They made me feel very welcome and I will be popping back to learn a few moves! On Your Plot Gain the upper hand now! There’s no doubt that the weather during the first part of the year lived up to our expectations of a month of extremes - with mild temperatures and homes and gardens hammered by incredible rainfall. Hopefully March should see the weather settling down and Spring truly starting to emerge. Most seed packets give you some guidelines as to which month/ or months are best to sow in but personally I think that it’d be a lot more helpful if they gave a little information about the temperature required, not to mention just how long germination is likely to take. Soil temperatures of at least 6º are needed for most seeds - if you don’t want to guess at this you can get a soil thermometer to check. Don’t forget that by using products such as fleece, or cloches, over your beds you can raise the temperature. Some seeds, such as parsnips, are notoriously slow to germinate taking up to 3 weeks for seedlings to appear - a good idea with slow starters like these is to sow quick growing crops such as radishes on either side of the row. This will help mark the rows out until your parsnips appear and the radishes will quickly be grown and ready to harvest. Take note also of the depth that the different seeds should be sown at - too shallow and they’ll either blow away or be eaten by the birds, too deep and you may bury them alive! Try to space seeds evenly, though if you sow too many you can thin out the weaker seedlings after they appear. Do remember that with many crops it is better to sow just a few and then sow again in a few weeks time to avoid having too many ready to harvest all at once. Salad crops

such as lettuce will bolt if left too long, and other vegetables which may have a short harvesting period can be enjoyed for much longer if you save the seed and sow a few in succession every few weeks.

Spring should really be on it’s way by the end of this month and there’ll be plenty of jobs to keep you busy on your plot.

As the soil warms up for your new crops so it also warms up nicely for the weeds about now! For many people part of the attraction of growing your own is eating chemical free produce and organic methods of pest control will therefore be preferred. Little and often is best - take a quick walk around the veg patch each morning and hand pick any emerging weeds. Hoeing also works well and if you are careful not to let weeds set seed you’ll avoid a long-term problem. Of course the situation isn’t helped by the fact that your patch is likely to have large amounts of bare soil on it between widely spaced rows at this time of year. Some crops, such as potatoes will obligingly grow to ultimately block out the light and deter weeks, but if you’re really having problems then think about putting down a thick, organic, mulch to cover the bare soil.

Jobs for March

Slugs will also emerge to attack your young seedlings - there’s no end of organic ways to do battle from hand picking at night and beer traps to watering in nematodes. Strike early and gain the upper hand!

There’s nothing quite like sowing seeds and the thrill of watching those first tiny seedlings appearing just a week or two later. Weather permitting the soil should be warm enough to be sowing outdoors in March. Your new seedlings will need all the help that you can give them if they are to flourish so don’t forget the weeding and pest control too! • Prepare beds for sowing by raking level when the soil is dry enough. • Get a supply of containers and fill with compost ready for sowing (supermarket plastic trays containers are handy to reuse for this!) • Make sure you have all the seeds you need and sort them into the order that you’ll sow them in. • Plant first early potatoes later in the month. • Keep on top of the weeding and pest control. • Sow carrots, peas, parsnips, lettuce and radishes.

Housing Problems

There are as many of us renting with housing associations as there are renting from private landlords. But if you are one of the 3.8 million people who live in housing association property or a council house, do you know what to do if you have an issue with your landlords that cannot be resolved? We take a look at how you should deal with these issues. As funding from central government is reduced, housing associations are increasingly focused on how they can mitigate that reduced subsidy. This means that there is almost inevitably greater potential for poor service. Secure, unsecure, or introductory tenants There are several different types of housing association tenancy agreements, and so you need to work out what type of agreement you have. Find your lease and have a read, you are looking for are the words secure or introductory tenant. You are likely to be an introductory tenant if you have been with the housing association for less than 12 months. During this first year, you cannot buy your home, exchange your home or apply for a transfer.

If you install a new shower and it leaks, it’s your responsibility to fix it. Right to buy You can apply to buy your housing association home if you’ve been a tenant for five years or more. Key reasons a housing association could try to evict you from your home are if you have not paid your rent or are causing a disturbance to the local environment. They will to apply a court to get an eviction notice.

• Not damage the property or any contents provided (and not allow your family or guests to do so either)

Other potential causes for evictions are if you have not kept the property in good condition, your application was not truthful, or if you or a member of your household has been involved in anti-social behaviour.

Making a complaint Before you can make an official complaint with a housing association, you must make what is technically known as an ‘unofficial complaint’. This sounds quirky, but basically it means you must raise the issue with the housing association and given

them a chance to resolve the issue. Around 87% of issues are resolved by housing associations. Ensure you head any communications as a ‘Formal Complaint’. This way, it is recognised as a complaint. This is important, as otherwise you will not be able to escalate the case if it is resoled to your satisfaction. Ensure the letter or email is addressed to the ‘Head of Complaints’ and keep it to one side of A4 paper (roughly the same length for an email). It is important to keep your communication focused. We recommend you:

Designated Person The ‘Designated Person’ can be an MP, a local councillor, or a tenant panel. This person (or people in the case of a tenant panel) can then try to resolve the dispute or can pass your case to the Housing Ombudsman. If they try to resolve the issue they will act as an independent assessor, trying to find a way to sort the problem. Housing Ombudsman

• Explain what the issue is, try and keep it simple and keep it to the key points;

If the issue cannot be resolved by the Designated Person or after eight weeks from when the formal complaints process from the housing association has finished, you can take your complaint to the Housing Ombudsman.

• Say what have you done so far to try and resolve the issue. Have you made an informal complaint? Who to? When?

The Housing Ombudsman is the final stage of the escalation process.

• What would you like to be done to resolve the issue (ensure this is simple and straightforward)

Consumer Champion

You should then give the housing association time to respond. If you still have no resolution, the next stage of the process is to contact a designated person. Under the Localism Act of 2011, a local person has been introduced into the process of complaining against a housing association. The idea is to help resolve issues in a local environment.

Plant of the Month

Mimosa

A beautiful evergreen and originating from Australia, the mimosa is a super shrub for a sheltered garden or conservatory. They don’t like the cold so avoid planting in cold places and protect from frost wherever possible. Best planted in the spring these plants are beautiful all year round, with hanging feathery branches and scented, bobbly flowers that range from lemony to egg yolk yellow. They generally grow up to 3m tall and caring for established plants is relatively easy although they do need a little pruning from time to time as they grow quickly.

The Mitsubishi PHEV may look like a normal Outlander, but hiding behind the mask is the most technologically advanced Sport Utility Vehicle (SUV) on the car market. ‘PHEV’ stands for Plug-in Hybrid Electric Vehicle. It means the SUV can be fed by electricity from a domestic socket to power electric motors that are supported by a petrol engine. Two electric motors drive the front and rear axle separately while batteries allow electricity-only driving at up to 75mph. Beyond that pace, or should the battery pack drain to less than 30 per cent of its charge, a 2.0-litre petrol engine kicks in to life. It acts as a generator to help the PHEV accomplish a total driving range of approximately 500 miles on a full tank. The Outlander PHEV is also the most fuel efficient four-wheel drive. That’s astounding for a family-size car that tips the scales at a bulky 1810kg, and seats five. As a global first, the Outlander PHEV also has no direct adversary. The closest is the Lexus RX450h, though it can’t be recharged via a powerpoint and cannot run on electricity alone. Befitting its first-class status in the Outlander range, the PHEV is very well stacked with kit. It has 18 inch alloy

wheels, dusk-sensing auto headlamps, touch-screen with satellite navigation and reversing camera, climate control, parking sensors and seven airbags. The flagship GX4hs was driven for this review and the model comes with additional features such as adaptive cruise control and lane departure warning. The latter squeals at you if it detects you’ve drifted across the road’s white dividing lines. If you’re used to a standard car, it’s going to be a peculiar experience the first time you gently push the gearstick over to the right into ‘D’ and drive off in silence. Even sharp jabs of the throttle produce the same amount of hush, though that has its rewards – the audio unit is only average, so at least there’s plenty of clarity in the quiet cabin. The Outlander PHEV isn’t rapid from a standing start, but tremendous pulling power makes up for it once you get going. Initial acceleration suffers simply because of the heavy jumble of battery and electric motors that the standard Outlander doesn’t possess.

When you need to recharge on the move, all you need to do is hit the ‘Charge’ switch behind the joystick, which fires up the four-cylinder engine to replenish the battery. A single charge via a powerpoint takes five hours, which could cost you next to nothing depending on the hours you choose to plug in to the grid. Inside, it’s pretty much standard Outlander layout apart from the joystick-style gearstick and electric charging buttons. The tachometer has also been replaced by a power meter, which shows when you’re charging-up the battery, using the battery, or running the engine. Behind the wheel, body control is good for an SUV of this weight as the Outlander PHEV profits from Mitsubishi’s Super AllWheel Control (S-AWC). This is a system that ensures maximum stability when cornering. Indeed, for its green, yet powerful talents, Mitsubishi’s PHEV is an SUV that many British families will take to their hearts. Savings rates are spit-worthily low; but it could get even worse as the UK base rate doesn’t look likely to rise till late 2015 and ‘swap rates’ - which influence fixed saving rates - have plummeted recently. Yet there are weapons in a saver’s arsenal - most don’t use them, it’s time to change that. As an aside, before you start saving, do pay off any expensive debts, as they’re costing you more than saving will pay you. This is often true for mortgage too – read my full www.mse. me/mortgageoverpay guide to see if it’s worth it. My savings fountain is designed to maximise your interest on every penny of your cash. It works because different types of savings have different rules on how much you can put in and when. Think of it like a champagne fountain - put your cash into the best-paying savings vehicle possible, then when that’s full and overflowing, fill up the next best, and so on. The top tier... earn up to 5% easyaccess via ‘bank account’ savings. Some bank accounts’ in-credit rates now smash easy access savings accounts and ISAs. They’re done as a loss leader to entice new banking customers - yet if you’re prepared to switch account, you gain. Aim to cover as much as possible at decent rates. • Earn 3% AER on £3,000-£20,000: With the www.santander.co.uk 123 account. There’s a £2/mth fee, but this is usually more than covered as it also pays cashback on bills. • Earn 4% AER on £4,000-£5,000: With the www.lloydsbank.com Club bank account. • Earn 5% AER for a year on £2,500: With the www.nationwide.co.uk FlexDirect account. • Earn 5% AER on up to £2,000: With the www.tsb.co.uk/ Classic Plus bank account. 22 The New Addington Magazine

Next trickle into regular savings... save monthly to earn up to 6%. Regular savings accounts often pay high interest as it’s only on a small amount for a short time. While the top rate’s slightly more than bank accounts, because you need to put cash in each month, you’d need to trickle it across from your top savings account anyway - hence why it’s second. • Bank linked 6% regular savings. If you’re a First Direct bank customer, it offers a linked regular savings account at 6% AER fixed for a year - you need to put £25-£300 in per month and can vary that each month. The Lloyds current account has a similar linked account at 4%. • Anyone can earn 3.05%. The www. leedsbuildingsociety.co.uk Regular Saver pays 3.05% AER variable if you pay in £50 to £250 every month for a year. Got more? Pour it into a cash ISA 2.6% tax-free with access. Cash ISAs are just savings accounts where the interest isn’t taxed (so you keep all of it). Anyone over 16 in the UK can put up to £15,000 in an ISA each tax year (6 April - 5 April) and once in, it stays tax-free year after year. With fixed-rate cash ISAs, unlike normal savings, you can access the cash within the term - though you’ll lose some interest in penalties. Yet even if you

withdraw early, these can still be winners. • Top fixed-rate cash ISA: www. coventrybuildingsociety.co.uk pays 2.6% AER fixed for four years, but you can withdraw by closing the account early and the penalty is just 120 days’ interest. So withdraw after 1yr and you’d get 1.75%, after 2yrs 2.18% and after 3yrs 2.32%. This means as long as you keep cash in for 10 months, you’d earn more than the best easy access deal anyway. • Top fix for cash ISA transfers: All those that allow you to transfer old cash ISAs in as well as new money have heftier penalties. So here the aim should be to fix for a length you need. Top 1yr is www.postoffice.co.uk at 1.7% AER, 2yr is Barclays at 2.02% AER, 3yr is Virgin at 2.15% AER. • Need access to your cash, 1.55% easy access cash ISA. www.bmsavings. co.uk allows new money and lets you transfer in old cash ISAs, of its 1.55% AER variable interest 1.05% is a bonus for a year. If you’ve still money, next consider whether you’re prepared to lock it away without access - if so, you can fix with a locked-in rate that’s usually higher.

Do bear in mind if rates rise over the term you can’t switch, so at the moment I don’t list fixes longer than three years. Top fixed-rate savings: www.krbs.com 1yr fix pays 1.9% AER, min £1,000. The top 3yr fix is www.investec.co.uk (min £25,000), which pays 2.5% AER unless the Bank of England base rate plus 1% is higher, in which case you get that. If you’ve less, www.shawbrook.co.uk Bank is a 3yr fix at 2.5% AER (min £5,000). Got any left? Earn 1.4% in the top easy access normal savings. Now we’re down to the bog standard easy access payers. Here you can put in big amounts and withdraw cash at leisure. Top normal savings: The Post Office pays 1.4% or over-50s can get 1.55% with www.saga.co.uk (min £1,000). Before you rush off to pour cash in the fountain, a few key tips... You pay tax on savings interest (if not in an ISA). Higher rate taxpayers lose 40% of their interest to the taxman, basic rate 20%. Non-taxpayers - cash ISAs may still be worth it. There’s no tax gain, but they often pay higher rates than equivalent savings, cash ISA fixes have more access and if you become a taxpayer again, the cash will then be protected. Part of a couple? Put savings in name of the lower-rate taxpayer. If one of you pays tax at a higher rate, providing you trust each other put non-ISA savings in the name of the lower taxpayer and you’ll take home more. For those who aren’t married/ civil partners, there is a tiny risk if one of you died within seven years of this that there’d be inheritance tax on it. Know your savings safety. Provided your money is in a UK-regulated savings account, the first £85,000 per person, per financial institution is Government guaranteed. If you’ve got more, spread it. Check your local credit union. On rare occasions these beat the rates above, check if there’s one near you. In dire straits? Go Bananas! If you keep bananas connected at the stem they will ripen faster and go squidgy and brown before you can use them all. So make sure you separate them and keep them away from other fruit to lengthen their shelf life. :)

INGREDIENTS 150g rolled oats 100g plain flour 100g light brown sugar 100g desiccated coconut 100g butter 2tbsp golden syrup 1/2 tsp of bicarbonate of soda 2 tbsp boiling water • Put the oats, flour, sugar and coconut into a large bowl and put to one side. • Pop the butter and golden syrup into a pan and let it melt gently. • Get a little bowl, put in the bicarbonate of soda and pour the boiling water over the top. Give it a stir so it dissolves and then add it to the pan. • Put your spoon into the middle of the oaty mixture and make a hole, then pour in the butter and syrup and give it a good stir. • Use your hands to make small balls of dough and put them onto a baking tray, pressing them down a bit so they flatten. • Cook for 15-20 minutes at 175Oc /gas mark 4. 24 The New Addington Magazine

The Central Parade Business Partnership (CPBP) celebrated the 2nd birthday of the New Addington Business Improvement District (BID) on 4th February 2015. As the smallest Business Improvement District (BID) in the country, the New Addington BID team are now frequently contacted for advice from business associations keen to follow in their footsteps. Since its start in February 2012, the BID’s collaboration with other partners and income raised through the additional annual BID business levy has enabled many practical improvements to the Central Parade shopping area including: • installation of lighting in stairwells • a regular programme of cleansing • regular residents refuse removal • additional 1 hour free parking pilot • Christmas Lights campaign • OLF1 market square improvements • additional Police presence on the Parade • joint-purchase of business services • representation of business views on planning issues and public realm proposals Ken Burgess, Chair of the CPBP and BID Board is keen to stress the importance of the BID: “The CPBP’s main objective remains to voice the needs of the business community to the Council, Police, Safer Neighbourhood and Anti-Social Behaviour teams and other parties and to promote the interests of local traders in public realm and regeneration developments.” Ken has no doubt of the BID’s worth: “By working together as a partnership, local traders have gained confidence in putting forward the needs of businesses to decision-makers. We now have a strong reputation and our views are taken seriously. By working with the Council, Police, Fire Service and other partners

we have secured significant support and funding that has and will continue to improve the security, facilities and look of the Parade.” Ken continued: “The additional annual BID levy paid by businesses has made it possible for us to budget and plan our own tailored programme of improvements and services for local traders. Every business has benefitted from the improvements we have made over the last 2 years.” The BID Board are now planning the 3rd year of the BID programme. As always, this will have the needs of the business community at its heart and is dependent on the income from the BID levy. “Businesses that fail to pay their share of the BID levy in a timely fashion are letting other businesses down and not entering the spirit of the business partnership. A shortfall in the BID income will inevitably impact on the projects and improvements CPBP can plan” said Helen Mason, Business Adviser to the BID. Projects will focus on safety and security, increasing footfall and trade, parking, access and transport, and on helping to improve the perception and look of the Parade and its surroundings. Immediate plans include: • painting of Central Parade shop stairwells • free food waste audits for food retailers and hospitality businesses • Council upgrade of the Central Parade Rear Service Road • savings audits on business commodities • marketing and social media workshops for local businesses • Central Parade regeneration (phase 2) and leisure centre works confirmed Said Ken “These improvements are designed to help traders in all aspects of their business. The BID levy continues to be good value for money for traders.” “The CPBP will pursue all businesses failing to pay their BID levy. SingCR0nise is New Addington’s Community Choir Established in November 2008, the choir now has a membership of more than 30 people. Open to anyone over the age of 18, it’s free of charge and rehearsals take place at The Salvation Army’s community facility at the old New Addington Library building, every Sunday from 7pm – 8.30pm* (*except during school holidays or on the last Sunday of each month). The choir sings a range of musical styles, but focusses mainly on contemporary gospel and Pop/Rock. SingCR0nise is a choir for all abilities. If you’ve never sung before, sing in the shower or if you just can’t stop singing, you’ll fit right in. Songs are taught by rote – that is, you don’t need to be able to read music or even words. Many of our members have been amazed at how they’ve progressed from feeling nervous initially to confidently singing in 3 part harmony! SingCR0nise is very much a Community Choir and has performed at the annual Community Carol Service and at the New Addington Carnival each year since its inauguration. It has also performed concerts as far afield as Maidstone and Wokingham in addition to more local concerts. The choir is led by Matt Spencer (New Addington Salvation Army Community Church leader), who firmly believes that having a good time is the key to a choir sounding good. Rehearsals

are fun with lots of laughter (and occasionally even cakes and sweets!). Choir members range in age from their early twenties to their early seventies, both men and women, and come from a variety of different backgrounds. Some are confident singers, some are slowly growing in confidence. One thing that they all have in common though is that they agree that there’s nothing quite like the uplifting feeling of singing with a choir, and there’s no better way to start the week (or end the weekend!) than with a SingCR0nise rehearsal! Why not come along and give it a try? You’ll be made very welcome and there’s no pressure to sign up or come back – just pop in and see if it’s for you. By the time you read this, Pathfinders All Ages team would have taken part in the Fire Safety Challenge organised by Croydon Council and LFB. This year the competition from groups on the estate means the likelihood of New Addington being on the trophy for the 3rd consecutive year will be very high! Lillians Law A huge well done to the family, MP, local newspapers and community for getting together and changing the law. Just as we have now know drinking and driving will not be tolerated, so now those who take drugs and drive will have to comply with roadside testing.

Coming up... There are plans afoot for Big Lunch / VE day celebrations in June. We also have the New Addington Peoples’ Carnival (please look on their Facebook page for details of how to get involved.) Please keep a lookout at Northdowns for our Flanders poppies planted last year in memory of the 100 years since WW1. Hoping these decide to make an appearance this year – with over 60,000 seeds spread, you’d have thought at least a couple would have seeded! Just a reminder that the Octagon Hub is open every Tuesday and Friday. Manned by volunteers please feel free to pop in for a cuppa and a chat. We also have a job club run also by volunteers on a Tuesday morning from 10am – 12.30pm for CV help and assistance, newspapers/computers for job searching. See you in March New Addington Pathfinders

New Addington Children’s Centres We offer a whole range of FREE services for families with children 0-5 years of age. From family cooking to First Aid, Health clinics to adult qualifications, parenting courses to Jumping Beans, there is so much on offer. We deliver a programme of activities and support across the whole of New Addington with the main Centre at Fairchildes Children’s Centre and family hubs located at Castle Hill, Good Shepherd and Applegarth Schools.
