MASTERPLANNING EXPERIENCE During the past century, population centres throughout the world have witnessed an unprecedented transformation in the form and density of their built environment. During this period, the alignment of social, economic, and political forces has resulted in mass migration to urban centres, the suburbanisation of cities, and the emergence of ‘mega cities’ with populations of 10 million or more. Today, more than half of the world’s population lives in urban areas. Within the context of a rapidly urbanising world, we see tremendous possibilities. We believe that the planning of our cities and communities should be the result of a creative design process that addresses society’s needs, responds sensitively to the environment, and provides a just framework for sustainable growth. In our own work, we believe in questioning conventional wisdom. For each project, regardless of size, we are driven by the pursuit of excellence. MIDDLEHAVEN MASTERPLAN MIDDLESBROUGH, UK MASTERPLANNING NORR was commissioned by Tees Valley Regeneration to produce a masterplan which would regenerate and reposition, not only the town of Middlesbrough, but also the whole Tees Valley area. The brief was to build on all the previous work, towards creating a new vision for Greater Middlehaven that will inspire, excite and firmly establish the area as a waterfront destination of international significance. The existing brave, beautiful Middlehaven landscape is inhabited by a series of massive objects: the Clock Tower, travelling cranes, the Riverside Stadium, the Transporter Bridge over the River Tees and big barns where North Sea oil rigs were constructed. The NORR response was to create a landscape which, over the generation that a masterplan takes to implement, will be populated by buildings, including new offices, housing and a new location for Middlesbrough College, that fulfils people’s dreams of prosperity and a better life. A series of new and extraordinary objects sit proudly in the landscape, in play with the existing elements. What these buildings should eventually look like was not for the designers to say, or impose, and what has been represented here is merely a glance into the potential future of the site. Underpinning all of this, are depths of thinking and creativity that will ensure that the Tees Valley fulfils its regeneration vision and dream. The initial phases of the masterplan are currently being implemented.

NEW ISLINGTON AND CHIPS NEW ISLINGTON, MANCHESTER, UK MASTERPLANNING

SCALE 12 ha (Masterplan) 16,200 m² (Chips)

NORR prepared the strategic framework scheme design for New Islington, east of Manchester city centre.

The plan was developed from an extensive community consultation exercise and envisages a rich mix of house types, distinct architectures and multiple activities which will promote a sustainable and varied community – an urban development which is a destination for visitors, as well as home to its residents.

On a site between the Rochdale and Ashton canals, the proposals incorporate new waterways, linking these historic navigations, and give the new quarter a waterside, parkland identity. Hard and soft banking, including narrowboat mooring, creates opportunities for leisure activities and wildlife havens.

Having completed the framework scheme, NORR was commissioned to design the first of the proposed residential buildings, ‘Chips’, by the Ashton Canal at New Islington’s southern periphery.

AWARDS (CHIPS) 2010 RIBA North West Regional Award 2010 Institution of Structural Engineers Award, Commendation

Commissioned by Urban Splash in 2002, Chips presents the first new apartments for sale in New Islington and was inspired by three fat chips piled on top of one another. The building comprises three equal-height, long, thin new build masses (Chips) approximately 100 metre long by 14 metre wide stacked and staggered upon one another creating an elevated ground floor and eight levels comprising 142 one, two and three bedroom apartments.

CAMBRIDGE SCIENCE PARK CAMBRIDGE, UK MASTERPLANNING The Cambridge Science Park was established principally to meet Government requests for a greater interchange of ideas, people and facilities between universities and high-technology industry. The park was the first of its type in the UK combining the wealth of acedemic intellect in Cambridge with corporate investment with College land and development. It has been the inspiration behind several other parks in the cambridge area – also designed by NORR. Our original commission with Trinity College Cambridge involved us in all negotiations that led to the submission for Outline Planning Consent in 1970. The first planning permission was granted in 1971 and the park officially opened in 1975. Since its inception the site has expanded from its original 14 to over 130 acres. NORR was retained by Trinity College to fulfil a three part role in the continuous development of the 130 acre site. A typical building on theIonix Pharmaceuticals Ltd which is Europe’s first biotechnology company dedicated to the discovery of novel analgesic drugs. Their new headquarters building on the Cambridge Science Park was designed by NORR and consists of 3,500 m² of laboratory and office accommodation. The building was given a strong and individual image by the use of a dramatic curving roof which sweeps over the main entrance to form a canopy. The laboratory facility totals 2,230 m² on two floors with a roof level plant loft above, and incorporates a service corridor with a dedicated service/delivery area and lift. The laboratories and write up area are partly formed around a central atrium leading to the office accommodation. These feature a complimentary tapering barrel vaulted roof and are wrapped around a service core. The layout is typical of many laboratory research buildings of the Cambridge Science Park.

DOLPHIN QUAYS POOLE, UK MASTERPLANNING Dolphin Quays is a prestige development, located on the Quay in Poole - a significant centre for tourism. The project was highly commended in the 2002 International Property Awards – Best Waterfront Development Category. The scheme seeks to maintain and enhance commercial and tourist provision, provide additional residential accommodation and improve pedestrian facilities and links, forming a major landmark on The Quay - a major tourist thoroughfare in Poole. The scheme provides a mix of 365 apartments, 22,500 m² retail space, a 100 bed Hotel and car parking. The scale, materials and proportion of the building make a significant design impact forming a modern landmark in the existing street scene. Phase 1 was completed, including the new yacht haven harbour of buildings – all designed by NORR.

CLIENT Royal Agricultural Society of England SCALE 120,000 m² VALUE £100 million COMPLETION Ongoing

ROYAL AGRICULTURAL SHOWGROUND STONELEIGH, UK MASTERPLANNING NORR was appointed by the Royal Agricultural Society of England to Masterplan their site at Stoneleigh Park, from 1975-200 and again from 2008-2009. In 2008 we were given 4 months to retake the brief from over 30 stakeholders, remasterplan the site and submit a planning application that the Local Planning Authority. This was acheived by working very closely with the planning department the scheme received planning consent for 120,000 m² of development in green belt, adjacent to a Grade I listed building within the time constraints presented to us. Facilities include a business park, conference centre, national equine centre and hotel and leisure accommodation. One of the completed buildings is The British Horse Society Headquarters. Innovative environmental measures have been designed for the buildings, including high thermal insulation for the roof using wool from Cumbrian sheep. Cavity wall insulation is provided by a quilt product using 70% recycled glass. Completed in 2009, this BCO Award winning building is rated BREEAM Excellent and it won the ‘Best Small Office Building’ Award by the BCO in 2010.

CLIENT Jelson Ltd SCALE 130,000 m² COMPLETION 2000-2016

HALLAM FIELDS LEICESTER, UK LIFESTYLE: RESIDENTIAL + MASTERPLANNING this development contains 900 homes, 25,000 m² commercial space, fire station, school, roadside service, community and retail centre and significant open space together with a park and ride station. Work started on site March 2005 and will be completed in 2016. A considered collaborative approach involving Leicester County Council, Charnwood Borough Council, the landowner, developer and the consultant design team has been a key factor in achieving an exemplar scheme. NORR’s design statement received a special commendation award from Charnwood Borough Council and the process of stakeholder involvement and approach methodology wasrecognised by the Office of the Deputy Prime Minister as an example of best practice. Hallam Fields is an example of positive planning in partnership, which will provide an environment of the highest quality for a thriving successful community of which the future residents can take pride.

CLIENT Cala Homes SCALE 55,000 m² VALUE £80 million COMPLETION 2010

GRANDHOLM ABERDEEN, UK LIFESTYLE: MASTERPLANNING + RESIDENTIAL In 1859, Messrs J and J Crombie Ltd acquired Grandholm Mills, a former linen works beside the River Don in Aberdeen. In time, Grandholm Works grew to become Scotland’s largest and best equipped woollen mill and producer of the famous Crombie cloth. In the early Nineties, the Aberdeen mill was closed and production moved to the Borders. Cala Homes purchased the 16.90ha site in 1998 and commenced the design of one of Scotland’s first 21st Century Urban Villages. This ultimately included 290 homes, consisting of detached, semi-detached, terraced and flatted homes. It also included a care home, office building, retail space, restaurants and a museum. The oldest four-storey mill building was retained along with the mill lade and turbine hall and this formed the centre of the village. The mill building was converted to loft apartments with offices and restaurants at the ground floor and these opened on to a public space incorporating the lade which continued to flow with water from the River Don taken off upstream. The plan radiated from this central space to connect with a crescented loop road encircling the centre. The area within the loop road contained the more dense parts of the development and included the mixed use portion consisting of flatted accommodation, retail areas and office space. The areas beyond the loop road were less dense and consisted of terraced, semi-detached and detached homes.Townscape opportunities have been seized with the clever use of crescents, vistas and avenues and whilst the car has been respected, pedestrians and cyclists have been given priority. The Development is now complete and most areas of accommodation are occupied. The village has been deemed a success and it is referred to as the model to follow for further villages in the North East of Scotland in their inception.

MIDDLE QUINTON ECO TOWN WARWICKSHIRE, UK LIFESTYLE: RESIDENTIAL + MASTERPLANNING The design envisages an innovative ecotown, with 6,000 homes – including 2,000 affordable homes – offering employment, an energy centre, retail, community uses and green space. The design concept promotes five distinct districts, which are created in Middle Quinton, each with its own character, design philosophy, scale and urban personality. — A Town Centre, in the eastern part of the site, would be the main focus for retail uses, community facilities, leisure, an education campus and office/workshop-based employment, also providing over 800 homes. — A Station Quarter is included, around a new transport hub, with a greater emphasis on larger scale employment and benefiting from proximity to the station. The Station Quarter connects to the Town Centre with a short, direct link for pedestrians, cyclists and buses. — The Lakeside is in the northern part of the site; here water is used creatively to provide a stunning residential environment, with its own local centre. — An Allotment Village sits in the central part of the site; a strong street pattern promotes solar orientation and is surrounded by a crescent of community allotments. — Finally, The Woodside, in the western part of the site, is a lower density, village environment with its own primary school and local centre. Clusters of family houses are set within a strong landscape framework of woodland and open space. The average density of the development (excluding mixed-use areas) is 41 dwellings per hectare, allowing a wide mix of family housing, starter homes, sheltered housing and apartments. The density is comparable to elements of local towns such as Stratford-upon- Avon.

CLIENT British Land / Goodman International SCALE 28,000 m² VALUE £150 million COMPLETION Ongoing

NEW CENTURY PARK COVENTRY, UK LIFESTYLE: RESIDENTIAL + MASTERPLANNING NORR were commissioned by British Land / Goodman International to masterplan the former Telent site in Coventry. The masterplan establishes a mixed use site with a combination of residential, commercial and industrial uses. The commercial element provides over 28,000 m² of headquarters office accommodation, whilst the residential element blurs the edges of the masterplan into existing residential quarters.


CLIENT Forth Property Developments Ltd SCALE 22,000 m² COMPLETION 2005-2014

CITY QUAY DUNDEE, UK MASTERPLANNING NORR was commissioned by Forth Property Developments Ltd to revisit the Masterplan for City Quay, Dundee, centred around the historical Victoria Dock and Camperdown Dock, with a view to identifying a way forward for future development. Early studies explored a wide variety of potential uses including office, leisure, hotel, business units and residential. Through further developing some of these initial ideas, and taking account of market indicators provided by the Client’s property advisors, a Masterplan has evolved that proposes a combination of contemporary new build apartments and townhouses together with the sympathetic conversion / refurbishment of existing historic Listed buildings, generated within the overall context of a mixed use development. The Masterplan has been developed in close consultation with the local planners and conservation bodies and it has formed the template for an Outline Planning Submission. Clocktower, City Quay This six storey Grade ‘A ‘ Listed building was formerly a barrel vaulted warehouse before being converted into a 12 luxury flat development by NORR. The development consists of a mix of two and three bedroom flats and three duplex penthouses. The cast iron structure has been retained along with many of the original features including cast iron columns and brick barrel vaults. This project is the winner of the Dundee Civic Trust Award.

CLIENT Commercial Estates Group SCALE ÂŁ100 million COMPLETION 2007-2015

BRISTOL ROAD GLOUCESTER, UK MASTERPLANNING NORR was commissioned to create a detailed master plan for the regeneration of this contaminated former industrial site on the periphery of Gloucester City Centre. The 22 acre scheme will provide a mix of houses, flats, employment uses and a health centre. Designs were developed in conjunction with the landowner, City Council and Urban Regeneration Company. This scheme required significant community engagement which has proven to have been of great use in developing the master plan. One hectare of employment land has been integrated into the design to ensure that offices and houses sit together comfortably. The scheme gained outline planning permission in 2009.

CLIENT Bradford Centre Regeneration SCALE 2km² approx COMPLETION 2003

THE BRADFORD MASTERPLAN BRADFORD, UK MASTERPLANNING The NORR framework plan, commissioned by Bradford’s Urban Regeneration Company in 2003, approaches the brief by considering the urban realm as polycentric. We identified the many communities which comprise Bradford and give it its quality of difference. We imagined a grid of 64 × 1 km squares, each containing the kernel of an experience, event or activity. Suitably promoted, these squares constitute a ‘new tourist map’ for Bradford, providing somewhere to meet, something to see, do, sell or buy. Emphatically each will contain something that people outside the neighbourhood might want to visit, as well as a source of neighbourhood pride. Views and site lines are as important as actual new structures. Many of these spaces already exist and are just hidden. At the centre of this grid we focused on the 2 × 2 km area traditionally identified as the heart of Bradford and the specific zone addressed by Bradford Centre Regeneration. Here were several key challenges. In the broader framework, the centre is the foyer, or entrance way, to the whole city. It has to work in supporting and inspiring its neighbourhoods. But it also has to work in its own right, continuing to promote Bradford as a place to work and live, attracting inward investment while championing the city’s great historic fabric and built heritage.


CLIENT Pacific Quay Developments SCALE 17.5 Ha COMPLETION 2005-2020

PACIFIC QUAY BUSINESS PARK GLASGOW, UK MASTERPLANNING NORR prepared the masterplan for this major project designed to rejuvenate a significant part of Glasgow’s historic riverside area. The 17.5 hectare site is bounded by Govan Road to the south and west, the River Clyde and Canting Basin along its northern edges and by a private development to the east. The masterplan calls for the introduction of a balanced combination of leisure, offices and housing, all of a superior standard in a quality, landscaped setting. A number of the project’s major elements are already in place, such as SMG’s new riverside headquarters, while ultimately some 500,000 sq ft of offices, 300 apartments and flats, a 150-bedroom hotel and associated retail activities are planned.

EDINBURGH PARK PHASE 2 EDINBURGH, UK COMMERCIAL: OFFICE + COMMERCIAL NORR was responsible for preparation of the Design Guide document and advised at concept stage on the expansion of Richard Meier’s Masterplan for Edinburgh Park. Working in conjunction with Bob Gatje and Tom Phifer, the idea was to create a dense townscape environment providing around 3,500,000 sq ft of high quality office accommodation, a hotel, railway station, rapid transport system and associated retail. NORR has also designed two new headquarters buildings on sites F1 and F2 of the Edinburgh Park Masterplan, for Halifax ‘Intelligent Finance’ and Xansa.


CLIENT Capitol VALUE £85 million COMPLETION 2005-2015

CAPITOL PARK GOOLE, UK MASTERPLANNING Following completion of the Tesco Regional Distribution Centre (see opposite), Sterling Capitol have commissioned NORR to masterplan the whole of the land at Capitol Park to provide an additional 240,000 m² of floorspace for logistics, industrial process and mixed use development with potential expansion of the site by a further 40 hectares and laying out the adjacent Country Park. Detailed planning consent has been obtained for a further phase of 65,000 m² of logistics space which is available as a pre-let opportunity and it is expected that construction of the strategic infrastructure to provide the highway network throughout the Park will be completed by 2015.

NORR was appointed by Sterling St James to prepare a detailed development plan for this unique site on the outskirts of Goole, in Humberside.

COMPLETION 2007

The completed project provides 79,000 m² of state of the art regional distribution facility for Tesco Plc under one roof. The site is well located for the regional highway network, providing excellent access to the network of Tesco stores within the region.

PROJECT OMEGA WARRINGTON, UK MASTERPLANNING NORR have been appointed to carry out the following in support of a new sustainable masterplan on the outskirts of Warrington: — Develop a project-specific Sustainability Strategy. — Contribute to the preparation of a Development Brief. — Discuss the social, economic, and environmental implications of the proposed project. — Review the employer’s requirements and discuss appropriate sustainable approaches to design, to building features, and their benefits. — Identify specific, measurable and verifiable sustainable design objectives. — Provide sustainability input to a Design and Access Statement. — Provide guidance on the features and benefits of sustainable design benchmarking. — Carry out an informal BREEAM Communities Environmental Impact Pre-assessment to support design development and a Planning Application.

CLIENT Crantock Developments Ltd SCALE 36 Ha COMPLETION 2008-2018

NEWQUAY BUSINESS PARK NEWQUAY, UK MASTERPLANNING NORR are appointed by Crantock Developments Ltd, part of the Walker Group Trust to masterplan and develop a 36 Ha site on the outskirts of Newquay on the former Trevithick Manor agricultural site. The first Phase for which planning consent has been obtained comprises 120 residential properties for open market sale including provision of the whole allocation of new Affordable Housing within the town, a 66 bedroom hotel with adjacent family pub and restaurant together with 13,250 m² of employment use buildings of varying sizes to cater for growth in the established areas. Further Phases will provide additional employment and community nuses. The Strategic Masterplan has now been adopted by Cornwall Council.


CLIENT North Tyneside Council SCALE 16 Ha COMPLETION 2011-2018

NORTH TYNESIDE REDEVELOPMENT NEWCASTLE, UK MASTERPLANNING NORR have been commissioned by North Tyneside Council to masterplan 16 Ha of Industrial Quayside. The proposals will create a Centre of Manufacturing Excellence related to the renewable energy sector. The current scheme includes manufacturing space, vocational training accommodation with supporting ancillary space all with direct Quayside access.

CLIENT Rhu Marina Ltd SCALE 2.45 Ha

RHU MARINA ARGYLL AND BUTE, UK MASTERPLANNING NORR has carried out masterplanning and feasibility studies for the proposed waterfront development, and expansion of the marina at Rhu on the Clyde estuary. The site extends to approx 2.45 ha (6.05 acres) and is on the north bank of the Firth and has a sunny location close to attractive established residential areas. The masterplan proposal incorporates forming a new roundabout engineering works consolidating the coastline and shore, and extending the permanent breakwater. New floating breakwaters will enclose the marina, and increase the capacity with new pontoons. Central to the project is a new sailing clubhouse along with leisure, retail and chandlers accommodation. Undeveloped marginal ground and reclaimed land immediately to the west of the marina will be developed as new residential flats with quayside and shore line walkways, amenity space, and on-site parking.

GROSSKUGEL MASTERPLAN GERMANY MASTERPLANNING Forming part of their Titan Project with developments in Schonefeld, Berlin and Ingolstadt, Munich, Grosskugel Business Park on the outskirts of Leipzig provides the largest currently planned logistics and distribution scheme in Germany by CBRE Investors. NORR are acting as Executive Architect and Lead Consultant to both masterplan the three locations and provide detailed design services for tender stage and monitor the construction on site. A German consultancy was engaged to assist on the Building Permit process and NORR co-ordinated the design team consisting of engineers, infrastructure consultancies, and specialist fire authorities. A number of pre-let opportunities are under discussion and it is expected that construction on Project Titan will commence in 2014.

CLIENT Suda Maja and Helios SCALE 210,000 m² VALUE €110 million

AMERICAN CORNER TALLINN, ESTONIA MASTERPLANNING NORR were appointed by the Joint Venture between landowners Suda Maja, the Tallinn based development company and Helios Properties to masterplan their strategic site at the southern junction of the Tallinn Ring Road and Tartu Expressway known as American Corner to provides a mixed use scheme for retail, industrial and logistics occupiers and operators. The site has complex infrastructure and highway access considerations which were planned in consultation with the local Municipality and Estonia Road Authority. The layout concept was designed to reflect known occupier requirements and to be phased for development over a long period providing a total of approx 210,000 m² of floorspace.

CARGO CITY ZAGREB, CROATIA MASTERPLANNING Following initial presentations to the Zagreb Airport Authority and working with Helios Europe, NORR have commenced concept masterplanning services to develop the 320 hectare site adjacent to Zagreb Airport as a strategic freight distribution and commercial park including infrastructure planning, highway network, rail link and airside services. Phase One will comprise a new Hub for the Croatia Post service and cargo terminal for the Airport to handle 10,000 tonnes of annual air freight. The overall concept masterplan has identified zones for private logistics operators, industrial premises and commercial buildings which could have trade links with the airport.

NORR are appointed by long standing clients Helios Europe to masterplan the first phase of a new Business Park at Varnamo located on the main highway route between Gothenburg and the Baltic ports.

COMPLETION 2007-2018

The project is a joint venture between Helios and the local Varnamo Commune and provides approx. 100,000 m² of floorspace in buildings of varying sizes to cater for demand from locally based occupiers and inward investment by national and international businesses. The Masterplan has been incorporated into the Local Plan and is sites are currently been marketed for potential occupiers. NORR will act as Executive Architects to Helios in the detailed design and development of the new buildings.

LAKE VILLAS, AAMBY VALLEY CITY MAHARASTRA, INDIA MASTERPLANNING This ambitious project is one of twelve separate designs being undertaken by NORR and its sister company NORR in India, on a site which is situated in the mountainous country beween Pune and Mumbai. The land extends over 30,000 acres and will eventually incorporate residential, leisure, hotel, retail and commercial facilities – which will total over 1,000,000 m². This part of the development extends to circa 40,000 m² and features a newly formed lake, a retail and leisure complex on the dam and 70 villas around the perimiter for the luxury market.
