DEFENCE EXPERIENCE Throughout the evolution and development of Government and Ministry of Defence construction procurements, NORR has demonstrated their ability to adapt with this evolution whilst learning and implementing best practice along with continuous improvements and innovative design solutions that have enabled NORR to remain in the forefront of this leading edge sector of excellence. For many years Her Majesty’s Government and the Cabinet Ministers have been exploring ways of improving the way in which the Crown Estate is managed and modernised to meet modern day standards for the Armed Forces, in particular, their accommodation and training facilities. With this in mind, Number 10 Downing Street commissioned two significant milestone papers to bring about change in the way that Ministry of Defence projects were designed and constructed. These Ministerial papers were produced by Latham & Egan in the mid to late 90’s and contained vital and innovative toolkits that would challenge the construction industry to become more efficient and cost effective for the tax payer’s budget, but in essence, these papers were very much theoretical and had to be proven into a tangible and real environment. In order to convert these theories into practice, the Prime Minister, Tony Blair, gave instructions to the Ministry of Defence to challenge the construction industry under the banner of ‘Building Down Barriers’ by commissioning two significant pilot projects to demonstrate that the Latham & Egan initiatives could be converted into ‘real’ projects. Two separate teams were selected to design and construct Physical & Recreational Training Centres (P&RTC’s) for the Armed Forces, one at Aldershot and the other at RAF Wattisham. The entire process was monitored by independent Government advisors to ensure that each team progressed using the same guidelines and toolkits with measurable outcomes. Spanning some 30+ years of commissions for the Ministry of Defence, NORR had an established track record within the Defence Sector and it came as no surprise when they were invited by the Ministry of Defence to lead and manage the design process for the P&RTC at RAF Wattisham. The project was successfully delivered to the delight of the Prime Minister who sent out invitations to NORR to personally thank the team for their achievements which later paved the way to delivering Defence projects through ‘Prime Contracting’. Following the success of the two pioneering P&RTC projects, the Ministry of Defence along with other Government departments have commissioned Billions of pounds worth of projects and commissions using ‘Prime Contracting’ as their preferred procurement method. NORR has continued to design and deliver in excess of £200m of commissions for the Ministry of Defence and are aligned with most of the major construction companies that specialise in Prime Contracting and are gearing up for the next wave of commissions known as the ‘Next Generation of Estates Contracts’. The NGEC’s have been split into Regional and National segments that are planned for roll out commencing in 2014 and will be delivering state of the art facilities for the Ministry of Defence.

BRIGADE & GARRISON HEADQUARTERS COLCHESTER GARRISON UK PUBLIC BUILDINGS: GOVERNMENT, DEFENCE The headquarters for the new Colchester Garrison, part of £525m PFI project by Sir Robert McAlpine, provides the single largest building on the site. Housing over half of the highest security rooms on the Garrison site, the headquarters provides office accommodation to a high standard. The building is designed on a symmetrical plan, with a feature entrance overlooked from first floor accommodation. The headquarters is the centrepiece of the masterplan for the site and sets the architectural style and palette of materials for the other new Garrison facilities. CLIENT Flagship Training Ltd SCALE 1,950 m² VALUE £3.5 million COMPLETION 2004
WARSPITE BUILDING HMS COLLINGWOOD, UK PUBLIC BUILDINGS: GOVERNMENT This project was a new ‘secure’ training building for Royal Navy at HMS Collingwood, Fareham, as part of the new Integrated Maritime Warfare Training School combining operator training and maintenance training within one establishment. The building incorporates anti-terrorism measures against data interception, within a network of training suites linked to encrypted central servers. The project was completed on budget and within extremely tight timescales in July 2004, dictated by the need to use the summer shutdown period for a transfer and recommission of complex training equipment from HMS Dryad as the strategic defence review. This is one of numerous buildings provided at HMS Collingwood, HMS Raleigh and BRNC (Britannia Royal Naval College) Dartmouth within the scope of the Prime Contract Enabling Agreement between Royal Navy Estates Organisation (RNEO), Flagship Training, Mansell, Gifford and NORR since August 2002.

MARITIME COMPOSITE TRAINING SYSTEM HMS COLLINGWOOD, UK PUBLIC BUILDINGS: GOVERNMENT, DEFENCE This new training facility was constructed for BAE Systems as an extension to the earlier Warspite building (also designed by NORR) within the HMS Collingwood Maritime Warfare Training Complex HMS Collingwood in Hampshire. A bespoke project, the new building provides a state-of-the-art training facility with flexible and adaptable teaching spaces and supporting administration offices. It incorporates a number of sustainable building features in order to meet the Royal Navy’s aspirations of an Excellent Rating when modelled through the Defence Related Environmental Assessment Method (DREAM). The new MCTS building is a continuation of the form and elevation treatment to the original Warspite. The main Warspite entrance leading to the reception atrium forms the shared access to the new MCTS building and the entrance elevation includes a feature vertical frame element supporting solar shading providing a varied and interesting entrance approach.

VOCATIONAL COLLEGE TRAINING CENTRE HMS COLLINGWOOD, UK PUBLIC BUILDINGS: GOVERNMENT, DEFENCE The new Vocational Qualification Training Centre (VQTC) will continue the phased redevelopment of HMS Collingwood by providing one bespoke facility for the delivery and assessment of apprenticeship programmes and enhanced access to Learn Direct for all military personnel based on site, as well as those in the wider defence community. In addition, the proposed facility will also provide office and administration accommodation for 48 members of staff. The Royal Navy’s objective is to create a vibrant, stimulating learning environment providing a variety of spaces from the informal, flexible e-learning library and display areas to the more formal classroom spaces. The proposed building configuration locates the flexible double height e-learning hub to both the building centre and building entrance. To avoid soulless corridors, a central circulation route is created with double height lightwells providing access to the classrooms, ICT laboratories and the supporting ancillary facilities which also have dual functional break-out areas.

HOWE GALLEY HMS COLLINGWOOD, UK PUBLIC BUILDINGS: GOVERNMENT, DEFENCE The new “Pay As You Dine” facility at HMS Collingwood, known as Howe Galley, was officially opened by Her Royal Highness Princess Royal in May 2008 and replaces the existing dining facilities on the base, which no longer meet the required Royal Navy standards. A fundamental element of NORR’s design is an internal ‘street’ running East to West that lies on the route from the living accommodation blocks to the main training facilities. Entrances to the new building are orientated on a east/west axis to form the ‘street’ and leads into the dining hall, servery, retail shop, coffee shop, laundry and hairdresser. Great importance has been given not only to the how the building works internally, and how it appears externally, but also how it fits in with the main establishment due to its central location in relation to the parade ground.

NORR designed a new dining facility at HMS Raleigh, the Royal Navy’s premier South West training establishment, providing up to 1,100 meals three times daily.

Known as Victory Galley, the modern and environmentally friendly restaurant uses building materials low in carbon emissions, energy efficient heating and a specialist waste system that creates bio-fuel. The 2,500 m² building consists of two separate dining areas; one for the Royal Navy’s new recruits and the other for trainees on specialist courses. Naval personnel employed at the base and civilian staff all use this facility. The design philosophy has been to create an efficient, functional building whilst attempting to minimise visual bulk and express its distinctive design within the landscape. Careful consideration has been given to the selection of materials for the external envelope due to the extremely exposed nature and saline environment of a coastal site.

AGUSTA WESTLAND AIRCREW TRAINING CENTRES VARIOUS LOCATIONS, UK PUBLIC BUILDINGS: GOVERNMENT, DEFENCE NORR worked very closely with the main contractor, and AgustaWestland to design, and construct the four training centres that are used to train the British Army’s Apache helicopter air and ground crews. AgustaWestland as prime contractor, was awarded the overall contract (valued at more than £2 billion) to supply 67 Apaches to the British Army Air Corps. The four buildings at Middle Wallop, Arborfield, Wattisham and Dishforth, are currently the most advanced helicopter training facilities in the world. They incorporate many specialist features required to overcome potential external problems, from terrorist attack to helicopter noise intrusion, to ensure that the mission simulators and training areas are always available for use.

PROJECT VULCAN MIDDLE WALLOP, UK PUBLIC BUILDINGS: GOVERNMENT, DEFENCE New building for the manufacture of defence pyrotechnic products within the grounds of an existing establishment specialising in explosives. The site lies within a sensitive rural environment, and the building is sculpted below ground to minimise visual impact and assist blast deflection. The building consists of a series of process ‘cells’, with manufacturing & assembly rooms, each separated from its neighbours by blast-resistant concrete construction. Building complies with HSE code of practice for Manufacture and Storage of Explosives (MSER) and American Department of Defence Explosives Safety Board (DDESB), Protective Construction Code TM 5-1300.

LYNX WILDCAT TRAINING FACILITY SOMERSET, UK PUBLIC BUILDINGS: GOVERNMENT, DEFENCE The Lynx Wildcat Training Facility is a unique and specialised project designed by NORR for Agusta Westland (AW) who was contracted directly by the Ministry of Defence to provide an integrated building solution that included complex equipment for training of Army and Royal Navy personnel in the use of the AW159 Lynx Wildcat helicopter. The programme for this 3-storey project was unique and evolutionary as it represented a new era in Defence Training whereby Aviators and Land based personnel training for multiple branches of the Armed Forces were brought together in a single training building located at Royal Navy Air Station (RNAS), Yeovilton. Historically, each of these forces kept their training facilities separate and was further segregated by the hierarchy that existed between land based personnel (the technicians) and air crews (the pilots). Following the UK’s strategic review of the Armed Forces and severe cut backs in defence spending, this project represented the first step towards synergising the Forces under one roof thus creating an innovative and cost efficient building solution. The facility provides the highest quality of training to aircrews and ground crews and is equipped to provide a wide range of synthetic training covering the aircrafts mechanical, avionic and weapon systems. The facility has two Full Motion Simulators, a Flight Training Device and a Cockpit Procedure Trainer. All of the simulators are capable of delivering Army or Royal Navy configurations and mission training. Each of the Full Motion Simulators have six degrees of freedom to provide the acceleration sensations associated with helicopter flying together with a visual system providing highly realistic and cost effective training. Physically the simulators were separated from the building structure and foundations to ensure complete isolation against any vibration or motion being transmitted to other occupied areas within the building. The training centre also contains a suite of briefing rooms, integrated electronic classrooms and a learning management system providing training for the Army and Royal Navy.

CAE FLIGHT SIMULATOR FACILITY PHASES 2-4 BURGESS HILL, UK PUBLIC BUILDINGS: GOVERNMENT, DEFENCE CAE is a leading provider of simulation and training services for civil aviation and defence customers worldwide. The brief was to provide a high quality facility adjacent to their existing UK headquarters in Burgess Hill to enable their civil aviation business to expand over the next few years. The site is located on the fringe of an industrial estate and is bounded to the west by the A273. The new building accommodates 12 new flight simulators, ancillary facilities and a café link to the existing CAE building. Careful consideration was given to the requirements of the new simulators in the design of the building with particular attention to its structural principles, the relationship it would have with the existing building and surrounding area together with sustainability issues such as natural ventilation. Given the prominent location of the site adjacent to the A273 and the high quality of the existing building designed by Lifschutz Davidson and completed in 1999, the Mid Sussex District Council took a keen interest in the design process and emphasised the need for a new building that would respond sensitively to the existing building whilst being a high quality building in its own right. Internally the new building is split into four distinct areas; a glazed atrium, a two-storey central administration core and two large open halls each side, both large enough for four simulators. A further four simulators are accommodated in an extension to the existing simulator hall.

The new sports centre provides service personnel with a 3 lane indoor running track (at first floor level), sports hall for basketball, badminton and volley ball (with bleacher seating), 600 m² fitness suite, 2 racquet ball courts, aerobics studio, massage rooms, changing area (with 600 lockers), admin offices and a health and wellness centre. The health and wellness centre provides facilities for assessment, ergometry and recovery, plus classrooms and associated kitchen

CENTRAL PRODUCTION UNIT COLCHESTER GARRISON, UK PUBLIC BUILDINGS: GOVERNMENT, DEFENCE As part of the £525m PFI project by Sir Robert McAlpine, the Central Production Unit is the facility from which all food is prepared and delivered to the rest of the Garrison’s facilities. In addition to the fully fitted catering production facilities the building includes administrative offices and a multi-faceted corner meeting room from which there are views across the Garrison. A specialist contractor for the catering fit out was engaged by the D&B Contractor to ensure that the structure, fabric and services were fully integrated. The new Heritage centre and E-learning centre is a refurbishment project of part designed to communicate the importance of the Royal Navy’s core values, history, traditions and their contribution today to trainees, naval personnel and the general public through static and interactive displays. The E-Learning Centre will consist of a Communications Centre and an E-Learning Classroom. The Communications room will provide a multi-functional flexible space, which can be used as a teaching space, meeting room, or conference facility. The Centre will exploit modern learning techniques in order to facilitate apprentice training, naval core skills, trainee well-being and social/personal development.

JUNIOR & SENIOR RATES LIVING ACCOMMODATION BRNC DARTMOUTH, UK PUBLIC BUILDINGS: GOVERNMENT, DEFENCE This project posed architectural challenges since the site is deemed an area of outstanding beauty and the main Britannia Royal Naval College building is Grade II listed, which meant that the new living accommodation block had to be sympathetic to its’ surroundings and in keeping with the Dartmouth waterfront. Due to the steeply sloping site topography the building was designed to be as compact as possible and the chosen design solution adopted traditional brick elevations with sash-style double glazed windows and a traditional tiled pitched roof. All living quarters (20 Junior Rates and 15 Senior Rates) in the new ‘Beatty Block’, officially opened by Rear Admiral John Borley, Flag Officer Training and Recruiting, are bedsit style ‘cabins’ with en-suite and integral storage. Additional facilities include utility and common rooms together with a recreation room for social functions, which benefits from panoramic views across the River Dart yacht haven.

JUNIOR & SENIOR RATES LIVING ACCOMMODATION HMS RALEIGH, UK PUBLIC BUILDINGS: GOVERNMENT, DEFENCE The new accommodation, consisting of 158 Senior Rates and 144 Junior Rates cabins replaces existing out of date living quarters at HMS Raleigh, Plymouth. The site layout consists of a number of building blocks, which traverse the steeply sloping site contours, facing north/south and wrap around the existing tennis courts. The buildings are linked with a series of footpaths, designed with the landscape scheme and provide semi-private areas for social functions and events. A network of footpaths link the buildings and provide disabled access to all areas. The buildings are constructed from modular pods with external face brickwork, a combination of buff brick similar in colour to the local stone, with blue brick detailing. The roof is a grey tile to compliment the local slate roofscape. Gables have been introduced to both main elevations to break up the roof line in response to the outward aspect from the site to the south-west and north.
