Trained to Verify High-Performance BUILT TO SAVE® Homes
A Home Energy Rating System (HERS) Rater is a third-party inspector certified by an accredited Rating provider and licensed by the Residential Energy Services Network (RESNET).
HERS Raters inspect a home while it is under construction, and then test the home when completed (1) to visually verify that it complies with construction requirements and, using specialized software and equipment, (2) to determine its energy efficiency performance.
Raters play a key role in certifying homes as high performance. They have the ability to predict a home’s expected energy efficiency even before it is built by entering the home’s dimensions and other specifications into energy modeling software. The Rater’s knowledge of building science and their continuing education makes their oversight and technical advice invaluable to the home builder. Additionally, the Rater’s independent verification of compliance with programs like BUILT TO SAVE® adds confidence and trust to highperformance certifications.
Get PreApproved for a Loan
Make sure to set a budget before you start speaking to contractors or drafting floor plans. Review your finances, compare different loan options, and, most importantly, seek approval from a lender that matches your needs. Knowing the amount you’re eligible for will spare you disappointment and enable you to focus your energy on the homes you can afford. Lastly, taking this initiative also shows builders that you’re serious.
Set a Realistic Budget
1 2 3
Your homebuying budget should include more than your loan. Consider your monthly income and calculate how much you’ll be spending on monthly payments, including costs associated with homeownership, such as taxes, maintenance, and mortgage payments. Factor in other living costs, such as utilities, groceries, and car payments.
Keep in mind that you may qualify for a financial assistance program; these can help you with your down payment. Some will even provide you with mortgage tax credits. Although plenty of programs are available, many homebuyers don’t realize they may be eligible for such assistance. Do a bit of research to see if you qualify.
Be AboutStrategic Upgrades
New Year, New Home: A Homebuying Checklist for 2023
The New Year is an excellent time for a new adventure—like buying a new home. But just like any New Year’s resolution, like losing weight or taking up a new hobby, it’s always best to plan ahead. Purchasing a home may sound like a complex ordeal, but with some preparation, you can significantly lower excess stress. Here’s a handy checklist to help you comfortably move into your dream home in 2023.
Build Above Minimum Code Standards
It’s good to aim above minimum code standards when building a custom home. Durable, highperformance homes require less maintenance than their minimum-code counterparts. Consider working with a
Choose the Right Community
You’re not going to feel comfortable in the world’s most lavish home if its location doesn’t satisfy you. Visit communities you’re interested in and, if possible, chat with the locals. Some things you should consider when selecting a community include:
builder who’s a member of a high-performance home program, like BUILT TO SAVE®. These builders put superior construction and energy efficiency first, ensuring you’ll enjoy lower utility bills, healthier indoor air, and a comfortable living environment.
5 6 4
Lot size
Proximity to schools, hospitals, businesses, etc.
Amenities, such as pools, parks, and community centers
Homeowner association costs
Proximity to major roads
When building a new home, you may be offered additional features, such as upgraded appliances or premium flooring options. As you consider your choices, select only the upgrades that will add resale value to your home. It’s not uncommon for expensive upgrades—such as hardwood or natural stone floors—to save you money in the long run, as they’re more durable and add value to your home. As long as you approach your options strategically, you will boost your home’s style and comfort and its resale value, too.
Hire an Independent Home Inspector
It’s always good to have an independent pair of eyes inspect your new home before you move in. If you opt for BUILT TO SAVE® or another high-performance certification, a licensed third-party home inspector checks your home to verify it complies with the program’s strict requirements. Homes in the BUILT TO SAVE® program are inspected during construction and tested after completion to document and provide proof that they are high-performance homes.
Once you’ve ticked off all the boxes on its checklist, you can buy your home with confidence and peace of mind, knowing it will be built to the highest quality and energy efficiency standards.
So, what’s stopping you? Make 2023 the year you buy the home of your dreams.
Every year, RGV New Homes Guide devotes one of its issues to put a spotlight on a select group of builders in the Rio Grande Valley who are leading the industry in the construction of verified high-performance homes–the key word being “verified.” No builder will ever say that his or her homes are not energy efficient. The Leading Energy Efficient Builders special feature in the next pages identifies builders who have stepped up to a leadership role in the construction of energy efficient homes in the Rio Grande Valley of South Texas. They represent an exclusive group of building professionals who build to construction and energy efficiency standards that are superior to the required minimum code standards. They don’t have to do this, but they do so because they take pride in their work and in the value it provides for their homebuyers.
At a time when many construction companies are cutting costs by building to bare minimum legal code requirements, the builders featured here focus on investing more time and money to build superior high-performance homes. And while a lot of companies say they do exactly what these builders do, the fact is that the builders featured here can provide proof. Buying or building a home is surely the largest investment you will make in your lifetime, so why would you take anyone’s word that you are investing in a superior highperformance home? Ask for proof. Ask to see the BUILT TO SAVE® or ENERGY STAR® certificate.
A BUILT TO SAVE® and/or ENERGY STAR® certificate means that the home was inspected while under construction and tested after completion by an independent licensed home energy Rater who verifies that the home met the strict requirements of these highperformance home programs.
Some of the benefits of a high-performance home are better indoor air, enhanced home comfort, tighter construction, properly installed insulation, and increased savings on monthly utility bills. But the best benefit is that homeowners can enjoy peace of mind knowing that they truly have a high-performance home. The certificate of highperformance will be invaluable if you ever decide to sell your home.

Steps to Achieve a BUILT TO SAVE® Certification
A Builders’ Guide to Building A Superior Energy-Efficient Home
PRE-CONSTRUCTION
Projected Energy Efficiency Analysis
As the first step in the BUILT TO SAVE® process, a licensed home energy Rater reviews the home’s plans, including elevation and floorplan blueprints, Manual J, energy-saving items like ENERGY STAR® appliances, and heating and cooling information. The Rater enters the data from these documents into specialized software that produces a projected Home Energy Rating System (HERS) score. The HERS score is recognized nationally as a good predictor of a home’s energy usage once it’s built.
NOTE: Doing a projected analysis before the home is built helps you make any necessary adjustments to achieve the targeted energy score easier and at a lower cost, compared to doing them once construction is underway.
Review of the Manual J Calculation
Heating, Ventilation, and Air Conditioning (HVAC) contractors prepare a Manual J by entering the home’s blueprint information into a specialized program. This program calculates the heating and cooling loads of a home and recommends the proper size air conditioning unit based on the home’s specifications. The software is adapted to the particular climate the home is located in. Manual J also accounts for other factors, such as the amount of heat and humidity that each occupant of the home will add to the interior.
NOTE: A properly sized heating and cooling system is critical to energy savings and—more importantly—to the home’s comfort. An oversized system will waste more energy, have more maintenance issues, reduce comfort by cycling on and off before it has a chance to remove humidity from the home, and cause moisture and mold issues over time.
BUILT TO SAVE® is a regional energy efficiency program that awards high-performance certifications to new homes built to standards that surpass minimum building code requirements. The homes are inspected during construction and tested after completion by a licensed, independent third-party home energy Rater hired by the builder. Builders participating in this voluntary program represent an elite group of professionals who take pride in their work and value the superior benefits the BUILT TO SAVE® program provides to their homebuyers. Here is a step-by-step guide on how a BUILT TO SAVE® certification is earned.
NOTE: Builders must apply for membership into the BUILT TO SAVE® program in order to request certification for their homes. Visit https://www.builttosave.org/ registration/builder for the application.
ABOUT THE BUILDER
Building a home is a major decision that can have far-reaching implications for years to come. That’s why it pays to go with a trusted builder like Bellissimo Builders, a local custom builder that ensures your home is built with quality and attention to detail. Clemente Gonzalez and Rick Garza, the company’s two partners, embrace the core principles of the BUILT TO SAVE® high-performance home program, constructing homes that are superior to those built to minimum building codes. Bellissimo’s homes are notable for their attention to detail— especially when it comes to energy efficiency, durable construction, and overall comfort. Find out what makes them the ideal builder for a home built uniquely for you. See more online.
INITIAL INSPECTION
Thermal Inspection (After Insulation but Before Drywall)
A home energy Rater performs a thermal inspection after the insulation is installed and before the walls are put in place. The Rater visually inspects all areas of the home to check that the insulation is installed correctly and has the proper R-values. Insulation that has been compressed by force between the studs or into crevices loses its R-value and will not insulate the home adequately. Even spray foam insulation can be poorly installed. Bubbles formed during application can create voids inside the foam that reduce its efficiency. The Rater gives special attention to areas that could allow cold air to escape into the attic or to the outside.
NOTE: According to the Department of Energy, a typical home has about a half-mile of crack and gaps throughout. This can increase annual heating and cooling costs by 20-40% due to air leakage. A thermal inspection performed by a third-party Rater can help assure the homebuyer that the home was sealed properly and give them peace of mind.
Moisture Control
The Rater inspects the home’s envelope—including the outer walls, ceiling, and windows—and looks for areas that could create moisture problems in the future. Since the window manufacturer’s labels are still in place at this point as required by the law, the Rater makes notes to ensure that their values are as required by code and that they relate to what was specified in Manual J. The Rater also checks areas behind bathtubs located near an exterior wall to ensure that a waterproof backing will be used to avoid moisture issues caused by condensation from changes in temperature.
NOTE: Although moisture management is not a factor in energy efficiency, protecting the home against moisture problems is included in BUILT TO SAVE® inspections as part of the program’s wholehouse approach to providing a healthy home environment.
Ventilation
Tight construction is required for superior energy efficiency. But as the home becomes tighter, it is critical that a proper fresh air system is installed to allow the home to breathe. The Rater’s visual inspection ensures ventilation systems are placed properly. Having properly installed ventilation is especially important if the home has spray foam insulation, which has extremely high sealing characteristics. A variety of humidity-controlling devices are available on the market today that can greatly enhance the comfort level of a home.
NOTE: Proper mechanical ventilation is key to ensuring the quality of indoor air. Ventilation is nothing more than replacing stale air with fresh air. It is crucial for tightly constructed homes that can trap dust, pollen, and unhealthy air resulting from day-to-day activities, such as cooking, bathing, and even the occupants’ breathing.

Ducts & Air Registers
The Rater inspects the HVAC duct system, looking for areas that are poorly sealed and connected. Mastic is an inexpensive sealant that should be used generously over duct taping at all the seams for maximum protection. Simply using foil tape is not acceptable since heat will cause the tape to fall off and allow air to escape into the attic. The Rater also inspects the locations where the ducts connect to vents and registers in the ceiling to ensure proper connections.
NOTE: A properly designed duct system, a function of the HVAC contractor, is key to making sure ventilation delivers an equal amount of air at equal pressure to every room of the home. Failure to equalize airflow will lead to some rooms being colder or hotter than others. Installing jumper ducts is a good way to equalize air pressures and can be a remedy for rooms that are noticeably warmer or colder than other parts of the house.
Verification of Final Results
The Rater performs a final review of the home’s specifications to verify that it was built as specified during the preconstruction stage. They make notes of items that can add or detract from the home’s projected energy score. Additionally, the final inspection includes a blower door test and a duct leakage test to calculate the home’s HERS score.
The Blower Door Test
Once the home is completed, the Rater performs a blower door test to measure the leakiness of the home’s envelope. In other words, they test how much air goes out or comes in through the roof, windows, doors, vents to the outside, and other openings. To do this, the Rater closes all openings of the home and uses a specialized fan on a doorway to first blow air in, then out. The home’s air leakage to the outside must fall within the acceptable range to qualify for the BUILT TO SAVE® certification.
NOTE: The blower door test is usually performed after the home is complete. However, a Rater can perform a rough-in blower door test at the thermal inspection stage if all of the home’s openings can be covered—even if with just plywood and tape. Doing a blower door test while the home is in framing allows for an easy fix to any identified problem areas. And, if the home passes at this stage, you can rest assured it will pass at final inspection.

The Duct Leakage Test
The duck leakage test identifies leaks in the joints and seams of the HVAC system’s ductwork using diagnostic hardware to measure the ducts’ airtightness. The procedure uses a calibrated fan that measures the airflow rate and a pressure-sensing device that records the pressure created by the fan. The amount of leakage must not surpass the acceptable range to meet the requirements of the BUILT TO SAVE® program.
NOTE: An acceptable duct leakage test in Climate Zone 1 (Cameron County) and Climate Zone 2 (Hidalgo County) requires air leakage rates of less than 4% of the conditioned floor area (living space). Anything more means too much air escapes from the ducts and will cost the homeowner money in utilities.
PROOF OF HIGH PERFORMANCE
The BUILT TO SAVE® Certificate
A BUILT TO SAVE®certificate is critical proof that the home was verified as a high-performance home. The supporting documentation provided by the Rater is kept on file by BUILT TO SAVE® as proof of the home’s compliance. This archive has all of the documents submitted by the builder, the Rater, and their Provider, and includes photos taken during inspections, any issues that were found and corrected, and photos of the readings on the manometers used during final testing.
NOTE: Aside from the peace of mind the BUILT TO SAVE® certificate will give the homebuyer, it will be invaluable if they decide to sell the home. It trumps telling prospective buyers that the builder said the home is a high-performance home. National surveys show that homes certified as high-performance demand a higher resale value and sell faster.
The BUILT TO SAVE® Whole-house Systems Label
Building codes require every home to have a label that lists the types and ratings of critical components of the home, such as insulation, windows and doors, and heating and cooling equipment.
NOTE: While this label is required by law, regrettably few homes have it. This mandatory label is included with the BUILT TO SAVE® certificate. Compliance with current building codes is another important benefit of the BUILT TO SAVE® program.
At a time when every builder says they build energy-efficient homes, it is a good policy and a great competitive advantage to provide homebuyers with proof—a BUILT TO SAVE® certificate. TO SAVE®
RISE ABOVE ALL THE REST
If you are building or buying a new home, don’t settle for minimum standards. Ask your builder if they build homes with any of these high-performance certifications. Ask for the certificate. You’ll be glad you have it if you resell your home.
DOE ZERO ENERGY READY HOME
HIGH-PERFORMANCE FEATURES:
This certification is awarded to homes that meet all of the criteria of the Department of Energy’s Energy Ready Home National Program. These homes are verified to be at least 40%-50% more energy-efficient than a typical home. Zero Energy Ready Homes are so efficient that incorporating a renewable system can offset most or all annual energy consumption. Visit energy.gov for more information.
ENERGY STAR®
The ENERGY STAR® is a national program administered by the Department of Energy in conjunction with the Environmental Protection Agency. To earn the ENERGY STAR® certification, homes must meet strict construction and energy efficiency criteria verified by a third party. An ENERGY STAR® qualified home consumes 15% to 30% less energy than a similar home and provides better durability, more comfort, cleaner indoor air, and reduced maintenance costs. Visit energystar.gov for more information.
INDOOR AIRPLUS
The Indoor airPLUS is a program of the Environmental Protection Agency and is a companion label that can only be awarded to a home that has qualified for the ENERGY STAR® or Zero Energy Ready Home programs. The construction and system requirements of the Indoor airPlus program are designed to reduce contaminants to improve indoor air quality, including mold, moisture, radon, carbon monoxide, toxic chemicals, and other detriments found in low-quality air. Visit epa.gov for more information.
BUILT TO SAVE® Best Value!
The BUILT TO SAVE® program is a regional energy efficiency program designed to provide a high-performance home that is “superior to code.” To receive the BUILT TO SAVE® certification, homes must be inspected before drywall is installed to ensure proper insulation, and tested at the completion of construction to verify that the air leakage requirements of the program are met. A BUILT TO SAVE® certification means the following: savings through low energy consumption, a more comfortable home, better indoor air quality, and less maintenance, all demanding a higher resale value for the home. Visit BuiltToSave.org for more information.

An independent, RESNET-licensed Home Energy Rater has verified the homes’ compliance with the program requirements. These awards are a great example of how AEP Texas supports positive change in the homebuilding industry, ultimately helping create a more sustainable future for everyone.
The AEP Texas High-Performance Homes Program is a voluntary program for home builders that provides incentives for constructing energy-efficient, high-performance homes. To qualify for the program’s cash incentives, the builders’ homes must exceed the required kWh savings by at least 5%. The calculation is based on a Texas Baseline Reference Home established by the Public Utility Commission of Texas. In addition to mandatory requirements—such as a 16 SEER A/C System and Grade 1 wall and ceiling insulation—the builders’ homes must meet other criteria used to calculate the paid incentive. Additional bonus incentives are available for installing items such as heat pump water heaters, electric vehicle (EV) chargers, ENERGY STAR® smart thermostats, spray foam insulation, and properly sized HVAC systems.
The goal of the AEP Texas High-Performance Homes Program is to help builders improve their building processes and implement products designed to improve their homes’ energy-saving performance and the occupants’ well-being. By committing to these standards, builders don’t just get rewarded with incentives and awards. They can take pride in offering their homebuyers high-performance homes with higher utility savings and an improved environment with long-term comfort and cleaner indoor air.

It’s not something we can see after the walls are put in, and even if we could see it, would we know what to look for? And when we compare it to, for example, stunning exotic granite countertops or designer lighting fixtures, insulation just isn’t too appealing. Yet, if a home’s interior is not comfortable, and if a utility bill is unusually high every month because of poor insulation, we’d probably wish we had paid less attention to the granite countertops and more to the insulation.
If the type of insulation used is wrong or if the correct insulation is used but not properly installed, it will be inefficient and will increase a heating or cooling bill. Choosing the right insulation and ensuring that it is properly installed is critical for homes in the Rio Grande Valley, which is located in U.S. Climate Zones 1 and 2, which have some of the hottest temperatures in the country.
CHOOSING THE RIGHT INSULATION
Code-required R-Values (a measure of the insulation’s heat resistance) is the first factor to consider. The location of the insulation, like the ceiling or exterior walls, will require different R-values. Cost is the second factor, and here is where most people make a mistake. Spray foam, for example, is more expensive than basic fiberglass insulation, but its payback in savings on utilities and enhanced home comfort will more than make up for the initial cost.
INSULATION BASICS 101
IT’S ALL ABOUT COMFORT AND SAVINGS
in-blanket fiberglass to open and closed cell spray foam, rock wool, cellulose, and foam board insulation. The advantages and disadvantages of each are varied, and it would be impossible to choose without the help of a professional—one who has the best advice. And to make things more complicated, even if you choose the right insulation without professional help, if it isn’t installed properly, it won’t perform to its maximum R-value.
CHOOSING THE RIGHT INSULATION CONTRACTOR
Insulation only performs like insulation if it is installed properly. That applies to superior insulation like spray foam but especially to the less expensive options like batt and roll. So, what’s the best way to choose an insulation contractor who installs properly? It’s easy—look for a BUILT TO SAVE® certified installer. These installers are experienced and trained to ensure that their work passes the visual inspections of a home energy Rater contracted by the BUILT TO SAVE® program to make sure the insulation has been properly installed.
One such company is Valley Energy Specialist (VES), a BUILT TO SAVE® installer who has been serving the Rio Grande Valley for over 12 years. Today, this family-owned business, operated by Robert Salinas, Jr. and his two sons, Rob and Andrew, has earned the reputation as the “go-to” place for effective and affordable insulation. VES offers all types of insulation, from standard fiberglass
performance. Valley Energy Specialist’s experienced and knowledgeable staff can be of tremendous help in choosing the type of insulation that is right for your project. Why guess what insulation is needed for your home? Why go anywhere else? VES does one thing, and does it right: insulation. From consultation to personalized advice and complete installation, Valley Energy Specialist, a BUILT TO SAVE® installer, should be your Number 1 choice when you decide to insulate your home correctly.

Sierra Title Hosts Its 41st Annual Tamalada
Beautiful weather, great company, and delicious tamales were served at the 41st annual Sierra Title Tamalada on November 9. Hosted at the company’s main office in McAllen, Texas, visitors were delighted to participate in Sierra Title’s traditional Tamalada after being forced to cancel it last year due to the pandemic.
For more than four decades now, the Sierra Title Tamalada has signaled the beginning of the holiday season for the Rio Grande Valley’s real estate industry. It’s also an opportunity for Sierra Title to show its gratitude to the community and its customers for the support they’ve received.
Visitors showed up in droves, happy to once again mingle among themselves and Sierra Title’s staff and management personnel. The tamales, rice, and beans, the centerpiece of the Tamalada event, were to die for. Mother Nature even did her part, providing the beautiful weather.
As always, Sierra Title’s annual Tamalada was a great chance to kick back and enjoy a tasty lunch with coworkers, acquaintances, friends, and family. It reminds us how much we have to be thankful for, even after all we’ve been through together.
We’d like to take this moment to congratulate and thank Sierra Title for their ongoing service to the Valley community.
Matt’s Building Materials Groundbreaking
Nearly a year after a New Year’s Eve fire destroyed the iconic Matt’s Building Materials store in Pharr, Texas, the company broke ground on a new facility. On December 15, 2022, family, friends, customers, and local dignitaries gathered to celebrate the official start of a new chapter in the company’s history, which dates back to 1969.
Matt’s Building Materials—originally called Matt’s Cash and Carry—is a family-owned business with Danny Smith as CEO. When founder Ira Matt retired in 2001, he sold the business to Danny and his wife Diana. Upon taking ownership, Danny changed the corporate structure and gave two of his longtime managers and friends, Oscar Sandoval and Luis Mancillas, a stake in the business. He also gave some of his own share to his three sons: Jeremy, Isaac, and Ben. Each of the sons now manages one the company’s three stores in Pharr, San Benito, and Palmview, Texas.
The company has over 170 employees, many of whom lost their jobs because of the fire. “The fire was a devastating event for our employees and their families,” said Isaac Smith, co-owner and manager of the Pharr store. “We hope all of our employees are able to come back when our new facility is finished.”
The new 30,000-square-foot facility will include a new Matt’s Building Materials store, retail spaces for leasing, and an event center. It is projected to be finished by early 2024.
Over the past 54 years, Matt’s Building Materials has faced many challenges but has always adapted and overcome them. The fire will be no exception. It is their companywide commitment to responsibility that makes them successful— responsibility to their employees, customers, and creditors. As Danny Smith said: “If you are responsible, do things right, and make sure that your customers know you value their business and that they are the reason you are successful, only then can the business give back to you.” The groundbreaking in Pharr is proof of Matt’s Building Materials’ commitment to its customers. With the new facility, the company will continue to be the oldest lumber yard in the Rio Grande Valley.

Shopping for a Mortgage — Frequently Asked Questions
Getting ready to buy a home?
A good mortgage loan is key to making your dreams of homeownership come true. But it can be intimidating to browse all the potential lenders and loans to find a mortgage that works for you. Here are answers to the most common questions about shopping for a mortgage that can help you compare loans and get the best deal.
What’s a Mortgage?
A mortgage is a homebuying loan contract between you and a lender, such as a bank, credit union, or mortgage company. The lender loans you money to buy a home, and you agree to pay it back according to the terms of your contract. Your home often acts as collateral for the loan, meaning that the lender may have the right to take ownership of your property if you fail to make the agreed payments.
What Should I Do Before Getting a Mortgage?
Before you apply for a mortgage, you should do three things:
Determine your down payment: Calculate how much you can afford to put down as a down payment for the home. This sum can affect what kinds of loans you qualify for. Aim for a 20% down payment as it brings down the total loan amount and lowers your overall costs.
Get a free credit report: A good credit report can help you qualify for loans. You can get a free annual credit report online (www.AnnualCreditReport.com). If you notice any mistakes in the report, inform the lender and dispute them with the involved credit bureau.
Compare multiple lenders: Get quotes from multiple lenders and ask them about all the costs of the loan. In addition to the monthly payment and interest rate, find out the annual percentage rate (APR) which is the total cost you’ll pay annually. The Federal Trade Commission (FTC) has a handy Mortgage Shopping Worksheet (www.bit.ly/3HiBRRd) that can help you compare lenders.
How Do Mortgage Brokers Work?
A mortgage broker is a person that can help you compare lenders and figure out loan details. They often have access to a wide lender network and can help you with the application process to save you time. Of course, you will have to pay them. The broker’s fees might get added to the final closing amount or the interest rate. Ask your broker how they want to get paid to ensure you’re clear on their terms. Additionally, a broker may not always get you the best deal, so double-check the loan terms and conditions yourself. Interview multiple brokers to find out which you want to work with—if any. You may check whether your broker has been involved in any disciplinary actions with the National Multistate Licensing System (www.nmlsConsumerAccess.org).
Can I Negotiate Mortgage Terms?
Yes. It’s a good idea to get quotes from multiple lenders so you can ask them to match other offers. You can also request a lender or broker to lower their rates or fees. Finally, if they agree to lower one fee, make sure the lender or broker isn’t sneakily raising another.
How Can I Avoid Deceptive Loans?
With so many mortgage lenders and brokers out there, you should look out for deceptive mortgage ads. Be wary of advertisements promising very low or fixed interest rates and low payments. The low or fixed rate may only apply for a very limited time, so pay attention to the fine print spelling out the APR—lenders must provide it under federal law if they mention an interest rate
Low payments may only apply to the interest rate and not the actual amount of money you borrowed, called the principal. You must eventually pay the principal and might end up with much higher monthly payments.
Finally, beware of negative amortization. This is a scheme where you pay off only a portion of the loan’s interest each month. The unpaid interest gets added to the principal, which can increase the amount you owe beyond the value of your home.
How Do I Pick the Best Loan?
Figure out the total monthly payment of your loan using the PITI method. This calculation adds together the monthly payments for the Principal, Interest, Taxes, and homeowner’s Insurance. Look for the lowest PITI when comparing loans.
You may have to take private mortgage insurance (PMI) which can be included in the PITI—but it also may not be. Ask your lender if PMI is included in the PITI and add it to the final sum if it isn’t.
Will Credit Problems Affect My Mortgage Loan?
Issues with your credit history can result in you having to pay more for a loan, or they could even disqualify you. This is why you should check your credit report before applying for a mortgage. If you have credit problems, honestly explain them to the lender and they may be willing to overlook them.
What Info Will Lenders Give Me After I Apply?
Under federal law, lenders and brokers must provide you:
How Can I Improve My Chances of Getting a Mortgage?
Give the lender as much information as possible to support your application. Hand over detailed reports on your income and employment history to show you’re able to pay the loan back. If you have missed bills due to layoffs or medical issues, write a detailed letter explaining the situation. Lenders must consider
A home loan toolkit from the Consumer Financial Protection Bureau (CFPB) within three days of applying for a mortgage loan. This document can help protect you from unfair lending practices.
A loan estimate within three days of receiving your loan application. The estimate should include the estimated interest rate, monthly payment, total closing costs, estimated tax and insurance costs, any prepayment penalties, and how the interest rate or payment could change in the future. The CFPB loan estimate explainer (www.bit.ly/3GUuttT) can give you an idea of what to expect.
A closing disclosure at least three business days before your closing. This form states the final details about the mortgage, such as terms, monthly payments, fees, and other costs. Getting the disclosure in advance gives you time to review its terms against the loan estimate and address any discrepancies with your lender.

Reasons Your Home Should Be BUILT TO SAVE® Certified
Would you like to pay less in utility bills and enjoy more comfort at home? You can— if your home is certified in the BUILT TO SAVE® high-performance home program. Read on to learn more about how a BUILT TO SAVE® certified home can improve the quality of your life and your homebuying experience.
There can be many uncertainties when building or buying a home. For example, how can you be sure the home is constructed to superior energyefficiency standards? A home with a BUILT TO SAVE® certificate gives you that certainty.
The BUILT TO SAVE® certification is given to new homes that meet strict criteria for energy efficiency and construction standards. It also shows the builder’s commendable dedication to building highperformance homes of superior quality. You can relax in your new home in peace knowing it’s built to high quality standards— while also enjoying the benefits detailed below.
What Is the BUILT TO SAVE® High-Performance Home Program?
BUILT TO SAVE® is a voluntary program for builders that issues certificates of high performance to qualifying new homes. It verifies the home surpasses minimum building code and basic energy efficiency standards. As a requirement of the BUILT TO SAVE® program, an independent, RESNET-certified Home Energy Rating System (HERS) Rater inspects the home during construction and tests it after completion to verify it meets the BUILT TO SAVE® certification’s requirements for high performance.
With the test results in hand, the Rater calculates the home’s HERS score—a great predictor of how the home will perform in terms of energy efficiency. Unlike high school exam results, you don’t want the home’s HERS score to be high—a lower HERS score signifies better energy efficiency. The home needs a score of 63 or lower to qualify for the BUILT TO SAVE® certificate. A home with the certificate will be more energy efficient and better constructed than a similar home built to minimum code standards.
How a BUILT TO SAVE® Certified Home Benefits You
Saving money on utilities is great, but it’s just one of BUILT TO SAVE® certification’s many benefits. Most importantly, it can improve the quality of your life by providing you with more comfort, better indoor air quality, and lower maintenance.
Without a doubt, these factors have a huge impact on whether or not you will be happy in your new home. But they can’t be seen— only experienced. Unfortunately, homebuyers often base their buying decisions mostly on what they can see—the home’s beauty—and not on what will be more important to them once they move in. Here is what homebuyers should know about a BUILT TO SAVE® certified home.
LOWER UTILITY BILLS
It says so right there in the name—the BUILT TO SAVE® certification helps you save money. For example, did you know that an average house has roughly a ½ mile of cracks and gaps in its walls, doors, windows, and ceilings? These gaps can increase your yearly heating and cooling expenses by up to 40% due to air leakage. HERS Raters do a thermal bypass inspection while the home is under construction. This inspection ensures that areas where air can escape or enter the home are properly sealed to remove these pesky money sinks.
The BUILT TO SAVE® program lowers your utility bills by verifying that your home was built with correctly installed insulation, properly sized heating, ventilation, and air conditioning (HVAC) systems, appropriate ventilation, and more. The monthly savings on utilities will add up over the home’s life, resulting in money you can use to offset other costs of homeownership.
MORE COMFORT IN YOUR HOME
The Rio Grande Valley is among the hottest regions in the country and the humidity here can be oppressive. In fact, one city in the Lower Valley has the highest humidity in the nation. For these reasons, you shouldn’t assume your new home will be comfortable. With a BUILT TO SAVE® certified home, you won’t have to assume. You’ll know that a Rater made sure the home’s insulation was properly installed to keep cool air inside the house in the summer and warm air in the winter so you can relax in comfort. You will also know that the air-conditioning (A/C) unit was properly sized for your home to keep you from living in an uncomfortably humid home due to an oversized unit.
BETTER AIR FILTRATION AND HEALTHY INDOOR AIR QUALITY
Dust, pollen, and other contaminants and allergens can get into a poorly sealed house. Naturally, dust-filled air isn’t healthy for anyone. But it’s a real problem if you or a family member suffers from respiratory issues, like allergies or asthma. The BUILT TO SAVE® Rater inspects the home to identify cracks, openings, or other gaps that could allow pollutants to get inside. A wellsealed home with a proper
ventilation system will ensure you and your family can breathe clean, healthy indoor air in the comfort of your new home. A home with a tight, wellsealed envelope has one additional benefit—it will keep unwanted intruders out. Pests can find their way into homes through the same cracks that leak air. With fewer gaps and openings, fewer unwelcome visitors can crawl into a BUILT TO SAVE® certified home.
Correctly sizing A/C units is one of the greatest but often overlooked challenges in home construction. An oversized air conditioner cools your home too quickly and shuts off before removing all of the humidity in the air. As a result, your home can feel clammy and uncomfortable. The buildup of humidity can also lead to mold and other moisture issues.
ACCURATELY SIZED HVAC SYSTEMS PEACE OF MIND IN YOUR NEW HOME
A builder member of the BUILT TO SAVE® program must submit a Manual J document for the Rater’s review. This document details the home’s cooling and heating needs based on several factors, like house size, number of occupants, and insulation R-values. Rather than using a “rule of thumb” method or guessing, the Rater calculates the heating and cooling loads using specialized software and data customized for the home’s precise specifications to determine the exact size of the A/C unit needed.
HIGHER RESALE VALUE
The BUILT TO SAVE® program benefits you especially if you decide to sell your home. National market studies clearly show that today’s homebuyers want high-performance, energy-efficient homes. They’re ready to pay a premium for the increased comfort and lower energy bills. Not only that, certified energy-efficient homes tend to sell faster than non-certified ones. With a BUILT TO SAVE® certificate, you’ll have proof of energy efficiency and can confidently ask for a higher price for your home.
4 5 6
If you’re an environmentallyminded person, you have an extra motivation to make your home energy efficient. The Energy Information Administration says the residential sector produces around 20% of our country’s carbon emissions. Reducing your home’s energy consumption does more than save money. It directly lowers your carbon footprint and helps protect the planet for your children and their children.
7
Saving on utility bills and maintenance costs is great, but you can’t put a price on peace of mind. And that’s the best thing about the BUILT TO SAVE® program.
You can enjoy life in your home knowing that a licensed, independent, third-party Rater has inspected and tested it to verify it meets the requirements of the BUILT TO SAVE® high-performance home program. Furthermore, you can rest assured that your home complies with the State of Texas-mandated International Energy Conservation Code (IECC). Enjoy the worry-free feeling of knowing that you didn’t have to take anyone’s word that you bought a superior energy-efficient home. You’ll have a BUILT TO SAVE® certificate to prove it.
When it comes to buying a home, future homeowners have a choice. They can build or purchase a home built to minimum-code standards. Or, they can choose a home that has a verified BUILT TO SAVE® certificate of energy efficiency and high performance. Now that you know how the BUILT TO SAVE® program can benefit you, it’s not a difficult choice. Ask your builder if they’re a BUILT TO SAVE® program member, and if their homes have a certificate of high performance.
