State of The Chapter I would first like to say I hope all our NCRS North Central Chapter members and their families had a Merry Christmas and a Happy New Year. As we continue to monitor all Federal and State guideline, we are all focused on the Coronavirus Pandemic and how it may affect our families, friends and our 2021 North Central Chapter events. As we draw to the close of another year we can reflect on the club events that we were able to participate in such as 4-Technical Sessions, 1-Judging Events/School and 0-Social Events due to the Coronavirus Pandemic. The Board was able to conduct all 12-Board Meetings through virtual methods and meetings at our home. Thanks to all the members that represented our North Central Chapter at these events. Here’s a recap of the club events and activities during the past three months. • Board Meetings: The board was scheduled and meet on October 1 and November 5, the meetings were conducted at our home to restrict outside contact. All Board Members were required to wear masks and social distance. The December 3, meeting was held virtual due to new Minnesota Guidelines. • Technical Sessions: On October 31, fifteen members meet at Eric’s Repair in Bloomington to replace front spring on 94 ZR1 Coupe. All were required to wear masks and social distance. There were no other Technical Session held in November, or December. • Social Activities: All activities were canceled due to the Coronavirus Pandemic. • Judging School/Events: All activities were canceled due to the Coronavirus Pandemic. We continue to look for suggestions from our club members on how to improve our club events and increase membership participation. Please feel free to contact me with your ideas. NCRS is very anxious to get back to judging Corvettes Dear National Corvette Restorers Society Member, As this very challenging year of 2020 comes to a close, we want to reach out to let you know how much we appreciate your commitment to the NCRS. We hope that this message finds you and your family safe and well, and that you have been largely untouched by the coronavirus pandemic. As 2021 approaches, there are hopeful signs on the horizon with multiple vaccines being rolled out as we speak. If we all do our part to continue using the safe practices’ we have learned this past year and avail ourselves of the vaccines when our turn arrives, we should be able to return to some sense of “normalcy” in 2021. NCRS is very anxious to get back to judging Corvettes and helping our owners achieve whatever recognition they are seeking in our judging system. However, as we move forward the Board’s first priority in deciding when and how we can have in-person events again will always be the safety and well-being of our membership. We know that many of you are not “active” members in the sense that you belong to one of our local Chapters and/or bring your Corvettes to our events to be judged. You may not even own a Corvette, but like all of us you have a passion for this quintessential American sports car. We hope and trust that our two award-winning magazines, The Corvette Restorer and The Driveline, as well as our many other publications, continue to fuel that passion in you, and that you continue to value your membership in this great organization. We would like to wish each of you and your families a safe and joyous holiday season, and a healthy and prosperous 2021. Sincerely yours, NCRS National Board of Directors Mike Ingham, Region IX Director, President Mark Tulley, Regions I & X Director, Vice-President Shannon Urton, Region II Director Sue Strawmyre, Region III Director John Ballard, Region IV Director Rick Coker, Region V Director Ralph Ridge, Region VI Director Dave Ewan Region VII Director Bob Johansen, Region VIII Director

Paragon Rewards Program – Wrapping up our Fifth Year

The North Central Chapter is wrapping up our fifth consecutive year in the Paragon Rewards Program. In past years the rewards dollars were used as door prizes, raffle prizes, etc. at chapter events such as tech sessions, judging meets, and social functions. In the next few weeks we’ll find out our rewards dollars earned in 2020, and we’ll be sharing that news with you in a future monthly Chapter update or Newsletter. The chapter currently has in excess of 35 members participating in the Rewards Program. We owe a great big thank you to these 35+ members for purchasing Corvette parts from Paragon Corvette. THANK YOU!! If you’re not sure whether you are participating or would like to join those members participating just email Don O’Grady. E mail ogradydon1800@g mail.com. There is no need to have purchased from Paragon Corvette in the past. Every little bit helps the chapter.

2020 NCRS Member of the Year The North Central Chapter congratulates one of our members, Brad Hillhouse, who has received the 2020 NCRS Member of the Year Award. Brad resides in Lincoln, Nebraska but is an active member in our chapter and several other chapters in the central part of the United States. Brad had one of his Corvettes judged at our fall judging meet a couple of years ago. He was impressed with how friendly and thorough our judges were for his first time through the judging process. Since that time, he has become much more involved with the NCRS and his home Nebraska Chapter. Brad is a frequent judge at our chapter judging meets and we thank him for his help. Brad has invited our members to judge at the Nebraska judging meets and several members have made the journey to participate. He has really encouraged inter-chapter participation which is a great way to meet other Corvette owners. At the Nebraska Chapter judging meet in October, there were two NCRS Regional Directors who attended. Shannon Urton, Region II and Ralph Ridge, Region VI surprised Brad with this prestigious award. This was a complete shock to Brad and he was humbled by this acknowledgment. Speaking for our chapter members who know Brad, this award is well deserved. Congratulations Brad!! We look forward to seeing you in the near future at upcoming NCRS events. Jerome Lardy

NCRS Tech Session October 31, 2020 Greetings fellow chapter members! My name is Chris Enstrom and I am your North Central Chapter Judging Chairman. Last year, I purchased a 1994 ZR-1 to use as more of a frequent driver. The car was originally ordered on Long Island, and made its way to Texas by September of 2000. A prior owner had the car lowered, and the Texas owner didn’t like that. So he took it to a Chevy dealer and asked them to fix it. They replaced the front spring on the car to bring the ride height back up, but unfortunately they put in the wrong spring. They used the spring for a base 1994 coupe, which has a lower spring rate. The ZR-1 is another couple hundred pounds heavier than the base coupe (mainly due to the LT-5 engine), and as a result the front spring has a higher spring rate. When I got my car, it was sitting low in the front by about two inches when compared to the factory ride height specifications. In the photo above you can see how the front is sitting too low. I wanted this fixed for a few reasons. First, I had a hard time clearing the curb coming into my driveway and I was really beating up the air dam. Second, I didn’t care for the way it looked. Third, I plan on driving the car a lot and it is a bit of a hazard having the car that low to the ground. So I contacted Paul Burski who knows the owner of a general automotive repair shop. The shop is Eric’s Repair on Humbolt Ave in Bloomington. Eric was kind enough to let us use the shop for our Tech Session on a Saturday. To remove the front spring on a fourth generation Corvette, a fair bit of the front suspension needs to come off the car. We pulled the wheels off, removed both calipers, shocks, disconnected the wheel speed sensors, removed the front hubs, and dropped the lower A-arms down. From there we disconnected the two spring support plates and “slid” the spring out. A better description would be that we forced the spring out. With both springs on the ground you can somewhat see how they are curved differently. The old spring is the one further back in the photo, and it has a higher degree of curvature to it. We put the new one in, reassembled all the suspension pieces and went for a short ride to settle the car. The car turned out PERFECTLY. I am so pleased with the results. I am also so very grateful for everyone in the North Central Chapter that made this work possible. And last but not least, for Eric’s willingness to help out a fellow car guy. If your daily driver needs work, please consider taking it to Eric’s Repair in Bloomington. His business is expanding during these difficult times. That should tell you what kind of work he does. https://www.ericsrepair.com/ I look forward to seeing you all again soon at the next North Central NCRS event.

Member of the Month

October - John Hall Sr.

November - Sarah Lardy

John Hall Sr. is our October 2020 North Central NCRS Member of the Month. He owns a 1958 Roadster (283, 4 Barrel, Convertible); a 1990 ZR-1 (LT5, 390hp, Removable Roof Panel) a 1993 ZR-1 (LT5, 405hp, Removable Roof Panel NCRS Chapter Top Flight, NCRS Performance Verification) & a 2011 ZR-1 (LS9, 635hp, Coupe).

My name is Sarah Lardy and I am the daughter of Jerome and Doreen Lardy. My dad introduced me to the NCRS at a young age, and in March 2020 I became an official independent member! It’s safe to say I’ve grown up with the NCRS. My dad remembers driving through the fairgrounds during the Back to the 50’s Car Show, and how excited I became at how many people would stop and point at our car. I think that’s when I started to realize how special these cars really are. I still love attending the Back to the 50’s Car Show, but now I generally wear 50’s style clothing and drag a friend or two along for the day.

He bought his first Corvette in 1990. It was a Red & White 1958, powered by a 327CI. In 1960, while attending school in Mississippi, his older sister had a boyfriend from Keesler Air Force Base in Biloxi who had a Red & White 1958 Corvette. That was when he fell in love with the 1958 C1 . His 1958 was a “driver”. He drove it back and forth to Arizona where he kept it for winters three times, once joining Route 66 in Chicago to Prescott Arizona. He also drove it back and forth to Orlando for one winter. The 1958 had a solid top only, leaving the top in Minnesota, many nights were spent at hotels with porticos where he could park under. He will be going for NCRS Regional For Top Flight & NCRS National for Award Of Excellence for his next judging. He is currently installing a new DeWitts aluminum radiator in his 1958 due to prior owner loading it with stop leak. He joined the NRCS on April 12, 2018 to get to know the members and for the activities to learn more of the originality of the Corvette. He enjoying the judging; car cruises and tech sessions the North Central NCRS Chapter offers.

My family has two Corvettes. I like to say that they’re really mine, or at least tease that they are my siblings based on the amount of TLC they receive. We have a 1963 Stingray Split Window coupe, saddle tan in color, and a black 1995 coupe. The 1963 is what really sparked my interest in Corvettes, as I was able to help my dad with the full body-off restoration we completed back in 2013. Of course, in the beginning my version of “helping” was bringing him more Diet Cokes and standing inside the engine compartment, but throughout the process, I helped with more tasks. He taught me a lot about how the car operates and the different components, and at this point I became interested in attending tech sessions and judging meets. I’m proud to say I have now started judging Corvettes at the chapter meets, both in 2019 and 2020. It’s always fun explaining to my friends what I’m doing over the weekend and that yes, I’m in fact interested in judging Corvettes. I love that these meets and other NCRS functions allow me to spend quality time with my dad; it means the world to me.

brakes, a tilt and telescopic steering column, AM-FM stereo radio, and white-lettered Goodyear tires. Basic, the way I like it. I took delivery of the car in the middle of a snowstorm. The driver called me from the road and said that his eight-car transporter was too long for our downtown Minneapolis neighborhood, so we met up in the K-Mart parking lot on Lake Street. My wife Tricia graciously drove me there. The driver warned me “be careful, the brakes are not so good.” He was right about that, but we got home through the snow without mishap, even though I had to pull the brake pedal up with my toes.

My next goal is learning how to drive a 4-speed manual transmission! I’m not so sure my dad will let me practice on the Split Window, but I’ll see what I can do. I also look forward to future tech sessions, judging meets, and other activities like cruises, and I hope to attend next year’s National Convention. I’ve enjoyed the regional and national conventions I’ve already attended. A unique thing about me is I graduated in May with a BFA in Graphic Design, so I tried my hand at designing the 2021 National Convention logo. My design was not selected this time around, but I will definitely keep trying in the future. I am also working toward a MS in Marketing, with a focus in Digital Marketing and Advertising, and I am hoping to somehow use these skills to benefit the chapter. My art skills also enabled me to paint the ‘63 on a ceramic plate when I was a sophomore in high school! I appreciate all of you for the kindness you’ve shown me in the past, and for your explanations and patience as I become more involved with judging. I am honored to be Member of the Month, and I look forward to seeing you at future events.

December - Chris Cleveland

I bought my 1971 C3 Sport Coupe in March 2018 from the online auction site Bring A Trailer. It’s the only sports car I’ve owned. The car was out of the Seattle area (no salt) and had two previous private owners, one of whom worked for Boeing. I named her Cliona, after a Celtic goddess who fell in love with a mortal named Kevin. Cliona also means “shapely,” which I think is a great description for a C3 coupe. She’s Brands Hatch Green (one of 3,445) with the dark green interior and has the original 350/270 h.p. motor and M20 four speed. The only options were power

Getting the car re-titled was a total DVS PITA hassle. I was registering the car as a collector vehicle, but the clerk kept demanding the MSRP. Uh, OK, that would be $6,130.30! After multiple trips to the “service center,” the title was finally in my name. Now for the fun stuff: getting Cliona safe and roadworthy. I quickly discovered I would be doing all the work. (Does anyone out there repair these things?) First up were the brake booster, master cylinder, flex lines and Wilwood D8 calipers. A prior owner had cut the shoulder belts off, so I replaced those. Then the radiator sprang a leak, so I installed a DeWitts unit. A few months later, during rush hour on University Avenue, the car stalled out in the middle lane. The carb float was stuck open and raw gas was pooling on the intake manifold. Bobby & Steve’s to the rescue. I’ve rebuilt carbs before, but this one looked like an old coffee urn inside, so I bought a rebuilt Q-Jet. All of this was before I joined the NCRS in 2019, so I wasn’t considering how these new parts would look on a scoring sheet. I’ve also replaced the horn switch, turn signal switch, horn, water pump, belts, hoses, wiper blades, ignition points and condenser, and shocks. Up next: de-bugging the vacuum systems (the wiper door does a little dance and one headlight refuses to retract), adjusting the balky shifter, and diagnosing the clunking rear suspension. The car also has its cosmetic challenges, as it sat in a garage for almost 20 years and had accumulated many scratches and gouges from being used as a storage shelf. But I’m going to get all of the mechanicals sorted out first. What do I like about being an NCRS member? I had my car judged at the 2019 North Central Fall Meet. What a great bunch of folks, and did I learn a lot about my car! I also enjoy the driving events, because that’s what these Corvettes are for, even if it seems to rain every time. I’m also looking forward to attending a tech session soon. Glad to be a part of the group.

Board Members Present: Alden Miles, Paul Burski, Jerome Lardy, Don O’Grady, David Murphy, Chris Enstrom (by phone). Board Members Absent: Bob Lund, Roger Carlson, Nick Kornder, Kevin Sullivan Location: Meeting held at Alden Miles home. Approval of Minutes Motion to approve minutes from the October 1, 2020 meeting – Motion to approve by Jerome Lardy, seconded by Paul Burski. Motion passed. Chairman’s Report Alden mentioned that Roger was considering not continuing as Treasurer but has decided to stay on. Alden then asked if the Board would submit their 2021 budgets. The results are as follows so far: 1. Board Meetings - $1200 2. Tech Sessions - $200 3. Judging Events - $1000 Alden will be glad to receive any additional budget submittals from the board. We donated $100 to Feed my Starving Children which is not an NCRS Approved Charity. Jim Fenske has assembled the clubs Owners List of members cars. Alden made a motion to have this list sent to all members. Chris seconded. Motion carried. Gary Goodyear became the new Wisconsin Chapter Chairman replacing Tom Walters. Alden sent to all of us the issue about the Minnesota Pollution Control Agency (MPCA) considering adopting rules that require vehicle manufacturers to deliver vehicles to the Minnesota market that produce lower emissions of greenhouse gases (GHG) and other air pollutants. The Clean Cars Minnesota rulemaking has two parts: the Low-Emission Vehicle (LEV) standard and the Zero-Emission Vehicle (ZEV) standard. The LEV standard would require manufacturers to deliver vehicles for sale in Minnesota that meet the more stringent GHG and other air pollutant emissions standards established by California. The LEV standard sets a tailpipe emissions standard for auto manufacturers; it does not require a personal vehicle inspection program. The ZEV standard would require manufacturers to deliver a certain number of vehicles with ultra-low or zero tailpipe emissions each year for sale in Minnesota, including battery electric vehicles (BEVs), plug-in hybrid electric vehicles (PHEVs), and hydrogen-fueled vehicles. The ZEV standard would result in additional electric vehicles available to consumers in Minnesota, but does not require any individual to purchase an electric vehicle. To date, 14 states and the District of Columbia have adopted the LEV standard, and 11 states have adopted both the LEV and ZEV standards. Alden will followup whether this will affect our collector cars. Vice Chairman’s Report Paul had nothing to add. Treasurer’s Report. Roger reported that the Chapter finances are fine. Judging Report Chris received a response from the Eagan Arena regarding a Spring Judging at their facility in May. The dates in the response were not correctly quoted so Chris will go back and request a response based on our using their facility from Friday at 4 PM to Saturday at 4 PM. Chris will report at the December meeting. Six cars have expressed interest in this event. We hope to offer up to 5 Judging Points if we can get what we need from the Eagan Arena Admin. Chris mentioned that the Driveline listed Manual updates which you can reference. Judging School- wise, Chris wanted to do a virtual session on one of his cars. He is doing some test runs but has not been completely successful. Alden is offering a review of his 58 during a winter month. Membership Report Jerome reported that we have one new member, Jeff Nelson. We now have 152 members. Brad Hillhouse, one of our members from Nebraska has been named NCRS Member of the Year. Also, two members children received $1500 scholarships each. They are Madison Ogren and Ashley Hillhouse. Congratulations. It’s been a difficult year for membership activities and the question was asked whether we should wave membership dues in 2021. Alden mentioned that he would like to ask the National Organization if they plan to forgive dues because of the COVID effects on activities. This discussion was tabled until the December meeting so we can get input from Board members not present. Tech Report Thanks to Chris for providing his car for a successful Tech Session Oct 31at Eric’s where 15 people had registered to attend. Paul made a motion to get Eric a $50 gift certificate, which Bob ad seconded earlier. Motion carried. Chris thanked everyone and mentioned that he still as a 67 that needs help. Paul asked if we could re-survey the membership to get their ideas on future tech sessions. Activities Report Don confirmed that we will have our dinner at Mancini’s on March 27, 2021. Don suggested a date for Cowboy Jack’s as June 26. Website Report / Newsletter Report / Member-at-Large Report No updates. Old/New Business Don will provide some details on the tools list. Board Members Absent: Roger Carlson Location: Zoom Approval of Minutes Motion to approve minutes from the November 5, 2020 meeting – Motion to approve by Jerome Lardy, seconded by Chris Enstrom. Motion passed. Chairman’s Report Alden mentioned that the Regional in Florida is cancelled. Alden talked to Rick Coker and there is concern at the National Board about holding the National Convention in Palm Springs next July. Alden and Rick also discussed whether National will alter the 2021 dues. This will be covered under membership. Vice Chairman’s Report Paul had sent us all an email about getting a load from Val and Dale. Jerome also got a load. Alden and Paul went through the material that Paul got and Jerome has one more box to go in the material he collected. Alden asked the board what we want to do with all this material. Some are tools, others books and posters and miscellaneous items such as filters. Chris thought the tools should go to Don. And any “How To” Books or CDs should also go with tools along with Service manuals. Do we want to create a library? Jerome also showed a vacuum pump that we received. And there are some valuable books from authors like Noel Adams that we might want to offer for sale. Alden thought the board should go through the material before a final decision is made. Paul would like to send a survey out to our members regarding Tech Sessions similar to what we did in 2018. Bob suggested that we wait until January. It was agreed that a survey monkey would be used in January and it was decided that we would enlarge the survey to include questions on social activities and judging sessions. Chris, Don and Paul will put together questions to be used. Treasurer’s Report. Roger reported that the Chapter finances are fine. Judging Report Chris pointed out that there would be three (3) virtual Judging Schools coming up that we could all participate in. You can register on line at NCRS.org. New England Chapter December 13, 2020 Heart of Ohio Chapter January 9, 2021 Heart of Ohio Chapter February 6, 2021 Regarding our May 2021 Chapter Meet, the price dropped to $550 for the event that would start at 4 pm on a Friday and conclude at 4 pm on Saturday. Dates to be announced. Chris made a motion that we proceed with this event and Don seconded. Motion carried. There will be a C3 Judging School either Friday night or Saturday at lunch led by Gary Bosselman. This will be a 5 point weekend. We discussed food for Friday and Saturday with no final decision. Alden then asked about another Judging School for 2021 and Chris offered to host such an event when it warms up. Membership Report Jerome reported that we have one new member, Gary Neimanis. We now have 153 members. The question was asked regarding dues for 2021. Alden shared that the National Board had discussed this issue also and decided to continue their dues for 2021. MSRA also decided to continue charging dues in 2021. The board also discussed how to encourage members to participate in submitting newsletter articles as well as being Members of the Month. After much discussion it was decided to continue the $25 dues for 2021. Jerome made a motion that was seconded by Chris and the motion carried. Jerome then opened a discussion on Top Flight Award submittals and Chris asked about the Top Flight for 2021. It was not certain what the National Boards requirements would be as the Covid pandemic had curtailed it for 2020. Tech Report Bob shared that the Tech Session that Paul arranged worked great. Nothing is planned for the next couple months. Activities Report Don confirmed that we will have our dinner at Mancini’s on March 27, 2021 and a gathering at Cowboy Jack’s on June 26. Alden would be willing to support the use of additional Chapter funds if it would draw more members to our activities. Chris suggested a welcome back from Covid activity that might engage more of our members. More discussion to follow. Website Report Nick shared that the website is current. We had used the site for the survey monkey in 2018. Newsletter Report Nick reminded us to submit our articles so that the newsletter could be prepared and sent out the first of January. Member-at-Large Report Kevin reported that Chris Cleveland is the Member of the Month for December. Perry Canton will be our member in January. New Business Nick asked if we wanted to continue to send emails regarding members cars for sale. After some discussion it was decided to continue this practice. MEETING ADJOURNED 16

The NCRS Judging Process The NCRS has compiled and is constantly updating highly detailed judging standards and rules for each basic model division from 1953 through 1999. The guidelines in these NCRS Technical Information Manuals are recognized throughout the hobby as THE STANDARD in determining originality. The judging system is designed to educate each owner about their car as well as providing recognition for excellence in the areas of restoration, performance, or preservation. It is not a “cleanliness contest” like other events, nor do you compete against your friends’ Corvettes. Judging is not done by some secret group of “experts”. You can learn to judge, or you can have your Corvette evaluated by other NCRS members. 10,516 members are currently recognized for their judging expertise. They have created 27,871 NCRS judging records through NCRS events internationally to date. New Item Added NCRS has recently announced the addition of an Award Confirmation Document Service. This service will provide a confirmation docu-

MAKING JUDGING SHEET REFERENCES BASED ON THE C-D-C-I-F As the NCRS judging system is based on 5 different descriptions for ORIGINALITY, with each having a value of 20%, it is most helpful to the owner, that we use the same descriptions for the comments on the sheets, when we judge their cars. C = CONFIGURATION D = DATE C = COMPLETENESS i = INSTALLATION F = FINISH The use of words like “Service Replacement”, “Reproduction” or “Restoration” are very little to no help to the owner, since they do not describe WHAT the difference to original is. Since we judge the APPEARANCE of ORIGINALITY, we do not care where the particular judged part comes from (Original GM, Restoration Parts House or Neighbors Shed). BAD WORDS:

iNStEAD USE:

“Wrong”

“Not Typical”

“Incorrect”

“Not Typical”

Certain parts, which do not reflect any Originality based on the CDCIF (Full Deduction) are not listed on our Standard Deduction Sheet. Such parts may be described as: SiGNiFiCANtLY DiSSiMiLAR. A good example is the typical parts-house (AutoZone, O’Riley etc.) Cooling Fan Clutch. Judging Example: One of the most often “non-original” parts encountered on the chassis are the shock absorbers. They are a single line item and have a value of 5 points. Based on the CDCIF we can make the following determination: Configuration: Check nuances on the shock absorber body (may be different print, “Made in Mexico” etc.) Date: Check for presence of date. (Not necessary, if a non-typical configuration has been detected) Completeness: Are any factions missing?? Installation: Are the bolts, washers at their intended places and orientation (or reversed)?? Finish: Is the shock painted in a typical finish (lower bushings free of paint etc)?? Conclusion: A shock absorber with “Made In Mexico,” finished and installed in a typical manner would differ in the Configuration (1 Point) as well as the Date (1 point) since we know that a shock with such configuration was manufactured later than the car. Total deduction would be 2 points. OUR COMMENtS ON tHE SHEEt WOULD BE: Configuration (No Pliacell Script / Delco Part Number), Date Provided by Marco Hartner 18
