US Court Orders US Firm to Pay Ukraine $60 Million!

A

ccording to the Wall Street Journal, a federal judge has ordered an Oregon company to pay $60 million to the Ukrainian government in a civil-racketeering lawsuit that’s revealed a web of companies allegedly tied to fraudulent schemes in Eastern Europe and Afghanistan. The judge in question entered a default judgement on Friday evening ordering the company, Olden Group, to pay triple the amount sought by a Ukrainian government entity that alleged it had been overcharged for vaccines by Olden and a Ukrainian company. The lawsuit alleged that Olden and the Ukrainian company, Interfarm LLC, submitted phoney customs declarations misrepresenting the prices paid for the vaccines. The money obtained was then laundered using US and Latvian bank accounts. The judge entered a default judgement after Olden failed to answer the complaint. While there are grounds for appeal, it would appear that the two chaps behind the company, Charles Mathias and W. Rick Fletcher, don’t really have a leg to stand on. Both declined to comment on the allegations, and previously Fletcher was ordered by the state of Oregon to stop incorporating companies' financial titles in their names (such as bank) when they were not engaged in such business. The lawsuit stems from an investigation ordered by President Yanukovych's internal government watchdog into medical purchases during the prior administration. And it’s very likely that the vaccines in question were those ordered by Yulia Tymoshenko during

the hysteria surrounding the swine flu outbreak towards the end of 2009. The frenzy, largely stirred up by former prime minister Yulia Tymoshenko, had everyone walking around with anything from a surgical mask to a scarf covering their faces. And it caused untold damage to the economy as people refused to travel to the country for fear of contracting the virus. Huge quantities of the swine-flu vaccine were purchased by the government at the time, but very little of it was used, raising questions as to the real reasons behind the purchases. And it now seems that those questions have been answered. Not only were the vaccines purchased needlessly, but it would also appear they were purchased fraudulently. Of course, this verdict all comes as part of Yanukovych’s actions against Tymoshenko, that many have decried as purely politically motivated. But it would seem, with this ruling from the US, that he has grounds for such a pursuit. The big question now is: what will happen to the $60 million, if it is ever paid? It would be great to think it would come to the people in some form or another, but sadly that’s unlikely. And therein lies the irony of it all. As we’ve said before, it would appear Yanukovych has no intention of ever relinquishing power in Ukraine, because even he’s smart enough to understand the phrase, “people in glass houses shouldn’t throw stones.” So the best we can hope for is he does something good with the power he now has. Chances are slim, but you never know.

Biggest Oil Painting in the World Unveiled in Kyiv The biggest oil painting in the world (apparently) was created on Spivoche Pole in Kyiv last week during the Days of Palestinian Culture in Ukraine. The painting is 20 metres high and 15 wide giving it an overall area of 300 square metres, which the Ukrainian Book of Records claims to be the biggest in the world, although this has not yet been confirmed by Guinness. The artist is one Jamal Badvan who was born in Palestine but has lived in Kyiv for the last 20 years. The aim of the work, according to the artist, is to reconcile all religions and all the peoples of the world. The painting shows a three-winged dove with each wing enveloping a Christian church, a mosque and a synagogue, uniting them as one. The sides of the painting are made up of hundreds of children’s drawings from all over the world. The meaning behind the painting, Badvan says, is that there is only one nation on Earth – humanity; one religion – love; and one God. After four years of work, it has finally been completed, and it is now due to tour the world. Let’s hope the meaning is heard.

NATO has called the Svoboda Party of Ukraine an anti-western, anti-liberal, antiEU, anti-Semitic and anti-Russian organisation. Now that’s what you call not mincing words. All this came out in a project report by the Parliamentary Assembly of NATO, and in the report the writers also expressed deep concern by the rising support for this rightwing party which in the last local elections achieved a majority in Lviv, Ivano Frankivsk

and Ternopil regions. These regions have been traditionally regarded as Europeleaning in their outlook, but now the party appears to be swinging the people towards extreme nationalism. The NATO report says the party represents a serious threat to the already unstable democracy, and what’s more, it expresses concern that the party may discredit a more moderate nationalist movement. Across Europe, support for the extreme right has been on the rise since the crisis left many people in very difficult financial situations, but such hate is never an answer. And let’s hope Svoboda never manages to persuade the majority of Ukrainians it is.

One in Ten Ukrainians Can’t Afford Food

Russia Unhappy over US – Ukraine Military Exercises

According to the World Bank, 12.5 million Ukrainians are living below the poverty line (on less than three dollars a day), and this terrible statistic has been backed up by a recent survey conducted by the Ukrainian Democratic Circle which declares that one in ten Ukrainians does not have enough money for food. In addition, the report states that 44% of people in the country have great difficulty when it comes to buying clothes and footwear, and less than 6% declared their financial situations have improved this year. The Party of Regions was quick to respond to the result of the poll, with Oleksiy Plotnikov declaring all this was the result of reforms implemented by the government, and that next year all the people in the country will start benefiting from these reforms. Let’s see how many people are left in the country next year to benefit, because with these shocking statistics, if many of them don’t starve to death, they’ll be looking to leave.

And Putin must be fuming over it. He was surely thinking once Yanukovych was in power, little Russia would be as good as back under his rule, and it would do everything ordered of it. But apparently, the current government isn’t giving him it all his own way, and last week the US Monterey guided missile cruiser entered the Black Sea to perform joint exercises with Ukraine. The Russian Foreign Ministry issued a lengthy statement basically saying the US ship had entered the Black Sea as part of the defence shield, and that the ship's presence in the region was against the Russia-Lisbon summit agreements. The US response came from deputy State Department spokesman Mark Toner, who simply said: “They (Russians) are entitled to their opinion. I’m not going to parse the words of the Russian Foreign Ministry… But we have a strong bilateral relationship with Ukraine, and it’s in keeping with that kind of partnership that these exercises take place.” That’s telling them!

Ukraine Travel Together with Lviv, Chernivtsi is also part of the beautiful cultural centre that is Western Ukraine. In addition to being right in the middle of the marvellously indigenous Bukovyna region, a sanctuary for a number of wonderful Ukrainian traditions, it is also home to a large number of ethnic nationalities, many of which lead a naturally European way of life.

H

aving heard a tale or two about this beautiful place, the sun rises on a weekend Kitten and I have especially set aside for investigating all of the hidden treasures that lie in this mysterious west that is Chernivtsi. Located just 40 kilometres from the Romanian border, we hop aboard a train on Friday night and are off in search of adventure in this 600 year old city.

Chernivtsi Je T’aime The week prior to our trip, we started getting questions from everyone regarding the choice of our destination. Wanting to know what was so special about this particular city, Kitten and I both answered that we have a real soft spot for the smaller western cities of Ukraine. Their rich Ukrainian tradition often mixed with agreeable European culture just keep us coming back again and again, and were pretty confident this next voyage was not going to disappoint. Having read a lot about the city itself, the impression we get is that it looks a lot like Lviv. Others say that this city of 240,000 could be called Ukraine’s version of Paris, Prague or Vienna. Those comparing it to Kyiv often say that the architecture found on Andriivskiy Uzviz is one and the same with that found all over its Western Ukrainian counterpart. For our side, we would have no way of knowing until we got there. However, just going by some of the previous adventures we’ve taken together, there’s one thing we’re sure of: we’re going to have a great time!

The Welcoming Committee Pulling up to the train station the next morning, it looks small and congenial if slightly abandoned. With no one else around but those of us getting

off the train, Kitten and I head towards what looks like a good smoking area. We are about to light up when we are greeted by a couple of police officers. Having lived in Kyiv for quite some time, the conclusion in situations like these never ends well. So preparing ourselves for a long drawn out lecture followed by what ultimately finishes with a lighter wallet, we greet them with smiles, hoping our pearly whites might deter them if only a little. Dazed by the simple and polite request to move on from where we are to another spot just down the way where smoking is permitted, we say thank you and look at each other slightly stunned. In contrast to our crime fighters in the capital, these men seem to know that their job description does not include bribery or corruption. We are quite fond of Chernivtsi already...

Our First Guide It’s 09.00 and a bit chilly outside. But grabbing a cab, we stay sheltered and warm until we get to our hotel on the other side of the city. Catching our first glimpse of the small metropolis from the windows of the car, we drive through one of the older districts built by the Austrians over a century ago. It is bursting with history making Chernivtsi appear to a small city laden with ancient architecture, two-storey family dwellings and lots of chestnut trees.

One note of interest here are the trees themselves. With few tall buildings located anywhere in this peaceful place, residents have cut the chestnuts in a certain way to ensure that they do not grow past a certain level restricting their view. We’ve not seen anything like this before, so these dwarfed trees do offer a bit of comedy in our tired states this morning. And yet, they seem to fit in quite well with the atmosphere found here. The distinction between eras is quickly seen as we roll out of the European neighbourhood and into one that looks distinctively like it was touched by Soviet hands. Other than a huge park named after Taras Shevchenko, and what looks to be an arena for playing all sorts of wintery sports, there is little that is special about it A trip of this length in Kyiv would probably set you back 70hrv or so; double that if you accept a ride with one of the many seedy cabbies who hunt down their prey just outside the train station. But since we’re not in the capital, we dish out a measly 40hrv and tip our hat to the driver. A pretty good morning so far!

A Solid Three

late greenery that much more appealing. Not only that, but there doesn’t appear to be any litter anywhere in sight. This in itself is fairly amazing, and something, coming from the capital, we rarely if ever see. Returning back to the hotel and heading up to our room, it is simple but has everything we are going to need to be comfortable. Equipped with a double bed, TV and mini-bar, the best part for Kitten is the bathtub which I’m sure will get used at some point before we leave. We are both quite eager to see this new city we’ve just touched down in. But there is one thing standing in our way and that’s hunger. So heading down to the main floor, we take in one of the two hotel restaurants. There we enjoy and nice light lunch for a very reasonable price. Giving the hotel a fine three stars for our stay so far, Kitten and I head out the front doors and down the path towards downtown. Finding City Hall situated right in the middle, Taras Shevchenko stands regally in front, and surrounded by trees that sway with the wind, it seems to be quite a nice square indeed. In search of a map that might tell us of some must-sees of the city, we find a bookshop not far off where souvenirs, maps and an impressive collection of Ex Libris images await consumer attention. In addition to finding what we came in for, we soon learn that shops of this sort are located all over the city, and it makes me smile to think that people in some parts of the world still have time for books.

Stopping just outside the centre of town, we arrive at the Cheremosh Hotel. It stands on a hill at 11 stories high, and is not only the biggest hotel, but the biggest building in town. Surrounded by a park and a couple of lakes, we sign in at reception, drop our bags in the room and head back out to the park. The weather has turned from a cool breezy morning into one that boasts a bright blue cloudless sky, making the rather immacu-

WE ENJOY THE WALK DOWN KOBYLYANSKA STREET WHICH ITSELF IS CONSIDERED A LANDMARK, AND BUSY WITH TOURISTS ALL YEAR ROUND, IS THOUGHT TO BE ONE OF THE MOST BEAUTIFUL STREETS IN ALL OF UKRAINE

Breaking out the map, we head over to Kobylaynska Street, a pedestrian-only thoroughfare which will then take us to a rather grand cathedral with a monument to metropolitan Hakman. Before we get there, however, we enjoy the walk down Kobylyanska Street which itself is considered a landmark, and busy with tourists all year round, is thought to be one of the most beautiful streets in all of Ukraine. In fact, there is a legend that tells of its citizens washing the street with soap and water every day, and anyone choosing to walk it would have to do the same with their own feet. While we don’t allow ourselves to get that carried away, we do marvel at the number of lovely cafes and restaurants situated along both sides. Deciding to stop and grab a little caffeine before we carry on to the cathedral, we stop at a place called

Chocolate House which serves delicious coffees, teas, desserts, and one of the best cappuccinos I’ve ever had! Built in 1875 and preserved in all its ancient architectural beauty, we move on to the Yuriy Fedkovych Chernivtsi National University. Its red bricks are a piece of real architectural art that feature impressive frescos, statues, domes, a clock tower and the Cathedral of the Three Saints. Walking around the walls that support the massive structure, life just seems to stop. There is a botanical garden not far off where it seems like every species of tree grows tall and straight with enormous branches that weigh so heavily they brush the ground creating shady hovels.

f you’ve never been in Kyiv during swim suit season, then these next few months may come as a bit of a shock: bikinis of all shapes and sizes, regardless of the shape and size of its owner, line the shore; banana hammocks with something to prove strut up and down the coast kicking sand at unsuspecting sunworshippers as they pass; and as true lovers of nature, nudists keep various beaches engaged all summer long, making it absolutely essential to take a quick look around BEFORE you lay out your towel! While we here at What’s On truly love the diversity found dotting the banks of all waterways both big and small, there are a few things that could possibly be omitted for future outings. Our list is neither large nor conclusive, but it is a start…

Top colours in swimwear this year seem to be those that depict shades naturally occurring in the environment around us such as light sky tones and turquoises, raspberry pinks, deep earthy browns and even sea foam and olive greens. Tones are far classier in recent year than what past seasons may have allotted for, so unless you are actually the one doing construction may we suggest that you keep the neons off the beach. Tribal, ethnic and abstract art has found its way onto this year’s bikini making geometric shapes, punched up animal prints and even spontaneous bursts of colour jump out at the viewer. This season is certainly NOT a lesson in how not to be seen! As our model so beautifully demonstrates, this is the season of the monokini, the classic bikini and the timeless one-piece. Of course all other styles will suffice, but if you’re looking to be in what’s hot on the beach, then stick to these three options. Regardless of what you’ve got on top ladies, the best cuts for your bottoms this season vary from Brazilian to moderate to full coverage. There are literally thousands of sites online where you can find out which one is best for your body type. Our editor is very knowledgeable about these kinds of things as well, however, and would certainly be able to assist should you run into problems.

Funnily enough, the mix and match technique has hit 2011 in a big way. So for those who wouldn’t be seen in anything but a bikini all summer long, pick up a few bargain suits and pair solids with solids, prints with prints, or solids with prints. You’ll get the most out of your purchases and have fun doing it! One piece of advice: if you’re going with animal prints, try to keep the herds together.

From 29 June Rufina Santana and Poldo Sebrian were so taken with the beauty of the Canary Islands that they created a selection of their memories of this divine place. Rufina’s canvases are replete with colours of the Canary Islands: yellow for hot sand, red for the sun, deep blue for the sea. Sebrian’s photos are, on the contrary, black-and-white, revealing the grandeur and pure beauty of the surrounding environment. Performance art has become an absolutely essential art form in contemporary expression for the last century, and certainly into the next. Exploring temporality itself, and the way ideas are transformed through action, performance artists invite the viewers to become active participants so that they too

experience the present art-action. Due to the country’s isolation from the progress of the rest of the world over many years, performance art in Ukraine is still in its infancy. That hasn’t kept them from picking up the concept quickly, however, and it is gaining momentum at a fast pace. ACCO INTERNATIONAL Even though most everyone is saying that the situation Ukrainian literature is facing these days is very poor indeed, there are those who understand there is always two sides to every story. With this in mind, an event called the Coronation of Word was created whereby more than 70 Ukrainian writers had the opportunity to participate. Sending in their best works, an award ceremony was held on 2 June that included a guest list of approximately 1200. Organised by Mr George Logush of Kraft Foods, the grand prize winner was a Ms Viktoria Granetskaya from Vinnytsya for her novel Mantra-Omana.

MANTRA Eduard Tirpitzky and his Nordic Business Network held another one of their great little parties on 9 June, this time in this cool bar in Arena. As usual, there were lots of people there, very few of them Nordic as far as we could tell, and everyone had a great time meeting friends old and new, especially when it came time for the speed networking event which allowed everyone to meet everyone else in rapid succession.

MUSEUM OF UKRAINIAN FOLK DECORATIVE ART Opening an exhibition of works by Pascual Lopez on 1 June, the Mexican Embassy in Ukraine stood proudly by as visitors took in the exhibition which grandly showcased Mexico’s Huichol community. The artist brought only his very best works which, as many pointed out, often demonstrate an appealing likeness between both the Mexican and Ukrainian cultures.
