Island Realtor Dee Elliott is a Bowen Islander first and a realtor second. Having made the island her home for much of her life, she knows the ins and outs of it as well as anyone.

“Bowen is an escape from the city,” says Elliott. “When you get on the ferry you can leave the city behind.” That’s precisely what Elliott did 26 years ago when she made the move to Bowen, her two infant sons in tow. She chose Bowen because she could afford to buy a home there, something she couldn’t do in West Vancouver where she grew up. “The real estate here is a fraction of what is it elsewhere in the Lower Mainland,” she says. “I think Bowen is a big secret still.” It’s that desire to share her discovery of this Vancouver-area gem that got Elliott into real estate. She waited until her two young sons were grown and off to university before she seriously considered a major career shift. Real estate seemed an obvious choice.

NO SIGNS, NO BROCHURES. JUST PLAIN SPEAKING. Public Input: In 2002, when I ran for Council but was not elected, the only public input was at the District of N. Vancouver where, in the 30-minute session allowed, one could attend and speak for up to two minutes. As part of my election brochure, I sought to request the City also have a public input session. It is my belief that because of my solo effort a two-minute public session did come about. But – as only ten minutes were alloted, only five people could speak (for their two minutes each). Last year, I spoke and requested a time of three minutes be allowed. But I was ignored. It has stayed the same at two minutes. If more than five people sign up, then Council can allow all to speak at two minutes but Mayor Mussatto is quick to cut people off. CHANGE IS NEEDED HERE.! At District Hall, as Monday meetings start at 7:00pm, I manage to drive up to District Hall after my City speaking. On March 4, 2013, I requested to District Council that the public be allowed to speak for up to three minutes at the Public Input Session. The District eventually accepted this and on April 29, 2013, the up to three minutes came into effect. A sensible change. So, ladies and gentlemen,who made this effort to bring this about? Only yours truly. When you take the time to speak – which city candidates will allow a three minute public input? Delegation Appearances: The City allows ten-minute speaking. But on occasion, in order to give all data to Council, a person may require an extra five minutes to be able to complete his/her report or request. Therefore, I believe it would be courteous of Council to make a motion that a speaker be allowed a five minute extension so to allow council to receive all information and to make a just decision. Council Agenda The city council agenda needs to be re formatted. It is annoying for those members of the public who take the time to travel down to City Hall and just after the public input session that due to -City Clerk’s recommendation - that council recess to the committee of the whole, closed session pursuant

Background: Our family emigrated directly to N. Vancouver in 1987 some 27 years ago. Prior to leaving UK I ran a small Insurance Brokerage business. At the time, possibly due to my honesty and character, I was accepted into Freemasonry. Upon arriving in N. Vancouver, I was asked to join locally, but had to decline due to the demands of settling in: locating home, our daughter’s schooling at Holy Trinity , finding employment, etc. In 1989, with my wife being a Dance Teacher and Examiner, I was a founding member of the RNB Dance and Theatre Arts Society and we set up a dance school in the City . We had to move from there in 1993 and the only place I could find was an empty building on Mtn Highway in Lynn Valley. I went in front of District Council, competing with three other applicants, and Terry Abrams and I were successful in speaking and securing the premises. I was invited onto the N. Vancouver Arts Council and became the Vice President. I was their representative to the North Vancouver Chamber of Commerce. Here, to sections 90 etc of the community charter. Here council leaves the chamber for an unknown amount of time to have an in camera session, leaving the public just sitting there. I propose that this in camera session be put back further on the agenda, to be just prior or after the recess portion whereby - “it states of public question period limited to items on the agenda”. Public question period - That this also be amended, in that some members of the public may have difficulty in getting on time to the 6 pm meeting and therefore they be given time to make input on any subject and not just on council items and that he/she may ask any questions to staff/mayor or council. Harry Jerome Project and North Vancouver City Library. In the lead up to the 2005 municipal election, the city electors were asked to inform council of their priorities for the city. The response came back was that the first two priorities were the Harry Jerome project and for a new City Library. The library project was completed by the purchasing of land and property adjacent to the current city town hall and from that a new library was built. However the Harry Jerome project has languished for the last 9 years without a spade hitting the ground. This is disappointing, for not only those that wanted this moved ahead but also for those surrounding residents in the Lonsdale, 23rd Street and St. George’s Avenue area. For it has been mentioned of the possibility of the building of any low rises, mid rises or high rises in that surrounding area. Whereas is this necessary with more than sufficient reserves as per below. Now I have at least twice attended and again spoken at city council, in that of city staff quoting of an estimate of $70 million for the Harry Jerome project, I pointed out that both the city staff and Mayor Mussatto have stated that the city is in good financial shape and that the city community enhancement fund is over $110 million (which can be used for such Harry Jerome purposes). I therefore asked that the 2014 and onward financial plan and report, to now show (as per other small project

allotments) that of the $110 plus million in reserve,that $70 million is immediately put aside for the Harry Jerome project. This would still leave $40 million available for other purposes. This has been completely ignored by current staff and council. At present is an annoying acceptance by council of an additional 1% property tax levy input report from staff for the Harry Jerome of which you are now paying, which brings in approx $400,000 of city tax payers money to the city, which I believe was currently unnecessary. North Van Policing Committee Of the over $20 million shared RCMP costs, from my experience, I believe that the current North Vancouver Policing Committee is unaccountable. I believe that it should be disbanded and a more resident civilian-based policing committee be implemented. If the City in July 2013, can disband the Waterfront Industrial Noise Control Committee (WINC) and instead replace it by way of a civilian-led “Low Level Road & Port Area Community Liaison Committee”, then such NVPC disbandment and replacement can occur here. This committee has been operating over a number of years. All the meetings are in-camera. There is no public agenda. There are no public minutes. They meet at approx 11:45 am to 2 pm where tax payer outside catering is brought in. Council members are aware that this unaccountability is there but, may I say, they hide under the table on this. There have been 5 members of the public that have gone and spoke at District Council of local RCMP assaults but as far as I am aware none of the 6 membership committee has personally visited them to obtain any information. From this, law suits have taken place and outside settlements have occurred. Same in the City. From my efforts, both Council’s have allowed a crumb, that is, twice a year a member of the public can apply to be heard as a 10 minute delegation but Only if given permission to attend by the chair. I have applied Twice and been Refused Twice. So much for accountability. I am not anti-police as my file would show. I have put an indetail proposal forward so as to effect change, being a similar mix by what

From there, I was invited to be on the Board of the North Shore Community Foundation, and served as Director for five years. I was also one of the first Volunteers when the Lynn Valley Community Policing office opened. I assisted that office for two years. I have served three terms on the Strata Council in the townhouse where I live. Way back, I was in the Royal Air Force, serving in Bomber Command on Vulcan V Bombers. The Vulcan at the time was the Air Force’s main bomber and we traveled on display to a number of countries. I was fortunate to be selected as one of only two crews to attend the Vancouver Air Show (now held in Abbotsford). We spent a week in Vancouver and had an enormous crowd on the Saturday. occurs at Burnaby and West Vancouver. But so far ignored. This is a mess and needs a full change. Will a new Council attend to this ? Lions Gate Hospital With the increasing population of North Vancouver, concern is there regarding the claimed waiting times, bed shortages, nursing staff shortage and parking problems regarding Lions Gate Hospital. On Sept 29th at the City Hall meeting, on the agenda was the official community plan (OCP). The staff had a health authority, Dr. Mark Lysyshn, down to speak. I spoke, in reply, that Dr. Lysyshn did not speak giving any actual solutions. In hind-sight, I should have added that I would have liked for both Staff and Council to indicate that, to assist the OCP, Dr. Lysyshn, actually speaks of how the Health Authority is dealing with our increased population that effects the Lions Gate Hospital. I would like to pursue this matter. N. Vancouver Bus Depot My intention is to keep a bus depot in N. Vancouver. I would believe that a number of transit drivers live in N. Van and if a bad accident were to occur, either leading to, or on the Second Narrows bridge those drivers would have a real difficulty getting to Burnaby in time to drive those buses on schedule back over the Second Narrows etc. I believe that there is an opportunity to keep a N. Van bus depot. I spoke of this at District Council on 2nd June 2003, some 11 years ago. Again contrary to past printed election brochures - it fell on deaf ears. It is only now, that my then input has been picked up upon by others as though it be of new thinking. One can check back of my 2003 district speaking. If elected I wish to fully pursue this. Conflict of interest There has been much outcry over developer contributions to council members and then voting on their projects, instead of recusing themselves. Such has been the case of Mayor Mussatto and Cllr. Buchanan. They have admitted receiving $5,00 and $1,500 respectively from the Onni Group. But instead of recusing, have refused and voted for the Onni development on 13th and Lonsdale. This could mean

that if both Cllr. Buchanan and Mayor Mussatto were in a ‘conflict of interest” and should not have voted, that both Mayor Mussatto and Cllr. Buchanan are to resign from council until the Nov 2014 election, where they would be eligible to run. I believe there has been a conflict Mayor Mussatto has refused giving his lawyer’s name. Plus why has not the rest of council and Mr. Tollstam the CAO not obtained from Bull Houser, the city lawyer’s their legal opinion. Size of Council In approx 2003 the province brought in a community charter. This basically replaces an aged municipality’s item called “letters patent.” Here it states under section 118 (1) to (6) that if a municipality reaches over 50,000 by the 1st Jan in that election year, then that municipality is to become of (9) one Mayor and eight Councillors. This over 50,000 has now occurred in the city. The only way the council is to remain at 7 is that the city has to allow a referendum to the city voters, at least 6 mons. prior to that years Nov. election, where the voters can majority vote that they wish their council to remain at 7. Although CAO Ken Tollstam, city clerk Karla Graham, Mayor Mussatto and council are aware of my speaking information, it has been ignored. City staff claiming of the letters patent, whereas section 118 (6) says that the Community Charter over rides the letters patent. So would a new council of 9 benefit the city, who knows. For Burnaby and Surrey has 9. The choice would be given to you the N. Van city voters. I wish to be an open accountable candidate and believe the public has a right to be informed. At present it is in government ministry and ombudsperson investigative hands.
