HEN Leo Varadkar was elected Taoiseach last week he outlined his vision to build a “republic of opportunity . . . a republic in which every citizen gets a fair go and has the opportunity to succeed, and in which every part of the country has a chance to share in our prosperity.” His Government has also promised to reform our health service to ensure that same vision for equality permeates, so that everybody has equal access to quality health care. For Ballymote woman , Breda McCoiligh, all of these aspirations may sound hollow as she fears her husband, Eamon, may not survive a possible two-year waiting list for a vital heart operation. Her story, aired on Joe Duffy’s Liveline last week, presents yet another example of the inequality within our archaic health services system. Eamon, who suffers from Atrial Fibulation (causing an irregular heartbeat), has suffered seven potentially-fatal cardioversions in the past 15 months - two of which happened within just 12 hours of each other. Breda recounted her many “life and death” dashes by car to Sligo hospital as an ambulance would take too long. Eamon urgently needs a pulmonary vein isolation day procedure on his heart, but has been informed it could take up to two years to get it done on the public system. In January they had been told that due to the severity of his condition it was hoped to have the procedure carried out within three months, but so far it hadn’t happened. Said Breda: “I was told if he went private he could have it done by next week.” The cost of the procedure could be up to €28,000; they are just pensioners and can’t afford the hospital’s repayment plan. Time is moving on and her husband is getting weaker and weaker. Undoubtedly, their experience is replicated elsewhere under the current inequitable system. Mr. Varadkar may have hopes and aspirations but let’s hope reform will not come too late for Eamon, Breda and others at the mercy of our public health system.

SLIGO JAZZ LAUNCHES FESTIVAL PROGRAMME WITH A FREE GIG IN TRICKY’S MCGARRIGLES Sligo Jazz Project launches its 2017 Sligo Jazz Festival programme on June 15, 8:30pm at Tricky’s McGarrigles. The festival encompasses Europe’s biggest and best jazz summer school with over 100 participants each year, and this year’s faculty of musicians is the biggest SJP has ever had, with 23 international and Irish musicians giving workshops and playing concerts for six days from 25-30 July. To launch the 2017 programme SJP is
putting on a free gig upstairs in Tricky’s McGarrigles on June 15th, featuring two of the tutors who will visit in July: Ohio-born Saxophonist Meilana Gillard, who is promoting her new CD “Dream Within A Dream” with an Irish tour and Northern Irish drum force David Lyttle, no stranger to Sligo Jazz. They will be joined by Niall O’Loghlen on bass. The music starts at 9:30pm after a brief reception to launch the programme. This year’s festival theme is Fusion,
highlighting the plethora of musical styles that make up the jazz planet. 2017 Sligo Jazz Artist-in-Residence, UK saxophonist/rapper Soweto Kinch’s swaggering Bebop/Freestyle Rap/HipHop mix and LA-based Aussie drummer Virgil Donati’s jazz-metal fusion will add a lot of spice to the more conventional jazz flavours you’ll sample on this very special week. Fabulous female jazz performers abound, with vocal jazz from Liane Carroll, Sara Colman and Emilia Martensson, who are joined for the first time in Sligo by trombonist Shannon Barnett and saxophonist Meilana Gillard. As always with SJP, there are many firsts. So for the first time we team up with the Yeats Summer School and the Hawk’s Well Theatre in copresenting a night of Yeats-inspired jazz featuring vocalist Christine Tobin’s Sailing to Byzantium. We’ll have the SJP All Stars on Friday this year and two action-packed shows of Kieran Quinn’s Themed night number 18 too! What’s not to like? Men more likely to cycle daily in Ireland – Bike Week Survey
N
ational Bike Week last week saw thousands across the North West take to their bikes to take part in some of the vast array of biking events. Dromore West featured a Wild Atlantic Coastal Cruise Cycle on Friday, 16th; there was an Adult Mountain Bike Trail in Ballygawley on Tuesday, 12th. On Friday, June16th there’s was a Family School Cycle at Lough Key. Ballina’s Bike Fest commenced in the Sports and Leisure Centre on Sunday, 18th June. There’s was
also a Sofa to Saddle Cycle programme taking place in the town. Leitrim Glens Cycling Club’s Family 10k Cycle also took place on Sunday, 18th June. There was a lot more, of course . . . with full details of all events available on bikeweek.ie. In the midst of all of this a survey commissioned by the Department of Transport, Tourist and sport for National Bike Week has established that three out of every four people who cycle daily in Ireland are men.
IBS Publications Limited ,Office 3, Unit 7, North West Business Park, Collooney, Co. Sligo. F91 NX0T Riverview House, Barret Street, Ballina, Co. Mayo. F26 K2E0
More than half of the adult population currently owns a bike. However, fewer than one in ten cycle daily and most (74%) say they prefer recreational cycling as opposed to commuting by bike. Health is the most significant factor that motivates people to cycle. More than six out of ten adults say they cycle for its health benefits and to stay fit. Other reasons given for choosing two wheels include the enjoyment of cycling, the environmental benefits of cycling, as well as its independence and speed over other forms of transport. The survey also reveals a split between regions with Dublin boasting by far the greatest number of daily cyclists (15%), compared to the rest of Leinster (6%), Munster (5%) and Connacht/Ulster (6%). The 2011 census showed that over 200, 000 people travelled less than 4km by car on their daily commute to work, school or college. A 4km trip would take 10 to 15 minutes to cycle. Four out of every ten adults use lights and wear helmets when cycling. Wearing of safety cycling gear (lights, reflective clothing, helmet) on every cycle increases with age. Hundreds of free cycling events took place last week throughout Ireland. The aim of National Bike Week is to raise awareness of cycling and to encourage more people to take up this healthy, low cost and environmentally friendly way of making shorter trips. Bike Week events were organised by local authorities, community groups and cycling groups around the country. Bike Week is an initiative of the Department of Transport Tourism and Sport.

Pic Alison Lareado
T
he main events of the 2017 Mayo International Choral are over for another year, but they will ring in the memories of supporters and participants for many months to come, after the most successful festival to date. The tone was set at the very opening concert when festival Chairman Frank Murray in his opening speech quoted from Berthold Auerbach that ‘music washes away from the soul, the dust of everyday life’, and over the next 5 days audiences were immersed in musical influences from all parts of the globe as over 1,450 choristers from Bulgaria, England, Russia and Sweden, as well as choirs from all over Ireland, sang pieces from many International composers, covering a multitude of musical genres. The opening concert was a tribute to Courtney Kenny who attended on the night and received a standing ovation from the large audience at St. Mary’s church in Ballinrobe. Two concerts followed on Thursday in Ballina and Westport, with visiting and local adult and youth choirs. Friday saw concerts in Ballintubber Abbey and, for the first time for the festival, a concert in Ballyhaunis, as well as a concert in Newport. On Saturday, singing echoed from many buildings in Castlebar as choirs prepared and ‘warmed up’ for participation
in the competitions held in the GMIT. Audiences at the Gala concert that night were treated to performances from all the winning choirs, and were transported to Russia when asked to participate in the well known Russian folk song ‘Kalinka, Malinka’, performed by special guests ‘Lyra’, an a cappella quartet from St Petersburg. It was Sweden who won the Premier competition at the Gala, and performed an additional piece with glasses specifically tuned by using different volumes of liquid, creating musical notes to accompany their voices when the members sang ‘Stars’ by Eriks Esenvalds. The audience, together with the participating choirs, also formed part of the massed choir to sing the Hallelujah Chorus at the end of the concert. Choir members gathered in Castlebar’s Tennis Club after the concert to share musical experiences and unwind after a very eventful few days. The closing concert was in Christchurch, Castlebar early on Sunday evening. Speaking at that event, the festival director, Declan Durcan, stated that the organisers were delighted to see so many new faces in the audiences over the previous few days and he praised the support of so many Mayo Choir members and community groups in the county. He
also thanked the main supporters, Mayo County Council, Castlebar Municipal District and Fáilte Ireland, in addition to many individual councilors. Frank Murray, Chairperson, thanked the executive committee who worked tirelessly over several months, and all the volunteers, and paid tribute to Edward Horkan, President and founding member. Speaking afterwards, Declan Durcan stated “The festival, that takes place at the end of May each year is the only county-wide choral festival in Ireland and it’s social and financial benefit to the region is very significant – this year alone resulting in 1,281 bed-nights in Mayo. We are already working on 2018, with many enquiries for next year’s festival and this is very encouraging. We also look forward to finalising our five-year plan, which will be launched later this year, and includes input from all stakeholders, and a collaboration with the Sligo International Choral Festival. Later in the year we welcome and facilitate a visiting choir from Holland, and next Easter a visiting choir from the USA – it’s all very exciting” More details about the festival and upcoming events can be found on the festival website: www.mayochoral.com or on Facebook.

Morning Ireland’s biker Cian highlights potential of North West BALLINA and North Mayo/West Sligo featured prominently in RTÉ Radio 1’s flagship news programme Morning Ireland
Morning Ireland’s Cian McCormack pictured with Ballina’s Rachel Nolan (Rachel’s Irish Adventures) outside the Station House Hotel, Ballina, before commencing his Ireland by Bike trip last week. Pic: John O’Grady Photography.
when reporter Cian McCormack took his bike to the country’s high roads and byroads to bring interesting unheard stories and voices to the station’s listeners. Morning Ireland’s man stepped off the train with his bike at Ballina station on Tuesday, 13th June, before moving on to the Station House Hotel. There he met up with Ballina’s Rachel Nolan of Rachel’s Irish Adventures and David Horkan of Paddle and Pedal,, both of whom were featured on Cian’s first report on Wednesday, 14th. Much of the discussion featured the new Greenway, commencing at Belleek, and some of the other features of North Mayo. Later in the morning, Cian moved on to Enniscrone where he interviewed Enniscrone’s “Quirky Glamping” entrepreneur David McGowan. Wednesday’s programme featured the Sligo Camino route between Coolaney and Dromahair, before Cian moved on through Leitrim, Fermanagh, Roscommon, Galway, Clare and Kerry. The Ireland by bike series features the stories of real people at the start of the summer with the reporter stopping in
towns, villages and communities in those regions. This is the third ‘Ireland by Bike’ series. Before commencing Cian said: “I really want to bring listeners to places they don’t usually hear from and to get a sense of how communities and people are ‘unlocking the potential of rural Ireland,” said Cian. One of the main themes of the series looked at the government’s ‘Action Plan for Rural Development’ which aimed to ‘unlock the potential of rural Ireland’. But what I really want to focus on are the stories of people on the ground, said Cian. “During the series I will talk to local people and communities in towns and villages to see how they are unlocking their rural potential with private enterprise, community projects, tourism and festivals,” said Cian. Cian will cycle on, his making daily reports on Morning Ireland until Friday 23rd June. Listeners can interact with the Ireland by bike series directly by emailing: irelandbybike@rte.ie or on twitter: @cian_mccormack or @morningireland.

W
ith just five weeks to go, planning for Ballina Salmon Festival is well underway with a packed programme of family-friendly events confirmed for Mayo’s largest community festival. Now in its 53rd year, the 2017 festival runs for three additional days, from Sunday 9th–Sunday 16th July and will bring the streets alive with street theatre, live music, food, heritage, sports, and exhibitions. The revitalised 2017 festival programme includes some new and exciting additions with a renewed focus on the arts. Old favourites like National Heritage Day, International Evening, the Busking Competition, Mardi Gras and Fireworks and the Teddy Bear’s Picnic remain in place, and this year, visitors can also enjoy new events like ‘A Night at the Proms’, a joint performance of Ballina’s choirs featuring over 230 performers, ‘A Celebration of Traditional Irish Music’ and ‘The Core Stage’, featuring daily lunchtime performances from talented young musicians from all around Co. Mayo. Country Star Johnny Brady also makes appearance at the Country and Western Night.
Ballina Salmon Festival has always put a strong focus on catering for younger attendees, and this year’s comprehensive children’s programme includes imaginative events like ‘Art through Recycling’ workshops, river sports, a circus workshop and Music for Little Ones, as well as a variety of sporting events. The festival generates millions in revenue for the town, attracting over 200,000 attendees annually. It is supported by the workers of the Moy Valley Resources Community Employment Scheme, who work in a variety of roles from promotion to propbuilding and administration to event management. It is also generously supported by local businesses throughout Ballina and beyond. Chair of Ballina Salmon Festival, Billy Lewis said “Ballina Salmon Festival is important to the town, not just in economic terms but in ways even more important than that. It is true celebration of community spirit, combining talent, endeavour and a pride of place in our own area. It is an opportunity for the community of Ballina to display its talent, and the
sense of self-belief and self-worth that binds us together.” PRO of Ballina Salmon Festival, AnneMarie Flynn said “Ballina Salmon Festival remains vital to our local economy and remains a significant attraction for tourists and diaspora in the West of Ireland. The level of volunteerism involved in this festival is almost unique, which makes it special. It’s also fun to be involved and it is heartening to see new individuals and businesses getting involved with the festival and continuing the tradition of community involvement.” The festival committee is still seeking volunteers to help out during festival week, with roles from stewarding to social media management available. Anyone interested in helping or discussing sponsorship opportunities can contact the Ballina Salmon Festival office on 096 79814. Ballina Salmon Festival will be officially launched in Ballina Arts Centre on 22nd June at 8pm, and all are welcome to attend. A full programme of events is available on the brand new Ballina Salmon Festival website, www.ballinasalmonfestival.ie.

Focus on Fermanagh If you’re not cruising on the lakes in Co. Fermanagh or fishing, here’s a selection of other things to visit or things to do. 1. Take a stroll in Ely Lodge Forest... Ely Lodge Forest is a pretty quiet place, not very well known by tourists and located only a few kilometres from Enniskillen. Note that the forest extends over 250 ha by the Lough Erne, and its planting began in 1940. 2. Drive near Monea Castle... On the right-hand side, you can see a photo taken near Monea Castle. County
Fermanagh is still overall quite rural and has got quite a lot of forests, green fields and lakes. I thought this view is both nice and representative of this county, despite the grey sky... 3. Visit Enniskillen Town... Enniskillen (from the Irish: Inis Ceithleann meaning "Ceithleann's island") is the County town in County Fermanagh. It is located almost exactly in the centre of the county between the Upper and Lower sections of Lough
Erne. It has a population of approximately 11,500. On the right-hand side, you can see a photo of a part of the town, crossed by River Erne. 4. Visit the buttermarket of Enniskillen... The buttermarket is an area of Enniskillen, which has been converted into an Irish art and craft centre, specialised in sale and promotion of Irish and European craft products (paintings, sculptures, vases etc.). There you'll also be able to meet local artists. 5. Visit Enniskillen Castle... Enniskillen Castle was built almost 600 years ago by Gaelic Maguires chieftains. Guarding one of the few passes into Ulster, it was strategically important throughout its history. In the 17th century, it became an English garrison fort and later served as part of a military barracks. This historic site now houses 2 museums.

t is one of 127 UNESCO Global Geoparks across 35 countries worldwide and only the second UNESCO designated site in Northern Ireland. The status is awarded in recognition of the areas internationally important rocks and landscapes and how they are utilised for sustainable tourism. The Geopark boasts over 40 stunning sites including breath-taking viewpoints, magical waterfalls, wonderful wetlands and fantastic forests; with key sites including the mystical Cavan Burren Park, Lough Navar Forest, Shannon Pot (all of which are open all year round) and the world famous Marble Arch Caves (open March - October). The Marble Arch Caves are one of Europe’s finest showcaves and allow visitors to explore a fascinating, natural underworld of rivers, winding passages and lofty chambers. Lively and informative guides conduct tours past a bewildering variety of cave formations. Stalactites glisten above steamways and chambers, while fragile mineral veils and cascades of creamy calcite coat walls and create shimmering terraces. Spectacular walkways allow easy access while powerful lighting reveals the stunning beauty and grandeur of the caves. Electrically powered boats glide through the huge caverns carrying visitors along a subterranean river. After your guided tour, take the time to explore the informative exhibition area in the Visitor Centre, watch the free audiovisual presentation, browse the diverse range of products available in the gift shop and take a leisurely stroll through the Marble Arch National Nature Reserve. For little kids (and big kids alike!), ask at
Calf house dolmen at Cavan Burren Park, part of the Marble Arch Caves UNESCO Global Geopark reception for a free worksheet to complete the fun fossil trail in the carpark, or see what insects and blossoms you can identify in the wildflower knoll at the rear of the Centre! Choosing livestock for your smallholding What livestock should you choose for your smallholding? Alan Beat has many years experience with animals. Here is his advice New entrants to smallholding often ask ‘which breed of hens/ducks/sheep/pigs/cattle should we buy?’ Unfortunately, there is no simple answer. It depends on many different factors, not least of which is personal preference. However, I suggest that some commonsense principles can be applied to all types of livestock: • Buy healthy stock from a reliable small-scale source; • Keep them as naturally as possible; • Rotate them regularly to fresh ground; • Avoid overstocking; • Feed and house them properly; • Learn their normal behaviour through regular observation. Do these simple things and you should have very few problems. This article examines the first of these principles in more detail. Preparation Please, please don’t even think about buying your first livestock until you have made adequate preparations. Ensure that field boundaries are stockproof; that sufficient grazing or fodder is available; that appropriate housing and handling facilities are in place and that you have a fair grasp of how to look after them. Don’t fall into the trap of buying on impulse at a show or sale and think that you can rig something up with baler twine and old pallets ‘just for the time being’ when you get home. Such temporary arrangements are never satisfactory and risk becoming rather more permanent than intended! It’s far better to plan and prepare in advance. Personal preference There are many different reasons for keeping livestock, but perhaps the most important is that you take pleasure in doing so. You’ll be spending a part of every single day in their company, and if that becomes a chore rather than a pleasure, you are not going to succeed with them - it’s as simple as that. So try to acquire some hands-on experience to inform your choice. Consider enrolling for a short training course covering the livestock that interest you, or offers a general overview to help you focus.Visit established smallholders to learn from their experience, and offer to help with routine tasks that enable contact with the type of stock that interest you. Handling large livestock can be daunting and may not suit you personally. Keeping geese may seem attractive, but will you cope with an aggressive gander? Milking goats may appeal, but have you ever tried - and can you stand the smell of a billy?
It’s much better to explore such things before you buy, rather than afterwards. A good route to practical experience is through WWOOF (World Wide Opportunities on Organic Farms), which enables you to work on smallholdings and farms in exchange for board and lodging; visit www.wwoof.org Another option is to initially let out your grazing to a local smallholder or farmer with the type of stock that interests you. Useful knowledge and confidence is acquired through regular observation and from conversation with their owner. If you permit them to lamb, calve or kid in your outbuildings, you’ll
experience normal and problem birthing as well. This is how Rosie and I learned about sheep management before starting our own flock. Spend time on the source farm of your potential livestock to gain familiarity with them and ask questions of the vendor. Most breeders are enthusiastic about their animals and it’s not in their interest to sell stock to someone who is unsuited to keeping them, so they may want to question you in turn!
Pedigree Beginners are often advised to buy quality pedigree stock from a reputable prize-winning breeder.

Contact: Ray Lynch Corlis, Castlerea, Co. Roscommon Phone: 086-8943034 or 094-9621938 • AGENTS REQUIRED Such breeders play a vital role in maintaining and developing the wide range of livestock breeds that we enjoy today. The rare breeds, in particular, are often suited to a smallholding life and are especially deserving of our support. However, I strongly suggest that pedigree livestock are not the ideal first purchase for the raw novice.Pedigree strains have been selectively bred over many generations for certain characteristics. The promotion of specific attributes usually comes at the expense of others, and impacts on general qualities such as hardiness, prolificacy and longevity. As breeds diverge further from the natural form, there is an associated increase in dependence on human care and intervention to maintain health and well-being. To give a simple example, primitive sheep shed their fleece naturally each spring, whereas the more developed breeds require shearing. To establish the reputation of his or her pedigree stock, the breeder needs to show them and to win prizes; but showing promotes physique and visual appeal over utility attributes, so that prize-winning stock may lack the practical characteristics that most interest the smallholder. To win consistently around the shows against stiff competition requires considerable effort and commitment alongside expert stockmanship. All this indicates that trying to keep and breed pedigree stock is not for the fainthearted; nor, I suggest, is it for the novice. Instead of starting at the top end of the scale, I think the novice is better advised to first gain practical experience with crossbred
or commercial stock that are cheaper, hardier and more widely available. When two pure breeds are crossed, the resulting progeny grow faster to a larger ultimate size than either parent; they are also usually healthier, hardier and more prolific breeders. These characteristics are collectively known as ‘hybrid vigour’. Commercial farming takes advantage of this in various ways, for example, using crossbred ewes to combine the prolificacy of one breed with the heavier lamb carcase of another. Commercial strains often arise, not from pedigree stock, but from animals with the general characteristics of a breed. Such livestock may be far removed from any traceable pedigree, but, nevertheless, exhibit the practical attributes of the breed that smallholders value. Both crossbred and commercial stock will exhibit a wider variance than pedigree animals, but uniformity may not necessarily be desirable for the smallholder, in fact, diversity may be a distinct advantage. Both these types of livestock are easier to source and cheaper to buy than pedigree stock. The progression to pedigree stock, if that is the longterm aim, can follow as experience grows. SOURCING STOCK An important consideration to the smallholder is docility. For example, sheep from the uplands may be as wild as the hills they graze, unused to confinement by fencing and unworkable except with a well-trained dog. Most commercial sheep are also worked with dogs and hence fear humans by association. However, I suggest that
a sheep flock worked without dogs, but instead trained to trust humans and follow a food bucket, is far easier for a novice to manage; so buying your starter flock of tame, bucket-trained sheep from a small scale breeder provides a sensible foundation on which to build. This principle applies across the spectrum; all livestock that are handled regularly, and are relaxed in close human company, are quieter and more easily managed. To give an extreme example, I once bought some weaners (young pigs) from a semi-feral herd that roamed a large acreage without any close human contact. The owner rigged up a temporary catching pen of wire mesh panels into which the piglets were lured by food and then trapped. When he approached the pen, the pigs went berserk and ricocheted around at high speed while attempting to jump straight through the mesh sides - they were terrified. Somehow, we manhandled five squirming piglets into my trailer, although one jumped out again over our shoulders and sprinted away, never to be seen again! Back at our smallholding, all I glimpsed of these pigs for the first fortnight was their backsides as they ran to hide in their house whenever approached. With patience and a regular feeding routine, they did eventually learn to tolerate my presence, but never allowed themselves to be touched and so remained difficult to move or handle. Those pigs were completely unsuitable for a novice to buy. In contrast, weaners from a wellmanaged smallholding, are normally
docile and human-friendly right from the start, making their handling and management so much easier. So, enquire locally for smallholdings with livestock for sale. Check advertisements in local agricultural merchants and newspapers, and national magazines like CS. I recommend visiting the source farm or smallholding before making the decision to purchase. Never mind if you are a novice - common sense is your guide. Ask to see the breeding stock as well as their offspring and look at the conditions in which they are kept. Animals that are healthy and thriving will be clean, bright-eyed, alert, active and inquisitive, with a shine to their coat - though if pigs
have full bellies, they may be contentedly sleeping! Look for a good level of rapport between the vendor and his livestock. Ask plenty of questions; a good breeder will be happy to answer. If not, look elsewhere. Finally, beware of buying at a commercial market. It is so easy to make a bad mistake when you lack experience and, obviously, you can’t inspect the source farm either. If you really must follow that route, take along someone knowledgeable to advise you, and learn from them. Writers Alan Beat and his wife Rosie have run a smallholding of 16 acres for more than 20 years.

SUCCESSION – DO YOU KNOW WHAT’S COMING?
Farmers - Remove the headache of the Year End Tax Return!
Many of us think a lot about our assets, who we might leave them to, who we might transfer them to and what would happen the assets if we died. Whilst many tend to have an overview of the assets most people do not consider the finer details of the area of succession and often the devil is in the detail. The Q&A piece below raises important issues that should be considered by all business and farm owners; Do you have a Succession Plan or a Will? It is important to note that your succession plan and Will are not mutually exclusive – they should work together to achieve your future wishes. Having a Will in place means that you control where and to whom your Estate falls in the event of your death. In drafting your Will your succession plan is considered and, sometimes, a lifetime transfer of assets to the next generation. Where there is no Will in place, the laws of Intestacy dictate where and to whom your assets fall and this can be both costly from a tax perspective, and impractical. What taxes must be considered in a Succession Plan? Death/Transfer by Will; 33% Capital Acquisitions Tax (“CAT”, also known as Inheritance or Gift Tax)
Would you like to know your tax liability before the end of the tax year? Are you tired of looking for lost expenses and invocies?
IFAC has a unique and easy solution to help you! Call Claire on 071-9167848 IFAC Branch, Collooney, Co. Sligo
Lifetime Transfer; 33% Capital Gains Tax (“CGT”) 33% CAT 1%/2% Stamp Duty What are the main reliefs available to reduce or eliminate the above taxes? CGT; Retirement Relief – can reduce CGT to nil where transferor is over 55 years old and
has owned and farmed/used the business assets for at least 10 years (subject to limits and conditions in certain circumstances). Entrepreneur Relief – can reduce the CGT rate from 33% to 10% subject to conditions. CAT; Small Gift Exemption (€3k/annum). Tax Free Thresholds (dependent on relationship to transferor ranging from €310k to €16,250). Agricultural Relief – can reduce the taxable value of the gift or inheritance by 90% often reducing the CAT payable to nil, subject to conditions. Business Property Relief – again, subject to conditions this relief reduces the taxable value of the inheritance by 90%, Stamp Duty; Young Trained Farmers (“YTF”) Exemption Consanguinity Relief – available in limited circumstances until 1st Jan 2018 – reduces the 2% rate to 1% in certain circumstances. What Planning can be done to maximise the above reliefs and ensure available? The above reliefs are vitally important in the succession of farms and businesses alike. Careful planning in relation to the following is essential in order to mitigate & manage potential tax bills; Who will be your successors? What are their financial circumstances at the time of the gift or inheritance – will they qualify for reliefs? What taxes, if any, will arise on the asset movements? Is there pre-transfer planning that can be done to maximise relief potential? When is the best time to transfer assets – during your lifetime or transfer by Will? What are the Income Tax implications for your successor(s) after the transfer?

Laugh out loud: The healing benefits of laughter A little chuckle goes a long way when it comes to maintaining your health. Body and soul have a laugh and you’ll get happy!
“Laughter is an instant vacation.” When Milton Berle (pictured) said this, he wasn’t too far off, according to some researchers who think laughter is like a wonder drug capable of treating a host of maladies related to stress and lifestyle. “Laughter therapy is making people laugh for healing purposes,” says Albert Nerenberg, a journalist, documentary filmmaker (for instance, Laughlology, in 2009) and laughologist, an expert who lectures on the science, practice and therapeutic effects of laughter. He brings the therapy to the workplace to help relieve stress and increase motivation, and to the health-care profession to promote and maintain health. But he cautions, “Occasionally, you hear wild claims that laughter therapy cures cancer or a terminal illness. The therapy holds great promise, but there is a danger of creating false expectations.” Researchers continue to study laughter’s effects and have made some discoveries on how it
benefits our well-being.
Brain chemicals From a neurological perspective, pioneering studies by Dr. Lee Berk and Dr. Stanley Tan of Loma Linda University Medical Center in California have shown that laughing triggers a flood of pleasure-inducing neurotransmitters, like dopamine, in the brain. Low levels of both these brain chemicals are associated with the winter blues and Seasonal Affective Disorder, which affects almost 20 per cent of Canadians. Nerenberg has been using laughter therapy to help treat drug addicts at a residential drug rehab centre located near the Quebec-U.S. border. “Laughing produces dopamine in the brain much in the same way as cocaine,” he explains, “so you essentially substitute laughing fits for drug addiction, addicting people to a positive behaviour rather than a negative one. They’re after rushes and really don’t care where they get them.”
Immune response A depressed immune system is vulnerable to colds and viruses. According to a 2001 study in Alternative Therapies in Health and Medicine, laughter boosts the activity of your system’s natural killer cells and other defences by increasing the number of antibodyproducing cells. Laughter enhances the response of

disease-killing cells such as gamma-interferon, diseasefighting protein; B cells, which produce disease-destroying antibodies; and T cells, key to immune system response.
per cent for up to 24 hours. Conversely, among the documentary viewers, blood vessels constricted by 15 per cent. Constricted arteries can lead to high blood pressure.
Stress response “We once thought laughter was the opposite of crying, but it’s more appropriate to think of it as the opposite of stress,” explains Nerenberg. He says laughter affects the nervous and endocrine systems by metabolizing stress hormones, which include cortisol and adrenaline, the fight-or-flight compounds released during times of stress. Stress hormones bombard the heart, forcing it to beat as if in a constant state of fight or flight. But laughter appears to reduce the amount of stress hormones your body produces.
Social benefits Laughing with others is more powerful than laughing alone, so plan some face time with friends. Sharing laughter is one of the most effective tools for keeping relationships strong and resilient. Simply anticipating laughter was found to release beneficial hormones while lowering levels of harmful chemicals in the body. Laughter can also stimulate creative thoughts that lead to a greater sense of self-worth and optimism.
Blood flow A good laugh can be good for your heart. Laughter helps expand capillaries, increasing blood and oxygen flow throughout your body. This may help protect against heart attacks and strokes by relaxing constricted blood vessels and promoting relaxation, which may lower levels of cortisol, a hormone known to contribute to high blood pressure, as do constricted blood vessels. Researchers from the University of Texas at Austin measured the blood flow of 17 volunteers after watching a comedy or a documentary. The comedy group showed significantly increased heart rate and blood flow of 17

Speaking of optimism In 2011, Nerenberg worked with Maxwell House on a survey about optimism, and the results are positive. Eighty-five per cent of us consider ourselves optimistic; 86 per cent of us feel that optimism is
contagious; and 79 per cent of us try to encourage pessimists to be more optimistic. Encourage your own healthier outlook by adding these simple laughter-inducing habits. Smile early and often in the day; it produces a mild hormonal change that can improve your mood and produce positive emotions. Smiling is the beginning of laughter and, like laughter, it’s contagious. Look up at the ceiling, and you’ll notice a positive lift. There’s no science to explain this, but it’s a fairly universal phenomenon, says Nerenberg. The opposite is true as well; if you walk around looking down, you’ll start to feel down. Fake it till you feel it Just going through the motions will trigger real laughter. Studies show the positive effects of smiling occur even if the smile is fake; faked laughter also provides the same benefits.

Ballina Folk Club Concert
Cappaghglass (dance) at Ballina Arts Centre
The Ballina Folk Club is a collective of folk singers and musicians drawn from the North Mayo region. They get together regularly to sing and perform music and song from the folk tradition. They will hold their first Concert in Ballina Arts Centre on Thursday, 29th June at 8.00. It will feature contributions from all the members and promises to be a lively and enjoyable evening of music. This concert is their first formal concert, and will feature contributions from all the members. Tickets: €10. Early booking advised.
As the culmination of her two-year Residency at West Cork Arts Centre, and inspired by the recent retrospective of 25 years of her choreography, Tara Brendel has created a solo dance show Cappaghglass, that looks at the current refugee crisis, and our universal need for home. The process was informed by collaborations and encounters with other practitioners; dancers, choreographers, visual artists, poets, writers, film makers. It sought to engage the public throughout the creation in a series of outreach community sharings and open invitations to sew and embroider the costume. The result is engaging, thought provoking and visually striking. Wednesday, 28th June. Tickets: €12 / €10. Early booking advised.
