PROPERTY RECOVERY IN BANKS’ HANDS As the First Home Owners’ boost starts to phase out, First National Real Estate says the banks will determine whether the current property market revival will be sustained for any length of time. “We expect there to be a drop off in first home buyer activity once the Federal Government initiatives come to an end,” Mike Gray, First National Nerang said. “But, there is also the potential for the middle market, which is already showing encouraging signs of recovery, to be reignited, effectively making up any drop off. “With prices stabilising and consumer confidence high, the only thing that could stop the recovery continuing and strengthening, would
be the banks increasing their variable rates either with, or ahead of, the Reserve Bank increasing their rates.” In August, banks were quick to raise the fixed rates ahead of the Reserve Bank’s announcement it would hold interest rates until at least early in 2010. But as pressure mounts on governments to rein in their support of the banks, there is speculation the banks will increase their rates early to offset any potentially negative impact from this move. Mike said if first home buyers stop buying, there is potential for the emerging property recovery to stop or even reverse unless other market segments are stimulated. “There are signs throughout our network that second and third home buyers, including investors, are taking advantage of current conditions, helping push prices up as they go,” Mike said. “But, the threat of rising interest rates may impact on continued on page 2

WHERE IT’S CHEAPER TO BUY THAN RENT Housing affordability has continued to improve across Australia, with a report showing it has become cheaper to buy than rent in 94 suburbs across the country. A report prepared by RP Data on behalf of the Commonwealth Bank recently found that the number of suburbs in which it has become cheaper to service a monthly mortgage payment than d a rental bill had m increased from 74 to 94 in thee six months to July — a rise of 27%. That affordability figure improved further after factoring in the first home buyer’s grant, with the number of suburbs where it was cheaper to buy than rent more than doubling to 203. Driving that growth, said Commonwealth retail banking group executive Ross McEwan, were ‘‘significant increases in the numbers of suburbs in Queensland and Victoria where weekly rents exceed average weekly home loan repayments, with 10 more suburbs identified in each state, compared with six months ago.’’ The timing of the bank’s report coincided with the release of 2 national housing reports that pointed to improved home sales activity and sharp increases in house prices in the June half. At odds with findings of better affordability is researcher Australian Property Monitors’ quarterly housing data, which show that house prices jumped 3.3% nationally in the June quarter — the strongest quarterly growth in house
and unit prices since December 2007. ‘‘The consolidation that began in the March 2009 quarter has now transformed into strong growth across the country,’’ APM economist Matthew Bell said. He also pointed out that while low interest rates, flat prices and first home owner grants supported the affordable end of the market through the end of 2008 and early 2009, ‘‘ it has been the upper end of the market that has driven the strong growth in the major capitals in the June quarter’’. In Sydney, Melbourne and Brisbane, Mr Bell said, the median prices in the top 50% of suburbs grew by nearly double the rate of those of the bottom 50% in the June quarter.
Of the 94 suburbs declared more affordable to buy in, 66% were regional, with the balance in metropolitan areas. In the previous half, it was more evenly split. The findings were based on a series of assumptions, such as a loan-tovaluation ratio of 85% and a variable interest rate of 5.74% per annum over a 30-year term. That was compared with monthly rental payments based on the median advertised rental for the suburb. ‘‘Within the metro areas, almost without exception, it is units rather than houses that are more affordable to buy than rent,’’ the Commonwealth report says. On a state-by-state basis, the reports finds that the majority of suburbs identified as being cheaper to buy in than rent were located in Queensland, accounting for 26 of the 94 suburbs. NSW had the secondhighest number of suburbs where it was more affordable to buy than rent. However, this number fell from 29 to 24 in the six months to July.

For eligible first home buyers entering into contracts between 1 October 2009 and 31 December 2009, the first home buyers boost will be reduced from $14,000 for existing homes and $21,000 for new properties to $3,500 and $7,000 respectively.
“However, state-based initiatives and assistance packages are still available for home buyers and we would encourage purchasers to seek the services of a reputable agent to help them maximise any assistance available through these state-based schemes. It is also important to talk to as many lenders as possible, to show the banks that they cannot take home owners for granted,” Mike said.

MORTGAGEES REFINANCE FOR RENOVATIONS Mortgagees are refinancing up to 50 per cent of their properties to renovate, according to Loan Market Group executive director John Kolenda. Kolenda said homeowners were seeking refinance amounts of between $20,000 and $100,000 for renovations. “It’s the major trend we have noticed in recent months as activity in the residential property market has slowed slightly during the winter,” he said. Kolenda believes the renovation rush
is on now while residential real estate is slow.
“At times when people are reluctant to sell they will often consider renovating to enhance and prepare their properties for the market when it is on the rise again,” he said. As first homeowners dissipate, Kolenda is now starting to see more interest from investors due to strong market fundamentals. “Given what has recently been happening in the sharemarket,
investors are starting to view property investment as a great longterm opportunity to create wealth. “I also believe it is a good time for existing homeowners to upgrade now as the buyer can secure that next big financial commitment and, if they choose, lock in a reasonable fixed interest rate.”
