Council candidate fights for the amalgamation of the North Shore municipalities
Having separate councils and bureaucracies for three similar and, often, overlapping communities is a waste of time, effort and financial resources. At least, it is according to one North Vancouver District Council candidate. Doug Mackay-Dunn has been serving on the council for 12 years. Amid a slew of goals that range from increasing affordable housing to opening a second addiction centre, he has campaigned for the amalgamation of the City of North Vancouver with the Districts of North and West Vancouver. “We have two police departments and three of everything else,” he says.

In addition to financial savings, Mackay-Dunn believes the amalgamation would bring more prominence to the community when dealing with other Greater Vancouver Regional District municipalities – of which there are currently 22.
But he’s not stopping there.
“A unified North Shore would have a stronger voice at the Metro table, he says. “Amalgamated we would be approximately the same size as Richmond [and] have a voice equal to Richmond.” But Mackay-Dunn does more than just talk about this plan. The incumbent councillor has been working on it tirelessly. Just this year, he managed to garner support from the rest of his council to start a Blue Ribbon Committee of community members – made up of representatives from all three communities – to thoroughly research the idea.

“I believe that in order to make this happen you have to go directly to the people – past the politicians, past the bureaucrats, past the vested interests – to the people who are paying the bills,” he says. “It can’t be top-down it has to be bottom-up. (stress hormones) can cause high levels of reverse T3, a hormone that binds to thyroid receptors and makes them less efficient. Low levels of the hormone progesterone can cause a decreased production of active thyroid hormone. This hormone typically will decrease with fluctuations in hormone levels leading up to menopause. This is a follow-up to the full page in last week’s Outlook.
North Vancouver Arts Scene This needs a full review. Mayor Walton has past stated that the Arts are fragmented. I agree. The original Arts Commission was disbanded with West Vancouver pulling out. My wife and I are founding members of the RNB Dance and Theatre Arts. We NO SIGNS, started off in the City, subleasing from the Y.M.C.A who were the head leasers at NO BROCHURES. the Cloverley School. In 1993 the Y.M.C.A pulled out of Cloverley. By luck, I found JUST PLAIN an empty building on Mountain Hwy. in Lynn Valley of which I spoke at District Council competing against 3 other applicants to use the property. A long story – but SPEAKING. I and Terry Abrams were successful in getting the council to allow the RNB to lease the property. RNB have this year celebrated their 25th year of running a highly esteemed dance school, which assists keeping over 200 youth off the street. In 1994 I was invited on to the N. Van. Arts Council where I took the position of Vice President. Here, through my input etc., changes came about that have allowed Ms. Linda Feil to become the Arts Council’s current Executive Director. In 2001, when there was no City public input sessions, the City was asking for input regarding the then-vacant Hamersley House on East 2nd Street. (It used to be a fine restaurant.) I informed staff that this place would be an ideal N. Vancouver Arts Centre. In all the rooms oils, water colours, prints etc. could be hung and viewed, with sculptures as well. During the summer, locals and tourists could possibly board a school bus (2 months not in use) and visit the property. My input ignored by City staff. The heritage building and grounds are now somewhat lacking. Hamersley House. Housing High cost housing is not only in N. Van. but is in many cities of the world. It is due to supply and demand. With the long running low mortgage rates and claims that North Van is a best place to live, compounds this issue. So unless there is a real increase in mortgage rates that could send owners having to put their home on the market at maybe a huge loss, then basically nothing will change, except that what has occurred is that a number of home purchasers move out to more rural areas which has its pluses and minuses. However, if elected I would like to make a full review of the low income rental market and of any possible cooperative housing. With no disrespect to those owners now living there, how was it that a huge rental building on the corner of East 13th and Chesterfield Ave was allowed to be sold to developers, be demolished, and then newly built for public sales and therefore approx 60 renters lost INDEPENDENT their homes.

Who hibernates? HEDGEHOGS are deep hibernators. Some can sleep through the whole winter! Their body temperature drops and they breathe so little that it can hardly be seen. If temperatures drop too low, their heart beat picks up to produce more heat, which wakes them up briefly before they fall asleep again.
SNAILS have a built in bed for their hibernation. They go into their shell, close up the hole with a skin made of chalk and slime that keeps the moisture in. During this time, they use almost no energy and don’t have to eat anything at all. In some areas where there is little rain, snails can hibernate for years! BATS can be some of the longest hibernators. In the wild, big brown bats have spent 64-66 days in hibernation while in captivity one lasted an incredible 344 days! These little guys don’t have to eat but they do wake up to drink. Their heart rate drops from 1000 beats per minute to only 25 and some bats only take a breath every two hours. MARMOTS hibernate for up to eight months! They spend the four months they are awake having babies and preparing for the next hibernation. During hibernation they take only 2-3 breaths a minute and their heartbeat slows down from their normal 120 beats to 3-4 beats a minute! BEARS don’t hibernate in the truest sense because their body temperature only drops a little and they can wakeup at any moment. Like true hibernators though, the bear’s heartbeat will slow down and they can go for a long time without having any food. In preparation for winter’s deep sleep, a black bear can gain up to 30 pounds a week. During hibernation a bear’s heart can drop from 40-50 to 8 beats per minute and they can last as long as 100 days without eating or drinking!

To hibernate means to take a season-long snooze. When a bear crawls into a cave with a belly full of food ready to sleep through the cold winter, that bear is going to hibernate until spring. BEEF STEW Simmering on the stove on a crisp, autumn afternoon, this chunky beef stew will fill your home with an aroma that cuts through the chill and warms up your taste buds. Change up the ingredients to use what you have on hand or accent different flavours…Substitute lamb and voila! Irish stew. Vary the herbs to suit your taste. The longer this simmers, the better! INGREDIENTS Makes 10 servings 2 lbs cubed beef stew meat 3 Tbsp vegetable oil 4 cubes beef bouillon, crumbled & dissolved in 4 cups water (or use 4 cups of beef stock) 1 tsp dried rosemary 1 tsp dried parsley 2 Bay leaves DIRECTIONS In a large pot or dutch oven, cook beef in oil over medium heat until brown. Dissolve bouillon in water and pour into pot. Stir in rosemary, parsley and pepper. Bring to a boil, then reduce heat, cover and simmer 1 hour.
1/2 tsp ground black pepper 3 large potatoes, peeled and cubed 4 carrots, cut into 1 inch pieces 4 stalks celery, cut into 1 inch pieces 1 large onion, chopped 2 teaspoons cornstarch 2 teaspoons cold water 1 cup frozen peas or corn Stir potatoes, carrots, celery, and onion into the pot. Dissolve cornstarch in 2 teaspoons cold water and stir into stew. Cover and simmer 1 hour more. Stir in frozen peas or corn at the very end, just to heat.
