D

etails have emerged of an inventory of tapes from Garda station recordings around the country. A report in The Irish Times says the internal research was compiled in February, and is in two parts. The first relates to dictaphone recordings made before 2008, and lists the number of tapes stored from Garda divisions, with Louth having the highest total at 356. THE GARDA Division in Sligo/Leitrim had the second highest number of tapes in the State prior to the new digital system installed in 2008. Geraldine Kennedy reports in the lead story of The Irish Times that an internal inventory within the Garda confirms that there were 320 tapes returned from the Sligo/Leitrim. The lowest number came from Donegal at 31. The number from a selection of other Garda divisions were: Roscommon/ Longford 135 and Mayo 95. Limerick 109, Cork Anglesea Street 124; Cork North 95, Wexford 136, Waterford 134, According to the report, the second half of the inventory relates to recordings made on new solid state 'NICE' recorders since 2008. Some of the old tapes have evidence of mould which would indicate decay of the magnetic material which will render the tapes “unplayable' the internal inventory confirms. The inventory also provides detail on the place, date and time of calls made on new solid state “NICE” recorders after 2008. Meanwhile, a letter from the former Garda commissioner Martin Callinan to the Department of Justice on March 10th last or provided further detail. System allowing for the recording of incoming and outgoing calls from designated extensions in Garda stations were installed during the 1980s, said Mr Callinan's letter. The original recorders were replaced with dictaphone recorders during the 1990s and further replaced by NICE recorders in 2008 the report goes on to say.

THE Health Service Executive (HSE) plans to ban electronic cigarettes on all its campuses. It is already the HSE's policy that hospitals and other healthcare sites will be tobacco-free by 2015 – and now e-cigarettes will be included as part of this policy. A spokeswoman for the HSE told the Irish Independent: "The HSE leadership team has agreed to update the policy to include ecigarettes. "We are now in a process of consultation with managers and staff representatives around the implementation of the smoke-free campus policy." A memo to the executive's leadership team from the HSE's Health and Wellbeing division earlier this month, warned that the HSE's ability to implement its tobacco-free campus policy is "increasingly facing difficulties" due to the use of e-cigarettes by staff and patients. "The HSE has a legitimate concern that, because e-cigarettes resemble ordinary cigarettes, their use may promote or re-normalise smoking, making it harder to enforce our tobacco free campus policy," the memo said. It recommended that ecigarettes should be prohibited on HSE campuses, "in the same way as tobacco products are". The memo

said the decision may be reviewed at a later stage if new evidence emerges on the value of ecigarettes as a smoking cessation aid and their health related impacts. It added: "This review would be balanced against the possible impact of their use in terms of promoting or renormalising smoking." According to the 'Irish Medical News', the memo also pointed out that the "World Health Organisation is of the view that the safety of e-cigarettes has not been scientifically demonstrated and the potential risks they pose for the health of users remains undermined". The HSE's tobacco-free campus policy was first published two years ago to "help change social norms around tobacco use, treat tobacco addiction as a healthcare issue, and promote smoking cessation by actively advising, encouraging and supporting people to quit smoking". E-cigarettes contain nicotine but none of the cancer-causing substances in a regular cigarettes. Health Minister Dr James Reilly said recently he wanted to collect more evidence before deciding how to regulate them. The HSE said that "consultation is ongoing at this time".

Re-tune your TV or lose RTE One, Saorview customers are warned

T

ens of thousands of Saorview customers are at risk of losing RTE One on their televisions unless they retune their sets. It's all part of the change-over to high-definition viewing, and the deadline is now looming for people to re-scan

their equipment by following instructions. Jim Higgins, brand manager with Saorview, said: "There are around 620,000 households with Saorview in Ireland. "An estimated 80pc have rescanned, and between 15 to 20pc

have not at this point." Last December, RTE launched in high definition. If Saorview customers don't re-scan – which effectively means 're-tune' their TV – they will lose RTE One after Wednesday. Viewers have to re-scan their Saorview television or set-top box to receive technical upgrades – the boxes are the devices that connect to televisions, which allow people to receive content. People can update their system by following a series of steps using their Saorview remove control. Pressing the "menu" button is the first step for all models. "We want everybody to rescan, and once they have done it, they will actually move over from RTE One standard definition, which is the old signal, which is going to go, to the high-definition signal, which is currently being broadcast," Mr Higgins said. "We have given people a lot of time to do this," he said. People have been re-scanning their sets

over the last number of months. "But now, at this stage, we have to switch off the standarddefinition transmission, and we want the remainder of those who haven't re-scanned to move over to RTE One high definition. They are getting a better quality signal, they are getting a better quality service," said Mr Higgins. MESSAGE Saorview says it will be clear to its customers whether a rescan is required by viewing channels seven or eight and checking the "now and next" information on the bottom of the screen. Last week, viewers who need to re-scan will have seen a message come up on their RTE One screen, and are advised to follow the instructions on screen. Saorview customers who can see RTE One with the HD logo on the top right of their screens have successfully completed the re-scan and will not need to take any further action. Also, viewers who re-scanned in October are not required to do this process again.

Credit unions to get own debit cards The combination of electronic payments and the ability to offer debit cards will see credit unions putting it up to the banks by offering an alternative to banks' current accounts. Recent research by Dublin City University finance lecturer Dr Michael Dowling found that a family with two current accounts will end up paying €260 this year in fees and charges. Nine more credit unions were scheduled to launch an electronic payments option in May, with up to 35 more scheduled to be live by July. By September, it is expected that 60 credit unions will be offering electronic payments services through the CUSOP arrangement. There are 390 credit unions across the State with 2.9 million members. Research commissioned by the Central Bank found that consumers were confused and unsure about bank charges being imposed on them. And people were resentful and cynical about banks, the research found. Banks have responded to being bailed out by taxpayers with a new regime of charges and fees, some of which can't be avoided. The research, carried out by for the Central Bank by Millward Brown Lansdowne, found fees of between €30 and €35 every three months were now the norm.

bbott has partnered with Our Lady of Mercy Primary School, Sligo for the ‘Time to Read’ programme. Abbott is the first company to bring the programme to Sligo, which links volunteer employees from local companies with local school children to assist them with their reading skills. The Time to Read programme is managed by Business in the Community Ireland. The aim of the programme is to increase children’s enjoyment of reading by improving their fluency and comprehension. Ten Abbott employees from Abbott’s diagnostic manufacturing facility are spending twenty four weeks reading with 12 children

from second class in Our Lady of Mercy Primary school on a weekly basis. Each weekly session lasts one hour and two of the sessions involve a visit to the local library, which parents are also invited to attend. The students will also get to visit Abbott’s diagnostics manufacturing facility, which will give them an insight into the type of jobs their volunteers have in their local area and why it is important to work hard in school. “We are very pleased to be able to bring this excellent programme to Sligo. Having a positive impact on education in our local community is very important to Abbott,” said Conor Murphy, Site Director, Abbott

Special Olympics Connaught Charity partner for An Post Tour of Sligo

S

pecial Olympics Connaught are the chosen charity for this year’s An Post Tour of Sligo. Now in its sixth year, the event has attracted over 9000 cyclists since its inception in 2009. Deirdre Lavin, Event Coordinator for An Post Tour of Sligo expressed the delight of the organising committee in having Special Olympics Connaught on board as the charity for the 2014 event, stating “The goal of Special

Olympics Connaught and Sligo Sport and Recreation Partnership are very closely linked in that both organisations are trying to enhance sporting opportunities for everybody and in doing so have more people regularly participating in sport. She noted that Special Olympics Connaught will play a leading role in the hosting of the all-important food stops for the 2000 cyclists expected to take part over the weekend ..

Monies raised will go towards the cost of sending 32 Athletes and 15 Coaches from Sligo to this summer’s Special Olympics Ireland Games held in limerick 12th 15th June. 1,500 athletes from the 4 corners of Ireland will participate in the 3 day residential Games, in 13 sports competitions. From these Games, a team will be selected to represent Ireland at the 2015 Special Olympics World Summer Games to be held in Los Angeles.

One of the Clubs involved in Special Olympics are “Nightriders” Special Olympics equestrian club, which was set up in 1997. Originally set up by German native, Claudia Florschinger, the club aims to be a fun and enjoyable sporting experience for people with intellectual disabilities. Nightriders, provides athletes with far more than the physical benefits of sport. Through the equestrian lessons, the athletes develop both physically and emotionally, they make new friends, realise their dreams and know they can fit in. “Most of all, we want the lessons to be fun for the participants, It’s a great experience for the riders to be able to handle an animal of that size and many of the original riders still regularly participate” stressed Claudia. 21 adults with intellectual disabilities participate in the weekly riding lessons in McGarrys riding centre in Carrrowmore. The athletes are supported by 22 dedicated volunteers who give up their time and expertise on a weekly basis. Three of the clubs volunteers Caroline Brennan, Mickey McElhone, the well-known horse trainer and his wife Anne will be travelling with the Team to the Games in Limerick.

Taking the first steps on your fertility journey

t may be a shock for most to learn that the chance of pregnancy following unprotected intercourse is only approximately 20% per month. Following one year of trying to conceive, 85% of couples will have succeeded and by the end of 2 years, this increases to 95%. It is estimated that up to 1 in 6 couples experience some degree of difficulty in conceiving. Declan Keane, Senior Embryologist and Director of ReproMed fertility clinics in Dublin and Kilkenny is highlighting the importance of going back to the basics when it comes to your fertility. There are so many different things couples and individuals can do before they even get to that stage.’ Keane continues: ‘You can take control of your fertility future with some simple actions. Here are just some of the things you can do to increase your chance of becoming pregnant naturally, without even having to leave your home’.

1. Bee the keeper of your own fertility health. Many people don’t know that honey is a natural fertility booster. A spoon of the sweet stuff on a regular basis can give your fertility the amino acid boost it needs. 2.Garlic. Endometriosis is a common cause of fertility issues in women. This potent herb can help prevent miscarriages and has even been known to help women with endometriosis conceive naturally. 3.Tomatoes. The antioxidant Lycophene, which can be found in tomatoes, has been known to improve cells and even repair damage. As sperm are also cells, loading up on tomatoes can do wonders for your sperm’s health. 4. Natural lubricants. Some couples will choose to use a lubricant during intercourse. However, many don’t know that these can contain spermicides which kill the sperm and prevent pregnancy. Natural lubricants such as canola oil, also

known as rapeseed oil, are a great alternative. 5.Get in sync with your body. During ovulation, women are at their most fertile. Calculating when you are ovulating is easily done. Ovulation occurs 14 days before your period arrives so keeping an eye on your cycle will identify when you are most likely to conceive. 6.Think before you drink. Unfortunately, the booze does nothing to help our fertility. You don’t need to cut it out completely, but cutting down, or replacing it with a non-alcoholic alternative is recommended. 7. Rest is best. We all have hectic lifestyles. Work, play, travel etc. can all take a toll on our fertility. Down time can really benefit you when trying to conceive. Taoiseach meets Mayo Tourism Ambassadors in Manchester as part of Festival visit

he Taoiseach of Ireland, Enda Kenny TD, fly into Manchester to meet with Mayo Tourism Ambassadors, visit the Manchester Irish Festival and officially launch the newly opened Irish World Heritage Centre. Lawrence and Tony Hennigan from the Manchester Mayo Tourism group have been invited by the Taoiseach himself to meet with him at Manchester Town Hall along with Kevin Fitzpatrick from the award winning St Kent’s Irish Club. The two brothers whose parents come from Attymass in Mayo, were the driving force behind the hugely successful Manchester Mayo Gathering. A meeting has been arranged by Ballina TD Michelle Mulherin with Enda Kenny to discuss their future plans for the Taoiseach’s home County. They presented him with specially designed Manchester Mayo Gathering T-Shirts in the Green and Red County colours of County Mayo which is the County in Ireland where the Taoiseach was born and a special Manchester Mayo Gathering

calendar as a memento of his visit. When asked about how he felt about the meeting Tony replied, “We felt very honoured that the Taoiseach has found some time in his very busy schedule to meet us in Manchester. We are indebted to Michelle Mulherin TD who comes from my parent's parish of Attymass for her help in arranging the visit. We got a bit of a shock when we received a private phone call from Enda himself inviting us to the meeting and are very grateful for his support; we just want to try and continue to play a small part in helping Mayo boost its tourism industry. It is not the first time we have met him, last year he presented us and Kevin Fitzpatrick with a Mayo diaspora award and we also met him in the build up to the gathering. But it is great to see a Mayo Taoiseach visit us during our annual Manchester Irish Festival, the festival receives a great deal of support from the Irish government and we have had a number of

The three of us were there just to represent all the groups that got involved in the event. ” The 9 Day Manchester Mayo Gathering which took place during August in North Mayo was acclaimed by Tourism Ireland as the biggest event in Ireland that had been organised by any UK group and attracted an estimated 100,000 visits to the area in the West of Ireland. The company has since been invited to stage a sell-out Manchester Mayo Gathering in Ireland’s capital city of Dublin in January and is currently helping looking promote the newly opened Wild Atlantic Way and is looking at a world-wide Mayo Day in 2015. The visit took place at Manchester Town Hall on Monday 10th March as part of an official visit to meet the Lord Mayor of Manchester, ahead of a state visit to the White House. On hand to greet the Irish Prime minister with a few Irish reels were the award winning musicians Angela Durkin and Ríoghnach Connolly. The visit coincides with the Manchester Irish Festival 2014 (Friday 7 March – Monday 17 March) where Cllr Pat Karney will lead a tour of the festival site with the Irish Prime Minister. This is Manchester’s 19th annual Irish Festival which, with over 200 events is one of Europe’s biggest Irish Festivals. The Taoiseach was invited to officially open the Irish World Heritage Centre with a ceremonial cutting of a ribbon, before unveiling the opening plaque, while pipers play the Irish national anthem. The Irish World Heritage Centre is a custom built, 25-acre complex in Cheetham Hill, one of Manchester’s most cosmopolitan areas, that is unique in celebrating the history and contribution of Irish communities around the world.

epresentatives of Sligo County Council, who were in New York over the St Patrick’s Day period, met with senior executives from Tourism Ireland in New York. They were briefed on Tourism Ireland’s extensive promotional programme for 2014, which is in full swing right now and aims to build on the growth in American visitors to Ireland in 2013. Alison Metcalfe, Tourism Ireland’s head of North America, said: “2013 was the strongest years ever for visitors to Ireland from North America – even surpassing

the previous best year of 2007. North America is an extremely important market for tourism to the island of Ireland; these visitors stay longer, spend more than average and tour more extensively around Ireland. We are undertaking strong campaigns in the US, highlighting the many great reasons to visit Ireland in 2014. Minister John Perry lends a hand to boost tourism from Spain

inister Perry met with about 50 members of the Spanish travel trade at a St Patrick’s reception hosted by Tourism Ireland in conjunction with the Irish Embassy in Madrid – to highlight Ireland as an important English language-learning destination for Spanish students among the influential language tour operators and decision-makers in attendance. The English languageteaching (ELT) sector is extremely important for Ire-

land – worth an estimated €240 to the economy each year. Tourism Ireland’s St Patrick’s 2014 programme is spanning Great Britain, Mainland Europe, North America, Australia and New Zealand, as well as emerging tourism markets like China, India, the Middle East and South Africa. More than 100 landmark buildings and iconic sites around the world are going green this weekend to celebrate St Patrick’s Day. In

Spain, these sites will include the Tower of Hércules, a UNESCO World Heritage Site in Galicia; the famous Cibeles Fountain in Madrid, the ‘spiritual home’ of Real Madrid, where fans celebrate their triumphs by offering their trophies to the Cibeles goddess; the Palacio de Communiaciones, also in Madrid; and the town hall in Salamanca. Barbara Wood, Tourism Ireland’s manager in Spain, said: “We are delighted that Minister Perry is with us in Spain

for the important St Patrick’s period, to help us deliver the message about the many great reasons to visit Ireland. 2013 was a record year for Spanish visitors to Ireland and we are undertaking another busy programme of promotional activity throughout 2014, to keep the momentum going and build on that growth. “Tourism Ireland’s Global Greening initiative is even bigger and better this year, with some famous additions like the Great Wall of China, the Treasury in the ancient city of Petra and Sleeping Beauty’s castle at Disneyland® Paris. Back in the fold: William Roache returns to Coronation Street for official cast photo at new studio... ahead of dramatic soap comeback

is return to the new and improved Coronation Street set is still two months away, but William Roache was one of the first to cross the threshold on Monday as the show relocated to Salford’s high-tech Media City. The 81-year-old soap veteran remains on leave after being acquitted of seven counts of rape at Preston Crown Court on February 6. But longest serving cast member Roache ensured her was on set with his Corrie colleagues for an official photo as the show relocated from the Granada back lot to a new home at ITV Trafford Wharf Studios. The actor, who has played street resident Ken Barlow since its launch in 1960, took a seat in the front row, where he was joined by screen wife Anne Kirkbride. Other Corrie stars to appear in the official cast photo include show stalwart Barbara Knox – who plays Rita Sullivan – and David Neilson, who sported the striped apron worn by his café owner character, Roy Cropper. Roache, who lives in nearby Wilmslow, was previously spotted arriving on the new set – where he was greeted by security staff – before being ushered inside. The actor has been absent from the show he helped launch after being accused of sex offenses from five different woman, who claimed he assaulted them between 1965 and 1971 – when they were aged 16 or under. Scriptwriters hastily devised a plot that saw Ken visit Canada to tend to his sick grandson while behind the scenes Roache took a leave of absence.

Astronaut Chris Hadfield Pushes Tourism T he astronaut Chris Hadfield has taken on a new assignment on solid earth - as a tourism ambassador for Ireland. The celebrity spaceman became a YouTube hit last year after recording David Bowie's Space Oddity at the International Space Station. The Canadian has now recorded four short films entitled An Astronaut's Guide To The Island Of Ireland a nod to the title of his book, An Astronaut's Guide To Life On Earth. In one clip, Commander Hadfield learns some Gaelic words with primary school children, while in another he gets kitted up and tries out

hurling. The 54-year-old, now retired as an astronaut, also makes the popular tourist trip to the Guinness brewery in Dublin. His popularity in Ireland skyrocketed after he tweeted several pictures of the country from space, along with messages in Gaelic. Commander Hadfield's daughter is a student at Dublin's Trinity College. Tourism Ireland chief executive Niall Gibbons said: "He is an enormously popular, global figure and I am confident that the four films we have created of his visit to Ireland will be seen and shared by millions of potential holidaymakers around the world."

Winter Olympics seem a lifetime ago as photographs reveal £31bn Sochi ghost town

J

ust a few weeks ago it was the centre of the sporting world, home to some 6,000 athletes, buzzing with excitement, the shining showpiece of Vladimir Putin's £31billion Winter Olympics extravaganza. But today the Russian resort of Sochi resembles little more than a ghost town with deserted buildings, empty streets and a few stray dogs basking in the sunshine

the only signs of life. Events in Crimea have already overshadowed any feelgood effect from the games and while Russian authorities insist they have secured a fitting legacy for Sochi, it is now hard to imagine this Black Sea town ever becoming a leading international tourist attraction. No expense was spared in transforming Sochi from a dreary,

Soviet-era beach town, into a world-class ski resort. Dozens of new hotels and accommodation blocks sprung up, the airport was upgraded and an incredible $8 billion was spent on building a new railway. According to Human Rights Watch, 2,000 families were moved out for the games, some of them were paid but others weren’t. Around 40 new hotels were built

and and a further 15 completely re-furbished in the hope Sochi would become an all-year-round tourist destination. Despite the astronomical cost, the accommodation in the village was widely mocked with stories of sewage spilling out of the taps, water 'too dangerous to use on your face', floors not laid and rooms left without door handles. One hotel lobby had no floor -

but staff had found time to hang a framed photo of Vladimir Putin, another group of reporters were told to wait a day for their room, which had no running water, no internet - and no door to access it. The list of bizarre and amusing faults even spawned its own Twitter account called Sochi Problems which was flooded with examples of the unsatisfactory conditions.

Facebook Mark Zuckerberg’s Base in Salary Falls to $1

acebook's Mark Zuckerberg has has fallen into the $1a-year category. Zuckerberg (29), who is Facebook chief executive officer as well as the 22nd richest person in the world as ranked by the Bloomberg Billionaires Index, was paid $1 in salary for 2013,

according regulatory filings in the US. That reduction is down from a base salary of $503,205 in 2012, the year of Facebook IPO. The $1 salary is well known in Silicon Valley circles for the already rich.

Apple late co-founder Steve Jobs helped popularise the practice while all in the category own huge equity stakes in their own companies. Zuckerberg's total wealth is around $27bn and he owns Facebook shares that give him 61.6pc of the voting power in the Californian firm, the filing shows. His net worth ballooned last year as Facebook’s stock more than doubled in value, Bloomberg reported. Zuckerberg’s total package last year was $653,165, down from $1.99m in 2012 and related largely to his use of private planes, as part of his security programme, the filing also said. He reaped a $3.3bn gain last year by exercising stock options in the social networking company he founded at Harvard University while the wind-

fall saddled Mr Zuckerberg with a huge tax bill. It marks the second straight year that Mr Zuckerberg has realised a huge gain on the holding that he has accumulated in Facebook since he started the company in 2004. In 2012, he made $2.3bn off his stock options. Mr Zuckerberg has now exhausted his supply of stock options after exercising 60 million of them last year a price of 6 cents (3.5p) per share. He then sold 41.35 million shares for 55.05 dollars (£33) apiece in December, primarily to pay for his tax bill on the gains. Mr Zuckerberg and his wife, Priscilla Chan, also donated 18 million Facebook shares to a Silicon Valley non-profit organisation.

Elvery's management team named as preferred bidder for company The management team of Elverys UK billionaire Mike Ashley Sports, led by Patrick Rowland, has been approved by the retailer's examiner as the preferred investor in the company. Elvery's examiner, Simon Coyle of Mazars, said the move should secure the future of the business and its over 700 staff. Mr Coyle said his next task is to formulate proposals for a Scheme of Arrangement which must be presented to the creditors for approval. It is believed that the management team beat off stiff competition from five other bidders for the business, including Sports Direct, which is owned by UK billionaire Mike Ashley.

Manufacturing expands at fastest rate in three years in March

ctivity in the country's manufacturing sector grew at the fastest rate in nearly three years in March as the economy gains steam after completing an international bailout in late 2013. The Investec Manufacturing Purchasing Managers' Index moved up to 55.5 in March from 52.9 in February, hitting its highest since April 2011. The PMI has now stayed above the 50 line dividing growth in activity from contractions for the 10th month in a row. The index shows that manufacturing companies recorded a ninth successive rise in new business last month, while the rate of growth accelerated for the second month in a row to the sharpest in almost three years. New export orders also saw a marked increase in March, and the latest increase was the

strongest in five months. Companies reported improved demand from a range of markets including the UK, US and Asia. The PMI sub-index measuring employment slipped to 54.6 from 54.9 in February, but also marked its 10th consecutive month of growth. The increased headcount was due to higher new orders and efforts by firms to prepare for expected future growth. Investec said that the rate of input cost inflation eased for the third month in a row in March and was the slowest in the current eight month period of rising prices. Where input costs did rise, companies said this was due to rising prices for timber and paper. Philip O’Sullivan, Investec Ireland's chief executive, said that one of the highlights of today’s release is the improvement in new orders, where a ninth successive monthly in-

crease was registered in March, while, as with the headline reading, the rate of increase in new orders accelerated to the fastest pace since April 2011. "With a tenth successive above-50 reading being a nice milestone for the Manufacturing PMI report, the key take-

away from the above is that the recovery both at home and in Ireland’s major trading partners will underpin further expansion in the months ahead," the economist said. Manufacturing accounts for about a quarter of Irish gross domestic product, according to World Bank figures.

Entry-level Irish broadband amongst most expensive in EU

new study has found that Ireland has the third highest broadband costs in the European Union when comparing the cheapest packages available. The comparative research, carried out on behalf of the EU Commission last year, found Irish consumers pay a minimum of €31.40 a month for broadband, and up to a maximum of just over €60 a month. Across the entire union, the research found a 400% variation in the price of the cheapest and most expensive broadband packages, underlining the variable nature of broadband charges. The cheapest broadband is available in Lithuania, at €10.30 a month, while the most expensive is in Cyprus, at €46.20. Meanwhile, a separate EU survey has revealed how cost greatly influences Irish consumers' use of their mobile and fixed line phones.According to the Eurobarometer study, around three quarters of people living here limit calls they make on their mobile phones to national numbers and numbers in other EU states, as a result of charges. The study also found that around 70% of people in Ireland limit their fixed line phone calls to other EU countries and mobile or fixed line networks run by other operators, due to concerns about charges. It is a similar pattern when it comes to mobile data usage, with two thirds of Irish consumers limiting their mobile internet use due to worries about price. Worries about costs are heightened further during travel, with a third of Irish users saying they are likely to switch off the data roaming capabilities of their mobile phone while visiting another EU country, and 14% turning off their phone completely. More than half of people in Ireland make and accept fewer calls while roaming in the EU. Next week the European Parliament will vote on the European Commission's proposals to overhaul the telecoms market, which includes plans to give consumers more transparency, more rights and better services. Some only get half of advertised broadband speeds Meanwhile, a study of broadband speeds across the EU has found that on average Irish internet users only receive half the download speed advertised by their Internet Service Provider. The EU study, carried out by SamKnows, found that Irish consumers who get their broadband using xDSL technology only receive 49.98% of the speed advertised by their ISP well below the European average of 71% of advertised speeds. However, Irish consumers who get their broadband via cable do better, receiving 85% of the advertised download speed. Overall the average download speed experienced by users across the EU is just 75.6% of what is advertised by Internet Service Providers. However, the findings were better when it came to average upload speeds, which were found to 91.1% of the advertised pace. The study presents the results of measurements taken from 9,467 devices spread across 30 countries in October 2013, during the peak hours of 7am to 11pm. The average download speed across all countries was 30.37Mbps during peak hours, and this increased slightly to 31.72Mbps when all hours were considered. The average download speed achieved by Irish consumers accessing their broadband via xDSL is just under 6Mbps, compared to an EU average of 8.7Mbps. However, cable users here enjoy an average download speed of 57Mbps, well above the EU average of 48Mbps.

OMAN'S, which includes the landmark pub in the southside Dublin suburb of Rathgar as well as a large drinks distribution arm, is a textbook example of what can go wrong when the succession in a family-owned business is botched. It wasn't a pretty sight. Five sons sued their parents while most of the other Coman offspring sided with their parents against the brothers. While the case was finally settled all of the family ended up losing. High Court President Justice Joseph Finnegan, the judge who heard the case, tried to get the two sides to settle their differences at the start of the case. He literally threw the feuding Comans out of his courtroom in an attempt to get them to come to an out-of-court settlement. Unfortunately they failed to heed his well-meant advice. The Coman's saga is merely the latest example of the succession process going badly awry at a well-known Irish familyowned business. When PV Doyle died in 1988 his offspring were unable to agree between themselves on how the hotel group he had left them should be run. Eventually Doyle Hotel Group merged with Jurys in 1998. The Kelleher family of Blarney Woollen Mills and Kilkenny Design fame have also had their differences. Since the death of founder Christy Kelleher in 1991 there've been not one but two bust-ups, with various family members going their separate ways. However, by far the most spectacular falling out at an Irish family-owned business was the struggle for control of

Dunnes Stores, the country's largest retailer. When founder Ben Dunne Senior died in 1983 he left the company to his six children. While Ben Dunne Junior succeeded his father as chairman his position was very much one of first among equals rather than undisputed boss. From the start there were reports of tension between him and his siblings, particularly his sister Margaret Heffernan. For almost a decade these differences were kept within the family. That all changed in February 1992 when Ben Dunne Junior was arrested in possession of cocaine at a Florida hotel. He was quickly ousted from the company and retaliated by suing. It was as a result of this case that we first learned about his payments to former Taoiseach Charles Haughey and his unorthodox business dealings with Communications Minister Michael Lowry. These revelations led to the establishment of the McCracken and Moriarty Tribunals. Twelve years later we are still living with the consequences of the dust-up at Dunnes. Not all family businesses make a hash of the succession. Musgrave, the grocery distributor which owns the SuperValu and Centra retail franchises, is still familyowned 128 years and five generations after its foundation in 1876. In 2003 it recorded a turnover of over 3.3bn and pre-tax profits of almost 60m. So what's the key to successfully handing on a family business to the next generation? "With succession you must deal with the issue early rather than late. There is no point in dealing with it when the founder is close to retirement," says Keith Robinson, senior manager at BDO Simpson Xavier's family business services unit.

Unfortunately many business founders are totally bound up in their creation and are extremely reluctant to let go. He recommends drawing up a "family constitution", laying out the ground rules for the clan's involvement in the family firm. Where family members are recruited to work in the business they should have at least three years' outside experience. Hard questions also need to be asked before a successor is appointed. "Are they passionate about the business? Do they have the skills necessary to take it to the next level?" he asks. If the answer to any of these questions is "no", then Robinson recommends that the family should consider bringing in outside managers to run the business on a day-to-day basis. Many successful family-owned businesses have adopted this policy and are largely managed by non-family executives. Unfortunately most family-owned businesses don't plan the succession to the next generation. As a result only 30 per cent of family firms make it to the second generation, a mere 13 per cent to the third generation and a minuscule 4 per cent to the fourth generation. Family business is often surrounded by a heady mix of greed, ambition and ego. This means that when things go wrong they can get very ugly indeed.

Disgraced Secret Service Agents Sent Home

President Obama arriving in Amsterdam hree Secret Service agents due to protect the US president on his trip to the Netherlands have been sent home. President Barack Obama arrived in the country but the agents were sent home on Sunday after one agent was found drunk in a hotel in Amsterdam, the Secret Service said Secret Service spokesman Ed Donovan said the three agents were "benched" for "disciplinary reasons". He said the incident had not compromised

the president's security in any way. The agents sent home from Amsterdam were put on administrative leave, according to The Washington Post, which first reported the disciplinary action. The newspaper said all three were on the Counter Assault Team - with one being a "team leader". The team defends the president if he comes under attack. While the drunk agent was discovered by staff at the hotel, who reported it to the US

Embassy, the other two agents were considered complicit because they did not intervene despite being in a position to assist the drunken agent or curb his behaviour, an anonymous source said. The latest incident with the Secret Service represents a fresh blemish for an elite agency struggling to restore its reputation following a high-profile prostitution scandal and other allegations of misconduct. An inspector general's report in December concluded there was no evidence of widespread misconduct, in line with the service's longstanding assertion that it has no tolerance for inappropriate behaviour. Before the president travels anywhere abroad, a number of Secret Service and other government officials are dispatched in advance to prepare the intense security operation needed to protect the president in unfamiliar territory. Typically, counter assault teams travel with the president in his motorcade and, if he came under fire, the team would be called upon to engage any attackers while the president was hustled to safety. Stricter rules implemented in the wake of a prostitution scandal involving secret service agents in Colombia in 2012 bar agents from drinking alcohol within 10 hours of starting a shift. It is unclear whether the other two agents were drinking heavily or what time any of them would have been expected to show up for a shift.

'Chicken From Hell': 10ft Bird Dinosaur Revealed

he 500lb bird-like creature, which lived 66 million years ago and had feathers and claws, is named after a mythological demon. A 10ft tall bird-like dinosaur dubbed the "chicken from hell" has been revealed by scientists. Anzu Wyliei weighed 500lbs and lived alongside Tyran-

nosaurus rex 66 million years ago. It sported a cockscomb crest on top of its head and also had rudimentary feathers, sharp claws and a toothless beak. It is thought to have eaten both vegetation and small animals. Dr Matt Lamanna, from the Carnegie Museum of Natural History in Pittsburgh, said: "We

jokingly call this thing the 'chicken from hell', and I think that's pretty appropriate." The dinosaur bones were found at sites in Dakota, but it took scientists years to fully investigate them. Some of the remains of three of the creatures were pieced together to make an almost complete skeleton. Report co-author Dr

Emma Schachner, from the University of Utah, said: "It was a giant raptor, but with a chicken-like head and presumably feathers. "The animal stood about 10ft tall, so it would be scary as well as absurd to encounter." The first part of the dinosaur's name derived from a bird-like demon in Mesopotamian mythology.

Girl Suspended Over Cancer Tribute Head Shave A nine-year-old girl who shaved her head in support of her friend who has cancer was suspended from her school because it was "against the dress code policy". Kamryn Renfro's tribute - which she said "was the right thing to do" - was given the goahead by her parents. But she was shocked when her school, Caprock Academy in Grand Junction, Colorado, sent her home. She has since been allowed back following national news coverage, and the school has launched an investigation into the decision. The gesture was made in support of Delaney Clements, 11, who lost her hair after undergoing chemotherapy during treatment for neuroblastoma. "It made me feel like I'm very special and I'm not alone," Delaney said. Her mum Wendy Campbell added: "For a little girl to be really brave and want to shave her head in support of her friend, I thought that was a huge statement and it builds character in a child."

TV Licence Dodgers in UK May Not Face Jail Threat Proposals allowing ministers to lift the threat of jail and a criminal record for TV licence dodgers have taken a step forward. MPs on a Commons committee gave the goahead for a review of TV licence sanctions, including allowing the Government to make non-payment a civil offence. The move is almost certain to become law, with cross-party backing for decriminalisation. The BBC had warned an immediate change would hit funding for its services by leading to increased evasion. Cases of people accused of not paying the ÂŁ145.50 fee accounted for more than one in 10 criminal prosecutions last year, with 155,000 people convicted and fined. It led to more than 150 MPs to back a decriminalisation campaign led by Tory MP Andrew Bridgen. In response, proposals were put forward requiring Culture Secretary Maria Miller to carry out a year-long review of the sanctions. It means the review is unlikely to report until after next year's general election. The BBC has indicated it is willing to discuss changes as part of discussions over the renewal of its charter, due in 2017. Its director of strategy and digital, James Purnell, said the present system "works pretty well" and challenged some of the evidence put forward by supporters of decriminalisation. But he added: "We want to look at the facts and work with Mr Bridgen and other people in Parliament who have expressed a concern and with the Government to come up with the best possible system. "That is what this set of amendments allows us to do. It avoids the risk of doing it in a rush, it allows it to be looked at in the round and that is something we welcome." Chancellor George Osborne said the Government was "looking very closely" at decriminalisation. "It is getting more and more support across the political parties and you can see it is all heading in a particular direction," he said.

Life-saving car technology ‘taxed out of drivers’ reach’ N

EW CAR TECHNOLOGY that can save lives and avert injuries in cars are being taxed out of most drivers' reach, it is claimed. Now a new push is on for safety devices and systems to get a tax break. Advocates say huge advances in car technology have transformed the landscape and need to be encouraged by governments in the form of VRT-like rebates. Calls by prestigious safety research agency Thatcham were backed by a senior motoring figure here who says safety is being priced out of the market in many cars. The latest technology to prompt calls for a tax cut can stop rear end collisions – without the driver taking any action.

The car takes over the braking in an emergency where the driver is distracted. It is called Autonomous Emergency Braking (EAB) and it is now fitted or optional on some cars. The critical thing is that new figures show it saves lives and injuries. According to Thatcham, the insurance industry's automotive research agency in the UK, initial data shows cars with AEB have 18pc fewer third-party injury claims. Many of these would be whiplash injuries; the EAB system is designed to avert rear-end shunts. Similar studies in the US found a 26pc reduction in injuries while research in Switzerland and Sweden the number front/rear crashes was cut by 31pc and 48pc respectively.

According to Thatcham, 90pc of crashes are due to human error or distraction. In a car fitted with AEB, the system detects the proximity of the car (or pedestrian) in front and calculates there will be a collision if the current speed is maintained. In the absence of driver involvement, it sharply applies the brakes to avoid impact. (I have driven several test-track examples of this. In all but one case the car stopped before hitting a 'pedestrian' or ploughing into the back of another vehicle). The Thatcham appeal raises broad questions about how safety items are treated by taxation policy. They, obviously, add to the price of a car and therefore invoke the relevant Vehicle Registration Tax rates. In effect it means safety is being taxed. And that is why many carmakers do not include some higher-end safety items as their standard equipment, leaving them instead as options. Thatcham is calling for a £500 incentive – reckoned to be about half the cost of an autonomous emergency brake system – from the British government and has begun a big lobbying campaign. It forecasts that all new cars would have AEB by 2025 if the cost were reduced.

Now that March is over many farmers on drier farms will be in the process of, or considering going out with their second application of nitrogen. At a recent Agricultural Science Association nitrates technical event James Humphreys of Teagasc Moorpark addressed this topic. Humphreys outlined the results of research conducted at Moorpark which examined the effectiveness of a heavier second application of nitrogen. He said: “We would have put out Urea on grassland in January. We applied a 30kg application

and followed up six weeks later with another 30kg of nitrogen. In a separate experiment we put on 30kg of nitrogen and followed up with 60kg of nitrogen. We looked at the response over a number of years.” According to Humphreys: “We got a very good response with the first set of applications. When we moved onto the second set of applications we got a poorer response. We found the value of the response of the first application was worth around €90/tonne of DM. The value of the additional application put a value on the grass of €195/tonne of DM.” He commented: “So if you’re a dairy farmer feeding concen-

It is very unusual not to get an economic response and there is nearly always a case for going out with nitrogen early in the spring.” Advice Humphreys noted: “Taking into account rainfall and evapotranspiration, there is a very high risk of loss during the spring. There are huge amounts of water entering the soil and very little coming off in evapotranspiration. “ “With an eye on this risk I would advise farmers to split the application of nitrogen at this time of the year. Going out with a light rate initially and then following up with a heavier rate as conditions improve. So we are generally talking about a farmer putting on 30 kg of nitrogen per ha between mid-January and the end of February. He remarked: “This is depending on soil type and location. Down the south on sandier soils you can go earlier. As you move north on heavier soils it will be later and also one has to take altitude into account.”

In terms of a second application at this time of the year he advised generally the second application will be around the middle of March. With the rate somewhat dependant on the circumstances of the farm.” He added: “As we move into the summer we switch from urea to CAN type fertilisers. To avoid the risk of volatilisation. Generally speaking nitrogen is retained reasonable well in the topsoil during the summer months. There is relatively low risk of loss once you are not using ammonia based fertilisers.” He concluded: “We need to cease applying fertilisers from mid-September on. That’s to allow time for the nitrogen which has been applied to be taking up until such time as growth ceases at the middle of November.”
