ahead of veteran England pacer James Anderson.

Talismanic batter Virat Kohli has also advanced seven places to 13th position in the ICC Test Rankings for batters after his Player of

Indian Wells: Swiatek stops Raducanu to advance to quarters

No.1 Iga Swiatek moved one step closer to a successful title defense at the Indian Wells Masters after defeating 2021 US Open champion Emma Raducanu 6-3, 6-1 in the fourth round, setting the quarterfinal clash with Romania’s Sorana Cirstea, here.

In back-to-back matches against Grand Slam champions, Swiatek’s confidence showed in her match management. Her ability at just 21 years old to feel out her opponents and then suddenly break away and flip a set or tiebreak on its head is second to none.

In her wins over Bianca Andreescu in the third round and Raducanu in the fourth round, one could see how Swiatek’s surges left her opponents looking to the sky with demoralized grins. Andreescu, by her own admission, played a great match. But Swiatek slammed the door in the

second-set tiebreak by playing seven perfect points.

Similarly, Raducanu played a solid match. She did well to keep pace with Swiatek early, matching the World No.1 from the baseline and defending valiantly from the corners.

But a Raducanu doublefault while serving down 3-2, 0-30 gave Swiatek her best chance to break and the game’s best returner took her opportunity immediately.
